[31:03] So, without changing anything downstream about somehow [31:06] and widening this channel or creating a digital floodplain downstream [31:12] The highest level of service will be able to obtain any improvement of stream of this type, or an improvement to this type. [31:20] We'll be between a 25-year-old service and pick-a-year-old service. [31:24] So, there you're the five-year-old service. [31:27] But just to be an idea that becomes our new cap, the best that we can do with this sort of a solution. [31:33] How big were the storms that we've had, there's a couple that were saying flooded there? [31:38] Well, if anecdotally I think I've been told that the audience 20 storms approximately [31:43] two inches in approximately half an hour, that's a four inches per hour intensity, or [31:50] a 30-minute duration, which puts it between a 50-year storm and a hundred-year storm. [31:56] So, as soon as specifically appears to have caused problems in a different, in a second, [32:04] In that the Sipsons Creek itself created a tail water condition that did not allow the system to discharge. [32:13] And it wasn't isolated to this specific storm system. [32:16] The bigger the older the longer the product at least based on the force and observations that they could make. [32:27] So yeah, my final bullet here, any improvements, [32:30] can only increase global service to a system between a 25-year-old geothermal man. [32:36] Here's a cross section of the system. [32:39] The first showing, the 16 inch baller, nice 71, up to this, is to a scale, but it's squashed, right? [32:54] So we have essentially, we're showing the top of pipe, here, this baller, and we need to [33:05] in the visual corner so that the solar channel is showing basically the top of the bank [33:09] photo of the channel, because blue line represents the water surface elevation that is [33:14] observed over the model response. [33:19] So at this point, the vectorized forms are in the [33:22] location. We essentially model the second bank at that elevation. We didn't [33:28] We tracked that as the amount that is flooding. [33:37] Here I'm just zooming in on the area that we're interested in. [33:41] And here's the inlet. [33:43] Here are the inlets along Meta Drive. [33:48] And here's the outlet. [33:53] Based on our model simulations, we saw that in 10-year storm [33:56] and then the estimated 23,000 gallons of flooding [34:00] with more of each subsequent SDS types of rainfall distribution. [34:09] Again, the concept of the tentative base, I wanted to look at, we were going to look at [34:12] a little bit more soil north of the Zimson, the East of 71, our goal here is to take [34:17] it like flow, to prevent flooding even those rice storms around that, to the re-boss [34:22] mold without exceeding a reasonable water surface elevation in the new tentative base. [34:30] So here's just a starting place, right, the conceptual days, and if you get in any sort of [34:35] heat up design, you can figure out how are you going to get this open-chamage friendly [34:39] I was alone, pulled out right away, into this station, and that hadn't spreaded as to how [34:45] the structure, so that type of that came to the statistic call, and he worked the roadway, [34:53] here on the in case we're looking at 835, and that is the maximum elevation. [35:02] Just to clarify for myself, if you scroll back to that there, more building this attention [35:09] I mean, when you did your study, and I think we already looked at this, but nothing's wrong [35:16] with the detention, but everything's working, functioning as designed from Kingswood. [35:21] The main reason we're building this detention base and it's catching most of this water off [35:26] 701. [35:27] Were they not at the root of the detention base, but I just need to check that out and you didn't [35:31] be able to evaluate the detention base and it felt that it was to work out and we're there. [35:36] I mean most of that water like when I walked that when it was raining a lot of that water there [35:43] It's not coming through that pipe. It's coming off of the road where there [35:47] So you are trying to capture that in the basin [35:51] So there's a very point [35:54] And technically this land to the east of Iceland you want the same force always to change the product [36:00] The picture is a rectangle, I suddenly want just crosses and isolates the very southeast point. [36:07] So, do we need really any indifference to putting into consideration here versus enlarging [36:15] the existing identities? [36:15] No, no, no, no, no, no, no. [36:17] Except that you would not capture the flow coming out by sitting there. [36:20] In the observations, in the anecdotal relationship, there's a dip in a non-photo piece coming out of the ice at the beach. [36:26] It's very interesting. [36:27] It's actually a type of flow from that mostly in pervious surface. [36:32] And so this seemed to be the right location of the best location for, inceptual days and days. [36:38] And what we found was that putting an attention in this area, did it not as good a job you could do to see what was happening in this place. [36:49] I had your, you had mentioned that 2009 report done previously looking at detention, conceptual options for the township, and wasn't their previous base in the value of the upstream of this, is this different than previous [37:19] position for some of the homes in that area, in order to provide a Wi-Fi in the decree. [37:27] To try to prevent stormwater problems, these side-by-side view are must. [37:35] Well, it was a storm on the west side, but preventing problems on the east side-by-side. [37:39] downstream of the, I said, of the, of the, of the, of the. [37:43] This, it is said, it is the same concept of this [37:47] universe, the city. [37:49] Our, our, the storm system, [37:50] bringing to that storm system. [37:52] To that stream, not, it's not this long and long [37:55] stream. And me and value in the shop, [37:58] our report, the attention to being in the end. [38:01] The, the, the concerns, the least best [38:04] That solution would not have done enough to prevent roadway over time, or to prevent the velocities [38:12] that we were expecting in some sort of way. [38:15] So we didn't feel that that was doing enough to slow down the flow to the renovation, [38:21] and it was not preventing the occurrence of roadways. [38:27] This is slightly different, and then we're looking, like I said, [38:30] a much smaller country in the area and you have the ability to essentially restore the existing [38:36] system. [38:37] We're bringing the existing system to a high level of service for a relatively low cost. [38:49] This table then, the results include our report, shows the amount of free more than our [38:55] conceptual intention. [38:56] The amount of flooding occurring at Meta's drive for each different storm of us, is a [39:05] It's going to continue to not have any flooding in the five-year storm. [39:10] A 10-year storm now is about 135,000,000-year-olds will be able to take a 1-year-old ship. [39:18] A 23,000 gallons, now we're showing zero, and we still have a 5-feet three-word at the [39:33] of flooding with about 4 feet before, and that if you're a strong man, we do see flooding. [39:40] But it's about 80% less of what we're seeing in existing conditions. [39:44] So we simulated an amount of flooding much lower than the flooding can be expected to be seen today. [39:53] And under your storm event, we're seeing this a good free board, we're protecting libraries near the proposed attention-based population. [40:01] But we also have flying, but it's about 66% of the less than when you send me, like, using existing questions. [40:08] The issue that maybe we need to talk about moving forward is this, how do you restore it? [40:15] And then using conceptual, just slapping a triangle in there, right? [40:18] We did find research, arging, and I send them a call for which it may be. [40:24] So, you can see these leads go with it. [40:26] I don't know if I'm going to use that. [40:31] So I'm getting into the 50s and the hundredier storms. [40:33] These are kind of putting in other math terms. [40:35] It's a 2% chance per year of exceeding the 50-year design storm. [40:40] 100 years or 1% chance per year exceeding the capacity of your overflow. [40:45] And these all exceed current standards from the township during your design. [40:50] So the five-year storm that has a 20% chance pattern in the current system can be made. [40:56] So, these are some of the time, there were several times. [41:00] But once you get to attend your designs for them, [41:03] somewhere between that five year and 10 year, [41:05] somewhere between the 20% chance and outing, [41:07] the 10% chance of outing, in the end, see. [41:11] Putting in an intetuation rate, [41:14] biggest of the 90% of the time, effectively, [41:17] losing that, the 90% growth rate. [41:19] Can we see this as something to do? [41:21] And that 2% of the time, [41:24] would see flooding coming from since it's creed, which is unavoidable without an incredibly [41:32] large project, [41:36] encompassing the stream itself, and like that. [41:43] So, the conclusion here is that the decision is in Kansas County, which is structured [41:47] on Township on Prosparsal, which could increase the likelihood of its very flooding, but [41:55] We [41:59] had provided a separate test for this room, 51 laying out our estimates, level of effort to design. [42:11] This legislation basically took it from conceptual to defined by looking at exactly the earthwork of the bill, [42:27] So, [42:36] one of the criteria for support for the Deerfield Regional Stormwater District's, [42:41] one of the criteria for support is not funding detention based in construction. [42:45] This has been thought about other stakeholders, or land in perhaps, or ODOTs. [42:52] Is there a discussion of who would actually design it? [42:55] I think the reason this will, I mean, be a we have not tough detention basics inside of [42:59] an air or re-tension basings. [43:01] The reason this was willing to go through is it is township and property, and then we [43:06] have that with World Daniel San Jazz and Lendon with Latin CSA, so obviously we have to have [43:13] something in writing in some sign, but we would, the township donates property, the district [43:19] would build detention basings, Latin CSA would take over maintenance and maintain it, because [43:24] you know, we don't want to get them to maintain the tension or retention bonds. [43:58] But Mr. Betty, at court, any years on the State of New York, it's interesting. [44:03] In review of the district, it was going to allow to review. [44:07] The legislation that was about, I spoke also, which had done some more counsel on our [44:12] administration district, who when it needed that, from their perspective, [44:17] inspection of existing, of detention basis. [44:20] because this was something that they would take on and coordinate with Wayne and Francis, they're not a regular basis of, they saw, I mean, I wouldn't mean to say this, they didn't have a digital perspective. [44:33] Actually, I don't think in a corroborating legal opinion on this. [44:37] Comments. [44:38] Yeah, I've just kind of concerned that the regulations do kind of explicitly not only talk about maintenance and upkeep, but also specifically the word construction related to detention basins. [44:50] If this is something that the board wants to do and feels that it is important to do though, [44:56] I mean that word can easily, construction can easily be remembered. [45:00] Move from the regulations. And then moving forward, you know, you can kind of determine on a case by case basis, if you ever want to do this again in the future. [45:12] But I would just caution that currently, you can expend money to, for design purposes of detention basins, but just not construction. [45:22] Is there anything against funding or supporting other entities [45:26] that would undertake construction as the legal, [45:29] constructing entity in the board supporting them financially? [45:33] Yeah, you're regulations currently also do not allow reimbursement. [45:41] We kind of had not so much similar projects, [45:44] but last year we had the Jeff Burns Rain Garden project, [45:46] which we constructed and then we just kind of turned that over. [45:53] to the school district. [45:56] That was funded by quite a few different. [45:59] They funded the district, though, [46:03] different entities kind of donated money to the district [46:05] to help with those costs. [46:07] The district didn't reimburse anyone else. [46:14] Those are just something to think about moving forward. [46:18] That's a large precedent to make a change [46:22] on certainly not necessarily looking at that piece of it tonight as part of the discussion, [46:29] but I don't think part of the task borders is the design right, which, if nobody's going [46:39] to pay for it, why we want to pay for that design, but certainly especially without Jeff [46:49] I'm going to be comfortable with moving forward with okay changing of that language that's [46:56] interesting. [53:05] So we don't want to oversee that, but when they're building those sites and they put the detention [53:10] basins or re-tension basins on site, those are supposed to accommodate for any of the impervious [53:17] surface that they have on the property, hold back the water and release it out at the same [53:24] or less than what it originally was designed at. [53:29] Now, the engineer office is the one that oversees that, they inspect it, not necessarily [53:34] in the township, so we can reach out to the county and make sure that they're doing their [53:39] inspections. [55:30] It's not a new development in the existing development, but how can we raise that level [55:33] standard to match what other new developments are required to have in terms of the strong water [55:38] plans? [59:32] Now, land and utilize is land and lake as an advantage for it. [59:36] So, that since the street becomes a stormwater convention, in addition to the street. [59:43] So, essentially, by any intention, upstream of the actual attention base would be the land [59:48] and lake itself. [59:51] You would have a line in a street to provide stormwater events. [59:54] The district does not have the ability to influence within strings. [1:00:10] So, the community relies upon the stream to provide the stormwater things. The decision was made against it. The district does not have the ability to make improvements to that system. But with the district is looking at this particular case, is seeing the portion of the system that appears to be done. [1:00:30] the world that we just had a bottom that provides a level of service that is less than what [1:00:35] a new community we need to be able to provide for the new storm type that you need to [1:00:40] provide. [1:00:42] And the ability to address that with the detention, to mean even the installation of that [1:00:47] detention phase is outside of the programming of the actions. [1:00:52] So I guess I'm just trying to explain this as an example of a district really grasping [1:00:56] and that any straws they can to try to solve this problem. [1:01:01] And even then, it may be that the government [1:01:03] who don't allow them to extend the money on, [1:01:07] like a search of project without the first demanding regulation.
