[0:01] Just be sure to talk loudly. >> Yeah. [0:05] » Uh good evening. Like to call order the town of Delfield Board of Supervisor [0:08] meeting for Tuesday, May 26. Please uh stand and join me in the pledge of [0:13] allegiance. [0:17] » To the flag of the United States of America and to the republic for which it [0:22] stands, one nation under God, indivisible, with liberty and justice [0:26] for all. You please call the role. [0:30] » Terry Money is absent. >> Supervisor Money is absent. Supervisor [0:36] Miller is absent. Supervisor Wolfley >> present. [0:40] » Supervisor Peritz >> present. [0:42] » Chairman Cran >> present. [0:43] » Thank you. >> Uh citizens comments. There are no [0:46] citizens in the audience, so I'm going to skip over the citizens comments [0:49] period. U move to item five, approval of the May 12th, 2026. [0:53] » We should probably do the technical Oh, sure. [0:59] » Let people know. >> Yeah. If this video seems strange, uh we [1:05] are having uh some AV technical issues. Um so this may not be consistent with [1:12] other videos that have been posted over the live stream. [1:16] Look for a motion to approve the May 12th, 2026 town board minutes. [1:22] Motion to approve the the minutes from the May 12th, 2026 town board minutes. [1:28] » Second. >> Motion second to approve the minutes. [1:30] All in favor say I. I. >> I. Opposed. Motion passes 30. Um, next [1:35] item would be a motion uh on vouchers for payments, accounts payable, and [1:39] payroll, please. Uh motion to approve payroll check register dated May 22nd, [1:44] 2026 in the amount of 14,67463 cents and check register date of May 26, [1:51] 2026 for checks 69536 through 69553 in the amount of [1:56] $24,435.86. [2:01] » Motion second to approve accounts payable and payroll. All in favor say I. [2:04] » I oppose. Motion passes 30. uh communications for discussion, possible [2:09] action. Attached in the packet were the 2026 February assessor sales reports [2:15] in there just for awareness. Um uh item B, the Silver Nail resurfacing [2:20] update if any. Um just keep uh following along um with with the updates. Uh think [2:29] did they switch access to Day Spring? Is it up in Maple or is off? [2:34] » They've been switching it quite often. I'm not sure where it is today. [2:37] » So, check project 511 uh for the latest. >> Um item C, the budget to actual May. [2:46] » Nothing unusual to report. >> Uh item item D, uh material recycling [2:52] facility tour recap. Um about a month ago, um I had an opportunity to uh take [2:58] a master recycling course, uh through county at the RNER, uh uh nature center. [3:04] Um, and then part of that I had an opportunity to go up to Germantown to [3:08] waste management and tour the material recycling facility. Uh, Jenna and Abby [3:12] from the county did did a great job. Um, in the tour was was very fascinating. [3:17] Um, plastic uh, bottles, leave the caps on, glass jars, caps off. There's a [3:25] magnet that magically collects all the all those jars. And do not throw [3:29] shredded paper in our recycling um because it creates a mess and it makes [3:34] things a mess at the murf. Um, and avoid plastic bags and tanglers. Loose, dry, [3:41] and clean. Um, and then we can make sure that we have good recyclables and good [3:47] materials uh that are processed from the town. Uh, [3:53] item E, a Lake Country Fire and Rescue Update. Um last week, Monday the 18th, [3:58] uh the village of Conwalk Lake was the seventh member of the seven communities [4:03] that make up Lake Country Fire and Rescue to pass uh at their board level [4:08] the uh amended IMA. Uh next Wednesday, the 3rd, at 2 o'clock, uh we will be [4:14] celebrating with a ceremonial uh signing um at station 42 in the city of [4:20] Delfield. >> So that's exciting. And also [4:24] congratulations to the member of the fire board, Anthony Arusius. He's the [4:28] new president of the fire board. He got elected at the last fireboard meeting. [4:33] » Um item eight, unfinished business, uh request from Wisconsin Heroes Outdoors [4:38] for temporary rent relief and potential early lease termination for the former [4:42] fire station number two. >> So, this is an item we're bringing back [4:46] from the previous meeting. We have a little bit more clarification from our [4:50] attorney on what a commercial lease modification would look like. I did [4:55] include separate from the packet the information from our attorney and I'm [5:00] looking to either um go through this commercial lease [5:05] modification or go back to the town attorney with questions or answer any [5:12] questions that you have. [5:16] » I don't have any questions. No, not um I guess my one question was [5:26] because I wasn't here at the last one, but um they're seeking temporary rent [5:31] relief. Do they want to do the potential lease for or lease release of if we're [5:38] marketing the building or is it temporary and they plan on being and [5:42] like there's an opportunity that they get a grant back or anything else? [5:45] » They get out. They want out. >> Yeah. Um after last time's meeting had [5:49] very minimal um interactions with anybody from Wisconsin Hero. They were [5:55] aware of this evening's meeting and were invited to come and speak about what we [5:58] had talked about last time because last time the [6:03] the board was leaning towards keeping them in their agreement but allowing [6:06] them an out if we could rent it to somebody else. Um they haven't said yes [6:11] or no to that, but if that's the option the board would like to go with, this is [6:14] what I would present them with saying this is the option we're going to do [6:18] outside of just the initial lease in place. [6:22] » And that was pretty much the feeling of of the board members that were here at [6:26] the last meeting that um we have a lease and they have to [6:30] continue to pay the lease, but they have to at least if they want to get out of [6:34] it early, allow us opportunity to market the property. [6:37] » Go ahead. >> And I think that's what's in front of us [6:39] this evening. >> Yeah. Yeah. I read the email from the [6:42] attorney. I mean that's I was >> just making sure with the [6:47] temporary that we weren't going to market this and then [6:52] » then you know a grant would come through or anything and then we got [6:56] » people. No, it sounds like they want to get out of the le as soon as possible. [7:03] Um then [7:07] guess what we're looking for is a motion to approve recommended uh commercial [7:13] lease adjustment. Is that correct? >> Yes. [7:14] » Do you want to call it an adjustment, a modification or termination? [7:19] » Call it modification. >> Yeah. call a lease modification and [7:24] direct the town administrator and town legal staff to [7:29] » address it and execute this >> accordingly. So, okay. Uh motion to uh [7:35] approve the uh lease modification as presented from uh town legal and um [7:44] direct >> clerk and town legal to proceed with [7:49] lease modification as presented. I'll second the motion. [7:52] » Motion and second uh to uh execute the direct town staff to execute the [7:58] lease modification for the uh heroes. All in favor say I. [8:03] » I. >> I motion passes. [8:06] » Item 8b consideration of using impact fees for projects that support. [8:12] » So I did include again the um Smith kind of estimate on what the paths and the [8:18] picks would Um, the map is still in there with the [8:23] Cathol and I did include at least two estimates from the folks I [8:31] think there's three in there that did respond to me about how much it would [8:34] cost to put in a pickle ball court. I had at least one vendor indicate that we [8:40] could only fit one in there at a cost of about 59,000. I had another vendor whose [8:44] total was 120,000 for two ports. Um, [8:53] the [8:56] they the the two or three groups that we're talking about the pickle ball are [9:00] they all have different materials. They all have different standards of types of [9:04] fencing. Some of them use chain link fence and others use actual like glass [9:08] panels >> pickle glass [9:09] » pickle glass. [9:13] None of them seemed overly interested in putting a pickle ball court in our [9:18] sports commons to be perfectly honest. Um [9:22] they didn't like the wind in our park. Um they indicated that we would have to [9:28] have some sort of lighting that would be nice to have shrubbery around the pickle [9:31] ball court and that it would be in a very strange sunken area that's going to [9:35] have water issues. >> Don't know if all of that is accurate or [9:39] not. [9:42] It seems like there's a solution to the problem though. They know we're low, [9:46] right, >> to to have the courts up. We definitely [9:48] don't need lights if we don't want to extend this, [9:52] » you know, past those hours, >> right? [9:54] » Uh you definitely don't want to be getting [9:58] quotes though from someone who isn't excited about the potential. [10:03] call the village of Heartland to see who they had their pickle ball courts um put [10:08] in by. They're going to get us a little bit more information about who they [10:11] used, but their pickle ball courts are relatively new and they're already [10:13] breaking down and cracking. >> That's not good. [10:17] » I'm interested about their concern on the wind. Um I would feel like we're [10:22] pretty protected out of the west and south. [10:27] » The wind in our park is one of the reasons why we don't hold our shelter [10:30] very often. It is windy, so it tunnles through there. [10:36] » That will affect pickle ball. >> Now, if we didn't go with pickle ball, [10:40] um, and we went with something like a path, um, currently we have in 2026 [10:45] $323,000 in impact fees. We estimate that next [10:50] year in 2027, we'll have around 420,000 and that would be enough to do the path. [10:56] And I just wanted to recap that from the park survey. was the number one wanted [11:03] item with 98 and pickle ball was number two with 62. So [11:09] » would trees >> be part of the path? [11:12] » Was it black wind >> for the pickle ball? [11:14] » Yeah. >> I don't know. They didn't really get [11:16] into shrubbery too much other than we need it. [11:20] » So >> yeah, I mean so I guess my [11:26] I I know u paths are a number two, right? Um, [11:32] » paths were number one. >> No, I'm sorry. Number one [11:35] and the rec center was number three. >> I was going to say the I guess my [11:39] question on the paths at least in how this is [11:44] sketched. I'm [11:48] I'm not sure the expense to make a path that goes around a park is where the [11:54] dollars are worth being spent. >> Right. If you get them to the park, [11:59] they'll walk in the park would be my assumption, right? Like so if if what [12:04] people want is connectivity in pathways, it's maybe, you know, it's a [12:08] connectivity to the bike path, it's connectivity, it's a wider shoulder on [12:13] this road, that road, whatever. Like I, you know, the I'm not sure the [12:18] functionality or use of a you bring up a great point [12:21] » of a walkway around a park. >> I think connectivity is way more [12:25] exciting, >> right? connectivity to the existing. [12:28] » So if we did connectivity only, it would it would have to benefit primarily the [12:33] Welsh farm residents. Anything we use this impact fee funds for would have to [12:37] directly impact who's paying them. >> Can't we I mean connectivity to that [12:42] area would be great, right? I mean I guess that wouldn't be hard. [12:47] » Just depends on what connectivity looks like, right? If you if now you can put [12:50] like a a bike line along Golf Road. I don't know if we did let us or if we w [12:57] if where the county >> right where the opportunity is [13:00] » maybe there's another area not even along the road I don't know where that [13:04] would be but maybe there's another area of connectivity [13:07] » because if you you end up widening E I mean Wellshshire Farms has a plan to [13:12] connect to the bike path bike path connects to E connects to the parks [13:16] right you can I mean everything you know when you add a couple links to it we are [13:21] adding connectivity to everybody everywhere where including all sharp [13:24] arms uh you know the so that would be a consideration [13:32] » if pickle ball is not a feasible one right I don't I [13:36] » I know people want it but I don't want to [13:39] » this directly you know for wellshed farms you know the current plan any more [13:44] than let's saying connecting maple to the current path over there just [13:51] » this would just be something ress that we don't currently have. [13:54] » Yeah. I mean, I'd love to see connectivity throughout everywhere. I [13:57] think the path here would be great. I think you bring up a great point. We [14:00] need to get people to the park first. Yeah. And and go back and see how to get [14:06] people here. I can do that. >> I'd be interested to see that. I I would [14:10] if we're if we're talking $400,000 to put a ring around a park. I'm I'm not [14:14] » like that's a that's a lot of money. >> Doesn't the gentleman I I might have the [14:18] wrong name. Chris Smith. Chris, is that the right name? The gentleman [14:22] commission board. He seemed very interested in connecting those. [14:27] » He's interested in the idea >> and I've asked him to kind of lead the [14:32] effort and have not gotten [14:37] » um I'd also be curious what it would be if we [14:42] » walled in the pavilion andor made it a larger pavilion. [14:45] » Okay. >> Right. I mean [14:46] » connect to >> if [14:49] » and then possible >> yeah because I mean I think [14:54] » we can't do upgrades. It would have to be [14:55] » well billion. >> Yeah because I think if you're talking [15:00] approximately $400,000 >> if we've got connectivity [15:07] great. if we can get an pavilion that can actually be rented, has sides, [15:14] potential uh vote location, like >> big extra use, right? [15:21] » Um, you know, and and if you're a farmers market, whatever, right? Um, [15:28] » like I think those are those are great. I mean, pickle ball's awesome and all, [15:32] but like if you're if we're talking $60,000 to get one in that's [15:37] deteriorating or similar projects already deteriorating like that sounds [15:42] like a skate park headache. [15:47] » I'm wrong. Right. >> Bring some more ideas. [15:49] » I like paths. I like paths a lot and I like connectivity of the path [15:55] » and I don't know how we can but even >> further north on Maple. I mean there's a [16:02] number of people walking more than ever walking on Maple [16:08] » north of the launch. Yeah, I don't know. >> That might be a stretch, but I can I can [16:11] I can find out and bring it back um to a future meeting if that's [16:14] » Yeah. I mean, even if we start the connectivity, let's just say to the [16:18] existing path by uh by Glen Cove. >> Yeah. [16:24] you know that that's a great start and then [16:27] that's connected all the way >> because if you end up especially if [16:31] you've got the if >> you know he's stretching clearly more [16:35] than 400 grand but if if part of the plan is to build the connectivity and we [16:41] can get bike path to park to park [16:47] » right like the one across from Northshore right I mean you're now [16:53] You're you're really being able to make a [16:57] nice dent in being able to have a bikable community. [17:00] » Sure. >> I'll bring back some stuff. [17:06] » It's and I'm certainly still curious to hear [17:09] what they have to say about a pickle ball court. But I mean, if it's not [17:12] » like if it's not feasible and they're deteriorating and it's [17:16] » ends up being $120,000 out of 400,000, like I mean, [17:20] » we have Good money spent. [17:23] » Keep bringing you guys back stuff until you say that's the one. [17:26] » Well, well, I mean, quite frankly, right? Like if you've got the uh [17:31] » you can do the paint for the pickle ball court in that parking lot right there. [17:36] And people want to bring paddles in a net, [17:38] » right? >> That's a flat piece of asphalt and [17:41] that's that's what we're be adding, >> right? And if we if we paint it if we [17:46] create the basketball, >> right? That's what I'm saying. If you if [17:49] you if you paint it so so it's there. >> A set of paddles and the net are like 80 [17:56] bucks because I just looked, >> you know, or maybe it's 120 bucks. [18:00] » I mean, it's a portable net and they're becoming [18:04] » Yeah. >> So, you know, I mean, that's it. I would [18:08] » if it's going to be a future maintenance problem, [18:13] » I'd rather it be paint maintenance, not >> a whole new pad of asphalt. [18:19] I'll bring you back some more stuff. >> Just that was just my opinion. [18:26] » So item C, update on resident survey. [18:32] » So I put another updated recap of the resident survey in there for you. We did [18:38] not have too many people that uh added their comments. We still have about a 5% [18:44] response rate, which is very low. just a couple things on the back end. [18:51] Um like what are we going to do next type of things um future items for town [18:56] boards meeting for the town board to address is the communication with [19:00] residents. We did start a newsletter called the Delfield quarterly that [19:05] people can sign up to receive via their email. [19:08] » The first one's already out there and we're going to send the next one out [19:11] probably closer to July or August. Um we have to skate park and how we're going [19:17] to fund it. Most of the residents indicated they don't want to fund it [19:21] with taxpayer dollars. They want it to either be by donations or something [19:24] else. [19:27] The last um funds that we received for the skate park came from Washa County. [19:32] It was just over $5,000. We are going to replace a bunch of boards that are [19:36] approximately $300 a piece. Hopefully, we're going to do that this summer if we [19:40] have time, but eventually that 5,000 plus is going to go away and we have to [19:45] decide whether or not we want to keep it. Um, the handful of people that are [19:49] for the skate park, generally speaking, don't live here. Um, and they they do [19:56] believe that taxpayers should be put in the bill for the skate park. So, it [19:59] might be a hot topic, but only for a few people and not necessarily the town as a [20:06] whole. Um, The garbage collection topic is going to [20:11] be coming up. We have another new person contact at GFL that's handling our [20:16] contract this time around. Since I've been here, this is the third new person. [20:21] Our contract ends in the end of 2027. So, at that point in time, we'll have [20:27] hopefully the beginning of 2027, more conversations about garbage and have to [20:31] ask the residents if they're willing to pay for up the drive service. [20:35] up the drive service is absolutely available. We're not going to tell [20:38] people that they can't have any, but it is going to be an additional fee for [20:44] that. From what I understand, GFL has made it [20:48] clear that the current contract that we have that [20:52] includes up the drive is going to probably be the same cost when we reup [20:57] as without the drive. So, we're not going to have any cost savings. Um, just [21:02] so you're aware, I'll have more information for you guys when [21:05] » I have cost savings on. >> So, our [21:09] pass through is like 11 or sorry, 1,100 1.1 million. [21:14] » Okay. >> Our contract will still be 1.1 million [21:17] or thereabouts, but without up the drive. [21:19] » Just to give a little more context, they don't come down my driveway anyway. If [21:25] if they don't see my bins, which they won't, [21:30] » right? So, I have to meet them halfway or 3/4 of the way anyway. Otherwise, [21:34] they don't pick up my garbage. >> Wow. [21:37] » It's a common thing on our street for the [21:40] » for the ones they can't see. Now, again, if they can see them, [21:43] » they do go down, >> right? [21:46] » Um, but, >> you know, that's just been our [21:49] experience at least when you're when you do when you do get them, you can just [21:53] mention, you know, so or I should say maybe our rates really aren't changing [21:57] because they're not going down anyway. Well, they said that they gave us a [21:59] really great rate when they started and now that things have changed so much, [22:03] it's going to be a change for us this time. [22:06] » Yeah. Well, let's see the numbers. >> Yes. [22:09] » I think people are willing to pay for it because it's such a convenience. So, [22:12] » yeah, absolutely. >> Are we Is it Is it going to be like a [22:16] county RFP next time or do we know? >> We don't know yet. [22:19] » Okay. >> Yeah. [22:21] » Um, we're going to continue talking about the impact fees and how you want [22:24] to use them. Um, we're going to consider future waste and brush drop off sites. I [22:29] do have an email out to the city of Battlefield. I'm going to start with [22:32] them and kind of work clockwise to see if any adjacent communities would be [22:36] willing to let us use their drop off sites for a fee. Um, and then we're [22:41] going to continue doing strong customer service at the town hall with our 1.5 [22:46] people per day. >> Nice. [22:49] » Well, I think I think the other thing to to mention on the survey is um how [22:54] divided the town residents are when it comes to the deer. I mean there's, you [22:58] know, the one comment here, need to address the overpopulation of deer in [23:01] the township. More damage was done this year than in the eight years we lived [23:04] here. The deer need to be reduced under the township plans. [23:08] And then stop letting people hunt into their backyards. We have three wounded [23:12] deer dying our yards this year and never recovered. Also, two deers with sticking [23:16] out with them. This is why I moved here to enjoy the nature of the beauty. I get [23:19] more phone calls about the deer and more people come up and complain to me about [23:23] the deer in the town about it. I tell them to contact legislator [23:28] do something about it, but it's going to be a topic at a future time where we [23:34] deal with >> right to let us [23:40] ac [23:47] Yeah, we can tell them they're not We know where they are. [23:50] » Okay, I guess. Uh I are you familiar with the city providing mulch for [23:56] residents? Do they do they >> So if you go and get it yourself, you [24:01] get it for free. It has to be on a day when their drop off site is open [24:05] » extended only on city or >> city res and then if you want it [24:08] delivered to your house, you pay the delivery fee only. [24:12] » I think the same thing. >> The reason they do it that way is [24:15] because I'm I'm a city res. We pay on our taxes for this type of stuff. So, um [24:21] that's why they kind of keep it closer to our residents over which is why I [24:25] said we would pay a fee to our res. >> Yeah. Yeah. [24:30] » Well, yeah. Because it's kind of silly. It's just like the deer. Everybody in [24:34] the every municipality has got their own deer management program. City's got one. [24:38] We got one. City of does something. And you know, with the storms in April, [24:45] um I saw the city of Okan Milwaukee and the village of Label, they [24:51] worked out a deal where city residents can bring some of their stuff to the [24:54] village of Waco Bell's brush site. And it had me thinking, you know, city [24:58] Delfield's got a brush dump site. Uh Milwaukee's got one. Village of Portland [25:04] Heartland's got one. Um why why should we have to recreate the wheel? You know, [25:08] if we can figure out how to create an economy of scale for agree, I think it's [25:12] an excellent idea and there should be benefits to everybody involved. talking [25:16] to GFL too and they're willing to do two times a year to come to like town hall [25:21] here maybe in the lower parking area to do a special like 4hour drop off and [25:27] bring your stuff and throw out the truck right away and then so forth. But [25:30] » is that is that yard waste or is that just luck? [25:32] » That would be yard waste. Okay. But it would be on the next contract [25:37] » more. I mean that's I I I mean as we get closer to that we should definitely u [25:44] get the communication out about the contract because I know on the like [25:50] southwest end of the town there's a lot of steep devices [25:54] » right >> well so each of those that we [25:57] » I was here he wasn't here >> you weren't born at the time [26:01] » so each of the items we just talked about with the resident survey will come [26:04] back as an individual item so residents should be looking for those on our [26:08] agendas as we move forward. >> And are we closing the res survey at [26:12] this point?
