[18:24] All right, so the request we have here for tonight for this particular application is relatively simple in nature and what the request entails, although it does have a little bit of a complex history in relation to the overall Addison Farms development right away vacations are a planning item that we have seen before in the past, typically they're in conjunction with the larger scale development to help facilitate access. [18:52] In this particular event, the vacation of Hope Lane South of Kensington was a requirement [19:02] from the city engineer, as the U.H. Autison Farms development will not be extending this [19:10] roadway in the city with the development south of this site, having a pretty robust [19:16] the best mound and landscape being that would effectively with you extending Hope Lane South would impede this buffer for the development towards the south and thus with this stub street not being extended ever in the future, it was desired by the city engineer to see this roadway not only be vacated, but the public infrastructure removed that way this would not be something that would need to be maintained by the city. [19:46] but would also just make practical sense. [19:49] So throughout the development of the Addison Farms case, we've worked with the overall master developer, and his team will be the one leading this part. [20:00] A particular item, so this will be a little bit separate from the other case we'll have here tonight for being led by Redwood for the final development plan of their sub-area. This would subject vacation, more in a sense part of the overall final development plan and infrastructure for Addison Farms. And thus is wide with the lip proposed staff conditions. We've kind of linked the completion of the road vacation and the removal of public infrastructure [20:29] with items such as the sidewalk and pavement, et cetera, to be part of the overall infrastructure and development plan. [20:38] With that said, this is a relatively simple request. [20:41] We've indicated with the developer that in the event that the neighboring property owners do not wish to have effectively their half of this vacation become part of their property, the master developer would have this space be maintained by the Addison Farms. [21:00] homeowners association or master association, thus this land would not be maintained by the city in the future and there would be a sense of ownership with the land if you will. [21:11] With that said, staff would certainly recommend approval of this case with the listed staff conditions and if there's any questions, I'd be happy to answer them at this time. [22:50] It didn't make sense to connect a public street for [22:57] the purpose of providing access to a private development that would otherwise have access from heritage in Merrick. [23:15] The other was hay loft and that had a lot to do with a playground that was existing there that's being utilized by the community and Taylor Avenue which is also in a close network of adjacent streets that already had connectivity to the area, so it's being called a fact. [23:34] So this thought process did go through and it was considered in your accurately stating that it was on the thoroughfare plan. [23:40] It was great for future planning not knowing how it would be laid out or how the land might [23:47] have been utilized by a previous developer about 20 years ago. [31:10] As far as zoning, this is part of the Addison Farms plan mixed use overlay. [31:15] It is known to A1 and R3 PMU, so there's an agricultural and one family residential [31:20] district underlay to the overlay district, they would have to adhere to the Addison [31:27] Farms development text. The final development plan is the next step and the [31:45] final step in the development plan process for Redwood and Addison Farms. That's why they're so big for the development that's happening here. There's also a substantial amount of tree preservation in this open space. A lot of it is around the existing stream that runs through sort of the southern portion of this site. But additionally, there is a pretty substantial 60-foot buffer on the northeast side of the site, buffering the existing ochre subdivision to the north. That was a requirement of the original Addison Farms. [35:29] approval. On the west side of the northern boundary of the site there will be an 8-foot [35:36] high earthen mound with plantings that are a minimum six feet tall at time of planting. [35:41] These are required to be evergreen trees and this will have to be irrigated in order [35:45] to ensure that those plants are maintained. This again would be a 60-foot wide buffer and [35:52] looking at the buffering plan here which will show up on our screens in a moment you'll [35:57] see that the applicant has provided a cross-section view of what the existing homes, [36:04] the impacts of the redwood development on the existing homes as far as distance, height, and things like that. [36:11] The City Arborist and Parks and Natural Resources Director will inspect the site [36:17] as it is constructed to determine if additional plantings are required and at that time they would work with the applicant and their contractors to ensure that all of the plantings are [36:26] are at par with what we would expect of the city. [46:58] As an overall thing to remember, so Terra-Alta was originally the Terra-Alta subdivision to the North, [47:04] With stock deal farms to the south and what's referred to as the Rogers property in the center, those have all been re-zoned several times, and ultimately were combined in 2020 to create one large subdivision with 870 approximately dwelling units. [47:20] So this is for section 6 and 9. Section 6, as you can see, is on the north side of the site, north of Terra, all to drive just west of section 5, which has been approved, plated, and homes are being built in that section. [47:32] our belief home is being built at this time. And then section nine is on the south side of what [47:38] was originally just Tera Alta. It's on the south side of Tera Alta Drive. As to zoning, this is part [47:46] of the overall Tera Alta plan mixed use overlay. It has an A1 underlying zoning district in this [47:52] particular area as do all of the properties within the overlay district that are adjacent to these [47:57] sites, all of the parcels to the north and east as well as to the southeast of this site are [48:04] zoned FR1 and are located in the township. [48:09] Excuse me. [48:15] Location within the subdivision, [48:18] I think I'm on the correct slide now. So the last time we had some terror also sections come [48:25] through commission, someone had requested that we provide a map of all of the locations on the site [48:30] that have been approved to this point. [48:32] So this is that map. [48:34] Six and nine are the two marked in red, [48:36] again, on the north and east sides of the site. [48:39] So at this time, there are nine sections of terror [48:42] also that have been approved [48:43] and are in various stages of the development process. [48:47] Many of them have homes being built [48:50] with the infrastructure completed. [48:51] Some of them have the infrastructure [48:53] being constructed at this time, [48:55] like sections 10, 11, and 8, I believe. [49:01] The site plan, when it decides to show up on our screens here, the applicant is proposing [49:06] 42 single-family detached homes on just over 27 acres in section 6. Also in section 6, [49:13] there would be approximately 14 acres of largely passive open space. Much of this is tree preservation, [49:20] preservation around some existing water bodies, and then also a path that would connect [49:26] the Greater Terror Alta Subdivision as well as the larger network of bike paths in the city up to the Hickory Woods Park, which is a preservation park located just north of the Terror Alta Subdivision. [49:38] There would also be within that open space a cluster mailbox unit for the residents of that section. [49:46] Section 9 would have 54 single-family detached homes on just over 21 acres. [49:51] There would also be just under an acre of passive open space, it would mostly serve as a buffer to Berlin station road on the east side of the site. [50:00] I do want to mention landscaping and tree preservation as this is a site that has some really nice natural features that the applicant is using in a really positive way. So there is substantial tree preservation in these sections, especially in the open spaces I mentioned and around the existing stream, which runs through sort of the center of section six on the north side of the site. The majority of the lots in all of these sections, or in both of these sections, excuse me, have tree preservation zones of at least 20%. [50:30] feet on the back of each lot. Some of them have up to 30 and even more as you get around [50:35] the courts and things like that on the south side of section 9. One thing of note with [50:41] those three preservation zones, all of the lots in section 9 that border existing residential [50:46] properties in the township have substantial tree buffers of at least 30 feet to really provide [50:52] that buffer to those existing residents just to be considerate of those who have lived there before [50:58] where the subdivision came in. [51:00] There will also be a $500 fee per lot for tree preservation. [51:04] There will be due at time of permits in the middle. [51:06] This is consistent with the rest of the tarot all to subdivision. [51:09] I will note that the design guidelines and things like that for this will be consistent [51:13] with the rest of tarot all to us. [51:14] They are heightened design requirements than was required in our base code. [51:18] For example, they need to have at least 35% natural materials like stoner brick [51:22] on the fronts of the buildings. [51:23] things, larger roof overhangs, dimensional shingles, they need a window course in their [51:29] garage door, and no blank walls, so no walls on the building that don't have a window [51:34] or door. [51:35] So again, that's one of the benefits of having an overlay district as we can work with applicants [51:39] to have heightened design requirements to ensure a higher quality subdivision. [53:12] I mean, if you reround the clock for the city way before any of us was here, [53:18] And you know, there was the old bridge over top, you know, over top of volunteer to bring it out, you know, we're having the new development going in type of thing. But since that's not occurring, you know, how to get the traffic flow on to 23 without going through with without trying to go off of Pollock Road. [53:38] We have extended Glen Parkway, which is a really nice connection off of Berlin station at this time, and with respect directly to Pollock in 23, I'll leave that question to Jonathan Olin and see if he has any feedback he could share with the commission. [53:54] I will note that as the rest of Teraalta develops, Stockdale Farms Drive will meet in the center through the Rogers property and connect this section of Teraalta all the way down to Bromila Road on the south side of the Stockdale Farms portion of the subdivision, which can at least attempt to alleviate some of that as people can move elsewhere on some of the county roads. [54:14] I understand, too, that the county is working on an improvement for Berlin station in Brawmiller Road at that [54:22] duly named intersection that will aid. I think all those traveling through this vicinity. I do [54:29] not have a time frame on the county on that, but they have I would say in the past six months done a [54:36] lot of tree clearing in preparation for that in the future, but I don't know that it's slated for [54:41] construction yet. Actually, all of it is for the Glen Parkway and the Ohio Health Boulevard. That is not occurring here, but that is clearly what is going to help occur type of thing with all these roads. And that's just my comment that in future, maybe Councilman Hoffman can kind of keep these things in the back of the room. [55:29] I remind that just because of that very specific point in time the subdivisions don't connect at some point they are and that road network does need to be paid off one way or the other. [55:41] I think that's valuable insight and I think that currently with other developments happening more particularly in the northwest, the city as a whole directors are very much more astute on that. [1:13:09] I mentioned to him, I think that it would be good if the Planning Commission was briefed on it in the coming days with the winnowing down just to get our feedback. The Delaware South New Community [1:13:59] the authority on August 15th, and then the Southwest-focused area meeting on August 23rd. [1:14:08] That's correct. I appreciate you mentioning that I just left my mind at everything going on. [1:14:12] We're still planning on having the focus area plan. We've been in regular communication with [1:14:17] the consultant planning next, and I believe I'm not sure we ever had a concrete timetables [1:14:24] to what we're hoping to have a final presentation of City Council, but I believe we're on track for that occur before the end of the years, the goal. [1:14:33] So we're hopeful we'll have effectively a draft of what some of this might look like at the next task force meeting. [1:14:40] So it should be a great opportunity to kind of see what we've been working on and a good chance for comments. [1:14:46] and so I think I'm prepared to see some cool stuff [1:14:50] and it'll be a good chance to any feedback [1:14:52] you might have to share with that [1:14:54] because I think they're getting close to having [1:14:57] some of the documentation of what they'll be present. [1:15:00] In stages where we can start kind of seeing what it'll look like now. We did have a community feedback sometime. Month ago or something like that at the wine. There was a couple of people who did show up and get feedback so they'll be part of whatever they come up with on their notes type of thing.
