[2:34] And I'll present to you, okay, and I'll give you a chance to say a few words, all right. [2:40] Whereas SIDAS in various is a rare congenital condition in which a person's internal organs [2:46] are mirage from their usual, a time-lethal position and is often associated with other congenital [2:54] conditions and whereas individuals living with the side of its inverse and related [3:00] disorders may experience complex medical challenges involving the heart, lungs, gastronomical, [3:07] system immune functions, reproductive health and spine often compound by delayed diagnosis [3:15] and limited public and professional awareness and whereas early recognition of informed medical [3:24] management and increased research are critical to improving health outcomes and quality [3:30] of life for those affected by these rare conditions. [3:33] And whereas the site's foundation, headquartered in Mars County, and founded by a local [3:40] parent, following her son's rare diagnosis, is dedicated to providing support, education, advocacy, [3:48] research and innovation and hope to individuals and families navigating [3:53] scientists, inverters, and associated conditions. And whereas international [4:00] scientists inverters awareness day observed annually on September 21st [4:05] served to promote public and understanding advanced medical awareness, highlight [4:10] the importance of research, allow a lot laterally disorders and bring the [4:17] ability to look community that is often overlooked due to the rarity of these diagnosis, and [4:23] whereas the Township of the Dental recognizes the importance of supporting families facing [4:28] rare medical conditions and fostering a community grounded in awareness, compassion, and inclusion. [4:35] Now therefore, I Thomas W. Andy's mayor of the Township of the Dental, to hear Bible claims [4:39] September 21st, 2021-26 as international scientists and various awareness day in the Township of [4:46] encourage all residents to learn more about [4:49] silence, embarrass, and related conditions to support [4:52] affected individuals, of families, and to recognize [4:55] the meaningful work of the silence foundation [4:58] in enhancing education, advocacy, and research. [5:02] What should you go? [5:04] Not that it is. [6:08] I was in my third trimester when I found out he had stayed as soon versus so all of his organs are reversed his hearts on the right side of his chest not the left [6:15] liver is on the left not the right and I think as a parent I realized how kind of a low-knight was [6:22] I was like on my own little island with like having a child with a rare condition, so we started side of the foundation [6:27] which allowed us to advocate we put to DC [6:33] We've advocated for research, connected with the researchers worldwide, and we've since been focused [6:38] on awareness and safety for them. [6:41] So focusing on EKG Lee placement and getting an awareness day. [6:45] So thank you. [6:47] Well, thank you for bringing us to our attention and hopefully more people will learn about [6:51] and welcome up with some court care. [6:52] Yeah, thank you. [7:07] If [7:11] you like they can leave if they want yes you're welcome good night now, thank you. [7:27] Council President, have a second proclamation. [7:30] And we have members here from the Environmental Commission, and we understand the ability team. [7:36] And it's whereas monarch butterflies is an iconic North American species with multi-generational migration and metamorphosis. [7:48] The catapult to butterfly has captured the imaginations and millions of Americans. [7:52] And whereas the Eastern Monarch butterfly population has declined by more than 80% since the 1990s [8:00] and part due to the destructive destruction of Nokewee, the sole host plant on which Monarch [8:08] butterflies lay their eggs and upon which their caterpillars feed. [8:13] And whereas cities, towns and countries have critical role to play and helping save the Monarch [8:18] butterfly, the township of Denver was committed to this worthy effort. [8:21] and whereas dental residents, schools, and community groups can help support monarch butterflies [8:28] and other pollinators by planting native milkweed and late blooming nectar plants, and by reducing [8:35] the use of pesticides and whereas October is an ideal time to plant milkweed seeds, which require [8:42] a period of coal stratification before germinating and also coincides with the peak migration [8:49] of Monarch butterflies to Mexico, and whereas on behalf of the people of the Township of [8:55] Dental, I've already joined me in creating healthy habitat for these magnificent butterflies. [9:01] I'm honored to be showing the National Wildlife Federation Mayor's Monarch Bridge, and I encourage [9:06] other city officials, of course, the Great Nation, to take a stand with me, so that the Monarch [9:12] butterfly will once again flourish across our continent. [9:16] Now, therefore, I promise that Andy's mayor of the Township of Denville, in the state of [9:19] New Jersey, through here by proclaim the month of October as Monarch month, and in [9:25] the Township of Denville, in charge of all of his residents to participate in this great [9:30] program. [9:31] And if you like to join me up front, we'd like to thank you, [10:02] the mayor of Denville. [10:05] And it's very cool, you know, because it's almost a significant stand-out. [10:10] And I think we'll have a few percent more of them. [10:13] Fair. [10:15] Thank you very much. [10:17] Thank you very much. [10:23] Well, on behalf of the Environmental Commission, I just wanted to thank you for your support for [10:29] monarch butterflies and for pollinators. [10:32] And also for signing the monarch, the Mayor's monarch pledge earlier this year. [10:37] And if anybody is around on Saturday, October 17th, we are having a celebration for Monarch [10:44] Month where the mayor will read the population again, and we will be giving away free [10:49] milkweed plants to residents, as well as having some crafts for kids, and so we hope [10:54] to see some of you there. [10:57] Thank you. [10:59] Due to Sunday's weather, my report on the green fair was quite short, as we've postponed [11:04] the 2020-27. But to what Julius just said, you know, the town has been good enough to give us [11:11] two areas on Riverside Drive for the Pond, and that's where the petrol will be, and I'll tell [11:18] you to do it in the final half of this. So I just want to thank the town and everything for there's [11:23] a quote. We're not rescheduled in the green fair. I'm not for this year. We'll be doing it in 2020. [11:28] I'll do it on this, Brian. Thank you. Thanks so much, guys. [11:32] We want to thank you for all that you do not only for the butterflies, but for sustainability and all the words that you've gotten in the past. [11:43] Thank you, Mayor. [11:45] We'll move on to the Council. [11:46] Layers on the course. [11:47] I'll start to my left. [11:49] Councilman Warwick. [11:51] Thank you, Council President. [11:53] The first deer management meeting will be held next week. [11:57] But some notes from last year was a big success. [12:02] The harvest yielded 41-year, but the best part about that was that more than three quarters [12:10] of that harvest ended up at the hunters helping the hungry, which was a qualified process [12:16] or based at a White House station, and was supplied food for the homeless in the needy. [12:26] So I'll keep you posted after the next meeting, and nothing more to report. [12:31] Thank you. [12:31] Thank you. [12:32] Member Vince. [12:34] Thank you, Council President. [12:35] I attended the library meeting and, as usual, the library continues to do wonderful things [12:41] for our community. [12:42] They're currently sorting through some of the applications for a part-time bookkeeper. [12:47] The end of summer reading party was a huge success with 138 attendees and Wednesday afternoon [12:54] can ask the still proves to be very popular with the full parking lot every Wednesday. [13:00] Denville Community Media, they're finalizing the buy on the laptop that they're going to [13:04] utilize for editing and their production purposes. [13:08] The latest Denville interview is now available online. [13:11] One of the people that they interviewed was a local tattoo artist. [13:15] They will have a booth at Pink Witches and they're hoping for a spot this Sunday of the [13:20] fall test. [13:21] Thank you. [13:22] Thank you. [13:24] Member Simpson. [13:25] No committee reports. [13:26] Thank you. [13:27] Member Covax. [13:29] Thank you, Council President, just one quick item from the Recreation Committee, a theme and [13:34] grand marshal for the parade have been announced and all right, excuse me have been selected [13:38] and we'll be announced in due course, but I don't want to spoil anything yet, right [13:42] there. [13:43] I don't know if they asked them yet. [13:45] Okay, so yeah, I don't want to spoil anything, but those are selected and we'll be announced [13:50] soon. [13:51] That's all I have. [13:51] Thank you. [13:52] member of mafia. [13:56] Thank you. Two things, Pink Witch is night out, 5k will be September 27th, [14:02] which is a Sunday, and Pink Witch's night out will be October 16th, which is a Thursday. [14:11] And related to that is they had a website up shoppinkwitches.com, which has a power on swag and that [14:20] enough stuff to be sold for fundraising. [14:23] Thank you. [14:24] Thank you. [14:25] I'll be attending the Morris County League meeting tomorrow night on the schedule for [14:30] discussion on the Picatinny. [14:33] Mayor's report. [14:34] Thank you, Council President. [14:36] I don't have much to report tonight. [14:39] Except for a few ruined your football notes. [14:43] I attended the pep rally last week. [14:47] We have a lot of football players and cheerleaders in Denville and it's great to see the facility being used by so many people. [14:57] Saturday night I went to the mayor's truck. [15:00] Profit gain, dendol gains, rockway township, unfortunately we didn't take home the trophy this year. [15:07] On Sunday afternoon, I went to the first ever dendol PAL girls flag football in. [15:17] Within her to cheerleaders at all, we had 85 girls playing flag football on 16s between the second grade and the eighth grade. [15:26] and boy they haven't fun. It was great to see, and that's what Council President. [15:34] Thank you. The administrative report. [15:37] Thank you, Council President. Just a couple items to mention. First, as you know, we received a grant from the State of New Jersey. [15:46] I was targeted to the north side of 46, and we received what turned out to be $100,000 worth [15:54] of bear proof garbage cans. Very heavy-duty sturdy cans. We received over 1100 applications [16:01] once we weeded out the ones from Percipity and Montville in Everwell. We actually brought the [16:08] down to about 700 and we had a lot of re randomized drawing and this past Saturday with the help [16:16] with the DPW Township staff, several members of the governing body with there, the green team [16:21] environmental commission, we had a bear-candestribution so those individuals that were awarded [16:29] a garden email with instructions and I've said went much, I thought it was going to go smooth and [16:38] we're going to be teaching classes at DMV about how to move cars and people through [16:43] the road because it really was that efficient and just a lot of thanks to all the volunteers [16:46] who made it as efficient as it was. So we still have about 125 cans left, people that either [16:53] couldn't make it or so we're going to be sending them a reminder email and giving them to the 30th [16:58] of the staff by the DPW to pick up the can. If we still have cans left there's people further down [17:04] list. So there's a possibility depending upon where you were in the randomized drawing that you're still not [17:10] out of the running for a can if one of the originals did not respond. So that's one item. [17:16] Second, we are pricing our health insurance renewal for 2027. As you may have seen in the news last year, [17:25] the state, when we had gotten out with a zero percent increase interest, like decrease in our premium, [17:31] the state went up 37% and for municipalities they're going up in the 17% this year. Last year [17:38] we went up zero and the first proposal we got back was less than 10% this year. So which is one [17:45] proposal in where we're doing a lot better than what market rate is and really pleased with that so far. [17:55] And that's obviously one of the major items in our municipal budget, so that's the first positive news we have so far. [18:04] Finally, we're working on a draft, and I hope to have that to you by sometime in the early October. [18:09] Doing some tweaks to our park ordinance specifically related to our downtown area. [18:15] One of the address of several issues, but one of the main issues is we have a lot of [18:25] popular, and they seem to think that the five minutes, they're in the crosswalks parking [18:31] to run into the nearby food establishment is fine, but if you drive down there, when [18:38] there's hundreds of them coming and picking up food throughout the day, there's constantly [18:42] cars parked in our crosswalks. [18:46] So, right now our fine is pretty minimal, the creatively blows up to $100 fine for parking [18:51] across walk and just the danger of situation that creates, we want to maximize that fine and [18:57] you know, post it and just so you know, we don't want to do a gacha but at the same time [19:03] if it just can't continue like that. And then also just addressing a repeat offenders for [19:09] downtown parking as well trying to clear out the parking spots for where they're intended for, which is [19:15] the consumers, so, and that's all I have to do. [19:20] Mr. Water, it's a photograph on Facebook with the trash cans and they look different [19:25] to what I've seen in the past. Are they difficult to open news in a masking? I was just wondering [19:30] if you're going to get a pushback from the sanitation. [19:33] So some of our part of the protocol when we were helping the residents, we gave them [19:40] a quick tutorial on how to open it. [19:42] It's basically a double latch finger pull up and we did notify Gata, Gata, had reviewed the [19:48] cans and I had to go out to visit a property for a property maintenance issue earlier today. [19:54] And it just happened Gata was there when there were a couple of the new cans that were [19:57] already in use and they seem to be having no issues at all. [20:00] So. [20:00] Great. [20:01] Thank you. [20:02] Next we have a public portion. [20:05] Anyone from the public wishing to come up and be heard? [20:08] Seeing none, of course, the public portion. [20:13] Any matters of old new business? [20:16] Seeing none, we have no ordinances for introduction tonight. [20:19] No ordinance for adoption. [20:21] No items for discussion or actions. [20:23] So next we have three resolutions on the consent agenda. [20:27] Anybody from the council wishing to have them move to the non consent? [20:32] Seeing none, I'd like to have approval on our 26-162 [20:37] through R26-164, may I have a motion please? [20:41] Samu, come back. [20:42] We have a second. [20:43] Second, Barwick.
