I 109 00:04:41,199 --> 00:04:44,560 think you're not classified. 110 00:04:44,560 --> 00:04:46,479 >> Okay. 111 00:04:46,479 --> 00:04:47,680 All right. Well, I'm going to keep going 112 00:04:47,680 --> 00:04:49,440 here. Um, and hopefully Dave, we can get 113 00:04:49,440 --> 00:04:51,680 you moved over to the the correct uh 114 00:04:51,680 --> 00:04:53,360 assignment so you can uh participate in 115 00:04:53,360 --> 00:04:54,960 the meeting. Um, but yes, just thank 116 00:04:54,960 --> 00:04:56,800 you. I we appreciate you all as being a 117 00:04:56,800 --> 00:04:58,000 part of this council and a part of this 118 00:04:58,000 --> 00:05:00,639 process. So, um, let me just briefly go 119 00:05:00,639 --> 00:05:02,160 over the numbers numbers because they 120 00:05:02,160 --> 00:05:04,080 have changed since we last met. So, 121 00:05:04,080 --> 00:05:06,160 since our last meeting, uh, we were 122 00:05:06,160 --> 00:05:08,400 actually able to identify an additional 123 00:05:08,400 --> 00:05:10,400 $325,000 124 00:05:10,400 --> 00:05:12,960 in additional funding through rollover. 125 00:05:12,960 --> 00:05:14,560 So, essentially projects that either 126 00:05:14,560 --> 00:05:17,120 came in just a little bit below budget 127 00:05:17,120 --> 00:05:18,479 uh, or projects that, uh, you know, 128 00:05:18,479 --> 00:05:20,080 maybe didn't finish their contract, you 129 00:05:20,080 --> 00:05:21,600 know, whatever happened, projects failed 130 00:05:21,600 --> 00:05:23,120 to get off the ground, that funding has 131 00:05:23,120 --> 00:05:25,120 now rolled over to and is available for 132 00:05:25,120 --> 00:05:28,160 this year. Um, so what that looks like 133 00:05:28,160 --> 00:05:31,759 is $1,887,000 134 00:05:31,759 --> 00:05:35,039 total available for RTP. Uh, and so if 135 00:05:35,039 --> 00:05:36,479 we just split that in half between 136 00:05:36,479 --> 00:05:38,240 motorized and non-motorized, the 137 00:05:38,240 --> 00:05:41,680 motorized share of that is $943,000. 138 00:05:41,680 --> 00:05:43,440 So we are able to award all of that 139 00:05:43,440 --> 00:05:45,759 today. We do not have to award all of 140 00:05:45,759 --> 00:05:47,120 that today. It'll be available for next 141 00:05:47,120 --> 00:05:48,800 year if you decide not to. Uh, but that 142 00:05:48,800 --> 00:05:51,520 is an option. Uh, and so we have 12 143 00:05:51,520 --> 00:05:53,759 projects that we'll be reviewing today. 144 00:05:53,759 --> 00:05:55,600 Uh, as of now, you guys have each 145 00:05:55,600 --> 00:05:58,320 received a list of those rankings based 146 00:05:58,320 --> 00:06:00,000 off of the scores provided by each of 147 00:06:00,000 --> 00:06:02,160 the council members. So, we'll touch 148 00:06:02,160 --> 00:06:04,880 into those here shortly. Um, just a 149 00:06:04,880 --> 00:06:06,400 quick review of the timeline here. So, 150 00:06:06,400 --> 00:06:09,120 we have our scoring meeting today. Uh, 151 00:06:09,120 --> 00:06:12,479 on May 14th, these will be submitted to 152 00:06:12,479 --> 00:06:14,560 uh the Utah Transportation Commission 153 00:06:14,560 --> 00:06:17,199 for um for getting on their list of 154 00:06:17,199 --> 00:06:18,479 approved projects. So, that's sort of 155 00:06:18,479 --> 00:06:20,479 the initial meeting to get on their 156 00:06:20,479 --> 00:06:24,240 approval list. And then on uh June 25th 157 00:06:24,240 --> 00:06:25,919 is when they will actually award those 158 00:06:25,919 --> 00:06:28,080 projects. So we're getting on the list 159 00:06:28,080 --> 00:06:31,600 uh on May 14th. So um all that being 160 00:06:31,600 --> 00:06:33,360 said, I just wanted to really briefly 161 00:06:33,360 --> 00:06:36,080 show you guys the tools you'll have at 162 00:06:36,080 --> 00:06:38,720 your disposal today. Um so for those of 163 00:06:38,720 --> 00:06:40,479 you following along online, I know this 164 00:06:40,479 --> 00:06:41,840 is a little bit of a different format 165 00:06:41,840 --> 00:06:45,680 than we're used to here. So um let me 166 00:06:45,680 --> 00:06:47,360 know if you if you don't have access to 167 00:06:47,360 --> 00:06:49,199 this yet. I can shoot it over to you in 168 00:06:49,199 --> 00:06:51,120 a message. But um I highly encourage you 169 00:06:51,120 --> 00:06:52,880 to use this scoring sheet to follow 170 00:06:52,880 --> 00:06:55,919 along today. So you can use this uh as I 171 00:06:55,919 --> 00:06:58,160 mentioned earlier, it is ranked based 172 00:06:58,160 --> 00:06:59,599 off of the scores provided by the 173 00:06:59,599 --> 00:07:02,400 council. So these projects are ranked by 174 00:07:02,400 --> 00:07:04,080 uh the highest score down to the lowest 175 00:07:04,080 --> 00:07:06,720 score. So the highest ranking project is 176 00:07:06,720 --> 00:07:08,560 the uh Grand County government's 177 00:07:08,560 --> 00:07:10,880 submission for the Moab Trail 178 00:07:10,880 --> 00:07:13,599 Collaborative Trail project. Um, but 179 00:07:13,599 --> 00:07:15,840 anyways, within this spreadsheet, just 180 00:07:15,840 --> 00:07:17,440 to highlight a few things, you can 181 00:07:17,440 --> 00:07:20,560 access the Salesforce application on 182 00:07:20,560 --> 00:07:23,440 this tab or sorry, on that cell, this 183 00:07:23,440 --> 00:07:25,360 link here will take you to the project 184 00:07:25,360 --> 00:07:27,759 folder. So, all of the project 185 00:07:27,759 --> 00:07:29,440 information is accessible to you here 186 00:07:29,440 --> 00:07:30,880 should you want to look at any of that 187 00:07:30,880 --> 00:07:33,680 during the scoring process. Um, what 188 00:07:33,680 --> 00:07:35,199 else is in here? Let's see. So, just, 189 00:07:35,199 --> 00:07:36,800 you know, the amount requested, all that 190 00:07:36,800 --> 00:07:39,120 fun stuff. Uh, one more thing I did want 191 00:07:39,120 --> 00:07:40,800 to highlight as well. If you scroll over 192 00:07:40,800 --> 00:07:43,120 to the right side of this scoring sheet, 193 00:07:43,120 --> 00:07:45,199 you'll see if it was determined to be a 194 00:07:45,199 --> 00:07:47,599 high priority project uh based off 195 00:07:47,599 --> 00:07:50,160 council member input. So, if this box is 196 00:07:50,160 --> 00:07:52,479 checked, that means that council member 197 00:07:52,479 --> 00:07:55,039 ranked this as a high scoring priority. 198 00:07:55,039 --> 00:07:57,599 Um something also you can use this for, 199 00:07:57,599 --> 00:07:59,599 there is a little note section here. If 200 00:07:59,599 --> 00:08:01,520 you want to take any notes to refer back 201 00:08:01,520 --> 00:08:04,000 to for these, um please make a copy just 202 00:08:04,000 --> 00:08:05,599 so that we're not all seeing your notes. 203 00:08:05,599 --> 00:08:06,800 Unless you want us to read your notes, 204 00:08:06,800 --> 00:08:10,319 that's fine, too. Um, that's that. What 205 00:08:10,319 --> 00:08:12,160 else do we got going on? Um, I showed 206 00:08:12,160 --> 00:08:14,000 you guys the backup folder. You can 207 00:08:14,000 --> 00:08:15,680 access that through that scoring sheet 208 00:08:15,680 --> 00:08:18,400 that I just showed you. Um, and then 209 00:08:18,400 --> 00:08:20,560 just another quick overview of just far 210 00:08:20,560 --> 00:08:22,160 as like some of the the guidelines for 211 00:08:22,160 --> 00:08:24,160 how uh the Federal uh highway 212 00:08:24,160 --> 00:08:26,479 administration has told us we should be 213 00:08:26,479 --> 00:08:29,280 spending this funding. Um, you know, we 214 00:08:29,280 --> 00:08:30,800 split it down the middle and that tends 215 00:08:30,800 --> 00:08:32,399 to cover most of the needs described 216 00:08:32,399 --> 00:08:34,000 here. But there is essentially a 217 00:08:34,000 --> 00:08:36,479 requirement that 30% goes to motorized, 218 00:08:36,479 --> 00:08:39,680 30% non-motorized, 40 goes to diverse, 219 00:08:39,680 --> 00:08:42,800 which can mean either a non-motorized 220 00:08:42,800 --> 00:08:45,279 and motorized collaborative effort or it 221 00:08:45,279 --> 00:08:47,360 can mean a project that supports 222 00:08:47,360 --> 00:08:49,200 multiple types of uses. So for instance, 223 00:08:49,200 --> 00:08:50,480 a trail that could be used for 224 00:08:50,480 --> 00:08:52,880 snowmmoiling part of the year and for 225 00:08:52,880 --> 00:08:54,480 offhighway vehicles the rest of the 226 00:08:54,480 --> 00:08:58,880 year. So that diverse category is very broad. Um the only other thing I 227 00:08:58,880 --> 00:09:01,040 want to highlight is that we have 5% 228 00:09:01,040 --> 00:09:03,680 available for education projects total. 229 00:09:03,680 --> 00:09:07,120 So that 5% total is $94,000. 230 00:09:07,120 --> 00:09:10,320 So about 47 thou 47,000 231 00:09:10,320 --> 00:09:12,959 uh for for motorized education. That's 232 00:09:12,959 --> 00:09:15,279 it. I'm going to stop talking and I'm 233 00:09:15,279 --> 00:09:19,120 going to pass it over um to you guys. 234 00:09:19,120 --> 00:09:26,800 >> Okay. Uh just a question. So if we don't spend or or if we don't 235 00:09:26,800 --> 00:09:30,240 assign all of the budget today, that 236 00:09:30,240 --> 00:09:33,839 money will stay as motorized 237 00:09:33,839 --> 00:09:35,839 uh in a motorized bucket for next year 238 00:09:35,839 --> 00:09:37,519 and it won't go to the non-motorized 239 00:09:37,519 --> 00:09:40,000 site. Is that what I'm hearing? 240 00:09:40,000 --> 00:09:42,160 >> Yeah. So, in previous years, you know, 241 00:09:42,160 --> 00:09:44,720 there's it's really been a the motorized 242 00:09:44,720 --> 00:09:46,240 category has been underutilized and 243 00:09:46,240 --> 00:09:47,440 it's, you know, kind of just been 244 00:09:47,440 --> 00:09:49,200 transferred over to the non-motorized 245 00:09:49,200 --> 00:09:52,880 side for that availability. Um, I I 246 00:09:52,880 --> 00:09:55,680 think uh we have that flexibility and, 247 00:09:55,680 --> 00:09:56,880 you know, since we're seeing more 248 00:09:56,880 --> 00:10:00,320 participation with this council here, I think it makes total sense to, you 249 00:10:00,320 --> 00:10:02,000 know, have this money roll over and be 250 00:10:02,000 --> 00:10:04,320 available as long as it's spent within 251 00:10:04,320 --> 00:10:06,560 the uh the specified kind of 252 00:10:06,560 --> 00:10:08,560 availability period. So we do have a a 253 00:10:08,560 --> 00:10:10,800 limitation as far as timelines when it 254 00:10:10,800 --> 00:10:12,080 comes to spending this funding. So we 255 00:10:12,080 --> 00:10:14,720 have up to three years I believe uh for 256 00:10:14,720 --> 00:10:17,519 to to spend our aortionment. So as long 257 00:10:17,519 --> 00:10:20,640 as it's able to be spent within that time period, it's available to the 258 00:10:20,640 --> 00:10:22,399 motorized category. 259 00:10:22,399 --> 00:10:26,480 >> Okay. Thank you for clarifying that. 260 00:10:26,480 --> 00:10:29,120 >> Okay. Did you cover resource rundown 261 00:10:29,120 --> 00:10:30,320 then? 262 00:10:30,320 --> 00:10:31,920 >> Yep. I covered the resource rundown. If 263 00:10:31,920 --> 00:10:33,120 you want me to pull up the agenda real 264 00:10:33,120 --> 00:10:36,150 quick. 265 00:10:36,160 --> 00:10:39,680 » Okay. Yeah, as far as um timelines here. 266 00:10:39,680 --> 00:10:41,279 So, that's the resource rundown. Yeah, 267 00:10:41,279 --> 00:10:42,880 if you want to just uh run through the 268 00:10:42,880 --> 00:10:44,160 scoring process and what you guys like 269 00:10:44,160 --> 00:10:45,440 to see today, that'd be that'd be 270 00:10:45,440 --> 00:10:46,880 helpful. 271 00:10:46,880 --> 00:10:51,279 >> Yeah, for sure. So, um scoring overview 272 00:10:51,279 --> 00:10:54,399 um and Wade, chime in if you've got an 273 00:10:54,399 --> 00:10:56,720 opinion, but basically, we've got these 274 00:10:56,720 --> 00:11:00,000 12 applications. We've um all hopefully 275 00:11:00,000 --> 00:11:03,440 taken the time to review them. um we can 276 00:11:03,440 --> 00:11:07,200 go through each of them as needed or if 277 00:11:07,200 --> 00:11:10,880 there is um somebody that proposes to 278 00:11:10,880 --> 00:11:13,440 approve a block of them at a time, we 279 00:11:13,440 --> 00:11:15,040 can do that as well as we've done in 280 00:11:15,040 --> 00:11:19,600 other meetings. Um so uh we what we'll 281 00:11:19,600 --> 00:11:22,240 probably do is we'll just go through um 282 00:11:22,240 --> 00:11:25,279 look at the list together and if there's 283 00:11:25,279 --> 00:11:27,519 an identifying of the highest ranked 284 00:11:27,519 --> 00:11:29,440 that you guys want to block together and 285 00:11:29,440 --> 00:11:31,279 approve we can go that route and then 286 00:11:31,279 --> 00:11:33,839 take a closer look at the ones that were 287 00:11:33,839 --> 00:11:38,480 more in question and discuss those. Um 288 00:11:38,480 --> 00:11:40,560 hopefully you guys have taken your notes 289 00:11:40,560 --> 00:11:42,720 uh have good ideas on what questions you 290 00:11:42,720 --> 00:11:45,279 have and then we can discuss those as 291 00:11:45,279 --> 00:11:48,560 needed. Do we we don't have anybody from 292 00:11:48,560 --> 00:11:50,640 We don't have any applicants on this 293 00:11:50,640 --> 00:11:51,920 meeting, do we? 294 00:11:51,920 --> 00:11:53,120 >> We do not. 295 00:11:53,120 --> 00:11:55,120 >> Okay. 296 00:11:55,120 --> 00:11:58,480 And then Evan, you have work been 297 00:11:58,480 --> 00:12:00,640 working with the applicants. We know that I have a 397 00:16:58,160 --> 00:17:01,199 tendency to, you know, re review the 398 00:17:01,199 --> 00:17:02,959 wrong projects at the wrong time. But 399 00:17:02,959 --> 00:17:05,120 when I read the application for the BLM 400 00:17:05,120 --> 00:17:07,839 in Grand County, um there was some 401 00:17:07,839 --> 00:17:09,679 discussion in the application about 402 00:17:09,679 --> 00:17:11,199 improving 403 00:17:11,199 --> 00:17:14,079 the um an obstacle on Pritchette Canyon 404 00:17:14,079 --> 00:17:16,319 called Down and Dirty. And after talking 405 00:17:16,319 --> 00:17:18,160 to some of the folks in the Jeep 406 00:17:18,160 --> 00:17:19,760 community, 407 00:17:19,760 --> 00:17:23,679 um they feel like maybe it's just you 408 00:17:23,679 --> 00:17:26,799 need to kind of um block off access to 409 00:17:26,799 --> 00:17:28,480 the stream where people are bypassing 410 00:17:28,480 --> 00:17:30,240 the obstacle and not actually improve 411 00:17:30,240 --> 00:17:32,640 the obstacle. So I do have some concerns 412 00:17:32,640 --> 00:17:34,400 with this one. You know, people are 413 00:17:34,400 --> 00:17:36,720 calling it like a gatekeeper obstacle 414 00:17:36,720 --> 00:17:38,960 and it's not, you know, it's much easier 415 00:17:38,960 --> 00:17:40,720 than many of the other obstacles on 416 00:17:40,720 --> 00:17:43,200 this. So, the Jeep community has a 417 00:17:43,200 --> 00:17:44,559 little bit of concern over them 418 00:17:44,559 --> 00:17:48,080 improving that obstacle. 419 00:17:48,080 --> 00:17:50,080 So, I guess on that one, I would like to 420 00:17:50,080 --> 00:17:52,559 say if we're going to fund it, I feel 421 00:17:52,559 --> 00:17:55,039 like the BLM should work very closely 422 00:17:55,039 --> 00:17:57,919 with the Red Rock um four-wheel drive 423 00:17:57,919 --> 00:18:01,760 club down in Moab and the um what do 424 00:18:01,760 --> 00:18:03,840 they call that? The Grand County Trails 425 00:18:03,840 --> 00:18:07,280 Committee, motorized Trails Committee. 426 00:18:07,280 --> 00:18:08,640 And it sounds like there was some 427 00:18:08,640 --> 00:18:11,520 discussion on this and it wasn't. 428 00:18:11,520 --> 00:18:14,240 completely reflected in the application 429 00:18:14,240 --> 00:18:15,679 the way that they thought it had been 430 00:18:15,679 --> 00:18:20,710 discussed. 431 00:18:20,720 --> 00:18:22,480 » Go ahead, Scott. 432 00:18:22,480 --> 00:18:25,200 >> Uh when I was reading that application, 433 00:18:25,200 --> 00:18:28,160 they did talk about bypass roots and I 434 00:18:28,160 --> 00:18:30,480 was a little concerned. Uh let's say if 435 00:18:30,480 --> 00:18:31,840 you're out there and you're saying, 436 00:18:31,840 --> 00:18:33,840 "Hey, I'm going to go try this new 437 00:18:33,840 --> 00:18:35,360 trail." And you get halfway through it 438 00:18:35,360 --> 00:18:37,760 and you go, "I can't make it through 439 00:18:37,760 --> 00:18:40,480 this portion right here." There needs to 440 00:18:40,480 --> 00:18:42,640 be some balance in there if there are 441 00:18:42,640 --> 00:18:45,600 routes around it already that maybe they 442 00:18:45,600 --> 00:18:48,320 think about it before closing that extra 443 00:18:48,320 --> 00:18:50,880 route so maybe that somebody that can't 444 00:18:50,880 --> 00:18:53,120 make it through it has an opportunity to 445 00:18:53,120 --> 00:18:56,240 continue on on the trail. Uh I I realize 446 00:18:56,240 --> 00:18:58,320 that you know you get braiding of trails 447 00:18:58,320 --> 00:19:00,880 because the obstacles too hard, but 448 00:19:00,880 --> 00:19:03,120 there uh I went through the devil's 449 00:19:03,120 --> 00:19:05,840 racetrack here over the weekend and 450 00:19:05,840 --> 00:19:07,919 there were individuals in there that 451 00:19:07,919 --> 00:19:10,400 were struggling in places and they were 452 00:19:10,400 --> 00:19:12,320 there were places to go around the 453 00:19:12,320 --> 00:19:15,919 obstacle. And so I I think maybe perhaps 454 00:19:15,919 --> 00:19:18,559 you put that back on the people in 455 00:19:18,559 --> 00:19:22,640 charge in the area and say, "Hey, uh the 456 00:19:22,640 --> 00:19:25,039 people that are utilizing that trail." 457 00:19:25,039 --> 00:19:28,480 Uh but I I do have some concerns about 458 00:19:28,480 --> 00:19:31,760 just going and blocking off any uh uh 459 00:19:31,760 --> 00:19:33,840 route that maybe makes it easier to get 460 00:19:33,840 --> 00:19:39,430 around it. 461 00:19:39,440 --> 00:19:41,600 » Go ahead, Mike. 462 00:19:41,600 --> 00:19:45,039 Yeah, I would second that um thought 463 00:19:45,039 --> 00:19:49,919 from Nicole and Scott. Uh I know I was 464 00:19:49,919 --> 00:19:51,679 trying to look and see if this is I 465 00:19:51,679 --> 00:19:53,039 don't think this is the only one that 466 00:19:53,039 --> 00:19:56,640 they talked about uh 467 00:19:56,640 --> 00:19:59,120 making an actually taking the obstacle 468 00:19:59,120 --> 00:20:01,120 and chiseling the rock out to make it 469 00:20:01,120 --> 00:20:03,440 easier. And one of them, I can't 470 00:20:03,440 --> 00:20:05,200 remember if this is it or not, has a 471 00:20:05,200 --> 00:20:09,440 picture of the um of them fencing off 472 00:20:09,440 --> 00:20:11,200 the current bypass, what people are 473 00:20:11,200 --> 00:20:14,559 using as a bypass. And I think that they 474 00:20:14,559 --> 00:20:17,840 really need to I understand obstacles 475 00:20:17,840 --> 00:20:20,799 get harder over time, but if there's a 476 00:20:20,799 --> 00:20:24,320 bypass that you could solidify and and 477 00:20:24,320 --> 00:20:27,360 make to where it's sustainable and 478 00:20:27,360 --> 00:20:32,240 everything, then why not use it? Um, and 479 00:20:32,240 --> 00:20:34,720 then that still maintains the difficulty 480 00:20:34,720 --> 00:20:38,000 of the trail, but allows 481 00:20:38,000 --> 00:20:41,200 um maybe an obstacle that has got a 482 00:20:41,200 --> 00:20:43,919 little bigger and harder allows people 483 00:20:43,919 --> 00:20:47,520 that that experience. And so I would 484 00:20:47,520 --> 00:20:49,520 second that and I don't really mind 485 00:20:49,520 --> 00:20:52,559 having them fund it or funding it, but I 486 00:20:52,559 --> 00:20:55,520 do think that we probably ought to kind 487 00:20:55,520 --> 00:20:57,039 of 488 00:20:57,039 --> 00:20:59,600 advise that they instead of change the 489 00:20:59,600 --> 00:21:02,960 obstacle, they look at making a reroute 490 00:21:02,960 --> 00:21:06,559 for that obstacle or a bypass. I mean, 491 00:21:06,559 --> 00:21:08,640 >> yeah. And one of the things that was 492 00:21:08,640 --> 00:21:10,000 kind of talked about in the 493 00:21:10,000 --> 00:21:11,840 communications that I had was, you know, 494 00:21:11,840 --> 00:21:14,240 there's wench anchor points on many of 495 00:21:14,240 --> 00:21:17,039 the other obstacles in this um 496 00:21:17,039 --> 00:21:19,120 Bridgetette Canyon area, you know, and 497 00:21:19,120 --> 00:21:21,039 this one doesn't have any. So maybe 498 00:21:21,039 --> 00:21:23,679 that's the solution. But yeah, maybe 499 00:21:23,679 --> 00:21:26,000 making the obstacle easier isn't the 500 00:21:26,000 --> 00:21:27,919 right one, especially for one that's 501 00:21:27,919 --> 00:21:29,760 considered, you know, the hardest trail 502 00:21:29,760 --> 00:21:36,070 in Moab to make obstacles easier. 503 00:21:36,080 --> 00:21:38,640 Okay, thanks Nicole. Another thing on 504 00:21:38,640 --> 00:21:44,720 this application I noticed too, they had a site plan for a parking lot 505 00:21:44,720 --> 00:21:47,280 and it looked like most of the parking 506 00:21:47,280 --> 00:21:50,480 stalls in that lot were pullin and back 507 00:21:50,480 --> 00:21:54,799 out stalls which may not necessarily be 508 00:21:54,799 --> 00:22:01,679 conducive to the uh OV community. A lot of people use trailers. Um, and 509 00:22:01,679 --> 00:22:04,480 the pull in and back out option. It's 510 00:22:04,480 --> 00:22:06,640 not this one. It's it's one of the other 511 00:22:06,640 --> 00:22:08,480 ones. 512 00:22:08,480 --> 00:22:09,919 >> One second. Let's see. 513 00:22:09,919 --> 00:22:14,559 >> No, this one has a pull in and back out 514 00:22:14,559 --> 00:22:18,000 or a pull in and not really. This one 515 00:22:18,000 --> 00:22:20,559 might trailers, too. 516 00:22:20,559 --> 00:22:23,679 >> Yeah, I don't think this one's as bad. I 517 00:22:23,679 --> 00:22:25,360 mean, especially if it's all just a 518 00:22:25,360 --> 00:22:27,520 gravel area, people will just pull 519 00:22:27,520 --> 00:22:30,640 through. But the other one is 520 00:22:30,640 --> 00:22:32,400 they're trying to leave trees in place 521 00:22:32,400 --> 00:22:34,799 and 522 00:22:34,799 --> 00:22:37,440 yeah, it's just not uh not very 523 00:22:37,440 --> 00:22:38,559 conducive for pull through. 524 00:22:38,559 --> 00:22:40,720 >> Oh, here I think I see 525 00:22:40,720 --> 00:22:44,880 >> that one trail head. Yeah. 526 00:22:44,880 --> 00:22:47,280 >> So, 527 00:22:47,280 --> 00:22:49,440 anyways, that one didn't look as much 528 00:22:49,440 --> 00:22:53,909 like a motorized trail head. 529 00:22:53,919 --> 00:22:56,480 Scott, go ahead. Uh, one of the other 530 00:22:56,480 --> 00:22:59,520 concerns I have, um, we have like three 531 00:22:59,520 --> 00:23:02,159 or four grants in the same area to do 532 00:23:02,159 --> 00:23:07,600 trail work and, uh, you know, I I don't 533 00:23:07,600 --> 00:23:10,640 know how many grants we should have in a 534 00:23:10,640 --> 00:23:13,039 kind of the same area, but I I hope 535 00:23:13,039 --> 00:23:16,240 they're collaborating to some extent 536 00:23:16,240 --> 00:23:18,640 with each other to make sure whatever 537 00:23:18,640 --> 00:23:20,400 they're doing is it's done efficiently 538 00:23:20,400 --> 00:23:22,000 and that we get the most out of our 539 00:23:22,000 --> 00:23:25,039 money and and maybe perhaps 540 00:23:25,039 --> 00:23:28,400 uh we try to put some way that we 541 00:23:28,400 --> 00:23:30,640 require some type of collaboration with 542 00:23:30,640 --> 00:23:32,480 groups that are working in the same 543 00:23:32,480 --> 00:23:35,280 area. Uh maybe not necessarily on the 544 00:23:35,280 --> 00:23:40,159 same trail, but uh uh 545 00:23:40,159 --> 00:23:41,840 I don't know. That's something to rattle 546 00:23:41,840 --> 00:23:45,120 around in my head a little bit. 547 00:23:45,120 --> 00:23:48,000 >> Thanks, Scott. Go ahead, Mike. 548 00:23:48,000 --> 00:23:50,240 Yeah, I had the same thought and I think 549 00:23:50,240 --> 00:23:52,480 I visited with Scott and Wade about this 550 00:23:52,480 --> 00:23:55,200 a little bit that that I have concerns 551 00:23:55,200 --> 00:23:57,679 that because 552 00:23:57,679 --> 00:24:04,960 um one trail maintenance crew might think, 553 00:24:04,960 --> 00:24:07,440 "Oh, we need to wipe that obstacle out." 554 00:24:07,440 --> 00:24:08,880 And the other one might go, "No, that's 555 00:24:08,880 --> 00:24:11,200 what makes it fun." So, and if they're 556 00:24:11,200 --> 00:24:13,840 working in the same area, then that is a 557 00:24:13,840 --> 00:24:16,400 possibility that they either duplicate 558 00:24:16,400 --> 00:24:19,600 work or or mess each other's work up, 559 00:24:19,600 --> 00:24:23,120 you know. Um, I'm with Scott. I think 560 00:24:23,120 --> 00:24:24,720 that 561 00:24:24,720 --> 00:24:28,000 with everybody wanting a trail crew now, 562 00:24:28,000 --> 00:24:30,880 uh, I have no problem. I love seeing 563 00:24:30,880 --> 00:24:33,279 trail crews and and actual maintenance 564 00:24:33,279 --> 00:24:36,387 being done, but but I do think that 565 00:24:36,387 --> 00:24:38,000 [snorts] where there's multiple trail 566 00:24:38,000 --> 00:24:40,640 crews in the same area, 567 00:24:40,640 --> 00:24:43,760 um there needs to be one person that's 568 00:24:43,760 --> 00:24:46,240 directing that rate, one person, one 569 00:24:46,240 --> 00:24:49,279 group that's actually directing and 570 00:24:49,279 --> 00:24:52,320 making the decisions on what what's 571 00:24:52,320 --> 00:24:55,279 being done to the trails. um you know, 572 00:24:55,279 --> 00:24:57,520 if it's on BLM, maybe the BLM needs to 573 00:24:57,520 --> 00:24:59,679 go, "Yeah, we're okay with that project 574 00:24:59,679 --> 00:25:03,679 and this type of project um for this 575 00:25:03,679 --> 00:25:06,559 section or or whatever." But but I do 576 00:25:06,559 --> 00:25:09,279 think that that's something that we may 577 00:25:09,279 --> 00:25:14,720 need to address in the future is that we 578 00:25:14,720 --> 00:25:17,440 is that if there's overlapping, you 579 00:25:17,440 --> 00:25:19,200 know, maybe if there's a trail crew in 580 00:25:19,200 --> 00:25:22,799 the area, we um increase that trail crew 581 00:25:22,799 --> 00:25:24,960 instead of creating a whole new one or 582 00:25:24,960 --> 00:25:30,310 something like that, you know. So, 583 00:25:30,320 --> 00:25:33,360 » okay. Thanks. Uh, Nicole, 584 00:25:33,360 --> 00:25:35,200 >> I was just going to say I recognize the 585 00:25:35,200 --> 00:25:37,679 same thing that Wheeler and Mike just 586 00:25:37,679 --> 00:25:40,080 said that, you know, we have a lot of 587 00:25:40,080 --> 00:25:42,880 grants coming out of the same same area. 588 00:25:42,880 --> 00:25:45,200 So, yeah, that's probably something that 589 00:25:45,200 --> 00:25:48,559 we should look at and kind of consider. 590 00:25:48,559 --> 00:25:49,840 So, I'm glad that we're talking about 591 00:25:49,840 --> 00:25:51,039 it. 592 00:25:51,039 --> 00:25:54,720 >> Yeah. Eric, you've got your hand up. 593 00:25:54,720 --> 00:25:57,679 >> Yeah. So, I've been down in this area of 594 00:25:57,679 --> 00:26:03,760 the state quite a bit recently and uh 595 00:26:03,760 --> 00:26:05,520 it 596 00:26:05,520 --> 00:26:07,840 I guess there is so much use that I 597 00:26:07,840 --> 00:26:10,000 can't see 598 00:26:10,000 --> 00:26:12,880 more maintenance really hurting it. And 599 00:26:12,880 --> 00:26:15,120 from what I understand, 600 00:26:15,120 --> 00:26:17,679 all of these entities have to work 601 00:26:17,679 --> 00:26:20,320 through the government agencies to do 602 00:26:20,320 --> 00:26:23,279 the work. So the overall project should 603 00:26:23,279 --> 00:26:24,960 be 604 00:26:24,960 --> 00:26:28,159 overseen or at least known about and and 605 00:26:28,159 --> 00:26:29,840 I definitely understand the Pritchette, 606 00:26:29,840 --> 00:26:31,360 you know, I I saw that and went, well, 607 00:26:31,360 --> 00:26:32,799 that's the that's the reason for 608 00:26:32,799 --> 00:26:35,200 Pritchette is making it too hard. You 609 00:26:35,200 --> 00:26:36,640 know, that's that's what people want in 610 00:26:36,640 --> 00:26:39,120 there. But I can't think of any other 611 00:26:39,120 --> 00:26:41,760 place on pretty much any other trail 612 00:26:41,760 --> 00:26:45,520 that you'd want to go in and and an 613 00:26:45,520 --> 00:26:47,679 additional work would would be a bad 614 00:26:47,679 --> 00:26:52,640 thing. And I actually love this because 615 00:26:52,640 --> 00:26:55,520 all of these are for trail work and it 616 00:26:55,520 --> 00:26:58,240 is so needed and signage and all that 617 00:26:58,240 --> 00:27:01,600 stuff. I have I've enjoyed this this uh 618 00:27:01,600 --> 00:27:05,200 grant this FT you know the 619 00:27:05,200 --> 00:27:09,039 this grant process RTP more than the 620 00:27:09,039 --> 00:27:13,039 rest of our our OVR grants just because 621 00:27:13,039 --> 00:27:16,960 it's actually work. And so I don't know. 622 00:27:16,960 --> 00:27:20,320 I I'm not too worried about them doing 623 00:27:20,320 --> 00:27:21,520 the right thing when they're getting 624 00:27:21,520 --> 00:27:23,440 down there. I think it's great feedback, 625 00:27:23,440 --> 00:27:25,760 Nickel on Pritchette, that we just say, 626 00:27:25,760 --> 00:27:28,159 "Hey, some people like that hard. Is 627 00:27:28,159 --> 00:27:29,440 there something else we can do there?" 628 00:27:29,440 --> 00:27:33,600 But actually trying to organize a a land 629 00:27:33,600 --> 00:27:36,080 manager or someone to go out and and 630 00:27:36,080 --> 00:27:39,440 organize all these trail groups. I don't know if I agree, but that's just 631 00:27:39,440 --> 00:27:43,039 my opinion. So, 632 00:27:43,039 --> 00:27:44,080 >> Dave, 633 00:27:44,080 --> 00:27:45,760 >> thanks Eric. Dave, you've got your hand 634 00:27:45,760 --> 00:27:50,710 up. 635 00:27:50,720 --> 00:27:52,720 » One's kind of Jeep focused, one's kind 636 00:27:52,720 --> 00:27:54,960 of motorcycle focused, and the other 637 00:27:54,960 --> 00:27:57,520 one's like trail focused. So, not as big 638 00:27:57,520 --> 00:28:00,640 a concern to me. 639 00:28:00,640 --> 00:28:04,710 >> Okay. Thank you. 640 00:28:04,720 --> 00:28:06,720 » Go ahead, Nicole. 641 00:28:06,720 --> 00:28:09,200 Wade, you probably know this, but don't 642 00:28:09,200 --> 00:28:11,520 they have um something similar to Emery 643 00:28:11,520 --> 00:28:12,960 County down there where they have like a 644 00:28:12,960 --> 00:28:15,120 trails committee where all the different 645 00:28:15,120 --> 00:28:16,880 entities come together and kind of 646 00:28:16,880 --> 00:28:18,880 discuss what's happening? And I mean, 647 00:28:18,880 --> 00:28:21,679 would that be a a venue for just 648 00:28:21,679 --> 00:28:23,039 discussion on these to make sure 649 00:28:23,039 --> 00:28:25,200 everybody's kind of talking? 650 00:28:25,200 --> 00:28:27,760 >> Well, and also keep in mind the council 651 00:28:27,760 --> 00:28:31,760 is paying Katon down there to do this 652 00:28:31,760 --> 00:28:35,120 stuff. the county has a coordinator then 653 00:28:35,120 --> 00:28:37,120 and you know maybe we need to put a 654 00:28:37,120 --> 00:28:39,279 little emphasis on Katon in doing this 655 00:28:39,279 --> 00:28:41,039 too and keeping his eyes on that because 656 00:28:41,039 --> 00:28:44,720 we are paying him out of an OVR grant 657 00:28:44,720 --> 00:28:47,039 and you are right Nicole you have the 658 00:28:47,039 --> 00:28:50,159 trail mix um the motor Moab trail 659 00:28:50,159 --> 00:28:51,600 council you actually have a couple of 660 00:28:51,600 --> 00:28:54,000 them down there where these forums come 661 00:28:54,000 --> 00:28:56,720 together and and a good pulse on it for 662 00:28:56,720 --> 00:28:58,960 the motorized community is Cliff Cliff 663 00:28:58,960 --> 00:29:04,159 Coons participates in all these too and and he can keep an eye on them for 664 00:29:04,159 --> 00:29:08,389 us as well. 665 00:29:08,399 --> 00:29:10,960 » Yeah, certainly. And I I agree to kind 666 00:29:10,960 --> 00:29:15,440 of David and Eric's consensus that 667 00:29:15,440 --> 00:29:18,320 yeah, the uh right with respect is all 668 00:29:18,320 --> 00:29:20,000 the single tracks, the other is the Jeep 669 00:29:20,000 --> 00:29:23,600 and um Grand County is just trying to 670 00:29:23,600 --> 00:29:26,880 fill in the gaps in between. So, but 671 00:29:26,880 --> 00:29:29,120 yep. 672 00:29:29,120 --> 00:29:31,360 Okay. Um any more discussions on these 673 00:29:31,360 --> 00:29:38,710 top three? 674 00:29:38,720 --> 00:29:41,760 We I I guess uh 675 00:29:41,760 --> 00:29:45,279 we just vote on them like we do the over 676 00:29:45,279 --> 00:29:46,240 Evan. 677 00:29:46,240 --> 00:29:47,600 >> Yep. Absolutely. 678 00:29:47,600 --> 00:29:49,600 >> Okay. 679 00:29:49,600 --> 00:29:53,200 Go ahead, Nicole. Before we vote, I 680 00:29:53,200 --> 00:29:55,039 mean, one thing that's kind of coming to 681 00:29:55,039 --> 00:29:57,039 my mind is 682 00:29:57,039 --> 00:29:59,039 especially with that one where at um 683 00:29:59,039 --> 00:30:01,840 Peret Canyon and down and dirty. I mean, 684 00:30:01,840 --> 00:30:03,840 I don't know really what the cost 685 00:30:03,840 --> 00:30:06,080 difference is, but I mean, is that one 686 00:30:06,080 --> 00:30:09,600 where maybe if they're reconsidering 687 00:30:09,600 --> 00:30:11,919 what's happening on down and dirty, they 688 00:30:11,919 --> 00:30:13,600 might need less funding. So, maybe 689 00:30:13,600 --> 00:30:16,640 that's like is now a time to talk about 690 00:30:16,640 --> 00:30:18,399 do we kind of reduce the amount of 691 00:30:18,399 --> 00:30:20,159 funding? Do we give them the full amount 692 00:30:20,159 --> 00:30:23,360 of funding? Like what's the Yeah, I'm 693 00:30:23,360 --> 00:30:26,815 not sure the procedure there. 694 00:30:26,815 --> 00:30:30,710 [clears throat] 695 00:30:30,720 --> 00:30:32,399 » You can certainly recommend a different 696 00:30:32,399 --> 00:30:36,240 funding amount. Um, and if if that's 697 00:30:36,240 --> 00:30:38,720 something that you would want to propose 698 00:30:38,720 --> 00:30:41,279 and somebody wants to second it and we 699 00:30:41,279 --> 00:30:44,880 can look at that if if that's a route 700 00:30:44,880 --> 00:30:48,320 you want to go. Um, 701 00:30:48,320 --> 00:30:51,039 and then I guess Evan, you would just be 702 00:30:51,039 --> 00:30:53,679 giving them that condition on the 703 00:30:53,679 --> 00:30:54,080 approval. 704 00:30:54,080 --> 00:30:56,159 >> Yeah, exactly. So, just let me know. I 705 00:30:56,159 --> 00:30:57,520 can pull up any of these budgets and we 706 00:30:57,520 --> 00:30:58,960 can take a closer look and you can 707 00:30:58,960 --> 00:31:01,120 specifically fund, you know, elements 708 00:31:01,120 --> 00:31:02,720 within their budget and then you can 709 00:31:02,720 --> 00:31:04,799 specifically not or specifically exclude 710 00:31:04,799 --> 00:31:09,830 any elements you don't want to see. 711 00:31:09,840 --> 00:31:11,679 » Let me run through their budget really 712 00:31:11,679 --> 00:31:13,919 quick. Maybe we can work voting on the 713 00:31:13,919 --> 00:31:15,760 top two while I'm looking at the budget 714 00:31:15,760 --> 00:31:19,669 on that third one. 715 00:31:19,679 --> 00:31:21,120 » Yeah, it's gonna be hard to divide that 716 00:31:21,120 --> 00:31:23,200 one out because they don't necessarily 717 00:31:23,200 --> 00:31:26,240 have a specific area. They just have all 718 00:31:26,240 --> 00:31:27,679 of their materials and all of their 719 00:31:27,679 --> 00:31:30,080 labor labor grouped together. 720 00:31:30,080 --> 00:31:32,799 >> Right. 721 00:31:32,799 --> 00:31:34,399 >> So, I'll read this out if if that's 722 00:31:34,399 --> 00:31:36,640 helpful in case people can't see it. Um 723 00:31:36,640 --> 00:31:39,840 $40,000 going to signage, 10,000 to 724 00:31:39,840 --> 00:31:42,080 wooden fencing for delineation, about 725 00:31:42,080 --> 00:31:45,840 5,000 for various tools, 15,000 for uh 726 00:31:45,840 --> 00:31:47,600 additional delineation materials like 727 00:31:47,600 --> 00:31:50,080 post and cables, uh trail marking 728 00:31:50,080 --> 00:31:53,760 materials, metal kiosks. Um and then let 729 00:31:53,760 --> 00:31:55,279 me just kind of fast forward here. These 730 00:31:55,279 --> 00:31:57,600 big ticket items at the bottom would be 731 00:31:57,600 --> 00:32:00,399 $30,000 for metal kiosks, and then 732 00:32:00,399 --> 00:32:03,360 $40,000 for trail work, planning, and on 733 00:32:03,360 --> 00:32:10,149 the ground labor. 734 00:32:10,159 --> 00:32:12,272 Yeah, that's going to be hard to to pull 735 00:32:12,272 --> 00:32:14,240 [clears throat] out, you know, specific 736 00:32:14,240 --> 00:32:16,480 amounts because I mean there's so many 737 00:32:16,480 --> 00:32:18,880 other parts of that project and I do 738 00:32:18,880 --> 00:32:22,399 think it is good and other parts need I 739 00:32:22,399 --> 00:32:29,430 just worry about the down and dirty part 740 00:32:29,440 --> 00:32:32,399 and maybe it is funding it with the you 741 00:32:32,399 --> 00:32:37,120 know with the um caveat that they need 742 00:32:37,120 --> 00:32:40,559 to work with that Grand County Motorized 743 00:32:40,559 --> 00:32:42,240 Trails Committee and the Red Rock 744 00:32:42,240 --> 00:32:45,440 Four-Wheel Drive Club on PR or yeah, 745 00:32:45,440 --> 00:32:48,399 Pritchette down and dirty and make sure 746 00:32:48,399 --> 00:32:52,880 that they're not making it too easy. I 747 00:32:52,880 --> 00:32:54,399 mean, one of the things that I've had 748 00:32:54,399 --> 00:32:56,799 come back to our office and on other 749 00:32:56,799 --> 00:33:00,240 trail work items, and you know, I can 750 00:33:00,240 --> 00:33:02,080 agree and disagree with folks, but you 751 00:33:02,080 --> 00:33:03,360 know, they've told me that trail work 752 00:33:03,360 --> 00:33:05,760 has made a trail so easy that it's not 753 00:33:05,760 --> 00:33:07,360 even fun anymore. So, that's something 754 00:33:07,360 --> 00:33:09,600 I've been trying to watch out for is, 755 00:33:09,600 --> 00:33:12,240 you know, level of trail difficulty and 756 00:33:12,240 --> 00:33:16,710 trying to match the work to it. 757 00:33:16,720 --> 00:33:20,399 Evan, can that be put into the contract 758 00:33:20,399 --> 00:33:24,000 um that the recipient work with Red Rock 759 00:33:24,000 --> 00:33:27,120 and the Moab Trail to make sure that the 760 00:33:27,120 --> 00:33:29,919 work being done there meets the needs of 761 00:33:29,919 --> 00:33:32,640 the user community? Can that be language 762 00:33:32,640 --> 00:33:34,960 we add to give Nicole a little comfort 763 00:33:34,960 --> 00:33:36,080 on that? 764 00:33:36,080 --> 00:33:37,679 >> You know, we have our our contracts 765 00:33:37,679 --> 00:33:39,679 guru, Meen, here. I don't know if Meen, 766 00:33:39,679 --> 00:33:41,440 you're able to weigh in on that. Um, but 767 00:33:41,440 --> 00:33:43,200 I will note just from a, you know, from 768 00:33:43,200 --> 00:33:45,519 my awareness of the applicant, they work 769 00:33:45,519 --> 00:33:47,519 very closely together. Um, the Grand 770 00:33:47,519 --> 00:33:49,279 County BLM and then the county 771 00:33:49,279 --> 00:33:51,919 themselves coordinated on all of these 772 00:33:51,919 --> 00:33:54,159 efforts that are actually the top three 773 00:33:54,159 --> 00:33:57,519 ranked projects. Um, but so and then our 774 00:33:57,519 --> 00:33:59,039 trail our trail crew is also pretty 775 00:33:59,039 --> 00:34:00,720 engaged with that. But, uh, Marine, I 776 00:34:00,720 --> 00:34:02,000 don't know if you're able to to weigh in 777 00:34:02,000 --> 00:34:03,919 on on contract language. 778 00:34:03,919 --> 00:34:05,840 >> Yeah, we we can put it contingent upon. 779 00:34:05,840 --> 00:34:08,159 So any any requirements you guys put 780 00:34:08,159 --> 00:34:10,560 towards a project, I include in the 781 00:34:10,560 --> 00:34:12,800 contract. Um so yes, it would be in 782 00:34:12,800 --> 00:34:13,599 there. 783 00:34:13,599 --> 00:34:16,000 >> And and you're okay in putting in there 784 00:34:16,000 --> 00:34:19,919 a a group or a local user group. 785 00:34:19,919 --> 00:34:21,119 >> Yeah. But they would need to collaborate 786 00:34:21,119 --> 00:34:22,240 with them. 787 00:34:22,240 --> 00:34:23,520 >> Okay. 788 00:34:23,520 --> 00:34:24,960 >> That that would be great because I did 789 00:34:24,960 --> 00:34:27,200 call the Red Rock Four-Wheel Drive Club 790 00:34:27,200 --> 00:34:30,159 and they the way that I read I read them 791 00:34:30,159 --> 00:34:31,919 the application how it was worded in 792 00:34:31,919 --> 00:34:34,000 there and they're like that's not how we 793 00:34:34,000 --> 00:34:36,000 discussed it. So, I think there's some 794 00:34:36,000 --> 00:34:37,679 miscommunication there. So, I would love 795 00:34:37,679 --> 00:34:40,960 for them to talk again. 796 00:34:40,960 --> 00:34:42,560 >> Okay. Thanks, Nicole. Eric, you've got 797 00:34:42,560 --> 00:34:44,079 your hand up. 798 00:34:44,079 --> 00:34:46,720 >> Yeah. Just just real quick, I I love 799 00:34:46,720 --> 00:34:49,440 this conversation. I love how engaged we 800 00:34:49,440 --> 00:34:51,599 all are. There there's an example, a 801 00:34:51,599 --> 00:34:54,720 specific example that uh was kind of 802 00:34:54,720 --> 00:34:56,800 surprising to me, but at the same time, 803 00:34:56,800 --> 00:34:58,560 I was pleased to see it. So, there's an 804 00:34:58,560 --> 00:35:02,560 obstacle called a white knuckle on the 805 00:35:02,560 --> 00:35:04,640 be behind the rocks trail down there, 806 00:35:04,640 --> 00:35:06,960 and it's always been, it's a big wall 807 00:35:06,960 --> 00:35:09,280 you drop off. It's always been pretty 808 00:35:09,280 --> 00:35:12,880 scary in a two-seater, in a Jeep. I 809 00:35:12,880 --> 00:35:14,320 mean, all of it. It just depends how 810 00:35:14,320 --> 00:35:16,079 many rocks are at the bottom. I think a 811 00:35:16,079 --> 00:35:19,520 lot of us are familiar with it. But, um, 812 00:35:19,520 --> 00:35:21,200 there was some trail work that went on 813 00:35:21,200 --> 00:35:24,240 and made a slightly easier route off the 814 00:35:24,240 --> 00:35:28,000 side. And the hard part is still open. 815 00:35:28,000 --> 00:35:29,839 It's still available. People are still 816 00:35:29,839 --> 00:35:33,280 dropping off it, but it also allows the 817 00:35:33,280 --> 00:35:35,119 people that 818 00:35:35,119 --> 00:35:38,320 um don't want to hook up a rope to them 819 00:35:38,320 --> 00:35:41,200 or just, you know, it's [snorts] it's 820 00:35:41,200 --> 00:35:43,040 pretty intense. These trails down there 821 00:35:43,040 --> 00:35:46,000 are pretty intense. And so that I 822 00:35:46,000 --> 00:35:49,200 thought was a perfect blend of trail 823 00:35:49,200 --> 00:35:52,480 work, making it safer, and then still 824 00:35:52,480 --> 00:35:56,480 retaining the hard part. And so 825 00:35:56,480 --> 00:35:58,400 again, you know, I I like that we can 826 00:35:58,400 --> 00:36:00,960 maybe throw in some some verbiage into 827 00:36:00,960 --> 00:36:02,880 the contract. I think that's important, 828 00:36:02,880 --> 00:36:04,640 but at the same time, I think there's 829 00:36:04,640 --> 00:36:08,640 balance to all of it. And so, yeah, I 830 00:36:08,640 --> 00:36:09,839 love it. But 831 00:36:09,839 --> 00:36:12,320 >> well, if I just briefly note, sorry, cut 832 00:36:12,320 --> 00:36:14,160 you off, Eric. 833 00:36:14,160 --> 00:36:15,920 >> I was just going to note, uh, within the 834 00:36:15,920 --> 00:36:17,440 budget, no, I'll just show you guys real 835 00:36:17,440 --> 00:36:19,440 quick. um within this Grand County 836 00:36:19,440 --> 00:36:22,720 budget or sorry within this BLM budget 837 00:36:22,720 --> 00:36:24,480 um they did list a couple volunteer 838 00:36:24,480 --> 00:36:25,599 groups that would be helping out with 839 00:36:25,599 --> 00:36:27,200 the ININD supports just to give an idea 840 00:36:27,200 --> 00:36:28,400 of some of the the groups they're 841 00:36:28,400 --> 00:36:31,119 working with here. Um, 963 00:41:28,240 --> 00:41:29,920 I mean, I'm the new guy on the block 964 00:41:29,920 --> 00:41:33,520 here, but but I've been, you know, just 965 00:41:33,520 --> 00:41:35,760 seems like we're funing funneling a ton 966 00:41:35,760 --> 00:41:38,400 of money into this. And I know it's a 967 00:41:38,400 --> 00:41:43,520 good thing and safety and stuff, but it just seems like the project 968 00:41:43,520 --> 00:41:48,880 that'll never end and keeps asking and they have, you know, they 969 00:41:48,880 --> 00:41:52,319 have um this one and then they have a 970 00:41:52,319 --> 00:41:54,319 nonprofit that we give money. you I mean 971 00:41:54,319 --> 00:41:55,839 we gave pretty good chunk out of the 972 00:41:55,839 --> 00:41:58,319 over and and pretty good chunk out of 973 00:41:58,319 --> 00:42:01,680 this and um and I'm not necessarily 974 00:42:01,680 --> 00:42:08,079 saying that we shouldn't fund it but um but I 975 00:42:08,079 --> 00:42:10,560 mean if you took that 87,000 976 00:42:10,560 --> 00:42:12,720 or 85,000 977 00:42:12,720 --> 00:42:14,400 you could probably almost buy a beacon 978 00:42:14,400 --> 00:42:17,280 for almost every snowmoiler in the state 979 00:42:17,280 --> 00:42:21,680 you know um so I mean that might you 980 00:42:21,680 --> 00:42:24,079 know if you gave what we've given them 981 00:42:24,079 --> 00:42:25,920 this year, you probably could buy a 982 00:42:25,920 --> 00:42:28,079 beacon for everybody in the state pretty 983 00:42:28,079 --> 00:42:32,160 much, you know. And and I think I think 984 00:42:32,160 --> 00:42:36,240 at some point we might want to start 985 00:42:36,240 --> 00:42:39,440 looking at at maybe a more practical way 986 00:42:39,440 --> 00:42:41,599 of I mean if they took that money and 987 00:42:41,599 --> 00:42:45,200 actually put on courses with beacons 988 00:42:45,200 --> 00:42:47,280 that gave people beacons and taught them 989 00:42:47,280 --> 00:42:50,240 at a reduced price, we'd probably save a 990 00:42:50,240 --> 00:42:54,880 lot more lives than than the you know it 991 00:42:54,880 --> 00:42:58,640 would probably be in my opinion it would 992 00:42:58,640 --> 00:43:04,240 probably be more effective than um than 993 00:43:04,240 --> 00:43:07,280 just putting all this money into just 994 00:43:07,280 --> 00:43:11,760 forecasting, you know. Um I just uh I 995 00:43:11,760 --> 00:43:14,640 just think that we probably ought to in 996 00:43:14,640 --> 00:43:18,240 the you know just maybe kind of start 997 00:43:18,240 --> 00:43:20,800 looking at or maybe at the avalanche 998 00:43:20,800 --> 00:43:22,880 place maybe ought to start looking at 999 00:43:22,880 --> 00:43:27,200 different ways. And then I I don't know. 1000 00:43:27,200 --> 00:43:28,720 I have real heartache with the 1001 00:43:28,720 --> 00:43:33,200 ambassador program part of it. I I just 1002 00:43:33,200 --> 00:43:35,520 don't think that that's a good use of 1003 00:43:35,520 --> 00:43:37,760 money to have somebody sitting at a 1004 00:43:37,760 --> 00:43:43,440 trail head. Um I just think it's 1005 00:43:43,440 --> 00:43:46,079 uh I just don't think that's a good use 1006 00:43:46,079 --> 00:43:48,880 of money. So, if we do end up funding 1007 00:43:48,880 --> 00:43:52,880 it, um, which I'm okay with, I would I 1008 00:43:52,880 --> 00:43:56,240 would ask to cut that part of it out 1009 00:43:56,240 --> 00:43:59,119 that the amber ambassador program 1010 00:43:59,119 --> 00:44:02,880 staffing and the ambassador program 1011 00:44:02,880 --> 00:44:04,480 materials 1012 00:44:04,480 --> 00:44:07,359 that that much of it and I think there's 1013 00:44:07,359 --> 00:44:15,920 better uses for for our money than those two parts of this grant. 1014 00:44:15,920 --> 00:44:17,839 Okay, thanks Mike. Any other discussion 1015 00:44:17,839 --> 00:44:20,800 on that one? Is that a 1184 00:51:08,800 --> 00:51:10,480 common thing or am I missing something 1185 00:51:10,480 --> 00:51:13,280 somewhere? 1186 00:51:13,280 --> 00:51:16,480 So within the application itself um we 1187 00:51:16,480 --> 00:51:18,800 do not have a specific requirement for 1188 00:51:18,800 --> 00:51:20,800 that documentation but I can say that 1189 00:51:20,800 --> 00:51:21,760 you know when it comes time for 1190 00:51:21,760 --> 00:51:23,280 reimbursement they would absolutely have 1191 00:51:23,280 --> 00:51:25,280 to provide us with that you know the 1192 00:51:25,280 --> 00:51:26,960 invoice and the and the proof of payment 1193 00:51:26,960 --> 00:51:28,720 and all that same same process that they 1194 00:51:28,720 --> 00:51:29,920 would go through with with state 1195 00:51:29,920 --> 00:51:32,160 funding. Um but you know if that's you 1196 00:51:32,160 --> 00:51:33,280 know that's the kind of feedback we're 1197 00:51:33,280 --> 00:51:34,319 looking for here like if that's 1198 00:51:34,319 --> 00:51:35,440 something you guys want to see included 1199 00:51:35,440 --> 00:51:37,280 in application. Seems like like on our 1200 00:51:37,280 --> 00:51:38,880 other grants, they're always putting in 1201 00:51:38,880 --> 00:51:41,839 bids from an actual dealer and not just 1202 00:51:41,839 --> 00:51:47,280 off the website of the manufactur the national website where you just go 1203 00:51:47,280 --> 00:51:49,520 in and, you know, build your machine on 1204 00:51:49,520 --> 00:51:51,119 the website, but that's not really the 1205 00:51:51,119 --> 00:51:53,760 actual cost. And so, unless I'm missing 1206 00:51:53,760 --> 00:51:55,520 something, I I I just haven't been able 1207 00:51:55,520 --> 00:51:58,559 to find actual bids from actual dealers, 1208 00:51:58,559 --> 00:52:01,839 which kind of is odd to me on this on 1209 00:52:01,839 --> 00:52:03,760 >> That's great feedback. 1210 00:52:03,760 --> 00:52:05,280 Thanks. No, that's good feedback. if if 1211 00:52:05,280 --> 00:52:06,400 that's something this this council 1212 00:52:06,400 --> 00:52:08,079 thinks would be beneficial, we're more 1213 00:52:08,079 --> 00:52:09,920 than happy to add a question to include 1214 00:52:09,920 --> 00:52:11,599 specific bids or, you know, to actually 1215 00:52:11,599 --> 00:52:13,599 have a bid document included as an 1216 00:52:13,599 --> 00:52:16,160 attachment. 1217 00:52:16,160 --> 00:52:17,599 >> Thanks, Brody. Cheryl, you've got your 1218 00:52:17,599 --> 00:52:18,720 hand up. 1219 00:52:18,720 --> 00:52:20,000 >> Yeah, I was just going to say we 1220 00:52:20,000 --> 00:52:21,920 actually uh federal employees, we 1221 00:52:21,920 --> 00:52:24,160 actually can't provide a bid because 1222 00:52:24,160 --> 00:52:26,319 until we go out and put a contract 1223 00:52:26,319 --> 00:52:29,280 package out and go out for bid, that 1224 00:52:29,280 --> 00:52:31,760 kind of is all we can get. like we're 1225 00:52:31,760 --> 00:52:33,280 not allowed to go outside of that 1226 00:52:33,280 --> 00:52:35,839 contracting process and go get bids from 1227 00:52:35,839 --> 00:52:38,319 like local vendors. However, once that 1228 00:52:38,319 --> 00:52:40,559 contract package gets put out, that bid 1229 00:52:40,559 --> 00:52:43,680 goes out and any vendors locally, they 1230 00:52:43,680 --> 00:52:46,800 can, you know, obviously put in for 1231 00:52:46,800 --> 00:52:49,440 that. And we also don't really ever know 1232 00:52:49,440 --> 00:52:50,960 the total amount because again, it's all 1233 00:52:50,960 --> 00:52:52,880 based off of the contract. So, just a 1234 00:52:52,880 --> 00:52:54,880 little bit of FYI for the federal 1235 00:52:54,880 --> 00:52:57,040 partners. Like that's probably the best 1236 00:52:57,040 --> 00:52:59,040 they're going to be able to give because 1237 00:52:59,040 --> 00:53:02,559 it's got to work through contracting. 1238 00:53:02,559 --> 00:53:04,000 >> All right. That that's that's good to 1239 00:53:04,000 --> 00:53:08,079 know that just this emery um this is a 1240 00:53:08,079 --> 00:53:10,079 county government one and 1241 00:53:10,079 --> 00:53:10,960 >> this one's 1242 00:53:10,960 --> 00:53:12,800 >> I thought this was a Forest Service one, 1243 00:53:12,800 --> 00:53:14,800 but just just so you know, people may 1244 00:53:14,800 --> 00:53:16,559 have limitations like that where it's 1245 00:53:16,559 --> 00:53:18,400 like, hey, this at least shows you we're 1246 00:53:18,400 --> 00:53:19,920 in the ballpark of what this is going to 1247 00:53:19,920 --> 00:53:21,920 cost. Sometimes the contracts come in 1248 00:53:21,920 --> 00:53:23,520 less and sometimes they come over a 1249 00:53:23,520 --> 00:53:26,079 little bit more. Um, just depending. So, 1250 00:53:26,079 --> 00:53:29,750 just a little FYI. 1251 00:53:29,760 --> 00:53:32,559 » Thanks, Jerome. 1252 00:53:32,559 --> 00:53:35,200 >> Okay. Any more discussion on the US 1253 00:53:35,200 --> 00:53:41,349 Forest Service European Trail OB? 1254 00:53:41,359 --> 00:53:45,750 All right. Let's go ahead and vote. 1255 00:53:45,760 --> 00:53:48,400 Let's go with Brody. 1256 00:53:48,400 --> 00:53:50,319 >> Yes. 1257 00:53:50,319 --> 00:53:52,160 Um, Eric, 1258 00:53:52,160 --> 00:53:53,920 >> yes. 1259 00:53:53,920 --> 00:53:54,960 >> Mike, 1260 00:53:54,960 --> 00:53:56,240 >> yes. 1261 00:53:56,240 --> 00:53:57,680 >> Nicole, 1262 00:53:57,680 --> 00:53:59,040 >> yes. 1263 00:53:59,040 --> 00:54:00,480 >> Russ, 1264 00:54:00,480 --> 00:54:01,599 >> yes. 1265 00:54:01,599 --> 00:54:03,440 >> Scott, 1266 00:54:03,440 --> 00:54:04,559 >> yes. 1267 00:54:04,559 --> 00:54:06,480 >> Brett, 1268 00:54:06,480 --> 00:54:07,760 >> yes. 1269 00:54:07,760 --> 00:54:12,630 >> And I'll vote yes as well on that one. 1270 00:54:12,640 --> 00:54:15,920 » Okay. Uh, next one down the list is the 1271 00:54:15,920 --> 00:54:19,280 Puffer Lake uh, Legacy Trail Head 1272 00:54:19,280 --> 00:54:21,760 Project. This is in Beaver County. Uh, 1273 00:54:21,760 --> 00:54:23,359 Beaver County is the applicant on this 1274 00:54:23,359 --> 00:54:27,119 one. I'm looking for funds specifically 1275 00:54:27,119 --> 00:54:31,040 for the trail head at Puffer Lake. Um, I 1276 00:54:31,040 --> 00:54:32,480 remember looking at this project. 1277 00:54:32,480 --> 00:54:34,480 They've got a very large budget because 1278 00:54:34,480 --> 00:54:38,079 they're including all of the aspects of 1279 00:54:38,079 --> 00:54:40,400 the uh improvements at Puffer Lake, 1280 00:54:40,400 --> 00:54:42,720 including like a UD do shed and and 1281 00:54:42,720 --> 00:54:45,280 other things there. But, um, it looked 1282 00:54:45,280 --> 00:54:47,760 like this one was specifically for the 1283 00:54:47,760 --> 00:54:49,599 trail head. That's what they're seeking 1284 00:54:49,599 --> 00:54:56,400 the RTP funds for on this one. Um, any discussion? I'll open it up now. uh 1285 00:54:56,400 --> 00:54:58,000 if you have any questions or comments 1286 00:54:58,000 --> 00:55:00,800 about it. 1287 00:55:00,800 --> 00:55:02,400 >> Yeah. A few years ago when we approved 1288 00:55:02,400 --> 00:55:04,559 the purchase of this land, this was one 1289 00:55:04,559 --> 00:55:06,000 of the requirements that we asked them 1290 00:55:06,000 --> 00:55:09,440 to put into a grant in the future, some 1291 00:55:09,440 --> 00:55:12,079 kind of trail head for winter access or 1292 00:55:12,079 --> 00:55:14,960 parking for riding your vehicle on the 1293 00:55:14,960 --> 00:55:17,359 mountain. So, they're just following up 1294 00:55:17,359 --> 00:55:22,079 on what they agreed to in the past. 1295 00:55:22,079 --> 00:55:24,640 >> Okay. Thanks, Dave. Any other comments 1296 00:55:24,640 --> 00:55:27,440 or discussion? Cheryl, go ahead. 1297 00:55:27,440 --> 00:55:29,119 >> Yeah, I reviewed this one and I'll be 1298 00:55:29,119 --> 00:55:31,040 honest, it felt really confusing because 1299 00:55:31,040 --> 00:55:33,520 they did expand the scope so wide 1300 00:55:33,520 --> 00:55:35,760 because I was like I I don't understand 1301 00:55:35,760 --> 00:55:38,319 necessarily, you know, what is part of 1302 00:55:38,319 --> 00:55:41,920 the RTP project and what isn't. Um, so 1303 00:55:41,920 --> 00:55:43,680 there's that. And then I I think the 1304 00:55:43,680 --> 00:55:45,280 other part about this that makes me a 1305 00:55:45,280 --> 00:55:47,440 little bit concerned that it's strictly 1306 00:55:47,440 --> 00:55:49,680 on the motorized side is that they said 1307 00:55:49,680 --> 00:55:50,960 in the future they're going to add a 1308 00:55:50,960 --> 00:55:52,240 non-motorized trail that's going to 1309 00:55:52,240 --> 00:55:54,240 leave from this motorized trail head as 1310 00:55:54,240 --> 00:55:56,240 well. Um, which feels kind of 1311 00:55:56,240 --> 00:55:58,240 interesting to me. Maybe it could be 1312 00:55:58,240 --> 00:56:02,240 more of a split, but um, it just it's 1313 00:56:02,240 --> 00:56:03,440 one of those things that looks like 1314 00:56:03,440 --> 00:56:05,040 they're planning a non-motorized trail 1315 00:56:05,040 --> 00:56:07,680 to leave out of there in the future. 1316 00:56:07,680 --> 00:56:10,079 >> Yeah, I had the same thoughts, too. I It 1317 00:56:10,079 --> 00:56:12,720 looked like there was certainly a a 1318 00:56:12,720 --> 00:56:15,760 non-motorized aspect to it and also 1319 00:56:15,760 --> 00:56:18,160 looked like access to the lake for 1320 00:56:18,160 --> 00:56:19,920 English, 1321 00:56:19,920 --> 00:56:21,599 >> which I'm guessing that parking lot's 1322 00:56:21,599 --> 00:56:23,119 going to get a lot of that being that 1323 00:56:23,119 --> 00:56:25,680 close to the lake. So, it to me it's 1324 00:56:25,680 --> 00:56:27,200 just one of those confusing like how do 1325 00:56:27,200 --> 00:56:30,079 we really make sure it provides OP trail 1326 00:56:30,079 --> 00:56:32,160 head parking and how do you actually 1327 00:56:32,160 --> 00:56:34,000 understand what's part of this grant 1328 00:56:34,000 --> 00:56:36,480 because there's so many factors. Yeah. 1329 00:56:36,480 --> 00:56:38,240 Uh sheds and all sorts of things that 1330 00:56:38,240 --> 00:56:40,480 I'm like I I wish they would just keep 1331 00:56:40,480 --> 00:56:43,040 it to whatever is in this grant both 1332 00:56:43,040 --> 00:56:44,640 what the ask is and what the match is 1333 00:56:44,640 --> 00:56:47,680 because otherwise it's very confusing. 1334 00:56:47,680 --> 00:56:51,359 >> Yeah. Scott, you have your hand up. You 1335 00:56:51,359 --> 00:56:53,200 know, initially I called them because 1336 00:56:53,200 --> 00:56:55,920 the grant talked about a crusher that I 1337 00:56:55,920 --> 00:56:58,480 think the RTP grant was directed at a 1338 00:56:58,480 --> 00:57:00,160 crusher. They wanted to purchase a 1339 00:57:00,160 --> 00:57:06,160 crutcher. And when I was talking to the the guy there, he finally went back 1340 00:57:06,160 --> 00:57:07,680 and says, "Oh, they have changed their 1341 00:57:07,680 --> 00:57:08,960 mind on." And I says, "Well, that's 1342 00:57:08,960 --> 00:57:10,400 probably a good thing of changing their 1343 00:57:10,400 --> 00:57:12,400 mind because I'm I'm not sure they want 1344 00:57:12,400 --> 00:57:14,480 to buy a Crusher because it would maybe 1345 00:57:14,480 --> 00:57:16,720 limit them what they could do with it. 1346 00:57:16,720 --> 00:57:18,799 But I do have some issues of what's 1347 00:57:18,799 --> 00:57:21,280 going on in here. And it is kind of 1348 00:57:21,280 --> 00:57:24,160 confusing uh because they're they've 1349 00:57:24,160 --> 00:57:26,319 pulled money from different different 1350 00:57:26,319 --> 00:57:29,040 areas and it's hard for us to see where 1351 00:57:29,040 --> 00:57:31,520 all that money is coming from if if it's 1352 00:57:31,520 --> 00:57:33,920 OB money or if it's some other grant 1353 00:57:33,920 --> 00:57:36,559 money and and that's true across some of 1354 00:57:36,559 --> 00:57:38,880 these other grants that we're not maybe 1355 00:57:38,880 --> 00:57:40,960 necessarily privy to or maybe it would 1356 00:57:40,960 --> 00:57:43,440 take us time to dig into it to figure 1357 00:57:43,440 --> 00:57:46,079 out what match and where they pulling it 1358 00:57:46,079 --> 00:57:49,440 from and what ideas they have. But it 1359 00:57:49,440 --> 00:57:51,040 appeared to me that this grant was 1360 00:57:51,040 --> 00:57:53,520 directly for the crusher. So if they've 1361 00:57:53,520 --> 00:57:56,160 changed that, what have they changed it 1362 00:57:56,160 --> 00:57:57,520 to? Are they just going to buy the 1363 00:57:57,520 --> 00:57:59,040 aggregate? Are they going to rent the 1364 00:57:59,040 --> 00:58:03,599 crusher? Uh I don't know. 1365 00:58:03,599 --> 00:58:07,440 >> Okay. Thanks, Scott. Uh Marine, 1366 00:58:07,440 --> 00:58:10,880 >> yeah, do has quite a few contracts for 1367 00:58:10,880 --> 00:58:13,839 um with Beaver County for this property 1368 00:58:13,839 --> 00:58:16,960 and um we're currently trying to get 1369 00:58:16,960 --> 00:58:19,200 them to complete a master plan so that 1370 00:58:19,200 --> 00:58:23,520 we're not peacemealing items. Um, so I 1371 00:58:23,520 --> 00:58:26,480 would, yeah, I would recommend, yeah, 1372 00:58:26,480 --> 00:58:29,920 talking this through and, um, I just 1373 00:58:29,920 --> 00:58:31,359 wanted to give you guys that background 1374 00:58:31,359 --> 00:58:33,119 that we're still kind of waiting so that 1375 00:58:33,119 --> 00:58:34,640 they're not asking for lots of things 1376 00:58:34,640 --> 00:58:36,400 that in the end might have to be changed 1377 00:58:36,400 --> 00:58:38,640 out. 1378 00:58:38,640 --> 00:58:40,079 Okay, 1379 00:58:40,079 --> 00:58:41,760 >> Brody, 1380 00:58:41,760 --> 00:58:44,720 >> in just listening to some of the people 1381 00:58:44,720 --> 00:58:47,119 in Beaver County without telling them 1382 00:58:47,119 --> 00:58:49,680 about this, uh, they get the impression 1383 00:58:49,680 --> 00:58:51,359 that Beaver County is just throwing 1384 00:58:51,359 --> 00:58:52,880 things against the wall and seeing 1385 00:58:52,880 --> 00:58:56,880 what's sticking. Um, and so I just 1386 00:58:56,880 --> 00:59:00,000 listened and they just talked. And, uh, 1387 00:59:00,000 --> 00:59:04,319 there's a lot of concern about this. uh 1388 00:59:04,319 --> 00:59:05,599 they know that it's going to have to 1389 00:59:05,599 --> 00:59:10,400 happen at some point, but they're they're just kind of confused 1390 00:59:10,400 --> 00:59:12,240 about how it was put together, the whole 1391 00:59:12,240 --> 00:59:14,799 entire everything from the very very 1392 00:59:14,799 --> 00:59:17,280 beginning of the Puffer Lake purchase to 1393 00:59:17,280 --> 00:59:20,559 now. So, I don't know. I wonder if we 1394 00:59:20,559 --> 00:59:23,520 can maybe even hold off on this one till 1395 00:59:23,520 --> 00:59:26,240 they get their other stuff in order like 1396 00:59:26,240 --> 00:59:28,880 what Meen was saying. So, something to 1397 00:59:28,880 --> 00:59:30,000 think about. 1398 00:59:30,000 --> 00:59:31,440 >> Okay. Thanks, Brody. And one of the 1399 00:59:31,440 --> 00:59:33,280 things that I noticed as well is that 1400 00:59:33,280 --> 00:59:36,880 they did not have any OV groups listed 1401 00:59:36,880 --> 00:59:39,359 as their partners or in their 1402 00:59:39,359 --> 00:59:42,000 >> that's that was one of the other 1403 00:59:42,000 --> 00:59:45,440 frustrating things with the uh the club 1404 00:59:45,440 --> 00:59:47,839 there is they were caught blindsided 1405 00:59:47,839 --> 00:59:51,920 several times by this. They're not sure 1406 00:59:51,920 --> 00:59:54,559 if they've angered the county commission 1407 00:59:54,559 --> 00:59:57,040 or what, but they they they just feel 1408 00:59:57,040 --> 01:00:01,680 blindsided by this all of this. 1409 01:00:01,680 --> 01:00:05,359 Brodia. Um I've heard that same from the 1410 01:00:05,359 --> 01:00:08,559 local OB users as well. You know, 1411 01:00:08,559 --> 01:00:12,240 they're coming to us for um for money, 1412 01:00:12,240 --> 01:00:16,160 for OV money, and they just have not 1413 01:00:16,160 --> 01:00:18,960 included the local OV group in this like 1414 01:00:18,960 --> 01:00:22,000 I feel they should. Um and and they have 1415 01:00:22,000 --> 01:00:24,799 a very solid group there that's very 1416 01:00:24,799 --> 01:00:27,760 actively engaged with the Forest Service 1417 01:00:27,760 --> 01:00:31,359 and other public land users there. 1418 01:00:31,359 --> 01:00:33,680 >> Well, and and they they they even so far 1419 01:00:33,680 --> 01:00:40,160 as have their own trail equipment that club actually owns uh and and they 1420 01:00:40,160 --> 01:00:42,880 use with the Forest Service permission 1421 01:00:42,880 --> 01:00:44,880 to to go out and do stuff. And so 1422 01:00:44,880 --> 01:00:48,160 they've been they they do feel a little 1423 01:00:48,160 --> 01:00:51,680 let down by the county to some extent. 1424 01:00:51,680 --> 01:00:53,280 Um 1425 01:00:53,280 --> 01:00:56,640 and and so yeah, I yeah and and they and 1426 01:00:56,640 --> 01:00:58,240 they would be the ones probably doing a 1427 01:00:58,240 --> 01:01:00,319 lot of the uh that come the county's 1428 01:01:00,319 --> 01:01:02,559 going to come to them asking for uh 1429 01:01:02,559 --> 01:01:04,880 manpower and things like that. And so 1430 01:01:04,880 --> 01:01:06,240 they're just little little bit 1431 01:01:06,240 --> 01:01:08,000 frustrated. I'd recommend that we hold 1432 01:01:08,000 --> 01:01:10,319 off on this one. give them some time to 1433 01:01:10,319 --> 01:01:12,559 get their ducks in a row and and relook 1434 01:01:12,559 --> 01:01:16,079 at it the next time around. 1435 01:01:16,079 --> 01:01:18,079 >> Okay. Thanks, Brody. Scott, you've got 1436 01:01:18,079 --> 01:01:19,119 your hand up. 1437 01:01:19,119 --> 01:01:21,760 >> Yes, I do. I find it interesting a year 1438 01:01:21,760 --> 01:01:24,400 and a half ago when we funded the that 1439 01:01:24,400 --> 01:01:27,599 $800,000 for Puppet Lake Prep Lake. The 1440 01:01:27,599 --> 01:01:29,680 one question I had is who owns the land 1441 01:01:29,680 --> 01:01:32,880 underneath the water and that is still 1442 01:01:32,880 --> 01:01:35,839 not known. They haven't figured that out 1443 01:01:35,839 --> 01:01:41,430 yet, which I find it kind of intriguing. 1444 01:01:41,440 --> 01:01:43,040 Thanks, Scott. Cheryl, you've got your 1445 01:01:43,040 --> 01:01:44,640 hand up. 1446 01:01:44,640 --> 01:01:46,160 >> Yeah, I was just gonna say I agree with 1447 01:01:46,160 --> 01:01:48,000 Brody because again, I think my hardest 1448 01:01:48,000 --> 01:01:49,599 part is there's so many things going on 1449 01:01:49,599 --> 01:01:52,079 here, I can't even tell what the actual 1450 01:01:52,079 --> 01:01:55,920 RT project ask is and what the match is. 1451 01:01:55,920 --> 01:01:58,880 So I I would love it to be actually 1452 01:01:58,880 --> 01:02:00,400 toned down to like if it's the trail 1453 01:02:00,400 --> 01:02:01,839 head then to me all the matching 1454 01:02:01,839 --> 01:02:04,880 components should be the trail head not 1455 01:02:04,880 --> 01:02:07,839 a shed and you know fences like all 1456 01:02:07,839 --> 01:02:09,280 these other things that are in that 1457 01:02:09,280 --> 01:02:11,680 whole general area like yeah their match 1458 01:02:11,680 --> 01:02:15,200 looks amazing but I just I agree with 1459 01:02:15,200 --> 01:02:18,880 Brody. I think it needs some refinement. 1460 01:02:18,880 --> 01:02:20,480 >> Thanks Cheryl. Mike you've got your hand 1461 01:02:20,480 --> 01:02:21,920 up. 1462 01:02:21,920 --> 01:02:23,440 Yeah, 1463 01:02:23,440 --> 01:02:26,319 especially after listening to comments, 1464 01:02:26,319 --> 01:02:28,720 I noticed a little bit with that crusher 1465 01:02:28,720 --> 01:02:31,040 too with Scott that they were going to 1466 01:02:31,040 --> 01:02:33,920 crush a bunch and then I'm just like, 1467 01:02:33,920 --> 01:02:36,000 wait, we're paying to crush all this 1468 01:02:36,000 --> 01:02:37,440 dirt and they're going to put some of it 1469 01:02:37,440 --> 01:02:39,760 on the 1470 01:02:39,760 --> 01:02:42,640 >> When is the next RTP cycle? Is it next 1471 01:02:42,640 --> 01:02:44,480 year or is it sooner? What are we 1472 01:02:44,480 --> 01:02:45,280 looking at? 1473 01:02:45,280 --> 01:02:47,040 >> It's next year. Yep. 1474 01:02:47,040 --> 01:02:49,680 >> So, that would give them time to really 1475 01:02:49,680 --> 01:02:54,480 work with you. and also with Rachel on anything that on the other side could 1476 01:02:54,480 --> 01:02:57,440 help with and uh and make this 1477 01:02:57,440 --> 01:02:59,760 worthwhile the because the project at 1478 01:02:59,760 --> 01:03:01,040 the end of the day is going to be a 1479 01:03:01,040 --> 01:03:03,359 wonderful project when it's all said and 1480 01:03:03,359 --> 01:03:06,240 done. It'll be nice. The OP community 1481 01:03:06,240 --> 01:03:08,160 will love it. Everybody else will love 1482 01:03:08,160 --> 01:03:11,920 it, too. but uh just to a chance to to 1483 01:03:11,920 --> 01:03:14,400 do it a little bit better and a 1484 01:03:14,400 --> 01:03:16,079 requirement that they get those letters 1485 01:03:16,079 --> 01:03:19,520 of support from the local users uh that 1486 01:03:19,520 --> 01:03:21,440 are going to be asked to do some 1487 01:03:21,440 --> 01:03:25,119 backbreaking work. 1488 01:03:25,119 --> 01:03:26,960 >> Thanks, Brody. Nicole, you got your hand 1489 01:03:26,960 --> 01:03:27,520 up. 1490 01:03:27,520 --> 01:03:29,920 >> Yeah, just a little bit of a devil's 1491 01:03:29,920 --> 01:03:31,920 advocate. It's been a while since I've 1492 01:03:31,920 --> 01:03:34,240 been up to Puffer Lake and some of that 1493 01:03:34,240 --> 01:03:36,480 area. Last time I was up there a few 1494 01:03:36,480 --> 01:03:38,559 years ago, it was getting pretty busy. 1495 01:03:38,559 --> 01:03:41,680 If we're holding off a year, are we 1496 01:03:41,680 --> 01:03:44,559 creating problems up in this area? And I 1497 01:03:44,559 --> 01:03:47,200 guess that's maybe more of a a Brody and 1498 01:03:47,200 --> 01:03:51,670 others in that area question. 1499 01:03:51,680 --> 01:03:54,880 » I I I think they'll survive. They've got 1500 01:03:54,880 --> 01:03:57,119 other fish to fry with that project up 1501 01:03:57,119 --> 01:04:00,319 there that they could be working on. Um, 1502 01:04:00,319 --> 01:04:03,440 and so, uh, one of the concerns that, 1503 01:04:03,440 --> 01:04:07,039 like the local club has is they were 1504 01:04:07,039 --> 01:04:09,039 supposed to come up with an agreement 1505 01:04:09,039 --> 01:04:11,359 between the county commission and UD do 1506 01:04:11,359 --> 01:04:15,920 andor the highway patrol to to permit 1507 01:04:15,920 --> 01:04:18,240 people to actually go up the pavements 1508 01:04:18,240 --> 01:04:19,920 without being harassed by the highway 1509 01:04:19,920 --> 01:04:22,160 patrol, which, you know, bless their 1510 01:04:22,160 --> 01:04:23,520 hearts, that's what they're supposed to 1511 01:04:23,520 --> 01:04:26,960 be doing. But uh um they're supposed to 1512 01:04:26,960 --> 01:04:28,960 pattern that agreement after Iron County 1513 01:04:28,960 --> 01:04:30,880 from Peroan to Brian Head where the 1514 01:04:30,880 --> 01:04:34,079 highway patrol backs off on uh citing 1515 01:04:34,079 --> 01:04:38,640 people where uh um but they they've yet 1516 01:04:38,640 --> 01:04:40,079 to do that. And so it's a little bit of 1517 01:04:40,079 --> 01:04:46,400 a frustration with the local club that there's it'd be a great thing at 1518 01:04:46,400 --> 01:04:47,839 some point, but they've got a lot of lot 1519 01:04:47,839 --> 01:04:50,000 of things they've got to complete first. 1520 01:04:50,000 --> 01:04:52,960 So I I think they'll be fine. 1521 01:04:52,960 --> 01:05:01,990 >> Thanks, Brody. Dave, go ahead. 1522 01:05:02,000 --> 01:05:07,430 » David, you've got your hand up. 1523 01:05:07,440 --> 01:05:08,720 » Can you hear me? 1524 01:05:08,720 --> 01:05:09,440 >> Yes. Now we can. 1525 01:05:09,440 --> 01:05:10,720 >> Now we can. 1526 01:05:10,720 --> 01:05:12,400 >> Yeah. The biggest user group that'll 1527 01:05:12,400 --> 01:05:13,839 impact if you don't do it this year is 1528 01:05:13,839 --> 01:05:16,319 snowmoilers. There's nowhere really to 1529 01:05:16,319 --> 01:05:17,599 park at the end of that road in the 1530 01:05:17,599 --> 01:05:19,359 winter. So, if this parking lot's in 1531 01:05:19,359 --> 01:05:21,839 place before winter this year, there'll 1532 01:05:21,839 --> 01:05:23,920 be a place for snowmobile snowmoilers to 1533 01:05:23,920 --> 01:05:27,280 park. So, 1534 01:05:27,280 --> 01:05:29,599 >> well, if if next winter is like this 1535 01:05:29,599 --> 01:05:32,319 winter, there won't be snowmmoiling 1536 01:05:32,319 --> 01:05:38,069 or or anything. 1537 01:05:38,079 --> 01:05:40,319 » Yeah. And we may even recommend to or 1538 01:05:40,319 --> 01:05:42,240 ask that you recommend that they come to 1539 01:05:42,240 --> 01:05:44,960 the first round of the overfunding 1540 01:05:44,960 --> 01:05:47,680 um as a possibility too if they get 1541 01:05:47,680 --> 01:05:52,950 these things figured out. 1542 01:05:52,960 --> 01:05:55,599 Okay. Uh, I I second 1744 01:15:08,719 --> 01:15:11,360 the I really don't like the idea of just 1745 01:15:11,360 --> 01:15:13,920 dropping the blade on 400 miles of two 1746 01:15:13,920 --> 01:15:18,880 tracks. Um, but I did talk to 1747 01:15:18,880 --> 01:15:24,560 uh Garfield County and and they do have 1748 01:15:24,560 --> 01:15:26,400 um, 1749 01:15:26,400 --> 01:15:29,360 you know, it's kind of a I I don't know. 1750 01:15:29,360 --> 01:15:32,640 I I talked to him and it changed my view 1751 01:15:32,640 --> 01:15:35,199 a little bit, but but I don't know 1752 01:15:35,199 --> 01:15:37,040 whether, 1753 01:15:37,040 --> 01:15:38,880 you know, if I could get some guarantee 1754 01:15:38,880 --> 01:15:40,640 that they wouldn't just drop the blade 1755 01:15:40,640 --> 01:15:43,520 and blade 400 miles of two tracks, if 1756 01:15:43,520 --> 01:15:46,239 they would just kind of just clean them 1757 01:15:46,239 --> 01:15:48,480 up a little bit here and there and and 1758 01:15:48,480 --> 01:15:50,719 make them passable, 1759 01:15:50,719 --> 01:15:54,159 uh, then then I would be more likely to 1760 01:15:54,159 --> 01:15:57,520 say yes. But it does I do have a little 1761 01:15:57,520 --> 01:15:59,920 concern about just changing the aspect 1762 01:15:59,920 --> 01:16:07,830 of 400 miles of trails. 1763 01:16:07,840 --> 01:16:10,400 » Cheryl, you've got your hand up. 1764 01:16:10,400 --> 01:16:12,000 >> Yeah. I guess my question with this one 1765 01:16:12,000 --> 01:16:15,920 is I don't think we the council voted to 1766 01:16:15,920 --> 01:16:17,840 move forward their overrant ask which 1767 01:16:17,840 --> 01:16:22,159 was 145,000 of their of the ask of the 1768 01:16:22,159 --> 01:16:24,800 matching needed to make this purchase 1769 01:16:24,800 --> 01:16:28,080 anyways. So I guess is that accurate 1770 01:16:28,080 --> 01:16:29,920 that we did the council did not move 1771 01:16:29,920 --> 01:16:31,440 that forward because if so then I think 1772 01:16:31,440 --> 01:16:34,640 they're 150 $145,000 short of even being 1773 01:16:34,640 --> 01:16:37,920 able to buy this equipment. 1774 01:16:37,920 --> 01:16:40,640 >> That's correct. 1775 01:16:40,640 --> 01:16:42,719 Scott, you've got your hand up. 1776 01:16:42,719 --> 01:16:47,040 >> Yes, I do. Um, uh, 1777 01:16:47,040 --> 01:16:48,640 there's these two pieces of equipment, 1778 01:16:48,640 --> 01:16:50,719 this greater and the cat, that I have 1779 01:16:50,719 --> 01:16:54,320 concerns about. I I'm wondering if we 1780 01:16:54,320 --> 01:16:57,280 need to put a a small committee 1781 01:16:57,280 --> 01:16:59,520 together, two or three people to 1782 01:16:59,520 --> 01:17:02,560 actually go talk with them, have them 1783 01:17:02,560 --> 01:17:05,280 show us why they need these big pieces 1784 01:17:05,280 --> 01:17:09,280 of equipment and maybe we can have some 1785 01:17:09,280 --> 01:17:11,600 adjustment and, you know, maybe they can 1786 01:17:11,600 --> 01:17:13,679 convince us what the need is because 1787 01:17:13,679 --> 01:17:16,320 right now I I have concerns. I I had a 1788 01:17:16,320 --> 01:17:19,280 conversation with a a longtime employee 1789 01:17:19,280 --> 01:17:21,040 of the Forest Service today that's 1790 01:17:21,040 --> 01:17:23,280 worked for the BLM for several years and 1791 01:17:23,280 --> 01:17:25,440 for the Forest Service for several years 1792 01:17:25,440 --> 01:17:27,440 and they have concerns about these 1793 01:17:27,440 --> 01:17:29,600 bigger pieces of equipment being used on 1794 01:17:29,600 --> 01:17:33,920 trails. Uh and Mike and I have talked a 1795 01:17:33,920 --> 01:17:37,758 little teensy bit about it that maybe 1796 01:17:37,758 --> 01:17:39,840 [snorts] these aren't the best for what 1797 01:17:39,840 --> 01:17:42,480 we want to use them for. Uh, and they're 1798 01:17:42,480 --> 01:17:44,640 probably going to get used for something 1799 01:17:44,640 --> 01:17:47,199 else than what we intended them to be 1800 01:17:47,199 --> 01:17:50,480 used for. So, uh, I don't want to not 1801 01:17:50,480 --> 01:17:53,040 fund them because I've had conversations 1802 01:17:53,040 --> 01:17:58,960 with them and they talk about all the routes that they need to work on, 1803 01:17:58,960 --> 01:18:01,600 but I do have heartburn on these big 1804 01:18:01,600 --> 01:18:04,000 pieces of equipment. That bulldozer has 1805 01:18:04,000 --> 01:18:07,760 110inch wide blade. Uh the the road 1806 01:18:07,760 --> 01:18:10,400 grader is over eight feet wide by 1807 01:18:10,400 --> 01:18:15,280 itself. Uh so 1808 01:18:15,280 --> 01:18:17,360 I don't know I don't know Evan if that's 1809 01:18:17,360 --> 01:18:20,800 possible to to say okay 1810 01:18:20,800 --> 01:18:24,880 we can fund them uh after we go down and 1811 01:18:24,880 --> 01:18:28,400 talk to them. that that's 1812 01:18:28,400 --> 01:18:30,640 it's always been good when I went and 1813 01:18:30,640 --> 01:18:32,400 went on the ground and talked with them 1814 01:18:32,400 --> 01:18:34,080 and have them show me what they're going 1815 01:18:34,080 --> 01:18:35,840 to be doing and and maybe they can 1816 01:18:35,840 --> 01:18:38,560 convince me or maybe perhaps we'll 1817 01:18:38,560 --> 01:18:40,480 convince them that they don't need this 1818 01:18:40,480 --> 01:18:44,229 piece of equipment. 1819 01:18:44,239 --> 01:18:48,560 » Thanks on that what I had to say. 1820 01:18:48,560 --> 01:18:50,560 Well, and something else that I was 1821 01:18:50,560 --> 01:18:52,880 thinking with this too is if this is 1822 01:18:52,880 --> 01:18:56,960 just to do or to to get the roads or 1823 01:18:56,960 --> 01:19:00,480 access up to snuff, um, does it need to 1824 01:19:00,480 --> 01:19:02,400 be a full purchase of equipment or could 1825 01:19:02,400 --> 01:19:04,159 it be just a lease for a summer that 1826 01:19:04,159 --> 01:19:05,600 they can go do the work and then it's 1827 01:19:05,600 --> 01:19:07,199 fixed for a while and spend 1828 01:19:07,199 --> 01:19:10,640 substantially less money than what is 1829 01:19:10,640 --> 01:19:13,280 needed? But to your point, Scott, I 1830 01:19:13,280 --> 01:19:15,520 mean, if they own the equipment, they're 1831 01:19:15,520 --> 01:19:16,719 going to use it for more than just 1832 01:19:16,719 --> 01:19:18,640 trails. They're going to use it for 1833 01:19:18,640 --> 01:19:21,280 anything they can. And part of part of 1834 01:19:21,280 --> 01:19:23,120 the other one, too, is they were using 1835 01:19:23,120 --> 01:19:25,920 B-roll funds to help purchase it as 1836 01:19:25,920 --> 01:19:28,960 their match. So, you know, they're 1837 01:19:28,960 --> 01:19:30,640 obviously going to be using it on B-ros, 1838 01:19:30,640 --> 01:19:33,280 too. And how much of it is going to be 1839 01:19:33,280 --> 01:19:35,440 used for the trails versus how much the 1840 01:19:35,440 --> 01:19:38,000 roads, it's not very clear on either of 1841 01:19:38,000 --> 01:19:39,679 these. 1842 01:19:39,679 --> 01:19:42,800 Yeah. And just to address um the lack of 1843 01:19:42,800 --> 01:19:44,800 match and I think you just spoke to it 1844 01:19:44,800 --> 01:19:47,920 Jason um they do have a match beyond 1845 01:19:47,920 --> 01:19:51,120 that that over pending grant. So as you 1846 01:19:51,120 --> 01:19:52,880 just noted there's 115,000 coming from 1847 01:19:52,880 --> 01:19:56,800 their B roads fund. So thank you 1848 01:19:56,800 --> 01:19:59,120 >> Nicole. You've got your hand up. 1849 01:19:59,120 --> 01:20:01,280 >> Yeah. I think the the part for me on 1850 01:20:01,280 --> 01:20:04,400 this one is like and I I think maybe we 1851 01:20:04,400 --> 01:20:06,239 all kind of have the same idea in our 1852 01:20:06,239 --> 01:20:07,920 head is when I think class D I think 1853 01:20:07,920 --> 01:20:10,560 like kind of a twotrack road, but not 1854 01:20:10,560 --> 01:20:13,679 all class D's are twotrack roads. Some 1855 01:20:13,679 --> 01:20:15,520 of them are, you know, it's just kind of 1856 01:20:15,520 --> 01:20:18,000 how a county designates them. And so 1857 01:20:18,000 --> 01:20:20,239 some of them are actually roads that do 1858 01:20:20,239 --> 01:20:22,400 get maintained pretty regularly and are 1859 01:20:22,400 --> 01:20:24,640 used pretty frequently. And so I think 1860 01:20:24,640 --> 01:20:27,520 that's kind of for me like yeah I think 1861 01:20:27,520 --> 01:20:29,760 there is a need especially because a lot 1862 01:20:29,760 --> 01:20:32,640 of these D-Roads provide access to other 1863 01:20:32,640 --> 01:20:35,840 you know other areas. So for me I'm I'm 1864 01:20:35,840 --> 01:20:39,199 kind of in on this because yeah class 1865 01:20:39,199 --> 01:20:44,229 D's are not all created equally. 1866 01:20:44,239 --> 01:20:47,280 Some of the discussion I had with uh 1867 01:20:47,280 --> 01:20:50,560 Garfield County is that uh a lot of this 1868 01:20:50,560 --> 01:20:52,239 was going to be done on Forest Service 1869 01:20:52,239 --> 01:20:54,880 ground and that the class two roads up 1870 01:20:54,880 --> 01:20:58,400 there uh that they say that the BLM I 1871 01:20:58,400 --> 01:21:00,080 mean the bill and the forest service are 1872 01:21:00,080 --> 01:21:02,880 unable or can't afford to to to clean 1873 01:21:02,880 --> 01:21:06,320 these routes up and these these roads or 1874 01:21:06,320 --> 01:21:09,040 access routes are some they sit kind of 1875 01:21:09,040 --> 01:21:16,159 in the middle of no man's land. uh and they need to be maintained. Uh I I'm 1876 01:21:16,159 --> 01:21:18,800 not against that. I just I guess I I 1877 01:21:18,800 --> 01:21:20,560 need to almost be on the ground to see 1878 01:21:20,560 --> 01:21:22,320 what they're going to do and say, "Okay, 1879 01:21:22,320 --> 01:21:25,199 I I I'm okay with what you're doing." I 1880 01:21:25,199 --> 01:21:27,840 got the impression from Garfield County 1881 01:21:27,840 --> 01:21:30,159 that if they didn't get funding, they 1882 01:21:30,159 --> 01:21:33,440 would still try to pursue getting this 1883 01:21:33,440 --> 01:21:35,280 road graater. 1884 01:21:35,280 --> 01:21:38,880 Uh, and so I I don't know if it'd be the 1885 01:21:38,880 --> 01:21:41,920 same with the the bulldozer, but I I 1886 01:21:41,920 --> 01:21:44,239 just I need to see what they're going to 1887 01:21:44,239 --> 01:21:48,790 use it for. 1888 01:21:48,800 --> 01:21:51,679 » Yeah, I I visited with them also and and 1889 01:21:51,679 --> 01:21:53,360 in their pictures, they have a before 1890 01:21:53,360 --> 01:21:57,040 and after. And the before is a two 1891 01:21:57,040 --> 01:21:59,440 track, you know, obviously it's got some 1892 01:21:59,440 --> 01:22:01,520 whoops in it and everything. And after's 1893 01:22:01,520 --> 01:22:05,040 a graded road, you know, and I mean, 1894 01:22:05,040 --> 01:22:08,080 we're talking a 12T blade on this thing, 1895 01:22:08,080 --> 01:22:09,679 you know, even sideways, you're going to 1896 01:22:09,679 --> 01:22:12,480 have 10 ft wide, which which isn't too 1897 01:22:12,480 --> 01:22:15,040 wide, but but if you're trying to get a 1898 01:22:15,040 --> 01:22:17,840 12T I mean, most of the forest roads 1899 01:22:17,840 --> 01:22:20,639 that I think of, you can't get a grater 1900 01:22:20,639 --> 01:22:22,239 down them because the trees are too 1901 01:22:22,239 --> 01:22:26,239 tight, you know. Um, and so, yeah, 1902 01:22:26,239 --> 01:22:28,159 that's my concern. And he said, he said, 1903 01:22:28,159 --> 01:22:30,719 "Well, that road goes to a trail head 1904 01:22:30,719 --> 01:22:32,239 and people need to be able to get to the 1905 01:22:32,239 --> 01:22:35,440 trail head." And and in that instance, I 1906 01:22:35,440 --> 01:22:39,120 would totally be okay. Yeah. You know, 1907 01:22:39,120 --> 01:22:40,960 the road to a trail head should be 1908 01:22:40,960 --> 01:22:44,639 pretty good. But if you just run right 1909 01:22:44,639 --> 01:22:46,560 over the trail head and grade the trail 1910 01:22:46,560 --> 01:22:49,280 behind it, then then it's taken away 1911 01:22:49,280 --> 01:22:53,360 from the experience. And I guess 2115 01:31:56,080 --> 01:31:58,320 you could ask the same question of us 2116 01:31:58,320 --> 01:32:01,199 that said yes. 2117 01:32:01,199 --> 01:32:03,760 >> I would I would throw in just a a two 2118 01:32:03,760 --> 01:32:06,800 cents about Garfield. They are very pro- 2119 01:32:06,800 --> 01:32:09,679 O. They are on part of the front line 2120 01:32:09,679 --> 01:32:12,800 with RS2477. 2121 01:32:12,800 --> 01:32:16,000 Um they have a wide span as some of you 2122 01:32:16,000 --> 01:32:18,480 may know they go in fact they're 2123 01:32:18,480 --> 01:32:22,080 probably one of the longest 2124 01:32:22,080 --> 01:32:23,679 well 2125 01:32:23,679 --> 01:32:28,159 they maintain a lot of roads on the 2126 01:32:28,159 --> 01:32:30,000 other side of Lake Pal that people don't 2127 01:32:30,000 --> 01:32:32,639 realize that Garfield County stretches 2128 01:32:32,639 --> 01:32:35,760 over and borders Wayne County clear on 2129 01:32:35,760 --> 01:32:41,840 the very eastern edge of the state. So, 2130 01:32:41,840 --> 01:32:44,320 just some thought. 2131 01:32:44,320 --> 01:32:46,080 >> Well, if there's anything I can speak 2132 01:32:46,080 --> 01:32:47,920 slightly to here, it's the fact um that 2133 01:32:47,920 --> 01:32:50,719 they this was a an application that they 2134 01:32:50,719 --> 01:32:53,600 moved over from uh the over grant cycle 2135 01:32:53,600 --> 01:32:55,840 very quickly. So, you know, any of those 2136 01:32:55,840 --> 01:32:58,080 kind of questions that maybe weren't as 2137 01:32:58,080 --> 01:32:59,840 uh detailed as you might typically want 2138 01:32:59,840 --> 01:33:01,600 to see, I I will say I think they 2139 01:33:01,600 --> 01:33:03,600 completed their application in one day. 2140 01:33:03,600 --> 01:33:04,800 Um you know, and I don't know if that 2141 01:33:04,800 --> 01:33:06,719 speaks to preparation or not, but it was 2142 01:33:06,719 --> 01:33:10,639 moved over from from over very quickly. 2143 01:33:10,639 --> 01:33:12,880 I guess Nicole, to answer your question 2144 01:33:12,880 --> 01:33:16,000 for me, that that said no, if they if 2145 01:33:16,000 --> 01:33:18,080 they leased for a year and reduced the 2146 01:33:18,080 --> 01:33:19,679 amount they were asking, I'd probably be 2147 01:33:19,679 --> 01:33:21,840 okay with it because to me that shows 2148 01:33:21,840 --> 01:33:23,360 that they're they're just going to go in 2149 01:33:23,360 --> 01:33:28,000 and fix these problems and then um 2150 01:33:28,000 --> 01:33:30,800 and then basic it seemed like the 2151 01:33:30,800 --> 01:33:33,679 problem is is these access roads to the 2152 01:33:33,679 --> 01:33:36,400 trail heads. Um, 2153 01:33:36,400 --> 01:33:41,120 and another thing for me is, um, 2154 01:33:41,120 --> 01:33:45,520 maintaining roads, two trail heads. That seems like those should be 2155 01:33:45,520 --> 01:33:47,760 maintained roads, not necessarily a 2156 01:33:47,760 --> 01:33:51,679 trail by themselves. So, 2157 01:33:51,679 --> 01:33:55,520 um, but I I do want to help the 2158 01:33:55,520 --> 01:33:57,040 community. I don't know these roads 2159 01:33:57,040 --> 01:34:00,400 exactly, and I don't know what they are 2160 01:34:00,400 --> 01:34:02,400 trying to do specifically. They say that 2161 01:34:02,400 --> 01:34:05,360 they're critical routes. Um, and if it 2162 01:34:05,360 --> 01:34:07,840 is that critical, let's get them fixed. 2163 01:34:07,840 --> 01:34:09,280 But I don't think we necessarily need to 2164 01:34:09,280 --> 01:34:12,639 buy a 400 $60,000 piece of equipment to 2165 01:34:12,639 --> 01:34:14,400 make it happen. I think we can do it 2166 01:34:14,400 --> 01:34:17,040 with a lease for a summer and and make 2167 01:34:17,040 --> 01:34:19,440 it happen that way. 2168 01:34:19,440 --> 01:34:26,310 >> Can we suggest that? 2169 01:34:26,320 --> 01:34:30,639 » Uh, Mike, you've got your hand up. 2170 01:34:30,639 --> 01:34:35,360 Um, yeah, I kind of, you know, that's I 2171 01:34:35,360 --> 01:34:39,600 mean, my my big concern is just, 2172 01:34:39,600 --> 01:34:41,679 you know, we had 2173 01:34:41,679 --> 01:34:43,360 we kind of had the same thing happened. 2174 01:34:43,360 --> 01:34:45,760 We had some roads that were two tracks 2175 01:34:45,760 --> 01:34:50,960 and just kind of nice fun roads and 2176 01:34:50,960 --> 01:34:55,280 um they got bladed uh for some reason. 2177 01:34:55,280 --> 01:34:56,960 Um 2178 01:34:56,960 --> 01:34:59,920 uh and and I think the reasoning was 2179 01:34:59,920 --> 01:35:03,120 good, but and it probably overall I 2180 01:35:03,120 --> 01:35:05,280 think they were bladed to make sure that 2181 01:35:05,280 --> 01:35:10,880 they didn't get closed, you know, but it did, you know, that was probably 2182 01:35:10,880 --> 01:35:13,840 10 years ago and they're still pretty 2183 01:35:13,840 --> 01:35:16,080 good roads, you know, and and lots of 2184 01:35:16,080 --> 01:35:19,040 times those go back to to where they're 2185 01:35:19,040 --> 01:35:21,520 kind of fit in that trail category. it. 2186 01:35:21,520 --> 01:35:24,080 But they it did change the experience of 2187 01:35:24,080 --> 01:35:26,960 driving those roads and stuff. And so, 2188 01:35:26,960 --> 01:35:30,719 um, yeah, I mean, if I could, unlike 2189 01:35:30,719 --> 01:35:32,400 Scott, if I could go down and see what 2190 01:35:32,400 --> 01:35:34,480 they're planning on doing, then I might 2191 01:35:34,480 --> 01:35:37,920 change my mind. But without that, um, I 2192 01:35:37,920 --> 01:35:41,600 just I just I just need some kind of 2193 01:35:41,600 --> 01:35:47,280 insurance or assurance that they weren't going to go, you know, 2194 01:35:47,280 --> 01:35:49,360 I I when I think of trail maintenance, I 2195 01:35:49,360 --> 01:35:52,480 think kind of spots that need it. Um, 2196 01:35:52,480 --> 01:35:55,679 and sometimes that is lay the put the 2197 01:35:55,679 --> 01:35:58,719 blade down and go, you know, but um, 2198 01:35:58,719 --> 01:36:01,360 yeah. So if if there was some kind of 2199 01:36:01,360 --> 01:36:03,199 insure assurance that they were just 2200 01:36:03,199 --> 01:36:09,840 going to kind of spot maintain um then I would probably go change my mind 2201 01:36:09,840 --> 01:36:12,000 but I don't know that they could give me 2202 01:36:12,000 --> 01:36:14,639 that without especially without me being 2203 01:36:14,639 --> 01:36:18,159 really being familiar with it. So 2204 01:36:18,159 --> 01:36:20,480 >> thanks Mike Scott you're up next. 2205 01:36:20,480 --> 01:36:23,199 >> Yeah, a thought that I didn't bring up 2206 01:36:23,199 --> 01:36:26,719 before and Wade reminded me of it. Uh, I 2207 01:36:26,719 --> 01:36:28,800 think Garfield County is the most 2208 01:36:28,800 --> 01:36:32,159 pro-access county in our state and they 2209 01:36:32,159 --> 01:36:34,239 have worked 2210 01:36:34,239 --> 01:36:37,440 hard to keep routes open. Uh, they're 2211 01:36:37,440 --> 01:36:39,360 reopening routes that have been closed 2212 01:36:39,360 --> 01:36:43,600 for years. Uh, and on that note, I I 2213 01:36:43,600 --> 01:36:45,119 want to give them kind of benefit of the 2214 01:36:45,119 --> 01:36:48,320 doubt to some extent. And and if it was 2215 01:36:48,320 --> 01:36:50,400 if Salt Lake County was asking me for 2216 01:36:50,400 --> 01:36:52,639 this, I would say absolutely not. But 2217 01:36:52,639 --> 01:36:57,280 Garfield Countyy's asking for it and and they have done some really neat 2218 01:36:57,280 --> 01:36:58,719 things. They have opened some routes 2219 01:36:58,719 --> 01:37:02,480 that are just great, super good routes. 2220 01:37:02,480 --> 01:37:05,440 And so I guess that's why I'm I'm 2221 01:37:05,440 --> 01:37:07,280 saying, hey, I'm I'm I'm willing to 2222 01:37:07,280 --> 01:37:10,320 fight for them. And uh and maybe even if 2223 01:37:10,320 --> 01:37:12,159 they get it, I will still go down and 2224 01:37:12,159 --> 01:37:14,239 ask them what they're going to be doing 2225 01:37:14,239 --> 01:37:17,910 with the machine. 2226 01:37:17,920 --> 01:37:20,159 » Okay. Nicole. 2227 01:37:20,159 --> 01:37:22,320 >> Yeah. And I guess Wade kind of spurred a 2228 01:37:22,320 --> 01:37:24,632 thought for me as well and kind 2229 01:37:24,632 --> 01:37:26,159 [clears throat] of stems off of what 2230 01:37:26,159 --> 01:37:28,400 Wheeler was just saying, but you know, 2231 01:37:28,400 --> 01:37:30,480 Garfield County has a great partnership 2232 01:37:30,480 --> 01:37:32,320 with its surrounding counties where 2233 01:37:32,320 --> 01:37:34,560 they, you know, where it doesn't make 2234 01:37:34,560 --> 01:37:36,560 exactly the perfect, you know, it's 2235 01:37:36,560 --> 01:37:38,719 easier to access from another county or 2236 01:37:38,719 --> 01:37:40,560 it's easier to access from their county 2237 01:37:40,560 --> 01:37:42,560 to do trail maintenance. And they work 2238 01:37:42,560 --> 01:37:44,480 very collaboratively with some other 2239 01:37:44,480 --> 01:37:46,880 counties. And so I think this tool could 2240 01:37:46,880 --> 01:37:49,840 be used more than just right there in 2241 01:37:49,840 --> 01:37:51,679 Garfield. You know, it could help some 2242 01:37:51,679 --> 01:37:56,229 of the surrounding counties, too. 2243 01:37:56,239 --> 01:37:58,960 » All right, David. 2244 01:37:58,960 --> 01:38:01,520 >> Yeah, I realize I'm not a voting member, 2245 01:38:01,520 --> 01:38:05,280 but uh my thought here is I I agree with 2246 01:38:05,280 --> 01:38:07,440 Nicole. All class B roads are not 2247 01:38:07,440 --> 01:38:09,520 created equal, and some of them are 2248 01:38:09,520 --> 01:38:12,639 bladed and maintained for a permit or 2249 01:38:12,639 --> 01:38:15,199 other reasons. So if they wanted to 2250 01:38:15,199 --> 01:38:16,560 maintain those roads they're already 2251 01:38:16,560 --> 01:38:18,719 maintaining that are county class D, I 2252 01:38:18,719 --> 01:38:20,480 think that would be appropriate. Maybe 2253 01:38:20,480 --> 01:38:22,159 that would be a caveat that would make 2254 01:38:22,159 --> 01:38:24,560 everybody feel comfortable. So instead 2255 01:38:24,560 --> 01:38:26,719 of saying you can just maintain all 2256 01:38:26,719 --> 01:38:29,119 county class D, it's county class D's 2257 01:38:29,119 --> 01:38:32,000 that are currently being maintained at 2258 01:38:32,000 --> 01:38:36,390 some level with a machine. 2259 01:38:36,400 --> 01:38:39,520 Well, couldn't if they're matching money 2260 01:38:39,520 --> 01:38:42,880 from the county and saying, "Okay, this 2261 01:38:42,880 --> 01:38:45,360 machine's going to cost this much." Can 2262 01:38:45,360 --> 01:38:46,800 they say, "Hey, we're going to match it 2263 01:38:46,800 --> 01:38:49,360 at this level here, and we will use it 2264 01:38:49,360 --> 01:38:52,159 at 20% of the time on a class B road or 2265 01:38:52,159 --> 01:38:55,119 10% of the time on a class B road. Can 2266 01:38:55,119 --> 01:39:01,350 we figure this into the equation?" 2267 01:39:01,360 --> 01:39:03,920 I know that's not said in the grant, but 2268 01:39:03,920 --> 01:39:06,560 uh you know, we've done that before with 2269 01:39:06,560 --> 01:39:08,080 other pieces of equipment where it's 2270 01:39:08,080 --> 01:39:10,080 non-motorized and motorized and they 2271 01:39:10,080 --> 01:39:14,560 have to match, but uh uh 2272 01:39:14,560 --> 01:39:16,000 >> I don't think they I don't think 2273 01:39:16,000 --> 01:39:19,119 Garfield County specified B money coming 2274 01:39:19,119 --> 01:39:19,520 into 2275 01:39:19,520 --> 01:39:21,520 >> No, they did. They did not. But I'm just 2276 01:39:21,520 --> 01:39:33,109 saying uh uh 2277 01:39:33,119 --> 01:39:38,550 Yeah, that was 2278 01:39:38,560 --> 01:39:41,119 Yep. [laughter] 2279 01:39:41,119 --> 01:39:43,360 Russ, what's your 2280 01:39:43,360 --> 01:39:46,790 thought? 2281 01:39:46,800 --> 01:39:50,239 Um, so they moved us over from over, but 2282 01:39:50,239 --> 01:39:53,119 they still included that 2283 01:39:53,119 --> 01:39:55,520 pending grant money from over which 2284 01:39:55,520 --> 01:40:00,080 they're not they weren't approved. So, I 2285 01:40:00,080 --> 01:40:01,679 don't know how you really advance it 2286 01:40:01,679 --> 01:40:07,040 when one of their funding legs isn't 2287 01:40:07,040 --> 01:40:09,840 >> I was suggested 2288 01:40:09,840 --> 01:40:12,000 >> that they go ahead and reapply in two 2289 01:40:12,000 --> 01:40:14,080 months on the next cycle if they they 2290 01:40:14,080 --> 01:40:16,239 have to have that funding, but I was 2291 01:40:16,239 --> 01:40:18,000 told that one way or another they're 2292 01:40:18,000 --> 01:40:20,080 going to pursue this this this greater 2293 01:40:20,080 --> 01:40:22,960 and uh they would like some help. He 2294 01:40:22,960 --> 01:40:24,639 says it might take them a couple years 2295 01:40:24,639 --> 01:40:26,400 before they can get it if they couldn't 2296 01:40:26,400 --> 01:40:29,920 get any funding from uh some some the 2297 01:40:29,920 --> 01:40:32,000 grants. And 2298 01:40:32,000 --> 01:40:34,000 uh I guess right now I'm fighting for 2299 01:40:34,000 --> 01:40:37,119 them on the deal, I suppose. So uh I'll 2300 01:40:37,119 --> 01:40:39,840 just leave it at that. 2301 01:40:39,840 --> 01:40:45,669 Mike, you're up next. 2302 01:40:45,679 --> 01:40:50,320 » Man, this is hard. uh you know if we'll 2303 01:40:50,320 --> 01:40:54,400 just write in there that they'll 2304 01:40:54,400 --> 01:40:59,040 if I you know that and I don't know just write in the suggestion that they 2305 01:40:59,040 --> 01:41:00,800 just 2306 01:41:00,800 --> 01:41:04,320 bought maintain the trails 2307 01:41:04,320 --> 01:41:06,159 especially just the two tracks and leave 2308 01:41:06,159 --> 01:41:08,080 the majority of them two tracks if 2309 01:41:08,080 --> 01:41:09,760 they'll if we'll just write that 2310 01:41:09,760 --> 01:41:12,800 suggestion into the grant 2311 01:41:12,800 --> 01:41:18,870 I'd change my name or change my vote 2312 01:41:18,880 --> 01:41:20,560 Nicole, 2313 01:41:20,560 --> 01:41:22,159 >> and I think my comment kind of goes 2314 01:41:22,159 --> 01:41:24,800 along with Mike's, but um I like what 2315 01:41:24,800 --> 01:41:27,440 David had to say, like, you know, could 2316 01:41:27,440 --> 01:41:29,360 we write it to where it says only the 2317 01:41:29,360 --> 01:41:30,800 roads that are currently being 2318 01:41:30,800 --> 01:41:33,040 maintained? And then my suggestion was 2319 01:41:33,040 --> 01:41:35,119 kind of what Mike's just saying there is 2320 01:41:35,119 --> 01:41:37,920 um you know, and spot maintain where 2321 01:41:37,920 --> 01:41:39,760 needed, you know, because sometimes you 2322 01:41:39,760 --> 01:41:41,679 get goalie washers and road kind of 2323 01:41:41,679 --> 01:41:42,960 washes out and you're going to need to 2324 01:41:42,960 --> 01:41:45,520 go spot maintain. So, you know, if we 2325 01:41:45,520 --> 01:41:46,960 kind of give them a little bit of 2326 01:41:46,960 --> 01:41:48,800 guidance on how we'd like to see it 2327 01:41:48,800 --> 01:41:51,119 used, like I I think that could be a 2328 01:41:51,119 --> 01:41:57,590 good good way to move forward. 2329 01:41:57,600 --> 01:42:01,360 » Marine, do you see any issue with that? 2330 01:42:01,360 --> 01:42:02,719 >> No. So, you're thinking of giving them 2331 01:42:02,719 --> 01:42:04,320 the full funding then? So, we're not 2332 01:42:04,320 --> 01:42:05,679 going down the path where we'd want to 2333 01:42:05,679 --> 01:42:07,040 say anything about leasing the 2334 01:42:07,040 --> 01:42:12,390 equipment. 2335 01:42:12,400 --> 01:42:14,480 That's not what I'm suggesting. My 2336 01:42:14,480 --> 01:42:16,800 suggestion is give them full funding, 2337 01:42:16,800 --> 01:42:19,119 but just write in the grant like to be 2338 01:42:19,119 --> 01:42:22,639 used on already maintained roads and you 2339 01:42:22,639 --> 01:42:25,920 know spot maintenance on unmaintained 2340 01:42:25,920 --> 01:42:27,040 roads. 2341 01:42:27,040 --> 01:42:37,030 >> Okay. Yep. I have that down. 2342 01:42:37,040 --> 01:42:38,639 So, does that mean I have changed my 2343 01:42:38,639 --> 01:42:40,800 vote to yes 2344 01:42:40,800 --> 01:42:43,119 to move this on? So, 2345 01:42:43,119 --> 01:42:44,800 >> well, I'm just trying to think through 2346 01:42:44,800 --> 01:42:46,080 that, too, because what's going to 2347 01:42:46,080 --> 01:42:48,000 prevent them from saying, "Oh, yeah, 2348 01:42:48,000 --> 01:42:51,679 that that road's now a maintained road." 2349 01:42:51,679 --> 01:42:53,840 You know what I mean? I don't know how 2350 01:42:53,840 --> 01:42:57,040 you even police that or it would just be 2351 01:42:57,040 --> 01:42:59,360 so nice if we had a map of what what 2352 01:42:59,360 --> 01:43:01,520 roads they're looking at. Eric, you've 2353 01:43:01,520 --> 01:43:03,360 got your hand up. 2354 01:43:03,360 --> 01:43:06,880 >> Yeah, just re re Oh, sorry, I can't even 2355 01:43:06,880 --> 01:43:10,000 talk. It's the end of the day. Reiterate 2356 01:43:10,000 --> 01:43:13,199 what's been said before is I trust 2357 01:43:13,199 --> 01:43:17,040 Garfield County's judgment at this point 2358 01:43:17,040 --> 01:43:20,800 based on everything I've seen them do 2359 01:43:20,800 --> 01:43:24,080 um in the last five, six years that 2360 01:43:24,080 --> 01:43:26,400 they've been coming to us for funding. 2361 01:43:26,400 --> 01:43:28,880 Um, I don't think there's going to be a 2362 01:43:28,880 --> 01:43:30,320 problem with them just dropping the 2363 01:43:30,320 --> 01:43:32,560 blade and grading everything. I think 2364 01:43:32,560 --> 01:43:36,560 they understand what a good experience 2365 01:43:36,560 --> 01:43:38,560 is and and I'm just going to have to 2366 01:43:38,560 --> 01:43:41,440 have faith that they do that. I mean, we 2367 01:43:41,440 --> 01:43:44,159 don't we don't go out and police 2368 01:43:44,159 --> 01:43:46,080 everybody else. I mean, we we can make 2369 01:43:46,080 --> 01:43:48,880 our thoughts known. We can make a 2370 01:43:48,880 --> 01:43:50,960 recommendation. Hey, you know, with this 2371 01:43:50,960 --> 01:43:52,320 greater, it'd be great if you didn't 2372 01:43:52,320 --> 01:43:54,480 ruin the experience by turning 2373 01:43:54,480 --> 01:43:57,520 everything into a highway, but at the 2374 01:43:57,520 --> 01:44:00,800 same time, I I've got faith that they'll 2375 01:44:00,800 --> 01:44:03,520 use their heads. I mean, if we fund 2379 01:44:10,960 --> 01:44:13,280 this, we can kind of give them our two 2380 01:44:13,280 --> 01:44:15,600 cents, but if they find funding other 2381 01:44:15,600 --> 01:44:18,800 ways, you know, our two cents are not, 2382 01:44:18,800 --> 01:44:25,590 they don't have to consider them. Um, so, 2484 01:49:04,480 --> 01:49:08,960 uh, my thoughts are is and I called and 2485 01:49:08,960 --> 01:49:10,400 talked to them and they're just like, 2486 01:49:10,400 --> 01:49:12,000 well, that's what the road department 2487 01:49:12,000 --> 01:49:14,560 said they wanted, you know, kind of 2488 01:49:14,560 --> 01:49:16,480 that's what they needed to do these 2489 01:49:16,480 --> 01:49:21,520 roads and stuff. And so, um, and and I 2490 01:49:21,520 --> 01:49:23,520 also 2491 01:49:23,520 --> 01:49:25,040 do 80 miles of road and we're going to 2492 01:49:25,040 --> 01:49:27,199 smooth them out so they're our older 2493 01:49:27,199 --> 01:49:29,360 people aren't getting beat up so much. 2494 01:49:29,360 --> 01:49:31,199 So, I have a little bit of the same 2495 01:49:31,199 --> 01:49:34,080 heartache with that they're just going 2496 01:49:34,080 --> 01:49:36,159 to take 80 miles of two tracks and turn 2497 01:49:36,159 --> 01:49:39,920 them into nice smooth roads. Um, but my 2498 01:49:39,920 --> 01:49:42,080 main thing was is I don't think it's the 2499 01:49:42,080 --> 01:49:45,199 appropriate piece of equipment. 2500 01:49:45,199 --> 01:49:49,119 um they can buy 2501 01:49:49,119 --> 01:49:51,760 uh for our trail crew a couple years 2502 01:49:51,760 --> 01:49:55,600 back, we picked a we bought a a skid 2503 01:49:55,600 --> 01:49:58,239 steer that's roughly the same size, same 2504 01:49:58,239 --> 01:50:02,000 horsepower. It's about 120,000 and it's 2505 01:50:02,000 --> 01:50:05,119 way more versatile. You can get a little 2506 01:50:05,119 --> 01:50:07,679 dozer blade. You have buckets, forks, 2507 01:50:07,679 --> 01:50:09,840 grater attachments. 2508 01:50:09,840 --> 01:50:13,040 Um, and 2509 01:50:13,040 --> 01:50:18,159 uh and I think I think that would I'm 2510 01:50:18,159 --> 01:50:21,679 okay with this grant. If they would buy 2511 01:50:21,679 --> 01:50:24,560 uh look at buying a skid steer and some 2512 01:50:24,560 --> 01:50:26,320 attachments, 2513 01:50:26,320 --> 01:50:28,719 I think it would be a lot better, more 2514 01:50:28,719 --> 01:50:31,600 versatile machine and get it to places 2515 01:50:31,600 --> 01:50:32,800 easier. 2516 01:50:32,800 --> 01:50:37,600 Um, it moves around. You know, I just 2517 01:50:37,600 --> 01:50:40,560 don't think a dozer's the right piece of 2518 01:50:40,560 --> 01:50:42,320 equipment. And I talked to I can't 2519 01:50:42,320 --> 01:50:45,679 remember his name like Elmer or 2520 01:50:45,679 --> 01:50:48,719 uh the the I think it was the Forest 2521 01:50:48,719 --> 01:50:50,239 Service 2522 01:50:50,239 --> 01:50:53,920 guy and and and and suggested that to 2523 01:50:53,920 --> 01:50:57,040 him and he was like, "Yeah, that that 2524 01:50:57,040 --> 01:51:00,080 would work." you know, cuz they need a a 2525 01:51:00,080 --> 01:51:02,159 bigger than a trail dozer, but but they 2526 01:51:02,159 --> 01:51:08,239 need a but but that skid steer um a 2527 01:51:08,239 --> 01:51:10,400 bigger skid steer would would do 2528 01:51:10,400 --> 01:51:13,520 everything they needed to do uh and 2529 01:51:13,520 --> 01:51:18,000 more. And so I would I mean my my 2530 01:51:18,000 --> 01:51:21,119 suggestion on this would be to fund fund 2531 01:51:21,119 --> 01:51:23,119 it at like 2532 01:51:23,119 --> 01:51:24,800 150 2533 01:51:24,800 --> 01:51:27,440 uh thousand or something like that. 2534 01:51:27,440 --> 01:51:32,639 and have them buy a a skid steer uh a 2535 01:51:32,639 --> 01:51:36,320 comparable skid steer to that dozer. 2536 01:51:36,320 --> 01:51:39,920 >> Um and from what I hear, I think they'd 2537 01:51:39,920 --> 01:51:43,520 be okay with that. So, 2538 01:51:43,520 --> 01:51:45,280 >> one one of the things Thanks, Mike. One 2539 01:51:45,280 --> 01:51:46,880 of the things that I did notice on this 2540 01:51:46,880 --> 01:51:48,320 application, they didn't have any 2541 01:51:48,320 --> 01:51:52,239 support letters from OV groups. Um, so 2542 01:51:52,239 --> 01:51:55,760 it it looks like this is 2543 01:51:55,760 --> 01:51:57,280 more or less a county just trying to get 2544 01:51:57,280 --> 01:52:00,960 a piece of equipment to do a do whatever 2545 01:52:00,960 --> 01:52:03,520 on any of their roads, which they said 2546 01:52:03,520 --> 01:52:05,520 that they are using B-roll funds and 2547 01:52:05,520 --> 01:52:07,679 they essentially will be using it on 2548 01:52:07,679 --> 01:52:10,320 B-ros, which is not necessarily like 2549 01:52:10,320 --> 01:52:11,920 what Scott brought up earlier, that's 2550 01:52:11,920 --> 01:52:21,040 not necessarily a bad thing. Um, but it just seems like um cost for the 2551 01:52:21,040 --> 01:52:23,920 number of miles of trail that they say 2552 01:52:23,920 --> 01:52:25,199 that they're going to maintain with it 2553 01:52:25,199 --> 01:52:29,840 is pretty high. Um, and so that that's 2554 01:52:29,840 --> 01:52:31,599 my input on it. Dave, you've got your 2555 01:52:31,599 --> 01:52:33,840 hand up. 2556 01:52:33,840 --> 01:52:35,599 >> Yeah, I just wondered if the forest 2557 01:52:35,599 --> 01:52:37,760 there has a trail dozer. you know, if 2558 01:52:37,760 --> 01:52:39,520 there's another way to maintain trails 2559 01:52:39,520 --> 01:52:41,760 on their smaller stuff. This is only 2560 01:52:41,760 --> 01:52:43,760 going to be good for their roads versus 2561 01:52:43,760 --> 01:52:46,880 their 50-inch or, you know, 62 inch 2562 01:52:46,880 --> 01:52:48,560 whatever trails. Just wondered if 2563 01:52:48,560 --> 01:52:50,480 anybody has that information. 2564 01:52:50,480 --> 01:52:54,239 >> Um, I do actually. Sorry, Nicole. Um, 2565 01:52:54,239 --> 01:52:57,040 uh, the 2566 01:52:57,040 --> 01:52:58,880 Wade, what was his name that I talked 2567 01:52:58,880 --> 01:53:00,639 to? Um, 2568 01:53:00,639 --> 01:53:03,199 >> his name is Kevin Christensen. 2569 01:53:03,199 --> 01:53:06,159 >> Yeah. know the other guy at the forest 2570 01:53:06,159 --> 01:53:07,840 that 2571 01:53:07,840 --> 01:53:10,960 >> Oh, was it was it it was Myron Jeffs is 2572 01:53:10,960 --> 01:53:12,800 who you talked to in the meeting. Mike 2573 01:53:12,800 --> 01:53:15,119 and I had a meeting with Myron. 2574 01:53:15,119 --> 01:53:18,400 >> Yeah. And and he and and they're talking 2575 01:53:18,400 --> 01:53:21,119 about the forest roads up there and and 2576 01:53:21,119 --> 01:53:23,280 that's what he said when I made that 2577 01:53:23,280 --> 01:53:24,880 suggestion about a skid steer. He was 2578 01:53:24,880 --> 01:53:26,480 just like, "Well, we have a trail dozer 2579 01:53:26,480 --> 01:53:28,480 and a little mini X and everything to do 2580 01:53:28,480 --> 01:53:31,280 those 50-inch trails." And when I made 2581 01:53:31,280 --> 01:53:34,320 it clear I was talking about a bigger 2582 01:53:34,320 --> 01:53:37,679 skid steer with like an 8ft dozer blade 2583 01:53:37,679 --> 01:53:39,599 uh you know a bigger skid steer he was 2584 01:53:39,599 --> 01:53:41,360 like oh yeah that would do what we need 2585 01:53:41,360 --> 01:53:47,440 to do and and um so so they are looking 2586 01:53:47,440 --> 01:53:50,800 for something that to handle the 2587 01:53:50,800 --> 01:53:53,360 maintenance of the the wider roads not 2588 01:53:53,360 --> 01:53:56,080 necessarily the 50inch trails you know 2589 01:53:56,080 --> 01:54:02,400 the wider two tracks and stuff and and the pictures had big mud holes 2590 01:54:02,400 --> 01:54:05,360 and everything, but and and I think a 2591 01:54:05,360 --> 01:54:08,080 skid steer would be the ideal piece of 2592 01:54:08,080 --> 01:54:10,480 machinery to fix those mud holes, do 2593 01:54:10,480 --> 01:54:12,239 that kind of spot maintenance that's 2594 01:54:12,239 --> 01:54:15,599 needed versus just drop a blade on the 2595 01:54:15,599 --> 01:54:18,960 whole 80 miles of road. 2596 01:54:18,960 --> 01:54:21,199 So, 2597 01:54:21,199 --> 01:54:23,920 >> Mike, what would be the 2598 01:54:23,920 --> 01:54:26,560 >> pros and cons of having a midsize Minia 2599 01:54:26,560 --> 01:54:30,000 X with a sixway blade on it? Uh, is 2600 01:54:30,000 --> 01:54:37,040 there some pros and cons of having a a a Mini X as opposed to a skidster with, 2601 01:54:37,040 --> 01:54:40,239 you know, with a sixeight blade on it? 2602 01:54:40,239 --> 01:54:44,719 Um, I think the only the pro to a skid 2603 01:54:44,719 --> 01:54:49,440 steer um would be a little bit more 2604 01:54:49,440 --> 01:54:51,520 versatile. You can get a bunch of 2605 01:54:51,520 --> 01:54:54,000 different attachments to the skid steer 2606 01:54:54,000 --> 01:54:57,360 where a Mini X I mean a Mini X is 2607 01:54:57,360 --> 01:54:59,199 awesome and they you can do about 2608 01:54:59,199 --> 01:55:02,080 anything with it. It would do it's a 2609 01:55:02,080 --> 01:55:04,960 little slower to get into places if you 2610 01:55:04,960 --> 01:55:09,119 have to road it. Uh, you know, a skid 2611 01:55:09,119 --> 01:55:12,480 steer has buckets and you can get back 2612 01:55:12,480 --> 01:55:15,679 attachments and with all the attachments 2613 01:55:15,679 --> 01:55:16,480 on it. But 2614 01:55:16,480 --> 01:55:19,119 >> so would this be a wheeled skidster or a 2615 01:55:19,119 --> 01:55:20,639 track skidster? 2616 01:55:20,639 --> 01:55:27,270 >> I'd buy the tracked skid steer. 2617 01:55:27,280 --> 01:55:29,360 » And my question was pointed at you, 2618 01:55:29,360 --> 01:55:32,880 Mike. Would 150,000 for a skid steer get 2619 01:55:32,880 --> 01:55:34,639 them the attachments they need to or 2620 01:55:34,639 --> 01:55:37,280 would they still need that full 200,000 2621 01:55:37,280 --> 01:55:39,760 to get sort of the attachments that they 2622 01:55:39,760 --> 01:55:40,880 need? 2623 01:55:40,880 --> 01:55:44,320 >> Um, if if I remember right, I think our 2624 01:55:44,320 --> 01:55:46,800 skid steer now it's been a few years. It 2625 01:55:46,800 --> 01:55:49,679 was like 115,000 2626 01:55:49,679 --> 01:55:52,000 or something like that. And so that 2627 01:55:52,000 --> 01:55:55,520 should give them enough to get I I think 2628 01:55:55,520 --> 01:55:57,599 those dozer blades run in the5 to 2629 01:55:57,599 --> 01:55:59,360 $8,000. 2630 01:55:59,360 --> 01:56:02,639 Um so that would get them a bucket 2631 01:56:02,639 --> 01:56:06,159 probably forks a dozer blade, you know, 2632 01:56:06,159 --> 01:56:07,760 for a little bit more. I mean, I 2633 01:56:07,760 --> 01:56:09,440 wouldn't even care if we went to like 2634 01:56:09,440 --> 01:56:11,599 175,000 or something like that, you 2635 01:56:11,599 --> 01:56:15,280 know. Um, 2636 01:56:15,280 --> 01:56:18,159 just to give it some 2637 01:56:18,159 --> 01:56:21,360 >> What if we kind of 2638 01:56:21,360 --> 01:56:23,360 like said we would fund it, but kind of 2639 01:56:23,360 --> 01:56:26,320 put the caveat back on them that they 2640 01:56:26,320 --> 01:56:28,320 the road department really needs to talk 2641 01:56:28,320 --> 01:56:30,159 with the Forest Service and decide which 2642 01:56:30,159 --> 01:56:33,920 piece of equipment is the right one, you 2643 01:56:33,920 --> 01:56:35,760 know, for them to work in partnership 2644 01:56:35,760 --> 01:56:38,080 together the best and then kind of leave 2645 01:56:38,080 --> 01:56:41,920 it to them to decide together. I I think 2646 01:56:41,920 --> 01:56:44,400 Nicole that that Myer and Jeff did kind 2647 01:56:44,400 --> 01:56:46,560 of say that after Mike talked to him 2648 01:56:46,560 --> 01:56:49,840 that I think that he was very on board 2649 01:56:49,840 --> 01:56:52,639 with the skidster rather than the dozer. 2650 01:56:52,639 --> 01:56:56,960 >> And did we talk to the county? Are they okay with that switch? 2651 01:56:56,960 --> 01:57:02,800 >> Um, no. We did not talk with with Kevin. 2652 01:57:02,800 --> 01:57:05,280 Well, that's my issue, too, is kind of 2653 01:57:05,280 --> 01:57:09,040 to Eric's point earlier that the they 2654 01:57:09,040 --> 01:57:10,719 know what they need for what they're 2655 01:57:10,719 --> 01:57:11,920 using it for. They're going to be 2656 01:57:11,920 --> 01:57:14,320 splitting it between their roads, um, 2657 01:57:14,320 --> 01:57:16,400 their other roads and this 80 miles of 2658 01:57:16,400 --> 01:57:18,800 trail, and they might need it for 2659 01:57:18,800 --> 01:57:21,040 something bigger than this 80 miles of 2660 01:57:21,040 --> 01:57:22,960 trail. But if they're bringing money to 2661 01:57:22,960 --> 01:57:26,639 the table for their roads and it will 2662 01:57:26,639 --> 01:57:28,800 just so happen to work on this trail, I 2663 01:57:28,800 --> 01:57:31,520 don't know that we necessarily have 2664 01:57:31,520 --> 01:57:34,320 the say on what what the best pieces of 2665 01:57:34,320 --> 01:57:38,159 equipment is for them. Um I I think to 2666 01:57:38,159 --> 01:57:41,119 me the bigger issue is there's no 2667 01:57:41,119 --> 01:57:45,280 collaboration with an OBV group and 2668 01:57:45,280 --> 01:57:48,000 um it's a lot of money for how many 2669 01:57:48,000 --> 01:57:53,510 miles of trail they're lifting. 2670 01:57:53,520 --> 01:57:55,599 And I think I'm I'm okay with this, but 2671 01:57:55,599 --> 01:57:57,520 I would like kind of like Jason just 2672 01:57:57,520 --> 01:57:59,440 said, you know, they kind of know what 2673 01:57:59,440 --> 01:58:01,520 they need. Maybe they haven't thought 2674 01:58:01,520 --> 01:58:03,280 about this, so you know, kind of fund 2675 01:58:03,280 --> 01:58:05,119 it, but put that caveat that they need 2676 01:58:05,119 --> 01:58:07,360 to have that communication and have that 2677 01:58:07,360 --> 01:58:09,520 conversation before they buy that piece 2678 01:58:09,520 --> 01:58:11,760 of equipment. 2679 01:58:11,760 --> 01:58:13,760 >> Hey Wade, have you have a conversation 2680 01:58:13,760 --> 01:58:16,560 with you say Brett Christensen? Is that 2681 01:58:16,560 --> 01:58:18,639 the person? 2682 01:58:18,639 --> 01:58:20,560 Have you had a conversation with him 2683 01:58:20,560 --> 01:58:23,119 about the usage of that piece of 2684 01:58:23,119 --> 01:58:26,320 equipment and their need? 2685 01:58:26,320 --> 01:58:29,040 >> Yeah. Um 2686 01:58:29,040 --> 01:58:32,960 they the the original need when I talked 2687 01:58:32,960 --> 01:58:35,760 to them, the original need was to get um 2688 01:58:35,760 --> 01:58:39,199 a 50-inch trail cat. And when they went 2689 01:58:39,199 --> 01:58:41,119 to the Forest Service, the Forest 2690 01:58:41,119 --> 01:58:44,080 Service told the county or yeah, when I 2691 01:58:44,080 --> 01:58:46,159 refer to county, that's Kevin. Kevin is 2692 01:58:46,159 --> 01:58:50,639 San Pete County. Um they said the bigger 2693 01:58:50,639 --> 01:58:54,080 need is for these class 2 roads that are 2694 01:58:54,080 --> 01:58:57,280 part of the Arapene trail system. The 66 2695 01:58:57,280 --> 01:59:02,159 and below 66 in the Manti for said we're 2696 01:59:02,159 --> 01:59:05,360 pretty confident in getting those done. 2697 01:59:05,360 --> 01:59:07,280 But they said there's those roads that 2698 01:59:07,280 --> 01:59:09,599 fall in between 2699 01:59:09,599 --> 01:59:12,960 the 66 in trails and the main county 2700 01:59:12,960 --> 01:59:15,199 roads or the main forest service roads. 2701 01:59:15,199 --> 01:59:17,440 They're called class 2 forest service 2702 01:59:17,440 --> 01:59:20,320 roads. Those receive absolutely zero 2703 01:59:20,320 --> 01:59:22,800 maintenance. The forest service does not 2704 01:59:22,800 --> 01:59:25,280 have the manpower to do it and those are 2705 01:59:25,280 --> 01:59:27,040 not considered even though they're part 2706 01:59:27,040 --> 01:59:29,280 of the Aropene trail system, they are 2707 01:59:29,280 --> 01:59:31,679 not considered a trail because they are 2708 01:59:31,679 --> 01:59:35,040 wider than 66 in. So there's this little 2709 01:59:35,040 --> 01:59:37,119 gray area that's fallen through that 2710 01:59:37,119 --> 01:59:39,119 that's where the when they went to the 2711 01:59:39,119 --> 01:59:40,960 Forest Service and said we wanted that 2712 01:59:40,960 --> 01:59:42,800 50-inch Waco, they said we wouldn't 2713 01:59:42,800 --> 01:59:45,440 support it, but we would support you 2714 01:59:45,440 --> 01:59:49,280 with something to maintain those level 2715 01:59:49,280 --> 01:59:51,840 two roads. And Mike was in on that 2716 01:59:51,840 --> 01:59:53,440 conversation 2717 01:59:53,440 --> 01:59:55,599 um that we had with the Forest Service 2718 01:59:55,599 --> 01:59:57,760 on that. So that's why it went from a 2719 01:59:57,760 --> 02:00:01,679 trail cat to more a bigger piece of 2720 02:00:01,679 --> 02:00:10,790 equipment. 2721 02:00:10,800 --> 02:00:12,880 Eric, go ahead. 2722 02:00:12,880 --> 02:00:14,880 I love to extend these conversations, 2723 02:00:14,880 --> 02:00:19,270 especially where it's my last night. 2724 02:00:19,280 --> 02:00:21,840 Just kidding. So, 2725 02:00:21,840 --> 02:00:23,760 I, as we're all aware, these machines 2726 02:00:23,760 --> 02:00:26,960 are getting bigger and bigger, and I am, 2727 02:00:26,960 --> 02:00:30,080 as much as anybody, I'm not a fan of 2728 02:00:30,080 --> 02:00:32,400 making stuff easier. 2729 02:00:32,400 --> 02:00:34,719 or necessarily more comfortable, but 2730 02:00:34,719 --> 02:00:37,360 there is issues 2731 02:00:37,360 --> 02:00:40,400 on these roads. And really, if you think 2732 02:00:40,400 --> 02:00:42,960 about it, we spend quite a bit of time 2733 02:00:42,960 --> 02:00:45,920 on these class 2 roads. When you're up 2734 02:00:45,920 --> 02:00:48,000 the canyon, you are going back and 2735 02:00:48,000 --> 02:00:51,280 forth. You're going down old fire roads, 2736 02:00:51,280 --> 02:00:53,520 you know, old logging roads. I mean, 2737 02:00:53,520 --> 02:00:56,480 it's a lot of times it's this little bit 2738 02:00:56,480 --> 02:01:00,239 bigger road and it's already a road. So, 2739 02:01:00,239 --> 02:01:01,840 I don't know that they're going to be 2740 02:01:01,840 --> 02:01:03,840 hurting it too much, but there is 2741 02:01:03,840 --> 02:01:06,960 there's drainage drainage issues a lot 2742 02:01:06,960 --> 02:01:09,280 and they do need to be maintained. And I 2743 02:01:09,280 --> 02:01:12,560 can see how, you know, you you see where 2744 02:01:12,560 --> 02:01:14,400 they've used a trail cat on these bigger 2745 02:01:14,400 --> 02:01:15,920 roads and you're just going, "Man, I bet 2746 02:01:15,920 --> 02:01:18,000 that was miserable, you know, bringing 2747 02:01:18,000 --> 02:01:20,080 that in and doing all this work on with 2748 02:01:20,080 --> 02:01:22,480 just a little 50-inch trail dozer." But 2749 02:01:22,480 --> 02:01:25,440 anyways, that's that's my thought. I I I 2750 02:01:25,440 --> 02:01:27,119 support them with whatever they think 2751 02:01:27,119 --> 02:01:28,800 they need. 2752 02:01:28,800 --> 02:01:31,599 Um, I I think this is a good use of 2753 02:01:31,599 --> 02:01:34,960 money. It's the area gets used like 2754 02:01:34,960 --> 02:01:37,199 crazy. If these guys are all going to 2755 02:01:37,199 --> 02:01:39,520 play nicely together and work together, 2756 02:01:39,520 --> 02:01:41,199 let's give them the tools to do it 2757 02:01:41,199 --> 02:01:46,709 whatever they think they need. 2758 02:01:46,719 --> 02:01:50,149 » Thanks, Eric. 2759 02:01:50,159 --> 02:01:54,709 Okay, let's go ahead and vote on it. 2760 02:01:54,719 --> 02:01:56,880 » Uh, quick question. Are we just voting 2761 02:01:56,880 --> 02:01:59,040 straight like yes or no on the funding 2762 02:01:59,040 --> 02:02:02,080 or is this could the funding be used for 2763 02:02:02,080 --> 02:02:04,639 the um machine that Mike was talking 2764 02:02:04,639 --> 02:02:08,080 about or the the one that's here in the 2765 02:02:08,080 --> 02:02:13,350 proposal in front of us? 2766 02:02:13,360 --> 02:02:15,679 » Um 2767 02:02:15,679 --> 02:02:17,520 I'll make a motion. 2768 02:02:17,520 --> 02:02:19,360 >> Yeah, go ahead, Eric. 2769 02:02:19,360 --> 02:02:22,239 So, I make a motion that Evan reaches 2770 02:02:22,239 --> 02:02:26,719 out and Maren to look and see if they 2771 02:02:26,719 --> 02:02:28,719 can rewrite the contract a little bit to 2772 02:02:28,719 --> 02:02:32,159 leave it up to them to find the best 2773 02:02:32,159 --> 02:02:34,400 um equipment they can for the best price 2774 02:02:34,400 --> 02:02:37,520 they can that's less than what we're 2775 02:02:37,520 --> 02:02:40,950 going to approve. 2776 02:02:40,960 --> 02:02:42,880 » Is that too long of a motion? 2777 02:02:42,880 --> 02:02:45,040 >> Probably. 2778 02:02:45,040 --> 02:02:47,280 But I think I think to sum up what has 2779 02:02:47,280 --> 02:02:48,800 been talked about is that they work with 2780 02:02:48,800 --> 02:02:51,920 the Forest Service and a local group to 2781 02:02:51,920 --> 02:02:53,040 identify what the best piece of 2782 02:02:53,040 --> 02:02:54,239 equipment is. 2783 02:02:54,239 --> 02:02:56,639 >> I love it. 2784 02:02:56,639 --> 02:02:58,800 >> And I can support that. 2785 02:02:58,800 --> 02:03:01,040 >> Okay. 2786 02:03:01,040 --> 02:03:03,679 >> It it might be best to name the specific 2787 02:03:03,679 --> 02:03:09,270 stakeholders you'd like to see involved. 2788 02:03:09,280 --> 02:03:11,760 What are the OV groups in uh San Pi 2789 02:03:11,760 --> 02:03:12,639 County? That would 2790 02:03:12,639 --> 02:03:14,719 >> I would uh recommend the Castle Country 2791 02:03:14,719 --> 02:03:19,199 OV group. They're the Manti. Um and that 2792 02:03:19,199 --> 02:03:21,599 Rome West, we already seen a letter of 2793 02:03:21,599 --> 02:03:23,119 support from them on another 2794 02:03:23,119 --> 02:03:24,880 application. 2795 02:03:24,880 --> 02:03:29,280 Um that's a nonprofit out of Ephraim, 2796 02:03:29,280 --> 02:03:30,960 but I think the bigger club would be 2797 02:03:30,960 --> 02:03:33,119 Castle Country. So, if we could put both 2798 02:03:33,119 --> 02:03:34,719 in there, that would be great. But if 2799 02:03:34,719 --> 02:03:36,400 you picked one or the other, Marine, not 2800 02:03:36,400 --> 02:03:38,719 to confuse it, Castle Country OV is the 2801 02:03:38,719 --> 02:03:41,440 one I'd recommend. 2802 02:03:41,440 --> 02:03:43,679 >> Okay.
