[0:03] I like to call the Dairy Conservation Commission [0:05] meeting to order. [0:07] We're gonna start off with Pledge of Allegiance. [0:15] Alright. Pledge of all the flag [0:18] of the United States of America [0:21] and to the Republic, which which stands, [0:24] one Nation under God, invisible of liberty and justice. [0:33] Ask everybody, please silence their cell phones [0:35] for the remainder of the meeting. [0:38] The emergency exits are located in the back of the room [0:41] and to my right, if there's an emergency in the building, [0:43] please use the stairs, not the elevators. [0:45] If you need help, please get assistance from [0:48] one of the commissioners here. [0:51] We will start things off with Indu, introduction [0:53] of commissioners, starting to my right. [0:56] Christopher Morlock, Jay Hildreth, [0:59] Rick Metz, Eileen Chabot, Pam Lap Piero, [1:02] Linda Comy, Elizabeth Carver, land manager, [1:06] And our council liaison to my right, [1:09] Charlie Foot. [1:11] And I'm the chair Ricardo bga. [1:14] We, we do have some absences tonight. [1:16] Bob, Val and Cheryl, who are all members are absent. [1:21] So I am gonna ask, let's see, we'll do, [1:25] Chris, can you sit for Bob? [1:28] Yes. And [1:33] Pam is gonna sit for Val [1:37] and you're gonna sit for Cheryl. Sounds [1:39] Good. [1:42] You got that, Tammy? Okay. Thank you. [1:50] Okay. First over business. [1:51] The approval of minutes for our meeting of April 20th. [2:05] I'll entertain a motion to that effect. [2:06] Move to approve minutes of April 20th, 2026. [2:10] Is there a second? [2:13] I second All. [2:15] So we have a first and a second on the approval [2:17] of minutes of four 20. [2:19] All those in favor say aye. Aye. Aye. Any opposition? [2:23] Okay, hold on. So, anyone opposed? No. [2:28] And we have anyone Abs abstaining. Abstain. Just one. [2:33] So Eileen is abstaining. [2:39] Okay. Next we have the chair's report. [2:41] Fairly busy week, busy couple of weeks. [2:45] We, we executed the agricultural land lease agreement [2:50] with the help of the town administrator. [2:52] That's the first of its kind. [2:55] And I'm excited that we're gonna stop papering all the deals [2:58] that we have on the commission [3:00] and no more just kind of general agreements. [3:02] So we did that. It's been signed by myself, by the, [3:07] the gentleman that's gonna be doing work in the cornfield [3:10] over next to Broadview and the town administrator. [3:15] So that's done. We also [3:18] got the draft conservation easement deed [3:21] for the Ashley Drive property. [3:24] This is not the conservation [3:30] management plan. [3:31] We'll call that. [3:32] We have a number that we added a number of amendments to [3:36] that, that we have a year to develop that. [3:38] So this is the conservation easement deed that DES [3:43] wildlife and the the town have signed off on. [3:46] And it looked, it looked fine. [3:48] It was reviewed by the town attorney. So that's all done. [3:50] And now, now we have a year to develop that next part. [3:55] That's the one that has the compensation package in it [3:57] and the, the who's responsible for what. [4:00] So we're probably in a position now [4:03] to start talking about the signage, Beth, on, [4:06] on posting the property. [4:08] So we'll probably bring that up at the next meeting. [4:10] We're gonna order some signs [4:11] and get some signs posted on that property. [4:16] We had, I had my phone call with Beth [4:19] and went through our priority list. [4:23] We're moving forward on a pro. A lot of projects. [4:26] The Cwpp is kind of on the, [4:27] on the back, on the home stretch. [4:30] We'll be wrapped up. I'm sure Beth will [4:32] talk about it in her presentation. [4:34] And we are continuing to have our meetings with Owen. [4:36] We had one prior to this meeting today [4:39] to integrate Dairy cam into everything that we do [4:43] as a commission and let the people know [4:46] about what we're doing. [4:48] And Beth is also gonna go over that stuff. [4:53] As far as correspondence, there was none. [4:57] So we will move right into community gardens. And Jay? [5:02] Yes. Well, we've had a, a somewhat aggressive plan to try [5:06] to be able to open up the gardens by May, Saturday, May 9th, [5:10] where that would be a, an event for the [5:14] our gardeners, and which includes a demonstration of [5:19] building a bed, staking the, staking out the, the plots, [5:25] and having a plant exchange and light refreshments. [5:31] I've worked really hard to get to that. [5:33] There's a lot of factors [5:35] and hurdles in purchasing the fertilizers. [5:40] I have the, the potassium source in my [5:45] garage and home success there. [5:48] The manure is on, on the bed and been on the garden plot. [5:53] And it's somewhat spread out. [5:56] Beth had told me that the, the person doing the, [6:01] the tractor, he probably can spread out [6:05] what's there more than, you know, what human hands can do [6:10] with a, a shovel and a wheelbarrow. [6:14] So we're probably good for the manure [6:18] and tilling on Thursday. [6:21] The last thing that stands out is the blood meal was [6:27] challenging, looking for sources online [6:31] and telling me that it's free shipping. [6:33] And then it wasn't, it was a mistake on their website. [6:37] They called me and told me they, [6:39] they've never had no free any free shipping, huh? [6:42] So I've been pursuing the actual manufacturer source. [6:47] I, this, this place was out in New York, so now I'm going [6:51] to Vermont where the actual North north country [6:57] fertilizer company exists. [6:58] And they, they had the blood meal there for me [7:01] and it was more expensive than the other website [7:04] I intended to purchase from. [7:06] So I'm reducing the amount I want to stick with the, the [7:12] proposed and approved budget. [7:14] I don't wanna, what I'm gonna ask our gardeners [7:17] to do once we have everything together, the full picture, [7:20] the full story Beth will put out, you know, an alert [7:25] to the gardeners about the event. [7:28] And many of them don't. [7:31] I don't think even know that we're doing all this for them. [7:35] And if there's new gardeners, they may not [7:37] yet even appreciate that yet. [7:39] So we have yet to [7:41] educate them why this is a good thing for them. [7:45] And so we'll [7:50] have our event go to Vermont. [7:52] I'll get the bags of blood meal [7:54] and get that in spread to the garden. [7:58] Then we'll have the, the [8:03] tractor doing the tilling on Thursday. [8:06] And then Friday we'll have Saturday we'll have the event. [8:10] I also did soil testing. [8:13] I did a compost, the compost of manure testing, [8:18] something we wanted to get. [8:20] And I sent that in today. [8:22] I also wanted to sample the garden of the, [8:27] of the farmer that provided this. [8:30] My next door neighbor, his name's Manuel Cardoza. [8:33] Thank, I wanna thank him for all his hard work. [8:37] And I wanted to submit the tests plus shipping [8:41] in this packet right here. [8:46] So you need a motion for reimbursement on that? [8:50] Is there a reimbursement on that one or no? [8:51] Yeah. Yes, that would be a reimbursement. [8:53] Okay. Move to approve $97 for reimbursement [8:58] for soil testing at Broadview Farms. [9:00] Taken outta the administrative budget. [9:03] Is there a second? Second? [9:06] How many seconds? I was gonna second it, but [9:10] She did We have a first and the second. [9:13] All is in favor, say aye. [9:15] Aye. Aye. Opposed? Abstentions. Motion carries. [9:24] Thank You sir. Anything else, Jay? [9:26] That's it. Okay. Thank you Jay. [9:31] Next we have personnel, Mr. Metz and Mr. Metz. [9:33] I do have a task we need to look at when [9:38] our two employees are up for their an annual review. [9:41] So maybe I figure that myself. Investigate that. Yep. [9:44] Figure that out. Anything else on personnel? Nope. [9:47] I, [9:51] They're still showing up. So [9:53] Still here. [9:55] Public outreach. Cheryl is absent tonight. [9:57] So we're, we're gonna skip that report [9:58] unless you wanna chime in. [9:59] Beth, [10:01] Linda actually is prepared [10:02] to get that report. Linda? Yeah. [10:03] Alright, Linda, go ahead. Thank you. Sure, [10:05] Sure. [10:06] So we met, or we can, half ago, it was really great, Cheryl [10:09] and myself were able to have a really great conversation, [10:14] really engaging the community. [10:16] We now have double the followers on our [10:19] social media, which is great. [10:20] And we're getting between, I would say 1,002, [10:24] 1500 views on each post that we're putting out there, [10:27] which just means that people are truly looking at [10:29] what we're posting out there. [10:31] And hopefully with any look, they're gonna show up here [10:34] and, you know, for the iNaturalist. [10:36] And we're gonna post that. [10:37] And we have our excellent viewer here already. [10:42] But I think we wanna engage more [10:43] and bring more people in so [10:45] that they can participate in the [10:47] iNaturalist training, which is free to them. [10:49] And now I know that we have a Zoom that's always the same. [10:51] I'm gonna make sure I post that. [10:53] And 24 hours before our meetings, I'm going [10:57] to post a trailhead and make a little snippet. [11:00] Little, little, I guess a little fun fact about that [11:03] and encourage them to join us as well. [11:06] That's Great. And [11:07] That sounds fantastic. Just [11:08] Continuing to encourage people [11:10] to participate in all these great trainings we have coming [11:12] up to BioBlitz and so on. [11:15] That's fantastic. Thank you, Linda. [11:17] I didn't know you were prepared to do that. [11:18] That's fantastic. We talked with Owen prior [11:22] to this meeting in our, in our monthly. [11:24] And we're gonna on the grand opening [11:28] for the public gardens. [11:30] We're gonna do that. We're gonna publish that. [11:32] But we're also going to invite, is it Beth, you're gonna, [11:35] you're gonna act actually run the, the kind [11:38] of workshop on planting. [11:40] Yep. Yeah. So we're gonna invite people even [11:42] that aren't part of the public garden group, [11:45] just the public in general, [11:46] if they wanna attend the workshop on planting [11:48] that Beth is gonna run at that event. [11:52] So we're gonna do that. So maybe [11:54] th they, they can connect on that. We're gonna have to [11:57] Coordinate. [11:58] Yeah, we'll coordinate. Coordinate. That's [11:59] Fine. [12:00] Thank you, Linda. You're welcome. Mr. Metz, TRC. [12:02] Nothing to report on TRC. [12:06] Next we have Eileen Shabo with state compliance. [12:09] If there's anything. Eileen? [12:10] Yes. I wanted [12:12] to announce there's some trainings coming up. [12:15] N-H-A-C-C is having a series called Protecting Wetlands. [12:19] It's a two part series. [12:20] The first part will be GIS tools for wetland identification. [12:25] And the second part will be a wetlands [12:29] identification field study. [12:31] The field study will be the, I'm sorry, backtrack here. [12:35] The GIS tools will be on May 27th, 2026. [12:39] And that will be on Zoom from 12 to one 30. [12:42] It will be presented on Zoom, [12:44] so you could watch it from, from your home. [12:47] The wetlands ID field study will be an in-person [12:51] workshop on Saturday, June 6th from nine to 12 noon. [12:55] And it's gonna be held at Bow High School, [12:57] 55 Falcon Way in Bow, New Hampshire. [13:00] And you can register now for either workshop [13:03] on the N-H-A-C-C website. [13:05] That's New Hampshire Association [13:07] of Conservation Commissions. [13:09] Also another training's coming up for Trail Maintenance [13:13] and Design on June 19th. [13:15] And it's to sharpen your skills, trail skills with N-H-A-C-C [13:20] and the Appalachian Mountain Club. [13:22] And that's gonna be held on Friday, June 19th from 10 [13:25] to four at the A MC Camp Dodge in Gorham, New Hampshire. [13:31] And again, you could also, if you're interested, sign up [13:34] and register on the N-H-A-C-C website. [13:38] And the other thing I have is for people not familiar, [13:43] the DES puts out a, [13:45] a newsletter called the DES Municipal Eco Link. [13:49] And I caught in the April, 2026 newsletter [13:52] that I received recently. [13:54] It was kind of interesting. [13:58] You know, we, we all know that there's, you know, there's, [14:02] you know, shrinking landfill space [14:05] and, you know, there's issues sometimes [14:07] with transfer stations. [14:08] You know, so much is brought [14:10] and they're looking for new ways to recycle [14:14] and, and such like that. [14:16] And there's a public information session coming up [14:18] that people may be interested in. [14:21] There's a public session [14:22] and hearing that's gonna be held up in Concord for [14:28] some proposed construction [14:31] and operation of solid waste facilities in London Dairy. [14:35] There's two companies that submitted proposals, [14:38] purpose Energy from London Dairy [14:40] and Recycle Works from London Dairy. [14:44] And that session is May 11th from 5 45 to 10:00 PM [14:48] and you can find out more information [14:50] and how to, to submit comments on the DES website. [14:54] I thought that would be of interest. [14:57] There's a lot in this newsletter. [14:59] I'm not gonna cover everything, [15:00] but if you're, if you're interested at all, you can go [15:02] to the DES website [15:03] and look for the Municipal Eco Link newsletter. [15:07] Okay. And that's, that's all I have. [15:12] Thank you Eileen. We, we need to change the name [15:17] of the state compliance subcommittee to reflect [15:22] all the information that Eileen provides at the meeting. [15:24] So can, can you and Beth get together [15:28] and add to the name of that? [15:29] I think it should be state compliance and maybe, [15:31] and training, maybe resources like, I don't know, [15:36] educational Resources, subcommittee, something like that. [15:39] Because she comes with, she comes with such [15:41] so much information that only she's privy to [15:45] or, or hard to get. So let's, well, [15:47] I'm trying to make sure everyone knows about [15:49] It. [15:50] Yeah, let's, let's make sure that we, that [15:51] that subcommittee reflects, you know, the, the information. [15:55] So you guys come up with a cool [15:56] name and let me know what it is. [15:59] And as far as the attending these workshops, [16:03] if there's ever a cost involved in that, I just wanna know, [16:06] want the commissioners to know that the, [16:08] the commission will reimburse you for the cost associated, [16:11] whether you're an alternate or regular member. [16:14] If you want to attend one of those seminars, [16:17] we'll reimburse you for the cost associated with that. [16:23] Thank you Eileen. Yep. [16:28] Property management. We executed the, the tree [16:32] hazard tree tree removal at one [16:36] of our conservation properties with the supervision of Beth. [16:40] And she'll tell you more about that at her report. [16:42] That's the only thing I have on property maintenance. [16:45] Property management. Next we had land maintenance. [16:49] Bob Sperl. I don't know if anyone [16:51] else wants to bring that up. [16:52] Yeah, I can chime in on that. [16:54] Okay, so we have, our next meeting is scheduled [16:58] for May 14th, where we're gonna do our due diligence in [17:04] looking into the backgrounds [17:06] and all of the, you know, legal deeds [17:10] and all of those sorts of things with the properties [17:13] that we have targeted to do some work on this year. [17:17] So the, that's the ball property, the Margaret Ives property [17:22] and coal marsh. [17:24] So we'll be looking at those properties on May 14th. [17:31] Thank you Beth? Yeah, [17:34] Land acquisition. [17:35] We are currently pursuing two conservation properties. [17:38] We'll, we're gonna discuss them briefly at a [17:40] non-public after this meeting. [17:45] We are also developing one of the, one of the bullet items [17:49] that had high priority that Beth [17:52] and I flagged recently is we're developing a, a mailer [17:58] that we would, that it's gonna be a boilerplate [18:00] that we would send to a per a landowner [18:05] describing the benefits of conservation [18:07] and donating property to conservation. [18:10] We're gonna try to cite the actual [18:14] advantages from a tax perspective in that letter. [18:17] And Beth is working with the New Hampshire Association [18:21] of Conservation Commissions on putting that letter together. [18:23] So once we have that developed, we'll probably bring it, [18:27] bring it to the body [18:28] and we, we'll, we'll, we'll use some boilerplate from them [18:32] and we'll, we'll change it up a little bit for ourself. [18:34] And once that happens, I want to, I want to [18:37] set up a pretty aggressive solicitation campaign [18:42] on targeting some of the larger properties in Derry, [18:46] notifying the landowners that we're, [18:48] we're interested in presuming as much properties as we can. [18:55] The next two reporting compliance [18:57] and net zero task force is Val [19:00] and Val couldn't make it tonight. [19:01] So no one's, [19:02] I don't think anyone has anything for either of those. [19:05] No, then we have [19:09] counselor foot for a liaison report. [19:15] Thank you Mr. Chairman. As you stated at the beginning [19:17] of the meeting, the council last meeting accepted the [19:20] easement at Ashley Drive. [19:22] There was one no vote and that was full disclosure. [19:25] That was me. I voted against it [19:28] and there was the, the contract approval. [19:31] And tomorrow night is a big night in town. [19:33] We have the adoption of the 27 budget. [19:38] It's roughly $78 million, 77 million is in change. [19:41] There'll be a couple public hearings of people interested [19:43] and that's in the water rate usage fees [19:46] and the sewer usage fees. [19:49] And that will be tomorrow night. [19:50] And that's all I have. Thank you. [19:52] Great, thank you. Alright, next up we have [19:56] land manage report, Beth? [19:58] Yep. So the carpets are being replaced [20:04] in the second floor of the municipal center here, [20:07] including the carpeting in the area where we have all [20:11] of the Conservation Commission files. [20:12] So we're taking this as a chance to kind of tidy that area [20:16] and clean house a bit. [20:20] And then let's see the N-H-A-C-C BioBlitz at Broadview, [20:25] I met with Barbara Richter with the N-H-A-C-C [20:28] and Steven Lamond with Moose Wood Ecological. [20:32] And we ironed out the final details of the BioBlitz. [20:36] So the schedule for the day, it's gonna be an eight to four [20:42] event, 8:00 AM to 4:00 PM [20:43] and there will be four different sections. [20:45] So there will be a bird walk from eight 30 to nine [20:48] and then a walk focused on trees, shrubs, [20:51] and plants from 10 30 to 12 a walk focused on wetlands [20:55] and vernal pools from one to two. [20:57] And then a walk focused on butterflies, bugs, [21:00] and bees from two 30 to three. [21:02] So that was just an exciting thing to get all [21:04] of those details hammered out for the bio blitz. And the [21:08] Date, again, Beth, that is June 27th, Saturday, [21:12] June 27th we did send letters. [21:17] So Val put together a list [21:20] of the Abutters for Broadview. [21:24] So the people who lived near Broadview [21:26] and I sent a letter to all of them [21:32] that was mailed out LA the Friday before last. [21:36] And then we've also reached out to the Boys [21:38] and Girls Club, the local scout troops, the Red Star twirler [21:43] and the school board about this initiative to try [21:46] to drum up some involvement in that way. [21:49] And you are all encouraged to download the iNaturalist app [21:53] before our June 1st workshop. [21:55] So on June 1st we're gonna have a training on how [21:58] to use iNaturalist, which is the main app that [22:02] we'll use during the BioBlitz [22:05] to gather all the information about the different [22:07] species that we find. [22:11] And then Owen, would you mind bringing up those? [22:18] We have just some [22:21] advertisements for those. [22:25] Some [22:31] This one's, yeah. [22:32] Perfect. So this will post at Broad view, [22:38] you know, in the kiosk there, so to, [22:41] to get people to sign up. [22:42] And there is a QR code sign up there. [22:45] So there's a page, there's Nature Groupie is the website [22:50] where it was recommended by Steven Lamont to [22:55] sign, you know, create an event on Nature Groupie. [22:58] And that is run by the UNH extension. [23:02] And so there's a place where you can sign up [23:05] and if you scan the QR code, you can sign up there. [23:08] And so that will be posted at Broadview. [23:10] And then if any commissioners have any local places [23:13] that they frequent and would like some color copies [23:18] to post, you know, at whatever your favorite coffee shop is [23:21] or any place around town, just let me know [23:24] and I can provide you copies. [23:25] And then the other one we wanna get, you know, we, [23:30] we do want the public to attend the June 1st training [23:36] and that will be during our regular commission meeting. [23:40] So it's 7:00 PM And [23:44] so hopefully we can get some, some public involvement there. [23:47] 'cause the more they know about using iNaturalist, [23:50] the more they'll be able to to help us in the BioBlitz. [23:54] All right. Thank you on. And you know what, since you have [23:56] that up, I might as well. [23:58] So we are gonna send this letter to Jay's [24:03] neighbor for thanking him for the, [24:09] the gift of fertilizer. [24:11] And I will get his, you know, this is a draft clearly, [24:16] but I'll get his his name [24:18] and address from you and we'll send that out. [24:21] Thank you. That is all. Appreciate it. [24:24] Nicely written and yeah, sorry, that is all for, for [24:27] that stuff on the screen and there's more. [24:30] So as Rick mentioned, the tree, [24:33] the dead tree at Cornelius in that was problematic, [24:36] has been felled and that was done this morning. [24:39] I did take some photos on site and then also the week [24:44] before last, I spread grass seed, a conservation [24:48] grass seed mix at the, on the path that [24:53] of the disturbed soil from the work that we had done [24:55] that DPW did for us at Cornelius. [24:58] And last year, I'm not seeing any germination so far [25:03] as of like this morning, but, [25:05] but there's grass down so hopefully that'll help, you know, [25:09] fill in so that there won't be any invasives coming up. [25:12] And that disturbed soil. [25:14] And I sent a second communication [25:20] to the broadview of butter about that, [25:24] about the no trespassing signs [25:25] that were brought to our attention. [25:27] And the lease for the corn fill is [25:29] ready for the farmer to sign. [25:31] The farm hasn't signed it though. [25:32] I just wanted to note that. [25:33] So I do need that and we are going [25:36] to meet tomorrow to do that. [25:40] And Jay mentioned everything about the community garden. [25:43] And I wanna just commend, Jay has done a ton of work [25:46] to make this happen and thank you for all your work, [25:50] figuring out what we needed and then procuring the things. [25:52] So all the gardeners are gonna be very excited, [25:55] myself included the [25:59] community wildfire protection plan. [26:01] We have a meeting scheduled for this Thursday [26:04] and our goal is to have that draft ready to send [26:07] to the fire chief so that he can review it [26:09] before it's sent on to the town [26:10] administrator and the town council. [26:12] So that is wrapping up. [26:15] And then for land acquisition, Rick already mentioned the, [26:20] the process that we're starting with the, the letter [26:22] that we'll be sending to, to landowners. [26:26] And then we also we're contacted by the town [26:32] tax collector's office. [26:34] They were, they had some properties that the town owns [26:40] and someone was asking if they were available for sale. [26:43] So they checked with us to see if those, you know, [26:46] if we were interested in those properties. [26:48] They're at Warner, they're on Warner Hill Road [26:52] and Eileen Ave, the one on Eileen Ave is near Rainbow Lake [26:57] and the one on Warner Hill Road is, is close to the, [27:00] the Rockingham a TV trail. [27:04] So, you know, they reached out to see if we were interested [27:07] and, and we responded back that we, [27:10] we may be interested in pursuing those [27:12] properties to conserve them. [27:15] There is wetland, [27:18] a prime wetland on the ones on on Eileen Ave [27:23] and the ones on Warner Hill Road are [27:25] they abut another larger property that [27:28] could potentially be good conservation land. [27:32] And so they were trying to, just to chime in, Beth, [27:34] so the town from time to time puts together of lists [27:39] that they, they sent to auction. [27:41] Usually the are apostles that are taken through, [27:43] through texts and they publish that list [27:47] and historically they've, they've, they've published a list [27:51] and then we found something on the [27:53] list that we might be interested in. [27:55] So this time it was nice that they emailed me [27:57] and said, Hey, here's the list, [27:58] is there anything on here that is appealing? [28:01] And we identified those pro those particular properties. [28:04] So we're gonna figure out what it's gonna take to pursue [28:07] making them conservation properties. [28:10] That's all I got. Sounds good. [28:13] Beth, on the lease. [28:14] Get, get a clean copy from Sheila to bring to the, [28:19] Sheila has a, Sheila will have a copy [28:21] that has my signature on it and Mike's signature. [28:24] Did you say you needed a, a copy of the lease to have the [28:27] I do. [28:28] She said that she was leaving it here for me to pick up [28:30] and take for him. [28:32] Is there, is there something there Tammy? [28:34] There is a yellow. Yeah, it's probably on Tammy's desk. [28:37] Okay. Yeah. 'cause I have one here [28:38] but I wanna keep mine. So that's probably the one. [28:40] Yep. Perfect. There we Go. There it's, thank you. [28:43] Magic. Sheila is the [28:45] most efficient person in the building. [28:46] She is. Okay. [28:51] Next meeting date is June 1st [28:54] and that is the date of our training. [28:59] And it's the only meeting that we have in June, right? [29:03] Oh no, we have one. [29:04] No, we have one in the fifth. This is the only May [29:05] Meeting. Yeah, we only have one in May. [29:06] Yeah. Yeah. So I'm gonna guess that that meeting's gonna [29:09] probably be fairly busy 'cause I think we have some stuff in [29:12] TRC that's gonna show up for that meeting. [29:16] And just everybody take a peek at those [29:17] pro proposed meeting dates. [29:19] I wanna, I wanna make sure that we definitely have a quorum [29:22] at a minimum for all of those dates. [29:25] 'cause it's an abbreviated schedule [29:27] and I don't want to have to kick anything down, [29:29] kick the can down the road if we don't have [29:31] to on that stuff. [29:36] So put those in your calendars and come if you can. [29:43] Beth, how are we on der fest? [29:47] We'll discuss that at the public outreach [29:50] at the next public outreach committee [29:51] Meeting. [29:52] Okay. But we're signed up and all that stuff. [29:53] We are not signed up. No. [29:55] Have they, do they have the sign up yet? What's that? [29:57] Do assistance With that? [30:01] I can, I haven't seen anything yet. [30:02] Yeah, I can just add that to my list [30:04] and sign us up this week. [30:05] Does it cost money? [30:08] We're a nonprofit. I think it might be three, [30:10] four. This kind of [30:14] Nonprofits are no cost, right? [30:16] We're not a nonprofit. No. [30:19] We meeting on Yeah, we Thursday paid [30:21] before. Yeah. We paid public [30:23] Outreach. [30:24] I have not, we don't have a a date. [30:25] We don't have a date. We're not meeting this [30:27] Thursday. [30:28] Okay. I just wanna make sure [30:28] it's on everyone's right off screen. [30:29] I want, I wanna make sure that we're, we're on that. [30:31] It's on my, it's on my hit list. Yep. [30:34] And and did we have a presence at Derby Derby [30:37] day or was that just the market? [30:38] No, we did not have a presence at Derby day. [30:41] We talked about it, but we, we, we, we decided it wasn't [30:44] Not our target demographic. [30:45] Yeah, yeah. [30:52] Okay. Other business. I have none. [30:56] Does anyone, any of the commissioners have anything [30:58] that they need to talk about at the meeting? [31:00] At this meeting, Jay? [31:01] I do. Yes. Yeah. What do You got? [31:04] I liked, I was thinking about bulletin boards. [31:06] It was great to know that you're gonna post the BioBlitz on [31:09] the existing kiosk [31:12] and it would be great to see us using [31:14] that more in the future. [31:15] Some of the ideas I've had as like a QR code for our dairy [31:22] to the dairy websites and Facebook. [31:25] And I've been concerned about ticks [31:29] and Lyme disease in, in the broad, [31:34] broad view that open field [31:39] and dogs, et cetera, and plenty of deer population. [31:42] There's plenty of deer ticks I'm sure. [31:44] But to get more of an understanding maybe of what, [31:47] what is the dan the particular population [31:50] and are in that area. [31:53] You know, this is just thinking out loud, [31:56] but we can give warnings right away for people. [32:01] I, I just see so many people who are oblivious to [32:05] taking precautions to add repellants [32:09] to their lower extremities, if not above two, [32:13] because they'll drop from trees. [32:15] I've had the Lyme disease twice, [32:17] so I have a real stake in the game. [32:20] Wow. And, you know, thank God I'm, [32:24] I'm just fine from that. [32:26] But I wasn't always. And also the, [32:31] the things I would like [32:32] to see another bulletin board eventually for our, [32:34] our gardeners [32:36] and including a, a log, [32:38] a communications log for our gardeners. [32:42] Oh, we are trying to reach 'em online, [32:44] but this is a way to actually have them [32:49] be a little more organic on, on site. [32:52] I've seen it when I've hiked, when I've gone to, you know, [32:57] lodges and all that in the middle of the mountains. [33:00] Those communications logs are really awesome way [33:04] to communicate with the, the same population [33:08] of, you know, hikers well, the same population of gardeners. [33:13] The equivalent. The other thing [33:19] I wanted to report about broad broadview annex, the [33:24] been monitoring the, the amount of water since [33:28] snow melt and for about the last two weeks, the [33:33] potential vernal pool, number one, [33:37] which is right up against young road in the northern [33:40] border is, has been dried up there. [33:43] There's no water running, [33:45] there's no water running in the rivulets that [33:47] to the culvert. [33:50] When I think about the structure there that [33:54] this has existed for quite a long time. [33:57] Seeing that the road are incorporated [34:03] drainage and a culvert [34:07] and drainage along the road going [34:12] to the west towards whatever bodies of water are, you know, [34:17] near Beaver Lake, kind [34:19] of disappears at at the Chester road. [34:24] So I think [34:29] we're in good position. [34:31] The knowing that we are in a continued drought, we, [34:36] the variations of water in, in a particular place could, [34:40] could change a lot from year to year. [34:44] You know, especially with the rainfall variations. [34:48] And we, the plan in place is to observe. [34:52] But I really do recommend that we consider mowing a, [34:57] a loop trail in the fall. [35:01] And, and work on over the wintertime developing [35:05] more signage. [35:07] How we're gonna, how we would let people have access to it. [35:11] You know, we have a, a solid gate with a lock kind [35:15] of tells people don't go over there. [35:17] They're used, they're not used [35:19] to even thinking about that area. [35:21] So I think over the winter we could, [35:23] or even sooner, perhaps in the fall, we could think about [35:27] how we would wanna get some education [35:30] and signage for that area. [35:36] And that's it. [35:41] Thanks Jay. I think we probably need to consider, [35:45] actually I don't think we should probably, 'cause I think we [35:47] we're going to consider having a subcommittee [35:51] for the Broadview annex. [35:53] 'cause Jay, you've taken it up kind of on your own so far. [35:57] So I think once you are, you're, [35:59] you're pretty close to wrapped up. [36:00] You, you got a couple of things you gotta button [36:02] up left on that. [36:03] So once you're, once you have that buttoned up, [36:05] I think we should get a subcommittee together with the chair [36:10] and develop a plan for, for that annex. [36:13] Okay. Hopefully you can share it Jay, [36:15] as I know you're passionate about that property. [36:17] But just to get you some help [36:19] and get some, get some more regular meetings on [36:23] developing that property, [36:25] getting some access on it and stuff like that. [36:28] Yeah, I was going to mention, I see so many birders coming [36:32] through and they, they're a little lost. [36:37] There's a lot of them and they don't know each other. [36:41] I don't know how to do it. [36:43] But it'd be great to be able to [36:45] link these people together as a community. [36:50] They, you know, birders love to report what they see [36:53] and, you know, share, share their [36:58] places where they've seen [36:59] different birds at different times. [37:02] So this is just a thought, just [37:03] 'cause I keep seeing birders come across [37:05] and walk across the, [37:08] So why don't we, Yeah, I think, I think your idea [37:10] of a community log is a great idea. [37:13] You know, if it could be weatherized, you know, like a sort [37:16] of a book that would Yeah. [37:17] You know, it has a metal cover so that you can open it, [37:20] you can, you know, you have something dangling down a pen [37:23] or something so people can write, I was here on this date [37:25] and this is what I saw. [37:27] You know, so a new birder comes along [37:30] and he is like, wow, you [37:31] know, I'm gonna be looking for that. [37:32] You know, I think that's a great idea to have that. [37:35] And that would, that would definitely start linking up [37:38] people and getting them communicating. [37:40] And the other thing I wanted to mention along those lines is [37:44] the course that I'm involved with, [37:46] with New Hampshire Audubon right now, they are going [37:49] to be going out on a field trip at Broadview in June. [37:53] So that's coming up. [37:55] So that'll get a lot of birders our property [37:59] and hopefully we're gonna see something exciting that day. [38:02] I signed up for that one. I think it, [38:04] I think it might be June 21st. [38:06] I didn't bring the date with me. [38:07] I should have, but yeah, I signed up to be there that day. [38:11] So it's probably gonna be about 20 [38:14] to 25 people on that trip. [38:17] Nice. Maybe you can bring the, have the date [38:19] for our, for our next meeting. [38:20] It's June 1st. Yes. We'll some [38:21] Time I'll, yep, I will. [38:23] So, so Beth, why don't we add to our, our, our list [38:28] establishing a, a broad view farm annex. [38:33] And two of the things we should put on that, on that, [38:38] on the list to do would be, first we have [38:40] to call it something other than the Broadview Farm [38:42] annex now. [38:44] So let's come up with a, with a proper name for it. [38:47] And secondly, to have a kiosk [38:49] and to have that kiosk have some sort of a linkage where, [38:53] where birders could communicate their findings, [38:57] whether it be a, a group [38:59] or, I'm not sure if we could do a paper thing. [39:01] Eileen. I I feel like, I feel like having a log [39:03] with paper might be a little bit troublesome, but definitely [39:06] Well if you had, what they have [39:07] that they use frequently is like, it's a metal, sort [39:11] of a metal notebook if you will. [39:13] And it, you know, it, it stays, the paper stays covered [39:17] by the, the metal. [39:19] Right, okay. 'cause it's kind of encased in metal. [39:21] So, so you can open it, you can write something, [39:23] but then you can cover it back up again. [39:26] So it, you know, it's pretty adaptable. Yeah, [39:29] I think, I bet Steven Lamont would have some ideas of [39:32] how we could incorporate that in the kiosk. [39:34] 'cause that is hopefully gonna be part of the, the follow up [39:38] to the, to the BioBlitz is, you know, re-imagining [39:41] and the, the kiosk [39:43] and setting up the kiosk with all of our findings from [39:46] that day and that kind of thing. [39:47] So that sounds like it's right [39:49] In there. [39:50] There's notebooks called Write as Rain, which are [39:54] deliberately weatherized paper [39:56] that no matter if it's raining, you're still able [39:58] to write on it and it, it stays as a permanent log. [40:01] So that's something we could look at too. [40:04] It's, you know, it experiencing life. [40:08] We have our online presence and, [40:10] and you know, the, a solution [40:12] for the birding log online is, is fine, [40:17] but there's still the place for paper. [40:20] Right. You know, paper and writing and Yep. [40:23] Communicating with your hand write writing. Yep. [40:26] It's an experience and it's a way to share with other people [40:30] that have, you know, come your way and now are gone. [40:35] That what they saw. It's, [40:36] It's definitely, 'cause not everybody uses eBird [40:39] or iNaturalist, you know, it's, those are great tools, [40:42] but not everybody uses them. [40:44] There's some of us who are old fashioned [40:46] and wanna be able to write right into a log. [40:49] So yeah. I'm not part of the birding community, [40:51] but I'm sure they, they, they have a way [40:53] of, of communicating. [40:55] So just to tie it back up, we're gonna do a [40:58] subcommittee on that list. [41:01] We're gonna name it, put a kiosk up [41:04] and put whatever information [41:05] or method of communication birders want to use [41:09] as part of that kiosk. [41:11] Does that sound good? Sounds like [41:13] we're heading in the right direction. [41:15] And Jay has volunteered to be chairing chair of [41:17] that, that subcommittee [41:21] And see if we can get a scout troop to [41:23] or Eagle scout to build the kiosk [41:25] An Eagle Scout once we have it planned [41:27] to do what with the kiosk? To build, build [41:28] The kiosk. [41:29] Yeah, that would be a wonderful project. The [41:31] Scouts, well we have the kiosk is built, [41:33] so we do have a kiosk. Yeah, [41:35] No, I'm talking about for the [41:36] annex, the other side. The annex though. [41:37] Oh, oh I one for the other side. Yeah, yeah, [41:40] Because because it's gonna be called something else. [41:41] We're gonna, we're gonna have, that's gonna become its own [41:44] conservation property. [41:45] Yeah. [41:46] The Bs A So I have a possible resource for that. [41:49] Oh good. Eagle Scouts. [41:51] So I'm gonna reach out to my contact [41:54] and see if they'd be willing to be part [41:56] of, that's a great idea. [41:58] Add that to my list, but also have them join the BioBlitz. [42:02] Perfect. As well. [42:05] We have, don't we have some scouts doing [42:06] some work for us coming up? [42:07] Or is is that, did that already happen? [42:11] We have some scouts that we can call upon [42:13] because they have, they owe us, right? [42:16] Yes, exactly. Money the bank. Yeah, [42:21] That's all I have. [42:22] And we do have a non-public Ricky you have something here? [42:25] I have one item. Jay needs to drive to Bradford, Vermont. [42:30] Oh that's right. Some of the materials for the garden. [42:34] So I would move to approve up to $40 for his [42:39] gas money to get to Bradford [42:41] and back taken outta the administrative account. [42:43] I'll second that. Okay. [42:46] We have a first and a second for up to $40 [42:49] fuel reimbursement for Jay for going up to Vermont [42:54] and picking up that stuff and bringing it back. [42:56] All is in favor, say aye. Aye. Aye. Opposed? Abstentions. [43:01] All right. So I passes. I give that over to Eileen. [43:04] Any last items before we go into non-public? [43:09] Seeing none move [43:11] To go into non-public per RSA 91 a [43:16] Paragraph three, section two for the purpose [43:18] of land acquisition. [43:22] Okay. Mr. Metz has made a motion. We need a second. [43:26] I'll second that Second by Councilor Chabot. I'm sorry. [43:31] Commissioner Chabot. [43:33] And we need a, a roll call vote on this. [43:36] We're gonna start to my right with Chris? Yes, [43:41] Yes, Yes, [43:43] Yes, yes. [43:45] And the chair votes. Yes. [43:47] We need a second motion to invite. [43:49] Does the land manager wanna attend? Sure. [43:52] So we can Do we have [43:53] to do 'em separately? Can we do 'em together? [43:55] Together, Charlie too. Yeah. So a second motion [43:57] for the land manager and the council liaison [44:01] Move to allow Beth Carver [44:03] and Charlie Foote to attend the non-public. [44:05] Second, We have a first [44:07] and a second to invite our land manager [44:11] and council liaison to the non-public meeting. [44:13] It requires a roll call. I'll start to my right. Yes. Yes, [44:17] Yes, yes, Yes, [44:19] Yes. [44:20] And the chair votes. Yes. Alright, [44:21] so we are in non-public.
