[0:00] Good evening and welcome to the Tuesday, [0:02] May 19th, 2026 Derry Town Council meeting. [0:06] I make a motion that we leave non-public session [0:09] Second, that Motion to leave non-public Council mills. [0:15] Yes. Councilor Healy. Yes. Councilor Webb? Yes. [0:18] Councilor Chase? Yes. Councilor Flood. Yes. Councilor Foot? [0:22] Yes. And chair votes? Yes. Motion passes. [0:26] I make a motion to seal the minutes indefinitely [0:29] because we could render a proposed action. Ineffective. [0:34] Second that. All right. On the motion, council mills? [0:38] Yes. Councilor Haley? Yes. Councilor Webb? Yes. [0:41] Councilor Chase? Yes. Councilor Flood? Yes. Councilor Foote? [0:44] Yes. And chair votes? Yes. Motion passes. Seven zero. [0:47] Just as a reminder, if you could silence your cell phones, [0:50] exits, emergency exits, or the back of the room, [0:52] or the side of the room there. [0:53] And in an emergency, please do not take the elevators. [0:57] And on that note, we'll do the pledge first. [1:00] So, council Flood, will you raise the pledge please? [1:10] United States of America to the Republic [1:17] in Liberty Justice. [1:24] Alright, and roll call Councillor Mills. [1:27] Good evening, Councillor Healy. Good [1:29] Evening, Councilor Webb. [1:31] Good evening, Councilor Chase. Good evening. [1:34] Councilor Flood. Hello, councilor Foot. [1:36] Good evening And good evening from the chair. [1:40] Is there a motion to open public forum? So [1:42] Moved. Second. [1:44] All in favor a Aye. Any opposed? All right. [1:48] The floor is yours. If you'd like to come up to speak, [1:51] please state your name and address for the record. [2:04] Steve Raffe. Is it [2:06] on Steve Raffe? [2:10] 13 North Shore Road? [2:12] I'm a business owner and a in downtown [2:16] real estate owner in the town of the builder. [2:21] Just a couple of things. First of all, welcome Mr. Haley. [2:24] I didn't get to say that you're in my district, so it's nice [2:26] to have you have another voice in my district. [2:29] That's great. I brought a drawing tonight. [2:32] I just wanna, we had previously, you know, [2:35] the town changed the long Folsom Road from a general [2:38] commercial zone to an I industrial zone, an I two zone. [2:42] I was not for that. I asked the council for months not [2:45] to vote it in right away, go through some of the things, [2:48] make sure it's right, it really is your job. [2:51] And of course when the resolution came out, they voted in [2:54] that day and we had quite a bit of time, well over a year [2:57] to take a look at it and look a little closer. [3:00] So now that I've been to the engineer, [3:02] there have been some issues with that zone [3:05] that wasn't taking care of it planning [3:06] and of course town council [3:08] would've had an opportunity to do that. [3:09] So I say that more for maybe the new council people [3:14] because I think it's good to take a look if you have time [3:16] to take the time to do it. [3:18] One of the things that came up while I was doing some [3:20] engineering on that was that [3:23] anywhere there's a residential home in an I two zone, [3:25] it's a 50 foot setback. [3:27] The problem with that, the lots are only 80 feet, [3:30] so now you need a variance. [3:31] Without the variance you could render a lot useless. [3:35] The engineer I've done, I've tried to scale down. [3:37] We originally had a 40,000 foot plan. [3:39] I showed the council, I try to scale it down [3:41] and now we're doing concepts, [3:43] seeing what's feasible, what's not. [3:44] It has become tougher with the I two, [3:46] the engineer recommended. [3:47] We just do industrial, [3:49] we can do now we can do metal buildings. [3:51] It's I two. There's no restrictions. [3:53] We can do something that would be much easier to build, [3:56] much cheaper and as profitable. [3:58] But I've started at the top end and I'm working my way down. [4:01] So just so you'll have an idea, most [4:04] of the lots over there are about 80 feet wide. [4:07] And, and I wanna show this drawing [4:09] because this is part of what we're looking at. [4:11] But you'll see these lots, they're all like the same size [4:14] and based on the setback [4:18] now being 50 feet, like from here, it's a variance. [4:21] If they deny the variance, which they could, I guess maybe [4:25] then of course there'd be no building. [4:27] So that property's been offline off the tax rolls for five [4:30] or six or seven years now about [4:32] $5 million in assessed value. [4:34] I was against the, the $5 million we gave back then to the, [4:39] and said okay to the state, one [4:41] of the town council chairs rec asked, I said, [4:44] I would've asked what we're getting for it in Derry [4:46] before we give up 5 million. [4:47] That previous council, none of you all voted [4:50] to give the 5 million. [4:51] And we ended up with what we ended up with. [4:54] So anyway, I just want to show you that [4:55] because sometimes your setbacks when you have another zone [4:58] can be different and you can restrict building [5:00] and I think the council should ask more questions [5:03] and hopefully they will the next time. [5:04] Now having said that, I've been told the bill straight [5:07] industrial because it's gonna be [5:09] a lot more profitable to me. [5:10] But we're starting here, so this is an area we own. [5:14] You'll know, you know, there's a garage here [5:16] with an auto sales that [5:18] would probably move into this building. [5:19] And then this is some land we're still working on it, [5:22] whether it be with the state or wherever. [5:23] If we could get a small portion of this, [5:25] we might be able to do too. [5:27] So that's where we're starting. [5:30] But who knows because now there's some variances involved [5:33] and do the math and all that. [5:35] So I just thought I'd bring that up [5:36] to when you have the time as a council, take the time [5:39] before you wrote a resolution on the first night when you [5:42] had a year and a half to do that. [5:43] And we could have worked a lot [5:44] of these things out and I would've been happy to help. [5:46] Thank you. Thank you for giving me the extra time too. [5:48] You welcome. [6:09] Move close. [6:22] Good evening. Good evening. [6:25] I wasn't gonna speak tonight, but Mr. Tren [6:28] Name and address for the record, please. [6:30] What name and address for the record, please? [6:32] I can do it if you like. Oh, [6:34] Oh, you wanna do it? [6:35] No. Richard Trip. It's Richard Trip. [6:36] Richard Trip 44 Wind Road. Wind Road. Yeah. Yes. [6:41] And 46 And 46. Yes. [6:43] 46. Yes, yes, yes. [6:46] I was, I was going through paperwork [6:51] to get my fraud thing from [6:56] the registry of dates. [7:00] And I, it's amazing the amount of paperwork [7:03] that you can generate, you know, having a house [7:06] and having paid off the deal, the, [7:12] the, the mortgage and everything, you know. [7:15] But anyhow, that's not what I wanna talk about tonight. [7:21] Like I said, Mr. [7:23] Tpe, he, he brought up something that I've observed in the [7:29] few years that I've been on the zoning board. [7:32] There's, there's zoning [7:38] regulations that appear to be, [7:41] you know, antiquated. [7:44] You know, the, there's things that change [7:48] in the annual updates that [7:54] Im impact existing code, you know, [7:58] and I, I I believe that you guys update the zoning what? [8:01] Once a year? Oh, you don't have to answer that. [8:04] I, I believe, [8:08] and I also believe that the planning board is the ones that [8:13] actually write the code updates, [8:15] which is actually probably Elizabeth, you know, [8:17] since she's a little more involved with [8:22] ordinances than the zoning part are. [8:25] But what I would like to recommend is that [8:31] when you guys get together [8:35] to start identifying what you're going to update [8:39] in the ordinances, that you give me a call [8:43] because I have some ideas on changes that should be made. [8:48] Because like I said, there, there's conflicting ordinances [8:52] that we on the zoning board have a hard time [9:02] contending with, you know, [9:04] and I, I believe that it would be a, a better idea than, [9:08] rather than us have to [9:13] operate, you know, on our own, that we, we get the, [9:18] the town to eliminate some of these conflicting ordinances. [9:23] Thank you [9:27] Madam Chair. [9:28] We're seeing none rise online. [9:30] Madam Chair. Seeing no other volunteers. [9:33] I move to close the public hearing. Second. [9:36] All right. Motion to close. All those in favor? A, aye. [9:40] Any opposed? All right. [9:47] The motions. Oh, sorry. The clerk. Okay. Yes. [9:52] I don't remember now. That was a motion [9:53] by Councilor Mills and second by councilor. [9:55] Correct. Okay. Sorry. All right. [10:00] We have a long consent agenda tonight. [10:03] We have, I I guess [10:04] before I go into this, is anybody, do we need [10:06] to separate it out at all before I read the whole thing? [10:09] We were all here for last time. Right? Okay. [10:11] Item 26 49 [10:12] to approve the non-public minutes from May 5th, 2026. [10:16] 26 50 to approve the minutes from May 5th, 2026. [10:20] 26 51 is to accept the resignation of [10:25] Brent SCA from the zoning board. [10:28] 26 52 is resolution 2026 dash 0 3 1 [10:33] CDBG authorization for the upper room. [10:36] There'll be a public hearing on this on June 2nd, 26 53. [10:41] Resolution 2026 dash 0 3 2 to update the housing [10:44] and community development plan. [10:46] There will also be a public hearing for that on June 2nd. [10:51] Item 26 54, resolution 2026 dash 0 3 3 [10:55] to accept a gift of a 30 year supply of energy drinks. [10:59] That's, that's real. [11:01] Your department public hearing on June 2nd [11:05] and 26 55. [11:07] Resolution 2026 dash 0 3 4 to accept a New Hampshire, [11:10] the beautiful grant for recycling equipment. [11:15] I'm assuming that also is a public hearing [11:18] is on the consent agenda. [11:19] So that will also have a public hearing on June 2nd. [11:24] Motion to accept the consent agenda. [11:28] Motion to [11:29] Accept not to do what I said. [11:31] All right. So motion by Councilor Foote. [11:33] Second. That second [11:34] by Councillor Mills on the motion. Councillor Mills? [11:37] Yes Please. Councilor Healy. Yes. Councillor Webb. Yes. [11:40] Councilor Chase? Yes. Councilor Flood. Yes. Councilor Foot? [11:43] Yes. And Chair Votes? Yes. Motion passes. [11:45] Seven zero under Chair's report. [11:50] We are looking at June 30th for our goals workshop. [11:54] So we just need to determine where we're doing that. [11:57] And a time Council. [11:59] Rob, you'd had suggestion for looking at offsite venue [12:02] Previously? [12:03] Yes, it was at the [12:07] Congregational Church up in East Area. [12:10] Okay. As they've just done a completed about a year ago, [12:15] $6 million in re in renovations that included [12:20] to the Meeting Room Foundation. [12:23] A new steeple oh nine yards. [12:25] I think it would be pretty, pretty cool to see [12:27] what they've done and have a meeting there. [12:29] It is pretty cool what they've done. [12:30] I would love to, I guess big question would be, Owen, [12:34] are you able to do that there? Okay. Yes. [12:36] Madam Chair, we're all set. We got you covered. [12:38] Okay. Are we able [12:39] to look into seeing if they would be able [12:41] to accommodate us there? [12:42] Does that work for everybody If we were to go there? Yeah, [12:45] We can have Sheila reach out. [12:46] What was the time determined? [12:48] We didn't get there yet. Okay. [12:50] So what time do we wanna do seven o'clock [12:52] kind of when we usually meet. [12:53] Do we wanna do earlier for that? [12:56] I think seven o'clock is good. [12:58] Okay. I'm fine with that. Okay. [13:02] So we'll look at seven o'clock if I could do that. Great. [13:06] The only other thing is, [13:08] I know there's been some movement and things happening. [13:10] Counselor Foot, would you like to put on your state rep hat [13:14] and update us on the HB 1 4 6 9. [13:17] Oh, thank you Madam Chair. [13:20] So May 6th it came out of committee Five zero. [13:23] Sorry. Before you do that, can you just remind us [13:25] what about what that bill does so people at home know? [13:28] Yes, thank you. Also, I think it's an important bill [13:30] for the town to talk [13:31] About. [13:32] House Bill 1469 is a human trafficking bill that originated [13:36] 'cause a lot of what we're dealing here in Derry. [13:38] Bills put forward this past year, many, [13:41] many stakeholders involved federal, state, local. [13:47] And it had had few hurdles here and there, [13:51] but it made it through the house on a 3 23 [13:54] to 28 vote on a roll call vote last month. [13:59] It then went to the Senate. [14:01] Senate passed it five zero Audit Committee. [14:04] They made three minor amendments, nothing that was [14:08] any impact to the underlying bill. [14:09] They were all in inconsequential. [14:11] May 14th, the full Senate passed it on consent. [14:15] And I was just notified today that the House, [14:18] 'cause once it goes to Senate [14:19] and make any changes, comes back to the house [14:21] to determine what happens to it. [14:23] And I was informed today that the house side has [14:27] non concurred and are opting for a committee, a conference, [14:31] which means that there'll be representatives from the house [14:34] and representatives from the state have [14:35] to meet from the Senate, have to meet together [14:37] and kind of have it out and whatnot. [14:40] I was told that I'm gonna be on the Committee of conference [14:42] to try to figure [14:44] that out. That's all I know. [14:48] Okay. And now, so you went back to committee in the house [14:51] and then they decided to send it to, [14:53] So yeah, so the committee chair, when, when it comes back [14:57] to the house, the, the, the committee that it started in [15:01] that chair makes a decision whether to concur non concur [15:04] or do a committee conference. [15:06] And it was decided non concur [15:08] request a committee conference. Okay. [15:11] Do we know who the chair of that committee is? [15:14] Representative Leon. Okay. [15:16] Thank you. Are there any questions on that Bill? [15:22] Again, I just feel this is a bill [15:23] that has hugely impacted our town [15:25] and we've seen, we've made such strides [15:27] to the extent we can in town [15:29] and this is a really important bill to get passed. So [15:32] It's definitely, definitely important. [15:33] Hopefully I'll get there. Yeah, no, [15:34] and again, the, the town administrator [15:38] and the chief can, can attest how important this bill is [15:41] and, and what the ordinance that we have here in town [15:44] that we've been establishing for the last few years, [15:46] I think 2023, I think we established that, you know, [15:49] still some loopholes and whatnot, [15:51] but dairy has been utilized as the, the sounding board [15:56] and the example of how [15:58] they want things to operate in the state. [16:00] So hopefully, [16:01] hopefully I have a good feeling it'll come out in a good, [16:04] Isn't this result? [16:05] Oh, sorry. Okay. Isn't representative of Leon on [16:10] A dairy rep? [16:12] Yeah, I, I haven't seen the, the amendment. Okay. [16:14] So I don't know what the language change will be, [16:16] so I'm not, I'm not sure what it entails, [16:20] but again, I, I have a pretty, [16:23] pretty comfortable it'll come out successful. [16:26] Excellent. Well thank you for your work on that. [16:29] That was all I had. Town administrator's [16:31] Report. [16:32] Yes. Good evening. So I have a couple of items [16:33] of community interest. [16:35] Monday will be the town's Memorial Day festivities. [16:41] So it will start with a parade. [16:44] The Memorial Day parade will stage at Hood Commons 55 [16:48] Crystal Ave at 10:00 AM [16:50] and the parade will kick off at 10:30 AM the parade work [16:53] route works its way down Crystal Ave finishing at McGregor [16:58] Park where there'll be some additional [17:00] ceremonies at that location. [17:03] All this information is on the town's website. [17:06] I believe it's on the Linked through the Town's parks [17:09] and Recreation department. [17:10] And I've seen it on Facebook a couple of times [17:13] because of the America two 50 anniversary. [17:15] There's gonna be a military flyover [17:18] and also a static display of military equipment. [17:21] So that's gonna be enhanced from kind of the, you know, the, [17:25] the normal parades that we've seen in the past years. [17:28] But many thanks to the Memorial Day parade committee, [17:30] including VFW post 1617 [17:33] and their auxiliary American Legion post nine in their [17:36] auxiliary dairy cam and dairy parks [17:39] and recreations for their [17:40] contributions in planning this event. [17:41] And I'm sure, I hope I didn't leave anybody out, [17:44] but that's gonna be on Monday, May 25th. [17:48] A couple other governmental items of note [17:51] tax collector's office, again, [17:52] I mentioned this at the last meeting, [17:53] their hours will be changing effective July 6th, 2026. [17:58] This will also be in effect for the town clerk's office. [18:02] We will be open Monday through Friday, 7:00 PM to 4:00 PM [18:07] and we will have a one hour late on Wednesdays [18:10] until 5:00 PM So that change will be posted [18:13] with a sign outside. [18:15] It'll also be on our town website, I believe it already is. [18:18] And so we'll continue to talk about [18:20] that in future meetings just [18:21] to make sure everybody is aware of that. [18:23] And then lastly, I was in contact with the tax collector. [18:27] She indicates that the [18:29] first half tax bills are almost done in their proofing [18:33] process and they will be distributed within the next [18:36] seven to 10 days. [18:37] The due date on the first half tax bills [18:40] for 2026 will be July 1st, 2026. [18:43] So that'll be coming in the mail. [18:46] I do wanna make sure that, that we talk about this openly. [18:50] The first tax bill in 2026 is, is going [18:54] to be at the $18 and 99 cents rate. [18:57] That's the tax rate that is determined at the end [19:01] of the 2025 calendar year. [19:04] So all the items that we went [19:07] through the town council's budget [19:09] and also through the school SB two process [19:12] is not included within this tax bill. [19:14] So a new rate will be determined in October, 2026 [19:18] that will be reflected in the bill that is due in [19:22] December, 2026. [19:23] And new rate will be determined. [19:25] So we as the town council had [19:30] or will be holding to that 3.3 CPI rate. [19:34] I do want to make sure that people understand [19:36] that the way it works, you pay for the full value [19:39] of 2026 based on that higher rate. [19:43] And then you subtract out the first half tax that you paid. [19:46] So in some instances, [19:48] let's just say it was a $10,000 tax bill [19:51] that was determined in the second half of the year, [19:53] you paid $4,000 based on the old rate you would be due [19:57] to pay the remaining $6,000. [19:59] So the point I'm trying to make is that the bills going from [20:03] the June to the December, 2026 could be vastly different. [20:08] And I just wanna make sure people are aware of that. [20:10] Not necessarily because of the towns 3.3 CPI, [20:14] but you have county and school components that [20:17] people should be aware of that were voted through [20:20] and that are in the process in the county situation. [20:23] So just wanna make sure everybody's aware of that. [20:25] If any questions, feel free to reach out. [20:27] But the tax bills will have the old rate of 1899 [20:31] for the June or July due date [20:34] and then a new rate in December. [20:35] So that's all I have. [20:37] Any questions? Council [20:39] Webb, on the tax bill, when, [20:41] when the final numbers are determined in October, will we [20:46] put it out on the webpage [20:48] and social media, including the breakdown [20:51] so people can understand even [20:53] before they get the, the tax bills go out in December, [20:56] what the tax rate would be on, [20:58] let's say the average value home in dairy? [21:00] Yep, absolutely. If you recall last year we had a [21:05] PowerPoint presentation [21:06] that was done immediately after that. [21:07] Right When the tax rate is established, [21:10] it is posted immediately [21:12] to the town's website is also available [21:14] through the New Hampshire DRA. [21:16] So all the, this information is readily available of [21:19] what I'm talking about Now for the current rate, [21:21] when the future rate is determined, sometimes we have [21:24] to wait for New Hampshire DRA to give us that final number. [21:27] But when it's all put together, we do put that out [21:31] and it's picked up pretty, pretty rapidly on, [21:33] on social media for sure. [21:39] Any other questions? All right. [21:43] Next up we have a public hearing item 26 45, [21:48] resolution 2026 dash 0 29 [21:50] to accept a New Hampshire Highway Safety grant [21:53] for various traffic enforcements activities. [21:55] Chief FII chair, [21:57] Would you mind before that, I heard [21:59] that House Bill 1469 was discussed. [22:01] I'd like to provide a timely and correct update to what's [22:05] Going. [22:06] I think you can wait till though [22:06] we've gone through our business. [22:07] Okay. Thank you. If you've actually, [22:09] I'll miss the little league game. I'll sit in the back [22:10] Door. [22:11] Ready? No, you there Was there was public [22:12] forum at the start of the meeting? [22:13] Yes. Come on. Be part [22:15] Of it. [22:16] Thank you. [22:23] Good evening counsel. This evening I appear to seek [22:27] authorization to apply for Highway Safety Agency grant for [22:33] specific enforcement patrols, [22:35] specifically DUI enforcement patrols, [22:38] distracted driving patrols, pedestrian bicycle patrols [22:41] and mobilization patrols each year. [22:43] You may recall we do this every year. [22:45] The Highway Safety Agency, [22:47] New Hampshire Highway Safety Agency Awards communities, [22:50] various communities, certain amounts of money [22:52] to perform extra patrols for these enforcement patrols. [22:57] This year they've awarded dairy [22:59] for speed enforcement patrols, $12,000 [23:03] for DUI enforcement patrols, $1,600 [23:06] for distracted driving patrols, $4,000 [23:09] for pedestrian bicycle patrols, $3,000 [23:12] and for mobilization patrols $3,700 for a total [23:16] of $24,300. [23:19] That amount of that grant demands a public hearing. [23:22] I'm happy to answer questions now or [23:24] after the public hearing your choice. [23:27] Okay. Is there a motion to open public hearing? [23:29] I make a motion that we open the public hearing second. A [23:32] A All those in favor? [23:34] Aye. Sorry. There's a motion by Councilor Webb, [23:36] second by Councilor Mills. [23:38] All right. Public hearing is open on this topic. [23:42] Madam Chair, we're seeing none rise online. Motion by Council Mills second by Councilor Healy. [23:58] All those in favor? Aye. Aye. Opposed? [24:01] All questions from counselors. [24:05] Madam Chair, I move. Oh, hold [24:08] On. First [24:08] Question, just one quick question. [24:11] You said pedestrian bicycle patrols [24:14] and I've just noticed through town we're seeing a lot of, [24:18] it may not be appropriate to this grant, [24:20] but I thought of it when reading it [24:25] a lot more kids on e-bikes [24:27] and e scooters talking to one of these kids. [24:30] I know they can get 'em up to almost 50 miles an hour. [24:34] And has, have you been seeing any issues [24:37] or problems with those? [24:39] We have had complaints about the operation [24:41] of various types of e-bikes and minibikes Yeah. [24:45] Motorized bikes in town over the, the past few months [24:49] and as we get through all months, those, [24:50] those complaints increase. [24:52] That was that those types [24:53] of operation would absolutely be pertinent to these patrols. [24:56] Okay. [25:01] Any other questions? Seeing no further questions Madam [25:05] Chair, I move [25:06] that the Town Council adopt resolution 2026 dash [25:10] 0 2 9 to accept a New Hampshire Highway Safety Agency grant [25:14] for various traffic enforcement activities. [25:18] Whereas Section nine point 15 of the Town Charter [25:22] authorizes the town council to accept grant funding [25:26] and whereas funding is available [25:27] through the New Hampshire Highway Safety Agency [25:30] and whereas the town may receive funds [25:32] for various traffic enforcement activities [25:35] and whereas these activities enhance the safety [25:38] of the traveling public in dairy now [25:40] therefore be it resolved in counsel pursuant [25:43] to RSA 31 95 B, [25:47] that the town administrator is hereby authorized to apply [25:50] for except [25:52] and expend $24,300 derived from the [25:56] New Hampshire Highway Safety Agency grants [25:59] and to enter into agreements with the state of New Hampshire [26:02] as may be necessary to finalize receipt [26:05] of this grant funding [26:07] for the following Speed enforcement troll patrols $12,000, [26:12] which consists of 44 hour patrols, [26:16] DUI enforcement patrols $1,600, which is equal [26:19] to five four hour patrols distracted driving patrols, [26:23] $4,000 equal to 13 four hour patrols, [26:28] pedestrian bicycle patrols, $3,000 equal [26:32] to ten four hour patrols. [26:34] And finally mobilization patrols, $3,700 equal to 12 [26:40] four hour patrols. [26:41] This resolution shall take effect [26:43] immediately upon its passage. [26:47] I second it. Okay. [26:49] Motion by Council Mills second by Councilor Webb. [26:51] Any further discussion on the motion? Councilor Mills? [26:55] Yes. Councilor Healy. Yes. Councilor Webb? Yes. [26:57] Councilor Chase? Yes. Councilor Flood? Yes. Councilor Foot? [27:00] Yes. And chair votes? Yes. Motion passes. [27:02] Seven zero. Thank you. [27:04] Thank you Counsel. And the last one, [27:08] and this isn't just new business resolution 2026 dash zero [27:13] nine to accept a New Hampshire Highway Safety grant [27:15] for the purchase of mobile data equipment. [27:18] Good evening. Once again. This agenda item, [27:21] I seek authority to apply [27:23] for equipment from the New Hampshire Highway Safety Agency, [27:27] specifically two rugged tablets, [27:30] two keyboards to go along with those. [27:32] And a jet printer for installation [27:35] and not one of our cruisers. [27:36] All this equipment will go in, in, in some of our cruisers. [27:40] And this equipment will make our fleet complete [27:44] and whole with respect to the application of this technology [27:47] so that all of our cruisers are patrol ready, ready to go. [27:50] With this technology on board. [27:53] We will get 80% funding [27:57] for the computers [27:59] and we get 100% funding for the pocket printer. [28:03] So you can see on the staff report if you have it in front [28:06] of you, we seek to spend $7,896 on the computers. [28:11] $450, $54 on the keyboards [28:13] and $350 61 cents on the printer. [28:17] The grant total is the requested expenditure is [28:21] $8,700 and 61 cents. [28:24] The grant will cover $7,030 and 61 cents. [28:29] So we have a local match cash match, which we will take out [28:32] of our already approved and appropriated funds. [28:36] I'm not looking for any additional appropriations this [28:38] evening of $1,670. [28:42] We do not need because of the amount, [28:44] I believe a public hearing for this matter. [28:46] So I'm happy to answer any questions and go from there. [28:51] Any questions from the council? [28:55] Alright, I like to [28:58] Madam chairing no further questions. [29:01] I move resolution 2026 dash 0 1 9 [29:06] to accept a New Hampshire Highway Safety Agency grant [29:10] for mobile data equipment. [29:12] Whereas Section nine point 15 [29:14] of the Town Charter authorizes the Town Council [29:17] to accept grant funding. [29:19] And whereas funding is available [29:20] through the New Hampshire Highway Safety Agency, [29:23] and whereas the town may receive funds [29:25] for various traffic enforcement activities [29:28] and whereas these activities enhance the safety [29:30] of the traveling public in dairy now [29:33] therefore be it resolved in counsel pursuant [29:35] to RSA 31 95 B, that the town administrator [29:40] is hereby authorized to apply for, accept [29:43] and expend $7,030 [29:46] and 61 cents derived from the New Hampshire Highway [29:50] Safety Agency grants. [29:52] And to enter into agreements with the State of New Hampshire [29:54] as may be necessary to finalize receipt [29:57] of this grant funding for the following two G Tac, [30:02] a one 40 fully rugged tablets at [30:05] $3,948 each for a total [30:08] of $7,896 two G tac rugged keyboards [30:13] at 2 27 each for a total of $454 [30:18] and one brother pocket Jet eight printer at $350 [30:23] and 61 cents. [30:25] Total project cost 8,000 [30:27] seven hundred and sixty one three $8,700 [30:32] and 61 cents. [30:34] This grant covers $7,030 and 61 cents. [30:39] This resolution shall take effect [30:40] immediately upon its passage. [30:44] I'll second it. Right. [30:45] Motion by Councilor Mills second [30:47] by Councilor Webb on the motion. Councilor Mills? [30:50] Yes. Councillor Healy. Yes. Councilor Webb? Yes. [30:53] Councilor Chase. Yes. Councillor Flood? Yes. [30:55] Councillor Foot? Yes. And Chair votes? Yes. Motion passes. [30:59] Seven zero. Thank you. You thank, thank you. [31:01] Council Representative. [31:03] Leon, do you have anything that is different than [31:05] what was stated to add to this? I don't [31:08] Know. [31:09] I, I don't know everything [31:09] that was stated, but I'd just like [31:11] To provide an update on where it is. I'll be [31:12] Very brief. [31:13] So we received an update already, [31:14] so I will give you two minutes [31:16] to give an update, but that's it. [31:17] 'cause we, that's what we [31:19] received was an update on the bill. [31:20] Okay. Thank you. So as far as the bill goes, [31:23] house Bill 1469 came outta the Senate with a few changes. [31:27] However, it was not updated to ensure that a natural person [31:31] would be the person operating a massage establishment if [31:34] they're not licensed as a massage therapist. [31:36] This leaves a very large loophole for the problem [31:39] that Chief FII has been addressing when somebody has an LLC [31:43] registered to a facility in one town [31:45] and then swaps them out when they are brought, [31:47] when somebody comes against them. [31:50] What is necessary with this is to ensure [31:52] that somebody can go to prison [31:54] or jail for sex trafficking if this is [31:57] happening in our communities. [31:58] And if we cannot ensure that a natural person is holding [32:02] that license, a health [32:04] and safety inspection won't do anything [32:05] to hold people accountable. [32:07] So I appointed a representative foot on the, [32:10] on the conference committee to ensure [32:13] that his prime sponsor, all of his intentions [32:15] of the bill are brought forward. [32:16] And I'm sure that his intention is that people [32:19] who are doing this will go to jail if necessary. [32:22] And we were going to discuss this more afterwards. [32:24] We formed this conference committee today [32:26] because I received it from the Senate. [32:28] This will move forward, this will pass. [32:31] We will ensure that we are not having the massage [32:34] establishments like we have seen in this town. [32:36] And this is something that will move forward and become law. [32:40] I believe that that had already been communicated [32:42] to the stakeholders through some [32:44] of the representatives who spoke with the speaker. [32:46] But I will give you my personal word that I will ensure that [32:50] as long as a natural person is required [32:52] to open a massage establishment, this will move forward, [32:55] be signed into law [32:56] and make sure that we can get rid [32:57] of these terrible false businesses. [33:01] Thank you. Thank you. [33:04] All right. Counselor comments. Councilor Haley? [33:09] Yeah, I just wanted to remind dairy residents that the [33:13] filing period for state offices is [33:16] June 3rd through the 12th. [33:18] And before that, on Tuesday, June 2nd is the last day [33:23] for party changes before the September 8th primary. [33:27] So the supervisors of the checklist will be in session from [33:30] six to seven 30 that evening to accept any party changes. [33:35] So you want to check your party affiliation, you can go [33:38] to the Secretary of State's website, [33:40] you can look in the lobby. [33:41] There's the, the alpha voter list down there. [33:45] Make sure you're registered how you want to be, [33:48] because on election day, if you're in one party, [33:51] that's the ballot that you get. [33:54] A lot of people don't realize [33:55] that when you declare on an election day, if you don't go to [33:59] that change back table, you're in that party. [34:01] So it's very important to check prior to [34:06] that June 2nd date [34:07] and just make sure you're affiliated the way you want to be. [34:11] Thank you. Our town clerk had texted me to give [34:14] that update, but you did it way better than I was gonna say. [34:17] Thank you. Councilor Web [34:21] On May. [34:22] Actually, last Saturday, the dairy VFW had its [34:28] flag day and annual award ceremony. [34:32] And they selected several people [34:34] to be recognized there. [34:38] And the first one was patrolman Josh Morris, [34:40] who was a police officer of the year. [34:43] He was recognized for basically [34:48] by himself having to talk down an armed endangered subject [34:53] and resolve the situation peacefully. [34:58] Firefighter Andrew Real was recognized [35:01] for his community work fire department paramedic [35:07] Matano was recognized for his work in the CAS accreditation, [35:12] which he presented here as well as [35:18] a program, hunger 365. [35:22] And dispatcher, Chuck Tinkham was [35:26] also recognized for all the work he has done, [35:28] particularly in moving the communication center from the old [35:32] central to the News News station. [35:36] Jack Dormer or Eagle Scout from the Boy Scouts of America [35:41] was recognized for his project. [35:43] And there were also several Voice of Democracy winners. [35:45] These are high school students who, with the VFW, [35:50] they wrote award-winning essays [35:53] and they were Elizabeth Rose Ireland, Jack Ginetti, [36:00] and Tiana Barton. [36:02] And the VFW also recognized as Teacher of the Year. [36:05] Nicole Stowers. They, [36:11] the rest of the ceremony unfortunately, wasn't able [36:13] to keep up with all the names, [36:15] but they recognized many of their own members [36:17] who have contributed to the hard work [36:19] that they've been doing throughout the year in supporting [36:22] veterans and organizing events such as [36:26] the Flag Day ceremonies. [36:29] Did I miss anybody? [36:32] I don't think so. And I was there also, [36:34] but I didn't write everybody's names down. [36:35] Thank you. [36:39] All right. I would, oh no, I got one. [36:40] Before we go, I just always, I, every year I say, [36:45] I think I say this right before Memorial Day, [36:47] and I just encourage people, I know that it is our first [36:51] sign of summer and everybody wants to get to the cookout, [36:54] but please, I just really ask people to take a moment [36:58] to realize Memorial Day is about our veterans [37:00] that we have lost, who have defended this country. [37:03] Whether it's when they've defended [37:04] or when they've been defending the country, or after, [37:06] and an hour of your time to go to a Memorial Day ceremony. [37:10] We do a great job here in town. [37:12] If you have a hometown you wanna go to, [37:14] but an hour out of your day to go honor those veterans [37:17] who put their lives on the line for us [37:18] before you go to your cookout, [37:20] would be much appreciated. Yes. Councilor [37:24] Mills, I, I would like to recognize [37:27] and thank both Representative Foot and Leon for their update [37:31] and their commitment to the Massage Parlor. [37:34] Bill, thank you very much for that. [37:36] And seeing no further questions. [37:40] One thing. Wait, wait. You all right, go ahead. [37:43] Thank you, Madame to Councilor Webb. [37:47] Also the VFW this past weekend had a rock [37:50] march very well attended. [37:53] I saw kids as little as, I'm guessing maybe four [37:55] or five years old, up to, [37:57] we had a gentleman in their eighties [37:58] that were running it and walking. [38:00] So it was a very good turnout. So I believe it'll be [38:03] May 15th next year. Som calendars. [38:07] Thank you. Okay, now you're on. [38:11] Say no further questions. [38:13] So, Madam Chair, I'd like to move. We adjourn. [38:16] Second. All in favor? Aye. [38:19] Aye. Thank you everybody. Have a good night.
