[0:00] Good evening everyone. [0:01] Welcome to the Tuesday, June 2nd, 2026 Town Council meeting. [0:04] Council foot, would you lead us in the pledge please? [0:08] I pledge allegiance to the flag [0:11] by the United States America [0:12] and to the Republic in one nation [0:16] undergo indivisible with liberty and justice for all. [0:23] Thank you. Just a reminder [0:25] that please silence all cell phones [0:27] and in case of emergency there's an [0:29] at the back and the side. [0:30] And don't use the elevator. Alright, we'll do roll call. [0:35] Council Mills, can you hear me down there? [0:39] Good evening, councilor Chase. [0:43] Good evening, councilor Foot. [0:45] Oh, sorry, I skipped Councilor Flood. That's right. [0:48] Councilor Foot. Councilor Foot. Good evening. [0:51] Good evening from the chair. And Councilor Webb [0:53] and Councilor Healy are unable to join us this evening. [0:58] Alright, is there a Motion for Public forum? So moved. [1:03] Second. All right. All those in favor? Aye. Aye. Alright. [1:07] Public forum is open floor is yours. You can come up. [1:10] Please state your name and address for the record please. [1:15] And I apologize for my sniffly allergy. [1:19] My, Hello? [1:24] Can you hear me? Yes. Oh, there we go. [1:28] Jamie Car six L Richardson Road. [1:31] I just wanted to say happy pride month everybody. [1:34] And I noticed the pride flag hanging downstairs, [1:37] so I just wanted to thank you guys [1:38] for continuing that tradition. [1:40] I'm sure Dave Nessi will be very happy [1:42] 'cause I know that was something he was concerned about. [1:45] And I also just wanted to say for anyone who doesn't know [1:48] that Wyndham Pride is on Saturday from 12 to four [1:52] at Windham High School. [1:54] So happy Pride. [1:56] Thank you. [2:24] Good evening counselors. [2:26] Madam Secretary, Tom Cardin, two Cunningham Drive. [2:29] I just had a couple comments about the Brook Hollow Project [2:34] that is a proposal in London Dairy. [2:37] I'm sure most of you guys know about it. [2:39] It's a, you know, a a thousand unit development with 160,000 [2:45] square feet of, of commercial retail, [2:48] which is about the size of, of Walmart. [2:50] But they're, they're proposing that, [2:52] and I just wanted to read just a couple [2:54] of the notes from the planning board [2:56] recent planning board meeting. [2:58] And this is from the town admin from the London [3:02] Dairy Town Administrator. [3:04] You know, he said they could approach the town council about [3:07] exploring inter local agreement with dairy. [3:10] And this has to do with, with the, [3:11] with fire safety, with the fire department. [3:13] 'cause they don't, the closest fire department is, I guess, [3:17] is over by the airport, which is nine minutes away [3:20] or 10 minutes away, where, you know, [3:23] station three in Derry is only a couple of minutes away. [3:26] You know, it's an agreement with the neighboring town will [3:29] cost money, but it might be more [3:30] affordable than a new station. [3:33] I know that's not traditionally [3:34] how things are done in New Hampshire, [3:36] but it would make sense for us to look at it that way. [3:39] The administrator said a $15 million fire station [3:43] with $47 million worth of equipment [3:45] and operating expenses would be very challenging [3:48] for the community to be able to maintain in the long run. [3:51] Some planning board members best doubt whether Dairy's [3:55] Fire station has large enough apparatus to serve [3:58] Brook Hollow development as proposed. [4:01] So I think this is something that I, I hope that, [4:05] that the town does not consider doing this. [4:07] I think London Dairy stands very much to benefit from this [4:11] because they'll be getting tax dollars from us [4:14] and, you know, [4:15] and then on, on the other side, you know, dairy's gonna have [4:19] to be using their infrastructure for, [4:22] for the fire department there. [4:23] And I think it's one of the gentlemen said here, [4:25] it's not gonna be anywhere near big enough. [4:26] So anyway, I just, you know, I I think one of the things [4:31] that kind of bothers me over the years is there hasn't been [4:33] that much communication between dairy [4:36] and London Dairy over some of these projects. [4:38] I know when, when they were doing the Gateway community, one [4:42] of the suggestions I made is, you know, [4:44] have you been talking to London Dairy about, you know, [4:47] about any of the zoning changes and what they're gonna do? [4:50] And the comment to me was, well we've, [4:53] we've had a little bit of contact with them [4:54] and that seemed to be about it. [4:56] So anyway, thank you very much. [5:06] Madam Chair. We're seeing gun rise online. [5:10] Anyone Else? Signal further participants, I move [5:12] to close the public hearing, please second. [5:15] All those in favor? Aye. Aye. [5:18] All right. Public forum is closed on the consent agenda. [5:21] We have a few items. 26 57 [5:25] to approve the non-public minutes from May 19th, 2020 [5:28] 6, 26 58 to approve the minutes from May 19th, 2026. [5:33] Item 26 59 is resolution 2026 dash 0 3 5 [5:38] to accept a donated gift card from T-Bone. [5:41] And given that that is a gift [5:42] of less than a thousand dollars, we are authorized to accept [5:44] that under consent agenda 26 60 is resolution [5:49] 2026 dash 0 3 6 to accept a gift from [5:54] Children's Hospital of Dartmouth or Chad. [5:55] And again, that's a gift of less than a thousand dollars. [5:58] So we can authorize [6:00] and accept that under the consent agenda. [6:04] Madam Chair, I move approval [6:06] of the consent agenda as published. [6:08] Second. Alright. [6:11] Motion by Councilor Mills, second [6:12] by Councilor Foot on the motion. [6:14] Councilor Mills? Yes. Councillor Chase? Yes. [6:17] Councillor Flood? Yes. Councillor Foote? Yes. [6:19] And Chair votes? Yes. Motion passes. Five zero. [6:23] I do not have anything under the chair's report tonight. [6:28] I will save my one comment I have till the end [6:30] of the meeting, so I will turn it over to [6:33] our town administrator. [6:34] Alright, good evening. [6:36] As the weather, it looks like it's going to eventually turn [6:40] to warm here. [6:42] We're entering into the month of June. [6:44] I've got some community information to pass along. [6:46] So tomorrow, June 3rd Wednesday is the first of the what we, [6:51] colloquially you'll know as the farmer's market. [6:54] That'll be going on in downtown, starting three [6:57] to 7:00 PM every Wednesday until September 30th. [7:00] So that'll be something that's an attraction [7:02] to the downtown area. [7:03] It's been going on for many years. [7:04] Volunteers do a great job at that. [7:07] I also wanted to take an opportunity to talk about some [7:10] of the summer updates for the Parks [7:12] and Recreation Department. [7:14] We have Spring tee-ball [7:16] and peewee soccer that's gonna be concluding in mid-June. [7:20] The summer concert series, [7:21] those are Tuesday nights at 7:00 PM Those [7:24] begin on June 12th. [7:26] So that's going to be held every Tuesday night [7:30] through August 18th. [7:33] Galleon's Beach and the splash pad are open on June 20th, [7:38] weather permitting and those operating hours are 10 [7:40] to seven, seven days a week. [7:43] And obviously if it's thundering [7:44] or if it's raining, they may not be open. [7:47] But that's a very popular outing for many families. [7:51] Birthday parties at the Dawn Ball Park patio. [7:54] Those will begin on Saturday, June 27th. [7:58] If there's any questions for availability, please reach out [8:00] to the Parks and Recreation Department. [8:03] Story Time will be going on at the Dawn Ball Park. [8:07] Those will be held on Tuesdays at 10 30. [8:10] We have fireworks coming up that's on the 4th of July. [8:14] That'll be held at dusk [8:15] and that is in the traditional location behind Hood Park. [8:20] And then obviously we have other activities such [8:22] as Wednesday Fun days. [8:24] All this information that I'm providing here today is found [8:27] on the town's website [8:29] and please refer to that for additional information. [8:35] I also wanted to point out the activities by our DPW crews. [8:38] They've been out freshening up all the lines. [8:41] Crosswalks stop bars. [8:43] Just as a reminder, we also do the long lines, our yellows [8:47] and our white fog lines. [8:49] Those are typically done later in the year by contract. [8:53] So those are not done at this time of the year, [8:55] but you will see the crosswalks and the stops [8:58] and the, any of the parking situations set up [9:03] by our crews from DPW. [9:04] So there's still quite a bit to do, [9:06] but they've made quite a bit of progress. [9:08] Other general governmental information [9:11] tax collector's office is changing its hours [9:14] along with the town clerk. [9:16] That'll be effective starting July 6th. [9:18] And those hours will be Monday through Friday, 7:00 AM [9:22] to 4:00 PM and Wednesdays it will be open an extra late hour [9:26] until 5:00 PM And lastly, [9:29] the first half tax bills have been sent. [9:31] The due dates on that will be July 1st, 2026. [9:35] If there's any questions on the assessment, [9:37] reach out to the assessor's office. [9:39] Any questions on the tax bill [9:41] and their due dates, please reach out to the tax collector. [9:44] So that's all I have this evening [9:45] for the town Administrator's report. [9:47] Great, thank you. All right. Onto public hearings. [9:51] So our first two items are kind of grouped together. [9:55] So 26 52 and 26 53. [9:58] We're gonna do things a little bit differently [10:00] but we'll we'll get, we'll get you through it. [10:02] So they 20, I'm gonna announce both of them [10:04] and then we'll start the process. [10:05] But we'll be talking about things separately. [10:08] Item 26 52 is for resolution 2026 dash 0 3 1 [10:14] CDBG authorization for the upper room. [10:17] And 26 53 will be resolution 2026 dash 0 3 2. [10:21] An update to update housing and community development plan. [10:24] And so for both of these I'm gonna turn over to Mike Fowler [10:28] and our CBDG consultant. Don Elaine. [10:32] Alright, thank you. Donna, [10:33] you can head up to the podium there. [10:35] So the, the Town of Dairy serves [10:39] as a, as a agent for CBDG grant funding. [10:44] So we're having multiple public hearings this evening [10:48] to support an effort at the upper room. [10:50] We have been a partner with the upper room for many years [10:54] on our own programs. [10:56] We do provide funding for the upper room for various matters [11:00] and they do a wonderful job throughout the community. [11:03] And as such, there was a previous, [11:05] I think this was back three years ago, there was a grant [11:09] that was set up for planning for their existing facility. [11:12] This is another grant opportunity [11:14] that we would like to support. [11:17] So with that, I'll hand it over to Donna [11:19] to start the public hearing process. [11:22] Thank you. Good evening. [11:24] I have to read too, and I apologize for that. [11:26] But Community development block grant funds are available [11:29] to municipalities through the New Hampshire Community [11:32] Development Finance Authority up to $500,000. [11:35] I have to change this, actually this just changed last week. [11:38] So up to $500,000 is available [11:40] for economic development projects [11:42] and now we have up to $750,000 for housing projects. [11:46] Up to $750,000 for public facility projects up [11:51] to $500,000 in emergency funds [11:53] and up to $25,000 per planning study grant, [11:57] all projects must directly benefit a majority of low [12:00] and moderate income persons. [12:01] This is a proposed community development block grant [12:04] application to the community development finance authority [12:06] for up to $25,000 in community development block [12:10] grant planning study funds. [12:12] The town will retain up to 3,500 for administrative expenses [12:16] and the remainder will be subgrant to the upper room. [12:19] A family resource center located at, [12:21] I can never say this name, [12:22] that's Yourdo Shado 36 Shado Road in Derry. [12:26] The upper room has acquired a neighboring property at 42 CDO [12:30] Road and would like A-C-D-B-G planning study funds [12:33] to get preliminary design and cost estimates [12:36] and adequate documents to determine the feasibility [12:39] of increasing their current services in space. [12:41] Utilizing this new property, [12:43] the upper room offers services such [12:45] as high school education, juvenile diversion and parenting, [12:48] and home visiting, food pantry, homeless youth services. [12:52] The majority of persons [12:53] and families accessing these services are [12:55] of low and moderate income. [12:57] This project conforms with dairy's proposed housing. [13:00] Its proposed and existing housing community development plan [13:04] goal of promote activities that protect the health [13:07] and safety of residents and visitors. [13:09] And that is a short term and a long term goal in that plan. [13:13] Alright, is there for this, this piece of it, [13:16] is there a motion to open public hearing? [13:19] So moved Madam Chair second. Alright, all those in favor? [13:24] A. Aye. All right. [13:26] So public hearing on this is open right now, [13:30] if anyone would like to speak. [13:34] Is there anyone Line Owen [13:37] Madam chair, we're seeing none rise at this time. [13:39] Move to close public hearing. Second. [13:41] Alright, motion to close public hearing. All those in favor? [13:45] Aye. Aye. Any opposed or abstentions? Okay. [13:48] Any questions from counselors before we move on? [13:52] Alright, one down next part. [13:57] So the next one is on the residential anti displacement [14:00] and relocation assistance plan for this proposed study. [14:04] This is a funny plan because we're not displacing [14:08] or relocating anybody at all. [14:10] But every time we apply for CDBG funds, we have to adopt it. [14:13] It's project specific. [14:15] That means you have adopted this every time we've [14:17] asked for funds in the past. [14:19] So this plan outlines measures under the Uniform Relocation [14:22] Act required for CDBG projects that involve any displacement [14:25] or relocations of persons or businesses. [14:28] If the town were to undertake A-C-D-B-G project, [14:31] which involved displacement [14:32] or relocation, they would follow this plan. [14:35] The plan outlines measures they would take [14:37] to find comparable suitable housing for persons [14:40] or businesses displaced or relocated. [14:42] This project does not anticipate displacement [14:45] or relocation as it is just a planning study. [14:50] Motion to open public hearing [14:51] Chair. I move to open public hearing. [14:53] Second. Motion by Council foot second by Councilor Mills. [14:56] All those in favor? Aye. Aye. Alright. [14:59] Anyone from the public wish [15:00] to speak on the residential anti displacement [15:03] and relocation assistant plan assistance plan? [15:06] Seeing none rise online. Madam Chair, [15:09] Move to close public hearing. [15:10] Second. Alright, motion by council foot second [15:13] by Council Mills to close public hearing. [15:14] All those in favor? Aye. Aye. Aye. Okay. [15:17] And finally, the updated housing Community [15:20] Community Development plan. [15:22] The housing Community development plan outlines long [15:24] and short term goals for the town. [15:26] It was adopt last adopted in 2023. [15:29] CDBG requires a housing community development plan [15:32] that is no more than three years old. [15:34] No changes have been made to your 2023 plan. [15:38] So would you like me to go through these goals? [15:42] Yeah, if that. Okay. [15:43] So the short term goals are review current zoning [15:46] and extend water and sewer [15:48] to encourage commercial development on Route 28 s market [15:51] and fully develop available properties within dairy [15:54] commerce corridor. [15:55] Tax increment finance district work [15:58] with the Rockingham Economic Development Corporation [16:00] to assist local and prospective businesses [16:02] with their expansion plans and loan and tax credit programs. [16:06] As well as community development block grants [16:08] through the community development finance authority, [16:11] annual review [16:12] and adoption of capital improvement plan, [16:14] regular two times a year, meetings of town council [16:17] and the planning board and economic development director [16:19] to ensure that zoning regulations promote [16:22] effective economic development. [16:24] Continue to review and revise [16:26] as necessary the land development control regulations, [16:28] architectural design regulations, which were adopted [16:31] by the town in 2005. [16:33] Okay. These are more the ones we generally see for CDBG. [16:36] Encourage public and private water [16:38] and wastewater systems that are safe. [16:40] Sanitary. Meet DES regulations. [16:44] Develop a plan to promote heritage tourism, develop a vision [16:48] and plan for the exit. [16:49] Four. A gateway which will support [16:51] and encourage economic development [16:53] and redevelopment opportunities. [16:54] This is another general CDBG one. [16:56] Encourage a varied stock of safe, sanitary, decent, [16:59] and affordable housing for persons [17:00] of all age and income groups. [17:02] Encourage economic development activities [17:05] to increase quality industrial com [17:06] and commercial development. [17:08] Encourage the expansion [17:09] and retention of employment opportunities for residents. [17:13] This one seems to be a another. Repeat. [17:16] Encourage municipal and private water [17:18] and wastewater systems at are safe Sanitary. [17:20] Meet DES regulations, preserve [17:22] and promote the town's historically [17:23] and culturally significant structures. [17:26] And this is the one that we're addressing with our study, [17:28] is promote activities that protect the health [17:30] and safety of resident and visitors. [17:35] I'm gonna open the hearing on this one. [17:37] Madam Chair. I move to open public hearing. [17:40] Second. Motion by council foot second [17:43] by Council Mills to open public hearing. [17:44] All those in favor? Aye. Aye. Aye. All right. [17:47] Anyone wanna speak on this last part? [17:51] Seeing none online. Madam Chair, [17:53] Move to close public hearing. [17:54] Second. Motion by Council foot second [17:56] by Council Mills to close public hearing. [17:58] All those in favor? A. Aye. Tention. All right. [18:02] Thank you very much. Okay. [18:04] So as far as voting on these, we have two resolutions. [18:07] I believe that the resolution 2026 dash 0 3 1 covers the [18:11] first two public hearings we had. [18:13] And then 26 20 26 32 will cover the last one. [18:17] So we'll take them, [18:19] we'll take those two resolutions separately. [18:22] Are there any other counselor comments [18:23] or questions before we go to that? [18:26] I'll be happy to make those resolutions. [18:28] However, I've got looks like two conflicting things [18:30] that says, please read resolution 26 30 ones [18:35] which covers items for one and two. Yeah. Okay. [18:39] Yes. That'll cover, that'll cover [18:41] the first two public hearings. [18:42] And then you'll need to go to the next [18:45] 20, 26, 32 for the second. The last piece. [18:47] Thank you. Resolution 26 31 [18:51] CDBG authorization for the upper room. [22:50] Resolution 2026 dash 0 3 3 To accept a gift [22:53] of a 30 year supply [22:54] of energy drinks prior Chief Greg Laro presenting. [23:04] Good Evening counselors. Madam Chair. [23:06] So, as you mentioned, we're here tonight seeking [23:09] authorization to accept a very generous gift [23:13] and I've brought firefighter Jason Rivera with me tonight [23:16] to give a little bit of a presentation [23:17] on how we arrived here. [23:20] Good evening. So I have [23:23] a typed out thing that I was gonna read [23:26] and I still am gonna read, [23:27] but just a, a quick, how we got to this point. [23:32] Very innocently on social media. [23:34] Saw a post from this company [23:36] and I shared it with my wife to, to submit myself and, [23:41] and dairy fire in for the sweepstakes in a, [23:45] in like a, in the way of [23:47] how sweepstakes on the internet almost never go through [23:50] for at least me to my surprise. [23:54] A month, about a month, month [23:55] or so later, I got feedback from this company [23:59] to confirm the fire department so they could fact check [24:04] to make sure that we were indeed a, a fire department. [24:06] I wasn't just a civilian trying to get free energy drinks. [24:10] And so I submitted that information [24:13] and they, they came back with a congratulations. [24:16] Dairy Fire was one [24:17] of 10 fire departments in New England chosen [24:20] to receive this donation. [24:23] And then they sent us six months worth of energy drinks. [24:28] But anyways, about Phoenix Energy, [24:32] they're kind of a newer company, so [24:36] not quite in all the stores yet. [24:37] A few gas stations here and there carry the, this brand, [24:42] but they're trying to separate themselves from the [24:43] traditional energy drink by pairing itself with hydration [24:49] and energy as opposed to just sugar filled, [24:53] caffeine filled energy drinks that kind [24:54] of give you the short burst jittery energy. [24:59] So hydration, wellness. [25:00] And they do have a pretty significant focus on supporting [25:04] first responders, firefighters, EMS and police. [25:08] What makes them different from the other ones? [25:10] Like I mentioned, traditional energy drinks rely on heavy, [25:13] heavily on sugar phoenix markets, markets itself [25:16] as a hydration energy drink according to their company. [25:20] It includes electrolytes, vitamins, [25:22] natural caffeine from green tea as well as zero sugar. [25:25] And that just kind of seems like a, [25:27] like a commercial really. [25:28] But the benefits of that as opposed [25:31] to a regular energy drink are huge in our line of work [25:34] because a lot of times we're in a position [25:37] where we rely on either a quick cup of coffee [25:41] or you know, an energy drink out [25:43] of whether it's Parkland Hospital, one of the hospitals [25:45] who are gracious enough to supply us with those things, [25:49] specifically for the need of some, [25:52] some energy to keep us awake. [25:54] And we're kind of not really thinking about the health [25:57] effects of those constant choices. [26:01] So having the opportunity to have an energy drink [26:03] that not only promotes hydration, which is huge [26:05] as you can imagine on scene of a fire [26:08] or any other strenuous scene. [26:11] This kind of is a, a one package deal [26:14] where you're getting the benefits of green tea caffeine, [26:17] as well as the hydrating benefits [26:19] of like a Gatorade for example. [26:24] They also have a, it's an amino acid called Altheine, [26:28] which promotes like a steady, steady mood [26:32] and it prohibits like the jittery crash of a, of a, [26:36] like a coffee or monster [26:39] or a Red Bull Energy drink may have [26:43] kind of from the company's standpoint, they do, [26:48] like I said, focus on their first responders. [26:51] Their website specifies the programs that they work with. [26:54] One of them including Tunnel for Towers, [26:56] which honors fallen first responders [26:58] and military heroes from nine 11. [27:01] And they donate a portion of all their sales to that. [27:04] And they've been doing that since their, since their birth. [27:10] I kind of talked about the sweepstakes a little [27:11] bit from their company. [27:15] They promote these, gives giveaways [27:17] and sweepstakes involving the fire [27:18] departments and first responders. [27:20] And yes, while the giveaways can help advertise the brand, [27:23] Phoenix presents these programs as a community appreciation [27:28] as opposed to a direct sponsorship. [27:32] And the important difference is [27:36] the focus is on supporting the departments [27:38] and recognizing the difficult job instead [27:40] of simply paying celebrities [27:41] or influencers to advertise their product. [27:43] They're seeing the benefit for us specifically [27:47] and kind of yes, using it to their advantage, [27:50] but also allowing it to help us in the long run. [27:56] A little bit more information about how it's kind [27:58] of a healthier alternative than, [27:59] than the other energy drinks, which is big. [28:02] Anytime you can reach for something that's gonna provide you [28:05] with a little bit more nutrition than, [28:08] than something else is I think very important. [28:13] Specifically me, I can't speak [28:14] for everyone on the department, [28:15] but I do feel like it's a pretty blanket [28:19] across the board feeling. [28:21] I feel being someone who lives in dairy, was born in dairy, [28:26] I think that this community deserves all of us [28:29] to be in peak physical condition at all times. [28:32] That's something that I'm very passionate about. [28:35] And any, any leg up that we can get in that sense? [28:39] I think this is a very, very small step in that direction, [28:43] but something that can really benefit [28:46] the guys at Dairy Fire guys and girls at Dairy Fire. [28:49] So Firefighter Rivera is very active in [28:52] our physical fitness realm. [28:53] He was the one that specked out all [28:55] of the fitness equipment for the new station. [28:57] He did a fantastic job with that. [29:00] So let's tell 'em what they've won Jason. [29:02] So we, the award for the sweepstakes is a 12 pack per month [29:07] for the next 30 years or as long as Phoenix is in business. [29:12] So that brings the valuation of the sweepstakes winning up [29:15] to the $30,000 mark. [29:19] Does the council have any questions? [29:21] So this isn't IR regular energy drink like Scotch [29:24] or Irish whiskey, I take it [29:25] This. Correct. [29:26] It's got some different benefits to it. [29:28] Focus is on a different D, [29:29] different energy drinks than we do. Just [29:31] Checking. [29:32] We have different energy levels. It's all checking. [29:35] Alright, this is a public hearing [29:37] so if someone wanna make motion, we'll [29:39] Hearing Madam Chair. [29:40] Alright, is there a second? Manager? Second. All. [29:44] We have a motion by Council foot. [29:46] I think Council Flood got in there for the second. [29:49] All those in favor? Aye. Aye. All right. [29:52] Public hearing is open. [29:53] Would anybody like to comment on our 30 [29:55] year supply of energy? [29:58] Madam Chair, we're seeing none Rise online. [30:01] Move To close [30:02] Public hearing. [30:02] Second. All right. [30:03] Motion to Close Public Hearing by Councilor Foote. [30:05] Second by Councilor Mills. All those in paper? Aye. Aye. [30:08] All Councillors? Any further questions? [30:11] Madam Chair, I move resolution number 2026 dash 0 3 3 [30:16] to accept the gift for a 30 year supply of energy drinks [30:20] for the Dairy Fire department. [30:21] Whereas RSA 31 95 dash E authorizes the [30:26] town council to accept gifts other than money to be used [30:29] for any public purpose. [30:31] And whereas the fire department seeks [30:32] to maintain a favorable community image [30:35] and whereas the department entered a contest [30:37] and ultimately was selected. [30:39] Now therefore be it resolved in counsel [30:42] that the town administrator is hereby authorized [30:44] to accept a gift of a 30 year supply of energy drink drinks [30:48] with an aggregate value of $10,800. [30:52] This resolution shall take effect [30:54] immediately upon its passage. [30:57] Second. Alright. Motion by Councilor Mills. [30:59] Second by Councilor Foot on the motion. Councilor Mills [31:04] Couldn't think of a better yes. [31:06] Councilor Chase? Yes. Councilor Flood. Yes. [31:09] Councillor Foot? Yes. And chair votes? Yes. Motion passes. [31:12] Five zero. Enjoy your energy drinks. Yeah. [31:15] Woohoo. Thank You. And I'm pretty confident you're [31:17] gonna get a side gig as a spoke small. [31:18] Yeah. Thank you. [31:22] And our last public hearing tonight is item 26 55. [31:26] Resolution 2026 dash 0 3 4 To accept a New Hampshire, [31:29] the beautiful grant for recycling equipment Public Works [31:32] director Tom Carey presenting people just wanna give [31:34] us all kinds of stuff tonight. [31:35] Yeah. [31:37] Good evening counselors here tonight to request counsel [31:41] to authorize the acceptance [31:45] and expending of a grant from the New Hampshire, [31:48] the beautiful New Hampshire. [31:50] The beautiful is a non-profit charitable trust. [31:53] It's supported by members [31:55] of the New Hampshire Beverage Association, [31:58] the New Hampshire Beverage Dis Distributors Association [32:00] and the New Hampshire Grocers Association. [32:03] Among their many collaborative efforts is they offer grants [32:07] to communities for eligible purchases [32:11] of recycling equipment. [32:12] So coincidentally, the FY 26 budget in the transfer station [32:17] included the purchase of a new trash trailer. [32:21] We bid that project and awarded it to Travis Trailers. [32:26] The cost of the trailer was $102,000. [32:29] We have applied to the New Hampshire beautiful [32:32] before for grant awards [32:34] and they're typically awarded at $5,000. [32:37] So our environmental coordinator, Josh Brown, [32:40] had submitted an application. [32:42] We were pleased to be informed [32:44] that we awarded actually a $20,000 grant under that program. [32:50] It is a reimbursement program, so those funds can be used [32:52] to reimburse the transfer station [32:55] or general fund for the cost of that trailer. [32:59] With that, I would be happy to answer any questions. [33:04] Is there a motion to open public hearing? Public hearing. [33:08] Second. Motion by Councillor Foot, second [33:11] by Councilor Mill to open public hearing. [33:12] All those in favor? Aye. Aye. Aye. All right. [33:16] Public hearing is open. Would anyone like to speak on this? [33:21] Madam Chair? Seeing none rise online. Move to close. [33:24] Second. All right. [33:26] We have a motion and a second to close public hearing. [33:28] All those in favor? Aye. Aye. Aye. [33:31] Any questions from counselors? [33:34] Madam Chair, I move resolution number 2026 dash 0 3 4 [33:39] to accept the New Hampshire, the beautiful grant [33:41] for recycling equipment, whereas Section nine point 15 [33:45] of the Town Charter authorizes the Town Council [33:48] to accept grant funding [33:50] and whereas funding is available [33:51] through the New Hampshire, the beautiful. [33:54] And whereas the Department of Public Works has a need [33:57] to periodically purchase new aluminum trailers [34:00] to haul recyclable materials. [34:03] And whereas these activities enhance the sustainability [34:06] of resources in dairy now [34:08] therefore be it resolved in council pursuant [34:10] to RSA 31 95 dash B, [34:14] that the town administrator is hereby authorized to apply [34:17] for, accept [34:18] and expend $20,000 derived from New Hampshire the beautiful [34:23] to offset cots of a new aluminum trash trailer. [34:27] This resolution shall take effect immediately [34:30] upon its passage. [34:32] Second. All right. We have a motion by Councilor Mills. [34:37] Is that second by Council Foot? Yes. All right. [34:39] Any further discussion on the motion? Councilor Mills? Yes. [34:43] Councilor Chase? Yes. Councilor Flood? Yes. Council Foote? [34:46] Yes. And Chair votes? Yes. Motion passes. Five zero. [34:49] Thank you very much. Alright, last [34:54] new business item. [34:55] Tonight is 26 item 26 61, [34:58] which is resolution 2026 dash 0 3 7 [35:02] to approve funds from bank or savings bank [35:04] and by our chief Greg Laro is back. [35:09] Good evening Councilors. Madam Chair. [35:12] As the council will recall, we were here in the beginning [35:15] of the month of May, May 5th, that meeting to present [35:19] to request authorization [35:20] to accept the $2,500 gift from the Dairy Village Rotary to [35:24] add additional AEDs to the fleet [35:26] that we have from the pilot program [35:29] that was originally funded [35:30] with seed money from the Alexander Eastman Foundation. [35:33] So I am here tonight to again request authorization [35:36] to accept another $2,500 donation. [35:38] This time it's coming from the Bangor Savings Bank in their [35:41] philanthropic division. [35:43] Does the council have any questions on [35:45] the a ED loaner program? [35:48] How many loaners does this bring us up to? [35:51] I believe, and I can get you the exact number [35:53] that we will be able to port purchase, excuse me, [35:57] an additional four units with this total $5,000 [36:00] that will also get us the additional batteries [36:02] and pads that we need that will bring us up to seven. [36:04] What did we, what did we start with? [36:07] One or two When we started loaning 'em out, [36:09] We started initially with a believe, I'll have [36:13] to check my history on this, [36:14] but I believe a two unit purchase [36:16] and then we added in a third additional one, I believe. [36:19] And then now we'll be adding four more. [36:22] And that will, we believe that will certainly meet our needs [36:25] for the loaner program. [36:27] Thank you very much. Any other questions? [36:33] All right. Madam Chair, [36:37] move resolution number 2026 dash 0 3 7 [36:41] to accept a donation from the Bangor Savings Bank [36:44] for the a ED loaner program. [36:46] Whereas RSA 31 dash [36:48] 95 dash B authorizes the Town Council [36:52] to accept unanticipated revenues to be used [36:55] for any public purposes. [36:57] And whereas Banger savings supports community projects [37:00] throughout the greater dairy area, whereas the Council [37:04] recently endorsed an a ED loaner program to be managed [37:07] by the fire department. [37:08] And whereas Banger Savings Bank would like to donate funds [37:12] to purchase additional a ED units, now [37:15] therefore be it resolved in council [37:17] that the town administrator is hereby authorized [37:19] to accept the $2,500 donation from Banger Savings Bank [37:23] to support the a ED loaner program. [37:26] This resolution shall take effect [37:27] immediately upon its passage. [37:30] Second, we A Motion by Councilor Mills [37:33] and a second by Councilor Foot. [37:34] Any questions on the motion? Councilor Mills? Yes. [37:38] Councilor Chase? Yes. Councilor Flood? Yes. Councilor Foot? [37:41] Yes. And chair votes? Yes. Motion passes by zero. [37:44] Thank you. Councilors. Thank Chief. [37:47] Okay. Counselor comments. Councillor Chase, go ahead. No, [37:51] You I yield, I have a couple [37:57] June 6th, I'm sorry, [38:00] June 10th at approximately 7:30 PM The [38:05] Dairy Heritage Commission will be [38:08] recognizing their junior historians, the seniors [38:10] that will be moving on from their service. [38:13] There will be a, you can stop in at any time. [38:17] It's a typical Wednesday night when the museum is open. [38:20] It will be taking place at the museum. [38:21] They promise chocolate cake [38:23] and the departing seniors will be receiving a certificate [38:27] of appreciation for their services to the museum [38:32] and the Heritage Commission as a hole. [38:37] Second, I want to remind the public of the [38:41] open house at the new fire station. [38:44] That will be June 13th from 10 [38:47] to 2:00 PM obviously at the new fire station [38:50] on Rockingham Road. [38:53] And another reminder, I know it's been mentioned before, [38:57] but the touch truck is this Saturday the fifth [39:01] at West Running Brook School. [39:03] Also from 10 o'clock till two o'clock. [39:10] Thank you, man. Jeff. So on Memorial Day second, [39:15] we had the parade and [39:17] although the weather didn't cooperate fully [39:19] for the parade part of it, it did clear up [39:21] for the ceremony aspect of it. [39:25] Dan Stowers from the VFWs want to give a kudos out to him. [39:27] And the American Legion, he's the commander from the Legion. [39:30] He, he's been working on this for a year [39:32] and I, I feel terrible about the weather didn't cooperate [39:35] 'cause he'd put so much heart and soul [39:36] and work into this parade. [39:38] And there was a plane supposed to be, [39:40] do a flyover on two occasions. [39:41] Didn't happen due to the weather, [39:43] but he still deserves a big shutout [39:45] and for all out work he's done on it. [39:47] And in the parade, [39:48] counselor Chase drove his own fire engine in the parade. [39:52] So that was a big hit with the spectators. [39:55] The ceremony itself, like I said, it, [39:57] the weather cleared up just in time for that. [40:00] In the year absence, council Mills did a fabulous job in the [40:04] proclamation and it was well attended [40:07] and wanted just give out kudos to the DPW the, [40:12] the Saturday before Memorial Day, [40:13] we were down in the cemetery cleaning up some of the, [40:16] the area getting ready for the, the Monday [40:21] and the big flag [40:22] and the new section the cemetery had come down. [40:24] That's the really big one. I forget the diameter, [40:26] but it's a real, it's like the biggest flag. [40:27] It was on the ground. I had reached out [40:29] to town administrator and the oncall personnel, [40:33] Rick from TP, we came out and took care of it right away. [40:35] The veterans were ecstatic, so just kudos to them. [40:40] Thank you. [40:41] Council Flood Council Mills? [40:44] Yes, ma'am. I have one item tomorrow night at 6:00 PM [40:49] at the Rockingham County Administrative Center. [40:52] The Rockingham County was holding a public hearing [40:57] on the 2027 budget and all are invited to comment. [41:04] That's it. I have a few things. [41:06] I kinda said jokingly, everybody wants [41:08] to give us things tonight, but I do wanna say thank you to [41:11] all of the organizations that did show their generosity and, [41:15] and donating funds and, and in kind donations to us. [41:20] It is nice to see our community appreciated and, [41:24] and able to continue to grow through those kinds of things. [41:28] Coming off of the Memorial Day parade [41:32] and ceremonies, the two Dairy Rotary clubs also had the [41:36] Veterans Dinner this past Thursday. [41:37] And I just wanted to, it's my, as a Rotary member, [41:41] my favorite event that we do. [41:43] But I just wanted to say thank you to all the veterans [41:46] that came out. [41:47] We had two World War II veterans in attendance. [41:51] That, and I think I didn't see it this year, [41:53] but I know one of them insists on standing is wheelchair [41:58] bound and insists on standing for he did. [42:00] I thought he did, but I had to move elsewhere. [42:04] Last year, he batted his daughter's hand away when he, [42:06] he a hundred, 102, I think they said over a hundred. [42:08] It's just, it's just a great night to be able to, [42:11] to have all those veterans in one place and and honor them. [42:14] And then finally, I want to, I know Jamie came up early, [42:18] but I wanna wish everybody a happy Pride month. [42:21] And that's all I got. [42:23] Madam Chair. It's time for my favorite motion. I move. [42:27] Oh, I've been short circuited. [42:30] Yes. I, I was advised by Councilor Flood [42:34] that I had misspoken to touch a truck. [42:36] Is this Saturday, but it's June 6th, not the fifth, [42:38] he said. I said the fifth. [42:40] I I did write down the fifth. Yeah, it [42:42] Is June 6th, but it is this Saturday at West Running Road [42:45] from 10 to look at you. [42:47] Sorry, Councilman Mels. No [42:49] Damage at all. [42:50] I move to adjourn. Second. [42:51] All those in favor? Aye. Aye. Thank you everybody. [42:55] Have a good evening.
