How are you? Good. It'll be good to see you next time we see you. All right. 530. I'm going to call the August 5, 2021 meeting of the Dischutes County Historic Landmarks Commission to order. [9:39] The time is 5.30 p.m. First I will take a roll call. So Chris Horting Jones is here. Dan [9:50] Ellington is here. Kelly Madden is here. I'm not sure if Rachel is with us. And I'm not [9:59] sure if Sharon is with us. And I don't see Dennis. So it's just the three of us. And hopefully [10:06] we won't have to vote on anything this evening just because of the I know they were coming okay so [10:14] at this juncture Dan we're going to wait for just a couple minutes to see if the others will [10:19] come on I just wanted to start the meeting on time so if you're cool with just hanging back I am all [10:27] right thank you is that all right with you Chris absolutely Dan [10:43] are you and sisters or do you live [10:45] been. I'm east of Bend. Is it raining there? It is not. Okay, it looks like it's about to rain here [10:54] and bend. Yeah, it looks like it's about to hear as well, but I'm having trouble today telling [11:00] you a difference between storm clouds and smoke. Me too, all day long, I wonder. It's been a rough one. [11:08] and someone's [11:14] coming in to the meeting, I think. [11:18] Virtually. [11:19] Oh, there's Rachel. [11:24] Does that make a quorum then? [11:27] Are you voting members? [11:28] Yeah. [11:29] Good. [11:29] We have a quorum now. [11:30] That's excellent. [11:38] Rachel, can you hear us? [11:43] Yeah, I can hear you. [11:45] Perfect. [11:46] Thank you. [11:47] OK, so that roll call has been done. [11:49] We have enough members tonight to have a quorum [11:53] if we do need a vote. [11:55] Our first agenda item. [11:56] will be the approval of the June 7th meeting minutes, so you take a look at those and let me know [12:03] if you have comments, further discussion, and I'll open things up for discussion as needed. [12:10] I have a, there's no discussion, then we will entertain a motion to approve the minutes. [12:15] I have a point of clarity. Yes, sir. Page two, paragraph three, I've been promoted to chair. [12:26] Oh, [12:29] page 2, [12:32] paragraph 3. Do you see it approval of the February 1st minute? Oh, I don't even see that approval. Maybe I'm looking at the wrong ones that June 9th. [12:49] It's a June 9th meeting format, call the order, public comments, grant applications, [12:58] procedure, manual. [13:00] You don't have a paragraph that says approval of February 1 to 2021 minutes? [13:05] No, sir. [13:07] Okay. [13:08] Well, I do in the one I received, and it says that Chair Ellington seconded the motion. [13:17] Okay, and chair lady moved to the approval. [13:20] We forgot to tell you something, no just kidding. [13:23] Yeah, and now we have three chairs. [13:25] We will find out about that, Dan, [13:27] and I will make sure to get that figured out, okay? [13:32] Okay. [13:32] Thank you for that. [13:36] Oh, it also says chair, lecti on it too. [13:39] Yeah, it does. [13:42] Chair, oh, Chair Ellington, seconded the motion, [13:46] and chair Lexi have moved to be approved when it should have just said Commissioner. [13:50] Yes. Thank you. Now we have four chairs. Perfect. All right. Do we note it? [13:59] Thanks Rachel. Any other comments? [14:03] All right at this point I'll entertain a motion to approve the [14:06] minutes. I move to approve the minutes as quick. [14:11] All right. Second dose as well. [14:13] All right. The minutes are approved with two edits and that will be happening. All right. Next agenda item is public comment. Is there any public comment at this time? I don't believe any members of the public are here. [14:32] Oh, there is a public comment at this juncture. [14:38] Do I welcome them when they come on or how does that work? [14:45] I'll figure it out. [14:53] Okay. [14:54] Hi, we're not sure who is joining us this evening, but you're on the phone. [15:00] And if you could unmute yourself, and we will say hello and welcome you to this meeting. [15:13] Hello to the person who is here for the public comment. Welcome. If you could unmute yourself, we'd love to hear your voice and welcome you to the meeting and hear what you have to say. [15:30] Okay, I'll try again one more time. Third time's a charm. Hello, this is the section of the meeting for public comment. And we see that we have somebody here. If you could unmute yourself, that would be great. [15:43] and we could welcome you to the meeting and listen to your discussions. [15:51] Okay, thank you. [15:52] Tanya, shall I move on then? [15:55] All right. [15:56] So, as there are no public comments, please let me know if the person on the phone does come through [16:01] or can hear me or is unmuted. [16:04] The next item on the agenda is the HLC meeting overview. [16:13] and Tanya would you like to discuss that? [16:18] I'm not quite sure. [16:22] Thank you very much. She's very busy today. [16:25] Multiple things here. She's running the tech and running the meeting in my agenda's missing. I believe [16:32] actually the overview was just a compilation of all of the different agenda items. So I believe [16:40] if the manual was the first. Okay, so what we're going to do is the meeting overview of what we're [16:45] going to talk tonight about action items. We're going to discuss the field trips ideas, [16:50] the HLC policy procedure manual. So it looks like the first thing that we should, as on [16:56] the list, is the field trip discussion that is number two on the action items. I put some [17:04] ideas together for a field trip, and I want to just lay those out to you. We were thinking [17:09] about a field trip in September 7th or September 13th, but with the uptick and the delta variant [17:14] and we're not quite sure what we should do. [17:17] There is some Chris Horton-Jones said [17:20] that the archeological society is doing field trips [17:23] where everyone drives themselves [17:25] and you have no more than 10 in a group. [17:28] And then you could do that. [17:30] Meeting today with Chris and Tony and Peter a little early, [17:34] we realize that it is very, very beneficial [17:36] to be together as a group, especially in these times [17:39] that we've had and I would like to promote [17:42] having a field trip that we could be outside. [17:43] Alright, so think about that and I will very quickly go through the ideas. [17:48] The first one is Jefferson County, it's Camp Sherman. [17:51] I don't know how long it spends since you guys have been there. [17:54] Head of the river, Wizard Hall Falls Fish Hatchery, the Luther Met Key Cabins, and the [17:59] video of Luther Met Key. [18:01] He was up for an Oscar for a documentary about building the cabin when he was 94, but that's [18:07] all Jefferson County. [18:07] In the skyline forest, there is a mill, remnants of a mill, the spoo mill from the early 1920s. [18:16] Mr. Spoo started his mill in the skyline forest, in the mill pond. [18:20] The debris pile, the camp remains of the camp and their dishes and their beds and all that and the corral. [18:26] And there's many mills like that in the forest. [18:29] We could add the pine mill to that too. That's also in the skyline forest. [18:32] and we could see the restored bull flat bridge and there's also a loop off [18:38] size more road that has the remains of three old homesteads and that so that's [18:42] another field trip idea. We could also do a field trip of the Indian Ford [18:47] Meta with the history and we'll revisit of Camp Polks since they fixed up the [18:52] barn and then or we could just do a plain old tour of sisters in the historic [18:56] buildings. The new Sisters Historical Society has moved into the native Bayley [19:01] building yield library behind the chamber of commerce and sister so we've [19:05] been invited to do that as well. So think about those things I should have [19:10] written that down and showed that to you. Any thoughts on those? That was a lot to [19:16] process. [19:21] I have the preference for the spoo meal. All right. Thank you. I kind of [19:30] like that, too. Rachel, what about you? I think I've seen some of the land. The [19:44] shoots land trust outing. Yeah, yeah, there's been a couple of tours out there, but I couldn't tell you [19:50] which mill is which. Okay. Kind of interesting to know a little bit more of the background of those. [19:56] Okay, I actually know three mills. There's three mills back there that I have discovered the traces of there, the those post pre-industrial is that what they're called are post industrial mills that have the bricks and the place for the saw and the leftover camp and the ponds and all that stuff. So I do know three mills back there. And if that's something you guys are interested in, I could do the three mill tour. [20:20] like Gilligan's Island. [20:22] Yes. [20:23] All right. [20:26] Any other questions about that railroad lines as well? [20:30] Yes there are. [20:32] Would you are you interested in looking at those possibly if I guess it sort of just depends on. [20:39] The distance between them and you know the right time time restrictions. [20:44] And Rachel one of the interesting things about the railroad grades that are left over in the skyline forest. [20:49] they're often built up and that's where coyotes built their dins into the sides of those little hills. [20:56] So that's interesting too. There's a lot of dins out there. [21:02] All right. Any other comments about [21:04] the field trip discussion? I like the idea of the Jefferson County ones as well. I mean, it's a [21:12] little bit out of obviously out of our region, but there that that whole area is very fascinating. [21:18] And it's kind of unfortunate that it's not in our county, but it's still a very important part of the history. [21:27] Right, and I don't know if you guys have ever studied the Luther Matke stuff, but he's a fascinating guy. [21:32] And he was like the premier cabin builder for the central Oregon area, ERA. [21:39] And he started building this octagonal cabin. [21:42] And if you go down the road to Ham Sherman right by the, is there a lodge there called the lake lodge or some kind of lodge there and then there's the met keep all of art on the left and you just go up there and his octagonal cabin, [21:56] built by hand when he was 94. It's pretty amazing. [22:01] Okay. [22:02] We also had an issue I believe as to the date in the 7th or the 13th. [22:09] Right and there's some people that couldn't do that and I didn't know whether we wanted to move it on to the later part of September or whether we should shoot for this or want me to just move forward. [22:20] I don't know what you guys think the way it was if I may. [22:24] Yeah, one commissioner was unavailable for both days. [22:28] Like, I mean, no, right, right. [22:30] Either day could have all of their commissioners. [22:32] Or should we try to sing for each one? [22:34] What should we try to have a date later in September then? [22:37] And I can send an email out. [22:39] Does that work? [22:40] Chris, does that work for you? [22:41] Okay, so Dan, what I will do is I will look at a new date [22:48] towards the end of September, beginning of October. [22:51] And then we'll see if we can get everyone on board. [22:53] Hopefully the fire season will be over, it won't be smoky, will be nice and cool. [22:58] We can get Peter and Tanya and Nick to come and have cupcakes and have a good old time. [23:04] Sounds good. [23:05] That sounds great. [23:07] Okay, I know. [23:07] It needs some time. [23:08] We need something like that. [23:11] Yeah. [23:12] Okay, it looks to me like we have two more things to discuss, and that is the HLC's policies [23:18] and procedure manual, and the regional coordination [23:22] with our other groups, and then if we have any comments. [23:25] So the next thing we'll talk about is the policy [23:28] and procedural manual. [23:30] And Dan, I will hold up the draft, [23:32] so I don't know if you can see this. [23:34] Oh, it's too far away. [23:36] But Tony and Peter have been working very, very diligently [23:39] on the policies and procedures manual [23:43] and Chris Horting Jones has been working on it as well. [23:45] and Chris and I are part of the subcommittee and the first draft is done and I don't know if [23:52] Tanya would you like to discuss it or yeah I can briefly yeah I did attach something to the [23:58] meeting documents which I realized we're in a different format this this month so thanks for [24:03] your patience on that everybody it was a draft that showed lots of track changes so lots of kind of [24:08] crazy crazy stuff in the document but I think our subcommittee we just met earlier today and we're [24:15] going to do another pass another round to kind of tidy things up fill in some holes that type of [24:21] thing work internally with that committee. And then I believe we'll decide when it's kind of [24:28] shareable to the larger group to really kind of finesse and so people can really you know chip away [24:33] at it and change their words and and you know things like that and do proper edits but I think it needs [24:37] another round I think that's what we we've all decided needs another round of them polishing and [24:42] editing and moving stuff around before it's released to you to the rest of [24:46] everybody. That sounds good. Thank you. I'm sure if what I should do about my [24:53] comments whether I should have sent them back to someone or bring them to this [24:59] meeting so I wasn't sure which. I think she should probably just send them to you. [25:08] Yeah, you can send them to me and I'll share with the subcommittee and we can [25:12] incorporate that into the next round or if it's something that needs discussion we can kind of [25:16] sit on it and wait to discuss it with the larger group depending on the nature of them. If it's [25:21] you know little edits like typos and word choice we can just make that and we'll just yeah so send [25:26] them to me and I will I will disseminate them and some of the things that we looked at today that we are [25:33] you know working on is is working on we'll just looking through it and looking at the words and [25:40] making sure that the the words are consistent and we're using the same terminology that the state [25:46] and the feds are using and make sure that we're matching the wording to the codes and make sure [25:53] that we're including things and I don't know we're just going through it bit by bit. [26:01] It's obvious that a great amount of effort was put into this document. [26:06] Well, that would be Tanya and Peter working very, very diligently on that. [26:11] I will admit that as a subcommittee had here, I did a pretty poor job, but my hat is [26:18] often to Tanya and Peter and Chris who were very good about perusing this and going through [26:24] it and putting it together. [26:25] I'm very excited that we're going to have this document and it'll be a good thing to have. [26:30] Any other questions about that? [26:34] All right. [26:35] Moving on. [26:36] the next part of the action items is regional coordination and I think that Tania and I still [26:44] need to discuss that and that was us trying to figure out how we were going to coordinate with [26:50] the Redmond Circling Marks Commission and the Bend Circling Marks Commission and figure out a way [26:55] to have a report every time and to kind of coordinate but we just haven't gotten that far and that is [27:02] something that we will be working on, correct? [27:04] Yeah, and I, I mean, I guess I could also, [27:07] if anybody wants to discuss now, [27:09] just their thoughts super generally is the goal [27:12] to have someone from those commissions come and speak [27:15] to the group here, or just us gathering, [27:18] us whether me, staff, or one of the commissioners [27:21] to extract that information from them [27:22] and just report back. [27:23] I mean, that's kind of the first. [27:25] I think that would be the thing to do [27:26] is just like have somebody on a rotating basis [27:29] or even myself as the chair talked [27:31] to the coordinate and reach out to the chairs of the other ones and just say what's going on. [27:36] So every time we have a meeting we can say this is what Ben's doing, this is what Braden's doing [27:39] just to start putting ourselves together a little bit better. I think that's a great idea. [27:44] There would maybe be opportunities for instance, Ben in the county to deal with the same issue [27:51] that crosses the city into county lives. Can you guys hear her? I don't know. She has a microphone. [27:57] You can hear it. Okay. [28:00] That's a good point because sometimes things that impact us in, you know, the water all this water stuff that's going on, it's like the water and the canals go from bend into Redmond or they go from Tamilow, you know, over to Redmond, wherever. So we just need to kind of make sure that we're coordinating a little bit better. [28:19] Any comments on that, you guys? [28:20] Yeah, they are really fascinating just to sit in on a commission meeting every now and then I've actually a lot just because of my profession, I've been a several of them for the city of Ben, but even for red minutes, it's nice just to hear what types of projects are in the works and, you know, how, how their commission approaches things. [28:47] And you learn about the rest of the commissioners in the areas. [28:53] It's a nice camaraderie that we actually could have if we can spend some collaboration time together. [29:02] And something more than just meeting up one screen preservation month, of course. [29:08] I think that's an excellent idea, Rachel. [29:10] I'm just thinking now I'm going to be great to have a little booklet or something that has everyone's picture in there. [29:15] You know, contact information. So I know who these people are because I don't even know who they are or anything, and it would just be nice to say, oh, that's, you know, that's Chris from the landmark commission. [29:28] Yeah, okay, we'll work on that. [29:30] I have a contact at the bend historical landmark commission. I could see if they already have something that shows the staff or the commissioners. [29:42] That would be really nice if you could do that. [29:44] We'd appreciate it. [29:45] Okay. [29:46] Thank you. [29:49] This is a pretty Kelly-focused meeting here. [29:53] Sorry that I have to talk so much. [29:55] The last agenda item tonight is the Historic Landmarks Commission and Staff Council. [30:00] And I don't know. Is anybody have any comments? It's a quick meeting. It's the shortest one I think we've ever had. Rachel, do you have any comments? [30:16] Not really not the moment. I guess the only thing I'm a little curious about is if there was any upcoming project reviews coming along. It seems like maybe it gosh was probably close to a year ago. [30:31] ago there had been some things on the docket and then they were removed but I can't recall [30:37] if it was just projects that went on hold or or or or or what [30:42] I remember what projects they are. [30:47] I'm sorry to tax your brain. I have no idea even what it is. [30:52] You know what if you think about it, send us an email and we'll think about figure it out. [30:58] Any other comments? [31:02] No? Is that it? Chris, no comments? [31:06] That's not that I can come up with. [31:08] All right, well, look at that. [31:11] It is 553, and we're already finished. [31:15] So at this moment, I will say that the meeting [31:17] is over in adjourn. [31:19] Thank you, everybody. [31:21] Yeah, thank you. [31:22] Thanks a lot. [31:24] Thank you. [31:25] Bye, Rachel. [31:26] Bye, Dan. [31:27] Bye. [31:31] I just talked the whole time. [31:34] That's my job.
