[0:04] We're live. [0:11] Are we good? [0:44] Okay, good evening. I'd like to welcome [0:47] everybody to the July 14th, 2026 [0:53] City of Detroit City Council [0:57] race session [0:59] as 6:31 [1:02] p.m. [1:03] Um [1:06] Can I call? [1:08] >> Councilor Tezdahl [1:09] >> Here. [1:10] >> Councilor Smith [1:11] >> Present. [1:12] >> Councilor Neilson [1:13] >> Present. [1:14] >> Councilor O'Donnell [1:16] >> Present. [1:17] >> Councilor McCall [1:18] >> Present. [1:20] >> Mayor Page [1:21] >> Present. [1:23] >> Pledge of Allegiance. [1:29] » I pledge allegiance to the flag of the [1:31] United States of America and to the [1:34] republic for which it stands, one nation [1:37] under God, indivisible, with liberty and [1:41] justice for all. [1:45] » Thank you. Uh [1:47] Approval of the agenda. Do I have a [1:49] motion? [1:50] >> So moved. [1:51] >> Second. [1:53] >> Do you want to [1:53] >> All those in favor? [1:54] >> I. [1:56] >> Did Did you want to add this? [2:01] That you just brought the copy in? [2:03] >> Yeah. [2:03] >> I'm going to slide that in in um [2:07] I think my mayor's report probably. [2:11] >> Okay. [2:11] >> Thank you. [2:14] Uh [2:15] special orders business. We have two [2:18] people tonight. First up is Santiam [2:21] Service Integration presentation, Kim [2:23] Dwyer. [2:27] » You have to turn that thing on. [2:32] » Yeah, I think [2:36] Um well, we should be able to get it up [2:37] on the screen. [2:39] There we go. [2:46] Well, don't talk. [2:48] >> Yeah. [2:49] >> No. [2:50] Don't jinx us. [2:55] Okay. [2:56] >> have to move it forward. That's another [2:57] story. [2:59] >> Ready? Okay. All right, thank you for [3:01] having me tonight. Again, my name is Kim [3:03] Dwyer. I am the Santiam Service [3:05] Integration Coordinator, which is a [3:06] program of Santiam Hospital and Clinics. [3:09] Um [3:10] this spring I was deciding, you know, it [3:12] would be a good thing to do a little [3:14] city council road trip. And so you're my [3:16] second stop on this road trip. I just [3:18] want to make sure our councilors know [3:20] what's happening in our program and [3:21] what's happening in the community. Um [3:24] and that what we're seeing from our [3:25] lens. So we can go forward. [3:29] All right, so what is service [3:30] integration? So how many of you have [3:32] heard of service integration? [3:34] One, two. [3:36] Okay, great. Uh service integration is a [3:38] program that is approaching its 30th [3:41] year. Um it actually started in Polk [3:43] County in 1997. [3:45] In 2017, Santiam Hospital decided to [3:47] bring the this program over to our East [3:50] Marion County uh communities to help uh [3:53] provide that local support. So, service [3:56] integration is a collaboration in the [3:58] Santiam area with five school districts, [4:00] over 200 partnering agencies. It focuses [4:03] on integration, collaboration, and most [4:06] important to me is building [4:07] relationships to those folks around the [4:09] table. Um it's easier when folks know [4:13] who's around the table, who's at each [4:15] agency they can call Mayor Paige. They [4:19] know him. [4:20] I can text Mayor Paige now and be like, [4:22] "Hey, what's going on with this?" You [4:23] know. [4:24] And so those are the relationships that [4:26] we want to foster with those partners [4:28] around the table. I will talk about [4:29] who's around the table here in a little [4:31] bit, but it just makes working with [4:33] households in the community with [4:35] different barriers and needs easier to [4:37] do. [4:39] Uh forward. [4:40] And so who makes up the service [4:41] integration team? So, we've got the [4:43] backbone agency, which in our situation [4:45] is going to be Santiam Hospital and [4:47] Clinics. In Polk County, as I mentioned, [4:49] they started the program, Polk County is [4:51] their backbone agency. So, that backbone [4:54] agency employs that full-time service [4:57] integration coordinator, which is [4:58] myself. [4:59] They hold the office space, they pay for [5:02] all the office supplies, and they they [5:03] make sure the program is is up and [5:05] running. The other members of the team [5:08] include government agencies, the school [5:10] districts, uh faith community, [5:12] nonprofits, just about anybody that [5:15] wants to be around the table to safety [5:17] net a community, their community can be [5:20] there. [5:20] Um I tend to have coffee with a lot of [5:22] my partners, just making sure that they [5:24] understand the program, is everything [5:27] going okay for them, do they have any [5:28] questions, um and again, building those [5:32] relationships. And next. [5:35] So, where are our teams? Again, we have [5:37] the five teams. Um my tagline is we [5:39] serve Turner to Idanha, Sublimity to [5:41] Scio, and Jefferson. [5:43] Uh so, we've got uh the North Santiam [5:46] team, which serves that North Santiam [5:48] school district area, so Stayton [5:49] Sublimity Lions, Mehama. We have a Scio [5:52] team, which encompasses again that [5:54] school district of Scio. [5:56] Uh, Jefferson started last September, so [5:58] that's a newer team for us. We've got [6:00] the Cascade team, which serves Turner, [6:03] uh, Marion and Aumsville, and then [6:05] finally we have our Santiam Canyon team, [6:07] which serves Mill City to Idanha. And [6:09] although I I talk about a school [6:11] district catchment area, it's just a [6:13] geographical boundary to, um, say all of [6:17] the households in that area. So it's [6:19] cradle to grave, anyone in that [6:21] geographic location. [6:23] Any questions so far? [6:25] Okay. [6:26] All right, how do the teams operate? [6:28] Well, with the five teams, each team [6:29] operates independently. [6:31] So we really want, um, that local [6:35] flare, that local flavor. We want [6:37] members of the local community attending [6:39] these meetings. We do have a lot of [6:41] Salem employees of the state, of the [6:43] county that attend uh, one or multiple [6:45] meetings, but we want that local [6:48] representation because you guys are the [6:50] are in the know. You know what's [6:51] happening in the community. Um, [6:55] we have a lot of communities that [6:56] attend, and a lot often they are the [6:58] boots on the ground. They They are the [6:59] ones that are that hear from their [7:01] neighbors what those community needs [7:02] are. [7:03] Um, they're responding to the local [7:05] needs. Each team has a pot of funds, um, [7:08] so that team is allocating funds to [7:11] those local needs. And then again, the [7:13] local, uh, resources, talking about food [7:16] pantries, talking about what's going on [7:18] in the faith community, with the church [7:20] activities. It's all localized. So, um, [7:23] we do have situations where all five [7:25] teams or, uh, two or three of the teams [7:28] will work together. I don't know if you [7:30] guys remember when we had, um, the [7:32] formula crisis a couple years ago, where [7:34] it was really difficult uh, to make [7:37] formula or find formula. So, uh, Uh, the [7:40] four teams at the time contributed funds [7:42] together to purchase grocery cards and [7:44] gas cards so that households that were [7:46] having to drive to multiple locations [7:49] uh, could do that and they could find [7:50] formula. We help distribute formula to [7:53] various communities as well so it was [7:54] easier to get to. [7:56] Next. [7:57] Uh, what types of needs do we support? [8:00] urgent needs which are going [8:02] to be like your um, eviction notices, [8:04] your power shut offs, um, things that [8:07] are really urgent in nature that we need [8:09] to get taken care of. We support basic [8:11] needs like food, clothing, hygiene, [8:13] durable medical equipment, [8:15] prescriptions, [8:17] um, [8:18] just about anything uh, that you can [8:20] think of. Transportation needs. So, [8:22] we're one of the only resources around [8:24] that will help with auto repairs. Um, a [8:27] lot of uh, different nonprofits and [8:29] organizations, community action, uh, [8:32] Salvation Army, they just don't cover [8:34] transportation costs and we're able to [8:36] do that with our flexible funding. Uh, [8:39] community development. So, we'll help [8:41] different partners with outreach [8:42] programs. We have a uh, back to school [8:46] uh, help and resource for happening for [8:48] Santiam Canyon on August 12th. There's [8:50] my plug. Um, [8:52] and we're helping fund that with uh, [8:54] back to school backpacks and school [8:56] supplies for kiddos in this district. [8:59] Uh, and then education. So, if there are [9:00] classes, tuition, extracurricular [9:03] activities, um, music lessons, anything [9:05] again, it can be for kids, it can be for [9:07] seniors, it can be for anybody. [9:10] Um, those are the kind of the things [9:12] that we fund. What we don't fund would [9:14] be like anything related to court costs. [9:17] So, um, fines, fees, any uh, custody, [9:21] divorce types of situations, we don't [9:23] cover that. [9:25] So, what is the service integration [9:27] model? In order to be called service [9:29] integration, [9:30] um, both Polk County and Santiam agree [9:33] that we're going to follow this model. [9:35] And so, [9:36] um, a lot of people think you're just [9:37] going to call Kim Dwyer and she's going [9:39] to fix your problem. Well, not [9:41] necessarily. I can help, but really [9:44] those folks around the table are going [9:46] to be the ones working with those [9:48] households in need. So again, [9:50] from zero to however old, they are going [9:53] to be the ones working with that [9:54] household. So [9:56] I'm going to use for example family [9:58] building blocks. They're working with a [10:00] household living in Edina. [10:02] They've identified a need [10:05] that maybe there's something wrong with [10:07] the the water in the home. Like that the [10:10] pipes need repair or they need an [10:11] inspection of some kind. That family [10:14] building block home visitor is going to [10:17] ask additional questions not just about [10:19] the water, but what other resources are [10:21] you connected to? That that home visitor [10:25] is then going to work with the partners [10:26] around the table to see, "Hey, what [10:28] other needs can we help? You know, what [10:30] can we connect that household to [10:33] that they have identified?" [10:35] A lot of times there's no one else to [10:36] help with the water situation like that. [10:38] So that home visitor might call me and [10:41] say, "Hey, what do you think about [10:42] this?" And I'll I'll go through my [10:44] Rolodex and see what I can come up with. [10:47] And if there is a need, maybe it's a [10:49] $500 inspection cost that we need to [10:52] figure out what's going on first. [10:54] We can look at a service integration [10:56] funding request as long as all the other [10:58] resources have been exhausted. [11:00] And that would entail that partner again [11:04] staffing that situation at a team [11:05] meeting. The team gets to ask questions [11:08] and brainstorm different solutions. Once [11:11] the team is comfortable that this is a [11:13] good request, I'm going to go ahead and [11:15] type it up, send it out, and the team [11:16] votes. So I don't I don't decide where [11:18] the money goes. The team that local team [11:20] decides if that money is being spent on [11:23] that household or not. [11:25] And that's again part of the vetting. I [11:28] A lot of my job is vetting those [11:29] requests that come in. I need to make [11:31] sure that those folks that are donating [11:33] money to our program, um that trust me [11:36] with their dollars, that I'm doing a [11:38] good job and I'm asking all the hard [11:39] questions. Again, the shared [11:41] decision-making with a team vote, and [11:43] then um sustainability is a huge piece [11:46] of that funding also. We want to make [11:48] sure [11:49] um [11:50] again, one-time expenses are a little [11:52] easier to explain sustainability, right? [11:54] It's just a one-time expense, but if [11:56] it's rent, utilities, we want to make [11:58] sure that that household um has [12:01] something lined up that they are going [12:03] to be able to make that payment the [12:04] following month. [12:06] Next. [12:08] So, how is this program funded? Uh the [12:11] backbone agency uh covers the [12:13] coordinator's salary, so um that's that [12:16] piece of it. The backbone agency, so the [12:18] hospital and the school district also [12:20] cover what we call the team funds. So, [12:23] each of the five teams has a pot of [12:25] funds [12:26] uh that that team um is able to spend [12:28] and approve. Uh for [12:32] three of the teams, they have $8,000 [12:34] that they start with each fiscal year. [12:36] Uh one of the teams has 5,000, one has [12:38] 10,000. And those are kind of all [12:40] determined by the team and the school [12:42] district, like how much they're wanting [12:44] to contribute, [12:45] and that have been established um [12:47] annually since then. Those funds don't [12:49] expire, they just roll over into the [12:51] next year. I don't ask um the partners [12:54] for funds each year. It's however much [12:57] it takes us to get back to that $8,000 [12:59] mark. [13:00] Um we have neighbor-to-neighbor funds, [13:02] and each team has a a pot of [13:04] neighbor-to-neighbor funds, and those [13:05] are just community donations that come [13:07] in. We also um are awarded different [13:10] grants. Detroit Lake Foundation awarded [13:12] us a grant that we've been able to [13:14] utilize uh with the San Ysidro Canyon [13:16] team. And then uh leveraged funds. So, [13:19] again, neighbor-to-neighbor, the grants [13:20] are all leveraged funds, but again, our [13:22] partners, so Salvation Army, St. Vincent [13:24] de Paul, Family Promise, list goes on. [13:27] Uh those are all what we consider [13:29] leveraged funds. [13:31] Next. [13:33] So, [13:34] this last fiscal year, I'm working on [13:36] the reports for that, and so our impact [13:39] statement is that we were able to serve [13:41] over 2,400 individuals this last year. [13:44] That is in addition to any kind of [13:46] funding request that includes the [13:48] warming center that we run in the [13:50] winter. That includes [13:53] Sit Mobile when it was reactivated in [13:55] the fall when SNAP benefits were cut. [13:57] So, we had 530 individuals come through [14:01] our doors seeking grocery and food [14:02] assistance during that time. [14:05] We spent over $16,000 [14:07] over between the five teams and [14:09] leveraged about $143,000. [14:13] So, my my assistant says it's 1 to 10 [14:16] times as far as leveraging goes. So, [14:18] every one service integration dollar, [14:20] it's about 10 leveraged dollars. [14:23] Next. [14:31] Baby. [14:34] There you go. [14:35] You can go to the next one. So, I wanted [14:37] to focus a little bit [14:39] in-depth on the Santiam Canyon community [14:41] team. [14:42] Our fiscal team support for that team [14:45] comes from again the Santiam Canyon [14:47] School District. So, they're helping [14:48] with that that team fund. We also get [14:51] donations from the Mill City Lions Club, [14:53] Mill City Presbyterian, Detroit Lake [14:55] Foundation, and various private [14:57] community members that donate to us. We [14:59] are a nonprofit and we do issue tax [15:01] receipts if if that you know, is a need [15:06] for them. [15:07] Our meetings are the fourth Tuesday of [15:09] the month at 10:30 at the Gates Fire [15:11] Hall. [15:12] We run September through June. So, right [15:14] now we're on a a break from the [15:16] meetings. Anisa Bosch, who's the program [15:19] assistant, and I do work year-round. So, [15:21] we're still there working with our [15:23] partners. [15:24] Again, this team does start with $8,000 [15:26] and the funds do not expire. [15:29] And then we focus on those local [15:31] supports, trainings, and resources. So, [15:34] um I'm just trying to think, you know, [15:36] when we have public safety power [15:37] shut-offs, when we have different water [15:39] issues with Detroit, when we have [15:41] different things come up, um I tend to [15:44] stick my nose in there and try to see [15:45] what we can do to help, whether people [15:47] want it or not. So, [15:49] um right now, you know, we're working [15:51] with um [15:52] uh some stakeholders on the Detroit [15:54] drawdown. I know that's a big thing [15:56] that's happening, and so um just trying [15:58] to see what we can do, whether it's just [16:00] providing education to the community [16:02] with a one-pager, like, "What does this [16:04] mean for you?" It's a It can be for all [16:06] of us um [16:08] that sit around meetings, a lot of [16:09] documents, a lot lot of stuff to go [16:11] through, but a one-pager would be nice [16:13] just to share, and so we're trying to [16:15] make that happen. [16:17] Next. [16:20] Uh again, our focus with CSD is housing [16:22] stability. We want to support during uh [16:25] medical crises, so maybe someone broke [16:27] their arm, not they're not able to go to [16:29] work for a certain period of time, paid [16:31] leave Oregon is exhausted, and they just [16:33] need help with a month of rent, um and [16:35] that is something we're able to do. [16:38] Uh we pride ourselves on bridging gaps [16:39] that come up for households. And again, [16:42] we're here to support all households. [16:44] It's not based on income, it's not based [16:46] on family dynamics, it's not based on [16:49] housing status. It could be any of us at [16:51] any time that needs assistance, and [16:53] that's what we're here for. [16:55] Next. [16:58] And so then for the CSD Canyon, uh this [17:00] team spent $3,250 [17:03] this last year. We leveraged over [17:05] $20,000. [17:06] We had 16 funding requests come in that [17:09] served 128 individuals. [17:12] Uh and that is broken down. I think I [17:13] have the next slide, uh 11 urgent [17:17] requests, three basic requests, and two [17:19] transportations. You can go to the next [17:21] one. [17:22] And that just shows most of the needs [17:25] are going to be urgent. They're those [17:26] rent utilities shut offs that are [17:29] happening. [17:30] And then I have uh yep, next slide. [17:33] Uh the real example I provided to uh [17:36] council tonight is just we had a widower [17:38] that um spouse had passed. Uh she [17:41] happened to be [17:42] uh a collector of a lot of things, and [17:45] so his health was not great. Uh he [17:48] needed a dumpster, was living on a fixed [17:50] income, not able to afford the dumpster. [17:53] He had a community health healthcare [17:56] worker from the hospital assigned to [17:58] him, and she was helping kind of triage [18:00] like what what do we need to do? And so [18:03] that service integration team was able [18:05] to approve getting him a dumpster. His [18:07] family was there to support with, you [18:09] know, taking things out. Think we even [18:11] had some community members show up and [18:13] help with that unloading of the home, [18:15] and then he transitioned into a smaller [18:17] space that was able to kind of morph [18:20] with his lifestyle at that point. [18:23] And then next. How to get involved, you [18:26] might ask. So you can join the email [18:28] list. All you have to do is email me, [18:30] and I'll put you on there. We've got two [18:31] email lists. We've got a master list, [18:33] which is usually one email a month, and [18:35] then we have uh the team email. With the [18:38] team email, you're going to see all [18:39] those funding requests that come [18:41] through. So you get to read about those [18:42] local needs that are happening. You can [18:44] always attend a team meeting. Again, [18:46] those start in September. And then you know, the last one is supporting the [18:51] work. So participation, [18:53] uh financial donations, or volunteering [18:55] as things come up. [18:57] And then again, we're just a tiny little [19:01] uh cog in the whole system, but I like [19:03] to think that we make a big impact on [19:05] our communities that need us, and and [19:07] that we're there when they do need us. [19:09] So, that's That's I have. [19:12] >> Yes. [19:13] >> Are those meetings on Zoom like they [19:16] used to be? [19:16] >> They're not. Uh they were during COVID [19:19] and they're not because we focus on that [19:21] building relationships around the table, [19:23] which I know prevents barriers with, you [19:26] know, not everybody's able to get there, [19:28] but it [19:29] um there's so much magic that happens [19:30] before and after the meeting with folks [19:32] just connecting. So. [19:35] >> I used to randomly sit in on those um [19:37] after the fire and it was fun to see all [19:40] the people come in with what they had to [19:43] offer the community from, you know, [19:46] um fire protection [19:48] funds and [19:50] just glasses, you know, if your glasses [19:52] burned up in the fire, like it was [19:54] >> Yeah. [19:55] >> It was good because it wasn't [19:57] governmental, so it was more it was [19:59] swift and you guys did a good job. It [20:02] was fun to sit in on those meetings. [20:04] >> It's still fun. You should come back. [20:10] » Does your Does your model do any kind of [20:12] fundraising or [20:15] any [20:17] type [20:18] events like that? [20:19] >> You know, we've had a couple bingo [20:21] nights at Snow Peak in Stayton, uh but [20:24] other than that, we haven't done it in a [20:26] couple of years. Uh [20:28] we really don't want to compete with [20:30] other, you know, nonprofits or [20:32] organizations that are fundraising and [20:35] so we we just haven't. [20:37] >> Okay. [20:37] >> Do you have If you have ideas, I'm happy [20:39] to [20:39] >> I always got ideas. [20:40] >> Okay, great. Let's Let's talk. [20:47] Anything else? [20:50] » Kim, thank you. [20:51] >> You're welcome. [20:52] >> your organization is great. I'm not sure [20:55] where the Santiam Canyon would be [20:58] without what you guys do. [20:59] >> Thank you. [21:00] >> It's [21:01] wonderful work. [21:02] So, thank you and we appreciate you [21:04] being part of our area and what you're [21:06] doing. [21:07] >> Yeah, thank you for having us. [21:08] >> Anytime. [21:09] >> Thank you for reminding us you're here. [21:11] >> Yeah. [21:11] >> And still working. [21:13] >> here. Yeah. We're going on year 10, so [21:15] we'll see what we've got for you next [21:17] year. [21:18] Thank you. [21:19] Yeah. [21:21] >> Danny Neilson, um [21:23] what would your expectation be for the [21:25] city council? [21:26] >> Mhm. [21:28] Ooh, that's that's a tough question. So, [21:30] I I mean and I'll just put this out [21:32] here. I do have city councilors that [21:35] come to the team meetings. [21:37] Um I do have mayors that come, but also [21:40] I think it looks different in each [21:43] community, right? It's It's going to be [21:44] different. This This community is a lot [21:46] more spread out than the other [21:48] communities that we have. Um I think at [21:51] least uh [21:52] maybe being on the email list and if you [21:54] see something, then there's some input [21:56] you or if you have cuz I don't know [21:58] everything. And so if there's something [22:00] that you can think of that that isn't in [22:02] a funding request, it's always good [22:04] feedback for me or if you have [22:08] things I haven't thought of. I think it [22:09] the more people we have eyes looking on [22:11] this stuff. I try to do a really good [22:12] job vetting, but um I can always use, [22:16] you know, more feedback. So, I think [22:18] that's one. Um if you guys need me or [22:21] need service integration, let us know. [22:24] Um you know, we try to I try to get up [22:26] here personally. Uh my in-laws have a [22:28] lot up in Myer, so I have some personal [22:30] interest in the community. I try to be [22:32] here for the Detroit fishing derby and [22:34] the 4th of July and different events [22:37] that I can get into to volunteer, but um [22:39] if there's other things that you can [22:40] think of um I know when uh Mayor Tratt [22:44] was here, we had some ideas that maybe [22:47] it'd be nice to get a physician [22:49] assistant up here to do some, you know, [22:51] just basic um [22:53] you know, blood pressure checks and that [22:55] kind of stuff. But if there other things [22:57] that you guys can think of that we can [22:59] do, please let me know. But I think at [23:02] the minimum email list would be great, [23:04] Danny. [23:05] >> I have a lot of questions. [23:07] Maybe not [23:09] belong here, but I can't help. [23:11] How's the merger going? [23:14] >> That That's a good question. [23:17] So, [23:18] um there is an email address that you [23:21] can email. It's news@santiamhospital.org [23:24] for for detailed questions or questions [23:26] that you might have about that. I did [23:28] write down they're doing a Your Voice [23:30] Matters right now. So, um if you have [23:33] feedback to give to the Oregon Health [23:35] Authority, [23:37] uh the email address for your opinion is [23:40] hcmaryo.info@oha.oregon.gov. [23:49] And that is my comment on that. [23:53] >> Clearly Clearly you've been well [23:54] rehearsed in that question and your [23:56] answer. [23:57] Um [23:58] were you guys a pretty good driving [24:00] force with the pharmacy coming to Mill [24:02] City? [24:03] >> I'd like to think that there was some [24:04] good feedback. I think the partnerships [24:06] we've had, uh you know, we have a clinic [24:09] in Mill City and I think they've heard [24:11] quite a bit about, you know, patients [24:13] needing to be able to pick up. But, [24:15] um [24:16] having to give folks patients gas cards [24:19] to get to Stayton, I think that's been [24:21] data that we've shown and just hearing [24:23] from patients not being able to get [24:24] their medication. So, we're really [24:26] excited for the pharmacy looking at [24:28] opening in September, I believe. [24:30] >> No, I think it's great. [24:31] >> And there's ATM still there. [24:36] » I might mention there's been uh a [24:39] Saturday market going on uh in Detroit [24:42] at different times and I know it's, you [24:45] know, all of your team is a lot of [24:48] volunteer people and uh it's so hard to [24:53] get them in so many different places. [24:55] But, if they got an opportunity to throw [24:58] a pop-up tent up, come up on one of [25:00] those Saturday events, there's a lot of [25:02] people coming through there. It would It could be potentially I mean, maybe [25:09] more so than like one of the concert [25:11] events, something Saturday mornings when [25:13] people are look walking around looking [25:15] at stuff, buying fresh produce. [25:16] >> Yeah. [25:17] >> Uh [25:18] I think there's one coming up during the [25:19] Scotty Alexander concert. Is there [25:24] There's Yeah, the the the next two [25:26] Saturdays. Love to have your integra- [25:28] what some of your integration team, some [25:30] intel here, um pushing it out to the [25:33] community. [25:34] >> Who's the best person to [25:36] >> She's sitting in the back row back [25:38] there. [25:38] >> Sounds good. [25:41] I will grab her contact information. I [25:42] know that um our team will be at the [25:45] Idanha Mountain Festival this this [25:47] weekend. Yep. [25:48] >> So, uh maybe that following weekend we [25:51] can look at something. Yeah. [25:52] >> Great. [25:52] >> Awesome. [25:53] >> Yeah. Love to see you guys. You do a [25:54] great job. Thank you so much. [25:56] >> I appreciate it. You have my email, so [25:58] let me know if there's questions. [26:00] >> Oh, we'll fire some stuff off. [26:10] Okay, next up, Jen Courtney Place. [26:14] Try and get you guys out of here before [26:16] you have to listen to the boring stuff. [26:18] >> Big thanks. [26:23] Good evening. I'm Jen Benevidas. I'm [26:25] actually not anything to do with [26:27] Courtney Place besides I needed a crew [26:29] to go fishing with one year. [26:32] So, [26:33] um I'm a Salem native and grew up [26:36] Should I be closer to this? [26:38] Grew up coming up to Detroit with my [26:39] grandfather who is a veteran. [26:42] Uh my other grandfather uh [26:44] passed away. He was the first B-52 [26:47] engine jet mechanic in Germany [26:50] and uh was overseas with my grandmother [26:53] who was pregnant with my father at the [26:55] time. [26:56] And they cut his lines because he was [26:57] smart. So, she came home pregnant with [27:00] toddlers and her husband in a casket. [27:02] >> Mhm. [27:03] >> So, veterans hold a very special spot in [27:05] my heart, especially watching my [27:06] grandmother and my family grow up um [27:09] missing him, one. [27:11] Uh later on, fast forward, I fell in [27:13] love with my high school sweetheart who [27:15] um was on the walk up to Baghdad. And um [27:20] is severely mentally, physically damaged [27:24] from his time. Um and so, just giving [27:28] back to the community is huge in in [27:31] numerous ways that I do, but this is my [27:32] favorite one of all [27:34] uh because getting out on the water and [27:36] a fishing trip is just there's nothing [27:38] else about it besides [27:41] tying lines and catching fish and [27:42] sweating and drinking some beer and some [27:44] soda and shooting the Did I say [27:47] that in here? I'm [27:49] And pizza. [27:50] So, the first year when I put it [27:52] together, I I didn't even think about [27:54] sponsorships. I didn't think about [27:56] anything like that. I I funded it [27:58] myself. I had a few friends that were [27:59] like, "Hey, let me help." And so, we met [28:01] up at um Sportsman's Warehouse and got [28:04] some gear and we all came up and went [28:06] and fishing and got one pontoon boat. [28:08] And this last year, Andrew uh made an [28:11] ask to somebody and before I know it, a [28:14] really sweet lady by the name of Candy, [28:15] I believe it's your wife, [28:18] started blowing me up left and right. [28:20] She's amazing. Between her and um [28:23] Elizabeth Smith, [28:25] I um my heart was just overcome with [28:29] emotion and so much that I could cry [28:32] right now because it was just something [28:34] that I wanted to do with a bunch of [28:36] guys. Um so, from the bottom of my [28:39] heart, I'm here today to thank you for [28:41] supporting [28:43] uh Courtney's Place second annual [28:45] fishing trip on June 26th. Um we look to [28:49] continue doing it the Friday before the [28:50] 4th of July going forward. Thank you [28:52] Captain 1 2 I don't even know your guys' [28:55] names you just showed up and started [28:56] driving boats. So, thank you for that [28:58] and thank you for your service. [29:00] Um [29:01] like I said, [29:03] what this has meant to these veterans I [29:05] can report back that even though DJ who [29:09] is my high school sweetheart wasn't is [29:11] not part of Courtney's Place. I've [29:12] offered this up to other folks. DJ came [29:15] out last year. He was lost didn't know [29:17] what to do. He sat with me and he was [29:19] like, "What what can I be doing?" I [29:20] said, "Just get involved. Get involved [29:22] in your community whether it's a board, [29:24] it's a committee, it's giving back. It's [29:25] going to start to fill your cup." DJ now [29:28] is the head of the VHW in Salem. [29:31] His life is completely turned around and [29:33] sitting on the boat this this second [29:35] term he was just digging into veterans [29:37] trying to pull them out of their shells. [29:39] Um Kaiser we did the golden gold star. I [29:42] don't know if you guys are aware of the [29:44] gold star memorial that we put up in [29:45] Kaiser this year. Um he was there, you [29:48] know, fully decked out with all his [29:50] people and so it's just amazing to see. [29:51] That's one of four out of 12 originals [29:54] that went on to do other things and I [29:56] like to share a couple about those other [29:58] the other three. I don't know how much [29:59] time I have but um [30:01] >> You've got the floor. [30:02] >> Okay. So, uh another one I love to share [30:04] about is is Gil. I think he uh Jerrell. [30:08] I think he was on your boat. Jerrell is [30:10] a hoot. I um was able to do [30:14] from the fishing I started taking the [30:15] boys to other things in town because [30:17] they just needed to do things, right? [30:18] So, we got in contact with the Salem [30:20] Capitals and hosted a veterans night um [30:23] where we brought the veterans out they [30:25] got to be down on the floor watch [30:27] basketball and just everything [30:28] basketball. And from that uh Jerrell [30:31] connected with Jason Conrad and became a [30:33] volunteer and is literally the parking [30:35] lot attendant taking the $5 parking [30:38] every game and is there probably one of [30:41] the last people every night after every [30:43] game cleaning up after everyone that [30:46] comes to the games. And Jerrell is [30:48] so fulfilled with that. He has won um so [30:51] much so that I got to give him a [30:53] basketball this year as volunteer of the year for the Capitals. So, that was [30:57] huge. Uh another one is [31:01] Oh, Mr. Stevens. He has a dog and he's [31:03] slightly intoxicated probably 90% of the [31:06] time. Yeah. [31:09] he [31:10] Um he got uh integrated with a [31:13] foundation um a horse foundation that is [31:16] out of [31:17] uh Rick Real. It's um Acres of Hope. I [31:21] don't know if you guys have ever done [31:22] anything with them before, but they uh [31:24] raise funds and have uh horses for [31:26] children that are going through issues [31:28] with social anxiety, mental illness. Um [31:31] they do great fund raisers every year [31:33] and Steve's out there scooping poop [31:35] probably three to five times a week just [31:37] to help with horses. And the final one [31:40] happened this last weekend at um we have [31:44] uh [31:45] a guy that loves baseball. So, we took [31:47] the boys to [31:48] uh the Berries. Is it It's a new game. [31:51] Who's the new team? Is it Marion [31:53] Berries? Excuse me, yes, Marion Berries. [31:55] Uh we took them to the game this [31:58] I think weekend or two ago and um [32:00] Vincent got to throw a ball. He Vincent [32:03] didn't come fishing. He wasn't a fishing [32:05] guy. However, I would like to report I [32:07] did have a guy in my boat that last year [32:09] stayed on the shore and this year he [32:11] actually came out on the boat and he had [32:13] so much fun and he caught so many fish. [32:16] So, finishing with Vincent, he is now [32:18] volunteering for Marion Berries. So, the [32:21] comradery that comes from one fishing [32:23] trip, just believing in one exercise or [32:27] doing something or even just stepping [32:28] out of your comfort zone can help so [32:30] many others. So, [32:32] I'm here just to personally thank you [32:34] for [32:35] reaching out and supporting our trip and [32:37] I know that um [32:39] the Detroit Lake Foundation is asked to [32:42] do this continuously and grow it bigger, [32:43] and I know I will probably be out of the [32:45] scene eventually, and maybe just be one [32:47] of the people on the boat, but take it, [32:50] run with it, do it. These people need [32:52] it, so [32:53] on behalf of Courtney's Place, [32:56] we wanted to bring you a card signed by [32:57] the vets and a couple pictures from our [32:59] event. And thank you. [33:02] >> I bet you won't be out of it. [33:04] >> Oh. [33:05] No. No, no, no, no. I mean, I don't know [33:07] how many lines I had to tie, but I I If [33:10] I just show up and tie lines, that's [33:11] what I want to be doing. [33:12] >> Sure. [33:13] >> So, I don't know who I give these to. [33:21] » We never got to meet. [33:23] Oh, my word. [33:27] You're welcome. When I heard you were [33:29] here, I had to come over and say hi. [33:31] Yes. I'm so happy. It was a wonderful. [33:35] But, let's go put them in front. Come [33:37] on. [33:38] Let's go put them up. [33:39] >> Come on. [33:39] >> You uh We are lucky that you were not [33:42] scared off by her and Elizabeth, because [33:44] let me tell you something. [33:46] Uh [33:47] they they can be a little scary. [33:54] » Bring your passes right here on City [33:56] Council. [33:58] There was so much going on that I only [34:00] remember the two, and I apologize. [34:02] >> Bill. [34:03] >> No, it was not. [34:05] >> Yes, it was me and [34:05] >> Bill was not the one [34:08] >> Oh, okay. [34:09] >> Oh. [34:09] >> You too. [34:10] >> Yes, everyone who sponsored. Thank you [34:13] for the treats. They were delicious. I [34:15] think we were all too excited to even [34:16] realize how much was in those That most [34:19] But, they took it all home. [34:20] >> Yeah. [34:20] >> So, thank you for that. [34:23] >> Thanks a lot. [34:27] » Okay. [34:30] » Moving along, committee reports. This [34:33] time is set aside for committees [34:34] established by law, ordinance, or other [34:37] authority to report to the city council [34:39] on committee's ongoing work. [34:42] I don't think we've got any committee [34:44] reports right now. [34:47] Well, we probably don't have any [34:48] committees right now. Okay. [34:53] Resolutions, orders, and administrative [34:56] action. Authorize [34:59] of intent to award distribution system [35:02] improvements and mayor to sign contract [35:05] Mesa excavation and construction [35:08] Michelle Connor. [35:10] >> Yeah, so this is [35:13] um [35:13] we put out to bid um to do some [35:18] work on our distribution system. [35:21] Originally, we were going to try to do [35:23] Cluster and Humbug. Um and so [35:28] after looking at our what funds we had [35:31] left, uh we had to [35:34] uh [35:34] not do Humbug. We're just going to do [35:36] Cluster. So, um [35:39] I you guys should have got the bid at [35:41] the comparison. [35:43] Uh Matt just got that to me this [35:44] afternoon. But, um so we're just doing [35:47] in the middle of the page under Mesa [35:50] Excavation, uh they were the lowest [35:52] bidder um at Sorry, 231 [35:57] 994. Um so, uh we would like [36:01] authorization to award them [36:04] the contract. [36:06] >> Do I have a motion? [36:08] >> So moved. [36:09] >> Second. [36:12] » Uh [36:12] Recorder, call the vote. [36:16] » Councilor Teasdale? [36:17] >> I. [36:18] >> Councilor Smith? [36:19] >> I. [36:20] >> Councilor Nielsen? [36:21] >> I. [36:22] >> Councilor O'Donnell? [36:23] >> I. [36:23] >> Councilor McCall? [36:25] >> I. [36:26] >> And uh Mayor Page. [36:28] >> I. [36:29] Motion passes. [36:30] >> Yeah. [36:31] >> Um [36:34] authorization for DLF to close Patent [36:37] Street for Santiam Music Festival. [36:41] Michelle Connor. [36:43] >> Um yeah, so Detroit Lake Foundation has [36:46] requested again to close Patent like we [36:49] did for 4th of July. Um I think that [36:52] is a good idea. [36:54] >> Do we have a motion? [36:56] >> So moved. [36:57] >> Second. [36:59] >> Recorder, call the vote. [37:01] >> Councilor Teuscher, I. Councilor Smith, [37:04] >> I. [37:04] >> Councilor Neilson, [37:05] >> I. [37:05] >> Councilor O'Donnell, [37:07] >> I. [37:07] >> Councilor McCall, [37:08] >> I. [37:09] >> Mayor Page, [37:10] >> I. I apologize on the last two of those [37:13] I didn't call for discussion. So, if [37:15] anybody's got discussion, [37:18] but it didn't seem like we did. Do you [37:20] have discussion? [37:21] >> No, but I just have a comment that it [37:22] worked out really good. I was glad that [37:24] it happened that the road got closed off [37:27] on 4th of July. [37:28] >> So, I apologize for not following the [37:30] proper rules of order and asking for [37:32] discussion. [37:34] Um [37:37] ordinance 278 [37:39] ATV, golf carts, et cetera. [37:44] Discussion. [37:45] Councilor Smith. [37:47] >> Thank you, Mayor. [37:48] Um [37:52] so going through our ordinance officers' [37:56] notes the last [37:58] I'll say 2 months, [38:00] um [38:02] by far [38:04] the our biggest problem that we're [38:06] facing right now are e-scooters and [38:09] e-bikes. [38:11] And it's not just a [38:14] hazard as kids falling off them. We're [38:17] talking [38:19] people almost getting ran over by them. [38:22] Um I guess these things, and I'm just [38:24] learning this a little bit myself, you [38:26] can have these things chipped and or [38:29] programmed to do 40 miles an hour. [38:32] Um I'm not asking for anything right [38:34] now, but what I'm asking for is as the [38:36] season is dwindling down quicker than we [38:39] thought [38:40] and hoped. Um [38:42] we are going to have to have this [38:43] discussion, and it's going to be a hard [38:45] discussion uh even with Marion County [38:47] Sheriffs. Um [38:50] nobody's quite sure how this falls into [38:52] things. [38:54] And in order for our ordinance officer [38:56] to be able to [38:58] help enforce it, it's going to have to [39:00] be it's going to have to be some kind of [39:01] ordinance. As [39:03] I'd love to say I never thought this [39:05] would happen. [39:06] Well, I really didn't, but [39:09] here we are. I mean, I I can tell you [39:11] during the parade [39:13] I almost got hit by a guy in the parade [39:15] trying to pass [39:16] the parade car in front of him. [39:18] So, it is a a [39:21] situation that we're going to have to [39:23] deal with by next [39:25] spring. [39:26] So. [39:27] Yes, I am concluded. Mr. Nelson. [39:31] >> Thank you, Counselor Smith. I'm just [39:34] curious, have other cities had to [39:37] address this, and if they have, perhaps [39:39] we could [39:41] uh as an intervener [39:43] grab the information that they have [39:46] relative to an ordinance that has [39:48] worked. [39:49] >> That's an interesting question. I will [39:51] tell you that the state law just lowered [39:54] the driving age of those to 14, and that [39:56] just happened. [39:58] Uh they can't enforce it yet, but they [40:00] can start enforcing it, I want to say [40:02] the 1st of the year. [40:04] So, it's not enforceable now, but it's [40:06] going to be. [40:07] But it went from 16 to 14, so in a lot [40:10] of ways, in my opinion, it may have just [40:12] got worse. [40:14] So. [40:15] >> Well, it's a real issue. Um my wife and [40:18] I stayed in a new motel over the fourth [40:20] weekend and we had some interaction with [40:24] a group of teens [40:26] on those [40:27] wheelies [40:29] and it wasn't it wasn't great. [40:32] >> I've like I said after talking to her in [40:35] this office here, that was by far [40:38] the biggest complaints from people [40:40] walking [40:41] and [40:45] people just bystanders. It's not you [40:49] know, [40:50] I don't know how else I'll else to put [40:52] it other than it is going to have to be [40:54] looked at and addressed. [40:55] >> I think we I think we should research [40:58] some smaller towns that have to deal [41:00] like in the bigger towns, they're not [41:02] saturated in one area. So I think we [41:04] should research some smaller towns and [41:06] see what kind of rules or stuff they [41:09] have put together to see if we can [41:14] just calm calm the whole thing [41:15] >> And like I said, this is [41:18] kind of become a new thing to where even [41:21] where the state law is dropping the age [41:23] limit from 16 to 14 at least from what I [41:26] saw. Um [41:29] they might be in the process of doing [41:30] things as well. That's why I'm putting [41:32] this on the forefront so we can stay in [41:35] front of it and maybe put it on the [41:38] business the unfinished business if we [41:40] could put it on on that maybe so we keep [41:42] it in front of us. If we could do that, [41:44] please. That'd be great. [41:46] >> I have a question. [41:48] What's the yellow highlight? [41:52] >> On what? [41:52] >> On our documents. Is that [41:55] where we could add? [41:58] There's yellow highlights throughout. [42:03] » Um well, the slow moving Okay, so the [42:05] slow moving moving triangles we don't [42:08] enforce that. [42:09] Um [42:10] >> It's just for us to take note basically. [42:12] >> I I think those are things that Garrett [42:14] added. [42:15] >> Yeah. [42:15] >> Oh, okay. [42:16] >> That was a Yeah, that was a Yes. Um This [42:19] motorized not equipped with headlights [42:21] and taillights [42:23] it was [42:24] this year it was deemed as [42:29] do we really want to be enforcing it [42:31] because nobody really knew the outcome [42:33] of this. [42:34] Well, now we know the outcome a lot [42:35] sooner than we thought. So, it's going [42:37] to have to be dealt with, like I said, [42:39] going forward. [42:41] Not much we can do about it come August [42:44] with the [42:45] boats coming out and I you know, I'm [42:47] sure people will be here, of course, but [42:51] I don't really know what the answers are [42:53] on that. I know um last time I talked to [42:55] Marion County Sheriffs, [42:57] they [42:59] weren't too thrilled [43:01] to enforce it, either. So, it's going to [43:03] have to be getting them on board, as [43:04] well. So, it's going to take some work. [43:06] So. [43:08] >> And kind of on that same topic, um I had [43:12] a property owner call about [43:15] uh [43:17] asking or suggesting that we also [43:20] require liability insurance on golf [43:23] carts [43:24] and ATVs. [43:29] » After what I've heard, some things that [43:30] have happened, I think it'd be a great [43:32] idea. [43:34] >> And this person actually returned their uh [43:38] permits and said, "I'm not driving my [43:39] golf cart anymore to [43:41] with these kids on the scooters and [43:43] whatnot." [43:44] So. [43:47] » We might want to start We might want to [43:49] spend a little time and look into [43:52] some California beach communities or [43:54] Florida beach communities, probably [43:56] where all this is really um [43:59] going on in greater numbers [44:02] and see if we can't get some intel as to [44:05] how they're herding their cats because [44:08] this whole issue is simply hurting cats. [44:12] >> Well, and I will I will also add that we [44:14] did add on [44:18] Boulder and [44:20] >> Kenny. [44:20] We did add a stop sign there cuz [44:23] we had no stop signs coming up or down [44:25] the hill. [44:26] And there were multiple scooters. I [44:29] mean, flying. [44:31] I've seen several almost get hit by [44:33] cars. [44:35] The scooters almost taking out people [44:38] walking. It's just once again, it's just [44:41] it's too bad, but [44:44] I know nobody wants to hear more [44:45] enforcement, but for the safety of our [44:48] residents, I think it's going to come to a head where we're [44:52] going to have to. So [44:54] >> came in the other day to pay and he said [44:57] that he was watering his lawn and he was [44:58] on the edge of his property and kid went [45:01] by on one of those and it jerked the [45:03] hose right out of his hand. [45:05] He'd have been back just a little more, [45:06] it would have been him that he ran into. [45:08] >> Yeah. [45:10] It's it's a it's a tough one, but I mean [45:13] and as we already have an ordinance in [45:15] place, we're just going to have to add [45:16] to it and be a little bit more creative. [45:18] >> And they don't care either. They I I [45:20] confronted probably about a 8-year-old [45:22] on Sunday. [45:24] He stopped his bike and he yelled back [45:25] at me. He goes, "I can go as fast as I [45:27] want." [45:33] » That's all I have, Mayor. [45:38] » Well, I don't have an answer for what we [45:41] do with when we have a playground for 5 [45:44] months out of the year other than put [45:46] deeper sand in it. I'm not sure. [45:48] We're going to have to work on that one. [45:52] Okay, moving along. Consent calendar. [45:54] Approval of the budget hearing minutes, [45:57] June 4, 2026. Do I have a motion? [46:00] >> Thank you. [46:01] >> Second. [46:03] >> Approval of city council minutes June [46:05] 14th, 2026. [46:08] Do I have a motion? [46:09] >> So moved. [46:11] >> Second. [46:12] >> Approval to pay the bills. [46:15] >> I have a couple questions on that. [46:16] >> All right. So, [46:19] uh [46:20] recorder, would you call the roll on [46:21] consent calendar A and B and we will [46:25] address the uh [46:28] vote on that. [46:29] >> Yeah. [46:30] Councilor Teasdale. [46:31] >> Aye. [46:32] >> Councilor Smith. [46:33] >> Aye. [46:34] >> Councilor Nielsen. [46:35] >> Aye. [46:36] >> Councilor O'Donnell. [46:37] >> Aye. [46:37] >> Councilor McCall. [46:39] >> Aye. [46:40] >> Mayor Page. [46:41] >> Aye. [46:42] Uh consent calendar C, approval to pay [46:46] the bills. [46:48] >> Okay, I had a couple questions. Um the How did we I know we should be [46:56] doing this in a business meeting because [46:58] the before a council meeting, but since [47:00] we don't have them, I have to do it [47:01] here. But, um how did we do on the [47:05] dumpsters um that we had out front, the [47:07] extra ones where we did the citywide [47:10] um cleanup for Idana, Detroit? Did we um [47:13] I saw the expense in here and I was [47:15] wondering if the people that used it, [47:17] did it help cover [47:18] >> We made $70. [47:20] >> Wow. Okay. [47:21] >> Uh wait, no, we made more than that. [47:23] >> That was just on the cash and checks. I [47:25] don't know what the credit card was, I [47:27] didn't know. [47:28] >> Yeah, cuz I had I had a few credit [47:30] cards. We probably made a couple hundred [47:32] dollars. [47:33] >> Nice. Nice, cuz I saw how expensive they [47:35] were, but I mean, it was it's super [47:37] handy for people that can't drive their [47:39] awkward shaped things to the dump. [47:41] >> Yeah. [47:41] >> Um and then [47:43] um [47:44] I see that we have a background We have [47:47] two background checks. I recognize the [47:50] one for our code enforcement, but [47:52] there's another one in here and I wanted [47:54] to ask about that. It was for [47:56] I don't know. Um [47:58] >> It just happened on the sixth [47:59] >> for Rachel. [48:00] >> Yeah. And I didn't know um what that was [48:03] for. [48:04] >> So, um [48:05] we had talked about prior to the 4th of [48:08] July um [48:10] having a person [48:12] that was available to fill in if for [48:14] whatever we needed if one of us was on [48:17] vacation, maybe someone to answer the [48:18] phone, if they needed extra help in the [48:20] park. And so, uh we had a person that [48:23] was originally interested in the city [48:25] clerk position [48:27] um but didn't end up applying, but um [48:31] we went ahead and just did a background [48:32] check on her so that it we have it [48:36] should we it'd just be quicker if we [48:38] ever did need somebody to call in and [48:41] say, "Hey, can you just fill in real [48:42] quick?" [48:44] >> Okay, thank you. And then one more um [48:47] regarding I [48:50] you and I have spoken about um how we [48:52] need to work on um [48:56] the [48:57] what are the what do we call it? It's [48:59] not a personnel policy, maybe it is for [49:00] the city that [49:02] it was in draft form last time I looked, [49:05] but um [49:06] if we can move on that because I need to [49:08] find out what our policy is on overtime [49:12] because I see that we there's one person [49:14] that's consistently getting overtime and [49:16] I think with all our employees that we [49:19] if we could spread around the work that [49:20] maybe the overtime could [49:23] be more limited to storms and broken [49:26] pipes instead of a standard, you know, [49:29] every month we have 5 hours overtime cuz [49:32] it's [49:33] it [49:34] just to be efficient with city [49:35] operations. Um [49:37] Maybe cross training [49:39] our current employees to where we can [49:43] alleviate that as best as we can. [49:47] >> Okay, so are you talking about the [49:48] >> So, so one of the employees that [49:49] consistently gets about 5 hours a month, [49:52] I think. [49:53] And um at time and a half, [49:56] you know, if we could just have our [49:57] other employees because we've got [50:00] uh not the office admin, but we got two [50:03] full-timers now and then one part-timer. [50:06] It seems like we could [50:08] spread the work out to where those [50:09] people could do the overtime or [50:11] whatever's causing the overtime. [50:14] Um [50:19] just trying to be efficient with, you [50:21] know, [50:22] how we're paying all our employees. [50:25] >> Sure. [50:26] >> Well, I think that's reasonable. [50:28] Um [50:31] we obviously want to strive to run as [50:33] efficiently as we possibly can. So, [50:37] I think that's a reasonable look at how [50:41] we [50:42] balance that out possibly. [50:45] Councilor Neilson? [50:46] >> Thanks, Mayor Page. Two questions. One, [50:49] we did a background check so we could [50:51] have someone fill in. Don't we already [50:53] have a part-time person that could [50:56] increase their hours? Lisa, I think is [50:59] her name. [51:01] >> Yes. Yeah. [51:03] >> Oh, I'm just curious if we already have [51:06] a part-time person that could provide [51:08] that. [51:10] Um [51:12] >> Well, I was just I was asked several [51:14] times about this person um prior to the [51:17] 4th of July [51:19] and uh they volunteered like, "Hey, if [51:21] you guys ever need any extra help." And [51:23] so, [51:24] um [51:26] at this point, all we've done is a [51:27] background check. [51:28] >> Okay. [51:29] >> Cool. [51:30] >> So. [51:32] » It One more question. Does it come [51:34] before council [51:36] if we hire another person or does that [51:38] Can that happen without council [51:39] approval? [51:41] What's the process on that? [51:43] I don't [51:45] >> We've hired um [51:47] employees without council approval at [51:49] the mainly and we base it off the budget [51:53] and what she's budgeted for. [51:55] Um, [51:57] I mean, we're [51:58] the the person, I guess, [52:01] with the the the background check that's [52:03] in question, [52:04] um, that was a backfill position. She [52:07] hasn't had any hourly [52:09] that I'm aware of yet. Um, but that's [52:12] for if uh, [52:14] sometimes [52:15] our staff takes vacation and instead of [52:19] somebody being here by themselves and [52:20] going to lunch and nobody here, it's [52:22] just a a fill-in type position. Um, but [52:26] she's kind of an at-will [52:29] work position, so to speak, to where if [52:31] something's needed and Michelle, [52:34] um, [52:36] feels it's [52:37] justified, then she kind of has the [52:39] authority to do that as the city [52:41] manager. So. [52:45] Does that answer, [52:47] I guess, the the question or whoever's [52:49] question? [52:50] >> Well, [52:51] just to follow up on that, my second [52:53] question was, and and this is just a [52:56] curiosity cuz we haven't had this [52:58] discussion before, but are there some [53:00] parameters that are used to uh, approve [53:04] overtime? I mean, do they have to come [53:06] to you, [53:07] uh, in order to have their overtime [53:10] approved? [53:12] >> Yeah. [53:13] >> Okay. So, you're in the know when this [53:15] happens. [53:16] >> Yep. [53:16] >> Okay, perfect. [53:18] >> And if I may also just add, we've also, [53:23] um, [53:23] hired a company that does all payroll. [53:26] So, I know we're working out some kinks [53:28] with that as well and I don't know with, [53:31] um, [53:32] Michelle, how I mean, I know it's going [53:34] better now, but we had a couple hiccups, [53:37] um, but as far as the overtime goes, I'm [53:39] not sure. I can't speak to that on [53:41] behalf of [53:42] >> It's [53:43] >> with this new system, I guess is what [53:44] I'm getting at. [53:47] >> Yeah, well, and that the new payroll [53:49] system doesn't have anything to do with [53:50] that. [53:55] » All right. [53:56] Consent calendar, approval to pay the [53:58] bills. Do I have a motion? [54:00] >> So moved. Second. [54:02] >> Discussion? [54:06] All in favor? [54:07] >> Aye. [54:09] >> Motion passes. I finally got discussion [54:12] in there, even though we had discussion. [54:17] I'll get there. I'll learn I'll learn. [54:19] I should have a guide here. It would [54:21] help. [54:22] Unfinished business, [54:24] CIS. [54:26] You want to take that one, Michelle? [54:28] >> Sure. Um so, I [54:32] had a conversation with CIS regarding [54:36] our um [54:37] depreciation, [54:39] and they are they will not pay our [54:42] depreciation until our entire claim is [54:46] complete. [54:48] So, we have to wait until our water [54:51] treatment plant is installed, and our [54:53] reservoir is completed, and our [54:57] entire wildfire claim is done. [55:03] » That's [55:04] Excuse me, but I got your email, and I I [55:07] saw that this was a sort of a new [55:10] mandate from them with the people who do [55:13] their reinsurance, correct? [55:15] >> Yeah, mhm. [55:16] >> Okay. [55:17] >> Cuz they've actually closed our our [55:20] claim. That we're going to have to [55:22] reopen it. [55:24] >> Yeah, [55:26] because the last time [55:28] we had a conversation about this, [55:31] all we had to do was furnish the [55:33] material, which I know you and Matt [55:36] spent hours on and we completed that [55:40] process and then all of a sudden the [55:43] rules have changed. [55:44] >> Well, we've completed it for all the [55:46] projects that are complete. [55:49] >> Yes. [55:49] >> But they're saying no, we they won't [55:51] even though those are complete they [55:54] won't do anything until the entire claim [55:56] is [55:57] >> Okay, I won't I won't further the [55:58] discussion other than to say if this [56:00] goes on too much longer, I think we need [56:02] to engage Mr. Reynolds again for Sawhill [56:05] Griggs. [56:06] I think this this has gotten to the [56:08] point of you know, the old saying that [56:11] insurance companies can't make any money [56:13] if they pay claims and that's precisely [56:15] what's happening at Detroit. [56:17] And and and the accumulated depreciation [56:21] that we have is substantial and then [56:23] some. [56:30] » All I can say is well [56:33] and car dealers and lawyers get a bad [56:36] rap. [56:37] So that's the word on that story. [56:41] Uh city hall roof damage. [56:45] >> And kind of along that same line with [56:48] CIS, they're going to require well, they [56:51] said if our standard procurement process [56:55] we need to follow our regular procure [56:57] procurement process which we would be to [56:59] get three bids on the roof also. [57:02] >> All right. [57:04] >> So if anybody knows a roofer. [57:07] >> I got well, I got one ready set. [57:10] Uh [57:11] you want to [57:12] see what you can [57:13] Yeah, gin up on two more. [57:15] >> Yep, you got it. [57:16] >> Thank you, counselor McCall. [57:19] Moving along. [57:22] Uh Bill McCall, property division. [57:29] » Uh yeah, so I marked out my property and [57:32] everything. [57:33] Um I'm not sure if the surveyor has come [57:36] out and looked at it or anything. I [57:38] staked it and everything, but uh I know [57:40] some other things have been going on, so [57:44] um I will let you take it, Danny. [57:48] >> Thank you. [57:51] So, our attorney opined on this project [57:54] a while back and said that because [57:57] uh this [57:59] process of [58:01] either doing a lot line adjustment or an [58:04] easement on Mr. McCall's property so [58:06] that we could have 10 ft on the [58:09] west edge of his property in order to [58:11] tie this property together with the park [58:15] and the old bus shed. [58:18] Um and since it wasn't part of the [58:20] master plan [58:22] uh that we couldn't do what we wanted to [58:24] do in terms of some SBC cost swapping [58:28] for the privilege of having this [58:31] property line adjustment completed. [58:34] So, [58:36] Michelle and I each sought our own [58:39] solution to this. She through Google, me [58:42] through chat GPT, and we came up pretty [58:45] similarly in terms of a process that we [58:48] could use to make an amendment to our [58:50] park plan, which would have to then be [58:53] approved by the council. [58:55] And uh it it sounds to me from a [58:57] discussion I had earlier that we might [59:00] simply be able to do it differently by [59:04] um purchasing the property from Mr. [59:06] McCall [59:08] uh and [59:10] um [59:12] not go through any sort of a plan [59:13] process. We would just purchase it, [59:16] therefore own it, we're now connected [59:19] once the survey is completed, and uh and [59:22] we could [59:23] stymie this lengthy process of amending [59:28] uh our park plan. [59:29] >> So, thank you, counselor. [59:30] >> So, I would I would move, if it's [59:33] appropriate, that we move forward on [59:35] that premise to purchase the property [59:39] from Mr. McCall and uh [59:43] have have the surveyor [59:46] contacted, and I think that's Boatright [59:48] Engineering with [59:50] um [59:51] Corby Minnick or whatever his last name [59:54] is, so that he could uh provide the [59:57] meets and bounds to get this this done [1:00:00] and recorded properly. [1:00:04] » Well, I'll formalize this. I'm going to [1:00:06] make a motion that the city enter into a [1:00:09] negotiation process with Mr. McCall on [1:00:13] the piece of property that we're [1:00:15] speaking of, uh get some survey done on [1:00:18] it, and uh come up with a negotiated [1:00:22] number on this, [1:00:23] um as an outright purchase, um [1:00:26] and get this thing wrapped up before uh [1:00:29] year end. I mean, we're on the verge of [1:00:31] a uh you know, a new park remodel. I [1:00:34] think this is a [1:00:35] very key piece for uh the integration of [1:00:41] this piece of property with the park. [1:00:45] And um [1:00:46] I see no reason for the city to not uh [1:00:51] enter into what would be considered a [1:00:53] reasonable negotiation [1:00:55] uh for that section of property. So, uh [1:00:57] I mean, we'll we'll be more than happy [1:00:59] to publicly disclose uh what those [1:01:02] numbers are uh as that thing shakes out. [1:01:05] We're going to have to have survey and [1:01:06] what have you, but um I don't think it's [1:01:08] going to be anything that's going to be [1:01:10] alarming to anybody. So, if if you guys [1:01:13] agree that's the motion I got on the [1:01:14] table. [1:01:15] >> I'm not going to vote for that, but I'll [1:01:17] second it. [1:01:21] » All those in favor? [1:01:22] >> Uh hold on, discussion. [1:01:26] We've got a second on the table. Is [1:01:27] there a discussion? [1:01:31] » Who would you Who would you like to [1:01:32] proceed with the negotiation? [1:01:39] I'm happy to do it since [1:01:41] >> Councillor. [1:01:42] >> Okay. [1:01:43] >> And [1:01:44] administrative staff can sort through [1:01:46] the [1:01:47] I think the two of you can [1:01:50] And [1:01:50] >> Well, between the three of us [1:01:53] we can work with the surveyor as well as [1:01:57] the numbers and come back to council [1:02:00] next month [1:02:02] >> With a package. [1:02:03] >> And yeah, and and try to clean this one [1:02:06] up and get it off our plate. [1:02:09] >> So, that being said, we have a second. [1:02:12] Do we have further discussion? [1:02:15] And do we know what we're doing? Do we [1:02:19] have that motion down? [1:02:21] >> Yep. [1:02:22] >> Recorder, call the roll. [1:02:26] » I get windy. [1:02:29] » Oh, is he done? [1:02:31] >> I'm done. [1:02:34] » Councillor Tedstone. [1:02:34] >> Aye. [1:02:35] >> Councillor Smith. [1:02:36] >> Aye. [1:02:37] >> Councillor Neilson. [1:02:38] >> Aye. [1:02:39] >> Councillor O'Donnell. [1:02:40] >> Aye. [1:02:40] >> Councillor McCall. [1:02:41] >> Aye. [1:02:42] >> Mayor Page. [1:02:43] >> Aye. Motion passes. [1:02:49] Fee [1:02:52] Well, I don't think we need to go any [1:02:53] further there. [1:02:55] Uh camping on city right-of-way. Have we [1:02:59] moved any [1:03:00] kind of [1:03:02] >> Well, I called [1:03:04] um [1:03:05] So, Garrett told me to call the city of [1:03:07] Sublimity, which I did. [1:03:09] They I I said I was told that you guys [1:03:12] had an incident with this camping and [1:03:14] you [1:03:15] blah blah blah, there were some legal [1:03:17] stuff. [1:03:18] They had no idea what I was talking [1:03:20] about. [1:03:21] So, I don't know. [1:03:23] what Garrett was talking [1:03:25] about. Um [1:03:27] So, but we did uh Heather [1:03:30] printed off some signs um [1:03:33] cuz we do not have any signs around town [1:03:35] that say no camping. [1:03:37] >> Yeah. [1:03:38] No overnight [1:03:39] I just picked the cheapest ones. They're [1:03:41] all kind of from the same company. [1:03:43] They're good for 7 years. It's a rust [1:03:46] proof aluminum. [1:03:47] Uh um [1:03:49] They're relatively inexpensive. There [1:03:51] are ones that are more expensive that I [1:03:53] suspect would last longer, but just to [1:03:56] give an idea well take a minute and just [1:03:58] order one and see. [1:03:59] >> Well, we we usually get them through [1:04:02] American Barricade. [1:04:04] So [1:04:05] I I but if you there's a design that you [1:04:07] like your specific spot [1:04:10] >> Order them all. [1:04:11] Order them [1:04:12] all. [1:04:14] >> Um [1:04:16] Just tell us what you would like. [1:04:22] » I personally don't have a preference. [1:04:24] It's all about the wording. So, [1:04:26] um [1:04:28] I know this is something we're [1:04:29] >> Where would you like these at? [1:04:31] >> We'll deal with that when you get the [1:04:32] signs here. [1:04:33] >> How many signs? [1:04:35] >> Ooh. [1:04:38] Can I shorten this up? May I direct [1:04:40] counsel to review what the sign package [1:04:43] is and text in your vote to [1:04:48] Michelle Connor. And yes, I think we [1:04:51] should get some of those signs. They're [1:04:53] in most [1:04:55] uh recreation based cities. [1:04:57] I I I don't care where you go. You go [1:04:59] Oregon Coast, you go to Sisters. [1:05:02] You know, you you [1:05:04] They're there. So, it's reasonable for [1:05:06] us to spend a little bit of money on [1:05:08] this. Um I think TOT money potentially [1:05:12] that may qualify. [1:05:15] Um so, anyway. [1:05:18] I don't even think this requires a [1:05:19] motion. [1:05:20] >> Yeah. [1:05:22] » Wonderful. [1:05:25] Marina excavation, Charles Berry. [1:05:30] » Hm, can we ask Can I ask? [1:05:34] I remember that son of a gun sat right [1:05:36] there and told me he's going to be at [1:05:38] every one of these. [1:05:40] I ain't seen him since. [1:05:42] Is this guy still around? [1:05:46] » Yes, counselor. He is. [1:05:50] » And he uh [1:05:52] I mean, I get his updates through the [1:05:53] newspaper, so. [1:05:57] Nothing? [1:05:58] >> I [1:05:59] >> Okay. [1:06:04] » I I I mean, I can't I I have I spoke [1:06:07] with him uh [1:06:09] probably 3 weeks ago or thereabouts, and [1:06:13] the update was uh we we have had no [1:06:16] movement um related to the Corps of [1:06:19] Engineers and their archaeological [1:06:22] survey. So. [1:06:24] That's all I have to report on that. I [1:06:26] have not gotten an an update with Mr. [1:06:29] Berry [1:06:30] for [1:06:32] over 2 weeks. [1:06:35] >> So, he doesn't know? [1:06:37] >> Ordinance and Community Engagement [1:06:39] Officer Joe Davidson. This is a busy [1:06:41] guy. We're going to have to buy tires [1:06:43] for that side-by-side. [1:06:45] >> Yep. [1:06:46] Uh [1:06:46] ordinance officer's obviously not here. [1:06:49] Um I pretty much summed up it [1:06:52] his biggest uh complaints over the last [1:06:55] uh I'll say 4th of July weekend and on. [1:06:58] And lastly, uh Michelle Connor has [1:07:00] something she'd like to add that he's [1:07:02] said to her. [1:07:03] >> No, it was his biggest thing. It's like [1:07:06] three pages of e-bikes and e-scooters. [1:07:09] >> Is that everything? [1:07:11] >> Yeah. [1:07:12] >> I have a I have a question about that. [1:07:14] Does he write every incident or does he [1:07:16] sum it up? And are those available for [1:07:19] us to look at? [1:07:20] >> He he does write them down. He sums it [1:07:22] up and sends uh Michelle Connor uh his [1:07:25] report um every week. [1:07:28] Um [1:07:29] I've asked I get them. Um if you all [1:07:32] would like them, I'm sure Michelle could [1:07:33] add you to the distribution list on that [1:07:35] and it's not a problem. [1:07:44] Um [1:07:52] Matt, [1:07:53] you're up. [1:07:55] All right. If you got something, throw [1:07:57] at us. [1:07:58] >> Uh I've got a few things. I'll I'll [1:08:00] leave the park to Michelle. So, that is [1:08:03] I'll just say that's that's underway. I [1:08:05] won't steal her thunder there. [1:08:07] Um up at the treatment plant, we have [1:08:10] the sand filters have been uncovered and [1:08:15] uh we are doing some preliminary [1:08:16] inspection of the underdrains. [1:08:19] Everything looks pretty good actually at [1:08:21] this point. Um but we're going to do [1:08:23] some more testing of them on Thursday [1:08:25] when we're in town. [1:08:27] Um we also have the permanent membrane [1:08:29] treatment plant is out to bid right now. [1:08:31] And so, we are uh that bids will be due [1:08:35] for that on July 29th. So, we'll have a [1:08:38] good idea of what contractors submit [1:08:41] bids and what the price will be for that [1:08:42] work. But hopefully, we'll have that [1:08:44] project underway and the new full [1:08:47] capacity water treatment plant in place [1:08:50] before we get too far along into the [1:08:52] fall. Um I know it will for sure be in [1:08:55] before the wintertime. Um but we're trying to keep that one moving [1:08:59] along. And uh the reservoir is getting [1:09:01] really close to going out to bid. Um [1:09:04] just waiting for some final reports and [1:09:06] that will be off and moving. [1:09:09] For the water treatment plant, we have [1:09:12] not quite finalized the permit with DEQ, [1:09:15] but I was emailing back and forth with [1:09:17] them today and that is just about [1:09:19] wrapped up. So, [1:09:21] uh things are moving along on that and [1:09:22] we'll be back to treated uh full [1:09:26] capacity in the treatment plant before [1:09:27] too long. [1:09:31] So, that's all I've got. [1:09:33] >> Oh, come on. I signed a whole bunch of [1:09:34] contracts. [1:09:35] >> Oh, well, that's true. We've also got I [1:09:37] forgot about that. We've got the cluster [1:09:39] uh water main improvement which will be [1:09:41] going out. [1:09:42] Um [1:09:43] And then there's a couple smaller [1:09:45] projects. A new pavilion, hopefully we [1:09:48] can get permits kicked out from Marion [1:09:50] County on a new uh constructing the snow [1:09:54] shelter uh in downtown uh next to the [1:09:58] post office. So, we'll get a pavilion up [1:10:00] there. [1:10:01] And [1:10:03] uh things are moving along with the [1:10:04] generator work up on uh Silver Bullet so [1:10:07] we can hopefully build resiliency in the [1:10:09] water supply system there as well. [1:10:14] » Thanks for taking some of my thunder. [1:10:16] >> Yeah, sorry about that. I left it for [1:10:18] Michelle. [1:10:22] » Great. [1:10:24] Um [1:10:26] Well, [1:10:28] uh [1:10:29] city recorder? [1:10:31] >> Um all I really have um [1:10:34] yeah, like uh Matt was saying, you guys [1:10:36] can talk about all of your individual [1:10:38] projects, but we have like 10 projects [1:10:41] that are finally all of them have either [1:10:44] been awarded or they're in the process [1:10:46] or [1:10:47] we've we've [1:10:48] gotten past the initial phases and [1:10:50] they're in the they're in the works. [1:10:52] Um just a reminder um for anybody that [1:10:56] is going to turn in an election packet. [1:10:59] If you're an incumbent, [1:11:01] uh the packets [1:11:03] I mean including I mean your signatures [1:11:06] have to be verified and everything by [1:11:08] August 18th. [1:11:11] Um and for anybody else that's not an [1:11:14] incumbent, uh they're due the 25th. [1:11:17] But keeping in mind [1:11:19] that means the the signatures have to be [1:11:21] verified by then. So, [1:11:24] um [1:11:25] And once we [1:11:28] formally accept [1:11:31] a resignation, [1:11:33] there will we have three openings on the [1:11:35] planning commission. [1:11:37] So, if anybody [1:11:39] Does anybody [1:11:42] » Who left? [1:11:44] >> Uh Kevin Cameron resigned for cuz he's [1:11:48] got to do his thing. [1:11:52] Yes, Counselor [1:11:53] >> So, when you say verify the signatures, [1:11:55] is that you doing that or is that the [1:11:57] Marion County [1:11:58] >> The elections office, yeah. [1:12:00] >> Okay. [1:12:03] So, they have to be verified by August [1:12:04] 18th. [1:12:06] Is that So, they need to be in well [1:12:08] before that, I'm assuming is what you're [1:12:10] getting at? [1:12:10] >> Yeah, in case you have to get any [1:12:12] additional ones. [1:12:15] >> Perfect, thank you. [1:12:17] >> Danny or Counselor Nielsen. [1:12:20] >> How many packets have been picked up? [1:12:25] » Five. [1:12:27] Six. Six. [1:12:29] >> Six. [1:12:30] May we know the names? [1:12:32] I mean besides [1:12:34] Dean and Todd and myself, [1:12:36] Michelle and Bill. [1:12:38] Pardon me? [1:12:40] >> Well, I have Bill, [1:12:43] Danny, Michelle, Dean, [1:12:46] Teresa Mauermann, [1:12:48] and Carl Haynes picked up a packet, uh [1:12:52] but he has not returned [1:12:54] the the initial form. He hasn't been [1:12:56] issued the signature pages yet. [1:12:59] So. [1:13:01] I've got five. [1:13:02] >> Thank you. [1:13:05] Anything further? [1:13:07] >> Uh [1:13:08] No, I think I'm good. [1:13:10] >> Thank you. [1:13:13] Planning, Liam Bean. [1:13:15] I don't think he's on tonight. One thing [1:13:18] I would ask is we had a [1:13:21] um [1:13:22] we were getting a report monthly for our [1:13:27] uh for council as to what had been [1:13:29] reviewed by Liam uh on projects in town [1:13:34] and I think that's an extremely [1:13:35] important [1:13:37] uh rotating roster that we should uh [1:13:40] have. I don't know if we received it or [1:13:43] if we just [1:13:44] he hasn't sent it or [1:13:45] >> No, this month got kind of messed up [1:13:48] because of the 4th of July week. [1:13:49] >> Right. Well, everybody's been AWOL. [1:13:54] So, uh when you get that, uh could you [1:13:57] update uh council with it and then make [1:13:59] sure it's in the August both both months [1:14:03] are will for our August meeting. [1:14:06] >> Yeah. [1:14:06] >> I like to have that available for [1:14:09] >> Okay. [1:14:10] >> council and the public. [1:14:12] >> All right. Yeah, he I know Liam is out. [1:14:14] He's going to be out most of the month [1:14:17] of August. Um [1:14:19] like 3 weeks, he's getting married. So, [1:14:22] um [1:14:22] >> Well, he's probably he and Charles are [1:14:25] probably [1:14:27] having a [1:14:28] >> Yeah. [1:14:30] >> Fine. [1:14:30] >> So, I'll see if he can get me something [1:14:32] before he leaves. [1:14:35] » I don't know. I mean [1:14:38] I do I don't know. [1:14:43] Uh [1:14:44] anyway, okay, great. Thank you. [1:14:47] Marion County Sheriff, I do not see [1:14:49] Garrett. [1:14:50] >> If [1:14:51] He is Garrett is clearly not here, but I [1:14:53] would [1:14:54] >> He's probably sleeping. [1:14:55] >> Yeah, I would just like to say how great [1:14:58] of a job they did finding that [1:15:01] retired doctor that was lost for 3 days [1:15:03] in the wilderness and props to the 5 [1:15:06] days. [1:15:07] Props to them and identifier and they used the new fire station as [1:15:12] their command post. They had helicopters [1:15:16] rolling for this fellow and they found [1:15:19] him and [1:15:21] just amazing job by by them and and all [1:15:25] the people that were involved. So, huge [1:15:27] kudos and thank you to them. So. [1:15:29] >> No doubt. [1:15:32] Um [1:15:34] as well as I I would like to personally [1:15:36] thank Marion County Sheriff's for um the [1:15:38] July 4th um coverage that they provided [1:15:42] for us. Um [1:15:43] they pulled some long hours after [1:15:45] pulling shifts in St. Paul and [1:15:48] um some other areas. [1:15:50] Uh they get spread really thin, but but [1:15:52] we had good coverage up here over the [1:15:55] 4th and um I was I was very thankful to [1:15:58] see their presence. Um [1:16:01] they they did a great job helping out to [1:16:03] keep things uh on a very packed house [1:16:07] under control. [1:16:10] Michelle King is not here. Does the [1:16:13] Forest Service have uh [1:16:15] Aw. [1:16:17] >> Be sure. [1:16:22] » Going once. [1:16:25] Okay. [1:16:27] >> Mic still on. [1:16:29] >> Idana Detroit Rural Fire Protection [1:16:32] District, Fred Patterson or anybody from [1:16:35] the four uh fire department. No. [1:16:39] City Clerk, Heather, you're up. [1:16:43] » Just a note on the fire department. Um [1:16:46] they were here today. [1:16:48] Um they just have a couple file [1:16:50] cabinets. They need a forklift to get [1:16:53] them out of here. So, they're working on [1:16:54] that. [1:16:55] Um everything that's stacked on the [1:16:58] shelf out there is all our [1:17:01] stuff. [1:17:02] The shelf is theirs, but they don't need [1:17:04] it. We could probably use it. So, um [1:17:09] other than that, they're they're out of [1:17:10] there. So. [1:17:13] >> And at this particular point, um [1:17:18] I believe that um [1:17:20] the city has [1:17:22] looked pretty hard at this and I think [1:17:24] what we will be doing is is beginning to [1:17:27] transition public works out of the [1:17:29] building in the park down here, [1:17:32] uh consolidate some of our operations [1:17:35] into one building, and um potentially [1:17:38] work on some uh cooperative agreements [1:17:42] with Marion County and uh DLF on use of [1:17:46] that building and potentially another [1:17:49] spot in this building. [1:17:51] Um we're going to continue to support [1:17:53] Marion County Sheriffs [1:17:55] um [1:17:56] with any of the emergency equipment they [1:17:58] want to have uh here. So, we will work [1:18:01] with them on that, but um I think it's a [1:18:04] it'll be a a positive for the city to [1:18:07] um get consolidated public works into [1:18:10] this building and will use those bays. [1:18:14] They'll be available for [1:18:16] uh search and rescue and emergency [1:18:18] operations at any time, but uh I think [1:18:22] public works will operate better out of [1:18:24] this building. [1:18:27] Councilors' reports. [1:18:29] Um [1:18:32] » I just I just want to follow up on your [1:18:35] comments. I I think uh [1:18:37] the council needs to have a work session [1:18:39] sometime after September [1:18:41] uh regarding the transition for public [1:18:44] works up above down here. There's a [1:18:47] number of other issues that I think we [1:18:50] could benefit from having a face-to-face [1:18:53] discussion here and have it remotely [1:18:55] broadcast so that others can see what [1:18:57] we're chatting about. So, just think [1:19:00] about that, but Michelle, and uh maybe [1:19:03] we can put something together prior to a [1:19:05] council meeting [1:19:07] uh so that we don't have end up having [1:19:09] to have two meetings. [1:19:10] >> Great idea. Thank you, counselor. [1:19:14] Great. [1:19:14] That'll be That'll be good. [1:19:18] Okay, counselors' reports. [1:19:20] Um [1:19:22] I'm going to let you go first. [1:19:24] >> Okay, parks. [1:19:25] >> Parks, what's happening there? [1:19:26] >> Well, the staff, first of all, DLF and [1:19:28] their volunteers rocked it this on the [1:19:31] 4th. I got some good video of the [1:19:34] fireworks. I actually stayed at the [1:19:35] park. I normally flee, [1:19:37] but we were volunteering and the warning [1:19:40] shot shot up and so we're like, we're [1:19:42] not leaving. Let's just camp out. And it [1:19:44] was so good. [1:19:45] Um [1:19:47] uh I wasn't outside of the park, so last [1:19:49] year I was outside of the park and the [1:19:51] chaos freaked me out. So, I can I know [1:19:54] both sides of this. [1:19:55] Um [1:19:56] so when we hear complaints about the [1:19:58] chaos and the scooters, I get it. [1:20:01] Um [1:20:02] but this time I was within the park and [1:20:04] it was it was really fun. Um I agree [1:20:08] with Danny with the work sessions [1:20:09] because I have some questions regarding [1:20:12] um how we'll cover the costs with DLF [1:20:16] and what it cost the city and how we're [1:20:18] going to ask for reimbursement and cuz I [1:20:20] think that was a plan instead of [1:20:21] guessing how much it would cost to use [1:20:23] the park per event. We are going to just [1:20:26] find out what it cost us and then send [1:20:27] them the bills. Okay, I just wanted to [1:20:29] make sure that we're going to do that [1:20:31] this year and and keep it straight. Um [1:20:36] the um [1:20:37] So, for the the park project the [1:20:41] playground has been demoed. It was [1:20:43] non-conforming and so I did offer it to [1:20:46] Idana. They said no, thank you. [1:20:49] And so a part of it the slide went [1:20:51] somewhere someone who used it as a boy [1:20:54] and got to gets to have it now because [1:20:57] um we cannot have it at our park. And uh [1:21:01] we the playground has been ordered. It's [1:21:04] got it's we are used late colors. It's [1:21:06] not that garish red and blue. It's going [1:21:09] to be a some greens and some blues. It's [1:21:11] really cool. I ordered uh there's a lot [1:21:14] of research done on this and the one I [1:21:16] chose was [1:21:17] dangerous and safe. So, we wanted uh [1:21:20] kids to play like the 70s and 80s again, [1:21:23] you know, [1:21:24] figure out their balance and and uh hear [1:21:26] screaming kids and watch them fall and [1:21:28] get up and dust themselves off and teach [1:21:30] the millennials to not go running after [1:21:33] them [1:21:34] when they fall, but um it's a we special [1:21:37] ordered a four-bay swing set with [1:21:39] various um [1:21:41] sizes of kids that can use it. And then [1:21:43] we have enclosed slides so it doesn't [1:21:46] burn their skin and we've got a climbing [1:21:48] pyramid. [1:21:49] Um [1:21:50] Everything's due to uh show up within [1:21:52] about 6 to 8 weeks. We do have to wait [1:21:55] for one more concert, but um we talked [1:21:58] to Sigmunds who won the contract and [1:22:01] they they're big sponsors so they know [1:22:03] what's going on and and will work uh [1:22:05] with us to stay to stay out of the way [1:22:08] for the concert. Um we get ADA walkways [1:22:12] and pathways. So, uh that was required [1:22:14] with the grant. It is included in the [1:22:16] grant and so those um that concrete will [1:22:18] go in. It might go in between now and [1:22:21] then. It might go in right after. But, [1:22:22] um we're we also got some good news just [1:22:25] this morning that Ferris is willing to [1:22:28] donate wood for our pavilion. [1:22:31] So, uh Tyler said he would Tyler Ferris [1:22:34] said he'd bring it to his board. He got [1:22:35] back to me and said, "It's a go." So, [1:22:39] now we have to convince who we use to [1:22:43] take in this wood and find the um [1:22:47] the We found the structure that we [1:22:49] really want and that will suit the park [1:22:51] beautifully. And but the look of it will [1:22:53] be similar to the wood out front. [1:22:57] So, that was fantastic news. I just love [1:23:00] how they support their community and you [1:23:02] know, without any discussion, they're [1:23:04] like, "Yep, let's try it." So, um [1:23:07] that will help us stay in our uh range [1:23:10] of money because the grant was a little [1:23:12] bit less than we expected. And um so, [1:23:15] we're honing in to keep it within [1:23:17] budget. [1:23:18] Um after we get the two structures in, [1:23:21] we're going to be looking at the rest of [1:23:24] the things and then going for maybe [1:23:26] donations for the plants and the maybe [1:23:29] the boulders um that we'll be using and [1:23:32] whatnot. Well, all the extras, we're [1:23:33] going to see what we can do. [1:23:35] Um [1:23:37] Okay, so that was the good news about [1:23:38] the park. And then, um [1:23:40] I know we have a work list for that park [1:23:42] that we haven't We cannot seem to get [1:23:45] fixed. And I think with the drinking [1:23:47] fountain, I think we just got to go for [1:23:50] uh a a different plumber. [1:23:52] Um [1:23:54] >> Well, I talked to [1:23:55] >> Oh, you probably talked to Reagan, too. [1:24:00] » So, I've been talking to Reagan for [1:24:03] the last couple weeks. [1:24:04] >> Okay. [1:24:04] >> And uh the last piece of the puzzle is [1:24:07] being fabricated. And he said today that [1:24:11] it'll be completed Friday or Monday [1:24:15] next week. [1:24:16] >> Okay. [1:24:16] >> It didn't fit in the same space, [1:24:19] apparently. [1:24:20] >> Okay. And um during the 4th of July, we [1:24:23] found that the heater was going off when [1:24:25] it was a very hot night in the women's [1:24:27] restroom, and that's been going on for a [1:24:29] while. So, if we could Who's our [1:24:31] building guy? [1:24:35] We I think we need to get a hold of an [1:24:37] electrician and find out what's going on [1:24:39] with that cuz they it was dialed all the [1:24:40] way down, and it has been checked it, [1:24:41] and it still wouldn't turn off. [1:24:43] It just ran and ran. So, it was really [1:24:45] hot that night. So, [1:24:47] um [1:24:48] Thank you. [1:24:49] Let's see here. Uh Sandy Amphitheater [1:24:51] Music Fest is coming up this Friday or [1:24:53] in two Fridays, July 25th and 26th. [1:24:57] That'd be one Friday. [1:24:58] And so, um hopefully the lake levels [1:25:01] don't deter people from showing up and [1:25:03] they get to come and have a good time. [1:25:05] Uh let's see. Oh, um I noticed when I [1:25:08] was volunteering that the bathrooms the [1:25:10] long There were long lines for the [1:25:11] bathrooms. So, that tells me that we [1:25:14] didn't have enough porta-potties. [1:25:17] Um cuz they were like seven people deep [1:25:19] on both sides, men's and women's. [1:25:21] >> Both of the [1:25:22] >> I saw that. [1:25:23] >> Are we talking 4th of July? [1:25:24] >> Yeah, 4th of July. [1:25:25] >> So, I believe we have increased the [1:25:27] number of toilets for the concert, but [1:25:30] I'll certainly note that and [1:25:32] >> Okay. [1:25:33] And but but that also tells me that our [1:25:36] septic system probably needs to be [1:25:38] pumped [1:25:39] in the park if it didn't happen [1:25:41] beforehand. [1:25:43] >> I don't know. I mean, it's supposed to [1:25:48] >> I think we were going to look into a [1:25:49] different company. [1:25:50] >> So, I I talked to Ace because that's who [1:25:53] we represent or who we rent [1:25:55] porta-potties through, and I asked them [1:25:58] or told them that we were going to [1:25:59] request a pump of the toilets. I just [1:26:03] didn't know of the of the septic system. [1:26:05] I just didn't know if it was before the [1:26:08] concert or after the fact. [1:26:09] >> Right. Right. Yes. [1:26:10] >> So, if you could clarify that, I'll [1:26:11] gladly get it scheduled. [1:26:13] >> Well, well, [1:26:15] just to interject here, we have a [1:26:18] contract [1:26:19] on servicing that and I don't know what [1:26:23] the intervals are, but we need to look [1:26:25] at that so we're not crisscrossing. [1:26:28] >> Yeah, we're with an Albany for [1:26:30] >> Correct. [1:26:31] >> Yeah, it's the same company. [1:26:34] >> So as long as we, you know, [1:26:36] those systems are [1:26:39] we just want to make sure we're [1:26:41] >> Well, and the reason I said I don't know [1:26:44] because what in the past what we were [1:26:46] told was [1:26:48] it it shouldn't have to be pumped, [1:26:51] but it just in these events, there's [1:26:53] just too too many people. [1:26:55] But can it recover? I don't know about [1:26:58] septic. [1:27:00] It should It sounds like it should be [1:27:02] able to recover once the [1:27:04] party's over. [1:27:06] >> I would think that when that bathroom [1:27:09] was planned, it was never planned for [1:27:11] 4,000 people in 3 days. [1:27:14] >> No. No. [1:27:14] >> Plus, so I don't think recovery, I think [1:27:17] it'd be a more of a danger of filter [1:27:18] getting plugged and it bubbling up in [1:27:20] our park. So if it hasn't been done, [1:27:24] we might need to use the company we [1:27:26] already have a contract with. [1:27:27] >> But if you [1:27:28] >> It probably would be a really good idea [1:27:30] to have it looked at. [1:27:31] >> before the next event. [1:27:33] >> Yep. [1:27:33] >> Yes. [1:27:34] >> Cuz that's why we have that sawdust out [1:27:36] there. It's happened to us before. [1:27:38] >> Right. [1:27:40] >> And I think uh [1:27:44] that's it. Just I'm trying to figure out [1:27:46] that heater. [1:27:48] And hopefully we get our water out to [1:27:51] our park [1:27:52] to drink. [1:27:54] >> Perfect. [1:27:54] >> Thank you. [1:27:57] >> I'll just move around here a little bit. [1:27:59] Counselor O'Donnell. [1:28:02] >> So I really don't have a report, but I [1:28:03] would like to request the residents that [1:28:05] are here tonight to stick around for 5 [1:28:07] minutes and sign these signatures we [1:28:09] need [1:28:11] for the for the election pages. Outside [1:28:13] of the building? [1:28:16] >> You got to go to the front porch for [1:28:17] that. [1:28:20] Councilor Smith. [1:28:22] » Thank you, Mayor. [1:28:24] So, a lot of my stuff I've kind of [1:28:26] already covered. Um [1:28:29] one thing that I would like to have put [1:28:31] on the unfinished business is I think [1:28:36] this year or coming next year, we are [1:28:38] going to really have to tackle illegal [1:28:40] fireworks a little in a different way. [1:28:42] And I'm not just on the unfinished [1:28:45] business about how we could do that. [1:28:47] I've seen some other cities have a zero [1:28:49] tolerance. [1:28:50] These are ideas, not suggestions. [1:28:53] Um but I think collaboratively we can [1:28:56] all come up with an idea to um help [1:28:58] alleviate that. Granted, we had a wet [1:29:01] year, a wet weekend prior to 4th of [1:29:04] July, which I think really helped. [1:29:07] But that's not going to be that way [1:29:08] every year. And there's a lot of [1:29:11] um [1:29:11] nervousness around illegal fireworks, [1:29:13] and rightfully so. [1:29:15] Um [1:29:17] on another note, [1:29:18] I would like council's um [1:29:21] support on one thing, [1:29:23] and it has to do with Conex boxes. [1:29:26] Um we have set out sent out a letter [1:29:29] that July 25th, they they need to be [1:29:32] removed. [1:29:33] I do [1:29:35] believe that we did that prior to [1:29:37] knowing when the boats have to be out. [1:29:40] And they're budding up to each other. [1:29:41] Therefore, what I am what I'd like to [1:29:44] propose [1:29:46] is extending that date to 9/8, after [1:29:49] Labor Day, the Tuesday after Labor Day [1:29:50] weekend, to give them ample time to [1:29:53] enjoy their boating season and still [1:29:56] deal with said Conex boxes. That's what [1:30:00] I might ask of the city council is. [1:30:03] that a motion? If I need one, then [1:30:05] yes. Well, please [1:30:07] >> Then yes, my motion is to extend the [1:30:10] connex box [1:30:12] uh date from 7:25 to 9:08 of this year [1:30:15] of 26 uh [1:30:18] to allow uh more time to remove [1:30:22] these things. I think [1:30:24] Well, that's my motion. [1:30:26] >> Second. [1:30:27] >> Discussion. [1:30:30] Recorder, call the roll. [1:30:33] » Councilor Teasdale. [1:30:34] >> Did I chop you off on this discussion? [1:30:36] >> asked who seconded it at that point in [1:30:37] time. [1:30:40] Did you say my name? [1:30:41] >> Yeah, Councilor Teasdale. [1:30:41] >> I. [1:30:43] >> Councilor Smith. [1:30:43] >> I. [1:30:44] >> Councilor Neilson. [1:30:45] >> I. [1:30:46] >> Councilor O'Donnell. [1:30:47] >> I. [1:30:48] >> Councilor McCall. [1:30:49] >> I. [1:30:50] >> Mayor Page. [1:30:51] >> I. [1:30:52] Motion passes. [1:30:53] >> And just so I should just add this, uh [1:30:55] Greg Shepherd is absent with notice. [1:30:59] Since the beginning. [1:31:00] >> He is. [1:31:04] » And that is all I have, Mayor. [1:31:06] >> Thank you. [1:31:08] Councilor McCall. [1:31:11] >> Uh I have been uh working on stuff on [1:31:14] Detroit Road, getting some businesses [1:31:16] going uh down there. So, things are in [1:31:19] the works. So, uh [1:31:21] we'll hopefully uh we're working with [1:31:23] Marion County and DEQ to get some uh [1:31:26] businesses uh set up down there and get [1:31:28] them going. So, [1:31:30] we're we're on it. [1:31:31] >> Thanks for your efforts. [1:31:32] >> Yep. [1:31:33] >> Councilor Neilson. [1:31:35] >> Thanks, Mayor. Uh [1:31:37] First of all, Michelle, [1:31:39] another item for our work session would [1:31:41] be to have a discussion about who's [1:31:45] going to support cleaning and organizing [1:31:48] and oversight for the gymnasium, which [1:31:52] is leased from the city to DLF. DLF has [1:31:56] promised us in the past that they would [1:31:58] provide financial support [1:32:01] to help with us, and I just thought [1:32:03] since we have a part-time employee who's [1:32:06] looking for hours, uh why not use that [1:32:09] person if she's industrious and [1:32:12] interested and and has some promotional [1:32:15] skills in terms of trying to get people [1:32:17] in here to use the facility, uh [1:32:20] we could put that into our our work [1:32:22] session and discuss it further. [1:32:25] >> Yeah, and she does check the bathrooms [1:32:27] here in the gym. [1:32:28] >> Okay. [1:32:30] Well, but we're paying for that. [1:32:32] >> Well, yeah, you're [1:32:33] >> Yeah, and and and as I said, DLF has [1:32:36] said that they would provide financial [1:32:38] support. So, I do I think we ought to [1:32:41] take a look at expanding the role number [1:32:43] one and number two, then work [1:32:45] with DLF to be compensated for those [1:32:49] costs. [1:32:50] Okay, beyond that, um [1:32:53] the community center septic expansion, [1:32:56] uh which is uh [1:32:59] under the direction of Jessie Rodriguez [1:33:01] Construction experienced some delays [1:33:04] once again [1:33:05] from Marion County because all of a [1:33:07] sudden they decided they needed a [1:33:09] structural permit [1:33:12] to do uh a septic system, which made [1:33:15] absolutely no sense. I I was able to get [1:33:17] in touch with Chris Tressel, who's a [1:33:19] permit administrator. We had a very long [1:33:22] conversation and I have a couple of [1:33:24] emails, which I'm keeping on file, and [1:33:26] he has guaranteed us that there will be [1:33:29] no more hitches. They made some mistakes [1:33:31] in terms of what they thought was going [1:33:33] to happen. Obviously, nobody in the [1:33:35] permit department looked at the plan. [1:33:38] Um so, anyway, we're moving forward, and [1:33:40] as you can see out there, things are and and we're going to have our own Ace [1:33:46] Porta Potty here because we're going to [1:33:48] be without restrooms for potentially a [1:33:51] week uh when they have to do some [1:33:55] uh [1:33:55] testing of the original septic tank for [1:33:58] leaks. Uh, K&E, uh, [1:34:01] in construction, who's, uh, been awarded the project to develop [1:34:06] the pavilion, asphalt, uh, [1:34:09] sidewalks, curbs, and so on in the old [1:34:12] city hall property has finally gotten [1:34:14] their permit after 2 and 1/2 months from [1:34:17] Marion County, and they'll be moving [1:34:19] forward, uh, very soon with, uh, [1:34:23] rebuilding the pavilion that came from [1:34:25] the water plant, and then doing all the [1:34:28] other site preparation and and, uh, [1:34:30] hopefully finish it, uh, by the end of [1:34:33] September. [1:34:35] The, uh, community center event kitchen, [1:34:39] uh, which you all know was bid [1:34:41] originally, but to a very limited [1:34:44] audience, uh, uh, apparently through, [1:34:47] uh, Buy Oregon, we only received one [1:34:50] qualified bid, and it had to do, uh, [1:34:54] and their number was was nearly twice as [1:34:57] much as we have funds for, and it was [1:35:01] related to the fact that we didn't have [1:35:03] enough specific information in that bid [1:35:06] for them to feel comfortable bidding it [1:35:08] the way they normally would, so they [1:35:10] covered themselves. We now have, uh, [1:35:14] with Matt's help, uh, and Matt, if [1:35:16] you're still on and want to, uh, uh, [1:35:19] make a comment about this, feel free, [1:35:21] but we have tightened up the specs, made [1:35:24] them broader. We're looking to, uh, [1:35:26] um, [1:35:28] expand the, [1:35:30] uh, group of contractors, including [1:35:33] smaller contractors, which would maybe [1:35:35] have, uh, lesser overhead costs, uh, to [1:35:39] see if we can get this thing moving. [1:35:41] USDA, [1:35:43] uh, provided information yesterday to me [1:35:46] that they have approved the RFP, and [1:35:48] that we can go forward with a process. [1:35:50] There is one additional form that needs [1:35:53] to be added. uh, Um Matt, I think you [1:35:56] received a copy of that. The [1:35:58] acceptance, and I'll I'll lean on you to [1:36:01] make sure that form gets included when [1:36:04] we get the the bids out. Uh we're now [1:36:06] left with DLF needing to approve that uh [1:36:11] process, and so far uh I've been able to [1:36:16] I've not been able to facilitate that [1:36:18] discussion. Um Keith Owen, who's the president [1:36:23] of DLF, would like to have some [1:36:26] clarifications from uh [1:36:28] USDA in terms of who [1:36:31] or should DLF have some administration [1:36:34] authority over the project, or should it [1:36:37] be led by the city, but with their [1:36:40] involvement. Uh I have left messages for [1:36:43] Holly [1:36:44] Halligan, and I assume she'll be getting [1:36:46] a hold of me this week and providing [1:36:48] that guidance for Keith so that we can [1:36:50] get their approval. [1:36:51] Lake lab level activities um [1:36:56] haven't changed a whole lot, except that [1:36:58] we did get a [1:36:59] an email from Tracy Evenson today saying [1:37:02] that all four of the house and and [1:37:06] Senate leaders for the state of Oregon [1:37:08] have signed on to a letter uh [1:37:10] encouraging the core to [1:37:13] uh stop their plans for an extreme [1:37:15] drawdown this year, along with some [1:37:17] other issues related archeologic um [1:37:21] archaeological survey products that they the core uh have insisted that we [1:37:27] do again [1:37:29] uh 2 years after they were completed by [1:37:32] another archaeologist, I believe, [1:37:36] um [1:37:37] who was a an employee of the core at [1:37:39] that time. [1:37:41] Um [1:37:45] We'll just have to look and see happens [1:37:47] or or monitor what happens with the [1:37:50] county and city [1:37:51] uh lawsuits uh against [1:37:54] the the core to see if that's going to [1:37:57] have any consequences. [1:37:59] And that concludes my report. [1:38:02] >> Thank you, Counselor Nelson. [1:38:09] You have a question? [1:38:14] Oh, question. [1:38:17] » We need We need We need to approve. [1:38:19] >> Yeah. [1:38:21] Um [1:38:23] Now, mayor's report. [1:38:26] Um [1:38:27] last Saturday, no, excuse me, last [1:38:30] Sunday, uh [1:38:34] I attended the opening uh Counselor [1:38:37] Nelson was up there also of the new fire [1:38:39] hall. Uh what a nice facility. Uh I'm [1:38:43] glad to see that um happening for both [1:38:49] of the communities up here. Um that's a good thing. Um we've needed [1:38:55] something like that for a long time. Uh [1:38:58] on top of it, and I knew nothing about [1:39:00] it, there's a helipad up there. So, that [1:39:03] will serve uh not only um [1:39:07] you know, these communities that are [1:39:09] nearby, but um that should open up some [1:39:14] potential life-saving abilities uh for [1:39:17] travel over the Santiam Pass, and I [1:39:20] think that's great. [1:39:22] It that should draw some talented people [1:39:26] up here for training and [1:39:29] give a bolster to our communities. So, [1:39:31] that's a that's a great thing. [1:39:34] Uh go up and tour it when you get a [1:39:36] chance. I don't know how often the doors [1:39:38] are open, but it's quite a facility. [1:39:41] Uh [1:39:43] on the event calendar [1:39:45] Saturday is the Idanha Festival. So, if [1:39:49] you get a chance to go up there and [1:39:51] check out what's going on in Idanha, I [1:39:54] think that's a good thing for [1:39:57] uh [1:39:57] you know, it's a we're we're [1:39:59] co-communities here. So, uh sounds like [1:40:01] they've got a lot of great events [1:40:03] planned up there. So, uh stop in and and [1:40:06] enjoy that. [1:40:08] Uh [1:40:09] 4th of July celebration in the park was [1:40:12] literally a blowout. The fireworks were [1:40:14] fantastic. Thanks for the support from [1:40:17] forestry [1:40:18] uh in making sure that that event [1:40:22] was able to happen and for future events [1:40:25] to occur. [1:40:27] Um [1:40:28] we did have a few small spot fires, but [1:40:30] they were able to be extinguished and we [1:40:34] finished the 4th of July off in a safe [1:40:37] manner. So, that was great. Yeah, we [1:40:39] need to address some fireworks issues, [1:40:42] but that probably will be um [1:40:45] an ongoing wheel. [1:40:47] So. [1:40:49] Um [1:40:52] the lake level thing is a difficult [1:40:55] position for all of these communities in [1:40:59] the Santiam Canyon. It's especially [1:41:02] tough on Detroit. Um every business [1:41:04] suffers up here with this lake level. [1:41:07] We've been [1:41:09] playing the fighting game on this for so [1:41:11] long, I can't hardly even remember, but [1:41:15] I know I've been in it uh since the [1:41:18] '90s. [1:41:19] Um I'm almost 100 now, so you know. [1:41:25] But anyway, um [1:41:26] I think we're I I think [1:41:30] from everything that I follow very [1:41:33] closely, I attend a lot of these [1:41:34] meetings. [1:41:36] Um I think [1:41:37] right now [1:41:39] we are the closest that this community [1:41:42] will ever be to having traction to get [1:41:48] at least [1:41:49] to where [1:41:51] we're at a midpoint instead of being run [1:41:55] over the top by [1:41:57] unproven environmental [1:42:00] buyoffs that need to be revisited and [1:42:04] maybe the message about how important [1:42:08] this [1:42:09] body of water is to the economic [1:42:13] survivability of this area [1:42:16] is and not only that, it's [1:42:20] something that makes all [1:42:24] most important sense [1:42:26] that the downstream water that runs out [1:42:29] of this lake provides critical drinking [1:42:33] water for communities downstream. And we [1:42:37] do not want to see something stirred up [1:42:41] by a flushout of what's left in that [1:42:44] reservoir from [1:42:45] 75 or 80 or 100 years ago be pushed [1:42:49] downstream and I think that's one of the [1:42:51] issues that, you know, there's a lot of [1:42:53] it that's buried in sediment and has not [1:42:55] been addressed by the core of engineers. [1:42:58] They've refused to address it and [1:43:00] there's a lot of things I think that the [1:43:01] core has refused to address that we [1:43:03] might be finally getting close to being [1:43:06] able to [1:43:08] have a different look at and that may [1:43:12] change what our future trajectory is. I don't know how long it's going to take [1:43:17] before we get the digout done, but that [1:43:19] that's a key factor and so is the 5-ft [1:43:22] rule that that's been taken away in [1:43:24] terms of this lake getting completely [1:43:26] full. So, those are a couple other [1:43:27] things [1:43:28] that I think would [1:43:31] support economic viability for our area [1:43:34] and we have to stay [1:43:36] very vigilant on this project, [1:43:37] especially right now. We've got the wind [1:43:40] behind us by Marion County. [1:43:43] The state of Oregon is weak at best, but [1:43:46] we do have our senators and congress [1:43:48] people on it now. [1:43:50] Um our governor, I haven't heard one [1:43:52] word out of her about it and I doubt we [1:43:54] will. [1:43:56] Uh that being said, for the closing part [1:43:58] of my uh mayor's report [1:44:00] uh I have been sent [1:44:03] uh for me to sign uh [1:44:07] Steve L Elzinga [1:44:10] Michelle Teed [1:44:11] our legal uh senior legal uh counsel [1:44:15] with Marion County. [1:44:17] And it is I've been requested to uh sign [1:44:20] on [1:44:22] uh a document a declaration [1:44:25] uh [1:44:26] sending off to the Army Corps of [1:44:28] Engineers. This is a federal declaration [1:44:32] uh [1:44:33] in full support of uh [1:44:37] what Marion County is moving forward [1:44:39] with the injunction and putting a stop [1:44:42] to what uh the Corps of Engineers is [1:44:44] recklessly moving forward with and I [1:44:48] told these attorneys uh this is a what [1:44:51] my fellow councilors have a copy of [1:44:54] this. There might be some slight [1:44:56] modifications to some of the wording, [1:44:58] but I told them the only way I would [1:45:01] sign off on this is if I had full [1:45:03] support of my council and if I don't, um [1:45:07] then I will not sign off, but uh if if I [1:45:11] uh can ask for a vote of support for us [1:45:14] moving forward on that, I will sign it [1:45:17] off and hand this off tomorrow to Marion [1:45:20] County to move forward and if uh you [1:45:22] guys feel that is not uh proper, then I [1:45:25] will stand down on that. [1:45:28] >> So what if we [1:45:30] word the declaration [1:45:32] like Eric Bade in support of Marion [1:45:34] County motion for preliminary [1:45:36] injunction? [1:45:37] >> Second. [1:45:40] >> I also filled out on a declaration [1:45:42] myself. [1:45:46] Discussion? [1:45:49] Send it. [1:45:54] Recorder, call the the roll. [1:45:58] >> I have a question so are [1:46:00] this is you individually and it's him [1:46:02] individually? [1:46:03] >> This is me as mayor of Detroit [1:46:06] with full council representation [1:46:12] signing this as the mayor of Detroit. [1:46:14] >> Okay. [1:46:14] >> The not this is has nothing to do with [1:46:16] me personally. [1:46:19] But although I [1:46:21] will will do a person [1:46:22] >> didn't know if we needed to change the [1:46:23] motion to include him. [1:46:26] >> Did you What How did you sign yours, [1:46:28] Dean? [1:46:31] Did you have one? [1:46:32] >> Yes. [1:46:35] » But you personally, not as a council [1:46:38] >> or [1:46:40] >> Excuse me. I I signed it as a long-term [1:46:42] resident and business owner of Detroit. [1:46:45] >> Right. Okay, just wanted to make sure. [1:46:47] >> My My motion was to [1:46:50] as it states here, support the [1:46:52] declaration of Eric Bate in support of [1:46:55] Marion County motion for preliminary [1:46:57] injunction. [1:46:58] >> Okay, perfect. [1:46:59] >> As mayor. [1:47:01] >> Well, it doesn't say as mayor here. [1:47:03] >> Well, it In the In the wording it does. [1:47:06] >> It It It does deeper into the wording [1:47:08] with me as mayor. And so clarity, I I [1:47:12] wanted to make sure we had clarity. [1:47:15] >> Roll call. [1:47:17] >> Councilor Teasdall. [1:47:19] >> I. [1:47:19] >> Councilor Smith. [1:47:21] >> Absolutely, I. [1:47:23] >> Councilor Nielsen? [1:47:24] >> I. [1:47:25] >> Councilor O'Donnell? [1:47:26] >> I. [1:47:27] >> Councilor McCall? [1:47:28] >> I. [1:47:30] >> Mayor Page? [1:47:31] >> I. [1:47:33] >> Thank you. [1:47:34] I think it's important. [1:47:36] Uh at this time set aside for comments [1:47:40] from the public on matters not on the [1:47:41] agenda. Commentators are limited to 3 [1:47:44] minutes. Time may not be yielded. [1:47:46] Questions from the council or staff to [1:47:49] commentors shall not be uh counted [1:47:51] against the allotted [1:47:53] 3 minutes. [1:47:55] Do I have any public comments? [1:48:02] Hearing none. [1:48:04] Other business at this time? [1:48:07] >> I just have a comment. [1:48:08] Um [1:48:10] for the past um I don't know, a month [1:48:13] we've been [1:48:14] I and us a group of volunteers have been [1:48:15] working on the memorial up here by the [1:48:18] church. [1:48:19] Uh we did get the new water meter [1:48:20] installed up there. [1:48:22] That I would like to get whatever costs [1:48:24] it were incurred to the city if you just [1:48:26] let me know how much that was. [1:48:28] >> Okay. [1:48:29] >> I'll gladly present that to DLF for [1:48:31] reimbursement. [1:48:33] And I hope to have the water uh drip [1:48:36] system working in there [1:48:38] in the next couple weeks, so. [1:48:41] It's coming right along. [1:48:42] >> Okay. [1:48:45] » water meter [1:48:48] » All right, upcoming meetings regular [1:48:49] session August 11, 2026 Detroit City [1:48:53] Hall at 6:30 p.m. Do I have a motion to [1:48:56] adjourn? [1:48:57] >> So moved. [1:48:59] » Second. [1:49:00] >> All in favor? [1:49:01] >> I. [1:49:04] We are adjourned at 8:20. [1:49:06] >> One quick point for everyone. I just [1:49:08] noticed the other day that the donor [1:49:11] wall has been mounted in the foyer. [1:49:14] And it looks terrific. [1:49:16] >> Yeah. [1:49:16] >> That's what I was going to say. [1:49:18] >> Yeah, now we need to get the [1:49:19] >> big heating and the thing [1:49:22] up on this opposite wall [1:49:25] instead of sitting on the floor like [1:49:26] it's supposed to. [1:49:28] You use this. [1:49:29] >> in the closet. [1:49:30] >> Oh, it was in the closet. [1:49:31] >> Okay.
