[0:00] I pledge allegiance to the flag of the [0:02] United States of America and to the [0:05] republic for which it stands, one nation [0:07] under God, indivisible, with liberty and [0:10] justice for all. [0:14] » I'm going to call the order of the Jobs [0:15] Development Authority agenda [0:18] and approval of the minutes of May 4th, [0:20] 2026. [0:22] >> Make a motion to approve the minutes. [0:24] >> Mr. Cernoschi. [0:25] >> I second. [0:26] >> Mr. Nash. [0:28] Any further discussion? [0:30] >> [cough] [0:31] >> All in favor, say aye. [0:32] >> Aye. [0:33] >> Opposed, same sign. [0:35] Motion carried. [0:38] Approval of the minutes, May 6th, 2026. [0:41] >> Make a motion to approve those. [0:43] >> Mr. Cernoschi. [0:45] >> I'll second. [0:47] >> Mr. Nash. [0:50] All in favor Are any further discussion? [0:53] All in favor, say aye. [0:55] >> Aye. [0:56] >> Opposed, same sign. [0:57] Carried. [0:59] Approval of the minutes, May 13th, 2026. [1:03] >> Make a motion to approve. [1:04] >> Mr. Euen Camp. [1:06] >> I'll second. [1:07] >> Mr. Pierce. [1:09] Any further discussion? [1:13] No further discussion, all in favor, say [1:14] aye. [1:15] >> Aye. [1:15] >> Opposed, same sign. [1:17] Motion carried. [1:19] Item five, small business revolving loan. [1:23] >> Learning Pod. [1:25] >> Brady. [1:25] >> Yeah. [1:26] So, uh, in your packet you'll see the [1:28] memo for this [1:29] >> [clears throat] [1:29] >> meeting. You'll also see the memo from, [1:31] uh, Learning Pod's initial request from [1:33] January. [1:35] Uh, the JDA previously approved, uh, the [1:37] $10,000 money request, uh, out of [1:40] $18,000, [1:41] uh, with that additional $8,000 to be [1:43] released upon a 6-month operating [1:46] period. [1:47] Um, so I did invite Katie from Learning [1:50] Pod to come and give a brief update for [1:52] you guys [1:54] with the initial release of the [1:56] $8,000. [1:59] » [clears throat] [2:02] » Would you state your name for the [2:03] record, please? [2:04] >> Katie Fowler, I'm the owner director of [2:06] The Learning Pond. [2:10] All right. So, um I'm requesting the [2:12] funds for [2:14] um The Learning Pond. [2:16] Uh the money will be used to address a [2:18] short-term cash flow [2:20] timing gap. So, [2:23] through this process I've actually [2:24] learned a lot about this business. Um [2:26] everything has been under I own a [2:28] daycare in Minot and then this one. So, [2:30] everything has been under the same EIN [2:33] number. So, we've been just kind of [2:35] pushing things back and forth. And so, [2:38] as of July 1st, we are totally [2:40] separating the two. They will have their [2:42] separate EIN numbers. They'll be totally [2:45] two separate entities. Um [2:48] this funding is kind of my way of [2:52] um [2:52] making sure that we're not borrowing [2:54] from this entity to pay this or vice [2:57] versa. This is going to help with um [3:00] right now we're struggling to make [3:02] payroll because of the fact that we're [3:04] borrowing from both [3:06] uh both [3:07] the expenses of those two entities. [3:11] Um [3:12] >> [clears throat] [3:13] >> as of Ju- June 1st, we are fully [3:16] um full with enrollment and then we have [3:19] eight staff. So, that's 30 kids to eight [3:23] We would like to see a couple more staff [3:26] until we get this kind of under control [3:28] and funding and everything [3:30] um coming in [3:31] consistently. Right now, like with [3:33] childcare, um some of the families are [3:38] on waitlists and the state has no idea [3:40] how long that will be. We can't really [3:43] seem to get a clear answer as far as [3:45] when [3:46] um [3:46] >> [cough] [3:47] >> or even why that that There are some [3:50] families that have been on the waitlist [3:51] since December and they don't know when [3:53] they will come off. So, that's what kind [3:55] of trouble we're in there. We have put [3:57] in a place where [4:00] if they are on the wait list, it is [4:02] known ahead of time before they come [4:04] into the facility that they are expected [4:07] to cover those costs until they come off of that wait list [4:13] because our budget [4:15] expects that funding. You know, that's [4:17] kind of how we make our budget is off of [4:20] our enrollments. [4:22] This money, like I said, will help us [4:25] as of July or yeah, July 1st to [4:29] separate the two. [4:33] And we are working on [4:36] our center license, so that will bump [4:37] our enrollment up just a few spots. [4:40] So, we are a little ahead of schedule as [4:42] of the last meeting when I was here, um [4:45] we thought meeting July 1st which we see [4:47] that full enrollment right there on the [4:49] calendar. [4:50] >> Is it scheduled with that? [4:57] » [clears throat and laughter] [4:58] >> So, um [5:00] Mayor and [5:01] Rob was there too this morning after you [5:02] left the session for region three. [5:05] Uh somebody had mentioned that there's [5:06] around 850 families on this child care [5:09] assistance program wait list, [5:11] and it just continues to grow. [5:13] And as far as why [5:16] that fewer families on the wait list [5:19] isn't decreasing, it's not really known. [5:22] There's There's really no answer to be [5:23] given. [5:25] So, payments are being delayed. Families [5:28] continue to have to try and cover day [5:30] care costs themselves with this wait [5:32] list issue. [5:33] >> And they should go to a full hold on the [5:35] money for the planning. [5:36] >> As of right now, yes. [5:37] >> Yes, but [5:39] there's still families that need to be [5:41] And granted, there are some that are [5:43] still [5:44] getting pushed off that wait list and [5:45] being accepted. Uh it's just taking way [5:48] longer. [5:49] >> [clears throat] [5:53] » Any questions at all for [5:57] >> So that whole the 10,000 from the last [5:59] approval that all went to [6:01] >> All that first 10,000 all went to this [6:04] facility. [6:05] >> Yes. Yep. That helped supply um [6:09] shelving, toys, things like that. [6:14] » Um what are your plans for uh for [6:16] signage outside so people know? [6:19] >> Um I looked into the sign um that's out [6:23] front. Actually, I think I might put a [6:25] sign on the building, not out by the [6:28] road. [6:31] Just let me know what your different [6:32] options are. [6:35] » Do you ever have a tiny uh [6:38] tiny [6:38] >> [laughter] [6:40] >> Some days, but not all. [6:43] Like last night it was spaghetti. [6:45] >> [laughter] [6:46] >> Your license uh you said you're still [6:47] waiting to get it [6:49] licensed to 65. How long will that take? [6:51] >> Um once everything is done, like we just [6:53] got the uh [6:55] license for the food and health [6:59] Um [7:01] so now that just needs to be uploaded [7:02] into the portal and then needs to go [7:04] through um [7:07] licensing and then come out and inspect [7:09] and [7:10] So once everything is loaded, I would [7:12] say a couple weeks. [7:13] >> Who loads that into the portal? [7:15] >> That? [7:15] >> Who loads that information into the [7:17] >> I do. [7:23] » Any other questions? [7:25] >> We will. [7:27] >> As you say, we were at the meeting. [7:29] >> Yeah. [7:30] >> I'll make a motion to approve the 10,000 [7:32] uh the extra [7:33] >> By 8,000. 8,000. [7:34] >> Yeah. [7:35] >> 8,000 more. [7:36] >> I'll take the motion. [7:38] >> I'll second. [7:39] >> It's in order. Commissioner Adams. [7:41] second. [7:43] Any further discussion? [7:47] Roll call. [7:50] Commissioner Adams. [7:50] >> Aye. [7:51] >> Commissioner Yoder Cat. [7:52] >> Aye. [7:53] >> Commissioner Pierce. [7:53] >> Aye. [7:54] >> Commissioner Malkowski. [7:54] >> Aye. [7:56] >> Vote here. [7:56] >> Thank you. [7:57] for coming in and giving us an [7:58] update. [7:59] >> Yes, you're welcome. [8:01] >> Okay, item six, pay application number [8:03] eight for Gleason Construction on their [8:05] single single-family housing planning [8:07] projects. [8:08] >> Answer. [8:09] >> Yeah, they're going [8:10] >> Members of the authority, this is the [8:11] last and final payment to Gleason [8:13] Construction for those homes. [8:15] And [8:17] inspections department just issued [8:18] certificate of occupancy for all four [8:20] homes this morning. [8:22] And then the law [8:23] So, we would request your approval of [8:26] pay application number eight contingent [8:27] upon grass seeding there this week. Just [8:29] wanted to have you guys approve it so [8:31] that we can get the check signed and off [8:33] to [8:34] Gleason Construction here by the end of [8:35] this [8:37] I would just request you can make that [8:39] motion contingent [8:40] grass seeding. [8:44] It's a really good project. [8:46] The two homes [8:48] are [8:49] expected to [8:51] officially [8:52] have their transaction completed in the [8:54] middle of July. I'd say it's around the [8:55] 15th of July, the 17th. [8:58] And then the other two are there and I [8:59] will make a concerted effort to touch [9:01] base with the [9:03] two real estate companies that have [9:05] purchased two homes. [9:06] Listings. [9:09] Make a really good push. [9:12] I'm saying so. [9:17] Make a motion to make payment contingent [9:19] upon the grass seeding. [9:21] Commissioner Pierce. [9:22] >> Second. [9:22] >> Commissioner Yoder Cat. [9:24] >> [clears throat and cough] [9:26] >> Any further discussion? [9:29] » [laughter] [9:30] >> Roll call. [9:31] Commissioner Adams. [9:32] >> Aye. [9:32] >> Commissioner Yoder Cat. [9:33] >> Aye. [9:33] >> Commissioner Pierce. [9:34] >> Aye. [9:34] >> Commissioner Malkowski. [9:35] >> Aye. [9:36] >> Present vote. [9:36] >> Aye. [9:37] >> Vote here. [9:39] That's the end of the [9:40] >> for the Jobs Development Authority. I [9:42] will now close that meeting and open up [9:44] the City Commission agenda. [9:46] And approval of the minutes of June 1st, [9:49] 2026. [9:51] Commissioner Pierce. [9:55] » I'll second it. Motion carried. [9:59] » Any further discussion? [10:02] No further discussion, all in favor say [10:04] "Aye". [10:04] >> Aye. [10:04] >> Those same sign. [10:06] Motion carried. [10:08] Nothing under awards proclamation. No [10:10] nothing under public hearing. [10:12] Nothing under bids, opening names, no [10:15] visitors or delegations. [10:17] >> [laughter] [10:17] >> Commissioner portfolio, we'll go with [10:19] Commissioner Pierce. [10:21] >> Chief Miller, what do you have? [10:22] >> Uh we'll be submitting our AFT grant [10:24] later this week. [clears throat] We have [10:26] six different departments involved in [10:27] that, so I just got to do a little more [10:29] data collection for them and then we [10:31] should be able to get it sent off. [10:32] Monday's the deadline for that. [10:34] Uh [10:36] we're getting everything ready for the [10:37] parade on the 4th. We'll have the parade [10:39] staging and route posted on our Facebook [10:42] page hopefully this week. [10:45] And then uh we're just working through [10:46] our annual budget and then 204 is back [10:49] in service. [10:53] » Um for shade tree, [10:55] um [10:56] >> [clears throat] [10:57] >> Mike's Mike was out working with with 20 [10:59] trees. Did [11:00] you get all 20 done? [11:02] >> Yeah, the street the public works [11:03] department was helping us. [11:04] >> We got the 20 trees planted north of [11:07] 10th Street along the bike path there [11:08] between 8th Avenue and 10th Avenue. [11:11] And then they're just they started this [11:12] morning uh [11:14] planting on 5th Avenue. [11:16] Going north of the city offices and then [11:18] plan on 29 trees on this one. [11:20] >> Yeah, it's about 25 trees in that area [11:23] from city office going north to 10th [11:24] Street. We'll start some [11:26] uh boulevard there. They were marked [11:28] today. Hopefully get those planted in [11:30] the morning. [11:31] And then we'll continue at 6th Avenue. [11:34] Basically, there's an area that's been [11:35] identified through the Street Tree [11:37] Committee [11:38] going north of 7th Street and between [11:42] 5th Avenue and 8th Avenue in that [11:44] vicinity. That's kind of zone one for us [11:47] for planting [11:48] because we're responsible for a 3-year [11:50] maintenance period. I'll make sure that [11:52] the trees that we're putting in the [11:53] ground are successful. So, we're going [11:56] by location and then [11:59] um other locations and such so that when [12:01] we're watering, we can't water three [12:03] trees here and four trees over there and [12:05] six trees there. We have to be in a [12:06] central location. Get those established, [12:09] those trees established with watering, [12:11] and then we'll move on to the next zone. [12:13] And in the subsequent years, the [12:15] watering of those first-year trees are [12:17] going to be a little bit less. First [12:18] year, you have to put a little more [12:19] effort in. [12:21] So, that's the process that we're [12:22] working through through the Street Tree [12:23] Committee. [12:24] >> The uh the first 20 were quaking aspens. [12:28] The next section here, um there's [12:31] a variety of different ones [12:33] and [clears throat] [12:35] some lindens, sugar maples, [12:38] elm, prairie expedition elms. [12:43] So, there's there's a there's different [12:45] trees going in different locations so [12:48] wider canopy. [12:52] So, we have that. Anything else you'd [12:55] like to [12:55] >> In total, phase one will have 100 trees [12:58] planted. And we're waiting on a [13:00] grant. [13:01] Should hear sometime [13:03] middle [clears throat] of this month or [13:04] at least this month for the cash for [13:06] another 100 trees. [13:08] See what takes us. [13:11] Trees have been identified for suitable [13:13] planting locations. So, there's many, trees where we have areas within [13:17] the boulevard where a tree can go. [13:19] It's just a process of working through. [13:21] >> And those elms are um [13:24] resistant to the Dutch elm [13:27] So, folks know if they see Elm Street [13:29] going in there [13:32] Uh [13:33] coming up Wednesday, we have the LEC [13:35] meeting. [13:36] Um [13:41] I believe that was the only other item [13:42] there. [13:43] Any questions for me? [13:45] >> No. Commissioner Whitley? [13:48] >> Thanks. Great. [13:50] >> Uh a couple things with streets. Uh [13:52] spraying of mosquitoes. [13:55] >> Last year, the commission voted to not [13:57] aerial spray over the 4th of July. [14:00] And ground spray increased ground spray [14:02] efforts instead if counts warrant that [14:05] if our mosquito counts are up. [14:07] It costs about $9,000 to aerial spray. [14:11] There's some question about the [14:12] effectiveness of aerial spray. I mean, [14:14] everybody has an opinion. If you don't [14:16] spray, there's too many mosquitoes. If [14:18] you spray, you're wasting your money. [14:20] Last uh year, the commission voted [14:23] to not aerial spray. So, I bring that [14:25] forward to the commission because this [14:27] will be our last meeting prior to the [14:28] 4th of July. 4th of July is on a [14:31] Saturday this year. If we were going to [14:33] aerial spray, we would be spraying [14:36] midweek that week with with the [14:38] alternate day of [14:40] you know, that's very safe something [14:41] like that. [14:42] Open that up for discussion for the [14:44] commission. [14:47] Uh they want the public works director [14:49] and the commissioner holding up the [14:50] order to make a decision [14:52] based on counts and what's available at [14:55] that time. We can do that for the [14:56] commission. What do you say? [14:57] >> Do we have any counts yet? [14:59] >> We do. We have four [15:01] um electronic traps set up. [15:04] And [15:06] they fluctuated, but for the most part, [15:07] I think they're pretty low. [15:09] We did spray a week ago last Friday cuz [15:12] the counts were up a little bit on that. [15:15] We'll be putting up four manual [snorts] [15:17] traps in the near future. They're [15:18] available. Four electronic traps set [15:24] So, the overall [15:25] >> and just [15:25] >> Yeah, I mean I guess [15:26] >> Personally I don't see the movement [15:28] >> by the uh [15:31] >> commissioner or portfolio [15:32] >> Yeah. [15:33] >> holder and [15:34] >> And then [15:34] >> I don't care who's given the okay to [15:36] that portfolio holder and to like to [15:38] like that decision based on accounts. [15:40] >> Um [15:41] >> Just because I personally I [15:43] >> [snorts] [15:44] >> I haven't seen a lot [15:45] >> No, I haven't either. [15:47] >> You never know if they'll change. [15:48] >> Yeah, exactly. [15:49] >> It happened in a week. [15:50] >> Give me an idea in anything. So I think [15:52] at that time depending on how long it [15:54] actually takes. [15:54] >> You want to help me build it or do you [15:56] want to just [15:56] >> Right. [15:58] Yeah, we need to go out and do [16:00] >> Yeah, we need to [16:01] approve it. [16:02] >> I'll make a motion to uh give the [16:04] portfolio holder and and uh [16:06] Mike Glasgow the uh the okay to approve [16:10] spraying based on [16:12] uh [16:13] trap counts. [16:13] >> Okay. [16:14] Do we have a motion? [16:16] >> I'll second. Mike Ryan Adams. [16:19] » Any further discussion? [16:23] If not, all in favor say I. [16:25] >> I. [clears throat] [16:26] >> Opposed, same sign. [16:27] >> Motion carries. [16:30] >> Our street [clears throat] department [16:31] crew has become uh part of the shade [16:34] tree crew as well. So as you see trees [16:36] getting planted, that's uh part of the [16:38] public ways and street department. But [16:40] they're still out there some striping [16:41] that has uh [16:43] being completed yet. They're still uh we're patching and trying to finish [16:47] that up. [16:48] And uh striping work [16:50] >> And [16:51] >> on the drive depending on the weather [16:53] should be completed by this week. [16:55] That's why after streets and striping [16:57] there we're patching. [17:07] » Sanitary wise, anything [17:09] we need to know? [17:12] » Uh nothing with the sanitary. [17:17] » We talked about the mosquitoes, so [17:19] I'm good. [17:21] >> [laughter] [17:22] >> Those darn mosquitoes, you know? [17:24] >> I know. [17:25] >> You know what you know. [17:27] >> I know. [17:28] Jeez. [17:29] >> That decision will have to be made this [17:32] week prior to you know you can't call [17:34] and say I want you to get tonight. [17:36] So we'll have to have a conversation see [17:38] what trends are doing now. [17:40] >> They dry. Yes. [17:45] » Like at what point at what point like [17:48] for mosquito count do you suggest [17:51] an aerial spray? [17:54] » There's one in my garage. [17:56] >> [laughter] [17:59] » You're going to have to get the bugs out [18:00] of there. [18:01] >> What I've seen based on what we [18:04] how we've improved our ground spray, I [18:07] think ground spraying is more effective [18:09] than aerial spraying. [18:11] Uh we can get three to four ground [18:13] sprays completed for the price of one [18:15] aerial spray. [18:17] >> Do we have two units ground spraying [18:19] right now or just the one? [18:20] >> I'm sorry. [18:21] >> Two units ground spraying or one? [18:23] >> Three main three. [18:24] >> Oh, wow. [18:25] >> Yeah, good. [18:26] >> So the idea is we're trying to put all [18:28] our science to it. Right? It used to be [18:30] you just you went out, you started with [18:32] one unit, you started at dusk 9:00 and [18:35] then you weren't finished until 3:00. [18:37] There aren't a lot of mosquitoes flying [18:39] around uh at 2:00 in the morning. [18:41] >> 3:00 in the morning. [18:42] >> And so based on the electronic traps, [18:44] you're trying to spray cuz it's contact [18:46] spray when the mosquitoes are active. [18:49] when they're [18:50] getting caught in the trap. [18:51] And so we're trying to use that as gauge [18:54] for when we're out with our units and [18:56] then we're trying to put on the full [18:57] board press when the activity is [19:00] happening. Right? So we sent three units [19:02] out and we're doing [19:04] >> Kim [19:05] I just had a question why we don't do [19:07] the alleys. [19:08] Don't Most people are sitting in their [19:10] backyards. [19:11] You know, and that's where, you know, [19:13] the the bushes and stuff are more in the [19:15] back than on the streets. And the [19:17] streets got this I know it's supposed to [19:19] drift and kind of take in that, but [19:21] wouldn't you think it'd be more, [19:23] especially the ones that have alleys, [19:25] more effective? [19:25] >> I have a question. Or is this for you? [19:27] >> No, I mean, [19:28] >> [laughter] [19:28] >> I've had that asked of me why they they [19:30] used to do alleys. [19:32] >> So, we fluctuate between the you know, [19:35] we play the wind a little bit, right? [19:36] Yes, it is. It has to be less than 10 [19:38] mph, man. And [19:40] sometimes we're driving on the avenue, [19:41] sometimes we're driving on the street. [19:43] There are cases where you can go in an [19:45] alley, but uh not sure if the alley has [19:48] a a very tight tree canopy. It's gotten [19:50] a lot better now cuz we with crew shade [19:52] tree we we did a lot of trimming in the [19:54] alleys. But when there's a canopy, [19:56] there's a structure, there's something [19:57] there, [19:58] that contact spray hits that and it [20:01] doesn't drift. [20:02] So, you're looking at that mist that [20:05] gets airborne. And you know, when you [20:08] look, the particle size you're trying to [20:10] get that bubble to float, that mist, and [20:13] then it covers a very large area. But [20:15] when you're going down an alley and it [20:16] happens to hit a structure or a leaf, a [20:19] tree, it doesn't get that same effect. [20:21] Not saying that we can't go down some [20:23] alleys. There are some alleys that they [20:25] would be effective. [20:27] >> Okay. [20:27] >> And you're trying to put out so much uh [20:29] so many pounds of chemical per acre. [20:31] That's the whole goal of that. [20:37] » Good. [20:43] » Bush spray update. [20:44] >> Dominic. [20:47] >> Um boardings are up. We did 1,102 [20:52] uh passengers for the month of May, [20:55] um which is a record, which was [20:57] I believe it was 29.9% [21:00] increase from last year. [21:02] Um [21:03] we just finally got awarded our FAA [21:06] grant for our runway improvement [21:08] project. So, we'll be moving forward [21:10] with that in the spring or sorry, fall [21:12] of 2020. [21:13] Other than that, we've got our land [21:15] inside. [21:16] >> Can you elaborate? [21:17] >> Yeah, I think what you contributed to [21:18] the contributing factor is why we keep [21:21] great numbers. [21:23] >> Um I think with the new terminal, that's [21:26] a that's a big thing. Word of mouth of [21:29] the new terminal coming around is now [21:30] great space. [21:32] >> [snorts] [21:32] >> Um digital advertising, there is a [21:34] little bit to show that when we started [21:36] our digital advertising in the Grand [21:39] Forks and Minot area, our numbers all of [21:41] a sudden started picking up. Uh another [21:45] um it's just convenience uh [21:47] with uh [21:49] with everything going on and then the [21:50] Jamestown Lake after the removal of the [21:53] Jamestown Lake, we've seen a huge spike [21:55] of numbers as well. [21:57] >> Three parking. [22:00] >> Have they ever considered a Minneapolis [22:01] flight? [22:03] >> Um [22:06] I believe they there's been talks about [22:09] it, but I [22:11] from what I know of the with our [22:13] contract, we currently just have Denver. [22:15] >> Right. [22:15] >> Um [22:17] and that's probably what it's looking [22:18] like with what SkyWest is going to offer [22:20] as a Denver flight. [22:27] » There's been talks in the past about it. [22:34] » It's up to the airport. [22:38] » Anything else? [22:39] >> That's it unless we have any more [22:40] questions for me. [22:43] » Mike. [22:44] >> Sanitation. [22:45] >> Last week was structural pickup. [22:48] Uh this week [22:49] um [22:51] and [22:52] working on a request for proposals for [22:55] the automated truck garbage cans or [22:57] totes. [22:59] Uh [23:00] if you look next door, we had made a [23:02] request it's it's really four major coke [23:05] manufacturers for the cities in North [23:07] Dakota. You go to most cities, it's [23:09] either this manufacturer or that one. [23:10] It's four. [23:11] And we made a request to have sample [23:13] carts delivered from those four [23:15] manufacturers. So, you can [23:18] feel the can, flip the lid, kick the [23:20] tires, that sort of thing, as well as [23:22] look at the specifications through the [23:24] RFP. [23:25] We will be working through that process. [23:27] So, I would hope that I would uh [23:30] bring something forward uh [23:32] for the request for proposals [23:35] in July. And then we'll start that [23:37] process. Right now, we're looking at the [23:39] receiving the automated truck in that [23:41] October-November timeframe. [23:43] And we're hoping to pick possession of [23:45] the cans in October or July of that. [23:48] So, that means you have that in place. [23:50] Use the rear load trucks with tippers [23:52] to pick that up. So, it'd be a sort of [23:55] an orientation for city residents. [23:57] Here's where the can needs to go. So, [24:00] our crews would come to the can, and the [24:02] can goes back where it needs to go. [24:03] Those in the wrong location, we'll put [24:04] it where it needs to go. So, it'd be [24:06] kind of an education tool for us uh for [24:09] the public. [24:10] Um so, we're working on that with uh [24:13] sanitation. We'll have that all wrapped [24:15] up in the very near future. [24:19] » How do those How do those cans get get [24:20] to residents? Or is this the city [24:22] dropping Is sanitation dropping them [24:23] off? [24:24] Or are residents picking them up? [24:26] >> Um [24:28] it would be part of the the request for [24:30] proposals, where we would have the [24:32] vendor, whoever we're buying it from, [24:35] we would uh work with them to have a [24:36] database set up. [24:38] And [cough] they would place [24:39] [clears throat] the can, that can, with [24:40] this uh number. We're looking at doing [24:43] some RFID technology, where there's some [24:46] radio technology, where that the [24:48] automated truck can actually communicate [24:50] with the can. Tell you when it's going [24:52] to be when it was dumped. [24:54] You can get as high-tech as you want um [24:56] with that. But, then [24:58] uh with the number and with the RF ID [25:00] technology you'll be able to track where [25:01] the cans are placed and addresses. [25:04] Go a lot easier if the vendor did that. [25:06] So, they come off the semi [25:08] right in here [25:09] that's [clears throat] kind of thing. [25:10] That's what we're looking at. [25:13] » Go down the alley. You got my garbage [25:15] can. [25:18] We can track it. [25:21] Have you decided what size we're going [25:23] with? [25:24] >> Well, that'll be part of the [25:26] conversation. Realistically, there's two [25:28] different sizes that we'd be looking at. [25:30] There's multiple sizes, but two sizes [25:32] that we'd be looking at. [25:33] Um like a 65 gallon can and a 95 gallon [25:37] can. [25:38] Most communities [25:40] some started out offering three [25:41] different sizes. [25:43] If you talk to public works directors, [25:45] they'll all say [25:46] their recommendation would go would be [25:48] go with one size can. [25:50] It makes it very easy and the larger [25:51] cans are more stable. [25:54] But, we're as far as the sample price we [25:56] requested a 65 and 95. We'll go through [25:59] a process [laughter] [26:01] when we're doing the budget analysis and [26:03] rates and fees. [26:05] The purchase price of the can [26:08] really [26:09] there isn't much price difference in [26:11] buying the can and purchasing the can [26:13] between a 95 and a 65. [26:15] So, then we have to look at what would [26:17] be the monthly cost difference to a [26:20] uh homeowner [26:21] with 65 gallon can and a 95 gallon can. [26:24] And what what is that difference? So, [26:26] we're going to go through that process [26:29] and then ultimately make a decision on [26:33] You have to be part of the RFP. [26:35] Whether we're ordering roughly 2,000 [26:37] cans [26:39] uh all 95 or if it's going to be 1,000 [26:41] 95 gallon cans and 1,000 65 gallon cans [26:44] or different amounts. [26:47] It's kind of a one 165 gallon can is not [26:51] the equivalent of two 32-gallon cans. [26:54] You can't get the same You can't just [26:56] They don't stack in there perfect. It's [26:57] not the equivalent of the weight of the [26:58] weight. [26:59] So, [27:01] the cans are smaller than you think when [27:03] you order them. [27:05] >> What about the blue bags? Are we going [27:07] to still have that option or [27:09] What about overflow when somebody has a [27:12] special event at their place and they [27:14] have more garbage than a 95 or a 96? [27:19] >> I'm sorry to interrupt you, but this [27:20] topic up. [27:21] >> Well, [laughter] [27:22] that's a question that's been asked, [27:23] I mean I [27:24] >> There's a lot of things that have to be [27:25] worked through as we go along. I mean [27:28] There There's a lot of blue bags that [27:29] will be remaining. No doubt we'll have [27:31] to have room for special pickups. We'll [27:33] have to have room for those that have [27:35] currently have blue bags [27:37] use those blue bags because they [27:38] purchased those blue bags. So, that's [27:40] part of the conversation that [27:42] Corey and I have been having and [27:45] probably part of that as well. So, we'll [27:48] work through all of those details and [27:49] have them laid out as we go through this [27:51] process. [27:52] >> Like Christmas time, special occasions, [27:54] you know, a lot of times you [27:56] blue bags are available to [27:58] for the extras. [28:00] >> And this is not something that hasn't [28:02] been done before. Many communities in [28:04] the state have done it. [28:10] » [clears throat] [28:11] >> All your ideas have been part of the [28:13] conversation [28:16] » But that's Those are questions I think [28:18] you need to [28:20] >> So, you're thinking cans for residents [28:21] are going to be around that [28:23] September-ish, [28:25] October-ish? [28:26] >> That would be a September, August, [28:28] September time frame. [28:29] >> Okay. [28:30] >> [snorts] [28:31] >> If we uh [28:32] issue the request for proposals, we'd [28:35] have a committee that would review the [28:36] proposals received. [28:38] Uh cost is only one factor when we do [28:40] the request for proposals. It's quality, [28:42] it's warranty, it's service after the [28:44] sale, all these other things that we [28:46] listen in the [28:47] R and P. [28:48] And so possession I would expect to be [28:51] in that same number. [28:56] » Okay, that's all I have for [28:57] presentation. [28:58] >> What about engineering? [29:00] >> Uh [29:00] engineering I had one item. [29:03] Um [29:05] So the the city allows hunting on city [29:08] owned property. [29:10] Um [29:11] and we do that through a permit process. [29:13] So we have to come into the city to get [29:14] a permit. [29:16] In order to improve that a little bit, [29:18] uh would ask that commission to grant [29:20] authority to the city engineer to [29:23] um [29:24] publicly post the city land on [29:27] the Game and Fish Department's website. [29:29] Some if it's not posted, people don't [29:31] know that they need a permit. [29:33] And last year we had encountered a [29:35] couple of problems where there were [29:36] different people in that one area. [29:38] Uh [29:40] to me it's if it's publicly owned land, [29:42] it should be open for public hunting so [29:44] long as they have a permit, are adhering [29:45] to the rules, regulations, requirements [29:46] that we have, and everything is safe. [29:49] So the Game and Fish Department has we [29:51] can go on the website and we can [29:53] electronically post [snorts] [29:54] the land. [29:56] And then as part of that electronic [29:57] post, it'll list that you need a permit. [29:59] Um get a permit. [30:02] That's what we were dealing with. We had [30:03] a case down at our well field that we [30:05] had somebody somebody was hunting on our [30:07] property. We didn't know who it was. [30:08] They were seeing through our fence and [30:09] doing some things that [30:11] might be going on. [30:14] We won't electronically post the on the [30:17] cooling site the city commission to [30:19] grant the authority to the [30:20] um to use as a private program. [30:24] And we [30:25] tried to work through Game and Fish and [30:27] how we could electronically post it that [30:28] it's only open to youth hunting. [30:31] But that's when it would be signed [30:32] separately. And the [30:35] Game and Fish and Sportsman's [30:36] would have to sign for that post. So I [30:38] think that's it. [30:41] So with that authority on this one line, [30:43] it says [30:44] our property in-house won't change. [30:47] I don't think [30:48] people understand that it's supposed to. [30:54] I'll make a motion to to allow Mike to [30:56] close [snorts] that game officially, I [30:58] guess. [30:58] >> Yeah, Commissioner Johnson. [31:00] >> Second. [31:01] >> Commissioner [laughter] you have it. [31:02] >> [clears throat] [31:04] » Any further discussion? [31:08] All in favor say I. [31:09] >> I. [31:09] >> Those same sign. [31:12] Motion carried. [31:13] >> The other engineering projects based on [31:15] conversations with the contractor won't [31:17] start until the August. [31:20] Rest of our storm water projects. [31:23] That can change, but that's the latest [31:25] word that I have from the contractors. [31:27] That's why I put that on the agenda. Any [31:28] questions? [31:30] >> No. [31:31] >> But, as you know, Commissioner, I [31:33] started my home inspections for my [31:36] assessments on the west side of town [31:37] this year. Uh so, individuals are [31:40] looking [31:41] to allow me to come in to take a look at [31:42] their home so that I can make sure that [31:43] they've got proper values assessed for [31:45] them. They can contact us or a lot of [31:47] those were already scheduled. [31:48] Um [31:50] but other than that, it's just raggedy [31:52] wood and [31:53] I'm sure you have any questions for me. [31:55] >> I think [31:57] Mr. Johnson. [31:59] >> Mike Gillis. [32:01] I [clears throat] [32:02] continue with the uh [32:04] fire hydrants exercising and flushing [32:06] fire hydrants. Our work continues uh [32:09] with spring work on our embankment to [32:12] increase it significantly. We have grass [32:14] to mow, you have weeds to spray, you [32:15] have storm water additions from other [32:17] stations and that. [32:19] Uh work that has a significant regional [32:21] impact. [32:21] A lot of things and activities going on [32:23] in the department. [32:24] Nothing specific. [32:26] Any questions? [32:28] >> No, I just want to say you guys did a [32:29] great job with that blade appreciation [32:31] that you guys put out there at the uh [32:33] site there. At your port. Yes, sir. [32:35] Great job. That was a lot of fun. [32:37] How did it go? [32:40] I have nothing else. [32:41] >> Okay, thank you. [32:43] >> Chief [32:44] Our mayor our resource officers just [32:47] returned last week from Deadwood South [32:49] Dakota. They had a good time and they [32:51] were relaxed. [32:52] This is our both last road Alice and [32:54] Chief. [32:56] We're working through our preliminary [32:57] budget for the new fiscal year. We'll be [32:59] doing the budget sheets. [33:00] >> Sure. [33:02] >> Well, [33:03] on July 1st through August 9th, we had [33:05] speed and DUI overtime. [33:11] Watch your speeds again. [33:13] >> Okay. [33:14] Pay attention. [33:15] >> And that's about all I have unless you [33:17] have any questions. [33:17] >> Any questions for the Chief? [33:21] » Spencer [33:24] Well [33:24] >> This is a special meeting, right? [33:26] >> Yeah. [33:27] >> Well, I've got a few things to tell you [33:28] all. Definitely better speed. [laughter] [33:31] Nothing really beyond what we have on [33:33] the agenda, but trying to work through [33:34] all uh Mr. Johnson over here on board as [33:37] best we can. Do have some budget [33:39] meetings later this week with fire, [33:40] police, [33:42] sanitation, water, and sewers because [33:44] they're some of the bigger funds. This [33:45] is start with high level. [33:47] >> [cough] [33:48] >> Just on some high level directional [33:50] things and maybe answer any specific [33:52] questions where [33:53] it's being reviewed via value [33:55] I will move on from there. So, um [33:57] welcome any questions and otherwise [34:00] got the agenda items down and rest of [34:01] the staff. [34:04] » Jason [34:06] Currently working on a set of ordinances [34:09] just for tobacco compliance. [34:11] The aim is to ensure that any retail [34:14] that sells tobacco is not selling to [34:16] minors. Um [34:19] I think this is somewhat comparable to [34:22] alcohol violations where the establishment is held liable for any [34:27] violations. [34:28] Um [34:29] that set of ordinances will We'll by the [34:30] next city commission meeting. [34:33] That's all I have unless there's [34:36] Any questions? [34:37] >> I have one more thing I forgot to add. [34:39] Uh [34:40] at the next uh city commission meeting [34:42] July 6th will be the organizational [34:43] meeting for the new city commission. It [34:45] is all the same uh same people as of [34:47] now. [34:48] Uh they're all the same people. [34:50] And so you'll gavel in as the old [34:53] commission, you'll gavel out, then gavel [34:56] out and you'll gavel in as the new city [34:58] commission where you guys will assign [34:59] portfolios, [35:00] elect a vice president of the [35:01] commission, and then um [35:04] appoint the appointed officers, [35:06] um [35:07] which are most people sitting over there [35:09] in my position. [35:11] Mr. Sailor here as the city attorney. Um [35:14] >> [snorts] [35:14] >> I did send an email to you mayor and [35:16] commissioner Nash about the city [35:17] attorney contract. We'll have you guys [35:19] judge with forth a new contract. [35:21] Um we'll talk about Mr. Sailor on just [35:23] kind of what his terms are. I'll give [35:24] you guys an update on how that's [35:25] proceeded. [35:26] Uh [35:26] for your July 6th meeting you'll be able [35:28] to review the contract and then [35:29] go over the other duties. [35:32] Um just trying to make sure [35:34] >> Sure. [35:35] >> And I'll bite my tongue. [35:37] >> Uh to address the [35:40] lawn care [35:41] um [35:43] issue of uh lawns not being mowed in [35:45] town, [35:46] uh just so you're aware, [35:48] the contractor that does our lawns has not been [35:54] very [35:55] active as to getting to them in a in a [35:57] swift fast manner. [35:58] >> Right. [35:59] >> So just so you're aware [36:02] that they are being addressed by [36:04] uh [36:05] Chief Bennett. Uh so [36:08] it's going to be going eventually [36:11] uh some different changes coming to [36:12] that. We'll let you know [36:14] um when that happens, but as of now, if [36:17] you have a city if you live in the city [36:19] and you have property, [36:21] please mow your lawns. [36:23] Um don't let them get overgrown. Don't [36:24] let them [36:26] get to the point where have to fine you by somebody [snorts] coming [36:30] and mowing it and assessing it to your [36:32] property. [36:33] Uh it helps everybody involved if you [36:35] just go out and please mow your lawns. [36:38] So, um [36:39] there was an issue with with Sam. It has [36:41] been taken care of. [36:43] Um [36:44] if you have any questions, just let me [36:47] and then I can get with [36:50] Chief Bender [36:51] try and get those into justice as best [36:53] as possible. [36:56] » Okay. [36:57] Appreciate [clears throat] that. [36:58] >> And then I just thought to for these [37:00] shade tree these trees had had the [37:02] letters gone out to so they're aware [37:05] that you're going to come in around [37:06] planting trees in the property. Did you [37:07] have anybody who stopped [37:09] this last go around and say, "Hey, what are you doing?" [37:12] >> Uh we did receive one letter [37:15] somebody did not want a tree in their [37:16] boulevard. [37:18] Now, is there a house that may slip [37:20] through the cracks that did not receive [37:21] a letter and then you have a renter, but [37:24] yes, we sent [37:26] making it 60-some letters in the area. [37:29] >> I was just wondering if any if you [37:30] really had any [37:32] Irate people ask you, [37:34] "What are you doing here and what is [37:35] this you're doing?" [37:36] >> It was purely [37:37] >> quiet. [37:37] >> Good. [37:38] >> We'll find out tomorrow morning. [37:39] >> Yes. [37:40] >> [laughter] [37:41] >> When you're out there spinning and trees [37:42] are going in your McDonald's and [37:44] >> Yeah. [clears throat] Yeah. But the [37:45] first go around [snorts] [37:47] Thank you. That's all I had on this [37:48] project. [37:49] >> I just wanted to report that I attended [37:51] the event uh [37:53] on uh [37:54] Friday for the L2 uh [37:57] it's ribbon cutting. That was a great great attendance for that and uh [38:02] it was [38:03] uh Senator Holmberg was here and said a [38:05] few words of [38:07] you know, support and so [38:09] we are on our way with a wonderful [38:11] health care facility [38:13] joint uh built or medical campus. So, [38:16] I'm pretty excited. I think it's going [38:18] to be great for the the community. So, I [38:21] uh [38:22] that was a wonderful event to be part [38:23] of. [38:24] A long 4-year process to get that [38:26] accomplished, but [38:28] good things come when you stay dedicated [38:30] to it. [38:32] And uh with that, uh anything else under [38:34] portfolios? If not, [38:36] we'll move on. [38:39] Old business, we have nothing. [38:46] Like you said, the second agenda, [38:47] nothing. [38:49] New business, okay. Appointment of [38:51] Robert Johnson as interim city [38:53] auditor/assessor [38:55] effective June 22nd, 2026. [38:59] Okay. [39:00] Spencer has [39:01] >> Mayor and members of the commission, [39:02] this is uh before us now for your [39:04] consideration that [39:06] I don't know why what you [snorts] guys [39:08] had communicated your intent [39:10] uh to appoint Rob as the interim [39:13] uh [39:14] auditor/assessor. [39:16] So, uh [39:18] as part of this we had uh agreed step [39:20] adjustments. So, currently he's at a a [39:22] 15I, and then come July 1st he'll be at [39:25] a 15J. Uh did you have a follow-up with [39:27] the possible performance review? [39:29] Um so, basically with the thought of [39:31] just pretending that he's at a 15J right [39:33] now, and just you know, let's say he was [39:35] at a 15J, [39:36] 18J usually uh when you [39:40] either on an interim role or on a [39:42] full-time role, if you're an existing [39:44] employee, you usually go up a grade and [39:46] back a step for each uh level of [39:48] succession. So, the auditor is grade 18, [39:52] and say assessor is grade 15. And so, if [39:54] you just go with that K and step on the [39:55] back, on the back, on the back, uh they [39:57] would [39:58] recommend an 18G [40:00] uh [40:01] effective uh June 22nd. [40:04] And then this would count as a step [40:06] increase for the year, and you'd be [40:08] ineligible for step the rest of the [40:09] year. If at the end of the interim [40:11] employment you guys decided that uh [40:14] you would like to remain with just the [40:15] city assessor, and Rob you continue to [40:17] do that, then you would go back to a 15 [40:19] chain. [40:21] And then [40:23] I just got to put language in there that [40:24] it's your intent that to have a similar [40:26] appointment through the life cycle, [40:27] which is in mid-October. Obviously, you [40:29] guys reserve [40:30] the right to address the appointment of [40:32] any at any point, but then you would [40:35] make an intentional [40:36] decision to revisit the matter uh second [40:39] meeting in October. [40:41] And then the last one was as there's in [40:44] the city policy manual, there's a few [40:45] instances where like specifically refers [40:47] to the city administrator shall you [40:49] know, since you don't really have one, [40:50] and so then the recommendation would be [40:52] just to [40:53] bestow [40:55] the interim city auditor/assessor that [40:57] authority [40:58] where it says like the city [40:59] administrator shall, which is like [41:01] placing employees on administrative [41:02] leave. Uh um [41:04] What's the other one? Uh [41:06] sick leave, approving sick leave [41:07] donations. And I think with the full [41:10] mutual understanding that if one of [41:11] those instances came up then [41:13] Rob would talk to the mayor. Talk to you [41:15] know, the commission portfolio. He [41:16] wouldn't make a decision like that in [41:18] the dark without consulting [41:20] uh the mayor portfolio holder. [41:22] Um but instead of [41:24] rewriting the policy manual and possibly [41:26] putting it all back, then just bestowing [41:28] the authority for the time being [41:30] um with the expectation that you'd be a [41:31] good communicator on those matters. [41:36] But that is the recommendation before [41:37] you, and uh [41:39] I can tell you just working with Rob [41:41] here every day, I know I have absolute [41:44] full confidence that he'll do a good job [41:46] for you guys. [41:50] » [clears throat] [41:51] >> Questions? [41:54] » He was at the airport authority board [41:56] meeting today, and he did a good job [41:57] there. [42:00] >> So, did we talk ever talk to Tanya [42:02] before? [42:02] >> Yes, she she yeah, we talked about it. [42:05] >> Is there any requirement for us to send [42:08] out as a [42:10] Let's say we wanted to do a full-time [42:12] position, right? We're hiring [42:14] to make a full-time. [42:15] full time and if you know what I mean, [42:17] you have to put that out to the public. [42:19] >> So, number one on an interim basis, she [42:21] thinks that this is a good [42:23] um [42:24] purpose for an interim having this [42:25] budget cycle so you're having four [42:27] months to work that you can [42:29] as far as succession in this position. [42:31] So, the interim basis is a good time [42:33] period for the purpose. She did say it [42:35] would be back best practice [42:37] um to advertise a minimum for two weeks. [42:40] Let's just say all of a sudden, you [42:42] know, Rob is the city auditor and he [42:43] says, "You say we want to make this a [42:45] full time thing." [42:46] Um then you should advertise it for two [42:48] weeks. [42:50] But she uh she's going to be here [42:52] throughout the budget process. You can [42:53] ask these questions directly. But just [42:54] in in our conversations you know, in the [42:57] office, she said she would recommend [42:59] doing. [43:00] Um and especially if you want [43:07] And so, and if you you know, end up [43:09] wanting to go back to the city manager [43:11] role um you would definitely advertise [43:14] that role. [43:15] >> Talked about that too. Those are things [43:17] that we're doing. [43:19] But I think for the time being for this [43:21] interim [43:24] » [clears throat] [43:26] >> My question is the salary. [43:29] >> Yeah. [43:30] >> It's a pretty big [43:34] difference between the two. [43:36] >> Yeah. Um [43:37] but again, it's the up and back up and back again. [43:41] And I did ask Tony about that. She said [43:43] the standard protocol. And I would also [43:45] think about this way. So, there's about [43:46] a $12,000 [43:48] difference between the career step that [43:50] he's at currently and the career step [43:52] he's at now. [43:53] It's going to be for a four-month [43:54] period, right? So, 12 / 12, so that's [43:58] like the extra $1,000 [44:00] So, don't So, for all the work you'll be [44:02] doing, you'll get an extra $4,000. [44:05] Okay. [44:07] Plus oh, plus um [44:09] plus the city auditor position receives um [44:14] added to the salary. [44:18] » Yeah, specifically that he's actually [44:19] going to be doing both jobs at the same [44:21] time. [44:22] It should be [44:23] financially less important to the [44:26] >> I have no problem with the uh with doing [44:28] that. So, I would make the [44:29] recommendation to uh approve Rob uh to [44:34] that [44:35] the the city engineer position pay uh as [44:39] mayor. [44:39] >> Okay. So, I have a motion from Mr. [44:41] Kenowski. [44:45] Mr. Hatlestad a second. [44:48] Okay. Any further discussion? [44:53] Roll call. [44:54] >> Mr. Hatlestad. [44:55] >> Aye. [44:55] >> Mr. Yunker. Mr. Pierce. [44:57] >> Aye. [44:58] >> Mr. Kenowski. [44:58] >> Aye. [44:59] >> President Olson. [44:59] >> Aye. [45:00] >> Great. Congratulations, Rob. [45:04] Item two, a resolution designating [45:07] authorized agents for the city of Devils [45:09] Lake effective June 22nd to June 26th. [45:12] >> Trying to be proactive so that your [45:14] interim monitor can sign checks and [45:16] legal documents on behalf of the city to [45:18] include uh the mayor. Would that be all [45:20] right? [45:23] » Motion to approve the resolution. [45:25] >> Mr. Pierce. [45:26] >> Second. [45:27] >> Mr. Yunker. [45:31] Any further discussion? [45:34] Roll call. [45:35] >> Mr. Hatlestad. [45:37] >> Aye. [45:37] >> Mr. Yunker. [45:39] Mr. Pierce. [45:39] >> Aye. [45:40] >> Mr. Kenowski. [45:40] >> Aye. [45:41] >> President Olson. [45:41] >> Aye. Motion carried. [45:43] >> Item three, renewal of liquor and taxi [45:45] cab licenses. [clears throat] [45:47] >> Um confirmed with the accounts payable [45:50] clerk this morning. Everybody has [45:53] renewed [45:54] and there are no delinquent taxes on [45:56] anybody's [45:59] >> Do we have a [46:00] tax or tax cab? [46:02] >> Yeah. [46:03] >> Oh, yeah. [46:03] >> I think that'd be easier to [46:07] You do or it is a part of [46:10] >> Here in Revere. [46:11] >> Yeah. [46:11] >> There's There's only seniors. [46:14] >> Do you still do a taxi again? [46:16] >> I think so. [46:17] >> So something is not right. [46:18] >> I missed an application that we'll [46:20] follow up on. [46:21] >> I think he's got a taxi deal on top of [46:23] his van. [46:26] >> I've received a letter from [46:27] >> Well, so [46:28] >> We will we'll follow up [46:31] >> If something needs to get [46:34] >> to operate with a license. [46:36] >> That's not good. [46:37] >> That [46:38] pawn broker license, that's not what uh [46:42] placed out here. [46:43] >> No, she doesn't do that anymore. [46:44] >> She doesn't do that anymore. [46:48] » But yeah, that vehicle's out. [46:54] The list provided is those are those [46:56] that uh [46:59] » are properly permitted. Continue to find [47:01] out approval on if they aren't and if [47:03] they are not properly [47:04] >> Yeah, we'll we'll research what's going [47:07] on. [47:07] >> Thank you. [47:08] >> Okay. [47:10] Is there a [47:15] Yeah. [47:19] Starting [47:21] >> I'll make a motion to approve the list [47:23] as submitted. [47:25] >> Mr. Pierce. [47:26] >> I ask that we look into the matter I [47:28] just discussed. [47:30] >> Is there a second? [47:32] >> Second. [47:33] >> Mr. Graham. [47:37] Any further discussion? [47:39] All in favor say I. [47:40] >> I. [47:41] >> Opposed, same sign. [47:43] Motion carried. [47:45] Item four, appointment of Police [47:46] Department Headquarters Architect [47:48] Selection Committee. [47:50] >> Memo number of the mission June 5th was [47:52] the deadline to submit the RFQ that [47:55] submit that submit a proposal for the [47:58] RFQ. [47:59] That [48:00] we advertised, we received over 10 [48:05] proposals, which is a very which is a [48:06] lot. [48:07] And we need to [48:09] appoint a committee to select [48:12] finalists and a and a final architect [48:15] for the commission's approval [48:18] and recommendation. [48:20] And from a staff perspective, [48:23] we [48:24] just internally would love to have, you [48:26] know, city's a certified engineer, so [48:28] Mike Brosseau and then the chief of [48:30] police and Jason Toso [48:32] uh [48:33] be on that committee. And Mayor, you are [48:35] the current police commissioner and the [48:38] mayor, so I can think it'd be fitting [48:39] for you. But at least from a staff [48:41] perspective, our request would be that [48:42] we could get the chief of police and [48:44] city engineer on that. And then whatever [48:46] you guys would like to see as a [48:47] commission, certainly fine. [48:50] >> I did talk to Spencer and I thought that [48:52] O'Side [48:53] bright citizen or would be good on [48:56] there. And I talked to Ned [48:58] >> [cough] [48:59] >> since he's just went through some of [49:01] that same process with the schools, I [49:03] think he'd be a good addition to the [49:05] selection committee. Basically, what [49:06] they're doing is just going to review [49:08] all those plans and reduce it to three [49:12] >> Or is that three then? [49:13] >> Or the one that is single. [49:14] >> Uh no, it would be who we're going to [49:16] interview. There's no hard number for [49:19] that. I think it would be a good number, [49:21] but based on the review of the [49:22] proposals, it could be four. [49:25] Um in an ideal world, [49:27] uh as far as the selection committee, [49:30] five would be a good number as far as [49:31] I'm concerned, so that you know, you [49:33] don't really want high rankers just [49:35] sitting there. [49:36] There'll be eight. [49:37] Um there'll be a lot to read if you're [49:40] reading through their proposals. And [49:42] they can't have [49:43] uh [49:44] What we're trying to do is identify the [49:46] architect that has the qualifications [49:48] as well as [49:50] who is going to be the best fit for the [49:52] project that we're looking at. [49:54] You know, I think we can look through [49:56] those 10 or 11 proposals, and I don't [49:58] believe that there will be one architect [50:00] in there that will be qualified. [50:02] But, some firms that are very good at [50:05] doing $60 million projects, they're good [50:07] at doing $60 million projects. Doesn't [50:10] mean that they're necessarily good at [50:11] doing $5 million projects. [50:13] And what we're looking at doing as far [50:16] as our police department, [50:17] so you're trying to sort through that. [50:19] Really, you're trying to [50:21] hire in the architect that is going to [50:24] be a partner with you to develop a [50:26] project, a set of plans and [50:28] specifications, and project that's going [50:30] to suit our needs. [50:31] And that's the part of that process. [50:36] » I'll make a motion. [50:37] >> So, again, staff request would be that [50:40] the chief of police and the city [50:41] engineer be on that committee. [50:43] Um [50:44] Mayor, do you want to be invited? [50:46] >> The mayor wants to be involved so that [50:47] we can be there. [50:55] » Um as I said, just if you're looking for [50:57] other staff members, the good candidates [50:59] would be the the police captain or the [51:02] city interim city assessor auditor would [51:04] be [51:05] probably good considerations if you're [51:07] looking for other staff members. [51:09] >> And that's all with outside persons on [51:11] the screening team. [51:13] >> And this process is just selecting the [51:15] architectural firm. It is not the design [51:17] committee. [51:18] >> Right. [51:18] >> I'm just saying. [51:19] >> Yeah. [51:20] >> That's correct. [51:22] >> Did he say [51:23] >> Yeah, he did agree that he would do it. [51:24] >> Who was that again? [51:26] >> Yeah, that's the school superintendent. [51:28] >> Okay. [51:30] » Would that be good for us? [51:34] » I'll make a motion to [51:37] allow Mayor Fluton, [51:39] police chief, [51:41] uh [51:42] interim [51:44] auditor [51:46] Johnson, [51:47] and Manickam [51:52] » It was my motion. [51:53] >> I'll second. [51:54] >> Mr. Nash. [51:57] » Any further discussion? [52:00] All in favor say aye. [52:02] >> Aye. [52:02] >> Opposed same sign. [52:04] Motion carries. [52:06] Item five, reappointments to the [52:08] Renaissance Renaissance Zone Authority. [52:11] We have three members. [52:13] >> So, we have three members of whom the [52:15] terms are expiring. Uh one of them has [52:18] chosen not to renew their terms, so we [52:20] have a vacancy. [52:22] Uh [52:22] but we did have the other two who were [52:24] willing to serve. Uh we have Sherry [52:27] Olson and Sam Schley. Uh to [52:31] re- renew their four-year terms. Um we [52:34] have been recruiting uh to try and fill [52:37] that third vacant term. Uh ideally, [52:39] we're looking for someone in the [52:40] downtown business district. Uh because [52:42] that's in the heart of our Renaissance [52:43] Zone, so we'd really like to get a [52:45] representative from that area. [52:46] We reached out to a couple [snorts] [52:47] people, but we're waiting to hear back. [52:49] Uh or if there's anyone else that's [52:51] interested out there in serving on the [52:52] term, please reach out to me but [52:54] we're happy to fill that that third [52:56] vacancy. [52:57] >> Did you say we're going to advertise for [52:59] some of those positions or something [53:00] like that? [53:00] >> We we we we did an advertisement leading [53:03] up into the terms ending just to try and [53:05] generate a list. Uh because we wanted to [53:07] be able to have a list to choose from. [53:09] That'd be ideal. We can't just say, "Oh, [53:10] we have a spot open." [53:12] and have five people to call, but uh [53:14] there's no current name on that list, so [53:16] we we are looking to fill that spot. [53:20] » Okay. We have a motion to approve the [53:22] two. [53:23] >> I make a motion to approve the two that [53:25] were recommended. [53:28] » Second. [53:29] >> Mr. Gnowsky seconded by Commissioner [53:31] Ewing. Thank you. [53:34] Any further discussion? [53:37] No further discussion. All in favor say [53:38] aye. [53:39] >> Aye. [53:40] >> Opposed same sign. [53:41] Motion carries. [53:44] Item six. [53:45] >> pay estimate number one, 2026 curb, [53:47] gutter, and sidewalk. [53:49] >> Yes, that's the work that was completed [53:51] by our concrete contractor, Lakeview [53:54] Construction. [53:56] Uh come to the assessment of $16,757.65. [53:59] [laughter] [54:02] » I make a motion to approve this. [54:07] I make a motion to approve the [54:08] $16,757.65. [54:12] » Mr. Kanouski. [54:15] » I second. [54:16] >> Mr. Adams. [54:19] Any further discussion? [54:21] >> Remind me again where this work was done [54:22] at. [54:25] » Uh [54:26] it was in various areas throughout town. [54:29] Uh much of it was configured over on 9th [54:31] Avenue, uh near 9th Street. [54:34] >> Okay. [54:39] Thank you. [54:40] >> Any further discussion? [54:44] Roll call. [54:45] Mr. Adams. [54:46] >> Aye. Mr. Sheely Littlejohn. [54:47] >> Aye. [54:47] >> Mr. Pierce. [54:48] >> Aye. [54:48] >> Mr. Kanouski. [54:49] >> Aye. [54:49] >> President Mall. [54:50] >> Aye. [54:50] >> Motion carried. [54:52] Okay, we do have one person wishing to [54:55] speak under citizen comment. [54:57] Lisa, if you would please come forward [54:59] and identify yourself for the record. [55:03] » Hi, Lisa Pagano. Um [55:06] back again since it's budget time trying [55:08] to get at the beginning this year in [55:10] case anybody will [55:12] maybe take it into consideration. [55:15] Um asking again this year if we can [55:17] please, you know, [55:19] try to instead of just going with let's [55:23] increase our budget by the allowed 3% [55:25] plus growth. [55:28] Try to hold something flat. I know there [55:30] are um things you can't control. There [55:33] are insurance premiums, there are [55:34] pensions, etc. [55:36] But on a lot of could be considered [55:39] making some tough choices, cutting back, [55:41] not increasing everything. [55:44] And especially, you know, people come in [55:45] that we give money to. I don't know who [55:48] they all are. The only one I know [55:49] there's more than Heritage Center type [55:51] things, but instead of letting them come [55:52] in and say, "I did the exact same thing [55:54] as last year, but I increased it 3%." [55:57] Can we push back a little bit? For Rob's [55:59] presentation on the board of [56:00] equalization, we are the highest [56:02] effective tax rate of the 12 largest [56:05] municipalities [56:08] cities. That's ridiculous. [56:10] Let's, you know, [56:11] consider [56:14] cutting back a little bit, not just [56:15] bumping everything up, making tough [56:17] choices, and eliminating some things, or [56:19] hold steady on some things, and [56:22] >> One of the things that we are talking [56:24] about in what I have brought to [56:25] discussion is to possibly do an audit of [56:28] our efficient efficiency audit. [56:31] See, also, one of the things that I [56:33] promoted when I was running for mayor, [56:36] and I do think that the baby is [56:37] something we need to look at, [56:40] and I have somebody come in, [56:41] third-party, review how we're doing [56:43] things, get recommendations maybe what [56:46] we could do better and more efficient.
