and Ron roller is here and Craig Chamberlain is away at another [0:55] appointment today the first item we have is the [1:00] approval of the agenda and I did not show there's no additions to the agenda [1:04] so I would move that we approve the agenda as printed and I'll second it we [1:08] have the motion we have the second for approval of the agenda as printed any [1:12] discussion all in facility here uh uh they went through a complete inspection [2:02] this is about a 32 page article here things that went through uh being [2:07] inspected and I'm so proud of the the employees of Dickinson County here past [2:13] everything safety wise everything's in compliance and that's a remarkable feed [2:17] for an organization that size 35 145 employees employees doing that Janelle [2:23] so that's that's just something that needs to be spoke of and and they're [2:26] looking after us looking after all of us so I I do appreciate that thank you for [2:30] giving that information to us okay and I do not have anything so we [2:36] will go on to the next item U this is a presentation of petitions or [2:44] proclamations uh we do have the hopes Lions Club is having their 100th [2:51] anniversary and I believe you're here to read that [2:56] Proclamation and if you would please step to the podium and introduce [2:59] yourself and read the proclamation i' appreciate it sure my name is Tom [3:05] Lon as I mentioned earlier I live two miles south of Dyan I am the immediate P [3:10] president of the Hope Lions Club and I would like to invite all of [3:15] you to the Hope Heritage Festival on September 7th Saturday uh 5 to 7 PM is [3:21] the Hope Lions Club hog and turkey roast it's good and we have homemade sides oh [3:27] wow that doesn't draw you in I don't know what we [3:30] but thank you for your time and putting this in the [3:35] record you ready for me yes okay whereas The Hope Lions Club is a service [3:41] organization composed of community volunteers and whereas The Hope Lions [3:46] Club carries out the Lions model of we serve in the Hope Community and whereas [3:52] The Hope Lions Club is part of Lions International with 1.4 million members [3:57] around the globe serving their communities and and whereas The Hope [4:02] Lions Club will celebrate 100 years of service during the Hope parage Festival [4:06] on September 7th by being Grand Marshal of the Hope Heritage Festival parade and [4:12] by holding the annual hog and turkey roast and where as the Hope Lions Club [4:17] looks forward to another 100 prosperous years of serving The Hope [4:21] Community now therefore we the commissioners of dickon County do hereby [4:25] Proclaim September 1st through 7th 2024 as hope Lions 100 hope Lions Club 100th [4:33] anniversary week and encourage all of our citizens to recognize the Hope Lions [4:38] Club for their continued service to the Hope Community dated this 15th day of [4:42] August 2024 okay well thank you for reading [4:47] [5:15] now okay number is going to go up you have some prospects and it's going to [5:19] increase because I'm the membership chairman so oh good I've been in lions [5:23] for 20 years so okay I can get members so um I think it's important I mentioned [5:29] earlier we need more people in Hope and a group [5:34] like the Lions Club it's a community it get people in the community together and [5:40] I think as towns shrink a lot of people that sense of community so any nonprofit [5:48] churches schools service clubs volunteer firefighters we all need to support them [5:57] because that gets a sense of community and that's how we get more people out [6:02] here and before I leave I do want to say one thing this is a little off septic [6:07] I've lived here two years I moved back and I have been very impressed with [6:11] dickon County when I call the courthouse people actually answer the phone and [6:16] that is so rare in today's world and I appreciate that so much um I've got a [6:21] good road Key Road when it snows it gets plowed um and I'm just so thankful I [6:28] don't live in Maran County they don't have that I'm four miles from Maran [6:33] County so I appreciate everything you guys do you're doing a good job that is [6:36] nice to hear thank you you're welcome so well thank you for your comments and and [6:41] congratulations on this anniversary week and sounds like it'll be very festive [6:45] and a lot of things to do a lot like you have said um you know if [6:52] you can have a group like lions that is positive and uplifting and they can help [6:57] organize events I think it just helps strengthen a community in general and [7:04] and all of us at times have heard or maybe even said at times you know why [7:10] doesn't someone do this or it'd be great if this would happen but yet it takes a [7:14] group like yours that steps forward and and rather than talk about it put some [7:20] things in place and so um so anyway sounds very exciting and uh good luck [7:26] with your membership drive because um you have to be aggressive on that to [7:32] make it happen but but it keeps from falling back also yeah okay and and I'd [7:37] like you to share just a few things that you're G to have at your festivity [7:41] coming up so the so there is food throughout the day and we were [7:46] mentioning earlier it's kind of hard to get vendors that time of year that's a [7:49] busy time of year if you're a food vendor sure [7:53] um I don't even know what's all going on the parades at 4:30 I know that um we [7:59] kind of officially start there's uh school class doing the breakfast there's [8:05] games the car show that probably starts about 8 or nine that's the morning early [8:11] afternoon um we have a group up V V triloquist coming he's going to perform [8:17] at 7 I don't remember his name but he's [8:21] from wiah he's kind of a comedian so those are always [8:25] world and there's games for kids space painting that type of stuff so I you [8:32] said something like ziplining too oh yeah the zipline the zipline and it's [8:36] big and I won't get on it because I'm not [8:42] that and everything's so what we do the the committee raises money throughout [8:47] the year so all of our kids stuff is free everything's free except for the [8:52] food obviously um but you know you can bring it you can bring your family and [8:58] we even have three bottle water so you can bring your bring your family if [9:02] you're a young family and not spend any money that's is great so abolutely we're [9:07] always fishing fundraising and we have pretty good sponsors yeah we're trying [9:12] to that's another thing I'm trying to increase the parades at 4:30 I'm trying [9:15] to we're getting more entrance so it's a pretty good for Aid yeah and like I said [9:22] earlier it's we're count of 350 people there is a lot going on that and roughly [9:27] numbers give us the numbers usually participate as far as people show I was [9:32] told there's two to three thousand people in hope that day I have no idea [9:36] that is not a scientific number that's just somebody's opinion but I'm in [9:40] charge of the beer tent so I just I have my area and I help with the museum and [9:45] the Lions Club so I don't know because I don't get around and walk around during [9:49] the day um but there are a lot of people there's a lot of [9:53] people you know I I don't know three4 of the people there [9:59] it's a good it's a good thing for the community sure that's for you yeah thank [10:06] you very much well Tom and 75- 4318 a as the elected board [11:04] the County Commission is not allowed to meet or make any decisions without [11:07] posting the meeting they are only allowed to act on items on the agenda [11:11] which they set during their regular meeting the County commission may allow [11:14] for public comments on items not listed on the approved agenda if you wish to [11:19] provide comments please come forward to the podium and state your name and [11:22] address if you are online raise your hand and we will unmute you state your [11:27] name and address please each person may speak for 3 minutes the a lotted time [11:31] will start after the speaker has given his or her name and address public [11:35] comments shall be addressed to the County Commission only and not to the [11:38] speaker or the audience only the County Commission will be permitted to ask the [11:42] speaker questions the public comment period is not a back and forth [11:46] discussion with the County Commission you should make your views and input [11:49] known to them but it is not a time to ask questions you should not expect them [11:53] to respond to your comments comments May Express support or [11:57] agreement with the previous speaker speakers but in the interest of time [12:00] please do not repeat the same information you may State something to [12:04] the effect of your name and address and I agree with the previous speaker it is [12:08] important to maintain a respectful non-threatening atmosphere for anyone [12:12] who would like to speak please do not engage in such actions as cheering [12:16] booing clapping insults threats Etc okay thank you and I know there's a [12:23] similar type reading or information that goes out to that's kind of the standard [12:29] of operation now for cities and counties throughout Kansas so um there's nobody [12:37] online with their hand raised okay so we do not have any public comments at this [12:42] particular meeting we will go to the next item this is the report of County [12:47] officers our County Administrator Janelle dondor up Commissioners we [12:52] purchased diesel fuel this week we received three bids first from Robson at [12:57] 273 satp Brothers at 278 and MKC at 283 so Robson was awarded the bid prices as [13:05] we commented before in the study session that's that's very good we're pleased [13:09] with that and as Ron noted we had the kwor inspection of the highway [13:14] Environmental Services departments and we passed and there's a large number of [13:19] items that they look at and review to make sure that we're safely performing [13:23] the work or the work area safe so it's uh it's very it's very important that we [13:30] have passed this and it speaks very well of our employees the County website is [13:35] progressing well we have a tenative go live date of August 29th the Appraiser's [13:40] office are out collecting sales data as per statute and then our County [13:44] appraiser will attend the North Central Regional Association of assessing [13:48] officers next week in Nebraska with the Reigns that we've had [13:52] the highway department is out blading the roads they also repaired a bridge [13:56] deck that was damaged in the 800 block of Daisy Road fortunately we were able [14:00] to take take care of that pretty quickly Martin advised this morning that the [14:05] contractor will start the paint striping of the new painting shortly they were in [14:09] lmth county and we'll be moving this way and the highway department is also [14:13] training the city of babling Public Works Department on the dur patching [14:17] machine so kind of sharing our resources there with them we've completed repairs [14:23] or in the process of completing repairs to the roof at the Texas Street Building [14:27] and environmental services we had had some wind damage or high winds come [14:31] through and they're just going back through and making sure that the Rope is [14:34] in good shape and tightening tightening everything down and then also repairs to [14:39] the area the ham scales are being completed that's uh permanently [14:44] installing those concrete blocks that are back there around that for safety as [14:48] well EMS attended the Nar Community pancake feed this past weekend and had a [14:52] good time pancakes are good we have a PBZ board meeting tonight at 700 P p.m. [14:59] in the courthouse basement meeting room and next week Marcus will present the [15:03] fiscal 2025 budget hearing on the 22nd and 11:05 [15:09] am that's all I have right now okay thank you any [15:14] questions questions our County councelor Doug Thompson thank you I'm working on [15:20] right now is the past due tax reports uh in regards to real estate and I'm [15:26] waiting for the title company to give me the list of of individuals and [15:32] properties that are delinquent in regards to the taxes so that we can have [15:38] a tax sell by the end of this year if at all possible and so I expect to have [15:43] that report in about two weeks time and from there then we'll begin to move [15:49] forward sending out notice that's all I have okay thank you thank [15:55] you our County Clerk Jeanie Livingston hi just wanted to report that we are our [16:01] audit has not been approved by the state and we are working on that the canvas [16:06] will be held on Monday the 19th 19th at um 9:00 a.m. [16:15] here at the courthouse basement meeting room and that's all I have to report [16:21] okay so you'll be downstairs rather than our regular meeting room here because uh [16:28] Municipal Court is held on Mondays okay and [16:33] um and the public is invited to observe um but it's not a participation type [16:41] there's no inter to focus on what we're doing in the county and then Jeanie [16:45] you'll be here or Jennifer or both of you to direct [16:49] our um have the agenda for that yes there will be aend so kind of a standard [16:55] procedural approach there okay any questions otherwise Ron [17:02] or no questions moving on uh notices and Communications we just have a few things [17:09] here uh the Kansas Department of Health and environment kdhe gives notification [17:15] any times that there are any control permits that are a [17:19] related and they do this for um for everywhere across the stage but [17:27] we have been notified and this is just a renewal of a permit [17:33] uh it's Kansas permit for Kim and ncy gaki that is uh they have an [17:40] operation uh in Hope Kansas area so it is in regards to they have an existing [17:49] facility of 85 head of cattle 119 units total um and Catt Wayne less than 700 lb [18:00] and so anyway this is a it's been approved for the waste management plan [18:06] that is on file with kdhe and we also have a magazine the [18:11] Kansas prosecutor and um so we have that for [18:16] review we also receive information from Bob and K [18:22] Hoffman and this was an article that they wanted us to be aware of and re and [18:30] it had to do with an incident in Lincoln County News reported for Chandler [18:38] Oklahoma and um it had to do with insurance [18:43] coverage um who is responsible on insurance um in case [18:50] there happens to be damage and of course there's many factors such as acts of God [18:55] or wind or storms or if it's um you know just any other area [19:02] so we have that for our review we also had [19:07] notification um from the governing body of Liberty Township in Dixon County and [19:13] they want to request and close and an abandoned a half mile section on [19:19] 1300 and so we've been notified of that and then we'll do the proper steps and [19:26] procedures to consider that that' be at a future meeting [19:31] yes and it's good to get the request from them because it gives us a chance [19:35] to take a look at it but also to make sure that any other property owners [19:40] would that are impacted have proper notification and we have guidelines on [19:46] that and there was a news article too that I had made a copy of that Pam Wells [19:51] had sent as well okay [19:56] and okay so we have that from Pam Wells M [20:01] okay is there anything else or any notices or [20:05] Communications um I I will mention earlier this morning [20:11] uh Jeanie Livingston spoke to us as County Clerk as the audit procedures and [20:19] Communications with Secretary of State's office and the procedures who following [20:24] on that we also had Maria Schneider in here with human resources and she gave [20:30] us an update on some of the openings and changes that we've had we've had a few [20:36] people transfer and then we had a few openings and then we also have um some [20:41] positions that have been filled and I I do appreciate her approach and that [20:46] until it actually happens but we do have Target dates of when people will start [20:51] um their employment with us say in September and and so on so appreciate [20:57] the work that she's done are there any other notices and [21:02] Communications I believe so we do not have any resolutions today we do not [21:05] have any other unfinished
