in D I want to [0:49] know exactly what is this [0:54] 25 on and you're going to assess us another 25 on our taxes per foot yes for [1:03] the amount around our property but just the linear Frontage for just well I live [1:08] on the corner still just front so that means now that the taxes for the linear [1:16] front on my property in front will be 85 a fo yes that's right okay passes [1:23] yeah and now what are you going to do with this other 25 [1:28] cents well was the the plan is is we're going to do uh some snow [1:35] removal plus a lot of repairing on the streets like some chip [1:41] ceiling uh filling potholes and that the biggest problem that we had is it was [1:47] signed up for a bond that Glendale [1:53] Walnut digil trying to make sure I get the names right that was like 188,00 [2:01] $189,000 so that's one of the reasons we had to increase it some otherwise we [2:06] wouldn't have any money to do any Street repair [2:10] now CU we were originally raising about 24,000 at [2:18] $160 but 189 of that went to a bond [2:23] payment okay and so that let 50,000 to try to do streets that's [2:30] not enough money right but we was able to do it with that little extra and I me [2:36] we can't get rid of the bond but that little extra 25 cents extra allows us to [2:41] do the streets or do not all the street but try to get them in repair okay well [2:48] now is this this 25 cents now that's going to retire this this debt that we [2:54] owe I'm assuming this is a debt we owe this 188,000 is that going to retire [2:59] that debt uh not this year the debt was 1.8 [3:03] million and it was taken for 10 years or you have to retire in 10 years and this [3:09] is year two two I think well then does that [3:14] so there's eight more years to go next year there'll be another 25 cents and [3:18] then the year after that I'm hoping this is it that's is not going to keep adding [3:24] but it's going to stay probably the same is going to stay 25 cents I me you're [3:29] hoping that it will stay 25 cents for the duration of this Bond until it is [3:35] paid off the plan that's the whole in the [3:39] plan okay and and it's I mean I'm say you penel this [3:44] out mror wanted to say okay oh yeah I I do want to just make a comment I mean [3:51] there there over the next eight years there could be other Street projects uh [3:58] that we need to get done so I I mean the 25 cents in future years uh we might [4:05] have another uh amount at not okay so that means in the Deb I mean [4:14] we would continue to pay the 188,000 whatever it is but our taxes would go up [4:19] on Street Maintenance strictly for Street Maintenance and to pay off this [4:25] yes this 1.8 million which occurred because of [4:32] the work that was done on vigilante and oh mainly about a million went into [4:39] Glendale Street about round numbers okay about a million of that went into [4:45] Glendale Street May a little bit more I just in thinking about this today [4:52] and deciding to come down here what happens if you would [4:56] default and not pay that [5:01] 00 uh does anybody know what would happen maybe my treasure what happened [5:07] to be default on a loan like that do you know if the city defaults or if you [5:12] refuse to pay your taxes no I'm not talking about tax I'm talking about the [5:16] city of Dy defaults on paying that [5:21] $188,000 bill this my understanding is that's a general obligation Bond of the [5:27] city and uh we could [5:32] be you know uh we could be forced to to pay that out of other taxable [5:41] monies uh by the courts and uh that would mean less money [5:48] for police fire whatever else the is funded out of the general fund so you [5:55] could be forced to pay it well will be forced to pay it it would mainly since [6:01] it's a general obligation bond that means it's taken off or with the taxes [6:08] and so they you they can use to pay that Bond they can use your tax money which [6:13] is the general fund uh health insurance retirement yeah uh those things the fire [6:22] they can't really touch the fire but so that money we'd have to set aside uh [6:27] like right now it's it's like 270,000 right now is the [6:34] general fund for the taxes so we'd have to use 189,000 of that to pay the bond [6:42] which would leave I would have to then lay a lot of people off or we would have [6:47] to go to court and the court would then have to order taxes to be raised yeah [6:53] there um which I don't want to do any of I'm not and I don't I don't want us to [6:59] do that but when I think about that I was in did a little banking business in [7:04] my early career for about seven years and I know that when you didn't make [7:09] your payment and there was foreclosure of course they went into the property [7:13] and I thought today well they can't go in and rip the streets up I mean and [7:18] they would not do that I'm quite positive that they would do it but uh I [7:25] would imagine that you would be a never be able to [7:30] alone again it would be really hard to do you can still get it but you'd be [7:35] paying out of your nose on interest and a bunch of other things yeah it would be [7:41] really very costly to the city from then on I don't think we want to go there I [7:46] don't think you do either but I also looking at this and being the [7:52] devil's advocate here you know at times that probably wouldn't be too bad deal [7:57] you know why because it would make us all very fisal [8:03] respons and we would have to live within our budget and we wouldn't go off on [8:08] these tangents of spending more money than we [8:12] have and while I I do not want that to happen to the city of Dylan I'm just [8:17] looking at it as thinking as a retired person and how many retired people we [8:22] have here in the city of Dyan and really we only have the hospital FES the [8:28] college they're not sent [8:33] inet and I would just urge you to be very very [8:37] careful I you know about how you spend the taxpayers money when it is retired [8:43] people that are putting forth the money to run your schools and your streets and [8:49] your retirement and hiring people thank you thank [8:56] you any other comments on Street Maintenance [9:04] I we'll just wait somebody feels like they want to comment come up introduce [9:28] yourself [9:58] make [10:28] for [10:58] the [11:07] I just want to say do what you said and I think really what we're facing here is [11:13] in the past over spending and over borrowing and things you say are right I [11:19] think with Shrubbery and [11:55] stuff covering the sidewalks one side walk down there somebody a l up right [12:04] side you can't even walk down you got to go out the road around it and I just [12:10] wonder if there's any any way to make people start taking interest in their [12:18] own property to to uh [12:24] correct for pedestrian walk know if there's [12:30] any rule or anything or rather just knock on the door and say hey that's a [12:35] mess you know so I I just wondered if if there's anything that on the books about [12:42] well we've been trying to get a lot of this stuff cleaned up on that if they're [12:49] doing like some work on the building or whatever sometimes we kind of let them [12:54] go for a few days because they're working and you know overall we do would [13:00] have them clean up in that of course to make sure you can get by this one had a [13:06] building side or any repair or anything like this was just down the [13:14] sidewalk but hang way over we got to go out in a a lot of it so where was [13:23] that well that was down on Atlantic and [13:34] I [13:39] can't house on the corner where that big van was without the steering [13:48] wheel okay that
