and tonight I'd like to
[2:07]
share with you the poetry that I have
[2:09]
written for dublin.
[2:15]
water, water everywhere.
[2:18]
mother earth's soul tine tain
[2:21]
yum hard, begged for
[2:24]
relief. Blue bells,
[2:25]
dublin hills wilted in summer's oven.
[2:29]
lightning flashed. Thunder pounded.
[2:36]
exploded.
[2:39]
crack,
[2:42]
boom, clash. Clouds burst tossing
[2:45]
sunshine asunder. Rain bucketed
[2:48]
down on hills
[2:51]
in bullets. Pitter, patter, pitter,
[2:54]
patter, pitter, patter.
[2:57]
water, water, clear, cool water everywhere.
[3:06]
puddles plate, dragonflies
[3:07]
appeared from nowhere, seemingly everywhere.
[3:12]
dublin hill
[3:15]
flowers unfurled like monarch
[3:18]
wings rising.
[3:21]
thunder rumbled east and water
[3:24]
faded
[3:27]
into musical chimes,
[3:30]
glistening angel tears,
[3:33]
pitter, patter, pitter,
[3:36]
patter, pitter,
[3:39]
patter. Children puddled in
[3:42]
puddles. Water,
[3:43]
water, clear cool water everywhere.
[3:48]
the sun slipped
[3:51]
through clouds,
[3:53]
casting slanted beams over hills.
[3:57]
a painted arc bridged the
[4:00]
skies. A child puddling in
[4:03]
puddles, shrieked.
[4:06]
rainbow, look at the pretty rainbow
[4:09]
over dublin. Beauty is
[4:12]
nature's signature. Rain
[4:15]
her perfect touch. Water,
[4:16]
water, clear cool water everywhere.
[4:21]
thank you very much.
[4:24]
>> wow.
[4:27]
>> thank you very much.
[4:29]
a really, really beautiful poem. I'm
[4:30]
so touched.
[4:33]
I really like this water, clear cool
[4:34]
water everywhere.
[4:35]
especially right now. We need the water in southern
[4:36]
california.
[4:39]
excellent choice.
[4:45]
yeah, right,
[4:47]
we need water everywhere. We need
[4:48]

[4:51]
go ahead to have a
[4:54]
item 3.2. New
[4:56]

[4:57]
>> mayor and councilmembers,
[4:58]
lunar new year
[5:00]
marks the beginning of a new lunar
[5:01]
calendar year and
[5:03]
symbolizes renewal, hope, and the
[5:06]
promise of prosperity and good fortune.
[5:08]
2025 is the year of the snake which
[5:09]
is characterized
[5:12]
by wisdom, transformation and adaptability
[5:13]
and
[5:15]
introspection. This proclamation recognizes

new year, festival, is january 28th,
[6:20]

[6:28]
it's a celebration of the
[6:30]

[6:32]
a new year on the lunar calendar.
[6:37]
it's the most important
[6:40]
hollywood in china and for the chinese community all over the
[6:41]
world.
[6:46]
the festival is
[6:48]
14 days and full of wonderful traditions,
[6:52]
like spending time with family
[6:55]
and the friends, enjoying big
[6:57]
meals, watching fireworks and attending

the parade and parties.
[7:04]
leading up --leading up to
[7:07]
the new
[7:09]
year, you will see decorations everywhere.
[7:10]
red
[7:12]
colors symbolize happiness and good luck in chinese
[7:13]
culture.
[7:16]
and it's a big part of the celebration.
[7:24]
one tradition especially is receiving the red envelopes with
[7:25]
money inside.
[7:29]
it's something they always look forward to.
[7:34]
the holiday kicks
[7:37]
off with new year's
[7:39]
reunion dinner where family come together to welcome
[7:40]
the new year.
[7:46]
it all
[7:49]
wraps up on the 13 day
[7:51]
with the lantern festival, which is
[7:53]
a beautiful way to end the celebration.
[7:58]
before I wrap up,
[8:01]
I like to introduce
[8:04]
the silicon
[8:07]
valley association.
[8:10]
we started to build a strong support
[8:12]
here in the inclusive community for
[8:13]
asians and the
[8:16]

[8:19]

[10:26]
>> good evening,
[10:27]
honorable mayor, city council members.
[10:29]
thank you for
[10:31]
the opportunity to present the sponsor
[10:33]
recognition for the city of dublin
[10:35]
in 2024. My name
[10:37]
is lauren marriott, a rec creation
[10:38]
coordinator
[10:41]
for the city under the parks and
[10:42]
services department. In 2024, the
[10:44]
city of
[10:45]
dublin received tremendous support
[10:46]
from local businesses and individuals.
[10:49]
we are pleased to announce that the
[10:53]
city secured
[10:56]
106,150 in cash
[10:59]
sportsmanship and 12,990
[11:01]
in kind sponsorships. This sponsorships played
[11:02]
a
[11:03]
crucial role in producing special
[11:05]
events and maintaining
[11:07]
city programs and facilities. In the
[11:08]
next few slides, we'll
[11:09]
go through the 2024 programs and events
[11:11]
and
[11:12]
the impact of these amazing sponsors, some of which
[11:14]
are here today.
[11:18]
we lucked out with some beautiful
[11:20]
weather at
[11:21]
the 2024 st. Patrick's day celebration as
[11:23]
we celebrated the
[11:25]
40th anniversary with a 200-drone
[11:26]
light
[11:28]
show. You'll see some of our sponsors
[11:29]
provided activities for
[11:32]
our attendees to add to what was
[11:33]
already provided at the festival.
[11:38]
spring extravaganza was
[11:40]
held in march at dublin heritage park
[11:41]
and
[11:43]
museums. Over 600 children participated
[11:44]
in arts and
[11:46]
crafts, some of which were provided
[11:47]
by
[11:49]
our sponsors and had their pictures
[11:50]
taken with our springtime bunnies.
[11:54]
the farmers market was bustling this
[11:56]
year with
[11:58]
the most producers and vendors we
[11:59]
have seen since
[12:01]
covid. Sponsorship involvement increased
[12:02]
tremendously,
[12:03]
and we saw nine brand-new sponsor
[12:05]
partnerships this year.
[12:08]
the picnic
[12:11]
flix sponsors brought the fun to the
[12:12]
outdoor movie night series by hosting
[12:14]
a variety of games and
[12:15]
activities for families to participate in
[12:16]
while waiting for the movies to begin.
[12:22]
we celebrated the end of summer with
[12:23]
the
[12:25]
splatter festival. The community flocked
[12:26]
to emerald glen park
[12:28]
to enjoy over 30 food vendors, live
[12:31]
music, and the 250 drone light show.
[12:32]
this is
[12:33]
also the most sponsorship that we have seen in
[12:35]
the past five years.
[12:38]
the
[12:41]
annual harvest fair was held at dublin
[12:43]
heritage parks and museums last october.
[12:44]
families
[12:46]
participated in good old-fashioned
[12:47]
fall fund with
[12:50]
lots of pumpkin-themed
[12:53]
activities, tractor rides
[12:56]
and
[12:58]
historical brought to us by one of
[12:59]
our sponsors.
[13:01]
we rang in the holiday season at the
[13:02]
annual tree lighting
[13:04]
and breakfast with santa events. Our
[13:05]
sponsors helped
[13:08]
us out by providing festive activities,
[13:10]
including decorating holiday trees
[13:11]
and providing arts
[13:14]
and crafts for our attendees.
[13:17]
the senior center had
[13:20]
a variety of events in
[13:22]
2024 including the informational fair
[13:23]
that provides information to
[13:25]
seniors and the holiday craft boutique where
[13:26]
local crafters can show off their talents.
[13:32]
we extend
[13:34]
our heartfelt gratitude to all the
[13:35]
businesses and individuals that have
[13:36]
contributeded to the city of dublin in
[13:38]
2024. Your
[13:41]
support is instrumental in making the
[13:42]
community vibrant and ensuring the
[13:44]

[15:42]
the mount cruisers car club for
[15:43]
their donation to the public police
[15:45]
services.
[15:50]
>> happy new year to you. It is my
[15:54]
pleasure to introduce ken and
[15:56]
retired dublin police sergeant behind
[15:59]
me from the altamont cruisers car
[16:00]
club.
[16:02]
for years they've been tremendous supporters of youth
[16:05]
programs in the tri-valley. Their
[16:06]
generosity and fundraising efforts
[16:07]
have raised nearly $1 million, though
[16:09]
ken tells me it's over a
[16:11]
million now. Is that correct? For local
[16:12]
charities and
[16:15]
youth programs. The mod
[16:17]
motto of their club is cruisers for youth
[16:18]
and
[16:19]
local charities. In 2023 the club
[16:21]
supported over 20 charities
[16:23]
including dublin police services and
[16:25]
our very busy crime prevention unit.
[16:27]
this year the
[16:28]
altamont cruisers have again shown
[16:30]
their generosity by donating
[16:31]
$3500 to the crime prevention unit.
[16:33]
this will support our purchase
[16:36]
of operating supplies for our
[16:38]
year-round community events. Please
[16:39]
recognize me in recognizing
[16:41]
ken, steve, and the altamont cruisers
[16:42]
for their
[16:43]
generosity, dedication and support of dublin police
[16:45]
services.
[16:46]
>> thank you so much.
[16:51]
so please
[16:54]
come forward. I want to present
[16:57]
this certificate of recognition
[16:59]
to you and in special recognition
[17:00]
and
[17:03]
appreciation for your generosity
[17:06]
of donation of
[17:08]
$3,500 in support of the dublin police
[17:09]
services crime prevention unit.
[17:12]
thank you so much.
[17:21]
>> thank you. >> thanks.
[17:32]
all together.
[17:33]
>> you don't have to do that.
[17:34]
you don't have to do that.
[17:48]
thank you.
[18:00]
>>> so
[18:03]
3. 5, recognition of
[18:06]
the 2024 holiday
[18:09]
home decorating contest winners.
[18:18]
>> good
[18:20]
evening, honorable mayor and city council
[18:21]

[18:27]

[18:29]

[18:30]
home decorating contest.
[18:32]
this festive event continues to bring
[18:33]
our community together
[18:35]
and showcases the incredible holiday
[18:36]
spirit of our
[18:38]
residents. Key highlights for the
[18:39]
deck the homes
[18:41]
contest, this is the seventh year
[18:42]
of our residential
[18:44]
home decorating contest. The winners
[18:45]
were selected by a panel
[18:46]
of judges including commissioners from
[18:48]
the parks and community services commission
[18:49]
and the public.
[18:51]
the winners
[18:53]
were determined at the december 16th,
[18:54]
2024 parks
[18:55]
and community services commission
[18:57]
meeting, and the winners
[18:59]
received a yard sign, a certificate
[19:00]
of recognition, and a gift card to a local business.
[19:06]
this year,
[19:08]
we had 19 individual homes participating
[19:09]
across
[19:11]
six categories. These categories allowed
[19:12]
for a wide variety
[19:14]
of decorations from music and technology
[19:15]
to creative use
[19:17]
of inflatables. Here is a quick look at
[19:18]
the categories. This year,
[19:21]
we had a new award. It was the people's
[19:23]
choice award. It included public voting.
[19:24]
we also brought
[19:26]
back the spotlight award, which is
[19:29]
judges' choice and the dashing debut for first year
[19:30]
participants.
[19:33]
for the
[19:35]
map, here is the map showcasing all
[19:36]
the contest
[19:38]
participants. This map was shared
[19:39]
across social media and featured on
[19:40]
the city's website so the community
[19:42]
could easily find and enjoy
[19:44]
these festive homes. We are grateful
[19:45]
for the enthusiasm of all of our participants.
[19:51]
now let's take a moment
[19:52]
to congratulate our winners for each category.
[19:57]
first we had people's choice award.
[19:58]
the
[19:59]
winner of this new category voted
[20:00]

[20:06]

[20:15]

[20:18]

[20:21]
spectacular display.
[20:23]
we had the spotlight award, which is
[20:24]
our judges' choice
[20:27]
award. The bonato family at
[20:29]
7574 sutton lane took home this award for
[20:30]
their stunning overall
[20:32]
display. And I believe they're here
[20:33]
tonight, if
[20:35]
they can come down, and we have a
[20:36]

[20:38]
they could take a photo.
[20:39]
>> yeah,
[20:40]

[20:42]
it's amazing. You make

[21:56]
won this for being first-time participants
[21:58]
in the contest. Thank you
[21:59]
to all our participants for making this
[22:01]
year's a great success,
[22:02]
and a special congratulations to all
[22:04]
of our winners. Your
[22:06]
creativity and holiday spirits really
[22:07]
shine and bring
[22:08]
joy. This concludes my presentation
[22:09]
for tonight. I'm happy to answer any
[22:10]
questions. Thank you.
[22:13]
>> yeah, thank you. Do we have
[22:15]
them here today?
[22:16]
>> I believe that the
[22:17]
bonato family is the only family that
[22:19]
is here this
[22:22]
evening.
[22:23]
>> invite them come
[22:24]
over. So we already gave the present.
[22:25]
thank you so much
[22:26]
for putting this together and the contest
[22:28]
together.
[22:29]
>> thank you.
[22:34]
>> mayor,
[22:36]
before we do employee introductions, I think
[22:37]
we have
[22:40]
a technical issue problem with
[22:41]
councilmember morada, if you don't
[22:43]
mind if we could take
[22:44]
a couple-minute break.
[22:45]
>> let's take
[22:46]
a break and we'll work
[22:48]
on this technical issues. We'll come
[22:49]
back maybe a few minutes.
[22:52]
just a few minutes, yeah.
[23:25]
>> meeting on break, 7:25.
[23:47]
>>> so we'll continue our
[23:50]
meeting.
[23:53]
we're at agenda item
[23:54]
3. 6, employee introduction.
[23:55]
>> good
[23:56]
evening, honorable mayor
[23:58]
and council, and your public working
[24:00]
department, and it's my pleasure to
[24:02]
introduce you to your
[24:03]
new assistant civil engineer, robert
[24:05]
magno. Robert
[24:06]
has been with us for about a month now.
[24:08]
before joining dublin,
[24:10]
he was an engineer with the city of san
[24:11]
leandro.
[24:13]
and prior to that, he worked in the
[24:14]
private
[24:16]
sector doing residential and commercial
[24:17]
development projects throughout the bay area.
[24:20]
when not at work, robert
[24:22]
is at home with his wife, daughter,
[24:23]
and two dogs.
[24:26]
he enjoys exploring the local
[24:27]
food scene and spending time with
[24:29]
family and friends. City
[24:30]
council, please welcome robert magno.
[24:38]
>> good evening. Thank
[24:41]
you, mayor, city council members.
[24:43]
I want to say thank you for the warm
[24:44]
welcome, and I am
[24:46]
looking forward to collaborating with
[24:47]
my
[24:48]
city of dublin colleagues on various projects throughout the
[24:50]
city.
[24:54]
thanks again.
[24:55]
>> thank you so much,
[24:56]
robert, and welcome to city
[24:57]
of dublin. And we're so happy to have you
[24:59]
here.
[25:02]
and especially you have a lot
[25:04]
of experience in the private sector
[25:05]
and also other cities.
[25:08]
I'm sure you will enjoy
[25:10]
working with your colleagues here
[25:11]
and we'll
[25:14]
enjoy you as well. And we
[25:17]
do have --what do you
[25:19]
call this? A pin to present to you, to
[25:20]
welcome you to the city.
[25:23]
welcome.
[25:25]
>> thank you very much. >> thank you.
[25:49]
>> so next we'll have a public comment.
[25:50]
at this
[25:53]
time, the public is permitted
[25:56]
to address the city
[25:59]
council nonagendaized items. Please
[26:00]
step
[26:01]
to the podium and clearly state your name for the
[26:02]
record.
[26:05]
comments shall not exceed the three minutes.
[26:08]
>> mayor,
[26:09]
we have four speakers here in the
[26:11]
chamber. Our
[26:13]
first speaker for public comment is mike grant.
[26:14]
>> mike, please come forward.
[26:26]
>> good evening. Mike grant,
[26:28]
unlimited firearms training in dublin,
[26:29]
and I want to put a thanks to
[26:30]
colleen for being so proactive on what I'm
[26:32]
going to talk about tonight.
[26:35]
with these fires in l.a. That we've
[26:37]
had going down there, the west hills
[26:38]
of dublin and the
[26:41]
east hills are really in a fire
[26:44]
danger about june or july for
[26:47]
this district. And my concern is
[26:50]
the ranchers. Shortly
[26:52]
probably within may, I'm going to
[26:53]
be cutting firebreaks on
[26:55]
my ranch up where I train people to
[26:56]
shoot at. And I'm
[26:57]
cutting 50 feet out. I want to know
[26:59]
if there is an ordinance for
[27:02]
that, a county ordinance, a city
[27:03]
ordinance, things like this to cut
[27:05]
back, because the fields, the fence
[27:06]
lines,
[27:08]
we've got houses that back up on the east
[27:11]
and west side. I've already talked
[27:14]
to oes. They have no rule. They have
[27:15]
nothing set up for
[27:16]
that in the city, which is fine. It's
[27:17]
the county. But we
[27:19]
have no evacuation plan at all in
[27:20]
the city. Colleen
[27:22]
is going to be working on that, I'm
[27:23]
sure, which is great.
[27:25]
I think we need to have a road map
[27:26]
of something off these hills
[27:29]
to get where we need to go.
[27:32]
they make road signs. I've sent stuff
[27:34]
again to colleen. I thank her very
[27:35]
much for being
[27:37]
proactive on this, that lead these
[27:38]
people off
[27:41]
the hills where we're in the smoke.
[27:44]
if you've ever driven in fog, it's pretty
[27:45]
bad
[27:47]
at night. You can miss an exit real
[27:48]
quick.
[27:51]
so I know we have camp parks.
[27:52]
they have a fire department. You know,
[27:54]
I come back to where
[27:56]
is the evacuation centers could be.
[27:57]
you know, this
[27:59]
kind of stuff needs to be put up on
[28:00]
the
[28:01]
dublin web page or maybe we have the
[28:04]
app, the emergency app. I believe it's
[28:06]
a county app.
[28:08]
but I suggest that we --I'd like to
[28:09]
see
[28:10]
us put some kind of a task force or
[28:13]
a workshop together controlled by
[28:14]
the city to go over that and invite
[28:15]
people in to talk about this.
[28:20]
we got until probably june, maybe
[28:21]
may. It depends
[28:22]
on the weather. If we get more rain,
[28:24]
we'll be
[28:27]
okay. But just today, I was up
[28:30]
in the dolland park, and the
[28:31]
nielsen cattle have come down. There
[28:33]
are no more pigs.
[28:34]
they're right down to the fence line right
[28:36]
here. That's obviously a
[28:37]
canal that goes all the way up the
[28:39]
hill.
[28:40]
and underneath those trees just in
[28:42]
the park, I think
[28:43]
the city needs to start looking at
[28:45]
some of this stuff. There is a
[28:47]
lot of vegetation under these trees,
[28:48]
and especially with the
[28:50]
bark. And you know it in the l.a.
[28:51]
fires, it's
[28:52]
been bouncing from house to house
[28:54]
to house. It just wasn't the
[28:56]
weeds burning. It just jump-started
[28:57]
the
[28:58]
houses and took out the neighborhoods.
[29:00]
and there is a good chance we
[29:01]
could have something like that in
[29:03]
dublin. And I just think we need to
[29:04]
be proactive. Thank you. And again, thank you, colleen.
[29:09]
>> thank you, mike. I know we
[29:12]
have already talk about
[29:15]
we will do some update about
[29:18]
this fire next agenda item.
[29:19]
>> mayor and councilmembers, I want
[29:21]
to thank mike for being
[29:23]
in contact with me about his concerns,
[29:24]
and we've heard
[29:25]
from some other community members.
[29:27]
we will
[29:30]
have a presentation from the fire
[29:31]
department.
[29:32]
it's currently planned for the second meeting
[29:33]
in february, february
[29:36]
18th. So I've heard the
[29:37]
concerns, and we'll address them then.
[29:39]
>> okay, thank
[29:40]
you. I know we have another speaker?
[29:42]
>> yes, mayor.
[29:43]
the next speaker is shirley lewandowski.
[29:57]
>> good evening. My
[30:00]
name is shirley lewandowski
[30:02]
and a long-term resident of dublin.
[30:03]
a
[30:05]
primary concern of many candidates
[30:06]
this last election
[30:07]
wasn't in regards to public safety.
[30:09]
in light of the awful tragedies of
[30:11]
fires happening in southern california,
[30:14]
I'm wondering if our neighborhoods
[30:15]
are
[30:17]
all --have all proper evacuation paths
[30:18]
to
[30:21]
safety. According to cal
[30:22]
fire, the california department of
[30:24]
forestry and fire protection,
[30:26]
dublin is considered to be in a fire
[30:27]
hazard
[30:30]
area. Dublin falls within the fire
[30:32]
hazard severity zones. These zones
[30:33]
classify
[30:35]
areas based on potential wildfire.
[30:36]
and dublin
[30:39]
is categorized as having a high
[30:41]
fire hazard severity. Cal fire states
[30:42]
it is important
[30:45]
to take precautions if you live near
[30:46]
or
[30:48]
in dublin, such as maintaining
[30:50]
defensible space around your property
[30:51]
and having an evacuation plan in place.
[30:57]
the diablo winds in our area
[30:58]
are just like the santa ana winds
[31:00]
in the l.a. Area. There
[31:03]
are recorded instances when the diablo
[31:04]
winds have
[31:05]
reached as high as 80 miles per hour.
[31:06]
so we are vulnerable.
[31:09]
I
[31:12]
ask in the next city council meeting,
[31:14]
which mike beat me to it, but I'm asking
[31:15]
for it to be in
[31:18]
the next city council meeting that
[31:19]
the fire department present a current
[31:21]
and transparent assessment
[31:23]
and map of all the evacuation paths
[31:24]
in
[31:26]
the city so residents are aware where
[31:27]
the areas are good
[31:30]
and areas where it needs improvement.
[31:33]
it is important for us to be more
[31:35]
proactive now to ensure dublin residents
[31:36]
are well
[31:38]
prepared and informed as much as possible
[31:39]
and not reactive
[31:42]
to impending danger should an
[31:44]
overwhelming catastrophic fire situation
[31:45]
occur as sadly happened in southern california.
[31:48]
thank you.
[31:51]
>> thank you, shirley. And we are working
[31:52]
on
[31:53]
this. Thanks. Next?
[31:54]
>> yes, mayor, the next speaker
[31:55]
is john cameron.
[32:06]
>> hi, john
[32:08]
cameron, long-time resident. More of the same
[32:09]
for me. I didn't know it was
[32:10]
going to be like this here tonight.
[32:12]
but the last time I
[32:14]
spoke here, one of the things I brought up
[32:15]
was the possibility of
[32:17]
a firestorm here in dublin. With recent
[32:18]
events, I
[32:20]
feel compelled to speak out once again.
[32:21]
dublin has been overdeveloped.
[32:23]
this body has been a vessel in creating
[32:24]
a developer's
[32:26]
paradise. The density of structure, for
[32:30]
example, east of dougherty and south of
[32:31]
camp parks
[32:32]
is where a firestorm could really
[32:33]
thrive. Aging
[32:35]
infrastructure in west dublin with
[32:36]
above ground utility
[32:38]
lines and the tense warm winds blowing
[32:39]
make the threat
[32:41]
very real if few other conditions
[32:42]
are met. Last time I was
[32:45]
here, this council approved yet another
[32:46]
development and
[32:47]
was discussing changes for an escape
[32:48]
route where
[32:51]
cars could exit the area in an orderly
[32:52]
manner.
[32:53]
I don't think you've ever been in
[32:54]
a firestorm. I would like
[32:56]
to point out some reality about conditions
[32:57]
in a
[32:59]
firestorm. Visibility, for one. Almost
[33:00]
none.
[33:03]
sound, overwhelming, engulfs you.
[33:05]
smell, you can't breathe most of the
[33:06]
time.
[33:09]
extreme heat like you've never felt
[33:10]
before.
[33:11]
and it's right under your skin. You
[33:12]
can feel it.
[33:15]
chaos and mass panic. You saw all
[33:16]
the
[33:17]
cars that were piled up. They had
[33:19]
to use bulldozers to get them
[33:21]
out. That's what happens. People lose their head.
[33:23]
few keep their calm. Frankly, I don't
[33:25]
have a lot of confidence
[33:27]
in our city's government through my own
[33:28]
personal experiences.
[33:29]
I don't believe you consider our input
[33:31]
or have much respect for what
[33:32]
many residents think, feel, or want.
[33:34]
virtually every
[33:36]
neighbor I know thinks dublin is vastly
[33:37]
overbuilt,
[33:39]
and it seems like every time something
[33:40]
comes
[33:41]
down, high density structures go up
[33:42]
in its place, which developers happen to profit the most from.
[33:46]
that's
[33:47]
coincidence, I guess. Instead, maybe
[33:49]
next time a
[33:51]
big park with trees would be nice,
[33:52]
and would benefit all of us.
[34:04]
it's irresponsible to the point
[34:06]
where --oh, wait, I'm sorry. Have I
[34:07]
one more thing to say about
[34:10]
the potholes. I mean, this city
[34:11]
can't even fix the pothole that's
[34:13]
been here
[34:16]
since july 4th over in front
[34:18]
of sprouts. I have pictures of it.
[34:19]
july 4th.
[34:20]
six months. This has been going on for six
[34:22]
months.
[34:25]
I've seen this out here. So
[34:27]
if we can't fix this, what makes us
[34:28]
think
[34:29]
that we can do other things that are
[34:33]
much bigger? Like the extension we had
[34:34]
on dougherty that
[34:35]
took as long as pretty much the bay bridge to
[34:37]
be built. I watched
[34:40]
that thing for years
[34:41]
take flight, and it just never seemed to get done.
[34:43]
so
[34:46]
I don't have much confidence.
[34:47]
I don't think we should extend out
[34:49]
to livermore. I think
[34:51]
that's a big mistake financially.
[34:52]
I think it's going to
[34:55]
cost us somewhere, somehow, some way.
[34:57]
I don't think we've thought that through
[34:58]
at all.
[35:01]
and I
[35:04]
thought that the
[35:06]
eye eye initiative was disingenuous.
[35:08]
frankly deceptive for most people.
[35:10]
they wouldn't vote on it if they really knew.
[35:12]
I know my time is up. Thank you. Oh,
[35:13]
city manager,
[35:14]
would you like these pictures?
[35:15]
>> thank you, john.
[35:16]
>> you can reach out. >> thank you.
[35:22]
>> mayor, the next speaker is angela tucker.
[35:34]
>> honorable mayor,
[35:35]
councilmembers and city staff, happy new
[35:37]
year to all of you and
[35:39]
good evening. My name is angela tucker.
[35:40]
I'm a 15-
[35:42]
year resident of dublin. First of
[35:43]
all, thank
[35:46]
you all for what you do for us here
[35:49]
as residents. And my
[35:51]
comments are on a similar topic on
[35:55]
fire preparedness. Having watched
[35:57]
the news and social media reports
[35:58]
of the
[36:00]
fire disasters unfold down in l.a.
[36:01]
, I've
[36:03]
been really struck by how many of
[36:04]
the
[36:06]
contributing factors to the firestorms
[36:10]
were previously identified in the
[36:11]
paradise
[36:13]
camp and the lahaina fires, but clearly
[36:16]
not addressed by
[36:18]
the l.a. City government six years
[36:19]
after paradise and almost two
[36:22]
years after lahaina. I have
[36:25]
a lot more confidence in you
[36:27]
all, having met many of you, than
[36:28]
I have
[36:31]
in the l.a. City government, but I
[36:32]
am
[36:33]
similar to other speakers. I was also
[36:34]
going to
[36:37]
request an agenda item and one of
[36:39]
the next city council meetings. So
[36:40]
I appreciate that
[36:42]
you're already scheduling that. It would
[36:43]
be nice to see
[36:46]
updates to the fire management plans
[36:47]
and
[36:49]
to review many, many of the factors
[36:50]
that
[36:52]
are known already like
[36:55]
water supply to the
[36:58]
hydrants, do
[37:01]
our hydrants actually work when there is no
[37:02]
electricity, vegetation, clearing
[37:04]
schedules with firebreaks,
[37:06]
code enforcement, weed abatement.
[37:07]
I can maybe
[37:09]
talk to mike a little bit about weed
[37:10]
abatement in district 1.
[37:13]
then it seems pg&e does not always
[37:15]
deenergize the lines. Do we have a process
[37:16]
where that can
[37:19]
be confirmed with them when we have
[37:22]
our next high wind
[37:25]
event. And
[37:28]
finally, two points about arson.
[37:30]
it seems certainly that l.a. Really
[37:31]
has suffered from a
[37:34]
lot of arson. We've seen that over
[37:35]
the
[37:37]
hills in the oakland area also. A
[37:38]
lot
[37:40]
of arson there, not just recently.
[37:43]
other things that we could do for
[37:44]
some
[37:46]
kind of surveillance over the
[37:48]
nighttime so that arson fires could
[37:49]
be caught more
[37:52]
quickly. And then something that I
[37:53]
found
[37:54]
deeply depressing reading about paradise
[37:55]
was that
[37:58]
in paradise, as low as
[38:01]
5% of residents got notifications
[38:02]
from
[38:04]
their evacuation warnings.
[38:06]
shocking, in some areas, and even
[38:07]
in areas where people
[38:10]
had signed up for emergency
[38:11]
notifications as low as 25% of people got notifications.
[38:16]
so I would ask if we could
[38:19]
perhaps review for
[38:22]
our residents, older residents, residents
[38:25]
with handicaps, how we could ensure
[38:26]
that
[38:28]
they will be notified in the case
[38:29]
of
[38:30]
any emergency situation. Thank you
[38:31]
very much for your
[38:34]
consideration.
[38:35]
>> thank you, angela.
[38:36]
thank you.
[38:37]
and thanks for all the comments. And
[38:40]
we are working on this
[38:43]
fire preparedness, and we'll get
[38:46]
things to the residents. And let's
[38:47]
move
[38:50]
to the next
[38:53]
agenda item 5, consent calendar.
[38:55]
so consent calendar are typically
[38:58]
noncontroversial in nature and are
[38:59]
considered
[39:01]
for approval by the city council with
[39:04]
one single action. So I want to ask
[39:06]
my councilmembers do you have questions
[39:08]
about any items in the
[39:11]
consent calendar?
[39:14]
and I actually
[39:17]
have a question about 5.2.
[39:20]
>> madame mayor -->> I have
[39:21]
public comment for 5.2 as well.
[39:22]
>> okay.
[39:26]
any other comments or
[39:28]
questions?
[39:29]
>> yes. Madame mayor? >>
[39:30]
yeah, please.
[39:31]
>> I
[39:32]
do have questions on 5. 6
[39:35]
and 5.7.
[39:36]
>>
[39:38]
5. 6 and?
[39:39]
>> 5.7.
[39:41]
>> oh, 5.7.
[39:43]
questions or comments?
[39:44]
>> questions.
[39:45]
>> questions? Okay.
[39:53]
so questions of this too.
[39:56]
I have a comments for
[39:58]
5.2.
[39:59]
>> want to move the remainder of
[40:00]
the calendar?
[40:01]
>> okay. >> make a motion to move.
[40:02]
>> in
[40:03]
a second.
[40:04]
>> the remainder of the
[40:05]
calendar for 5.
[40:08]
6, 5.7.
[40:09]
>> and 5.2.
[40:10]
>> second the motion. >> okay. >>
[40:11]
so we have
[40:12]
a first and second. And let's have a roll call.
[40:17]
>> councilmember morada?
[40:20]
>> hi. >>
[40:23]
councilmember m ccorriston?
[40:26]
>> iowa. >> councilmember
[40:29]
quadry.
[40:30]
>> aye. >> mr. Hill.
[40:32]
>> motion passed. And we'll come back
[40:33]
to agenda item 5.2, annual proclamation.
[40:40]
so marsha, you said you have comments on
[40:41]
that too,
[40:42]
right?
[40:43]
>> I have a speaker slip on
[40:44]
that, public comment.
[40:47]
.
[40:48]
>> we'll get a speaker first?
[40:50]
>> yes. Okay. So brent
[40:51]
sanji will make a public comment on this item.
[41:05]
>> hello. So the list of proclamations
[41:06]
is incredibly long. There is one for
[41:08]
the month of june
[41:10]
about raising a flag, and the flag
[41:11]
is considered controversial.
[41:13]
so you know the consent calendars
[41:14]
for items that
[41:15]
are considered noncontroversial in
[41:17]
nature. So you need to
[41:19]
remove that item from the consent
[41:20]
calendar and
[41:23]
make it its own separate agenda item.
[41:24]
there is two
[41:25]
council meetings in the month of may.
[41:26]
so you can pick one of those days to do
[41:27]
it.
[41:29]
for the whole history of our
[41:31]
city, up until 2019, we always flew
[41:32]
three flags.
[41:33]
no resident ever had a problem with
[41:35]
it. Nobody
[41:37]
complained about it and requested to fly
[41:38]
another flag.
[41:39]
everything changed in 2019. There is a
[41:41]
small group of residents who wanted
[41:42]
to fly their
[41:43]
flag. It immediately became controversial.
[41:44]
our city was on the news. We
[41:47]
got attacked. We were smeared. They
[41:48]
said all these
[41:49]
bad things about it. Mostly it was
[41:50]
not true at all. So I don't
[41:52]
know why we're doing this flag. We
[41:53]
should make the three
[41:54]
flags the policy. That's what we did for
[41:56]
the longest time.
[41:58]
everyone agreed on it. And then we
[41:59]
introduced this new
[42:00]
thing. Not everyone agrees on it, and
[42:02]
it's controversial. So if you want
[42:03]
to do
[42:04]
it, make it its own separate agenda
[42:05]
item and tell us
[42:07]
why you want to do it and allow the
[42:08]
public to speak on
[42:09]
it. Thanks.
[42:10]
>> thank you for the comment.
[42:14]
I have a comment is
[42:17]
I want to see if we
[42:20]
can have a recognition for the cricket
[42:23]
game, because
[42:25]
our cricket teams students have done
[42:26]
excellent job in
[42:28]
the city of dublin and the tri-valley
[42:29]
area. And as a matter of
[42:32]
fact, right
[42:35]
now we have girls to play
[42:38]
in the international games in
[42:41]
malaysia representing the u.s.
[42:43]
u-19 team. And we're so proud of them.
[42:44]
so I
[42:47]
want to propose
[42:50]
we make july as a month for the
[42:52]
cricket, because the cricket is special
[42:53]
for us, and
[42:56]
also I checked withwith
[42:59]
cricket coach, and
[43:02]
july is a month have
[43:04]
international games for cricket and
[43:05]
also it's a
[43:08]
good time to celebrate. So I just
[43:09]
talked to
[43:11]
the coach of the cricket
[43:12]
and that is the month we think is good for
[43:14]
cricket.
[43:17]
so I want to make this comment
[43:20]
here, not for today, but
[43:23]
maybe we'll come back for the next
[43:24]
time.
[43:25]
that's my comment I want to make.
[43:30]
>>
[43:32]
mayor?
[43:33]
>> if
[43:35]
I might, I agree we should be recognizing cricket in the
[43:36]
city of
[43:37]
dublin when we have a tournament win,
[43:38]
when we have our youth that are appointed
[43:39]
to
[43:40]
the national team and things like
[43:41]
that. But the proclamation 245s are
[43:42]
on
[43:45]
here are typically months that
[43:48]
are recognized either nationally
[43:50]
or by organizations specifically around
[43:51]
a
[43:54]
date that
[43:57]
is meaningful beyond the city
[43:59]
for, you know, the city recognizing
[44:01]
national awareness month and things
[44:03]
like that. For me personally,
[44:06]
I would rather not pick an arbitrary
[44:08]
month for cricket and rather celebrate
[44:09]
the accomplishments of
[44:12]
dublin residents that are active
[44:13]
in cricket at the time that it makes
[44:15]
sense for them when
[44:16]
they get pickford the team, or when
[44:18]
the team has just won a tournament,
[44:20]
and do it not at this time because
[44:21]
when we put them
[44:23]
on here, we don't necessarily make
[44:25]
the presentation to them. It goes
[44:27]
on consent, and we move
[44:28]
along with it. So I would personally
[44:30]
rather we don't add it as
[44:33]
a month and celebrate it individually
[44:34]
when it's appropriate when they win
[44:36]
a tournament or a student gets recognized
[44:37]
to the national team. I think that
[44:39]
would be more meaningful,
[44:40]
in my opinion. So I would rather we don't add
[44:42]
it as a month of july.
[44:45]
>> I
[44:47]
heard your question about the date
[44:48]
or the
[44:51]
month. So july is
[44:53]
the height of international cricket
[44:57]
season, especially it's
[45:00]
a --it's an
[45:03]
international cricket season.
[45:05]
and also, the reason why the coach
[45:06]
talked
[45:08]
about making these as a new recognition,
[45:09]
he has a plan and
[45:12]
we talk about this is making a game.
[45:15]
july have a game will invite
[45:16]
people's who have never played cricket
[45:18]
and to play. And
[45:20]
it will train the people and make the
[45:21]
game
[45:24]
happen, and we
[45:27]
also talk about have this with
[45:28]
baseball games together because they
[45:30]
can share the ground. If we make a
[45:32]
month, we make a day, and we'll always
[45:33]
make
[45:35]
that like a cricket month for the
[45:38]
city to always havehave showed interest
[45:39]
and
[45:42]
have never played before
[45:45]
or eempb you want play again, to invite
[45:46]
them to do this. That's a discussion we have.
[45:54]
>> mayor, I might make
[45:57]
a suggestion we approve the item
[46:00]
as is and get closer to july, we work
[46:02]
closer to the youth groups so we know
[46:03]
what's happening in
[46:05]
dublin. If there is some significance
[46:06]
to july with international tournaments
[46:08]
or play that dublin citizens are interested in
[46:09]
or we
[46:10]
attract a tournament here, then we
[46:12]
can work with that group
[46:14]
to recognize. Whether it's a proclamation
[46:15]
or a
[46:16]
certificate of recognition, happy 20
[46:18]
do that.
[46:19]
>> okay.
[46:21]
>> mayor? So I'd also
[46:24]
like to explore. I heard both.
[46:27]
and there is rationalization for acknowledging
[46:28]
sports in
[46:29]
general. So I don't want the get too
[46:30]
general
[46:33]
on this, but maybe we
[46:35]
can look a little deeper in this,
[46:36]
and acknowledge the
[46:38]
different sports and identify a certain month for all sports.
[46:45]
and taking into consideration
[46:48]
councilmembers' thoughts on special
[46:49]
designations or
[46:50]
special acknowledgments as well. I'm
[46:51]
just throwing my thoughts in
[46:54]
here on this. And we'll --I'm sure
[46:55]
we'll talk
[46:56]
about this later.
[46:57]
>> that makes sense too.
[46:58]
>> okay.
[47:00]
>> having grown
[47:03]
up playing cricket, I have a certain
[47:04]
affinity to
[47:05]
it, and I think it's a great idea
[47:06]
to have more
[47:09]
engagement and more exposure, awareness
[47:10]
to cricket as
[47:11]
a sport. I'm not sure I agree with the
[47:12]
timing around july.
[47:15]
from a seasonal
[47:18]
standpoint, it might make sense.
[47:21]
we also don't have full agendas the way
[47:22]
we
[47:24]
normally do. And so maybe it's not the right
[47:25]
time.
[47:27]
I
[47:30]
would agree with councilmember josey
[47:33]
and that we make it more
[47:36]
time-based and appropriate when there
[47:37]
is
[47:39]
a milestone accomplishment or something
[47:40]
worthy
[47:41]
of that. But I'm happy to explore it at a
[47:42]
later date as well.
[47:43]
>> thank you.
[47:48]
so john, do you have any comment?
[47:51]
>> nothing different than councilmember
[47:53]
qaadri and councilmember josey. I
[47:54]
too come from
[47:57]
a family of athletes, and
[47:59]
just picking one month for one particular
[48:00]
sport makes me want to have further
[48:01]
conversation.
[48:03]
>> excellent.
[48:06]
so we will approve
[48:08]
this agenda item as is for today.
[48:09]
and for the recognition
[48:12]
of the sport in general, not only
[48:13]
picking
[48:14]
one sport, and we'll have a further
[48:15]
discussion in the future. Sounds good?
[48:16]
okay.
[48:19]
so we want
[48:21]
to go through all the agenda items
[48:22]
and
[48:25]
to see if we want
[48:28]
to pass vote, or do we
[48:29]
want --okay. So let's take a motion
[48:31]
on 5.2.
[48:32]
can I have a first and second?
[48:33]
>>
[48:34]
I'll move item
[48:36]
5. 2 as it stands.
[48:37]
>> I'll second.
[48:38]
>> so
[48:40]
we have a roll call.
[48:41]
>>
[48:43]
councilmember morada?
[48:44]
>> aye.
[48:45]
>> councilmember mccorriston? >> yes.
[48:49]
>> councilmember josey? >> vice
[48:52]
mayor qaadri?
[48:53]
>> aye.
[48:55]
>> mayor hill?
[48:56]
>> aye. >> passed unanimously. So
[48:58]
we go to item number 5.6.
[49:08]
5.6 is alameda county fire training center.
[49:13]
so
[49:15]
you have a presentation?
[49:16]
>> I think
[49:17]
we are just
[49:18]
going to take the question.
[49:19]
>> okay.
[49:20]
so
[49:21]
john, you have questions?
[49:22]
>> yes.
[49:23]
good
[49:24]
evening, madame mayor and fellow councilmembers.
[49:25]
the
[49:28]
question I have for city staff
[49:31]
are twofold. One is
[49:32]
at a strategic level, and the other
[49:34]
is a procedural level.
[49:37]
so the first question I have is
[49:39]
for context. And this is for context
[49:40]
of
[49:43]
me as a new councilmember. Could somebody
[49:44]
share with me where this development
[49:46]
of the
[49:48]
facility sits in the priority list of
[49:52]
acfd's strategic business plan.
[49:55]
>> good evening, honorable
[49:56]
mayor, I'm gaspar with the planning
[49:58]
division. Tonight I also have
[49:59]
the county of alameda here. The fire chief can help answer
[50:05]
>> good evening, council, and thank you
[50:07]
for having us tonight,
[50:08]
where it's always a privilege to be here
[50:10]
with our partners in the city
[50:12]
of dublin. I believe I heard your
[50:13]
question as
[50:16]
where does this sit in the
[50:19]
priority
[50:20]
acfd, is that correct?
[50:21]
>> sure. >> you
[50:22]
may not know,
[50:25]
but we've outgrown
[50:27]
our space in san leandro. We have
[50:28]
been working on developing
[50:30]
a new training site to train our next
[50:31]
generation of firefighters.
[50:32]
we found a spot here in dublin that
[50:34]
we felt met the needs of our
[50:35]
priorities. So we've actually been working
[50:37]
on this for at least five
[50:39]
years to transition from san leandro
[50:40]
to
[50:43]
dublin. And so it rose all
[50:45]
the way through our priority list
[50:46]
of a concept,
[50:48]
an idea, and actually now to fruition
[50:49]
to be
[50:51]
here tonight to present our training
[50:52]
tower.
[50:55]
so in terms of our priority
[50:58]
within acfd, it's number one of
[50:59]
our priorities. We need to train our
[51:00]
next generation of firefighters to
[51:01]
make sure they're
[51:03]
ready, and not only our next generation,
[51:04]
but our
[51:05]
current firefighters. This will provide that platform
[51:07]
for us as we move forward.
[51:11]
>> thank you for that explanation.
[51:13]
and by the
[51:15]
way, I understand given the current
[51:16]
situation, it's
[51:18]
imperative that we continue to train
[51:19]
the
[51:20]
next generation with the latest technology
[51:22]
and the latest skill and capabilities to be responders.
[51:28]
my next question is more procedural
[51:31]
comment, or question. Question, sorry,
[51:32]
not
[51:34]
comment. In the review of the materials
[51:37]
provided, there was a statement
[51:40]
or an attach ment with
[51:43]
the 2004 governor's office of planning
[51:46]
and research. In clause
[51:49]
2a of the document, it does
[51:52]
note that an mnd, which is
[51:55]
a mitigated
[51:56]
negative declaration allows the lead
[51:58]
agency to revise the
[51:59]
project prior to circulating the document for public review.
[52:04]
the question is, where
[52:06]
is that document for public review?
[52:07]
and when
[52:09]
was it posted so we would have access to review
[52:10]
that?
[52:13]
>> sure. Thank you. So
[52:16]
we worked with the alameda
[52:19]
county general services agency, and
[52:20]
they're our
[52:21]
lead agency in running this project.
[52:22]
so we
[52:25]
entered into
[52:27]
sequa agreement with them political
[52:28]
2 1/2 years ago.
[52:31]
we went through the whole sequasequa
[52:33]
process. We posted our findings as
[52:34]
required to review,
[52:37]
and ultimately it
[52:40]
was determined to be a mnd
[52:41]
process. So we have what we believe
[52:43]
has gone through the proper process
[52:44]
of
[52:45]
sequa, and currently we do have a
[52:46]
link that could
[52:47]
be accessible for anyone that would
[52:49]
want to review that
[52:51]
sequa document. And if I miss anything,
[52:52]
I've got my
[52:54]
gsa partners here to sort of guide
[52:55]
me. So let
[52:56]
me just confirm that that's accurate.
[52:58]
>> yes, that's great.
[53:01]
>> good evening. My name is patrick
[53:04]
lamb, and I'm with
[53:06]
gsa capital programs. So whoever wants
[53:07]
that link, I
[53:10]
can send it over to you
[53:12]
guys, and if you have any questions,
[53:13]
feel free to contact me.
[53:16]
>> okay, thank you.
[53:19]
and any more questions from
[53:20]
you, john?
[53:21]
>> not at this time. Thank you.
[53:24]
>> excellent. Do we have any discussions
[53:25]
we
[53:28]
want to do?
[53:29]
>> two questions, if you
[53:30]
don't mind.
[53:31]
I had two quick questions.
[53:32]
>> you have
[53:33]
question.
[53:34]
>> if
[53:35]
you don't mind. Just a couple of quick
[53:36]
questions.
[53:37]
could you describe
[53:40]
the hours of operation and any
[53:43]
potential impact
[53:46]
on traffic as well as
[53:48]
noise and any mitigation you have planned
[53:49]
for that?
[53:50]
>> thank you. It's a really good question.
[53:56]
I think one of our
[53:57]
major concerns is what impact is it
[53:58]
going to have on our residents, how is
[54:02]
that going to play into
[54:04]
roll role. We believe we're in a strategic
[54:05]
location sort
[54:07]
of being in that zone area where there
[54:08]
is
[54:09]
similar type buildings. To answer
[54:10]
your question specifically, typically
[54:12]
we do training monday through friday,
[54:13]
8:00 to
[54:15]
5:00 and that is the routine cadence
[54:16]
for training.
[54:19]
most of it will be inside the classroom.
[54:21]
you see an 8000 square-foot classroom
[54:25]
where a lot of
[54:27]
the education is endorse. When we
[54:28]
transition outside to the training
[54:29]
tower we strategically
[54:30]
placed the classroom in the front
[54:31]
on gleason to help mask the
[54:34]
noise and the
[54:36]
fire engines to the training tower
[54:37]
. We
[54:40]
do have, every two years, a
[54:43]
nighttime training
[54:45]
in the fourth quarter which is typically
[54:46]
the darkest quarter.
[54:49]
we do want the firefighters to actually experience
[54:51]
what it's like to train at night.
[54:52]
those are from 6:00
[54:55]
to 9:00. It is once every two years
[55:00]
. We only do it on wednesday nights.
[55:01]
we are trying to be
[55:03]
as respectful as we can to citizens
[55:04]
and constituents that live close
[55:07]
by. Again, to answer
[55:10]
your question hours of operation
[55:13]
are 8:00 to 5:00
[55:15]
monday through friday. We don't really
[55:16]
see weekend training because
[55:19]
it is
[55:20]
off on weekends.
[55:21]
>> any medication
[55:22]
or potential impact of traffic?
[55:25]
vehicular in particular
[55:28]
.
[55:29]
>> are
[55:30]
you talking about the fire engines
[55:31]
or vehicles?
[55:32]
>>
[55:34]
probably more of the fire engines.
[55:37]
>> typically on the training
[55:42]
what we call the task force training.
[55:43]
when you see some
[55:45]
engines coming together it is no more
[55:46]
than five apparatus. What we
[55:48]
anticipate is we would be ready to start,
[55:49]
get
[55:52]
to gleason
[55:58]
and only be training on the site within
[55:59]
the
[56:00]
grounds and then leave. We do that
[56:01]
twice a day one from 1:00 to
[56:04]
noon and
[56:07]
1:00 to 4:00. I would anticipate
[56:09]
no more than 5:00 in the morning and
[56:10]
5:00 in the afternoon on
[56:13]
any given day.
[56:14]
>> thank you.
[56:16]
>> mayor hu,
[56:19]
I do have a follow-up after councilmember
[56:22]
qaadri
[56:26]
's question.
[56:27]
>> go ahead.
[56:29]
>> the question I have parleys
[56:30]
off the comment about the timing of
[56:32]
the apparatus from gleason.
[56:35]
8:45
[56:36]
to 9:00 is approximately the time parents
[56:41]
are traversing away
[56:44]
from fallon middle school .
[56:46]
it is a tale end but certainly there are
[56:50]
more cars than normal .
[56:53]
is a: 45
[56:56]
to 9:00 is set in stone time?
[57:01]
would you be open to considering the
[57:02]
traffic pattern to see if
[57:03]
the time could be adjusted?
[57:04]
>> I use
[57:05]
the term pretty loosely.
[57:08]
one, our first response
[57:09]
is emergency response. Typically we
[57:11]
try to shoot
[57:16]
for 9:00 but most of the time we are
[57:17]
on calls and
[57:18]
we do not start the training on time.
[57:20]
I guess firefighters
[57:21]
are known for not being on time unless
[57:23]
we get call to
[57:25]
an emergency. I would say that is
[57:26]
a loose number
[57:27]
at best. One of the things, twofold,
[57:30]
we are always respectful of vehicles,
[57:32]
traffic signs
[57:35]
and speed.
[57:37]
I also think it is good for the public
[57:38]
to see our apparatus in
[57:41]
the streets training and being
[57:42]
part of the community. First and foremost,
[57:45]
we are always respectful of schools, traffic,
[57:50]
and making sure
[57:51]
we are there. I also think it is important
[57:53]
that our citizens csl training and
[57:56]
being part of the community.
[57:57]
>>
[57:58]
we are not talking about five fire
[57:59]
trucks with
[58:02]
lights and sirens
[58:03]
screaming through rush-hour traffic.
[58:05]
we are talking about people
[58:08]
basically communicating
[58:11]
--commuting
[58:12]
to a training session. Five vehicles
[58:14]
at a to the traffic at that time,
[58:17]
arriving not together
[58:18]
in a caravan. Arriving from different
[58:20]
stations happening to get there.
[58:22]
we are talking about five different
[58:23]
vehicles that will
[58:26]
show up sometime in a 15 minute
[58:29]
or half hour span.
[58:30]
>> you
[58:32]
nailed it. You
[58:34]
want a job at the fire department?
[58:35]
>>
[58:37]
I personally do not see an issue with
[58:38]
the traffic hundred.
[58:39]
>>
[58:41]
thank you. Any
[58:43]
more questions or comments? We are good?
[58:44]
>> can I
[58:47]
just really say thank you to the
[58:50]
city staff, their time on
[58:52]
helping develop the project. It takes
[58:53]
a mountain to move something
[58:56]
like this.
[58:59]
our partners and your team have
[59:00]
been outstanding to work with. We
[59:02]
are almost at the finish line
[59:04]
to where we can see the project come
[59:05]
to fruition. It will help
[59:07]
your city be successful in these events
[59:08]
we are
[59:11]
talking about
[59:12]
with wildland firefighting because
[59:14]
it is one small step in this overall
[59:15]
bucket.
[59:17]
it also leverages us
[59:18]
for a lot of opportunities where we
[59:20]
can do regional training,
[59:22]
we can get other pieces of equipment
[59:23]
to come to
[59:25]
the classroom, to show that we are
[59:26]
not only a leader
[59:27]
in the city but a regional partner
[59:29]
that looks to
[59:30]
try to explore different opportunities
[59:32]
of where we may
[59:35]
need out
[59:40]
evacuation routes and to know that
[59:41]
the water supply is
[59:42]
secure. These fundamental blocks where
[59:44]
we have a classroom
[59:45]
and a training tower built the next
[59:47]
level for us to be
[59:49]
the death --successful department
[59:50]
that represents
[59:53]
the city of dublin.
[59:56]
it's with us having
[59:58]
a wonderful partner in the city that
[59:59]
helps us work through
[1:00:01]
these ideas and make public safety
[1:00:02]
a reality. I just wanted to
[1:00:04]
let you know that this goes on notice
[1:00:07]
to our members that currently protect
[1:00:08]
the city.
[1:00:11]
thank you.
[1:00:13]
>> we also want to express our gratitude
[1:00:14]
to you and
[1:00:16]
your team. I have been in one of the
[1:00:20]
training and
[1:00:21]
first-hand experience how tough the
[1:00:23]
work was and how
[1:00:26]
severe
[1:00:29]
you guys are and how much
[1:00:32]
you have put yourself out there to
[1:00:33]
protect
[1:00:35]
our safety. I
[1:00:38]
have a lot of gratitude and also welcome
[1:00:39]
you
[1:00:40]
to have your training center in the
[1:00:41]
city. We are proud
[1:00:44]
of that. Can we
[1:00:47]
have a motion and a second?
[1:00:48]
>> I
[1:00:50]
would like to make the motion
[1:00:53]
to move the site as presented to us
[1:00:54]
and also highlight
[1:00:55]
the interagency cooperation between
[1:00:59]
l.a. County and the city
[1:01:02]
--alameda
[1:01:04]
county and the city. I'm happy to
[1:01:05]
move that
[1:01:08]
as written.
[1:01:09]
>> can we have a
[1:01:11]
roll call?
[1:01:12]
>> councilmember morada?
[1:01:14]
>> aye. >>
[1:01:16]
councilmember mccorriston.
[1:01:17]
>> aye.
[1:01:20]
>> councilmember josey. >> aye.
[1:01:23]
>> councilmember qaadri.
[1:01:26]
>> aye. >> mayor
[1:01:29]
hu.
[1:01:30]
>> aye .
[1:01:31]
that item passed unanimously. We have
[1:01:32]
the acceptance
[1:01:35]
of the tobacco grant
[1:01:38]
program. I believe
[1:01:40]
councilmember morada has a question.
[1:01:41]
>>
[1:01:44]
I do.
[1:01:46]
>> please go ahead. >> thank you, meta-mayor.
[1:01:50]
good evening, chief fox.
[1:01:53]
in my opinion this program
[1:01:56]
definitely contributes to item
[1:01:59]
2 bravo and our strategic
[1:02:02]
plan. Congratulations to you and the
[1:02:03]
city. I
[1:02:05]
do have a
[1:02:08]
a few clarifying questions. If
[1:02:10]
you can help me understand a little
[1:02:11]
more context the process by which
[1:02:12]
this
[1:02:14]
program would execute within the city limits.
[1:02:17]
chief, the first question
[1:02:20]
I have for you is more from the
[1:02:22]
perspective of , how with this program
[1:02:23]
impact businesses
[1:02:26]
considering there is a
[1:02:29]
component that
[1:02:32]
would impact businesses.
[1:02:35]
if you could share with me your thoughts
[1:02:36]
on,
[1:02:39]
for example,
[1:02:40]
do you find this based on prior research
[1:02:42]
or even
[1:02:43]
from precedents that the effectiveness
[1:02:45]
of this
[1:02:48]
in terms of public safety does not
[1:02:51]
have a major implication
[1:02:53]
on businesses within the city in which
[1:02:54]
the grant
[1:02:57]
was given.
[1:02:58]
>> thank
[1:03:00]
you for that question. To answer
[1:03:03]
your question, this program will
[1:03:06]
impact the 22 establishments
[1:03:08]
in the city of dublin that are licensed
[1:03:09]
to
[1:03:12]
sell tobacco. Those ,
[1:03:15]
that is the target audience.
[1:03:16]
those businesses that are licensed,
[1:03:19]
the crime prevention unit works with
[1:03:21]
them to provide education
[1:03:24]
among responsible tobacco sales
[1:03:27]
. They are doing on-site
[1:03:30]
inspections to make sure
[1:03:31]
the business is selling things they
[1:03:33]
are supposed to sell.
[1:03:36]
they are not
[1:03:37]
selling flavored tobacco and things
[1:03:38]
that are prohibited. It also provides
[1:03:40]
an enforcement component for us to
[1:03:41]
do enforcement. That includes the
[1:03:44]
shoulder chap operation and minor
[1:03:47]
decoy operation. It will not affect
[1:03:48]
any
[1:03:51]
other businesses.
[1:03:52]
>>
[1:03:54]
thank you.
[1:03:57]
I would like to follow up with my
[1:03:59]
second question parlaying off of the
[1:04:00]
process. You
[1:04:02]
had mentioned the shoulder chap process.
[1:04:03]
me
[1:04:05]
being somewhat of a new councilmember,
[1:04:08]
can you explain what that is and how
[1:04:09]
that
[1:04:12]
would be done?
[1:04:13]
>>
[1:04:14]
a shoulder chap operation is what
[1:04:15]
we do to
[1:04:18]
make sure
[1:04:21]
minors are not getting
[1:04:24]
tobacco products.
[1:04:26]
the typical operation is what is called
[1:04:27]
a minor
[1:04:29]
decoy operation. A minor goes into
[1:04:30]
a business and
[1:04:31]
they present their own I.d. Or ask
[1:04:33]
for a product.
[1:04:35]
the target is the business owner or
[1:04:39]
the clerk. A shoulder
[1:04:40]
chap operation the decoy will be placed
[1:04:42]
outside of the establishment and solicit
[1:04:45]
patrons to purchase products,
[1:04:48]
either alcohol
[1:04:49]
or tobacco that they otherwise would
[1:04:50]
not be able to purchase. Typically
[1:04:51]
they
[1:04:53]
will tell that person I'm underage,
[1:04:56]
the decoy will look underage and they
[1:04:57]
will ask
[1:05:00]
them to get
[1:05:02]
them tobacco or alcohol. If they do,
[1:05:05]
then they are detained and issued
[1:05:06]
a citation
[1:05:13]
>> thank you. I better understand
[1:05:14]
that
[1:05:15]
process now. Again, looking into that
[1:05:16]
a little
[1:05:18]
bit deeper, there is no point
[1:05:21]
at which a shoulder chap operation
[1:05:22]
would
[1:05:23]
be performed outside of the present
[1:05:28]
--premises of a commercial business?
[1:05:30]
you would not have the decoy standing
[1:05:32]
on the corner of a neighborhood and
[1:05:33]
try to it happen
[1:05:35]
adult to go purchase? It has to be
[1:05:36]
somebody at least
[1:05:39]
visible to the premise of the tobacco facility?
[1:05:42]
>> in this case tobacco,
[1:05:45]
those operations are strictly
[1:05:48]
conducted on-site where it is
[1:05:51]
the license is held.
[1:05:54]
>> the last question I
[1:05:55]
have a somewhat procedural and somewhat
[1:05:57]
tactical so
[1:06:00]
forgive me for diving
[1:06:02]
a little bit too deep into the operations,
[1:06:03]
but if I may
[1:06:06]
ask, how would an officer
[1:06:09]
or officers be selected
[1:06:12]
to be
[1:06:14]
part of the program? What are the
[1:06:15]
qualifications? Is there
[1:06:17]
a task force that gets created? Just
[1:06:18]
tell me
[1:06:20]
understand how somebody becomes part
[1:06:21]
of this program.
[1:06:24]
>> basically we have a unit
[1:06:26]
within the police department that
[1:06:27]
manages the grant.
[1:06:30]
in our case it's
[1:06:31]
the community policing use it as a
[1:06:33]
unit. The
[1:06:35]
resource officers manage the inspections,
[1:06:38]
providing education materials. There's
[1:06:39]
no qualification
[1:06:41]
special to be part of the unit. Typically
[1:06:42]
it's the
[1:06:45]
officers that are assigned there.
[1:06:48]
they receive training, they go to classes
[1:06:51]
to get educated on proper tobacco
[1:06:54]
sales.
[1:06:59]
>> so everybody does. Anybody could
[1:07:00]
qualify? Is that correct?
[1:07:02]
>> we are basically enforcing city
[1:07:03]
ordinance is
[1:07:08]
and business and profession codes
[1:07:09]
that they learn in the
[1:07:11]
police academy and through their career.
[1:07:15]
>> very good. I am all for sharing
[1:07:16]
knowledge. That was the intention
[1:07:18]
of the question. I have no
[1:07:20]
further questions.
[1:07:21]
>> thank you. We
[1:07:22]
will look
[1:07:24]
for the motion and second.
[1:07:25]
>>
[1:07:27]
I make
[1:07:29]
the motion that we accept the recommendation
[1:07:30]
for item 5.7.
[1:07:33]
>>
[1:07:35]
first and second. Can we have roll
[1:07:36]
call.
[1:07:37]
>>
[1:07:39]
councilmember morada.
[1:07:40]
>> aye. >> councilmember
[1:07:42]
mccorriston.'s
[1:07:43]
>> aye. >>
[1:07:45]
councilmember josey.
[1:07:46]
>> aye.
[1:07:48]
>> vice mayor qaadri. >> aye.
[1:07:51]
>> mayor hu.
[1:07:54]
>> aye.
[1:07:56]
>> that finishes the consent agenda.
[1:07:57]
let's move to
[1:08:00]
item 6. Public hearing. 6.1.
[1:08:03]
housing
[1:08:05]
implementation zoning ordinance amendments
[1:08:09]
four 020-2024.
[1:08:15]
>> good evening mayor and city council members.
[1:08:18]
kristi wheeler
[1:08:20]
interim assistant community development director.
[1:08:24]
the item before you tonight are a
[1:08:25]
series
[1:08:27]
of zoning ordinance amendments to
[1:08:28]
implement the recently
[1:08:30]
certified housing element. For background,
[1:08:31]
the
[1:08:33]
housing element is one of seven
[1:08:36]
mandatory element
[1:08:38]
of the general plan and the only one
[1:08:39]
that requires certification
[1:08:42]
by the department of housing and community
[1:08:43]
development. The housing element is
[1:08:46]
updated every eight years to
[1:08:47]
demonstrate how the city will meet
[1:08:49]
existing and projected
[1:08:52]
housing needs.
[1:08:54]
in november, 2022 the city council
[1:08:55]
approved
[1:08:57]
the draft housing element . In january 2024
[1:09:01]
it was finally certified
[1:09:03]
. The housing element includes a number
[1:09:05]
of programs that require implementation
[1:09:07]
by the city.
[1:09:10]
the proposed project is
[1:09:13]
city initiated amendments to
[1:09:15]
zoning ordinance which would implement
[1:09:17]
the following housing element programs. First,
[1:09:24]
review and revise the density bonus
[1:09:25]
ordinance to ensure
[1:09:26]
continued compliance with state law.
[1:09:29]
amend the site development review permit
[1:09:31]
findings
[1:09:34]
to remove subjective language
[1:09:37]
and ensure objective standards
[1:09:39]
and compliance with senate bill 35.
[1:09:43]
program b 11
[1:09:44]
would amend the ordinance goodbye
[1:09:46]
is got to
[1:09:48]
comply with state transitional and
[1:09:49]
supportive
[1:09:51]
housing as residential use by right.
[1:09:55]
program b 12
[1:10:00]
requires us to review the permitting
[1:10:01]
procedures for
[1:10:02]
single room occupancy unit to remove
[1:10:04]
potential constraints to
[1:10:07]
developing
[1:10:10]
a diversity of housing types in the
[1:10:13]
city. Program b 17 but allow
[1:10:17]
community care facilities in all zones
[1:10:19]
allowing residential use
[1:10:20]
and also would revise the definition
[1:10:22]
of family
[1:10:24]
to eliminate constraints to persons
[1:10:25]
with disabilities.
[1:10:28]
program d 3 requires
[1:10:30]
review and amendment to the emergency
[1:10:33]
shelters ordinance to ensure consistency
[1:10:34]
with
[1:10:37]
government code and also amend the
[1:10:40]
zoning ordinance to comply
[1:10:41]
with ab 139 parking requirements. Finally,
[1:10:49]
t 6 will criers mend in the zoning
[1:10:50]
ordinance to comply with requirements established
[1:10:54]
in ab 2097. For the most part the
[1:10:55]
programs we
[1:10:58]
are implementing tonight
[1:10:59]
are required by recent legislation
[1:11:01]
or state law. Those that are not specifically
[1:11:03]
related to that are programs that
[1:11:04]
would encourage
[1:11:07]
a diversity of housing
[1:11:09]
and remove barriers to housing development.
[1:11:10]
the first
[1:11:12]
set of amendments our chapter 8.08
[1:11:16]
definitions . The
[1:11:17]
amendments would remove reference
[1:11:19]
to small
[1:11:22]
and large in the definition of community
[1:11:24]
care facility supportive housing and
[1:11:25]
transitional housing and ensure
[1:11:27]
those definitions are consistent with
[1:11:28]
the
[1:11:29]
government code . We would update
[1:11:31]
the definition
[1:11:34]
of family and single room occupancy unit.
[1:11:37]
in chapter 8.12, this
[1:11:40]
is a chapter that includes
[1:11:42]
a land-use matrix that identifies
[1:11:46]
uses that are permitted by
[1:11:47]
right, require additional use permit,
[1:11:50]
or not permitted. We would remove
[1:11:52]
reference to small and large
[1:11:54]
facility for supportive housing and
[1:11:55]
transitional housing,
[1:11:58]
allow by right those uses
[1:12:00]
and residential districts. We would allow
[1:12:01]
in commercial
[1:12:04]
zoning districts
[1:12:06]
the community care facility supportive
[1:12:07]
housing and
[1:12:09]
transitional housing with a conditional
[1:12:10]
use permit. We
[1:12:12]
would allow by right an sro in the
[1:12:16]
c 2 district. In
[1:12:19]
chapter 8.16,
[1:12:22]
8.20 and 8.24, we
[1:12:25]
would make amendments to provide
[1:12:28]
consistency with the amendments that
[1:12:29]
are proposed
[1:12:31]
to the land-use matrix. Chapter
[1:12:34]
8.45 would remove
[1:12:35]
development standards that are inconsistent
[1:12:37]
with state law for emergency shelters.
[1:12:40]
chapter 8.46 would allow sro
[1:12:43]
in the c 2
[1:12:46]
district .
[1:12:49]
8.47
[1:12:52]
and 8.50 would remove
[1:12:55]
reference to small and large supportive
[1:12:56]
housing
[1:12:58]
and transitional housing and update
[1:12:59]
were supportive and transitional housing
[1:13:01]
uses are permitted by right or where
[1:13:04]
they had
[1:13:06]
require approval of cup, conditional
[1:13:07]
use permit.
[1:13:10]
eight point 52 would remove
[1:13:13]
adverse impact to the physical environment
[1:13:14]
as
[1:13:15]
a reason to deny a request for a concession
[1:13:19]
or incentive or waiver or modification. This
[1:13:22]
is the only recent change
[1:13:25]
in state law that we needed to
[1:13:28]
comply with.
[1:13:31]
8.76, we would
[1:13:34]
add an exception
[1:13:35]
to the offstreet parking requirements
[1:13:37]
for projects located within one half
[1:13:40]
mile of public transit. You
[1:13:42]
will recall we did this in the downtown
[1:13:45]
dublin plan so we are amending the
[1:13:46]
zoning ordinance to make
[1:13:48]
sure we are addressing that requirement
[1:13:49]
and other parts of the city
[1:13:52]
that have public transit.
[1:13:53]
the chapter would also be amended
[1:13:55]
to what date
[1:13:58]
offstreet parking requirements for
[1:13:59]
community
[1:14:01]
care facilities, supportive housing
[1:14:02]
and transitional
[1:14:04]
housing to ensure
[1:14:06]
they are the same as would be applied
[1:14:07]
to other uses. Finally, we
[1:14:10]
would update the offstreet parking
[1:14:11]
requirements for
[1:14:13]
emergency shelters. Chapter
[1:14:16]
8.104 we would add
[1:14:19]
an exception
[1:14:22]
to two site development review findings
[1:14:23]
to clarify they
[1:14:24]
would not apply to housing projects
[1:14:25]
subject to ministerial review
[1:14:31]
under sb 35 which was the affordable
[1:14:34]
housing streamline review act. The
[1:14:35]
last amendment would
[1:14:37]
be chapter 8.116 which
[1:14:40]
would add
[1:14:43]
sro units as
[1:14:45]
a project type that requires ministerial
[1:14:46]
review of the zoning clearance. On
[1:14:49]
december 10 the planning commission
[1:14:50]
held a
[1:14:52]
public hearing and considered
[1:14:54]
the proposed amendments and unanimously
[1:14:55]
recommended approval to the
[1:14:58]
city council. Tonight we are asking
[1:14:59]
you to waive
[1:15:00]
reading and introduce the ordinance
[1:15:03]
approving the proposed amendments.
[1:15:05]
that concludes
[1:15:07]
my presentation. I am happy to answer any
[1:15:08]
questions.
[1:15:10]
>> thank you. Does anyone have questions?
[1:15:20]
>>
[1:15:21]
thank you for the presentation. Welcome back.
[1:15:26]
I am happy to hear that
[1:15:29]
the housing element was
[1:15:31]
finally certified. Could you talk
[1:15:32]
about
[1:15:34]
the relationship between these ordinances
[1:15:35]
or
[1:15:38]
amendments here and the impacts
[1:15:41]
to the housing element.
[1:15:43]
I assume they are two separate things
[1:15:44]
but
[1:15:47]
can you clarify that a bit.
[1:15:48]
>>
[1:15:49]
the zoning ordinance amendments would implement
[1:15:50]
the housing
[1:15:53]
element so there's no conflict.
[1:15:54]
>> perfect. That's what I assumed.
[1:15:56]
you made a
[1:15:59]
comment on
[1:16:00]
8.52 with the density bonus regulations.
[1:16:02]
I did not catch
[1:16:04]
the comment that this is the only
[1:16:08]
one.
[1:16:09]
>> the program required us to
[1:16:11]
take a look at recent changes .
[1:16:13]
it is one of the parts of state law
[1:16:14]
that changes all the time.
[1:16:17]
we went back and reviewed
[1:16:19]
our ordinance against the most recent
[1:16:20]
changes.
[1:16:22]
we only identified the one change
[1:16:23]
that is proposed
[1:16:26]
to remove some language
[1:16:29]
that would , we could no longer used
[1:16:31]
to deny a request for a concession
[1:16:32]
or
[1:16:34]
waiver.
[1:16:35]
>> thank you. Those are my
[1:16:38]
only questions.
[1:16:41]
>> john, do you
[1:16:44]
have a question?
[1:16:46]
>> I do. Just a very simple question.
[1:16:47]
thank you, ms. Wheeler,
[1:16:52]
for the presentation. Very simple
[1:16:53]
question
[1:16:54]
just for clarity. The request this evening
[1:16:56]
is to update
[1:16:59]
the current policies. We are not taking
[1:17:00]
any particular action to rezone anything?
[1:17:05]
>> we are
[1:17:06]
amending the zoning ordinance but
[1:17:07]
not rezoning any particular properties.
[1:17:10]
the regulations and the zoning ordinance
[1:17:11]
are
[1:17:14]
being changed.
[1:17:15]
>> by making this change that brings
[1:17:17]
us current?
[1:17:20]
>> it provides compliance for
[1:17:21]
the city with the housing element.
[1:17:23]
>> thank
[1:17:25]
you so much. That was my question.
[1:17:29]
>>
[1:17:30]
thank you so much. Do we have any
[1:17:32]
public comments on this?
[1:17:35]
>> we do need
[1:17:37]
to open the public hearing first.
[1:17:38]
>> let's open
[1:17:41]
the public hearing on agenda
[1:17:44]
item 6.1.
[1:17:47]
>> I have two speaker slips. The
[1:17:49]
first is shirley lewandowski.
[1:17:50]
>> please come.
[1:18:02]
>> hello
[1:18:04]
again. Shirley lewandowski. To me
[1:18:05]
it is
[1:18:08]
distressing that this agenda item
[1:18:11]
and the next two all seek exemption
[1:18:12]
from
[1:18:14]
ceqa.
[1:18:16]
exempting the environmental quality
[1:18:17]
act for many development projects
[1:18:20]
undermines the fundamental purpose
[1:18:21]
of
[1:18:22]
environmental protection and sustainable development.
[1:18:28]
ceqa ensures that all environmental
[1:18:29]
impacts are thoroughly accessed and
[1:18:32]
mitigated promoting transparency and
[1:18:33]
accountability in decision-making process.
[1:18:35]
without
[1:18:40]
ceqa we risk irreversible damage to
[1:18:41]
our natural resources, public health
[1:18:44]
and overall quality of life. Quality
[1:18:47]
of life is really key for me.
[1:18:50]
I know it is for you also but
[1:18:53]
I hope
[1:18:56]
it is present when you make decisions.
[1:18:57]
it
[1:18:58]
is crucial to maintain ceqa requirements
[1:18:59]
for all development projects
[1:19:02]
to safeguard our environment and for
[1:19:05]
current and future generations.
[1:19:07]
mother nature and climate change are already
[1:19:08]
giving us enough red flag warnings
[1:19:11]
when we circumvent
[1:19:13]
and eliminate guardrails like ceqa.
[1:19:17]
>>
[1:19:20]
the second speaker.
[1:19:29]
>> good evening,
[1:19:32]
mayor and council members. I am
[1:19:35]
here speaking on behalf of of
[1:19:36]
carpenters local 713 representing
[1:19:39]
thousands of working carpenters in
[1:19:41]
alameda county, many
[1:19:43]
who live and work in the city of dublin.
[1:19:44]
we appreciate
[1:19:46]
our productive conversation with staff
[1:19:50]
in anticipation of the zoning updates today.
[1:19:52]
the carpenters union has worked closely
[1:19:53]
with state
[1:19:56]
and local government to streamline
[1:19:57]
housing production
[1:19:59]
to meet our
[1:20:00]
growing needs while guaranteeing strong
[1:20:02]
labor standards, apprenticeship
[1:20:05]
requirements and healthcare
[1:20:07]
for the men and women that build the
[1:20:08]
housing. Recently passed
[1:20:11]
a distillation --legislation
[1:20:14]
all enable ceqa development while
[1:20:17]
uplifting workers
[1:20:19]
in the process. We look forward to
[1:20:20]
working with you on future zoning
[1:20:22]
changes, plans and the next process
[1:20:26]
to ensure that as the city of dublin and
[1:20:29]
develops we protect our strength,
[1:20:31]
the men and women that told our future.
[1:20:35]
>> I have no more speaker
[1:20:38]
slips. We will closely hearing.
[1:20:44]
any questions
[1:20:47]
or comments?
[1:20:48]
>> I have a couple of
[1:20:49]
follow-up
[1:20:50]
questions. Is this a project?
[1:20:51]
>>
[1:20:53]
the housing amendments
[1:20:56]
are considered a project
[1:21:00]
under ceqa. In light of the fact
[1:21:01]
that there is no physical development
[1:21:03]
that would result in the
[1:21:04]
housing amendments, we found the project
[1:21:06]
was exempt
[1:21:08]
from ceqa. Any future project that
[1:21:12]
would come forward for any of
[1:21:13]
the types of development that are
[1:21:15]
part of the amendments would be subject
[1:21:18]
to ceqa at
[1:21:19]
the time and we would review potential
[1:21:21]
impacts.
[1:21:22]
>>
[1:21:23]
does that include pyrite projects?
[1:21:27]
>> it does not.
[1:21:29]
>> the state law says we have to allow
[1:21:30]
these housing types by
[1:21:32]
right which is why we are making these
[1:21:33]
changes. Correct?
[1:21:37]
>> correct. >> state law does not
[1:21:39]
allow us
[1:21:40]
to impose any additional ceqa requirements
[1:21:42]
on those projects
[1:21:45]
, correct?
[1:21:46]
>>
[1:21:48]
correct. While I agree with the
[1:21:49]
speakers that we want to mitigate any
[1:21:54]
impacts to the environment,
[1:21:57]
our hands are a little tied
[1:21:59]
. The things that we are doing with
[1:22:00]
this project tonight
[1:22:03]
are not things that we
[1:22:06]
have decided we want to do. They
[1:22:07]
are things we are doing to comply
[1:22:09]
with recent state laws and
[1:22:12]
to ensure that hcd continues to
[1:22:15]
certify our housing.
[1:22:16]
>> correct.
[1:22:18]
>> thank you.
[1:22:21]
>> excellent. Thank you.
[1:22:24]
any more
[1:22:26]
questions from anybody? Any comments
[1:22:30]
or questions?
[1:22:33]
we will invite
[1:22:36]
a motion and second.
[1:22:37]
>> motion to introduce the ordinance
[1:22:39]

[1:23:52]

[1:23:54]
item passes unanimously. Next
[1:24:00]
rezoning.
[1:24:01]
>> that one is mine
[1:24:02]
also.
[1:24:03]
>> similar to the housing element,
[1:24:06]
zoning ordinance amendments this item
[1:24:08]
is also an implementation measure
[1:24:09]
for the
[1:24:12]
housing element. I will skip the background.
[1:24:15]
the proposed project
[1:24:18]
is a city initiated rezoning
[1:24:19]
of four residential properties from
[1:24:21]
plant development to
[1:24:24]
multi family residential.
[1:24:27]
all four of the properties
[1:24:30]
are currently
[1:24:32]
have general plan land use designations
[1:24:33]
for residential development.
[1:24:36]
the rezonings would implement
[1:24:42]
program b .18 which I will talk about
[1:24:43]
more
[1:24:44]
in a minute. These are the properties
[1:24:48]
. They are all located
[1:24:53]
here. They range from one acre to
[1:24:54]
12 1/2 acres.
[1:24:57]
like I said,
[1:25:00]
they all have a medium
[1:25:01]
density residential land use designation.
[1:25:03]
three also have either
[1:25:06]
open space or
[1:25:09]
corridor designations. We
[1:25:11]
are not proposing to change the zoning
[1:25:12]
on those portions of
[1:25:15]
the properties.
[1:25:21]
I know that the maps
[1:25:23]
are little bit small, but the map
[1:25:24]
on the left is
[1:25:27]
the general plan land use map . The
[1:25:30]
parcels are located here , here, here,
[1:25:33]
here, and here.
[1:25:36]
the zoning map
[1:25:39]
is on the right. These are the parcels
[1:25:42]
and the zoning.
[1:25:45]
these properties were zoned many
[1:25:48]
years ago
[1:25:51]
as part of an annexation up for
[1:25:54]
--effort when they came into the city.
[1:25:55]
they
[1:25:57]
never had any extensive
[1:26:00]
development proposed.
[1:26:02]
they each have a single-family home
[1:26:03]
except for the fourth parcel
[1:26:06]
which has an equestrian center.
[1:26:09]
this program
[1:26:12]
pertains to the development of property
[1:26:15]
with zoning which requires legislative
[1:26:16]
action
[1:26:18]
the city council and is viewed as
[1:26:21]
a constraint to residential development.
[1:26:24]
this came directly
[1:26:27]
from hcd. Staff
[1:26:30]
was required under the program
[1:26:33]
to review
[1:26:36]
vacant and underutilized residential
[1:26:37]
properties with existing zoning
[1:26:39]
for residential use
[1:26:41]
and rezone those parcels to a residential
[1:26:42]
district with
[1:26:43]
established development standards.
[1:26:45]
under the current zoning
[1:26:48]
there are no development standards
[1:26:49]
so setback,
[1:26:51]
building height, lot coverage,
[1:26:53]
those sorts of things would all have
[1:26:54]
to be established
[1:26:56]
if those properties were proposed
[1:26:57]
for development.
[1:27:00]
the
[1:27:02]
proposed rezoning would ensure that
[1:27:06]
it is not mandated on the residential properties
[1:27:07]
. Property owners
[1:27:09]
would still have an option to pursue
[1:27:12]
zoning if they desire greater flexibility
[1:27:18]
for standards which a lot of developers
[1:27:19]
prefer. They are
[1:27:21]
able to be a little more flexible
[1:27:22]
and creative with how
[1:27:25]
it is laid out. Rezoning would
[1:27:26]
benefit property owners providing certainty
[1:27:29]
without requiring further legislative
[1:27:31]
action. It would remain
[1:27:34]
an option
[1:27:35]
as I said. I think it is important
[1:27:37]
to note the
[1:27:38]
proposed rezoning would not result
[1:27:40]
in any additional housing
[1:27:42]
that would not be allowed under the
[1:27:46]
general plan. This is
[1:27:49]
the proposed rezoning map.
[1:27:52]
you can see the portions of the
[1:27:54]
properties with open space or streambed
[1:27:58]
corridor would remain
[1:27:59]
and the remaining portion would be
[1:28:00]
rezoned to multifamily residential
[1:28:04]
. On december 10
[1:28:05]
the planning commission held a public
[1:28:07]
hearing and considered the
[1:28:10]
proposed
[1:28:11]
rezoning and unanimously recommended approval.
[1:28:13]
we are
[1:28:15]
asking you to waive the reading and
[1:28:16]
introduce
[1:28:19]
the ordinance and
[1:28:20]
rezoning the properties from plant development
[1:28:22]
. That
[1:28:25]
concludes my presentation. I am
[1:28:27]
happy to answer any questions.
[1:28:28]
>>
[1:28:29]
if you
[1:28:31]
have a question, go ahead.
[1:28:33]
>> I just have a couple of questions.
[1:28:37]
it took me a while,
[1:28:39]
maybe two years of being on council
[1:28:40]
before I
[1:28:41]
understood the difference between zoning
[1:28:43]
and land
[1:28:46]
use designation. I'm going to
[1:28:49]
ask this as do I have this
[1:28:50]
right question. The current zoning
[1:28:52]
is
[1:28:55]
plan development,
[1:28:57]
but we had designated these parcels
[1:28:58]
to be for the
[1:29:00]
land use. They have a land use designation
[1:29:04]
of multi family residential now
[1:29:06]
and a couple of them have open space
[1:29:07]
within them
[1:29:10]
with plant development overlay
[1:29:12]
on top of them as part of the eastern
[1:29:13]
dublin specific
[1:29:16]
land. Do I have that right?
[1:29:21]
>> I think maybe a way to say it is
[1:29:22]
the general plan
[1:29:23]
comes first. Land use designation
[1:29:25]
gets set first and then
[1:29:28]
we follow with zoning. We make
[1:29:30]
sure it is consistent with the general plan.
[1:29:31]
in
[1:29:32]
the case of these properties we overlaid
[1:29:34]
what we sometimes call and
[1:29:37]
in the
[1:29:39]
. It does not have development standards
[1:29:40]
and would require
[1:29:41]
a new one if it remained. Instead,
[1:29:43]
we will
[1:29:46]
give the properties some
[1:29:47]
actual development standards that
[1:29:49]
would allow
[1:29:53]
project to move forward without legislative
[1:29:55]
action.
[1:29:56]
>> I get that part.
[1:29:57]
when that eastern dublin plan went
[1:29:58]
through
[1:30:01]
ceqa, these parcels were studied
[1:30:04]
for multifamily residential.
[1:30:07]
so they have undergone some
[1:30:10]
environmental study at the
[1:30:12]
densities we are looking at right now.
[1:30:13]
the intent of
[1:30:15]
what we are doing is to put design standards
[1:30:20]
, the already vetted design standards
[1:30:22]
on those properties so that
[1:30:24]
if the property owners eventually
[1:30:28]
wanted to put the housing on those
[1:30:29]
parcels
[1:30:30]
that was contemplated in the general plan,
[1:30:34]
they could do so should they choose
[1:30:35]
with the
[1:30:36]
existing standards that are attached
[1:30:37]
to the multifamily residential
[1:30:40]
zoning. Correct?
[1:30:41]
>>
[1:30:44]
development standards and multifamily
[1:30:45]
residential design standards. Yes.
[1:30:46]
>>
[1:30:49]
if they chose to do something slightly different
[1:30:52]
. If they wanted us to put
[1:30:55]
new zoning on those parcels, that
[1:30:58]
would trickle --
[1:31:01]
trigger additional ceqa?
[1:31:02]
>> it would.
[1:31:04]
>> those were
[1:31:07]
my questions.
[1:31:08]
>> questions?
[1:31:10]
>>
[1:31:13]
one of the things that is pinch
[1:31:16]
my I
[1:31:21]
that seem to be worked around. How
[1:31:22]
would you envision
[1:31:23]
any developments working around? It
[1:31:25]
is probably a small area
[1:31:28]
. How would you
[1:31:31]
envision something like that in the plan?
[1:31:36]
>> we get that one for next month.
[1:31:37]
I guess it would
[1:31:40]
probably be the easiest to develop.
[1:31:41]
it is
[1:31:43]
a very large area for development.
[1:31:48]
the two smaller parcels are fairly
[1:31:49]
constrained by the open space
[1:31:52]
and corridor. There is development potential
[1:31:55]
. Fairly small. We would
[1:31:58]
only look at that portion of the lot
[1:32:01]
which has
[1:32:03]
the general plan land use designation and
[1:32:04]
the zoning for
[1:32:07]
multifamily residential.
[1:32:08]
>>
[1:32:10]
thank you.
[1:32:11]
>>
[1:32:13]
any questions from john?
[1:32:16]
>> yes. Thank you,
[1:32:19]
mayor hu. Ms. Wheeler, thank you
[1:32:22]
for being here again. Just
[1:32:25]
adding to the questions asked
[1:32:28]
by councilmember josey, thank you
[1:32:29]
to clarify
[1:32:31]
some things I was going to ask.
[1:32:34]
the one question I have is what was
[1:32:36]
the result of the original ceqa analysis?
[1:32:37]
I am very particular
[1:32:40]
about seen on the
[1:32:43]
diagram a creek running through the
[1:32:44]
three
[1:32:46]
lower properties . I am curious to know
[1:32:49]
what was the analysis with
[1:32:51]
regard to development because of the
[1:32:52]
creek?
[1:32:53]
>>
[1:32:55]
I cannot say specifically what
[1:32:58]
that analysis was. There was an
[1:33:01]
eir prepared for the specific plan.
[1:33:04]
that document has
[1:33:07]
had a number of addendum's for other
[1:33:10]
developments that have occurred in
[1:33:11]
the specific
[1:33:13]
plan area . When there
[1:33:15]
is a specific development proposed
[1:33:16]
as councilmember josey
[1:33:19]
alluded to, any future development
[1:33:21]
on those parcels would be reviewed against
[1:33:22]
ceqa and
[1:33:25]
the previous document to
[1:33:27]
ensure there would not be any impacts
[1:33:31]
to the corridor or any other sensitive areas
[1:33:34]
on those four sites.
[1:33:37]
>> thank you. No further questions.
[1:33:41]
>> okay. We will open the
[1:33:44]
public hearing.
[1:33:45]
>> mayor,
[1:33:46]
I have no speaker slips.
[1:33:47]
>> we will
[1:33:48]
close
[1:33:49]
the public hearing and have comments.
[1:33:53]
any comments? Any comments from
[1:33:56]
you, john?
[1:33:57]
>> not at
[1:33:59]
this time.
[1:34:00]
>> okay.
[1:34:02]
do we have a motion and second?
[1:34:08]
>> to I need to read the whole
[1:34:11]
thing? Okay.
[1:34:13]
let's go where we are here. Hang on
[1:34:15]
second. Can somebody put that up there?
[1:34:24]
that would be an ordinance amending
[1:34:26]
the zoning
[1:34:27]
, mapping rezoning property located
[1:34:35]
at 5378, 5868, 6060, 7440
[1:34:38]
from plant development to
[1:34:44]
rm. Anything else I am missing on that?
[1:34:47]
>> I will second.
[1:34:52]
>> let's have a roll call. >> councilmember
[1:34:53]
morada.
[1:34:56]
>> no. >>
[1:34:57]
councilmember mccorriston.
[1:34:58]
>> yes. >>
[1:35:02]
councilmember josey.
[1:35:03]
>> yes. >>
[1:35:05]
vice mayor qaadri.
[1:35:06]
>> yes.
[1:35:08]
>> mayor hu. >> yes. That
[1:35:11]
item passes
[1:35:14]
4-1. Agenda item 6.3,
[1:35:15]
amendment to the general plan to update
[1:35:20]
the economic development
[1:35:32]
go ahead please.
[1:35:35]
>>
[1:35:36]
good evening, mayor, city council members.
[1:35:38]
rhonda
[1:35:40]
franklin with the office of economic development.
[1:35:44]
to provide some background,
[1:35:47]
the
[1:35:49]
update of the economic development strategy
[1:35:53]
which is directly related
[1:35:54]
to the economic development element
[1:35:55]
was approved by city council october
[1:35:59]
1, 2024. The strategy includes seven goals,
[1:36:02]
each with specific strategies, policies,
[1:36:05]
action items and
[1:36:07]
implementation measures. Staff has developed
[1:36:10]
an in progress workplan and will provide
[1:36:13]
progress on the updates as we work
[1:36:14]
on
[1:36:17]
the plan.
[1:36:19]
once the updated strategy was approved,
[1:36:22]
it became necessary to also up date
[1:36:23]
the economic
[1:36:26]
development element to
[1:36:27]
ensure it remains consistent with
[1:36:29]
the updated strategy.
[1:36:32]
on december 10, 2024,
[1:36:35]
the planning commission recommended
[1:36:36]
city
[1:36:38]
council approval of the updated element
[1:36:41]
with comments.
[1:36:43]
those comments that they made were
[1:36:44]
addressed in the staff report
[1:36:47]
for the item.
[1:36:49]
it is important to note that the foundation
[1:36:50]
of the
[1:36:52]
element is the strategy. The element
[1:36:55]
is a high-level summary of the strategy
[1:36:58]
and provides guidance for the general plan.
[1:37:02]
the element should remain consistent
[1:37:03]
with and
[1:37:04]
reflective of the strategy and should
[1:37:05]
also mirror
[1:37:07]
and maintain the same goals, strategies, policies,
[1:37:11]
and implementation measures as the strategy.
[1:37:14]
to review
[1:37:17]
the seven goals that are in the updated strategy
[1:37:20]
and the element, they are
[1:37:23]
innovation growth, promote
[1:37:26]
infill investment, greenfield development,
[1:37:29]
retail vitality
[1:37:32]
, hospitality expansion,
[1:37:35]
small-business support, and
[1:37:38]
workforce opportunities.
[1:37:41]
before I welcome our consultant
[1:37:44]
to provide a presentation on
[1:37:47]
the project,
[1:37:50]
I just wanted to provide a point of
[1:37:51]
clarification. In
[1:37:52]
the staff report under the environmental
[1:37:53]
determination section,
[1:37:56]
staff is
[1:37:57]
recommending that the city council
[1:37:58]
rather than the planning commission
[1:37:59]
find
[1:38:01]
the project is exempt from ceqa requirements.
[1:38:05]
I just wanted to make that point
[1:38:08]
of clarification. I would like to
[1:38:09]
turn
[1:38:10]
it over to derek with strategic economics
[1:38:11]
who is the consultant
[1:38:13]
on this project. After his presentation
[1:38:17]
I will be happy to answer
[1:38:19]
any questions you have on the project.
[1:38:29]
>> good evening , mayor,
[1:38:32]
council members.
[1:38:35]
I am derek
[1:38:36]
braun with strategic economics. It's
[1:38:38]
a privilege and pleasure to be back
[1:38:39]
before you
[1:38:40]
today. I will provide a little more
[1:38:41]
context about the economic development
[1:38:42]
and
[1:38:44]
the process although
[1:38:47]
rhonda did a good job covering some
[1:38:48]
of the details
[1:38:50]
of how we got here.
[1:38:52]
I think I will move past this information.
[1:38:53]
rhonda has done a great
[1:38:56]
job covering that. I do want
[1:38:59]
to emphasize a few key points here.
[1:39:01]
the economic development element is
[1:39:05]
an optional component of the general plan.
[1:39:08]
it
[1:39:10]
is just as valid and has the same
[1:39:11]
standing of any
[1:39:14]
other element.
[1:42:18]
we welcome any questions or comments you.
[1:42:21]
>>
[1:42:22]
the environmental determination section
[1:42:24]
in the staff report, we
[1:42:25]
erroneously put we are requesting
[1:42:27]
planning commission approval
[1:42:29]
when it should have said city council approval
[1:42:31]
>>
[1:42:33]
thank you.
[1:42:42]
>>
[1:42:45]
john has questions.
[1:42:46]
>>
[1:42:48]
thank you. Rhonda,
[1:42:53]
thank you very much and also derek.
[1:42:54]
I do have a question
[1:42:56]
as well on the common that was made about
[1:42:59]
the ceqa requirement being waived.
[1:43:03]
it seems to me we are doing
[1:43:05]
an economic development plan update
[1:43:06]
to be
[1:43:09]
more competitive.
[1:43:12]
if that's the case and there's a policy update
[1:43:14]
why are we bringing ceqa into the
[1:43:15]
commentary or is
[1:43:18]
it saying
[1:43:21]
that the planning commission is asking
[1:43:23]
to have the ceqa waived so it can
[1:43:24]
be more competitive?
[1:43:26]
my brain is not connecting the two
[1:43:27]
points. If
[1:43:28]
you could just clarify that for me
[1:43:30]
please.
[1:43:31]
>> councilmember morada,
[1:43:33]
I will take that question. Similar
[1:43:36]
to the two previous items,
[1:43:39]
the update to the economic
[1:43:41]
development element is a project under
[1:43:42]
ceqa.
[1:43:45]
when we took a look at it
[1:43:47]
we determined it qualified for what
[1:43:48]
is known as the
[1:43:51]
common sense exemption under ceqa.
[1:43:57]
and that it can be seen with certainty
[1:43:58]
there would
[1:43:59]
be no potential significant effects
[1:44:00]
to the environment.
[1:44:03]
if there is a project
[1:44:05]
that is proposed that would implement policies
[1:44:06]
and
[1:44:09]
the economic development element
[1:44:11]
we would do a review at that time.
[1:44:20]
>> I think you have an additional
[1:44:21]
question.
[1:44:22]
>> I do.
[1:44:24]
thank you. Not a question
[1:44:27]
so much as a comment. I am starting
[1:44:30]
to feel some moral dissonance
[1:44:33]
with these continuing requests
[1:44:36]
for ceqa waivers. I am making a general
[1:44:37]
comment
[1:44:39]
that it is starting to weigh on me
[1:44:42]
bit. The amount
[1:44:45]
of these waivers we are requesting.
[1:44:51]
to follow behind
[1:44:53]
resident lewandowski's comment it
[1:44:54]
is there for a reason.
[1:44:57]
I am just making a
[1:45:00]
comment here that I'm going to pay
[1:45:01]
a little
[1:45:03]
more diligence to these
[1:45:06]
continuation of waiver request.
[1:45:10]
>>
[1:45:15]
can you help to address this comment?
[1:45:17]
>> I can make some brief remarks.
[1:45:22]
ceqa
[1:45:23]
applies to almost every action the
[1:45:25]
city council takes.
[1:45:27]
there are certain exemptions the legislature
[1:45:28]
has
[1:45:30]
made available. We evaluate to what
[1:45:31]
extent
[1:45:34]
we are required
[1:45:35]
to do environmental review, prepare
[1:45:37]
eir,
[1:45:40]
mitigate negative declaration
[1:45:42]
and those kinds of things. We do those
[1:45:43]
with
[1:45:46]
every project
[1:45:47]
. There's an environmental statement
[1:45:49]
in almost every staff
[1:45:52]
report you see that reflects
[1:45:55]
the review. I would not call
[1:45:57]
it a ceqa waiver. We are complying
[1:45:58]
and identifying exemptions
[1:46:01]
that apply and making
[1:46:04]
the staff best recommendation.
[1:46:07]
in particular,
[1:46:10]
these last few
[1:46:12]
projects do not have the particular physical
[1:46:13]
impact on
[1:46:15]
the environment . Staff has identified that.
[1:46:21]
we can spend some time with the councilmember
[1:46:23]
and explain the staff perspective.
[1:46:27]
occasionally there will be situations where
[1:46:34]
the staff and council and
[1:46:35]
members of the public may disagree
[1:46:37]
about particular issues but these
[1:46:38]
exceptions, I think they very clearly
[1:46:42]
apply to these projects that have
[1:46:43]
just
[1:46:46]
been discussed.
[1:46:52]
>>
[1:46:54]
thank you. We are good with questions
[1:47:01]
>> first
[1:47:03]
of all, thank you for the hard work
[1:47:04]
and the fact
[1:47:07]
that we are implementing policy
[1:47:10]
and putting in place policy
[1:47:13]
to implement strategies
[1:47:16]
this
[1:47:22]
is about identifying incubator space
[1:47:23]
for potential business and innovation incubators.
[1:47:27]
we have that listed in the downtown
[1:47:28]
dublin section. I would love to
[1:47:31]
see that up a level
[1:47:34]
or two so that
[1:47:37]
clearly it
[1:47:40]
is a goal for us,
[1:47:41]
not necessarily in the downtown. We
[1:47:43]
want to make sure
[1:47:46]
we have that somewhere. We
[1:47:49]
have a pretty wide area
[1:47:51]
. It could be there, it could be at
[1:47:55]
sierra court. For me personally I
[1:47:58]
would like to see and implementation
[1:48:01]
measure of identifying the space.
[1:48:02]
I'm
[1:48:03]
not sure that I love it underneath
[1:48:04]
the downtown area. That would
[1:48:07]
be my only question
[1:48:09]
is why are we continuing to put that
[1:48:10]
in the downtown area
[1:48:13]
instead of a little bit higher level,
[1:48:15]
maybe under and filled development
[1:48:17]
or higher development in general.
[1:48:22]
>> we have
[1:48:23]
targeted the downtown area. However,
[1:48:25]
that
[1:48:27]
is something we will be looking at
[1:48:28]
citywide as we will doubt
[1:48:31]
other areas. Of course, we will look
[1:48:33]
to identify incubator spaces there

as well
[1:48:37]

[1:48:39]
other place within the city that can

provide the benefit.
[1:48:42]

is something that
[1:48:45]
we plan on being aware of as we continue
[1:48:46]
to
[1:48:48]
build out the city and come across

opportunities to place

incubator spaces in the city.

[1:49:58]
unfinished business.
[1:49:59]
update the dublin boulevard extension
[1:50:01]
project. An agreement
[1:50:04]
for
[1:50:07]
project services.
[1:50:31]
>> good evening, marianne council
[1:50:32]
members. I
[1:50:33]
am the transportation and operations
[1:50:34]
manager with public works. Tonight
[1:50:35]
I will be
[1:50:36]
presenting an update on the dublin
[1:50:37]
extension project
[1:50:43]
. This project extends dublin
[1:50:46]
boulevard from its current terminus
[1:50:49]
at the intersection of
[1:50:52]
fallon road
[1:50:54]
passing through unincorporated alameda
[1:50:55]
county connecting to
[1:50:58]
the intersection
[1:51:01]
of north canyon parkway in the city
[1:51:02]
of
[1:51:05]
livermore. This extension
[1:51:08]
has been planned since 1984
[1:51:10]
and it is included in the general plan as
[1:51:12]
well as the general plans for the
[1:51:14]
cities of livermore
[1:51:15]
and alameda county and several other
[1:51:17]
mining documents. The
[1:51:20]
city of dublin, livermore
[1:51:23]
are the project partners. In
[1:51:26]
may 2020,
[1:51:27]
the city council approved a cooperative
[1:51:29]
agreement between the
[1:51:32]
three partners . We
[1:51:33]
are closely working with the city
[1:51:35]
of livermore as
[1:51:38]
well as alameda
[1:51:40]
on the design phase of the project. This
[1:51:43]
table shows the current project status
[1:51:47]
and schedule . The 95% design
[1:51:50]
is currently in process
[1:51:51]
and is anticipated to be completed
[1:51:53]
by
[1:51:56]
summer 2025.
[1:51:58]
the final design is anticipated to
[1:51:59]
be completed
[1:52:02]
in 2026.
[1:52:03]
environmental mitigation and right-of-way
[1:52:05]
will move with the
[1:52:08]
final design . A portion of
[1:52:10]
the project and construction will start
[1:52:16]
once all of the funding has been identified
[1:52:17]
and all
[1:52:20]
implements have been granted as
[1:52:22]
well as the right-of-way acquired.
[1:52:28]
just some more background in terms
[1:52:29]
of the
[1:52:32]
design changes. In spring 2023,
[1:52:35]
the project was presented
[1:52:38]
to alameda county by the
[1:52:40]
advisory committee. Through this process
[1:52:44]
various revisions were identified
[1:52:47]
including to address comments
[1:52:52]
as well as to make the project consistent
[1:52:53]
with latest policies and
[1:52:54]
guidelines, especially related to
[1:52:56]
the multimodal
[1:52:58]
elements and make sure the project
[1:52:59]
is competitive
[1:53:02]
in terms of grant applications
[1:53:03]
and future funding opportunities.
[1:53:08]
city staff worked
[1:53:11]
with the fallon east group and
[1:53:12]
worked on the design of access points
[1:53:14]
as well as
[1:53:17]
the properties. This resulted in
[1:53:19]
a substantial amount of design changes
[1:53:23]
and required an amendment
[1:53:26]
with the alameda contract .
[1:53:28]
in september, 2024 the commission
[1:53:32]
approved a contract amendment in
[1:53:35]
the amount of $1.3 million
[1:53:38]
to allow us to continue to
[1:53:41]
move forward with the design.
[1:53:44]
the project does have direct
[1:53:46]
and indirect impacts on the environment.
[1:53:47]
construction will start
[1:53:50]
only when we
[1:53:51]
have the various environmental permits
[1:53:53]
that are needed
[1:53:55]
to mitigate the impacts. With that
[1:53:56]
in mind, in
[1:53:58]
february 2023 city council approved
[1:54:02]
an agreement to prepare
[1:54:05]
mitigation package to address
[1:54:07]
the mitigation requirements. Work
[1:54:08]
on this
[1:54:11]
mitigation package is currently
[1:54:13]
in progress and is anticipated that
[1:54:17]
the mitigation package will be presented
[1:54:20]
and submitted
[1:54:23]
to the resource agency is one plans
[1:54:26]
are completed. In
[1:54:29]
terms of project costs,
[1:54:32]
preliminary
[1:54:33]
engineering is about $153.6 million.
[1:54:35]
the cost sharing
[1:54:38]
assumes that
[1:54:40]
the cost for the project will be shared
[1:54:41]
between the cities
[1:54:44]
of dublin and livermore based on the
[1:54:45]
roadway
[1:54:46]
in each jurisdiction as well as the assumption
[1:54:50]
that there will be a
[1:54:52]
cost sharing for a portion of the roadway
[1:54:53]
in unincorporated
[1:54:56]
alameda county. And also assumes that
[1:54:58]
the half-mile section of the roadway
[1:55:02]
stays as county land. Based on those
[1:55:03]
assumptions,
[1:55:05]
the estimate for dublin
[1:55:08]
is $126.1 million
[1:55:10]
and livermore would be 27 point $5 million
[1:55:14]
--$27.5 million.
[1:55:17]
the plan,
[1:55:19]
once it is complete will allow us
[1:55:20]
to have
[1:55:23]
a more accurate cost estimate.
[1:55:26]
the estimate will be updated at
[1:55:29]
that time. Currently the city
[1:55:32]
has
[1:55:38]
$76 million
[1:55:39]
in funding including $63 million coming
[1:55:41]
from the feed
[1:55:44]
. In march, 2023
[1:55:47]
, the city council approved a plan
[1:55:48]
that was
[1:55:50]
presented to advance
[1:55:52]
eastern dublin the funds using internal
[1:55:53]
city sources.
[1:55:55]
staff created a general fund reserve
[1:55:56]
the project
[1:55:59]
to act as a cash flow
[1:56:02]
advance. The general fund would be reimbursed
[1:56:07]
as development occurs and money comes
[1:56:08]
in in terms of development fees.
[1:56:10]
the current balance in the general
[1:56:11]
fund reserve for
[1:56:14]
the project is 59 point $5 million.
[1:56:19]
the remaining is anticipated to be
[1:56:20]
designated by the
[1:56:23]
end of the year. Staff is continuing
[1:56:26]
to work with alameda
[1:56:31]
and look at future grant opportunities
[1:56:32]
to identify the
[1:56:35]
needed funds for dublin's share
[1:56:38]
of the unfunded cost. With that, I
[1:56:39]
will pass
[1:56:41]
it over to the deputy city manager
[1:56:44]
who was on the phone.
[1:56:47]
>> hazel weatherford, deputy
[1:56:50]
city manager. As a point of reference
[1:56:52]
I have included a map of the development
[1:56:53]
zone including
[1:56:56]
approximately 285 acres
[1:56:59]
amongst five company owners.
[1:57:02]
you can see how the parcels are laid out.
[1:57:05]
stinnie staff
[1:57:08]
--city
[1:57:10]
staff continues to hold meetings where
[1:57:11]
we discuss topics from the schedule,
[1:57:13]
mitigation efforts, right-of-way,
[1:57:14]
development agreements
[1:57:18]
and valley
[1:57:19]
link. The last meeting was december
[1:57:21]
12 where we provided
[1:57:22]
an update on the contract amendment
[1:57:24]
which was
[1:57:27]
just recently spoken about.
[1:57:28]
as it relates to the ballot measure, that
[1:57:30]
was approved
[1:57:32]
either voters and the city council
[1:57:35]
certified those election results december 17.
[1:57:39]
the measure amended the plan
[1:57:40]
to allow future approval for limited
[1:57:42]
commercial development.
[1:57:45]
I would like
[1:57:49]
to briefly address the topic of future
[1:57:51]
potential annexation in relation
[1:57:53]
to the measure which contemplates
[1:57:54]
development along
[1:57:55]
the roadway. It's an horton to know
[1:57:57]
any future
[1:58:00]
annexation would. The required
[1:58:01]
direction and approval from the city council
[1:58:03]
and is not
[1:58:04]
part of tonight's action.'s draft
[1:58:06]
will continue to collaborate
[1:58:08]
with livermore as we have been doing.
[1:58:12]
I want
[1:58:13]
to clarify that the project in annexation
[1:58:15]
are entirely
[1:58:16]
two separate matters. At this time
[1:58:18]
staff is not proposing
[1:58:19]
any changes to the current approach.
[1:58:22]
the focus remains on advancing the
[1:58:24]
project in alignment city priorities.
[1:58:32]
the project is a highly complex infrastructure
[1:58:34]
undertaking that involves coordination
[1:58:36]
across multiple jurisdictions,
[1:58:39]
agencies and funding sources in
[1:58:40]
addition to addressing significant
[1:58:41]
education requirements. Public works
[1:58:45]
and of city
[1:58:46]
manager's office have collaborated closely
[1:58:49]
to advance this project. However,
[1:58:54]
with my
[1:58:55]
expanded oversight responsibilities
[1:58:56]
to include the finance department
[1:58:57]
and communications, there
[1:58:59]
is a need to adjust resources and secure
[1:59:00]
project management
[1:59:02]
support to assist the public for team
[1:59:08]
the agreement will provide the team
[1:59:11]
with additional resources and expertise
[1:59:15]
to ensure the successful progression
[1:59:18]
of the initiative.
[1:59:22]
grable and scott is a professional

consulting term with more than 40
[1:59:25]
years specializing in transportation
[1:59:27]
and collaborating with regional agencies
[1:59:30]
and getting addressing
[1:59:31]
complex mitigation efforts. The firm
[1:59:33]
has significant
[1:59:36]
experience with hctz
[1:59:39]
-- a.c.t.s . Notably
[1:59:41]
the principal is a former deputy executive director
[1:59:45]
of the implementing agency for
[1:59:46]
the dublin boulevard extension project
[1:59:48]
and brings
[1:59:51]
invaluable expertise
[1:59:53]
having led the team currently overseeing
[1:59:54]
the project.
[1:59:57]
building on
[1:59:58]
the expertise and leadership, the
[2:00:00]
portfolio projects demonstrate their ability
[2:00:03]
on similar initiative.
[2:00:06]
a few that I
[2:00:08]
have called out were listed on the screen.
[2:00:09]
the union city lakes project.
[2:00:12]
state route 92.
[2:00:15]
the white street interchange project.
[2:00:18]
san mateo express lanes and city
[2:00:21]
of hayward. This concludes the staff presentation.
[2:00:24]
we are available for questions
[2:00:27]
as well as a consultant who has joined
[2:00:28]
us
[2:00:30]
this evening.
[2:00:31]
>> thank you very much.
[2:00:33]
do we have questions?
[2:00:36]
>>
[2:00:39]
I am going to keep with my
[2:00:41]
theme of ceqa for a couple more minutes.
[2:00:44]
this project, the dublin boulevard
[2:00:45]
extension project is
[2:00:48]
undergoing extensive ceqa? Correct?
[2:00:53]
>> that is correct. The process was completed
[2:00:54]
a few
[2:00:57]
years ago.
[2:00:58]
>>
[2:01:00]
any future development on
[2:01:02]
any of these parcels the road will
[2:01:03]
go through would also be subject
[2:01:05]
to additional regardless of the road itself?
[2:01:08]
development projects would be required
[2:01:09]
to go through
[2:01:12]
as well?
[2:01:18]
but none of that is what we are talking
[2:01:19]
about. I'm trying
[2:01:20]
to clarify for the public that has
[2:01:21]
been concerned that
[2:01:24]
they are tying this together
[2:01:27]
with the lack of for insufficient
[2:01:30]
ceqa . The roadway
[2:01:33]
itself has had quite significant
[2:01:36]
ceqa. Part of what we are asking
[2:01:39]
is to help us with the implementation
[2:01:42]
of some of the measures that
[2:01:44]
were identified. Is that correct?
[2:01:45]
>> that
[2:01:48]
is correct.
[2:01:49]
>> thank you.
[2:01:51]
to further separate with what we are
[2:01:52]
trying
[2:01:54]
to do tonight is that no actual development
[2:01:56]
is contemplated. If down the line
[2:02:00]
council took some action to annex
[2:02:03]
that parcel into dublin
[2:02:05]
and further action was taken to rezone
[2:02:06]
any of
[2:02:09]
that property and we eventually
[2:02:14]
allowed some limited development that
[2:02:15]
would also be subject to
[2:02:18]
ceqa .
[2:02:19]
>>
[2:02:24]
that is correct.
[2:02:25]
>> thank you.
[2:02:30]
I have no other questions at
[2:02:32]
the moment.
[2:02:33]
>> easy questions for
[2:02:34]
you. I think we all understand
[2:02:36]
your resource constrained
[2:02:39]
and that is why you decided to seek
[2:02:42]
consulting services.
[2:02:45]
that makes a lot of sense. I would
[2:02:46]
like
[2:02:47]
to understand, maybe you can provide
[2:02:48]
me with a little more color.
[2:02:50]
you certainly have a great resume.
[2:02:51]
they have been involved in
[2:02:54]
a lot of like projects.
[2:02:56]
what was the process you went through
[2:02:58]
in determining
[2:03:01]
that
[2:03:03]
this was where you wanted to go. Did
[2:03:06]
you talk to anybody else? How are
[2:03:07]
we
[2:03:10]
getting to this point?
[2:03:11]
>> this
[2:03:13]
is all a product of
[2:03:15]
timing. I became city manager in a over.
[2:03:19]
the deputy director retired
[2:03:22]
in december and went
[2:03:25]
to work for this firm
[2:03:28]
which
[2:03:29]
has done countless large transportation
[2:03:30]
and infrastructure projects. I have reassigned
[2:03:36]
hazel and given her larger duties
[2:03:37]
in the
[2:03:39]
organization related to finance and
[2:03:41]
communications. Looking at what I'm
[2:03:43]
expected to deliver on , one of
[2:03:45]
the projects is the dublin boulevard extension.
[2:03:49]
I believe the
[2:03:52]
project needs
[2:03:56]
more resources. It made sense with
[2:03:58]
the timing
[2:04:00]
of everything happening that we could
[2:04:01]
take someone who
[2:04:02]
has recently worked on the project
[2:04:04]
who has
[2:04:06]
the relationships with the property owners
[2:04:09]
and understands mitigation efforts
[2:04:10]
and worked on
[2:04:12]
the road when he was employed here
[2:04:13]
for the city of
[2:04:15]
dublin. That is the perfect fit for
[2:04:16]
us. I wanted
[2:04:19]
to
[2:04:20]
take advantage of the timing and get
[2:04:22]
him on board.
[2:04:28]
the city of dublin will not be
[2:04:29]
his only client. This will be one
[2:04:31]
of his many projects. Can be
[2:04:33]
honest and say I do not know how much
[2:04:34]
we are going to use
[2:04:35]
him. We have a three-year contract
[2:04:39]
he will certainly take over the duties
[2:04:42]
hazel had. He will coordinate with
[2:04:43]
the
[2:04:46]
property owners
[2:04:48]
. My primary purpose is to deliver
[2:04:52]
this project.
[2:04:58]
I expect him to be a resource
[2:04:59]
in helping them do that also.
[2:05:00]
>> that
[2:05:01]
is a good segue
[2:05:02]
to my next question. There's a three-year
[2:05:04]
term in this agreement.
[2:05:06]
the amount one could say in relation
[2:05:09]
to the whole amount we will be spending
[2:05:10]
on the
[2:05:13]
project evidently, it is small but meaningful
[2:05:16]
. It made me focus on the contract
[2:05:19]
itself. How do we ensure that
[2:05:22]
gary
[2:05:23]
or whomever will be working on this
[2:05:25]
is meeting certain
[2:05:28]
goals along that ?
[2:05:31]
there is no
[2:05:34]
evaluation. Are you
[2:05:36]
starting to think about metrics? Goals
[2:05:40]
and achievements?
[2:05:42]
how do we hold them to making sure
[2:05:43]
they
[2:05:45]
are successful in meeting your goals
[2:05:46]
so the money is
[2:05:49]
well spent?
[2:05:50]
>>
[2:05:51]
my expectation is we deliver on the
[2:05:52]
schedule we showed you tonight.
[2:05:57]
some of those things take a really
[2:05:58]
long time to work out because
[2:05:59]
you are dealing with property owners.
[2:06:01]
regulatory agencies are not easy to
[2:06:04]
work with. He saw the
[2:06:06]
amount of time it took us to work
[2:06:07]
with the bicycle and pedestrian
[2:06:08]
group to ensure they are happy with
[2:06:10]
the project. This
[2:06:12]
is really long-term in nature. As
[2:06:13]
long as we
[2:06:15]
are sticking to the schedule I'm satisfied
[2:06:16]
we are getting the
[2:06:19]
work done. I expect that between us
[2:06:20]
we
[2:06:21]
will continue to work closely both
[2:06:22]
with the
[2:06:25]
public
[2:06:26]
works amnesty resource to be sure
[2:06:28]
we stay on track
[2:06:33]
>> so you will set up some kind of
[2:06:34]
a plan with
[2:06:37]
specific goals and achievements?
[2:06:40]
>> it will be similar
[2:06:43]
to the plan hazel had for
[2:06:46]
the project. We
[2:06:48]
are not going to change the approach.
[2:06:49]
we are just adding resources.
[2:06:52]
>> with the understanding things shift
[2:06:53]
but
[2:06:54]
something that moves along. You are
[2:06:55]
monitoring the process.
[2:06:57]
no further questions at this point.
[2:07:01]
>> thank
[2:07:04]
you. I just have two questions . Most
[2:07:05]
of the
[2:07:07]
other questions I had have already
[2:07:10]
been answered. You mentioned the
[2:07:13]
ceqa analysis regarding
[2:07:16]
dublin boulevard extension and
[2:07:21]
could you give us some timing in terms
[2:07:22]
of when that was
[2:07:25]
last conducted?
[2:07:28]
>> I think it
[2:07:31]
was around 2019. The preliminary design
[2:07:34]
started around 2016 that
[2:07:37]
was followed by
[2:07:40]
work on the environmental phase of
[2:07:41]
the project
[2:07:43]
and more recently we also did clearance
[2:07:44]
of
[2:07:46]
the project.
[2:07:47]
>> okay.
[2:07:49]
next question is probably an
[2:07:51]
easy one but to kind of highlight
[2:07:52]
this project
[2:07:55]
in relation
[2:07:58]
to the open space initiative,
[2:08:00]
could you just add some context or
[2:08:01]
color to that?
[2:08:04]
>>
[2:08:06]
the project itself has little to do
[2:08:07]
with
[2:08:10]
the open space initiative.
[2:08:12]
what the open space initiative said
[2:08:13]
was in a certain time we
[2:08:16]
would study whether
[2:08:19]
the area that is currently in unincorporated
[2:08:20]
alameda county
[2:08:22]
would help fund the extension. That's
[2:08:24]
how they are related. I do not have
[2:08:25]
any direction
[2:08:28]
from the city council
[2:08:31]
. I have not been in front of you
[2:08:33]
to start analyzing that option. When
[2:08:34]
we do that it will
[2:08:36]
be in collaboration with livermore
[2:08:37]
and we will
[2:08:40]
conduct that process in an open and
[2:08:43]
transparent fashion.
[2:08:46]
>> my last question is just around
[2:08:47]
the cost
[2:08:50]
. I'm just trying to
[2:08:51]
reconcile the total amount, total
[2:08:53]
estimated amount
[2:08:56]
is $153 million.
[2:08:59]
if I understand correctly the
[2:09:02]
city funds have $76 million. The
[2:09:04]
remainder would come from future grants for
[2:09:08]
what are
[2:09:11]
you thinking in terms of that?
[2:09:15]
>> the shares $126 million which leaves
[2:09:17]
us with rough the
[2:09:18]
about $50 million that would need
[2:09:20]
to be identified
[2:09:23]
through other sources
[2:09:28]
transportation development fees only
[2:09:29]
cover
[2:09:31]
$76 million there's 26 point $5 million
[2:09:35]
within that $153.6 million
[2:09:38]
. That is dependent,
[2:09:41]
it assumes
[2:09:44]
that portion of the roadway and county
[2:09:47]
land stays in the county .
[2:09:50]
>> okay. The idea
[2:09:54]
is to identify those funding sources
[2:09:56]
and have that all
[2:09:59]
lined up?
[2:10:00]
>>
[2:10:01]
that is correct.
[2:10:02]
>> thank you. John,
[2:10:03]
do you have questions?
[2:10:05]
>> no further comment from
[2:10:07]
me. I am satisfied with the update.
[2:10:10]
>> I do have a few questions here.
[2:10:11]
I heard
[2:10:14]
comments about
[2:10:17]
four lanes and six lanes. I also hurt things
[2:10:23]
up why we would choose to do six
[2:10:25]
lanes. Part of the reason is we want
[2:10:26]
to have
[2:10:29]
bike lanes
[2:10:31]
and pedestrian lanes so we have a
[2:10:32]
better chance to
[2:10:33]
gather funding. Can you elaborate
[2:10:35]
on that?
[2:10:38]
>> the six lanes
[2:10:40]
is vehicular lanes within the city
[2:10:44]
of dublin up to the intersection
[2:10:46]
. That has been identified through the
[2:10:50]
ceqa process and the environmental
[2:10:53]
traffic analysis that was
[2:10:54]
done as part of previous studies.
[2:10:56]
than the
[2:10:59]
road narrows to four lanes
[2:11:01]
in the unincorporated alameda county
[2:11:02]
portion
[2:11:05]
as well as towards livermore.
[2:11:08]
I do want to emphasize it's not just
[2:11:09]
vehicular
[2:11:11]
lanes. There is a bike
[2:11:13]
path included in the design and being
[2:11:14]
planned as part
[2:11:17]
of the project. The reason
[2:11:19]
design changes I referred to in response
[2:11:20]
to
[2:11:23]
comments include
[2:11:26]
the change from having class
[2:11:29]
ii bike lanes to protect the
[2:11:32]
likely in san intersection
[2:11:34]
. That was done to make it better
[2:11:38]
in terms of
[2:11:41]
the multimodal connectivity to position
[2:11:44]
ourselves better for funding.
[2:11:45]
>>
[2:11:47]
I would just
[2:11:48]
want to point that out. Another thing
[2:11:50]
is this road
[2:11:56]
has been here for 30 years.
[2:11:59]
it was livermore was always a great
[2:12:02]
extension project. Yesterday we
[2:12:05]
received a letter from the mayor
[2:12:08]
of livermore. I have this
[2:12:11]
in front of me. He said,
[2:12:13]
the city of dublin and livermore have
[2:12:14]
been working collaboratively
[2:12:17]
for a number of years
[2:12:19]
on the dublin boulevard extension
[2:12:20]
project. Livermore
[2:12:23]
is working with us,
[2:12:26]
collaboratively on
[2:12:29]
this project.
[2:12:32]
with that said, that is all
[2:12:34]
my questions. We will open public comments.
[2:12:38]
>> I do have
[2:12:41]
speaker, surely lewandowski.
[2:12:44]
>> please go ahead.
[2:12:50]
>> back again.
[2:12:56]
I understand this topic was not really
[2:12:59]
about measure ii but I'm taking advantage
[2:13:01]
of the fact that you mentioned that.
[2:13:05]
wanted it noted and recorded
[2:13:07]
for the sake of the public to remind them
[2:13:10]
and let them be aware that there is
[2:13:11]
pending litigation on
[2:13:14]
measure ii . I
[2:13:17]
wanted to make sure that
[2:13:20]
was recorded in the public is aware
[2:13:21]
that the
[2:13:22]
effort is still moving forward.
[2:13:23]
>>
[2:13:24]
we will close
[2:13:26]
. Thank
[2:13:28]
you for the public comment. Let's
[2:13:29]
come back to
[2:13:32]
any additional comments or questions?
[2:13:35]
>> is this for discussion purposes?
[2:13:41]
>> if I may lead off.
[2:13:47]
I am very
[2:13:49]
much in favor of ringing in a consultant.
[2:13:50]
it makes a
[2:13:53]
lot of sense
[2:13:56]
. I know how
[2:13:59]
hard the city works . They have a
[2:14:00]
lot
[2:14:02]
of responsibilities and they are
[2:14:05]
resource constrained. I think
[2:14:08]
the term of the agreement, the amount
[2:14:09]
is
[2:14:11]
high. I am not against it but I would
[2:14:12]
like to
[2:14:14]
see maybe a little more oversight
[2:14:15]
into
[2:14:17]
so that . I would like to make a proposal that
[2:14:20]
we have annual reviews of this
[2:14:26]
what that
[2:14:30]
does is measures
[2:14:33]
progress.
[2:14:36]
the services that
[2:14:37]
are going to be provided here are
[2:14:39]
very critical. It's a
[2:14:41]
very complex situation. I would advocate for
[2:14:47]
making sure that the goals are achieved
[2:14:48]
. I do
[2:14:51]
not see any issue in my head
[2:14:53]
with coming back once year and looking
[2:14:56]
at that and extending the contract.
[2:15:00]
you see
[2:15:01]
these and other contracts also. You
[2:15:02]
have a commitment amount but you also
[2:15:03]
have
[2:15:05]
renewal within. It's not uncommon.
[2:15:06]
that
[2:15:08]
is what I would propose . Something
[2:15:12]
like that.
[2:15:17]
>> we do that where we have an initial
[2:15:18]
term
[2:15:19]
and then we have an additional extension
[2:15:21]
with the option to extend
[2:15:23]
we usually don't have one year for
[2:15:27]
consulting contract on a project
[2:15:30]
this side --this size. This
[2:15:33]
is a not to exceed contract
[2:15:39]
. I am actually
[2:15:40]
comfortable with the way it is. I
[2:15:42]
do not want to burden staff with
[2:15:44]
having to do additional . I believe
[2:15:45]
we
[2:15:48]
have oversight because it is task
[2:15:51]
based and not
[2:15:54]
an open-ended contract where
[2:15:57]
we have tons
[2:15:59]
of just go work because the scope
[2:16:00]
of work is quite detailed
[2:16:03]
with specific tasks and
[2:16:05]
additional possible as needed tasks
[2:16:09]
that are also under the cat.
[2:16:11]
I am comfortable with the way it is.
[2:16:12]
I think we
[2:16:15]
have a some sufficient
[2:16:17]
oversight. We can ask at any time
[2:16:24]
how much we have spent
[2:16:28]
>> I cannot support that.
[2:16:30]
>> more comments?
[2:16:35]
>> I appreciate your comments. I am
[2:16:36]
happy to come back to the
[2:16:38]
city council. I would like to be in
[2:16:39]
front
[2:16:41]
of you more often with this project.
[2:16:44]
if it is a question of being back
[2:16:45]
in front of
[2:16:48]
you after a year
[2:16:49]
and explaining what everybody worked
[2:16:51]
on and the progress we made
[2:16:54]
in putting the I have no problem
[2:16:57]
with that.
[2:16:58]
>> I am
[2:17:00]
a big proponent of hiring
[2:17:02]
consultants when needed. I'm also
[2:17:03]
a big opponent
[2:17:06]
of key performance indicators
[2:17:08]
. Having the regular check-in and
[2:17:09]
status of dates
[2:17:12]
on a project of this magnitude,
[2:17:14]
I think it's important to get that
[2:17:15]
visibility and
[2:17:18]
line of sight. It
[2:17:21]
sounds like it is a new vendor
[2:17:24]
. I think just given that
[2:17:29]
and the importance of the project
[2:17:30]
and seeing it
[2:17:32]
to fruition I think the chickens are
[2:17:33]
a great idea.
[2:17:36]
>> john, any comments?
[2:17:39]
>> no.
[2:17:42]
I do have some operational thought
[2:17:46]
I can refer that to colleen later
[2:17:48]
but I am
[2:17:51]
a 17 year consultant myself so I
[2:17:52]
understand how these things go so
[2:17:54]
I do not
[2:17:57]
object to any of the
[2:18:00]
comments made.
[2:18:02]
>> thank you. I also appreciate how
[2:18:03]
the city operates.
[2:18:06]
we do use a lot
[2:18:08]
of great consultants who share their
[2:18:09]
expertise with
[2:18:12]
us. Actually,
[2:18:15]
I think in some ways it's a very efficient
[2:18:16]
way to
[2:18:18]
do the work
[2:18:21]
. I
[2:18:23]
know that many cities have when wearing police
[2:18:27]
then we would have for the
[2:18:30]
same size of population but
[2:18:33]
we were able to manage our
[2:18:36]
city expenses through
[2:18:38]
the very great way using consultant
[2:18:42]
and contractors and
[2:18:45]
we were able to operate very efficiently
[2:18:46]
and
[2:18:48]
I feel comfortable
[2:18:51]
with what we have today and I also appreciate
[2:18:53]
you want to bring in this project
[2:19:00]
once a year. I appreciate
[2:19:02]
that. With that said I will look for
[2:19:03]
the motion
[2:19:07]
>> the motion would be with
[2:19:09]
the addition.
[2:19:10]
>> can we
[2:19:12]
add this? Who wants to do
[2:19:15]
a motion.
[2:19:16]
>> I
[2:19:17]
will make the motion that we add annual reviews
[2:19:24]
to the amendment
[2:19:27]
as stated
[2:19:32]
that is really at. We can determine
[2:19:33]
how it is going to
[2:19:35]
be annual evaluation and progress.
[2:19:39]
>> madam mayor,
[2:19:42]
the motion is to move the staff recommendation
[2:19:43]
with
[2:19:45]
that addition .
[2:19:46]
>> exactly.
[2:19:48]
>> we have a motion and
[2:19:51]
second. What avitable call.
[2:19:54]
>> councilmember morada . >> aye.
[2:19:57]
>>
[2:19:58]
councilmember mccorriston.
[2:19:59]
>> aye.
[2:20:00]
>> councilmember
[2:20:03]
josey.
[2:20:04]
>> aye. >>
[2:20:06]
vice mayor qaadri.
[2:20:07]
>> aye. >>
[2:20:10]
mayor hu.
[2:20:11]
>> aye .
[2:20:13]
the measure
[2:20:16]
passes unanimously. Next item
[2:20:19]
the army 250 anniversary
[2:20:22]
celebration
[2:20:31]
in collaboration
[2:20:34]
with camp parks.
[2:20:40]
>>
[2:20:44]
that evening, once again. The recreation
[2:20:45]
coordinator with the parks and community
[2:20:48]
services department. I am here to
[2:20:49]
present the 250th
[2:20:51]
anniversary celebration event held
[2:20:52]
in collaboration with
[2:20:53]
parks reserve force training area
[2:20:55]
known as
[2:20:58]
camp parks.
[2:21:04]
the event will be saturday, june
[2:21:07]
14, 2025 which is the
[2:21:08]
actual date of the army's 250th anniversary
[2:21:10]
from 10:00 a.m. To
[2:21:13]
3:00 p.m.
[2:21:15]
the purpose of the event is to honor
[2:21:16]
the service
[2:21:19]
and sacrifice of the u.s. Army
[2:21:20]
, celebrate the history and traditions
[2:21:22]
of the military, foster
[2:21:24]
community spirit among residents, veterans,
[2:21:28]
and military personnel.
[2:21:30]
encourage public engagement and awareness
[2:21:33]
in the military role in the history
[2:21:35]
of supporting and safeguarding freedoms
[2:21:37]
and highlight the importance
[2:21:40]
of camp parks
[2:21:41]
in dublin. The event will be open
[2:21:43]
to all including
[2:21:46]
active military, residents,
[2:21:48]
and the entire tri-valley. We will
[2:21:49]
highlight the
[2:21:52]
important relationship
[2:21:54]
between camp parks and the city of dublin.
[2:21:55]
the
[2:21:57]
celebration will be filled with ceremony on
[2:21:58]
historical elements.
[2:22:01]
that is
[2:22:04]
followed by a 250th birthday cake cake
[2:22:07]
cutting featured with the
[2:22:09]
youngest and oldest soldier present together.
[2:22:16]
attendees will also
[2:22:18]
enjoy drill team performances, uniforms
[2:22:19]
and a
[2:22:22]
variety of display showcasing
[2:22:24]
historical military vehicles over
[2:22:25]
at
[2:22:28]
the park.
[2:22:30]
the event is designed to be family-friendly,
[2:22:32]
offering activities that will educate
[2:22:36]
and entertain of all ages. Someone
[2:22:37]
include carnival games,
[2:22:40]
face painting, rockclimbing,
[2:22:42]
bounce houses. Demonstrations for
[2:22:43]
the children
[2:22:46]
and military display is.
[2:22:47]
additionally we will have several
[2:22:52]
booths to provide resources and give
[2:22:53]
community
[2:22:55]
members a chance to engage
[2:22:56]
with organizations that support military
[2:22:58]
personnel and veterans.
[2:23:01]
there will be
[2:23:02]
a variety of food and beverage vendors
[2:23:04]
offering meals and snacks for purchase.
[2:23:06]
it is not a party without music. The
[2:23:07]
celebration
[2:23:09]
will feature the 191st army band that
[2:23:10]
will provide
[2:23:11]
live entertainment through the event.
[2:23:16]
five and drummers will
[2:23:18]
entertain guests as they explore the
[2:23:19]
park. As
[2:23:21]
previously mentioned, this will be
[2:23:24]
joint effort. Camp parks will contribute
[2:23:28]
by helping to organize many
[2:23:29]
of the family oriented act entities
[2:23:31]
providing resources
[2:23:35]
and supporting the ceremonial and
[2:23:37]
historic components. The city
[2:23:40]
will take the lead in managing the
[2:23:41]
overall
[2:23:43]
exit mission including securing contract services
[2:23:46]
as outlined in the report,
[2:23:49]
obtaining necessary
[2:23:50]
permits and supporting the marketing
[2:23:52]
and promotional efforts.
[2:23:54]
thank you for your time. Any questions?
[2:23:58]
>> thank you. Any questions?
[2:24:04]
>>
[2:24:07]
I looked at
[2:24:10]
the data on here. I am very
[2:24:13]
supportive of this. I
[2:24:15]
think it is perfect. The venue is
[2:24:16]
perfect. I was wondering if you could
[2:24:19]
comment on the budget for this . Some
[2:24:22]
of this seems high. Maybe
[2:24:25]
you can give
[2:24:27]
a little my cover. Staff can give
[2:24:28]
a little more color
[2:24:31]
on the expectations.
[2:24:34]
>> of
[2:24:37]
course. As you saw,
[2:24:40]
a majority of the cost will go
[2:24:43]
to tenting and staging services we
[2:24:46]
need to bring into the park.
[2:24:48]
don bittle park does not have a lot
[2:24:49]
of shade. Given
[2:24:52]
that the event is in june it gets hot.
[2:24:55]
we will be bringing in large tents
[2:24:56]
to
[2:24:58]
vote --so folks can
[2:25:00]
enjoy the event comfortably. Stages
[2:25:01]
for the performers
[2:25:04]
and the ceremonies . Sound services,
[2:25:07]
like that as well as security
[2:25:10]
when we ring in large generators and
[2:25:13]
equipment acted
[2:25:15]
set up the night before. We like to
[2:25:16]
be sure that is
[2:25:18]
secure. So when we arrive everything
[2:25:19]
is where we left it.
[2:25:20]
>> if I
[2:25:22]
could add to that,
[2:25:25]
there are some padding in
[2:25:27]
the budget. We want to be sure we
[2:25:28]
have enough for what we want
[2:25:32]
to do and we
[2:25:33]
did leave some room. We've never really
[2:25:35]
done one of these
[2:25:36]
one off celebrations. We've always
[2:25:38]
just had
[2:25:40]
the big two events. I do not expect
[2:25:41]
we will spend
[2:25:44]
that much. Really,
[2:25:47]
the biggest expense like
[2:25:49]
lauren indicated his shade, set up,
[2:25:53]
there's no electrical out there. We
[2:25:54]
have to sort of create something out
[2:25:56]
of nothing. We do
[2:25:59]
the same for splatter.
[2:26:02]
that is three times as expensive
[2:26:05]
and longer in duration. We did
[2:26:08]
not really know
[2:26:10]
how this was going to go . We are
[2:26:13]
still flushing it out . It is certainly
[2:26:14]
not going to
[2:26:16]
go over 50. We thought it is appropriate.
[2:26:21]
you don't have a 250th birthday party
[2:26:23]
every year.
[2:26:25]
you have one every 250 years. It is
[2:26:26]
a cushion
[2:26:29]
budget.
[2:26:30]
>> I appreciate the analysis.
[2:26:38]
>> thank you for
[2:26:39]
the presentation. The question is,
[2:26:41]
how much
[2:26:44]
of this
[2:26:45]
do you think will go towards this
[2:26:47]
particular event.
[2:26:58]
a bulk of those activities will be
[2:26:59]
held on
[2:27:01]
that one. Some of the more ceremonial aspects
[2:27:05]
except
[2:27:08]
for that
[2:27:13]
. The historical vehicles will be
[2:27:14]
held through the
[2:27:17]
picnic areas. We plan to use the whole park.
[2:27:20]
>> perfect. I was going
[2:27:23]
to make a comment
[2:27:32]
that it seemed low.
[2:27:33]
I am excited about the partnership.
[2:27:35]
I am excited about
[2:27:38]
the event itself. I
[2:27:39]
hope you have parking considering
[2:27:41]
we have
[2:27:44]
the
[2:27:47]
bridge opened.
[2:27:48]
>> I know that
[2:27:50]
john has questions.
[2:27:53]
>> yes. Think you. This
[2:27:56]
is exciting. My grandfather is a
[2:27:59]
for me army
[2:28:02]
--former army veteran of this
[2:28:04]
is amazing. A few questions with regard
[2:28:05]
to public safety.
[2:28:08]
the first one being the parking
[2:28:10]
lot can accommodate only so many. I
[2:28:14]
presume part of those spaces will
[2:28:15]
be taken
[2:28:16]
up by trucks delivering or trucks
[2:28:17]
that have to unload.
[2:28:29]
there are complaints around the parking spots
[2:28:32]
being taken . Is that walked to
[2:28:35]
the event or make a healthy event
[2:28:38]
. Can you share thoughts
[2:28:41]
on that?
[2:28:43]
>> similar to how we handle that because
[2:28:44]
don
[2:28:47]
bittle park is so close we
[2:28:50]
can partner with
[2:28:59]
b.a.r.t. Encouraging folks
[2:29:02]
to take b.a.r.t. .
[2:29:05]
we can also notify
[2:29:10]
that we will be utilizing the space
[2:29:14]
to expect additional
[2:29:17]
traffic. We work with dublin police
[2:29:23]
services to make sure that we
[2:29:24]
are not overbooking anything.
[2:29:25]
>> thank
[2:29:26]
you. One more question and then
[2:29:29]
--
[2:29:31]
given what happened in new orleans
[2:29:35]
, what are your thoughts around
[2:29:38]
remediating
[2:29:41]
or that something like that could
[2:29:42]
happen
[2:29:44]
to mark
[2:29:45]
>> again, prior to
[2:29:47]
every large event I meet
[2:29:49]
with dublin police services to look
[2:29:50]
over traffic plans,
[2:29:53]
event layouts, we are
[2:29:56]
briefed on attendance expectations
[2:29:59]
and we work with them to make
[2:30:02]
sure that we do plan to have them
[2:30:05]
on site. Public safety is always number one
[2:30:08]
when it comes to our events?
[2:30:14]
>> any thoughts on
[2:30:16]
barriers we would put to the road
[2:30:17]
or sidewalk?
[2:30:18]
>> we
[2:30:19]
will take all precautions into consideration.
[2:30:23]
>> I see the chief
[2:30:26]
standing up . I do not think
[2:30:28]
we have discussed that yet. We will
[2:30:29]
when we get the final layout.
[2:30:32]
here he comes.
[2:30:35]
>> I am in trouble.
[2:30:38]
>> we have
[2:30:42]
access to numerous heavy-duty vehicle
[2:30:44]
barricades to use for the event to
[2:30:48]
mitigate any vehicular threat.
[2:30:51]
>> okay. Chief,
[2:30:53]
as we get closer to the date we will
[2:30:55]
have you provided a date on what that
[2:30:57]
would look like.
[2:31:00]
>> I
[2:31:01]
can do that.
[2:31:02]
>> thank you. Last question
[2:31:03]
the history of
[2:31:06]
camp parks is not solely army.
[2:31:07]
we have multiple services that have
[2:31:09]
in part
[2:31:12]
of camp parks. The anniversary for
[2:31:15]
the navy is october 13,
[2:31:18]
1775. Is there something similar
[2:31:21]
being requested from the navy
[2:31:24]
because of their affiliation?
[2:31:29]
>> we have not been approached for
[2:31:30]
anything
[2:31:33]
other than this event in june.
[2:31:38]
>> thank you. No further questions.
[2:31:39]
>>
[2:31:41]
thank you. Thank you all the great comments
[2:31:45]
. I do have a few questions. How
[2:31:48]
many people do you expect will attend
[2:31:49]
this
[2:31:51]
event
[2:31:52]
>>
[2:31:54]
>> as with any brand-new event,
[2:31:56]
it is hard to anticipate in advance.
[2:32:00]
based on the
[2:32:01]
marketing efforts it will be similar
[2:32:03]
to what we do with splatter
[2:32:06]
or saint pats. The more the merrier
[2:32:09]
as opposed to
[2:32:12]
just advertising
[2:32:15]
to residents. We will do our own marketing efforts
[2:32:18]
to active military and veterans
[2:32:21]
. We anticipate large numbers.
[2:32:24]
>> excellent. Another question I
[2:32:26]
have, this is a very important part
[2:32:33]
the army ,
[2:32:36]
our history.
[2:32:39]
I want to ask,
[2:32:42]
are there any specific
[2:32:45]
history related
[2:32:51]
--any activities like that planned?
[2:32:57]
>> yes. In the meetings I
[2:32:58]
have had thus far we have discussed
[2:33:00]
having informational booths that
[2:33:03]
focus specifically on what camp
[2:33:06]
parks does as well
[2:33:08]
as working with the city historian
[2:33:09]
and all of that
[2:33:12]
to ensure that we are
[2:33:15]
accurately
[2:33:16]
representing and celebrating the history.
[2:33:20]
>> I am really excited for this event.
[2:33:21]
we want to
[2:33:24]
see how this goes
[2:33:26]
and maybe possibly to think something
[2:33:30]
for an event
[2:33:32]
like splatter, the parade or something
[2:33:36]
. That is what I
[2:33:39]
am thinking.
[2:33:42]
>> we are thinking about all kinds
[2:33:45]
of different ways to celebrate . Especially
[2:33:46]
on
[2:33:47]
our mind is cultural events. You expect
[2:33:48]
dave report
[2:33:51]
back on that so we can talk about event
[2:33:53]
as we approach them during that item.
[2:33:54]
>>
[2:33:57]
thank you. Now do we have
[2:34:00]
public comments on this?
[2:34:03]
>> I have no speaker slips for this
[2:34:06]
item.
[2:34:07]
>> any additional comments?
[2:34:12]
>>
[2:34:15]
other than
[2:34:18]
this venue previously was not ready
[2:34:19]
for prime
[2:34:21]
time and now it is.
[2:34:22]
>> motion?
[2:34:24]
>> this is informational. We do not
[2:34:26]
need a motion.
[2:34:27]
>> perfect. Thank you
[2:34:28]
so much. With that said,
[2:34:30]
we have finished
[2:34:36]
the unfinished business.
[2:34:39]
we have
[2:34:42]
no new
[2:34:44]
business. We will come to item 9,
[2:34:48]
city council and city manager reports.
[2:34:49]
>> I
[2:34:50]
just want to highlight that alameda
[2:34:51]
county fire department has sent
[2:34:54]
27 people to assist with
[2:34:57]
the situation in
[2:34:59]
los angeles county. I have been talking
[2:35:00]
to the chief
[2:35:02]
. We are still fully operational and
[2:35:03]
staffed. I just want the
[2:35:06]
community to be aware that we
[2:35:08]
are assisting where we can but we
[2:35:09]
remain safe
[2:35:12]
. We have heard all the comments
[2:35:15]
from the community and we will be
[2:35:16]
back
[2:35:17]
in front of you with the fire chief
[2:35:18]
to talk
[2:35:20]
about how we might respond to something similar.
[2:35:22]
that is
[2:35:25]
all that I have.
[2:35:26]
>> thank
[2:35:28]
you so much. John, do you
[2:35:30]
want to give an update on what happened
[2:35:31]
in the past
[2:35:34]
several weeks
[2:35:36]
and what is the future events for you?
[2:35:40]
>>
[2:35:41]
certainly. I would be happy to. Thank
[2:35:43]
you for the opportunity.
[2:35:45]
first of all, happy new year to everyone
[2:35:46]
I apologize
[2:35:49]
I'm not there in person.
[2:35:51]
my past week was actually getting
[2:35:54]
to attend the aba energy committee
[2:35:57]
. That was very informational. I was not
[2:36:00]
on any particular subcommittee at
[2:36:04]
but I was able
[2:36:05]
to participate and listen in. Tomorrow
[2:36:07]
is the
[2:36:08]
official board meeting where I will
[2:36:10]
be sworn in
[2:36:13]
so that is really it
[2:36:16]
in terms of commissions. I would
[2:36:17]
like to simply state my gratitude
[2:36:19]
and thanks to
[2:36:21]
city staff for assisting me in on boarding
[2:36:24]
and all the questions that I asked
[2:36:27]
. Thank you so much. I really appreciate
[2:36:29]
everything you do so thank you again.
[2:36:34]
that
[2:36:36]
is it.
[2:36:37]
>> thank you, john. We will
[2:36:38]
look at
[2:36:43]
councilmember josey.
[2:36:44]
>>
[2:36:46]
I wanted to thank
[2:36:47]
councilmember mccorriston for attending
[2:36:49]
in my absence last thursday. A
[2:36:51]
lot of good things going on. Some
[2:36:52]
grant
[2:36:55]
funding opportunities
[2:36:56]
for nonprofits and other organizations
[2:36:58]
in the area
[2:37:00]
for food waste recovery and other opportunities.
[2:37:04]
if we have anybody listening
[2:37:07]
wants to explore those
[2:37:09]
they can look on the website or contact me.
[2:37:13]
the committee meeting is ongoing
[2:37:17]
and the tri-valley transportation
[2:37:18]
commission meeting is coming up.
[2:37:19]
>>
[2:37:21]
thank you. Councilmember mccorriston
[2:37:26]
>> not a lot to report.
[2:37:28]
stop waste,
[2:37:30]
I will let you talk about the services
[2:37:34]
that we all attended.
[2:37:40]
next week will be a little bit
[2:37:43]
easy for me.
[2:37:46]
>>
[2:37:47]
vice mayor qaadri.
[2:37:48]
>> happy new year's
[2:37:49]
everyone, happy lunar
[2:37:50]
new year for those who celebrate.
[2:37:52]
one big item
[2:37:54]
which was the mosquito abatement district
[2:37:58]
meeting . That was a
[2:38:00]
lot of fun. I will let you talk about
[2:38:01]
the celebration
[2:38:04]
of life for our first mayor.
[2:38:05]
>> happy
[2:38:07]
new year. It has been
[2:38:09]
a busy start of 2025. I would like
[2:38:10]
to share
[2:38:13]
a few of dates. We do have a mayors
[2:38:16]
conference that is once a month
[2:38:19]
for mayors and city managers
[2:38:22]
to get together.
[2:38:24]
we had that in hayward last week.
[2:38:25]
we also
[2:38:28]
had the mayors report with tv 30
[2:38:31]
that is about every
[2:38:34]
two weeks.
[2:38:37]
if
[2:38:39]
you tune into the tv you can see the
[2:38:40]
mayors report.
[2:38:46]
also board meetings once
[2:38:49]
a month. I have already attended
[2:38:52]
two board meetings
[2:38:55]
so we talked about at the
[2:38:57]
last meeting we talked about high
[2:38:58]
school students,
[2:39:01]
how they
[2:39:03]
heart and with the industries to gather professional
[2:39:04]
experience. Last week,
[2:39:07]
it's a topic that many
[2:39:10]
of us the city
[2:39:12]
manager and councilmember mccorriston
[2:39:16]
and councilmember qaadri were there
[2:39:17]
with me
[2:39:19]
as well and many other people. We
[2:39:20]
celebrated
[2:39:22]
the life for our first mayor
[2:39:28]
we designated our
[2:39:31]
council chamber, this is his chamber
[2:39:34]
as
[2:39:36]
the peter slider council chamber in recognizing
[2:39:37]
his contribution
[2:39:43]
for founding the city and also
[2:39:49]
a lot of great decisions for
[2:39:51]
the city. I know one of the things
[2:39:52]
he did was bring the b.a.r.t.
[2:39:55]
station to dublin. We appreciate that.
[2:39:58]
lastly,
[2:40:01]
I want to say for the next two weeks
[2:40:06]
we will be busy. I will go to washington,
[2:40:07]
d.c. For the
[2:40:10]
mayors conference and then
[2:40:13]
john morada and me are going to sacramento
[2:40:16]
for the mayors and council members
[2:40:17]
academy
[2:40:19]
provided by cal cities.
[2:40:22]
we will be busy in the next two
[2:40:25]
weeks. Also, we want to thank
[2:40:27]
everyone for being here. We might
[2:40:28]
to also make
[2:40:31]
sure you understand
[2:40:34]
the city council prioritizes
[2:40:37]
safety and
[2:40:40]
we work on disaster fire preparedness
[2:40:41]
and we will bring
[2:40:43]
in a day to you. With that said, I
[2:40:44]
will think
[2:40:47]
everybody and get my. -- goodnight.
