[5:12] by wisdom, transformation and adaptability

[5:15] introspection. This proclamation recognizes

[5:19] 29th, 2029 --january
[5:22] 29th, 2025 as the commencement
[5:25] of lunar new year 2025

[6:09] I have been living in dublin for over eight
[6:10] years
[6:13] now. This year the
[6:16] lunar
[6:19] new year, festival, is january 28th,
[6:20] yeah. It's the year of the snake.
[6:28] it's a celebration of the
[6:30] arrival of spring and marks the start
[6:31] of
[6:32] a new year on the lunar calendar.
[6:37] it's the most important
[6:40] hollywood in china and for the chinese community all over the
[6:41] world.
[6:46] the festival is
[6:48] 14 days and full of wonderful traditions,
[6:52] like spending time with family
[6:55] and the friends, enjoying big
[6:57] meals, watching fireworks and attending
[6:58] the parade and parties.
[7:04] leading up --leading up to
[7:07] the new
[7:09] year, you will see decorations everywhere.
[7:10] red
[7:12] colors symbolize happiness and good luck in chinese
[7:13] culture.
[7:16] and it's a big part of the celebration.
[7:24] one tradition especially is receiving the red envelopes with
[7:25] money inside.
[7:29] it's something they always look forward to.
[7:34] the holiday kicks
[7:37] off with new year's
[7:39] reunion dinner where family come together to welcome
[7:40] the new year.
[7:46] it all
[7:49] wraps up on the 13 day
[7:51] with the lantern festival, which is
[7:53] a beautiful way to end the celebration.

[8:01] I like to introduce
[8:04] the silicon
[8:07] valley association.
[8:10] we started to build a strong support
[8:12] here in the inclusive community for
[8:13] asians and the
[8:16] asian americans in silicon
[8:19] valley. We will have exciting
[8:22] lunar new year spring
[8:25] festival celebrations in
[8:28] february.

[10:35] in 2024. My name
[10:37] is lauren marriott, a rec creation
[10:38] coordinator
[10:41] for the city under the parks and
[10:42] services department. In 2024, the
[10:44] city of
[10:45] dublin received tremendous support
[10:46] from local businesses and individuals.
[10:49] we are pleased to announce that the
[10:53] city secured
[10:56] 106,150 in cash
[10:59] sportsmanship and 12,990
[11:01] in kind sponsorships. This sponsorships played
[11:03] crucial role in producing special
[11:05] events and maintaining
[11:07] city programs and facilities. In the
[11:08] next few slides, we'll
[11:09] go through the 2024 programs and events
[11:11] and
[11:12] the impact of these amazing sponsors, some of which
[11:14] are here today.
[11:18] we lucked out with some beautiful
[11:20] weather at
[11:21] the 2024 st. Patrick's day celebration as
[11:23] we celebrated the
[11:25] 40th anniversary with a 200-drone
[11:26] light
[11:28] show. You'll see some of our sponsors
[11:29] provided activities for
[11:32] our attendees to add to what was
[11:33] already provided at the festival.
[11:38] spring extravaganza was
[11:40] held in march at dublin heritage park
[11:41] and
[11:43] museums. Over 600 children participated
[11:44] in arts and
[11:46] crafts, some of which were provided
[11:47] by
[11:49] our sponsors and had their pictures
[11:50] taken with our springtime bunnies.
[11:54] the farmers market was bustling this
[11:56] year with
[11:58] the most producers and vendors we
[11:59] have seen since
[12:01] covid. Sponsorship involvement increased
[12:02] tremendously,
[12:03] and we saw nine brand-new sponsor
[12:05] partnerships this year.
[12:08] the picnic
[12:11] flix sponsors brought the fun to the
[12:12] outdoor movie night series by hosting
[12:14] a variety of games and
[12:15] activities for families to participate in
[12:16] while waiting for the movies to begin.
[12:22] we celebrated the end of summer with
[12:23] the
[12:25] splatter festival. The community flocked
[12:26] to emerald glen park
[12:28] to enjoy over 30 food vendors, live
[12:31] music, and the 250 drone light show.
[12:32] this is
[12:33] also the most sponsorship that we have seen in
[12:35] the past five years.
[12:38] the
[12:41] annual harvest fair was held at dublin
[12:43] heritage parks and museums last october.
[12:44] families
[12:46] participated in good old-fashioned
[12:47] fall fund with
[12:50] lots of pumpkin-themed
[12:53] activities, tractor rides
[12:56] and
[12:58] historical brought to us by one of
[12:59] our sponsors.
[13:01] we rang in the holiday season at the
[13:02] annual tree lighting
[13:04] and breakfast with santa events. Our
[13:05] sponsors helped
[13:08] us out by providing festive activities,
[13:10] including decorating holiday trees
[13:11] and providing arts
[13:14] and crafts for our attendees.
[13:17] the senior center had
[13:20] a variety of events in
[13:22] 2024 including the informational fair
[13:23] that provides information to
[13:25] seniors and the holiday craft boutique where
[13:26] local crafters can show off their talents.
[13:32] we extend
[13:34] our heartfelt gratitude to all the
[13:35] businesses and individuals that have
[13:36] contributeded to the city of dublin in

[16:02] for years they've been tremendous supporters of youth

[16:07] have raised nearly $1 million, though
[16:09] ken tells me it's over a
[16:11] million now. Is that correct? For local
[16:12] charities and
[16:15] youth programs. The mod
[16:17] motto of their club is cruisers for youth
[16:18] and
[16:19] local charities. In 2023 the club
[16:21] supported over 20 charities
[16:23] including dublin police services and
[16:25] our very busy crime prevention unit.
[16:27] this year the
[16:28] altamont cruisers have again shown
[16:30] their generosity by donating
[16:31] $3500 to the crime prevention unit.
[16:33] this will support our purchase
[16:36] of operating supplies for our
[16:38] year-round community events. Please

[18:29] present the 2024 deck the homes holiday
[18:30] home decorating contest.
[18:32] this festive event continues to bring
[18:33] our community together
[18:35] and showcases the incredible holiday
[18:36] spirit of our
[18:38] residents. Key highlights for the
[18:39] deck the homes
[18:41] contest, this is the seventh year
[18:42] of our residential
[18:44] home decorating contest. The winners
[18:45] were selected by a panel
[18:46] of judges including commissioners from
[18:48] the parks and community services commission
[18:49] and the public.
[18:51] the winners
[18:53] were determined at the december 16th,
[18:54] 2024 parks
[18:55] and community services commission
[18:57] meeting, and the winners
[18:59] received a yard sign, a certificate
[19:00] of recognition, and a gift card to a local business.
[19:06] this year,
[19:08] we had 19 individual homes participating
[19:09] across
[19:11] six categories. These categories allowed
[19:12] for a wide variety
[19:14] of decorations from music and technology
[19:15] to creative use
[19:17] of inflatables. Here is a quick look at
[19:18] the categories. This year,
[19:21] we had a new award. It was the people's
[19:23] choice award. It included public voting.
[19:24] we also brought
[19:26] back the spotlight award, which is
[19:29] judges' choice and the dashing debut for first year
[19:30] participants.
[19:33] for the
[19:35] map, here is the map showcasing all
[19:36] the contest
[19:38] participants. This map was shared
[19:39] across social media and featured on
[19:40] the city's website so the community
[19:42] could easily find and enjoy
[19:44] these festive homes. We are grateful
[19:45] for the enthusiasm of all of our participants.

[26:35] with these fires in l.a. That we've
[26:37] had going down there, the west hills
[26:38] of dublin and the
[26:41] east hills are really in a fire
[26:44] danger about june or july for
[26:47] this district. And my concern is
[26:50] the ranchers. Shortly
[26:52] probably within may, I'm going to
[26:53] be cutting firebreaks on
[26:55] my ranch up where I train people to
[26:56] shoot at. And I'm
[26:57] cutting 50 feet out. I want to know
[26:59] if there is an ordinance for
[27:02] that, a county ordinance, a city
[27:03] ordinance, things like this to cut
[27:05] back, because the fields, the fence
[27:06] lines,
[27:08] we've got houses that back up on the east
[27:11] and west side. I've already talked
[27:14] to oes. They have no rule. They have
[27:15] nothing set up for
[27:16] that in the city, which is fine. It's
[27:17] the county. But we
[27:19] have no evacuation plan at all in
[27:20] the city. Colleen
[27:22] is going to be working on that, I'm
[27:23] sure, which is great.
[27:25] I think we need to have a road map
[27:26] of something off these hills
[27:29] to get where we need to go.
[27:32] they make road signs. I've sent stuff

[28:13] a workshop together controlled by
[28:14] the city to go over that and invite
[28:15] people in to talk about this.

[28:21] may. It depends
[28:22] on the weather. If we get more rain,
[28:24] we'll be
[28:27] okay. But just today, I was up
[28:30] in the dolland park, and the
[28:31] nielsen cattle have come down. There
[28:33] are no more pigs.
[28:34] they're right down to the fence line right
[28:36] here. That's obviously a
[28:37] canal that goes all the way up the
[28:39] hill.
[28:40] and underneath those trees just in
[28:42] the park, I think
[28:43] the city needs to start looking at
[28:45] some of this stuff. There is a
[28:47] lot of vegetation under these trees,
[28:48] and especially with the
[28:50] bark. And you know it in the l.a.
[28:51] fires, it's
[28:52] been bouncing from house to house
[28:54] to house. It just wasn't the
[28:56] weeds burning. It just jump-started
[28:57] the
[28:58] houses and took out the neighborhoods.
[29:00] and there is a good chance we
[29:01] could have something like that in
[29:03] dublin. And I just think we need to

[30:14] I'm wondering if our neighborhoods

[30:17] all --have all proper evacuation paths
[30:18] to
[30:21] safety. According to cal
[30:22] fire, the california department of
[30:24] forestry and fire protection,
[30:26] dublin is considered to be in a fire
[30:27] hazard
[30:30] area. Dublin falls within the fire
[30:32] hazard severity zones. These zones
[30:33] classify
[30:35] areas based on potential wildfire.
[30:36] and dublin
[30:39] is categorized as having a high
[30:41] fire hazard severity. Cal fire states
[30:42] it is important
[30:45] to take precautions if you live near
[30:46] or
[30:48] in dublin, such as maintaining
[30:50] defensible space around your property
[30:51] and having an evacuation plan in place.
[30:57] the diablo winds in our area
[30:58] are just like the santa ana winds
[31:00] in the l.a. Area. There
[31:03] are recorded instances when the diablo
[31:04] winds have
[31:05] reached as high as 80 miles per hour.
[31:06] so we are vulnerable.
[31:12] ask in the next city council meeting,
[31:14] which mike beat me to it, but I'm asking
[31:15] for it to be in
[31:18] the next city council meeting that
[31:19] the fire department present a current
[31:21] and transparent assessment
[31:23] and map of all the evacuation paths
[31:24] in
[31:26] the city so residents are aware where
[31:27] the areas are good
[31:30] and areas where it needs improvement.
[31:33] it is important for us to be more
[31:35] proactive now to ensure dublin residents
[31:36] are well
[31:38] prepared and informed as much as possible
[31:39] and not reactive
[31:42] to impending danger should an
[31:44] overwhelming catastrophic fire situation
[31:45] occur as sadly happened in southern california.

[32:24] a developer's
[32:26] paradise. The density of structure, for
[32:30] example, east of dougherty and south of
[32:31] camp parks
[32:32] is where a firestorm could really
[32:33] thrive. Aging
[32:35] infrastructure in west dublin with
[32:36] above ground utility
[32:38] lines and the tense warm winds blowing
[32:39] make the threat
[32:41] very real if few other conditions
[32:42] are met. Last time I was
[32:45] here, this council approved yet another
[32:46] development and
[32:47] was discussing changes for an escape
[32:48] route where
[32:51] cars could exit the area in an orderly
[32:52] manner.
[32:53] I don't think you've ever been in
[32:54] a firestorm. I would like
[32:56] to point out some reality about conditions
[32:57] in a
[32:59] firestorm. Visibility, for one. Almost
[33:00] none.
[33:03] sound, overwhelming, engulfs you.
[33:05] smell, you can't breathe most of the
[33:06] time.
[33:09] extreme heat like you've never felt
[33:10] before.
[33:11] and it's right under your skin. You
[33:12] can feel it.
[33:15] chaos and mass panic. You saw all
[33:16] the
[33:17] cars that were piled up. They had
[33:19] to use bulldozers to get them
[33:21] out. That's what happens. People lose their head.
[33:23] few keep their calm. Frankly, I don't
[33:25] have a lot of confidence
[33:27] in our city's government through my own
[33:28] personal experiences.
[33:29] I don't believe you consider our input
[33:31] or have much respect for what
[33:32] many residents think, feel, or want.
[33:34] virtually every
[33:36] neighbor I know thinks dublin is vastly
[33:37] overbuilt,
[33:39] and it seems like every time something
[33:40] comes
[33:41] down, high density structures go up
[33:42] in its place, which developers happen to profit the most from.

[33:47] coincidence, I guess. Instead, maybe
[33:49] next time a
[33:51] big park with trees would be nice,
[33:52] and would benefit all of us.

[34:10] the potholes. I mean, this city
[34:11] can't even fix the pothole that's

[34:25] I've seen this out here. So
[34:27] if we can't fix this, what makes us

[34:35] took as long as pretty much the bay bridge to
[34:37] be built. I watched
[34:40] that thing for years
[34:41] take flight, and it just never seemed to get done.

[35:55] fire preparedness. Having watched
[35:57] the news and social media reports
[35:58] of the
[36:00] fire disasters unfold down in l.a.
[36:01] , I've
[36:03] been really struck by how many of
[36:04] the
[36:06] contributing factors to the firestorms
[36:10] were previously identified in the
[36:11] paradise
[36:13] camp and the lahaina fires, but clearly
[36:16] not addressed by
[36:18] the l.a. City government six years
[36:19] after paradise and almost two
[36:22] years after lahaina. I have
[36:25] a lot more confidence in you
[36:27] all, having met many of you, than
[36:28] I have
[36:31] in the l.a. City government, but I
[36:32] am
[36:33] similar to other speakers. I was also
[36:34] going to
[36:37] request an agenda item and one of
[36:39] the next city council meetings. So
[36:40] I appreciate that
[36:42] you're already scheduling that. It would
[36:43] be nice to see
[36:46] updates to the fire management plans
[36:47] and
[36:49] to review many, many of the factors
[36:50] that
[36:52] are known already like
[36:55] water supply to the
[36:58] hydrants, do
[37:01] our hydrants actually work when there is no
[37:02] electricity, vegetation, clearing
[37:04] schedules with firebreaks,
[37:06] code enforcement, weed abatement.

[37:15] deenergize the lines. Do we have a process

[37:19] be confirmed with them when we have

[37:28] finally, two points about arson.
[37:30] it seems certainly that l.a. Really
[37:31] has suffered from a
[37:34] lot of arson. We've seen that over

[37:37] hills in the oakland area also. A
[37:38] lot
[37:40] of arson there, not just recently.
[37:43] other things that we could do for
[37:44] some
[37:46] kind of surveillance over the
[37:48] nighttime so that arson fires could
[37:49] be caught more
[37:52] quickly. And then something that I
[37:53] found
[37:54] deeply depressing reading about paradise
[37:55] was that
[37:58] in paradise, as low as
[38:01] 5% of residents got notifications
[38:02] from
[38:04] their evacuation warnings.
[38:06] shocking, in some areas, and even
[38:07] in areas where people
[38:10] had signed up for emergency
[38:11] notifications as low as 25% of people got notifications.
[38:16] so I would ask if we could
[38:19] perhaps review for
[38:22] our residents, older residents, residents
[38:25] with handicaps, how we could ensure
[38:26] that
[38:28] they will be notified in the case
[38:29] of
[38:30] any emergency situation. Thank you

[50:37] on this for at least five
[50:39] years to transition from san leandro
[50:40] to
[50:43] dublin. And so it rose all
[50:45] the way through our priority list
[50:46] of a concept,
[50:48] an idea, and actually now to fruition
[50:49] to be
[50:51] here tonight to present our training
[50:52] tower.
[50:55] so in terms of our priority
[50:58] within acfd, it's number one of
[50:59] our priorities. We need to train our
[51:00] next generation of firefighters to
[51:01] make sure they're
[51:03] ready, and not only our next generation,
[51:04] but our
[51:05] current firefighters. This will provide that platform
[51:07] for us as we move forward.

[53:57] major concerns is what impact is it
[53:58] going to have on our residents, how is

[54:04] roll role. We believe we're in a strategic
[54:05] location sort
[54:07] of being in that zone area where there

[54:09] similar type buildings. To answer
[54:10] your question specifically, typically
[54:12] we do training monday through friday,
[54:13] 8:00 to
[54:15] 5:00 and that is the routine cadence
[54:16] for training.
[54:19] most of it will be inside the classroom.
[54:21] you see an 8000 square-foot classroom
[54:25] where a lot of
[54:27] the education is endorse. When we
[54:28] transition outside to the training
[54:29] tower we strategically
[54:30] placed the classroom in the front
[54:31] on gleason to help mask the
[54:34] noise and the
[54:36] fire engines to the training tower
[54:37] . We
[54:40] do have, every two years, a
[54:43] nighttime training
[54:45] in the fourth quarter which is typically
[54:46] the darkest quarter.
[54:49] we do want the firefighters to actually experience
[54:51] what it's like to train at night.
[54:52] those are from 6:00
[54:55] to 9:00. It is once every two years
[55:00] . We only do it on wednesday nights.
[55:01] we are trying to be
[55:03] as respectful as we can to citizens
[55:04] and constituents that live close
[55:07] by. Again, to answer
[55:10] your question hours of operation
[55:13] are 8:00 to 5:00
[55:15] monday through friday. We don't really
[55:16] see weekend training because
[55:19] it is
[55:20] off on weekends.

[57:41] the streets training and being
[57:42] part of the community. First and foremost,
[57:45] we are always respectful of schools, traffic,
[57:50] and making sure
[57:51] we are there. I also think it is important
[57:53] that our citizens csl training and
[57:56] being part of the community.

[59:44] we have a classroom
[59:45] and a training tower built the next
[59:47] level for us to be
[59:49] the death --successful department

[59:53] the city of dublin.

[1:02:08] a few clarifying questions. If
[1:02:10] you can help me understand a little
[1:02:11] more context the process by which
[1:02:12] this
[1:02:14] program would execute within the city limits.

[1:02:20] I have for you is more from the
[1:02:22] perspective of , how with this program
[1:02:23] impact businesses
[1:02:26] considering there is a
[1:02:29] component that
[1:02:32] would impact businesses.
[1:02:35] if you could share with me your thoughts
[1:02:36] on,
[1:02:39] for example,
[1:02:40] do you find this based on prior research
[1:02:42] or even
[1:02:43] from precedents that the effectiveness
[1:02:45] of this
[1:02:48] in terms of public safety does not
[1:02:51] have a major implication
[1:02:53] on businesses within the city in which
[1:02:54] the grant
[1:02:57] was given.

[1:03:03] your question, this program will
[1:03:06] impact the 22 establishments
[1:03:08] in the city of dublin that are licensed
[1:03:12] sell tobacco. Those ,
[1:03:15] that is the target audience.
[1:03:16] those businesses that are licensed,
[1:03:19] the crime prevention unit works with
[1:03:21] them to provide education
[1:03:24] among responsible tobacco sales
[1:03:27] . They are doing on-site
[1:03:30] inspections to make sure
[1:03:31] the business is selling things they
[1:03:33] are supposed to sell.
[1:03:36] they are not
[1:03:37] selling flavored tobacco and things
[1:03:38] that are prohibited. It also provides
[1:03:40] an enforcement component for us to
[1:03:41] do enforcement. That includes the
[1:03:44] shoulder chap operation and minor
[1:03:47] decoy operation. It will not affect
[1:03:48] any
[1:03:51] other businesses.

[1:03:59] second question parlaying off of the
[1:04:00] process. You
[1:04:02] had mentioned the shoulder chap process.
[1:04:05] being somewhat of a new councilmember,
[1:04:08] can you explain what that is and how
[1:04:09] that
[1:04:12] would be done?
[1:04:14] a shoulder chap operation is what
[1:04:15] we do to
[1:04:18] make sure
[1:04:21] minors are not getting
[1:04:24] tobacco products.
[1:04:26] the typical operation is what is called
[1:04:27] a minor
[1:04:29] decoy operation. A minor goes into
[1:04:30] a business and
[1:04:31] they present their own I.d. Or ask
[1:04:33] for a product.
[1:04:35] the target is the business owner or
[1:04:39] the clerk. A shoulder
[1:04:40] chap operation the decoy will be placed
[1:04:42] outside of the establishment and solicit
[1:04:45] patrons to purchase products,
[1:04:48] either alcohol
[1:04:49] or tobacco that they otherwise would
[1:04:50] not be able to purchase. Typically
[1:04:51] they
[1:04:53] will tell that person I'm underage,
[1:04:56] the decoy will look underage and they
[1:04:57] will ask
[1:05:00] them to get
[1:05:02] them tobacco or alcohol. If they do,
[1:05:05] then they are detained and issued
[1:05:06] a citation

[1:05:15] process now. Again, looking into that
[1:05:16] a little
[1:05:18] bit deeper, there is no point
[1:05:21] at which a shoulder chap operation
[1:05:22] would
[1:05:23] be performed outside of the present

[1:05:30] you would not have the decoy standing
[1:05:32] on the corner of a neighborhood and
[1:05:33] try to it happen
[1:05:35] adult to go purchase? It has to be
[1:05:36] somebody at least
[1:05:39] visible to the premise of the tobacco facility?
[1:05:42] >> in this case tobacco,
[1:05:45] those operations are strictly
[1:05:48] conducted on-site where it is
[1:05:51] the license is held.

[1:05:55] have a somewhat procedural and somewhat
[1:05:57] tactical so

[1:06:02] a little bit too deep into the operations,
[1:06:03] but if I may
[1:06:06] ask, how would an officer
[1:06:09] or officers be selected
[1:06:12] to be
[1:06:14] part of the program? What are the
[1:06:15] qualifications? Is there
[1:06:17] a task force that gets created? Just
[1:06:18] tell me
[1:06:20] understand how somebody becomes part
[1:06:21] of this program.
[1:06:24] >> basically we have a unit
[1:06:26] within the police department that
[1:06:27] manages the grant.
[1:06:30] in our case it's
[1:06:31] the community policing use it as a
[1:06:33] unit. The
[1:06:35] resource officers manage the inspections,
[1:06:38] providing education materials. There's
[1:06:39] no qualification
[1:06:41] special to be part of the unit. Typically
[1:06:42] it's the
[1:06:45] officers that are assigned there.
[1:06:48] they receive training, they go to classes
[1:06:51] to get educated on proper tobacco
[1:06:54] sales.

[1:07:00] qualify? Is that correct?
[1:07:02] >> we are basically enforcing city
[1:07:03] ordinance is
[1:07:08] and business and profession codes
[1:07:09] that they learn in the

[1:08:25] series
[1:08:27] of zoning ordinance amendments to
[1:08:28] implement the recently
[1:08:30] certified housing element. For background,
[1:08:31] the
[1:08:33] housing element is one of seven
[1:08:36] mandatory element
[1:08:38] of the general plan and the only one
[1:08:39] that requires certification
[1:08:42] by the department of housing and community
[1:08:43] development. The housing element is
[1:08:46] updated every eight years to
[1:08:47] demonstrate how the city will meet
[1:08:49] existing and projected
[1:08:52] housing needs.
[1:08:54] in november, 2022 the city council
[1:08:55] approved
[1:08:57] the draft housing element . In january 2024
[1:09:01] it was finally certified
[1:09:03] . The housing element includes a number
[1:09:05] of programs that require implementation
[1:09:07] by the city.
[1:09:10] the proposed project is
[1:09:13] city initiated amendments to
[1:09:15] zoning ordinance which would implement
[1:09:17] the following housing element programs. First,
[1:09:24] review and revise the density bonus
[1:09:25] ordinance to ensure
[1:09:26] continued compliance with state law.
[1:09:29] amend the site development review permit
[1:09:31] findings
[1:09:34] to remove subjective language
[1:09:37] and ensure objective standards
[1:09:39] and compliance with senate bill 35.
[1:09:43] program b 11
[1:09:44] would amend the ordinance goodbye
[1:09:46] is got to
[1:09:48] comply with state transitional and
[1:09:49] supportive
[1:09:51] housing as residential use by right.
[1:09:55] program b 12
[1:10:00] requires us to review the permitting
[1:10:01] procedures for
[1:10:02] single room occupancy unit to remove
[1:10:04] potential constraints to
[1:10:07] developing
[1:10:10] a diversity of housing types in the
[1:10:13] city. Program b 17 but allow
[1:10:17] community care facilities in all zones
[1:10:19] allowing residential use
[1:10:20] and also would revise the definition
[1:10:22] of family
[1:10:24] to eliminate constraints to persons
[1:10:25] with disabilities.
[1:10:28] program d 3 requires
[1:10:30] review and amendment to the emergency
[1:10:33] shelters ordinance to ensure consistency
[1:10:34] with
[1:10:37] government code and also amend the
[1:10:40] zoning ordinance to comply
[1:10:41] with ab 139 parking requirements. Finally,
[1:10:49] t 6 will criers mend in the zoning
[1:10:50] ordinance to comply with requirements established
[1:10:54] in ab 2097. For the most part the
[1:10:55] programs we
[1:10:58] are implementing tonight
[1:10:59] are required by recent legislation
[1:11:01] or state law. Those that are not specifically
[1:11:03] related to that are programs that
[1:11:04] would encourage
[1:11:07] a diversity of housing
[1:11:09] and remove barriers to housing development.
[1:11:10] the first
[1:11:12] set of amendments our chapter 8.08
[1:11:16] definitions . The
[1:11:17] amendments would remove reference
[1:11:19] to small
[1:11:22] and large in the definition of community
[1:11:24] care facility supportive housing and
[1:11:25] transitional housing and ensure
[1:11:27] those definitions are consistent with
[1:11:28] the
[1:11:29] government code . We would update
[1:11:31] the definition
[1:11:34] of family and single room occupancy unit.
[1:11:37] in chapter 8.12, this
[1:11:40] is a chapter that includes
[1:11:42] a land-use matrix that identifies
[1:11:46] uses that are permitted by
[1:11:47] right, require additional use permit,
[1:11:50] or not permitted. We would remove
[1:11:52] reference to small and large
[1:11:54] facility for supportive housing and
[1:11:55] transitional housing,
[1:11:58] allow by right those uses
[1:12:00] and residential districts. We would allow
[1:12:01] in commercial
[1:12:04] zoning districts
[1:12:06] the community care facility supportive
[1:12:07] housing and
[1:12:09] transitional housing with a conditional
[1:12:10] use permit. We
[1:12:12] would allow by right an sro in the
[1:12:16] c 2 district. In
[1:12:19] chapter 8.16,
[1:12:22] 8.20 and 8.24, we
[1:12:25] would make amendments to provide
[1:12:28] consistency with the amendments that
[1:12:29] are proposed
[1:12:31] to the land-use matrix. Chapter
[1:12:34] 8.45 would remove
[1:12:35] development standards that are inconsistent
[1:12:37] with state law for emergency shelters.
[1:12:40] chapter 8.46 would allow sro
[1:12:43] in the c 2
[1:12:46] district .
[1:12:49] 8.47
[1:12:52] and 8.50 would remove
[1:12:55] reference to small and large supportive
[1:12:56] housing
[1:12:58] and transitional housing and update
[1:12:59] were supportive and transitional housing
[1:13:01] uses are permitted by right or where
[1:13:04] they had
[1:13:06] require approval of cup, conditional
[1:13:07] use permit.
[1:13:10] eight point 52 would remove
[1:13:13] adverse impact to the physical environment
[1:13:15] a reason to deny a request for a concession
[1:13:19] or incentive or waiver or modification. This
[1:13:22] is the only recent change
[1:13:25] in state law that we needed to
[1:13:28] comply with.
[1:13:31] 8.76, we would
[1:13:34] add an exception
[1:13:35] to the offstreet parking requirements
[1:13:37] for projects located within one half
[1:13:40] mile of public transit. You
[1:13:42] will recall we did this in the downtown
[1:13:45] dublin plan so we are amending the
[1:13:46] zoning ordinance to make
[1:13:48] sure we are addressing that requirement
[1:13:49] and other parts of the city
[1:13:52] that have public transit.
[1:13:53] the chapter would also be amended
[1:13:55] to what date
[1:13:58] offstreet parking requirements for
[1:13:59] community
[1:14:01] care facilities, supportive housing
[1:14:02] and transitional
[1:14:04] housing to ensure
[1:14:06] they are the same as would be applied
[1:14:07] to other uses. Finally, we
[1:14:10] would update the offstreet parking
[1:14:11] requirements for
[1:14:13] emergency shelters. Chapter
[1:14:16] 8.104 we would add
[1:14:19] an exception
[1:14:22] to two site development review findings
[1:14:23] to clarify they
[1:14:24] would not apply to housing projects
[1:14:25] subject to ministerial review
[1:14:31] under sb 35 which was the affordable
[1:14:34] housing streamline review act. The
[1:14:35] last amendment would
[1:14:37] be chapter 8.116 which
[1:14:40] would add
[1:14:43] sro units as
[1:14:45] a project type that requires ministerial
[1:14:46] review of the zoning clearance. On
[1:14:49] december 10 the planning commission
[1:14:50] held a
[1:14:52] public hearing and considered
[1:14:54] the proposed amendments and unanimously
[1:14:55] recommended approval to the
[1:14:58] city council. Tonight we are asking
[1:14:59] you to waive
[1:15:00] reading and introduce the ordinance
[1:15:03] approving the proposed amendments.

[1:19:36] carpenters local 713 representing
[1:19:39] thousands of working carpenters in
[1:19:41] alameda county, many
[1:19:43] who live and work in the city of dublin.
[1:19:44] we appreciate
[1:19:46] our productive conversation with staff
[1:19:50] in anticipation of the zoning updates today.
[1:19:52] the carpenters union has worked closely
[1:19:53] with state
[1:19:56] and local government to streamline
[1:19:57] housing production
[1:19:59] to meet our
[1:20:00] growing needs while guaranteeing strong
[1:20:02] labor standards, apprenticeship
[1:20:05] requirements and healthcare
[1:20:07] for the men and women that build the
[1:20:08] housing. Recently passed
[1:20:11] a distillation --legislation
[1:20:14] all enable ceqa development while
[1:20:17] uplifting workers
[1:20:19] in the process. We look forward to
[1:20:20] working with you on future zoning
[1:20:22] changes, plans and the next process
[1:20:26] to ensure that as the city of dublin and
[1:20:29] develops we protect our strength,

[1:21:21] impacts.

[1:24:18] is a city initiated rezoning

[1:24:21] plant development to
[1:24:24] multi family residential.
[1:24:27] all four of the properties
[1:24:30] are currently
[1:24:32] have general plan land use designations
[1:24:33] for residential development.
[1:24:36] the rezonings would implement
[1:24:42] program b .18 which I will talk about
[1:24:43] more
[1:24:44] in a minute. These are the properties
[1:24:48] . They are all located
[1:24:53] here. They range from one acre to
[1:24:54] 12 1/2 acres.
[1:24:57] like I said,
[1:25:00] they all have a medium
[1:25:01] density residential land use designation.
[1:25:03] three also have either
[1:25:06] open space or
[1:25:09] corridor designations. We
[1:25:11] are not proposing to change the zoning
[1:25:12] on those portions of
[1:25:15] the properties.
[1:25:21] I know that the maps
[1:25:23] are little bit small, but the map
[1:25:24] on the left is
[1:25:27] the general plan land use map . The
[1:25:30] parcels are located here , here, here,
[1:25:33] here, and here.
[1:25:36] the zoning map
[1:25:39] is on the right. These are the parcels
[1:25:42] and the zoning.
[1:25:45] these properties were zoned many
[1:25:48] years ago
[1:25:51] as part of an annexation up for
[1:25:54] --effort when they came into the city.
[1:25:55] they
[1:25:57] never had any extensive
[1:26:00] development proposed.
[1:26:02] they each have a single-family home
[1:26:03] except for the fourth parcel
[1:26:06] which has an equestrian center.
[1:26:09] this program
[1:26:12] pertains to the development of property
[1:26:15] with zoning which requires legislative
[1:26:16] action
[1:26:18] the city council and is viewed as
[1:26:21] a constraint to residential development.
[1:26:24] this came directly
[1:26:27] from hcd. Staff
[1:26:30] was required under the program
[1:26:33] to review
[1:26:36] vacant and underutilized residential
[1:26:37] properties with existing zoning
[1:26:39] for residential use
[1:26:41] and rezone those parcels to a residential
[1:26:42] district with
[1:26:43] established development standards.
[1:26:45] under the current zoning
[1:26:48] there are no development standards
[1:26:49] so setback,
[1:26:51] building height, lot coverage,
[1:26:53] those sorts of things would all have
[1:26:54] to be established
[1:26:56] if those properties were proposed
[1:26:57] for development.
[1:27:00] the
[1:27:02] proposed rezoning would ensure that
[1:27:06] it is not mandated on the residential properties
[1:27:07] . Property owners
[1:27:09] would still have an option to pursue
[1:27:12] zoning if they desire greater flexibility
[1:27:18] for standards which a lot of developers
[1:27:19] prefer. They are
[1:27:21] able to be a little more flexible
[1:27:22] and creative with how
[1:27:25] it is laid out. Rezoning would
[1:27:26] benefit property owners providing certainty
[1:27:29] without requiring further legislative
[1:27:31] action. It would remain
[1:27:34] an option
[1:27:35] as I said. I think it is important
[1:27:37] to note the
[1:27:38] proposed rezoning would not result
[1:27:40] in any additional housing
[1:27:42] that would not be allowed under the
[1:27:46] general plan. This is
[1:27:49] the proposed rezoning map.
[1:27:52] you can see the portions of the
[1:27:54] properties with open space or streambed
[1:27:58] corridor would remain
[1:27:59] and the remaining portion would be
[1:28:00] rezoned to multifamily residential
[1:28:04] . On december 10
[1:28:05] the planning commission held a public
[1:28:07] hearing and considered the
[1:28:10] proposed
[1:28:11] rezoning and unanimously recommended approval.
[1:28:13] we are
[1:28:15] asking you to waive the reading and
[1:28:16] introduce
[1:28:19] the ordinance and
[1:28:20] rezoning the properties from plant development
[1:28:22] . That
[1:28:25] concludes my presentation. I am
[1:28:27] happy to answer any questions.

[1:28:57] but we had designated these parcels

[1:29:00] land use. They have a land use designation

[1:29:10] with plant development overlay
[1:29:12] on top of them as part of the eastern
[1:29:13] dublin specific
[1:29:16] land. Do I have that right?

[1:29:23] comes first. Land use designation
[1:29:25] gets set first and then
[1:29:28] we follow with zoning. We make
[1:29:30] sure it is consistent with the general plan.

[1:29:34] what we sometimes call and
[1:29:37] in the
[1:29:39] . It does not have development standards
[1:29:40] and would require
[1:29:41] a new one if it remained. Instead,
[1:29:43] we will
[1:29:46] give the properties some
[1:29:47] actual development standards that
[1:29:49] would allow
[1:29:53] project to move forward without legislative
[1:29:55] action.
[1:29:56] >> I get that part.
[1:29:57] when that eastern dublin plan went
[1:29:58] through
[1:30:01] ceqa, these parcels were studied
[1:30:04] for multifamily residential.
[1:30:07] so they have undergone some
[1:30:10] environmental study at the
[1:30:12] densities we are looking at right now.
[1:30:13] the intent of
[1:30:15] what we are doing is to put design standards
[1:30:20] , the already vetted design standards
[1:30:22] on those properties so that
[1:30:24] if the property owners eventually
[1:30:28] wanted to put the housing on those
[1:30:29] parcels
[1:30:30] that was contemplated in the general plan,
[1:30:34] they could do so should they choose
[1:30:35] with the
[1:30:36] existing standards that are attached
[1:30:37] to the multifamily residential
[1:30:40] zoning. Correct?
[1:30:44] development standards and multifamily
[1:30:45] residential design standards. Yes.
[1:30:49] if they chose to do something slightly different
[1:30:52] . If they wanted us to put
[1:30:55] new zoning on those parcels, that
[1:30:58] would trickle --

[1:35:47] the
[1:35:49] update of the economic development strategy
[1:35:53] which is directly related
[1:35:54] to the economic development element
[1:35:55] was approved by city council october
[1:35:59] 1, 2024. The strategy includes seven goals,
[1:36:02] each with specific strategies, policies,
[1:36:05] action items and
[1:36:07] implementation measures. Staff has developed
[1:36:10] an in progress workplan and will provide
[1:36:13] progress on the updates as we work
[1:36:17] the plan.
[1:36:19] once the updated strategy was approved,
[1:36:22] it became necessary to also up date
[1:36:23] the economic
[1:36:26] development element to
[1:36:27] ensure it remains consistent with
[1:36:29] the updated strategy.
[1:36:32] on december 10, 2024,
[1:36:35] the planning commission recommended
[1:36:36] city
[1:36:38] council approval of the updated element
[1:36:41] with comments.
[1:36:43] those comments that they made were
[1:36:44] addressed in the staff report
[1:36:47] for the item.
[1:36:49] it is important to note that the foundation
[1:36:50] of the
[1:36:52] element is the strategy. The element
[1:36:55] is a high-level summary of the strategy
[1:36:58] and provides guidance for the general plan.
[1:37:02] the element should remain consistent
[1:37:03] with and
[1:37:04] reflective of the strategy and should
[1:37:05] also mirror
[1:37:07] and maintain the same goals, strategies, policies,
[1:37:11] and implementation measures as the strategy.

[1:37:20] and the element, they are
[1:37:23] innovation growth, promote

[1:45:23] applies to almost every action the
[1:45:25] city council takes.
[1:45:27] there are certain exemptions the legislature
[1:45:28] has
[1:45:30] made available. We evaluate to what
[1:45:31] extent
[1:45:34] we are required
[1:45:35] to do environmental review, prepare
[1:45:37] eir,
[1:45:40] mitigate negative declaration
[1:45:42] and those kinds of things. We do those
[1:45:43] with
[1:45:46] every project
[1:45:47] . There's an environmental statement
[1:45:49] in almost every staff
[1:45:52] report you see that reflects
[1:45:55] the review. I would not call
[1:45:57] it a ceqa waiver. We are complying
[1:45:58] and identifying exemptions
[1:46:01] that apply and making
[1:46:04] the staff best recommendation.
[1:46:07] in particular,
[1:46:10] these last few
[1:46:12] projects do not have the particular physical
[1:46:13] impact on
[1:46:15] the environment . Staff has identified that.
[1:46:21] we can spend some time with the councilmember
[1:46:23] and explain the staff perspective.
[1:46:27] occasionally there will be situations where
[1:46:34] the staff and council and
[1:46:35] members of the public may disagree
[1:46:37] about particular issues but these
[1:46:38] exceptions, I think they very clearly
[1:46:42] apply to these projects that have
[1:46:43] just
[1:46:46] been discussed.

[1:47:07] that we are implementing policy
[1:47:10] and putting in place policy

[1:47:23] for potential business and innovation incubators.
[1:47:27] we have that listed in the downtown
[1:47:28] dublin section. I would love to
[1:47:31] see that up a level
[1:47:34] or two so that
[1:47:37] clearly it
[1:47:40] is a goal for us,
[1:47:41] not necessarily in the downtown. We
[1:47:43] want to make sure
[1:47:46] we have that somewhere. We
[1:47:49] have a pretty wide area
[1:47:51] . It could be there, it could be at
[1:47:55] sierra court. For me personally I
[1:47:58] would like to see and implementation
[1:48:01] measure of identifying the space.
[1:48:02] I'm
[1:48:03] not sure that I love it underneath
[1:48:04] the downtown area. That would
[1:48:07] be my only question
[1:48:09] is why are we continuing to put that
[1:48:10] in the downtown area
[1:48:13] instead of a little bit higher level,
[1:48:15] maybe under and filled development
[1:48:17] or higher development in general.

[1:48:23] targeted the downtown area. However,
[1:48:25] that
[1:48:27] is something we will be looking at
[1:48:28] citywide as we will doubt
[1:48:31] other areas. Of course, we will look
[1:48:33] to identify incubator spaces there

[1:48:39] other place within the city that can
[1:48:40] provide the benefit.
[1:48:42] we listed it under downtown but it
[1:48:43] is something that
[1:48:45] we plan on being aware of as we continue
[1:48:48] build out the city and come across

[1:50:04] for
[1:50:07] project services.

[1:50:33] am the transportation and operations
[1:50:34] manager with public works. Tonight
[1:50:35] I will be
[1:50:36] presenting an update on the dublin
[1:50:37] extension project
[1:50:43] . This project extends dublin
[1:50:46] boulevard from its current terminus
[1:50:49] at the intersection of
[1:50:52] fallon road
[1:50:54] passing through unincorporated alameda
[1:50:55] county connecting to
[1:50:58] the intersection
[1:51:01] of north canyon parkway in the city
[1:51:05] livermore. This extension
[1:51:08] has been planned since 1984
[1:51:10] and it is included in the general plan as
[1:51:12] well as the general plans for the
[1:51:14] cities of livermore
[1:51:15] and alameda county and several other
[1:51:17] mining documents. The
[1:51:20] city of dublin, livermore
[1:51:23] are the project partners. In
[1:51:26] may 2020,
[1:51:27] the city council approved a cooperative
[1:51:29] agreement between the
[1:51:32] three partners . We
[1:51:33] are closely working with the city
[1:51:35] of livermore as
[1:51:38] well as alameda
[1:51:40] on the design phase of the project. This
[1:51:43] table shows the current project status
[1:51:47] and schedule . The 95% design
[1:51:50] is currently in process
[1:51:51] and is anticipated to be completed
[1:51:56] summer 2025.
[1:51:58] the final design is anticipated to
[1:51:59] be completed
[1:52:02] in 2026.
[1:52:03] environmental mitigation and right-of-way
[1:52:05] will move with the
[1:52:08] final design . A portion of
[1:52:10] the project and construction will start
[1:52:16] once all of the funding has been identified
[1:52:17] and all
[1:52:20] implements have been granted as
[1:52:22] well as the right-of-way acquired.
[1:52:28] just some more background in terms
[1:52:29] of the
[1:52:32] design changes. In spring 2023,
[1:52:35] the project was presented
[1:52:38] to alameda county by the
[1:52:40] advisory committee. Through this process
[1:52:44] various revisions were identified
[1:52:47] including to address comments
[1:52:52] as well as to make the project consistent
[1:52:53] with latest policies and
[1:52:54] guidelines, especially related to
[1:52:56] the multimodal
[1:52:58] elements and make sure the project
[1:52:59] is competitive
[1:53:02] in terms of grant applications
[1:53:03] and future funding opportunities.
[1:53:08] city staff worked
[1:53:11] with the fallon east group and
[1:53:12] worked on the design of access points
[1:53:14] as well as
[1:53:17] the properties. This resulted in
[1:53:19] a substantial amount of design changes
[1:53:23] and required an amendment
[1:53:26] with the alameda contract .
[1:53:28] in september, 2024 the commission
[1:53:32] approved a contract amendment in
[1:53:35] the amount of $1.3 million
[1:53:38] to allow us to continue to
[1:53:41] move forward with the design.
[1:53:44] the project does have direct
[1:53:46] and indirect impacts on the environment.
[1:53:47] construction will start
[1:53:50] only when we
[1:53:51] have the various environmental permits
[1:53:53] that are needed
[1:53:55] to mitigate the impacts. With that
[1:53:56] in mind, in
[1:53:58] february 2023 city council approved
[1:54:02] an agreement to prepare
[1:54:05] mitigation package to address
[1:54:07] the mitigation requirements. Work
[1:54:08] on this
[1:54:11] mitigation package is currently
[1:54:13] in progress and is anticipated that
[1:54:17] the mitigation package will be presented
[1:54:20] and submitted
[1:54:23] to the resource agency is one plans
[1:54:26] are completed. In
[1:54:29] terms of project costs,
[1:54:32] preliminary
[1:54:33] engineering is about $153.6 million.
[1:54:35] the cost sharing
[1:54:38] assumes that
[1:54:40] the cost for the project will be shared
[1:54:41] between the cities
[1:54:44] of dublin and livermore based on the
[1:54:45] roadway
[1:54:46] in each jurisdiction as well as the assumption
[1:54:50] that there will be a
[1:54:52] cost sharing for a portion of the roadway
[1:54:53] in unincorporated
[1:54:56] alameda county. And also assumes that
[1:54:58] the half-mile section of the roadway
[1:55:02] stays as county land. Based on those
[1:55:03] assumptions,
[1:55:05] the estimate for dublin
[1:55:08] is $126.1 million
[1:55:10] and livermore would be 27 point $5 million
[1:55:14] --$27.5 million.
[1:55:17] the plan,
[1:55:19] once it is complete will allow us
[1:55:20] to have
[1:55:23] a more accurate cost estimate.
[1:55:26] the estimate will be updated at
[1:55:29] that time. Currently the city
[1:55:32] has
[1:55:38] $76 million
[1:55:39] in funding including $63 million coming
[1:55:41] from the feed
[1:55:44] . In march, 2023
[1:55:47] , the city council approved a plan
[1:55:48] that was
[1:55:50] presented to advance
[1:55:52] eastern dublin the funds using internal
[1:55:53] city sources.
[1:55:55] staff created a general fund reserve
[1:55:56] the project
[1:55:59] to act as a cash flow
[1:56:02] advance. The general fund would be reimbursed
[1:56:07] as development occurs and money comes
[1:56:08] in in terms of development fees.
[1:56:10] the current balance in the general
[1:56:11] fund reserve for
[1:56:14] the project is 59 point $5 million.
[1:56:19] the remaining is anticipated to be
[1:56:20] designated by the
[1:56:23] end of the year. Staff is continuing
[1:56:26] to work with alameda
[1:56:31] and look at future grant opportunities
[1:56:32] to identify the
[1:56:35] needed funds for dublin's share
[1:56:38] of the unfunded cost. With that, I
[1:56:39] will pass
[1:56:41] it over to the deputy city manager
[1:56:44] who was on the phone.

[1:56:52] I have included a map of the development
[1:56:53] zone including
[1:56:56] approximately 285 acres
[1:56:59] amongst five company owners.
[1:57:02] you can see how the parcels are laid out.

[1:57:10] staff continues to hold meetings where
[1:57:11] we discuss topics from the schedule,
[1:57:13] mitigation efforts, right-of-way,
[1:57:14] development agreements
[1:57:18] and valley
[1:57:19] link. The last meeting was december
[1:57:21] 12 where we provided
[1:57:22] an update on the contract amendment
[1:57:24] which was
[1:57:27] just recently spoken about.
[1:57:28] as it relates to the ballot measure, that
[1:57:30] was approved
[1:57:32] either voters and the city council
[1:57:35] certified those election results december 17.
[1:57:39] the measure amended the plan
[1:57:40] to allow future approval for limited
[1:57:42] commercial development.
[1:57:45] I would like
[1:57:49] to briefly address the topic of future
[1:57:51] potential annexation in relation
[1:57:53] to the measure which contemplates
[1:57:54] development along
[1:57:55] the roadway. It's an horton to know
[1:57:57] any future
[1:58:00] annexation would. The required
[1:58:01] direction and approval from the city council
[1:58:03] and is not
[1:58:04] part of tonight's action.'s draft
[1:58:06] will continue to collaborate
[1:58:08] with livermore as we have been doing.
[1:58:12] I want
[1:58:13] to clarify that the project in annexation
[1:58:15] are entirely
[1:58:16] two separate matters. At this time
[1:58:18] staff is not proposing
[1:58:19] any changes to the current approach.
[1:58:22] the focus remains on advancing the
[1:58:24] project in alignment city priorities.
[1:58:32] the project is a highly complex infrastructure
[1:58:34] undertaking that involves coordination
[1:58:36] across multiple jurisdictions,
[1:58:39] agencies and funding sources in
[1:58:40] addition to addressing significant
[1:58:41] education requirements. Public works
[1:58:45] and of city
[1:58:46] manager's office have collaborated closely
[1:58:49] to advance this project. However,
[1:58:54] with my
[1:58:55] expanded oversight responsibilities
[1:58:56] to include the finance department
[1:58:57] and communications, there
[1:58:59] is a need to adjust resources and secure
[1:59:00] project management
[1:59:02] support to assist the public for team
[1:59:08] the agreement will provide the team
[1:59:11] with additional resources and expertise
[1:59:15] to ensure the successful progression
[1:59:18] of the initiative.
[1:59:22] grable and scott is a professional
[1:59:24] consulting term with more than 40
[1:59:25] years specializing in transportation
[1:59:27] and collaborating with regional agencies
[1:59:30] and getting addressing
[1:59:31] complex mitigation efforts. The firm
[1:59:33] has significant
[1:59:36] experience with hctz
[1:59:39] -- a.c.t.s . Notably
[1:59:41] the principal is a former deputy executive director
[1:59:45] of the implementing agency for
[1:59:46] the dublin boulevard extension project
[1:59:48] and brings
[1:59:51] invaluable expertise
[1:59:53] having led the team currently overseeing
[1:59:54] the project.

[1:59:58] the expertise and leadership, the
[2:00:00] portfolio projects demonstrate their ability
[2:00:03] on similar initiative.

[2:01:36] ceqa. Part of what we are asking
[2:01:39] is to help us with the implementation
[2:01:42] of some of the measures that
[2:01:44] were identified. Is that correct?

[2:02:14] allowed some limited development that
[2:02:15] would also be subject to

[2:03:10] getting to this point?

[2:03:13] is all a product of
[2:03:15] timing. I became city manager in a over.
[2:03:19] the deputy director retired
[2:03:22] in december and went
[2:03:25] to work for this firm
[2:03:28] which
[2:03:29] has done countless large transportation
[2:03:30] and infrastructure projects. I have reassigned
[2:03:36] hazel and given her larger duties
[2:03:37] in the
[2:03:39] organization related to finance and
[2:03:41] communications. Looking at what I'm
[2:03:43] expected to deliver on , one of
[2:03:45] the projects is the dublin boulevard extension.
[2:03:49] I believe the
[2:03:52] project needs
[2:03:56] more resources. It made sense with
[2:03:58] the timing
[2:04:00] of everything happening that we could
[2:04:01] take someone who
[2:04:02] has recently worked on the project
[2:04:04] who has
[2:04:06] the relationships with the property owners
[2:04:09] and understands mitigation efforts
[2:04:10] and worked on
[2:04:12] the road when he was employed here
[2:04:13] for the city of
[2:04:15] dublin. That is the perfect fit for
[2:04:16] us. I wanted
[2:04:20] take advantage of the timing and get
[2:04:22] him on board.
[2:04:28] the city of dublin will not be
[2:04:29] his only client. This will be one
[2:04:31] of his many projects. Can be
[2:04:33] honest and say I do not know how much
[2:04:34] we are going to use
[2:04:35] him. We have a three-year contract
[2:04:39] he will certainly take over the duties
[2:04:42] hazel had. He will coordinate with
[2:04:43] the
[2:04:46] property owners
[2:04:48] . My primary purpose is to deliver
[2:04:52] this project.
[2:04:58] I expect him to be a resource
[2:04:59] in helping them do that also.

[2:05:04] term in this agreement.
[2:05:06] the amount one could say in relation
[2:05:09] to the whole amount we will be spending

[2:05:16] . It made me focus on the contract
[2:05:19] itself. How do we ensure that

[2:05:23] or whomever will be working on this
[2:05:25] is meeting certain
[2:05:28] goals along that ?
[2:05:31] there is no
[2:05:34] evaluation. Are you
[2:05:36] starting to think about metrics? Goals
[2:05:40] and achievements?
[2:05:42] how do we hold them to making sure
[2:05:43] they
[2:05:45] are successful in meeting your goals
[2:05:46] so the money is
[2:05:49] well spent?
[2:05:51] my expectation is we deliver on the

[2:05:58] long time to work out because
[2:05:59] you are dealing with property owners.

[2:06:06] amount of time it took us to work
[2:06:07] with the bicycle and pedestrian
[2:06:08] group to ensure they are happy with
[2:06:10] the project. This
[2:06:12] is really long-term in nature. As
[2:06:13] long as we
[2:06:15] are sticking to the schedule I'm satisfied
[2:06:16] we are getting the
[2:06:19] work done. I expect that between us
[2:06:21] will continue to work closely both
[2:06:22] with the
[2:06:25] public
[2:06:26] works amnesty resource to be sure
[2:06:28] we stay on track

[2:07:34] started around 2016 that
[2:07:37] was followed by
[2:07:40] work on the environmental phase of
[2:07:41] the project
[2:07:43] and more recently we also did clearance
[2:07:46] the project.

[2:10:40] is vehicular lanes within the city
[2:10:44] of dublin up to the intersection
[2:10:46] . That has been identified through the
[2:10:50] ceqa process and the environmental
[2:10:53] traffic analysis that was

[2:10:59] road narrows to four lanes
[2:11:01] in the unincorporated alameda county
[2:11:02] portion
[2:11:05] as well as towards livermore.
[2:11:08] I do want to emphasize it's not just
[2:11:09] vehicular
[2:11:11] lanes. There is a bike
[2:11:13] path included in the design and being
[2:11:14] planned as part
[2:11:17] of the project. The reason
[2:11:19] design changes I referred to in response
[2:11:23] comments include
[2:11:26] the change from having class
[2:11:29] ii bike lanes to protect the
[2:11:32] likely in san intersection
[2:11:34] . That was done to make it better
[2:11:38] in terms of
[2:11:41] the multimodal connectivity to position
[2:11:44] ourselves better for funding.
[2:11:47] I would just
[2:11:48] want to point that out. Another thing
[2:11:50] is this road
[2:11:56] has been here for 30 years.
[2:11:59] it was livermore was always a great
[2:12:02] extension project. Yesterday we
[2:12:05] received a letter from the mayor
[2:12:08] of livermore. I have this
[2:12:11] in front of me. He said,
[2:12:13] the city of dublin and livermore have
[2:12:14] been working collaboratively
[2:12:17] for a number of years
[2:12:19] on the dublin boulevard extension
[2:12:20] project. Livermore
[2:12:23] is working with us,
[2:12:26] collaboratively on
[2:12:29] this project.
[2:12:32] with that said, that is all

[2:14:47] making sure that the goals are achieved

[2:14:56] at that and extending the contract.

[2:20:51] anniversary celebration event held
[2:20:52] in collaboration with
[2:20:53] parks reserve force training area

[2:20:58] camp parks.
[2:21:04] the event will be saturday, june
[2:21:07] 14, 2025 which is the
[2:21:08] actual date of the army's 250th anniversary
[2:21:10] from 10:00 a.m. To
[2:21:13] 3:00 p.m.
[2:21:15] the purpose of the event is to honor
[2:21:16] the service
[2:21:19] and sacrifice of the u.s. Army
[2:21:20] , celebrate the history and traditions
[2:21:22] of the military, foster
[2:21:24] community spirit among residents, veterans,
[2:21:28] and military personnel.
[2:21:30] encourage public engagement and awareness
[2:21:33] in the military role in the history
[2:21:35] of supporting and safeguarding freedoms
[2:21:37] and highlight the importance
[2:21:40] of camp parks
[2:21:41] in dublin. The event will be open
[2:21:43] to all including
[2:21:46] active military, residents,
[2:21:48] and the entire tri-valley. We will
[2:21:49] highlight the
[2:21:52] important relationship
[2:21:54] between camp parks and the city of dublin.
[2:21:55] the
[2:21:57] celebration will be filled with ceremony on
[2:21:58] historical elements.
[2:22:01] that is
[2:22:04] followed by a 250th birthday cake cake
[2:22:07] cutting featured with the
[2:22:09] youngest and oldest soldier present together.
[2:22:16] attendees will also
[2:22:18] enjoy drill team performances, uniforms

[2:22:22] variety of display showcasing
[2:22:24] historical military vehicles over
[2:22:28] the park.
[2:22:30] the event is designed to be family-friendly,
[2:22:32] offering activities that will educate
[2:22:36] and entertain of all ages. Someone
[2:22:37] include carnival games,
[2:22:40] face painting, rockclimbing,
[2:22:42] bounce houses. Demonstrations for
[2:22:43] the children
[2:22:46] and military display is.
[2:22:47] additionally we will have several
[2:22:52] booths to provide resources and give

[2:22:55] members a chance to engage
[2:22:56] with organizations that support military
[2:22:58] personnel and veterans.

[2:23:02] a variety of food and beverage vendors
[2:23:04] offering meals and snacks for purchase.
[2:23:06] it is not a party without music. The
[2:23:07] celebration
[2:23:09] will feature the 191st army band that
[2:23:10] will provide
[2:23:11] live entertainment through the event.

[2:23:18] entertain guests as they explore the
[2:23:19] park. As
[2:23:21] previously mentioned, this will be
[2:23:24] joint effort. Camp parks will contribute
[2:23:28] by helping to organize many
[2:23:29] of the family oriented act entities
[2:23:31] providing resources
[2:23:35] and supporting the ceremonial and
[2:23:37] historic components. The city
[2:23:40] will take the lead in managing the
[2:23:41] overall
[2:23:43] exit mission including securing contract services
[2:23:46] as outlined in the report,
[2:23:49] obtaining necessary
[2:23:50] permits and supporting the marketing
[2:23:52] and promotional efforts.

[2:39:20] celebrated
[2:39:22] the life for our first mayor
[2:39:28] we designated our
[2:39:31] council chamber, this is his chamber
[2:39:36] the peter slider council chamber in recognizing
[2:39:37] his contribution
[2:39:43] for founding the city and also
[2:39:49] a lot of great decisions for
[2:39:51] the city. I know one of the things
[2:39:52] he did was bring the b.a.r.t.
