[0:00] back. [0:04] » I think I got everybody. >> Yep. All right. Just call this meeting [0:08] to order. If any [0:13] » here [0:19] » okay adjustments [0:24] got everybody had a chance to look through the adjustments? [0:28] » Yes. [0:36] I'd entertain a motion to approve the budget or the adjustments. [0:42] » Yeah, I'll make a motion. >> Okay, [0:43] » I'll make a motion to approve. [0:49] Okay. In the claims docket that chair got it [0:56] adjustments. Okay, [1:01] everybody got everybody signed on that [1:06] entertain a motion to approve pay the clot. [1:11] » Second all favor. Okay, that gets us down reading of the [1:17] minutes. >> Okay, our last meeting uh was regular [1:22] meeting was June 8th. A regular meeting was held this day at the Dugger town [1:27] hall at 6 PM. RO was answered by Larry Bedwell, Carol, and Terry Smith. Larry [1:33] called the meeting [clears throat] to order. May 11th, 2026 regular meeting [1:37] minutes were read by Mindy. Larry asked if there were any questions or [1:41] corrections, and there were none. So, Carolyn made a motion to approve the [1:45] minutes with Terry seconding motion with show hands in favor. Larry stated that [1:50] he called the guy that owns the old Methodist church. Larry [2:05] stated that Joey Axe is wanting a water line north of town and wants the town to [2:10] put it in. Larry stated that he called Bob Smith and Grass for an estimate for [2:15] the water line. Larry stated that he did not see any potential for growth out in [2:21] that area. Larry stated that we can set a meter and the line will be Joey's if [2:26] that's what the town wants to do. Terry stated that we do not let anyone else [2:32] sell water if sell water if he sells it off of that line. The line would be [2:38] Joey's. Larry stated that he did not know what size meter he was wanting. [2:44] » [clears throat] >> Carolyn stated that she thinks we had [2:46] more mosquitoes this year and that she doesn't think we had as many as when we [2:52] sprayed ourselves. Larry stated that he will catch up with City Pest and see [2:57] what's going on. Adjustments were presented to the board for the month of [3:01] May 2026 in the amount of $439.15. Carolyn makes a motion to approve the [3:08] adjustments with Terry seconding motion with the show of three hands in favor. [3:12] Adjustments were signed by all three board members as well as clerk treasure. [3:17] Claims were presented to the board from May 12th, 2026 until June 8th, 2026 in [3:23] the amount of $88,5955 [3:27] consisting of three pages. Terry makes a motion to pay the claims with Carolyn [3:32] seconding motion with show three hands in favor. Claims were signed by [3:36] [clears throat] all three board members as well as clerk treasure. [3:41] In old business, uh, the pigtail ordinance was discussed again. Larry [3:46] stated that he will get an ordinance for a three-foot pigtail. [3:50] Terry stated that the Bower Socks repaired the brakes on the dump truck. [3:54] He also stated that Dustin pulled a pump on Johnson Street lift station, cannot [4:00] find the parts to repair it. He stated that it needs rewound and that the pump [4:06] is an antique. He stated that we need to upgrade it. Larry asked if a new pump [4:11] will have the same hookup and Terry replied that Braden is trying to find [4:15] out. Water maintenance ski ordinance was once [4:19] again brought up in old business. Carolyn asked that to be explained to [4:23] her. Terry stated that old meters in the [4:27] ground that they are old meters in the ground that people are not using and [4:31] they have to be maintained. Terry stated that we do not have the man power at [4:36] this time to go pull all of those old meters. Carolyn asked if other towns [4:41] have an ordinance for this. Terry stated, "Yes, I think so." [4:46] Larry asked Carolyn and Terry if they wanted to set up a meeting with [4:51] Bramer, a new potential employee, and Terry and Carolyn both stated yes. Larry [4:56] stated they could do a personnel meeting. Mindy explained the check [5:01] situation on Paul Somerville that a check was sent to their address for [5:06] their meter deposit refund. They did not provide provide another forwarding [5:11] address and they had not received the check and the check was mailed 12424 [5:18] and the check had not cleared the bank yet. [5:21] The amount of the check is for $50. Check number 606 and a cancellation fee [5:27] is $30 at the bank. Mindy stated she can receive the check back in in January of [5:33] 2027 if not cashed. The board decided to write them a new check to the new [5:38] address that have been provided by the Somervilles and just received the check [5:42] back in in January 2027 to avoid the cancellation fee at the bank. Larry read [5:50] Dustin's report in his absence. A Dish citizen was present asking if [5:56] someone had spoken to the people from the last meeting about the driveway [6:00] being blocked by her rental property. Bill Snee stated that he had and that [6:06] the people blocking the alley are supposed to start working on it. Bill [6:11] stated that he will give Murdoch and the guy blocking the alley a deadline of 30 [6:15] days. Terry stated that we have had some [6:19] customers come in the office and not be very nice. Larry stated that he is he is [6:24] going to call Linton Glass. Terry makes a motion to adjourn. We put on seconding [6:29] motion with show three hands in favor. [6:34] » I know there [6:39] telling them what we had there and they said they would send somebody out to [6:44] meet with me. I have never heard anything as of yet. [6:50] There's nothing that hunt. Anyway, there's some power lines run through [6:55] there, but I would like to get those cleared out when we get time. You know, [7:02] going to do so much, I guess. [7:09] Did Did Brammer tell me the other day he went out to pull some of those old [7:13] meters? He was pulling [7:17] down there at Jeremy Schwarzes and the pits. They wanted the pits out of [7:22] the property. >> Okay. [7:25] » And then there's one up next to Thomas's up there that [7:32] house that's falling in or whatever. >> Yeah, I'm getting ready to tear it down. [7:36] » You buy that or the only way you can get rid of them. [7:40] You know what I tear them down [7:50] or lost it? >> It may pop back in. [7:54] » Yeah. >> Okay. [7:58] Have any questions for from Mindy on the minutes of the last meeting? [8:05] » Motion to approve the minutes of the last meeting. [8:07] » I'll make a motion to approve the minutes. [8:09] » Second. all here fast. Now, of the new claims, everybody seen [8:16] the new claims. >> There is none. [8:19] » There is none. >> Oh, [8:25] pass that. Don't need motion for that report. [8:30] [laughter] I had that laid out here. What I do with it? [8:39] this here. You're not talking about this over here. [8:43] » Oh, [laughter] [8:49] idiot. Just says we had the water tower painted [8:54] and inspected. Terry been denied the asset management [8:58] plan required to I did a technical visit to who discussed [9:04] demographics to the town. Main Street lift station needs pump [9:09] code. Yeah, it did say Main Street, not the main lift station. [9:16] I need assistance for the back. [snorts] [9:20] You're going to you're going to be around morning. [9:22] » I'll get what they >> Okay, [9:24] » we'll get it. >> DMRQA [9:26] is due this year waiting for study to open and standard monitoring framework [9:34] will be done in August. Do you mind if I look at that? [9:39] » Something else I was going to ask you. >> I was going to tell Thomas, we had a [9:43] technical visit for IDM over the water system [clears throat] [9:48] and I was telling you guys when you do your hydrant deal, you you look at [9:53] pressures with one open. >> Uh he said that's good. that gives us a [10:01] what is a hydraulic [10:05] loss for the words for that. It's it's like a model hydraulic model of our town [10:12] » that we could look at and say okay water flows this way when you got these open. [10:17] Do you have that information? >> I've got the in like an Excel [10:23] spreadsheet. >> Yeah. But um Thursday [10:27] I hoping or they've already told me they're going to improve the new [10:30] software for us we have to have for reporting. [10:33] » Yeah. >> And then that will have a hydrant module [10:35] and I can put all that stuff in there. Yeah. [10:37] » And it will actually color code our module or our hydrants by flow. [10:40] » Yeah. >> And it'll actually tell us where it'll [10:43] put it all into a nice like PowerPoint for us. [10:45] » Yeah. And you share that with clerk and [snorts] next thing we have a tank [10:50] visit. >> Yeah. But I've got all the hard data for [10:52] the last 10 or 12 years or 15. >> I told you you had that. [10:57] » We do static. We do a static pressure, residual pressure, and a pedo reading. [11:03] » Yeah. >> And every year we switch different. We [11:07] have to pick six different locations, but every five years we have to go back [11:10] to the ones that the state give us. >> You talk about the water flow. Does that [11:17] tell you which way it's flowing? No, it just tells us what we do is we'll [11:21] put our pressure gauge on one hydrant and we'll just turn it on and it'll tell [11:25] us how much we got. Then we'll go to the a block down to the next one, open that. [11:29] We'll see how far it falls, how much pressure we lose. And then we [11:32] [clears throat] open a hydrant completely up and we got a little gauge [11:36] that we stick in it and it reads how much water's coming out, how much flow. [11:42] And then they take all three of those and there's a math formula they put it [11:45] into and it calculates the flow and NFPA has different colors that you're [11:50] supposed to paint your hydrants for the flow. [11:53] » Oh yeah. >> So the fire department knows how much [11:57] flow that hydrant has. >> You paint the caps or the old hydrant. [12:02] » Most places just paint the top. Yeah. >> That new program we're got, it'll be on [12:07] our phones. It'll caller code them on our phones and tell us where we get [12:10] there. [12:13] Well, that was one thing. And then we showed them our maps of the system and [12:18] we've got a map that John Fiverr gave us that shows how to shut portions of the [12:25] town off. He was he really liked that one. [12:29] » We've got I don't know. You guys should have a book that's got all the hydrants [12:32] numbered and GPS coordinates. I think it's out there [12:38] with that one new guy now and then you'll have another new guy a week. [12:45] So, but you do that you you open the hydrants every October, right? [12:49] » Yes, we do. Every hydrant has to be opened and flushed. [12:51] » Yeah. Yeah, that was a question they had. [12:54] » And then we have to keep any anytime there's maintenance done, we're supposed [12:57] to log that in our maintenance logs. >> Yeah. [13:00] » But that'll all be hopefully moving to that computer-based system. Yeah. [13:04] » He said it took us about three months to get it up and running. But [13:08] » back a few years ago, somebody brought in a bunch of rocks [13:14] that they got out of the fire hydrant when they was flushing it. [13:17] » And I've always asked, "How did those rocks get in there?" [13:21] » We said a bunch Well, when that house burned on Laughlin Street, they just [13:25] fixed the water line down from it and it plugged our truck up, all our brand new [13:29] nozzles. We had to go run back to the station and get all brand new nozzles. [13:33] to be able to put the fire out. [snorts] [13:37] » Sure is. They [clears throat] can't There shouldn't be any drops in a in the [13:42] bottom of a pit when you're repairing a water start with just all mud. [13:47] » Yeah, that one was full gravel. >> Yeah, just got fuzzled me how we could [13:53] get that many rocks. Yeah, I tried. I remember talking about that. Turn that [13:58] up. Okay. Where we at next? Mind [14:05] » top of the next page. >> I'm sorry. Oh, [14:09] » top of the second page. >> Report. [14:13] I just Yeah, I didn't read that. [14:18] Then uh get into old business tail ordinance. [14:24] » Discuss that I think. Well, [14:29] no. I think [14:35] » right there is the second page. [14:46] » Do you have a second page? >> Back in this first page, claims and [14:53] stuff. [14:58] You're still here. >> This comes before it. You're saying [15:03] » it don't matter really. [15:08] » I'm refreshing my memory on this pigtail. What [15:12] was just >> We decided we decided we're going to put [15:17] a three-foot pigtail on all new meters. I was thinking we decided [15:20] » and that way the customer hooks onto that pigtail and yeah they're [15:25] responsible. We fixed two water leaks Scott Stanton's and Carla Walters were [15:32] both sinners was uh either rusted out or the solder joint joint actually bored [15:39] underneath Scott Stanton's and raised it up and caused the solder to crack around [15:45] it and leak water. >> Where did he board? They bored through a [15:50] meter or two. >> They boarded I don't know where they [15:52] boarded through. They bored under his and raised the line if it was that close [15:56] that it shoved it up. [16:02] Okay. [16:10] Let's see. We discussed things that was uh [16:14] discussed with IDM. We just did that flood bill testing the meters every [16:18] year. That's another thing I guess needed. [16:21] » Well, Linton's going to put that Mach 10 meter in Wednesday [16:26] at our pump house, >> but they're not going to require [16:31] Pleasantville to upgrade their meter or test it. and they don't really care [16:36] because it goes through their meter over there and [16:40] » it gets divided between Pleasantville. So [16:44] » I guess we have that authority see how we're furnishing their water. [16:48] » Well, we don't furnish water. We furnish pumping [16:51] » but we pay for the water that's in air their meter. [16:55] » So who's we talked to about having >> I don't know what they do now, but I [17:02] remember talking to Lana. They got a complicated setup there. They've got two [17:05] heaters, a high and low. >> High low. Yeah. I think this M 10 [17:10] replaces the high and low. And according to utility supply, it can see [17:17] a tenth of a gallon filter through it. That's pretty. [17:23] » Yeah, that's pretty. >> That's what he said. [17:26] » Yeah. [17:30] I don't think it's fair for the people of Denver to pay for Pleas [17:38] 5% error reading in the meter then they need to pay an extra 5% for the error [17:44] » and 5% don't sound like much but when you go what 15 [17:48] » but I don't I'm just guessing I don't >> the meter's not been tested [17:54] » needs to be I think we just need to require them to upgrade to the Mach 10 [17:58] because that's what we're getting shoved on us [18:02] » on average 15 16 million gallon. >> I'm not sure what they use. I I'd like [18:08] to see it go radio read so we could pick it and know we could look back the last [18:12] 96 days tell them by the hour what they took. [18:17] » They had those meters in. Why in the world didn't they go ahead and and use [18:22] them? What was the point? I know Lonnie put meters in down there. He's working [18:26] on it. I don't know, but it's something we need [18:29] to address [18:36] » testing me every year. Like you said, they're going to put in new meters in it [18:40] » Wednesday 9:00 >> and then pleas I'll see if I can talk to [18:47] Brooks volume on see can we get a grant for real time reading [18:55] of the meters >> that was something DM [18:59] » brought up in that tech meeting was we've got all radio read master meters [19:04] and all radio read meters The only one that ain't radio reads the new car wash. [19:11] We didn't know if that was going to stick around long enough to afford to [19:14] buy a 2in meter for it. >> Oh, he's been over there working about [19:18] getting cleaned up. >> Yeah. [19:21] » But IDM said there's grants out there to get real time reading and that would [19:28] enable us to see leaks in real time instead of [19:35] » that. I think that's probably what Shelurn has. [19:40] I guess >> Carlo's putting it in now, [19:43] » Carla. But I guess the way they explained it to me, they've got this big [19:47] screen there and it'll actually flag if me runs continually for [19:54] so long. What whatever they deem too long. [19:57] » Yeah. >> Flag it. [19:59] » Our flags. >> Yeah. Anyway, okay. [20:03] Let's see. Linton needed to provide a minimum chlorine in their contract. [20:11] I don't know. I think Dustin does chlorine test every [20:14] » right. But that's what he said. He said that Linton needs to provide us. [20:18] » That's what IDM said, too. That's that's stuff off of the IDM report that we need [20:23] to correct. >> Okay. [20:26] Well, where would they take this at the pump house? Whatever. [20:30] Clinton would just have to say that the minimum chlorine level is going to be [20:34] this coming to us. [20:39] Then you just have to test a little worried about your mayor. I I [20:45] talked to his wife the other day. She was out walking at the [20:50] Walmart and I said, "Where's the old man at? He needs to be out here, too." [20:54] Well, she said everything every time this this happened said he didn't have [20:58] any strength in his legs. I saw him at church yesterday and he didn't didn't [21:02] look good. >> Yeah. [21:04] » I don't know what we do with that. Anyway, [21:08] uh we're going to we're going to pursue [21:12] them to try to get a grant for the >> Yeah, I've talked to DCCM. [21:20] I told him I was going to talk to you two about it. make sure we're all on the [21:24] » same page. And >> client's done some of the work in the [21:30] past and if we use him, we just update all his stuff and [21:36] but it's that open grant, you know, and they have the first stage in the spring [21:41] and the second stage in the fall. >> We're in the second stage now. So, we [21:45] just need to wait till >> next year, [21:47] » next year, start the ball rolling on them. You got to jump on the murder [21:51] because they >> got a certain amount allotted for that I [21:54] guess once it's used up that's [21:59] got >> it's a lot of money but it ain't if we [22:02] could get a grant for 80% of it wouldn't be too bad [22:07] » a budget workshop for July the 15th at 3 p.m. First budget meeting will be [22:12] scheduled for September the 14th. The adoption meeting will be scheduled [22:16] for October the 12th if everyone is in agreement with this. So what's this uh [22:23] something going to be done by the state board of accounts or [22:28] is this something >> we have to have a budget ready by [22:31] October 12th? Right. >> We have to have our budget ready by [22:35] October 12th. But we need I think a couple times to [22:41] » discuss things and see what >> put in what budget. [22:45] » Yeah, that's my budget workshop is the 15th [22:48] » with the field representative over the computer. Talk about the budget. [22:55] » So we're going to have a physical meeting here to [22:59] » No, I'll just do it with her over the computer. [23:02] » Okay. [23:05] just get it. If they want some agreement with [23:10] this, which don't have a choice, >> we can change the date. [23:15] » Oh, yeah. Change the date. >> That's just our meeting dates. That's [23:18] our September meeting and our October meeting. [23:21] » Yeah. >> So, our regular meeting [23:25] » hopefully by that time I'll be up and running again. [23:29] Let's see. The ending balances and investments as of June the 30th, 2026. [23:37] Cemetery is $7,000. >> That's the [23:43] » 78,000 $17.77 [23:50] cookie trust $8 well, 184677 [23:57] and Mid Reposit is 2,22920. [24:04] That could trust fun, but [24:09] » well, state board council told us to get a hold of somebody that [24:14] up [snorts] there that could tell us how to roll it into the cemetery. [24:20] » Do it. >> Is she have any living relatives? [24:27] I don't think >> we don't know who they are. We don't [24:29] know even know who who left the money here. We don't even know who they are. [24:34] » Did you want to see these? [24:39] » Judith Cookie. [24:43] » I don't know. She right out here alongside the road. Anyway, [24:50] » are you talking about Oilia meets? [24:54] » Yeah, you're right. Yeah, that's a different one. [24:57] » Yeah, [25:01] » but that was supposed to have been make sure she had flowers on her grave. [25:08] » Well, that was a different person. That's a different thing. The ones that [25:13] want to put on the grave. That's the one we're trying to get this money [25:17] with the cook. The cooks trust. That's the one that want to put money on. use [25:23] this to put flowers on the grave. >> We don't even know who that is to put [25:27] the on the grave >> and you know I don't know who would take [25:31] the responsibility to put the stuffs on the grave way take take money for that [25:36] like that. Did you >> we don't even know who it was because it [25:39] was long before we even got here. Yeah. >> So I need to go in the general fund so [25:44] we could >> well put it on somebody's grade but not [25:50] » everybody's anybody's >> they give you a name to talk to about [25:54] rolling that into the center. No, they just said we could contact state board [25:58] of accounts and somebody up there would know the proper [26:03] way to >> Well, I talked to [26:07] » Bob Hun about like going through the courts because that's how it was [26:10] established and it sound like a big big deal. I mean, the time you got through [26:15] wouldn't be anything left anyway. You had your lawyer to do something, you [26:19] know, it wouldn't it probably cost more probably cost more than what this trust [26:24] did. Yeah, cuz it's What is it? It's >> $2,800. [26:27] » And it's it's been here before I got here. [26:31] » $1,800. >> It still draws interest everywhere. [26:35] » Yeah. >> Yeah. [26:36] » Been here ever since I've been here. And that's coming on 20 years. [26:43] » Must be nuts. >> So, this is the the emergency response [26:47] plan was in this um item stuff. This is the emergency response plan updated and [26:55] you guys need to vote on it and >> Dustin needs to sign it, but he's not [27:01] here. So [27:04] » you guys, there is a signature page back here if you guys want to look through [27:09] it. [27:20] » About every year, don't we? >> It has to be updated every year with new [27:25] phone numbers and ID, new phone numbers. Capital assets has to be redone every [27:31] year. [27:43] See, we need a motion to pass that. Yes. [27:54] » You put these numbers in here changing. [28:01] » Yeah. [28:42] Sorry. [29:00] Yeah, I had to update it to put in our new um tide in contact person, too. So, [29:06] that's okay. [29:22] took a minute. >> I'll make a motion to adopt this. [29:28] » I'll second it. >> There's a place for Larry sign. [29:34] » I mean, >> you're the president of it. Governor [29:49] Town. [laughter] That looks suspicious there. [29:55] » I said that looks suspicious to see where you wided out. [29:58] » Oh, yeah. I didn't have another page. Didn't have a new page. [30:09] That's the first signature and [30:15] get tested tomorrow. [30:19] Okay, where we at? I think that's about the end of it. [30:25] Bill's got anything? [30:29] » N [30:34] » I do have one thing. You guys are open for public comment. [30:37] » Sure. Do we have a ordinance on campers? >> I don't think so. Think house trailers. [30:47] » Do you know of any? >> I don't know any on campers. Just house [30:50] trailers. >> Okay. [30:53] Just curious >> what's your thoughts here?
