did and uh had a few cars and had a
[2:57] bunch of uh fitness stuff going on. It
was uh it was pretty cool. Ice baths and
[3:01] all kinds of pretty uh interesting stuff
and uh it was a good event. Uh hopefully
[3:06] next year's better. The rain it got
cancelled the week before so hopefully
[3:11] next year can be better turnout. So, uh,
that's it for me. Uh, move on to council
[3:16] committee reports. Councilman Kelly,
>> uh, just a short report. Um, earlier,
[3:22] uh, uh, first version of our meeting
agenda tonight, we were investigating
[3:27] or, uh, uh, possibly going to have three
resolutions regarding, uh, housing
[3:32] development, uh, that have been, um, in
various, uh, stages of, uh, committee at
[3:38] the New Jersey Assembly and Senate. Uh
some of them uh have
[3:47] um their provisions where if
uh religious institutions uh were to
[3:54] close and sell their property that uh
they would be uh they would be able to
[3:59] bypass local zoning uh to some degree to
allow for the provision of housing. they
[4:04] would be able to exceed u height limits
uh and some other local zoning uh in
[4:11] order to uh step up housing production.
Uh there's also um bills that are being
[4:18] considered that would uh if there were
commercial properties that were
[4:23] underutilized that they would also be
granted some uh exceptions to our local
[4:29] zoning uh along with uh some others. And
uh the the resolutions would be to uh
[4:36] express our concern uh with with how
some of them are uh worded and how they
[4:41] would impact our burrow. Uh we did uh
Councilwoman Petri did um put some edits
[4:49] together to uh more accurately reflect
how they might impact Dumont versus uh
[4:54] the the the model town that we used was
Bagota had recently uh in June or July
[5:00] passed uh three resolutions that we were
using as a model. Um, I also uh wanted
[5:06] to uh pause that myself because uh on
August 27th
[5:12] um Governor of New Jersey signed off on
uh Assembly Bill 3877.
[5:18] Uh its companion bill is uh 2960 in the
Senate and that one uh allows the
[5:27] opportunity for towns to expand their
density, allow housing uh multifamily
[5:33] housing in areas that currently only
allow single family to expand the use of
[5:39] accessory homes.
um to change a substantial portion of
[5:45] their zoning to allow for um multif
family. Um and in um in turn, if towns
[5:53] that re-examine their master plans and
make recommendations and increase their
[5:59] supply of housing, uh they will be in a
better position for certain types of
[6:04] state aid. And uh so we are still
dissecting that and there are still uh
[6:10] rules being made around this uh this new
law. It does not um it would not affect
[6:18] the school aid, but uh we're not clear
on exactly all the different types of
[6:24] state aid that would be um towns that
participate will be given preference. So
[6:30] we're watching that one. We're seeing
how that may that may actually be a
[6:35] substitute for some of the other bills
that were being considered. So, um, as
[6:39] we find out more, there may be
resolutions and further discussion on
[6:43] those items. So, um, that's all for my

reopening on Saturdays beginning
[7:31] September 12th. Don't forget there's Tai
Chi in Memorial Park on Tuesdays at 10
[7:35] a.m. and they've got a a concert indoors
on the 16th at 6:30 p.m. Mark Burgerer
[7:41] and you can register for that on the
website. DPW uh they basically uh have
[7:47] ongoing collection from the parks, the
streets, etc. vegetation collection. Uh
[7:52] they did another six and a half tons
worth of potholes and uh responding to
[7:56] tree issues. Also the last month they've
had a good focus on sewer and storm
[8:01] water basin cleanings and they cleared a
few blockages. Um they had the uh one
[8:08] sewer um blockage they had to get some
support from New Milford in their DVW
[8:13] camera truck and uh they've actually
begun training on Dumont's new sewer
[8:16] truck. So that's uh that'll help us with
those cleanouts. And then just the land
[8:21] use board. Uh there was no meeting in
August due to the lack of applications.
[8:25] And our next meeting is September 29th.

[8:40] 31st, the Dumont Fire Department
responded to 347 emergency calls. 218
[8:46] were daytime and
129 were at nighttime. Uh totaling 6,695
[8:54] man hours total services um hours of
service. In addition to emergency
[8:59] responses, our firefighter participated
in 50 drills and training events
[9:04] totaling 456 hours and 69 special
assignments and meetings totaling 463
[9:10] hours. Although altogether our fire
department participated in 468
[9:17] events and dedicated 7,616
hours of service to the burrow of Dumont
[9:23] in the first eight months of the year.
Those numbers deserve recognition
[9:28] because they represent more than
statistics. They show our volunteer
[9:31] firefighters leaving their homes,
families, jobs, and whatever else they
[9:36] are doing when the call comes in.
I also want to recognize and thank the
[9:41] dedicated volunteers of the Dumont
Volunteer Ambulance Corpse. Our
[9:44] firefighters and EMS members share
something very special.
[9:49] They have committed to being there for
this community when people need them the
[9:53] most. They answer the call on the good
days and more importantly the bad days.
[9:59] When someone in Dumont faces a fire,
medical emergency, accident, or one of
[10:04] the worst moments of their life, our
volunteers show up. It does not matter
[10:09] the time, the weather, or what is
happening in their own lives, they are
[10:13] there. As fire commissioner, I am
incredibly proud of the men and women of
[10:17] the Dumont Fire Department and the
commitment they demonstrate to the
[10:21] community every day. And to both our
fire department and our ambulance
[10:25] corpse, thank you for your time. this
that you sacrifice for the training and
[10:31] preparation that happens behind the
scenes and most importantly for always
[10:35] answering the call when Dumont needs

The first annual Build a Scarecrow

[11:24] September 19th, Sunday, September 20th,
Saturday, September 26th, or Sunday,
[11:33] September 27th between the hours of 9:00
a.m. and 12 noon. The scarecrows will be
[11:39] displayed outside Burough Hall, and
additional information will follow.

floor here at Burough Hall.
[11:56] And then my report, um, our new Burrow
um, recreation director, David Roman,
[12:03] started today. Um, he's hit the ground
running, stepping into our very busy
[12:07] recreation department. I hope everyone
will join me in giving Dave a warm
[12:12] welcome to the Burrow of Dumont.
Preparations for Dumont Day are almost
[12:16] complete. We have a lot of fun and
exciting things planned for Saturday,
[12:20] September 12th from 12 noon until 5:00
p.m. at Memorial Park. Um everything
[12:27] again was planned inhouse this year. Um,
we just want to make one note. There
[12:33] will be a few less attractions this year
because a majority of the rides and
[12:40] blowups were put on our Babe Ruth fields
last year since we were renovating it.
[12:45] And now that the field has been um
redone, we've lost a lot of real estate
[12:50] where those rides can go um because we
don't want to jeopardize ruining the
[12:54] field. But we still have a lot of things
for everyone to do. Um there'll be
[12:59] rides, there'll be blowups, lots of
shows, entertainment. Um we have a great
[13:04] band performing. Um so I hope everybody
can uh join us and the rain date will be
[13:11] Sunday, September 13th. Hopefully we
don't have to use that date.
[13:16] The burrow will hold a 911 remembrance
ceremony on Friday, September 11th at
[13:22] 6:30 p.m. at Memorial Park. I would like
to thank Matt Bant and the Dumont Fire
[13:28] Department for once again organizing
this service for our community to
[13:32] remember all those affected by the
tragic events of that day.
[13:37] We had our precon meeting for CDBG
funded Sunnyside and Shady Side
[13:41] Resurfacing Project. The pro projected
start date for the work to begin is
[13:46] September 14th, weather permitting.
The precon meeting for our NJ dot funded
[13:52] Dew Street roadway improvement project
is scheduled for this Thursday,
[13:57] September 3rd, and more information in
the schedule will follow that meeting.
[14:02] Um
tonight's oh on tonight's agenda we are
[14:07] adding East Lynen Avenue from Hillrest
Avenue to Howard Street to our Riverside
[14:13] Co-op road paving program which already
includes Wandot Onida and Concord. Other
[14:20] high priority roads were considered but
unfortunately when compared against the
[14:25] list for upcoming utility projects we
could not pave those other roads at this
[14:29] time. The CFO and I met with our
department heads to re review our
[14:34] bureau's funded capital bond ordinances
which have remaining balances. Um CFO
[14:40] Rut will report more on that tonight.
And the bureau continues to meet with
[14:45] our risk manager to discuss our health
insurance options for next year due to
[14:50] another expected increase in the state
health benefit plan.
[14:55] for our Celebrate 250. Our next
committee meeting will be on Tuesday,
[15:00] September 8th to finalize the details
for our street festival on Grant Avenue,
[15:05] which will be on Sunday, October 18th
from 12 noon until 5:00 p.m.
[15:11] And we were also notified by the county
that they have plans to pave New Milford
[15:16] Avenue next year. So the burough
engineers, Neglia, have provided the
[15:20] design and construction inspection
services for the ADA curb ramps, which
[15:25] the county will reimburse the burrow for
a portion of those expenses. Um, that
[15:30] concludes my report. Thank you, mayor.
>> Thank you, Janine. Next up, we have our
[15:35] CFO report. Mr. Rutch,
>> thank you, mayor. Uh, as stated in our
[15:38] administrator report, we are crafting
what is called a capital ordinance. We
[15:45] went through our improvement
authorization balances based off of our
[15:48] 2025 audit and we noticed that there
were several fully funded ordinances
[15:55] that haven't had a purchase order drawn
down upon them in several years. So
[16:01] Jannine and myself had a initial uh
phone call with our auditor and
[16:06] sustainable communities which is a third
party which provides uh certain
[16:11] financial support systems to the bureau.
Uh and we identified these ordinances
[16:16] that can be cancelled. The next step in
the process will be the finance office
[16:22] locating the final purchase orders that
tie into these ordinances just to make
[16:27] sure um that no more uh I guess nothing
has to be drawn down against these
[16:33] ordinances before we cancel them. So
what what what does this mean? [snorts]
[16:38] This means that these were capital
ordinances, older ordinances that were
[16:43] passed
anywhere from 5 to 15 years ago.
[16:48] These were fully funded ordinances that
were put forth towards capital projects
[16:52] and the balances in these funded
ordinances have not been completely
[16:56] exhausted.
At our last meeting, we had spoken about
[16:59] authorizing debt to the tune of $250,000
for a sewer repair. Doing this will
[17:06] allow the bureau to complete these
repairs and perhaps some additional
[17:10] projects without having to go out for
any new debt. The purpose of this is to
[17:15] cancel the remaining balances of these
funded ordinances to what is called
[17:20] general capital surplus. It's kind of
like a fund balance that we have in our
[17:25] regular budget. It's just a pot of money
that sits there when older balances or
[17:29] balances in the budget have not been
expended. So once this resolution is
[17:34] passed, hopefully we're aiming for the
September 22nd executive meeting. So
[17:39] once these funded ordinances are
canceled, it goes into general surplus.
[17:43] Then a capital ordinance will be crafted
which will reappropriate the funding in
[17:48] this surplus and we would be able to go
and fund these projects through older
[17:54] funded ordinance money as opposed to the
town having to go out and issue new
[17:59] debt. Because it's a capital ordinance
and not a bond ordinance, it will have
[18:04] to be the ordinance will be up for
introduction at the next meeting. we
[18:08] will go for adoption at the October 20th
meeting. Because we're not issuing new
[18:12] debt, there is no estoppel period on
capital ordinance. So once the ordinance
[18:17] is adopted at the October meeting, we're
good to go. I don't have a number yet,
[18:23] nor will I commit to a number yet. Uh we
have to do our due diligence in the
[18:27] finance department and uh and look at
whatever remaining balances are in these
[18:32] ordinances. And we just want to make
sure we're not drawing down on some of
[18:36] these balances still. We want to make
sure that if we're cancelelling them,
[18:39] we're looking at about a shelf life of 5
years. Anything from 5 years prior, if
[18:45] we haven't drawn down a purchase order
against that, we're going to cancel it.
[18:49] So, we're we're again, we're we're
shooting to have this introduced at the
[18:53] September 22nd meeting adopted at the
October 20th meeting. I think this is a
[18:58] big deal for the town. um it could turn
out to be quite a bit of money and if
[19:05] we're able to fund some of these
projects that we need without having to
[19:09] go out and issue new debt, I think it's
a tremendous win for the town. So, thank
[19:14] you to our administrator and the
department heads that assisted with this
[19:17] and sustainable communities and our
auditor. Uh this could turn out to be a
[19:21] great thing. More details to come at the
next meeting.

[20:06] thunder unfortunately but so I may be a
little repetitive but I but so I
[20:09] apologize in advance but um so real
quick. So the 2026 Riverside uh
[20:15] cooperative roadway paving program uh
Janine spoke about earlier we are adding
[20:19] East Lindon Avenue uh and I believe
there's a there's an item on the consent
[20:23] agenda with respect to that this
evening. uh that roadway is being added
[20:26] to the Riverside Cooperative uh roadway
paving program. Um and just as it
[20:31] relates to timing, uh these were
roadways that were encumbered uh with
[20:36] PSENG work. Um so that work was
completed in July and we're currently uh
[20:40] awaiting the 90-day trench settlement
period uh for those roads. So as far as
[20:45] timeline to complete that work, I think
we're looking at an Octoberish
[20:49] um October or November time frame to do
the the milling and resurfacing of those
[20:53] roadways. Uh speaking um about Sunnyside
and uh Shady Side Avenue, uh Janine
[21:01] mentioned we did have the uh the
pre-construction meeting on on August
[21:05] 6th uh 2026 and and construction is uh
proceeding on September 14, 2026. Again,
[21:13] weather permitting.
Regarding the keeping on the theme of
[21:18] paving here, the 2026 PSEG uh roadway
paving the the bulk of that work is
[21:24] complete as of this date with the
exception of uh I would you know a
[21:28] fairly extensive punch list item we have
running with them uh regarding you know
[21:33] cleaning up neighbors grass, irrigation
systems, driveways so forth and so on.
[21:37] So that remains somewhat ongoing
although I would say it's you know in
[21:40] terms of paving it's substantially
complete um as of this date.
[21:47] And then some final items. I do just
want to quickly touch on the uh the
[21:51] sewer emergency at uh 30 Dakota Avenue.
Uh that is work that is pro is uh slated
[21:57] to begin any day. Now there was a back
order with respect to the pipe that was
[22:02] spec as well as the manhole. Uh it's
it's kind of an irregular shaped
[22:06] elliptical shaped pipe in that area. Uh
in order to match capacity between
[22:11] pipes, uh we had to specify a certain
pipe and it has been on back order. Uh
[22:15] the contractor did indicate that he was
going to start this week. Uh you know,
[22:19] given the weather, I think it's probably
unlikely. Uh so I'm thinking it's
[22:22] probably either later this week or next
week that that weather is going to that
[22:25] that work will will start, although I
will get a more definitive answer as
[22:29] soon as I can. And then lastly, uh
Janine mentioned it and I'll just
[22:33] reiterate it. Uh Bergen County will be
paving to Milford Avenue. Uh and in
[22:37] conjunction with that, we will be
designing all of the uh access ADA
[22:40] accessible ramps on Milford Avenue,
which is a requirement of the county
[22:44] before they pave uh the roadways. So, uh
we will look to complete that
[22:48] expeditiously, make sure we're on the
the county's contract so that New
[22:51] Milford Avenue is paved as soon as
possible. So, that is what I have this
[22:56] evening. Uh if there's any questions,

We have 1674 bond ordinance to authorize

and for the burough of Dumont in the
[30:19] county of Bergen, state of New Jersey
the to the appropriate sum of 1,940,000

payment and to authorize the issuance of
[30:30] bonds to finance such appropriation and
to provide the issuance of a bond
[30:35] anticipation notes in the anticipation
of the issuance of such bonds.

chapter 21-34
[30:48] of the Dumont Burough Code uh applicable
parking lots and parking areas permit
[30:53] fees and chapter 21-35 of the Dumont
Bough Code parking regulations.

an ordinance amending chapter 317-3
[31:06] of the Dumont Burough Code, parking of
trailer amended to include registered
[31:11] owner or operator.

each real quick.

of the Dumont Burough Code. Um this is
[31:46] regarding development fees. Um it's
increasing the fee to 1.5%
[31:52] from 1%.
Um, this is something that's required uh
[31:57] within all burough zoning districts.
Residential developers except for
[32:02] developers of the types of development
specifically exempted shall pay a fee of
[32:08] 1.5%
of the equalized assessed value for
[32:12] residential development provided no
increased density is permitted.
[32:18] Um so again that's ordinance 1673
for um ordinance 1674
[32:26] that's the authorization of bond
ordinance for the acquisition of the new
[32:31] ladder fire truck uh for 1,940,000.
[32:38] This is to um for the burrow's ladder
truck um to appropriate that amount for
[32:46] the issuance of bonds to finance the
appropriation
[32:51] um to buy the new ladder truck for the
Dumont Fire Department.
[32:59] Ordinance 1675
is to amend chapter 2134
[33:06] and 21-35
which is the permit fees for applicable
[33:11] parking lots and areas as well as
parking regulations.
[33:17] Um 2134
[33:21] um all we're changing in that section is
the commuter parking fees. The resident
[33:28] fee will remain the same at $120
per year. The non-resident commuter
[33:35] parking fee is being changed from $180
annually to $240
[33:43] annually.
um the parking regulations section, uh
[33:48] chapter 21-35.
We just had to change some of the
[33:52] wording within that section because, um
the chapter had that it had the sticker
[34:00] had to be displayed in the rear window
of a of the parked vehicle, which we
[34:06] have not used stickers in many years.
So, we changed it from that to say that
[34:11] the paid confirmation receipt from P PD
links um needs to be displayed in the
[34:18] front dashboard for the current year.
[34:23] And then lastly, ordinance 1676
is to amend chapter 37 317-3,
[34:34] which is um parking of a trailer on your
property. And this is just to amend um
[34:40] to include the registered owner or
operator um within the wording of the
[34:46] ordinance so that um summones or tickets
can be written appropriately.
