Should be fairly brief for you [3:14] guys today. um [3:20] uh the 86th Avenue and 82nd Avenue projects uh kind of in the same well I [3:26] guess they're not really in similar conditions at 86th Avenue we're we're [3:30] trying to work with Shipo to uh see what we have for an avenue going forward. Uh [3:35] 92nd Avenue um that is planned for 2025 [3:39] construction. We do have the permit for that project. We're currently working on [3:42] easements uh for that roadway. So, we just need to [3:47] get those wrapped up this winter and out for bid. Uh 100th Avenue uh permit has [3:53] been secured on that. We do I do have a few meetings set up to finalize the [3:56] easements over the next couple weeks. Uh do expect to have this wrapped up soon [4:00] as well. Planning for 2025 construction. Uh I started putting together [4:06] advertising for uh December meeting potentially uh depending on how these [4:11] last uh easement meetings go with land owners. [4:15] Uh 12th Street and 16th Street, the grading designs are are pretty much [4:20] complete on those. We do have a couple cultural sites that we're working around [4:25] uh on those as well. So that'll be another topic of discussion with shipo [4:31] and I can get a sit down with them. Uh we have been we'll start working on [4:38] those easements as well as we progress through that. [4:42] Any questions so far on the 2025 projects uh 20th Street, [4:49] 86th and 9th and 98th Avenue. We uh did get all the field surveys done this [4:54] summer including the cultural and wetland. We are working through the [4:58] grading designs on all those projects and made some good progress so far. Um [5:02] we're going to begin evaluating our disturbances and impacts to [5:06] environmental and cultural sites. Any question on any of the design [5:11] projects [5:14] the construction golf course road project uh that work has all been [5:19] completed. We did do a final inspection back in on October 24th. Uh the fencing [5:25] work has begun on the project. They are working on the north side of the road [5:29] early this week. Um with the weather, they've they've held off now the last [5:34] couple days. Uh they intend to finish this year, but that'll all depend on the [5:39] weather if they can get the fencing done. Um and they're working through [5:43] that with the land owners. So, no surprises there. [5:48] Uh the final estimate is out in the contractor's hands still currently. So, [5:52] uh, they're waiting on, um, uh, some review from their subcontractors on [5:58] their work. So, they did not get that back to us in time to get on this [6:01] meeting, but he assured me that he would have it, uh, approved prior to the next [6:05] meeting so we can get that final payment made and close out that project. We did come up with some punch list items that [7:04] were relatively minor. Had some rock picking and some additional seating etc. [7:09] Um, with that said, we've compiled a semifinal pay request number 10 and [7:14] recommend payment in the amount of $588,43368. [7:20] We are still holding 2% retainage until completion of the punch list items. I'm not sure what this weather's going to do, but that is still [8:46] the plan and we still have proceeded accordingly. Uh we've st temporary [8:50] fencing out there and working with land owners and the fencer. It's brown [8:54] fencing and we're proceeding as they're still going to attempt to install the [8:57] box this year, but uh we haven't heard differently, but again that that passing [9:01] of their box cover for this kind of let them scramble to figure out how they're [9:05] going to get it done. Um, next item on 119th Avenue Southwest. [9:11] Uh, we collected right away a while ago. That's all been filed. U, we've been [9:16] waiting for responses on utilities out there. Right now, we're down to McKenzie [9:20] Electric Consolidated and and Marathon. Vince was here. McKenzie last commission [9:26] meeting getting permits. I asked him again about that and thought we were [9:30] going to get something. I still have not gotten anything. consolidated said that [9:35] um they were supposed to they're really busy right now and as soon as snow snow [9:39] flies or they get freeze up they can address it thinking maybe that'll be [9:43] today um or at least get the process started but they just haven't been very [9:48] responsive any of these three remaining we're pushing to hear back from them [9:53] we've got plans ready to go but it doesn't really pay to to bid this thing [9:56] until they actually give us their input in case any redesign is required but uh [10:01] once we get that we want advertising this thing. So, we're about 90% [10:14] complete on those plans and we've been struggling with cultural items out [10:17] there. Um, so the DOT also has a major project on Highway 200 and struggled [10:23] with the same items, culturally sensitive items and mainly tribal [10:27] culturally sensitive items, but they had to come up with and they were on hold. [10:31] We just talked with some here the other week. Um, basically any of those [10:36] culturally sensitive areas, they were allowed to just put fill dirt on top of [10:39] it and not do any excavation. That may be a way to proceed with that in order [10:44] to get clearance or to get cultural to sign off on that. I've got some [10:48] preliminary plans if anybody's interested. And I kind of started [10:50] discussions with the road department yesterday about it. The only downside is [10:55] it require requires borrow because we have balanced design that they're not [11:00] signing off on or having given us go ahead. So that would that would mean [11:03] having a borrow source and then putting borrowed dirt on top of any of the [11:06] culturally sold sensitive areas and that's what the DOT has done. I tried my best to kind of explain what I'm I'm here [22:55] proposing and why I'm proposing it. Um, we've talked throughout the year about a [23:01] possible restructure in my building and grounds department. Um this is kind of a [23:08] generalized uh direction and basically how I'll start this is by saying the [23:16] building of grounds over the past 8 to 10 years has seen exponential [23:22] growth and demand in what its scope of work has been. So obviously it was a [23:29] department of one and now it's a department of four and we are looking to [23:34] have a clear structure moving forward. Um and [23:40] it's basically growing pains of a growing department and this is my uh [23:47] proposal to move forward with a clear hierarchy of how this uh department [23:53] could be structured based on your approval. So, uh, backing up just a bit, [23:59] uh, one of the roles that and responsibilities that has kind of come [24:04] to the forefront, um, that that that isn't traditionally something that we [24:09] would do in the building and grounds is handling park board park business. Um [24:16] it's it's something that the park board and I as as um a park board member have [24:24] discussed and we came up with the conclusion that it wouldn't it would be [24:28] a good move if I resigned from the park board and became more of a um director [24:35] of parks. That's the recommendation of the park board to move forward. Um, I [24:40] would still be the building and ground supervisor, but we're looking to house [24:46] the administrative work, the work that is done with the different agencies that [24:51] handle um park board business, the US Army Corps of Engineers, the US [24:57] Fish and Wildlife, a liaison, and somebody to handle meeting minutes, uh, [25:03] agenda, that kind of thing, handle the administrative work that was being [25:08] handled. by a separate department prior to now and that's kind of not in their [25:14] scope of work anymore. So there is a need for that. That's the first thing. [25:17] Um the second thing is um there's always been a need where we're currently [25:26] staffed completely busy. Our current um group of people that are working in [25:33] my department are are are busy. And if anybody is gone in that current [25:38] structure, it makes it very difficult and it's a quite a strain. Um, so [25:43] basically to come back to the proposal and what I handed out, the current [25:48] structure is obviously building and grounds and then I dictate and oversee [25:53] the department as a whole. Okay, so there's two janitorial workers and a [25:57] maintenance assistant currently that are full-time. Um, I kind of go through some [26:03] of the important points on this. um you know basically there's issues if you [26:08] look at this hierarchy in the current structure with if I'm gone or if um one [26:14] of the other people are gone it really does impact what we're able to [26:18] accomplish as a department. So in the proposed hierarchy [26:23] what I'm what I'm proposing and one of the requests that was made is that I [26:27] come up with a kind of generalized what would my department look like if we were [26:31] to restructure it. So currently um my plan for a a hierarchy is to have two [26:38] separate groups janitorial and maintenance and have a lead in each of [26:44] those almost a supervisory role where they take over certain aspects of the [26:51] building grounds department with maintenance and janitorial and I still [26:55] supervise but also act as park director to fill in for some of those um needs [27:01] from the park department. My ultimate goal is to continue to grow the park [27:05] department and I think if that is going to be part of the the goals moving [27:11] forward, there needs to be a clear person in charge of that area. So that's [27:18] those are some of the key things that I wanted to point out. Um I do have some [27:22] budget impacts for the new proposal. Um it will increase department payroll. Um, [27:29] that was, you know, and and I do want to back up too. This is something that I've [27:33] had in the works for a while, but we've all kind of had to wait and see what the [27:38] election results were going to be before I came to you and proposed something [27:41] that would may may require, you know, um, changing of the budget and I didn't [27:47] want to do that with the election and possible changing of things in general. [27:53] Um, so um, increased department payroll. um there would be an increase in hourly [28:01] uh wage based on the janitorial lead and maintenance lead moving up into a higher [28:06] pay scale. I met with Desessie um and if it means anything to you A13 and B21 [28:12] would be where those new positions would land on the uh pay scale. Okay, so I [28:20] have done that much. Um, I kind of know where that that falls, but I haven't [28:24] haven't put any actual hard numbers because I wanted to discuss this with [28:29] you, see if this was something that the commission would be in favor of. Um, [28:34] also, uh, hiring an additional full-time maintenance tech to assist the [28:39] maintenance lead would be my recommendation. Um and then uh giving uh [28:45] the maintenance lead authority to take home a county vehicle similar to what I [28:49] have authority to do. Um just in the off chance that if they're going to be the [28:55] maintenance tech lead that they would have the ability to in the case of an [28:59] emergency or whatever go from home to uh wherever needs uh any sort of addressing [29:06] on the maintenance side of things. Um so goals is to really provide continued [29:11] excellence uh in my department to the county uh improve as a team uh grow the [29:17] parks department um have clear defined goals and responsibilities in my [29:21] department um allow more time for continued education and to retain our [29:27] current employees. Um, [29:30] then I go kind of go through and it it's it's clear. I don't need to go through [29:34] every point. Um, unless there are questions. Um, but we've got 11 [29:38] properties that we take care of. Um, I have them all listed out there. Um, some [29:43] are more than others. Obviously, the courthouse is is obviously more of a [29:48] higher responsibility than say like the the new addatic trailer that we end up [29:53] taking care of from time to time. So, it it's I guess it's all relative, but um I [29:58] kind of go through some generalized responsibilities for each of the new [30:04] areas and that really encompasses what I'm proposing. Um I don't know how to go [30:12] about a motion if you guys are wanting to move forward with a decision like [30:18] this, but I'm open to questions and I hope it all makes clear sense. But I'm looking to have more than one person as a point of [32:09] contact so that if in the case that I or who whoever is gone, it it provides more [32:18] than one person to be able to handle the work that needs to be done. It also [32:22] really improves our secession plan um by spreading the supervisory [32:29] um role a little bit besides just myself. But now that we've got a person [33:46] that's got some experience in that, I definitely see that being [33:51] housed under our umbrella of department is being able to assist. And it's just [33:57] it's slowly kind of taken shape. And the that's the other justification for me [34:05] looking to hire an assistant in maintenance is because if the lead is [34:12] handling IT stuff and and different um wearing many different hats, that's the [34:17] that's the the crux of this department is there's many different hats that [34:21] somebody has to wear and you have to find very good individuals and this is [34:25] also a way for me to try and retain those individuals that are valuable to [34:30] the county. So yes, to answer your question, uh, Commissioner Dozal is is [34:35] it yes, I see that being part of the scope of responsibility. I know I will provide direction to my department, but [36:14] I would like to have my proposal either approved or or not simply from the [36:20] standpoint of that my department needs to have a goal or outlook moving [36:25] forward. So, I don't want to push anybody, but I do want you to understand [36:29] that I'm really looking to run with this January 1st and and start with this in [36:37] mind. I'm not I'm I'm not sure if hiring a full-time employee right away. I don't [36:45] see myself doing that, but at least having a framework to where when I talk [36:49] to my employees and say this is where we're headed that that it's approved and [36:54] that that because I I've hinted at this for six months and I I really would like [36:59] to have a clear answer if if if possible. [38:59] So, um I guess you know I'm fine with waiting till the next meeting and and I [39:05] guess one other thing I wanted to say when you talk about the election you're [39:08] talking about measure four measure four [39:10] that was aund if measure four wouldn't have been on the table and there [39:13] wouldn't have been real risk at the at the county level [39:18] being changed 100% and then me adding another wrench and I would never have [39:24] waited this long. I would have put this forth way before that. But yeah, [39:30] you know, and the way I I I see it is when we really ramp up and there's a [39:37] demand on time for the maintenance department is when the grass starts [39:43] really, really growing. So June, July, those guys have always been on a mower. [39:49] Well, with two mowers, that definitely changes their work. And so I probably [39:54] wouldn't move forward with that second maintenance person until, [40:01] you know, summer, spring, and maybe that person is a seasonal until I find the [40:06] right person because if I open it and there's not the right fit, I don't want [40:11] to hire someone until I find that person. So it could be a temporary [40:15] position or a seasonal position for the whole next year. So, I just want to [40:22] make sure that that's clear as well. Yeah. And again, I'm not against that [40:26] because that was in your budget, but now you're taking everybody else and kind of [40:29] going to different levels, right? So, how does that look, right? [40:32] All I'm saying, I mean, y [40:35] it's not a bad thing. You had somebody else hired, but now you just want to [40:38] take everybody else. Yeah. [40:40] And put structure to it. Yep. a hierarchy of of how the [40:44] department operates and then make that widely known so that if [40:49] another department needs assistance and I don't pick up my phone or whatever, [40:54] they've got contact information and they everybody should be able to communicate [41:00] with one another. And and the [42:11] other thing too is it provides a framework that maybe in the near future [42:16] there's a need for an you know who knows what the additional impact may or may [42:21] not be at least there's a hierarchy of where those that person may fit in this [42:26] current setup instead of just we need another person well in what way and what [42:31] in what avenue do they fit.
