I ask that you please turn your cell phones off during the meeting and please be quiet during discussions. We stand for the Pledge of Allegiance. [0:40] To [0:46] the flight of the United States of America and to the Republic for which stands one nation under God, individuals with liberty and justice for all. [1:07] 26-06-01, call the order. [1:12] Bergmeyer? [1:13] Here. [1:14] Dagonhart? [1:14] Here. [1:15] Floor? [1:16] Here. [1:17] Meyer? [1:18] Roby? [1:19] Taylor? [1:20] Here. [1:21] Mayor Jigman? [1:21] here. [1:25] 26-06-02 staff reports city manager report. I have just a couple of things. One the emergency [1:37] service is building the walls drywalls going up mostly done upstairs and so good progress [1:48] there. We're going to talk about some other issues regarding that and then across the [1:52] straight. I cannot believe how fast Johnny on a [1:56] surges building is going up. He is competent that as [2:01] soon as it's done, we're going to have three new [2:03] businesses on the main drag and East Dubuque. And the [2:07] foundation is all in and they're putting we just [2:10] talked today about getting water in there. Once the [2:13] water is in, they'll be pouring the floors and moving [2:17] up from there. So great news. [2:21] They know the businesses that are going in or I think he's for [2:25] what he told me he's got two that are secured and another one that's very close. [2:29] So it didn't tell me who they are but [2:33] thank you. [2:36] Mayor's report I'd just like to take a moment to thank Jeff Klein and the [2:40] American Legion for putting on a great parade and ceremony up at the [2:43] cemetery. That event has been such a great longstanding tradition in the [2:48] community. It was well attended. Thank you to everybody that participated in the [2:52] I'm not afraid. Such a great day. All the person report. [2:57] Fred Meyer. Yeah, just one thing. The last that we're cutting now on Greenwood, [3:01] up from my house through the telefront pole. I'm sure Tony's aware of it. [3:06] It's sitting like this. I know it's broke off or whatever. [3:12] But something that should have to get looked at. [3:15] I contact the frontier. They know. Frontier. Frontier. [3:20] figures. Okay. Thanks, Tony. We'll get Randy and Delbert out of again. [3:30] Thank you. [3:32] Thank you. Thank you. Floor? What are we, how are we doing in this picnic table and [3:40] the covering of the picnic table? So the picnic table is, there is one there. The covering [3:50] of it is an issue where we've been talking about how to go about that piece of it, but [3:56] we're also working on expanding and redoing the basketball court down there. So that [4:04] might be a, we can talk to you about what you think, you know, what the biggest priorities [4:09] are, but we're going to put a new backboard. And I think why the, why didn't that pad so [4:15] that it's a full, you can have a three-point arc and all that stuff, so it would be report [4:21] repainted and then a new, so [4:29] as far as what we can do for the shelter, we're still kind [4:32] of shopping options for that. [4:36] How about the streets down there, would we decide on them? [4:41] We've got a list being put together for what we can, I think we're bringing the folks [4:47] in to talk about how much we can do of what's requested. There's a couple [4:54] streets down there that we can't do right now as you know and then the other [4:59] ones are kind of in the mix with a couple of other projects we've got going [5:03] but some of the projects that we do will be down there and then probably [5:09] something some other parts of the city based on the brother need is the greatest [5:14] with the exception of Jordan, which probably is the greatest need, but isn't going to get done this year. [5:22] All right. Thank you. [5:24] Thank you. [5:25] Mayor. [5:26] I don't have nothing to say. [5:27] Thank you. [5:27] Taylor. [5:28] Nothing tonight. [5:29] Thank you. [5:31] Chief Kovacic. [5:35] Public Works Director Van Astrand. [5:37] No. [5:38] Thank you. [5:39] For your chief time. [5:54] I also have one other thing before we do the swearing in. [5:56] We did receive, if people didn't know, $6,700 from the Fire Marshalls. [6:01] office for our new washer extractor. So that was a, that came out the beginning of last week [6:08] that we, that we got that. So that'll be a good thing for us. [6:14] Uh, Larry Alvarado will come up [6:18] and who is going to pin her? [6:33] Raise your raise your right hand. The following oath is to be taken by all members. [6:39] I, the undersigned member of the East Dubuque Fire Company, do hereby accept the [6:43] the foregoing constitution as the fundamental government of our company. [6:47] I will attend all meetings if within my power obey our superior officers and [6:53] promote the interests of the company to the best of my ability. [6:58] And I do. [7:54] For us, I don't know. [7:56] She's signing a red book that dates back to 1904 that everybody that gets [8:03] sign it makes a probationary year and gets sworn into the fire department gets [8:11] that badge forgets that honor. The certifies that firefighter Luliana Alvarado [8:18] has dually been appointed to the position of firefighter for the city of used to [8:22] be fire department or to get your dedication to the job the city and the [8:25] residents you serve the scare with which you have shown in your ability as a [8:29] probationary firefighter makes you deserving of the title fire fighter [8:33] This certificate is awarded Monday, June 1st, 2026. [8:36] Joseph Mheim, Fire Chief, John J. Digman Mayor. [8:47] And then I just have one other thing [8:49] to bring up just having to coincide with tomorrow. [8:55] We have five out of six of our candidate firefighters here tonight [9:00] that will start tomorrow night. [9:02] That'll be Abby Prest, [9:07] no Zoker, Jacob Blaine, [9:10] and then they will blow it, blow this, brace Fendell, and then Olivia's shown rock is [9:18] not here tonight. [9:19] So 5 out of 6 are here, they start tomorrow night, third year probation. [10:16] 26-0603, speakers from the floor, Delbert Belkin. [10:30] Delbert Belkin, 400, Iowa Street East to build, for the last 100 years East to build, [10:36] been known as the Tavern Town. Ever since the Foundry burnt down in the 80s, we have no [10:43] factories or large employees and employers in the town. Our money comes from our taverns. [10:50] Our gold mutton period was after World War II into the 70s. That's when Iowa closed [10:58] there's their classics like liquor store and it starts selling liquor over the bar and that [11:06] time too some of our bars were getting deteriorated the families that run them were getting older had [11:14] no chill in the one with the run them and we started going downhill. [11:21] They're in that time period [11:24] And there's only two of us in this room right now that can remember this, but on Friday [11:30] and Saturday nights and Wednesday nights you couldn't find a parking spot in the street [11:35] downtown. [11:37] You're going up Montgomery, Wisconsin, Wall Street, you name it, there were full of cars. [11:45] So 40 years ago they set the bridge down for over a year. [11:49] They tore it down to three IDs in a superstructure, and they inspected every inch of it. [11:58] That didn't stop people from coming over here and having a good time. [12:03] Hell, they were dying to do it. [12:05] We had to them fall off the damn bridge, off the ID, enter the rubrums, drown them. [12:11] So all at once now, we're going to start advertising that were open for business. [12:18] Well, an example of things is it's three guys working a second shift in a factory in [12:24] Dubuille. [12:25] And they hear the advertisements, so that and once a week they go out for a beer and a [12:30] sandwich. [12:31] So the rule of thumb is we go to a bar, we each buy a drink, we get a sandwich, and we go [12:38] home. [12:38] So they come over here, go into a bar, by just time most things are closed. [12:43] the marinas are closed, temperaments, the golf course, so we're down to two or three places we [12:50] can go. So we go into a bar, order a drink, look at the manual, order our food, in the meantime we [12:58] order our second drink, the food count, we get the third one. So somebody gets the idea, well let's [13:05] have one for the road, so they do. So they get up, have your fourth pair walk out into the street, [13:11] 12, 30, 1 o'clock in the morning. The boys are riding up and down the street looking around. [13:19] C-3 guys come out of a bar. [13:23] So, obviously they've been drinking so they take one out and [13:28] pull them over. So they check his driver's license, his registration, insurance card. [13:34] Then the fourth thing is, have you been drinking? And the guy said, yeah, there's no need [13:40] line. He can smell it. So it hasn't stepped out of the vehicle. Now what, the [13:45] this person gets the ticket or they send them loose, turning blue. So without a [13:50] ticket or anything. You think for one second that these guys are going to go back [13:56] to their place in employment and tell everybody what a great time to have over [14:01] here. I don't think so. They're going to tell everybody about getting pulled over. [14:09] The rumor in Joe Davis Clayton, Dubuque, Grant County and Jackson County and Iowa and Wisconsin [14:17] is say the hell out of these Dubuque. [14:20] I talked to guys here at some graduation parties here that are people that use the hangout [14:26] don't use. [14:27] So we don't go down there anymore. [14:29] He said, we've got friends and relatives enough got DUIs. [14:33] We've been going to either Grant County to build over there. [14:39] We don't have to worry about this stuff. [14:41] Because anyway, you spell the nine letter words in Senola. [14:46] The first six letters is S-I-N-S-I-N. [15:00] Thank you. [15:03] Moving forward, 26-06-04, consent agenda. Still move. I'll second. Roll call. [15:12] All. [15:13] Mayor Mayer. [15:14] Aye. [15:15] Jaginhart. [15:15] Aye. [15:16] Floor. [15:17] Aye. [15:17] Mayer. [15:18] Robby. [15:19] Taylor. [15:21] Aye. [15:21] You [15:27] know on the new business, 26-06-05, action to award pre-approved September 15, 2025. [15:34] Tiff Award. [15:36] 25-0922, payment for finally our place property owner Clyde Micalakis in the amount of $29,554. [15:46] dollars and 80 cents in the city of East Dubuque. [15:50] So this is, as you know, two businesses in one building. [15:54] So this one and the next one are the same amount of money [15:58] and the same story. [16:02] Look across the street, you'll see the impact of this facade grant. [16:11] They actually spent, so I think it was money very well spent. [16:16] it was approved by the council and it's here the work has been done for both this one and the next one. [16:25] Any questions or discussion? [16:27] If not, we just need a motion to approve. [16:30] I make a motion to approve. [16:34] Roll call. [16:35] Beginner. [16:36] Aye. [16:37] Floor. [16:37] Aye. [16:38] Mayer. [16:39] Aye. [16:40] Taylor. [16:41] Aye. [16:41] Brickmer. [16:42] Aye. [16:47] 26-0606. [16:50] Action to award. [16:51] Pre-approved September 15th, 2025. [16:53] Tiff award. [16:54] 25-0923. [16:57] Payment for Shorty's property owner, Clyde McElaccus, and the amount of $29,554.80. [17:05] So same issue. [17:06] Same building. [17:07] Same motion. [17:08] I'll motion to approve. [17:10] I'll psych him. [17:11] Roll call. [17:12] Floor. [17:13] Aye. [17:14] Meyer. [17:15] Taylor. [17:16] Aye. [17:16] Okay. [17:16] Mayor? [17:17] Aye. [17:17] Taking her. [17:24] 26-0607. [17:26] Discussion and possible action to approve recommended estimate from Fred Jackson Tuck [17:30] Point in the amount of $36,547 from emergency service building arch. [17:38] Okay. [17:39] So this one is about dealing with an old building. [17:44] So the council approved estimates and go over a year ago for tuck-pointing of the emergency [17:55] services building. [17:57] We had three bids at the time. [18:00] The lowest bid was from Randy Williams, 147,800. [18:08] the next was Fred Jackson took pointing 260 and the third one was Renaissance which was [18:18] several times that. So we gave the contract to Randy Williams. I think he did a very nice [18:28] job on the things that we expected to find and the work that we expected to have done. [18:37] He re-did the arch, which is kind of the signature portion of the building, and it didn't [18:45] come out the way we wanted it, and so we asked him to redo it, he re-did it. [18:52] It came out about the same. [18:55] So we took a closer look at the situation, and basically when the building was built in [19:02] 1992, the half circle of that arch wasn't a true half circle. [19:13] So we looked at it, it looks like it's a regular arch. [19:18] And when we asked Randy to do was basically to tuck point the front of that, remove some [19:27] of those bricks put them back in, fix it up. Doing that didn't fix the problem because [19:36] all the way through the wall from the inside arch to the outside arch it was off. I'm not [19:42] an expert on tuck-pointing and whatever but it didn't end up being half a sphere. [19:57] And [19:58] and took a look and said, yeah, you're not going to get what you're looking for on the [20:10] outside because it doesn't line up and that dates, that's not something that Randy Williams [20:17] had anything to do with or that anybody could have told when we did that or got an estimates [20:23] on it, it was still covered on the inside. You really couldn't tell. And so this is what happens with [20:32] all buildings. So as he was looking at it, I asked Kelly Jackson to show us what he thought would fix [20:42] this problem. And here's the ultimately, it may look okay now, but we are going to put an arched [20:52] window in that place. That arched window will be a perfect half circle. And if you put [20:59] that in there, it's a perfect half circle. And the arch isn't that way. I think it's [21:07] going to stand out really strongly. It wouldn't have stood out before when you had wooden doors [21:15] over the fire door that was there when the building was built in 1892, but if you put [21:23] that in there, it's going to stand out. [21:26] So I asked Kelly to come up with a plan, Kelly's team, I think, is well regarded as probably [21:35] the best for a really challenging brick project. [21:39] project, he came with this project that's $36,547 to do this up all the way through completely [21:52] reconstruct that arch to what they really couldn't eyeball it probably 140 years ago. [22:01] So that's where we're at, we could not do it and hope that when the window and the door [22:09] went in it looked okay but then it's going to be too late or we can do this. I will say that [22:17] if you do Kelly Jackson's proposal here and add it to what we paid for the tuck-pointing to date [22:29] we're still going to be I think $80,000 less than it would have been if we had had [22:35] And Jackson took point and do the whole project. [22:38] So overall, being less than we would if we were doing Jackson for the whole thing. [22:47] This isn't any kind of a comment. [22:51] I think Randy Williams did a very nice job on the work that he did. [22:57] Very happy with it. [22:59] But this was an unforeseen level of technical issue regarding that. [23:06] So we've got the estimate in front of you, I would recommend we have Kelly come in and do it, we really can't go through the whole process of getting a bunch of estimates and a bunch of proposals from a bunch of folks because we're in the middle of construction on the building and we've got to get the doors in. [23:26] I have a question real quick, would it be safe to assume that had we went with Fred or [23:31] somebody else on the first bid, we would have gotten to this point and probably we would [23:35] have had a change request to add on because we didn't foresee this, so I know people are [23:39] going to look at this and say hey, we paid company to do this, now we're paying company to [23:43] do the same thing but it's not, so we had Fred Jackson come in, they might have had the [23:49] The same results were gotten in there and realized, hey, we're going to charge you 20 grand [23:54] more or third, whatever that would be. [23:55] Is that a fair assumption? [23:57] I think it is because Kelly didn't know until he made. [24:02] If you look at the place now, there's a board in there that's cut properly. [24:10] Until he did that, he didn't know how it was off. [24:14] It was still covered in the back when we got estimates. [24:17] So yeah, that's a good, that's a good assumption. [24:20] Okay. [24:22] Any other discussion? [24:25] If not, we have a motion from all their person, [24:28] Dagonhart. [24:29] We need a second. [24:31] A second. [24:34] Roe call. [24:35] Meyer. [24:36] Taylor. [24:37] Hi. [24:38] Hurr Meyer. [24:39] Dagonhart. [24:40] Hi. [24:40] Hi. [24:46] 26-0608. [24:47] Discussion of possible action to approve IEPA 17-5984. [24:53] payment in the amount of $82,223.80 for temporarily excavating CFPS, Incorporated and Origin [25:02] Design Grant Request number three. [25:06] This is for the next round of construction on the project. [25:10] It's back to being underway and we hope to have it completed by late in July I would say. [25:20] Okay, so 57,000 for construction, plus grant administration and design and oversight. [25:35] Any questions or discussion, [25:41] I should say all covered by the state grant. [25:48] We have a motion. [25:49] Need a second? [25:50] I'll second the roll call. [25:56] Taylor. [25:56] Hi. [25:57] Rick Meyer. [25:58] Hi. [25:58] Doug Hart. [25:59] Doug Hart. [25:59] 26 [26:06] -06-09, discussion possible action to approve IEPA 17-5984 change order to extend the [26:16] final completion date from temporarily excavating. [26:23] So this one just extends the finishing date. [26:29] We've got a pretty wet spring, temporarily got in there a little bit later than anticipated. [26:34] it still gets it done within the time frame required by the state and so I'd [26:41] recommend we did this just to make sure that we're remain compliant for the state [26:46] grant. [26:48] Any questions or discussion? If not we need a motion to approve. I'll [26:54] make a motion to approve. [26:57] I'll second. [26:58] Second, roll call. [26:59] Rorgan Meyer. [27:00] Aye. [27:01] Dagon Hart. [27:01] Aye. [27:02] Aye. [27:02] Aye. [27:03] Mayor Taylor. [27:05] Aye. [27:08] 26-0610, executive session. [27:14] 5 LCS 120 slash 2C1, personnel matters. [27:19] 5 LCS 120 slash 2C2, collective negotiating matters. [27:25] We need a motion to go into executive session. [27:28] not make the motion. Second, roll call. [27:33] Second, heard? [27:34] Aye. [27:35] Lure. [27:35] Aye. [27:36] Meyer. [27:36] Aye. [27:37] Taylor. [27:38] Aye. [27:39] Rick Meyer. [27:39] Aye. [27:41] All right, we're going into executive session.
