[9:46] » I move we open the public hearing. >> Second. [9:49] » It has been moved and properly seconded that we open the public hearing in case [9:54] number um P2025RZ-001-11. [10:04] Is the applicant here? >> Yes. Sir, would you come to the front? [10:09] » All in favor say I. I. >> All opposed. [10:14] Sir, if [10:16] » you come up and um introduce yourself and give us your address, please first. [10:22] My name is [10:28] Terrace, Georgia. [10:33] » Thanks for coming. Um you are welcome to um you're welcome to speak and if you [10:38] have any kind of visuals please let us know. [10:42] » Okay. Um I'll go ahead and talk through it. My visuals support um what's also on [10:50] the screen there. Just give me a quick moment. [10:56] Okay. So, uh, our application, um, is to request zoning, um, reszoning from the [11:06] existing RL residential limited to a R2 two family dis uh, two family dwelling [11:15] district. [11:19] the current zoning which is RL Residential Limited. Um, one of the [11:26] purposes of us looking to reszone as R2 is the RL does not support the current [11:34] permitted does not support our current land use. The current land use is a two [11:40] family dwelling currently. Um, so in an effort to be in line with the land use, [11:48] we're looking to reszone as a R2. Um, and that proposed reszoning, it is [11:56] consistent with the 2022 city of East Points comprehensive land use update. [12:04] Um, we've had this property for a few years [12:08] now. It is fully occupied um on two sides. Um [12:16] as you can see from this visual here, three other properties on the same [12:21] street have gone ahead through this same process and presented in front of this [12:26] board and have been approved. So, our property, which is highlighted in the [12:31] blue, um we're looking to do a similar, if not same process as the rest of the [12:37] neighbors, and have our property also reszoned as a R2. Um, [12:46] that's generally it I believe, but happy to answer any questions if that's how [12:50] this works. >> Thank you very much, sir. [12:54] » Okay. Do we have any other speakers tonight to [12:58] speak in favor of this case? [13:02] Do we have any speakers tonight speaking in favor of this case? [13:08] Do we have any speakers who might be here to speak against this case? [13:13] Do we have any speakers who are here to speak against this case? [13:19] Seeing no additional speakers, I would like to make a motion, have somebody [13:23] make a motion to close a public hearing. [13:28] » It has been moved and properly seconded that we close the public hearing. Staff, [13:33] may we please? >> Oh, excuse me. Sorry. All in favor say [13:37] I. >> I. [13:39] » All oppose, nay. It has been [13:44] madam to We're closing the public hearing. Madame chair, I mean madame um [13:50] director, when would you would you please do staff's recommendation? [13:57] Thank you, vice chair. In reference to item number one under new business, case [14:01] number P2025RZ-001-11, [14:05] the applicant, Mr. Darnell Delair, the property is located at 2461 McAlpen [14:11] Terrace. The applicant is requesting a resoning from RL residential limited [14:16] district to R2 to family district. Case type is a resoning. Staff has [14:23] recommended approval of this application. [14:30] Commissioners, you've heard the applicant. We've had nobody else speak [14:36] for or against. You heard staff's recommendation. [14:39] Um at this point um would somebody can I have somebody make a motion? [14:45] » Motion to accept staff recommendation. >> Second. [14:48] » It has been uh moved and properly seconded that we accept staff's [14:52] recommendation. All in is there any discussion on this particular item among [14:57] the commissioners? [15:02] » Great. Um >> all in favor? [15:07] All opposed. It has been it has been moved and [15:12] approved that we accept staff's re recommendation on this particular item. [15:18] Seeing no additional new business, we do we have any announcements to be made for [15:23] the body. [15:26] Um, in reference to the zoning ordinance [15:30] rewrite, um, the council did approve for the city to go into contract with the, [15:38] uh, planning firm. The name of the firm is Inspire Placemaking Collective [15:42] Incorporated. So, we will be moving um into contract for that firm to start our [15:50] complete zoning ordinance rewrite. and we will keep you up to date and in tune [15:55] with the um schedule moving forward into the new year. So that's some semi [16:01] exciting news coming for the new year. >> Director Smith, what would be the [16:07] turnaround time for this? >> The contract is for 12 to 18 months and [16:11] so they're going to provide a timeline for us and we will keep you up to date [16:15] on that timeline once we meet with them and get it confirmed. [16:20] » Okay, great. Thank you. Do we have any other announcements from the body? [16:23] » I do have a couple of questions and good evening everyone and my apologies for [16:28] being late but it could not be avoided. Um, Director Smith, [16:35] you may have told us and if so, do you mind reminding us what the what the work [16:42] is going to entail? And is that going to be a review of all of the ordinances? [16:49] The zoning ordinance rewrite is for a complete rewrite of all of the zoning [16:55] codes that um the city has to abide by in reference to development and [17:00] permitted uses in the city. Um, as far as the pro process and what this body [17:07] would um have entail, they're going to be multiple meetings where they would [17:12] check in with this body um for opinions, recommendations, and feedback based on [17:19] um sections of the code that they finish um with drafts. So, it's going to come [17:24] before this body for feedback and recommendations multiple times because [17:29] we have yet to meet with them. Um we're unaware of the exact concise timeline of [17:34] when it it's going to be, but the planning commission that's one of its [17:39] main functions is to um oversee and look at and provide feedback and uh [17:45] recommendations for not only our zoning ordinance, but our comprehensive plan. [17:51] And I know that you work through the comprehensive plan rewrite. So, it's [17:54] going to be similar to that, but I think a little bit more detailed because it's [17:58] dealing with all of the policies and codes and ordinances for for zoning. [18:02] » Thank you. And so, will the community have an opportunity to have an input as [18:06] well? >> The community will also have the [18:09] opportunity for input. We have actually um thanks to our new project manager, we [18:15] already have um a zoning uh steering committee um in place. So, we are [18:20] revving up and ready to go. And how would that take place? The the input [18:25] from the uh >> the steering committee that's going to [18:28] be embedded into the process. We're going to be working handinhand with the [18:31] consultants. >> Okay. Thank you. [18:34] » Thank you. >> So, no more announcements. [18:40] » Happy holidays. >> Happy holidays to y'all. Merry [18:42] Christmas. Can I please get a motion to adjurnn? [18:45] » I move we adjourn. >> Second. [18:47] » It has been moved and properly second that we adjourn. and merry Christmas. [18:53] » All in favor? >> All in favor? [18:55] » I I >> All opposed. [18:59] » Oh, excuse us. Excuse us. >> Just one last announcement [19:04] » in reference to um and I just wanted to say thanks to to all of the all of your [19:10] work for all of the year. We have a few of the commissioners that are going out [19:15] um three to be exact. And I just want to be clear and provide clarity that your [19:20] services are still needed um until appointments have been made. So [19:25] please continue to >> Except Marilyn. [19:28] » Oh, except me. >> No, you can't do both. [19:30] » Except madame mayor. Yes. [19:35] » But everybody else, you still got to come. [19:38] » So your appointment in unless you're, you know, unless you're replaced by the [19:42] council member >> until we hear something. We'll see you [19:45] in January. That's right. >> Thank you. [19:47] » Meeting is adjourned.
