Jason Hoskinson with PJ [0:32] Consultants and I wanted to give you just a couple of project updates and [0:37] then old building is the Kansas Water Office is making a call for grant [0:42] projects for well more design or construction of what we've been [0:48] designing on your sanitarian projects. So, grant applications are due. I want [0:52] to kind of visit with the council, maybe get some direction from the council to [0:56] help with with work with Adam and Ryan on what we want to apply for as far as a [1:03] next phase of grant funding project. A quick update on the sewer side of [1:10] things. U call we're currently working finishing up the design [1:16] rehab work uh for about half of your sewer system. Uh [1:22] rellining people, preparing problem areas and things of that nature. And [1:27] then also designing a new lift station for the east lift station and some [1:32] control modifications for the southwest lift station. So, that's what's included [1:36] in that project. We are I'll say like 98% through all services. We're putting [1:42] the finishing touches on the plans, uh going through some quality checks and [1:46] stuff like that. And within the next couple of weeks, should be wrapped up [1:50] and submitting those to KDH for approval to build the project, permission to [1:55] build the project. So, it's it's essentially [1:59] done by just a few dotting eyes and crossing tees. [2:03] Our current cost estimate for the whole project, the construction phase of the [2:08] whole project, lining, lift stations, everything is a little over three [2:13] billion. It's kind of down there at the bottom. 3.275 billion for the entire [2:17] project. Come back to that here in just a minute. [2:24] Jump to the other side. Uh well actually before I could get off the san any [2:28] questions on the sanitary process or design [2:35] » at the end of it will we be able to get maps of where the san? [2:40] » Yes. Yeah. We will have plans and everything for you that show where the [2:45] existing sewers at and what improvements u are included. Yeah. It'll we'll give [2:52] you some fullsize sets and a digital copy as well. Also, if you needed to [2:56] hold up on a tablet or something, do that. [3:01] Uh, I'm going to jump to the back page here. Uh, the other project that's kind [3:05] of been ongoing for some period of time now is [3:09] the water well project at First and Edwards. So, if you recall, [3:16] the city's acquired the acquired the property for it and we've gone through [3:21] the design for the wells in place and ready to go. Uh, it's been sent to KDH. [3:27] We've applied for that this last year for the Kansas Water Office funding and [3:31] it did not get funded. But right now, an opinion of cost to [3:36] implement that the construction phase to put in a new well is $435,000 [3:42] there on that site and tie it into the system. So, those are kind of the two [3:47] big utility side projects that we've been working with the city on. [3:52] Now that brings me to okay now the next the last okay [3:58] applications for grant funding are due at the end of this month and it's the [4:02] same basically the same rules the same everything is what we're doing right now [4:07] but the the design the sanitary goes through the Kansas water office 100% [4:12] grant funding you can you can match and try to sweeten the pot if if there's [4:16] local money available to to try to throw some brownie points towards the grant [4:21] application. They don't really have a scoring table [4:25] as to how that plays in, but it certainly does. If they're [4:31] looking at two projects at once, both of them are the same cost. This community [4:35] is going to pitch in 25%, this community is not, it might sway their decision to [4:42] go that route. It may not. Uh they seem to want to spread the money around a [4:47] little bit. But my question I guess for council would be and I've laid out a few [4:51] options here. Uh how do we want to apply for a project or [4:57] what size of project do you want to look at applying for? You can put in more [5:01] than one application. They'll ask you to prioritize it like [5:06] which ones are we could give you half million dollar which one we'd like to [5:10] have it for. We could do uh option one. We could we could submit for the [5:14] construction for the water well project. Option two, you could submit for your [5:20] entire sanitary project, the 3 almost 3 million [5:24] or you could do a portion thereof and they did provide an option three for [5:28] just the lift station upgrades because I know east lift station's been giving you [5:33] giving you some havoc here. >> Well, the minimum we need that. Yeah. [5:37] Yeah. >> I would say [5:39] » I will say in the last round I look back at the 2025 recipients that made a note [5:44] to that down here. Most of them were between 350 and $350,000 million. Most [5:51] of the grants that uh there were a few that were just a [5:55] touch over 1 million. But if I look at that and try to project [6:00] that out, say what's the chances of getting 3.3 million in this next round, [6:04] it's probably slim to none. [6:10] » Uh unless you wanted to match it with some local money and try to loan or KDH [6:15] or something like that and do a bigger project. [6:20] » Can I ask you probably not going to be a brief question, but okay. Most of us [6:24] were not on council whenever the original water the well [6:29] » was. Can you just kind of go through like the importance of a new well or [6:34] like >> Sure. Sure. [6:35] » kind of where we are with that. >> Yeah. Um so kind [6:40] » of gauge what need is >> Yeah. [6:42] » I'm going to tell you right now the lift stations are much higher priority than [6:45] the well. Like we've got a water tower that works and we're hooked up to rural [6:49] water if something really goes bad. >> Yeah. So [6:52] » we just spent a lot of money pumping out a lift station that failed. [6:56] » Yeah. >> And was running raw sewage out again. So [7:00] » right, >> I'm 100% agree. It's probably the best, [7:04] but I don't know about the well thing. >> Yeah, the wells kind of [7:06] » a history of just a real quick high level wells. So [7:11] there's been maybe you know maybe seven or eight [7:15] different wells through the history uh in time and then when we were starting [7:20] when we got involved um with the water well project maybe like seven eight 10 [7:25] years ago uh I think we were down to either two or three wells at that time [7:30] were producing water. One was producing just a little bit and the other one the [7:36] production was going down. had some cleaning [7:42] testing. The steel casing is corroding so it's not getting as much water have [7:47] problems and so I think you're down to one waterfall pump right now. Are you [7:51] still at two? Okay, you're at two. Um, so you can produce water in town, but [7:57] there was some concerns during high high usage summertime that it maybe couldn't [8:02] keep up. At that time we did work with the city. You've got the ruled water [8:06] connection as an interconnect as a backup. So when the wells went down, you [8:11] could still you didn't have to bring in bottled water. [8:14] » You've got that scenario. But in the process of that, the council, prior [8:19] councils had also pursued acquiring uh some property for a new well because all [8:25] the existing wells don't meet the current regulations for clearances or [8:29] wells for say sanitary lines and things like that. So, [8:34] fire councils have gone through and done some test drilling in some different [8:37] locations, found a site at first in Edwards that can produce some water and [8:42] um that [8:47] » so it's ready to be built. It's just a matter of pulling the trigger and [8:52] building it. So, >> is that does that price change if we [8:56] don't need to buy like I've got a well pump, [8:59] » right? We got a brand new well pump that came out of five. Okay. [9:02] » 25 collapsed. >> Okay. [9:04] » So, does that change the price on that 12 project? [9:07] » Uh, it could. >> Is that just construction? [9:11] » No, that that would that Well, that includes a new [9:13] » Okay. Because I got up in all the piping still. [9:16] » Okay. So, yeah, there could be some some reduction in cost there. [9:21] A lot of that cost is getting a contractor [9:27] else. [9:32] couldn't tell you exactly how >> well here's a question I have is okay if [9:38] we do apply for these grants and we get one [9:42] » are we limited to that grant over a period of how many years before we can [9:45] apply for another in the same >> I I don't know that there is any [9:49] limitation um it's only been this is the fourth round [9:56] third round fourth round of five that have been funded [10:00] great homes that have been funded. So there's not really a good pattern or [10:04] history to see like have people gotten it multiple times in a row. [10:09] I would like to think if you've been funded for design which you have that [10:13] would help like hey we've succeeded in the first grant now we're ready to build [10:17] at least a portion of it. Hopefully that would play to your benefit. There's also [10:22] no guarantee that this money is going to be the funding is going to be around [10:25] after next year. I think this is the fourth round. [10:29] There's five rounds that have been fun. >> This is from the state of Kansas. [10:33] » From the state of Kansas. Yeah. Now, there's a good chance that [10:38] Topeka could re-up it again next year, get some kind of bill, but until that [10:44] happens, it's not really set in stone. [10:52] So yeah, you could look at fun or could look at applying for I know your left [10:56] station's been causing problems. You could look at applying for option three [11:02] and maybe option one as well if you wanted to, but put the priority on [11:05] option three if that's where the council wants to focus. I guess my [11:18] question is like what is the temporary financing and then down at the bottom is [11:22] like assuming a loan is that >> okay [11:25] » is that like where we need to increase like our water rates that much? So the water office loan or the water [11:37] office grant is uh it's every three months, right? That they're reimbursing [11:41] you. >> Yes. So the city would pay upfront and [11:45] then after three months of payments you can request reimbursement. [11:49] Um so if you do a lift station project however you're going to have to pay [11:57] potentially almost the entire $750,000 out of the bank city's bank account uh [12:03] before you can get reimbursed by the the Kansas Water Office with grant dollars. [12:10] So, it can all happen in the same year, but it's kind of a cash flow thing. Is [12:13] there enough cash in the city's bank to float $750,000 for payments? If not, we [12:18] may >> No. Might want to look at some temporary [12:21] financing just to help cover that because you get a contractor in here, [12:25] they do a bunch of work and you don't pay their bill [12:29] head out. So, and not finish the project. So, that's what the temporary [12:33] financing comment would be for. And we can factor that in. It's not a long [12:37] period of time, but it's There's some cost to that. It's 10,000 [12:42] bucks to deal with a a temporary note to float the project. [12:49] The item down at the bottom that I say about local matching money. That's if [12:54] you wanted to, let's say you wanted to apply for the $3.3 million project and [12:58] ask for half of it in grant and then we're going to cover the other half in [13:02] loan. Well, if you if you wanted to get a loan for $1.5 million or whatever, [13:09] well, $1 million is what I show as a scenario here, that's what you would [13:14] need to raise your utility rates by each month to cover the prepaid. [13:21] » I'm sorry to laugh, but we are water billing our citizens out of town [13:25] already. >> Like, that's not happening. [13:29] » 0%. Okay. At four four and a [16:01] quarter we're talking costing us about $20,000 a year. [16:08] So if we got it, we went in to go ahead and do it and we [16:12] get the grant. And even if we get a grant from 3 375,000 with that, [16:18] you know, half of it, then we're automatically going to be in a better [16:22] spot than we're at right now. We'd love to get to $750,000 grant.
