[0:00] um who of whatever meeting um whatever public meeting is happening. Um it it [0:06] expands language on accessibility and um accommodations being made to individuals [0:12] with disabilities or um if a an individual if a member of the public [0:17] wishes to submit a um public comment in writing. It um lays [0:24] out the process. It gives them a 72-hour uh provide a 72-hour notice. um for [0:30] public comments to be included in um the board book in in the official record. Um [0:37] and then it also just uh more clearly calls out um again that the the chair of [0:44] the meeting is um ultimately the um overseer of this policy and can make you [0:50] know changes under special circumstances. [0:54] And this would apply to committee meetings and um board meetings or any [0:59] meetings that we have. Y >> just um formalizing the process with [1:03] publicly invited. Um so it's nothing that we're voting on [1:09] today. We just wanted you to look at it and I asked Ted to just um we looked at [1:14] other ordinances. we ran this kind of returning to um we just wanted to make [1:20] sure it was updated all policies. You know, we updating everything. So, um [1:26] keep an eye on it and we can have a discussion at the board meeting. It [1:28] won't be under the consent agenda. We can talk about [1:33] it. So, it will not be on the agenda. It should [1:38] be in case there's any questions because you're just presenting. Go ahead, Kelly. [1:41] » I just have a question. Have you sent out a policy and asked or reviewed it? [1:46] Someone sent it to be familiar with that. That's the current policy, [1:50] correct? >> That was the policy that was done. I [1:53] think it was dated 2024 or something. >> So, this is what you're suggesting to [1:57] proceed. We should just be [2:00] » So, I'm sorry that wasn't clear. That's >> Yeah, that was the old policy and this [2:05] new policy. That's why I tend to read it. Um, yes. So, we will not have this [2:10] on the consent agenda. It will be a new business item so that if there's any [2:14] discussion and anybody feels, you know, >> well, one thing that's here and this [2:21] other one we constantly get is these people won't give us their name and both [2:27] legally. >> But we're putting in our policy that [2:30] they can't speak until they provide it. >> No, it says they're encouraged to [2:34] provide [2:37] » under signing. >> Encouraged. [2:39] » Under signing it. Oh, it says meeting is encouraged. Second time [2:44] » person has may be permitted to speak. >> Yeah, but right above it [2:50] » that's before, right? A person who arrives after may still be permitted to [2:54] speak during public comment if time allows and persons their name. [2:59] » Yeah. Yeah. They shouldn't be there. >> Good catch. [3:05] » So they don't have to put their name. No, legally we substitute for just one [3:11] other and I don't know how easy this is for you to do but as you're making [3:14] changes for subsequent documents, is it possible to get a red line track changes [3:21] so we can see what's being changed and where okay [3:27] thanks >> very cool. [3:31] » So there are some other policies we're working on in the coming months. Um, [3:35] we're having a communication and social media policy. Shares anything now, but [3:38] and there's another policy we're working on, too. So, there'll be a couple more [3:42] coming down. Thank you. So, if you could just take a look at [3:47] that. Like I said, it will be under [3:51] discussion, but not [3:56] um I wanted to discuss um number B is discussion of standing committees. [4:02] Um I just wanted to discuss this board um on your feelings if you believe [4:12] standing committees are needed. um we've reduced them from previous four terms, [4:17] the first four years that we had on two committees, but it was just really [4:23] having the department heads come to this meeting, read off everything, then you [4:27] have to come to the cow meeting, talk about everything again, come to the [4:30] board meeting, talk about everything again. It just doesn't seem the best use [4:33] of time. Um the [4:38] what we will be proposing is Ted and I still meeting with all the department [4:42] heads, you know, within 30 to 40 days, 30 or 45 days um and posting our [4:49] schedule and if you wanted to come, we can make it a public meeting so that you [4:53] know if you did want to attend the meetings, you're welcome to. But these [4:56] would just be more internal meetings and you'd get the reports in the in their [5:02] in the board packet. So I wanted to discuss that with the board. [5:06] » Well, I think it's an outstanding idea. >> Additionally, the minutes be from those [5:14] meeting. >> Well, we won't have minutes. [5:19] They're they're staff meetings, right? So, they're not public meetings. So [5:22] there won't be agendas unless we get word that there's going to be a form of [5:26] a board president. >> Yeah. So if there's something, you know, [5:29] happening in the community center and Kelly and Robert um say that they want [5:34] to come, then we make it a public meeting and there be notes, but [5:37] otherwise know that the board would just be receiving updates via the board [5:41] packets and we would know what was going on and [5:46] it just they're busy enough as is. The department has and I want to respect [5:50] their time and make sure that we're giving them the time they need to do [5:54] their job. [5:58] So I'm clear. So I no longer am a co- or chair of a community center [6:06] through meeting with Susan. If I have questions, I can come to the meeting. I [6:10] can talk to Susan, but I don't need to be holding these regular meetings. [6:17] Just to reiterate further, we technically legally already only have [6:22] glorified staff meetings, right? Because we don't have a quorum with the board. [6:25] So our like community center committee meeting for example it's not required [6:29] that we have an agenda because we don't have a forum we don't have so we're [6:32] already kind of already doing that but you know supervisor like one of her top [6:36] priorities is uh transparency so we're being over overtly transparent by by [6:41] including all of this but like legally it's not a requirement because we don't [6:45] have a report [6:48] » and if you know health and wellness meetings if Robert you're interested in [6:51] coming to those you know we'd have posted when the meetings are. And if [6:55] you're interested, we can do an agenda and have it be a public thing, but it [6:58] wouldn't be required. >> Would they still be open to community [7:03] members? >> It'd be a staff meeting. [7:07] » Okay. I think it's a great idea because I know time is something that I remember [7:14] talks about a lot. >> So, we can try it and if you feel out of [7:18] touch or if it doesn't work, we can go back to what it is. especially the [7:22] fourth quarter and Mike and all has planned season. I mean, every department [7:25] has got a million things going on, we could limit the amount of meetings and [7:29] reports that are required of you. I So, we tried it. If it doesn't work, you [7:33] know, we go back, but I just kind of want to just discuss it with the board [7:37] and see how you felt with it. [7:42] » And you could ask, you know, this would be a meeting where you could ask any [7:46] questions of, you know, your reports. It would be one less report, one [7:51] you know, and in in our meetings that you have with Sen and I, you know, we [7:57] usually have agendas anyway and we say, you know, make sure you talk about this [8:00] at the county meeting or the board, you know, so would then the cow be a [8:05] required board meeting that all the updates next year. [8:12] » We're still going to be doing the staff meetings like the department heads. um [8:16] how much of a change is Steve like for them for the preparation that they [8:21] initially still >> I wouldn't expect any because again [8:26] that's technically like legally that's all we're doing now anyways um so it [8:31] would be the same format it would just not require or have the expectation of a [8:36] specific trustee to appear at that specific meeting similarly you know if [8:40] you have an interest in the alpha well highway committee right that you haven't [8:45] attended because you you're you view yourself as a health and wellness, [8:48] right? That opens it opens up the trustes to attending any meetings they [8:52] want. We just need to know if we're going to have if we expect to have three [8:56] or more so then we can go through the posting of the agenda and and all those [9:00] other uh processes that go along. >> Awesome. Okay. So, this is more reducing [9:06] what we need to do, not necessarily the department. [9:09] » Sure. Will there be there would probably be [9:13] less meetings in terms of these department meetings? [9:16] » Well, I no it would probably it would probably be a wash. So, yes. So, [9:21] basically this is taking one more thing or one thing off of the trustes place. [9:24] » So, I have a question. Um would there would obviously be more [9:29] discussion that happens at counties probably then it wouldn't be discussed. [9:34] So then would it be an expectation? I think this is what you asked that that [9:39] this be more of a required meeting so that we aren't having super long [9:43] discussions about things we've talked about here. You talked about income [9:48] position it might be next year. >> We have the rest of the meetings for the [9:53] rest of the year are all booked up, but it's consideration that this would [9:57] become a board meeting. just hoping that it wouldn't make for board meeting [10:01] nights super long because if someone doesn't want to show up here then they [10:06] want to talk. >> I understand. [10:08] » So I I would just like to try this and see how it works out. Um [10:16] » really I was in August. I mean after your if [10:21] there's a scheduled meeting we'll have the last meeting you know like we have a [10:24] scheduled meeting we have a scheduled meeting and then we'll go on from there [10:27] and out date but I'd really like to have them on the books and not just like [10:32] every 45 days and 30 days that it's just a meeting [10:39] scheduled for September we also [10:47] » remember how we talked about that as the last health and wellness meeting that [10:50] there might not be another health and wellness meeting, [10:52] » right? But I think you didn't still schedule one, [10:55] » right? And we would cancel it. It's not I mean, if you wanted to come, you could [10:59] still come to it. It would just be two of us. [11:02] » Sure. >> Is this something that requires a board [11:05] vote or is this something >> I was just literally just wrote it down? [11:09] I'm fairly certain we would have to have an ordinance dissolving. [11:15] » So, this would be on the the agenda for the thought it would be on the August [11:19] agenda to to have an ordinance dissolving the case. [11:24] » And again, I know finance we've been meeting a little bit more, but I don't, [11:28] you know, once we get the rules down and the guard rails in, [11:31] » it should be fine. >> You know, I think that's going to be [11:34] like a twice a year meeting. It's that >> But I just I just want to get the [11:40] guardrails down on that one so we have policies in place because right now [11:43] there's no policies and so I just want to make sure still it's just you and [11:47] Doug. It's still public. [11:49] » Well, I know, but is there other parties interested? [11:52] » Yeah. >> So, that that's where I'm going with it [11:57] is just you're always welcome to attend any meeting and like I said, the [12:01] schedule would be out. Just let us know. We can make it public, but it would be [12:06] where this would be more. >> Okay. [12:10] » Um, new business number C is discussion. We discussed this at a previous cow [12:15] meeting but we failed to take action on it. [12:17] » Well, and I I I have been stewing over this for weeks. Why didn't we do [12:21] anything with it? And the reason was because it's included in our handbook [12:27] and we didn't want to do a whole handbook revision for one new housing. [12:31] So um that's why we didn't take the formal action of increasing uh uh the [12:37] department head uh the highway department [12:40] just so um because of costs because there's a lot of things that are going [12:46] um when Mike has to repair or the department has to repair something it's [12:51] coming in at $3,000 $4,000 and is handicapping us um by not being able to [12:58] look and make sure that you know he he has the award to do So just cuz are very [13:03] happy always doing previous if you want to bring up [13:07] anything we can. I mean it's something you know again he's not just going to go [13:11] first visit and you know you're going to look at who you're [13:14] » absolutely and plus it would be just for budgeted expenses. If that was an [13:19] unbudgeted expense I would have obviously but 99% of the time it's going [13:24] to be maintenance items for the vehicles or for our machines. been having a lot [13:30] of um issues with the um grass cutting machines and those parts are not cheap. [13:40] That will be on the August um board meeting that will be in the consent [13:45] agenda. We already discussed it in the past and if you have any questions, Mike [13:50] will be at the meeting. I will be Ted will be looking over. I will be looking [13:53] over. It's not just a freeforall. with thought with intent, but just [13:58] making sure people can do their jobs. [14:02] » Okay, no more discussion on that. I'd like to go to old business. Um the [14:08] boardroom audio visuals. Um Mr. Marcia, if you could just give us the update. [14:13] » Yeah. So, um, at the last company, you know, Bonnie and I discussed, you know, [14:20] looking into those like bikes or lapel mics or whatever. Um, and [14:26] so this is kind of foreshadowing, but um, I had um, we've had numerous IT [14:32] vendors um, come out in response to our IT bids, and one of them um, who um, [14:38] works closely with Vernon Township took a look at our mixing system back there [14:42] and said, "Oh, the background noise is because of this." And then adjusted all [14:46] the dials. So, he's he's fairly certain that the audio will be drastically [14:50] better um, for the next um, board meeting. Uh, so I think before we go in [14:58] further down the lines of getting buying new mics or changing anything, let's [15:02] let's see if what he did works and then uh we can go from there. [15:08] » Can I have a suggestion? We have a mixer um that we actually brought with us from [15:14] the ride and I would put liquid paper or tape or something where all the dials [15:20] are because miraculously they tend to be like that and you got to remember [15:28] » so great. Thank you. [15:32] » But we still have to talk in our mind. >> Yeah, that that is ultimately that is [15:36] that is one of the problems. Um and that's um according to what they were [15:41] saying that's just like the problem with that style of mic is it's got such a [15:45] long neck. You need to be speaking like right into it for it to pick up your um [15:50] your >> Not that I'm looking at anyone. [15:55] So, >> so you were saying that we need to uh [15:59] test out and see if those new settings work. Um, instead of waiting for the [16:03] next port, we could we just like test it out like right now or another day. [16:09] » You did that already? >> Well, no. So, I haven't I haven't [16:11] touched anything since he's been here. I in theory like we could just run like a [16:15] mock board meeting, I guess. Yeah, that that could work. Um, [16:19] » but >> yeah, I mean that's that time and I mean [16:23] because we would want people in the stands room. We'd want to set up the [16:25] chairs the same so so it's not just like an empty room because that's not the [16:30] format of working. So we just fig it works right like we have [16:35] » that's good preference. >> Okay. [16:38] » So that's what we'll have at the next board and we want to keep it on task. [16:44] Um, so we're going to see what it looks like after the next board meeting and go [16:48] from there. Okay. Old business number B, happy maintenance agreement with break. [16:54] » So, um, in your packets on the right after the, um, [16:59] policy is a breakdown of the three options that we have for the, um, for [17:05] contract. Buying it outright, 48 months. >> So, you did good. The price is less. How [17:11] do you do that? Last time I had it, it was 6621. [17:16] Now it's 6370. [17:20] » Yeah, you get them now. >> I I got my [17:24] I guess 300 bucks. >> I have skills. So um so ultimately I [17:31] guess here now if we could uh just uh as a group decide what we want to do. [17:36] Again, we didn't budget for this expense. So um which is why originally [17:41] we were leaning towards the lease option. Um, however, we have $6,3756 [17:47] that we could find to cover this uh purchase and then we don't have to worry [17:51] about um paying any interest or uh anything of the sort. So, it's just [17:57] ultimately what um >> yeah, just so you look at it, 48 months [18:04] we're spending $630 more. 60 months we're spending $816. [18:09] » Yeah. Oh, right. I think that right. >> Well, I think Did you get Do we have an [18:15] estimate of what it would cost to disclose the machine? [18:18] » No, I don't I don't think that's a thing. [18:22] » If it's fair market rental, right, or fair market value, if [18:27] we say take where am I buying it, they got to come take it back. There should [18:30] be no disposal. >> Yes. [18:33] » Since we bought it, >> but if we buy it out and take it back, [18:36] then we do have that issue. >> That's Yeah, that's what I was saying. [18:39] If we want to buy it out, well, yeah, that would add to the [18:42] » So, if we buy it outright, >> even higher, the differential [18:45] » and disposing of it would be $500 and we're really not saving any money to [18:50] them leasing it depending on how much the cost is to if we buy it outright, we [18:54] have to dispose of it and pay whatever disposal. If [18:56] » we're going to buy it outright, why wouldn't we keep using it? [19:00] » It'll be obsolete in 5 years. >> It'll be obsolete in 5 years. [19:05] » Okay. So, we would just we wouldn't exercise that option. Here's your copy [19:09] of the back. >> It's not an option now. It's not an [19:12] option. If we buy it outright, oh, we have to buy it out. [19:16] » No, outright or lease, right? So, yeah. So, if we buy it, [19:21] » right, >> five years from now, [19:22] » these two are if we lease it, >> right? If we lease it, then we can turn [19:25] it back. We have an option at that point to either buy this at market value or [19:29] say take it back. >> But if we buy it outright, then at the [19:32] end of 5 years, >> it's our stuck with it, right? So, we're [19:36] saying we're going to go with the lease, >> okay, [19:39] » and not buying it because then we don't have to worry about the disposal in 5 [19:44] years. >> The more [19:46] » I'm so confused. If if that lease term comes. [19:49] » No, no. Here's your chance. >> No, no, no. 5 years from now. [19:52] » Yes. >> If we buy it, [19:54] » we So, we we buy it tomorrow. >> Oh, you're saying if we buy it now? [19:57] » If we buy it now and 5 years from now when the technology is no longer [20:01] sufficient and we have to get a new one, >> right? [20:05] We would have to dispose of that of of our older one in some way in some what [20:10] would the expense be to get rid of the one bring it over here. [20:17] » They don't take them. >> I mean in theory we could put it up for [20:21] auction to see if there's any figures. Um [20:23] » that's time and money too. >> Yeah. [20:28] You know just so you know what the differential is. I just question if we [20:33] buy it outright, >> we it's still a part of the service [20:37] contract. So if something goes wrong with it three and a half years is [20:40] service there's no difference. Exactly. [20:43] » It's just a matter of if we similar just at the end of the term we own it and [20:49] they go >> versus getting a an upgraded system [20:53] » and then we have to buy a new system and dispose of the old system. So I would [20:58] say the 48-month lease, it is more expensive than buying it outright, but [21:03] in the end I think it would save us money. [21:06] » So So the mindset is kind of like a car, right? Every three years, 12 years in [21:11] one. >> Yep. [21:12] » Yep. >> Okay. [21:14] Theory, right? >> Yeah. [21:16] » If we're not going we're not going to keep it till it falls. [21:19] » No, we are. >> Well, not call 30s. You really can't. [21:21] » I mean, >> you really can't keep them until they [21:23] call. Okay. >> They won't talk to your computers [21:26] anymore. >> Okay. [21:27] » Did you have a question, Robert? >> Do you really think that disposal costs [21:31] would be $600? Cuz that's pretty [21:38] $600 seems like a lot of [21:45] point. I I can't imagine be that high, but I I don't know. [21:49] So [21:54] although if we buy something and something goes wrong with it, you know, [21:58] it gets jammed, it says releasing it, we'll get a new one. We bought it, it's [22:02] ours. >> Yeah, that's true. Um Google AI for what [22:08] it's worth says that office printer costs anywhere from 0 to 265 plus um to [22:15] dispose of it depending on the size and whether you drop it off or need pickup [22:19] service. So you figure even on the high side it is 250 [22:24] » $250 yes to dispose of it and then you have to take it somewhere and yeah [22:29] that's today. So what over 35 years from now? [22:33] » So what is what do you guys want to do with me? I would say [22:38] » would I think it'd be cheaper in the long run to buy outright. [22:44] » Well, and I guess a caveat to this that we haven't addressed is this is [22:48] an assessor expense, right? So, >> well, no, not really. I think I thought [22:54] the main copy is for the community center. I'm just getting a little one. [22:59] » Oh, yeah. You're right. I'm sorry. Ignore me. [23:01] » Yeah, take that back. >> Take [23:04] as long as it service contract. [23:09] » Is it a printer or a copy machine? >> Yes. [23:12] » It's like what we have upstairs. >> The big one. [23:15] » Yeah. >> Only $200 to get rid of those. [23:17] » I think they're probably more than that. >> So, let's find that out for the next [23:21] board meeting and then we'll have both these up. [23:23] » Can we have both the options? >> I mean, yes, we can. [23:27] » Well, could you find this out by Friday and then we'll know what to put on the [23:30] board agenda? research. [23:33] » Yeah. >> I mean, I lease personally just [23:39] have to worry about it. It's done. >> Well, with technology going, I don't [23:43] want to buy something that's outdated, you know? I'd rather lease it. [23:47] » That's if that's our mindset and leasing accomplishes that, right? [23:53] » Yeah. I mean, technology moves so quickly. There's different people in [23:57] here in in 48 months. There might be a different supervisor in here with a [24:01] different, you know, different there might be all new staff in there and new [24:07] computers will be done and you're going to be stuck with this that might not [24:11] work >> and it's not it's not a jurious interest [24:15] » factor that's in here. It's right about 5%. If they were charging us 20% [24:20] » no way agreed fun. >> It's $500 over six years which is [24:26] nothing really. So, I would suggest we go with the state move. [24:33] » Thank you. Thank you. Thank you. Thank you, everybody. All right. [24:38] Um, and I was incorrect with the Russo power mower quote um that we didn't need [24:43] to vote on it. We did because again, we're having these problems with the [24:47] mowers. Um, Mike and his team put together uh the you know, is it a it's a [24:53] replacement? It's in the budget. Um, it's lower than what's budgeted. Um, so [24:58] there's three of these. The worst one will get put to auction or and then the [25:04] least working one is so we'll still have it. Um, he did all the and so thank you [25:11] for putting this together. Is there any questions? Otherwise, we will be voting [25:14] on this [clears throat] in the consent agenda [25:18] unless you wanted it to be discussed at the board meeting. She wanted discuss [25:24] but we did. Okay. And then I said we didn't need to vote on it in the board [25:28] meeting, but we do need to vote on it. >> That made sense to me. [25:32] » It's it's in the budget. We turned it to the right budget line. [25:37] So, we'll put it in the consent agenda. >> I think it could still be pulled out and [25:42] discussed if anybody has any questions. So, Mike and your team, thank you for [25:47] putting that together. >> Uh then we just have training. uh bring [25:54] we're just putting it in the cow packet and in the board packet and it'll be [25:58] part of my report. Again, it's been on the website. I've spoken about it. [26:02] Again, just putting it to rest. Any questions about that? [26:10] Number seven, updates from department heads. [26:15] » No worries. Um I need to be ranted. So, uh the first thing I have to discuss is [26:20] uh TOI, the annual conference in November. Um the early registration [26:24] window is closing. Um so I just wanted to kind of get a a head count of [26:28] interested parties um looking to go. Um so far I'm um we believe uh supervisor [26:34] will um say that she'd like to attend. I will be down there. Mariana uh Jeff from [26:39] the highway department and then uh Jesse Sams you're still interested in going. [26:43] Is there anybody else that we can work on pre-regist [26:49] next week? [26:54] » I spoke to Professor Libright and we don't necessarily feel like it's an [26:58] annual thing for all trustees to attend. So, I'm fine skipping this year and [27:03] we'll see. >> And I might not go, but I'd rather get [27:05] the right council. Yeah. >> Um because I live in before. So, we'll [27:09] see. >> I probably won't make it this year. [27:13] That's fine. It's it in the previous four years, mine was online when I was a [27:18] trustee. So, >> oh, thank you so much for [27:22] » Yeah, there's good and bad, right? >> And better food. [27:25] » So, thank you. >> I think everybody should get a chance to [27:28] drive down [27:33] » keeping us going as you know. >> Yes. Um [27:38] the >> [clears throat] [27:39] » um we've had multiple conversations about uh the township's interest in [27:43] applying for this year's OLED grant which is the open space land acquisition [27:46] and development uh as it relates to Knox Park. Um we knew it was a very involved [27:52] um grant. However, we didn't quite understand the scope of that until um [27:56] some conversations we've had with Dewald Hamilton. So uh we will not be applying [28:01] for it this year. um we're just nowhere near ready um to be in a position to put [28:06] together a competitive bid that wouldn't be forced and rushed. Um so instead of [28:11] » and the cost of putting >> Well, yeah. So instead of um [28:15] » you know, spending all that money ahead of time and then probably still not [28:19] being where we need to be, um we're going to take a more calculated [28:22] approach. And so the kind of the first step of of this grant will be um uh [28:27] conversations that we have during our strategic plan um into uh uh [28:33] specifically uh as it relates again to to next parks improvement. So, we have [28:36] like a tentative wish list of items, but that can be fleshed out um in more [28:42] detail and and have more public engagement um a more and have a more [28:47] formalized process again to have our um our uh our bids for next year's grant be [28:52] more competitive. And then the last thing I just want to [28:56] give an update on our um we have two uh RFPs that are currently out there. one [29:01] for the staircase project in which I have not heard of any I have not [29:06] received any interest or inquiries about that. Um the IT RFP is the exact [29:13] opposite. Um my calendar is filled with questions and meetings regarding um our [29:20] IT infrastructure. Um I've had I've already had numerous uh we've had our [29:25] first bid come in already. Um so [29:30] uh the um we have a committee that's going to end up reviewing the the uh [29:36] bids as they come in or after the the all the bid that's come in and we'll [29:40] have a recommendation at the um at the count the August cow meeting um to to [29:46] move forward so that we can ideally vote on a new vendor in September and then [29:50] begin with the begin with a vendor. May be the kind of also more than welcome to [29:56] participate. Um, >> okay. [30:00] » What a October 1st. >> Thank you. [30:05] » Okay. Um, cemetery and transportation. Um, I don't have anything [30:10] transportation. Status quo. Everything's going great. Uh, cemetery. So, at our [30:15] July 1st cemetery board meeting, the board voted to appoint Melissa Michael, [30:19] who's Carol Sullivan's daughter, and Larry Skeleddy as our new board members. [30:24] Our first meeting with them is scheduled for August 19th. Um at the August 12th [30:29] board meeting, we're going to do a recognition of Carol Sullivan for all of [30:34] her years of service on the cemetery board since she has stepped down. Um in [30:39] terms of plot inquiries, there's been a lot, but none have progressed. We do [30:43] have potential cremation burial upcoming. I should hear more about that [30:47] next week. And then lastly, cemetery manager Thompson walked play serve [30:52] cemetery, picked up trash, decorations, things like that, and said everything's [30:57] looking good. Any questions? [31:01] » Thank you. >> Any questions? Okay, wonderful. Thank [31:06] you, Canadian Center. So, uh, next week will be the last [31:10] week's camp. It's been a very, um, weather interesting summer, but Joe and [31:17] St. done amazingly. Um we are scheduled for October for a [31:25] native plant presentation. Um Trusty Glass's project of um doing some native [31:33] plant um gardening, but we're bringing Lake County Forest Preserve. They've [31:36] done this class with us before. It'll be in the evening, so all residents can [31:40] attend. Um there'll be more information when that comes in. And um obviously [31:45] we'll be there after November to send a newsletter which goes out to the [31:49] township. So we'll have great publicity for it. Um on Monday, Kristen Nelson [31:55] will start as our final position to be placed in. So we'll be back at full [32:00] staff. She'll be our program specialist. I've been working with Liberty Lakes, [32:05] both um the management there and with YWCA representatives, just to get um [32:11] some barriers removed for those folks that started um acquiring some of our [32:16] services. And so on September 2nd, I believe it's a Wednesday. Um and [32:23] all Wednesdays following, I will be teaching a um early explorers class. So, [32:29] not moms and tox and whoever is caregiving for them. Back to my roots is [32:35] the wide. So, um that'll be great for 6 months to 5 years old. So, um and [32:43] [music] then [32:47] and then obviously that will be a great gateway for folks to be aware of our [32:52] homework club um living and the big brothers and sisters program. our next [32:59] catalog for October, November, December will be out in the early September. We [33:03] are um working quite hard on that right now. And other than that, our last [33:09] counter on the patio had over 85 people. It was amazing. We had two members of um [33:14] American English and there so reminder everyone September 19th is [33:22] Saturday is the community center celebration. Um, we're working on the [33:27] banners now that we're going to take down the anniversary of the 250 and [33:31] we're going to replace it with the Canadian Center thing. So, um, one to [33:36] three. Oh, and a quick shout out to the highway [33:39] department for your event coming over yesterday and putting our place back [33:44] together because uh those rings the day before just scratched that sign that [33:50] banner and then all of our windreen and your new entryway to [33:53] » amazing [33:57] has been our new [34:01] talk about that yet. >> All right, health and wellness the [34:04] report is in the packet. Mhm. >> Um it is you want to read it or like [34:11] » I wasn't going to take it. Maybe we >> The main thing is is um she asked uh [34:16] Sarah was asked to participate with the lac farmers market on August 7th. So I'm [34:21] putting together some flyers for that. Um it's basically this poster that we [34:25] have what the township does to hand out to people. Um and so we're excited about [34:30] that and read anything else that she has on there. Um and then Highway of Park. [34:37] » Okay. Tomorrow we have our pre-construction meeting here at town [34:40] hall. Uh I believe it's at 1:00 for our gold resurfacing project. And uh once we [34:47] get everything settled tomorrow, we should have a uh starting time for that [34:52] pretty soon after that because I know brothers want to get going. I will uh [34:57] keep everybody informed on when they plan on starting the project. Uh we [35:01] removed and replaced 400 ft of John Street at the front entrance at the [35:04] community center. I think it looks uh pretty good. The guys did a really good [35:08] job. Uh the community center generator startup went well and is currently [35:14] online. Uh the big opening for the community [35:20] center north parking lot is scheduled for tomorrow also at 10:00 at Gable [35:24] Hamilton. Um Sarah is going to be the one doing the bids and she's going to be [35:30] the one doing the uh pre-construct preconstruction meeting so Darren [35:36] doesn't fill us the >> okay [35:39] » we've been talking with Gay and how we can reduce their charges. So he's having [35:43] people who are not at his level to do some of the other tests. So thank you. [35:49] » Uh the uh big opening is tomorrow at 10:00. As soon as Gayla puts all the [35:54] numbers together, I will send them over um post online and then we'll let [35:59] everybody know what those come out to be. Um I also have a lake and highway [36:04] commissioners meeting tomorrow in Wakanda [36:08] and I spoke with uh Chief Paul Sagala for Long Fire Protection District and he [36:15] wants us to do some work over at their firehouse. Um, we did some work in the [36:20] past for them and we build Long Road for this. Um, I spoke with administrator [36:27] Marciniac and uh, we think it's probably a pretty good idea to put IG together [36:31] with Long Fire Protection District. Um, for going forward, they're expecting the [36:39] new firehouse to get approved, their final plans approved. So, anything we do [36:43] as the old ones are all going to be temporary for now. Uh they just want [36:47] some trees trimmed up. They want the parking lot striped and there's a little [36:51] hole in the back they want some >> Will that be ready for August? [36:56] » It is done. >> I spoke with Chris Barkman. He said that [37:02] we can go ahead and do the work now and just go along, you know, we have time to [37:06] do the work. >> That's all I got. [37:09] » Do you want to mention our storm sewer meeting too? [37:13] » Um no, it's three. Okay. [37:16] » It's not that big of a deal. >> Okay. [37:17] » We're we're going out there. >> No, I mean the meeting we had was the [37:20] Lake County. >> Oh. Oh, I'm sorry. I thought it was the [37:23] other one. >> Um uh myself, supervisor, Supervisor [37:29] Will White, and um administrator Marcia. met with Kurt Wolfford and [37:39] » Brian >> Brian Brian Frank from Lake County uh [37:43] SFC water commission. Um, and uh, they [37:49] informed us that uh, uh, I have my right here. [37:56] Uh, there's a bunch of stuff going on um, uh, over at Echo Lake. They have uh, [38:04] what's been an ongoing problem. There is a storm water pipe that goes under Echo [38:10] Lake itself that comes from Lake Zurich. Um, Lake Zurich actually owns the pipe. [38:16] They're having problems with the pipe. They think that this pipe has been there [38:20] since the 1930s, I think he said. >> No, it's over 100 years old. [38:23] » It's over 100 years old. It's been there a long time. And sooner or later, it's [38:26] going to have some problems. It does have problems. It'll drain the entire [38:31] way. >> So, [38:34] as of as of right now, they are looking into different options. Um, they thought [38:42] about asking us to go through our rightway, which would that be a good [38:46] idea? Um, oh yeah, uh, they talked about trying to go under [38:52] the road and as of right now, everything is just put on hold. The study's put on [38:58] hold and they're just going to leave the status quo. So, [39:03] » Lake So, this is under Lake County's responsibility like or I mean they're [39:08] they're aware of it. Have they shared this information with Lake Zurich and [39:11] the homeowners association? >> Lake Zurich. Go ahead. [39:15] » Yes. Yes. >> Yes. The home I don't know about the [39:18] homeowners association. We've been trying to get in touch with them. [39:21] » I don't think echo like they know something is going on but I don't think [39:24] they have like a full scope of the details cuz when we brought it up at one [39:28] meeting we went to we had just heard about it like literally the day before. [39:32] So um we didn't have much to share with them. So if they've heard anything [39:35] outside of that we don't know. Um, [39:40] » so yeah, it it's just something we're working on. Um, it's not really we don't [39:46] have to do anything. >> The the lake is owned by the homeowners. [39:50] » So if there's a problem, >> it's the homeowners. [39:55] » So yeah, we we were just talking about like if if that worst case scenario [39:59] would happen and people called the township, what would we do? So we're [40:03] just kind of going through communication plans. give them nice number. [40:08] » So yeah, we have been trying to get in touch with the home assoc association. [40:12] » We have been for a while. We had some testing done as well. Do you want to [40:16] talk about the testing? Uh we did some storm water testing at uh three [40:22] different locations uh because the Echo Lake homeowners [40:26] association uh they made some statements that the fertilization that we're doing [40:31] is causing the uh Echo Lake to develop the uh blue algae. [40:37] Um and it's making it unsafe to swim in the lake. So we did some testing at [40:43] three different locations. uh one on our property, the east property at Kgi Park, [40:49] the west property at Kgi Park um and then at the outfall going into Echo Lake [40:56] itself. And all the results showed that there is um [41:03] nitrogen, phosphorus and phosphates that are all in fertilizer and all the [41:10] amounts are super low. hardly anything >> negligible. [41:14] » Yeah. >> Okay. [41:16] » We had received a letter from the homeowners association um with concern. [41:20] So we have this information. We've been trying to get in touch with them and [41:24] they haven't responded. So thank you Mike. Anything else? [41:27] » No. >> Okay. Thank you. [41:30] » All right. Any questions? Oh, the road service team. Did you take out the old [41:34] report? >> Yes. [41:35] » Okay. Yes, that is out of the budget. [41:38] » Okay. And that will save >> um [41:43] I'm thinking 30,000. >> Can't know for sure cuz we're only going [41:47] by the EOPC from the year. >> We we moved one of the roads out for a [41:51] future road. It's just um it's a port that is used to go to a daycare. So, it [41:55] doesn't have heavy uses. It's not used every day. It's open court. Um because [42:00] we had gone over we were trying to make sure that it falls in the budget. What's [42:03] budgeted? Spending wasn't budgeted. So making sure we have the money before we [42:08] spend it. So thank you for doing that. Um updates from elected officials. [42:13] Eight. Trusty Bowman's not here. Trusty West. [42:16] » Okay. So uh Susan already mentioned the conference initiative that she talked [42:21] about. Uh I've been trying to contact who is also uh hopefully going to play [42:27] accordingly. Um I twice receive a response back. Um I'm not sure [42:35] they gain contract with them and I'll keep at it. [42:40] » Yeah, they sometimes they take off in July assembly, you know. [42:44] » So I'll volunteer organization. If you have trouble, I contact you. [42:48] » Okay. Um I'll I'll give it like another. >> Okay. Anything else? [42:54] » Um no, I think that's all. >> Only update. auditors are nearing [43:01] completion. I had Kathy and I will final questions [43:06] responding to that. So hopefully and >> how is your um experience with the [43:13] auditors this year versus the previous auditors we had? [43:17] » Well, previous I had none. >> Oh, really? Okay. [43:19] » No interaction, right? They they came in did their stuff. There was never a word. [43:24] » So this is leaps and bounds better. So interaction, [43:30] planning, field work, the hope that it's how it should be. So [43:36] » thank you for finding us a new company and having it be more concise to make [43:41] sure that we're doing everything right. >> Right. Right. No, it's [43:46] the areas they've gotten into and at least the comments I got from Cathy and [43:52] from the standpoint of looking at those areas [43:57] controls etc. It's good. >> Great. Thank you. Thank you for heading [44:03] that project up too. >> Anything else? [44:09] » That should be safe. He's one of the people that put in the proposal, right? [44:15] So, they followed up last week, right? Say, "Well, where are we with this?" [44:19] Now, I'm thinking, "Wait a second." That was how many months ago did we go [44:22] through the proposal? And that was part of the course who questioned it. So, [44:29] we're ready to get started. >> 5 months after the proposal. [44:35] » No, no, no. One, one of the other biders. [44:37] » One of the other biders. So, [44:40] Glad we made the decision. Just I have no other [44:47] cracker. I have a few things. Um the first thing is the um packet that was [44:53] passed out. Um please this is our um current [45:00] um application to dispose of local records. This is the what we have been [45:05] working on since um 1984. So, um, this is obviously in need of an [45:11] update. I have been trying for a long time, many, many, many attempts to get a [45:15] hold of anybody at the at the state to see, okay, this needs to be updated, [45:21] obviously. Finally got a hold of him today. Um, he pulled our record and [45:25] literally said, wow, yours is older than the hills. So, [45:30] we just and I talked this afternoon, morning, whatever. And we will be [45:35] working together to figure out what we have. Um, because some of this is stuff [45:40] that we no longer have. Some we have a lot of records as the township has [45:44] changed since 1984. We have stuff that is not even documented in here. Um, so [45:50] we'll be working to get this updated, hoping to work on that in the next [45:53] couple weeks. Um just so you know this records retention where it says um so [45:59] just looking at page one where it says uh the first one officials vote on an [46:04] appointment um retained for two years following the term of office and dispose [46:08] of that does not mean we can just dispose of it. We mean it means we after [46:13] two years we can apply to the state to get permission to destroy it. Nothing [46:18] can be disposed of without permission from the state. So, um I sent out a [46:23] message to department heads this morning seeking any um documentation that you [46:29] have of any kind in your office if you have titles or I have I guess um of [46:35] stuff that is being housed especially health and wellness. I went down there. [46:38] They have insurance documents and person paperwork that we don't leave upstairs. [46:45] The only township records that are not covered by this are assessor's records. [46:49] All of your records are yours. You have your own number that does not start with [46:54] 84. Um, so we'll be working on that just to get [47:00] a handle on what all we have so that we can get an updated record. But in the [47:04] meantime, this is the official township township policy for destruction of [47:09] records and has been for a minute. Um, Lake County Clerk's Office has decided [47:14] to locate exterior vote by mailboxes elsewhere in the county. Um, I talked to [47:20] them and said we would still like to do that if you change your mind. Um, I also [47:25] talked to uh Lori and Jessica about during the early voting window making um [47:32] allowing our transportation to be used for those who use our transportation for [47:38] free to bring them to town hall to vote. So that would hopefully for those who [47:44] may not have access to get here um make it an extra stop on their trip or make a [47:51] separate trip and we have to work out the details on that. But she feels [47:55] pretty confident we'll be able to accommodate that without any trouble. [47:58] » So great idea. >> Yeah. No, I think it should be good. Um [48:02] that would be something Susan will probably talk to you about too that we [48:05] should certainly >> Yeah. Good. Um, and then a very small [48:09] thing. Um, I want to thank Bonnie for sitting down with me and looking at my [48:13] property tax records and identifying that I do not have a greenhouse on my [48:17] property that I've been paying taxes for for 40 years. Um, so I just think it's [48:23] on it's been on the record forever. Um, getting it off and changing it and [48:26] fixing it going forward. It doesn't save me a lot of money, but save me a little [48:29] bit. So, it was worth it to [48:35] even know. Um, so that is I encourage anyone else to sit down and go through [48:42] your record. I found one. My next door neighbor was being charged for a half [48:47] bath. They don't have. So there's little errors in there. You can find them. Save [48:53] a little bit of money. That's all I have. [48:56] » All right. That's Bington. Well, we published last Thursday. So our office [49:02] has been a little bit heavier with bus traffic. [49:06] uh and phone calls. Um I'm pleased to say we only have 16 appeal styles so [49:11] far. So, you know, from Thursday to almost a week, so it's pretty good. Um [49:16] we are getting a lot of phone calls. We're explaining things to people, [49:20] explaining them, you know, how it works. Um most everybody is completely [49:25] satisfied that they're they have things explained. We have been able to help [49:30] some people with factual errors. Um, I am being a little bit stingier with [49:35] reductions this year than I was last year because I am able to explain and [49:41] show my work from this year where last year because it was acubase I had no [49:47] documentation of how they did anything. So, um, that's also a lot help more [49:53] helpful. We did come across um our first state appeal that we're having problems [50:00] with because Warren Dixon from Acubase did not leave any proof of the work that [50:07] he did or how he came up with the information. The county is not able to [50:12] determine how the industrial property equalization vector was determined last [50:17] year. So, we have a couple state appeals to where um there's a hole and hopefully [50:24] that's not going to cost a bunch of money to the taxing bodies, but it [50:29] could. Um so, we're working through that. Um tonight is my event here at the [50:37] township. I just got my blue notice. Now, what we've had a lot of people say [50:43] they're coming. There was a lot of um requests for it to be virtual as well. [50:48] So I did uh price shopped Zoom memberships and I did a one month Zoom [50:56] membership for $21.99. Made sure that had our tax exempt status [51:01] did not charge us back and >> thank you did did sign up for that. Um [51:07] and I turned my invoice to Kathy for this next board meeting. Um, so it will [51:12] be virtual. If you want to sit at home tonight and pop some popcorn, you can [51:17] hear uh I'm uh I'll be joined by Amaya, Val, um, and Andrew will be staying with [51:26] me tonight. So, we'll um will have a chance to meet our team and kind of ex [51:32] be explaining what we do. Um, we do have one, uh, college student [51:39] named Kai that's been working for us this summer. He leaves um, in the first [51:45] three weeks of August to go back to college. I will be just doing a small [51:51] appreciation lunch for him. He has done a great job. Um, and then Eli, who is [51:58] our high school student that works for us more year round, um, goes back to [52:04] school. So, I'm debating whether or not I need to hire somebody temporary [52:09] part-time to kind of fill those shoes, which we did have somebody who [52:15] unexpectedly uh, quit this morning, [52:20] so that was kind of a shock. Uh nothing bad, just found another job. So, you [52:27] know, um blessings to him moving forward. Um but it leaves us in a little [52:33] bit of a lurch. So, um as you might not know, Andrew, my full-time field guy, [52:39] his wife is expecting their first baby at the end of August, August 20th, [52:45] although I think she'll be delivering early. He did commit today to uh he [52:51] doesn't want to have me hire somebody else that would be quickly trained [52:57] because he likes doing things the right way which in his eyes is his way and uh [53:03] so he would prefer to for the few first couple weeks I don't have family in the [53:08] area he's going to go on a modified work schedule where he will come in one to [53:14] two days per week work with the field work go out and do those things as the [53:19] summer's ending up.
