[12:46] The minutes of the planning commission, a management plan from VHIs, a letter from the First Presbyterian Church of Session, asking for approval of the issue B, a letter of support from the substance abuse center of Kansas, [13:03] and an email of support from the South Central Mental Health. [13:08] I had already read all the information before the meeting [13:11] and had watched the planning commission live. [13:16] Over the weekend, I read the information in the order it was presented [13:21] and when I reached page 3 of the information submitted from BHI, I stopped reading. [13:29] This page lists a number of people served since the end of the pandemic. [13:35] In 2020, they served 100 people. [13:39] In 2021, it was 195 people. [13:44] In 2022, they served 228. [13:48] And in 2023, they served 309. [13:52] When I saw this of the 309 people served, that included 56 children. I could read no further. [14:03] I was saddened and seconded by the thought of 56 children suffering from homelessness in our community [14:09] through absolutely no fault of their own. Most of the children were under the age of 8 and all but 3 under the age of 10. [14:20] These children were from intact or single family, single parent families. [14:27] These numbers should not be acceptable to any of us. [14:32] BHI also serves veterans. [14:35] I find it interesting that in November we had a celebration of freedom parade. [14:41] Theanners of veterans lined main and central, [14:44] and activities were held showing our thanks to the veterans for their service. [14:49] Yeah, two weeks later during the seven-inch snowstorm and frigid temperatures, they had no shelter. [14:58] The H.I. stays in contact with these... [15:00] These veterans and worked to get them connected to the veterans' administration in which it all, which [15:06] has the services they need. During the pandemic, there were COVID monies available, the house [15:13] the homeless and the hotels. However, that money ran out in July of this year. B.H.I. is not asking [15:22] from money from the city. They have proved to be self-sufficient. They are only asking for a permit [15:29] to serve the most vulnerable people, which in the last three years has included children in our [15:35] community. [15:37] We have side-step this problem for years. [15:40] As a community, we have overlooked those in need. [15:44] We complain about them when we see them in parks, walking downtown, sleeping on steps, or [15:50] the bench is downtown, or begging for money at the entrance to the Walmart parking lot. [15:56] Why don't we go into realize that we can help those who want and need help? [16:03] This is more than a zoning issue. [16:06] As one lady at the public hearing said, this is also a humanitarian issue. [16:13] I would ask the commissioners to consider overturning the decision of the planning commission [16:18] and grant VHI a special use permit. [16:21] If we are not willing to address it now, then the question becomes, when will we? [16:29] If the location is not acceptable, then what location is? [16:34] We cannot continue to ignore this issue in our community. [16:39] If this request is turned down, then it falls on the Commission to Act and work with BHI and [16:46] stakeholders to figure out how we can help and where a shelter can be located. [16:53] If this request is denied, then it becomes the commission's responsibility to start the [17:00] necessary discussions. [17:20] I'm sure I like everybody else up here is put a lot of thought into how I wanted to [17:28] or how I felt I needed to vote this evening, I've read the emails, I've talked to the people, [17:34] I've done all the things. And there's no doubt that there's been an emotional response from [17:43] both sides, but I feel like it's our job up here to kind of weave through that and get to the facts [17:49] and look at where those lead us. One thing that's been pretty consistent though is everybody that's [17:58] They've all said, we have a problem and we need to help them, right? [18:02] But then it comes back to the not my neighborhood thing, okay? [18:06] So we know we need to help them. [18:08] Then the question goes, where do you put them? [18:12] Residents don't want it in their neighborhood. [18:14] I can understand why? [18:17] Businesses don't necessarily want it around their business. [18:21] I can understand why. [18:23] If we look at places that El Dorado wants to develop, right? [18:27] So you put it there, well, does that hurt the development of the city? [18:32] So there's a lot of things to factor in, as we're going to make our decision. [18:38] And one of the things I looked at is, where can you put it? [18:42] Where can you put it? [18:44] That you can carve out all those cons, and solve those problems. [18:49] And at the end of the day, there's nowhere you can put it. [18:51] There's no way you can put it where there's not a business. [18:53] There's no way you can put it where there's not residences. [18:56] There's nowhere you can put it where there's not a chance for development. [19:00] So we can't solve any of those concerns as valid as they may be. So, as I've studied, [19:44] and I've looked at the criteria that's been laid out in front of me and I look at the [19:52] I just have a hard time believing that it doesn't fit the zoning uses for that area, so I would be in favor of granting the permit. [20:13] One thing I definitely agree with everybody that spoke on is I think that the city needs to be heavily involved with BHI and before to figure out a location. [20:23] Whether that location is here, wherever that we come up with, I think there's some things that we could do to help you know, to help get that done. [21:08] When you see the numbers that 300 and whatever 223 I believe, I think the shelter would hold 30. [21:14] I think we need to try to find a larger location.
