[13:06] I'm once again asking that the [13:09] city and end its contract with [13:10] flock safety and elk grove [13:11] independent its use of license [13:13] plate readers. [13:15] Not seeking an alternative [13:15] vendor. [13:18] Putting everyone under constant [13:20] surveillance is how our justice [13:22] system isn't supposed to work, [13:24] innocent until proven guilty. [13:25] Identify a suspect, get a [13:26] warrant, conduct an [13:27] investigation. [13:29] using A.I. Cameras is the [13:31] opposite of this process. [13:32] There's no probable cause to [13:34] surveil everyone all the time [13:37] but that's what using ALPRs [13:38] amounts to. [13:38] By continuing to use these [13:40] systems the city is letting us [13:42] know that we're all in a state [13:44] of perpetual guilt waiting on [13:47] the police to decide on our [13:49] crimes which flock provides [13:50] prewritten prompts. [13:52] In APRIL the mayor said she was [13:54] open to an audit of the flok [13:56] data. [13:57] Deflock elk grove published a [14:01] community audit based on public [14:01] records requests. [14:03] This indicates that the city of [14:06] elk grove violated state law [14:07] with federal agencies. [14:09] The city has claimed the data [14:11] are secured and not shared on [14:13] flok national network. [14:14] Do the mayor, city councilors [14:15] and chief of police not [14:17] understand how it works or lying [14:20] about what happens to the data [14:21] collected? [14:22] While the city and police [14:23] department state that the data [14:24] are secure it is clear they have [14:26] no way to even force that [14:28] themselves or confirm its truth. [14:30] Two weeks ago flock announced [14:33] updates, recommending a 7-day [14:34] retention period unless there's [14:36] an active investigation. [14:41] Yet a week later, a flock [14:42] representative let slip that [14:44] they retain data indefinitely. [14:45] Flock terms and conditions state [14:47] even if the elk grove police [14:48] department owns the data flock [14:53] has the right to, quote, [14:55] nonexclusive royalty free to use [14:57] and disclose customer data to [14:59] provide the flock services. [15:02] And bous customer support to [15:04] improve flock's products and [15:05] services. [15:06] While the city MAY claim it [15:08] keeps our data safe these terms [15:09] make it clear the city does not [15:11] have the power or authority to [15:13] do any such thing. [15:14] There is no responsible secure [15:16] way to maintain an active [15:17] contract with flock and no [15:18] reason to believe that a company [15:20] that makes its money from spying [15:22] on everyone is telling the truth [15:22] about what it does with the [15:26] information it collects. [15:27] We deserve better than living in [15:30] a city where we are treated as [15:31] suspects of crimes not yet [15:31] committed. [15:33] We should not have to be [15:35] observed by a system that makes [15:36] it possible and trivially easy [15:39] for police officers to stalk and [15:40] harass women. [15:42] Immigrations and custom support [15:43] to monitor activists or the [15:45] federal government to observe [15:46] the movements of political [15:48] opponents. [15:50] Whether the city believes it is [15:51] aiding and abetting the sur very [15:52] lance state isser. [15:53] The purpose of this system is [15:55] objectively to make it easier [15:58] for those power to maintain it [16:03] collecting inordinate -- for elk [16:06] grove to do is ends its [16:07] relationship with flock [16:08] immediately and starting us as [16:09] citizens rather than suspects. [16:45] I'm a heavily concerned elk [16:47] grove resident. [16:48] Alpr cameras and flock cameras [16:49] specifically have been known to [16:52] be a failure and a public safety [16:54] risk. [16:55] Denver resident was wrongfully [16:57] accused of package theft which [16:59] led to her having to get her car [17:01] gps data, neighbor camera [17:03] footage and phone records to [17:05] show she wasn't in the area f [17:06] she didn't have that proof she [17:08] could have possibly been [17:09] incarcerated and charged for [17:12] something she did not do. [17:14] Eva of rhode island a year ago [17:16] was undergoing a routine traffic [17:18] stop ending with her being [17:20] wrongfully in handcuffs tied to [17:22] a random vehicle that was not [17:23] registered to her. [17:25] How did the cop accuse her? [17:27] Using a flock camera that [17:28] matched her name to another [17:31] vehicle that was involved with a [17:32] local crime. [17:34] When in reality it was not [17:35] registered to at all. [17:36] Arkansas and south carolina, the [17:38] use of a flock camera led to the [17:40] result of officers drawing [17:42] weapons on innocent people [17:43] including a baby then later [17:45] realizing that the plates were [17:47] incorrect. [17:50] Lind sip asacks from florida was [17:52] charged with eight felonies [17:53] including sear youse charges [17:55] like vehicular homicide causing [18:00] her to spend 13 days in jail and [18:03] car impounded for 7 months. [18:05] Her and her car weren't involved [18:06] with this crime at all and this [18:08] was an error from the cops' end. [18:09] That error being the use of [18:13] flock cameras. [18:17] So as a whole, flock and alpr [18:19] cameras as a whole inherently [18:21] pose a risk to our safety and [18:22] privacy which was once our [18:24] community right. [18:25] It is something that our board [18:27] members should respect, our [18:28] police department should [18:29] respect, city should respect as [18:30] a whole. [18:32] By doing that, they should [18:33] cancel the flock contract and [18:36] cancel any future alpr contract. [18:37] I know a lot of people in the [18:40] past and I'm sure people dad [18:41] will express the same thing in [18:44] probably better detail. [18:46] But the city of elk grove has [18:48] violated our privacy a multitude [18:51] of time by giving data to [18:51] outside agencies. [18:54] If you are oblivious to the [18:55] implications or lying through [18:56] your teeth the conclusion is the [18:57] same. [18:59] This is showing signs of [19:00] incompetence should you continue [19:01] to persist with using any sort [19:05] of alpr, and flock as a whole. [19:44] An independent audit has [19:46] revealed over 97% of the queries [19:48] made came from entities not [19:50] directly affiliated with the [19:51] city of elk grove. [19:52] This would appear to be a direct [19:55] violation of sb34 but more [19:56] importantly it represents a [19:56] violation of the community trust [19:59] in the city council. [20:01] We asked through legitimate [20:02] chance how our data was being [20:05] used and what was used to do. [20:07] What we got back was a brick [20:08] wall of redactions. [20:11] Only cross referencing the data [20:14] against that disclosed by [20:15] woodland P.D. Did we learn the [20:17] truth. [20:18] That shouldn't happen in any [20:19] municipality paying more than [20:21] lip service to the ideal of [20:23] transparency in government. [20:24] Fundamentally, none of elk grove [20:26] citizens have asked to live in [20:29] the sort of open air prison that [20:30] mass surveillance creates. [20:32] Even under this regime this is [20:33] the united states of america and [20:36] we are still entitled to our [20:37] fourth amendment rights. [20:39] We as a community deserve better [20:41] than to have privacy violated by [20:42] unaccountable vendors and [20:44] mismanaged federal agencies. [20:48] We deserve better than to be [20:55] stalked by police departments [20:56] which has happened in many [20:57] states. [21:00] We deserve better than finance [21:01] the erosion of our own civil [21:03] liberties. [22:00] The question is whether we need [22:03] to routinely collect information [22:05] about where order people drive [22:06] in order to accomplish this [22:07] goal, ordinary people. [22:10] Where they go to school, [22:11] worship, where they eat, routes [22:12] to work. [22:13] Would you like that information [22:13] about you recorded? [22:15] Probably not. [22:18] But it probably already was as [22:19] there's two flock cameras [22:23] outside of here. [22:24] I understand there are stated [22:25] safeguards such as access [22:28] control policies and search [22:29] restrictions and who can -- who [22:32] the data is shared to. [22:34] But safeguards don't eliminate [22:37] the underlying risk, they [22:37] mitigate it. [22:38] What happens when there's a [22:40] security breach? [22:41] What happens when an authorized [22:45] user misuses their access? [22:46] Are you willing to accept the [22:48] high margin of error as we have [22:50] seen in roseville where over 71% [22:53] of license plates were misread. [22:54] What happens when the city has [22:57] to defend the implication cases [23:00] of using alpr in court. [23:00] They are not hypothetical [23:02] concerns. [23:03] We have seen cities cancel [23:05] contracts due to these concerns. [23:07] The city is stuck taking on the [23:08] responsibility of protecting [23:09] sensitive data of residents [23:10] during the duration of the [23:11] contract. [23:13] That's why I don't think this [23:14] should be reduced to a question [23:16] about flock. [23:18] If we cancel flock and replace [23:20] it with another alpr company we [23:23] have solved the vendor problem [23:26] but not the underlying route [23:26] problem, surveillance and the [23:28] risk that comes with it. [23:30] The strongest privacy protection [23:32] to using these system is simple, [23:36] not using it in the first place. [23:36] My request tonight is this. [23:38] End the flock contract, remove [23:40] the flock cameras and establish [23:42] a clear city policy that elk [23:43] grove will not operate or [23:46] participate in alpr surveillance [23:46] regardless of what company that [23:47] sells it. [24:05] I'm a veteran and I find this [24:07] extensive use of flock cameras a [24:09] violation of people's freedoms [24:12] which I didn't serve for. [24:14] Flock camera data is not owned [24:15] by the city of elk grove and [24:16] shared with police departments [24:17] and cities throughout the [24:19] country. [24:20] There have been states who have [24:21] used the flock cameras to arrest [24:23] people in other states, they [24:24] traveled where something is [24:26] against the law in the state, in [24:28] one state and isn't in another. [24:32] There have been cases where [24:34] women traveled to a state for an [24:35] abortion, come back to their [24:38] home state and are arrested. [24:40] Other states can use that flock [24:41] camera, used throughout the [24:42] country. [24:43] Our laws in california aren't [24:45] the same as texas. [24:49] they're used, abusing those. [24:51] Police departments have not had [24:52] cameras to police. [24:54] Why do they do it now? [24:57] Maybe just patrol and police car [24:59] instead of depending on a flock [25:01] camera. [25:04] I find it is just being abusive. [25:07] You guys don't control the data. [25:08] It is controlled by a [25:10] corporation. [25:12] And there's been other [25:14] instances, instances where the [25:16] camera instead of at the street [25:20] they have it pointed toward a [25:21] canvas store in states where [25:23] it's legal. [25:26] Or at a gun range, pointing at [25:28] the gun range instead of being [25:29] out in the street. [25:31] I'm not saying this is happening [25:34] in elk grove but the problem is [25:36] you do not control that data. [25:38] The company does. [25:41] So they can share this [25:42] information, and that's a huge [25:43] problem. [25:44] Other than california -- I live [25:47] in california because I like our [25:49] freedoms, I don't like red [25:55] states, sorry. [25:57] You don't control it, so you [26:02] shouldn't use it. [26:03] Police are just patrolling in [26:04] their cars instead of using a [26:06] camera. [27:16] I've seen countless videos of [27:16] packed city council meetings all [27:18] over the country raising [27:20] concerns about this very topic. [29:20] Additionally elk grove pd shared [29:23] our data from 2021 through 2026 [29:26] with 290 california agencies [29:28] that do not have data sharing [29:29] agreements or MOUs to search our [29:31] data. [29:33] Despite elk grove pd stating at [29:34] a prior city council meeting [29:37] that only agencies with MOUs can [29:37] search. [29:39] Yet those unauthorized [29:41] california agencies searched 4.3 [29:45] million times. [29:47] The elk grove pd alpr website [29:47] states that the police [29:48] department audits the flock [29:54] system. [29:56] This is illegal, out of state [29:58] federal sharing, unauthorized [30:00] california agency sharing to go [30:02] on for years. [30:03] But this is not just about [30:06] flock. [30:09] Recently, we discovered an oxon [30:11] brand fixed camera on the corner [30:14] of bruceville and laguna. [30:16] Here's a picture of what that [30:16] camera looks like near the [30:18] walgreen's. [30:20] Axon boasts that this camera [30:23] provides livestreaming, alpr, [30:24] vehicle recognition in one [30:26] device. [30:27] Police officers don't just get a [30:29] hit they get the full picture in [30:32] realtime end quote. [30:34] Alpr vendors such as axon and [30:35] others are not better than flock [30:37] and we don't want them here. [30:40] I believe that searchs of olpr [30:42] data are fourth amendment [30:43] searchs, the type that require a [30:44] judicial warrant. [30:45] These records are searched [30:47] without a warrant. [30:50] I believe that the recent ruling [30:52] sets the ground work for future [30:54] lawsuits that will ultimately [30:57] take these warrantless [30:57] surveillance systems down. [31:00] The issue is not that we don't [31:01] want police to be able to [31:02] effectively and efficiently [31:03] solve crimes that occur in the [31:04] community. [1:05:54] Concerns every been expressed by [1:05:56] council, staff and residents [1:05:57] regarding the proliferation of [1:05:59] percent natural storage [1:05:59] facilities. [1:06:01] The moratorium would remain in [1:06:03] place lyle city staff conducts a [1:06:04] study and considers further [1:06:06] regulations of the use. [1:06:08] The proposed moratorium would [1:06:11] not apply to any projects with [1:06:13] approved valid entitlements. [1:06:15] The planning commission reviewed [1:06:16] the eye tim at its AUGUST 6 [1:06:18] planning commission meeting. [1:06:19] One member of the public spoke [1:06:22] in favor of the proposed [1:06:24] moratorium and the commission [1:06:28] recommended discounts of the [1:06:28] project 4-0. [1:06:29] Pursuant to the zoning code [1:06:31] storage, personal storage [1:06:32] facility means a structure or [1:06:36] group of structures containing [1:06:37] generally small individual [1:06:39] compartmentalized stalls or [1:06:40] lockers rented as individual [1:06:42] storage bases and characterized [1:06:44] by low parking demand. [1:06:46] The use is conditionally [1:06:47] permitted in the general [1:06:51] commercial shopping center, auto [1:06:52] commercial, industrial office [1:06:54] park, heavy industrial, light [1:06:55] industrial, and flex zoning [1:06:56] districts. [1:07:00] It is not permitted by right [1:07:01] currently in any zone. [1:07:02] There are 19 existing personal [1:07:03] storage facilities within the [1:07:04] city limits. [1:07:09] And four existing facilities [1:07:09] within two miles of the city. [1:07:11] Additionally two facilities [1:07:13] including one auto and vehicle [1:07:15] storage facility currently under [1:07:18] construction, and one improved, [1:07:20] the mixed use project that has [1:07:24] been approved by council but has [1:07:26] not begun construction as of [1:07:26] yet. [1:07:28] The city general plan includes [1:07:31] policies that macon flikt with [1:07:33] personal storage facility use, [1:07:35] specifically policy ed2-2, the [1:07:38] city shall maximize the use of [1:07:39] nonresidential land generating [1:07:41] and revenue generating uses as [1:07:44] well as policy lu-1-2, [1:07:45] increasing jobs and economic [1:07:47] development. [1:07:49] Personal storage facilities [1:07:51] typically don't create a [1:07:52] significant number of jobs and [1:07:54] are not a materially revenue [1:07:56] generating use to the city. [1:07:59] Additionally they can consume [1:08:00] large footprints of valuable [1:08:01] land that could be developed [1:08:04] into housing or other [1:08:05] employment, or revenue [1:08:09] generating commercial uses. [1:08:10] The project has been determined [1:08:12] to be -- the moratorium has been [1:08:15] determined to be not a project [1:08:17] and further exempt from ceqa [1:08:21] pursuant to guideline section [1:08:21] 15061b3, the common sense [1:08:23] exemption. [1:08:24] Staff recommends that the city [1:08:26] council find the moratorium not [1:08:28] a project subject to ceqa and [1:08:33] exempt from ceqa resue and adopt [1:08:36] an ordinance imposing moratorium [1:08:37] on any personal storage [1:08:40] facilities in the city. [1:10:09] I think right now it is good to [1:10:13] put a moratorium on it to put a [1:10:15] cooler on everything more [1:10:16] facilities than there are [1:10:18] households and debt manned. [1:13:08] In terms of waiting indefinitely [1:13:09] 5, 10 years imagine are you [1:13:10] going to be monitoring this. [1:13:13] I don't feel the urgency of [1:13:14] putting a timeframe other than [1:13:17] I'm much more interested in [1:13:20] putting a moratorium to at least [1:13:21] stop any future projects of this [1:13:23] kind. [1:14:07] There are so many other [1:14:09] wonderful projects that we could [1:14:10] be doing other than storage [1:14:11] units. [1:14:12] Very happy to support this. [1:14:16] Vice mayor. [1:14:51] I would support a temporary [1:14:54] moratorium, they do take up so [1:14:56] much land. [1:14:59] It is worth taking a look at the [1:15:01] uses around our city and whether [1:15:04] we want to allow, where we want [1:15:08] to allow storage units for [1:15:09] further actions. [1:15:10] In regards to timing, I agree [1:15:13] with councilmember spease, not [1:15:15] having a definitive time. [1:15:18] i would suggest, I know [1:15:20] MR. Jordan is going to work on, [1:15:21] staff is going to work on [1:15:23] bringing it back. [1:15:27] I suspect it is not going to [1:15:27] take longer than a year. [1:15:29] But whatever -- when we bring it [1:15:31] back I guess what I would [1:15:33] suggest is we put in there a [1:15:37] time to revisit that moratorium [1:15:38] each year or something to that [1:15:41] effect. [1:15:43] So we will be sure to look at it [1:15:45] again and it won't be something [1:15:45] peril in any event, [1:15:48] automatically. [1:15:49] I would suggest that [1:15:51] modification. [1:15:53] When you bring it back, cj, [1:15:54] maybe we have that included in [1:15:56] there. [1:20:14] Carlos will provide the [1:20:15] investment portfolio for the [1:20:18] city as of the quarter ended [1:20:19] JUNE 30, 2026. [1:20:26] Carlos? [1:20:30] Thank you very much for inviting [1:20:31] me here to bring you up to date [1:20:33] on the status of the city's [1:20:35] investment portfolio. [1:20:36] I have a brief presentation. [1:20:38] I'm going to just give you [1:20:39] description of the investment [1:20:40] program, factors about it that I [1:20:42] think are important for you to [1:20:44] know as policy-makers. [1:20:46] Status of the portfolio and some [1:20:48] of the factors driving the risk [1:20:53] and return in the portfolio. [1:20:57] I'm carlos, senior portfolio and [1:20:58] investment pool analyst with [1:21:00] chandler asset management, we [1:21:04] manage approximately $50 million [1:21:04] nationwide, primarily for local [1:21:06] governments. [1:21:07] Cities, counties, special [1:21:09] districts, joint powers [1:21:09] authorities. [1:21:10] I myself have been in the [1:21:13] industry for over 30 years. [1:21:16] I have a lot of experience in [1:21:16] working with city money. [1:21:17] Across california and other [1:21:20] states. [1:21:23] >> I don't want to -- sorry to [1:21:24] interrupt but we have the [1:21:26] powerpoint up and there is a [1:21:28] keyboard tray under the podium. [1:21:37] We let you drive. [1:21:48] I think are you all aware that [1:21:50] the city's investments are [1:21:51] subject to california government [1:21:54] code. [1:21:55] California government code is [1:21:57] very restrictive. [1:21:59] You aren't able to purchase [1:22:01] stocks, you aren't able to [1:22:03] purchase real estate, high risk, [1:22:05] highly volatile investments. [1:22:06] You are investors in the bond [1:22:07] market. [1:22:09] You rent your money out and get [1:22:10] income from the rental. [1:22:12] Interest income from that. [1:22:14] The value of that future payment [1:22:16] due to you can also go up and [1:22:19] down depending on what current [1:22:20] investments in the markets pay [1:22:21] today. [1:22:22] You make money from the [1:22:24] portfolio in two ways. [1:22:25] Interest income and fair value [1:22:26] of the principle and future [1:22:27] payments coming to you go up and [1:22:29] down. [1:22:32] Our job is to structure the [1:22:33] portfolio to maximize that [1:22:35] return within the objectives [1:22:37] that are outlined by california [1:22:37] government code. [1:22:39] Those are safety first, followed [1:22:41] by liquidity. [1:22:42] After those are met then it is [1:22:43] return. [1:22:45] It means that code wants you to [1:22:46] have your money safe. [1:22:48] They want you to have your money [1:22:50] available when you need it. [1:22:51] After those objectives are met [1:22:52] they want you to generate return [1:22:54] on it. [1:22:56] If you think of the investment [1:23:03] program of the city, think of a [1:23:04] bucket of whatever, fees for [1:23:05] services or property taxes, [1:23:06] sales taxes, that's water coming [1:23:08] into the bucket. [1:23:10] When you make expend turt to [1:23:12] make debt service, to pay for [1:23:14] pension and all of the services [1:23:15] that you provide for citizens, [1:23:16] there's water coming out of the [1:23:18] bucket. [1:23:19] There's always residual. [1:23:20] That amount, there's some amount [1:23:21] of water going up and down all [1:23:24] the time. [1:23:29] Your job as a few disturbry, [1:23:32] keep it safe, liquid and make [1:23:34] some money on it. [1:23:37] That's the best way to describe [1:23:38] the investment program. [1:23:41] When I think of the overall [1:23:42] investment program, I want to [1:23:43] make sure that I describe it [1:23:45] really well. [1:23:48] It is a collaborative approach. [1:23:49] As your investment advisor, we [1:23:52] do the heavy lifting on the [1:23:54] analysis, on identifying the [1:23:56] opportunities to generate income [1:24:02] on this. [1:24:04] Risk management, credit ability, [1:24:09] and that your money is safe. [1:24:11] That is a very important aspect [1:24:11] of the service, behind the [1:24:15] scenes. [1:24:18] When when we buy a security we [1:24:20] put our best effort and best [1:24:21] minds and processes to identify [1:24:22] it as an appropriate investment [1:24:24] for the city. [1:24:27] When I say that it is [1:24:29] collaborative, as I mention that [1:24:31] analogy of the bucket of water, [1:24:32] funds that come in and go out, [1:24:36] come in and go out, there's a [1:24:36] liquidity component. [1:24:37] We collaborate with staff to [1:24:39] make sure that that component is [1:24:41] also invested. [1:24:45] The city staff handled that [1:24:45] component of it. [1:24:49] Utilizing some very strong, well [1:24:49] invested pools. [1:24:52] Such as local agency investment [1:24:56] fund, the state treasurer's pool [1:24:56] as well as local government [1:24:58] investment pools available as [1:25:00] well as funds in the bank and [1:25:02] money market mutual funds. [1:25:05] It is sophisticated. [1:25:07] The portfolio is actively [1:25:07] managed. [1:25:08] Unlike the stock market, the [1:25:10] bond markets you can generate [1:25:11] more revenue when you actively [1:25:16] manage. [1:25:21] That is scientifically proven. [1:25:22] Washington collaborated with [1:25:24] staff on multiple levels, [1:25:29] governance of the portfolio, on [1:25:31] making sure this is optimized [1:25:33] and making sure we stay on top [1:25:34] of the changes to california [1:25:35] government code which come every [1:25:42] year. [1:25:43] Make sure your investment policy [1:25:45] is up to date. [1:25:46] That change restricts aspect of [1:25:48] your investments for a reason or [1:25:49] it expands it for another [1:25:52] reason. [1:25:54] Consulting with staff, making [1:25:55] sure that those provisions that [1:25:57] change the appropriate ones are [1:26:09] added to the investment policy. [1:26:11] With we were engaged the [1:26:13] portfolio that we inherited, the [1:26:15] staff here gradually gave us [1:26:17] some funds, the finance director [1:26:17] at the time moved on to another [1:26:19] position. [1:26:21] And the portfolio, the [1:26:24] internally managed portfolio was [1:26:28] unmanaged and giving a small [1:26:28] portion of cash to manage. [1:26:31] We collaborated to bring in and [1:26:34] unify those two portfolios to [1:26:36] have a unified strategy going [1:26:37] forward so that you cough [1:26:40] maximum diversification. [1:26:42] The portfolio was well [1:26:43] diversified but it was not very [1:26:45] liquid. [1:26:47] It did hold several types of [1:26:48] securities that did not have [1:26:53] robust secondary markets. [1:26:53] Liquidity is an important [1:26:55] objective. [1:26:57] We collaborated with staff to [1:26:59] reallocate those funds to make [1:27:01] sure that we had liquid [1:27:02] investments in there so that in [1:27:04] a pinch, emergency, we can turn [1:27:06] around and sell them. [1:27:08] there would be a counter party. [1:27:10] The third thing we've worked [1:27:18] with, all continuous, we view [1:27:20] how the city is using its cash [1:27:21] and the amount of funds that [1:27:31] should be kept liquid. [1:27:31] Whether you have too much liquid [1:27:33] you leave money on the table in [1:27:35] the form of revenue. [1:27:35] We want to rin mize minimize [1:27:40] that. [1:27:42] We analyze it and run models to [1:28:00] see what that should look like. [1:28:02] This is what we inherited. [1:28:05] It started with about $50 [1:28:06] million of cash. [1:28:08] If you look at the market yield, [1:28:10] it is the third row from the [1:28:13] bottom, 0.03. [1:28:14] That is the yield that [1:28:16] investments were paying you in [1:28:19] DECEMBER of 2020. [1:28:21] If you recall in MARCH of 2020 [1:28:22] the world fell apart because of [1:28:24] the pandemic, one of the things [1:28:26] that the federal reserve did is [1:28:28] lowered the overnight end [1:28:31] lending rate between banks to [1:28:31] zero. [1:28:33] It drove all yields for all [1:28:35] fixed income to almost zero. [1:28:36] You could earn 0.03% on your [1:28:40] money. [1:28:48] Very difficult. [1:28:50] Our collaboration has captured [1:28:52] the highest yields available in [1:28:54] a safe and prudent manner. [1:28:56] You see it averaged about 2.5 [1:29:01] years in duration. [1:29:04] The strategy is to stay [1:29:11] somewhere around 2 1/2 years. [1:29:14] We are set to earn around 4.25% [1:29:16] per year into the future the way [1:29:26] this portfolio is established. [1:29:29] When we have a maturity or [1:29:30] receive new cash from staff [1:29:32] that, gets invested as of JUNE [1:29:33] 30 at 4.3. [1:29:35] That number is closer to 4.4 [1:29:36] today yields have risen since [1:29:41] that time. [1:29:43] This component of your program, [1:29:45] this is about two-thirds of it. [1:29:48] This component is valued at [1:29:53] around $434 million. [1:29:56] It was mostly cash in 2020, now [1:29:57] you have a good diversification [1:29:58] on the left-hand side is what it [1:29:59] looks like as of JUNE end of the [1:30:08] fiscal year. [1:30:09] Half bonds from the U.S. [1:30:10] Treasury, the most liquid and [1:30:11] safest. [1:30:13] That is the backbone of your [1:30:31] liquidity. [1:30:32] We buy very high credit quality [1:30:35] corporate bonds. [1:30:38] Corporate bonds have done well [1:30:40] since after the pandemic given [1:30:44] the amount of stick you a will [1:30:47] associated cares act, $5.5 [1:30:49] trillion of physical policy [1:31:04] given out by the government. [1:31:07] A lot of the tech companies are [1:31:08] involved in issuing record [1:31:09] amounts of debt to be able to [1:31:13] build these things out. [1:31:15] Now we're shifting on watch to [1:31:16] see how much of high credit [1:31:18] quality corporate bonds we buy. [1:31:21] We're noticing the trend in [1:31:28] credit issuance. [1:31:29] When I look at the returns for [1:31:33] the last 12 months, so your last [1:31:35] fiscal year your return was [1:31:36] 3.09. [1:31:38] This is a total return. [1:31:41] You make money two ways, [1:31:42] interest income and fair value. [1:31:45] Over the past year you had [1:31:45] strong interest income. [1:31:46] You were set to earn 4.2 into [1:31:50] the future. [1:31:53] Because rates rose, in the bond [1:31:54] market, it works out, when rates [1:31:57] rise the value of your holdings [1:31:59] goes down, inverse relationship. [1:32:01] I can get into the math if you [1:32:02] like. [1:32:03] You had strong interest income [1:32:05] but a little bit of a drag on [1:32:07] the return from the fair value [1:32:09] of the portfolio. [1:32:11] Change in have on paper. [1:32:13] That 309 captures that number [1:32:13] right there. [1:32:14] This is a strong return for the [1:32:16] year. [1:32:19] Look at the benchmark, a similar [1:32:24] market risk, measuring the risk [1:32:25] you took on, you can see you [1:32:28] were well above it, that return [1:32:31] was 2.82. [1:32:34] The two years prior was 7.4 [1:32:36] annualized average, taking [1:32:38] compounding into effect versus [1:32:40] 4.49 of the benchmark. [1:32:44] Last three years, 4.76 versus [1:32:44] 4.444. [1:32:47] The five-year number, again [1:32:49] these are the annual average, [1:32:51] they're smaller. [1:32:52] These encompass years when rates [1:32:54] were almost zero. [1:32:56] You have climbed out of a big [1:32:59] zero rate hole to generate [1:33:00] robust income. [1:33:04] I mentioned that is the [1:33:04] component that is managed. [1:33:04] -- [1:33:05] >> quick question. [1:33:08] >> I think online our vice mayor [1:33:08] has a question for you. [1:33:09] >> yes, vice mayor. [1:33:10] >> thank you. [1:33:13] I appreciate all of this [1:33:14] information. [1:33:16] Just curious, we mentioned -- [1:33:21] you mention U.S. Treasuries and [1:33:21] the bond yields. [1:33:23] Recently, secretary businessen [1:33:27] made some movements and caused [1:33:27] yields to drop. [1:33:29] How exposed are we to those [1:33:31] actions? [1:33:34] Guy the federal government. [1:33:36] Or are we invested -- are you [1:33:37] managing it in such a way that [1:33:40] the volatility is minimized? [1:33:42] >> we are definitely managing it [1:33:43] in such a way that the [1:33:46] volatility is minimized. [1:33:49] About half of the managed [1:33:51] portfolio, component that we [1:33:53] manage, about half is in [1:33:54] treasuries of the movement that [1:33:57] you describe is that right now [1:33:59] we're seeing upward pressure on [1:34:00] longer term rates, much, much [1:34:02] longer from where you invest. [1:34:03] California government code [1:34:04] generally limits you to around [1:34:06] five years. [1:34:08] In some instances you go [1:34:09] slightly longer. [1:34:10] You generally don't buy out to [1:34:12] the 10-year range and beyond. [1:34:13] The action that you are [1:34:15] describing is the treasury [1:34:17] announced that they would be [1:34:18] buying longer term bonds, 10 [1:34:20] years or longer. [1:34:22] What that does is would create [1:34:24] artificial demand for the [1:34:25] securities, drive their price [1:34:27] higher. [1:34:27] And in turn push their yields [1:34:29] lower. [1:34:29] They feel that the yields are [1:34:31] high. [1:34:33] No, you weren't exposed to that. [1:34:34] Yields on the balance are higher [1:34:36] today. [1:34:37] And what that has done is [1:34:38] devalued slightly. [1:34:40] This is what I was saying. [1:34:41] Yields are higher, the values [1:34:44] dropped a little bit. [1:34:45] It has set you up for when we [1:34:49] reinvest. [1:34:50] We reinvest in higher yields. [1:34:53] If you think about it as a [1:34:54] policymaker those components of [1:34:56] your return, valuation of [1:34:59] assets, the value of the assets [1:35:01] trying to increase, or protect, [1:35:03] and the interest income, both of [1:35:05] those components flow into your [1:35:07] financial statements, into your [1:35:09] yar end statements. [1:35:10] only one of them flows into the [1:35:11] budget. [1:35:13] The budget is what you use to [1:35:13] pay for services. [1:35:14] Very important part of your [1:35:17] component. [1:35:19] That is on the rise, you should [1:35:31] see it go higher. [1:35:31] >> thank you. [1:35:33] >> if you look at the [1:35:35] consolidated portfolio, this [1:35:37] encompasses the portfolio that I [1:35:38] showed you plus the component [1:35:41] that staff manages through the [1:35:44] use of very efficient investment [1:35:49] fools pools. [1:35:51] When you look at the totality of [1:35:52] your investment program that [1:35:55] portfolio is valued at $735 [1:35:55] million. [1:35:57] If I average out the yields on [1:35:59] those shorter investments [1:36:00] they're lower than the main for [1:36:02] the foalo generates. [1:36:02] That's the nature of [1:36:05] investments. [1:36:07] You're generating almost 4% per [1:36:09] year when you factor in the [1:36:11] liquid, lower yielding [1:36:13] investments held for liquidity. [1:36:13] We try to minimize what's in [1:36:14] there. [1:36:16] That's an opportunity cost. [1:36:18] If you hold too much liquid. [1:36:22] You're reinvesting around a [1:36:23] 4.02, high credit at. [1:36:26] You look kind of like a 1.5 year [1:36:26] portfolio. [1:36:32] When I look at the makeup, [1:36:33] treasuries make up about a third [1:36:38] of the portfolio. [1:36:40] Lgip, the city utilized a couple [1:36:44] of local government investment [1:36:46] pools sponsored by joint power [1:36:47] authorities, aaa rated, very [1:36:49] well managed and liquid. [1:36:52] Corporate bonds followed by [1:37:04] cash. [1:37:04] Followed by local agency [1:37:05] investment fund, that's the [1:37:07] state's pool. [1:37:09] The nice thing in addition to it [1:37:12] being well managed, the state [1:37:15] treasury does a fantastic job, [1:37:16] not only that but that pool [1:37:19] tends to, even though it [1:37:21] provides daily liquidity, people [1:37:23] can take money in and out on a [1:37:26] dollar in, dollar out basis. [1:37:28] The average maturity is slightly [1:37:30] longer. [1:37:33] In this current environment that [1:37:34] provides a yield advantage. [1:37:36] The city staff wisely utilized [1:37:36] that. [1:37:39] The you can see it's well [1:37:40] diversified. [1:37:43] We don't like to hold our eggs [1:37:43] in one basket. [1:37:45] We provide the accounting, able [1:37:46] to book their earnings [1:37:47] efficiently every month end. [1:37:49] They see all of the holdings on [1:37:53] a 24/7 basis, we track these and [1:37:54] report on them daly. [1:37:56] They track all of this. [1:37:58] And they consult with us. [1:38:00] We meet with staff quarterly to [1:38:02] make sure that the objectives [1:38:05] are on track, that risk is being [1:38:05] managed, and that return is [1:38:12] being generated. [1:38:15] The term structure, this is the [1:38:17] breakout, the green is JUNE 30 [1:38:20] versus the prior year. [1:38:21] You can see, you ever held a [1:38:22] little bit of cash towards year [1:38:25] end. [1:38:27] Again like I said, we work with [1:38:28] staff to minimize that as much [1:38:30] as possible and get it spread [1:38:33] out so that we are diversified [1:38:36] on an iner with basis and sector [1:38:40] basis as well as maturity basis. [1:38:41] Diversification is the name of [1:38:43] the game and risk management. [1:38:45] You carry superior credits and [1:38:47] because it is safety and [1:38:49] liquidity we like to say you win [1:38:50] by not losing. [1:38:52] you win by not losing. [1:38:55] We don't take undueryix in the [1:38:57] portfolio, safety first f this [1:38:59] were a baseball game we're [1:39:00] hitting a lot of singles and [1:39:02] doubles f we're hitting a lot of [1:39:03] triples and home runs we're [1:39:06] taking too much risk. [1:39:07] Which is in violation of the [1:39:09] first objective. [1:39:11] With that, what I'd like to say [1:39:14] is that we have enjoyed a very [1:39:15] strong relationship with staff [1:39:18] over a few administrations, [1:39:19] couple of people that have [1:39:21] rolled through here. [1:39:26] All of them are well respected. [1:39:29] Strong investment program. [1:39:30] Very well diversified, proud of [1:39:34] the collaboration. [1:42:17] Now that things are running and [1:42:20] running at a high clip, the [1:42:22] fiscal conservativeness in [1:42:25] making sure that we stay within [1:42:29] the boundaries and being a smart [1:42:33] and skillful fiduciary steward [1:42:34] of the city's money, very [1:42:38] appreciative of that. [1:42:40] I sat over here and looked at [1:42:41] everything. [1:42:45] I was definitely geeking out [1:42:47] over it. [1:42:49] We have our meetings to make [1:42:52] sure that our budget is staying [1:42:54] responsive and responsible for [1:42:57] the public to our audits. [1:42:59] When you go through and do the [1:43:00] investments for the city, that's [1:43:04] part of what we look at. [1:45:01] As the mayor mentioned, I'm here [1:45:03] with the receiving item, the [1:45:05] city council priority projects, [1:45:09] update which we provide every [1:45:12] six months. [1:45:14] The city council conducted the [1:45:16] by annual retreat, where it [1:45:16] reviewed goals for the following [1:45:18] two years. [1:45:20] Identified strategic issues to [1:45:20] address them. [1:45:23] The city council adopted the [1:45:25] mission vision goals and [1:45:28] priority projects at its APRIL [1:45:28] 2025 meeting. [1:45:30] To implement the mission vision [1:45:32] goals the council identified [1:45:33] projects deemed as high [1:45:35] priority. [1:45:36] Staff reports on the progress of [1:45:37] implementing the priority [1:45:40] projects twice a year. [1:45:41] Today's update covers the period [1:45:45] through JULY 2026. [1:45:47] These are the city's mission and [1:45:47] vision statements. [1:45:49] The mission is to provide [1:45:50] exceptional services that jempb [1:45:52] hans the quality of life for our [1:45:55] residents and promote a thriving [1:45:56] economy and efficient and cost [1:45:58] effective manner. [1:46:01] The vision is that elk grove [1:46:01] prioritizes superior quality of [1:46:04] life for all that builds on the [1:46:05] diversity and heritage through [1:46:08] safe, welcoming and connected [1:46:10] neighborhoods with a variety of [1:46:11] residential and employment [1:46:13] choices and amenities that [1:46:15] create a sense of place. [1:46:17] The mission and vision are [1:46:18] supported by four goals listed [1:46:19] here. [1:46:22] Each goal is reinforced by 4 to [1:46:23] 6 supporting statements. [1:46:24] All of the details can be found [1:46:27] on the city website. [1:46:30] We then implement the mission, [1:46:32] vision and goals through the [1:46:34] priority projects, 25 projects [1:46:36] deemed as high priority. [1:46:37] And these have been organized [1:46:40] into four categories or areas [1:46:43] that you can see below. [1:46:43] Amenities, transportation, [1:46:44] community and economic [1:46:45] development, city operations and [1:46:48] public safety. [1:46:49] Tonight we'd like to highlight [1:46:51] some of the major [1:46:51] accomplishments all covered in [1:46:54] the staff report as well. [1:46:56] The first one is historic main [1:46:58] street library use project. [1:46:59] We heard from city manager [1:47:01] behermann about the updates [1:47:03] coming in. [1:47:04] Following initial community [1:47:06] outreach plan presented to the [1:47:09] city council in DECEMBER 2025, [1:47:09] public engagement began in [1:47:11] MARCH. [1:47:14] Between MAY and JULY targeted [1:47:14] co-design sessions were held [1:47:16] with local youth, nonprofits, [1:47:18] and businesses. [1:47:19] Accompanied by online survey for [1:47:21] all residents. [1:47:22] Additional community wooitd [1:47:24] events are scheduled for [1:47:25] SEPTEMBER 2026 and staff will be [1:47:26] back with an update to council [1:47:29] in OCTOBER. [1:47:32] The next project we'd like to [1:47:34] highlight is the laguna creek [1:47:35] trail at highway 99 [1:47:36] overcrossing. [1:47:39] Staff continued design work for [1:47:41] the new pedestrian bicycle [1:47:42] overcrossing over highway 99 at [1:47:44] laguna creek. [1:47:47] The current schedule anticipates [1:47:48] bidding in OCTOBER f all [1:47:50] approvals are received on time [1:47:51] construction can begin end of [1:47:52] the year. [1:47:53] Construction will take [1:47:55] approximately 18 months to [1:47:57] complete. [1:47:59] The next project we'd like to [1:48:00] highlight is the permanent [1:48:02] homeless shelter. [1:48:04] FEBRUARY 11, 2026 meeting, [1:48:05] council selected the site for [1:48:07] the future homeless shelter. [1:48:09] The city has entered into a [1:48:10] purchase and sale agreement for [1:48:11] the property located at the [1:48:13] corner of survey road and east [1:48:15] stockton boulevard. [1:48:17] Design entitlement review for [1:48:19] the project is under way. [1:48:21] Construction is expected to [1:48:25] begin in late 2027. [1:48:27] The next project is the [1:48:28] southeast industrial area grant [1:48:29] line business park. [1:48:31] The project description is to [1:48:32] facilitate infrastructure [1:48:33] construction and marketing [1:48:35] efforts that further development [1:48:37] in the grant line business park. [1:48:38] Construction of the grant line [1:48:40] business park monumet sign was [1:48:42] completed in OCTOBER 2025. [1:48:44] Road improvements along waterman [1:48:45] road associated with the can you [1:48:47] bow ta were substantially [1:48:50] completed in APRIL 2026. [1:48:52] Additional property 65 acres of [1:48:53] county land was purchased by the [1:48:55] city in JUNE 2026. [1:48:57] And will be annexed into the [1:48:59] city and made a part of the [1:48:59] business park over the next [1:49:02] several years. [1:49:03] Staff continues to market [1:49:04] properties within the business [1:49:06] park to interested developers [1:49:08] and tenants. [1:49:10] The next highlight is for the [1:49:13] climate action plan, updated [1:49:18] climate plan. [1:49:19] Staff are working on [1:49:23] implementation of the actions. [1:49:26] The next one is the complete [1:49:29] electrification project, staff [1:49:32] finalized the fleet plan and [1:49:33] working on pilot deployment [1:49:35] within the police department. [1:49:38] There are plans for the electric [1:49:40] vehicles supply equipment, [1:49:41] infrastructure at city [1:49:42] facilities are youing city hall [1:49:46] and the pd campus. [1:49:48] The next project is the core pr [1:49:50] plan. [1:49:52] The completion of the corp. Yard [1:49:54] master plan to accommodate [1:49:55] future needs and growth [1:49:57] including timing and funding [1:49:58] strategy went through on MAY 27, [1:50:00] 2026. [1:50:02] A new project was added to the [1:50:04] capital improvement program to [1:50:05] initiate design of a new corp. [1:50:07] Yard on the city owned property [1:50:09] behind the special waste [1:50:09] collection center on disposal [1:50:12] lane. [1:50:15] With that I would like to [1:50:16] conclude mai presentation, staff [1:50:18] will be happy to answer any [1:50:19] questions you MAY have. [1:51:28] I know folks might be getting [1:51:30] frustrated with traffic over [1:51:31] there on elk grove boulevard, [1:51:33] we're definitely working as fast [1:51:35] as we can to get that done. [1:52:18] a lots of projects that will [1:52:21] ultimately benefit the residents [1:52:21] of elk grove. [1:52:22] Presentation, no action, we move [1:52:25] on to the next item. [1:52:28] >> that is item 9.3, receive a [1:52:30] presentation of the ig police [1:52:31] department's red light camera [1:52:34] traffic enforcement system and [1:52:36] consider a re ninth amendment to [1:52:38] the contract with the red flex [1:52:40] which includes the installation [1:52:41] of five new red light camera [1:52:49] systems. [1:52:50] Here we go. [1:52:53] >> mayor, vice mayor, council, [1:52:55] I'm bobbie davis, chief of [1:52:57] police for the city of elk [1:52:57] grove. [1:53:01] I along with lt. Reggie williams [1:53:03] am going to do a short [1:53:05] presentation on the traffic [1:53:06] safety and red light camera [1:53:08] program that we use. [1:53:11] I want to cover some of the [1:53:13] traffic concerns that we have [1:53:18] had. [1:53:21] We've seen a rise in collisions. [1:53:23] I just kind of quick graph here, [1:53:27] in 2023 we had 984, in '24, [1:53:29] 1125. [1:53:32] In '25, 1248. [1:53:34] This year we're already halfway [1:53:36] to where we were last year. [1:53:39] In addition to that, we see the [1:53:40] fatalities associated with the [1:53:42] collisions. [1:53:44] Five in '23, six in '24, and [1:53:49] nine in '25, we're at six this [1:53:49] year already. [1:53:50] Traffic is a concern, and [1:53:51] collisions are a large part of [1:53:53] that. [1:53:54] The collisions increased [1:53:57] approximately 14% from 2023 to [1:53:58] 2024. [1:54:01] Another 11% from '24 to '25. [1:54:03] Our fatalities increased from 5 [1:54:03] to 9 over the same three-year [1:54:08] period. [1:54:12] serious collision points, point [1:54:13] to specific driving behaviors, [1:54:15] they're working to change. [1:54:15] Speeding, it was significant [1:54:17] one. [1:54:18] Unsafe lane changes, failure to [1:54:21] stop. [1:54:23] 20 fatal collisions reported [1:54:25] 2023 through 25, five involved [1:54:27] pedestrians. [1:54:29] The common fatality dui, [1:54:30] speeding, reckless driving and [1:54:31] failure to yield. [1:54:34] This reinforces the need for [1:54:36] officer-leaden forcement, [1:54:37] education and targeted [1:54:38] technology. [1:54:41] The enforcement objective is [1:54:43] increase in voluntarily [1:54:44] compliance with traffic laws, [1:54:45] that affect serious and fatal [1:54:47] collisions. [1:54:48] Trying to change the pattern of [1:54:50] behavior on the roadways. [1:54:52] Doesn't matter what age they are [1:54:53] driving, we're trying to change [1:54:56] a pattern of behavior to change [1:54:57] the way that our streets are [1:54:58] viewed. [1:55:01] The risk is concentrated at [1:55:01] major corridors and [1:55:03] intersections. [1:55:06] Highest collision intersections, [1:55:10] laguna boulevard and bruceville, [1:55:12] calvine-elk grove florin road, [1:55:15] laguna, franklin boulevard, [1:55:17] bruceville road, whitelock [1:55:20] parkway and franklin boulevard. [1:55:22] Franklin,s elk grove florin and [1:55:24] bruceville highlighted in this. [1:55:25] And it continues. [1:55:30] We had a serious accident today [1:55:33] which blocked traffic even and [1:55:34] even on elk grove boulevard. [1:55:37] Significant impact unfortunately [1:55:39] another potential fatality there [1:55:40] as well. [1:55:42] Elk grove pd is responding to, [1:55:43] with a broader traffic safety [1:55:45] strategy. [1:55:46] the strategy where cars more [1:55:49] than one enforcement tool. [1:55:50] Targeted enforcement, deploy [1:55:52] officers to high collision areas [1:55:53] and at certain times. [1:55:55] This is when people call us and [1:55:57] tell us they're seeing and [1:55:58] experiencing things on the [1:55:58] roadway near their homes, around [1:56:00] their homes. [1:56:03] We're able to create an [1:56:04] operational plan like [1:56:05] intelligence led policing [1:56:07] project to do enforcement at [1:56:08] those times that folks see it or [1:56:10] hear it. [1:56:12] Our traffic unit in addition, [1:56:16] 2026, our staffing increased to [1:56:16] 14 positions. [1:56:19] And then school safety, we [1:56:21] focused during dismissal and [1:56:23] partner and parking around the [1:56:23] schools in the neighborhood [1:56:24] schools. [1:56:27] This is an example, beginning of [1:56:28] school for the first four days [1:56:32] we had officers at every single [1:56:33] school, elementary to high [1:56:34] school and very proud of that, [1:56:36] takes a lot of work to do that. [1:56:38] But that was our commitment and [1:56:39] continuing to do so. [1:56:41] In addition to that, we're going [1:56:42] to have when schools come back [1:56:45] on track, those ones offtrack, [1:56:46] we'll do the same thing [1:56:48] throughout the year as well. [1:56:49] We'll try to maintain a [1:56:51] significant presence during the [1:56:53] school year so that we can [1:56:54] mitigate some of the complaints. [1:56:57] But more importantly we can [1:56:58] enforce traffic laws and ensure [1:56:58] - [1:57:00] that our kids are coming and [1:57:01] going to school safely to the [1:57:03] best of our ability. [1:57:06] Data analysis, we use collision [1:57:08] and enforcement analysis to [1:57:09] refine the deployment. [1:57:10] something we do with technology [1:57:17] and data. [1:57:18] Red light cameras are one [1:57:19] component. [1:57:20] They are not a replacement for [1:57:21] officers. [1:57:22] I think that's extremely [1:57:24] important. [1:57:25] The red light cameras are a [1:57:26] doom. [1:57:28] Some of the data gathering that [1:57:30] we do, they're a tool. [1:57:32] Traffic enforcement and [1:57:34] collision activity, JANUARY 1 [1:57:36] through JULY 31, we're going to [1:57:39] do a six-month comparison. [1:57:42] There 2024 we had 5,020 [1:57:45] citations in the six-month [1:57:45] window. [1:57:48] 2025, we had 5,300. [1:57:53] This year we have 9,436 in that [1:57:54] same timeline. [1:57:56] En with that our numbers are [1:57:57] still continuing to climb. [1:57:59] I think the important piece of [1:58:00] this is that we're actually able [1:58:03] to go out, do more enforcement, [1:58:06] do more education, and have an [1:58:06] opportunity to try to change [1:58:09] patterns of behavior. [1:58:10] A lot of these tickets are [1:58:12] associated with people being on [1:58:15] pcell phones, on top of speed, [1:58:17] going through intersections. [1:58:18] A lot of it is distracted [1:58:20] driving. [1:58:22] Correlates directly to many of [1:58:24] the saytality that we've seen. [1:58:27] Many of the fatalities. [1:58:30] Traffic collisions, you can see [1:58:32] we're sitting at 852, above the [1:58:34] others. [1:58:37] Injury collisions at 297 versus [1:58:40] the last yao years at 269 and [1:58:40] 257. [1:58:42] Traffic fatalities, we have this [1:58:46] year at 6, not 5. [1:58:47] I think one of the most [1:58:49] important things about the red [1:58:50] light camera, it is a revenue [1:58:52] resource. [1:58:52] It noise at revenue resource for [2:01:29] us. [2:01:35] Not the collisions. [2:01:39] The red light violations. [2:01:45] It doesn't mean everyone gets a [2:01:45] ticket. [2:01:48] When the light goes off. [2:01:49] Someone stopped. [2:01:53] Right after the limit line. [2:01:58] Technical violation. [2:01:59] They stop safely. [2:01:59] We wouldn't give that person a [2:01:59] ticket. [2:02:00] There is a little officer [2:02:04] discretion. [2:02:06] We use two independent data [2:02:08] sources for the locations. [2:02:10] First was the traffic analysis [2:02:15] and that is basically the amount [2:02:15] of collisions at certain [2:02:25] intersections that we looked at. [2:02:27] Some of the numbers of surveys [2:02:29] didn't match up. [2:02:31] We did our best to combine two [2:02:33] analysis to determine which [2:02:34] intersections to use. [2:02:37] For instance, one of the [2:02:40] intersections doesn't show high [2:02:41] collision rate. [2:02:43] It does show high flow rate. [2:02:45] I think it is reasonable to use [2:02:48] that as intersection for red [2:02:49] light camera. [2:02:51] We MAY have been lucky. [2:02:54] There are a high volume of cars [2:02:55] there. [2:03:01] The survey shows that this see [2:03:03] maybe five to six cars pullout [2:03:07] or run the red light. [2:03:09] When they are used to the [2:03:11] intersection we still get five [2:03:14] to six people running that red [2:03:14] light. [2:03:17] These are proposed expansions of [2:03:18] five intersections. [2:03:21] That is westbound. [2:03:24] Elk grove. [2:03:27] Florin and sheldon, elk grove [2:03:43] boulevard, franklin, bruceville [2:03:43] road. [2:03:46] You will notice that the couple [2:03:49] intersections particularly [2:03:50] laguna and brews [2:03:58] and bruceville rode it is [2:03:59] facing north. [2:05:08] I think this will deter people [2:05:09] from blowing the lights and [2:05:10] going on the speed force as we [2:05:10] make sure that, one, students [2:05:14] when they are taking e-scooters [2:05:16] or e-bikes they are safe. [2:05:19] As I was sitting here today I [2:05:23] saw several folks on bicycles [2:05:25] making sure they were slowing [2:05:26] down. [2:05:30] We want them to be safe. [2:05:30] On [2:05:34] on bruceville in elk grove i [2:05:37] have seen a pedestrian hurt [2:05:39] trying to turn. [2:05:42] I truly appreciate the [2:05:45] presentation making sure that we [2:05:47] make sure the public is safe so [2:05:50] we don't have fatalities that we [2:05:51] can avert. [2:06:23] There appear to be more people [2:06:27] running stop signs, running [2:06:33] street lights and sometimes it [2:06:36] just astounds me they blow right [2:06:36] through. [2:06:39] I think these particular cameras [2:06:43] are very helpful. [2:06:44] Personally, I wish we didn't [2:06:46] have to do anything like this, [2:06:46] right? [2:06:50] I wish everyone followed the [2:06:53] law. [2:06:57] That said, I think when we are [2:06:59] charged with the public safety, [2:07:03] we have to use tools [2:07:05] appropriately to make that [2:07:06] mission happen. [2:07:08] I want to thank you guys for [2:07:12] being there every day in the [2:07:13] traffic dealing with probably [2:07:15] some people distracted, some [2:07:17] people unhappy because they have [2:07:20] to go to work, in a hurry coming [2:07:20] home. [2:07:23] I know it is probably not to [2:07:26] mention probably one of the most [2:07:30] what would you call it high risk [2:07:31] encounters because you are on [2:07:32] the road. [2:08:38] Key you want to make sure the [2:08:44] person in the car next to you or [2:08:47] across from you we want them [2:08:47] home safe, too. [2:08:49] These lights represent that. [2:11:16] This was mailed to 5,000 [2:11:17] families in the city. [2:11:18] This allows results to be [2:11:23] representative of the residents [2:11:26] of elk grove. [2:11:26] 432 responses were received [2:11:31] during the six-week periods late [2:11:33] april to late MAY 2026. [2:11:34] 9% response rate. [2:11:34] Higher than 6% response rate [2:11:34] from 2024. [2:11:58] Results of the opt-in portion of [2:11:59] the survey not included in the [2:12:03] data here so as to not introduce [2:12:03] bias into the survey. [2:12:10] They are included in the report [2:12:11] on separate tab. [2:12:17] Data analysis. [2:12:25] Survey spss. [2:12:29] The demographics of respondents [2:12:34] compared to 2020 census and 2024 [2:12:34] american community survey in [2:12:35] city of elk grove. [2:12:37] Primary objective of weighting [2:12:38] the data to make sure [2:12:39] respondents reflect larger [2:12:41] population of elk grove [2:12:45] community. [2:12:48] Results of the weighting sample [2:12:49] are in the table to the right. [2:12:50] Just for every one to know we [2:12:57] take for example the first [2:12:59] bucket 18-34 age range. [2:13:00] 4% of the unweighted survey [2:13:01] responses compared with [2:13:14] population target 25%. [2:13:15] Weighted increases influence of [2:13:16] responses to better reflect [2:13:16] representation in community. [2:13:17] Conversely. [2:13:17] Groups over represented among [2:13:20] respondents receive less weight. [2:13:35] This process is applied to age, [2:13:35] sex, origin, housing type and [2:13:36] tenure and area. [2:13:37] One of the key items the survey [2:13:38] CAPTUREs community live [2:13:38] ability. [2:13:40] Residents are asks questions [2:13:43] around these 10 facets of [2:13:46] community. [2:13:46] Safety, parks and recreation, [2:13:49] design, natural environment. [2:13:54] Arts and culture, mobility and [2:13:55] community connection. [2:13:57] Percentage of respondents who [2:13:59] rated each of these areas as [2:14:01] either essential or very [2:14:02] important. [2:14:05] Safety continues to be a top [2:14:09] priority for our residents as do [2:14:11] youtilities and economy. [2:14:13] Safety and economy were [2:14:15] priorities in the last three [2:14:15] iterations as well. [2:14:17] One of the useful ways to look [2:14:20] at data is through gap analysis [2:14:22] to view difference between [2:14:23] importance that community places [2:14:27] on the various aspects in [2:14:28] comparison to perceived quality [2:14:30] for that aspect. [2:14:32] Closer these two scores are [2:14:33] smaller the gap. [2:14:35] More aligned the community [2:14:37] priorities are with perceived [2:14:38] quality. [2:14:41] Ncs reflects residents opinions [2:14:43] about entire community and all [2:14:44] services. [2:14:47] Some questions asked are not [2:14:48] under the direct influence of [2:14:52] city water, sewer and [2:14:53] telecommunications. [2:14:56] Partnership with ccsd is [2:14:58] reflected well under parks and [2:15:00] recreation which is not [2:15:01] highlighted separately tonight [2:15:05] but it is in the agenda packet [2:15:08] for you. [2:15:13] Before jumping to specifics and [2:15:13] questions broad overview shows [2:15:16] these results from the survey. [2:15:18] Evaluative questions 119 [2:15:22] questions on the board the 24 [2:15:24] and 26 survey. [2:15:28] 94 similar to previous results. [2:15:29] Upward trends in 13 items. [2:15:34] 12 decreased since 2024. [2:15:41] if creator between the 24 and 26 [2:15:44] surveys change is significant. [2:15:48] Results from elk grove were [2:15:50] compared against 400 communities [2:15:53] nationally who completed the ncs [2:15:56] in the past five year and 30 [2:15:57] within california. [2:16:01] In these comparisons elk grove [2:16:08] ranked higher in the questions 50 questions and [2:16:10] lower in 8. [2:16:15] First one is the quality of [2:16:18] life. [2:16:26] First residents continue to [2:16:28] believe elk grove provides [2:16:32] positive quality of life with [2:16:35] excellent or good at 88% in [2:16:36] 2026. [2:31:45] Here is an overview summary of [2:31:49] our objectives for tonight. [2:31:52] City of elk grove has had [2:31:53] significant growth since [2:31:55] incorporation. [2:31:56] With that growth comes increase [2:31:58] in traffic and traffic [2:31:59] congestion. [2:32:00] 2017 staff received direction [2:32:03] from city council to prioritize [2:32:06] traffic flow on east and west [2:32:10] directions on elk grove and [2:32:10] laguna boulevard. [2:32:13] Staff has expanded to other [2:32:15] arterials in the city. [2:32:17] Prioritizing movements over [2:32:19] others comes with challenges and [2:32:23] trade offs which I will touch on [2:32:26] throughout this presentation. [2:32:30] First to understand the [2:32:33] characteristics with a lot of [2:32:35] cul-de-sacs allows low speeds [2:32:37] and traffic volumes in [2:32:38] neighborhoods. [2:32:41] This results in higher [2:32:43] concentrations on arterial [2:32:44] roadways. [2:32:47] Compared to a more urban [2:32:51] environment with a great system [2:32:53] that allows additional mobility [2:32:59] access roads. [2:32:59] Additionally majoritity of [2:33:03] commercial areas are located in [2:33:05] center of city and freeway [2:33:05] access. [2:33:07] This is where we have largest [2:33:12] traffic volumes and most [2:33:12] congested signal live [2:33:13] intersections. [2:33:17] To help with traffic congestian [2:33:21] we use signal timing. [2:33:23] Every signal operates on cycle [2:33:25] which is how long it takes for [2:33:29] all of the movement to be [2:33:30] served. [2:33:33] It can be thought of as a pie [2:33:37] and each movement receives a [2:33:38] slice of that pipe. [2:33:43] Timing tool is that traffic [2:33:47] signal coordination [2:33:49] synchronization of traffic [2:33:50] signals. [2:33:54] There are some MISS Consegs with [2:33:59] timing -- misconceptions. [2:34:05] It doesn't add capacity when the [2:34:08] vehicle amount exceeds. [2:34:09] Peak hours. [2:34:12] Drives will be green all of the [2:34:14] time. [2:34:17] So this is where I will get more [2:34:17] technical. [2:34:22] I will go over how traffic [2:34:22] signal coordination is [2:34:24] accomplished. [2:34:28] Three components for signals to [2:34:29] synchronize together. [2:34:30] First. [2:34:38] They have to have same clock, [2:34:39] length or pie. [2:34:42] If we give too big time to small [2:34:44] intersectionits causes wait [2:34:46] times on side streets and left [2:34:47] turns. [2:34:51] Not enough pie to larger [2:34:51] intersection automobiles MAY not [2:34:52] be served. [2:34:55] We have to balance the size of [2:34:55] the pie. [2:34:58] Once we have established the pie [2:35:01] size, divided between all of the [2:35:05] movements based on demand and [2:35:06] priority. [2:35:10] Last component is assigning when [2:35:12] the main line turns green. [2:35:13] We are coordinating two [2:35:14] directions. [2:35:16] We have to balance out the time [2:35:20] it turns green for both [2:35:20] directions. [2:35:22] The main take away. [2:35:24] It would give more time to [2:35:26] movement, someone else would [2:35:30] have to wait. [2:35:33] One of the biggest trade office [2:35:35] with coordination since the [2:35:38] mainlands gets more time. [2:35:40] Left turns have to wait until it [2:35:42] is their turn. [2:35:44] Also various disruptions [2:35:47] throughout the d. [2:35:50] Interimses of coordination at [2:35:51] times what causes it is not [2:35:55] always seen by the driver. [2:35:58] Also elk grove is one of the few [2:36:01] agencies that operates the [2:36:04] signals at freeway ramps. [2:36:06] We incorporate to local [2:36:06] coordination. [2:36:09] Because of this we are mindful [2:36:13] not to create cueing that spills [2:36:16] into the freeway. [2:36:20] Currently 8 corridors [2:36:21] coordinated. [2:36:24] Timing update was completed in [2:36:26] 2025. [2:36:28] Results can be seen here. [2:36:34] With these improvements do come [2:36:39] tradeoffs. [2:36:40] Again, left turns do have to [2:36:45] wait longer to improve traffic [2:36:50] flow on the main line. [2:36:53] We received concerns from [2:36:54] community which can be one of [2:36:56] those treadoffs. [2:36:59] We can explain most of these [2:37:02] concerns associated with [2:37:03] trade-offs. [2:37:07] We do investigate every request. [2:37:11] Utilizing technology data from [2:37:12] traffic management center. [2:37:14] We track events that have a [2:37:19] change in traffic patterns. [2:37:28] Holidays, schools, or opening [2:37:29] newcomer [2:37:36] new commercial area. [2:37:40] There are various projects that [2:37:44] we are working on to reduce [2:37:45] congestion. [2:37:49] The adaptive system on elk grove [2:37:52] which adjusts signal timing [2:37:54] throughout the day. [2:37:57] The critical intersection [2:38:01] project earns turning and [2:38:04] storage capacity to high vol [2:38:04] eye. [2:38:10] We have large flashing arrows [2:38:13] and two of our logic from [2:38:15] structure projects we willed [2:38:19] freeway access points to the [2:38:19] city. [2:38:22] Various alternatives to managing [2:38:24] the system. [2:38:28] Coordination can be remove and [2:38:32] side street can be prioritize. [2:38:35] Both options. [2:38:36] Alternatively more green time [2:38:40] can be added to main line to [2:38:41] increase traffic flow. [2:38:45] It will result in wait times for [2:38:47] side streets and left turns. [2:38:48] Staff recommendation maintain [2:38:53] current approach prioritizing [2:38:56] arterials but balancing needs by [2:38:58] adjusting coordination based on [2:39:00] changing traffic demands.
