[0:11] Oh yeah. [0:13] Extremely [0:18] mildly [0:26] guys. [0:39] » Yeah. [0:52] He's wrong. [0:59] » But he doesn't have [1:04] no issue. [1:10] So [1:19] » I don't understand why there's a big [1:20] deal about this [1:21] » Now should be number one. [1:27] » It's in the file. [1:28] » I have the Google thing in the file. [1:35] » Yeah. Well, no. I saw Michelle today got [1:38] all these [2:03] Yeah, I'm wondering how [2:06] » They got if they don't They do this [2:10] service. [2:15] » Um, so actually [2:18] everyone, uh, I don't know if we need to [2:20] have rise, but we're going to do the [2:22] swearing in of our two new trustees. [2:32] Perfect. [3:02] I le Rivera [3:05] swear that I will support the [3:07] constitution of the United States and [3:09] the constitution of the New York of the [3:11] state of New York and that I will [3:13] faithfully start the duties of trustee [3:16] term ending November 30 30. [3:35] I, Laticia Kentoff, do solemnly swear [3:38] that I will support the Constitution of [3:40] the United States and the Constitution [3:42] of the State of New York and that I will [3:44] faithfully discharge the duties of [3:46] village trustee from ending November [3:48] 30th, 2028 according to the best of my [3:51] ability. [4:13] So, just so everybody's aware, I'm going [4:14] to be standing tonight. My muscle in the [4:16] back of my leg is locking up and I will [4:18] probably throw myself off the chair, so [4:21] I'm going to stretch it out as it comes [4:22] up. Um, so with that, uh, we can now [4:26] officially, uh, call to order and have a [4:29] roll call. Uh, trustee Lewis Rivera. [4:33] Uh, Deputy Mayor Younger [4:34] » Present. [4:35] » Trusty Ellis [4:36] » Present. [4:36] » Trusty Kent [4:37] » Pres. [4:39] » Okay. Um, so everyone can rise for the [4:41] pledge of allegiance. [4:45] » I pledge allegiance to the flag of the [4:47] United States of America and to the [4:49] republic for which it stands, one nation [4:52] under God, indivisible, liberty and [4:55] justice for all. [4:57] Um, [4:59] we're going to start off with a bit of a [5:01] moment of silence. Uh, Ellenville lost a [5:04] long time public servant, um, [5:08] Bill [5:11] Bill Riley. Um, just have a moment of [5:14] silence and I'm gonna ask the police [5:16] chief to come up and speak on Bill speak [5:18] about Billy [5:20] that. [5:27] Chief, [5:33] » My condolences on behalf of the Bill [5:36] Police Department go out to his family u [5:39] particularly his wife of 39 years Janina [5:41] and all three sons and their [5:45] spouses or significant others and his [5:47] grandchildren as well and also to all [5:49] his friends and to his family here at [5:51] the Humble Police Department. Sergeant [5:53] Riley passed away peacefully on December [5:56] 4th, surrounded by his family after [5:58] suffering a long battle uh with [6:00] Parkinson's disease. Sergeant Riley uh [6:04] served and served his country proudly in [6:07] the United States Army First Cavalry [6:08] Division. Uh from 1966 until 1969, he [6:13] served in Vietnam as a helicopter [6:15] gunner. Uh some things you learn about [6:18] people that you worked with. I worked [6:20] with Bill for 10 years from 1987 till [6:22] 1997 upon his retirement after he served [6:25] 26 years here with the Village Elbow [6:27] Police Department. But some things go [6:29] unspoken. Bill knew that my father um [6:32] had served three tours in Vietnam and my [6:34] father served as United States Navy [6:35] medic and was killed in action in [6:37] Vietnam. Um but we rarely spoke about [6:40] Vietnam. Bill never ever spoke about [6:42] Vietnam, nor did he speak about anything [6:44] that he had gone through. But upon his [6:47] death, I learned that Bill was um a true [6:49] testament to an American hero, an ele [6:53] icon. Uh while serving as a helicopter [6:56] gunner uh in Vietnam in the theater of [7:00] Vietnam, his helicopter came under [7:02] hostile enemy fire. Uh he was forced his [7:05] his helicopter was forced to make an [7:07] emergency landing. And though injured, [7:10] Bill took his gun and continued to fire [7:14] uh at the enemy until reinforcements [7:16] arrived. Um at which time the situation [7:20] was brought under control. But his [7:22] actions undoubtedly saved the lives of [7:25] some of his crew and those uh that were [7:28] in the near uh vicinity. And for that [7:31] action, Bill Riley was awarded the [7:33] Bronze Star, the Purple Heart, and the [7:37] American the Military Air Medal Military [7:41] Medal for Valor. Uh he also received [7:44] four other medals while he was over [7:46] there. But again, I worked for 10 years. [7:48] He never spoke about that things that [7:50] was in his past. But what he did do when [7:52] upon his retire or upon his retirement [7:54] from the service was he came here to [7:55] Ellenville, New York. Um and he uh [7:58] served in the Yville Police Department [8:01] where then uh OJ Shilly uh his wife [8:04] Mary's here. Um Bill served for the next [8:07] 26 years in the police department under [8:10] various different mayors uh Jeff [8:12] Kathlin, Elliot Arvac u that that were [8:15] here uh during his uh tenure while he's [8:18] served here. Uh, Bill rose to the rank [8:21] of um he went through the rank of [8:23] detective and then became a police [8:25] sergeant uh until his uh until he [8:27] retired in 1997. He served this [8:30] community with pride, distinction, with [8:32] honor and with dedication. Uh he will be [8:35] sorely missed by his family and [8:37] certainly by the members of the Elville [8:38] Police Department. It was an honor to [8:41] have served with Bill and even a greater [8:44] honor to know what he had gone through [8:46] and never talked about the unspoken. Um, [8:50] so I'd like to uh just again offer [8:53] another moment of silence if we could [8:55] all stand in tribute to Sergeant Riley. [8:59] End of watch, December 4th, 2025. Rest [9:03] in peace, our brother. We'll take it [9:05] from here. [9:12] » Thank you all. [9:15] Chief, I'll have you, if you don't mind, [9:17] provide a police report on your [9:19] » Sure. Um, the Aville Police Department [9:22] um conducted their annual firearms [9:24] training along with light low light [9:27] shooting, but that's basically shooting [9:29] in the dark um training. It's just very [9:32] low light under stressful situations. We [9:36] also did the escalation training. We did [9:38] some training on our supers, which is [9:40] our bean bag, less lethal force. Uh we [9:43] did go over article 35. Uh we did do uh [9:46] use of force. We did crime scene. Uh we [9:49] try to get as much as we can to save the [9:51] village money. Uh but we have to do [9:53] these trainings mayor and to the board [9:54] and to the new board members training is [9:56] of the utmost importance because a [9:58] well-trained police department is a well [10:01] disciplined police department. And to [10:04] steal a coin a phrase from a certain [10:07] member that's in the audience I won't [10:09] look at him too hard. Elliot uh if you [10:11] can't measure it, you cannot manage it. [10:14] Uh I'll remember those words forever. So [10:17] uh we did a lot of different trainings. [10:18] Uh we did some uh trainings in juvenile [10:21] um the new juvenile laws, raise the age, [10:24] uh you know, we did uh some other stuff. [10:27] We are planning a future training for [10:29] January which will incorporate um a long [10:33] segment on how to deal with people who [10:36] are suffering uh mental health crisises. [10:39] uh and also those that are afflicted [10:41] with autism. And uh we will learn, you [10:44] know, we [10:46] a lot of tragedies occur in the police [10:48] world because of a lack of [10:49] understanding. Not so much that they uh [10:52] are not u able to handle it. It's just a [10:54] lack of understanding when you get into [10:56] a situation and recognizing that the [10:58] person you're dealing with is having a [11:00] mental mental health crisis. We have a [11:03] lot of mental health arrests here and [11:05] we've been very fortunate um that we [11:08] haven't had any fatalities as a result [11:10] of those encounters with that of police [11:12] officers. Uh I will tell you that my [11:15] philosophy is and I tell this to all the [11:18] patrols. We just did it on Saturday. You [11:20] get a mental health crisis, somebody's [11:22] in the house by themselves threatening [11:23] to kill themselves, rope it off and call [11:26] an adult. It's a fancy word for set up a [11:28] perimeter and call your supervisor. Uh [11:31] time is our friend. Time is our friend. [11:34] There is no need to go in if the [11:36] person's in there by themselves and [11:38] threatening to hurt themselves. The only [11:39] person they can hurt are themselves. So [11:42] for our purposes, we will always [11:45] air on the side of caution. We will back [11:47] off. We will set up a perimeter. We're [11:49] calling for uh crisis negotiators and we [11:51] will negotiate with that person as long [11:53] as it takes to hopefully get a [11:55] successful conclusion and have that [11:58] person remain alive and everybody else [12:00] remain alive and get that person the [12:02] mental health that they need. Uh that [12:04] has been my philosophy. at no, you know, [12:06] and at no time will we differentiate [12:07] from that. But we are going to do, you [12:09] know, we have to have some recognition [12:11] from, you know, being able to recognize [12:13] and have the mental health professionals [12:14] come in, give us some more training. [12:16] Also, those afflicted with autism get an [12:18] understanding for that. um and uh get [12:21] just a further understanding for some [12:23] other trainings that we're going to [12:24] conduct uh in January uh because it is [12:27] very important to [12:32] » You're going to probably have somebody [12:34] from our holster count mental health. [12:39] Um and we also have we'll have Claire [12:41] Pville come down from the county [12:42] attorney's office to do training on [12:44] dealing with juvenile. You saw, most of [12:46] you saw that we had some some very [12:49] serious incidents occurred from October [12:52] about October 17th through uh the end of [12:55] November. Uh dealing with a lot of uh [12:57] juveniles. Um it came to a point where [13:01] it was uh we needed to um make some uh [13:06] substantial arrests, number of arrests, [13:08] but we also needed to take the approach [13:09] that there's got to be something going [13:11] on in the in in the home, right? We have [13:13] these things. We want to look at what [13:14] the actual underlying problem is. So the [13:16] approach we're taking is that every time [13:18] we get a juvenile case, we're calling [13:20] CBS, we're calling mobile mental health, [13:22] and we're calling the Department of [13:24] Probation to come down and assist us. Uh [13:26] we will do that in every single incident [13:29] until we get the u you know results of [13:32] compliance from these juveniles. Uh some [13:34] of those incidents were very serious. I [13:36] want to take my hat off to the members [13:37] of the Elville Police Department. They [13:39] were under uh two officers were under [13:42] serious arrest in McDonald's. Uh they [13:44] were surrounded and these juveniles um [13:47] provoked them and attacked them and spit [13:49] at them and the officers maintained [13:52] their composure. They did not engage uh [13:55] in any excessive force. They did what uh [13:58] was called upon them and they used their [13:59] training to do so. So I wanted to take [14:01] my hat off to them. We had a lot of [14:03] other incidents that I put on Facebook [14:04] as well. You saw that. Uh, so it's been [14:07] a very busy couple of months. Um, also [14:09] we've had some manpower issues which I [14:11] talk to you about, some injuries [14:14] going forward. So that's about it. [14:16] That's enough for now. But I do on [14:18] behalf of the police department, I don't [14:20] see any of you. We do wish you a very [14:22] happy and safe holiday season. And [14:24] please remember that if you must drink, [14:27] do not drive. But have a good time. [14:29] » Yes, Chief. Um, and quickly because I'll [14:32] have you, Chief, if it's okay, you might [14:35] get Jenner. Um, I don't know if anyone [14:36] have the chambers here, Joe. Um, just [14:39] thank you all for everything that you [14:41] did to get ready for the WASEL weekend, [14:43] if you will. Um, there's a lot of moving [14:45] parts behind the scenes. Everybody [14:47] jumped together to get it done. Um, we [14:50] say it was a great event. Um, so thank [14:52] you guy for your your uh parts in it. [14:54] Uh, Joe Chamber and the Wasel committee [14:56] and everybody uh makes this such a great [14:59] event for the village. So, thank you [15:00] guys. And forgive me if I don't share [15:02] your enthusiasm in putting these parades [15:04] together, but [15:07] » It's my pleasure. [15:09] » Thanks. Um, [15:10] » That's right. You chief. [15:13] » Uh, so it is the organizational meeting. [15:16] Um, so there are mayoral appointments uh [15:19] for administrative staff uh and the [15:22] number of different roles that are at [15:23] the village. So I'd like to go with [15:24] those. Um I will make the recommendation [15:27] if the board uh is willing approve those [15:30] recommendations. [15:32] Um so we'll start with uh village clerk [15:34] uh Michelle Booth. Um actually we'll do [15:38] this potentially if it's okay in a [15:40] blanket resolution approving all of the [15:43] appointments unless there's any [15:44] objections you can see ahead of time. [15:47] You want to take a moment to review [15:59] our motion for the um [16:06] » So I'll motion for the uh marrow [16:09] appointments as as noted. Um as noted. [16:14] » Okay. Um [16:16] have a second. Okay. And I'll list them [16:18] off quickly. Uh, village clerk Michelle [16:20] Booth. Uh, deputy village clerk Jessica [16:23] Collier. Uh, village treasurer Casey [16:25] Hovus. Deputy treasurer Lilian Lopez. [16:27] Receiver of taxes Casey Hobus. Deputy [16:29] receiver of taxes Jessica Collier. Uh, [16:32] registar of vital statistics Michelle [16:34] Booth. Deputy registar uh Jessica [16:36] Collier, village attorney Ian Morse. Um, [16:40] deputy mayor, uh, Trusty Younger, uh, [16:43] labor attorney Thomas Duran Waxman, [16:46] Pedigro, and [16:49] Dale. Okay. LLP, uh, Village Engineer, [16:53] Delaware Engineered. Um, all in favor. [16:59] » Oh, Dan, you're absolutely right. Uh, [17:02] good catch. Very good catch. And [17:07] and so if I can, we'll do a separate uh [17:09] resolution. We already have the eyes for [17:10] those. If I can have a motion uh to [17:14] appoint uh Daniel Pollen as code [17:17] enforcement officer. [17:19] » Motion. [17:20] » Congratulations. [17:21] » All in favor? [17:23] » Thanks, Dan. [17:25] » Actually, we do list it under the uh [17:28] second list of uh appointments. [17:30] » Oh, you're right. You're right. Thank [17:31] you. [17:33] Um okay so [17:36] next on the list [17:41] we have the mayor mayoral liaison [17:44] appointments. Okay. [17:47] » Um I sent you guys a list over the [17:50] weekend. Is there anything that's [17:51] jumping out at anybody where you might [17:53] want to take a take a role in? Um I put [17:57] myself in a couple of different [17:58] positions. I am actually going to [18:00] appoint uh uh Deputy Mayor Younger as [18:03] the other police department liaison [18:06] given his experience. [18:08] Um [18:10] but I wanted to give you guys a little [18:11] bit of feedback and not just randomly or [18:15] you got apartments [18:18] to parks and recreation [18:22] application. [18:23] » Sure. [18:30] youth recreation. [18:34] » I didn't I didn't say you the currently [18:37] the director over there. So, [18:38] » Okay. So, you just to confirm you for [18:42] parks and recreation. [18:44] » I'm not [18:47] going to [18:48] » Would it be helpful then if I took [18:50] » Absolutely. [18:52] » And then I'd also like [19:02] You only need one. [19:05] » I'm going to be the other on that one. [19:07] Um, [19:09] » So we can have two for each department [19:13] or one ultimately. Uh, so we have the [19:16] Hunt Memorial Preservation. Would [19:18] anybody like to be the leazison on that? [19:20] I can throw my name under that hat. I [19:23] will um I will assist with person [19:27] to replace [19:29] » And also the specular memorial park and [19:32] houses. [19:33] » Okay, good. [19:36] » So you're going to go on with the mayor [19:37] on that? [19:38] » Yes. [19:38] » Okay. [19:40] » Can you break down the entrance? [19:44] » Sure. So that is actually a committee [19:48] town and the village are discuss [19:51] different matters. Okay, give it time. [19:56] » If my other two mayors in the audience [19:58] uh have any clarity, if I threw [20:00] something up, don't hesitate to jump out [20:02] at [20:04] » The Hunt Memorial. [20:06] » Yep. [20:07] » Um [20:08] » Uh so Hunt [20:11] » Sure. The Hunt Memorial Preservation [20:15] Committee. [20:16] » Yes. [20:16] » Or or the Hunt committee. I I think we [20:19] do need to have a little clarity. Could [20:22] I put myself in something? [20:24] » We're gonna leave. [20:25] » Yeah, that's fair. Uh, [20:27] » So they take the job [20:30] or [20:31] » That's a good question. It's a good [20:32] question. We could leave it blank, I [20:34] think. Just fill it in. [20:36] » Mayor Younger, what did you did you take [20:38] yourself off the hunt? [20:39] » I took myself off the hunt and and give [20:43] way to trustee. [20:48] But um if there's no one on the hunt [20:50] memorial preservation [20:55] anyone there [20:57] » Uh you said the hunt committee or the [20:58] huntation? [21:00] » Uh no I I believe I am on it and you are [21:04] now on it. [21:05] » Okay. Um [21:08] we have uh municipal building and [21:11] » What that entails [21:13] » I'm assuming [21:16] » It is this it is this okay uh it is the [21:19] municipal building liaison right yeah [21:29] » There's no better way to learn than to [21:30] jump right in so here we [21:36] Okay. Um [21:39] I will subject to any changes later on. [21:41] I will put myself as a code enforcement [21:44] department liaison. Uh we can leave that [21:47] open and maybe that's a further [21:48] discussion at a different meeting going [21:49] forward. Um [21:52] » Well do we have so hunt committee do we [21:54] have a do we have a designated [21:56] individual on that yet? [21:59] Oh, [22:01] » He's on the Hunt Memorial Preservation. [22:04] » Yeah, [22:04] » I'm I'm on the Hunt Memorial [22:06] Preservation. She's on the uh Hunt [22:08] committee. [22:09] » Kill him. [22:12] » Okay. So, it's Deputy Mayor Younger and [22:15] Mayor Trent on the Hunt Memorial [22:16] Preservation. [22:17] » Yes. [22:21] » Recreation. We have Milsari. [22:24] » We'll leave that. We'll leave the other. [22:26] So the hunt committee is milari. [22:29] » Yes question. I don't know the answer to [22:33] » Leave it leave it open and again we can [22:35] revisit these appointments maybe at [22:37] another meeting and have a change. [22:40] » Mayor I I will um I would jo with you on [22:44] the code enforcement. [22:45] » Yeah. [22:54] Yep. [22:56] Uh, municipal building. No, sorry. Uh, [22:58] village and municipal committee [23:00] » Street department. [23:01] » Yep. Need another uh [23:04] » Yep. I don't mind jumping in on that one [23:07] too. Uh, or we can leave it open. [23:09] Actually, let's leave that open to [23:11] again. We'll revisit this at that the [23:13] probable January meeting. Okay. So, [23:15] right now we have at least one leazison [23:18] for each [23:20] department andor committee. Right, [23:21] Michelle? Um the village inter musful [23:24] we're about. [23:31] » Okay. Uh if I can have a motion [23:34] approving those mayoral leazison [23:37] appointments. [23:38] Um [23:41] have a motion. [23:42] » Okay. Can I have a second? [23:44] » Second. [23:45] » Okay. All in favor? [23:47] » Okay. [23:49] Um and then if I could have these are [23:51] mayoral designations uh for the official [23:53] newspaper, official bank depositories, [23:56] uh village board meeting schedule. Um so [23:59] the official newspaper Chris, you'll be [24:02] happy to know we've chosen the Shawang [24:04] Journal again. Um the official uh bank [24:07] depositories will be Webster Bank, uh [24:10] Catskill Hudson Bank, MT Bank. Um do we [24:13] still have any active accounts at Orange [24:16] Trust? No, but just add the Bank of [24:18] Green County. [24:19] » Absolutely. [24:19] » Yep. And the Bank of Green County. [24:22] » Um, village board meetings will continue [24:25] to be held on the second and fourth [24:26] Mondays of the month with an audit uh [24:28] beginning at 6:00 pm. Okay. Um, and if [24:32] there is a holiday on these Mondays, the [24:34] village board meeting will take place on [24:36] Tuesdays on the Tuesday after the [24:38] holiday. Okay. Can I have a motion uh [24:40] approving those? [24:42] » I can I have a second? [24:44] » All in favor? [24:46] Thank you. Okay. Um, we'll go into [24:50] petitioners. Uh, Susan, I know Susan, [24:53] » You want to approve the minutes real [24:54] quick? [24:55] » Yeah. Thank you, Michelle. Appreciate [24:56] that. Um, yeah, if I can have a motion [24:59] to [25:00] minutes uh from the November 24th, 2025 [25:04] meeting. [25:05] » Motion. [25:06] » Second. [25:07] » Any discussion? [25:09] All in favor? [25:10] » I Okay. Uh, so petitioners, uh, Susan, [25:14] if you'd like to come up and speak to [25:15] the video, [25:17] » Let me think about it. [25:23] » Then Susan, just state your name. I know [25:25] everybody knows it, but just do the [25:26] record. [25:26] » Hello, I'm Sue Ivy. Um, Susan as follows [25:30] me. Um, I just want to let you know that [25:32] our Shawanga Valley Kanas Club, who [25:35] sponsors the Key Club and does a lot for [25:38] the community, we're doing a hometown [25:42] holiday, hometown love for the holiday. [25:44] And what it is, we're selling raffle [25:46] tickets, but it's part of the community. [25:49] So, what we've done and we've gotten the [25:52] involvement of all the merchants. We [25:54] have, you know, we have um uh Barbara, [25:58] we have Shadowland Theater, and it's on [26:01] our Facebook page. Okay? And we're [26:03] having the drawing December 22nd. So, [26:06] whoever wins, we're not doesn't just get [26:09] first, second, or third. It gets [26:11] everything that we have. And right now, [26:13] we're probably up to about $500 worth of [26:16] tickets. You know, two tickets to [26:18] Shadowland. Um, [26:21] uh, Justine at Natch has given us $65. [26:24] We have different things here and it all [26:27] goes to us raising money for the [26:29] scholarships that we give out every year [26:31] at the high school. There's a little [26:32] flyer in the back and you can contact [26:34] me. I have tickets and you can go on our [26:37] Facebook page and and and when you go on [26:39] Ashwanda's p Facebook page, we keep [26:43] adding everything that is uh is being [26:45] added to the pie. So, appreciate your [26:48] support and we're excited. We have a new [26:52] um key club advisor this year and [26:54] they're doing wonderful things and it's [26:55] Danielle Brooks. We're really lucky to [26:58] have have her and I appreciate your [27:00] support. [27:01] » Thank you, sir. Um [27:13] check um couple years back Christmas. [27:20] So I'm looking to come 13 around six and [27:25] some float by band we've done in the [27:28] past. So, I'm looking for pretty much [27:30] permissions to be able to do this. You [27:33] may remember a band going around years [27:35] ago. Okay. So, the band kind of went [27:39] over time and I guess put back together [27:41] again this year. We're back on a float [27:44] and we're going through it kind of break [27:51] little sphere. So, [27:53] » This float will be driving around. [27:57] » Yes, we did. [27:59] Um, we used to go to his escort and they [28:01] would take us down and they would end up [28:04] at the canal. I mean, canal [28:07] » East. [28:08] » Yeah. Over by D house. [28:11] » We stop there, play 15 songs or 10 songs [28:13] and then we come back, unload, and go to [28:16] the next location. [28:19] » It starts at the bank by where the end [28:21] is. [28:21] » Okay. goes down, goes open the back, [28:24] comes back down, it comes back down [28:26] road, comes across nine, comes back [28:28] through here, and then back to the bank. [28:31] » How long is it usually? [28:33] » I would say 45 minutes. [28:35] » Mayor Kaplan, you don't mind me leaning [28:38] into previous experience? Um, do you [28:40] recall this event uh in years past or [28:43] this individual act occurring? [28:45] » Used to do it with Vinnie [28:47] » Yeah. Yeah, it was. Do you remember what [28:50] the village may have done to uh grant [28:54] said permission? Do they require any [28:56] insurance, certificate of insurance or [28:58] anything? [28:58] » Of course, you should review with the [29:00] chief of police to make sure the roof is [29:03] appropriate. [29:06] There should be some insurance. [29:09] » Thank you. Um, so I spoke to chief said, [29:13] he was okay. [29:14] » Okay. So, let's maybe we can hop on a [29:16] phone call uh tomorrow with the police [29:18] chief if that's okay. We'll just kind of [29:20] go over everything. Um we'll discuss [29:22] some of the other details. Thank you. [29:25] » Thank you. [29:26] » Michael, can I check? [29:28] » What's up? [29:29] » How are you? [29:31] » A CZ Y. [29:35] Mr. Mayor, I I would motion for for [29:39] approval pending, you know, speaking [29:42] with the chief, you know, especially [29:44] since he's done [29:50] village [29:52] and long as the chief, you know, has [29:55] worked out all the details with him and [29:58] feels comfortable to do so, I I I would [30:01] be willing to motion for approval [30:03] pending. [30:05] uh the chiefs of the text. [30:08] » Sure. And we'll discuss some of the [30:09] other particulars. I may ask actually [30:12] truthfully if we could maybe for a [30:13] special meeting. [30:14] » Yeah. [30:15] » Just to verify the details just because [30:17] there's number of components to this. [30:19] » Okay. [30:19] » That's okay. Try to put that together [30:21] very quickly. [30:22] » All right. [30:22] » Okay. Thank you. [30:25] » Um there anyone else here to speak to [30:27] the board tonight? [30:30] What's your name, sir? That was most [30:34] Hi everybody. Hello. [30:40] » My name is Carlo Gonzalez. Uh we bought [30:42] a house uh six years ago um in the bill [30:46] and um we didn't have a good time. We [30:48] used the house um in the holidays or day [30:51] out, you know, when I had and I think I [30:54] did a violation. I don't know the rules [30:56] and um I live in the Bronx. We use the [30:59] house only in the weekends, you know, [31:01] and uh and u my daughter has this these [31:05] pets, you know, that are that are not [31:06] supposed to have it. But this is a [31:08] chickens, but not regular chickens. This [31:10] is a micro samaras chickens. This the [31:13] size of pione we keep it in the our [31:17] basement. Sometimes we release in in the [31:18] summer time. This is a indoor chickens. [31:22] Um they don't survive outside. So, I [31:25] want to ask, you know, um I talked to [31:26] Dan about about this and my house is the [31:29] last house in the in that um in the exit [31:33] of the of the township. [31:35] Um I don't have neighbors. My neighbor [31:37] is like 100 ft away from my house and I [31:42] don't have any issues, but I think I [31:43] broke the rule and I u I uh I understand [31:47] I had to ask you the board, you know, if [31:49] I can have this one this kind of pets in [31:52] my basement or motor [31:54] And just just to clarify, can you tell [31:58] us the code as it rel [32:01] when I drove up to uh Pine Street, I saw [32:05] the chickens out on the road and they [32:07] ran up the driveway to his house. [32:09] » This house is literally the last one on [32:12] Pine Street for water department and [32:15] it's up on a hill. Got [32:18] unusually large property uh for for the [32:22] village. [32:24] Um, I spoke to him this morning. He did [32:27] pay uh the fine of for having chickens [32:31] illegally in the village, but I [32:33] suggested he come here and try to get [32:35] and ask for an exemption because one, [32:38] he's in an area that nobody will even [32:40] know that he has it. He knows he has to [32:42] keep him penned up. They can't be [32:45] running free on his property is what I [32:46] what I told him. And I personally don't [32:50] see any reason why he shouldn't get the [32:52] exemption, especially since they're for [32:53] his daughter's uh while teaching. She's [32:56] she has special needs and this these are [32:59] actually her service animals. [33:02] » I was going to ask [33:04] » Yeah, we have a doctor letter, you know, [33:06] with my daughter has OCD [33:12] and stuff [33:13] » And that's as big as they get. This this [33:16] month old adult [33:23] if you can provide for the board what is [33:24] the current code as it relates to [33:26] » The current code is there is no no farm [33:29] animals chickens ducks any type of foul [33:32] or hooked animals allowed in the village [33:35] at all. Um, I did speak to you to the [33:40] village board some time ago about maybe [33:43] altering that that uh uh law to allow a [33:47] certain amount of chickens because a lot [33:50] of people the way the eggs were going at [33:52] that time it's their way of getting [33:55] eggs. Uh [33:58] he's a perfect example of why I talked [34:01] about amending the law. [34:04] Um, so I think before [34:06] » We have another discussion [34:10] side of this, but I I do appreciate [34:12] coming from the board and actually bring [34:15] » May I see that? [34:17] » It's from a field standpoint this letter [34:21] serving need then start to begin the [34:26] day. [34:31] So the ICD code here lists obsessive. [34:35] » Yeah. So the ICD code lists that these [34:37] animals serve a purpose um and they [34:41] provide her a service. So I would [34:45] » I would go your route and grant the [34:48] exemption only because then we start [34:50] weaning into ADA restrictions and this [34:54] is from a licensed solution. [34:55] » Yeah. So my my recommendation would be [34:57] is we have a discussion with our [34:58] attorney, have a further discussion with [35:00] Dan and not inhibit an unhended [35:06] consequence out of a blanket action. [35:08] » I would just suggest that uh the board [35:10] adopt a resolution that um the use of [35:14] the chickens is [35:17] » In the in between now and the next [35:18] discussion period will not constitute a [35:21] violation. So, because right now he can [35:24] be served with another violation for [35:25] having the tickets at this point. Uh, so [35:28] if the board, [35:29] » Regardless of which way you're leaning, [35:31] if you want to have another discussion, [35:32] but you don't want him to be penalized [35:34] for the board's time and fully [35:35] considering the options, you would adopt [35:37] a resolution to that effect. [35:40] Um so with that if I can have a motion [35:43] uh to adopt Amy if you can provide the [35:46] person for us clearly again [35:48] » Um that the uh how many are there? [35:52] » We we've some four now we have eight but [35:55] we're going to keep it like that we [35:56] start to give away and I'm saying you [35:58] know this is only in the weekends or [36:00] holidays when I come here. I live in the [36:02] Bronx they doing really well in my [36:04] basement. If I I can bring it here, I [36:06] just keep it in in the city, you know, [36:08] and u I don't get in trouble, you know. [36:10] Like [36:10] » What's the property address? [36:11] » Uh 30 Pine Street. [36:13] » 30 Pine. So just at the uh [36:17] 30 Pine Street um shall be permitted to [36:22] uh maintain the current number of micro [36:26] chickens at the property until the board [36:29] reconvenes [36:30] uh on the issue, which whenever the next [36:33] board meeting is. I don't know what that [36:34] is. [36:35] » Shouldn't should it include the reason [36:37] and the purpose you know that we are [36:39] allowing it? Yeah, I mean if you want to [36:42] expound upon that deputy mayor or no I [36:45] mean [36:46] » Yeah I would you know based upon his you [36:48] know that it would be therapeutic you [36:51] know um I don't know how you word that [36:54] but you know for the purpose of his [36:57] daughter who has you know [36:59] » You could just say I guess um to [37:02] consider any uh [37:06] I guess uh remedies or [37:11] I guess uh [37:13] legal circumstances that may arise under [37:16] the Americans with Disabilities Act, [37:19] something to that effect, if that's the [37:21] the reason as to why you're granting the [37:24] exception. I don't know. I mean, I could [37:26] draft a actual resolution if you want so [37:29] that way it's clear as to what exactly [37:31] and then I can circulate it to the [37:33] board. [37:33] » Yeah. and then you can tenatively adopt [37:35] it and then you guys can just do um a [37:38] roll call vote or you know you can just [37:40] phone a vote because it wouldn't violate [37:42] the open meetings law at that point [37:43] because you've already had the [37:44] conversation and you approve of it in [37:47] substance you just needed actually in [37:49] wording as to what it says. So, just to [37:52] clarify, this resolution would pertain [37:54] to just granting us time to have a [37:57] further discussion for [37:58] » It's not that you're permitting the [38:00] activity. It's just that you're not [38:01] going to hold him in violation until the [38:03] next discussion. [38:04] » Okay. [38:05] » Without this resolution, he could direct [38:07] him yet another fine. [38:08] » Correct. Yeah. That's the only reason I [38:10] recommend it. Just so that way it keeps [38:12] the status quo. What the status quo is [38:14] that he's already paid one fine for the [38:16] chickens. Let's not surf him with [38:18] another fine. Please come to the board [38:20] and then that way you can actually use [38:23] your due diligence and [38:26] that's it. Okay. Uh [38:33] » So so that yeah I can I can have a [38:36] motion to pass that resolution to be [38:38] defined uh for further discussion uh no [38:41] later than our January uh 12th board [38:44] meeting unless we convene a board [38:46] meeting ahead of that date. will bring [38:49] us into another subject that we need to [38:50] get to. [38:51] » Um, [38:52] » Michelle, you got that? [38:53] » We'll be in touch. We'll be in touch. I [38:55] will be in touch with Dan and Bernie [38:57] soon. [38:59] » Thank you. [39:00] » So, I have a motion. [39:01] » Okay. [39:02] » Second. [39:02] » Second. All in favor? [39:07] » Okay. Is there anyone else here to see [39:08] the board tonight? [39:16] » Right. Good evening everybody. As you [39:18] know, my name is Doug Rolls. I am the [39:20] owner of Lights on Five Chapel Street. I [39:22] came to the board and I want to welcome [39:24] all the new members to the board and has [39:26] a great successful time doing this. I [39:29] was very very very pleased that the [39:31] village gave me the opportunity to shut [39:33] down the street this year as for safety [39:36] and then the people that showed up was [39:38] phenomenal. We had a lot of pets here [39:40] this year which was really really great. [39:43] Everything worked out fine and I just [39:44] want to say thank you. Thank you. Thank [39:46] you and let's hope continue to do this [39:49] again next year. And I was approached [39:51] also by Mike to come by as like they [39:54] have in the past and stop at my house. [39:57] And I said to him, "Sure, we'll have [39:58] another board meeting at the approval." [40:01] And I'm hoping that that also happens, [40:04] you know, because when Vinnie Nairo did [40:05] it, it was phenomenal. He would be there [40:07] for like 45 minutes at my house and it [40:09] was just wonderful. [40:11] And also see a lot more of the community [40:13] come out and support this. you know, [40:15] it's just not just me. It's the whole [40:17] community that supports me, you know, [40:19] and I just want to say thank you. And it [40:21] was so great to see so many of you here [40:23] this year. [40:24] » And and so Doug, how long are the lights [40:26] going to be up until [40:27] » My lights are on every night until the [40:29] end of the year from 5:30 at night right [40:32] on through. You'll have to tune tonight [40:34] 88.9 FM because not all the time do I [40:37] have the radio on outside because there [40:39] is a a noise ordinance, you know. So, I [40:42] do try and keep it up, but on the [40:43] weekend it's always on. And if I'm out [40:45] there, I'll turn it on for you. You [40:47] know, the lights are on every night from [40:49] 5:30 to 9:30, 10:00 on the weekend. And [40:52] come by and enjoy it because I think I [40:54] did a good job. [40:55] » You did a great job. [41:02] » Um, Doug, I think the economic question [41:04] that we had was what's your electric? [41:09] » Um, okay. Am I electrical last year or [41:11] this year? [41:12] » Don't want to know. Uh [41:14] » It's it's something I enjoy doing. So [41:17] » Is there anyone else here to see the [41:19] board tonight? [41:20] » Okay. Um so discussion uh these ite [41:37] » Something broken with the Facebook. So, [41:40] it goes up on YouTube the next day and [41:41] I've been trying to figure out what the [41:43] linking issue is, which why it hasn't [41:45] been up for the last couple of weeks. [41:47] » Okay. [41:47] » Um, [41:49] okay. Uh, so trustees, we have in front [41:53] of you, and I this is basically just to [41:55] kind of immedate what we discussed uh [41:57] the last meeting. We do have two new [41:59] trustees. So, I just wanted to bring it [42:00] up uh as a a minor discussion item uh [42:03] for you both to have the language in [42:05] front of you um and then have some time [42:07] to consider it uh at our next meeting. [42:10] So, it relates to uh legislation on [42:13] vacant and abandoned properties in the [42:15] village of Ellenville. What you have [42:17] before you is a legislation that the [42:19] city of Kingston passed in 2016. I had a [42:22] good conversation with Mayor Noble [42:24] number of weeks ago about it. um they [42:27] adopted their language uh as a light [42:31] modification on what the city of Port [42:32] Jervis had implemented a couple years [42:35] before them. Um the mayor has felt it [42:38] has been very effective. Um he has felt [42:41] that uh you know it achieved the result [42:45] that they were looking for was either [42:48] generate revenue uh as a last resort to [42:52] motivate people to get out of these [42:54] vacant buildings or to lower their rent [42:57] to get tenants in there or uh to sell [43:01] the property and move on. um they went [43:03] from approximately 400 vacant buildings [43:06] down to about a hundred uh in the span [43:08] of the last nine years. Um I think it's [43:11] something reasonable uh for us to [43:12] consider. The language is actually a lot [43:14] more substantial than I expected to be [43:16] and a lot more impactful. Um they [43:19] basically implement through the first [43:21] number of years that the uh fee is [43:23] implemented a dollar a square foot. um [43:27] which again for depending on the [43:28] building could be quite a substantial [43:30] amount of money but to the effect that [43:32] it hopefully motivates them to do [43:34] something with it. Um so I'd ask you [43:36] guys to review it over the next number [43:38] of weeks and we'll have a further [43:40] discussion. Um Ian Dan I was speaking to [43:43] Dan before. I'd love to get on a call uh [43:46] with uh the city of Kingston folks to [43:49] see if they can uh answer some of our [43:51] questions uh some of the the nuance of [43:54] it. I know you had a couple of questions [43:56] about it in an email from a couple of [43:58] weeks ago. Um, so I'll try to schedule [44:00] that over the next month. [44:01] » Perfect. Okay. Um, drinking water [44:04] protection program update. Uh, as you [44:07] may remember, uh, Trusty Ellis from [44:09] nearly a year ago, uh, we started to [44:11] have our first meetings uh, with Park [44:14] Judis as a part of the state's, uh, [44:16] drinking water protection program. This [44:18] was the second round of it. The village [44:20] had applied and, uh, was selected to [44:22] participate. Um we submitted the formal [44:25] plan I want to say back in the beginning [44:28] of July, end of June. Um we had expected [44:31] a very quick turnaround time or Barton [44:34] Ljudist did and the state informed us uh [44:37] very quickly after that we were actually [44:40] going to be punted a little bit down the [44:41] road because of a backlog of other [44:44] applicants. Um they have finally started [44:46] to review our application. Uh they have [44:48] provided Bart Judas some feedback. Um, [44:51] so you saw there was an email attached [44:53] to it just to provide us an update. Uh, [44:55] we're hoping over the next month or so [44:57] that we'll finally see some motion uh on [45:00] either adopting that water protection [45:02] plan or uh modifying depending on that [45:06] state feedback. Um, third is the warming [45:09] center. Obviously uh you know last year [45:12] we had a a very small trial uh [45:16] Ellenville Regional Hospital uh uh [45:19] provided operation services to the [45:21] village of to the to the greater town of [45:24] Warsing area uh funded by the county and [45:27] some funds through uh the town of [45:29] Warsing. Uh we've provided the space. Um [45:33] we've been trying to figure out how to [45:35] do that again maybe on a longer term uh [45:38] framework. uh something that follows the [45:41] hours that we mostly did last year. Um [45:44] we need an operator though. The hospital [45:46] unfortunately can't step in this year. [45:47] There was a big ask of them last year. [45:49] So it's understandable that they can't [45:51] jump in like that for a a longer [45:53] engagement. Um so we have been in [45:56] discussions with the operator of the uh [45:59] city of King City based warming center [46:01] that the county has. John isn't county [46:03] warming center or is it a Okay, it's a [46:06] second glacius church. Um, we've been [46:10] speaking to our insurance company about [46:12] some of the the nuance of it. Um, we've [46:15] been having conversations with the [46:16] church. Uh, county has been on the [46:18] peripheral providing a little guidance. [46:21] Um, and so my hope is we'll have a more [46:23] meaningful update. Um, I would frame it [46:26] as this. Whatever we end up doing for [46:28] this year will again be very much a try [46:30] and see. There's a lot of information [46:32] for us to glean from this. A lot of [46:34] potential unintended consequences. Um, [46:37] I'll be having conversation with the [46:39] police chief about it in more detail. [46:41] Um, but again, I hope that we'll have a [46:43] more meaningful update uh when we may [46:45] convene and we may convene at a special [46:47] board meeting depending on what comes up [46:49] uh to discuss this the details a little [46:52] further. That's okay guys. [46:54] » Okay. [46:55] » Before we move on, I just don't want [46:56] people to leave because after we're [46:58] going to take like 10 minutes and we got [47:00] picked for everybody. So, I didn't want [47:01] people to trickle out before we do [47:04] congratulate our two picked up. [47:07] Sorry. [47:07] » No, absolutely. This um so so again our [47:10] Doug our favorite uh part of the evening [47:13] the Clinton Avenue Bridgewatch. Um so we [47:17] have a quick update from uh BNL and uh [47:21] the right of way uh contractor [47:25] unfortunately they're still digging [47:27] through. You saw the email um the back [47:30] and forth uh we'll see where we get to [47:32] and go from there. So, the key hangup is [47:34] the right of way still. [47:37] Okay. Uh Dan, I'm gonna speak on 55 [47:41] North Main Street. Uh so, for everybody [47:44] in the audience and trustees, uh this is [47:47] the property uh that was at the former [47:50] Dodge dealership uh on North Main. It [47:53] also has dilapitated mobile sign. Was it [47:55] » Herbs? Herbs Dodge. [47:57] » Yeah. Um, there have been for many years [48:00] now a uh a laundry list of unregistered [48:04] vehicles parked there uh in a perimeter. [48:07] Uh, no license plates. Uh, certainly [48:10] being used for storage. I asked uh Dan [48:13] to work with Ian to hopefully help uh [48:18] resolve this issue for us. [48:20] » All right. Well, first of all, back in [48:22] March of 24, they were issued a ticket. [48:25] The owner, Jack Bastion, was issued a [48:26] ticket. Uh, [48:30] the ticket was technically withdrawn [48:32] under the condition that they [48:35] either register or remove all the [48:38] unregistered vehicles and they get their [48:41] department of motor vehicle license [48:44] issued. [48:45] To date, they have done neither. Uh, [48:48] that some of the cars are gone. The new [48:50] ones came back. Uh they were I sent them [48:54] a letter [48:56] uh that I taped to the door on October [49:01] 26th. I believe it was October 21. I [49:04] sent them a letter, taped it to the [49:06] door, the front door and the garage [49:08] door. [49:10] The following Monday, those letters were [49:12] gone. So I do know he had them. I was [49:15] suggested by the village attorney to [49:18] make sure that it was registered mail [49:20] also. So on [49:24] November 26, [49:28] I wrote another letter, [49:31] put it on their doors again, and sent it [49:33] registered. We have not received the [49:35] registered letter back, but the [49:37] envelopes were taken down from the doors [49:39] again. [49:41] Now it's a question of [49:44] removing the vehicles since he has not [49:47] complied with any of the laws whether it [49:50] was state law the DMV or the village [49:52] zoning laws. So the next step is going [49:56] to be [49:58] a notice of a public hearing at the next [50:00] meeting and then we'll have the public [50:02] hearing and we'll take it from there. [50:04] » Thanks D. All right. [50:08] Okay. Um [50:11] Mike, anything for the board tonight? [50:14] » Okay, Mike, no, we don't have any [50:16] resolutions tonight. Anything for the [50:17] board tonight? [50:18] » Just what I talked about today about [50:21] bringing assistance today. [50:23] » Okay. And so, actually, do you want to [50:24] just quickly speak to it? You can stay [50:26] there. I don't want to have to get that [50:27] from all the way. [50:29] » Okay. [50:42] Well, the big thing happened uh Saturday [50:44] night, Sunday morning. Somebody dumped [50:46] some chemicals down at the plant would [50:48] upset the plant. Um probably going to [50:51] take a whole week to get out of it. We [50:52] tried to correct this situation today. [50:54] We'll know more about it tomorrow. Um [50:58] people don't understand that when you [50:59] dump we believe it's a feric chloride [51:02] which is a stripper paint stripper of [51:04] metal. So and it was it came from the [51:07] Green Acres area. Don't know exactly [51:10] where but it came we narrowed it down to [51:12] the Green Acres area. Um it's difficult [51:16] when you have one tank and everything [51:18] dumps into that one tank. It kills a lot [51:20] of bugs and the bugs are what pro is [51:23] main particles for this process. we need [51:26] these bugs. So, I'm asking people to be [51:29] more aware of what they dump in the [51:31] system. Um, because it's going to take a [51:34] lot of time to get this corrected and [51:36] with the potential of DC not being happy [51:38] and we start failing, it could be fines [51:40] for the village. [51:44] » Thanks, Mike. Any questions? [51:50] » Okay. Um, so we will move on to [51:54] resolutions. [51:56] Um, can I have a motion recommending to [51:58] the Olter County Legislature uh to [52:01] reappoint Victoria Mesner uh to the [52:03] Olster County Planning Board and to [52:05] reappoint Benjamin Campbell uh to the [52:07] Ultra County uh planning board as an [52:09] alternate for the village of Alen Hill? [52:13] » Motion. [52:14] » All in favor? [52:17] » Uh very important, we have great [52:19] representation up there. If you look at [52:21] some of the other communities, they have [52:22] no representation on the Olster County [52:24] Planning Board. Uh so Cory, thank you [52:27] for serving up there and Ben. [52:30] It's good to have a face up there. Thank [52:31] you guys. Um [52:34] can I have a motion authorizing payment [52:37] in the amount of $2,470 [52:39] as an emergency authorization for the [52:41] mayor to GPS for leak detection [52:44] services? [52:46] » Motion. [52:47] » All in favor? I [52:49] » Thank you. Uh a motion as has been [52:54] currently the president uh the building [52:56] cancelled the December Monday 22nd [52:59] regularly scheduled board meeting. What [53:01] I would say is as we've discussed we may [53:03] hold a special meeting to on a couple of [53:06] uh minor let phrase that not minor [53:09] issues issues that we need to make [53:11] address ahead of that or after before [53:13] the next board meeting. So, a motion to [53:15] cancel the second village board meeting [53:16] on December uh 22nd, Monday, which is a [53:20] Monday of 2025. [53:22] » Motion second. [53:23] » All in favor? [53:26] » Um, number four, I'm going to modify [53:28] because it is an organizational [53:30] agreement with uh Olster County [53:32] Community College uh college. And just [53:34] to clarify, it is a paid internship, but [53:37] we do not pay it. It will be a stipen [53:39] through Olter County. [53:40] » This community say that again. [53:42] » This is new. This is the first time [53:44] we're doing this, [53:45] » Correct? This is new. Um, we were uh a [53:50] opportunity was brought to our attention [53:52] of having an intern from Sunni Olter [53:55] come down uh to learn uh to assist um [54:02] and this is a great opportunity. I I do [54:04] SYP and Y at the the high school. This [54:07] is obviously a different level different [54:09] level of education and engagement um but [54:12] I think it's been wonderful. Mike, [54:13] you've had many YEP and SYP kids over [54:16] the years um and still do. Um so I think [54:19] this is a great opportunity for our [54:21] administrative uh office to contribute [54:24] in that way too. Um so I'll ask if I can [54:27] have a motion uh to authorize the mayor [54:30] uh to enter into an agreement uh with [54:33] Olster County Community College to have [54:35] an internship. [54:39] Yeah, just because it's an [54:40] organizational agreement, I think I [54:41] should be the signator on it. [54:44] » Mayor, they also have um mechanics [54:48] through both same programs can come in [54:52] and work underneath us and assist and [54:55] learn if it's anything that the village [54:58] is interested in. [54:58] » Is this do you know who this is through? [55:01] » This is this would be through the post. [55:04] » Okay. I I'm definitely open to a [55:05] discussion about it. Do you have [55:07] contacts? I I will fulfill them. I know [55:10] that the program for several years now. [55:12] So, [55:13] » We never entertained it. So, I never but [55:15] it just when you brought this up, it [55:16] just relight the situation. [55:20] » Yep. Um Elliot, thank you for bringing [55:22] this to our attention. Thank [55:25] » The motion. Second. [55:26] » All in favor? [55:31] » For you or [55:32] » Just they're going to work under the [55:33] treasures today. uh basically learning [55:36] municipal financial [55:40] depending on the nature of it. [55:43] Um okay. And all in favor [55:45] » I [55:46] » I [55:48] uh a motion uh authorizing payment in [55:50] the amount of $2,314 [55:53] annual dues to Nikcom of the 2025 2026 [55:57] uh membership. And just for clarity nom [56:01] is a actually if I can have a motion [56:04] then I'll second it for discussion [56:05] quickly and I'll just [56:07] uh second for discussion. [56:10] » Okay so uh just to clarify Nikcom is a [56:13] consortium of uh uh municipal [56:17] organization that provides incredible [56:19] resources to dill and cities. Uh there's [56:21] the association of towns on the other [56:23] side of this. um they've been a great [56:25] resource to me, other mayors before me, [56:27] other administrative staff, our [56:28] attorney. Um so I think for the amount [56:31] that they charge, we get an incredible [56:33] amount of value out of it. We've always [56:34] had it and I would recommend that we uh [56:37] continue it. Okay. Uh all in favor? [56:40] » I [56:42] I Okay. Um so with that uh if we can uh [56:47] adjourn to executive session to discuss [56:49] personnel for hiring purposes um not to [56:53] rejoin but we uh adjourn to executive [56:56] session in 10 minutes so that we don't [56:58] hold everybody up quickly. I don't know [56:59] if we can do that but [57:03] okay uh [57:08] » No not yet. Uh we have to wait. You're [57:11] still not within the [57:13] for that. Thank you. [57:16] » Okay. [57:19] » Uhel's [57:25] there's a motion in a second. So [57:28] » All in favor? [57:30] » Okay. Thanks everyone. [57:37] the cage
