[0:02] [music] [0:14] All right. 6:32 call the meeting to order. [0:18] Any modifications or changes to the agenda? [0:22] I don't have any. >> Any members of the public that wish to [0:27] comment that aren't on the agenda? Um, [0:31] I have been curious about I live on senior housing and I've seen some [0:38] mirrors in corners where people can't see coming out of streets and I wondered [0:42] when they've been considered near the old phone building or whatever that's [0:47] right there at the end of school street in Maine. And now the school's going to [0:52] begin and I said, "Oh, car's going to park there." It's like kind of hard to [0:55] see out sometimes. That's my for the night. [0:59] » It's definitely worth considering >> something to make it a little bit easier [1:02] to see pulling out of there. >> It's pulling off from school onto Maine. [1:06] » Onto Maine. Yep. Turn left or right >> and to be able to see around [1:11] » when there's cars in front of the bumblebee. [1:13] » The bumblebees got traffic and parking cars going through and park. [1:17] » I don't come off that street very often. So [1:20] » I avoid doing that. >> I'll have to truck through. Yeah. Yeah. [1:26] Thank you. That's a good idea. I thought this similar about um Pleasant and Depot [1:32] like the Bates building because again it's kind of hard to see around. [1:36] » There's one there's one tree in the yard. That does make it a very short [1:39] growing apple tree. >> Yeah. [1:44] » Okay. >> All right. Next up, review and approve [1:48] minutes for July 28, 2026. So, everybody had a chance to look those [1:54] over. [2:01] » I looked them over and I approve them. >> All right. [2:05] » The motion to approve. >> Motion to approve has been made. Is [2:08] there a second? >> Second. [2:11] » Second by Heather. Any further discussion? [2:14] » All those in favor? I >> I opposed. So moved. [2:22] Next up, review and approve bids for the 2014 electric service truck. [2:28] Um, we have two bids. See them there. [2:43] Looks Yeah, we had two bids. One for 156671 [2:48] and one for $2,669. [2:53] » Sounds to me like we probably should take the higher volume, but [2:57] » is that value? >> I think that's more than enough. [3:01] » Okay. >> Yeah, I think the 2,000 is [3:05] » Okay. Okay. [3:09] Need >> a motion for that. Can we take a motion [3:11] to accept the $2,669 bid? [3:14] » Make the motion. >> All second. Moved and seconded. Any [3:18] further discussion? All those in favor? I [3:21] » I opposed. So no. [clears throat] Next up, review bid [3:27] estimates for grant vegetation management estimated 8,900 ft. [3:33] So, we have um we put the bid opening up at the end of last Friday. We had four [3:38] bids in um all fairly similar, I think. Um [3:46] they actually all came in lower than I expected. We're going to add some more [3:49] footage to this. Um but you have the four bids there. Um [3:59] I can speak to any of them I think if you need me to. [4:03] Uh on a limb tree service parent you haven't [4:08] I think we ever used them but we'd asked and he was not at first he seemed like [4:14] he wasn't comfortable working on live power. Um but you know we put it out [4:21] this would be and Allan talked to him and didn't seem to [4:24] be a problem. Um Jordan we use cold hollow cold holo something they call it. [4:31] Um you know we use him yearly for about a [4:37] mile tree trimming and vegetation management. Yeah. [4:41] » Um Larvy we've never used. Um I don't really know too much about their [4:49] I guess tree trimming abilities. Um if they've ever done it around live wire. I [4:54] don't know that. Um Eustace uh we just hired them this past [5:00] winter. They did a um a few miles on um >> Pearly Road. [5:08] » Um they did a good job. They worked pretty well. Work right through the [5:13] cold. Um, I put the start date next week or [5:17] the week after and they have at the end of the year. Um, and again, we're just [5:22] trying to we have a grid grant meeting tomorrow. Um, [5:27] this is all through the grid grant, so we should be able to increase these [5:30] miles. Um, we'll probably balance it out because we have to do so many miles per [5:34] year for vegetation management with the 8,900 ft. We'll probably be [5:38] pretty close this year to what we need to be. We can always move that to next [5:43] year. We don't have to spend that money by the end of this year by any means. [5:46] So, um, [5:51] so that's that's where it's at. Um, they're all pretty low. I've never used [5:57] this, so that one's new to me. They are um um they do more cable and fiber. They [6:05] run a lot of cable and fiber for gas home companies. do a lot of construction [6:08] for those types of companies, not power. >> Seen the trucks around. [6:14] » Yeah. Last I mean, they just started their tree trimming. They hired a guy. I [6:18] don't um it seemed like he definitely knew what he was talking about and he's [6:22] done. He's that's what he did his prior life. So, they kind of started this new [6:27] division as far as tree trimming was concerned before palies of home [6:31] companies. Um like I said, we hired them to try them out, but they did a good [6:36] job. [6:40] And is this going to be like this will be [6:44] on roads, off road? The areas we have right now are stone um stone house road. [6:52] » Mhm. That's a main line that feeds all the way up through it kind of [6:57] » post and all that. >> Yeah. It feeds a big territory. We have [7:00] a big phase that goes up there. So yeah, basically from the carpenter farm all [7:04] the way up to Boston Post. There's some sections in there we're not doing, but a [7:07] majority of that. Uh the corner of Boston Post and Nicholls Road down about [7:14] 1,600 ft. We're going to have them do that. And then we're going to have them [7:19] do um there's a section on um on U Joy Road that's very thick. We're [7:26] going to have him do that for starters. Then we may add on this [7:31] basic fit. Those are three areas we're going to hit. I mean, there's more areas [7:35] we could definitely do. All of Nichols Road pretty much needs to be hit, but [7:39] again, to try to hit the best bang for your [7:43] buck, homes, >> right, [7:47] » I think I all the [snorts] guys, we all agreed kind of Stonehouse starting there [7:51] and working our way out. >> So, were you happy with uh Jordan St. [7:55] Pierre? >> Uh, yeah, we never I mean, we never had [8:00] an issue with his work by any means. Um, >> and he does some every year. [8:05] » He does. Yeah, he does it every year. And you know, we've called him during [8:08] storms and he's stopped what he's doing and gone and helped no matter what time, [8:14] night, or whatever. >> Has all the right insuranceances. [8:16] » Yeah. Yeah. Yes. No. Yeah. Anybody would have to send in their [8:20] » COI in there. >> I feel we we should keep it local. Yep. [8:26] » I'm not for keeping it local, Jordan. >> Yeah. [8:34] Somebody's got to move on it. >> So, would the um motion be to include [8:40] additional footage up until a certain amount or [8:45] would we just be approving this budget number? [8:48] » Um we could probably approve this one and [8:52] then yeah, in the next meeting I'll probably look to add more if we need to [8:55] or if I need to come back I will. Okay. Um, would they have to bid again? [9:01] » I don't think so, cuz once we once we have somebody working, then you can add [9:06] on. >> Yeah, [9:09] » that's kind of why I was wondering if you wanted to give like another boost [9:12] because then you can make a >> an adjustment without coming back to us. [9:16] » I mean, if you want to add that in there, you can add in, you know, [9:19] accepting this bid and then additional footage if needed or as needed. [9:26] » Yeah. Yeah. What do we have a cap? >> What's our budget? [9:30] » Yeah, >> we got to find out tomorrow. It's It's [9:33] We have some money to spend. It's probably like 150,000. [9:36] » Okay. So, we're well under >> Well under. [9:39] » Yeah. >> So, [9:42] what would be a reasonable amount to just [9:45] do? How many feet do you think you want to add? [9:49] » Um, I can go grab >> half an idea. [9:51] » I would do Nicholls Road, which I think was 6,500. [9:55] So >> probably if we say no more than double [9:59] » Yep. >> the bid amount, we should be covered. [10:02] » 60,000, >> right? Basically make it an even number. [10:05] » Yeah. 60,000. And then if it ends up being something different, then come to [10:08] us >> and we can come back now. [10:10] » Yeah. Um so I'll make the motion to accept the bid from Jordan St. Pierre uh [10:14] capping it with adjustments at uh $60,000. [10:19] » Motion has been made. Is there a second? I'll second. [10:23] » All right. Any further discussion? All those in favor? I [10:28] » I opposed. So moved. [10:32] » I wasn't worried I didn't come back again. The only timeline we have with [10:35] the grid grant, it's not really the grid grant per se. It's the vegetation [10:39] manager. I want to kind know how much we can get done, right? [10:41] » Our crew hours they're done. We don't need to do anymore. If we can get all [10:44] this in here for this year, that's only time. I can always come back if [10:50] through the grant ask for more. [10:56] I I missed something on modifications and changes to agenda. [11:01] Unless it's on a different page. Never mind. This page I'm good. Okay. [11:08] All right. So, next up, wastewater water allocation request for 102 street. [11:19] Um just I think they're just adding a the unit on the at 102. Um, waste water [11:26] doesn't see any issues. [11:37] Well, it's good with me if it's good with them. [11:44] So, we'll take a motion to approve the wastewater water allocation request for [11:48] 102 streets. [11:55] Yes. >> You want to move? [11:58] » All right. Leonard moved. Is there a second? [12:01] » I'll second. >> Excuse me. Moved and seconded. Is there [12:04] any further discussion? All those in favor? I [12:08] » I opposed. So move. Next up, review and make a motion on [12:15] water allocation findings. So, [12:20] take a minute to read through that if you haven't already. That first page. [12:28] » Yeah. >> And Caroline said she also speak to [12:31] » Yeah. [12:43] Any [12:58] questions so far, ma'am? >> No, I'm [13:03] very busy. >> Taking it all in. [13:06] » What it means? It's not my job. [13:11] » We'd be glad to have you. [13:25] So it sounds looks like from years ago some money should have been moved that [13:28] was never removed that we're gathering. [13:32] » Yeah. So it's it's kind of more a technical, you know, we need approval to [13:39] um so we got advice from um KBS and the auditors on how to handle this where it [13:46] should have move been moved all those years and when it's moved is supposed to [13:50] be used for these purposes. So it kind of was used for these purposes through [13:54] the years. It's just the technical moving [13:58] and getting the approval to move back and forth didn't happen. So, we're [14:03] getting it now to document that um Lor's findings are correct and that we have [14:11] the approval to do what we should have done. Did that make sense? Yes. Okay, [14:16] great. Thank you. [14:44] We definitely have plenty of projects, emergency repairs. [14:47] » Yes. >> So, she was very thorough. Lori was very [14:51] thorough in pulling out all the, you know, the past documents showing, you [14:56] know, those expenses um [15:00] qualified. [15:13] It looks like we have the documentation to back this up. [15:18] So, Makes sense. [17:06] Oh, shoot. [17:52] » [snorts] [18:18] » Well, I guess it couldn't is what it is. It's It's in the past. [18:22] So, I just we need to know what motion to make to clear it all up. [18:27] » Looks like Lori kind of laid it out for us. [18:32] » Um make a retroactive motion acknowledging [18:36] that the water allocation fees collected during that period were expended on [18:39] qualifying water department capital maintenance emergency or expansion [18:43] related costs in accordance with the intent of the ordinance. [18:50] That sounds good to me if somebody wants to move on it. [18:54] » I will make that retroactive motion. >> All right, motion's on the table. Is [19:00] there a second? I'll second. [19:03] Move and seconded. Is there any further discussion? [19:08] Those in favor? I >> I opposed. [19:11] So moved. Next up, joint meeting date 10:5 or [19:17] 10:19. Thoughts on agenda items? Policing, trash ordinance, bridge 50. [19:23] » Um, [snorts] we kind of went over this once already. Uh, we had to postpone it. [19:26] Um, so I don't know if I mean that's what we [19:30] had on the agenda last time for thoughts. I didn't know if anybody can't [19:34] come up with anything different or new. If not, then I'll close that back [19:39] to Joe. And they're obviously both Mondays. That fifth and [19:45] » is that their regular meeting night? >> I think so. Yeah, the fifth would work [19:50] better for me. I think I might be gone on the 19th, [19:54] but then [snorts] again, I'm have to be here. [19:58] » Think I make both days, but the 19th is preferable for me. [20:04] » At least one half a dozen the other for me. I don't care. [20:08] » How about you? You're retired. You're doing nothing. [20:12] [laughter] You won't be mowing along. [20:16] It's >> just Yeah, that's [20:17] » You never know. >> Wait a minute. Isn't that [20:28] » I guess if the fifth's better for Jason, I can do either. You can [20:32] » I can make it work. I just early morning the next day. That's fine. [20:37] So, I guess we'll shoot for the fifth. >> I will confirm what days I will be on. [20:43] » We'll shoot for it. We got a couple months, we can [20:46] » if we can adjust back for a little for sure. [20:48] » Those were the like the the um select board said those two dates worked. [20:53] » That's what Billy Joe Yeah. throughout. >> And we heard uh Dave said one way or the [20:58] other. >> I haven't heard anything either from [21:00] Dave. >> Okay. Okay. [21:03] » Yeah. I didn't ask him a date on that. [21:08] I guess if we think of agenda items as we get closer [21:12] fill in the agenda. >> Yep. No, I can. Yeah, we can definitely [21:18] » All right. Uh number nine, Fire Department's annual coin drop request. [21:24] » Uh same day as Harvest Fest. Um I guess they do it every year. Um, [21:30] they bring all their phones and yellow jackets and stuff, high viz stuff. [21:38] » Uh, it's 20 20th >> 19 [21:41] » 19th >> Saturday [21:43] » 19th of September. >> September. [21:47] » From 9 to 2. >> From 9 to 2. Thank you. [21:53] » Make a motion to approve that. It's kind of good event every year. [21:58] » All right. >> Second. [21:59] » Motion has been made and second. Any further discussion? [22:02] » What are they used to? >> It goes to their nonprofit. [22:11] » They have a I believe a 501c3 set up. [22:16] [snorts] >> Thank you. [22:18] » Yep. >> Uh all those in favor? I [22:22] » I >> opposed. [22:24] So moved >> on that. I don't I mean bring up other [22:30] business too. Um I don't know if the village wants to do [22:34] something done open houses. I don't know if we can pull something together before [22:38] then but couple as two 250th >> anniversary if we're going to do [22:46] something. I don't know. I I don't know if it would be village or if it'd be [22:51] I just think if that would be a time that would be the day or that night [22:54] afterwards, but I don't know what that look like. [23:00] » I have no idea. I just I've been asked a couple times just throw it out there. [23:03] Maybe I want to brainstorm quickly and think [23:06] » much time. >> Yeah. The standard park len parks [23:10] decorated and that's a good idea. >> Yep. I mean, we could decorate a little [23:16] bit more. I We usually put corn stalks out and stuff or harvest fat. You know, [23:20] it's usually hay bales and stuff over there, but [23:24] um but if you wanted to get more more flags [23:28] or more >> so that would happen. [23:30] » It's like a 250 if like feel like it's a Fourth of July [23:35] celebration is kind of what >> that's kind of where I was at with it, [23:38] » but we're months past that. >> Well, I guess that's the [snorts] [23:43] remark. Yeah, I think majority of people did it on July 4th or villages or towns [23:47] or whatever. We >> but supposedly there's been others like [23:50] off. We don't normally the other towns around us do a lot and really pull a lot [23:54] of resources and people if we tried to we didn't we could have maybe done [23:58] something but [24:07] » so everywhere [24:15] » um [24:19] something to think Oh, I don't know. Yeah, maybe he's just adding some more. [24:23] We buy a few more flags, put in the park for that. [24:25] » Maybe just some straight American flags cuz I don't know that we get customized [24:28] flags in that amount of time. >> The other ones came pretty quick. I [24:32] don't know if they're sold out. I don't know that. [24:34] » I don't know either. >> So, [24:38] I'm just trying to think of the events that they normally have at Harvest Fest [24:42] besides the vendors. Um, [24:48] just trying to remember what they do where something that we could add to it [24:54] would benefit and and add >> I don't think they have it other than [24:58] the music. I don't think they have like other events. I mean, it's just it's a [25:02] market >> cuz they don't even do the wine thing [25:04] anymore. That's how it started, right? I don't think they do that anymore cuz [25:07] [snorts] they haven't given me a permit I think last year or two. Yeah, I think [25:11] just they just had some vendors selling some wine at one point. [25:15] » Yes. >> Yeah. [25:16] » But the library has children's activities, I think, too. [25:19] » I do believe so. Yeah. >> Yeah. [25:21] » But how about a birthday cake for the country? Maybe something on the park at [25:25] that. >> That's a great idea. [25:26] » A doable. It'll be decorated. I mean, take a picture. It's [25:31] » maybe a local baker if you do. >> I'm not in charge. [25:38] » But that's a good idea. Yeah. Maybe the village has a booth or um the or whoever [25:44] you could have the info booth >> or something and people could come for a [25:47] birthday cake. >> Yeah, that's great. [25:52] » Yeah. >> You want me looking for flags or [25:57] » you can check the delivery time? >> I think Jerry should give ice cream with [26:01] the cake. [laughter] [26:07] » They do the dairy fast. Yeah. >> Your job to find a freezer now, [26:12] » huh? It's >> your job to find a freezer now. [26:15] » I have a big stand up freezer I'm not using. [26:17] » I think they brought up a whole truck last time. [26:20] » They just parked it over there full of ice cream with a reaper. [26:24] » Okay. [26:29] » Some good some good ideas. >> All right. [26:34] Think Allen's on deck for this next one. Kendall will discuss hydro options. [26:39] » Um, yeah, Alan's here to help advise where we're at. [26:46] » This one, >> there's there's some in the pack and [26:49] then that one just came today. So, >> um, [26:51] » that goes with that, though. >> It goes with it. So, basically, we have [26:56] three options. I'm going to put the side tonight, but we're going to decide kind [26:59] of quickly. And then you want more informative where we're at and where [27:03] some Dawn numbers were at. So, I don't even know here. Alan, do you have this [27:07] one? I don't know if you saw this. This came in like at 3:00. I saw it earlier. [27:12] Um, so Alan probably I'll I'll tee it up and [27:17] Allan can probably be a little more technical if he wants and if you have [27:21] questions, but basically we have three options we're looking at. So, the [27:25] Kendall went down um a couple months ago. We did have uh Fairbanks come and [27:32] they pulled it out. They brought it back to their shop and then took it apart and [27:37] brought part of it to a different shop. Um I believe we're about 18,000 [27:45] into that. >> 17. [27:47] » Yeah. So 17 to 18,000 just to have it pulled and looked at. So basically we [27:53] have three options. We we did do a measurement and looked at a new unit [28:00] and those came back around 800,000. So, they're not giving those away. [28:06] Um, how old is this one? >> 45 [28:14] years. >> But the problem with this is this they [28:19] don't make them anymore. So, you're getting married. [28:21] » That's what I was wondering. uh one individual tire that we need to replace [28:28] was 65 65. [28:36] So [28:40] um but so so the three options is the new one. The second option is what I the [28:45] actual the Fairbanks one that came in about 100,000. That's to [28:50] repair it back to its current state the way it was. And again, now I'll be more [28:57] technical current state the way it was when it was working. [29:00] » When it was working, not working. [laughter] [29:05] Um, you want to speak to the blades and the [29:09] and what it what that means by current state or [29:13] » the state it was before it was broken. >> The way this operates now, you got three [29:18] hydraulic plates down here. You got to raise the lower [29:21] line. >> So when [29:26] we can actually lower the plates to adjust to [29:31] so we're not totally shutting it down. So we can still have the flow more over [29:34] the dam. So that's [29:39] reason why we like the other option was what we're getting to. They they're [29:43] suggesting put the blades in a fixed position [29:47] » and run the >> water level [29:52] » water level with the head gates. And that's not the way that's really set up, [29:58] » right? cuz that stops completely if we sit. [30:05] » Yeah, gates are designed >> to adjust the bypass flow, but they're [30:11] gates are just made to protect if needed, right? [30:15] » It's the blades hydraulics that were more designed. [30:18] » So that could add extra stress on the gates, [30:21] » right? So you have to go up there and adjust it. So say [30:26] that particular Gary Dar has got like a CS week. So it lowers El time. [30:33] So say somebody's not there to babysit me 24/7 [30:37] to accommodate for the river elevation and you go home at night, come back in. [30:44] So there's kind of a gray area there. Not not really thoroughly convinced that [30:50] that's the right way to go with that. >> Mhm. [30:53] » Cuz they say they can do it, but cuz you're going to be starting it up [30:59] with it full open, which is not normal for it. [31:04] And when you get your adjusting your hertz to bring it online, you're going [31:09] to be more load stress to the electrical end of things [31:14] for it. So that's kind of like [31:20] it'll work, but it's not ideal. >> The only positive that is it be the [31:25] quick fix couple months always. [31:31] » Okay, it be quick fixing and >> that's for 100. [31:35] » No, they give us price on that. I thought [31:38] they had >> I didn't see it in here. [31:44] They did. [31:47] For some reason, I thought it was like 20,000 or something like that. [31:51] » Put it Put it back together and put it back in fix. [31:56] » Yeah, cuz they're not really doing anything. Basically, just take leave the [31:59] parts off they took off and just put our blade back on and throw them back in the [32:03] hole. [32:07] and no real way of adjusting it. [32:13] And that's one of the main factors that lights down the [32:21] not so that got loose when it dropped the shaft so they got water into the [32:27] oil. So it was compromised [32:31] between this uh [32:36] $1,000 manifold manifold. >> I had to struggle with that. [32:42] » Just a turbine with a blade. I don't know. I can't see how stuff is that [32:46] much. But so with the if we do the $100,000 [32:52] repair, you think we get 10 years out of it? You [32:55] think we'll get a year out of it? like hard telling not knowing, [32:59] » right? I mean, >> is the rest of the unit in real bad [33:03] shape >> the way it huh? [33:05] » Is the rest of the unit in horrible shape? [33:07] » Yeah, it's not too too bad. You know, it says some in the water and stuff. It [33:12] gets debris in here. You know, blades get damaged, so on and so forth. [33:17] » What do you mean the new one's going to get that? [33:19] » Well, it's kind of a different setup. [33:24] So, I know it's a lot more money. I don't know if you want to explore this, [33:27] but if you take a look inside that turbine, [33:31] there's a flat blade that's 6t diameter, right? That's a hole that's about 20 ft [33:37] deep. So, they're suggesting put the generator [33:41] head on top with a shaft down there. No hydraulics [33:48] up there, but you still can adjust it up top [33:54] » like a winch or something or >> Yeah, you can run it with, you know, it [34:00] would be an auto. You can adjust it right up top. You know what I'm saying? [34:04] » But all hydraulics would be on the top versus [34:08] one shaft. It just all be shaft and the blades, right? [34:13] It's a lot more money for that. But I feel that you can do what you want. Put [34:20] this back assembly and budgeted for something a little bit more efficient. I [34:26] mean, it was this one company that went through that suggested that. I kind of [34:30] like the idea, but it's a lot of money for what it produces, [34:36] » right? >> You got to look at that. [34:38] » Would we see any sort of increase in production [34:41] » with a new unit? be a little bit more efficient. [34:44] » See a little increase. >> Again, we got to watch that end of [34:47] things cuz we aren't licensed to operate so much. [34:50] » Well, again, I mean, we're in our FK license. We notify that it's down. We [34:56] notify FK that it's down and that, you know, we don't know what we put back [35:01] in there. So, we don't know what we're going to do. So we may be we're trying [35:05] to adjust our going after the license not knowing as opposed to finishing the [35:13] license which wasn't going to happen anyway and then amending asking for [35:17] amendment come back and say well now this unit can produce 400 AW [35:22] 300. Um so we we have leeway with FK. It's not like it's a done deal. [35:33] Again, we don't have to decide that tonight. I'm just trying to keep in the [35:35] loop and we're trying to unless I unless you're like, "No, let's throw the other [35:40] the quick fix in. Let's get it back in the hole." Other than that, I mean, [35:46] through it. >> I would. [35:48] » Any idea how much we're losing per day it's down? [35:51] » We did that calculation. >> Um, [35:57] » I can go >> I can't go get that. You say you [36:00] overload the system if we're the way that they want to operate it like that. [36:04] Like I would hate to cause issues to a station because we're putting too much [36:10] power in or >> to me there's a lot of ger that they're [36:13] saying that it can be done that way, >> right? [36:17] » I'm not terribly that's the right way to go. [36:21] » I mean there's >> their engineers are saying it it would [36:25] work that way. This is another uh [snorts] outfit that uh [36:30] ATS for guys that work on that kind of stuff that we hire out and fire banks [36:38] which actually works on audio itself [36:43] that we hire out when we can't do it. [36:50] Um, >> I mean, if you want to explore that [36:52] option more, we can get a little bit more info out of it. We [36:57] just >> I mean, I would say probably at least [37:00] $15,000 a month past couple months, >> but more in the spring, [37:06] » right? >> You lose a lot almost double. [37:09] » Yeah. For the year. >> Yeah. So, I think Didn't we do wasn't [37:13] 125 a year? >> Yeah. average you make, but there's [37:17] certain times of the year you make a lot more and right now it's the low time of [37:22] year. >> Mhm. [37:24] » But pretty soon it won't be. >> So I mean does that come back towards [37:27] like I mean >> yeah the killer too is right now we're [37:30] losing tier two racks. >> So that wasn't including the racks right [37:35] cost to us. >> And what's the time estimate on the back [37:39] till the way it was? >> I don't know that in there. I don't [37:44] think you put it in there for >> repairing it back to the way [37:48] » that was. >> Yeah, I don't think that's all right [37:53] cuz we're losing 100,000 or 125 plus a year. It cost 100,000 to get it fixed if [37:58] they can get it in 3 months and you use it for 2 years. It gives you time to [38:04] budge it in. maybe doing a newer replacement or maybe I know you can't [38:09] put money aside for it but >> they might [38:12] » planning ahead. >> They might allow us now to put reserves. [38:16] » Okay. >> Um when we're going for a rate case they [38:19] said that now uh new administration have >> realized that you really need reserves [38:26] to cover emergency. Yeah. [38:29] » So the new administration is going to allow us to put reserves aside which is [38:33] a good thing. Right. Which would help, you know, like you said, if you get a [38:38] couple years out of that and then you can start budgeting in and maybe [38:42] » do a repair of that as well as well. Does this do anything with the [38:46] historical >> end of it? [38:49] » The building the building is historical part. [38:51] » Okay. [38:56] » Okay. >> We can follow up on that question. I [38:58] mean, I'm guessing it's >> I wouldn't think it'd be too far off the [39:01] three months that they I recommended norming the um quick fix. [39:08] Sorry. Uh right. They did say that manifold [39:14] which is busted. They got all black. I can remember them saying that's like [39:20] a year to get that. [39:22] » Oh, really? [39:26] » Or what's this man going to look like? Basically, it's a cone shape that just [39:32] surrounds the oil up, so say where the hoses come down [39:38] in. You got hoses way up top that you have to bring the unit down in with from [39:44] up top and they go right down to the bottom of the unit. And that's what [39:50] adjust the blade like I said earlier. So, it's just a basically a manifold. [39:55] Yeah, I just I've seen this rotary manifold. It just seems like that one's [39:59] a lot of money. >> Mhm. [40:00] » So, I didn't know if it was gigantic. >> Well, the one hydraulic line was [40:05] » that was what 400. >> Oh, the the whole assembly. [40:10] » Well, remember that we changed >> in the water? [40:13] » Yeah. Three of them. Yeah. It's probably a bigger deal. [40:15] » It's like that one. >> This some special hydraulic line. [40:20] » No, we just kidding. [laughter] [40:24] You're under [40:28] that we fixed in the past. There's like a [40:32] » I mean it's got a funky end on it. >> Yeah. I priced that out brand new and [40:36] that was like 12 grand to have that done. [40:39] That was just crazy. >> Do you think it has something to do with [40:44] the the fact that it's in the water and there's big stipulations and regulations [40:48] around that >> stuff that gets down in here? I mean the [40:50] blade got compromised. Something got down in there. who knows it gets through [40:54] the racks. >> I mean, [40:57] » cuz the past couple years we've been doing routine maintenance on it. We've [41:00] been pulling it out, which hadn't been done when we was pulling it, doing oil [41:04] changes and stuff. [41:08] » It gets a lot of use. [41:14] » This isn't something we need to decide on. [41:16] » No, no, no. We can I mean I can meet back in the next meeting or next two [41:20] meetings to maybe get a time frame. >> Yeah. on that [41:23] » and then we can get you better numbers. >> Yeah. [41:26] » The losing because it does depend on the month. [41:28] » The month. >> So they did was it 5 years? They gave us [41:31] 5 year history. >> Yeah. [snorts] [41:34] » Um so they gave us 5 year history of what that um Kendo unit was producing. [41:40] But you got to take in consideration it was one year why it was almost down the [41:44] whole year. Yeah. >> So, take that year out [41:47] » and then say what it is for the last three [41:50] » and that'll give you a good idea. >> Okay. Um, [41:58] yeah. And then well, the 5year 2 is skewed a bit lower [42:03] cuz that doesn't I can't remember was last July or two Julies ago is when the [42:08] tier twos took effect. of those of those five years, you know, we were getting [42:12] paid out a tier two on I think this past year. [42:16] » So that's just extra money that we're losing now is we're not producing, but [42:21] » and averages are pretty okay to try to figure this out. [42:26] » Yeah. [snorts] Okay. >> So we come back with time frames and um [42:31] cost [42:35] » lost money. seems like you might be leaning more [42:40] towards a newer unit might remedy some stuff. [42:44] » I think it'll be a better setup for the situation, [42:48] » right? >> I mean, we constantly are working on [42:51] that thing. >> But also throw out there, I mean, what [42:56] we might be able to bundle this. I don't know. I'm going to ask. Um, they may I [43:00] got to find out some more information. It's kind of late breaking, so that's [43:04] why I don't have it at my fingertips. Um so with the solar project [43:11] believe I mentioned all this so with the solar project the village if it [43:15] continues back and is working with encore kind of [43:22] keep it moving forward. Um, and the village would actually be buying the [43:27] project. And one of the reasons why that would be [43:30] is because the bond bank would be the lender and the bond bank lend to [43:38] municipalities. You can't lend to VEPSA. Um, so that's considered renewable. [43:44] Solar project isn't renewable. And that's what's got their ears perked up [43:49] about helping us do this project and also [clears throat] part of the micro [43:52] grid project. concept too. >> So, um that's kind of all the talks we [43:58] got going on right now. So, even though it's a lot of money, we could tie it [44:02] into that too um in one month sum [44:08] cuz I mean as we built the micro grid concept, the hydros were able to were [44:13] part of that. [44:18] you're kind of dead in the water without that hydro because it I mean I don't [44:22] know if you can even factored in that price. [44:25] I mean maybe that's a can analytically or [44:29] cuz now we're not able to run the village at certain times because our [44:33] bypass flow CFS where normally we've been able to. So [44:41] but with that candle being out it killed us. [44:47] So we'll do some more homework and get back to you. [44:49] » Very good. Uh number 11 regulators discuss regulators. [44:56] So again we'll key it up and let Alan get technical. Um we have three [45:02] regulators at up at the substation that we we need to change before next [45:07] triggering season. Um, I got I can get the technical part of it [45:14] and part of this also came back. There's a couple of spec issues that we have [45:18] with those regulators. And this came through our um TND study that we had [45:23] completed last year. And this is one of the things the engineers recommended [45:26] kind of as first priority was to get these regulators changed out. And on top [45:32] of that, the power, we've been having issues during sugaring and we even had [45:36] an issue this summer. Um, so basically they have an odometer on them and let's [45:42] say the odometer is supposed to be good to 100,000. These things have like a [45:46] million on them. So they're way past their lifespan. Um, in uh during the TND [45:52] study, the engineer that we worked with uh recommended or threw out the idea [46:00] holding mass has a municipality uh power light department. [46:05] um they have like six or seven regulators [46:09] um that we could use. We could buy from them. They're 10 grand each. We're [46:14] thinking about buying four, having a spare and buying three. Um there is a [46:19] company not too far from them that would come kind of give them a another [46:24] inspection and uh tuneup type thing. Um and they sent [46:29] all the spec sheets and stuff. So that's kind of one option. So, I guess overall, [46:34] yes, we need to get these regulars changed out. We're presenting these [46:37] options. So, that's one option. Second option, if you look in here, is the TNR. [46:44] These are refurbished. They are $17,000 a piece. [46:50] Um, but they come with a a warranty, [46:54] threeear warranty. So, if we bought three of those, we'd be looking at about [46:58] 51,000. Um, [47:03] and then the last Allen did I think I have it in here. Uh, [47:09] put it in here. [47:13] » Yes. They're about the other 28 grand [47:19] 25. [47:22] » Um, another option. [47:28] Um, [47:31] we budgeted 40,000. We can budget to do the the four. [47:36] So, and Allan's going to get more into it. [47:41] Um, if you want more or you can um talk to Allan, talk to Dave, talk to the guys [47:47] actually Sean and you know, they kind of like the the um TNR ones cuz they have a [47:53] three-year warranty. Um [47:56] they're refurbished again. I know they've been already gone through pretty [48:00] thoroughly. Um [48:04] and uh my understanding too is you guys like the controls are the same as what [48:10] we have now. So um we would have to hire BEC to come in and help us swap these [48:15] out. Their head end technician to come in and help us. [48:19] Um and we would be down probably we have to [48:23] take the whole village down for what it'll be 3 4 hours anyway at best. [48:30] » Yeah. So we have to take the whole village [48:33] down just swap these things out. I'll be doing during the day. [48:38] Um, so that's [sighs] but this this I'd like [48:43] to decide on and get moving on it cuz like I said, we got I don't I mean the [48:47] ones in at Holden Mass those I can call that guy. You know, they could be here [48:52] probably within a month. Uh TNR for [48:56] » 4 to 6 weeks. >> Four to six weeks. So I'd like to get [48:59] that order in so that we can get those in here cuz again we want to get this we [49:04] like to get it done before December where it gets too cold. So [49:06] » Mhm. Um, [49:10] how long were the other ones you study were those? [49:13] » I didn't see a time frame on that one. I'm guessing they're at least 2 months [49:18] probably. Yeah. So, um, so yeah, we got to kind of make a [49:23] decision on this. So, >> TNRS were mid-range costwise, just over [49:28] what we budgeted. >> Yeah, they're about 12,000 over. [49:34] Where would we pull that from [49:39] any? >> Not sure. [49:42] » There's still as far as finance it. [49:46] » Mhm. >> Um, [49:50] can we pull from that? I will see. [49:55] » Oh. Um, >> I think that there's [50:00] » We could Yeah, we could. There's I think there's still a little bit more room [50:04] left on that line of credit. >> Um [50:07] » that was kind of an overall line of credit. [50:09] » Yeah, it just says general projects um electrical general projects. [50:16] You can also see uh I did um the first six months a deep analysis on the [50:23] electrical department and even though we had budgeted over a million dollars as a [50:29] loss um for the first 6 months we earned 15,000 [50:33] um expenses over revenue. But that's because these guys have been [50:40] not buying anything, not doing anything on the bare minimum. and we are going to [50:45] wait to see the rate increase finally went into effect and we're gonna we were [50:50] going to wait to see how that panned out and then um with Franklin Foods cutting [50:56] back how that was going to affect our revenues. Um but just to let you know [51:01] the first 6 months were not as bad as what was budgeted but just because they [51:05] have been really frugal and very very careful. Mhm. [51:11] » Two, we do have in there budgeting was a $48,000 regulator for this year that [51:16] we're it's it's >> what [51:20] » reclocure. Sorry. Um that is a year out. So it's [51:26] not >> a year. [51:27] » Yeah. We're not going to get anyway. >> Potentially budget that in for next [51:31] year. >> Rebudget for that. [51:34] » We'll have to rebudget for that next year. Yeah. [51:37] » Okay. So you're sliding out there and just [51:41] like computer they don't think right >> knows anymore. So yeah, [51:46] » I mean I don't >> stand by I don't know a lot about this [51:49] stuff but I mean familiarity is is a good thing like if it's something that [51:54] they can just up and run without having to worry about cuz I always like [51:59] if something new there's always potential of breaking it cuz you don't [52:02] know or getting injured cuz you don't know like the extra few thousand would [52:07] almost be worth it um in my opinion. Um [52:15] and and their time timeout is relatively close. You said 2 months 2 to [52:21] 3 months. >> Which one was that? [52:23] » The TNR >> TR 4 to 6 weeks. [52:26] » Oh, four to 6 weeks. So it would be done sooner. [52:31] » So and we would >> while the still down [52:34] » would be without power for a few hours, >> right? There's a couple of days where [52:39] there's going to be no school in the next couple months possibly [52:45] » schedu [52:56] » I do have concerns >> they used to they used to have generator [53:00] I'm not so sure about that >> so that would be something to make sure [53:04] » Oh yeah we would do all >> you're doing this beforehand letting you [53:07] know that Yeah. Right here. >> The saddest part about that there's like [53:12] a neutral position on those. >> Mhm. [53:16] » And you have to have it in that neutral position before you can kill it. If you [53:22] don't, >> right? [53:25] It's just a piece of equipment that you have to really have to have and work, [53:31] » right? >> Cuz you got to like John was saying [53:35] earlier, they got these drag hands on there. They got a neutral position. They [53:40] got 16 steps they call boosting steps bucking. [53:46] » So that one right there was pegging out and they come back. [53:50] » Right. So >> you said before sugar season because [53:54] there's so much up and down 128 circuit. [54:00] » Yeah, >> it caused problems. [54:03] » They're all in the same spot. >> This is all regulars are all right at [54:08] the subst. I didn't know if there were >> multiple ones around. [54:13] » There is a few but the substations, >> right? But these are the ones these are [54:17] the ones that were needed which we've been we have been talking about for a [54:22] few months now. So [54:41] sounds like probably what the TNR ones are the ones to go with. Mhm. [54:47] And they're the only ones with a warranty. [54:51] The >> the ones [54:55] » No, it was three. >> Three. [54:56] » TR was three. >> Three. Yeah. Three for TNR of the other [54:59] ones. >> Hold one. I didn't see anything. Did [55:04] you? >> The what? [55:05] » Holden. >> I didn't see that. No, I didn't see one. [55:08] » And hold or hold Holden wouldn't. I mean, they're just we're finding like [55:11] you'd buy from somebody. They're Yeah. So, and [55:16] » got you. >> Yeah. [55:18] » I never saw a counter sent. [55:27] » There's the counter count number of events. [55:30] » Yep. [55:34] Cuz you got this like a [55:41] So, you got these little pies in there. So it wears and tears, [55:45] » right? >> So eventually you have to clean out the [55:48] oil cuz the carbon and stuff in there. >> Mhm. [55:52] » Yeah. [55:59] » And I'm going to say this like I know what I'm talking about, but it's it's [56:02] more with engineer. Um [56:08] and now I'm correct, but but uh 3330s are what we're getting. Mhm. [56:13] » Those are a little bigger than we need. So that's we have room. [56:16] » That will also help. >> Yeah, we have room to grow, [56:20] » right? >> Which seems to be an every year thing [56:23] with maple sugar in. So it's probably not a bad thing. [56:26] » Yeah. When I first started here, I was like [56:31] three mag. [56:37] » Is that our highest >> 4.8? [56:41] kind of that time of year >> that it has been become the highest [56:46] » has become okay >> for load [56:48] » for load used to be the summer but now it's sharing season [56:53] » used to be July or something we can see it [56:56] » right >> four we've only been over five a couple [56:58] times like 51 something like that and these [57:04] these are going to help continue with Yeah, cool. Yeah, that [57:11] shut down that circuit. >> All right. [57:17] » Would we need some sort of um motion for financing additional [57:24] rate? >> I don't think so. No, I said just come [57:30] off of the look at our budget season with the regulator. [57:35] » Okay. with the reclusion. You see those bathrooms? [57:38] » What are those Rwords? >> Those Rwords. [57:46] » Yeah, that'll just fall in line with the budgeting for next year. [57:51] » Okay, we're going to move a year behind as our [57:56] goal is to have a reclosure each year. [58:03] And again I well as we talk through this you know there if the whole micro grid [58:08] thing comes to fruition there might be some changes in the head anyway. So [58:13] that's why I think I mean the the ten or the older ones I think are the ones to [58:16] go with because they'll suffice for the near future and then if something's [58:23] happening the micro grid. Um I realize we didn't have our faces up [58:29] there. So, [58:33] » so we need to move on buying something. >> I would. Yeah, we got to get moving [58:37] because we got to get it get it. >> I'm going to get it in. [58:42] » So, make a motion to go with a TNR [58:48] at the price stated >> 51,000 four [58:53] » three >> three of them. [58:54] » We do with the hold ones. We're going to buy four and not have a spare, [58:57] » right? We only need three. But we have a threeear spare. So [59:03] » threeear spare basically. >> Um [59:10] I'll make the motion to approve the TNR to be ordered. [59:16] Um [59:19] » the three regulators for TNR. [59:28] is >> 17 [59:31] » $52,881 for 38.81. [59:38] » Yep. >> Okay. So, I make the motion to approve [59:43] the purchase of the TNR uh regulators for $52,881. [59:51] » All right. Motion on the table. Is there a second? [59:54] » A second. >> Been moved and seconded. Any further [59:57] discussion? All those in favor? I [1:00:01] » I opposed. So moved. [1:00:07] Thanks for coming, Alan. >> Thank you. [1:00:13] » Stay around. >> You're welcome. Have a good day. [1:00:15] » Have a good night. >> Uh, next up, final approval of [1:00:20] administrative vehicle use policy. >> So hopefully this is the last [1:00:25] copy. Um I sent a copy last meeting and then new desk that the lawyer. So [1:00:34] anything in the blue was what the lawyer added. [1:00:39] Um, so if you want to read through that agree then [1:00:52] I mean he he kind of rewarded a little bit the taxing thing that David was say [1:00:57] » wanted to see. Um, then rest is kind of just more of like a [1:01:06] formalized it a little bit harder. >> Yeah. [1:01:30] I'm glad the lawyer looked it over. These are good additions. [1:02:10] all of [1:02:16] the one change the leaving unattended. [1:02:23] If you guys go out like if the vehicle goes out and guys are leaving it like as [1:02:28] a warming truck, would that bother that? Um, [1:02:35] » yeah, I believe the keys in the thing, >> right? [1:02:37] » Yeah. I didn't I wasn't a fan of that, but that's decision. [1:02:43] » Like, I understand the reason for that is so somebody doesn't jump into it, but [1:02:48] when these guys are working in the winter, like I could like they're going [1:02:52] back. I mean, I guess it all depends on what unattended is. [1:02:55] » Yeah. I feel like if they're right there with the vehicle, it's different than [1:02:58] leaving it and going into a store or into the office. So I guess it's kind of [1:03:03] as we look at it too then >> right I think there's discretion our [1:03:08] discretion >> okay [1:03:11] » like if the keys are left in it and it gets taken from McDonald's or something [1:03:17] different >> during the storm [1:03:19] » if the keys are in it >> right during a storm or like if they're [1:03:22] working in the park over here and or >> right [1:03:26] » yeah the car's if it's the vehicle's parked right next to visibly see the [1:03:31] expression anyway. >> It's true. [1:03:33] » Okay. [1:03:38] » Yeah. [1:03:44] Garden [1:03:48] put the final stamp on that. >> If you agree, it's your choice. [1:03:53] » I'm okay with it. >> I am too. Um, I'm happy to make that [1:03:57] motion to approve the administrative vehicle [1:04:01] use policy as updated. >> Motion's on the table. Is there a [1:04:06] second? >> Second. [1:04:07] » Any further discussion? All those in favor? I [1:04:11] » I opposed. So move. [1:04:18] Now we can have some managers minutes. [1:04:27] Um, [1:04:31] so financials, we're in summer calling it hell week. So we're [1:04:36] doing we pretty much are in training every day all day. Um, Lori, Caroline, [1:04:42] myself, um, and Psyche's in there a bit, too. Um, [1:04:49] so and we're trying to stumble through some things. some of this just [1:04:53] procedural ethic been doing for 100 years and it's going to look a little [1:04:57] different but um but the cut over is the end of September so we'll be cutting [1:05:03] over the financials we've been going to Harris who's our current financial [1:05:07] software and we've been um doing uploads downloads whatever to [1:05:13] NISC um [1:05:17] you want to add to any of that or where we're at or whatever's going on [1:05:21] » it's going. Um, we're trying to proof our books before the cutoff. So, as I [1:05:28] said, Lori has named each week. This week is called week and in two weeks it [1:05:34] will be called dark week because we're going to have a whole week um from [1:05:38] Friday afternoon on the 11th through that whole next week where we cannot [1:05:43] enter anything either into the legacy software program or the new one. M [1:05:48] » so a whole week of being totally nothing can be posted anywhere. So it's going to [1:05:53] be kind of a hard week. Um that's called dark week and then the next I think [1:05:58] there's a week after and then we're going live week. So it's going to be [1:06:03] kind of intense during those weeks. But now into September 11th um we're trying [1:06:10] really hard to get everything reconciled and perfected before we make the move [1:06:15] over. Um we are going to be able to download 20 years of history which is [1:06:21] good. So um but it's a lot of proofing to make sure that everything comes over [1:06:27] accurately and um we are doing intensive training. So during live week we will be [1:06:35] doing um lots of proof lots of proof entering um and then proofing to make [1:06:40] sure everything follows in the right GL and and follows where it should. So, [1:06:45] it's all learning curve, but um so far I'm liking the new program. Um there's a [1:06:50] lot of new features that I think are going to over time make things very um [1:06:56] transparent and efficient, but it's just getting from here to there. [snorts] And [1:07:02] I think like one of the the big things is the account numbers are changing. So, [1:07:07] for me coming back in, I don't have them all memorized. Some of them I do, but [1:07:11] for like Lori and Psyche who know, you know, the way they've been doing for the [1:07:16] past 25 years and now you're dropping the first zero and you're dropping the [1:07:20] third three digits in between and you know what I mean? It's throwing them out [1:07:25] of rhythm a little bit and >> but it's just it it will come. It will [1:07:30] come. >> Good. [1:07:34] uh vert grant. The vert grant's the one we received work on the hydro buildings [1:07:39] themselves. Um we already have the roof done, the new rubber roof on it and we [1:07:45] have the window guide coming in. Um the windows ordered. Um [1:07:50] » so they were approved by >> Yeah, they got approved by the [1:07:53] historical preservation. >> Um we've got um some more money to spend [1:08:00] and so we're we're going to do that. Um cuz these came in I don't know. I mean [1:08:07] this was the project Abby started with and we thought the roof and the windows [1:08:10] were going to suck up the majority of it and we're not even close. So we have [1:08:15] some other projects um we just got to get moving on. So [1:08:20] I'll probably have some more bid estimates hopefully by the our next [1:08:23] meeting um to approve for that work to get done. [1:08:28] Um, Pearl Street sidewalk unfortunately because of some timing of some things is [1:08:34] going not going to happen till this spring coming up 2027. [1:08:38] We won't get it done in 2026. Uh, we did move the fire hydrant. Um, [1:08:44] that's ready to go. So unfortunately just some delays and some [1:08:50] easement stuff and then this we're I mean it's 98% chance it won't happen but [1:08:58] because when you once you get the all the information it has to go through the [1:09:02] state to reook at everything again and they have up to a month and then there's [1:09:06] like another 3 week delay in there or something like that. So maybe pushing [1:09:10] closer to November so we're just going to wait till the spring. Um [1:09:16] if I think majority of everybody can meet during the day if you wanted or or [1:09:21] in the afternoon. Um the folks that did the dam removal at the reservoir asked [1:09:26] if you wanted to do a walk through with them and they can describe and go over. [1:09:30] Um so if you want to throw a date out there, like I said, I don't know. Sounds [1:09:36] like the past we could do some daytime stuff that you want to do or night. any [1:09:41] thoughts on that or get back to me on a date and time [1:09:46] um to do a walk through with them. Um [1:09:52] grant we talked about that. We're moving forward with that. Um [1:09:57] so that's if you remember there's kind of two main projects there. There's the [1:10:00] Boston Post cut over where we're going to bring from the bridge about a mile [1:10:05] up. Bring that from the field to roadside. And um then the other part is [1:10:11] the vegetation management. So we get the vegetation management process moving. We [1:10:14] have a meeting tomorrow, Caroline and I, a person from the state discuss the [1:10:19] great grant and go over it kind of where we're at with everything. [1:10:23] Um so kind of that's our hopefully our next [1:10:28] project. So, we're finishing up an up that upgrade from Pleasant Street power [1:10:33] wise upgrade from Pleasant Street to Water Tower all the way out through [1:10:38] Reservoir Road. Um once that's done, hope hopefully get that wrapped up and [1:10:42] then we're going to move into um the substation, get that done, [1:10:47] and then by then we'll hopefully be ready to start the Boston Post Road [1:10:51] section. That upgrade on Elm Street Water Tower Road, they're increasing the [1:10:58] voltage. Correct. >> Correct. [1:11:00] » They have to shut off the power at some point to do that. [1:11:03] » We do. >> Have they figured out when we want to do [1:11:05] that? >> We have um engineering that part. [1:11:10] » We haven't yet. Um we have some more work to do to get to that point. And [1:11:14] then we have to uh we we need swollen cell or else it would take probably [1:11:18] double the time. So we they're going to bring two trucks over and like four [1:11:21] guys. So as a business owner in the area, would [1:11:27] you re We were thinking doing it during the day. [1:11:29] » I mean, it is what it is. I'm not going to stop you from doing it. [1:11:33] » Yeah. >> Yeah. We're thinking about during the [1:11:36] during the day just cuz it's so much easier time, you know, half the time. [1:11:40] » You can see what you're not walking through in the dark. [1:11:44] » How will people be notified? Yeah. Oh, no. We'll go out. That's not a whole [1:11:50] village thing. That's just uh basically water tower road up. [1:11:54] » So like the bank >> tractor. No, tracky or yes tractor by [1:12:01] Hannerford is off a different circuit. McDonald's the bank EMS building. [1:12:13] Yeah, two of the chesties in this. [laughter] [1:12:16] » Um >> Dave said multiple hours. [1:12:21] » Yeah, probably at least eight or no, at least uh probably 6 to 8. they'll be [1:12:27] down and then um [1:12:31] I mean they'll be working probably a good 14 hours to get it done but [1:12:36] 5 to 7 I would say I think is what they're for the cut over [1:12:44] but again another big project that or not big but a good project that we've [1:12:47] been you know been supposedly been trying to do for the past 100 years it's [1:12:51] that step down if you ever seen it just past the lines there's like by the golf [1:12:54] course there's those four funky poles of the battery fall down that we'll be [1:12:59] getting that step down. So, this same power will be going all the way up [1:13:04] through um [1:13:07] that corrosion plan that we had to do for the state that is probably going to [1:13:12] be done this week. Um, and then the the uh muffin monster. [1:13:23] Remember the muffin monster conversation? [1:13:26] » Muffin monster. >> The muffin monster is a unit that goes [1:13:30] in. It's kind of like the first line of defense for the wastewater department. [1:13:34] It's like a bunch of gears >> and takes out anything that's solid. If [1:13:40] anything goes down through there, even like like thick towel or or um something [1:13:44] hard that got through. Uh that's in. Um so I just got to line up with a digger [1:13:50] truck with a power guys to go in there and pull that out. But [1:13:53] » good. That was faster than it was supposed to. [1:13:57] » Yeah. >> They were planning on doing that when it [1:13:59] was cold. >> Yeah. [1:14:00] » So that's good. That's good. >> Uh their truck is they're just waiting. [1:14:06] They're still waiting on their truck. Um, [1:14:11] » yo, the truck's good. [snorts] >> Um, [1:14:15] » happy, not happy. >> We're happy. I'm happy with the truck, [1:14:18] but the they put the wrong hydro hydraulic uh compressor in the new [1:14:23] truck. >> So, they just came and swapped that back [1:14:26] out. >> Okay. [1:14:27] » It got wicked hot. Um, and they were wondering why. They called the guy out. [1:14:33] They didn't even recognize it. And then they ordered what they thought it they [1:14:37] ordered the replacement. Well, they had a replacement until they got the wrong [1:14:40] size. So they replaced the high the crew came [1:14:44] out, replaced it. Um and now everybody's everybody's happy. [1:14:49] » Okay. >> And and it's been John's half of it was [1:14:54] u um decal the other half to do that tomorrow and then that that truck will [1:15:00] be done >> and on the road. [1:15:03] Um, that's what I got. >> Just [snorts] circling back to the the [1:15:08] damn walk through, it might be easiest if the team threw out like maybe two [1:15:13] dates or something or whatever and we can see if we can go [1:15:17] » if there's a date. Yeah, that'd be helpful too. Or again, you want to start [1:15:20] with day or or afternoon or do you want to go? [1:15:25] » Lauren said she'd be open. She's she's pretty open to what accommodating [1:15:30] » if too many of us go. have to warn that it mean [1:15:35] » again as long as we're not talking about talk about the birds and the damn [1:15:44] » I'm not much of a walker so I'm probably not going to go [1:15:47] » okay >> I'm [1:15:49] » she has drone footage so we I can relay that to you [1:15:53] » perfect >> I'm fairly flexible before 200 p.m. But [1:15:57] I just my schedule's kind of all over the place, so it's hard to to know what [1:16:03] I'm going to have available. >> And getting back to the walking part, [1:16:07] you don't really have I mean, you can walk all the way up if you want, but you [1:16:11] can drive literally now right to it and see where the dam was and see it's not [1:16:14] there, but and look up the river. So it doesn't she she like I mean she's happy [1:16:20] to walk the whole thing with you but if you just want to stop there and look out [1:16:24] the river I mean cuz the part that you look at it's just [1:16:30] right it's been dug out and replaced and so so going to be a drive up too. [1:16:38] I think what was saying if she wants to just pick a couple dates and then we can [1:16:41] try to choose out of those two >> dates. She again she said she be pretty [1:16:48] dominating. >> Okay. [1:16:56] » Sounds good. >> You said before too. [1:16:58] » Yeah. I can generally like flex a little bit time before or after 5:30. [1:17:03] Um but like during programming >> Yeah. during programming time. I need to [1:17:08] be doing what day? >> Yeah, after 5:30 [1:17:12] because it's been a long day. [1:17:15] » I mean, we got a couple more weeks, but after that, it's going to start getting [1:17:18] » Yeah. Let me see. I'm just trying to like I [1:17:21] can give you some >> Mondays are kind of better for me. [1:17:26] » Leonard, >> he's retired. He doesn't do anything. [1:17:31] You said that before. [1:17:36] » So Leonard's a don't care. [laughter] >> Don't care. [1:17:40] » Just let just let me know. >> I'm guessing Dave, as long as he has a [1:17:43] little lead time, doesn't care, per se. >> You could probably make it where [1:17:49] » I know next week is really busy for me on and off the week after and then a [1:17:55] little bit, a little less scheduled as >> a day slower for you. [1:18:01] I'm going uh late September. I have I'll be gone for a few days, but other than [1:18:06] that, I'm pretty open about the 14th. >> September. [1:18:11] » Yeah. >> No, August. [1:18:14] » Sure. [1:18:17] » Sometime between 10 and 2, I should be available. [1:18:20] » So, set them about like 11:00. >> Sure. [1:18:25] » You let us know. >> All right. [1:18:30] What is it? 14. Let me show my >> Monday. [1:18:34] » That's not one of your uh hell week. Dark week. [1:18:38] » Oh, right. >> No, dark week's the 30th. [1:18:41] » It's not >> the 14th, is that what is third week? [1:18:45] » No. Um the cut off for >> that is dark week. [1:18:48] » September 11th. >> So, perfect. You don't have anything to [1:18:50] do here. [laughter] >> So, during that week, we need something [1:18:54] to do cuz we're going to be going crazy. We have a walk through. But it' be a [1:18:57] good day for me to be out of the office. [clears throat and laughter] [1:19:01] » Let's play it that day. >> Let it be a good day. [1:19:07] » That is dark night. >> It's not like you're going to be gone [1:19:10] all day. >> Yeah. [1:19:13] All right. So, she was the 14th at 11:00 a.m. I'll tell uh ask Lauren. Okay. [1:19:24] Um, and then you can see too what she's working on. Did I mention this? So, [1:19:28] she's working on a grant to help us with the crossing, [1:19:33] um, the river crossing. And we may adjust it um, [1:19:38] and cross up a little bit further and take that road up the way the road is [1:19:44] now. If you never been up there, the road kind of crosses, [1:19:47] » it goes into a little bit of the easement of the neighbors. It loops up [1:19:50] like this to get to well two. The idea is to just follow the power line. So [1:19:54] then we don't have to worry about vegetation management or the power line [1:19:57] anymore cuz we'll keep it clear and if we're going to put a cover in anyway, we [1:20:02] might move the C over a little bit and then just have the road follow right up [1:20:05] to. >> That's the key. [1:20:07] » And then we wouldn't be on the easement just in case anything would happen. Not [1:20:11] that I would per se, but we would have to worry about that be all on the [1:20:14] village property. Good. [1:20:21] » I did more talking this time than I have since I've been here. [1:20:25] » So, that project went good with the fire hydrant up here. [1:20:31] » Yep. >> Okay. [1:20:32] » Yep. So, that got moved and all that was rolled. What was going on on Main Street [1:20:36] just >> Oh, so we had a So, um, FCIDC is finally [1:20:44] paving their parking lot and then that strip, you remember Gary's dying words [1:20:49] where make sure that strip gets paid where they dug their line in the big dig [1:20:53] on Main Street. >> Um, so that's all going to be done here [1:20:56] in the next painting should be done the next week or two. They had to wait [1:20:59] » 9th 8th like Tuesday Wednesday in September [1:21:04] » they actually >> 7th 8th 8th 9th something like that. [1:21:07] » Yeah. They had to wait for that gravel the compact for 3 weeks. [1:21:13] » So [snorts] we had to fix that manhole first. [1:21:16] » So the guys did that before school started. [1:21:20] » So that's all done. So when they come to pave it's all done. [1:21:26] Good. >> I heard uh Swampton the baffle over the [1:21:32] dame had cracked or busted or whatever and [1:21:36] it's gone. >> Yeah. [1:21:37] » And now they're not they're buying most of the electricity. Is that affecting us [1:21:42] in any way? >> They're No, not us. Uh [1:21:49] » not really. >> No, not really. The only thing that is [1:21:51] interesting is the river had the river has changed a bit. [1:21:56] So if we were running um it might have helped us a little bit [1:22:02] cuz they're they're not they're not backing up and then draining the river [1:22:07] like they normally would be with that with that ladder. [1:22:11] But technically, no. Okay. And and then to Heather's point, just we don't forget [1:22:16] that Heather had brought up emailed asking about the whole new tariff thing [1:22:21] that's going on and probably saw on the news that there was shut down can't shut [1:22:26] off power to some states or whatever that in theory shouldn't affect us. I [1:22:32] mean, maybe you get into winter a little bit cuz but everything's volatile in the [1:22:38] power world anyway. But again, we don't buy power directly from Canada. It's [1:22:44] more on it would be a more an emergency purpose. We have a connection through [1:22:48] that high gate big substation. Um that's traditionally what we've been [1:22:54] using power from them for is if we ever needed it for anything south of us or [1:22:59] west of us went down we could get power from that that substation specifically [1:23:05] us too the village not others may not but we could could have fed from BEC [1:23:11] through that. >> Yeah I couldn't remember. I thought [1:23:13] there were like some sort of connect like way we were connected with Canadian [1:23:17] powers. I didn't remember the full details. [1:23:19] » Yeah. >> Might not pan out to be anything but [1:23:21] just something to be aware of since it's something being talked about. I mean it [1:23:27] is interesting because I mean I don't know what the future [1:23:32] looks like. Um but you [snorts] know through VPSA they Velco and they are [1:23:38] looking at a huge substation overhaul like like a million dollars or some [1:23:42] crazy number of that substation and maybe moving it. So I don't know if [1:23:48] something happens there now or I think it all going forward but [1:23:55] might make you nervous to spend a million dollars not knowing they may cut [1:23:58] us off but that's you know and that's all way [1:24:04] out world stuff. [1:24:08] So, >> um, can I make an amendment to the, um, [1:24:15] agenda because I just realized we have executive sessions before other [1:24:18] business. We're kind of getting into other business anyway. [1:24:21] » Switch those two items. >> Sure. [1:24:23] » Awesome. [1:24:28] » All right. Who's got some other business? [1:24:31] I hear [1:24:35] um Brian at the wastewater department asked [1:24:42] he said he talked to Ken and we have extra asphalt millings from when they [1:24:45] redid Sis Street. He would like to purchase some of them. [1:24:51] I don't have a problem with it. He doesn't need much. We're still going to [1:24:54] have plenty left over for whatever projects Kenny has. I guess [1:24:59] we just have to decide on a price and if we're interested in selling or [1:25:02] something. [1:25:06] » I mean, I don't care. I don't know what the going rate for that stuff is. I [1:25:09] know. >> I did a quick Google search and about 12 [1:25:12] bucks a yard is a fair price. >> Okay. How many yards? [1:25:20] » I think he said he wanted a couple ton truckloads. So, not much. [1:25:24] » Couple >> one ton truckloads. [1:25:26] » Oh. So 6 8 y. [1:25:34] » What's our policy? >> Right. I don't know. That's the other [1:25:38] thing. >> Do we have anything against selling that [1:25:42] stuff? >> I I don't think so. I don't I mean I [1:25:47] don't know if any policy not to do that. We always just like when it comes to [1:25:52] firewood and stuff, we always just stay away from it cuz you never know. [1:25:56] wants it or who doesn't want it. So, we just never really touched it, per se. [1:26:00] But if if he's buying it, I don't I don't see an issue with I [1:26:05] guess. >> Very different than giving it away. [1:26:08] » Yeah. I mean, we've done it with cell phones. [1:26:10] » Yeah. >> Simple cell phones that were used that [1:26:13] we couldn't use anymore. We sold those for 20 bucks to people or whatever. [1:26:17] » Yeah. It's not like we haven't done that type of thing before [1:26:21] » and that wasn't part of a policy. We just picked a price and [1:26:24] » Yeah. Yeah, we used to do a fair market value. [1:26:25] » Yeah. >> Okay. [1:26:29] And where would that go? Back to the highway. [1:26:33] » Probably their fun. [1:26:37] » Yeah. Unload that middle dumpster. They make a tool fund. [1:26:41] » Okay. So, go there. >> Okay. [1:26:50] » With me. If it's all right with anybody else. [1:26:52] » Yeah. I don't know if we need to move on that, but [1:26:55] » uh >> probably just so that it's written in [1:26:59] » right >> down what we're selling for. [1:27:03] » Yeah. Okay. >> $12 a yard, 68 yards. [1:27:08] » We need to say $12 a yard. I mean, >> well, we want to make sure there's [1:27:12] enough for >> projects that are needed. [1:27:15] » We should say like 10 yards or something. [1:27:17] » Sure. >> And if it goes over that, we can revisit [1:27:19] it. >> Sure. [1:27:21] No more than 10. Okay. >> So, take a motion to sell up to 10 yards [1:27:26] millings to Brian for $12 a yard. >> All right. We'll make that motion. [1:27:33] » Move. Is there a second? I'll second that. All right. Moved and [1:27:37] seconded. Any further discussion? All those in favor? I post. So move. [1:27:45] That's all I have. [1:28:14] I don't know if I have anything. I just I kind of put down a note to like go [1:28:17] along with the like a birthday cake just the king of [1:28:20] carts festival if there was something local produce or something that we could [1:28:25] also like hand out to people like apples or something alternate to a cake and [1:28:31] everybody wants cake or something and we can support local farmer [1:28:36] » or something that orchard north whatever it's called. [1:28:39] » Yeah. Yeah. connect with a local farmer and find a [1:28:43] something that like doesn't have to be packaged or anything and we can just [1:28:48] have that available. >> Okay, I'll double check with them. I [1:28:51] just I know what I asked in the past is when we gave they gave us away a little [1:28:56] bit food away goodies or >> right you don't want to give away stuff [1:28:59] that people are there trying to sell. >> Trying to sell down here [1:29:03] down here so it was a little bit different. I forgot I had to have [1:29:06] something in the park. >> May want to be more conscious of that. I [1:29:11] mean, just oranges do the cake. >> I'm sure we've got local orange trees [1:29:16] somewhere, right? [1:29:22] » Actually, I was just texting K. [1:29:30] » I have nothing else. [1:29:34] If there's no other business, I'll take a motion to enter into executive session [1:29:38] for the purpose of discussing negotiations in which premature public [1:29:41] knowledge would compromise the position of municipality. [1:29:44] » We'll make that motion. All right. >> Seconded. Any further discussion? [1:29:49] » All those in favor? I >> opposed. So moved.
