Yeah, we've just 7 00:00:49,720 --> 00:00:53,720 thrived at the indigenous i.e. acknowledgement our apology. Right on, having missed much 8 00:00:53,720 --> 00:00:57,720 budget. All right, we're going to do this, land acknowledgement statement. We'd like to begin this 9 00:00:57,720 --> 00:01:03,720 meeting by acknowledging the robbers of here in treaty of 1850 and acknowledging the Tone of Espionola is located 10 00:01:03,720 --> 00:01:10,720 on the traditional territories of the White Fish River First Nation, Sagamac, anishanabic, anishanabic, anishanabic, anishanabic. 11 00:01:10,720 --> 00:01:17,720 We acknowledge this as part of our commitment to truth and reconciliation with indigenous peoples and to work together 12 00:01:17,720 --> 00:01:26,720 for our future generations. Next door of business, disclosure of any pecuniary interest and general nature thereof. 13 00:01:26,720 --> 00:01:35,720 See, none. See as delegations and petitions, we have delegation from the Espionola Regional Hospital and Health Center, Jane 14 00:01:36,720 --> 00:01:42,720 by the Stelling. See you all in our doctor, Rob, the badge, chief of staff. Would you like me to give you a presentation? 15 00:01:42,720 --> 00:01:47,720 Thanks. 16 00:01:51,720 --> 00:01:57,720 All right, thank you, Mayor Jurbe, which also has been town council for the opportunity to share this presentation with you. 17 00:01:57,720 --> 00:02:02,720 So we want to share a little bit of information about Espionola Regional Hospital, so we are at health care 18 00:02:02,720 --> 00:02:07,720 campus. We deliver care and services through a patient-centered, collaborative model 19 00:02:07,720 --> 00:02:13,720 through the hospital, walk-room care home, family health teams, seniors, assisted living and non-profit housing. 20 00:02:13,720 --> 00:02:23,720 So we're committed to providing access to core patient services to espionola and area residents, as well as expanding the level of service to keep patient care and closer to home. 21 00:02:23,720 --> 00:02:30,720 So we offer emergency department, we have mental health and addictions crisis worker and emergency department, nurse navigators 22 00:02:30,720 --> 00:02:38,720 and in the acute care medical unit. We have diagnostic imaging, cardiac testing, outpatient lab services, 23 00:02:38,720 --> 00:02:45,720 co-patient physiotherapy, and we support onsite services with partners through our family health teams, such as 24 00:02:45,720 --> 00:02:55,720 geriatric behavioral supports, telemedicine, palliative complex care, home community care, audiology, sleep lab, and pulmonary function tests, 25 00:02:55,720 --> 00:03:00,720 and put care, navigation, and rapid access to addiction medicine clinic. 26 00:03:00,720 --> 00:03:06,720 We have seniors assisted living, as I said, and non-profit housing. And we continually advocate for the 27 00:03:06,720 --> 00:03:14,720 expansion and enhancement and coordination of our rural health health model. We're making enhancements to our long-term care home 28 00:03:14,720 --> 00:03:22,720 to support quality of life for our residents. We're committed to education and training and have developed a rural simulation program 29 00:03:22,720 --> 00:03:28,720 to enhance critical care education and training in our emergency department. 30 00:03:28,720 --> 00:03:34,720 In terms of just the past year, we thought we'd give you some statistics on how we're serving our community. 31 00:03:34,720 --> 00:03:40,720 So we've carried forward 13,000 patients in our emergency department, which runs 24 or 7. 32 00:03:40,720 --> 00:03:47,720 We admitted 722 patients through the emergency department, and 70% of those we carried within our own hospital, 33 00:03:47,720 --> 00:03:55,720 so they received care close to home. About 30% were transferred to HSN, or other tertiary facilities for a higher level of care, 34 00:03:55,720 --> 00:04:06,720 meaning the cardiology or ICU of statrics, or psychiatry. Our lab department has performed over 175,000 inpatient and outpatient tests. 35 00:04:06,720 --> 00:04:19,720 We performed performed multiple x-rays, ultrasound, cardiac testing, and we've seen an increase in average increase of 120% in our diagnostic imaging department 36 00:04:19,720 --> 00:04:30,720 tests over the past five years. We provide primary care to over 49, 100 loss of patients throughout family health team, through our live family physicians that work there. 37 00:04:30,720 --> 00:04:39,720 And this year, we hosted a visit with the ADM of health and a delegation from Ontario Health and we really highlighted our rural health campus model 38 00:04:39,720 --> 00:04:45,720 and advocated for equity and access to care and services to meet the rural means of our community. 39 00:04:45,720 --> 00:04:50,720 Rob's going to talk to you on the health care run in eight and a moment. 40 00:04:51,720 --> 00:04:54,720 Thank you very much for letting us talk for a few minutes. 41 00:04:54,720 --> 00:05:05,720 So I'm sure if you've either experienced health care or listen to the news in the last few years, you know that since COVID health care has really been struggling 42 00:05:05,720 --> 00:05:12,720 and one of the big challenges human resources and lack of physicians, nurses, and physiosocial workers. 43 00:05:12,720 --> 00:05:19,720 A lot of people retired, you know, a lot of people have burnt out, and so it's been very challenging. 44 00:05:19,720 --> 00:05:28,720 So every hospital health care institution is kind of fighting for the to recruit people, which is a challenge. 45 00:05:28,720 --> 00:05:38,720 I think, you know, one of the, you know, I think I've worked in Espanola for 30 years along with being in Subbury in Xena, you know, some big changes. 46 00:05:38,720 --> 00:05:48,720 Right now, we have over 1100 patients in this area, and they don't have a family physician or nurse practitioner, which is a huge challenge. 47 00:05:48,720 --> 00:05:52,720 I mean, all of health care falls apart without primary care. 48 00:05:52,720 --> 00:06:06,720 So what happens is a lot of these patients end up going to the emergency department for things that could be dealt with in a family doctor's office, and it shouldn't be followed by one person in a long term. 49 00:06:06,720 --> 00:06:17,720 So that's obviously let, if you've been in the emergency department, much longer weeks, they're not the 12, 15 hours that were seen in Subbury, but they're longer than they used to be. 50 00:06:17,720 --> 00:06:26,720 We've also seen like huge, so we see a lot of our patients with these primary care needs, we see a lot more people suffering from mental health problems or addiction issues. 51 00:06:26,720 --> 00:06:33,720 In an chronic disease, and if people are getting their chronic diseases manage, they have no, you know, by the time they show up in the emergency, they're often very sick. 52 00:06:33,720 --> 00:06:38,720 I've diagnosed cancer a lot more in the last sense of COVID than I ever in the emergency department. 53 00:06:38,720 --> 00:06:43,720 That's not the place you should be diagnosed in cancer, and we're doing that an alarming rate. 54 00:06:43,720 --> 00:06:51,720 This fall, I've seen more respiratory illnesses than in my 30 years in practice, everybody's got in the morning. 55 00:06:51,720 --> 00:06:58,720 So I'm not sure what happens when the flu season hits, but not too promising. 56 00:06:58,720 --> 00:07:12,720 As James said, you know, we have a lot of care is provided in the Espanola hospital, but we still rely on HSN for specialized care, like cardiology, psychiatry, surgery, internal medicine. 57 00:07:12,720 --> 00:07:30,720 And the challenges, there have been huge, ship beds, challenges at HSN, so it means that patients are out in the state, in Espanola waiting for beds, and those patients for an inch of ground, we're waiting 10 days, two weeks, which is really unacceptable, unless they're kind of deemed life and limb. 58 00:07:30,720 --> 00:07:41,720 You know, we've seen, like I said, a lot more substance use a lot more overdoses, Espanola, and Manitulin have three times the provincial average, so that's a huge problem. 59 00:07:41,720 --> 00:07:50,720 You know, just the challenges with getting nursing and hiring enough nurses and keeping our nurses. 60 00:07:50,720 --> 00:07:58,720 And I think it's real credit to the team here that they've been able to work in a very hard to keep this hospital going. 61 00:07:58,720 --> 00:08:07,720 So as far as recruitment priorities, prior to COVID, the emergency department schedule and hospital schedule. 62 00:08:07,720 --> 00:08:12,720 So hospitalists are the physicians that look after when you stay in the hospital was always full. 63 00:08:12,720 --> 00:08:21,720 We had no problems scheduling physicians, we had a lot of physicians coming from February or in place that's willing to work in the emergency department or cover the invasions. 64 00:08:21,720 --> 00:08:24,720 Since COVID, that's been a challenge. 65 00:08:24,720 --> 00:08:30,720 Now, when the schedule initially comes out, there's about 20% of the shifts that are covered. 66 00:08:30,720 --> 00:08:37,720 And there's, again, you know, the team has stepped up to the plate and covered shifts. 67 00:08:37,720 --> 00:08:39,720 Sometimes it's been at the last minute. 68 00:08:39,720 --> 00:08:43,720 Sometimes we've had to get physicians from other parts of Monterey. 69 00:08:43,720 --> 00:08:47,720 We'll come in at the last minute to avoid things like you may have heard this in the last week. 70 00:08:47,720 --> 00:08:53,720 There was Saint Joseph Island had to close their emergency department, blind member came very close. 71 00:08:53,720 --> 00:09:05,720 But again, in credit to the leadership of the hospital and to the team, nurses and physicians that have stepped up in working extra hours to keep the place open. 72 00:09:05,720 --> 00:09:12,720 And, you know, so we need to be able to recruit more physicians more nurses to this hospital. 73 00:09:12,720 --> 00:09:16,720 Yeah, for to work in the emergency department or the hospital. 74 00:09:16,720 --> 00:09:24,720 But also, like I said, primary care is really the foundation of patient care and keeping people healthy and preventing hospitalizations. 75 00:09:24,720 --> 00:09:32,720 And, you know, right now, like I said, there's over 1100 patients that don't have either nurse practitioner or a physician. 76 00:09:32,720 --> 00:09:34,720 So that's very important. 77 00:09:34,720 --> 00:09:42,720 Right now, you know, the hospital is providing, using a lot of their own money to try to recruit physicians and nurse practitioners to the community. 78 00:09:42,720 --> 00:09:50,720 And offering, you know, various, you know, interest-free loans and, you know, incentives to come. 79 00:09:50,720 --> 00:09:56,720 But, you know, right now we need, like, two nurse practitioners, we need two family doctors to fill that void. 80 00:09:56,720 --> 00:10:00,720 So, you know, to help those 1100 patients. 81 00:10:00,720 --> 00:10:04,720 But, you know, a lot of people have, I'm sure you guys know this. 82 00:10:04,720 --> 00:10:11,720 But I see a lot of patients have moved up from a down south in the last few years, because probably a combination is cheaper. 83 00:10:11,720 --> 00:10:16,720 But they all think they're going to get a family doctor when they come up here, and they couldn't get one 20 years ago. 84 00:10:16,720 --> 00:10:20,720 So they're not getting one now, so it's very challenging. 85 00:10:20,720 --> 00:10:28,720 So, just in terms of town, of us in all the partnerships, we're very grateful for the partnerships we've had. 86 00:10:28,720 --> 00:10:36,720 And through town council support, you are directly contributing to improving access to care, and the enhancements of services across our health campus. 87 00:10:36,720 --> 00:10:47,720 So, your contributions have helped us to support recruitment incentives for an emergency department nurse practitioner who directly contributes to the recruitment and retention of physicians. 88 00:10:47,720 --> 00:10:57,720 We did lose physicians when we didn't have that support, and now that supports back in our emergency department, we're seeing physicians are more willing to pick up shifts and work because there is help for them. 89 00:10:57,720 --> 00:11:02,720 They work 12 hour 24 hour shifts, so having nurse practitioner to help them is very helpful. 90 00:11:02,720 --> 00:11:11,720 And this also, your support also helped us to run some campaigns for frontline nurses and incentives there. 91 00:11:12,720 --> 00:11:26,720 Your commitment to health care has supported two delegations with the Ministry of Health, so one was a mental home addictions, delegation, and we were able to acquire funding for withdrawal management bed funding. 92 00:11:26,720 --> 00:11:40,720 And that allowed us to support a crisis worker named emergency department who is essential to helping to manage those patients that come in with mental health and addictions and connecting them to services and connecting them to any services they might need at a tertiary center. 93 00:11:40,720 --> 00:11:49,720 As well as the last delegation with Mayor Duray and Joseph, where we did some advocacy for CT scan in 2023. 94 00:11:49,720 --> 00:11:52,720 We have put in a state-to-one submission to the Ministry. 95 00:11:52,720 --> 00:11:55,720 It has gone through Ontario Health North. 96 00:11:55,720 --> 00:12:00,720 It's been approved there and it's escalated to the Ministry right now so we're waiting for an answer. 97 00:12:00,720 --> 00:12:06,720 A CT would be a game changer essential for us in the emergency department. 98 00:12:06,720 --> 00:12:08,720 It would keep patients closer to home. 99 00:12:08,720 --> 00:12:19,720 It would keep nurses in the department and not in ambulances down the highway transferring patients as well as in the area and physician for medical learners. 100 00:12:19,720 --> 00:12:25,720 It also provides them a different experience as well if they're learning in the emergency department. 101 00:12:25,720 --> 00:12:30,720 So I think through other partnerships like to community safety well being planned. 102 00:12:30,720 --> 00:12:33,720 Our community care leadership planning table. 103 00:12:33,720 --> 00:12:45,720 Our recent submission for an expression of interest for health Canada or to see treatment fund to have more access to crisis workers and mental health supports in the system. 104 00:12:45,720 --> 00:12:48,720 And other opportunities to explore seniors housing. 105 00:12:48,720 --> 00:12:54,720 I think those partnerships are essential for us to improve access to care and services in the community. 106 00:12:54,720 --> 00:12:57,720 So we very much thank you for that. 107 00:12:57,720 --> 00:13:08,720 So we thank you for the opportunity to present tonight and hoping that if there's a way you can match last year's contribution to our recruitment incentives that would be much appreciated. 108 00:13:08,720 --> 00:13:13,720 So thank you for your time and if there's any questions. 109 00:13:14,720 --> 00:13:17,720 Is there a council or do you think? 110 00:13:19,720 --> 00:13:25,720 You send you short to physicians and to nurse practitioners that. 111 00:13:25,720 --> 00:13:28,720 The normal. 112 00:13:28,720 --> 00:13:29,720 Councillor. 113 00:13:29,720 --> 00:13:32,720 Do you have to see a little bit closer to your mic please. 114 00:13:32,720 --> 00:13:33,720 Thank you. 115 00:13:33,720 --> 00:13:36,720 Last month was further. 116 00:13:36,720 --> 00:13:38,720 Do you get the question? 117 00:13:39,720 --> 00:13:44,720 So with the number of unattached patients that we're seeing in the community. 118 00:13:44,720 --> 00:13:48,720 We could in speaking with the physicians of the family health team. 119 00:13:48,720 --> 00:13:53,720 There is room for two more full-time family practitioners in the family health team. 120 00:13:53,720 --> 00:13:59,720 In terms of nurse practitioners we have two vacancies of our current positions of nurse practitioners. 121 00:13:59,720 --> 00:14:04,720 It's been extremely hard to recruit into those positions. 122 00:14:05,720 --> 00:14:07,720 Councillor Calione. 123 00:14:07,720 --> 00:14:12,720 Of course I just want to take the time to thank both of you for coming in today. 124 00:14:12,720 --> 00:14:20,720 This is you know even outside of the towns regular contribution which as a member of council I'm more than happy to support again for another year. 125 00:14:20,720 --> 00:14:31,720 I feel you know the information you've given us today is very valuable as decision makers and I and I just want to to commend you commend your team and all the wonderful work you do. 126 00:14:31,720 --> 00:14:37,720 And I'm pleased from what I've heard from residents of very high amount of respect in this community and it's very well deserved. 127 00:14:37,720 --> 00:14:43,720 I don't envy the position that some front line health care workers are in it's a tough job. 128 00:14:43,720 --> 00:14:53,720 And I guess my only question would be in terms of some of the incentives we're currently providing to attract those in primary care. 129 00:14:53,720 --> 00:14:58,720 How do we stack up compared to comparable health centres say in northern Ontario like are we? 130 00:15:00,000 --> 00:15:09,000 Are there ways we can feasibly measure that, measure the success of recruitment strategies? How do you go about that? 131 00:15:09,000 --> 00:15:15,000 I think in terms of our recruitment strategies, we are similar to other small role in the communities. 132 00:15:15,000 --> 00:15:22,000 It's unfortunate we're all competing with each other, and we all have limited abilities to support some incentives. 133 00:15:22,000 --> 00:15:32,000 So it's collaboration, it's working together and trying to figure out how we can work to bring and attract physicians to our communities. 134 00:15:32,000 --> 00:15:40,000 So I feel like we're all in the same mode and we're all offering the same type of incentives to get people to come to a small role communities. 135 00:15:40,000 --> 00:15:42,000 Thank you very much. 136 00:15:43,000 --> 00:15:55,000 Just to add that, I think one of the great things about Espanola is it is close to submarine, which, you know, as the positives and negatives, but from a medical, trying to recruit people. 137 00:15:55,000 --> 00:16:07,000 It's probably easier than some of the more isolated communities, you know, especially if, you know, there's there's partners that have different jobs and stuff like that that, you know, they can be closer to a larger center. 138 00:16:07,000 --> 00:16:18,000 Plus, you know, they, you know, there's some physicians that come out of medical school and medical training and, you know, they don't want to be working in a place that's so far away. 139 00:16:18,000 --> 00:16:23,000 I mean, you know, like Jane said, I think if we can get this CAT scan or it makes a huge difference. 140 00:16:23,000 --> 00:16:32,000 It is a game changer, and I mean, I think they'd finally realize that that's, you know, is an essential tool in 2024. 141 00:16:32,000 --> 00:16:45,000 So, as well, a lot of that, you know, I'm old school and, you know, we can kind of, you know, we're used to working without a CAT scanner and stuff, but I think for a lot of new physicians not having a CAT scanner is kind of scary. 142 00:16:45,000 --> 00:16:54,000 So having a CAT scanner in near department is going to make a huge difference, and I think just being close to the medical school and the hub, but there's a lot of attraction. 143 00:16:54,000 --> 00:16:59,000 So I think that that is a big advantage for Espanola. 144 00:17:00,000 --> 00:17:02,000 And the other questions, these are comments. 145 00:17:03,000 --> 00:17:10,000 Okay, then I would like to thank you very much for your presentation and your work you do in the community as well, appreciate it. 146 00:17:10,000 --> 00:17:15,000 And we're all, you sure, health is all in all our minds as a priority. 147 00:17:15,000 --> 00:17:20,000 And this item will come up at a budget deliberations, and we'll look for it there. 148 00:17:20,000 --> 00:17:21,000 Okay. 149 00:17:21,000 --> 00:17:22,000 Thank you. 150 00:17:22,000 --> 00:17:31,000 So our next order of this is a public hearing. 151 00:17:31,000 --> 00:17:32,000 If you want. 152 00:17:43,000 --> 00:17:44,000 Thank you. 153 00:17:45,000 --> 00:17:52,000 So the first public hearing is at Section T1 of the agenda. 154 00:17:52,000 --> 00:17:59,000 So under Section 53 of the Planning Act, public hearing is being held to consider the proposed consent application. 155 00:17:59,000 --> 00:18:09,000 Put forward by Mr. Dan Mascott Senior, pertaining to a lot eight concession five plan and 74, a lot 50 personal, 6449. 156 00:18:09,000 --> 00:18:14,000 Township of Merritt, town of Espanola, for otherwise known as 454. 157 00:18:14,000 --> 00:18:15,000 Meet Boulevard. 158 00:18:15,000 --> 00:18:27,000 The application internal reference is P-0424 and the purpose of the proposed consent is for a lot of addition to be added to a lot eight concession five plan. 159 00:18:27,000 --> 00:18:41,000 I'm 74, part not 49, partial 13772, Township of Merritt, town of Espanola, also known as 537 John Street. 160 00:18:41,000 --> 00:18:47,000 Well, just mentioned for the record that this this application came to council previously. 161 00:18:47,000 --> 00:18:52,000 The conditions of the consent weren't met within the two year timeline. 162 00:18:52,000 --> 00:19:02,000 I'm going to get this back to to pursue that consent again. It was previously approved by council in 2021. 163 00:19:02,000 --> 00:19:03,000 Okay. 164 00:19:03,000 --> 00:19:07,000 As Mr. Bird is indicated, we have two public hearings this evening. 165 00:19:07,000 --> 00:19:12,000 The intersection 53 of the Planning Act applications, B-O-424. 166 00:19:12,000 --> 00:19:15,000 B-O-5-24. 167 00:19:15,000 --> 00:19:18,000 Public hearings are 00:19:34,000 Notice of these public hearings were provided by mail to nearby property owners and by posting at the property as for the Planning Act notice requirements. 170 00:19:34,000 --> 00:19:40,000 If you wish to be notified of the decision of the town of Espanola on the applications, you must make a written request to the town. 171 00:19:40,000 --> 00:19:46,000 Any specified person or public body who might wish to appeal the decision of the town. 172 00:19:46,000 --> 00:19:55,000 To the Ontario Land Tribunal, made not later than 20 days after the given notice under subsection 17 of the Planning Act is completed. 173 00:19:55,000 --> 00:20:04,000 An appeal to the decision or any condition imposed by the council or appeal both the decision and any condition on the Tribunal by filing with the clerk. 174 00:20:04,000 --> 00:20:12,000 They miss value and notice of appeal, sending out the reasons for the appeal, accompanied by the fee charge by the Tribunal. 175 00:20:13,000 --> 00:20:21,000 Okay, we will now open the public hearing for consent application, affecting property known as B-C-L-6447. 176 00:20:21,000 --> 00:20:30,000 Section SWS-Lot 50 Plan M-7-4 Merit, Espanola on 4.54 Mead Boulevard. 177 00:20:30,000 --> 00:20:36,000 I would like to ask the Deputy Clerk to provide an overview description of the applications. 178 00:20:42,000 --> 00:21:06,000 The clerk's previously stated this application originally came to council in 2021, where it was approved and in order to the decision was provided to the applicant. 179 00:21:06,000 --> 00:21:11,000 The conditions were not fulfilled within the a lot of timelines and therefore has lapsed. 180 00:21:11,000 --> 00:21:17,000 In the circumstances the applicant must start the process by submitting a new application. 181 00:21:17,000 --> 00:21:26,000 Excuse me, the purpose of the consent application B-04-S-24 is to add a portion of the backyard from a lot of eight session five. 182 00:21:26,000 --> 00:21:34,000 And M-74-Lot 50, Harsal 6449, Township of Merit, Town of Espanola. 183 00:21:34,000 --> 00:21:42,000 Known as 454, Mead Boulevard, 2-Lot 8, Concession 5, Plan 74, Plan M-74, sorry. 184 00:21:42,000 --> 00:21:49,000 Part-Lot 49, Harsal 13772, Township of Merit, Town of Espanola, 537 John Street. 185 00:21:49,000 --> 00:22:03,000 Each lot will require an associated, each lot will require approval of associated minor variance applications to recognize existing or new deficiencies as a result of the consent application. 186 00:22:03,000 --> 00:22:13,000 Rearances for 454 Mead are required to recognize the reduced lot frontage for 16.5 Meaders is required and 15.24 Meaders is provided. 187 00:22:13,000 --> 00:22:18,000 And front lot depth were 5 Meaders is required and 3.6 Meaders is provided. 188 00:22:18,000 --> 00:22:32,000 A variance is needed for 537 John Street to recognize the reduced lot frontage were 16.5 Meaders is required and 15.24 Meaders is provided. 189 00:22:32,000 --> 00:22:34,000 Thank you. 190 00:22:34,000 --> 00:22:39,000 At this time in the applicant, make comments if they are present. 191 00:22:39,000 --> 00:22:43,000 That's fine. 192 00:22:43,000 --> 00:22:45,000 Hello everyone. 193 00:22:45,000 --> 00:22:55,000 I'm just a little bit concerned about a minor variance on both properties because both properties have been there for like my house at 90 years old. 194 00:22:55,000 --> 00:23:00,000 The house that I sold my son is 70 years old, 60 years old. 195 00:23:00,000 --> 00:23:06,000 So the frontages and the measurements are not anything to do with what I'm asking for. 196 00:23:06,000 --> 00:23:08,000 I mean, that has been in place. 197 00:23:08,000 --> 00:23:11,000 It's documented somewhere in his building. 198 00:23:11,000 --> 00:23:16,000 I'm just looking at the sever piece of property to give to my son. 199 00:23:16,000 --> 00:23:23,000 That's all I wanted to do, but now I'm asked, I don't know if it's a recommendation or whatever it is. 200 00:23:23,000 --> 00:23:27,000 But two minor variance is not sure what that cost anymore. 201 00:23:27,000 --> 00:23:29,000 It gets around 1200 bucks. 202 00:23:29,000 --> 00:23:35,000 But I don't see the reason for minor variance on either property. 203 00:23:35,000 --> 00:23:46,000 Like the only problem with it is because it's too close for the road, but every house is if there's so many houses in this town that take the old, like the older homes in this town, or I'll build like that. 204 00:23:46,000 --> 00:23:49,000 So it's not anything I've done. 205 00:23:49,000 --> 00:23:54,000 I'm not doing anything else with that property except for severing it. 206 00:23:54,000 --> 00:23:58,000 Yeah, I can comment. 207 00:23:58,000 --> 00:24:01,000 I do understand Mr. mascot's frustration. 208 00:24:01,000 --> 00:24:08,000 It is a legal requirement unfortunately, so it's not something that we have control over. 209 00:24:08,000 --> 00:24:21,000 When you, when you pursue a consent and the lot fabric changes, you lose your legal non-conforming in this case status for existing structures. 210 00:24:21,000 --> 00:24:27,000 So you're required then to recognize those deficiencies through minor variances. 211 00:24:27,000 --> 00:24:37,000 So because you've you've changed the lots there by creating essentially two new lots that are of different dimension than the original lots. 212 00:24:37,000 --> 00:24:45,000 You lose the non-conforming status. So we've had this come up in my time already with the town. 213 00:24:45,000 --> 00:24:49,000 So where we've had to to recognize existing deficiencies. 214 00:24:49,000 --> 00:25:05,000 In fact, we the council recently did so on a matter pertaining to a property on side road where there were existing deficiencies that had to be recognized through minor variances for the existing structures. 215 00:25:05,000 --> 00:25:11,000 So I understand and it is a requirement of the legislation not the time. 216 00:25:11,000 --> 00:25:13,000 Did you sit to legal require? 217 00:25:13,000 --> 00:25:15,000 Yes, of the planning act. 218 00:25:15,000 --> 00:25:20,000 Okay. I mean, I'd have to see some, I'd like to see some of that. 219 00:25:20,000 --> 00:25:24,000 You know, I mean, if I have something in writing, I need to look at. 220 00:25:24,000 --> 00:25:29,000 Because if something is not my problem, but my house has built that close. 221 00:25:29,000 --> 00:25:35,000 I realize you're saying it all, it's all a new property now, but it's just one line, severing. 222 00:25:35,000 --> 00:25:38,000 I just don't seen a reason for it. 223 00:25:38,000 --> 00:25:43,000 A minor variance is mostly for building services. 224 00:25:43,000 --> 00:25:50,000 If you're in a coaching on your lot line or building something, you know, beyond your zoning by law. 225 00:25:50,000 --> 00:25:55,000 But I can't help that. That's already been, you know, that was already zoned like that. 226 00:25:55,000 --> 00:26:00,000 That's, that's all I can say. I just don't know why I have to pay the extra for it. 227 00:26:00,000 --> 00:26:04,000 I've already paid six thousand dollars for a survey. 228 00:26:04,000 --> 00:26:10,000 If I have 100 bucks to come here, I don't know what I like, what a minor variance is worth out. 229 00:26:10,000 --> 00:26:18,000 But anyway, it's just, yeah, I just don't see the point. 230 00:26:18,000 --> 00:26:23,000 Of them, I might just make comment on it that it's, it's, we're talking about regulation and law. 231 00:26:23,000 --> 00:26:33,000 If it has to be done, I think it's, I have, we all understand it's not something we like to do, but if our hands are tied. 232 00:26:33,000 --> 00:26:36,000 But if you want to come in get some more information about it. 233 00:26:36,000 --> 00:26:37,000 Sure. 234 00:26:37,000 --> 00:26:40,000 I can definitely provide the legal reference. 235 00:26:40,000 --> 00:26:44,000 I'd like to see the, you know, the legal documentation about it. 236 00:26:44,000 --> 00:26:47,000 I mean, is it a town by law? 237 00:26:47,000 --> 00:26:49,000 No, it's the planning issue. 238 00:26:49,000 --> 00:26:52,000 The province of Ontario that are dictates it. 239 00:26:52,000 --> 00:26:59,000 And in this case, I'd have to seek the opinion, whether there was relevant case law, but in our, it may be in the courts, 240 00:26:59,000 --> 00:27:05,000 as well in common law system that we have, not Ontario, but it's not a requirement of any of the towns by laws. 241 00:27:05,000 --> 00:27:08,000 It's a requirement of the planning act. 242 00:27:08,000 --> 00:27:10,000 Councilor Dupesign. 243 00:27:10,000 --> 00:27:13,000 I have a question for Mr. Massplot. 244 00:27:13,000 --> 00:27:14,000 Yep. 245 00:27:14,000 --> 00:27:16,000 I don't remember. 246 00:27:16,000 --> 00:27:17,000 I didn't look it up. 247 00:27:17,000 --> 00:27:19,000 So, it's been that time. 248 00:27:19,000 --> 00:27:20,000 You applied the first time. 249 00:27:20,000 --> 00:27:22,000 Did you, what did you pay that? 250 00:27:22,000 --> 00:27:25,000 Did you pay, uh, minor variance? 251 00:27:25,000 --> 00:27:27,000 I paid for minor variance. 252 00:27:27,000 --> 00:27:29,000 It was, uh, our dot of minor variance. 253 00:27:29,000 --> 00:27:33,000 It was, whatever the fee was back to pulling one of your dot of the, yeah, the first time. 254 00:27:33,000 --> 00:27:35,000 I mean, a $400. 255 00:27:35,000 --> 00:27:42,000 I didn't even realize, I mean, I, I, it must have just slipped my mind, but there was a deadline on it. 256 00:27:42,000 --> 00:27:51,000 And, of course, I mean, unfortunately, things didn't work out for me at that time, so I couldn't get the procedure done like the survey and that. 257 00:27:51,000 --> 00:27:55,000 But, uh, anyway, that application is lapsed. 258 00:27:55,000 --> 00:27:56,000 Yes, I see that. 259 00:27:56,000 --> 00:28:04,000 I'm just wondering is, at that time, did you see payboard that included the time lapse of two years? 260 00:28:04,000 --> 00:28:05,000 You remember that? 261 00:28:05,000 --> 00:28:11,000 Or would that be a part of our system to inform our citizens of time lapse? 262 00:28:11,000 --> 00:28:17,000 I mean, you know, even, uh, sorry, uh, closer to the deadline. 263 00:28:17,000 --> 00:28:20,000 Like, was I, was I notified? 264 00:28:20,000 --> 00:28:23,000 Did you have it on some paperwork that, uh, two years? 265 00:28:23,000 --> 00:28:25,000 Yeah, two years to complete this? 266 00:28:25,000 --> 00:28:27,000 I'd not, I'd have to look that way. 267 00:28:27,000 --> 00:28:28,000 I'd have to look that way. 268 00:28:28,000 --> 00:28:30,000 But then I asked Mr. Burke, do you, are you aware of that? 269 00:28:30,000 --> 00:28:36,000 The original decision on the consent actually sent one year, uh, in 2022, 270 00:28:36,000 --> 00:28:41,000 the planning act changed and allowed it to be two years? 271 00:28:41,000 --> 00:28:46,000 So again, that the amount of time for it to lapse is not a town policy. 272 00:28:46,000 --> 00:28:50,000 It's a planning act, provincial policy that we don't have control over. 273 00:28:50,000 --> 00:28:54,000 So for that reason, his he was provided with more time. 274 00:28:54,000 --> 00:29:03,000 And, uh, yes, I did have communication with Mr. mascot, uh, my email and over the telephone regarding the deadline. 275 00:29:03,000 --> 00:29:07,000 Uh, during that period. 276 00:29:07,000 --> 00:29:13,000 And I don't believe your question about the minor variance that a fee in application was not submitted 277 00:29:13,000 --> 00:29:19,000 for the minor variance is I recollect only for the consent, which was approved conditionally, 278 00:29:19,000 --> 00:29:25,000 but I don't believe Mr. mascot proceeded with the minor variance and paid for that at that time. 279 00:29:25,000 --> 00:29:27,000 I thought that was your question earlier. 280 00:29:27,000 --> 00:29:29,000 You speak about the severing? 281 00:29:29,000 --> 00:29:31,000 Yes, he paid the severance fee. 282 00:29:31,000 --> 00:29:33,000 In consent application, that was paid. 283 00:29:33,000 --> 00:29:37,000 But there wasn't a, a minor variance fee was in paid for at that time, 284 00:29:37,000 --> 00:29:39,000 because an application wasn't submitted yet. 285 00:29:39,000 --> 00:29:43,000 So here, I thought I, maybe I misunderstood your question. 286 00:29:43,000 --> 00:29:49,000 I thought it was the, whether the minor variance fee had been paid in the, in the ass, 287 00:29:49,000 --> 00:29:51,000 but it has as in it. 288 00:29:51,000 --> 00:29:57,000 But you also, uh, consulted jail Richards on this, 289 00:29:57,000 --> 00:30:01,000 uh, on this, and they recommended, uh, minor variance. 290 00:30:00,000 --> 00:30:19,000 There are various reasons on that. That is, to me, with the application is basically lapsed, dull and void. I mean, if there's anything about it, and also it's a recommendation, I don't know if it's not mandatory, unless it's written, plain in the act. 291 00:30:19,000 --> 00:30:25,000 Yes. The recommendation from jail Richards was based on the legal requirement. 292 00:30:25,000 --> 00:30:38,000 Of course, councils can make decisions, as they see fit, and they don't, they can then find themselves in precarious legal situations if they make decisions that are not legal. 293 00:30:38,000 --> 00:30:54,000 So, the recommendation from jail Richards is based on what is legally required. They are the consultants, though. So, yes, they're, my nature, their recommendations are just that, and we are the ones who have to then decide what it is we want to do. 294 00:30:54,000 --> 00:31:03,000 So, certainly this is unfortunate, and maybe it's something that we should be advocating to the problems about, but this is illegal. 295 00:31:03,000 --> 00:31:19,000 The minor variances are an illegal requirement, so not requiring that would be to make a decision as a council that is in contravention of the planning act. 296 00:31:19,000 --> 00:31:34,000 So, the minor variances, because the law is only 50 feet wide, according to this, and it should be 54 according to this. 297 00:31:34,000 --> 00:31:43,000 And does that mean that anybody else that comes in a town comes in and asks for a permit to build or to do anything on their property? 298 00:31:43,000 --> 00:31:54,000 Or is it going to have to pay because the town built those lots that way? That doesn't seem right to me. 299 00:31:54,000 --> 00:32:09,000 Do you mean a peak in law with an existing structure on it, or do you mean talking like in this particular case? There's already houses on there. They've been there forever. The town that designed it this way? 300 00:32:09,000 --> 00:32:16,000 They're 50 feet wide. And now they're saying they need a variance because they should be 54. 301 00:32:16,000 --> 00:32:31,000 So, I'm not 100% sure on the dimensions you're mentioning, but in the event that someone wanted to build, they could build according to what is there. 302 00:32:31,000 --> 00:32:38,000 The illegal non-conforming status, which is what people often refer to as grandfathering in, would apply. 303 00:32:38,000 --> 00:32:47,000 But it's because the lot dimensions, the lot lines are changing, so it loses its grandfathered status, let's call it, which is legal non-conforming. 304 00:32:47,000 --> 00:32:55,000 But they're not changing from the 50 feet. The 50 feet is still that one lot. It's a parcel at the back. 305 00:32:55,000 --> 00:33:04,000 You're effectively creating a new lot now with new dimensions, so it no longer gets its legal non-conforming status. 306 00:33:04,000 --> 00:33:14,000 The same thing happened on 134. I wrote a few weeks ago. The house I believe was not set back enough. 307 00:33:14,000 --> 00:33:21,000 I can't remember the details, but similarly, the minor variances were required. They were paid for it. 308 00:33:21,000 --> 00:33:35,000 We did that application all in one go. That's an option that was provided to the applicant to have the consent and the minor variances all considered in one shot. 309 00:33:35,000 --> 00:33:39,000 That was the building. That was to build the triplex over there? 310 00:33:39,000 --> 00:33:41,000 So that's a whole different ballgame. 311 00:33:41,000 --> 00:33:50,000 But it isn't because there's an existing house on that lot and a shed, and the house and the shed had deficiencies. 312 00:33:50,000 --> 00:34:04,000 As soon as you sever property, you lose that time that legal non-conforming status. 313 00:34:04,000 --> 00:34:19,000 I disagree with that because if anybody down the second street, John Street, Mead Street, we're all too close to the road. 314 00:34:19,000 --> 00:34:23,000 If anybody wants anything, we're all going to have to face it. 315 00:34:23,000 --> 00:34:35,000 Only if you're changing the lot fabric or if you are wanting to encroach further into the minimum front yard set back. 316 00:34:35,000 --> 00:34:46,000 If you are simply tearing down and rebuilding and you are changing the lot fabric, then you wouldn't require minor variances. 317 00:34:47,000 --> 00:34:51,000 Can I say one more thing? I mean, it's in the planning act you say. 318 00:34:51,000 --> 00:34:58,000 Nobody could sever a lot now without making it sound like a new lot. 319 00:34:58,000 --> 00:35:07,000 Because it doesn't meet today's standard because it's not 60 by 120 or so far from the middle of the road that somebody has to pay for that. 320 00:35:07,000 --> 00:35:10,000 Like that I bought this house three, four years ago. 321 00:35:10,000 --> 00:35:17,000 I've been standing there for 90 years and I also don't have to pay just because I want to give my son a gift. 322 00:35:17,000 --> 00:35:20,000 It just doesn't seem fair to me at all. 323 00:35:20,000 --> 00:35:25,000 It doesn't sound fair, but I think we've all been through it. 324 00:35:25,000 --> 00:35:30,000 Once you've touched that, you've tried to change that a lot in any way. 325 00:35:30,000 --> 00:35:38,000 I went through it myself, experienced it, and it's, you're opening it up now to a new set of rules. 326 00:35:38,000 --> 00:35:42,000 That's what it sounds like it is. 327 00:35:42,000 --> 00:35:43,000 Okay. 328 00:35:43,000 --> 00:35:48,000 Councillor, just one more question. 329 00:35:48,000 --> 00:35:50,000 If it's legal, it's legal. 330 00:35:50,000 --> 00:35:52,000 It's fine. 331 00:35:52,000 --> 00:35:57,000 What determines the cost of the minor variance? 332 00:35:57,000 --> 00:36:04,000 Council sets those costs based on staff's recommendations, of course, in the tariff and fee by law. 333 00:36:04,000 --> 00:36:12,000 And that the costs of the planning applications, various applications, zoning by law, men and women, etc. 334 00:36:12,000 --> 00:36:26,000 Based on a level of recouping at the expenses we incur to provide that service, like building planning ideally would be a service that is 335 00:36:26,000 --> 00:36:36,000 that break breaks even so that where you generate enough revenue to cover the cost of delivering that service. 336 00:36:36,000 --> 00:36:38,000 So that's staff hours, etc. 337 00:36:38,000 --> 00:36:42,000 Now we don't do that in Espinola. 338 00:36:42,000 --> 00:36:53,000 This time, our fees are not high enough, and when we're not proposing to raise them, we feel that the level is reasonable and that's not unlike others around us. 339 00:36:53,000 --> 00:37:10,000 But it's, in my experience, rare to be able to recoup all of your expenses for planning, building where we close, which that's a little different, there are some different legal requirements for that. 340 00:37:10,000 --> 00:37:11,000 But that's what sets the fees. 341 00:37:11,000 --> 00:37:19,000 So if Council wanted to make a decision on the fees, then that is something within your school period, too. 342 00:37:19,000 --> 00:37:23,000 Again, one more question. 343 00:37:23,000 --> 00:37:26,000 I had the lot surveyed, both properties. 344 00:37:26,000 --> 00:37:33,000 The map is the map from this town, like however old it is, but they've gone from. 345 00:37:33,000 --> 00:37:40,000 So I'm going to pay for two minor variances, and then what they're going to say, okay, you're allowed to have a 50 foot lot, 346 00:37:40,000 --> 00:37:44,000 and they could, you're allowed to be 15 feet from the street. 347 00:37:44,000 --> 00:37:50,000 Like that's just, it's not, it's just isn't fair, like it doesn't say. 348 00:37:50,000 --> 00:37:53,000 Like it is, it is what it is. 349 00:37:53,000 --> 00:38:04,000 Anybody that decides they want to sever their property in this town knows that by a minor variance, because they've created the same lot, but now it's considered a new lot, because it changes to sizes. 350 00:38:04,000 --> 00:38:06,000 The sizes are all the map. 351 00:38:06,000 --> 00:38:11,000 Not necessarily that depends on the size of the lot, the resulting lot fabric. 352 00:38:11,000 --> 00:38:15,000 And in your case, that's the unfortunate reality. 353 00:38:15,000 --> 00:38:30,000 But I understand your frustration, and I just want to make it clear that this is a provincial regulation on the municipal, and we're just simply following the rules of the province. 354 00:38:30,000 --> 00:38:34,000 And you get it, it's a technicality, and it's unfortunate. 355 00:38:35,000 --> 00:38:37,000 Councillor Cullionan. 356 00:38:37,000 --> 00:38:53,000 Yeah, I just wanted to say two things, and the first is that you know, given the age of many communities across the province, I can anticipate that similar scenarios like this one have played out across Ontario, when you have lots that were. 357 00:38:53,000 --> 00:39:00,000 Designed in parcel been a far different time, and then these requirements are either grandfathered in and they change over time. 358 00:39:00,000 --> 00:39:16,000 So I can guarantee you there's probably already some municipalities out there who are advocating to the province to change these regulations, and that's certainly something as our CIO indicated that we can look into as a council is we won't solve your problem today. 359 00:39:16,000 --> 00:39:29,000 But in the long term to prevent things from this happening over and over again in our community, we can't look at ways we can we can advocate for changes to the planning act, but what today comes down to at the end of the day is we can't decide on anything that's going to put the municipalities. 360 00:39:29,000 --> 00:39:44,000 I'm going to put the municipality and by extension, great pairs and the residents of this community in legal trouble, and we have to go with the laws set and pass down by the province because municipalities are fundamentally creatures of the province. 361 00:39:44,000 --> 00:39:52,000 So it's a scenario that's played out in all sorts of sectors, not just planning, so I completely get the frustration and frustrates me to. 362 00:39:52,000 --> 00:40:05,000 If I had my way, you wouldn't have to go through all these hoops to have that have this done, but it's it's the requirements were set through the planning act and we have to follow them and that's I think all that's trying to be communicated today. 363 00:40:05,000 --> 00:40:12,000 Thank you Councillor. Thank you. Thank you Mr. Meska, we done. 364 00:40:12,000 --> 00:40:17,000 So there was no written or verbal comments received. 365 00:40:17,000 --> 00:40:22,000 As part of the planning process, members of the public can't provide written or verbal comments. 366 00:40:22,000 --> 00:40:29,000 If you wish to speak, we ask that you please state your name and address for the record and then you provide your comments in one statement. 367 00:40:29,000 --> 00:40:38,000 The public area in process is not intended to be the back and forth members of the public can provide their comments and then we ask that you please return to your seat. 368 00:40:38,000 --> 00:40:42,000 We also will then advise that they wish for staff to provide any comment. 369 00:40:42,000 --> 00:40:46,000 You may not return to the podium after you have provided your statements. 370 00:40:46,000 --> 00:40:54,000 Would that or are there any other members of the public who wish to speak on this item? 371 00:40:54,000 --> 00:40:58,000 Any further questions or comments? 372 00:40:59,000 --> 00:41:01,000 Okay, seeing none. 373 00:41:01,000 --> 00:41:04,000 Is there any other further? Want to speak on the application? 374 00:41:04,000 --> 00:41:11,000 Please be mindful of the instructions I provide and please ensure you state your name and address for the record. 375 00:41:11,000 --> 00:41:13,000 Seeing none? 376 00:41:13,000 --> 00:41:15,000 No further comments? 377 00:41:15,000 --> 00:41:21,000 The public hearing for application B424 is now closed. 378 00:41:21,000 --> 00:41:24,000 Next is the public hearing number two. 379 00:41:28,000 --> 00:41:30,000 Okay. 380 00:41:58,000 --> 00:42:09,000 I folks from XP development. 381 00:42:09,000 --> 00:42:13,000 Would you like to do a sound check? 382 00:42:13,000 --> 00:42:14,000 Here's. 383 00:42:14,000 --> 00:42:16,000 You say again? 384 00:42:16,000 --> 00:42:18,000 Can you hear us? 385 00:42:18,000 --> 00:42:20,000 Not too bad. 386 00:42:20,000 --> 00:42:23,000 We'll turn it up a little bit on our end just one moment. 387 00:42:23,000 --> 00:42:38,000 Okay, can you speak again? 388 00:42:38,000 --> 00:42:39,000 Here else? 389 00:42:39,000 --> 00:42:40,000 Yeah, there we go. 390 00:42:40,000 --> 00:42:41,000 We're good. 391 00:42:41,000 --> 00:42:42,000 Perfect. 392 00:42:42,000 --> 00:42:51,000 All right. 393 00:42:51,000 --> 00:42:56,000 So the subject application concerns lands legally described as a lot. 394 00:42:56,000 --> 00:43:05,000 Nine, concession five, plan M176, lot eight part, parcel 31453, 395 00:43:05,000 --> 00:43:07,000 Township of Merit, Town of Espanola. 396 00:43:07,000 --> 00:43:11,000 The property is owned R1, residential first density. 397 00:43:11,000 --> 00:43:14,000 The purpose of the consent application is to create a new lot. 398 00:43:14,000 --> 00:43:20,000 The proposed development for each lot is a semi-detached dwelling with two additional residential units 399 00:43:20,000 --> 00:43:25,000 and a third additional residential unit in an incillary structure. 400 00:43:25,000 --> 00:43:29,000 The application also seeks an easement for share driveway. 401 00:43:29,000 --> 00:43:35,000 As outlined in the staff report, this proposal conforms to the town zoning by law and official plan, 402 00:43:35,000 --> 00:43:39,000 while within the urban service area where development is encouraged. 403 00:43:39,000 --> 00:43:45,000 It supports the provincial policy statement by helping to provide an appropriate range in mixed housing options 404 00:43:45,000 --> 00:43:51,000 and densities to meet the projected needs of current and future residents. 405 00:43:51,000 --> 00:43:53,000 We'll developing this strategic plan. 406 00:43:53,000 --> 00:43:57,000 A lack of housing options was considered to be the most serious issue. 407 00:43:57,000 --> 00:44:02,000 With an emphasis for the need of a greater variety of housing types, 408 00:44:02,000 --> 00:44:07,000 the proposal directly supports the town's strategic plan or the number one rule is housing. 409 00:44:07,000 --> 00:44:11,000 Further, it supports the growth plan for Northern Ontario for a healthy population, 410 00:44:11,000 --> 00:44:18,000 which can be supported and promoted by communities providing a diverse mix of land uses and housing types. 411 00:44:18,000 --> 00:44:23,000 For the reasons stated staff cannot commend the approval of this consent application. 412 00:44:23,000 --> 00:44:25,000 Thank you, Deputy. 413 00:44:25,000 --> 00:44:36,000 At this time, the applicants who are joining us can make some comments if you wish. 414 00:44:36,000 --> 00:44:41,000 Sure, so we have our arms over here and this is Paul here. 415 00:44:41,000 --> 00:44:50,000 And we just, as you probably are aware, we recently finished the development on second avenue there. 416 00:44:50,000 --> 00:44:54,000 We spent a few months in town to do that. 417 00:44:54,000 --> 00:44:56,000 We had a wonderful experience. 418 00:44:56,000 --> 00:44:58,000 We met some really nice people. 419 00:44:58,000 --> 00:45:00,000 We worked with some fantastic local... 420 00:45:00,000 --> 00:45:29,000 And we were really eager to continue working in the town. The other thing that happened that we found, I mean, we were told that the need in the town was quite great, but we had several people a day pulling over and coming on to the, you know, on to the job site, we had to stop them, of course. But just to inquire about when the units would be for rent. So obviously the need in town is quite great. And we're really happy to be helping to service that need. 421 00:45:29,000 --> 00:45:41,000 In reference to this particular development, the way it is going to be, we are flying for affordable housing funding through CMHC. So there will be a percentage of affordable units. 422 00:45:41,000 --> 00:45:55,000 There'll be three out of the units will be at 70% or below median market rent. So median market rent is designated about a thousand dollars a unit for one bedroom. 423 00:45:55,000 --> 00:46:06,000 So they'll probably be reading that like those three units will probably be in like the $700 range, which will obviously service the needs of some people in the community in kind of forward market rents. 424 00:46:06,000 --> 00:46:21,000 And two of the units, one on each side of the property will be accessible as well. So we did the one accessible unit for the second avenue development there, but we're going to do another two accessible units as part of this development as well. 425 00:46:21,000 --> 00:46:34,000 We're just in summary where you get a key coming back to the town. We want to really want to make produced developments that are in in conversation with the with the surrounding homes that are existing there. 426 00:46:34,000 --> 00:46:45,000 We don't want to do anything that sticks out as something odd or different. We just want to try and feed in and we want to try and meet in a very obvious need. 427 00:46:45,000 --> 00:46:50,000 Thank you very much. 428 00:46:50,000 --> 00:46:54,000 Thank you very much. Thanks. 429 00:46:54,000 --> 00:47:03,000 Okay, as stated in the previous public hearing, as part of the planning process, members of the public can provide written or verbal comments. 430 00:47:03,000 --> 00:47:12,000 If you wish to speak, we ask you please state your name and address for the record and as you provide your comments in one statement. 431 00:47:12,000 --> 00:47:16,000 The public hearing process is not intended to be a back and forth. 432 00:47:16,000 --> 00:47:21,000 Members of the public can provide their comments and then we ask that you please return to your seat. 433 00:47:21,000 --> 00:47:30,000 Council will then advise if they wish for staff to provide any comment and then you may not return to the podium after you've provided your statements. 434 00:47:30,000 --> 00:47:37,000 Would that, are there any member of the public wish to speak? 435 00:47:38,000 --> 00:47:56,000 He and carbonate delivered 439 gene and I'm sure putting up two four plexus in an R1 is just a little bit, maybe pushing it and then putting two more units on the same small lots. 436 00:47:57,000 --> 00:48:16,000 Once you think, once you think that sidewalk street, whatever you want to call it, off the property, it almost looks like there's a little more than 40% of the property covered, which is not allowed in the zoning. 437 00:48:16,000 --> 00:48:34,000 And like I don't know why people who are these people that are looking to put this up, why they wouldn't go for property with this different zoning on it already, which allows this without any problems. 438 00:48:34,000 --> 00:48:43,000 This is everybody in the neighborhood, now it says all councils already said it's all good and they're going to just push it through anyway. 439 00:48:43,000 --> 00:48:48,000 But has there been an environmental assessment done on that property yet? 440 00:48:48,000 --> 00:49:17,000 Because if it's it's right beside the Life's Life Creek, it's in a floodplain, that property at twice in my lifetime has been underwater and just so they know there's a septic system underneath where they're building from the first building that was on that lot. 441 00:49:17,000 --> 00:49:22,000 63 years ago. 442 00:49:22,000 --> 00:49:32,000 But has any of that been addressed and the fact that their past the end of the sewer system for servicing. 443 00:49:32,000 --> 00:49:46,000 And the fact that a lift station is not required to get to get to the service because that's going to be a big out of cost either to the town or to the developer. 444 00:49:46,000 --> 00:49:56,000 But just so you know there's an awful lot of people in the neighborhood that are really upset about it. 445 00:49:56,000 --> 00:50:04,000 And I've been elected to come and speak on there behalf. 446 00:50:04,000 --> 00:50:08,000 And I for one am not happy with it. 447 00:50:08,000 --> 00:50:10,000 You want to split a lot. 448 00:50:10,000 --> 00:50:13,000 Make two little lots and put two decent sized homes on it. 449 00:50:13,000 --> 00:50:15,000 There's no problem there. 450 00:50:15,000 --> 00:50:18,000 But I mean it is. 451 00:50:18,000 --> 00:50:24,000 It is in a floodplain and if you read through your which I spent the day doing reading through the. 452 00:50:24,000 --> 00:50:37,000 Through the zoning laws, which I am quite familiar with because I actually did a did up an official plan with the zoning bylaws for another township. 453 00:50:37,000 --> 00:50:40,000 And there's. 454 00:50:40,000 --> 00:50:44,000 There's no way anything that I read through in there. 455 00:50:44,000 --> 00:50:49,000 They allow you to build a doplex and then put another doplex on top of it. 456 00:50:49,000 --> 00:50:52,000 In an art one. 457 00:50:52,000 --> 00:50:57,000 I saw nothing in the zoning that's going to allow that. 458 00:50:57,000 --> 00:51:02,000 And then to put another tiny old line. 459 00:51:02,000 --> 00:51:04,000 I don't know. 460 00:51:04,000 --> 00:51:08,000 If this goes through the way it stands. 461 00:51:08,000 --> 00:51:11,000 I'm losing faith in our council. 462 00:51:11,000 --> 00:51:16,000 Because so many definitely didn't do their homework. 463 00:51:16,000 --> 00:51:18,000 But it's saying that. 464 00:51:18,000 --> 00:51:23,000 Mr. Bert, maybe just bring up the day for the first. 465 00:51:23,000 --> 00:51:25,000 Yes, sir. 466 00:51:25,000 --> 00:51:28,000 The property is owned already for the use. 467 00:51:28,000 --> 00:51:29,000 It's permitted. 468 00:51:29,000 --> 00:51:32,000 What's on the table tonight is a severance application. 469 00:51:32,000 --> 00:51:34,000 A consent application. 470 00:51:34,000 --> 00:51:38,000 The R1 zone does permit this density of development. 471 00:51:38,000 --> 00:51:43,000 Her lot as does the new provincial legislation, which allows for the additional. 472 00:51:43,000 --> 00:51:45,000 Unit. 473 00:51:45,000 --> 00:51:47,000 Accessory to. 474 00:51:47,000 --> 00:51:53,000 But I will have to differ to the deputy clerk on on further comment as. 475 00:51:53,000 --> 00:51:57,000 I didn't prepare the report, but I am I am confident in in the. 476 00:51:57,000 --> 00:52:03,000 The termination that the chart on page 25 of the package aligns. 477 00:52:03,000 --> 00:52:08,000 What is proposed and what is required and there are no zoning. 478 00:52:08,000 --> 00:52:11,000 Deficiencies from our perspective. 479 00:52:11,000 --> 00:52:12,000 So. 480 00:52:12,000 --> 00:52:14,000 There wouldn't be a zoning by law amendment required. 481 00:52:14,000 --> 00:52:18,000 I believe we have later in our recommendation conditions to. 482 00:52:18,000 --> 00:52:22,000 Ensure the adequate servicing plan as I understand it. 483 00:52:22,000 --> 00:52:27,000 The servicing will require a lift station each building would require. 484 00:52:27,000 --> 00:52:31,000 Some sort of force main pump system, which is not unusual. 485 00:52:31,000 --> 00:52:34,000 The same thing was required on second avenue for the. 486 00:52:34,000 --> 00:52:37,000 The six bucks I think that was recently put up. 487 00:52:37,000 --> 00:52:42,000 Just due to the grade of the sewer in that area. 488 00:52:42,000 --> 00:52:46,000 So we are working with our consulting engineer. 489 00:52:46,000 --> 00:52:52,000 We are very interested to ensure that the water and sewer servicing is is all adequate. 490 00:52:52,000 --> 00:52:55,000 And that there will be any negative impact. 491 00:52:55,000 --> 00:52:58,000 And we don't have any any concerns at this stage. 492 00:52:58,000 --> 00:53:02,000 The gentleman mentioned an environmental assessment. 493 00:53:02,000 --> 00:53:04,000 That's included with the package. 494 00:53:04,000 --> 00:53:08,000 There was a phase one environmental assessment. 495 00:53:08,000 --> 00:53:11,000 I believe our environmental. 496 00:53:11,000 --> 00:53:13,000 It's not an environmental assessment. 497 00:53:13,000 --> 00:53:17,000 There are different titles for these studies and I always. 498 00:53:17,000 --> 00:53:18,000 Confuse them. 499 00:53:18,000 --> 00:53:19,000 Never the lesson. 500 00:53:19,000 --> 00:53:20,000 It's in the package. 501 00:53:20,000 --> 00:53:22,000 It looked at the. 502 00:53:22,000 --> 00:53:23,000 The. 503 00:53:23,000 --> 00:53:24,000 The lot. 504 00:53:24,000 --> 00:53:25,000 What was there. 505 00:53:25,000 --> 00:53:28,000 It doesn't provide a site record. 506 00:53:28,000 --> 00:53:29,000 But it. 507 00:53:29,000 --> 00:53:33,000 It didn't from the perspective of the environmental consultant. 508 00:53:33,000 --> 00:53:38,000 State that there were no concerns to merit a phase two, which would be where. 509 00:53:38,000 --> 00:53:43,000 They actually do more intrusive investigations into the lot. 510 00:53:43,000 --> 00:53:46,000 So that that is sufficient from our perspective. 511 00:53:46,000 --> 00:53:53,000 There's nothing actually that triggers from the town and environmental study for this proposed development because. 512 00:53:53,000 --> 00:53:57,000 It is in compliance with our zoning by law. 513 00:53:57,000 --> 00:54:00,000 The only thing being requested is a consent. 514 00:54:00,000 --> 00:54:02,000 We don't have the ability to. 515 00:54:02,000 --> 00:54:17,000 We don't have that ability for developments that are under 10 units. 516 00:54:17,000 --> 00:54:21,000 And that's where we could have required more extensive studies if we wanted to. 517 00:54:21,000 --> 00:54:29,000 But the developer I believe due to the requirements of their C.M.H.C. funding application under took a phase one. 518 00:54:30,000 --> 00:54:33,000 Environmental site assessment. Yes, that's the correct. 519 00:54:33,000 --> 00:54:39,000 Our agreement has come to me now and it hasn't revealed any issues. 520 00:54:39,000 --> 00:54:42,000 So we're we're no concerned and your worship though. 521 00:54:42,000 --> 00:54:43,000 I just want to. 522 00:54:43,000 --> 00:54:46,000 It's not intended to be a back and forth. 523 00:54:46,000 --> 00:54:48,000 And it's you make your statement. 524 00:54:48,000 --> 00:54:49,000 Okay. 525 00:54:49,000 --> 00:54:51,000 So you're going to do what you're going to do. 526 00:54:51,000 --> 00:54:52,000 No, not so we're saying. 527 00:54:52,000 --> 00:54:54,000 Oh, no, that's what I'm hearing. 528 00:54:54,000 --> 00:54:56,000 Well, you made your statement. 529 00:54:56,000 --> 00:54:57,000 Yes. 530 00:54:57,000 --> 00:54:59,000 We hear it and we all understand it. 531 00:54:59,000 --> 00:55:03,000 And we're all going to take it to consideration when we make our decision. 532 00:55:03,000 --> 00:55:04,000 Okay. 533 00:55:04,000 --> 00:55:05,000 Yeah. 534 00:55:05,000 --> 00:55:09,000 But you said, under 10 units, that is 10 units. 535 00:55:09,000 --> 00:55:10,000 Sorry, 10. 536 00:55:10,000 --> 00:55:11,000 Yes. 537 00:55:11,000 --> 00:55:22,000 So up to 10 units is the requirement under Bill 109, which was passed in 2022 to change the ability of the municipality to. 538 00:55:22,000 --> 00:55:30,000 Require site plan control, but I'll just state that even if we did, there has been a phase 1 ESA and it revealed that there are no issues. 539 00:55:30,000 --> 00:55:35,000 So we would even if we had the ability to require additional studies. 540 00:55:35,000 --> 00:55:41,000 We wouldn't be requiring them because they've already got a clean phase 1 ESA. 541 00:55:41,000 --> 00:55:43,000 Thank. Thank you very much, Ian. 542 00:55:43,000 --> 00:55:48,000 Well, thank you for your time. Thank you. 543 00:55:48,000 --> 00:55:55,000 So is there any further questions or comments from the. 544 00:55:55,000 --> 00:55:57,000 No. 545 00:55:57,000 --> 00:56:00,000 Councillor Calione. 546 00:56:00,000 --> 00:56:02,000 So sorry, just just wanted to ask. 547 00:56:02,000 --> 00:56:06,000 And is this, is this the time in place to ask questions directly to the developer? 548 00:56:06,000 --> 00:56:08,000 Would that be in the regular? 549 00:56:08,000 --> 00:56:09,000 No. 550 00:56:09,000 --> 00:56:10,000 That was the time. 551 00:56:10,000 --> 00:56:11,000 Now, it was okay. All right. 552 00:56:11,000 --> 00:56:15,000 I just want to make sure I'm doing this procedurally correctly. 553 00:56:16,000 --> 00:56:24,000 You mentioned in your start spiel there, a desire to to engage in building that reflects adequately of the neighborhood that surrounds it. 554 00:56:24,000 --> 00:56:31,000 What what steps did you undertake to do that to make sure this build would fit within the characteristics of the current neighborhood? 555 00:56:31,000 --> 00:56:32,000 Sure. 556 00:56:32,000 --> 00:56:33,000 So we. 557 00:56:33,000 --> 00:56:34,000 We've been to town. 558 00:56:34,000 --> 00:56:35,000 I've been to town. 559 00:56:35,000 --> 00:56:42,000 I've got a few times now and we drove around a lot and looked at like the different siding options and the different styles of the homes in the area. 560 00:56:42,000 --> 00:56:44,000 So we're trying to mimic that. What we're doing here. 561 00:56:44,000 --> 00:56:49,000 And we also saw that, you know, there's very rare in the area to have buildings over two stories high. 562 00:56:49,000 --> 00:56:53,000 So we made sure that the buildings that are constructing are not higher than two stories. 563 00:56:53,000 --> 00:56:55,000 And then also like we. 564 00:56:55,000 --> 00:57:00,000 Although it is 10 different dwelling units, they split up in such a way that it just looks. 565 00:57:00,000 --> 00:57:06,000 From like if you've to drive past it wouldn't look much different to the to the homes that are already there. 566 00:57:06,000 --> 00:57:09,000 And like a little bit larger for sure, but not significantly bigger. 567 00:57:09,000 --> 00:57:14,000 Said that that was some of the things that we thought about yeah. 568 00:57:14,000 --> 00:57:15,000 No fantastic. 569 00:57:15,000 --> 00:57:22,000 No and I and I thank you as well for taking into account both the affordability needs in terms of the rent control and the accessibility needs of our community. 570 00:57:22,000 --> 00:57:31,000 Because that's two things I hear from a lot of residents in the wider town is there's a need for more ground floor accessibility units and a need for more rent control. 571 00:57:31,000 --> 00:57:35,000 And so I appreciate that that's going to be a part of this project. 572 00:57:35,000 --> 00:57:36,000 Yeah. 573 00:57:36,000 --> 00:57:37,000 Thank you. 574 00:57:38,000 --> 00:57:41,000 The question for the councilor do to see. 575 00:57:42,000 --> 00:57:45,000 As a reason I'm going to ask this question. 576 00:57:45,000 --> 00:57:46,000 Is. 577 00:57:46,000 --> 00:57:50,000 Do we have the legal rate to stop this. 578 00:57:50,000 --> 00:57:52,000 And then. 579 00:57:52,000 --> 00:57:53,000 Wait. 580 00:57:53,000 --> 00:58:01,000 What's on the table tonight is a consent application for the severance council can turn down a consent application. 581 00:58:01,000 --> 00:58:02,000 Yes. 582 00:58:02,000 --> 00:58:03,000 Okay. 583 00:58:03,000 --> 00:58:05,000 With this being. 584 00:58:05,000 --> 00:58:06,000 You know. 585 00:58:06,000 --> 00:58:07,000 Acceptable. 586 00:58:07,000 --> 00:58:08,000 Growth. 587 00:58:08,000 --> 00:58:10,000 Planting on our period is phenomenal. 588 00:58:10,000 --> 00:58:11,000 Fisher. 589 00:58:11,000 --> 00:58:13,000 This is passing the zoning by loss. 590 00:58:13,000 --> 00:58:15,000 If we turn it down. 591 00:58:15,000 --> 00:58:16,000 Are we. 592 00:58:16,000 --> 00:58:18,000 Lival for suit. 593 00:58:18,000 --> 00:58:24,000 No but you but the applicant could appeal to the Ontario land tribunal. 594 00:58:24,000 --> 00:58:28,000 And they would take their decision based on. 595 00:58:28,000 --> 00:58:30,000 On the information on the material. 596 00:58:30,000 --> 00:58:31,000 Yes. 597 00:58:32,000 --> 00:58:34,000 So we would probably lose. 598 00:58:34,000 --> 00:58:35,000 Yes. 599 00:58:35,000 --> 00:58:37,000 I'm going to. 600 00:58:37,000 --> 00:58:39,000 A little bit of leeway. 601 00:58:39,000 --> 00:58:40,000 We worship. 602 00:58:40,000 --> 00:58:42,000 A number of years ago. 603 00:58:42,000 --> 00:58:43,000 Maybe. 604 00:58:43,000 --> 00:58:45,000 I don't remember. 605 00:58:45,000 --> 00:58:47,000 It was an application for a. 606 00:58:47,000 --> 00:58:50,000 From habitat for humanity. 607 00:58:50,000 --> 00:58:56,000 And that was came to council and the letters went out to all the surrounding. 608 00:58:56,000 --> 00:58:57,000 Neighbors. 609 00:58:57,000 --> 00:58:58,000 People. 610 00:58:58,000 --> 00:59:00,000 And everyone was against it. 611 00:59:00,000 --> 00:59:02,000 So as being council. 612 00:59:02,000 --> 00:59:06,000 We want to work for our citizens. 613 00:59:06,000 --> 00:59:07,000 And so we turned it down. 614 00:59:07,000 --> 00:59:10,000 Two days later we had a lawsuit. 615 00:59:10,000 --> 00:59:13,000 And until we can't turn it down. 616 00:59:13,000 --> 00:59:14,000 So I've. 617 00:59:14,000 --> 00:59:15,000 I've. 618 00:59:15,000 --> 00:59:16,000 I'm not. 619 00:59:16,000 --> 00:59:17,000 I'm not. 620 00:59:17,000 --> 00:59:18,000 I'm not. 621 00:59:18,000 --> 00:59:19,000 I'm not. 622 00:59:19,000 --> 00:59:20,000 I'm not. 623 00:59:20,000 --> 00:59:21,000 I'm not. 624 00:59:21,000 --> 00:59:23,000 I'm not. 625 00:59:23,000 --> 00:59:24,000 I'm not. 626 00:59:24,000 --> 00:59:25,000 I'm not. 627 00:59:25,000 --> 00:59:26,000 I'm not. 628 00:59:26,000 --> 00:59:27,000 I'm not. 629 00:59:27,000 --> 00:59:28,000 I'm not. 630 00:59:28,000 --> 00:59:29,000 I'm not. 631 00:59:29,000 --> 00:59:30,000 I'm not. 632 00:59:30,000 --> 00:59:31,000 I'm not. 633 00:59:31,000 --> 00:59:32,000 I'm not. 634 00:59:32,000 --> 00:59:33,000 I'm not. 635 00:59:33,000 --> 00:59:34,000 I'm not. 636 00:59:34,000 --> 00:59:35,000 I'm not. 637 00:59:35,000 --> 00:59:36,000 I'm not. 638 00:59:36,000 --> 00:59:37,000 I'm not. 639 00:59:37,000 --> 00:59:38,000 I'm not. 640 00:59:38,000 --> 00:59:39,000 I'm not. 641 00:59:39,000 --> 00:59:40,000 The planning. 642 00:59:40,000 --> 00:59:42,000 I know that cost. 643 00:59:42,000 --> 00:59:43,000 But. 644 00:59:43,000 --> 00:59:44,000 Most things do cost. 645 00:59:44,000 --> 00:59:45,000 It's the same idea. 646 00:59:45,000 --> 00:59:46,000 I respect. 647 00:59:46,000 --> 00:59:48,000 That's probably what it was at that time. 648 00:59:48,000 --> 00:59:50,000 Might have been a different title for the board. 649 00:59:50,000 --> 00:59:51,000 But yeah. 650 00:59:51,000 --> 00:59:52,000 You have to. 651 00:59:52,000 --> 00:59:53,000 I represent to. 652 00:59:53,000 --> 00:59:55,000 Sort of cost. 653 00:59:55,000 --> 00:59:56,000 But. 654 00:59:56,000 --> 00:59:58,840 going to help us anyway, who you were for. 655 00:59:58,840 --> 01:00:00,280 What would it ends up being? 656 01:00:00,000 --> 01:00:30,000 We're going to cost you more and the longer. I'm putting aside strategic planning and the need for us, and we all understand that weather. That was just a big deal. That's the way the world is going to tidy. But why get herself in the trouble if we really can't do anything? So to me, it's just a process to come here. Maybe you could see, no longer on the campstop, and we don't want to stop it, but if you don't want to get involved with trying to cause more legal troubles and costs, 657 01:00:30,000 --> 01:00:39,000 then we have to make many of them now. Thank you. We saved the comments for the recommendation. 658 01:00:39,000 --> 01:00:47,000 Anybody else want to make comments on this? At this time? 659 01:00:47,000 --> 01:00:50,000 Oh, Councillor Kelly. 660 01:00:50,000 --> 01:00:56,000 So just so I'm absolutely clear on provisions of the zoning by a lot. There was one additional unit on this property. 661 01:00:56,000 --> 01:00:58,000 We would have to reason it beyond our one. 662 01:00:58,000 --> 01:01:01,000 This is the absolute maximum or our minus reading that. 663 01:01:01,000 --> 01:01:09,000 Well, there are two different things that play here. There are the requirements of our zoning by law. 664 01:01:09,000 --> 01:01:25,000 And then there are the additional permissions, I'll say, because they're not limiting of the recent legislation that was put in place to permit additional units. 665 01:01:25,000 --> 01:01:41,000 So from our professional planners perspective, you could actually, as a right in the R1 zone, in this case, have six units per... 666 01:01:41,000 --> 01:01:47,000 Is it per side? I'd have to. Let me just think about it for one second. So you have a semi-on a lot. 667 01:01:47,000 --> 01:01:56,000 It could have up to three units on one side and three units on the other. So yes, six units per lot. 668 01:01:56,000 --> 01:02:06,000 And this proposal is five units per lot. So it's actually under what the legally allowable number of units is. 669 01:02:06,000 --> 01:02:13,000 There's a slight difference still between where that third unit is permitted. 670 01:02:13,000 --> 01:02:29,000 It's permitted by the legislation, whereas ours owning by law allows, as of right, it allows to the primary unit with an additional accessory unit for each sign of the semi. 671 01:02:29,000 --> 01:02:36,000 Because of right, you're certainly permitted for, and then you're permitted to additional units by the new legislation. 672 01:02:36,000 --> 01:02:42,000 And this is only one additional unit per lot, which is that granny suite at the back. 673 01:02:42,000 --> 01:02:45,000 Thanks for bringing that down for me, I appreciate it. 674 01:02:45,000 --> 01:02:47,000 Any other color? 675 01:02:47,000 --> 01:02:49,000 Sorry. 676 01:02:49,000 --> 01:02:51,000 So these are two independent lots. 677 01:02:51,000 --> 01:02:57,000 Those housing, the two units, and then the granny flat, right? 678 01:02:57,000 --> 01:02:59,000 Four units, yeah. 679 01:02:59,000 --> 01:03:04,000 There are four, yeah. So these, I'm looking at the drawing. There's the shared drive over the 300 lots. 680 01:03:04,000 --> 01:03:06,000 Yeah, no, yeah, that's what's on the drawing. 681 01:03:06,000 --> 01:03:07,000 Yeah, yeah, yeah, yeah. 682 01:03:07,000 --> 01:03:08,000 Okay. 683 01:03:08,000 --> 01:03:09,000 Yeah. 684 01:03:09,000 --> 01:03:11,000 The severance of the two lots. 685 01:03:11,000 --> 01:03:13,000 Hello, Mr. Moscow. 686 01:03:13,000 --> 01:03:20,000 I just wanted to say I have a concern about the single dwellings in the back. 687 01:03:20,000 --> 01:03:28,000 Becoming an issue in Espanola, where we may end up with a whole bunch of them. 688 01:03:28,000 --> 01:03:31,000 And I don't think that that would be good. 689 01:03:31,000 --> 01:03:34,000 Tell me, let's see. 690 01:03:34,000 --> 01:03:37,000 There are comments. 691 01:03:37,000 --> 01:03:39,000 Good. 692 01:03:39,000 --> 01:03:45,000 I would just like to give you a little generalization of what we're speaking here. 693 01:03:46,000 --> 01:03:52,000 First off, this is a lot of bigger than what we're just talking about when unit here. 694 01:03:52,000 --> 01:03:59,000 In Espanola, we're talking a major development in Espanola. 695 01:03:59,000 --> 01:04:01,000 Like these gentlemen come in now. 696 01:04:01,000 --> 01:04:06,000 They're going to disus, they build six and they're going to build another eight. 697 01:04:06,000 --> 01:04:09,000 You know, we're looking at fourteen in a short time. 698 01:04:10,000 --> 01:04:16,000 Our strategic plan is based on development and homes in our community. 699 01:04:16,000 --> 01:04:20,000 When I campaigned, I got that at every door. 700 01:04:20,000 --> 01:04:22,000 People want homes. 701 01:04:22,000 --> 01:04:23,000 They want to have place to go. 702 01:04:23,000 --> 01:04:25,000 The elderly want to have place to have a cell. 703 01:04:25,000 --> 01:04:27,000 Their homes get in apartments. 704 01:04:27,000 --> 01:04:34,000 I think and right from the federal government down, we're talking they're all behind this. 705 01:04:34,000 --> 01:04:39,000 Behind building new homes in Canada, in Ontario, in our community. 706 01:04:39,000 --> 01:04:44,000 We base everything on grants, grants are big. 707 01:04:44,000 --> 01:04:49,000 And we're right now, we're begging the governments to give us money for grants to build. 708 01:04:49,000 --> 01:04:53,000 Give us money to help us in our development. 709 01:04:53,000 --> 01:04:55,000 That's counsel. 710 01:04:55,000 --> 01:04:59,000 I think we have to for community to support these developers. 711 01:04:59,000 --> 01:05:06,000 Because if we don't, when we go to applications for grants and things and they look back at these records, 712 01:05:06,000 --> 01:05:09,000 and when you turn this down, like why would you turn something down? to go for a walk before it started to snow. 923 01:21:57,000 --> 01:22:01,000 And it looked very nice out there. 924 01:22:01,000 --> 01:22:04,000 That was well-to-wall at the Alps. 925 01:22:04,000 We can't help her. 936 01:22:24,000 --> 01:22:27,000 My elderly father came for a surprise visit. 937 01:22:27,000 --> 01:22:29,000 So I wasn't able to get there. 938 01:22:29,000 --> 01:22:32,000 I just would like to bring something up for consideration for another year. 939 01:22:32,000 --> 01:22:40,000 Is there some people with mobility issues that are having problems to get around to seeing all of the things at the Ovalon. 940 01:22:40,000 --> 01:22:43,000 And they wanted to be there and wanted to participate. 941 01:22:43,000 --> 01:22:45,000 So I could have got my dad around. 942 01:22:45,000 --> 01:22:50,000 I could have come and not felt bad about that because but he wouldn't have been able to walk around there. 943 01:22:50,000 --> 01:22:52,000 He's not the only one. 944 01:22:52,000 --> 01:22:54,000 There were some other people they had mentioned that to me as well. 945 01:22:54,000 --> 01:22:56,000 So I just want to put that out there. 946 01:22:56,000 --> 01:22:57,000 It's not a negative. 947 01:22:57,000 --> 01:23:00,000 It's just that maybe we can figure out something to make it. 948 01:23:00,000 --> 01:23:04,000 So that they're able to be able to be a part of it as well. 949 01:23:04,000 --> 01:23:08,000 So being more inclusive to other parts of our community that. 950 01:23:08,000 --> 01:23:11,000 You know, some of them are just big kids at heart too. 951 01:23:11,000 --> 01:23:12,000 So. 952 01:23:12,000 --> 01:23:13,000 For sure. 953 01:23:13,000 --> 01:23:14,000 Thank you. 954 01:23:14,000 --> 01:23:15,000 And that's all. 955 everyone. 959 01:23:20,000 --> 01:23:22,000 I appreciate your patience with me. 960 01:23:22,000 --> 01:23:26,000 As I approach the exam period and the end of a semester. 961 01:23:26,000 --> 01:23:30,000 So I'm here in Ottawa trying to study away right now. 962 01:23:30,000 --> 01:23:35,000 I did want to highlight a few things because I was was in town for most of the last week. 963 01:23:35,000 --> 01:23:39,000 I do seriously want to start by thanking more than credit you. 964 01:23:39,000 --> 01:23:40,000 Very specifically. 965 01:23:40,000 --> 01:23:43,000 And the reason I'm 01:24:37,000 And to share some better stories during the month of remembrance. 983 01:24:37,000 --> 01:24:40,000 I'm going to echo everything that's been said about the oval already. 984 01:24:40,000
