Um, [clears throat] I [1:22] understand that uh at one point it was a C2 zoning. It got reszoned to a C3. Um, [1:30] I'm not asking for um self storage to be allowed to be built in this area. I know [1:38] that that's probably not anything anybody wants. But what I am kind of [1:44] [clears throat] asking for is if we could consider um a narrow [1:50] um let me see how I had it worded here. Um a narrow amendment to C3 concerning [1:58] existing legal businesses that have been become uh non-conforming because of a [2:03] change in zoning. Um, right now I have some vacant land on [2:10] that property. Um, and it's kind of given like a [2:15] junkyard look, which none of us want because it's like outdoor parking. Um, [2:21] and I'm trying to bring climate controlled storage to Evansdale. I have [2:25] a lot of people and businesses that are asking for that so they can like store [2:30] their inventory and record retention stuff like that. So that's what I was [2:35] gonna ask for. [2:41] » Is this the right venue? [clears throat] [2:44] » Um we had been talking to Mr. Horseman um regarding it actually went to [2:49] planning and zoning um the end of March. Um if they would if that was the first [2:56] step and then it did actually come to council as well. [2:58] » [snorts] >> um if they'd be willing to allow for [3:02] additional build. And this wasn't for you. [3:05] » This was for someone else looking at the property. No, they just [3:13] No, they just wanted to know if they could there's, you know, a piece of land [3:18] to the side and back of that property. and um planning and zoning uh recommend [3:26] to council that we didn't allow additional storage facilities and then [3:32] council um actually approved the same [3:36] » that we weren't going to allow additional storage facilities in C3. Can I just say that in the notes it said [3:47] that uh they didn't have a whole bunch of information on that and their [3:50] concerns were that it was going to be an eyesore to the community and it would uh [3:56] bring a lot of traffic to the area. It's about five and a [4:04] half cars a day and where I would be building is not visible at any part of [4:10] the street. So, for what it's worth, I just thought I'd add that, too. And I will share with you all the one common denominator that [5:08] I hear for the cities I visit and the nine counties of our larger 22count [5:13] district that I visit is they're all saying that there's a [5:20] significant shortage of affordable housing. So, if you have any affordable [5:25] or I'll say housing developments in your community, keep it rolling because the [5:31] people would probably nothing more than to like coming to Evansdale to live in [5:36] this community and others um to find that affordable house that they can't [5:42] find elsewhere. Um I do want to just reiterate [6:49] um the items that were on our um expense and revenue sheet and what it could be [6:57] confusing because like what part of that the budget amendment is very simple and [7:03] it just goes it glumps it into one general you know category. So, um, [7:11] 85,000 was our tiff economic development, our low to moderate income [7:16] program. Um, we didn't have everything ready to go and and weren't sure that it [7:23] was even going to move forward. Um, but then it did. Um, and that is under [7:29] 85,000 or community economic development on the expense side. 75,000 is for [7:36] engineering for the HVAC system CRC. Um that went under general government. Um [7:43] we have found out since then it is going to be less. It can be less. You don't [7:48] have to use these funds. Um this is just a projection just like a budget is. Uh [7:54] 2329 other capital outlay for the wheel loader under general government. 102,000 [8:02] other capital outlay um under the skids for the skid stair under general [8:07] government. Um 230 was under sewer capital outlay. There's something we're [8:13] considering. Again, we haven't made any decisions on that. Um but we'd have to [8:18] budget for it if we were. Um that's business type enterprise uh funds. 8,500 [8:26] for a bike sign that was under general government. Um, that is something that's [8:31] been in consideration. Again, we don't have to spend the funds. It is a budget. [8:37] 300,000 for the Angel's Park project. Um, and that's offset by the grant you [8:42] can see below in the revenue of 150,000. Um, that was culture and wreck expense. [8:48] Um, it was in last year's budget and it the project didn't start until late [8:53] June, early July. So, we're transferred into this year. Uh there's transferred [8:59] out street for $66,60. Um that's under transfer out under [9:05] expense. Um our resolution read the first payment from uh street against the [9:11] equipment was going to be $66,60. [9:16] Um and that we had to account for that before we can spend it. Uh capital [9:21] projects Lafayette Lafayette road retainage. Um and that's under capital [9:25] projects 35,000 10,000 um what we have left in [9:31] engineering and then on the revenue side transfer in [9:36] uh would be the streets department for the equipment and that was under [9:42] transfer in under the revenue side and then the 85,350 [9:48] is going to be um DOT what they need to reimburse us yet um the DOT Um it is [9:54] still in closing believe it or not we're getting closer um for Lafayette Road [10:00] reconstruction project and that was under intergovernmental [10:05] under revenue. However, I did see some discrepancies that seemed like they [11:16] jumped out to me when I was looking through the budgets. So, I was trying to [11:19] get a handle on different details about the budget. [11:22] So, I pulled up the budget from April on resolution 7046 and I thought maybe I [11:28] could find some answers there and I thought I'd go to the Department of [11:32] Management website and pull up the budget there hoping to find some more [11:35] details. Well, I noticed the bottom line didn't match by $600,000. [11:43] » The $600,000 would be um for capital outlay. It really wasn't. [11:50] It was used from the capital projects fund. Um we had made an agreement with [11:55] Evansdale Waterworks for for some repairs they had to make. [11:59] » Okay. But what they adopted was a different bottom line. So if you look up [12:04] resolution 7046, we adopted an ending fund balance of 6,41600. [12:11] But if you go to what was submitted on June 10th, that ending balance is [12:15] 5,8191. So, I'm not sure why the [12:19] » Oh, June 10th would have been a item. Not sure about June 10th. [12:24] » Well, that's the date on the DOM website that shows it was last updated. The [12:27] budget was last updated June 10th. Okay. >> But all of a sudden, there's $600,000 on [12:32] line 25, which is TIFF Capital Projects. >> Okay. [12:36] » So, I'm sure it may be something to do with your waterworks loan, but [12:40] » I don't know how did that get slid in after it was adopted. you know, how did [12:45] that line 25 magically get $600,000 in it? So, I guess that's my concern is [12:50] that's already built into this amended budget that you're reviewing. So, [12:54] tonight I feel like you're not only reviewing the amendments, but you have [12:57] this false budget that is different in two different systems. So yeah, I did support this, but after I got down and looked [20:59] into the nuts and bolts of it, we are like a fraction of Cedar Falls and for [21:04] the amount of money that it's going to cost us and for us to go up there and [21:09] get uh a thousand gallons of of this slurry, we have to use it all in that [21:16] one day. So potential overtime. You say, I gota go to Toledo and get it. [21:20] » Yeah. And then uh there's three guys right there. Plus uh after 24 hours I [21:26] got to go sweep it up. There's there's two guys right there. So basically in [21:31] that 10% we got to do our entire town. Um, just to be completely honest in [26:10] what it was, it was something that we thought I thought was a good deal. It [26:16] was something that we could utilize. I know myself I had no anticipation for [26:20] the mess it was up on Sixth Street. And I 100% I'm like, [26:24] » "What is that? And why is it there?" and don't do that again. So, I'm glad, [26:28] » you know, but we didn't go after the company that [26:31] » did the job, which >> we should have because they were [26:33] supposed to come back out after because I even brought it up to you that the [26:37] [clears throat] people were calling me saying, you know, it's going in our [26:40] grass and our yards and all this. Well, they're supposed to go up there and re [26:44] sweep after 3 days after it gets >> I know, but they know. [26:49] » Yep. >> You know, and like I said, I I [26:52] understand. It does the job, but the first time they [28:10] run the plows through there, the cold patches are gone and the potholes are [28:13] back. This was supposed to be more of an epoxy type setup that it could last up [28:20] to two years. I mean, plowing's hard on the roads as it is. [28:25] » Yeah. >> And it's hard on them guys sitting in [28:27] the trucks. I mean, anytime a road lifts, I mean, they're hitting that [28:31] stuff. I mean, this it sounded like it was a far better machine. Do they make a [28:36] smaller version or something that's more capable of what our guys can do? Um that's going to be set on set up on West Gilbert. Um [33:08] that should be a great turnout. Really excited about that. A lot of things for [33:13] the children, a lot of things for the adults. Um neighbors rocking the block [33:18] and we're going to have a great band called Stack House. They're coming out [33:22] to uh visit us. They were um actually inducted.
