[15:38] She's got different issues over there with H V a C and her elevator [15:41] And, and a few things [15:43] insulation underneath. [15:46] And it's not an overhang, but you know, when you drive under there's like [15:50] floor there, there's some insulation issues there. [15:52] So I know that the library is. [15:54] Trying to do better at being proactive to, to get money ready. [15:58] Before something catastrophic happens. [16:01] And I know that Julia and Don have been working. [16:04] With the [16:05] commissioning agent, they got back from the original project. [16:09] Because they were having H P C issues. [16:21] That's another story to tell people too, is that obviously that budget got cut [16:25] a number of times. [16:26] And the reality is, is that over time you're gonna spend the money. [16:35] And then next thing you know, we've got a building that doesn't have proper [16:39] H V a C it's got insulation issues. [16:41] It. [16:41] It's got other things. [16:42] So it's, [16:43] it's the other side of the coin, which is [16:46] it's. [16:47] It's good to be on budget, but. [16:49] Be careful that we don't that's we focus on the new work and not [16:52] the, not the, yeah. [16:54] I think that's what, you know, if you like many things is it's really [16:56] what. [16:58] People focus on they'll focus on going back and recommissioning and, and making the [17:03] two systems [17:04] align. [17:04] And then. [17:06] You know, the idea is you get a huge portion of that building, which [17:10] is sitting in an overhang that. [17:13] Is [17:14] yeah. [17:14] Was it done right in Clement air, in Clement weather? [17:17] And [17:19] it was, it was for us. [17:20] And I can't speak to the library and everybody has different processes and, and [17:24] different times in which they were doing projects, but for us, [17:27] we had had sort of a deadline of saying, okay, [17:30] do we have to cut this project to the point where it's not gonna [17:33] function for the community for now and until the next 15 or 20 years [17:36] because it doesn't do any good. [17:39] To build a building that instantly doesn't work. [17:40] And we were very cognizant, at least in this building to say, [17:44] if we get close to that point, then we need to go back to [17:47] the warrant. [17:47] We're not gonna just try to build what we can. [17:50] It has to [17:51] function. [17:52] The way the voters thought it would function. [17:55] That's not to say that we would be like a hundred percent perfect, but [17:58] I think we've got it to the point where it is scaled down. [18:02] You'll go through it. [18:05] I think you'll, you'll see the rooms are not gigantic. [18:08] Gigantic.They're very [18:11] very modest. [18:13] Office spaces like, but they all function. [18:15] Everybody has a space, whereas the other people don't have it. [18:18] And then we worked on the H V a C portion. [18:21] Portions, not the apparatus bay, cuz it's. [18:24] It's almost impossible. [18:25] If you have a firetruck going in and out and you are opening, it'd [18:28] be like taking the sides if you're building off suddenly over and over again [18:31] But the main. [18:32] Part of your building. [18:34] That has a, an envelope, a working building envelope is net zero. [18:39] So. [18:40] Yeah, but it is, it's a bummer because I do, I know the library [18:43] Was so, oh, it's good. [18:44] And I, and I think that lesson learned would be something as you get [18:46] projects that are, you know, [18:48] not completely parallel, but relatively close to each other. [18:52] Is what went well and when didn't go well on another guys, actually reviews [18:55] are very instructive [18:58] and sadly, they don't get done a lot of times. [19:00] No exactly. [19:01] That's that's it. [19:02] And he's [19:04] was on this one is that you guys had a construction manager involved during [19:06] the design, right? [19:07] So you checking. [19:08] So going back to that process. [19:10] So we had the. [19:11] Construction manager. [19:11] And we had the architect and the town working together at the same time [19:15] saying. [19:16] This is the budget and this is only the budget. [19:19] So if we can't make the design work with some contingency and we were [19:23] nervous because our contingency is. [19:25] Was not. [19:25] And I think I came here and told you that our contingency was not [19:27] what we would consider would be industry standard. [19:30] Good. [19:32] And so we were a little nervous about that, but we worked really hard [19:35] to say no, cause there were a lot of really great ideas that would've [19:38] been beautiful and awesome. [19:39] And. [19:40] We had to say no. [19:43] But that process of getting the construction manager. [19:47] And the architect and all of us at the same time, the other piece [19:50] of it for us. [19:52] I will, I have to give a, a shout out to Paul Lasic, our [19:55] town engineer. [19:56] So Paul Lasic is actually a retired town engineer. [20:00] And took on one, this project, as one of the projects, we brought him [20:04] back in a part-time facility as a part-time capacity. [20:08] And he was a fantastic lead for our building town construction team. [20:12] Mm-hmm and sort of guided us through. [20:14] And he was instrumental and we're very lucky to have had him. [20:18] So I think he had a lot of people at the table. [20:21] Not so much that it got mucked up. [20:23] Cuz that can happen too, but you had a lot of people all talking [20:26] at the same time during the entire process, which was really nice. [20:30] Yeah. [20:30] I mean, I think that's. [20:31] That's not to tutor or anything, but I think that that was this committee [20:33] we had asked so way back, right. [20:35] Was to have, that was the intent. [20:37] Yeah, it was to have somebody the. [20:39] First person, the first company didn't work out and you guys. [20:41] Yeah. [20:42] So, but, but the idea of that was to have, was not to have [20:45] to have to have the captain, the chief of police. [20:48] Yes. [20:48] Have to be the one you do. [20:50] You want a little separation there, right? [20:51] Mm-hmm so that it was fantastic. [20:52] Yeah. [20:53] So you have somebody that doesn't have anything to gain on this, but is [20:55] helping. [20:56] To manage the process and not. [20:58] Not not creating scope creep. [21:00] I think the other thing is that, I mean, this happens all the time [21:02] You have a program you prioritize, right. [21:04] There's things that are just, you just have to. [21:07] Have your core program, right? [21:08] And then you have things that are a little more flexible. [21:10] So you guys learn that you have there's you get to a point and [21:13] there's it's this. [21:15] It's not worth the project if we can't [21:17] continue. [21:17] So. [21:18] That's also important is identify like what is, what is the must have, and [21:21] then the nice to have. [21:22] Yeah. [21:23] I mean, you guys are gonna see the building pretty soon. [21:25] If you haven't driven by. [21:26] It looks terrible because the siding isn't up, but. [21:30] It is not it's, it's a police station. [21:31] It's not [21:32] most exciting looking. [21:42] If we were building this downtown, we would not that that would absolutely not [21:46] but we knew we were in an industrial area of town. [21:49] So it was. [21:50] We were able to save some money on the outside of the building, still [21:53] looking professional. [21:55] And appropriate [21:55] and put it to function. [21:58] But yeah, some people may drive by and be like, oh man. [22:01] But [22:01] it, it is a wonderful building and it does look, it will look very [22:05] nice. [22:06] But yeah, [22:08] exactly. [22:41] And they know sort of what their budget is to address their building needs [22:45] And it's, it's really a great solution. [22:47] And if I may, I don't know if anybody. [22:49] Watched during the, the budget process last year, but one of the recommendations was [22:54] that the library tried to work a little bit more collaboratively with the town [22:57] for those of. [22:58] You that don't know. [22:58] I know you do, but the town is it. [23:00] I mean, the, the libraries, its own thing. [23:03] And I just would like to give Julia a lot of credit at the [23:06] brand. [23:06] A job, new director. [23:07] She talks to Corey and I all the time, even if it's just brainstorming [23:11] cuz we don't, we don't have any say, but she'll ask for advice. [23:14] Or ask Jeff Beck. [23:15] Who would you go to? [23:16] So the communication between us and the library in the last 12 to 15 [23:20] months, [23:22] it it's it's awesome. [23:22] Night and day. [23:24] And so she's in a really tough situation with her building and she's trying [23:27] to make the best out of it. [23:29] But. [23:30] When, when she heard about communicating with the town, she really took that to [23:34] heart and it has. [23:36] Been completely different. [23:37] And I would, I from. [23:39] You know, somebody that tries to represent the town residence as best I can [23:42] I very much appreciate it. [23:44] When you say that they are their own thing, what. [23:47] Referring to they have a moral trust, correct? [23:49] Excuse me. [23:50] And that. [23:51] They report to that board of trustees and that's per the RSAs correct. [23:55] Libraries have their separate board of trustees so that they [23:58] can't be censored or. [24:01] Coerced by a town, but it gets, it's hard in that scenario because they're [24:06] great at programming and they're great at all the things they do in they're [24:09] budgeting. [24:09] And. [24:09] Everything like that. [24:10] But when you have such a large building, [24:12] those expenses can be really hard for a library to fundraise or, or, you [24:17] know, go to, you know, they don't have a facility manager. [24:21] On their staff. [24:22] And I think, I think Kathy used to help a little bit with, with [24:24] yeah. [24:25] I think actually having Dawn and other people, volunteers, I mean, that's the. [24:29] That's the benefit of [24:30] reaching out to the community and having people, you know, participate in and help [24:33] out with, you know, things like this is that.
