[16:11] Required for the proposed impacts to the wetland buffer associated with the cross-country sewer [16:15] The conservation commission will hear the application at their October. [16:19] 13th 2026 meeting. [16:22] The applicant also needs approval from the select board for the proposed sewer line [16:25] to cross a town owned lot. [16:28] The applicant appeared before the TRC on August 27th. [16:32] And the TRC comment letter is enclosed in your packets. [16:35] Packets, the applicant has also been reviewed by the U by Underwood engineers. [16:40] Engineers and their comment letter dated September 1st is also enclosed for. [16:45] For your review. [16:46] The applicant did not have time to revise the plans in response to the [16:50] comment letters, but requested to be placed on. [16:53] This agenda to start the discussion on the application. [19:01] So we were here back in July a couple months ago for a design [19:04] review. [19:05] This plan will be very similar to what you saw. [19:07] Then some minor changes have been made and we also. [19:09] Updated the plans not to include all of the design details. [19:13] Details.But again, for the record, it's map 52 lot one, which is 58 JD [19:17] hill Ave. [19:18] So the total parcel is close to 73 acres. [19:21] It is the. [19:21] Golf course currently [19:23] the Exter country club. [19:25] We are looking at approximately a 10 acre parcel that is at near the [19:29] frontage of. [19:31] The parcel, which is shown on our existing conditions plan. [19:34] We don't show the entirety of the property because we won't be developing that [19:38] It is accessed off the end of JD hill Ave, which is sort of [19:41] a little dead end piece of the road that is off of. [19:45] The intersection with Webster Ave, there's only two homes on the, that road currently [19:50] And also there is the cart path that comes off from the country club [19:55] clubhouse. [19:55] So you'll see that running toward the clubhouse here. [19:58] And then it sort of makes a curve and runs along the Western boundary [20:02] of the property that we're looking at. [20:04] So the property currently is the golf course is driving range. [20:08] You can see the tree line here on the plan, which is kind of [20:10] the large clearing that is for the current driving range. [20:14] The [20:15] property's pretty moderately sloped. [20:16] It does steepen as it gets closer to the wheel, right Creek, which is [20:20] on the Eastern boundary of the property. [20:22] The golf course does utilize some of this space right in the corner here [20:26] in the Northeast corner. [20:28] Closest to the Creek [20:29] for one of their tea boxes for one of the golf holes. [20:32] And there is a wetland that runs through the property. [20:35] This is very similar, actually the same as what you saw previously. [20:39] Since our previous plan was a real wetland delineation versus just being a concept [20:44] So that sort of divides the property almost two thirds, one third. [20:48] Split with the majority of the land being on the Western side of that [20:52] wetland. [20:56] Included in our plan set is a demolition plan. [20:58] We did show our proposed road on here, just so it kind of made [21:01] a little bit more sense with what's. [21:02] What's going on and we have kind of a blown up. [21:05] Shot of that intersection at the Webster Ave, JD hill Ave intersection, cuz there's [21:10] quite a bit going on there as you come around that corner. [21:14] And head toward the driving range. [21:16] The road really narrows as it comes into JD hill road. [21:19] So we'll need to actually widen JD hill Ave in order to make that [21:23] an adequate access for the proposed subdivision. [21:26] And there's quite a bit of infrastructure in that area. [21:28] There's a, [21:29] a fire hydrant, a couple of utility poles. [21:32] Poles some drainage that will all need to be reworked. [21:35] So that's what this plan shows. [21:36] And we do plan on adding a similar kind of blown up detail on [21:40] our utility. [21:41] Plans at the request of D P w to show that in a little [21:44] bit more detail as well. [21:46] The other thing that we'll have to get relocated is there's some overhead power [21:49] that runs out actually into the golf course for kind of their maintenance building [21:53] That's out there. [21:54] That'll have to get reworked so that it runs along the cart path instead [21:58] cuz right now it's running through what will be our proposed lots. [22:02] Lots.And then a small section of the cart path will also have to get [22:05] relocated in this area. [22:07] So you can see the existing cart path here. [22:10] This is the only section that we'll get impact and an only to be [22:13] relocated to kind of connect the existing. [22:16] To the existing, instead of running through our proposed road. [22:20] Also within the right of way along JD hill Ave, there are some trees [22:23] in that area, as well as some fencing. [22:26] That we'll all have to get pushed back to the west onto the country [22:29] club side of the right of white line. [22:33] So this is our proposed yield plan. [22:35] It's 14 lots again, very similar to what you saw before. [22:38] We did make some minor tweaks. [22:40] Tweaks to it. [22:40] Based on some comments we received at our last meeting. [22:43] But we do have 14 lots, which are all the, the. [22:47] Required conventional size per the zoning within the R two district. [22:52] And then this is our proposed cluster subdivision plan. [22:55] So you can see the lots are all clustered together on this Western side [22:59] of the wetland. [23:01] Which is in this area [23:02] and we're proposing about 50% just under, I think it's 49.9% open space. [23:09] So we're proposing more open space than is actually required for the ordinance. [23:13] But we do have that area available. [23:14] So we're proposing all of that as open space. [23:17] And the only thing I will mention is that the golf course does, will [23:21] continue to utilize the space that is currently their tee box. [23:24] That will be part of the. [23:25] Open space that will be an easement to them. [23:28] Which is consistent with the rules of what's allowed within the open space, including [23:32] recreation. [23:33] The proposed road is about a thousand feet long, but that includes. [23:38] Includes about 200 feet of road that we'll need to get upgraded. [23:41] Upgraded on the end of JD hill Ave. [23:42] Like I mentioned before, that will have to get widened for this project. [23:45] Just so it's. [23:47] It's accessible for the 14 lots as well as the two existing homes on [23:50] that road. [23:51] And we do also propose a stop sign at the end of the road [23:54] because currently this is almost like a three-way intersection. [23:58] Between the two sections of JD hill, lab, and Webster Ave. [24:02] So, and right now it's, it's just the two homes there. [24:04] So that's served its purpose for the time being, but with an additional 14 [24:08] homes, we felt it. [24:10] Was necessary to add an additional stop sign there. [24:14] This is our proposed grading plan. [24:16] So we're proposing some. [24:18] Drainage upgrades at the intersection of JD hill Ave, as well as sloping. [24:23] The proposed road into our site and we have several catch basins along our [24:27] road to collect drainage. [24:28] That actually comes down the hill from the golf course. [24:31] And will be graded to come down the road into our catch basin so [24:34] we can help to. [24:36] Mitigate some of the drainage issues that are currently occurring at that intersection. [24:40] And then we have two proposed stormwater basins. [24:43] These are bio retention with internal storage reservoirs that provide [24:47] stormwater. [24:48] Peak flow attenuation as well as treatment of the runoff. [24:52] And those catch basins will direct. [24:54] That runoff into those areas to be treated and infiltrate and infiltrated. [24:59] We do have some wetland buffer impacts, which are shown in the green, in [25:02] the orange and pink on the plan. [25:05] Which are temporary impacts only. [25:07] These are for. [25:08] Construction, basically, if the back burns of these ponds and those will all be [25:12] re-vegetated as part of the project, once that is complete. [25:16] We do have also have two small wetland crossings. [25:18] One is located right here. [25:20] And the second is right here, and that is for us to tie into [25:24] sewer, which I'll speak about on the next slide. [25:29] So this plan shows our proposed utilities. [25:32] The water will connect to. [25:35] The end of JD Hila and come up through the site and loop around [25:38] There's some studies that we need to look into at the request of D [25:41] P w that came up at TRC. [25:43] So we'll need to look into that. [25:45] And then we did propose a cross country sewer line. [25:48] Like we mentioned at our last meeting [25:50] that we'll have to be approved by the select board because there's this there's [25:54] There's two properties down here that are actually owned by the town of Exeter [25:57] And the closest sewer manhole is down here off at the end of Webster [26:01] Ave, which is much, much lower. [26:03] Than the manhole that is up at the top of Webster Ave. [26:07] This manhole is also very shallow. [26:09] So in order to allow us to connect to. [26:12] Sewer with gravity flow. [26:13] We have to come down the hill and connect to that manhole, which is [26:16] at the end of Webster Ave. [26:18] So that is really what the two. [26:20] Wetland buffer or wetland. [26:22] Impacts that we propose are shown on [26:25] C2 or four is for those, those sewer crossings. [26:29] Crossings. [26:31] We have a lighting plan here that shows we just have a couple of [26:34] proposed streetlights. [26:34] There's actually currently one at the end of. [26:37] JD hill, lab and Webster a intersection. [26:40] So we're just proposing to replace that one in the same location on the [26:43] pole. [26:43] Once that's relocated. [26:45] And then we proposed our cluster mailbox unit. [26:48] Right here at the entrance to our road. [26:49] So we have one light there as well as one at the end of [26:53] the intersection. [26:56] This is our landscaping plan. [26:58] So we proposed street trees along the road on both sides as required. [27:02] Required per the regulations. [27:03] And then we also do have pretty substantial [27:06] buffer planting along the. [27:09] Country club property line, which is where those current trees are that we'll have [27:12] to get cut down. [27:13] So that will be to replace those in order to screen [27:16] the country. [31:13] Getting some of these storm water and drainage taken care of. [31:18] That has affected our neighborhood for decades. [31:22] My purpose today. [31:23] Why am I here? [31:25] Why was this important to me? [31:28] I want to put this project into a current and historical perspective so that [31:32] the abutter concerns that you're gonna hear tonight. [31:35] Can be viewed in the appropriate context. [31:39] I'm gonna start chronologically and speak somewhat generally, but I think I'll be able [31:43] to get my point across. [31:46] Jumping it back in time. [31:48] World war II ended and a bunch of houses has got built up in [31:51] the Jada hill neighborhood. [31:52] Mine included [31:54] 1946. [31:57] Excuse me. [31:59] My understanding. [32:01] At the time is that JD hill. [32:03] That neighborhood Webster Ave, the golf course parking lot. [32:07] Those were all dirt roads back in the day. [32:10] At some point Webster avenue got paid. [32:13] I'm guessing that was probably in the 1950s. [32:16] Fifties in some level [32:18] of. [32:19] Storm water drainage or runoff drainage, whatever you want to call it was installed [32:25] Later on. [32:26] At some point I want to get, I, I don't have the exact date [32:30] but the town of Exeter. [32:32] Allowed and approved the golf course to pave their current parking lot. [32:36] There was no evidence that I know of. [32:40] That showed that the town. [32:43] Improved the local infrastructure to account for. [32:46] Or mitigate [32:47] the effects of paving this lot when it comes to the amount of runoff [32:52] And, and drainage issues that our neighborhood has. [32:57] You know, as you all know, [32:59] time has passed since then. [33:00] And our weather has gotten worse. [33:03] The amount of storms, their frequency and severity have gotten much worse over time [33:08] And as a result of this combination of circumstances, [33:13] the lay of the land has changed. [33:15] You'll see, like my lot, for example, [33:18] used to be somewhat level. [33:20] It used to be a baseball field where their neighborhood kids played ball. [33:25] At for a long time, it was a pasture where horses were raised. [33:30] Raised [33:31] the current conditions. [33:32] On my lot, make none of these activities possible today. [33:40] This storm drainage that we do have leftover from the original. [33:44] Paving effort from way back when. [33:47] It's honestly, almost never maintained. [33:49] I've lost track of how many times. [33:52] Over the years, not this year, not last year, but over all the years [33:56] That I've cleaned up the storm range, that Doug has other neighbors as well [34:03] Doesn't sound important now, but I'll loop back to that later on. [34:08] In more recent times. [34:10] Things continued in this general direction. [34:14] When Webster Ave was repaved a couple of years ago. [34:19] The crown of the road itself changed quite dramatically and pushed even more water [34:25] To the Northern side of Webster avenue. [34:28] And I doubt very much that the road, as it currently exists. [34:32] Exists meets current D O T specifications for what? [34:36] The crown of a road. [34:38] Should be [34:40] I've looked at ears worth of meeting minutes. [34:43] Other documentation that show categorically. [34:46] The problem that I'm discussing today. [34:49] The stormwater runoff and drainage issues have been well understood by the town of [34:53] Exeter for decades. [34:55] It's not a surprise or a matter of debate. [34:58] It's a known fact. [35:00] As evidenced by the record itself, which sits on the town website. [35:04] And we have a critical town employee who everyone in here knows. [35:08] Knows who has lived through this problem. [35:10] Decade over decade as it runs through his backyard. [35:14] Getting closer and closer to his basement. [35:19] Sorry. [35:22] Recently [35:23] over [35:24] unanimous neighborhood opposition, the town approved. [35:27] That housing project off of Haven lane. [35:31] The one that sits between Haven lane and Portsmouth avenue. [35:34] I don't know what it's called. [35:36] I call it the Gulag, [35:38] cuz that's what it looks like to me. [35:40] The Haven league neighborhood was ruined. [35:43] And the town blessed it. [35:46] That project should speak volumes about our collective reluctance for new construction and our [35:52] literal. [35:53] Backyards. [35:56] Even more recently, the town of had an opportunity to not only rectify. [36:01] Past mistakes on JD hill, but to catch up. [36:04] The entire neighborhood infrastructure. [36:07] The pumping station project. [36:09] Instead of taking advantage of the fact that the entire storm drainage system was [36:14] dug up and exposed for the world to see where were. [36:17] They nine feet wide and eight feet deep. [36:20] For the length of Webster avenue. [36:23] The town didn't do anything else except going there and do the pumping station [36:27] project. [36:30] Our yards were torn up. [36:32] Invasive plant species were introduced. [36:35] And nothing else was accomplished. [36:38] We're left with the same drainage and runoff problems that we had before this [36:42] project started. [36:44] About a, what a year ago. [36:46] And I referenced the start of the project. [36:49] For a reason. [36:51] It's one of the most compelling ways to ensure that the board understands how [36:55] we are feeling right now. [36:57] This pumping station station, project. [37:00] Appears to still be incomplete. [37:02] Every day we're dodging at least four pylons. [37:06] Pylons set up in our roads [37:07] that are protecting. [37:10] Holes in the asphalt. [37:12] Asphalt [37:14] and it's dangerous. [37:17] But I, I point this out to also point out one other thing. [37:21] During this same timeframe of the pumping station project. [37:25] The town manages to start and then finish. [37:28] Completely [37:29] roundabout on the other side of town. [37:32] And I, you know, to me, that's a pretty good example. [37:36] Of why we feel like our neighborhood. [37:39] Is being neglected. [37:41] And ignored. [37:48] Everything I've said so far leads to this. [37:52] Given the facts and circumstances, I've just laid out. [37:55] Why should we trust anything coming from the developer or the town? [38:00] For that matter [38:01] clearly. [38:03] And for decades now, no one has been taking our needs seriously, and I [38:06] believe this needs to change. [38:08] We have a town leadership and committees. [38:12] Committees that are all about putting beautiful granite curbs. [38:14] Curbs in certain neighborhoods while JD hill has no curbs at all. [38:19] And the LA this lack of infrastructure. [38:22] Is having a huge negative impact on our properties. [38:29] The plants that have been shown here today. [38:32] You know, [38:34] who knows. [38:36] Knows I, [38:37] to me [38:39] this looks like another opportunity for a whole lot more water to come running [38:43] down our streets. [38:45] And [38:47] I, I, we all have video of what this place looks like, what our [38:51] road looks like. [38:52] When the rain hits, it's not pretty. [38:56] And I understand, I totally understand the purpose. [38:59] Of having to, [39:00] you know, like last meeting. [39:03] Discussed for an extensive period of time, the use of nesting boxes for someone [39:07] else's project. [39:08] I get that. [39:09] I understand why that's important. [39:12] But [39:13] using Haven lane, as our example, at some point we have to prioritize. [39:18] The needs and the requirements, the basic. [39:22] Infrastructure requirements of the people who have lived here in faithfully paid. [39:26] Exeter rising property taxes for years and years on end. [39:32] I mean [39:33] that that's where we're at. [39:36] This project. [39:38] Has forced me to learn a whole bunch of new words and phrases that [39:40] I didn't wanna have to get into. [39:43] Things like [39:44] ministerial failure. [39:46] Constitutional property protections. [39:48] Private nuisance and trespass. [39:51] Trespass specific negligence, reasonable use doctrine. [39:55] Invested property interest. [39:57] As I stated emphatically. [39:59] The last time I spoke before this board, my goal is to be a [40:03] partner with a town of Exeter. [40:05] It's just getting harder and harder. [40:08] I don't want to be in opposition. [40:10] But [40:12] if this project goes forward, [40:15] something has to be done. [40:18] To fix the problems that we have had. [40:20] For decades [40:22] instead of just being ignored again and being left to deal with the ramifications [40:26] of another project. [40:28] That impacts our neighborhood. [40:33] So that's all I've got to say. [40:36] The only other thing I can think of based on what we. [40:40] Just heard is whether or not the property site visit. [40:44] The site walk. [40:45] Is that what we called it? [40:47] Whether or not that sidewalk was going to. [41:01] The downstream impact from projects at the top of the hill, before we start [41:05] cutting down trees and widening roads and all that other stuff. [41:09] We can show you firsthand. [45:03] And [45:05] I wanna express my concerns about the proposed development at the end of our [45:09] dead end. [45:09] And it is a dead end street. [45:12] It's not an. [45:13] Empty lot somewhere. [45:14] It's a dead end street. [45:17] A pair, a dirt path, and then we're driving range. [45:22] And before any approvals are granted, I asked the town to require a clear [45:27] road widening plan. [45:29] Adequate protection from the golf course for us. [45:33] A drainage review wildlife protection in a traffic study that addresses pedestrian safety. [45:39] We're very walkable. [45:41] Community. [45:43] They have stated that the road would need to be widened, but. [45:47] They say, remove a few trees. [45:51] These trees are mature. [45:53] In fact, I believe some are registered with the conservation commission. [45:56] This is what they, the trees. [45:58] That they have to remove. [46:01] Which will also increase the drainage. [46:04] Issues. [46:07] And [46:09] in addition to [46:11] controlling drainage and erosion. [46:14] Because it's a hill, [46:16] the golf course comes down a hill that we are across the street from [46:20] a hill. [46:24] It's an important buffer. [46:26] Between our homes and the golf course. [46:29] They have a safety net, which is really not adequate. [46:33] We get golf ball. [46:33] We all get golf balls. [46:36] Balls and this would be gone. [46:38] We would have no buffer. [46:40] Which means we would have no protection. [46:44] And they do mention [46:46] I did not, I didn't have a chance to. [46:50] Really examine these plans because they were just posted on Tuesday afternoon. [46:57] I know they mentioned some kind of a vegetation buffer. [47:01] Between Webster a [47:04] and [47:04] the, this development. [47:07] But I don't see really anything being worked on. [47:11] For the buffer across the street from us. [47:16] The other thing [47:18] the neighborhood is highly walkable. [47:22] Regularly used by dog walkers. [47:25] Walkers families, children. [47:27] Elderly people. [47:30] And [47:31] I think that if this were to go through, we would need the sidewalk [47:36] Extended [47:37] when the Gulf [47:39] course was going to have their new clubhouse. [47:42] I believe. [47:44] One of the stipulations was that the sidewalk. [47:48] Be extended from where it ends at [47:51] Hayes trailer park. [47:54] I think that that would have to happen. [48:19] There's the Irvine. [48:21] Conservation area, which is a town owned conservation area. [48:27] Those birds and animals. [48:30] What will be the impact on them? [48:33] Because right now it's a golf course and there's a large wooded area on [48:38] the other side of the driving range. [48:39] And I have no idea how much of that. [48:50] For almost 30 years, I've raised my children here. [48:55] I'm concerned about that this continued development. [49:10] Neighborhoods. [49:11] And I know that the town master. [49:13] Plan [49:15] focuses on [49:17] affordable housing and maintaining neighborhood character. [50:12] And we have chosen the street deliberately because it is quiet and safe in [50:15] the kind of place where our kids can be kits. [50:18] Kits and we're here tonight. [50:19] I'm here tonight asking the board to help us protect that. [50:23] I wanna call out something very specifically, because I do think it gets a [50:26] little bit lost in the paperwork. [50:27] We've talked about this dead end a lot. [50:30] But this dead end section of the road is the only safe and flat [50:33] place where our kids to play in this neighborhood. [50:37] Not one of a few options. [50:38] It truly is the only option. [50:40] And in summer evenings, you'll find that dead end is full of kids learning [50:43] how to ride. [50:44] Their bikes and kicking balls. [50:46] And. [50:47] Playing outside with each other while we, as parents can just watch them enjoy [50:50] being outside in the summer. [50:52] It's really the heart of our neighborhood, where friendships are formed and our community [50:56] really happens. [50:59] The surrounding streets carry [51:01] constant traffic from the golf course. [51:04] It's constant and this traffic. [51:08] Of the golf course and its members [51:09] who are also very rarely mindful of the fact that there are kids at [51:13] play in this neighborhood. [51:15] Families have learned to keep our kids away from that side of the street [51:18] And it really is only safe to go up this way. [51:22] So that's where all our kids are going to play. [51:23] And like I said, learning to ride their bikes and playing outside, playing street [51:26] hockey, and just again, being outside and enjoying the. [51:29] Kids because that's [51:32] that's where it's safe. [51:33] And if this development goes through that ends. [51:36] Ends permanently, really for us. [51:39] Like I said, this is we've all said numerous times tonight. [51:42] This is a single entry narrow road and it already carries a lot of [51:46] traffic. [51:48] They're a golf club members and employees who use it daily and often at [51:51] speeds. [51:51] And without the awareness, you would appreciate from anyone who, where kids. [51:56] Are playing or families are living. [51:58] And this develop is not going on. [52:00] Vacantly and you are replacing or driving range. [52:02] The golf traffic doesn't go anywhere. [52:04] This is just more traffic and. [52:06] More cars, interrupting where our kids get to play. [52:10] And we would really ask that an independent traffic study be completed. [52:14] Before any, anything moves forward? [52:18] The drainage we, our, our neighborhood will talk your ear off about drainage. [52:21] It's a problem. [52:22] I won't go into more detail about the drainage. [52:26] But again, we are really asking. [52:28] For an independent drainage or stormwater study, kind of whatever the, the correct term [52:32] for that would be to be. [52:34] Completed. [52:35] And then for any re remediation needed to be paid for by the developer [52:38] we don't feel that this should really come back and affect us as families [52:41] who are already living here. [52:44] You know, as Gail mentioned, we've been living under a water restriction for the [52:47] better part of a year. [52:48] At this point, I believe. [52:49] And every family on the street we've cut back. [52:52] Look at our gardens, they're dead and sad. [52:55] But approving 14 additional homes in the middle of this is just gonna add [52:59] more permanent demand to the water supply that it appears already in crisis. [53:04] So my neighbors trusted me to be here tonight because they couldn't be because [53:08] Knowing that without somebody standing up for us, the interest of this neighborhood can [53:12] get overlooked in a process like this. [53:14] We're not just neighbors in the loose sense of the word. [53:16] We are a community. [53:18] We celebrate holidays together. [53:20] We eat dinner outside together in the summer. [53:21] We catch and get to watch each other's children grow up. [53:25] This didn't happen by chance. [53:26] This didn't happen by accident. [53:28] This happens because this is a type of street where we are, that this [53:31] can happen. [53:33] We don't [53:34] are not asking the board to stop all development. [53:36] That's obviously not reasonable. [53:38] We are asking you to think carefully about what gets lost. [53:41] When you change the character of a neighborhood like ours. [53:44] Ours and hoping that you would require an independent, independent traffic drainage and water [53:48] studies before any approval gets granted. [54:52] Now the original clubhouse was destroyed by a tornado in 1953. [54:57] The current clubhouse has been on site and remodeled over the years and serves [55:00] its purpose. [55:01] For nine months of the year. [55:03] The ground crews, they've done a lot to improve the fairways and greens over [55:06] the recent years, but it is not. [55:09] And never will be in the same league as Portsmouth Wentworth, Ana peas and [55:13] on and on and on. [55:15] Years ago, my dad [55:17] and I were both members. [55:18] He aged out and I decided just taking a good walk was less frustrating [55:24] Change inevitable, but let's keep it constructive and not destructive. [55:29] Developers, they're ruining Exeter. [55:31] They're putting an unnecessary burden on the infrastructure and the traffic flow here in [55:35] the town. [55:37] The two main arteries into downtown Exeter. [55:38] They're being clogged by the squall of poorly thought out development. [55:42] And please no one on the various boards here in the town of Exeter [55:46] wants to use the phrase, affordable housing or workforce housing, because that is a [55:50] Fallacy. [55:52] I'd like to see the board members representing Exeter show some restraint in there [55:55] to decision making. [55:57] Realizing the legacy that they're leaving for future generations. [56:01] I, I also realize that native Exeter residents are becoming extinct. [56:05] And some of our children can't afford to live and grow their families right [56:09] here in the town. [56:09] They grew up in and keep that process going. [56:13] Progress. [56:14] No. [56:15] Keeping the charm in historical significance of Exeter. [56:18] Questionable. [56:19] I asked the board's representing Exeter to put a two letter word in their [56:23] decision making vocabulary. [56:24] And that word is no. [56:29] The developers are ruining Exeter's charm and heritage, and they should be encouraged to [56:33] just pack up their tents and move their circus to another area and put [56:36] their act on there. [56:38] And I hope this board is gonna see this project as ill-advised the Exeter [56:41] country club should be encouraged to come up with an alternative way to get [56:44] themselves an upgraded club. [56:46] Clubhouse the loss of property, including theirs is forever. [56:50] And the ramifications to the town's infrastructure is permanent. [57:45] Faces and the proposed development would directly affect my quality of life and diminish [57:50] the peaceful character of our close-knit neighborhood. [57:54] I'm here this evening to state my objections to the pro proposal to construct [57:59] 14 new single. [58:00] Family homes on the current driving range. [58:03] At extra country club, [58:04] Webster Ave is a dead end road. [58:07] And the road leading to the country club from JD hill and Webster avenues [58:10] is very narrow. [58:12] As somebody mentions, it's a trail and that's really all it is on the [58:15] dirt road. [58:16] To the country club, there is insufficient room for vehicles to pass safely. [58:21] And there are mature trees, as someone mentioned and registered. [58:25] Of which they would have to be removed. [58:27] And I object to that. [58:29] Exeter was recognized as part of tree, city USA. [58:32] In 2019, [58:34] I don't believe that they could hold that. [58:37] Today [58:38] trees. [58:39] Provide privacy neighborhood character, and a sense of peace. [58:43] They also serve essential environmental functions. [58:47] Functions cleaning out air water, providing habits, habitat for wildlife. [58:51] Connecting communities and supporting public health and wellbeing. [58:55] For these reasons I object to further trees being removed from the neighborhood. [59:00] I don't wanna look at the new houses. [59:02] I would like to see the trees as they are now and provide the [59:05] privacy that my neighbors across the street are used to. [59:08] We already have seen the impact of extensive tree removal on Haven lane. [59:14] Where green and company cleared out. [59:15] Most of the trees. [59:17] To build the townhomes as a result. [59:19] Older homes on Haven lane. [59:21] Now have an unobstructed view. [59:24] Of Portsmouth avenue with increased exposure to traffic, noise and pollution. [59:29] These new homes also significantly taller than existing homes. [59:33] Homes and do not reflect the scale or character of the surrounding neighborhood. [59:38] I'd like to know what the town will do to accommodate all the new [59:42] traffic on Portsmouth avenue and the JD hill avenue.
