[8:21] And it's right after 675 and then Beer Creek City is responsible for it. [8:28] This entire section of Beer Valley Road is made of or composed of a concrete pavement, which [8:35] has long serve, it's useful life, it's currently, has a PCI of, I think, 35 out of 100, [8:44] it's a pretty dire shape and the city of Beaver Creek started working in a project where [8:50] they got a designer and are going to be doing a full reconstruction where the concrete [8:54] pavement is removed and replaced with an asphalt pavement. They were telling me about this [8:59] and I was like, what are going to be your limits and they were, you know, they told me they were [9:03] going to work right up to City Limits. And I'm like, well, a portion of that [9:07] concrete pavement is in Fairborne. Can can I get in on that? Again, can we, you know, [9:13] get that taken care of as well. So Jeff put together an agreement in which we would [9:20] be joining them in a cost participation in which City of Beaver Creek would still [9:25] run this project and handle all aspects of it. [9:32] And we would agree to reimbursement. So [9:34] way it's put together is that we are going to be putting a small cost for the design portion [9:41] of the City of Fairborn work. It's about $14,000 which we can accommodate and pay for. [9:48] It wasn't budgeted but we can use our other professional services that we have in store to [9:53] be able to make this payment that way we covered the design portion this year and then the [9:57] construction portion which will be estimated. [10:00] And then giving a number, at a later time, we'll be budgeted for next year's budget. [10:07] We are agreeing to reimburse, so Beaver Creek will cover the cost of construction throughout the contract. [10:12] We don't get an invoice from the contractor. [13:36] So they reached out and they are currently connected to their domestic water is currently supplied from a well and they are looking to extend and tie in to the Fairborn water system. [13:49] So per our ordinances, since it's not a single family home and it is extending the existing infrastructure of this requires council approval, so that's why we're here. [14:01] So, just to show a map of the area, so this orange section shows back township, the [14:07] back township limits, and the start-down here shows where the church is located at the [14:12] intersection of Terri and Bell. [14:15] So, the image on the right shows a screenshot of our GIS, which shows the current location [14:19] of our utilities in this area, so you can see along all the yellow springs up here at [14:24] the top, is where we currently have a water line, and the church located down here is [14:29] to extend the infrastructure to so they can connect to our water. [14:36] So this shows sort of [14:39] their proposed plan. So again, here's Yellow Springs Road up here where they're looking to [14:44] tie in and then they're looking to head down south down x drive and then west down wolf and then [14:52] south down Terry. So again, here's the church and they'll be extending it in front of their property. [14:56] So this project includes a total of 1700. [15:00] Feet of Water Main that they're looking to install. And since this is the church that's wanting to do this project and heading it, they will be covering the construction costs, the materials that will all be paid for by the church. [15:13] The engineering involvement will include inspecting the water main to make sure that it's installed and tested for our specifications. [15:20] And then after the installation and the acceptance, we would accept that as fair-born property, so it would be a fair-born water line. [15:28] So, engineering recommends approving resolution 625 and approving this work would allow us to then sign a pre annexation agreement with the church. [15:38] So, should the city decide in the future that they want to annex them, they can't really fight that, they would agree to that. [20:00] I'd like to hear from the, from right-pattery force base and from that cog that we belong to to support it, if they have a stated stance on zoning from marijuana dispensaries, near a skiff. That was something that someone brought up at the forum. [20:26] So I'm interested if we can talk to the cog or a representative from the base and find out if they recommend if they require even some kind of a restriction. [21:46] And then I'm also curious if we could work with the county, if the taxes, if any of the taxes are actually going to come back to us, [21:54] if there's something we could do specifically with them on a county level, whatever the right level would be. [26:09] And a good turnout for that at Fairborn High School got a lot of comments, a lot of comments [26:15] were towards, we'd rather have a dispensary and know what people are getting versus people [26:21] buying marijuana off the street and not knowing what they're getting, including things [26:26] that could be laced with opioids, fentanyl, or whatever. [26:30] We're still seeking feedback. [26:32] I personally talked to a lot of different groups, I did talk to some of the senior base leadership [26:38] in the last two weeks about the marijuana issue, and their policy is as long as the federal government does not allow it for federal employees. [26:48] Anybody who's a federal employee have stands a chance of losing their job, their position. [26:54] So they are staying strong with the federal position on marijuana use and possession. [27:01] So that means for some of those questions, this next citizens form on February the 24th at Bethlehem, Luther and church at 6pm. [27:13] We are asking several of the treatment facilities in the Fairborn area to be there to talk about what kind of facilities and services they provide. [27:23] I was approached by several people after this last citizen's forum with their concerns [27:29] that if we have a dispensary, is that can encourage people to start using marijuana and [27:35] some of them were parents who were concerned about their kids, even though kids won't be [27:41] eligible to purchase from a dispensary. [27:43] But their concern was that if marijuana is going to become more prevalent and fair-born, [27:49] what kind of treatment facilities? [27:51] So we have invited several treatment facilities in Fairborn Food Treat patients with drug usage, including marijuana, to be there, to talk about what kind of services they might provide. [28:05] So we do encourage people to come. [28:08] We continue to want to hear from Fairborn citizens about your thoughts and ideas about having a marijuana dispensary. [28:16] I talk to our state representative about it right now the taxation for it is being reviewed [28:25] by the state government and there may be some changes to that. [28:29] So we're not sure exactly where the taxes that are going for the mayor of one of the sales [28:36] were the currently going and where they may go depending on some ideas that are being discussed [28:42] at the state legislature level. [28:44] So, we encourage you to talk to your state representatives, [28:48] ours's state replying, Lampton, who's been very engaged with this, [28:52] and I appreciate his involvement in it. [28:56] The issue of second hand smoke at the Citizens Form at the High School, [29:01] our police chief Ben Roman was there and said smoking in public will be treated [29:07] like smoking anything in public. [29:09] It will not be tolerated. [29:11] people will be asked to put it out, and if they refuse, they will be cited. [29:16] So we want people to know that marijuana, whether we have a dispensary or not, is not [29:23] going to radically change going to things like the sweet corn festival, the car show, the [29:30] Halloween festival, anything in a public environment, there will smoking in public will [29:36] be tolerated, whether it's cigarettes, marijuana, or whatever. So we are looking at all those [29:43] different issues. We do want to continue to get feedback from fairborn citizens on this topic. [29:49] We are going to be making a decision sometime in the future about whether or not to have a [29:55] dispensary. We want to hear from our citizens. We've already heard from our [30:00] March number, we want to continue to hear from more people. So if you see a councilman around, give them your thoughts on it. Tell us what you think and what direction you really think we should be going with this.
