[0:12] Everybody on this side and father the [0:15] few things we have to do to get started [0:17] and then we'll call you forward please. [0:20] >> Okay. Um call the meeting to order at 6 [0:23] o' uh first item will be a roll call [0:28] >> here. [0:38] » all right. Well, tonight we're having an [0:40] invocation by Father Dominic. And [0:43] Father, would you come forward to the [0:45] podium and we'll all stand for the [0:47] invocation and after that we'll do the [0:49] pledge of allegiance. [0:56] In the name of the Father and of the Son [0:58] and of the Holy Spirit. Amen. Heavenly [1:01] Father, we come before you today with [1:04] grateful hearts asking you to bless our [1:07] city council and all those who serve our [1:11] community. Thank you for giving them the [1:14] responsibility and opportunity to lead, [1:18] make decisions and work for the common [1:21] good. Lord, grant our council members [1:25] wisdom to make good decisions, courage [1:30] to do what is right, patience when [1:33] facing difficult challenges, and [1:36] compassion for every person they [1:39] represent. Help them listen carefully to [1:43] the needs of our families, children, [1:46] seniors, businesses, and those who are [1:50] struggling. Guide them to work together [1:54] with respect, honesty, fairness, and [1:58] unity, putting our communities [2:01] well-being above personal interests. May [2:06] their decisions promote peace, safety, [2:11] justice, and opportunities for all. May [2:15] the Holy Spirit guide our leaders. May [2:18] Christ be at the center of the service [2:22] and may God bless and protect our city [2:26] and all who call it home. Protect our [2:30] city and all who call it home. In the [2:33] name of the Father and of the Son and of [2:36] the Holy Spirit. Amen. [2:39] >> Thank you, Father. Thank you. [2:41] >> Ready. Salute. I pledge allegiance to [2:44] the flag of the United States of America [2:47] and to the republic for which it stands. [2:49] One nation under God, indivisible, with [2:52] liberty and justice for all. [2:55] >> Okay. Thank you. And [2:59] thank you very much uh Miss Kintanar for [3:02] bringing the father tonight. [3:05] Okay. And um so the first item uh now [3:08] would be the approval of the agenda. Do [3:11] we have a motion? [3:14] I'll move for approval. [3:16] >> Second it. [3:17] >> Motion by Gomez, second [3:20] >> by Valdinos. [3:22] >> I [3:25] >> Yes. Hi I [3:28] >> Okay. And uh next would be the consent [3:31] calendar which is only one item. Does [3:33] anybody wish to pull it? [3:38] » Uh can we pull it Mayor Paul? I do have [3:40] some questions. [3:41] >> Okay. So, we're gonna pull item uh for [3:45] the Veterans Park splash pad [3:48] rehabilitation and startup. And I don't [3:50] know if we we do have a staff report [3:53] that's been written up [3:56] and um [3:59] you know I I know I read through it and the part that I that what I [4:04] understand is this is like the first [4:06] stage and what may be additional work [4:09] that needs to be done. Uh I I understand [4:13] that it's been I guess 14 years but it [4:16] might have been more than that that that [4:18] was first put in that they said that be [4:21] it's been about 14 years since they u [4:23] really had totally had the maintenance [4:27] that would you be considered complete [4:29] and that this is the first uh in this [4:32] first phase here is to uh correct those [4:35] items that are above ground. They're not [4:37] sure what's below ground. they have to [4:40] take care of these things first and then [4:43] after that um they're they're [4:46] recommending that um you know we there [4:48] be a weekly maintenance [4:53] uh and that would be a separate contract [4:55] and then if there's underground work [4:56] that would be a separate contract but [5:02] » oh and well first of all before well I'd [5:06] like to ask council members [5:08] Go public comment. [5:11] >> I did. [5:15] Let's go to public comment. I apologize. [5:22] Okay. Don't want to be a bearer of bad [5:24] news, but I've been waiting a month for [5:28] a record request [5:30] and never got it. I turned it to your [5:33] clerk because Miss Gonzalez over there [5:36] at the police department don't know how [5:37] what she's doing. She sent me another [5:41] place to go put in a public record. [5:43] That's not the way it works. And I'll [5:46] give you guys a couple of days to fix it [5:48] because once I do a public record [5:50] request, it's a litigation hold on what [5:52] I want. and a disability altered or [5:58] hidden from me as a [6:01] and so I'd rather not involve that [6:06] sheriff. If not, I'm going to be calling [6:09] an intent to sue myself. [6:11] >> Okay, Mr. Limy, by the way, we should [6:14] not mention any city employees by name. [6:17] Uh, and I'll ask anybody in audience to [6:20] not refrain from that [6:21] >> to identify Yeah. [6:23] >> Why can't we identify them? [6:27] >> Well, all I can say that's the re what [6:30] the attorney has told me that that's [6:32] what the the law says. But that said, uh [6:35] you know [6:37] >> that I believe it's been received. [6:38] >> Yes. [6:39] >> Okay. It's been received. I know there's [6:41] things that go to our attorney before [6:43] they can be released. And um [6:47] >> the the rule is real clear about open [6:50] records. If you don't have an attorney, [6:52] that's your problem. You need to get [6:54] something going. It's clear you have 10 [6:56] days. I was never notified of any [7:00] extension. And what she did already [7:02] violated [7:04] the Open Records Act already. [7:08] Now, I can I can send it all my [7:10] information to the attorney general and [7:12] see what they want to do. But, uh, I'd [7:15] like to get this done in house, but I'm [7:18] not going to keep playing the game with [7:20] you guys. There's been several records [7:23] I've never received, [7:25] >> and there's three more coming up real [7:27] fast close to the 10 day. [7:30] >> Okay. And and uh [7:33] what I would would ask, all of these [7:35] have been submitted to to Michelle. [7:37] Okay. So, she has them. I know that our attorney is still working for us. [7:42] He's not here right now. Uh he has [7:46] resigned, just so you know that. Uh but [7:49] he he is willing to continue working [7:51] until we find a replacement. And so that [7:54] doesn't mean that he's not working on [7:55] things. So, [7:57] >> he will respond appropriately. [7:59] >> How do you get someone that never voted [8:01] in for the council of the vice mayor? [8:05] >> He was never voted in. He should be a [8:08] temporary [8:09] fill in, not to be advanced. He [8:13] advancing when the people didn't want [8:15] him in here. They didn't vote for him. [8:17] >> Sir, [8:20] you know, we can choose [8:24] who between us who the council members [8:26] are. This gentleman has been voted in in [8:28] the past, but [8:30] >> voted not voted for. Okay. We'll just do [8:33] a a recall on the whole city council. [8:36] about that. [8:38] >> Thank you for your comments. Anybody [8:40] else wish to speak on public comments? [8:46] » Okay. [8:47] And I apologize for not skipping a [8:50] public comments there and getting in the [8:51] wrong order. But back to the the [8:54] Veterans Parks flash pad. Um [8:58] uh [9:00] we do not have our acting public works [9:03] director here tonight, Troy Ever. Um [9:07] >> excuse me, Mayor Boyer. Did you ask if [9:09] there was anyone else that wanted to [9:11] step forward or No. [9:13] >> Well, I might have missed that. Does [9:15] anybody else wish to come on public [9:16] comments? [9:18] >> Is there going to be more discussion on [9:20] the park flashback? [9:22] >> Uh there will be. Yes. [9:25] Okay. [9:27] Um or sir, did you want to speak [9:30] in public? [clears throat] [9:32] >> Okay. I'm [9:35] >> I messed up. I got that out out of order [9:38] and then I didn't make sure that [9:39] everybody had a chance to speak. I [9:40] apologize. [9:41] >> Oh, perfect. U I I just My name is Dorio [9:44] Gutier. I uh live at 500 North Current, [9:46] but I um I haven't received a call about [9:49] the incident with my neighbor um at 522 [9:53] North Kern and um I really when I called [9:58] Brenda to come out um she um said that [10:03] she would go out later, she never went [10:05] out, but I really wanted to see if it [10:07] didn't have to be her, it could be [10:08] anybody just to come out and see what [10:10] the neighbor actually did in that in the [10:14] um the the the water cement block where [10:17] you where it's um cemented. Um there's a [10:21] lid to open it. I just wanted to see if [10:23] someone can inspect what they actually [10:26] did there. And and um I already have um [10:29] he's already been violated for the the [10:31] dumping of toxic water, but I believe [10:33] that's what he's continually trying to [10:35] do. Divert the water somewhere else or [10:38] something. And I uh right now actually [10:40] before I um came over here I I double [10:43] checked that area where there was the illegal dumpings and there's water [10:48] still leeching out from there. All of [10:51] his he uses white rocks of some sort to [10:54] like cover up or to make it look nice [10:56] and they're all falling through the [10:58] ground. He's trying to reme remedy it by putting [11:02] like bathroom like a really thin [11:04] bathroom uh like a wallpaper or [11:08] something. It's like a pretty pretty [11:09] hard but they're just using all kinds of [11:11] junk. The whole fence is all damaged. [11:14] >> Sir, you you would want someone from the city to go out and take a look [11:19] at it. And Brendo is a person that you [11:22] referred to. [11:30] » I'm kind of c can can somebody get back [11:34] to him then what that process is? [11:40] » Is there a timeline that he can be [11:42] given? Well, we were allowed the first [11:45] violation which is two week a citation [11:47] two weeks and third and second third the [11:50] second and third each is two weeks. So [11:53] accumulate that up. [11:57] » Well, I'm kind of to the point where I'm [11:58] just going to file a lawsuit. Um a civil [12:01] lawsuit against him, but I have a lot of [12:03] video to to and even previously the um [12:08] Jose Maro, he he's the one that kind of [12:10] helped and he took pictures of his own [12:11] with the city. So, there's already [12:13] documents um of the incident previously [12:17] with the city already, but I just wanted [12:20] to see it [12:21] >> just like a cease desist or something. I [12:24] I'm just not I'm kind of to that point [12:26] where I'm just there. No, they're not [12:28] supposed to be a washer back there, but [12:30] they just continue washing their clothes [12:32] and dumping that water from the washer [12:33] into [12:34] >> Okay, sir. Well, okay. I I understand [12:36] what you're saying and I know we're [12:39] going through whatever processes we can [12:41] and then I know that if you want to do [12:43] something legal with your neighbor [12:44] that's your right to do so but [12:46] >> just a bit [12:48] >> we're following at least the steps that [12:51] we need to. [12:52] >> All right. Yeah. No. [12:53] >> I'm sorry that is not happening quicker. [12:56] >> Yeah. It's fine. I just would was [12:58] expecting a call or at least someone to [12:59] come out to to check with me and to see [13:02] what what what that situation was about. [13:05] And so I haven't been able to speak to [13:06] anybody ever since that time. And they kind of when people do that, [13:11] nothing happens to them. They continue [13:12] to do it over and over until they until [13:15] they someone stops and [13:17] >> Okay. Okay. [13:19] >> That's something. [13:21] >> Thank you. [13:23] >> Does anybody else wish to come up for [13:26] public comment? [13:30] » Not seeing anyone. Okay. Now, we're [13:32] going to go to the item that was pulled [13:34] from consent calendar, which is the [13:36] Veterans Park splash pad. And um [13:43] we don't actually have staff here to [13:45] present on it tonight other than we've [13:48] read this, but if there's we should have [13:50] a discussion and then um see what people [13:54] from the public have to say and then see [13:55] if we want to make a decision on this. [14:00] Mr. Tro discuss it at all. There's [14:02] nobody here to talk about it. [14:07] >> I don't see anyone here without having a [14:09] city manager, without having our public [14:11] first person. It hasn't gone to [14:13] engineering. [14:18] » Why is it here? [14:20] >> Well, if uh after reading it, if we felt [14:23] comfortable with it, we wanted to [14:24] approve it either on consent or now that [14:27] it's off of consent, we could. [14:30] I know that it's been down for a while [14:33] and I know it's the hottest part of the [14:34] year and even now if it's going to get [14:37] worked on it's not going to it's not [14:39] going to get taken care of while it's [14:42] still still really hot unfortunately. [14:44] >> So Mayor Par, are we discussing it right [14:46] now then or are we bringing it back [14:47] because there's a couple of questions I [14:49] do? [14:49] >> We're we're bringing it up right now. So [14:52] >> when does it the splash pad officially [14:54] close? [14:56] >> Is it October I think? [15:00] Yeah. [15:00] >> So, in two months. [15:02] >> Um, [15:04] >> and [15:07] how was this budgeted before like all [15:09] these, [15:10] you know, all this stuff? How was it [15:12] budgeted? Because it it was done at one [15:14] point, right? [15:16] >> When you say it was done, [15:18] >> yeah, all this work, is it work that [15:19] needs to get done on it? that according [15:21] to this contractor who's you know as I [15:25] understand familiar with splash pads [15:28] this is their recommendation the work of [15:30] what they would charge to do it which [15:32] >> okay [15:32] >> the [15:34] >> so when it was built there was never [15:36] money budgeted for these items right [15:38] here [15:39] >> well when it was built roughly 20 years [15:42] ago I think um [15:45] >> you know I I couldn't answer you whether [15:48] what was budgeted every year it probably [15:50] you know, they every [15:53] I'm making an assumption that staff [15:55] worked on it. They they were trained on [15:56] how to take care of it. A lot of those [15:58] staff have since left and equipment has [16:02] um worn out and it's gotten to the point [16:05] where the recommendation isn't is to not [16:08] use it until everything is corrected. [16:11] >> So, there's two months left. [16:14] Can we ask [16:16] Blaze and Associates for a grant for [16:18] this? Uh because I think this is a [16:21] perfect item. It's on a park. [16:24] Um [16:26] I don't see it as difficult to try to [16:28] chase some money for this since it's two [16:30] months away and [16:34] you know look for a grant that's this [16:36] amount. [16:37] >> It's just two months away. [16:39] >> Yeah. [16:40] And then again, if this is the [16:42] agreement, [16:44] um, is this a one-time offer or is it [16:49] ongoing? I don't see a start or end [16:52] date. [16:52] >> Yeah, this is just for the first phase. [16:54] And honestly, if we were going to not [16:58] try to do something right away, it [16:59] probably makes sense to to uh get some [17:02] other proposals um and um [17:05] >> get it done over the winter and and make [17:07] sure it's done right. [17:08] >> That was my question. Is this are there [17:10] other bids or is this the only bid? [17:12] >> This is the only [17:13] >> we were supposed to agree on today with [17:15] no other bid. [17:17] >> Correct. And and the again the [17:18] assumption was to try to get things done [17:20] as soon as possible. But again, it's [17:23] again here we are almost September. [17:26] >> So there's no point in rushing it since [17:28] we're going to close in October. So [17:30] yeah, [17:30] >> I agree. definitely look for a grant [17:33] >> and we're going to ask the public here, [17:38] but just want to hear how what other [17:39] council members thoughts are before we [17:42] get public input. [17:43] >> Yeah. I know normally for parks um when [17:47] we build a park, we don't normally set [17:49] aside money for maintenance. It's like [17:52] um a fire truck or a police vehicle um [17:56] or anything out of public works. Um, [17:58] there's a there's a budget for [18:00] maintenance and we pull it out of there. [18:02] Uh, the $9,000 amount, I believe 10,000 [18:05] is when we have to go to bid or [18:07] something above that. So, it's well [18:10] within the the allotted the allotted [18:13] amount for us to make a decision on it. [18:17] Um, I don't I don't think it needs to [18:18] wait two two months [18:20] >> or two weeks. Um, [18:23] and then as far as trying to find a [18:25] grant, grants don't cover maintenance. [18:27] Grants will cover improvements if that's [18:29] what we're looking for. And grants maybe [18:31] will cover a new uh splash pad, but not [18:34] maintenance. [18:35] >> That's a great idea, Greg. We should get [18:37] a new splash pad for the kids. upgrade. [18:40] >> Maybe after we finish the maintenance on [18:42] this, we could have that discussion, but [18:44] I think we need to take care of what we [18:45] have right now. [18:46] >> So, like you were saying, there's no [18:48] extra. I believe there should be at [18:50] least three bids. [18:52] Anything in the amount of 5,000 or more. [18:55] Um, [18:57] it's 2 months away and let's talk to [19:00] Blaze. That's what we're paying them [19:01] for. [19:03] >> Oh, Danny, you got any thoughts? [19:09] » I would like to get a fix if possible [19:12] before the season ended, but [19:15] I wish there was a temporary fix we [19:17] could do right now, but I wouldn't mind [19:19] seeing a new bad phantom in the future. [19:22] I think we should focus on the one we [19:23] have right now, though. [19:25] Okay. Well, at this point, I'd like to [19:26] turn over to the public and if there's [19:28] anybody wishes to speak on this item, [19:31] uh, please come forward. [19:37] » If you have a technician working at the [19:39] city, no one worked on it. I got it from [19:42] an inside source. That was never a test [19:44] theft. [19:45] >> They didn't do any upkeep on that [19:46] machine. And in order to do it right, [19:50] you need at least three bids. You can't [19:53] just go out and grab a bid and okay and [19:55] take it. Cities are obligated to get [19:58] three bid and do the lowest bid. [20:00] So, and no, there's no upkeep on that [20:03] machine. I got it from a reliable source [20:06] and I seen it. [20:10] Unless you're a technician, no one did [20:12] anything to it but maybe change filters [20:14] and stuff like that. That machine was [20:17] neglected. [20:18] There's there's no one here that wants [20:21] to take responsibility for anything in [20:23] this town. [20:25] >> They want to hear people and say, "Okay, [20:27] that's what they said. That's what I'm [20:28] going to believe." Instead of looking [20:29] for themselves. I went through that [20:32] myself. [20:33] So, you need to get it together and do [20:36] it the right way. You're supposed to get [20:38] three bids and then take the least, not [20:41] just go out and get a bid out. We're [20:43] going to spend the people's money [20:45] because we don't want to do the [20:47] footwork. [20:48] Okay. Thank you, sir. Does anybody else [20:51] wish to speak on this subject? [20:59] » Good afternoon, Alice Lopez, 44 North [21:02] Matthews. Um, I understand that the [21:05] splash pad is something really important [21:07] for you, the young children, and it's so [21:09] hot out there. Uh, but at this point, [21:11] you have a couple months left. I think [21:13] you really need to take the time and get [21:15] city matters in order, have all your [21:18] staff present because uh even if you [21:21] want to go out and look for a grant, [21:24] there's not you don't have enough people [21:25] to do that. And then when you get out [21:27] there, you get somebody get these [21:30] estimates or whatever uh to repair that. [21:34] Maybe also look into adding some [21:36] additional things. One of the things [21:37] that I had suggested at one time is to [21:39] put a shower uh maybe alongside the [21:42] bathroom. So that way if they need to [21:45] run you wash certain things off because [21:48] we know what's happening out there with [21:51] the unhoused, they're using that as a [21:53] shower. So if you put the shower that [21:56] runs about the same time that the splash [21:59] pad does, you just have the water on [22:01] during those times. Everybody can rinse [22:03] off the unnecessary things before they [22:06] get on the splash pad. I know that the [22:08] splash pad was just repainted a year [22:11] ago, two years ago, and it looks very [22:14] nice, but with all the additional stuff [22:16] going into the system, that's why it was [22:19] constantly down. So, um, unfortunately [22:23] for the younger children, um, I wish [22:26] that there was a better answer, but at [22:28] this point, I don't think, uh, the [22:31] city's able to do that kind of thing [22:32] right now. [22:33] >> Thank you. [22:36] >> Anybody else wish to speak on the [22:37] subject? [22:39] Okay, bringing it back to council [22:42] and um [22:44] you know I I I guess one question I as [22:49] and I don't know if anybody in the city [22:50] staff has heard like complaints about [22:53] how long it's been down or [22:56] anything. [22:58] >> We have gotten calls to be open [23:02] a few people. [23:03] >> Yeah. [23:05] uh you know I have to say that that even [23:08] if we hired this company they're they're [23:10] not guaranteeing that it's going to be [23:12] operational even when they're done with [23:14] this first phase and since we are [23:17] getting closer to October [23:19] um maybe it does make sense to [23:23] u have it looked into some more and uh [23:26] if we could get a grant that would be [23:28] great um I know Blazen Associates can [23:31] always check on those things Um and and [23:36] this is something that possibly we may [23:38] want to get our city engineer to take a [23:40] look at also. And um and you know maybe [23:43] it could if if we're going to go the [23:45] efforts to to do that maybe we could [23:47] look at upgrading it some including a [23:50] shower or anything else. [23:53] >> So um [23:56] yes it mentions the chlorine storage [23:58] tank in here. Do we know what and what [24:01] kind of shape it's in? [24:04] We don't have anyone here that could [24:06] answer that question, but we can get an [24:08] answer. Yeah. [24:09] >> Yeah. I think we should look at that. [24:10] Um, and maybe that'll help us with the [24:12] timing. You know, if it's compromised in [24:14] any way, I mean, we really should move [24:16] forward with some kind of work on it. [24:18] [clears throat] [24:18] >> Well, and and if it has a problem where [24:22] there's a potential for a leak, uh, we [24:25] better empty it. [24:26] >> Yeah. Or make sure it's well, if there's [24:29] we need to empty it if there's a [24:30] potential leak. So if that's something [24:33] we can pass on to staff with public [24:35] works to check in to just make sure [24:38] everything's [24:39] there will not be a hazard and I know [24:42] our fire department knows all about [24:45] those kind of things too. [24:47] >> Thank you. Okay. Thank you. [24:50] So, is this something we want to uh uh [24:53] basically [24:55] make a recommendation to staff that they [24:57] bring back where they look at these [24:58] other options and then bring it back as [25:00] a future agenda item and have it ready [25:03] for when summer starts next year, having [25:07] it something operational by then? [25:13] >> Yeah. [25:15] >> Okay. So, at this point, would we say [25:17] we're tableabling it? [25:21] table with get everything in order. Get [25:23] your bids. Get [25:25] >> Yeah. [25:26] >> Have Jason look into can upgrade that [25:29] for fifths and u [25:32] see what kind of grants they can get. [25:34] >> Okay. Do we have a is that a motion to [25:36] table with those uh [25:38] >> items included? [25:40] >> Yes. [25:43] >> So Tina, that's that's your motion. [25:45] >> I second it. [25:46] >> And second by Valdeinos. Does that [25:48] include in the safety checks and making [25:50] sure that we empty the tank and if [25:52] there's part nothing [25:55] >> um [25:56] >> worked at that. [25:57] >> Yeah, it includes that. Okay, but we got [25:59] that. It's going to happen anyway. [26:01] Whether it wasn't a motion, but yes, it [26:02] includes included the motion and second [26:05] agrees to that. Okay. [26:07] >> I [26:10] >> Yes. [26:14] sir. [26:16] what she said about the housing using [26:17] the water [26:19] you know filter [26:23] going on maybe [26:26] shut off after so [26:31] you know it [26:33] is [26:35] afterwards I was thinking [26:38] >> okay well that's something that be a [26:40] separate item sir so I don't yeah it's [26:43] not not on the agenda Okay. [26:45] >> Yeah. [26:54] » That's a good idea to consider when we [26:57] bring it back. [26:58] >> Okay. Okay. [27:01] >> All right. Uh Okay. Next item are action [27:04] items and the first one is discussion [27:06] regarding the interim city manager. and [27:09] we interviewed two candidates on um [27:14] Friday evening [27:16] and uh [27:18] the two candidates names [27:23] um [27:27] » and what was I know Kevin Northcraft was [27:30] [snorts] [27:31] one of the candidates and Bossberg Mr. [27:34] Bossburg was the second one. And so, uh, [27:38] I know staff has passed out, uh, their [27:42] where they reached out for references [27:44] and and checked out. I know the council [27:46] has had a chance. I don't know if you've [27:47] all had a chance to look at that. [27:49] >> Got that a little bit before the meeting [27:51] started. [27:53] Um, [27:55] but with that, I would I would start [27:58] with uh asking council members if they [28:00] have any uh comments and questions. any [28:04] anything that [28:07] you would want to add [28:12] or you need a little more time for for [28:14] reading the [28:16] >> Were these sent to us or something? [28:18] >> Well, they were just handed out before [28:19] the meeting, [28:21] >> but we can we could take a little more [28:23] time to to read it and then and before [28:26] we make any decisions, we'll ask the [28:27] public for any comments, too. [28:36] And maybe a little little background on [28:38] it is uh well we're this little [28:41] interlude here. Um the uh uh our [28:46] police chief Jay Brock uh his last day [28:49] as interim city manager was last Friday. [28:53] He's still our police chief. Uh we're [28:57] trying to get an interim city manager as [29:00] soon as possible to fill that role [29:03] because as you can see tonight we don't [29:05] have everything we need to to carry on [29:07] business. Um and so uh we interview we [29:12] actually screened I think there were [29:14] maybe five people that uh we thought [29:17] might apply for the job and it turned [29:20] out that actually only two were [29:22] available to interview last Friday [29:24] evening when we're here. And so we did [29:26] those interviews and so at this point I [29:31] I'd say it's a decision on the council [29:34] between those two people that we [29:36] interviewed. [29:38] >> What's there's three people. What is [29:40] this? [29:42] The Fernando Santan. Is that something [29:44] different? [29:48] » Mr. Santion, I think he was available [29:53] like on a 5050, [29:56] >> a little bit more than 5050 [29:58] on the phone and every other week he um [30:03] he has to have a alternate schedule [30:06] because of his kids. He lives in Fresno [30:08] and I'm going to be doing this. So, he [30:11] has to drop at school and then he also [30:13] has to pick them up from school. And [30:15] then he also has a commitment on stage [30:18] uh two stations [30:20] as well and [30:23] >> okay so if we wanted a full-time [30:26] interim city manager there's two if we [30:28] wanted to consider [30:30] part-time [30:32] that could be considered also [30:35] so basically everything's on the table [30:37] >> so that Fernando Santan we didn't [30:39] interview him so is that one [30:42] >> so can we schedule a date to interview [30:44] him because I don't want to say that we [30:46] interviewed two people and this guy we [30:48] don't even know who he is. We just got [30:50] it today. [30:53] >> Well, he he had been contacted earlier, [30:56] too. [30:58] Yeah. And uh we can decide to do that or [31:02] we can decide that we want to make a [31:04] decision based on who we interview. [31:22] I think it's more than fair to give [31:23] everybody interviews. [31:35] Well, [31:38] like I said earlier, I think we need to [31:40] have someone as soon as possible. And if [31:43] we were satisfied with one of the [31:45] persons that we interviewed, I think we [31:48] should make a decision on that, [31:52] but that's up to us. [32:00] » So, Paul, tonight is just a discussion [32:02] of who we're going to choose. That's it. [32:04] >> It's actually [32:06] under an action item, so we can take [32:09] action. [32:17] But it's is it talking about the [32:19] employment commitment and [32:22] compensation and what about the [32:24] backgrounds checks? They how do they [32:25] clear? [32:27] >> We have not done any background checks [32:29] yet, but if we were to make a decision, [32:31] we could make it subject to a positive [32:35] background check. I think that [32:37] previously happened to us with um Daniel [32:39] Padilla and we said that we weren't [32:42] going to do that again. We'd wait for [32:43] the background check to be completed if [32:46] I'm correct. [32:48] >> That's why we would make it contingent, [32:50] right? [32:51] >> Yeah. [32:51] >> That's how they contingent. [32:53] >> It be contingent [32:56] on passing. [32:57] >> That's what we said was in also. I mean, [33:02] >> yeah, that went sideways for a whole [33:03] other reason. [33:05] >> No, it was for that reason. [33:11] » Yeah, [33:11] >> I'm happy with um you know, the the [33:13] responses that we got back from Mr. [33:15] Northcraftoft. He interviewed really [33:17] well. Uh he's been in a city manager for [33:21] position for many years in one way or [33:23] under or another, either interim or [33:26] full-time. So, um, yeah, I would [33:29] consider [33:30] >> it does Northcraft does stand out with a [33:32] lot of knowledge and experience. He's [33:34] done it before. So, and we need to get [33:36] somebody in here quick. We need to start [33:37] putting a team together because we don't [33:38] have a team right now here at the city [33:39] of Farmsville. We're running just with a [33:42] few people and and it can't work with [33:44] the staff we have right now. We got to [33:45] fill it up soon. [33:48] >> Okay. Well, before I weigh in, I'd like [33:50] to open it up to the public. And I know [33:53] none of you were in the interviews [33:55] because that was a close session uh [33:58] personnel issue, but if anybody wants to [34:00] talk, you know, come up to the podium [34:01] and speak about it, please please do so. [34:05] >> Is this guy local or out of town? [34:08] >> He's uh lives in Tallery, I believe. I [34:11] know he was their city manager before. [34:13] >> Okay. He done city manager before, but [34:16] without a background check, you don't [34:18] know what he'd like. and and there's [34:23] jobs you can't get minimum wage jobs. [34:26] Remember what happened to the last one? [34:28] year you let him go and he had [34:31] experience. Are we going to go through [34:33] that again? [34:35] >> By the way, we're hiring someone to be [34:37] interim for a sixmon approximately a [34:40] six-month term and then what can happen [34:44] is that that person can help go through [34:46] the the selection process for the [34:48] long-term city manager. [34:53] Okay. [34:56] » Okay. Is there anybody else wishes could [34:58] come up [35:00] >> so Paul I do have [35:02] >> well okay well just this gentleman [35:04] >> what the qualifications would be for [35:06] city managers [35:09] >> um and and you don't have to come [35:11] forward we could hear you from there. [35:12] Okay. Uh I I don't have the list in [35:15] front of me, but um the preference was [35:18] to have someone with city manager [35:20] experience. [35:22] Um [35:22] >> any degrees, [35:26] » you know, um for the long-term city [35:28] manager, we were talking about having, I [35:30] believe, a master's in public [35:31] administration. [35:33] I'm not sure [35:36] if these candidates have that. [35:39] I know. At least bachelor's degrees [35:41] [snorts] [35:43] >> or associates or something. [35:44] >> Oh, at least bachelors. [35:47] >> Yeah. [35:49] >> Okay. Thank you. [35:51] Any other comments or questions? [35:55] Okay. We'll bring it back to the [35:56] council. [35:57] >> I do have a kind of a question um in [36:00] regards to this. Um I I saw the email [36:03] earlier and I asked Mike if I could [36:06] comment on it. Um, if as you stated [36:10] being the mayor is only for ceremonial [36:14] purposes. [36:14] >> Exactly. [36:16] >> Then why was it discussed that we would [36:19] have Farley do the negotiations for us [36:22] and all that [36:23] >> that was in the email? [36:25] >> Yeah. Yeah. [36:27] without our [36:30] >> so the council didn't know about [36:32] >> he he is he has done that before [36:36] and if that's something that the council [36:38] does not want to occur [36:43] we can do it differently [36:44] >> I was just thinking since the mayor is [36:46] supposed to be only ceremonial purposes [36:49] why would you bring that to Barley and [36:53] ask him that that is something that the [36:56] council should discuss Yes. [36:59] >> And and according to the email, looks [37:01] like you already have picked a [37:02] candidate. And I just have a question. [37:05] Does anybody know this candidate Kevin [37:08] Northcrap that I mean if we end up [37:10] picking them [37:12] again in the past we failed we failed we [37:16] managers because again [37:19] >> someone has always referred that person [37:22] and so I thought the discussion was that [37:24] we're going to try to steer away from [37:25] that. Um, I'm not gonna I know we can't [37:29] discuss close session items, but I'm [37:31] going to say this and I'm gonna say it [37:33] as carefully as I can. [37:37] When I asked my 16-year-old to go get a [37:40] job, he threw a big old fit. [37:44] Mr. Kevin, [37:46] that's what it sound like. It sounded [37:47] like someone holded his hand like, "You [37:49] have to come and take this job or else [37:50] you're out." That's what I felt like. [37:54] Mr. Nate then brings so much experience. [37:58] His heart is there for the community. He [38:00] would advocate for the community. His [38:03] number one goal was the community. [38:05] >> Yes. [38:06] >> It was not about himself. [38:09] >> He [clears throat] did his homework [38:10] about the community. [38:13] This man, Mr. uh Nathan has so much [38:18] his wealth of knowledge, so many [38:20] resources. I think he would just bring [38:23] it would benefit the city of [38:24] Farmersville, [38:26] especially what's going on right now. We [38:27] need some more positiveness. We need [38:29] people that know their stuff. We know [38:31] people that are not going to use the [38:32] city and we're not we want people that [38:34] are not going to have get easy money [38:36] from the city anymore. [38:39] Um, Mr. Nathan, I think he's the best [38:42] candidate [38:45] and I'm going to leave it as that. [38:48] And I just I got to say that I I just [38:50] hope as council members I hope we make [38:52] the best decision for the best interest [38:54] of the people [38:56] >> of the people. [38:58] >> And so who's going to treat the people [39:00] right and you could tell with Nathan the [39:04] type of personality he had? He was very [39:07] energetic [39:08] and he is very knowledgeable. And um [39:13] I know you you you know the other [39:15] candidate and that's where I'm I I don't [39:21] >> anyway [39:23] >> we don't know [39:23] >> if I can just [39:24] >> so just the time [39:26] >> respond one thing when you say I know [39:28] the candidate I know through my previous [39:31] employment I worked uh with a project in [39:34] the city of Taller when he was the city [39:37] manager roughly 20 25 years ago and So, [39:40] I went to some meetings he was at there. [39:43] Um, [39:45] you know, that's that's as much as I [39:47] know him. Uh, I did make some phone [39:50] calls uh to uh the the member of the [39:55] Chamber of Commerce in uh in Toeri. Um [40:00] got positive feedback from him. uh [40:03] talked with uh county supervisor, had [40:06] positive things to say about not only [40:08] his work experience as a city manager, [40:11] but his character and he also uh was on [40:16] the Deli District Hospital Board and [40:20] helped clean things up over there and [40:22] was their their president for some some [40:24] time. He's also had a number of uh [40:28] assignments or or let me put it this way [40:30] jobs where he's uh been the u interim [40:35] city manager and this is after he served [40:37] the 10 years there in Toeri and uh [40:41] positive feedback from those [40:44] assignments. [40:46] Um [40:47] so in my mind he's qualified. Another [40:51] thing that I think is an advantage to [40:53] the city if we do choose him is that [40:56] he's a retired Kalpers uh annuitant and [41:01] uh and that means that uh we don't have [41:04] to pay uh extra for a lot of fringe and [41:09] things like that that um we would for [41:11] anybody else in the position [41:14] >> and and he only wants a job for six [41:16] months and and I think in our case it [41:18] makes sense to have someone for [41:21] roughly that period of time because we [41:22] want to wait till after election in [41:24] November, see who the council is at that [41:26] time and that council [41:28] can that he could work with that council [41:30] to, you know, get a long-term city [41:33] manager afterwards. I I don't think it's [41:36] a good idea to get try to get a [41:37] long-term city manager right now before [41:40] the election. [41:43] So, those are my thoughts on it. [41:47] Well, we know how this is going to go. [41:49] So, go ahead and make your motion. [41:54] » Any any other comments? Because I am [41:56] willing to make a motion. But any other [41:58] comments from any other council members? [42:00] >> I just feel Kevin or Prep is perfect [42:01] right now for us to get him right now at [42:03] the moment. He's got the knowledge, the [42:04] experience. He's got good reference, [42:06] good feedback, [42:07] people saying nothing but good things [42:09] about him. He's worked at many other [42:11] places where he's helped improve other [42:14] cities, got them out of meth and you [42:16] know left them in a better state. So I [42:18] don't see why we can't get him somebody [42:20] already been in that situation work with [42:22] this you know as city manager. So [42:25] >> and thank you to human resources for [42:27] doing the [42:29] >> Thank you. [42:31] >> Okay. Well, I'm I'm going to make a [42:33] motion and I move to approve a [42:35] contingent offer offer of employment to [42:38] Kevin Northcraft for the position of [42:40] interim city manager contingent upon [42:43] successful completion and approval by [42:45] city council of a background check and [42:48] review and approval by the city council [42:49] of the interim city manager employment [42:51] contract [42:53] >> and I second it. [42:56] >> Any further discussion? [42:59] Okay. [43:00] >> I [43:04] >> no. [43:08] >> Okay. [43:09] We'll move on with the next item which [43:11] is uh related to discussion regarding [43:14] interim city attorney. [43:16] And um at after our last regular council [43:20] meeting, our city attorney sent us all [43:24] an email saying that he was going to be [43:27] resigning the city attorney. However, he [43:30] would continue on until we have a [43:34] replacement. [43:36] Um part of continuing on though means [43:40] he's not going to council meetings where [43:42] you can see it would be very helpful to [43:44] have an an attorney here. And so [43:48] um this is just for discussion right [43:51] now. I know we we've got a [43:53] [clears throat] [43:54] a pretty old proposal that came from uh [43:58] Moses Diaz um years ago. Interesting [44:03] being uh interim city attorney. Um but [44:07] personally, I think we ought to take [44:09] some time to [44:11] um do some more research and and and [44:16] um you know, we we definitely need to go [44:17] through a request for proposals for a [44:20] long-term city attorney. Uh it's it's [44:22] our decision if we want to have a more [44:25] streamlined approach for an interim, but [44:27] I just want to open up for discussion. [44:37] If anybody wishes to speak on the [44:39] council, we're open to comments from [44:43] the public after we've had a chance to [44:45] say something and we'll bring it back to [44:46] council. [44:47] >> Is there recommendations from League of [44:49] Cities at all? [44:51] I you know I know that Jay had sent [44:54] something out there asking for a [44:56] response and [45:03] » you say [45:06] can you follow up on that and and see if [45:09] we've gotten anything because we want to [45:12] put it out there and um Yeah. [45:20] And the attorney that you mentioned [45:23] right now, where is he coming from? [45:25] >> He's I I believe Vicelia. [45:28] Uh the the name of the firm is Public [45:31] Interest Law Firm. He [clears throat] [45:32] used to work for the Farley Law Firm. He [45:34] was our [45:36] he was the person that was assigned to [45:38] us for quite a while [45:41] and then he went off and spun off in his [45:43] own company with some I'm not sure who [45:45] else is in it now. [45:49] who recommended him? [45:54] » I believe that [45:57] Mike Farley said that he was he knew he [45:59] was available and also I believe that um [46:05] I think uh Jay Brock had said that uh we had a proposal from him which is what [46:11] we have right here. But that's as much as I I could tell you. [46:17] Any [46:28] comments from council members before we [46:30] open up the public? [46:32] Okay, let's open up the public. Is [46:34] anybody wish to speak on this item? We [46:37] know we all know we need an attorney. [46:40] You know, any good city attorneys out [46:41] there are send them our way. [46:48] Okay. [46:51] I know this it's it's a kind of a tough [46:54] thing to [46:56] you know you don't find city attorneys [46:58] that easy. [47:00] >> Just one last comment. I mean if he was [47:02] referred by Mike Farley and J Brock and [47:05] both of them have resigned, [47:07] isn't that a pattern that he will resign [47:10] too? [47:11] So [47:13] >> I can't say that. [47:19] » Well, let let's how about if we talk [47:20] about a process here and and one process [47:24] I would suggest is with our new interim [47:28] city manager after he starts assuming [47:31] everything's works out all right. Uh, [47:34] I I think that he could help go through [47:38] that process in uh both getting an [47:42] interim and a long-term [47:44] city attorney. And [47:47] does that sound like a reasonable [47:49] approach? [47:53] » My only concern is not having somebody [47:55] here during our meetings. [47:58] >> Yes. [47:58] >> Um because I think that opens us up to [48:01] liability. Not just personal liability, [48:04] but liability for the city. [48:06] >> Yeah. [48:06] >> So, you know, I [48:10] that's a risk. [48:13] >> Just I also just want to make sure he's [48:16] not getting paid the whole amount since [48:18] he's not showing up. [48:21] >> Well, I think he's charges by the hour [48:26] » to be here. [48:28] >> Yeah. [48:28] >> Awesome. [48:30] But he would not be getting paid for [48:32] being into [48:34] that meetings at this point. [48:37] Okay. Well, I uh it sounds to me like [48:39] this is something that needs to get [48:40] tabled. [48:43] » I think if we make a decision, it's [48:45] going to have to be at the next meeting. [48:47] >> Okay. So, [48:49] >> so table this to the next [48:51] >> Yeah. [48:52] >> council meeting, which I think is [48:54] September 14th. So, [snorts] is it [48:56] getting tabled to the next council [48:57] meeting, Paul, or is it going to be what [48:59] you said and it's going to be the [49:00] interim city manager that's going to [49:02] work on it? Well, of course, I'm sure [49:03] you're going to be there helping him. [49:05] Which one is it going to be? [49:11] » Well, [49:11] >> I thought I thought you said that when [49:14] we get the interim city manager. [49:16] >> Well, I mean, I'm happy to make a [49:18] decision right now if that's what you [49:19] would like. [49:21] >> I wasn't speaking to you, Greg. I was [49:22] talking to Paul. [49:24] >> St. [49:25] Why does it always have to count on you, [49:27] Greg? You always have to make decisions. [49:29] >> Okay, let let's let's get Okay, back to Okay. Um, [49:36] >> well, I will say this. You know, we [49:38] Nothing's going to happen until the [49:40] council takes action. [49:42] >> Well, you guys might as well take action [49:44] because you guys are going to agree on [49:46] it. You guys are going to go against us. [49:47] >> We need to table it all. We need to uh [49:50] talk to Vegas cities. [49:54] >> Yeah. and and and that's that's my [49:56] recommendation that we table this until [50:00] the the next meeting regular meeting [50:02] which will be September 14th. By that [50:04] time hopefully we'll have our inner city [50:06] manager [50:10] ready and also uh hopefully uh we'll [50:13] have some information from League of [50:15] Cities and and any other avenues we can [50:20] you know start searching [50:24] So is that is that a motion to table [50:27] till [50:28] the next meeting? So [50:30] >> yeah, I'll second it. [50:32] >> And we need to get attorneys. [50:36] >> Hi. [50:39] >> Yes. [50:40] >> No. [50:43] >> Okay. Uh next item is uh we have council [50:47] reports and [50:50] Tina, you want to start your end? Well, [50:52] go ahead. Skip me for right now. Come [50:54] back to it. [50:55] >> Okay. Or [50:57] >> none for me. [50:59] >> Wait a minute. We didn't do future [51:00] agenda items, do we? [51:02] >> Oh, sorry. [51:06] » Uh, Greg. [51:08] >> No. [51:10] >> Danny. [51:14] » Okay. Well, one thing I'll I'll mention [51:16] is the Economic Development Corporation. [51:19] I went to a meeting Wednesday last week [51:21] and that the decision of the board was [51:25] to dissolve the EDC [51:29] uh [51:30] and uh they looked at like the last five [51:33] years and how the the balance of [51:38] finances was going down and uh even [51:40] though they were cutting back [51:41] significantly on staff [51:44] uh they decided it's best to dissolve [51:46] while they still have funds to go [51:48] through the dissolution process. They [51:49] also um and the suggestion was that we [51:53] voted on whatever funds are left over [51:55] would go to the EDC foundation [51:59] which um [52:01] uh can still receive grants from um [52:04] entities such as bankier which donated [52:07] 25,000 this year to to the cre because [52:11] of the community community reinvestment [52:14] act. Um the next meeting is going to be [52:18] on October 28th and at that point [52:21] there'll probably be more information on [52:24] the process. U in the meantime too um [52:29] talking with um [52:33] Mike and Alita that work for Tallery [52:35] County Economic Development Office, [52:38] which is a separate entity through the [52:39] county. um they're they're still willing [52:42] to work with the smaller cities to uh [52:45] help with economic development and so we [52:48] can call on them if [52:51] and and at this point they're not [52:52] charging anything so it's worth doing. [52:55] Uh and other larger cities such as [52:57] Vicelia they have their own economic [53:00] development staff. Same thing with [53:01] Taller, same thing with um with [53:04] Porterville. So, uh, I think the smaller [53:07] cities, you know, if we want to, um, [53:10] could could possibly align with the [53:12] county or we could try to do something [53:14] different, but just want to give an [53:16] update on that that it looks like the EC [53:19] is is going away. [53:22] And that's my only council report. And [53:26] so, we'll go at this point for uh, [53:29] manager reports and for city engineer [53:32] Jason. [53:35] done. So we got all the information sent [53:37] out tomorrow [53:40] just basically tell them what they need. [53:43] Obviously they have to do it for their [53:44] own lenders but that was all done and [53:46] researched and completed. So I went [53:48] through that as well. [53:52] » Thank you Jason. You went above and [53:53] beyond. You didn't have to do that but [53:55] you did. Um I already uh let the [53:58] neighbors know especially all the other [54:00] streets. um they're very grateful about [54:03] it because again they're very low income [54:06] and they didn't know where this money [54:07] was going to come from. And so I I truly [54:10] appreciate you that you did that. [54:11] >> Yeah. And good job. And and I was going [54:13] to ask Tina, I know you first brought [54:15] this up and and I don't know if this [54:17] addressed all the properties that you [54:20] had mentioned uh that might be on the [54:22] other side of [54:24] um [54:26] the other side I think on on Virginia [54:28] maybe on the on the south side of the [54:31] bullet of Vicelia road. Uh, and so and I [54:35] didn't want to because of the Brown Act, [54:36] I know I was talking with Arceli, I [54:39] didn't want to be talking with you about [54:40] at the same time, but this is something [54:41] that I think could come back as an [54:42] agenda item to discuss all of it. [54:47] >> Yeah, if that sounds reasonable to you. [54:49] >> I thought letters were already sent out [54:51] to all the residents to let them know [54:52] that it was taken out of the [54:54] >> concern. [54:56] No, but before because I had Eddie [55:00] um reach out to city manager and he [55:05] >> he sent over a letter that should have [55:06] been sent out to all the residents a [55:08] while back [55:09] >> and and and my understanding [55:12] >> I don't think they were based on [55:14] attorney's [55:16] >> opinion and and in this case instead of [55:19] coming out from the city it came from [55:21] Jason at at four creeks and it was [55:23] worded differently and and [55:25] Mr. Farley reviewed that letter [55:28] >> because Eddie's [55:29] he's a blood guy that I use [55:33] [clears throat] [55:34] the one when the flood zone map changed [55:36] I found the person that repaired the [55:38] entire flood zone. So she went through [55:40] the entire like to make sure I fully [55:42] comprehended what she did. So I had a [55:45] good understanding of what she did which [55:46] essentially is just more or less she [55:48] just removed stuff she really had. [55:52] >> So basically zones are right next to the [55:54] channel. [55:55] >> So that's why I'm recommend we bring it [55:57] back as an agenda item for covering all [55:59] those other properties. Uh Tina and if [56:02] the is it Mr. Perez the surveyor, you [56:05] know, has that input that maybe that [56:06] could get to Jason, too. [56:09] >> That that would be good. [56:10] >> Mayor, that was that was just wasted [56:12] time. Ben, was Eddie? [56:13] >> So, Mayor Paul, so since the city [56:16] dropped the ball on this um people did [56:18] go out there and purchase flood [56:20] insurance. [56:21] >> Well, they did. [56:21] >> And they did uh get a city an engineer [56:24] to come and get them out of the flood [56:26] zone. Um what can that be done for that? [56:30] Well, I'm not sure. The city dropped the [56:32] ball. I think the attorney was was [56:34] concerned about the liability of the way [56:36] the letter the letter was written. [56:39] >> Was that recently? [56:40] >> Was that recently? The letter [56:44] >> we were told it was going to get sent [56:46] out a long a while back. [56:47] >> Yeah. I don't think you were included, [56:48] Paul, but there was months ago um [56:50] >> this was already happening [56:52] >> and it was reported to the um city clerk [56:56] and city manager about it and it never [56:59] happened. So, um, everything that you [57:01] sent me, Jason, we already had it. [57:04] >> Okay. [57:04] >> Um, yeah. [57:05] >> All I say is we've talked a lot about it [57:07] and we ought to have as an agenda item [57:08] and then we could go in more details. [57:11] >> Okay. [57:13] >> Do you want that as anformational item? [57:18] >> Uh, well, and and to consider the [57:20] additional properties that you have you [57:24] have [57:24] >> to find out. [57:25] >> Yeah. [57:26] >> Why wasn't anything done back then? [57:28] because now our people have had to pay [57:29] out of pocket. So I would like to know [57:32] when the city attorney stated that that [57:34] letter was [57:36] not to be sent out [57:38] >> because I was the misunderstanding and I [57:40] did a lot of the leg work also emailing [57:43] and he would call me because nobody had [57:45] emailed him. So I want to make sure [57:48] >> why wasn't that letter sent out to our [57:50] people. So yeah, if you could put that [57:52] on the agenda and find out all the [57:54] answers, I would really appreciate that. [57:57] Okay. [57:59] >> Yeah. Well, you're you're you're not [58:01] responsible for that part. Okay. It's [58:03] trying to get the new letters out to the [58:05] people that didn't get it before. I [58:07] believe that in the format that you [58:10] prepared. [58:10] >> Yeah. [58:11] >> Okay. Anything else? [58:19] » So, they didn't quite [58:22] making sure. [58:25] So they're moving very tough now [58:31] at the end. So that's a good thing. Um [58:33] and then I got as meeting I got challen [58:40] right now. [58:43] We all going to regular roundabout. You [58:45] kind of see how they play into [58:46] everything. So roundabouts will be [58:48] conceptual at this point time but you'll [58:50] be able to see how they tie in and then [58:51] you'll get to see someone from the [58:53] county will be here. I'm working with [58:55] that. It's going to actually be able to [58:57] answer any questions. I'll probably have [58:59] a couple staff members here that are [59:01] working with 280 design itself as well. [59:03] So, it'll be more of a presentation. You [59:05] guys can ask questions. You guys are [59:07] getting questions on it. [59:10] >> That's great. Thank you. Thank you, [59:13] >> Chief. [59:21] That's something we could look into in [59:22] the future, but go ahead, Chief. [59:25] So [59:27] fire department at the senior center we [59:28] did a heat illness presentation last [59:31] week and enjoy that. Our next [59:34] presentation will be in two two or three [59:38] weeks. We're going to bring in a lot of [59:39] our tools and equipment to do kind of a [59:41] short display with seniors. And the [59:46] other news I have we had six went out [59:49] this morning the timber fire. [59:52] >> Oh wow. We'll be there again. [59:56] >> Wow. And and and they've already come [59:59] back from two other wildfires. [1:00:01] >> They came back from the other ones. And [1:00:02] so this morning I dispatched that. [1:00:06] >> Wow. [1:00:13] » Okay. Okay. And Sergeant Prost, we don't [1:00:15] want to put you on the spot, but [1:00:17] anything you want to report on from the [1:00:18] police department? [1:00:19] >> Uh nothing at this time. [1:00:21] >> Okay. Okay. Thank you. call for council [1:00:23] reports. I'm not sure when I can bring [1:00:24] this up, but um I I still want to get [1:00:27] all those in in those minutes from the [1:00:30] last meeting. I was unable to speak [1:00:33] >> and um change that. So, I would like to [1:00:36] one of these days put that on the agenda [1:00:38] soon [1:00:40] >> so that I could get my minutes changed [1:00:43] and my input. I I I believe what's being [1:00:47] worked on is to have um [1:00:52] verbate uh recordings [1:00:55] of of everything [1:00:57] uh and and and I'm talking about going [1:00:59] forward and I'm not sure I can answer [1:01:01] everything about going backwards, but going forwards uh recordings and [1:01:06] then uh but we would have to vote if we [1:01:08] want just summary minutes [1:01:11] from that are typed but having the [1:01:14] recordings that stay basically as long [1:01:16] as the minutes stay that that could be [1:01:18] looked at. Um and um obviously we know [1:01:22] that you know depending on the length of [1:01:23] a meeting sometimes those [1:01:26] you know I I I think one of them was [1:01:28] over 12 pages single spaced and still [1:01:31] didn't cover everything. So but um [1:01:34] that's that's not forgotten about what [1:01:36] you said about in the past to to get get [1:01:40] that together. [1:01:42] Okay. Anything else? Council comments. [1:01:46] >> Yeah. Um about the minutes again. Yeah. [1:01:48] >> Um so we've always done summary minutes. [1:01:52] >> Yeah. [1:01:53] >> We never move to do transcription [1:01:58] or, you know, to have somebody sit there [1:01:59] and listen to the recording for however [1:02:01] long it takes to manually type it out. [1:02:05] Um why are we flip-flopping back and [1:02:07] forth? [1:02:08] >> Because the context is not there, Greg. [1:02:10] That's why we're flip-flopping back. I I [1:02:13] think we need to bring it to us and then [1:02:16] make a decision how we want it done. But [1:02:18] it seemed like it would be a good comp [1:02:20] compromise if we [1:02:22] um if we do the the recordings that [1:02:26] anybody could look at or listen to and [1:02:28] then we have summary minutes which makes [1:02:30] it easier on the clerk. I I believe [1:02:33] what's being looked at too is whether or [1:02:35] not we can have some sort of um the it [1:02:37] looking at it here for a screen for live [1:02:40] streaming and making it so that the [1:02:43] meetings are available to people online [1:02:45] on a regular basis. Um, right now it's [1:02:48] on Zoom, right? [1:02:50] >> It's just Zoom. So, we're working on [1:02:53] YouTube live and also Yeah. do all new [1:02:56] microphones that'll be on the next. [1:02:58] >> So, is this meeting recorded? [1:03:00] >> Is this meeting being recorded [1:03:02] >> on Zoom? Yes. [1:03:03] >> Okay. [1:03:05] >> Yeah. [1:03:05] >> Um, I'm going back to the council [1:03:08] reports again. Um, where are the August [1:03:11] 10th meetings? We should have had them [1:03:13] today. That's two weeks passed by now. [1:03:16] So, that's lack of transparency for the [1:03:18] public. [1:03:20] Um, I don't see them attached on here. [1:03:23] And so, that's my question. Mayor Paul, [1:03:25] where are they at? [1:03:28] >> You know, uh, at this point, I I told [1:03:32] staff, let's [snorts] take care of, you [1:03:35] know, the items that we already [1:03:36] discussed tonight. uh they would be [1:03:39] coming back in the future with [1:03:42] so they will be coming but they're not here tonight. [1:03:46] >> And another um item I do have on here um [1:03:50] after the reorganization [1:03:53] on July the 20th [1:03:55] the I brought it back well Mayor Paul [1:03:59] that day you did say that to put it on [1:04:01] the agenda for the dos and don'ts for [1:04:03] council for training. Again, I brought [1:04:05] it back on July the 27th and it's still [1:04:08] not on here and I've been asking it at [1:04:09] every meeting and it's still not as a [1:04:12] future agenda item. [1:04:15] >> Okay, [1:04:16] >> Mayor Boyer, I don't need to [1:04:18] >> Well, if I could just respond, you know, [1:04:21] uh I believe that dos and don'ts, we'd [1:04:23] want to have an attorney [1:04:25] do that. And right now, we don't have an [1:04:27] attorney that's going to be here. So, I [1:04:28] think we need to wait till we have one. [1:04:30] >> Can we add it on the agenda? Because [1:04:31] I've been asking to put it on the [1:04:32] agenda. Yeah, we can put it on the [1:04:37] dos and don'ts. Okay. [1:04:42] You got that for future agenda. [1:04:44] Okay. Yeah. [1:04:45] >> The reason why I want to bring those [1:04:47] minutes back is because the context is [1:04:49] not in there. The residents have a right [1:04:52] to know exactly why things were done and [1:04:54] what was said and a lot of that is [1:04:57] missing. the most important things are [1:04:59] missing which really makes me concerned [1:05:04] and that's what I'm asking. [1:05:06] >> Okay. Okay. [1:05:08] >> I I heard you and I know there's a [1:05:10] number of meetings where I know I said [1:05:12] things too but they're not in there. [1:05:14] >> They didn't have a chance. But that's [1:05:16] the thing. You could have changed your [1:05:17] minutes when it was my turn to to do the [1:05:20] minutes to make my changes. You guys [1:05:22] made a motion. [1:05:24] >> Or no, you know what? That's when you [1:05:26] guys took a break and then when we came [1:05:28] back I thought I was going to have a [1:05:30] chance and then you shut me down and you [1:05:32] guys made a motion and it was three to [1:05:35] two. So I was out I didn't even get a [1:05:36] chance but as gave a little bit of the [1:05:39] minutes that she wanted corrected. I was [1:05:41] not given a chance to correct any of the [1:05:43] minutes [1:05:44] >> and I had never ever [1:05:46] asked to correct any of the minutes [1:05:49] since I've been on this council. And the [1:05:51] one time I asked to have them corrected, [1:05:53] I was shut down. [1:05:57] And those were very important, the [1:06:00] context. So [1:06:01] >> we can bring it. [1:06:03] >> My opinion is we could bring those back, [1:06:06] >> but it will be with a full not not just [1:06:10] what one person asked for. [1:06:12] >> No, there's a recording. I open house [1:06:14] and I I listen to the whole recording [1:06:16] and I keep saying that's exactly what I [1:06:18] was trying to put in there. [1:06:19] >> Okay. But I wasn't given the [1:06:20] opportunity. And then because there were [1:06:23] no minutes to go over, that's not good [1:06:25] that you do that because it's like, you [1:06:28] know, we have our jobs and we have our [1:06:29] families. So what happened on the last [1:06:31] meeting we're going to have to take [1:06:33] notes on to bring it to this. No, now [1:06:35] we're going to have to wait till the [1:06:36] next meeting. So [1:06:39] that's not that's not fair to us to do [1:06:41] that. [1:06:42] >> Well, at the ne Okay. Well, for the next meeting, there's no problem having [1:06:47] the minutes for this meeting and the [1:06:50] last previous one, right? [1:06:52] >> Not my point. [1:06:53] >> No, I know. But the earlier ones, too, [1:06:55] that's part of that whole thing with the [1:06:58] >> Yeah. reporting and [1:07:00] >> um so that should be a priority on our [1:07:02] future agenda items, the reporting of [1:07:04] the city council meetings. It's still [1:07:06] there's a TBD on here and it's been a [1:07:09] TBD. So that should be a workshop, a [1:07:13] discussion. It should be a priority [1:07:16] because again [1:07:17] >> the minutes have been [1:07:19] >> incorrect items that I said I want them [1:07:21] on the record have been removed. [1:07:24] >> So there's lack of transparency. Our [1:07:26] public deserve that and nothing less. [1:07:30] >> Okay. Anything else? [1:07:31] >> No. [1:07:32] >> Okay. [1:07:34] uh [1:07:36] for tonight's meeting. We don't have any [1:07:39] uh we don't have any close session [1:07:42] and uh at this point the meeting could [1:07:45] be adjourned. Thank you everybody for [1:07:47] coming. Thank you.
