Um, [27:51] so it looks like finishing up 81 they're going to have mechanical treatment plant [27:58] for farmland only and mechanical treatment plant for Parker City and the [28:01] town of farmland. Um, but then previous in the schedule [28:05] they said that the regional one didn't seem like it was going to be a [28:09] viability, but they're still trying to work it out to see if you guys and [28:12] Parker City can work together on whatever that is. I know that's not what [28:15] you want, but that's what they're proposing to ID, right? Um, [28:21] and then they've got somewhere down here, evaluate the post collection [28:25] system improvements for the lagoon, but they've got all everything crossed out [28:29] because it said wastewater treatment plant collection system. They're running [28:33] concurrent, I guess. So, they must be submitting a schedule to IDM with both [28:38] your collection system upgrades and your wastewater treatment plan upgrades. It [28:40] seems like based on the schedule that they have here. Um, I don't know what [28:44] their lagoon rehabilitation option is that they're proposing. It seems like [28:47] they're going to do one of them. What what I'm proposing to you is that we [28:50] look at probably up to three options. There's about five different things that [28:54] you could do. There's probably two of those at least. I'm assuming that might [28:58] not be viable when we're looking at uh or might not be viable for you guys, [29:02] right? So, you may there may be some like bio augmentation. That's usually if [29:06] you're missing limits or something like that. You guys aren't missing limits. [29:09] You're just over capacity. So, what we'd be looking at is how do we expand the [29:13] capacity of it? And then what is IDM gonna allow you guys to do in that [29:17] expansion capacity? Obviously, they're probably going to let you dig a bigger [29:20] lagoon if you wanted to do it, they're probably going to let you add some type [29:23] of mechanical treatment, not as much as a mechanical treatment plant, but some [29:27] type of mechanical process to it, irration or whatnot like we talked [29:30] about. Um, you would talk to the people at Coalen. We'd probably look at an [29:35] option like that. Um, so we'd be a we'd be able to look at some stuff like that [29:40] for you guys, but to write that addendum, we're going [29:44] to need some of the information in the per. So, while there is some cost [29:48] associated with it, not in the copy that you guys have, but like I've done a [29:51] manhour estimate for it, um, we really can't begin starting on the work until [29:56] you guys really have the peer because they've already done some of the [30:00] background work for getting that stuff. And [30:04] just being honest, it's going to be a little weird if you ask them for some of [30:07] the information so that another engineer can be in working on it while you're [30:10] still under contract with them. So, not trying to get you guys in a pickle [30:13] there. >> Um, [30:17] I can also say that based on the schedule that they have here, it looks [30:22] like they're planning on just reading the schedule, having worked with Fleece [30:26] and Vandenber in the past. Uh it looks like they're going to begin [30:31] design at the beginning of next year, which [30:36] means that they're probably at some point in time going to come to one of [30:38] your guys meetings and say, "Hey, it's time for us to get started on design. [30:41] Let's go ahead and execute a ban bond anticipation note. Have you guys done [30:45] one of those before? It's called interim financing. [30:48] It's where you go to the bank and you say, "Hey, we're going to do a project. [30:52] It's going to be about this much money, but we need a little bit of the money up [30:55] front to begin on the design works." you can start paying them. That's not [30:58] uncommon for engineers to do to be able to get ahead of the curve and start [31:02] doing the design early. I'm just letting you guys know so that you guys don't [31:06] execute anything you're not ready to execute. Once you do something like that [31:09] next to contract with them, you're going to be locked in with them. So that's [31:14] your choice to make obviously, but that's probably what's going to happen [31:16] toward the end of this year in the next Sorry, I got to do quick math in my [31:21] head. Next five months, right? So, um, so because they have survey [31:27] beginning 11207, either you guys are a paying for that out of pocket or b [31:32] they're going to try to get you guys to do a bond anticipation note through your [31:35] financial advisor um or interim financing. They're going to call it one [31:39] of those two things, a ban or interim financing. Um, [31:44] that being said, you can also do that with another design firm if you wanted [31:47] to. That's an opportunity to select a design firm that you want to work on [31:51] your design. But of course, you want to know what you're going to do in your [31:54] design when you get to that point. This is probably what I have proposed to you [31:59] guys, the proposal that you have in front of you. You know, we would want to [32:03] do that. We would want to do that work so that we [32:07] were ready to submit the SRF project by the SRF deadline of next year. So, we'd [32:14] be able to submit for funding for you guys. Does that make sense? [32:18] » Um, if you wanted to start design earlier [32:21] than that, we could probably shorten our time window because there's not a [32:25] there's not a ton of effort that needs to get done. But that's [33:35] probably So when they have bidding and everything, that's probably because fund [33:39] closing is in 91 2027 in September of next year. That's probably if you were [33:45] to get SRF funding, that is probably the soonest you could probably close on it [33:49] because they'll notify you in about August. They want you to close in the [33:52] earliest quarter that they can. So that's why they're timing it like this. [33:57] That's how you see this here. Now, that's if you went with SRF funding, if [34:01] you went with rural development, that funding cycle is slightly different. If [34:04] you went with private financing, if you either had a local bank or a regional [34:08] bank that you guys wanted to work with, because rates are going to eventually [34:12] come down, no matter what everybody says, rates are [34:16] eventually going to come down. And uh you know while you can get you guys are [34:21] in a position to get a um savings on your rate because of the financial [34:28] makeup of the town. Um you guys are eligible for okra which means you're [34:32] you're a low to moderate income over 51% community. Um you would probably qualify [34:38] for like a a discounted rate through SRF. There is the potential that if you [34:42] got funding through a private bank, it could be underwritten by a by somebody [34:46] like USDA and you could still get to that discounted rate. Like that's a [34:50] possibility. Um, no matter what you do, obviously your payment is going to be [34:55] determined somewhat off of your rate because you're going to be paying [34:58] interest on all of it, but it's also going to be somewhat based on capital [35:01] construction cost. you do a $2 million project versus a $1 million project, [35:06] you're going to pay a lot less on a $1 million project in the grand scheme of [35:09] things. Interest and everything included. Um, [35:15] so that all being said, I brought this proposal to you guys. [35:20] I don't think that you guys would want to execute anything today [35:25] because you're still waiting on your per uh to be submitted. So, while I also [35:31] have a contract that you guys could execute on, I don't think that it's a [35:34] good time for you guys to do that, I think you should put it off a little bit [35:37] and wait for your engineer to get their stuff together.
