[0:19] Okay, with it being 2:00 p.m. we're [0:21] going to call the Design Review Board [0:22] meeting to order. [0:24] Everyone was emailed the minutes from [0:26] last meeting on July 8th. Did anyone [0:29] have a chance to review that? Any [0:31] concerns, issues, changes, or approval? [0:35] >> Move to approve. [0:36] >> Second. [0:37] >> All in favor? [0:38] >> Aye. [0:39] >> Minutes are approved. Okay, our first [0:41] case for hearing today is case DRB [0:43] 2026-12. [0:45] It's a request for a certificate of [0:47] appropriateness to renovate the exterior [0:49] of 509 West Pine Street, identified as [0:52] Florence County Tax Map number [0:53] 90074-09-013 [0:58] in the D4 Timrod Overlay District. [1:01] Staff? [1:02] >> Good afternoon. Thank you for being [1:03] here. [1:04] Um the applicant is seeking COA to [1:06] renovate the outside of that house. Um [1:09] it is zoned as NC-3. [1:12] And scope of work includes resurfacing [1:14] the brick with a natural white lime [1:16] paint, replacing the porch rails with [1:18] black iron, [1:19] resurfacing porch with natural wood, [1:22] tiling the front steps with porcelain [1:24] tile. [1:25] Um [1:26] add lights to the front steps, replace [1:28] the walkways with new concrete with a [1:30] shingle brick pattern on the edge, add a [1:32] wheelchair ramp extending from the left [1:33] side of the porch, and place mulch and [1:35] landscaping around the porch. And the [1:37] main reason that we could not approve [1:38] this um administratively mainly was for [1:40] painting um unpainted masonry, which are [1:42] on the brick columns, and then um having [1:45] the um wheelchair ramp in the front. [1:48] Normally if if a wheelchair ramp is in [1:50] the rear or side elevation, we would put [1:53] that in administratively. But generally [1:54] if it's in the front um [1:57] in a residential area, [1:59] it still has to be brought before you. [2:01] So, um [2:03] it is in the middle of Pine Street [2:04] between Graham and Warley Streets, [2:07] and um [2:10] it is zoned MC-6.3. Here's a photo of [2:13] the proposal, [2:15] uh with the brick painting, the tiled [2:17] stairs, the wheelchair ramp, the new [2:19] sidewalks, and the landscaping. [2:22] And, um this is what it looks like [2:23] currently. [2:24] So, um it's definitely within the [2:27] purview of the design standards, and um [2:32] that concludes staff report. [2:35] » Anyone have any questions of staff? [2:37] >> I didn't go by there. I'm assuming that [2:39] the proposed elevation is uh a [2:42] like a 3D render kind of thing. That's [2:44] not actual photograph of the [2:47] >> I would guess it's an AI [2:48] >> AI something AI generated. Okay. [2:52] Uh is there a reason the wheelchair [2:53] ramp's going in the front versus the [2:55] back? [2:56] >> Um I don't know. The applicant is here. [2:59] >> Okay. [3:00] >> I believe we have the applicant. [3:03] >> Any other questions of staff? [3:05] Okay. If you will, please approach the [3:07] podium and state your name. [3:17] » Billy Griffin. [3:18] You want to make sure the thing's on or [3:19] not? [3:20] Yeah, here. We're good. [3:22] >> Mhm. [3:22] >> Yeah, we're good. [3:26] » Uh the wheelchair ramp, was there a [3:28] reason to put it in the front versus the [3:30] back? [3:31] >> Uh easier access to vehicles in the [3:33] front yard. The The house is a little [3:35] deeper than it is wide. Uh there is um [3:38] the grass on that side of the house [3:40] leading to the backyard uh it can get [3:42] thick and quite soft after rain. Um in [3:46] order to have easier access with a [3:48] wheelchair ramp in the back of the [3:49] house, So, actually probably need to [3:51] pave uh the driveway all the way to the [3:53] backyard. [3:54] >> Okay. Good enough. [3:56] >> Yeah. [3:59] » Anyone have any other questions, Mr. [4:00] Griffith? Steve? [4:02] >> Bill, you're going to Yes, sir. [4:04] >> This is paint on the bricks, correct? [4:06] >> Uh lime wash paint, yes, sir. [4:07] >> Okay. [4:16] » Any other questions for Bill? [4:18] >> Okay. Thanks. [4:20] >> No, I'm sorry. [4:20] >> Anyone else here to speak on the matter? [4:22] If you approach the podium and state [4:24] your name. [4:28] » I'm Monica Lamastus and I live in Timber [4:30] Ridge Park. I walk 2 or 3 miles almost [4:34] every day through the neighborhood [4:36] and it's no secret. Ours is a [4:40] checkerboard of well-maintained, [4:42] cared-for homes and dilapidated, [4:45] derelict [4:47] eyesores. I think what this homeowner [4:50] proposes to do, and I don't know him, uh [4:54] but I think it'd be a wonderful asset to [4:57] the neighborhood and might even [4:59] encourage [5:01] one or two other people to do something. [5:04] I I can't see where it would take any [5:06] begging for you to approve this, but I [5:09] do hope that you do. [5:11] >> Okay. Thanks for your comment. [5:13] >> Thank you. [5:16] » Okay. If no one else is here to speak on [5:17] the matter, we're going to close the [5:18] public hearing and open it up for [5:21] discussion or motion. [5:23] >> I'll make a motion we approve as [5:25] submitted. [5:26] >> Second. [5:27] >> All in favor? [5:28] >> Aye. [5:30] >> Thank everyone seconded. [5:33] So, [5:34] certificate to be issued. [5:36] >> I think we had a second. [5:37] >> Congratulations. I'll let Arlene choose. [5:40] Our second case [5:42] um is case DRB 2026-13. [5:45] It's an informational [5:47] information regarding the plan to [5:49] enlarge Florence County Museum located [5:51] at 111 West Cheves Street identified as [5:54] Florence County tax map number [5:55] 90168-02-039 [5:59] in the H1 historic overlay district. [6:02] >> Staff? [6:04] >> All right, this is [6:07] governmental project so [6:10] we just brought it to you for [6:11] informational purposes only. We did look [6:12] at it for compliance with the design [6:14] standards [6:15] and it does um [6:18] And it does uh comply with the design [6:21] standards largely because the building [6:23] itself was built in 2014 and um so it's [6:27] not a historic building but they are [6:29] keeping going along with the same theme [6:31] in the uh expansion of it. So it is [6:34] appropriate for the character of the [6:36] neighborhood where it is located. Um [6:39] it's on the corner of Cheves and Dargan [6:41] Streets [6:43] and um it is zoned central business [6:45] district. [6:47] And uh these are the elevations. They [6:50] will be Right now it has [6:52] a second floor but the second floor [6:54] doesn't cover the entire first floor so [6:56] they're going to be expanding that [6:58] um and adding more around the [7:02] perimeter of the um [7:04] center courtyard. [7:05] But the front of it will not change at [7:07] all. The only um places that'll be [7:09] changed will be the rear of it and then [7:11] the elevations from the sides. [7:13] But again they're using the same [7:15] materials and um that that are there and [7:18] presumably you won't even be be able to [7:20] tell that an addition was made onto it. [7:23] So um [7:25] this is the uh extra that they're [7:26] putting on the second floor. [7:28] So that concludes staff's report. [7:30] >> Okay. [7:32] Unless this is information only, there's [7:34] nothing else to discuss. We appreciate [7:36] the information. [7:37] >> I think it'll look nice. [7:39] >> Does the staff have anything for [7:41] design review [7:43] >> I don't think so. [7:44] >> Okay. [7:44] >> And as of today, we don't have any cases [7:46] for next month, but I'll confirm that. [7:49] >> Subject to change like a good wrestling [7:50] card, huh? [7:51] >> Yeah. [7:51] >> Okay. [7:52] I appreciate it. I'll thanks to [7:53] everybody for their time and we are [7:55] scheduled to meet next next time on [7:57] September 9th. And if not, we'll see you [7:59] then. Thanks, guys. [8:00] >> Thank you.
