[1:48] As the site is zoned rural residential, a conditional use is required for the school and any expansions not covered under the [1:52] plans of a previous conditional use approval. [1:57] The proposed softball field would be located to the northwest of the existing school building and include. [2:02] A synthetic turf playing field, sports lighting, press box, concession stand and spectator bleachers. [2:10] And here's the site. [2:19] The justifications the conditional use will not be injurious to the public health, safety, morals and general welfare of the [2:22] community. [2:25] The proposal will provide a community gathering space and encourage healthy activities through sport Youth sports program. [2:31] #2 The use and value of area adjacent to the property role will not be adversely affected. [2:36] The subject property is already in use as a high school campus with existing athletic facilities. [2:41] The proposed use is not expected to greatly increase the intensity of the existing use on the site. [2:45] #3 The need for the conditional use results from conditions unusual or peculiar to the subject property itself. [2:52] A conditional use is required. [2:54] Due to the zoning of the properties rural residential. [2:57] And an existing youth school is present on the site. [3:00] For the strict application of the terms of the Floyd County zoning ordinance would result in an unnecessary hardship, and the use [3:07] of the property rezoned to a higher intensity zoning district would allow many uses which would not be applicable for this area. [3:29] Within the theme of Place to Play, creating public spaces and expanding recreational and park activities were listed as [3:32] objectives. [3:37] For staff comments. [3:39] On June 4th, the Technical Review Committee was held to review the development plans for this proposal. [3:44] Further information was requested regarding both lighting and a retaining wall, which has since been provided. [3:49] For the neighborhood commercial zoning district where this uses allow by right. [3:55] Uh, there were various things that were reviewed at that. [3:59] Technical review committee. [4:01] So petitioner has met all development standards for the district. [4:06] And I've got those listed out in my staff report at the different chapters and sections. [4:13] #2A waiver of the development standards requirement is not required. [4:17] #3 The proposed development is consistent with the Comprehensive plan because of the previous comments for the proposed [4:23] development plan is consistent with the intent of the District as set forth in the Floyd County Zoning Ordinance. [4:29] 5 The proposed development plan does satisfy the following development requirements. [4:35] That's the design of the proposed development plan provides adequate pedestrian connections within the development and safe St. [4:38] crossing to adjacent land uses. [4:42] Lighting is designed to create a unified and consistent lighting package for the development. [4:46] And lighting in parking areas do not exceed. [4:49] 20 feet in height. [4:51] The proposed development is not. [4:53] In a residential urban location and it's not in the multifamily development. [4:57] The proposed development is not.
