[0:00] come here [0:11] okay I'm going to call the uh February 22nd Recreation committee [0:18] um the agenda is uh on the table for those [0:26] um like [0:40] this was looking at some neighborhood and borrowing some of the things [0:54] of it so you want to start with lifeguard first [1:07] okay so the um [1:16] my overview of the uh of the description yeah [1:23] [Music] [1:28] um [1:56] that uh [2:00] there are words [2:04] this week um no yeah [2:07] one of the other things [2:11] [Music] [2:17] like yeah [2:30] applications [2:45] um [2:48] [Music] um [3:17] really okay [3:21] so as long as you have it I mean [3:33] foreign [Applause] [3:50] I I don't care yeah [4:07] [Music] [4:17] don't really go into the filter room or at least use those items that just the [4:24] pool manager and the headlight guard would be testing the equipment and [4:30] [Music] [4:35] or whatever but the actual [4:40] vacuuming the pool is is maintenance [4:46] vacuuming the pool is done currently by Public Works [4:54] yeah there are a number of places that the colors do that you know if I push my [4:59] button um there's a number of places where the [5:01] guards do that prior to like the start of their shifts so you know that's one [5:05] of those things that I when I looked around like maybe that's not something [5:08] we require but if it's something we could potentially ask them I'd sooner [5:12] advertise that up front as a hey you know as you progress in your lifeguard [5:16] Duty you may be asked to you know we'll help we'll show you how to run the [5:19] vacuum [5:22] every morning [5:28] currently it's done by Public Works yeah [5:33] Public Works has been doing this for a few years yeah they do it that's what [5:36] they do every morning so yeah I mean that's and that's one of the when we get [5:40] to the schedule and some of the thoughts of the activities that's one of the the [5:44] challenges in fitting everything in is that you know the morning duties of [5:48] Public Works to get the pool operational and ready to go every day certainly take [5:54] some time so and Manpower yeah [6:01] I mean well I think that's probably a special [6:05] Public Works um I know when we [6:09] use my microphone I know when we used to do it there were sometimes issues with [6:13] getting the pumps to work for vacuuming and I don't know how much responsibility [6:18] we want to put of that onto young younger [6:22] lifeguards I think it's probably something full manager and head [6:27] lifeguards could handle I mean I definitely think it's something [6:30] lifeguards can handle because we did it but it's also up to Public Works on who [6:35] they want touching the equipment yeah and I think this year is probably going [6:37] to be a slow learning curve because the reality is we're probably not going to [6:41] have anyone or very few people who have been here before it's not like we're [6:45] having repeat folks coming back like hopefully we will in the future so I [6:49] would sooner ease into as you have folks who are willing to take on more [6:52] responsibility and show that they can do that starting to learn some of those [6:56] things from Jason and his staff that all right here's how we do this every [7:00] morning and that may be something that we take off of Public Works to enable [7:04] them to you know paint more alleys and do some of the other work that's out [7:08] there so okay yeah that can be a work in progress [7:16] well right now Jason's the only one certified [7:19] anything [7:24] yeah how many do you normally put out there I don't like vacuums [7:28] Jason how many guys how many guys you usually put up there in the morning when [7:32] it was up so normally it would be one or two [7:37] guys myself and somebody else possibly a [7:41] third guy depending on what had to be done [7:48] all right I guess um [8:16] so the headlight card position is is kind of like a step between the [8:20] Lifeguard and the cool manager acts as the pool manager when the pool manager [8:25] is off um so the idea is to either have a [8:28] headlight guard on duty in charge or the pool manager on duty in charge [8:33] um obviously the headlife guard [8:37] um we usually had two of them hired um takes on a little bit more [8:41] responsibility would also have the same [8:46] would not necessarily be responsible for scheduling that would fall under the [8:49] purview of the manager but for following up with scheduling and if somebody calls [8:54] out sick be responsible for getting coverage as needed [8:58] in the absence of having the pool manager on again pretty much everything [9:03] follows exactly is the lifer this person would have access I think to [9:08] the filter room because they would be acting as the pool manager when the pool [9:12] manager wasn't there and they would have to test the water periodically so a [9:15] couple of things that I saw from other places that um [9:19] I would sit in here that we could certainly strike but uh lifeguard [9:22] instructor water safety instructor preferred so certainly not required but [9:26] if we can attract folks Additionally the two seasons of paid lifeguard experience [9:31] obviously that may not be from here but if we can get some folks with a [9:35] competitive pay we're offering to come with experience for these head positions [9:40] that would certainly be uh absolutely very good for the borough [9:45] right absolutely um yeah I think it's pretty much [9:50] self-explanatory does anybody in the gallery have any questions [9:56] moving along then to the pool manager [10:01] um again we have listed 18 years of age but [10:05] I don't think that really matters I mean if they have the experience and they had [10:09] a time to do full management [10:14] um and then did you find a job so [10:22] a younger person might take a little bit more Hands-On [10:28] um experience but I think it'd be fine yeah [10:31] yeah we left if you look I mean it's got preferred in there so right yeah again I [10:36] don't you know the right candidate at 17 or 16 even though right [10:44] yeah and I think another key thing to notice is that they would be responsible [10:48] for scheduling and maintaining lifeguard drills and training periodically [10:53] throughout the summer just to make sure everybody's [10:56] up-to-date and active and paying attention [10:59] you don't practice the skills they go away [11:07] pretty self-centered [11:10] what I've seen previously or [11:15] experience and then the last one then is the whole cashier [11:22] and we do have 16 years of age consider lowering that to 15. applicants [11:32] okay [11:39] you could work at 14 so I don't know though yeah if you're handling money [11:44] what the but we can certainly get an official opinion on that okay [11:50] people come with cash quite a bit they do [11:55] really because it was all cash [11:59] it's supposed to pass citizen uh well the last year we did it we didn't have [12:04] any passes because we had a late season yeah [12:08] um but beforehand it was still mostly cash I would say on a [12:12] what maybe 10 out of 30 people were that would have passes yeah I don't [12:19] think we sold very many passes that that previous summer before [12:23] covenants as someone who never carries cash I'm amazed at the amount of people [12:27] who pay their bills at the window with cash and so I mean it's still a there's [12:30] still a lot of the population that does that so and and the other thing being we [12:34] charge our credit card processor charges us at three percent service fees so you [12:39] know obviously being small we pass that along so that would be the same hurdle [12:43] with I'm sure we'd run into up there in the days of you know having a uh I can't [12:48] think of [12:51] that's the one I was thinking of you know those types of things then you need [12:55] a tablet yeah yeah [13:02] so and again this I went off of what we had and what we what other places had [13:09] when I did some research but having not been here during the whole open [13:14] um certainly anyone who's worked in that capacity or worked at the pool who [13:19] recognizes that there are things on here that you know may have been How It Was [13:23] Written but not how things are done I open to any and all suggestions to [13:29] change that it was a little hard for me again just because I don't have the [13:33] perspective of being here for a season with the pool [13:40] had to do previously so um nothing crazier out of the [13:47] vet would not necessarily be part of a pressure job [13:52] any questions from her what are we paying them twelve twelve [13:58] dollars yeah man what's the manager 25. [14:07] and 18 for a life better is what's proposed so okay now and again we'll go [14:12] through a lot of this discussion with the full body of council tonight but you [14:15] know preliminarily that's where we were kind [14:19] of at to be competitive so um that's what I'm saying would it would [14:23] it benefit [14:25] s for your Outreach if I instead of doing an executive summary for each one [14:30] of these if we did like a one sheet for all four like all the [14:36] different positions we're hiring for with a brief blurb and a brief and he [14:40] you know I'm just saying this is fairly long you know for a job or that I'm only [14:44] looking for an executive summary then they could reference the whatever you [14:49] have online here well and that's what I'm wondering is if I just don't put [14:51] Fountain Hill pools hiring for the following positions full manager 25 an [14:55] hour and a quick blur these and then you've got to refer to that you've got a [15:00] one sheet and then yeah go to our website where these are all posted and [15:04] you don't have to carry around a piece of paper I tried to keep them close to [15:07] two pages but you know it's it gets somebody nicer they're detailed enough [15:11] that it is what it is yeah you're right but I can do that [15:17] as well as we present once all the descriptions go to yeah [15:21] exactly I'll put them on the website but then we'll get something out there [15:24] that's eye-catching enough that says here's what we're hiring for here's the [15:27] rates go here for more information and even put a QR code on it that links to [15:31] our website it's a great one perfect yeah [15:41] I'm happy to promote this to [15:53] um pay rates I think we've kind of coverage the same thing yeah so the next [15:58] thing on the agenda is volunteer low-tech labor for repairs [16:03] I know we talked a little bit about at the last council meeting [16:07] um and it doesn't seem to be the opposition especially for the the votech [16:11] side but also you know rolling into the uh [16:15] volunteers to to do the caulking what I guess I don't really even really need a [16:20] motion tonight but um I would like to go ahead then and add [16:24] that 300 Insurance to our policy and then officially open the dialogue [16:30] through whoever Mr zapko's contact is at votech to you know get this moving [16:37] forward [16:40] update we've talked to the tech on Friday and talk to all the teachers [16:46] on a Friday morning and there's a lot of opportunities for these young people [16:54] with their supervising faculty members to come and do work you know literally [16:59] at no cost over community service or if there is a cost is very minimal for [17:04] example with the caulking thing I talked with the [17:08] the instructor from The Masonry and he's very interested in having his [17:13] people do that as well now the Coalition is basically one of finding this for you [17:19] okay and then delivering that contact and facilitating that conversation to [17:25] make that go forward we're we're going to be where we are [17:29] certified now is people that can uh award community service hours to the [17:35] students I don't know if you are enough you are great if you're not yeah if you [17:39] are good if not okay what I'm getting at is the kids can get [17:42] there okay so uh there's a number of different opportunities here and again [17:48] this is what I'm going to call young people doing labor under supervision you [17:52] know this is not they're not putting intellectual panels [17:57] okay but there's a lot of opportunity here and we can Avail ourselves for it [18:03] about it and you know gets a good skills and help our local kids learn to learn a [18:09] trade I mean I don't know how this is not Illuminating so yeah no I agree and [18:15] then I think that's you know my hope for tonight and as you and I discuss this [18:18] and then we'll wake up with their folks and honestly that's a [18:23] conversation to kind of put that into touch with Jesus [18:29] [Music] [18:33] responsibility you need yourselves [19:08] that's [19:15] um [19:27] [Music] [19:34] so that is um should it be done [19:38] uh [19:47] and then our plan now is to pull down because [19:53] a d freeze um so that it will get painted and um [20:03] and then we will fill it and try and determine if we still have a lead [20:10] problem because we have to leave a problem we do we do right now [20:16] we're putting all that water in it we're just going to let it go down and [20:21] peace [20:28] [Music] [20:33] years [20:57] drinking [21:03] um and just working smart enough to get everything on a timeline to be able to [21:07] open so okay her potential partnership training [21:13] so uh I believe the coalition [21:33] um per student so we have as many seats as [21:37] we want and as long as they have four in there the person I have all the [21:42] information [21:45] um [21:47] the question is whether we want to uh provide some sort of funding assistance [21:54] for that or if the [22:02] to school um [22:15] uh [22:20] I mean options there so [22:26] um [22:38] budgeted [22:44] [Music] [23:00] in budget and my fear is worthy if you open that door [23:07] for [23:13] eign [23:32] thank you leave it off the table [23:36] T [23:39] [Music] um [24:06] [Music] [24:27] [Music] [24:43] you know business for dead okay [24:48] okay [24:55] yeah I I think one year two years gets a little bit harder with folks because I [25:00] mean even if you're talking to the kids you know your Dynamic changes [25:17] I think a one-year commitment is well even if you didn't [25:25] you know as long as you say that you know I don't know how forceful that is [25:29] but at least I think okay [Music] [25:33] who knows [25:40] yeah [25:48] but I know that one of the other communities what they were dealing with [25:51] was mini and designated hour amount of hours served [25:58] yeah um [26:01] right yeah [26:05] it was based on a season they had to provide so many hours per season [26:11] in order [26:16] yes [26:20] in anticipation of this we've been out on the streets [26:26] we're really interested in this possibility okay so we're in a meeting [26:32] tomorrow [26:36] yes [26:40] they're strong [26:48] [Music] [26:53] yeah let me just an email [27:15] so I'm looking going over it it seems that it will stay starting at 8 am [27:22] um the only um with [27:26] a Saturday I don't see anything on the grassy here we are in pool until 10 a.m [27:32] and same for Saturday but for Monday through Friday I do see pool activities [27:47] so so why don't we put it this way as the ultimate manager of the pool [27:52] that's the proposed okay so should you say well you know guys it's not really [27:58] working and you know we want to make a nine o'clock or you want to make sure [28:02] you want to make that and it doesn't have to be [28:05] you know in the swimming lessons which I hope to lead okay that can't be the [28:09] entire song okay so many lessons a few weeks you know usually okay so it's [28:16] really really flexible the the the the idea that was giving you a menu of [28:21] things that we could offer okay that we think [28:26] people would be interested in all ages so we have the details of that [28:31] details of that are essentially you know how the thing works out [28:35] but the only Village caveat of that is we have people that are willing to [28:40] instruct those things on a cost basis okay I think uh explain [28:46] what that means so and how they would work is essentially [28:54] to you I mean [28:58] um I think all of these ingredient ideas [29:08] become yoga all these all these days [29:11] in the Democracy area [29:14] yeah [29:25] citizens [29:28] but what about other people who work here today [29:32] right well so the best thing is just saying is that this is just a proposal [29:36] it's not even like [29:44] scheduling about doing classes in the evening as well for people who were [29:50] if I wanted to like a acquisitical class at six o'clock yeah [29:55] it's a little bit more energy well the awkward Zumba class essentially [30:01] would be that I would say the um [30:04] okay so again I think also the hotel is [30:15] [Music] [30:35] all of those are possible yeah you know whether we have them all or not [30:41] you know I consider half of them [30:45] Jason has yeah [30:49] the early mornings for me creates a problem okay what time do you need what [30:55] time would say 11 o'clock would be the earliest anyone [30:58] what time do we normally open in the past [31:01] okay [31:11] I mean I don't know what the physical shape of the burrow is but I don't think [31:16] there's a lot of people that age around to be doing Aqua Zumba for more than [31:21] they are yeah [31:35] brown stuff again that's up to you too there's well [31:40] my thinking is is that I'm going to say 70 of the people that might take [31:45] advantage of this won't be going in the water yeah okay [31:53] I appreciate the proposal I like the idea of these classes and swimming [31:59] lessons different types of classes [32:05] but yeah um [32:09] yeah that was my only reason for for putting it up here today is not that we [32:15] need to sell this out but more just to evolve into the conversation just to [32:20] understand how their morning routine goes and [32:23] everything because again I had a beer for a summer that I was [32:26] open when I've been here for a summer yeah only last year [32:29] Jason one of the other question is the pool manager I know we've always died [32:35] with this in regards to who who decides whether the pool is open [32:39] for the day [32:47] are you talking about weather or so weather yeah [32:53] like there was always on at least [32:58] someone in the discussion in regards to who's making that call [33:07] you know three people four people so I think that's one of the things [33:14] right we had [33:24] that person was also in my experience usually some of the older probably a [33:29] teacher um who you know was experienced and [33:33] running and having discipline and doing that and then the lives of over managing [33:38] which is totally fine but there was always some the person that made the [33:42] decision at Dubai wasn't necessarily understanding what was happening here so [33:47] they would need to communicate and then there would be people who would be upset [33:51] because the Y was making that decision Paul there's a lot of miscommunication I [33:56] think that will eliminate some of that with hiring somebody directly who will [34:01] be have a direct [34:03] kind of communication Berkeley tomorrow Hall if they have questions today those [34:07] decisions are being takes another setup and if we hire somebody who has a lot of [34:12] experience in his older and is responsible and understands the demands [34:16] of making sure safe over the cold but also making sure it's not complete money [34:23] foreign [34:28] [Music] 10 minutes [34:47] Jason and the pool manager and and we're the headlight for the pool managers that [34:54] they were we test again and if somebody gets wrong they contact Jason [34:59] and how many guys did you know who's going to take a test or something so I'm [35:03] going to be honest with you we're working on our core with the guys [35:08] so the core and then the category I believe it's 24. yeah uh is an [35:14] additional Rider which they need so they may have [35:17] they may have the core in the next couple of months weeks [35:21] but they won't have the category yet because they haven't got anything all [35:24] right that's how I incentivized the Public Works guys to go I told them I'll [35:28] take it with him so we're gonna go [35:35] so if I go on vacation or I'm sick or I'm anything the pool Junction [35:41] around [35:54] any other questions about pool all right [36:00] um I reviewed some of the um information and registration for I don't have any [36:05] questions as any of it at all seems very you know yeah I think she did a [36:10] wonderful job of it so [36:19] one of the one of the other points of discussion that [36:23] she had asked me about is excuse me that uh that nine o'clock [36:31] end time at night is very dark for a lot of small kids that are walking home [36:36] without parental supervision so she had asked and and I don't know [36:42] how this would be received but doing a almost like a 9 to 12 break for lunch [36:48] one to four kind of all day thing versus the evening where it gets late [36:55] because she her feedback was there were a lot of kids that were wandering home [36:59] in the dark at night um again I don't I don't have the [37:03] historical perspective of the evening program and and how entrenched it is but [37:08] I did say I would bring that up to her yeah I we always kind of did it split [37:12] because kids tend to go to the parks program in the morning with swimming [37:17] leave her alone eat dinner [37:25] yeah and last year probably scooted a little bit without the pool so you know [37:30] you certainly have that and again I told her you know I certainly I have no dog [37:34] in the fight to be perfectly honest so I would bring it up here I do get the [37:39] Merit of yeah the concern with the 9 pm shutdown but again if you move it five [37:44] to eight that's dinner hour so I don't know maybe we do that and try and see [37:49] how many kids show up at five o'clock maybe they eat their early dinner [37:52] um just to avoid that nine o'clock because I mean it is it's really dark [38:16] and again I I just I told her I would you know pass that along and based on [38:20] her feedback but again last year was kind of an outlier because [38:24] excuse me we didn't have the pool so you know you had a lot of kids who milled [38:28] around for the afternoon so [38:37] I know um [38:40] comments and they were when they went out I just have one last question [38:44] you know we indeed want to get going on this we have been doing this in [38:49] anticipation okay of a full opening uh is there maybe the tonight's the night [38:56] you're doing it I mean when can we move ahead when can so we're going to present [39:01] these uh job descriptions tonight at Council okay review and then [39:08] um probably we can vote on them tonight if we can do that right yeah it's an [39:12] agenda item so I mean certainly it's not it's not it's under old business but I [39:16] mean we certainly can decide to take action on them and I mean I don't even [39:19] know honestly if we need a formal vote for [39:23] just reviewing and consensus of you know putting a job description out there but [39:27] I mean my goal would be to to get them after this as long as yeah okay yeah [39:34] are you um we wasn't here [39:39] um so it's just you and I as the core I'm [39:42] as long as you're okay with these job descriptions I'm happy to recommend that [39:47] you accept them if [39:50] so as long as counselor stepson okay fine by the way if we post on anything [39:57] on a job board Eric I'll make sure you're copied on all of that okay so you [40:01] know what's coming okay just yeah making sure everybody knows what yeah and the [40:05] easiest thing to do is is you know yeah honestly [40:08] steer them to the website um I would like to get to the point [40:12] where we automate our application it's on my list of technology to update so [40:19] hopefully sooner than later so you know feel feel comfortable with it [40:23] you'll be notified no hey the more the merrier so I appreciate that [40:28] anything else for privilege [40:33] um [40:41] thanks everyone thank you foreign [41:13] [Music] [41:18] I know can you give me these electronic right oh yeah
