[0:00] All [0:04] right. It's Monday, January the 12th, 2026, 7 p.m. So, we'll call this town [0:10] board meeting to order at 7 o'clock. There's no one here from the public, so [0:16] I will have to read the disclaimer. So, we'll do roll call. Joe Seard, [0:20] » present. >> Janet Dailyaly is not present. Steve [0:24] Turner >> present. [0:25] » And Michelle Roberts present. So, we'll do the pledge of allegiance. [0:34] I pledge algiance to the flag of the United States of America and to the [0:40] republic for which it stands. One nation under God, indivisible, with liberty and [0:46] justice for all. [0:50] » All right. So, um we'll look over our financials for [0:55] December. [1:01] All right. So the top is your all-incclusive. [1:07] So at the top we have our bank balances and then we have our CDs. [1:12] We have our total bank balances plus the certificate of deposits there almost [1:18] halfway through. Um we had outstanding checks and you'll see those um a few [1:24] pages later. So we had outstanding checks in general and wastewater. Um and [1:29] we had an outstanding deposit in wastewater at the end of the year. Um [1:34] and so you can see the balance minus those checks plus the deposits in [1:39] transit and then the book balances which you'll [1:43] have the breakout reports after this one. Um and so your total of your book [1:49] balances is down there at the bottom plus the investments. And as you can [1:53] see, then that balances with what the bank shows that we have in those [1:57] accounts. So the second page is exactly the same [2:03] thing. It's just it's in the typed fund report on the computer. So all of those [2:09] totals there will match the ones that you have on the front and your very [2:14] bottom right corner um is going to reflect that total on the [2:19] front page. um that's in balance. [snorts] [2:23] Okay. And so page three is going to be just [2:27] your general fund and that's all of those book balances [2:33] and everything there is in good standing. [2:38] Nothing concerning. Um page four is the outstanding check. There's one [2:47] [laughter] every January No, [2:50] » surely not. Um, so that's the only one that's outstanding in the general fund. [2:55] And page um five is your sanitation and your sewage breakout [3:04] and those numbers are what's on the front page. [3:09] Page six is going to be your outstanding for wastewater utility. [snorts] So, [3:15] we've got two um receipts that were um [3:24] on the 1231, that one hadn't hit yet, of 22. Um the receipt that's dated 1113 [3:31] 2025 FSB, that's Fairmont State Bank. We got [3:36] um a check from them for one of our CDs and I receeded it in on 1113 and took it [3:43] to the bank. The reason that it's still outstanding is is because then in [3:48] December when I balance the books, Fairmont State Bank had a change uh they [3:54] went to a different computer program or they computerized whatever they did. [3:59] [clears throat] So it was 4 days after they had just [4:03] transitioned >> and that I did not she gave me my [4:07] receipt and everything my my copy but when I got the December statement that [4:13] um receipt that I deposited was take she entered it as a check and withdrew it [4:20] from our account. So, I had to go back in um and Sam [4:27] helped me and she put it back in because she saw the code that they used was [4:34] wrong. So, that's why it was outstanding on this report here. Um because when Sam [4:44] put it back in, [4:48] we still didn't get credited for our actual deposit of 314. They just put the [4:53] 314 back in that they took out. It took us to zero and then didn't put our [4:59] deposit in yet. So, I finally got that straightened out. And I asked um I'm not [5:04] sure if it if it was Kim or the other gal, but um they took care of it. They [5:10] gave me a slip here at the beginning of the year and I asked them to write [5:14] something out on their end for me to put in the files um for the state board of [5:19] accounts when it gets audited in however many years because I may not remember [5:25] » what it is. >> Okay. So that's why that one's from [5:28] November. So that's take I mean it's going to be taken care of. You'll see [5:31] that um at the next report. Um and then we had three checks that were still [5:37] outstanding. Um and then page seven is the renewing [5:43] um account. So the revenue that comes in there is from your interest on your CDs. [5:48] So that um amount matches the front and nothing different on there. So does [5:55] anybody have any questions on the financial report? No. [5:59] » Okay. [clears throat] So we'll go over minutes. [snorts] We [6:02] actually have two to go over. So we'll look at the regular meeting on the 8th. [6:08] So that one should be your top copy that you have. [6:13] So I'll give you a moment to look over that and then I will entertain a motion [6:18] to accept those. [6:26] » Yeah. >> Okay. [6:39] I'll make a motion we accept those minutes from December the 8th. [6:43] » I'll second. >> Okay. All those in favor say I. [6:47] » I. >> Okay. And then we'll look at the 22nd [6:51] which was our end of the year meeting. And that should be right underneath this [6:56] one here. Jo. [7:01] » Yeah. Okay. >> Sticks together. [7:06] » Yes. [7:18] So, we just had those two things on old business and then I just let them know [7:21] that town attorney Kyle Percinger said he would represent us again. [7:35] Make a motion we accept the minutes from December 22nd. [7:40] » Second. >> Okay. All those in favor say I. [7:43] » I. >> Okay. So those have been accepted. [7:46] All right. Um public comments. I haven't obviously no one's here. Um, I've not [7:53] received any >> concerns or calls or anybody come in [7:58] about anything. So, there's nothing there. Um, old business. [8:04] Um, the salary ordinances taken care of. I have that for you to sign. I'll grab [8:10] it. Um, I sent a message to Kevin Boyce about [8:16] the sanitation. So, we should be getting he'll send the actual contract. um for [8:22] me to sign and send back to him. Um so, let's see. Um I don't believe there's [8:29] any other old business unless you guys have something. [8:35] » I saw that the Christmas lights are down. So, a had contacted me to find out [8:40] the beginning date and the end date. So, >> you you got them all down anyway, would [8:45] you? >> Mhm. [8:46] » Okay. >> Yeah. Got all that. So do you guys have [8:50] any new business? >> You have to have appointed all the [8:55] officers and everything for for the year. [8:57] » Okay. So appointment of officers. So we have council president [9:04] and then we have over the town park. [9:10] » Yes. >> And then we have street department that [9:14] oversees that. So [9:18] » make a motion. We had in last year we had again this year. [9:24] » I'll second that. Yeah. Status quo. They know what they're doing. [laughter] [9:29] » Okay. Um so Steve, that puts you over park just so you know. [9:36] » And I need to give you a key actually to the shelter so you can do that. And that [9:41] um retains Janet as over streets and Joe Seward as council president. [9:49] Okay. Um we already took care of the salary ordinance last time. [9:55] Um [9:59] is there anything else that we take? [10:04] I think just the appointment of those areas [10:08] » the areas I'll take care of all all the everything would be on that too. [10:12] » Do what? Oh, the areas. Yeah. Of what the districts are. Um because the [10:16] districts haven't >> you guys haven't voted to change [10:19] districts or anything like that. So it has the outline of the streets. [10:24] Um so >> you got anything else we need? [10:28] Everybody's happy on my side of the tracks. Nobody said anything good. [10:32] » They haven't had anything. So, um, >> got my new neighbors over there. They [10:37] seem to be going to work out all right. >> Yeah. [10:40] » I told him I met them or I met her and she's seems really sweet. So, looking [10:46] forward to being in town. >> Oh, really young? [10:50] » Um, >> she's 64. [10:52] » And then it's her son. >> Joe is [10:55] » another Joe in town. >> And you got two dogs. [10:59] » 40ome. >> Yeah, I think he's 46. He's got a son at [11:01] the senior. >> Okay. and they moved here from Moonville [11:05] Moonville. A lot of people don't heard of that, but I've been there a couple [11:08] times. South of >> Hill, you know, Moonville. [11:11] » She has high oaks of flower beds and all that. She's talking to Janet Underwood [11:14] down there. And uh he's got he wants to put a pole bar up, you know. So, you [11:20] have to let us know when you get ready to do that. So, you'll know where the [11:23] utilities are under this ground here. >> Yes. [11:26] » Yeah. Because they come back to bite you someday. [laughter] Um Joe, at the end [11:30] of the year meeting, this was the ordinance that they passed and signed [11:34] for the salaries. Um and everything stayed the same as [11:38] 2025. >> Yes. Uh the green sheet is the 2025. I [11:44] had made a copy of it so they would have that as reference. I think you guys got [11:49] that actually at the beginning the December the regular town meeting. Um, [11:53] and so then the top one is the actual ordinance for 2026 that need to be taken [12:00] care of. So, um, everything's the same. So, other than that, it's just the [12:06] warrants that we need to sign. And, um, there's a couple I haven't gotten yet, [12:12] but they're the normal. It's like, um, Travis's. So, I mean, it's a standing [12:17] that we just Oh, you already signed, too. [12:21] » Yeah. And there were a couple on the green that were from the very end of or [12:26] from the end of December. So you'll see there might be a couple that to the same [12:30] place, but one's the December and one's the January. [12:34] So, [12:40] and I will have you guys when he's done with that and I'll let him get his [12:45] steps, but I have the minutes for you to sign them that you pass tonight. [12:52] and initial. [13:03] » Think you missed that one, too? Did >> I miss one? I have signing in. [13:08] » Oh, I already did. [laughter] [13:11] » Sorry. >> All right. Well, Steve, I'll give you [13:13] the two minutes that you guys just passed. [13:18] I keep my stacks [13:37] and then that's the report and you can see that it matches the one that you [13:41] got. That's the original that you just need to initial [13:46] » anywhere on the front. All right. >> Yeah. Anywhere down there [14:08] going Wednesday night? July. >> The governor's going to give his speech [14:12] Wednesday night. >> Oh, was he? [14:13] » Yes. >> What time? [14:16] » What time? I guess I didn't hear what time it was. [14:19] » Probably normally about 8:00. We'll see what that is. They're supposed to talk [14:22] about reducing your utility bills. [14:25] » Yeah. >> We take those fees off there. We figure [14:28] out a way to reduce those. >> That's That's what Well, I tell you, we [14:33] let that go all these years. We should have been complaining years ago. Should [14:36] have stopped before we got that far down the road. [14:38] » Yes. >> Yeah. I know. I think we added ours up [14:42] and I mean it's like $120 some dollars in fees. [14:46] » Yeah. >> I mean, we barely I mean, you know, if [14:50] we just paid our regular our actual usage, [14:54] people could afford it. >> Yeah, [14:56] » pretty much. >> I still count the lucky stars. We ended [14:58] up with natural gas and then because bottle gas was not friends to nobody. [15:03] » So, well, that'll be interesting to hear what they proposed then. [15:07] » Yes. I probably people need to begin >> uh listen to that and see what they're [15:11] saying and they need to talk to their legislators [15:14] » and be mad that they do something because it's you know [15:17] » well I was going to say for some families those fees alone could buy [15:21] groceries for some families or pay another [15:26] » bill pay a rent >> yeah [laughter] [15:28] pay a rent another utility >> it's crazy [15:34] I mean because the fees that I pay that we pay to them is more than we pay like [15:38] for our um to center point energy for the gas. [15:43] » Yeah. >> We don't need to use that much. [15:46] » Hey, power is going to be a problem in this country as we go down the road it [15:49] looks like. So, >> yeah. [15:52] » Well, >> several generations down. [15:54] » If they let the data centers come in, they will use all your power. [15:58] » Yeah. >> They're talking about now you have [16:00] blackouts >> in your water. [16:02] » They will they will have that in the water. Did the one that they were going [16:05] to put there by Tuttle Orchards in Greenfield, did it get knocked down? [16:09] » I think it got knocked down. >> Uh there's just a lot of Blackford [16:13] County over getting bombarded with all that stuff. [16:15] » Are they? >> They're going to put some nuclear power [16:16] plants in Indiana, >> but I don't know what capacity. [16:20] » Yeah. Well, I know they were looking at Marian at one time. Um, I'm going to try [16:25] to search around for internet service that um, if I can get a good price on [16:34] just internet and then get a good price just on the Simple Mobile, then [16:42] I think we need to switch to that. If I get a good price on just [16:50] the the thing is is for the phone if we go back to the regular phone then we [16:57] have to have like Frontier or something. So you're paying you're paying a larger [17:03] amount where right now like the mobile is $1710 [17:07] a month but the cable the internet [17:12] » keeps going up and up. >> That is not a Wi-Fi. [17:17] » So what I wondered was if I could find a simple mobile plan to switch to that [17:24] that would be comparable like a smart talk or something for what we use. Um, [17:31] » like I know Starlink, you can get Starlink for I believe they said those [17:35] the bottom package is like $80 a month. >> Um, or try to find something because [17:42] Comcast is just actually getting ridiculous. So, that is on my list for [17:47] mobile. You can't get off of them when they're [17:50] » I can check and see. >> They they sent me a thing says you can [17:53] get on. >> Oh, really? Like a flyer in the mail? [17:56] » You can get off this shower. say, >> "Okay, so I'm going to do some because [18:02] obviously we can't just have I mean we have to have the the phone, but if we go [18:07] back to Frontier, then we're going to pay for [18:11] » you have to I mean, you got to pay for the bottom package, which is going to be [18:15] » Where's our phone?" >> Well, the we do the mobile right now and [18:19] it's $1710 >> on your mobile. [18:24] » Mhm. because it's through Comcast. >> Comcast. [18:29] » So if we drop the internet though, then the mobile goes away or the mobile goes [18:34] up because it was part of it was like a it was like a promotion that [18:40] » you you can find what they told me was $25 a month. You can get some services [18:44] and get just a cell phone. >> Okay. [18:47] » You know, >> that's what I was going to look into. So [18:49] » just get one of them. Yeah. [18:53] So, but I'll check some different um >> how many people have gone past year in [18:58] town now? >> We do. [19:01] » I got >> We do. I would like to switch to [19:04] Starlink. I know Jeff switched to Starlink. There's like an $80 and then [19:09] the upper is like 120. the lower one. I guess the way I understand that it [19:14] works, and I could be completely wrong, the more people that's on it at the [19:19] upper, the lower slows down, if that makes [19:24] » it slows down. >> Mhm. [19:27] All the the um it all goes to the upper tier. I have to have two [19:34] for the school. I can't I can't do a lower package at my house and carry it [19:39] over to the school because I got 11 kids on that could possibly do be doing [19:44] typing. I mean, they're on devices here throughout the day. So, I can't I can't [19:50] do that at home. So, I'm kind of stuck with Comcast and [19:56] um so, >> and you call them up and talk to them [19:59] about reducing the price. Um, well, our contract's just ending, so yeah, I mean, [20:05] I'll see if if something we can get something better. Um, [20:11] and if not, I mean, I'll tell them then we'll be shopping elsewhere. [20:16] » But I'm still going to look into the others because [20:20] » it's it just keeps going up like everything. So, [20:23] » yeah, >> but that is on my on my list here. [20:27] » I think Frontier, they're in Fairmont again. And theirs is getting down to [20:32] » $30. >> I think for the phone. Oh, for the phone [20:36] part. >> For the phone part now because they're [20:38] coming. They got they put the fiber optic over there. So, you can get that. [20:43] It's okay. But, you know, that's kind of not far around, [20:46] » right? Yeah. It'll just take me some some calls [20:52] and some searches to figure out. [21:12] » [snorts] [21:29] » I think the bank up there is finally getting used to their system. [21:33] I know it's a hard change when you go from [21:39] one to I think the system is way different than what we were ever used [21:43] to. >> Finances at large now we got that auto [21:48] change. It's >> a big change. I know. [21:54] change is tough. [22:00] » They'll get it. That's what I kept telling him. You'll get it. You'll get [22:03] it. You'll get used to it and then it'll >> change again. [22:06] » It'll be nice. And then there's the financial report to initial by Steve and [22:11] you can see that it's matches your copy. >> Mhm. [22:22] All right. [snorts] Any other business? >> You got anything else, Dave? [22:27] » No, I'm good. >> All right, then I'll motion to adjourn. [22:31] » We'll second that. >> Meeting adjourned. Shut the light. [22:41] I said that stop by Gas City today and I saw a woman with
