[1:04] Now I think we do a quorum. [1:06] 1, 2, 3. Yes, we do. Okay, so we have a quorum. [1:10] So I am going to call this meeting to order. [1:15] Can everybody hear me? Yes. Okay, thank you. [1:20] So, just a couple things. [1:21] First of all, we are doing a fully virtual meeting tonight, [1:24] so I just wanna s scramble that a little bit. [1:28] I'm decided to try it out for a multitude of reasons. [1:31] First of all is I think the meetings have folly, [1:34] despite the best efforts [1:35] of everybody have not been the smoothest [1:37] that's been both in terms of production of the meeting, [1:40] but also the speaking and presenting has been a little [1:42] challenging just to be able to see everything clearly [1:45] and, and that type of thing. [1:47] And even meeting there since the outset, [1:49] we've never had everybody in the committee in the room at [1:51] once or really even close. [1:53] And we've had virtually no public in the room [1:56] since our reception. [1:58] But, so perhaps this will be easier, [2:00] but certainly just as easy. [2:04] So when we discussed this a little bit in one [2:06] of our working sessions, there is some merit to the, [2:08] maybe following presentations will be a little bit [2:10] easier on the screen. [2:13] Again, back the follow was either looking [2:16] a long way across the room [2:18] or on your screen there. [2:21] So, and these in our meetings, as everyone knows, are [2:26] pretty heavily screened dependent. [2:28] So we'll see how it goes. [2:29] I'm, I admit, I'm not usually overall a big fan [2:33] of a virtual meeting Back in 2020 [2:37] and 21 when I was chairman of the city council, [2:39] that's all we had from almost the [2:40] entire time I was chairman. [2:41] So it kind of brings back a little bit of bad memories, but, [2:46] but I, I think it was worth it. [2:48] Try it. So we're gonna do that tonight, [2:50] probably do it for a while. [2:52] And this wasn't a reason for it, but it is a truism. [2:54] I think it is a little bit more convenient [2:56] for our consultants who have [2:57] to travel the frame medium far and wide. [2:59] So if we can make it a little bit easier [3:01] for them, that's fine too. [3:03] And I'll certainly welcome Amy's feedback [3:05] as we try it a couple times [3:06] and see whether we think it works [3:08] or whether we don't think it works. [3:09] But that was the, that's the rationale from behind it. [3:12] So I guess the easiest way as we go through this will be [3:17] to raise your virtual hands if you could, [3:20] when you wanna be recognized, we'll have [3:23] to do roll call votes as always, [3:24] but that's always the case anyways. [3:27] So with that, I would accept any public comment. [3:32] If anybody, I don't see anybody unless see one person [3:36] and not see their hand up. [3:37] So for that reason, I would assume [3:40] we have no public participation. [3:43] So the next item would be to review the meeting minutes [3:46] and take a motion [3:48] to approve the May 4th, 2026 meeting minutes. [3:53] So moved. Okay, [3:56] Second. Seconded. [3:58] Okay, so move and seconded. [4:00] So unfortunately I take a roll call vote on all of these. [4:03] I'm gonna just read it across my screen as it appears. [4:06] But as you know, the screen sometimes jumps around, so if [4:10] you don't get called at the end [4:11] of a roll call, just let me know. [4:12] So just the way I see it, I'll go back [4:14] and forth different directions, but anyways. [4:17] So I'll start with myself. Yes. Adam? [4:20] Yes. Brent? Yes. Brittany? Yes. [4:24] David? Yes. Rachel? Yes. Mikayla. [4:31] Sorry. Jess? Yes. Scott? [4:36] Yes. And did I miss anybody? [4:41] Mateo was a yes. Okay. Thank you all. Mr. [4:45] Chair, we have our newest member Ria [4:47] here for our first meeting. [4:49] We do Sheria. Thank you. We have spoken previously. [4:51] I, I'm trying to differentiate everybody's wish we in a way [4:55] of differentiating the committee and the consultants, [4:57] but I will get through it anyways then my screen just moved. [5:02] I'll start sharing this. So Sherry, thank you. [5:05] She was appointed by the mayor [5:07] and is joined the committee for the first time tonight. [5:11] Next will be a motion to approve the invoices for the April [5:15] the month ending April of 2026. [5:22] Someone like to make a motion. [5:26] So moved. Okay. I heard Mr. Waler move it. [5:29] I'll give a second to Mr. Freberg and I'll take a vote. [5:35] Sheray, do you wanna vote tonight? [5:40] I cannot hear you for some reason. Anyone else hear her? [5:45] It shows you it's off mute, but I can't hear you. [5:48] How's that? That's good. Yep. [5:51] All right. Sorry about that. I was gonna abstain. [5:54] Okay, that's fine. I just, that's fine. Mateo? Yes. [6:00] Scott? Yes. Rachel? Yes. Jess? [6:06] Yes. David? Yes. Brittany? Yes. Brent? [6:12] Yes. Adam? Yes. And me? Yes. Okay. [6:18] So the invoices are approved. [6:21] Next is our, we're gonna discuss [6:25] and rank the ranking evaluation criteria. [6:29] So who is going to handle that? Which, which Chris? [6:32] I, I can handle that. Mr. Chair. [6:35] So just to quickly touch on the schedule, [6:38] because I think it's important to understand as it relates [6:40] to both the rankings that we're eventually gonna do [6:43] and what's coming up on the project, we are about halfway [6:47] between our first phase here. [6:52] We are looking at a July completion for PDP. [6:54] So we're a little more than halfway through. [6:57] And in discussions with the working group, we're proposing [7:00] July 8th as the public forum. [7:03] This relates to the evaluation [7:04] because currently we have tonight's meeting [7:07] and another meeting scheduled at the end of June. [7:10] Those two meetings are [7:11] where we're really gonna look at the options [7:14] that are being presented by TAP A [7:16] and choosing July 8th gives us a chance [7:19] after this committee has seen all the options to [7:23] consider rankings, both in terms of how you plan to rank, [7:28] but also understand what the options are [7:30] before you rank by meeting with the public on July 8th. [7:34] It'll give us a chance to share all the things [7:36] that have been shared with all of you, as well [7:37] as your comments with the public as a whole in advance of [7:41] what we expect to be a ranking meeting on [7:43] or around the 13th of July. [7:46] We do understand the comments that have been raised [7:50] by some members about this forum occurring later. [7:55] But in discussion with the working group, we felt [7:57] that having that forum as part of at the appropriate time [8:02] for where the work was, was more important than trying [8:05] to fit it in before folks leave at the end [8:08] of the school vacation time for the summer. [8:12] Next slide please. So [8:17] we'd like to discuss evaluation criteria on these projects [8:20] because I think process is an important part [8:22] of an any MSBA job. [8:24] At the end of the day, the phase [8:25] that we're in the preliminary design program [8:27] or PDP is about choosing the options that are advancing [8:31] to the next stage. [8:33] We're really trying to figure out which [8:35] of the options presented from a test fit basis [8:38] best represent the type of project that you would like [8:41] to see more out of. [8:42] And you're selecting those options on the basis [8:44] that those options will be developed in the next phase. [8:47] So this is not a determination [8:49] of whether we're choosing the Hemenway site [8:52] or whether we're choosing the Bethany site. [8:54] It's a determination of what are the best options [8:56] to move forward in terms of new construction options, [9:00] add Reno options [9:01] and a base repair option that is required by the MSBA. [9:05] We're gonna look at a number of those options today. [9:07] But before we did that, we wanted [9:09] to just have a first touch base with the committee about [9:12] what you felt are the appropriate evaluation criteria [9:15] for evaluating those options against themselves. [9:19] So if you are looking at two hemenway options, [9:22] which one rises to the top? [9:23] What are the important things, objective criteria [9:26] that you can select that will point you in the right [9:29] direction to choose what is most advantageous [9:32] or least advantageous to move on to the next stage? [9:35] During the PSR stage [9:37] or preferred schematic report stage, [9:39] we're gonna have a much more in-depth discussion about the [9:41] appropriateness of the various options that do move forward. [9:44] Tap A is gonna continue to develop those options, [9:47] so we'll have a lot more detail [9:48] and we'll really get into the thick of it. [9:51] We sent these criteria to the committee in advance [9:54] and we thought it made sense to sort them into [9:59] or parse them out really from [10:01] what is really about choosing the right site [10:03] and the right location and what is really about, [10:07] what is really applicable to all of the sites [10:11] and can be useful in differentiating [10:13] between the various options. [10:15] So with that, I'm gonna turn it over to Anisa [10:17] and she's gonna walk you through a, a little trick [10:19] that we picked up from our visioning expert, David, Steven, [10:22] so that we can rank some of these criteria [10:24] that we feel are appropriate [10:26] and so that we can ask you if there's any criteria [10:28] that you feel should be added. [10:32] Thanks Chris. So I put in the chat a link to [10:36] my mentee meter presentation [10:40] and if you gimme a second I'll pull it up [10:42] and start sharing that as well. [10:46] So basically if you, if you click the link, you can [10:50] use your phone or use your computer [10:51] and you can live rank all the [10:54] different criteria that we have. [10:56] So ahead of this meeting, I will say, Chris [10:58] and I, I could only put 12 on the list. [11:01] So we kind of took a few off some that maybe didn't relate [11:04] as much to the site [11:06] and we can add them back in when we get to the PSR stage. [11:10] So if you, if you wanna go ahead [11:12] and do that now, if you have any questions [11:13] or you didn't get the link or it's not working, [11:15] please let me know and I will share my screen [11:18] and we should be able to see live the ranking start [11:22] to take shape of what you think is most important. [11:25] I see a couple questions, Scott, I'll start with you. [11:28] Yeah, thank you. Actually you are [11:30] so hold on for, hold on for a second. [11:31] Hold on for a second. So I'm gonna ask that we do go [11:34] through the chairman Okay. [11:36] Just on these meetings to see how we just, [11:38] Sorry. [11:39] That's all right. And so Scott, [11:41] maybe you, why don't you go ahead. [11:43] Sorry. I'll show my video here. I apologize. [11:46] All right, Scott, what, what's your is is she alright. [11:49] Thank you Mr. Chairman. So Mr. Thank you. First [11:53] Off, you, you answered the question I had about [11:56] why there was 17 options in the deck [11:58] and only 12 in the Mentimeter. [12:01] Yeah, having said that, one of the ones [12:04] that I don't see is the whole idea of phasing [12:08] and swing space, [12:09] which I think is gonna end up being a significant [12:13] consideration depending upon [12:16] which option we evaluate. [12:20] So I do have some concerns that that's not one of the 12 [12:23] that we can prioritize. [12:25] And then I also just wanted to [12:28] clarify the one about impact to neighbors and neighborhood [12:32] because we're looking at two potential sites. [12:38] When I think about impact to neighbors [12:40] and neighborhood, it's either a positive and [12:43] or negative to both neighborhoods, right? [12:46] So doing it at Hemingway is gonna have a certain impact on [12:50] the Hemingway neighborhood. [12:52] It's also gonna have an impact on the Bethany neighborhood [12:54] because we're not doing it at Bethany and vice versa. [12:58] So I just wanted to clarify, [13:00] am I thinking about that in the right way? [13:04] Yeah, I think that makes sense. [13:05] I think we could potentially look at breaking that down [13:10] as to impact. [13:12] I guess we, I don't know Chris, what's your thought? [13:14] I think we could probably do an impact to Bethany [13:16] and then impact to he and her separately. Part of [13:19] Part of the process that we used [13:21] for breaking these down is [13:22] to understand these evaluation criteria [13:25] don't necessarily need to be a comparison between [13:27] what we do at Bethany and what we do at hemenway. [13:31] Now we will have an involved discussion of that [13:34] through the PSR, but we would recommend [13:37] that at this time we choose one ad Reno at hemenway, [13:40] one new construction at Hemenway, one, Bethany [13:46] Road, new construction, and that all of those advance [13:50] and if the committee feels it's necessary, [13:52] others could advance as well. [13:53] So we would have more options [13:55] and that would factor into the evaluation that we do. [13:58] Now, what we don't recommend at this time is [14:03] to be weighing Bethany options against Hemingway [14:07] options because each of the options really either work [14:11] or don't in terms of how they're presented on the screen. [14:15] The other thing that I'll say is [14:16] that while we could only list 12 in our initial ranking [14:19] here, the second slide that we'll get [14:22] to in a minute is a word cloud. [14:24] So if there was something that the committee felt was not [14:29] represented in these 12 options that we proposed [14:32] to be ranked, we can have you add those in [14:37] and then we'll analyze those between now [14:39] and the next meeting and bring back the top ranked [14:45] criteria as well as the items that come from the word cloud [14:48] that are consistently recommended by folks on the committee. [14:53] Yeah. So to that end, I think I'll, I'll recognize Brent, [14:56] but then I think we should go through this [14:58] and then if we find something missing [15:00] or something that wasn't, you know, as inclusive [15:02] or involved, then we can maybe talk about it then. [15:05] But instead of like trying to anticipate it ahead of time, [15:08] I just fear we're gonna make a, [15:09] a relatively long presentation longer. [15:12] So Brent, then I have one technical issue, [15:13] then we'll start. So go ahead. [15:15] My only question, and I'm not an expert by any means, [15:17] but are anonymous surveys allowed via open meeting law? [15:22] I would defer to someone else with greater knowledge. [15:24] Right? Well, I mean anonymous or votes or not, but I mean [15:31] I, I've seen this same [15:33] system used in other school building committees. [15:37] Yeah, I, I, I, I, I agree. [15:38] I think that's an interesting question to be honest [15:41] with you from a strictly legal point of view. [15:43] But I think I'm gonna take our chances [15:45] and do it and see what happens. [15:46] Okay, so the only technical question I would have, [15:50] and maybe it's me, but if I press [15:53] and get that up on the screen, then I lose the zoom [15:58] screen on my screen. [15:59] Is that just me or is everybody challenging with this? [16:03] I guess what I'm saying is how do I get [16:04] that link on a different device? [16:08] You can copy and paste. [16:09] It would probably be the easiest way it, are you able [16:13] to grab the QR code so that someone [16:16] with a phone could scan it? Anissa? Yeah. [16:18] Gimme one second. I think I have to get out of this. [16:21] All right, because I Let, let me stop sharing [16:24] for a second and then I'll pop it back [16:25] up. Just gimme one sec. [16:27] Thanks. What we were trying [16:29] to do is avoid opening this up [16:30] to everyone from the community viewing to also weigh in. [16:34] We wanted to solicit the opinions of the panelists, [16:38] Right. [16:42] Let me see if I can drop that in the chat. [16:53] Okay. I sent the QR code. [16:57] You might have to download it to, to view it [17:01] Should just, I'll work. [17:02] It was just me. I'll work something out here. [17:03] And this, I'm trying to keep an eye on the meeting [17:05] and also the screen and also the questions. [17:08] So, all right, so let's, let's move forward. [17:12] Okay. Sorry, let me start this again [17:14] and I will share my screen. [17:17] Gimme one sec. [17:23] Can everyone see the ranking there? [17:29] Yes. Okay. [17:31] Yes. Yep. [17:36] I, [17:53] We, what are we doing? [17:56] So has everybody had a chance to enter their rankings [17:59] or does anybody need a Another minute? [18:02] You need another minute? Feel free [18:03] to raise your hand in the zoom. [18:12] All right, so why don't we move on to the next one, Anissa. [18:14] Okay. [18:17] Where do we put the rankings? [18:19] So if you go to the chat, there's a link you can click [18:24] and it will give you the opportunity to rank the items [18:27] that are on the screen in terms of the criteria [18:30] that we are selecting to evaluate the options [18:33] that come in at the end of this phase, it's to [18:37] evaluate the options on the sites. [18:38] They are not to compare between the various sites. [18:45] Okay. So I'm going to move on to the next one. [18:51] Let me see. And [18:56] so this one should use the same link [18:59] and you should be able to [19:01] type in any criteria that you think is missing. [19:04] And it's, it's live. [19:05] So as you do it, it should pop up on the screen. [19:22] So in the interest of time, if you've finished typing, [19:26] anything that you'd like to add, [19:27] if you could just put your hand up, that way we know [19:29] that we're not cutting anybody short. [20:07] I know this is getting confusing, [20:09] but I'd rather use real hands for responding to them [20:12] because virtual hands I think you wanna speak. [20:15] Okay. So if you wanna speak, leave your virtual hand up. [20:18] Otherwise let's just use real hands. [20:20] But yes, I know it's a pain, but it's just a way to, [20:26] And, and I do wanna say we are saving this [20:28] and we can distribute it to everybody afterwards as well. [20:33] 'cause I don't, we're kind of moving a little quickly here, [20:35] but I just wanted to let you [20:36] know that we can share it after. [20:40] Okay. Why don't we move, move on [20:43] unless someone objects to the next. So [20:46] We'll, we'll summarize this [20:47] and we'll report back on all of it [20:50] for discussion at the next meeting. [20:53] Okay, Thank you. I appreciate it. [20:56] All right, let me, if I do [20:57] this, we are back. [21:01] Can everyone see the presentation again? [21:05] Should be sharing that. [21:06] We can go on to [21:12] the tappe presentation. [21:15] Okay, so ready? So that's it for that [21:17] and we're ready for the next agenda item. [21:19] Yep. Okay. Okay, go ahead. [21:24] Are you ready Mr. Chair? [21:25] Yes I am. Go ahead Chris. Okay, [21:27] Great. [21:28] All right. So we're gonna run through the options here [21:30] that we've started with and these are preliminary [21:33] and sort of beginning to put rails around the strategies [21:37] that we had presented earlier [21:39] to remind you a little bit here are the Framingham site [21:43] constraints, sorry, him [21:44] and way site constraints [21:48] of the existing building and site. [21:50] And so there's really two major access points. [21:52] Those are the red arrows on the [21:53] front, the building in yellow. [21:56] And then the big solid black line is the buildable area. [21:59] Inside of that is what is the buildable area. [22:02] And then you can start to decipher some of the setbacks [22:04] with the different dotted lines and dash lines [22:07] and things like that along with flood zones [22:10] and steep slopes. [22:12] And so not, not the easiest site to deal with. [22:16] You can go to the next slide. And so we talked [22:20] to you about the strategies in each of these options so far. [22:23] You're gonna see on the right upper right hand corner is the [22:27] strategy that the option's related to. [22:30] And so this one was the option [22:33] or strategy where we had an addition [22:34] up in the top left corner. [22:36] Another reminder is that there's [22:38] essentially three building separation, [22:41] separation lines in the building. [22:42] And so it's not super important for right now, [22:47] but that's where we kind of broke the building [22:49] apart in different ways. [22:50] So this option is a three story renovation edition [22:54] option at the Hemingway. [22:55] It's called AR one. [22:57] It has a major addition in the back of the building, [23:01] which is about a two story spot, [23:04] but it's big spaces like the gym [23:06] and the, yeah, mostly the gym. [23:09] And then the three story addition on the front, [23:12] there's a portion of this building. [23:13] You can see on the right hand sort of right middle, [23:17] there's a key and then there's a floor plan. [23:20] These, you know, what we hope you will do is take these [23:24] after the meeting, they were in your packet too, [23:27] and you can start to evaluate and, [23:30] and review those a little bit more in depth. [23:33] But these are at PDP level, really supposed to be sort [23:35] of at a glance at this at this point. [23:38] We'll get more detail as we get going further. [23:41] But this one has that little arm [23:43] that sticks out over the parking lot. [23:44] This manages to keep drop off and pickup and circulation [23:48] because it's tight already. [23:50] And then create more space above that. [23:52] And so that's AR one three story edition renovation. [23:56] You can go to the next slide. So [24:01] AR two is a two story addition renovation. [24:04] Again, similar strategy with the addition in the back, [24:07] which adds space for gym and cafeteria. [24:11] And then as you can see in the top right hand corner, [24:13] the blue area that says addition, that's the part [24:15] of the building that we would take down and rebuild. [24:18] And so that allows us to get a two story building [24:20] because we're getting more space to build new and, [24:25] and actually make right sized [24:28] and right program for the building. [24:29] And so the big differentiator between AR one [24:32] and AR two at this point would be the two story addition [24:36] renovation option. [24:37] And that's what you see. See here, [24:39] no big arm cantilevering out over the site. [24:45] And so yeah, so this is a two story addition renovation [24:48] with addition in the back and the front, right? [24:51] And go to the next slide. And [24:55] so AR three was looking at taking, [24:56] basically replacing the entire front part of the building, [25:01] maintaining some of the courtyard that's there now, [25:05] but building a three story option, a three story portion [25:08] of the building that's in this plan on the top. [25:11] And then a smaller portion on the [25:14] lower portion on the lower bit of the plan in the plan view. [25:18] And another sort of, all these have a similar strategy [25:22] where we're trying to put big space at the back end [25:25] of the building, which is the, you know, [25:28] in this instance it's an expanded cafeteria. [25:31] And then the reason for the three story addition is [25:34] 'cause part of it is a two story gym. [25:36] So, so another option here, this would have a similar appeal [25:41] or similar look as the existing school, just a bit taller. [25:45] You can go to AR four. [25:49] And then AR four is looking at an option [25:51] that replaces the entire back part of the building. [25:53] So that right now houses the gym and music [25:56] and some portable buildings. [25:59] And so what we're doing here is trying [26:01] to academically rebuild all the classroom space, [26:04] three story addition on the back and then create [26:07] and renovate all the space on the front side of the building [26:11] and create a new gym. [26:13] One comment that was just made in your criteria evaluations [26:16] from one of the members was about phasing in logistics and, [26:22] and planning for especially the Hemingway options, [26:26] which is going to require us to find alternative space [26:29] or put modulars on the site. [26:31] And so that's the next layer of information. [26:33] We're gonna start putting on all of these so [26:35] that you can understand that impact. [26:37] But right now we're just looking at initial strategies [26:41] and options that come from strategies. [26:43] And so you can look at the next slide please. [26:49] And so now we're going to pivot into a few new options [26:52] on the Hemingway site. [26:53] This is part of what the MSBA requires us to do. [26:56] We have to show that we looked at completely [26:58] new builds on the same site. [27:00] And so that means just tearing the whole thing down. [27:03] And so we've got a couple of ideas here on strategy. [27:06] The one here, this first one is a more [27:10] typical school that you would find in more kind [27:13] of rural context or or semi-rural suburban communities. [27:18] And it's got the wings [27:20] and the differentiated learning communities, [27:23] but it's only two stories. [27:25] And so that allows us to get space on windows on all sides. [27:30] It's solar oriented. [27:31] So if you actually rotate this around for, for North, [27:34] we're able to re position the long axes of the building [27:37] where there's students all day long so that they have a good [27:42] southern and northern exposure instead [27:43] of the east west side. [27:45] And so that's beneficial to the sustainability side, [27:49] which is you'd have [27:50] to do other things on the other options we've shown so far. [27:53] So we've got, we're looking at here two story option [27:55] as a new new building on the site. [27:59] There's gonna be other layers of circulation [28:01] and things like that coming with all of these sites as well [28:04] where we'll start talking about bus loops and cars [28:06] and pedestrians and drop offs and stuff like that. [28:10] But for now it's just these initial test fits. [28:13] You can go to the next slide. And [28:16] so we looked at another version of that, [28:17] which is a three story building, which allows us [28:19] to pull back from the street. [28:21] You can see that strategy is basically taking the one wing [28:24] and stacking it on top of the other, [28:27] but a similar back backside footprint. [28:30] But this allows us to get a little bit more off the street, [28:32] which is gonna be a little bit more pages for the amount [28:34] of students on the site and how we can do circulation. [28:39] Hang on, my lights just went off. [28:44] Sorry about that. And it allows us [28:46] to get a little bit more circulation on the site, [28:48] which again, we'll start diagramming for the next pass. [28:52] Yep, you can go to the next slide. [28:55] And then the sort of final Hemingway option, new option [29:00] that we looked at is a more urban type school [29:03] where it's just a big block, like kind [29:05] of a big solid block in the middle of the site. [29:08] This allows us to get very dense on the programming and, [29:13] and start to really pack things into a floor plate [29:16] that isn't long or wing driven, but it's more central [29:22] and sort of neighborhood driven on the floor plate itself. [29:25] And so we'll talk more about that in future presentations. [29:29] But Kristin Vertex actually really wanted us to study [29:34] the urban school option on this site just to see what, [29:38] how the committee feels about that as a new option. [29:40] And so I agree and we should be showing this [29:43] and hopefully we can get some traction on on [29:47] that being what it needs to be for 900. [29:50] And again, remember there's 985 students in all [29:53] of these options K through 12 [29:55] or K through five, sorry, you can go to the next option. [29:58] Next slide. All right, so shifting [30:02] to the Bethany Road site, we wanted to kind [30:06] of highlight some of the site constraints here. [30:09] Again, I think we've shown a slide like this before, [30:12] but the buildable area again is inside that sort [30:15] of solid dash line. [30:16] And then we have some steeper slopes in the sort of [30:20] salmon color and the, [30:25] the mid grade slopes are in purple. [30:28] And then the sort of flat areas are in the green lime color. [30:33] And so the middle of the site, right [30:35] where it says buildable areas, actually the low part [30:38] of the sites we're kind of in a valley like a, [30:41] like a U-shape, almost like a glacial push valley here [30:46] of, of land. [30:48] And that's where the best usable site is [30:51] and it's the most accessible [30:52] and it's actually the, the elevation [30:54] that the site main site road enters in right now. [30:57] And so we just kind of wanted to bring that attention, [31:00] the dashed lines on the right [31:02] and the dashed line on the left are sort of the ridge lines [31:05] of the two sort of top parts of the, of the hills. [31:09] And so we have that going through, [31:12] we have that valley in the middle. [31:13] So that's, that'll orient you on how these [31:16] next few options shake up. [31:18] So you can go to the next slide. [31:23] Okay, so we have here a two story option [31:27] on this site, which is a two story and, [31:30] and actually three story to the left could be both [31:34] in some degree. [31:36] And so we're trying to show that here [31:40] where we can, this is similar [31:42] to our interview site scheme too, where we have this, [31:47] this floor plate that you enter into on the first floor, [31:49] the second floor stacks above that. [31:50] And then the third floor has the last grade of classrooms [31:54] and then the mid, the middle [31:55] of the building actually has all the core elements like gym [31:58] and media and all of that stuff. [31:59] And so, so this one would sit down at the, in the, [32:04] in the bottom of the valley [32:06] and then kind of nestle itself up against the hill [32:08] where we can do some transition and landscape and drop off [32:11] and maybe even make the second floor an entry [32:14] on that on that side. [32:15] But we still need to study how all that works, [32:19] which we're doing right now. [32:22] You can go to the next slide. And another sort of option [32:27] and shape for the building is the, this is kind of the, [32:31] I don't know, you wanna call that a hockey stick [32:33] or whatever you wanna say it for the, for the shape. [32:35] But this, this one gets us to a little bit more [32:39] of a concentric core where the, the, the core [32:44] spots come more public. [32:46] So you can see those elements. [32:47] They're sort of in the first floor plan. [32:49] The gym and the media [32:52] and the cafeteria service are all on the left hand side, [32:54] but those are front facing. [32:55] And so if you have community events, folks don't have to go [32:58] through the building, which the other option would've had [33:01] people go through the building to the, the more back part [33:04] of the site or the building. [33:05] And then, so this one kind of flips that [33:08] and it gives us the ability to wrap. [33:10] I don't know that it'll take this final form at the end [33:12] of the day, but the idea is that it kind of wraps around [33:14] that hill in some form or shape and puts the public spots [33:19] or the, the big program spots that can be used after hours [33:22] and for public use more towards the front of the building [33:25] and then you can really get a sectioning off of the building [33:28] and keep them compartmentalized for evening use. [33:32] And go to the next slide. [33:39] And then we did this, this, this option, which is [33:43] what we're calling the dual school option. [33:45] So this is, we'll talk more about this [33:48] as we go further into the pro the the process here. [33:52] But this, this option is looking at what if it became viable [33:56] or feasible for us to do [34:00] the dual school exactly what it says. [34:02] And that's that we put, we just renovate Hemingway, [34:06] we prove out that the building is okay for school [34:11] now and it needs to be renovated for sure, [34:14] but for a school of about 493 students it works [34:19] and we can make that doable on site with pre-K. [34:24] And then on Bethany Road we have a school [34:27] of about an equal amount of students with pre-K [34:32] out there on that site. [34:33] And so you're splitting the required population from the [34:37] MSBA into basically two schools. [34:39] One gets a pretty decent renovation to it with systems [34:42] and everything that needs to be upgraded. [34:44] And the other is a new building. [34:47] And the idea here is that if we run into the need [34:50] to have schools in both locations [34:53] or we find out that a 985 student, [34:56] which will be the largest elementary school in Framingham at [35:00] this point, if that becomes unwieldy [35:03] or anything like that, this is an option [35:05] that we would definitely have to get more in depth [35:07] with the MSBA on in terms of their acceptance of it [35:11] or even us being able to continue to pitch it to them. [35:16] But for the sake of turning over stones [35:18] and making sure we looked at all of the things available [35:20] to us, we started to study this one as well. [35:24] And so, and then can go to the next slide [35:30] and then the renovation only [35:35] here is the option that [35:38] that MSBA also requires us to do. [35:42] That's not this one, but this is the, the D one. [35:45] So this is the rental option, [35:46] the school part of the dual school option. [35:48] So it doesn't, [35:50] the renovation only option looks just like this actually. [35:53] So it doesn't do much to the, [35:55] to school's population doesn't expand, it doesn't grow. [36:00] The nature of building the second school allows some pre-K [36:03] to come into the building because you're [36:04] generating capacity shift. [36:06] And so that's why we can put pre-K in it as a, [36:10] as a dual school option, [36:11] but as a renovation only, we would be hard pressed to get [36:16] much else into the building. [36:17] So you can go to the next slide. And then the floor plan [36:22] for the new smaller school again is able to get all of the [36:28] large programs up to the front of the building [36:31] and you'll see these common threads where we're trying [36:34] to get the learning communities by grade differentiated [36:38] and programmed out so [36:40] that we can get the learning communities sorted that way. [36:44] And so this is where that option is right now, [36:47] looking at the two dual school plans themselves, [36:51] you can go the next slide. [36:55] And so those, that's the quick run through of options. [36:58] Again, you should have these in your, in your packet [37:01] and be able to sort of sit with them a little bit more and, [37:04] and analyze and kind of think through them. [37:08] The, I think the goal for tonight, [37:10] and I'll hand it over to the chair [37:12] after I say this, is to for you guys to, [37:16] if you have questions about thought process behind any [37:19] of these and more specifically [37:23] and more urgently to the processes, [37:25] we wanna know if there's any major options that need [37:28] to be added to this [37:29] that someone is thinking about we didn't [37:31] already investigate. [37:34] And that's, that's really what we need to kind of get [37:37] to understanding is if we've kind [37:39] of captured all the option ideas, [37:42] even though they could evolve [37:43] and permeate along the way changes. [37:47] If you have anything to say about those, [37:49] we can take them now too. [37:51] But really we're kind of looking for did we kind [37:53] of capture the breadth of options available [37:55] and then we can start to hone in [37:57] and use the selection criteria to kind of make some go away [38:01] or continue studying other aspects. [38:03] So Mr. Chair, I'll let you take the book. [38:06] Okay, thank you. So who has questions that they would like [38:09] to or comments to follow up on [38:14] Mr. [38:15] Chair? I do if I could. Thank you. [38:18] So just some feedback for Chris. [38:21] I know we have another presentation of these, excuse me, [38:25] of these options in two weeks [38:28] and you had mentioned a couple times us taking some time [38:31] to sort of sit with these, thinking about that. [38:35] I think there's a couple challenges with the way [38:38] this is presented now. [38:41] One is these little floor thumbnails [38:45] are totally unreadable [38:47] and so I don't know if there's, if it's possible to get sort [38:52] of larger visualizations of [38:54] what the floor plates would look like for, [38:56] for each of these options. [38:58] I'm guessing they started out big [39:00] and we shrunk 'em down to fit 'em on a slide. [39:03] And then the other thing [39:04] that I'm thinking is gonna be a challenge as we start [39:07] to assess these options, [39:08] and you alluded it, you alluded to this on a couple of them, [39:12] is what does the rest of the site look like? [39:16] I know we're still early stage, [39:17] but you mentioned like what part is at the front [39:21] of the school, what part is at the back of the school, [39:24] what does circulation look like? [39:26] Do we have enough parking? [39:27] You know, is there room for parking and bus loops [39:30] and all that stuff. [39:32] I'm not suggesting that we go deeper than we need [39:36] to from a design perspective, [39:37] but I'm finding it challenging to assess [39:42] these based upon what I'm seeing so far. [39:49] Yeah, thank you. I think I was trying [39:52] to mention earlier these, these first passes aren't meant to [39:56] get into the weeds of in depth of assessment. [40:00] We were hoping to present these as a first pass [40:02] to say this is the lay of the land is sort [40:04] of like you're looking at them at 30,000 feet. [40:07] And then we can start to layer in more details of like, [40:09] okay, now I understand, [40:12] you know the the general shape and the strategy. [40:15] Now I can layer in the traffic response [40:17] and we can get into more details about the plans [40:22] at this phase you're not really taking one off the, [40:25] like you're not taking plans off the table [40:30] because of program or plan layout necessarily [40:35] because like they're all totally shiftable. [40:37] It's really just like how we're trying to fit these on site [40:41] and that kind of thing. [40:42] But point noted [40:44] and we'll try to get you some larger plans [40:46] to look at in more detail as we go forward. [40:48] Sure, yeah, Right. Thank you. [40:53] I had a couple of thoughts or comments. [40:56] One was that it's kind of difficult, difficult to [41:00] know if we need any more options [41:02] or if what we have is sufficient in that. [41:05] I think there is a little bit of a disconnect [41:07] between the overall footprint diagram on the left [41:11] and then some of the articulated floor plans [41:14] that you're showing on the right. [41:16] It's hard to make that jump [41:18] between scales if you know what I mean. [41:20] And I think it might help if you did [41:23] a drawing in between that. [41:24] Just explain big picture why some of the large scale moves [41:29] that you're trying to express in the floor plans [41:32] because it's kind of hard to follow, you know, [41:35] as Scott said, where the entrance is, [41:37] how you might circulate [41:39] and weigh that against the floor plans. [41:41] Because for example, if you go to maybe option, [41:45] let's say NC one, there's just [41:49] so much articulation in the design [41:51] that it almost feels like it's already designed [41:59] rather than it feeling a little bit more like a diagram. [42:02] Does that make sense? [42:05] Yeah, sure. Yeah. [42:07] I mean we're baking ideas into these like how, how to, yeah, [42:11] I think, so the layer [42:14] that's not in depth here is that we [42:18] are putting into these, like we're already trying to [42:22] engulf like, I don't know, ingest things [42:26] that were talked about in the ED program [42:28] and ed envisioning sessions. [42:29] And so that's a whole layer of information that [42:33] this committee has reviewed and looked at. [42:35] And so we're, we're putting those in, [42:36] but it would be for us to go [42:38] and diagram every single one of these. [42:40] Like we would be, we would be like, it would be hours [42:47] and to kind of talk through that again floor plan basis. [42:50] And so we can definitely layer in [42:55] and talk through a little bit more of it. [42:56] But it's, I mean the big, the big move is you're trying [43:00] to get a 985 student school to feel smaller [43:04] by doing schools within schools [43:06] and community like neighborhood clusters. [43:09] And so that's, that's why you'll see these divisions, [43:12] like particularly in this plan, there's a cluster [43:14] and then it bends a little bit [43:15] and then there's another cluster and then there's a core [43:17] and then there's another cluster. [43:18] And so that's kind of the strategy of like how do you do [43:21] that on a site [43:24] And, but I guess I, the only thing that we have a list of [43:29] evaluation criteria, [43:32] but then it's kind of difficult to see [43:34] that criteria being met in the plans. So just [43:39] So like I said before, yeah, would be helpful. [43:41] Like I said before, these are the first pass, right? [43:44] We're trying to show you at a glance, first pass like, like [43:50] the first attempt to show detail on an option is not at [43:54] quarter inch scale zoomed in so far [43:56] that you can't understand how it goes. [43:58] And so what we're trying to say is, okay, I, [44:00] I can understand the part TI just wanna know more like [44:03] you're saying you're, you're curious about the next level. [44:05] So the next time you see these we zoom in a little bit [44:08] further and we start to diagram out different things related [44:13] to the floor plan layout [44:14] or the, you know, the school how we want it to, you know, [44:19] teaching and learning and things like that. [44:21] And so the idea [44:22] with this first pass is generally speaking at PDP, [44:27] we're doing a very high level lay of the land sort of thing. [44:32] This is how it's oriented. [44:33] These like basic things like that, [44:35] like this is south oriented, you know, it follows the path [44:38] of the sun and things like that. [44:39] And so yeah, so we'll, [44:43] we'll continue to add more. [44:45] I think you're asking for more detail. [44:46] You want to know how the school I'm so I'm so, [44:50] So do you have another question? She, [44:53] I was just saying actually ask, asking [44:54] for less detail if that makes sense. [44:57] I think just like knowing what the big picture [45:00] site strategies are would be helpful, that's all. [45:04] Okay. Okay. Thank you Brittany. [45:11] Thank you. I think [45:14] my comment does touch on what Reya is mentioning. [45:19] One thought I had is, is it possible to add [45:23] maybe like a couple of bullet points on each slide [45:28] for each of these like proposals [45:32] just laying out like the pros [45:33] and cons of each of these designs. [45:36] Because what I heard, [45:38] I heard like some really great voiceover as you were going [45:42] through each slide, but pretty much lost it [45:45] immediately, if that makes sense. [45:47] So if there were a few bullet points on each slide just [45:51] really highlighting why you think [45:54] this is a good option versus a bad [45:55] option, I think that would be helpful. [46:00] We can do that for sure. Especially [46:04] with the current Hemingway site as we were looking [46:07] through options, parking was just something [46:09] that kept coming up in my mind as we figure out how [46:11] to provide parking for this many staff. [46:14] Are we allowed to consider parking garages [46:16] or structures that would expand parking access? [46:20] You are, they're not funded by the MSPA [46:22] so it'd be completely ineligible. [46:25] Gotcha. The other question I had was given [46:31] the different options, especially, what am I looking at? [46:35] The one currently on our screen will do elevator shafts [46:39] and the number of elevator booths that would be needed to [46:42] have the space be accessible, [46:43] especially considering the student [46:45] population we're looking to serve. [46:48] Yeah, I think we would plan [46:49] for one elevator in a building like this. [46:52] I wouldn't, I mean yeah [46:56] I wouldn't put two in [46:58] unless there was a specific like driver for that, [47:03] but building the size we could definitely do one [47:08] Other questions. [47:12] Okay, so Chris, what, what, what's the next step [47:14] with this in two weeks or what? [47:18] Well the next schedule I think Chris, I dunno if that was [47:21] for Eberly or blessing. [47:23] No, that was first. [47:24] I mean what your next step is to [47:26] how you gonna move from here? [47:28] So my next, next step in in tap a's next step designing [47:31] wise is that we add all that detail [47:33] that we just talked about that the building committee is [47:35] asking for and less detail in the sense [47:38] that we wanna show you the sort of key site drivers and, [47:41] and how we're responding to that. [47:43] I think. So we've noted those comments, we'll [47:48] figure out a way to graphically show these [47:49] and get you guys more into, you know, [47:54] pros and cons and drivers and things like that on these. [47:59] We'll start to layer in all the information on the site [48:01] and the flow and the parking [48:03] and all of those kinds of things that pros [48:04] and cons like that's coming. [48:07] The one thing that I think Everly is gonna talk [48:10] to you about in a second is whether [48:12] or not we need a meeting on June, [48:15] June 15th I think is the proposed date, correct. [48:19] And if, if not, then we can continue to develop these [48:24] and go to June 29th [48:27] and we'll start to get more pricing level numbers [48:31] and stuff like that coming through the beginning of July. [48:36] But the, the big question is, [48:40] you know, if there's, if there's no options that seem like, [48:46] you know, if we hadn't done the dual school option, [48:48] someone might say on this committee, [48:49] Hey I think there's a dual school option you haven't [48:51] done, can you do that? [48:53] And so right now we're sort of trying to shake [48:55] that out like is there some permutation someone could say, [48:59] have you looked at a five story school on him and waste? [49:02] I like I don't, I, there's a lot of reasons why I [49:06] or four story school I don't know. [49:07] But like if someone has a very specific thing you've been [49:10] thinking about that doesn't seem in some form [49:13] or fashion covered by the options that we've [49:16] provided, then I think we would want to know that [49:19] and we can add that to the list [49:21] and meet on the 15th to discuss it [49:23] or we can just continue to put all this options to detail [49:28] and explanation and try to help bring clarity. [49:31] And that would be probably on the 29th. [49:35] So I think that's Mr. [49:37] Chair, that's for you and your committee to decide. [49:41] Okay. So Chris Everly, [49:43] do you wanna say anything about this? [49:45] Yeah, so in discussion with the working group [49:48] as Chris alluded to, one of the questions [49:51] that came up is the level of detail [49:54] that the committee would like to see [49:55] and I think tonight's comments have been helpful [49:57] in illustrating the level of detail that you're looking for. [50:01] One of the questions that was raised in [50:02] that discussion was whether it made sense to have a meeting [50:05] on the 15th so that we had more opportunities [50:09] to see development prior to getting to the final evaluation [50:13] as the schedule sets up. [50:15] Now if you take that bold meeting off of the list, the [50:19] 29th would be our next get together, [50:21] which would have a month of development [50:23] for TAP A headed into that meeting. [50:26] During that time we would forward all options that we had. [50:29] So that would be more of a reporting with minor changes [50:33] on the 29th with [50:35] and those minor changes would be [50:37] forwarded to the estimators. [50:38] The estimators costs are likely to come in around the ninth. [50:42] And so around the time that we have the public forum, [50:47] the public forum would report on the work [50:49] that has been reviewed at this meeting [50:52] and on the 29th with the development [50:54] and then this committee would come back together on the [50:56] 13th of July where you would evaluate based on criteria [51:00] that we all agree on the question [51:02] or the open question, the committee that we wanted [51:05] to raise tonight is based on what you've seen, [51:08] does it make sense to add an additional meeting in the [51:11] middle of June so that you would have more opportunity [51:14] to comment on development [51:16] and shape the direction that this goes. [51:22] Okay. Scott, do you have another question or what? [51:25] What should hear that for though? [51:29] You're muted Scott. Thanks. [51:34] I do that at least once a day. Sorry Mr. Chair. [51:38] So I was actually going back to the question that I think [51:45] Chris from Tappe raised about, are there options that [51:49] we're not seeing here? [51:52] And this ties back to that dual dual school option. [51:57] We've talked about the importance [52:00] of keeping the Hemenway property as an active part [52:04] of the school district fabric, [52:08] but I don't know personally that splitting [52:14] the enrollment [52:15] between those two schools is really gonna bias us anything. [52:19] I mean the, the greater shortage is seats on the south side [52:24] so keeping half of them in the existing site [52:28] unless, sorry, keeping half of them in the existing site, [52:32] I don't think actually buys us anything. [52:35] What I would love to see, [52:37] and I don't know if it actually fits with [52:39] the MSBA ground rules [52:41] or something, I would love to see an option where [52:45] Hammond way stays as a pre-K [52:48] or as a pre-K K not as a pre-K five [52:52] and we actually continue with the idea [52:56] of shifting that population to the Bethany site. [52:59] I don't know if that makes sense. [53:00] I feel like I'm kind of rambling [53:02] but that's one option that I don't see here. [53:06] Again, I don't know if [53:07] that's a viable option from an MSVA perspective, [53:10] but we've talked about it multiple times. [53:13] The importance of keeping Hemingway in the picture. [53:16] Well I see a couple other hands up so I just, [53:19] but my first reaction to that Scott would be that's really, [53:23] you know, something that whether we are gonna have have a [53:25] pre-K site like that is really more [53:27] of a school committee decision than a [53:29] school building committee decision. [53:31] But anyways, just [53:36] I think I saw Adam's hand up before mine. [53:38] This is up still. I'm happy to [53:40] Next. [53:41] Go ahead. You got, you got recognized you only hand up. [53:44] So thanks Scott for bringing that point. [53:45] I think you make an important point. [53:47] My point was, I have two points. [53:49] One was just going back to the packet materials [53:52] of the the site. [53:56] So for example, we're not seeing on these plans [54:00] for the Bethany location, any of the similar [54:05] structure as we're seeing on the Hemingway site. [54:08] And that's based on the scale of the Bethany site. [54:12] Is that correct? So for example, we don't see option AR one [54:17] sketched out on the hem on the Bethany Pro [54:19] project for that purpose. [54:20] Right? [54:22] Well anything that's labeled AR is a specific building [54:27] that is tied to the keeping [54:30] of a like renovating that building, right? [54:32] So you wouldn't have anything in the AR categories would not [54:37] exist in that form or shape or anything on Bethany [54:40] because you don't have an existing building [54:43] to renovate or add to. [54:45] But I'm thinking of like a similar footprint [54:48] and it would be probably site dependent for that adjustment [54:51] to be made to put a similar footprint on Bethany. [54:56] Okay. Like A courtyard organization, would [54:59] that be a better way to describe it? [55:01] I think so. Okay. And [55:04] The three, so okay, that was just, [55:06] that answers my, that part of my question. [55:08] And then the second thing I just wanted to note is [55:11] regarding the additional meeting in bold, [55:14] I think I would lean toward having an additional meeting [55:18] just to be able to work out some of these [55:20] and get some more questions [55:21] and I think Brittany made a good point also about having the [55:23] bullet points and then to re's point [55:26] of like the actual like zoom out of like where, [55:29] where are people coming from, where are the parking [55:30] and the dropoffs situation's going to be positioned. [55:35] So that's all. Thanks. [55:38] Thank you Mr. Chair. [55:40] Building on some of the prior comments, when you are able [55:42] to hopefully add some bullet points [55:44] or descriptions for each item, [55:46] whether it's directly on the slides or [55:47] or both with the corresponding document. [55:50] I think adding the favorable outcomes for [55:51] what each design gets us when it comes to all [55:54] of the different goals that the district has [55:56] and the city has with this project. [55:58] That's one piece. I also like what Mr. [56:01] Wildland said about kind of multiple options. [56:04] I, if I was my choice, I would keep your two school option [56:08] as well as a Hemingway pre-K K or pre-K two [56:12] and see how that changes in shifts if [56:14] that's not too much workload. [56:17] And the reason I say that is if there's any hope [56:19] of getting MSBA funding for that, I believe we do, [56:22] we do owe it to do that review as well [56:25] as the mayor's executive order creating this committee did [56:27] put that in our scope both for pre-K expansion, wherever [56:31] that may be across the entire city. [56:32] So it is something that I think should be considered. [56:36] And then whether or not we have another meeting I I lean, [56:39] I lean towards yes. [56:40] But I'm also curious if someone could help me understand a [56:43] little bit more about when the pricing will come in, how, [56:46] how that works and, [56:48] and remember some of the, the pricing challenges of, [56:51] of a prior project just from, you know, changes over years [56:54] and escalation and just wanna make sure [56:55] that there's a great deal [56:57] of thought in the appropriate disclaimers [56:58] before any of those prices come out. [57:01] Thank you. [57:04] Yeah, so we would get pricing back in early July [57:09] and in early July we would [57:14] tap a, and Vertex would go through a process [57:16] where we add in the, [57:18] the estimates themselves actually come back [57:20] with escalation on them and then Vertex [57:24] and Tap A will have a conversation around the soft cost [57:27] and additional contingencies that we think should be added. [57:31] For example, the soft cost [57:34] for an addition renovation on Hemingway are gonna be higher [57:36] than a new building on Bethany [57:39] because you don't have some of the additional adders like [57:44] phasing, temporary school, [57:46] temporary conditions, stuff like that. [57:48] And so the soft costs are gonna be different [57:50] for the two sites and the two each option too. [57:54] And so we'll go through a process of giving you all of that, [57:58] showing you very clearly [58:00] how it's generated and how it works. [58:02] And, and then I think that [58:06] as we get further down the, the road you'll have, [58:09] you'll start to get all the clarity that comes with this. [58:13] And, and I just wanna put a reminder out there that, [58:17] you know, you don't, you're not [58:20] selecting the option at the end of PDP. [58:22] And so really your job at this point, you can take [58:25] as many options as you want into PSR [58:27] although it's, it's probably advisable to call some [58:31] of them out if you can like the big, the big ones that [58:35] are gonna survive or don't have merit, [58:37] we can take those off the table [58:39] and spend our energy going through other options in the PSR [58:43] that are more in line with district goals and milestones [58:47] or not milestones objectives. [58:49] And so I think that the PSR is when you really, [58:53] really get down to like business on like really [58:56] understanding them. [58:57] PDP is kind of more, we're throwing a bunch [59:01] of stuff out there and we're doing it fairly quickly [59:04] and getting order magnitude numbers related to them. [59:08] And so that's really the process that we're in right now [59:10] and what's gonna happen over the next [59:13] two months, really June and July. So yeah, [59:15] I, I can clarify those two points a little bit more, [59:18] Chris, in terms of the pricing. [59:20] Pricing at PDP is about looking at your typical MSBA school [59:25] and trying to apply the same metric to [59:28] how the different options appear on the page. [59:31] So it's about figuring out if we do this, is this one going [59:36] to be more costly than the next? [59:38] It's not necessarily dialing into the specific [59:42] detailed cost analysis that you'll get at PSR, [59:45] it's really about if the average [59:48] Massachusetts school is somewhere between 950 [59:51] to a thousand dollars a square foot [59:53] and that's not a, I'm just pulling that outta the air, [59:58] the fact that this one has more foundation [1:00:01] or this one has more floors or this one has more fields [1:00:05] or this one has more parking, how does [1:00:08] that create relative cost differences from scheme to scheme [1:00:11] to scheme so that you can look at that [1:00:13] and say, well these ones are more costly. [1:00:16] Do the other elements of those schemes warrant [1:00:19] that continuing despite the fact [1:00:21] that we think they're more costly versus these are the [1:00:24] cheapest schemes but they don't check all the [1:00:28] boxes for the other reasons. [1:00:30] And so it's about making that assessment also to the point [1:00:33] of the, the sort of pre-K k. [1:00:37] One of the things that tap A [1:00:38] and Vertex have discussed is that some of the other work [1:00:42] that's being done with demography [1:00:44] with the existing school study is to establish an approach [1:00:49] to pre-K that is not yet fully developed. [1:00:52] And that's why it doesn't appear in a lot [1:00:54] of the, the schemes. [1:00:56] All of these schemes could have a certain degree [1:00:58] of pre-K added to them. [1:01:00] So one of the things that TAP A is working [1:01:02] to better understand is the right way to make some [1:01:05] of those assessments about pre-K [1:01:07] and that ties into an item [1:01:08] that we didn't include in tonight's presentation, [1:01:10] which is the MSBA space summary. [1:01:13] That's really a product that comes out of [1:01:17] the educational plan [1:01:18] that's gonna be voted on at school committee on Wednesday. [1:01:22] And so we really wanna understand once that's confirmed [1:01:26] by school committee the details of that space summary, [1:01:29] which gets into the details of the size of your school [1:01:33] and also how much pre-K we choose to put in, [1:01:36] is there enough space vacated at other schools [1:01:38] that can fit into some of that pre-K so [1:01:41] that we can advance that conversation. [1:01:42] But Chris is right, all of these discussions, at the end [1:01:46] of the day, it's about choosing [1:01:47] how many options we really want develop to a high level. [1:01:52] And when we get to the discussion of those options, [1:01:55] that's when we're really gonna be looking at the different [1:01:57] options in comparison to each other in terms [1:02:00] of do we really want new construction, do we want [1:02:02] to consider an ad reno [1:02:04] and where do we wanna cite the school? [1:02:06] Those are really questions [1:02:07] for the next year when we're gonna have much more detailed [1:02:11] pricing, much more detailed analysis [1:02:13] and much more time to work through all those details. [1:02:16] Thank you. One quick follow up Mr. [1:02:17] Chair, if I may, just on the pricing. Yes, thank you both. [1:02:21] That was a very helpful answer. [1:02:22] And so the way I'm thinking for the next meeting [1:02:24] or two is, is more of a, it'd be helpful [1:02:27] to know like the ranking of, of expense from, you know, low [1:02:30] to high, high to low based on all, [1:02:32] all this without maybe having the exact numbers if, [1:02:35] 'cause it's, I think it's so early in [1:02:37] that I'm also wondering, this is my LA my last point. [1:02:40] When do you give us the, what is eligible for MSBA [1:02:44] reimbursement and what is ineligible breakdown? [1:02:46] Is that part of this next month [1:02:48] or is that something that would be in, you know, [1:02:50] months away in the, in the future post PDP? [1:02:52] Thank you. [1:02:55] From a cost perspective, I would say [1:02:57] that it's probably gonna be the 13th. [1:02:59] By the time we get to the, some of those rankings, [1:03:01] there's a lot of little details. [1:03:03] That's, that's why I always say [1:03:05] that PDP is about establishing relationships [1:03:07] and figuring out what you wanna put in your building [1:03:10] because at the end of the day, if you have 12 [1:03:12] different schemes, you have 12 different ways to look at it, [1:03:16] you'll get 12 different costs [1:03:17] and you might decide that three of them move forward. [1:03:20] And so cost really isn't the sole driver in all of this. [1:03:24] And in terms of determining eligibility, [1:03:27] there's an initial pass [1:03:29] that occurs once the space summary is developed [1:03:31] and submitted to the MSBA. [1:03:33] So after we get past the that PDP milestone, [1:03:37] we'll get the first comments about what is eligible [1:03:39] and ineligible from the MSS BA And [1:03:42] that really takes more shape in the PS R phase [1:03:45] as we analyze the Ms B's comments, as the space summary [1:03:49] as it develops related [1:03:50] to the building itself becomes clearer. [1:03:54] And as we understand in better terms [1:03:58] the pre-K option that moves forward, [1:04:00] that's gonna factor into what's eligible [1:04:02] and ineligible as well. [1:04:04] So it really becomes a PSR discussion. [1:04:06] Thank you. So right now the decision really comes down [1:04:10] to whether we wanna schedule a meeting in two [1:04:12] weeks or four weeks. [1:04:15] And I guess Chris [1:04:17] or Chris do either you guys have a strong preference on that [1:04:19] or a suggestion on that? [1:04:25] Umm, more time is more detail on on. So why don't, that's, [1:04:30] Why don't we do this? [1:04:31] Why don't we plan for the 29th [1:04:33] and if something comes up that we, [1:04:34] you feel would be particularly helpful [1:04:36] to have a full meeting we can put on the 15th. [1:04:39] Does that make sense to people [1:04:40] or what I, we could also, [1:04:45] I just don't wanna come back to that meeting without [1:04:46] a whole lot of new information. [1:04:49] We can also, I just, you know, [1:04:53] spitballing ideas is we can work [1:04:55] and start to add layers of information [1:04:57] and then when the 15th comes we can send an an update packet [1:05:01] that isn't up for discussion, [1:05:02] but just updates the committee on where we are on the 15th [1:05:05] and then we come to the 29th with more information than that [1:05:09] and we discuss it all so that you kind of see [1:05:11] where we're at on the 15th and then the 29th we meet [1:05:13] and have all the discussions we need to have. So [1:05:17] Yeah, I think that might make some sense. Mr. Wildland. [1:05:21] Yeah, I was just gonna say, I think that might make sense. [1:05:24] I, my concern is not so much about meeting, [1:05:28] but about being sort of unplugged from the work [1:05:32] that's going on for the next month and then coming back [1:05:35] and having the next opportunity for feedback be in a month. [1:05:39] You know, I think we've talked about a couple things [1:05:42] that the committee would like to see in terms of [1:05:46] larger visualizations of the floor plates [1:05:48] and some, some, some pros and cons [1:05:52] and like, I don't wanna wait until the 29th [1:05:55] to get that information. [1:05:57] So if we can commit to having just sort of an updated [1:06:02] asynchronous packet for the 15th, I'd also like [1:06:05] to see the outcome of the mentee [1:06:07] meter stuff that we just did. [1:06:08] You know, I I, I don't want the next readout [1:06:11] to be a month from now, I guess is what I'm saying. [1:06:14] And I'm fine not having a meeting so long as we continue to [1:06:19] be plugged into the work that's going on. [1:06:23] Alright. So why don't we go with that plan [1:06:25] unless any, as I said a moment ago, unless anyone objects [1:06:28] and feels strongly otherwise. [1:06:32] Okay. And that's okay with you Chris? Yeah, [1:06:36] It's whatever the committee would like to do. [1:06:39] We wanna make sure that you all feel [1:06:40] that you have the relevant information [1:06:42] you need to make a decision. [1:06:44] Let's try that and see, and see how we do. Okay. [1:06:48] Unless there's anything else on that. [1:06:51] On The next item is a community outreach [1:06:53] subcommittee status. [1:06:55] I haven't really got received any feedback from any band [1:06:57] app, so Scott, if you're still here you are [1:07:02] if you wanna say anything else about it. [1:07:04] But otherwise I would just ask you maybe would like [1:07:06] to serve on the community outreach subcommittee, let me know [1:07:09] and I'll put one together. [1:07:13] Yeah. Only 'cause you asked for my thoughts, Mr. Chair. [1:07:18] I, my understanding coming out of the last meeting, [1:07:22] and I may have misunderstood, I thought [1:07:23] that you were gonna send something [1:07:25] to the committee calling for volunteers. [1:07:28] I know of several folks who would like [1:07:31] to serve, myself included. [1:07:34] I'm actually concerned that we may have more people [1:07:37] who are interested than you. [1:07:39] 'cause we had said three to four people on the committee. [1:07:42] So I just wanna share with the other members if I could, [1:07:45] that if we end up having more people [1:07:49] than we can put on the subcommittee, [1:07:52] that's not a bad problem. [1:07:54] At the end of the day, every single one [1:07:56] of us is gonna be engaged in outreach. [1:07:58] To some extent. I think the primary goal [1:08:01] of the subcommittee is working with Vertex and Tappe [1:08:04] and the district on communication strategy, [1:08:07] not necessarily the execution. [1:08:09] I think we're all gonna be involved in the execution. [1:08:12] So I guess what I'm hearing based upon your comment, Mr. [1:08:15] Chair, is that individuals should, [1:08:18] should let you know if they are interested in serving [1:08:21] on the subcommittee and then you'll take it from there. [1:08:24] Yes. That's the best way to, yep. Jess. Okay. [1:08:28] Yeah. Thank you Mr. Chair. [1:08:29] So I reached out about two weeks ago asking, [1:08:31] and I never heard back if you had any plans to, [1:08:34] if I had missed a communication [1:08:36] or if you were planning on this. [1:08:37] So can you just walk us through the next steps you want us [1:08:40] to email you or are you taking volunteers now [1:08:42] or what are the next steps? Well, [1:08:44] Well I guess I'll, yeah, I may be [1:08:47] some must have got missed somewhere here. [1:08:48] So I will have somebody send out, [1:08:52] I will send out or someone send out. [1:08:55] Can someone from Vertex just send out an email tomorrow [1:08:57] to asking and then having anybody who would like, [1:09:01] that way anybody who's not here is also covered. [1:09:03] And have anybody respond to me by, say, [1:09:06] Friday if they wanted be involved on the subcommittee. [1:09:09] So my question was if you could just [1:09:10] walk us through the next steps.
