[45:57] And it's located in the 400 block of West [46:00] main, which includes other businesses, [46:03] such as Marseille, Virgilary, Shotsie House, [46:07] Boopkeeping Tax Solutions, and Jolly's House [46:10] in Bed and Breakfast. [46:12] To the south, there are some auto-oriented businesses, [46:18] and staff feels the establishment of the real estate office [46:21] does not appear that it would detract [46:22] from other business operations section 3.510 of the historic shopping district overlay allows for standardized businesses to the opportunity to request a condition we use permit with the ideal user adding diversity to existing businesses not in proximity to other similar retailers and that it would not alter the general characteristics of the surrounding area. [46:49] This is located with an CBD central business district with the historic district shopping overlay. [46:56] We did send out notices to all the surrounding property owners within 200 feet. [47:18] And it states that the Pline and Zoning Commission and City Council [47:22] shall review any applications for a conditional use permit [47:27] for standardized business within the historic shopping district, [47:32] following the criteria listed in your pocket, [47:36] which is affirmative findings that the existence of such a business will not, [47:40] and it lists for materially alter the general characteristics of us around being area, [47:47] The track from the uniqueness of the shopping district contribute to the nationwide trend of standardized offerings, or impair the intent of this ordinance, or to the comprehensive plan of the city, and it requires for the PNZ and the City Council to find affirmative actions that it adds diversity, it complements surrounding businesses, and it helps promote and foster the local economic base as a goal. And actually, two months ago, the city council asked me and the city manager to formally, it took formal action to ask us to make the organizations stronger and that regard to protect those interests. [54:13] And at that time, the City of Current City Council re-arranging those issues that they felt [54:20] might need to be protected, which was presented. [1:00:49] until we've sent Augustine Florida, which is another huge tourist area, and also we went to [1:00:55] Dalbywood and Pigeon Forest, and they have one in Knoxville. And well, I'm going to [1:01:00] go and explain to you, um, this is not just a business idea, it's a community center solution, [1:01:05] that supports animal welfare, mental health, tourism, and local economic growth. First, animal welfare [1:01:13] adoption. [1:01:15] We have pathways to partner with shelters and rescue organizations that showcase [1:01:19] adoptable cats in a relaxed, full-legged environment. [1:01:24] Research shows that environments for cats can interact positively with people, can improve their [1:01:29] behavior and health and chances of adoption, and that would be fewer animals and our shelters [1:01:34] that we have currently do strange and our local resources and work on its finding living [1:01:40] homes. [1:01:41] Second, mental health and quality of life, interacting with animals has been showed to [1:01:47] reduce stress and lower blood pressure and improve overall motion will be. [1:01:53] In fact, a say said 74% of petal nurse reported improve mental health just from [1:01:58] in interaction and even short visits with cats like those in a cafe setting can provide [1:02:04] con comfort and connection, especially for people who may not be able to own pets themselves. [1:02:09] They're spouse-and-a-be allergic. [1:02:11] They may live in an apartment complex. [1:02:13] It doesn't allow pets. [1:02:14] They're various, you know, hinders us to this. [1:02:18] Third, economic, and tourism benefits. [1:02:21] Birders Birders Birders are already as destination [1:02:23] for unique experiences. [1:02:26] Why are these shops and local culture? [1:02:28] A cat cafe adds something different and memorable. [1:02:33] A family friendly attraction, [1:02:34] which I can see we do need more of personally [1:02:36] as a mother of single mom and two children, and I feel like we would encourage visitors to stay [1:02:42] longer, spend more locally, and return again. These types of niche, niche businesses are [1:02:49] proven to increase their track balance, support, you know, local surrounding spots. And then fourth [1:02:55] community engagement and education, I can't think of because of gathering space for events like [1:03:01] and children's birth, they will have it, I will have it in the space right, [1:03:04] children's birth base, parties, or any of that really, of the sorts. [1:03:09] I've also talked to Chris Nashman here, a local artist, who wants to teach painting [1:03:13] with kitty's classes. [1:03:15] I've talked to a yoga instructor, who wants to do yoga, yoga, you know, obviously humans [1:03:19] do it in the yoga, but in the room with the cats, so I can't yoga. [1:03:25] And just so you know, this room is subrated behind glass, like a cute glass room, [1:03:31] area. So it's not in the area where the copy is served and in any food that say as a vendor [1:03:37] in town with sale to me, just reset to the public. [1:03:41] We finally, I want to address health and safety, which I kind of just jump the gun. [1:03:45] Pack-type-based operators that are strict guidelines with food preparation areas, complete [1:03:49] these separate group animal areas, routine sanitation, and controls guest-tap capacity. [1:03:57] Additionally, research shows that when cat cafes are properly designed with quiet spaces and enrichment, [1:04:03] they can support both animal welfare and human interaction. [1:04:07] In closing, the cat cafe is not just about coffee and cats. [1:04:12] It's about creating a space that improves lives. [1:04:15] It's a towards adoption. They have 20 [1:05:39] parking spaces available and this use of limited restaurant in a C1 district requires a [1:05:48] conditional use permit. The planning and zoning commission and city council have criteria [1:05:55] that must be evaluated for conditional use permit applications, and it is listed within your, within your packet. [1:06:05] In reviewing and evaluating the criteria for the conditional use permit, there are 13 items that must be considered when reviewing the application of these 13 items, staff finds that the applicant has meant or responded to all the requirements. [1:06:19] The requested use and establishment of a limited use is in keeping with the existing uses in the surrounding neighborhood areas. [1:06:28] In addition, the 1600 square foot facility has approximately the 12 parking spaces that would accommodate approximately 80 patrons for our table. The building coverage that is being proposed is 12.4% which is approximately [1:37:11] 5,900 in eight square feet and pervious coverage of 15.58% which accounts to about 7,097 square feet. [1:37:24] They allow that district to last for a 38 foot maximum but they're they're not [1:37:30] Proposing that height.
