Um so this site will be a retail [2:06] center and gas station about 14,600 765 square feet and 45 parking spaces [2:14] being provided on site. Uh the remainder of the 110 required spaces will be [2:18] accounted for in the shared parking areas um which there's 322 public [2:24] parking spaces. Um the buildings will have rear entry from Larabe which is the [2:30] street running behind them. Discuss proposed changes to site plan [10:56] and plat approval procedures which would require amendments to appendix B [11:00] subdivisions city code, appendix C zoning city code and the design design [11:07] criteria manual DCM. Aubrey, >> uh, yes. So, um, just a followup to the [11:14] introduction of this item from the last meeting. Um I did do some benchmarking [11:19] with other cities. Um all the ones in Galveastston County. So Alvin, Clear [11:24] Lake Shores, Dickinson, Galveastston, KMA, League City, Periland, Santa Fe, [11:28] and Webster. Um of course there are a few cities that don't have zoning. [11:32] Alvin, KMA, and Santa Fe. Um so for those cities, their planning commission [11:39] approves plat or city council in the case of KMA. Other than that, all the [11:44] other cities um their planning and zoning commissions uh are still [11:48] approving plat. And then for commercial and multifamily site plans, um their [11:55] staff um there were no planning and zoning commissions that approve site [12:00] plans. It's not required by law. Um it is has been historically required by law [12:05] for the commissions to approve plat which you as we said changed a few years [12:10] ago. Um, so just to give you that information. Um, [12:16] and the newspaper notices will be published next week for the proposed [12:22] changes to the subdivision ordinance and zoning ordinance. We're advertising them [12:26] as two separate items and they'll be two separate agenda items. So you can [12:29] consider them individually, plats and site plans. Um, so that will be at our [12:35] March 12th meeting for consideration and recommendation or public hearing and [12:40] recommendation and then it'll go to city council um, April 6th for public hearing [12:46] and consideration of the ordinance. >> Okay. And I this is actually really good because I was [13:29] thinking that it would not be nobody else does the site plans, you know. Um [13:35] so this has changed me my thought process on it. Um, but I mean [14:19] commissioners always bring valuable input to the site plans. Um, which maybe give us a little different [14:34] perspective as well as uh commissioners in the community running into people at [14:39] HB and around. We do kind of get the sense of how people like things. I know [14:45] people uh whether I like it or not want to give me their opinion everywhere I go [14:50] about the um the town and how we're doing stuff. So now I lean back the [14:55] other way that that might be good might be beneficial to us overall. Um, the other thing that uh that came to mind after our last [16:30] meeting, which y'all brought up some good comments, was uh [16:35] when we're not looking at the the plans, we will kind of miss those things. We [16:42] may decide that, hey, do we need to go back and look at that? This has went [16:46] through several times. It meets our current ordinance. Do we need to look [16:50] over an ordinance and maybe make a change because we don't necessarily like [16:53] that. we don't think it fits what we need for modern day friends would right [16:58] so we we do lose that aspect of it also um and like you said getting rusty [17:04] because >> you know you get too much time in [17:07] between and there's there's aspects for and against [17:12] so I'll just leave it at that for now >> I would like to ask a question um [17:18] if if this was accepted could you send [17:26] send it to us outside of this meeting. Even if it's reasons that you think you [19:23] like this but don't like this because that's going to help some of the council [19:27] members who aren't as familiar with planning and zoning, understand that the [19:31] some of the thinking process. So, so that would be helpful to to them even if [19:36] it's not unanimous, if you can give some pros and cons. Um, you know, Travis, one [19:40] of the things you said in the last meeting really has stuck with me, uh, [19:44] for me, and that was, how are you going to rule effectively? And not you, you [19:50] guys will all be fine. The current commission be fine, but two years from [19:54] now, three years from now, when it's been some turnover and people have never [19:57] seen site plans or plats and all a sudden there's an exception or something [20:01] that does need to come to planning and zoning, how are they going to have the [20:05] background to really understand what they're looking at for that exception? [20:08] and you brought that up and that's resonated that's resonated with me. [20:12] However, I do know from my long experience how much time staff has to be [20:16] here after hours and and that to if we could reduce that that would be awesome. [20:23] Uh I I just think that but so what you're you are saying I'm agreeing with [20:27] you. There are pros there there are cons. Um, and I would rather not give [20:33] you sway you one way or another with my opinion. If privately, I'll be glad to [20:37] talk to any one of you about what my private opinion is of this, but there [20:42] are pros and cons and you just have to weigh in your own mind and rule. So it'll be a good turnout. Um we the flyers with the surveys went out in [22:27] the Friday folders to the uh FISD kids. And then um we are uh the consultant is [22:36] going to be coming to attend a work session with Downtown Economic [22:40] Development Corporation on March 17th. Um and then we're also looking to [22:45] schedule a panhandled property owner meeting that day as well, maybe at like [22:50] 1:30. Um I our GIS department did address labels to all the property [22:55] owners in the like north of the creek on in the panhandle. So we'll be sending [23:00] invites to all of those property owners um and have the meeting in here. Um and [23:05] then that day also make use of the consultants time while [23:10] they're here. Uh we'll probably also be meeting with our EOC staff. Um they're [23:15] the ones that oversee our hazard mitigation plans with Galveastston and [23:18] Harris counties. and we do have to incorporate some of the goals of those [23:23] plans into our comprehensive plan. So, we'll um hopefully meet with them that [23:26] day. Um the next uh CPAC meeting, which is the advisory committee, is to be [23:32] determined uh hopefully the end of March, beginning of April. Um and then [23:36] there is a project website that's live now. If you go to the city's uh website [23:42] on the homepage, you have to scroll down just a tad, but it's one of the main [23:46] things on the front page. So, um, all of our activities with this project are on [23:50] that web page. Um, so that's where we're at with that. We got a lot of good things done as related [28:06] to planning and zoning. We did uh take on the uh future land use map update and [28:13] the um zoning change for the property on 2351 [28:19] and where the person was coming in to go from industrial and CSC [28:25] uh to a plan unit development with apartments and commercial. Uh, and so [28:30] some of my comments earlier when you asked about, you know, the the pros and [28:33] cons, I that was on my mind because in that meeting a lot of people were um [28:38] curious and spent some time thinking through what planning and zoning said on [28:42] their recommendation because you recommended uh unanimously, if I [28:48] remember correctly, to move that forward as a positive recommendation to city [28:52] council >> with with some uh restraints though [28:56] because of the noise. Yes. Yes. >> Yes. And city council looked um at what [29:03] the developer had changed and some of the ways they had tried to at least say [29:08] they were addressing noise. And I can't speak for the other uh council members, [29:13] but at least I wasn't swayed by that nor um how they tied some of the development [29:18] of apartments to commercial. Uh I personally didn't feel it was tied very [29:23] heavily. Uh but in that meeting we unanimously voted against making that [29:30] change but I do know a lot of consideration was put to what planning [29:35] and zoning voted and why uh on that but so we typically don't like to go against [29:42] uh P&Z but in this particular case we looked broader quite honestly we looked [29:47] at what we needed in that area what made good sense for that area and this [29:52] particular project in this in that particular location just didn't make [29:57] sense to council >> and and I think that means the system [30:01] kind of worked a little bit because we're looking at it through a soda straw [30:05] in terms of the planning and zoning of it and the ability to do it and then [30:10] handing it off to y'all to make the broader decision. So [30:14] » to me that I I thought that was a that worked well. [30:17] » Yeah, each kind of looked in its lane a little bit. Yeah, [30:21] » I I think that's right.
