Thank you for allowing me to [10:01] come say a few words for the record. My name is Mario Blato Jr., chief of [10:04] government and public policy at the San Antonio Food Bank and at the Prio County [10:08] Food Bank. And with me today, Stanley So, who handles public policy and [10:13] advocacy, does a great job in that. So, thank you for being here, Stanley. Also, [10:17] uh Stanley handed out a little bit of information. We just wanted to come by, [10:20] say hello, but also thank you all for all the support that you've been giving [10:23] to the San Antonio Food Bank at Fio County Food Bank for years now to help [10:27] nourish the citizens down here in the county. Um, Delma and Esme, uh, who are [10:33] in the judge's office, uh, staff there, you all know them very well, uh, have [10:37] provided great support to us over the years also as we try to get out and [10:42] identify folks that, uh, need help with setting their table with food. You know, [10:47] we all know uh what's happening on the federal level that's impacting the state [10:51] and local levels of government, counties and communities, townships, a lot of a [10:57] lot of need, right? Um and so it potentially could get worse. And so we [11:02] understand that. We want to be ready and able to be able to serve y'all. [11:07] When you look at the country, right, um there's millions of Americans that [11:11] struggle to put food on the table. Nearly 50 million Americans. Six million [11:16] Texans, right, struggle. 29% here in Freo County, the overall [11:21] population is food insecure. So, what does that tell you? It tells tells me [11:26] tells so many others that uh we need to work together to find solutions to end [11:32] hunger. And so, we can do it together. Uh Matt the Meal Gap uh just released [11:36] their numbers. I stated the 29% overall food insecurity uh rate in the county. [11:42] That comes from the new numbers that were published by Feeding America's Not [11:46] the Meal Gap. That's our national organization. 200 food banks across the [11:49] country, 20 in our great state. Feeding Texas is our state association, and we [11:54] cover 29 counties in Southwest Texas serving over 100,000 individuals in any [11:59] any given week. So, u I don't want to take too much of your time, but Stanley [12:03] and I wanted to come down to to thank you all for for the funds that you [12:07] provide to us so we can help execute out in the field and in the communities [12:11] within this great county. So, without you all, we couldn't do what we do. So, [12:15] wanted to thank you for the tough times, dealing with tough times, making tough [12:19] decisions, but helping us uh help help people and families fight hunger and [12:24] feed hope. So, thank you. >> Thank you. Thank you for all that you do [12:28] as well. Uh last year we were able to raise some money for some turkeys, [12:33] right? >> And last minute you found a way to get [12:36] those things to us. So I do appreciate that. Um because we were able to hand [12:42] them out to the community and I and I know everyone really appreciated that. [12:46] » Yes, sir. >> So just speaking with the ladies next [12:48] door and uh with Delman as me on that and uh we're going to prepare for that [12:53] again this holiday. >> Some with time, right? [12:57] » We're going to be better prepared. So, thank you so much. [13:00] » Thank you. >> Yep. [13:01] » Thank you very much. >> All right. Thank you for that. [17:07] » Okay. >> So, [17:08] » so we added and removed right some of the buildings that were no longer part [17:13] of >> what they did was update the names to [17:15] the buildings in the back because they had them as FEMA. Okay. [17:20] Yeah. >> Okay. [17:21] » My understanding is everything we used to do plus the sheriff's department and [17:26] the Sanders unit. >> Justice Oh, the Williams unit. Yeah. [17:30] Sorry. >> We're not Williams anymore. It's the [17:32] Justice >> Justice. Yeah. [17:34] » And Big because Big Service before. >> Okay. Okay. [17:40] » All right. >> I got a question. No crossing are needed. Total permit fee is 500. [19:00] information. >> This is a temporary waterline crossing [19:03] of a 10 inch lay flat line that uh project is requesting to use a right [19:08] away on uh CR 4757 with any questions. They're [19:13] going to go quite a good distance and they're not going to um I mean just [19:21] like everything else on on the on the rightway [19:24] » that's in your area commissioner. you see anything? [19:29] » No, I mean I don't um I see we'll see heavy traffic, [19:36] » but um >> as always. [19:40] » All right. If no further discussion, I move to approve item number eight. Any questions? And are they laying uh [20:45] » right on the side of the rightway? >> The rightway. But they're laying for the [20:50] crossing over it. Are they laying anything? [20:52] » The rightways. I believe on this one we'll be using our rightways on the [20:55] crossing as well. >> Okay. [20:57] » The entrances, but it'll be our rightways. [20:59] » I guess your biggest question is are they going to be going through a covert [21:03] or are they going to be going over the road with one of those uh I forget what [21:07] they call them, but something that allows you to drive over? [21:10] » Yeah. water will be set on the right [21:16] » that they'll be utilizing our rightways. >> But if if you have uh several crossings [21:22] on the roadway, are they going So they're going through the coverts in I'm [21:24] assuming they're going to cover. >> Okay. [21:30] Three of the road crossings. Okay. Right. Well, I mean it's the same thing. [21:36] Same >> and 12 in. [21:38] » Right. Any other questions? Commission have any questions? Um, [21:43] I think we need to reconsider and and uh upgrading this this permit fee. That's [21:49] just my opinion, but I think uh I think we really need need to look into it and [21:53] re reconsider this. [22:45] » No further discussion. I move to approve item number 10. [22:47] » Right. Motion made by Commissioner Ko, >> second by Commissioner Villa. All in [22:51] favor? Motion pass. Number 11, Anthony Gonzalez County [22:58] voting bridge administrator request consider take action on approving quote [23:01] 276977 from Hope Cat for the repairs for unit [23:06] 0112 2012 CAT dozer in the amount of 15,311 [23:13] 98 cents. >> Commissioners, this is a quote from [23:16] Caterpillar for our dozer. All the under coverage, [23:20] the bearings and all that are worn out already. It's been utilized quite [23:25] heavily over the years and this is just a maintenance upgrade on it. Hopefully [23:30] uh putting all these parts in it should give us another 10 12 years of usage on [23:33] it. Have any questions on that? Commissioners, [23:38] » what is this? The dozer you said [23:43] » and it's already at the at the shop or still [23:46] » do it in house. >> Oh, we're going to do it in house. Okay. [23:49] » This is just the parts. >> All right. Good. No further discussion. [23:54] I move to approve item number 11. >> Motion made by Commissioner Kano. Second [23:59] by Commissioner Bella. All in favor? Motion pass. [24:04] » Thank you. [24:08] Number 12, Honorable Crystal Marquez F County auditor request consider take [24:13] action on approving 36month customer service agreement with Unif for weekly [24:18] merchandise service for Fre County. Commissioners, I had uh brought these uh [24:23] 36-month uh agreement with unif commissioner's court. Um and what was [24:29] mentioned on the comments on the first page did not match the terms and [24:32] conditions on the last page. So, uh I reached out to unifying [24:39] the terms and conditions to match the comments at 36 months and a 3% annual [24:44] increase. Um and again I what I mentioned before um they are offering by [24:50] board pricing for this agreement. So the Francis will be dropping uh dramatically [24:57] and um also um this is going to be utilized for maintenance department. [25:02] They're all going to be uh with uh unif [25:07] um and then uh some supplies that we're still utilizing unifers for um on the [25:13] maintenance side. Uh but um that's what that uh the agreement [25:20] is for. It was we're just bringing back the terms and conditions to match what [25:24] our uh comments were on the first page of the you know first agreement [25:30] » right >> I can verify it is all correct now [25:35] » all matches >> and we will always face these troubles [25:40] with they always increase their pricing so um having it in writing and knowing [25:47] when that's going to happen is is a good Yeah, universe had a um every few months [25:54] they were increasing their their rates and that was part of the agreement that [25:59] we had locked back locked into in 2023 that they had the ability to increase [26:03] rates whenever. >> So this one would limit them uh 3%. Um [26:08] because all in all I think they were increasing about 17%. [26:12] So, uh, it would limit them from doing like large increase in the middle of a [26:18] budget year. >> And we still have removed the carpets. [26:22] Is there some things that you've removed from those? [26:27] » Reduce the cost on it. Okay. All right. Well, good. And thank you for both of [26:33] you working on it and making sure that we're we are getting the services that [26:37] we that we should be receiving. Yeah. going to be that contract unfortunately. [26:47] I'm sorry. How many years? >> Three years. [26:50] » Yeah. I know this contract that we're in is a fiveyear. So, I made sure that we [26:55] weren't going to be locking into a fiveyear. We wanted to reduce it to [26:58] three years. >> Yeah. Right. Commissioners, [27:04] there's no further discussion to motion. >> Yes. I move to approve item number 12. [27:08] Motion made by Commissioner Kano. Second, [27:10] » second by Commissioner Gella. All in favor? Motion pass. [27:17] » Gosh, guys, we're moving along pretty quickly here. [27:20] talk. >> Number 13, Honorable Crystal Manz County [27:25] auditor request consider take action to approve revised fee proposed from DRG [27:31] architects to provide basic service design [27:36] for 744,000 supplemental services for 142,000 and reimburseable expenses for [27:43] $13,000 for the Freo County Parks and Recreation Facility Arena. The total [27:48] cost for the proposed services is $899,000. [27:54] » Commissioners, uh we've um put out for requests for uh proposals [28:00] for the design and um design for the parks and [28:07] recities arena. And not only they were going to be doing the design services, [28:12] which are the architect services, but they were also going to oversee the [28:15] construction part of the building. Uh so when we did go out for RFP, uh DRG was [28:22] selected. Um and they did come in over with an amount a proposal amount of over [28:28] uh over a million. Um um and so we've been working with Tiffany with uh what [28:34] was the company? Tiffany Tiffany >> um yeah Chapman Chapman Negret [28:40] » and so she's been helping us um uh review the contract and everything and [28:45] she'll uh we did meet with her and she did go back with the Archie to uh [28:49] negotiate uh reducing that that original uh cost that they provided. Uh we [28:55] brought it down uh to $899,000. So, they're going to be doing all the [29:01] dirty work for the county and we just make sure that everything's uh comes out [29:06] the way we wanted it to. >> They're going to connect the dots. Dirty [29:11] work sounds awful, but yeah, that they're going to make sure that it goes [29:14] smoothly. and commissioners, we did have this conversation last time and it it [29:19] was either going out for the next lowest bid and not knowing what their offer [29:26] would be >> or trying to have a conversation with [29:29] DRG and they did reduce a little bit. I mean, we're we're hoping it' be more, [29:34] but um again, this is this is about the the average, right? [29:41] What uh uh gosh I forget her last name. >> Le [29:46] » Lal what Miss Tiffany Lal said is again this amount was within the range of what [29:52] they would expect a contract for a project of this size to be in. But they [29:57] did think it was a little on the higher end. And so that's why they had [30:01] suggested we go back and ask for a uh a re a rebid. Mhm. [30:07] » So, they came back with a number that was about $100,000 less. [30:15] » So, I believe once we uh lock into this agreement with uh DRG, we the next step [30:21] is design on what? >> Well, we'll be signing the contract and [30:26] I'll be bringing that the contract with the architects is assuming uh we approve [30:30] this, it's ready to go for next meeting. >> Right. [30:38] All right, commissioners. No further discussion. I move to approve item [30:42] number 13. >> Motion made by Commissioner Eano, [30:47] second by Commissioner Vela. All in favor? Motion passed. [30:53] Number 14. The honorable Crystal Marquez Fr County auditor request consider take [30:57] action on running a sealed bid ad in the noises current f noises current once a [31:03] week for two weeks pursuant to local government code section 262.023. [31:08] The ad will run in the free noises current on September 10, 2026 and [31:13] September 17, 2026. Sill bids will be accepted in the auditor's office until 3 [31:19] p.m. September 25th, 2026. bids will be open and selected during the [31:24] commission's court on September 29, 2026. [31:27] » Commissioners, we do this every year. We bid out the fuel and road material for [31:31] the road and bridge uh department that will allow them to purchase through the [31:36] year. Um and uh we worked with Anthony. I think we we made some adjustments on [31:42] the um on the specs as far as how delivery was going to be made for the [31:48] materials. And then the other change was uh we had originally in the past [31:53] requested for 89 optain for the unled gas. Uh we brought it down to 87. Um and [32:00] other than that everything has stayed the same as far as the material and the [32:04] fuel and but we do have to bid it out. So it's a two week uh notice. And then [32:10] this one's the one that we can come back open and select everything that was [32:15] received. And again, you do even though we receive the bids, um Anthony, you [32:21] always make sure that to check with the lowest uh vendor, right? When it comes [32:26] to fuel, >> commissioners, the girls get three coats [32:29] and they'll send them to Crystal and your office. This year, we selected to [32:33] go with the 87 acting because it's cheaper than the 89 and the trucks [32:36] require 87. So, there's no no point in in uh misusing the funds, the taxpayers. [32:42] So, we'll just go with what the vehicles require. [32:46] We're just getting it cheaper. >> Yeah. Careful with that word. [32:54] » Yeah. >> Commission. [32:56] » No. >> No. [32:58] » Um number was it 14? [33:01] » 14. >> No further discussion. I'm move to [33:03] approve item 14. >> Right. Motion made by Commissioner Kano. [33:07] Second by Commissioner Vela. All in favor? Motion passed. [33:13] Number 15. Honorable. Thank you, Anthony. Number 15, honorable Crystal [33:17] Marquez County auditor request consider take action to approve the budget [33:20] amendment to the physical year 2025 2026 county budget list below. [33:26] » Commissioners, this is a supplemental insurance uh funding that we received [33:32] from TAC regarding unit number 2235. Uh the supplement cost uh was about [33:39] $11,646.61. [33:42] So this is the budget amendment. That way we can uh we received the funds from [33:47] tax. So now it's to now we have to pay the the vendor um for fixing the unit. [33:53] So this budget amendment uh you'll see the proceeds insurance claims. Our [33:57] current budget is $65,1428. I am increasing that by the supplemental [34:03] check that we received from TA uh of 11,6461 [34:08] bringing the adjusted budget uh to 76,66089 [34:13] and those funds will be uh transferred into the motor vehicle [34:18] repairs line item in the sheriff's budget. Uh they have current budget of [34:22] $90,1428. I'm going to increase that by 11,6461 [34:28] bringing their adjusted budget for the motor vehicle repair line item to [34:32] 101,66089. [34:37] Any questions? >> You recall what was the cause of this [34:41] incident? >> We had two units together. I think I [34:44] believe uh together they came out to 31,000. I believe one of them was about [34:51] 19,000. [34:54] And then the other one was around 11,000. [34:58] » One of them was a um high pursuit chase. And well, yeah, but the one of them I [35:06] know for sure was ramming into the deputies with the bigger truck. It was [35:11] an F >> was it DY? [35:12] » Fi50 DY with a flatbed. >> And so any I mean at any point that it [35:18] would touch one of our units, it was just going to damage it. had uh damage [35:22] on both sides and I believe I mentioned this the last time uh it looked like a [35:26] tuna can both sides. [35:30] » So uh once um the u collision center got into the vehicle they noticed that there [35:38] was extensive damage on the inside. So that required a supplement. Um and uh [35:43] before TAC uh red uh releases any supplemental funding, they [35:48] have to com uh confirm with the collision center that everything's [35:52] accurate and if everything looks good and and satisfactory, they release the [35:56] funds to the county. So I believe the ve I believe they already received both [36:02] vehicles. So now it's just paying the No, actually no, the first one has been [36:05] received. The second one is still pending parts. So, uh, we have one back [36:10] on the road and then the other one will I think this week or next week the parts [36:13] will be in and we'll be get it back on the road as well. [36:15] » Okay. >> Okay. Have no further discussion. I move [36:19] to approve item 15. >> Motion made by Commissioner Kano. Have a [36:25] second. >> Second by Commissioner. All in favor? [36:28] Motion passed. Number 16. Honorable Crystal Monz County auditor request [36:33] consider take action to approve the budget amendment to fiscal year 2025 [36:38] 2026 F County budget just below. This one is for the road and bridge [36:42] department. Uh I know uh during budget workshops Anthony had mentioned a [36:46] purchase of a belly dump and so he was going to be moving money around to have [36:51] enough money to cover the purchase in his um equipment other purchases line [36:56] item. So this is the budget amendment reflecting that. Uh he is moving uh [37:00] $20,000 from heavy road equipment. He started off with a budget of $200,000. [37:05] He's reducing that by 20,000, bringing his adjusted budget to 180,000 and [37:10] transferring that 20,000 to equipment other purchases. So he started off with [37:14] 100,000 and he'll be increasing that by the two uh 20,000 uh bringing his [37:18] adjusted budget to $120,000. >> And again, this is to purchase the belly [37:24] dump. >> The belly dump's only 46, right? uh 44. [37:30] » It was uh it came out to a little over 44. [37:34] » Okay. >> Um and I we transferred I I put in [37:39] enough to cover because he had funding available uh left over and his equipment [37:43] other purchases. So I only transferred uh the 20,000 to make enough of what he [37:47] needed. And then when I did submitted everything for budget for commissioner's [37:53] court approval, the price changed. So $,000 increase. [38:00] » Okay. And this is the last belly. We're good. We're done. [38:04] » Okay. [38:07] » I got the quotes. We submitted them, but they definitely be on for next [38:12] commission. >> They were supposed to go [38:13] » because they were quotes and they weren't actual invoicing. [38:17] » They were supposed to be quotes. >> They were [38:19] » You got the quotes, but >> they didn't get on the agenda. [38:22] » Oh, it didn't. Okay. [38:26] me. >> Shoot. Okay. [38:30] » Is this the very we were talking about a few months ago? [38:33] » Yes. The same. It's the same one. It's just [38:37] » we're making it Yeah. >> Well, we'll make sure we get them on the [38:43] next. >> Yeah. Okay. [38:46] » Further discussion. I move to approve item 16. [38:49] » Okay. Motion made by Commissioner Cano, >> second by Commissioner Vela. All in [38:54] favor? Motion pass. >> Number 17. Honorable Crystal Monica for [39:00] county auditor request consider take action to designate time and day of the [39:05] week on which the court shall re shall convene in the regular time ter term in [39:11] each month during the next fiscal year presented to Texas local government code [39:15] section 8 1.0058. [39:20] » We do this every year. um we have to select a regular call commissioner's [39:26] court um and it's changed you know we used to have it on Mondays we used to [39:29] have on Wednesdays now we have on Tuesdays we used to have 10 and three so [39:34] it's um however I think for the past few years we've been with Tuesdays at 3 so [39:41] » and it's usually the second Tuesday of the month so this is a chance where [39:45] y'all are able to make those changes if y'all need it regular [39:51] Well, you don't like Friday, right, Commissioner? [39:53] » No. >> So, we we'll leave it on Well, as of [39:58] right now, it's Tuesday. It's been on Tuesday at 300 p.m. I think it helps [40:02] everyone catch up on Monday and then we're able to tackle it on Tuesday. Um, [40:09] it to me it seems to work. Any other comments? [40:12] » Yeah. No, I'm good with you at time last year. [40:16] » Joseph, right now is the time to make your piece. [40:18] » I'm Works for me. Yeah. U and and again, we only have to make a motion on the [40:23] regular one, not the special one. So, yeah, just second Tuesday of the month [40:27] at 3:00. >> Okay. All right. Good. So, [40:31] commissioners, do I have a motion? >> Yes. I have no further discussion. I [40:34] move to approve item 17 making the second Tuesday of each month at 3:00. [40:43] » All right. Motion made by Commissioner Kisales. Second. I'm sorry, [40:47] Commissioner. I'm waiting for him. He's [40:53] gonna be here. Um, motion made by Commissioner Ko, second by Commissioner [40:57] Vela. All in favor? Motion passed. [41:02] All right. Number 18, Honorable Crystal Marquez F County auditor request [41:07] consider take action on approving a lease agreement between F County and the [41:11] Community Council of South Central Texas, Inc. [41:16] » Oh. Uh, commissioners. Uh so we recently found out a few uh weeks ago [41:22] that um I was reviewing our revenues. Uh of course we're working on budget to see [41:28] where we can uh increase our revenues and I noticed under our leasing line [41:32] item that we had zero collected for the year and this one is usually paid by the [41:36] community council and we charge them $250. [41:41] Uh, and so I reached out to them and uh, the issue at that point was the office [41:49] was too small and they weren't getting what they were previously getting with [41:53] the other FEMA trailer. And then it came to another issue. Other people within [42:00] the modular building are not paying rent, so why shouldn't we? So, we kind [42:05] of went back and forth about that. Um I did let them know I would really [42:10] appreciate September to current payment. Um and which we did get that check that [42:15] they did pay us up to current and um but we did let them know because uh the [42:21] other contract mentioned that they had two rooms and a kitchen. Uh this one was [42:25] just condensed down to one room. Uh so we were going to be uh modifying and [42:29] updating the contract to read as such with the correct measurements and [42:34] dimensions of the office space. and that we would keep it at 250. Uh so I did let [42:40] them know that we were bringing it into commissioner's court and once it's [42:43] approved through here, we were going to present it to community council to see [42:47] if they're going to agree to that as well. So this is where we're at. We need [42:52] to approve it first and then we'll see if they approve it or reject it on their [42:56] end. >> Right. [42:57] » Um other than that, they have been occupying the office. Um and I think [43:02] they moved in in September 2025. So as of now we are current with the rental [43:07] » payment. >> Yeah it it is um it is challenging [43:13] because they do provide resources to the community. Um I would hate to increase [43:19] their rent to cover our cost but fortunately we're not in the business of [43:25] for profit but we would like just for them to continue the services that they [43:29] currently do provide. Um the I think the rental just pretty much covers the [43:34] utilities at this point, right? Um but again, it's just having their service [43:39] here is very beneficial to the community and um even though I think everything [43:45] has gone up, especially rent has gone up, keeping the net 250 would would um [43:51] continue to have them here so that they can provide those services. [43:56] Um but other than that, commissioners, it's just uh 250 for us and then they [44:01] still have to agree on it. >> Yeah. So they mentioned uh I did let [44:05] them know we would bring the agreement to commissioner's court for approval and [44:08] once it's approved, I'll send it to them and then uh they would uh consider it on [44:12] their end. >> And we do [44:16] there's no more room unfortunately, right? I mean to be able to give them [44:21] the space that they they would rather have. Um I know with uh speaking with [44:26] DMA um if ever the office that was allocate or designated to uh sheriff for [44:34] the mental health uh officers they sheriff still utilizing that office. Um, [44:40] I do know Delma mentioned if ever or we talked about it if ever that those [44:46] offices became vacant and the sheriff no longer needed it, [44:51] it would be considered the community council would be able to move in there. [44:55] So, but again, as long as sheriff's and then [44:59] I don't know if he's planning to stay or or [45:04] » move. So, >> well, if it does happen to be a problem [45:08] where again their space is too small and the contractor not willing to be on [45:14] board, then I think we should really have that conversation with Sheriff to [45:18] see if he's going to continue to use that office. As of right now, it's 250. [45:22] They have smaller office, but it's not much, but it's something. [45:28] All right, that that's pretty much all I got for [45:32] you commissioners. Um other than that it's just to approve the the continue [45:37] amount of 250 for >> and updating the office space. [45:41] » Yeah. >> All right. No further discussion I move [45:43] to approve item 18. >> Motion made by commissioner. [45:47] » Commissioner that I just stepped in but I did review the contract and if y'all [45:50] are okay with it and I am too. I'll go ahead and second that. [45:53] » All right. Second by Commissioner Karisales. All in favor? Motion passed. [45:58] Thank you gentlemen. Um, and Commissioner, I'm happy you made it. [46:03] » Yes. Uh, and I do I do apologize. It was unforeseen circumstance that I had to [46:07] attend to. I made it back as soon as possible. So, thank you for allowing me [46:11] to participate today. And again, I apologize to everybody. [46:15] » And now we we we will actually tackle the hard the hard ones. If you're going [46:21] to start back up to uh we're going to start off with with number one. We're [46:25] going to go back to agenda item number one. [46:29] All right. Fre County Commissioner's Court request consider take action on [46:33] approving a or disapproving the recommendation of the Fre County salary [46:37] grievance committee regarding the grievance filed by honorable Suzanne [46:42] Ruiz building county justice of the peace number three. [46:47] All right. Commissioners um Joseph you you did provide me that letter. Yes, I [46:53] have a copy of um and I commissioners need me to go [46:58] through any more of >> how we came to those numbers. I [47:02] » sure. So, commissioners, we did host we did host we did hold the grievance and [47:09] um we allowed every uh judge to to give us her peace of mind [47:17] and um at this point the the committee did come with a recommendation [47:24] and this and I will read it. Um, [47:30] commissioners, the members of the Fair County salary grievance committee met on [47:34] August 31st, 2026 to consider the salary grievance submitted by the honorable [47:39] Susan Ree building, justice of the piece number three. Um her recommendation [47:46] it was uh seven members of the committee met for duly notice public meeting and [47:52] voted unanimously and it is 7 to zero to recommend the [47:57] following salary increases. So, judge uh building salary to be increased to [48:03] $55,000 annually. And that is part of agenda number one [48:11] to accept. And this again is just a recommendation. [48:15] If anyone want any questions or wants to know how that came about, um we have Mr. [48:24] Sen that was part of the committee that would be willing to answer those [48:27] questions. And it was just to clarify it was an increase. It's an increase of [48:31] 3,000 >> roughly [48:33] » roughly 3,000. [48:41] » I mean committee was held and was voted. So I have that's what that's the number [48:49] that they came up with and I have no questions. [48:53] » And this is a recommendation. It's a recommendation by the committee. [48:58] Um it would be nine members to have to force our hand to say yes, this is a [49:05] must. But again, this is just a recommendation. So, commissioners, if I [49:09] can have a motion to accept um the the uh the amount that was presented to us. [49:17] » Uh I'm sorry, it was 7 to zero. You said it was seven to zero to unanimously. [49:23] Yeah, we had two members. Uh the county clerk was ill um and she couldn't make [49:28] it. And then one of our public members, although they had said they would be [49:31] here, I >> think had a funeral or something that [49:34] came up and so they did not. So we had a quorum, but not the full [49:39] » um all right, commissioners. I'll go ahead and uh I'll move to approve item [49:41] number one with the annual salary 55,000. [49:44] » All right. Motion made by Commissioner Karisales. [49:47] » Second. >> Second by Commissioner Villa. All in [49:50] favor? Motion pass. >> And you're welcome, Jen. And we have a [49:56] sheriff that gave us a way to find that money. He gave us recommendation, [50:02] suggestions, so we can sit down and and I have it, but we'll definitely figure [50:07] out how to how to come up with that. Okay. Um, number moving on to number [50:14] two. Fair County Commissioner's Court request consider take action on [50:18] approving or disapproving the recommendation of the Fre County salary [50:22] grievance committee regarding the grievance filed by honorable Sandra [50:26] Wadram County Justice of the Peace Precinct number two. Okay, [50:30] commissioners, same thing. Everything was u the same except the amount the the [50:37] recommendation by the committee for judge Sandra Waldrum u to be increased [50:43] to the amount of $49,000 annually [50:50] » which again >> which is roughly around about the same [50:54] amount [51:00] » again I'll be happy to tell you guys why how I came to those numbers if you want [51:03] if you want to regail yourself in mathematics [51:08] » I'm good um have committed [51:13] » yeah exactly um have no further discussion then I move to approve item [51:17] number two >> motion made by commissioner [51:20] » second >> second by commissioner all in favor [51:24] motion pass thank you commissioners >> yes so that means we will not be moving [51:28] forward with three and four because we will have to renotice those salaries in [51:32] the paper and so we'll be coming back I guess the end of the month to approve [51:37] budget >> and what date is that going to be [51:40] crystal >> Tuesday the 29th [51:43] » nothing like the last minute >> we get this [51:46] » interesting you said the 29th >> on Tuesday which is [51:50] » in or [51:53] » well we can do it at the same commissioner's court [51:57] » yeah that right >> so we'll [52:01] uh approving uh elected official salaries, adopting budget and approving [52:06] oh having the public hearings for both the budget and the tax rates and then [52:11] also uh approving the elected official salaries. [52:20] » All right. Well, gentlemen, that was faster than I honestly expected it to [52:25] be. >> Oh, um y'all already [52:29] did. Was everything approved? >> Everything [52:30] » besides two besides three and four? >> Yes. Yes. Correct. [52:34] » Just for my personal notes. >> Everything else is done. [52:38] » All right. Other than that, we will move on to um [52:46] » Sure. Yeah, we can do 3.1. >> So, my request is if we can do uh 3.1 [52:51] just to kind of go over the proposed budget. Um I know Commissioner Okonnell [52:56] was out Friday. That way it gave him an opportunity to catch up on what things [53:01] have been made and >> yeah which was very workshop. Yeah. [53:06] » Yeah. Which was kind of very minimum but it gives them the opportunity to kind of [53:11] see what we did uh with our projects and then uh our general I think we just made [53:17] changes to general fund and road bridge and then uh I reconciled the grants. So, [53:23] um, here is this would have been y'all's budget, but I will have to take it back [53:27] because it has, uh, the dates of September 8th to adopt. So, here's your [53:33] copy. [53:37] Sure. And then if you can get that to [53:44] so and then I will also want to give you the updated project list for Roden [53:49] Bridge. Commissioner, I already gave you yours, right? [53:52] » Yes, ma'am. >> There's the updated list for um the [53:55] projects for Road and Bridge. And then I also have the updates for building [54:01] maintenance. Oh, you already have one. >> There you go. Here you go. And I also [54:08] was going to give you a copy of the uh salaries for the fiscal year, but since [54:12] we're going to be changing, I'll bring y'all copies when we come back at the [54:16] end of the month with the updated numbers. [54:22] Uh the first thing [54:28] we did change is um we can look at the the project list and then that way [54:34] you'll see how it fell into the budget, the building maintenance project list. [54:39] Um I did kind of uh catch up Commissioner Connell before the meeting. [54:44] Um so uh we left the roof replacement in there for the courthouse. um for the [54:49] courthouse and we're hoping that we'll get an emergency restoration grant from [54:52] the historical uh commission. Uh number two, we left [54:57] the building security updates there. So that stayed the same. Uh we did uh talk [55:01] about the tax office renovation uh the which is going to be the former uh adult [55:06] probation office. If you see there, I increased the construction budget to [55:10] 75,000. I believe we had 60,000. >> So I went ahead and increase that. So, [55:16] and then I also have not number four, Dilly, uh the purchase of the building [55:20] in Dilly. Um and then I also uh remembered over the weekend I forgot to [55:25] bring in money for lot 69 uh the geo property. So, I went ahead and made the [55:30] adjustment there. Um I believe we owe 175,000. So, you'll see there it's 250 [55:35] plus 175 for both purchases. Uh miscellaneous unplanned projects, we had [55:41] reduced that from 80 to 50,000. Um and then parking lot upgrades. Um we [55:48] were going to contract that out. Uh so we've had the 60,000 in there. Uh city [55:52] of Pieraw interlocal agreements. This is for the lighting project on Power Plant [55:56] Road. I believe for Kotti Sales and Commissioner Kisales. We got the 10,000 [55:59] there. And of course all precinct lighting system. We're going to continue [56:02] that this year at 12,000. You'll see that there. And then number nine, uh the [56:07] assessment and demolish of the old nursing home uh here in Piol. Uh we did [56:11] not get a number from uh the city of Pearson. Uh so we just threw a number in [56:16] there, but by the time we come on adopt budget, we might have a a clear number [56:22] there, but there needs to be an assessment of the asbestous. [56:26] » Yes. >> And then the probably we don't know the [56:30] demolish how much it's going to cost to demolish. You weren't here, [56:33] Commissioner, but I did mention it to the court that it was brought to uh uh [56:39] Pred and I had a meeting about that building. He's he's had the biggest [56:44] problem with it because it's right in front of city hall and apparently right [56:49] now it is to be stripped off by all entities, taxing entities. So the [56:53] question is what are we going to do with that building? Um who wants to take on [56:57] the responsibility of doing anything with it? Um, so I spoke to Fred and I [57:03] told them that, you know what, we're the only ones that have the equipment [57:07] capable of doing anything with that building itself. Uh, Fred has done a [57:11] full study on it. Um, we're waiting on those numbers. He hasn't got back with [57:15] me with the exact numbers of the asbestos. It's a huge asbestos problem, [57:20] but the biggest thing about it right now is that it it's not on the tax row. So, [57:24] if we were to demolish it, at best, we could put it back on the tax rope and [57:30] clean it up and uh and that way it's not a it's a dilapidating building. It's [57:37] very dangerous and there's nothing good out there. And so, the goal is if we [57:42] were to invest in trying to demolish it, we could at least put it up for sale, [57:47] whether the city wants to do it as a joint venture or the county just takes [57:52] it on itself. that way we can just put it back on the tax roles and I think we [57:56] all seem to gain a little bit of something there um for the public and [58:02] for the tax roll itself. So that that was that was the explanation to the [58:07] court that I I I gave him notice about that that that situation's happening [58:12] there and um again the city has has I mean they look at this every single day [58:18] » every single day right >> and u to do something about this would [58:21] be great for the entire community of >> I mean there's the fire department is [58:26] constantly being called out there for fires and [58:31] » right Mhm. >> Um my only question being that there is [58:35] a vest there sending do we would have to involve some environmental [58:42] » I'm sure we would before we could demolish it [58:44] » before we can even demolish >> I can't tell you that I know what to do [58:48] but I I would have to imagine there would have to be a bunch of mitigation [58:51] of the asbestous risk before it's demolished before [58:55] » that's part of that's part of the that's part of the reason why it hasn't sold. [58:58] So they but it's gone up for auction and many people that have bidded on it they [59:04] they step away once they realize that there's an asbestous problem. [59:08] » But again I think if I'm not mistaken Fred had mentioned about $75,000 that he [59:13] had received a bid to remove all the asbestous and once that's removed [59:18] » then you can do with the building. But again, that that's something that we [59:23] will definitely have to determine whether to demolish completely or even [59:26] put it up for sale again, you know, once once Yeah. Once the speesus is gone, put [59:32] it up and if we get what we're asking for at least we can get back on the [59:36] textual. Yes, >> I have a good friend. They're [59:38] specialist, but they are out of Dallas and they deal with this kind of stuff. [59:42] So, I may put you in contact. >> Yeah, definitely. Because at the end of [59:46] the day, I'm sure we'll get I mean, they're all over the state of Texas, [59:50] right? to see who can >> who can uh get rid of these. [59:54] » So again, it's just to beautify or reinvest in our community. [1:00:01] » So that was number nine. So we just uh today after lunch we plugged in that [1:00:05] number of $150,000. Uh number 10 and number 11, those are ongoing. Uh the [1:00:12] justice annex renovation, we were expecting to have it completed by the [1:00:16] end of the month, which has been pushed back to the substantial completion date [1:00:19] of October 30th. Um so, uh I just left that amount there. Um I mentioned on [1:00:27] Friday that I'll have to come back on and probably in December once all the [1:00:30] projects been paid out and and everything's been completed, I would [1:00:34] have to do a budget amendment at that point to move any uh leftover money over [1:00:39] to the parks and wrecks. So we can use it there. Right now I'm still looking [1:00:44] about having uh roughly about half a million dollars left from the 3.5 that [1:00:50] we allocated to the justice center. Um and so that half a million would help us [1:00:56] definitely uh with the parks and rights. So that means that we probably could go [1:01:01] from 11.5 to a $12 million budget for that. So especially now that we know how [1:01:06] much a architect is going to cost us. Mhm. [1:01:09] » Uh so those two are still ongoing. Um and then I removed the dilly yard [1:01:14] expansion and I just left the dillyard uh new sewer line septic line in there. [1:01:19] Uh design budget of 25 and a construction of 75. But again this is a [1:01:24] unfunded project. So this one's a little different than [1:01:28] what I have break broken out with the um road and bridge. You'll see our project [1:01:34] cost to the left. uh courthouse security in purple. Uh 30,000 um that's for [1:01:41] building structures for any um security updates. Uh building and structures [1:01:47] 120,000 uh which all in blue uh which is uh number five, six and seven. And then [1:01:54] we have our building improvements is 1.1 million. Uh those are everything in [1:01:58] green. Uh and then our consulting and contracting that's $20,000. That's for [1:02:04] uh the design budget for the tax office renovation. [1:02:07] Um and all those make up the one point if you look total transfer in reserve [1:02:12] that those that I just mentioned make up that $1.3 million transfer in. Uh and [1:02:18] then you have utilities um we budgeted 12,000 uh for the projects but all in [1:02:24] all with our current utilities we would need about 340,000 that is not a [1:02:28] transfer in. So that's already in the budget. And then of course our [1:02:32] certificate of obligation 15 million. So uh our total transfer in for these [1:02:37] projects is 1.3 million. And um I even though the project list looks [1:02:44] like it reduced the cost is a little higher but again uh for a long time we [1:02:50] would not do anything. Um so >> uh now has been on there years ever [1:02:56] since I've been here. So yeah, >> and hopefully we won't use all that [1:03:00] money uh because we might get the uh courthouse uh res emergency restoration [1:03:05] grant um through the um historical commission, [1:03:10] » but there might be a matching. Yeah. So, >> uh we might not have to use all that [1:03:15] money, but just to have it in case because we do know that we have [1:03:19] structural damage and uh we we need to have something as a cushion if anything [1:03:24] were to happen. Uh, so other than that, that's our building maintenance [1:03:28] department project list. Um, any questions? [1:03:33] Okay. So, >> real quick, just to just to clarify, I [1:03:36] know I'm thinking about what I said that it's that the roof replacement has been [1:03:39] on there for years. It's not it's not for the fact that we don't want to do [1:03:43] the project. It's it's the fact we're dealing with the Texas Historical [1:03:46] Commission and getting through all the red tape. And we think that we might [1:03:49] have found a way this time. So, it's not because we don't want to do it. is [1:03:54] because it's been very difficult to get to this place where we're at right now. [1:03:57] » We did apply for it. Was it last year? Uh we applied uh for the uh emergency [1:04:03] restoration >> grant um and we were denied. So that is [1:04:06] the reason why we um but I believe it's every two years. [1:04:10] » So the next one will be this coming year 2027. [1:04:13] » And hopefully by then >> we can definitely apply and be ready. [1:04:17] And it had to do a lot with the the applicant, the person that was helping [1:04:23] us write the grant. And so it had a lot to do with the application itself. So um [1:04:28] you need a specialized grant writer that specializes in in courthouse. [1:04:34] » That's what we did court. We hired someone, [1:04:37] » right? Yeah. And that that would that would help us out especially having a uh [1:04:41] you know project on the shelf ready to go [1:04:43] » once once we get that that approval. hoping we get that approval. [1:04:47] » So, this uh um they've already done um >> the master plan, [1:04:52] » the master plan for the county and they're familiar with the building. So, [1:04:56] it's just them preparing everything and and putting it together to uh prepare [1:05:00] the application and then submit it. >> Sounds good. [1:05:05] » Uh so, um so if we move on to budget on uh page number one, we're going to go [1:05:12] through the general fund first and then we'll jump into Rolling Bridge. So, page [1:05:15] number one at the last commissioner report, Commissioner Cono, I mean budget [1:05:19] workshop, Commissioner Cono, I did a um uh if you look at the proposed budget [1:05:25] and the approved budget on under interest, I increased that about f [1:05:31] 15,000 a little $15,000 um for the uh pesticide agreement uh [1:05:39] that we just Is it was it the pesticide the [1:05:43] » Okay, Sounds funny. >> Uh, for the agreement that we just [1:05:47] approved, it was 16 uh,000. I just needed whatever I had left over, I just [1:05:52] need a little over 15,000. So, I went ahead and increase that line item there [1:05:55] from the interest just to cover that increase uh, for the um, because we had [1:06:00] originally put zero. We thought Jesse could spray and then it turned out that [1:06:04] he didn't have the ability to spray certain chemicals. So, that's why we had [1:06:08] to enter into the agreement back with uh, VTO. Uh, so I went ahead and made [1:06:12] that change there, Commissioner. Um on uh the first page [1:06:18] uh on the second page um we talked about selling the units uh the sheriff's units [1:06:24] uh to help uh with their budget. So the sales of fixed assets uh under the [1:06:29] proposed budget we put 20,000. I increased that by 115,000 bringing the [1:06:32] new budget revenue line item there to 135,000. So that's at the bottom of page [1:06:38] number two. Uh sales of assets 4902. So you'll you'll see that we took care [1:06:44] of that on on Friday. Um and then the next page, page three, uh I kind of [1:06:51] outlined the transfer ends. This is all our transfer ends. Uh the sheriff uh ABV [1:06:57] 125,000. Uh constible precinct 2. Um he has uh [1:07:03] 12,181 that was left over from the previous constable. Um, and uh, Council [1:07:09] Heath has made a comment that he does not plan to use that money, but I just [1:07:13] bring it in every year just in case he changes his mind because that is his [1:07:17] funding. >> So, unless he wants to give it to us, [1:07:19] we'll be happy to take it, but that's just um, I just bring it. He might need [1:07:24] it for something. Um, so our contingencies normally, if you see that [1:07:28] next line, I usually bring in 300,000. This time I just brought in 250,000. [1:07:33] Um, and then I also the donations. The next one, that one is for the county [1:07:37] judge. Uh, last year I brought in $3,000 of unspent money from the donations. [1:07:41] This year I reconciled and we had $53 left. So, uh, $53 can help us with, uh, [1:07:48] either Thanksgiving or Christmas lunchons. So, I'm bringing that in. Um, [1:07:52] what we've also kept in place is the flood plan with the Noises River [1:07:56] Authority at 32,967. Uh again, uh following the project list, [1:08:03] I left the $30,000 in there for the uh corehouse security. This is for uh uh [1:08:09] security upgrades. The next one is uh structures uh [1:08:15] building maintenance structures 120,000. That should match with the building uh [1:08:19] maintenance project list. Uh consulting and contracting 100,000 that also [1:08:24] matches with the uh building project list. uh telephone and other [1:08:29] communications. We had brought this money in this current budget year and uh [1:08:35] I cannot take it away because then we'll be under 165,000. So I just left that [1:08:40] there. And then here's a building improvements of 1.1 million. That's [1:08:44] going to match the proposal uh project list of 1.1 million. Uh district court [1:08:49] uh consulting and contracting 48,494. This number did drop this year because [1:08:54] this is Opilia's last year with her project year six. So we won't have to [1:08:58] take care of it next year. Uh and then share equipment and other purchases [1:09:03] 107,000. Um I did the difference. So the 100 [1:09:08] uh,000 that I increased for the sale of the vehicles. Uh this covers the um the [1:09:15] scales and then the upfitting for the vehicle. So I just leave it at 107,000. [1:09:21] And then of course the transfer in of this one's deposited for us. Our [1:09:25] transfer in of uh textbook certificate of obligation. This is additional. This [1:09:30] is bringing the interest of 712,885 from the interest we've earned on our [1:09:35] investments to help us balance the budget. [1:09:38] » That's huge. >> Yes. [1:09:40] » Lifesaver. So, as of Friday, the only changes that have been made was [1:09:45] increasing uh the $150,000 for the nursing home, uh $175,000 for the GEO [1:09:52] property, and then the $15,000 for the uh increase for the renovation for the [1:09:56] tax office. Um that was not there in Friday. So, now I went ahead and put [1:10:00] those there. And then, uh number four, um so this morning I came in and we had [1:10:07] a separation. I know I joke about this that we're adopting budget and hopefully [1:10:12] nobody quits or or comes in. So we did have a separation with the sheriff's [1:10:16] office this morning and it was a sergeant a deputy sergeant. So the [1:10:20] deputy sergeant did have six years so I had to bring it down to tier one and [1:10:24] then they also had incentives. So um instead of [1:10:29] um reducing a transfer, I just went ahead and threw in contingencies. I [1:10:33] talked to sheriff earlier today and I asked him are y'all planning to open the [1:10:38] position for applicants and he said yes. So normally what happens is his patrol [1:10:44] deputies they apply for the sergeant position. So some of them either might [1:10:48] have years of experience or incentives. I wanted to make sure we had funding in [1:10:52] the budget to cover that. So I just went ahead and plugged in the 6,000. If you [1:10:56] look under page four uh contingencies, there was $250,000 on Friday. Now you [1:11:02] see two 250,000 256,478. That's 6,478 is the leftovers of [1:11:09] bringing that position down to the minimums and reducing the the um [1:11:12] incentives. So that was uh deputy sergeant number six and that's where I [1:11:16] put that money because if I need it when I they do decide to promote that's that [1:11:21] would probably help us um cover find the money easier for them. So that's what I [1:11:26] did on on page four. Um, and then on page 20, I just updated uh this is the [1:11:33] last page to building maintenance budget. Um, on uh page 20, I just [1:11:39] increase the building improvements uh to 1.1 million to match the project list. [1:11:44] So that's an increase of the 340,000 um for the three I mentioned earlier, the [1:11:48] tax office renovation, uh purchase of lot 69, and then the um asbestous and [1:11:54] maybe demolition of the nursing home. So, it's a increase of the 340,000, but [1:12:00] it all went into that building improvements line item. Uh, and then, [1:12:05] uh, Commissioner Cono, everything has been adjusted on here, consulting and [1:12:10] contracting again, matching the project list at 100,000. [1:12:13] Um, and then I think on page 19, I updated um the building structures 52 [1:12:20] 5362 to match our project list. And then I [1:12:25] also added uh exterminating spray. That's the name of it. Um 5367. I added [1:12:30] that 16,000 in there. We originally had zero in there. So, and then of course I [1:12:35] think there had been two other changes in the sheriff's department, but I think [1:12:38] I already went over that. Uh we had two deputies. We had some incentives. Uh one [1:12:42] of them uh received an incentive and then [1:12:46] another one also received an incentive. So those it's the sheriff's office that [1:12:51] has the changes for us. But we adjust and the good thing is that hopefully we [1:12:56] don't have any more changes uh to that. But um page 29 um that does [1:13:03] reflect the sheriff's budget. So I uh you'll see um deputy number six is down [1:13:08] at the minimum on page 29. Uh deputy number six sergeant that's the minimum [1:13:14] on a pay score at 56,350. I believe it was at 62. So I went ahead [1:13:19] and reduced that. So the other change I believe that was that and then page uh [1:13:28] 39 you'll see that we have a balance budget [1:13:32] um >> were balanced with general fund and then [1:13:36] um we had some more changes. Um I went ahead and reconciled the [1:13:42] grants the uh immigration enforcement which is 287g. I reconciled that one on [1:13:48] page 49. They started off at 347. They only have $159,000 left. So, I went [1:13:54] ahead and made those adjustments on 49. So, um that's where they're at. [1:14:01] And then, uh page 51, they did not spend any of that 80,000. This is Senate B [1:14:06] Senate Bill 8. Um this is from the state also for immigration law enforcement. Um [1:14:13] 80,000. They haven't spent that. So, I just rolled it over for next year. [1:14:17] Uh and then uh we can go into roadbridge because that's the only other changes [1:14:25] that we made. Uh so if you look under page 55 um transfer [1:14:32] project last on Friday I accidentally had left 75,000 under a design budget. I [1:14:38] went ahead and reduced that. >> So if you look on page 55 under transfer [1:14:43] in fund balance it's $522,000. Uh, so I I adjusted that to correct the [1:14:52] the amount. And then where's my project list? [1:14:57] And I did go over the project list with Commissioner Thonnell real quick. Uh, I [1:15:01] did let him know the redesign of the projects. I separate separated the [1:15:07] miscellaneous, the maintenance, the seal coat, and the drainage projects. [1:15:12] » Good pre-inch. Yes. and to let him know >> his uh handouts uh that he gave us. We [1:15:19] just grabbed that information and we put it in here. So all his Mr. Econo's [1:15:24] numbers and everything are reflected on here. So [1:15:27] » um I did go ahead and update I think it was uh on the maintenance program. I [1:15:32] think it was Hayes Road where I had put 75,000 in there for design. I want to [1:15:35] reduce that. So you'll see it on here. Um all we need is 155,000 for uh [1:15:41] consulting contracting for the design budget which is the city of Persaw [1:15:44] interlocal agreements. Uh the PSN and bridge replacement for county road 4757 [1:15:49] which is Leona River uh bridge >> and then on call services for [1:15:54] engineering. Um this is uh when Anthony calls them uh for additional services. [1:16:00] Uh that's what that that's what that is. And then I believe on the next page we [1:16:05] had removed two of the unfunded projects. [1:16:08] Um so we removed those but I did uh I hope [1:16:15] it makes sense and you're able to follow the numbers and everything because it's [1:16:18] a pretty large project list for next year. Um but uh you'll see right there [1:16:25] under consulting and contracting I adjusted that amount to 155,000. [1:16:29] Um the total transfer in for road project uh for road and bridge actually [1:16:33] road and bridge is 559,887 and then uh transfer in from uh farm to [1:16:39] market for road materials 678,000. So total transfer in for both uh funds is [1:16:46] uh 1.2 million for projects for next year. [1:16:50] So those I just wanted to show you that the project list has been updated. [1:16:55] Um, and now, uh, that we do know that we're not going to adopt budget until [1:16:59] the end of the month. If commissioners, y'all have anything any last minute [1:17:04] changes, we can always hold another budget workshop in between [1:17:10] in between by the time we adopt budget, we can come back. But if everything [1:17:13] looks good, then we we should be okay. But it's kind of like [1:17:19] now forever hold your piece. the commissioner I know the road and [1:17:26] bridge we've talked about this um there's no room for the sewer line I [1:17:31] mean for the septic right in in the dilly yard [1:17:34] » right >> and is there still room for someday [1:17:38] dilly going out there with the septic line [1:17:42] » or with the sewer line >> running the line [1:17:44] » to run in the utilities yeah >> I don't see that [1:17:48] » no >> fortunate no I I don't see that [1:17:51] » and is Is there room to there's no room to purchase later? [1:17:55] » I mean, there is a property next to the >> There is a property just don't know who [1:18:02] owns it. I guess I can look in the uh that appraisal desk [1:18:08] » and see at least give you a hint. >> Yeah. [1:18:10] » Maybe >> see what [1:18:14] if they they're willing to. But I mean, like I said, there there's nothing. [1:18:18] Because right now we're still using the same the port situation. [1:18:23] » Yeah. >> 80s7s. [1:18:30] » Um >> Yeah. And the properties, the buildings [1:18:34] that are out there, they're they're asking way too much room. [1:18:40] » Um Okay. Well, the only thing is I mean it doesn't hurt just keeping it on [1:18:47] there. Hopeful wishing >> for sure. [1:18:49] » Hopeful wishing that someday it's not even funed but just hopeful wishing I [1:18:54] guess that someday we'll be able to have some type of sewer line out there for [1:18:58] the cityard. [1:19:02] » Um a question Anthony for this upcoming year. I know we talked about right [1:19:08] maintenance. We're going to attack maintenance first. Is that what you're [1:19:11] going to attack first the first two years or you going to attack [1:19:15] that the last two years? the first two years coming up commissioner as part of [1:19:20] the maintenance that I would like to attack this year and that uh that would [1:19:23] include some of the roads that you inputed in here commissioner Martinez [1:19:28] and Commissioner Karis and Commissioner they're still considered projects [1:19:32] maintenance but those are the ones that >> okay [1:19:35] » we feel that are more urgent so we will attack those and then as we knock some [1:19:40] of these off we will go on to some of the drainage issues that we have on [1:19:42] those county roads out there and once we go into the pit run space [1:19:48] we'll be able to utilize that even more. >> But currently it's finishing [1:19:53] » this year >> last this year's project. Yeah. And then [1:19:57] moving on to May >> to this project. I'm hoping by [1:20:01] » May I mean yeah May next year we should be on this year's projects and [1:20:06] everything should be wiped out for this budget. [1:20:10] Mhm. >> And then uh one thing, Commissioner [1:20:13] Connell, to note on the maintenance program, uh Anthony did make sure that [1:20:18] we were going to reclaim um as much of the road material as we [1:20:25] can to save money. So, if you'll see there, there's some of them there like [1:20:29] uh precinct one, reclaim and base. >> Anything that has a reclaim, that's [1:20:32] where we're going to try to save some money. [1:20:35] » And then yours is base and prime. So, I'm learning what the difference is [1:20:39] between reclaiming and base and prime, but [1:20:42] » we put everything in in kind of a um parenthesis so you can see um what is [1:20:48] planned as far as maintenance for those roads. [1:20:52] So, but again, if there's anything >> I actually do have something I have a I [1:20:56] have a request um the maintenance program, you know, I I did say last time [1:21:01] that uh you know, there's precinct one, two, and four. There was nothing on [1:21:06] three because I was concentrating more on the seal coat. But um if I could if [1:21:11] it's okay with y'all commissioners, if I can put one road on there, if we happen [1:21:16] to not get to it right away, that's perfectly fine. But I I do I do want to [1:21:21] have something on there if possible. I would like Airport Loop County Road [1:21:25] 2028. Um basin prime would be good. Um what do you 30,000? Uh on base it's [1:21:34] around 30,000. I think that's probably a mile. We're looking about maybe we on [1:21:38] the safe side crystal about maybe 45,000 right off the top of my head. [1:21:43] » 45. >> Yeah, 45. I I think 45 would be good for [1:21:47] county road 2028. It It's in pretty decent condition. Uh [1:21:54] but I I I would if it's okay with y'all commissioners, I'd like to have at least [1:21:58] one road on there for three >> at some point. It's city. Right. [1:22:01] » Right. And and that is that is something that that we're looking to work on as [1:22:05] well because it's that first uh actually Judge Belding reached out to me this [1:22:10] past week. That first part of it whenever they annexed [1:22:14] uh the area down there they part turned into a city which is about what do you [1:22:20] about a quarter of a mile >> maybe 38 of a mile or so. [1:22:22] » Yeah. It's not much but that is a it's a horrible [1:22:27] » area >> area of road kind of like the issue [1:22:29] you're having with Roosevelt. And then it it same thing it turns into county [1:22:32] and it's beautifully maintenanced on the county part but just with the [1:22:38] » with the traffic that's going on down there it is not able to they're not able [1:22:43] to maintain it. So I I would like to at least have it on here. So we've already [1:22:48] entered into conversations about what we can do in it locally. [1:22:51] » Um just just to have it on there. >> The advantage you have is that it [1:22:55] actually is a county road. >> Yeah, it it is a county road. [1:22:59] » Right. Right. It is. It just happens to be annexed by the city [1:23:04] » that that that area. So, yeah. I'd appreciate it if I can put that on [1:23:07] there. Commissioners, >> we're doing [1:23:08] » base. [1:23:11] » So, are they going to do that section that [1:23:14] » we're working on it? The the city uh mayor Kasos [1:23:19] and uh Mr. Reyes are in favor of of working something out. We just don't [1:23:24] know what direction we're going in yet. And of course before we do, you know, we [1:23:28] would have to establish an interlocal agreement on our part and on the city's [1:23:32] part and then figure out what direction we're going to go. But but everybody is [1:23:35] in favor of of getting something done. >> That's greatly appreciated because I'm [1:23:40] telling you sometimes we we go and we get called out to certain places, you [1:23:45] know, and you're doing this with your part, you know, because it's it's so [1:23:50] bad. >> Yeah. [1:23:52] » So, >> thank you. Yes. Yes. Sure. [1:23:57] » With that being said, just want the court to know that that does have a [1:24:01] drainage issue and once we go in there, if we get in a local agreement, I spoke [1:24:05] with Commisalees on if we're facing going north on the [1:24:10] east end side. Once we clean that out, that might cause issues for the [1:24:14] residents right there because the water does flow through them. That's the [1:24:17] downstream side of it that they'll cross the FM Mobile 81. [1:24:22] » Yes. you know, go into our power plant road. So, just that way once we go in [1:24:28] there, we might get issues and concerns about that because once we clean that [1:24:32] drainage that's causing that issue, it will probably cause issues to the [1:24:36] residents right next to >> which is um that used that power plant [1:24:40] road another comes into another issue that area power plant road used to be [1:24:45] mine our my first year and then it got annexed and now that area is a city road [1:24:50] as well. So that that is another issue that we're looking to tackle, you know, [1:24:55] in in the near in the near future. Uh the power plant road [1:25:00] plus the drainage in that area where that where Anony's talking about because [1:25:04] it it does drain in that area and it does flow over um uh on the road. So [1:25:09] yeah, that is something that we're looking into. But the good thing there [1:25:12] is right on the other side of the east side, there is a retention pond there. [1:25:16] So if we can get the water to that retention pond, that'd be better. But [1:25:20] yeah, >> it works. [1:25:23] » Okay. Uh so circling back on page 55, you'll see the transfer and fund [1:25:28] balance. This is only for road and bridge. Uh yeah, and I kind of broke it [1:25:32] out. It's a transferring project of 522,887. [1:25:36] Um it's going to um in the end the park the pond park uh we're going to bring in [1:25:41] 37,000. So and then we also have our COB our [1:25:45] interest text pool. transferring uh in some funding in there to cover the um [1:25:52] » uh what was that cost of living for the employees. So you'll see those three add [1:25:56] up to the 620,480 um for the transfer in for road and [1:26:02] bridge on page 55. >> Uh page 56 uh Commissioner Aano, I know [1:26:07] the last uh budget workshop you were here, we talked about reducing a driver [1:26:11] to a from a ROE 2 to a ROE one. You'll see that on page 56. Rotate techch one [1:26:18] number 15. Uh that's where I put him at the bottom of the list with the uh [1:26:23] minimum uh salary on that one. So you'll see you went from 13 uh drivers to 12 [1:26:30] and then uh from 14 road equipment operators to 15. So I made those [1:26:35] adjustments there. And there is about five a little over $5,000 left. So, uh I [1:26:42] um we talked about moving that uh unspent money or uh the remaining funds [1:26:49] to the commissioner, not the commissioners, the road bridge so they [1:26:53] can get additional training. So, I did that. [1:26:56] » Uh on page 57, uh what's changed on here is the consult the general contractors [1:27:01] under services uh ending at 5400. At the bottom of page 57, you'll see the [1:27:06] proposed budget went from 205,000 to 542,000. [1:27:11] Your consulting and contracting went from 195,000 to um decrease to 155. [1:27:16] That's matching your projects on the project list. Uh page 5, no uh yeah 58. [1:27:22] This is under 5466 conferences road you'll see it went from 4,000 to 9,000. [1:27:29] That's where I put the the remaining funds of the transfer from a rotech 2 to [1:27:33] a rot one. Uh Anthony made sure that he kept at least [1:27:38] 25,000 contingencies. Then I believe that's it. If you look at [1:27:43] the bottom of the page there are balanced budget. [1:27:47] » Commissioners, uh I don't know Crystal been informed yet. Unfortunately, we had [1:27:52] one of our tech three mechanics resigned Monday. [1:27:58] You know, Crystal, [1:28:01] » we failed to to notify you. Sorry. >> Okay. So, a road tech I mean uh mechanic [1:28:08] » mechanic. >> Okay. [1:28:12] » Morning >> yesterday. [1:28:15] Okay. So, we'll be back to I if I have any unspent funds, I'll just reduce the [1:28:21] transfer in. Um because I do believe this one did have a tier. I think [1:28:26] they're on tier two. So I'll bring it down to tier [1:28:30] » one >> and then whatever French. So I'll I'll [1:28:33] what I'll do is reduce the transfer in by that amount. [1:28:37] » That way we can keep it at a at a balanced budget unless y'all know [1:28:40] somewhere else I want to transfer those funds. But right now that's the only way [1:28:44] that we can keep it from uh changing the budget. It's just to [1:28:50] reduce the transfer in. >> Uh Jesse um I see you before I have your [1:28:55] project list. We already went over it. >> This one's the updated one. [1:29:00] » Okay. So, um, other than that, I'll once I get that, I'll make the changes. But [1:29:04] on page 58, we have a balanced budget. Our proposed budget versus our approved [1:29:08] budget, we did increase, but it's because of projects. [1:29:12] Uh, page 59, uh, you'll see, uh, the transfer in fund balance at the bottom. [1:29:17] Uh, ending in 4950. Uh, there's a transfer in 678,838. [1:29:23] that will increase by the 45,000 that uh we are putting in for airport loop. So, [1:29:28] I'll bring that uh transfer in and then I'll increase the road projects on page [1:29:33] 60. Uh road materials uh I'll increase that by the 45,000. [1:29:39] Um and that way we can keep a balance budget at the end of at the bottom of [1:29:42] page 60. You'll see we're at zero. We balanced. So, but I will again with the [1:29:48] additional 45 I'll increase it as a transfer in for the projects. But again, [1:29:53] uh everything that we're doing in is because of the project, not because [1:29:57] we're paying salaries or anything. So other than that, everything else in the [1:30:02] budget has been balanced and if the court will like to meet one more time, [1:30:08] we can uh just let us know that we will have enough time to post the agenda and [1:30:13] then um within the next two weeks before we [1:30:18] adopt budget. [1:30:21] » Any questions? Or we can have a mini a mini uh budget workshop before we head [1:30:29] up. But that's the last thing you want to do, right Crystal? [1:30:31] » I don't mind because things change. Like right now, we just found out we had a [1:30:36] separation and I found out this morning from the sheriff's department. So those [1:30:40] are going to be ongoing changes. Unfortunately, we can't really do [1:30:43] anything when it comes to salaries. So, but we just let me know if y'all [1:30:48] would like to have another meeting. We will. We can schedule something out. [1:30:52] Yeah. So, just an FYI, if we were to decide right now, we won't be able to [1:30:56] have a meeting until Monday at the earliest. [1:30:59] » So, [1:31:03] um I have a quick question for the uh for the commissioners. [1:31:07] Um and the only reason I'm I'm asking is because it the salaries have to be [1:31:14] published >> for elected official [1:31:16] » for elected official. Okay. I know that commissioner uh and I are a little bit [1:31:22] higher than precinct 2 and four because obviously we're on our second term. Um [1:31:27] and I just wanted to bring up and give you all the op the option or ask if [1:31:31] y'all y'all have been here for a few years now to see if you would like to [1:31:36] increase the salary a bit to for all four of us to match. [1:31:47] I wouldn't I wouldn't mind it. Um and and again I I would say yes, but at this [1:31:54] at this time I >> I mean no I'm not going to I wouldn't I [1:31:58] mean >> I mean no because every elected any [1:32:05] person running for election should not do it for the money. [1:32:08] » No, no. And and I know that you we have always been very adamant about that. [1:32:13] We've always been very very adamant about that. All four of us have uh and I [1:32:17] really appreciate it. But but I I know the work [1:32:20] » consensus as to hey we're all doing the same work we should all be [1:32:24] » and we're doing we're doing a lot of work all four of us and I just [1:32:29] » I wanted to bring it up. I wanted to bring it up for you and and you uh to [1:32:33] » I think commissioners with time um and that's the goal right to have everyone [1:32:38] on that pay scale where the elected officials are throughout the about the [1:32:44] same right so there's no difference in one or the other and I think we're [1:32:47] getting there unfortunately we're >> we're following what we already had [1:32:52] implemented and it just would create the mess the mess that we're trying to [1:32:59] not a problem. I just uh I know we're we're uh we're pretty close to the wire. [1:33:04] Um I was looking through it. I did I did see uh and and I wanted to give you an [1:33:10] opportunity and >> absolutely absolutely I I I do [1:33:14] appreciate all the work that y'all are doing it and uh [1:33:18] » yeah. Okay. >> Just for just for the record, there's no [1:33:23] additional compensation that I'm receiving for the additional duties that [1:33:27] I've taken on. Um because if you're thinking that I'm overseeing the judge's [1:33:33] office with additional compensation, there is in team and so I've I've taken [1:33:38] on this this challenge and this responsibility with no additional [1:33:42] compensation and uh it's been challenging nonetheless, right? But [1:33:47] again, we we're still here. We're still doing the work that needs to be done. [1:33:52] Um, and I I thank you, Joseph, and Crystal, especially both of you two that [1:34:00] have had to deal with us or find a way to deal with all of us. And uh, Crystal, [1:34:05] you you somehow find a way to get it done. and you have worked in those late [1:34:11] hours and uh it's obvious and and thank you commissioners for for making it easy [1:34:18] to find a way to balance this budget even though it was very challenging. Um [1:34:23] but I think we we definitely did overcome this one. Um and to [1:34:28] » Oh yeah. Whenever we heard whenever we heard the amount we were going to have [1:34:32] to cut. Wow. I had dealt with one million before. I think year two was 1 [1:34:38] million we had to cut and then to cut 1.5 that was [1:34:43] that was that was a challenge but yeah thank you. Okay. [1:34:47] » Thanks. Thank you. >> All right. [1:34:50] » And yeah because this is our what second budget that we've worked without a [1:34:56] judge. >> Um and um we have to continue to move [1:35:02] forward as a county. Um, and if we don't do it, then who's going to do it, you [1:35:08] know? So, that's why it's uh it was tough this year. It was tough last year, [1:35:14] but this year was tough, the 1.5 million deficit. Um, but [1:35:20] we worked through it and it's getting easier now that we're closer to adopting [1:35:23] the budget. So, um, but it's we've learned. I think all of us have learned [1:35:29] um because we've had to step up as a as a co the court y'all had to step up [1:35:35] » because we didn't have a judge and usually [1:35:38] the first portion of first phase of the budgeting process the budget belongs to [1:35:43] the county judge and y'all stepped in to take care of that. So that was that's [1:35:49] that's the hard work you know having making those hard decisions. So um it's [1:35:54] not hard to be in y'all's position. So, I just do what y'all tell me to do. So, [1:35:59] » y'all tell me, I put it, but you know, I'm trying to balance a budget with the [1:36:02] deficit and we we're close. So, >> just building, thank you for for being [1:36:10] patient with all of us. >> I know I know you've been at it for a [1:36:15] couple years and and uh it's very like we've said it, right, it's challenging [1:36:19] all the way uh across the board for us as well as yourself. But again, thanks [1:36:25] for being patient and uh we we found a way to get it done. [1:36:29] » Hopefully hopefully next next fiscal year we have the means to to uh adopt [1:36:35] the other pay scale that needle um presented. And just to um let you know, [1:36:43] Commissioner, I did come up with the number. If we were to give all the [1:36:46] elected officials the salaries to what uh was presented um because we don't [1:36:52] have the funding, it would have cost about uh with salaries in French about [1:36:55] $88,000 to get all the elected officials. Not everyone moved up because [1:37:01] a lot of them were already over that minimum. But everyone that did move up, [1:37:05] I I wanted to say half and half. you have half that was already over and then [1:37:09] half that were going to be moved up to the minimum. So we were looking about [1:37:12] 88,000 um together and u including French if [1:37:17] that's you know for next year to consider but that's what uh funding [1:37:22] extra funding we would need to make that I don't even know what to call it a pay [1:37:26] scale or for the elected officials salaries to make that happen that's what [1:37:30] we would need >> because it's it's it's going to be [1:37:36] coming in next year you know uh if we're here. It's going to be again I think [1:37:42] it's going to be a little bit of a how do I say I don't know what the word is [1:37:47] but you know because we haven't uh given anything to the employees I know [1:37:54] it's been what two years at least a year >> this year we um implemented a new pay [1:37:59] scal uh where we got the employees to who were under we got them to a new [1:38:04] minimum so we moved everyone up to where they needed to be that's our 25 26 Mhm. [1:38:10] » But we didn't give no one a cost of living. Yeah. Correct. This year [1:38:13] » 26 27 we did the total. >> Yeah. This year we [1:38:17] » uh commissioners y'all made I think we had about uh 15 employees who were [1:38:22] impacted on moving up on the pay scale who were hitting their their anniversary [1:38:26] tiers that we did take care of that. And then we also uh with our interest that [1:38:31] we earned off our investments we were able to provide a cost of living to all [1:38:36] employees at $1,500. So >> hopefully with that new pay scale that [1:38:41] we implemented, we will be seeing on a yearly basis a hand a group of employees [1:38:47] who have hit that ear mark. Moving up, moving up, moving up. Next year we'll [1:38:52] see what we're working with as far as the interest that we're earning off our [1:38:55] investments. Um to see if we're able to because that's that right there was [1:39:01] 712,000 to help us balance our our our budget that was taking on a big chunk of [1:39:08] that 1.5 deficit. Um so we were very blessed to have done that. But again, [1:39:14] like I mentioned, projects are starting now. We don't have that $15 million to [1:39:18] invest anymore. Uh so next year will be different. Next year we would be uh [1:39:23] pivoting and probably having to do the actual our decisions on cutting. This [1:39:29] year we we uh >> got away [1:39:32] » we got away from that. Um and we were able to to uh make it work without even [1:39:38] increasing our tax rate. We >> and that's I think that's key to uh stay [1:39:43] with the same tax rate um that we've had. I think this is year three. So, I [1:39:48] think that's that's very good uh thing that we're doing without having to [1:39:52] impact our our uh residents of the county and to keeping the same tax rate. [1:39:57] So, I believe we're kind of like a lower tax rate than every other entity within [1:40:01] the county. >> Definitely. [1:40:06] » Did you move these back too? >> No. Yeah, I can keep those. I will [1:40:10] update the road and bridge one um and bring it back next time uh with the [1:40:15] include uh to include your county road. Um and then again, commissioners, if [1:40:20] y'all would like to have a budget workshops again, if there's a project [1:40:25] that comes up or something that y'all forgot, uh please reach out and um and [1:40:30] then I'll get with Joseph and we'll work as hard as we can. will know not to do [1:40:35] Fridays, but we have from now all the way till uh probably the 25th to decide [1:40:42] on a budget workshop. So, >> okay. All right. Well, thank you for [1:40:49] that, Crystal. And we will move on to uh documents. [1:41:01] Can I sign the ones that I was not here for? [1:41:04] » Um, >> would you suggest I don't [1:41:07] » say no. >> Okay. [1:41:08] » I got >> We did everything from 4 to [1:41:13] » 18 showed up. So, you can sign the Community Council of South Texas [1:41:19] » resolution, but everything else Yeah. [1:41:28] I'll put this here. [1:41:51] Yeah. That's good. That's good. [1:41:57] down side of the game and set the touchdown. [1:42:01] » Wow. >> Wow. [1:42:09] » Oh, yeah. Some guy was calling. I don't know. He said he was He's been trying to [1:42:14] get a hold of me >> for if we had an election in May of of [1:42:21] » Yeah. I got an email. [1:42:26] » Yeah. And I and I told him and he said to fill out the declaration notifying [1:42:31] that it's due today and there and if it's not done that there is a penalty in [1:42:36] the pain. >> Okay. So, but I left I left his [1:42:38] information. >> Yeah. I got the letter today in the [1:42:40] mail. >> Yeah. I was like, what are you talking [1:42:42] about? the Raquel sent send me she transfer him to me and I was like I go [1:42:49] I'm the election administrator and let me ask you this did y'all have an [1:42:52] election of a bond or a tax increase in I was like no and he's like okay well I [1:42:58] need Crystal to like [1:43:03] he didn't have a bond like >> but yeah but he's saying you still got [1:43:06] to fill out something >> okay I have the letters there and I left [1:43:10] I left you his uh his name and his Okay, [1:43:13] » I'll take care of that here. >> Thank you. [1:44:44] or [1:44:47] » usually >> we have to turn them in. [1:44:51] » Those one of them is going to be well each one of us to sign and then the [1:44:55] other one's going to be all of us to sign. [1:44:58] » Oh, okay. Do you have the you have the one that all of us? [1:45:01] » We just one of these. >> Not yet. Or maybe she did leave him. [1:45:08] But we're gonna need uh Rachel said that she'll come in and [1:45:12] notoriize. >> Oh, okay. I was texting Anthony, [1:45:17] » right? So, we're You know what? I forgot that again. [1:45:23] Treasures report. >> The treasures report and then the uh [1:45:28] » thing. >> Do it again. Do it next week. I mean, [1:45:32] next meeting. We'll have to Yeah. during budget workshops. I'm just kidding. [1:45:36] » Relied on the last template for the regular meeting and it didn't have it on [1:45:39] there. Yeah, >> but yeah, I'll put it on there. [1:45:44] » Wow, that YouTube game >> was nice. [1:45:47] » Then I switched over and then I started watching the&m game. I was like, "Oh my [1:45:51] goodness." >> I mean, I think uh Texas State was [1:45:55] better than the score suggested. They had a lot of close nice drives at the [1:45:59] very beginning of the game, but yeah, it was it was good. [1:46:03] Saturday. >> Saturday's [1:46:05] » Saturday is the one. >> Yep. Saturday's everything. [1:46:10] » Everything. >> Yeah. We'll know after Saturday if I can [1:46:13] get really excited. [1:46:22] » Judge the name. >> Sorry, I changed the name, but I didn't [1:46:27] change the title. >> Oops. [1:46:32] That means it probably also is the same on the uh [1:46:39] » but I'm going to take it back. >> I'll get you a new one when we come back [1:46:44] on the 29th. [1:46:49] » This one too. >> Yeah. [1:46:53] » It's going to change since we have a break. [1:46:58] Okay. [1:47:14] eighth birthday. >> My son's fourth birthday. [1:47:19] » Wow. >> Big already. [1:47:23] » Well, it's funny because I knew it was going to align with the years [1:47:27] » with the years. Yeah. that was going to serve. [1:47:30] » That's how I I know. I've been through 16 years since [1:47:34] » Oh, wow. [1:47:42] » This one too. Joseph, you're just going to scratch it out. That just right [1:48:03] » the same. Yeah. [1:48:07] » And how how old is he? [1:48:16] lot of years. You imagine if it's just like hey [1:48:21] that's what we're watching and I saw the guy come up on [1:48:25] you [1:48:28] » which is this one right >> voice [1:48:41] it's a San Antonio >> yeah I think we play three San Antonio [1:48:47] We go to >> He did leave one there. Everybody has [1:48:51] one. >> Rachel left it on there. [1:49:02] » The one that we gave all everyone to right, [1:49:08] but we don't have it. So, we have to >> Oh, man. [1:49:12] I was in high school. >> We don't have right Joseph. Well, [1:49:16] » we said we don't have the treasur. >> It's not on the agenda. No. [1:49:20] » Okay. So, that one we're not signing. >> Let's wait until next time. [1:49:25] » No, no, no. There's another one. >> That one right there. [1:49:31] » What is that? >> This one? The [1:49:35] » treasures report. >> No, [1:49:38] » it's for the government record. It says here what it gives you the actual [1:49:44] deposit amounts. >> Oh yes, the Yeah, that's what it is. the [1:49:49] um [1:50:05] » no it was yes it was separate by itself but then all the documents were [1:50:13] » somewhere in there by itself is going to be [1:50:20] Um Rachel Rachel [1:50:39] » I still go back the video. Yeah. Yeah. [1:50:44] Okay. So, since there is no credit report, we're going to sign that other [1:50:49] one and then we'll just move to allow bills payable. [1:50:52] » I stand over the bills everything is our day-to-day expenses [1:50:58] of the or sorry, no questions. I move to allow bills [1:51:03] payable to also include the proposed utility accounts. Right. [1:51:07] » Motion made by Commissioner Kisales. Second, second by Commissioner Okonnell. [1:51:11] All in favor? Motion pass. All right, questions. [1:51:16] Anything else? No. >> Uh, again, I apologize for showing up [1:51:20] late. Um, I will not make it a habit, but uh, thank you. Um, [1:51:26] I move then second by myself. Motion made by [1:51:31] Commissioner Clary Salis, second by myself. All in favor? Motion pass. Thank [1:51:36] you. Go. We're done.
