[0:01] meeting, help us to make the [0:02] decisions that just simply [0:05] needs. And then your side [0:05] bless each and every staff [0:07] person. That's here bless each [0:12] and every constituent. Lord, [0:13] we give you all of the the [0:15] glory and the praise him Jesus [0:21] name. Pledge allegiance to [0:23] flag of United States of [0:24] America. [0:25] >> And so Republic for which [0:30] stands nation GOD, [0:36] indivisible, with and for all. [0:37] >> Okay. We will not have the [0:49] roll call. Vice Chair point [0:53] pushing Commissioner Drago [0:54] present Commissioner Anderson, [0:56] absent Commissioner Watson [0:59] hear mission of off. [1:01] Commissioner person present [1:04] Chair Watkins Brown here, [1:04] executive director Hilton, [1:09] PRESIDENT Attorney his own [1:14] Where is my time? [1:19] >> that world? [1:22] >> Now take into attend item. [1:26] Number one proclamations and [1:28] special presentations. [1:29] Innovation walk direct to [1:33] Terry. Good morning. [1:34] Commissioners. [1:36] >> Today we have with Macaulay [1:38] with the firm's of Perkins and [1:39] well and we they were selected [1:41] through the procurement [1:43] process to help create the [1:46] master plan for the innovation [1:46] law. Sarah is here. We've been [1:50] working with them for several [1:51] months and we're going to give [1:53] you update on we are and get [1:59] feedback. [2:01] >> Good Good morning. Good [2:02] morning. Never had so much [2:08] enthusiasm from that response. [2:08] Happy to be here to present an [2:11] update on the innovation walk [2:13] just wanted to give quick [2:17] introduction to our team. It's [2:18] we have leading the project [2:20] management design and public [2:21] engagement. But we also have [2:22] story land studios who's [2:26] helping us with storytelling [2:28] and interactivity and design. [2:30] And then precision [2:31] Communications, a local firm [2:31] really leading the public [2:35] engagement with us. The local [2:37] office of Community Horn, [2:37] helping with transportation [2:38] and sustainability in [2:43] Stillwater. Who is doing our [2:44] markets can and opportunities [2:47] for economic development. And [2:50] then finally, local historian [2:52] and archaeologist research [2:52] over the doing a lot of the [2:53] they're all of that historic [2:57] research. Reminder of the [2:58] project purpose. This will be [3:02] an experience walk in district [3:03] area where ideas thrive and [3:05] people can innovate. We really [3:07] want to make it of the place [3:09] of Fort Myers. There's a lot [3:10] of history, an opportunity [3:11] here that we want to make sure [3:15] we keep at the forefront. But [3:15] really we want to focus on [3:16] innovation. It is the [3:19] innovation walk so we want to [3:21] celebrate human endeavor, [3:23] creativity and have that [3:24] layered within the public [3:26] infrastructure of the walk. [3:29] The walk itself needs to be a [3:30] well designed public space [3:32] that can last through time. [3:33] And it is the defining path [3:36] and center for the stories [3:36] stories that people will [3:37] experience and create along [3:43] the walk. The study area [3:44] boundaries you can see here [3:47] about 3 The main innovation [3:50] walk extends primarily from [3:52] Centennial Park to the Edison [3:54] and Ford Winter Estates. [3:55] Mostly along was for street. [3:55] But we've broken those [3:56] boundaries a little bit in the [4:00] conceptual design we have the [4:01] area of influence, which is [4:02] roughly a half to 3 quarters [4:04] of a mile walk from the [4:06] innovation walk. So that's [4:09] about it. 5 to 7 minute walk [4:10] thinking about connectivity [4:11] into beyond just making it [4:18] destination. We have a couple [4:19] projects stages, conceptual [4:20] planning and can schematic [4:22] design. We're still in [4:24] conceptual planning. We will [4:25] be through NOVEMBER. And [4:26] that's where we do all the [4:27] existing conditions analysis. [4:32] To find the route our public [4:34] engagement process, which were [4:35] here for one piece of it today [4:37] and tomorrow and then creating [4:40] the base action plan for [4:42] implementation. Schematic [4:46] design will bit begin directly [4:46] after conceptual planning [4:47] later this fall winter. That [4:48] is where will create drawing [4:50] schematic design drawings for [4:54] phase one which defining in [4:55] the action plan getting some [4:56] feedback this week on what [4:59] that they should be. Phase [5:00] one, a is the blue light [5:01] installation. So we want to [5:04] make sure people were where [5:05] there are already things [5:06] happening, but were, you know, [5:07] moving quickly into the next [5:07] phase after this planning [5:13] effort? [5:14] >> Project schedule, you can [5:15] see we're roughly halfway [5:17] through conceptual planning. [5:20] We have a lot going on this [5:21] week and you MAY have seen is [5:22] that music walk on Friday, we [5:27] also have. Meetings tomorrow [5:29] with our committees and then a [5:30] public event kind of taking [5:33] over this year, a town hall to [5:34] make sure that the innovation [5:39] walk as a forum for feedback [5:39] we'll take will make revisions [5:41] from the feedback we receive [5:45] tomorrow come back in the [5:46] fall. Likely in OCTOBER for [5:47] another steering committee [5:49] meeting presentation to to you [5:51] all and a final public meeting [5:52] and then we'll move into [5:56] schematic design. Where we [5:59] are. I share these in a [6:03] beating, but we've done a fair [6:03] amount site analysis with [6:05] physical conditions of [6:07] connectivity, community [6:09] resources, storm surge, sea [6:09] level rise, just kind of [6:14] understanding all the physical [6:15] points that could affect the [6:19] innovation walk. And then [6:20] we've also worked through what [6:21] are some of the opportunities [6:24] that could come out the [6:25] innovation walk. Looking at [6:26] redevelopment projects that [6:29] are underway are upcoming. [6:31] Thinking about where [6:32] opportunities could exist for [6:33] future redevelopment as this [6:34] investment in public [6:37] infrastructure is built out. [6:38] But then also thinking about [6:39] how this can benefit small [6:42] businesses and become [6:42] year-round destination and in [6:44] place the people that live [6:45] here can use on a regular [6:52] basis. Treece is done a pretty [6:54] deep dive study area history. [6:58] So have a 3.3 part history [6:59] memo. The first part will be [6:59] kind of an overarching history [7:02] of the area. The second part [7:03] is where she's really focused. [7:05] A lot of her effort to help [7:07] with the design work is the [7:09] the study area specifically. [7:10] And so what's happened there [7:13] through time. And then the 3rd [7:16] part will taking all of that [7:19] and all of the design work and [7:20] innovation thought we put into [7:22] this. How can we make that [7:24] into? How can we apply history [7:27] to the future design? So some [7:27] of the key things that came [7:30] out of the study area history [7:31] is how the Caloosahatchee [7:33] River has changed its [7:35] shoreline through development. [7:37] Some of the historic buildings [7:40] that remain historic [7:42] neighborhoods that Remainer [7:42] have been demolished. And just [7:47] what's been there in the past. [7:49] We've also came here in MAY to [7:50] with our to meet with our [7:52] story Circle, working group in [7:53] the steering committee to [7:54] define the big idea, which is [7:57] the north star of the project. [7:59] And we look to that to guide [8:01] design decisions. We had [8:02] pretty long meetings during [8:05] that and came up with the big [8:06] idea, which is the journey of [8:10] innovation I read through all [8:11] 3 paragraphs, but already the [8:15] last one where the innovation [8:15] walk celebrates the past the [8:18] future and the in between step [8:21] into an immersive on spying [8:23] experience where the journey a [8:24] visionary ideas spark wonder [8:26] and every visitor finds [8:26] belonging in the story of [8:28] human Gene is still still [8:30] unfolding. This is the journey [8:31] of innovation in Fort Myers. [8:32] So we constantly want to think [8:34] about those highlighted 5 [8:36] words and what we're designing [8:37] and make sure that creating [8:41] that type of experience. As I [8:43] mentioned, we were here at the [8:46] pop music walk for the quick [8:48] pop-up. We shared a sneak peek [8:49] of materials of the general [8:52] route that we're recommending [8:54] and then had an opportunity [8:55] for feedback on some of the [8:59] major design moves generally [9:00] speaking, we received positive [9:00] support for those design [9:03] moves. You can see in the [9:04] lower right, the right side [9:06] where all the dot our is [9:06] positive. And there was the [9:10] most support for resilient [9:12] design along the water native [9:13] plantings in shade. Then there [9:16] were also fair amount of [9:18] support for the routes the [9:19] boardwalk routes and [9:24] connections to the water. [9:25] We've had public survey open [9:28] since Mid-JUNE. Ish. So far. [9:32] We've received 235 responses. [9:34] We'll leave it open through [9:34] tomorrow night. Just in case [9:35] anyone who comes to the public [9:37] meeting hasn't seen the survey [9:39] yet. They'll still be able to [9:41] take it. And for many of their [9:41] friends and neighbors to [9:46] continue taking it there have [9:47] been questions about amenities [9:48] along the walk. What topics of [9:50] innovation people want to see [9:54] and learn about. Stories [9:55] people would like the results [9:57] of this happened in forming [9:59] and we'll continue to inform [10:01] the design and then will [10:02] eventually turn it into an [10:04] online gallery on the [10:05] Innovation Watch website about [10:06] innovative stories in Fort [10:11] Myers. Just a quick overview [10:15] of what's come out of People [10:17] are looking for amenities that [10:18] offer little liveability, [10:19] resilience and comfort. You [10:20] can see almost 100% of people [10:23] would like shade and trees. So [10:26] that's pretty Generally [10:28] overwhelming support for [10:28] waterfront connections and [10:31] storm water. Infrastructure. [10:33] When it comes to innovation, [10:34] topics, they would like to see [10:36] things that explore culture in [10:40] place. So history culture [10:42] plant life in biology, which [10:43] can blend well with shade [10:45] trees and connections to the [10:47] waterfront and then music and [10:49] sound. And so how can we bring [10:49] that into the innovation walk [10:55] as well. And terms of stories [10:56] they would like to see stories [10:57] that even expand the existing [11:00] Fort Myers identity. How can [11:04] we bring in the calusa another [11:05] indigenous stories, local [11:06] black history and other [11:07] prominent figures contemporary [11:15] innovators. We developed a [11:15] preliminary concept design [11:18] which we're going to share [11:20] tomorrow. So plugged to come [12:41] to the and we've. [12:44] >> And they [12:45] >> will take us through the [12:45] process. We have one more [12:46] meeting with them towards the [12:53] end of the year. Tomorrow's [12:54] public meeting will start out [12:59] with a panel discussion. We'll [13:00] have Collier has our [13:02] moderator. Michelle, Speaker [13:04] commissioner as a speaker, [13:08] John Talmage and then James [13:09] Phillips will be speaking in [13:10] that panel discussion to make [13:13] it more of a, you know, [13:14] interactive and exciting thing [13:17] than having just, you know, [13:19] regular presentation. And then [13:21] we'll have input activities [13:23] around the room with all the [13:25] drawings and opportunities [13:25] provide feedback on and [13:28] discuss what the team members. [13:34] Next steps. Through OCTOBER. [13:37] We will refine the design [13:40] based on the feedback tomorrow [13:41] will define parameters and [13:41] themes for those points of [13:42] interest along the innovation [13:46] walk. We'll continue serve a [13:47] campaign through tomorrow and [13:50] review the findings. Prepare [13:50] for our next public event and [13:52] steering committee meeting and [13:53] then we will also aim to meet [13:55] with all the city committees [13:56] during the regular schedule [13:57] meetings in SEPTEMBER to make [13:58] sure everything is aligning [14:02] with with their goals. Just a [14:03] reminder of the project [14:08] schedule please join us [14:10] tomorrow for our town hall at [14:11] the Collaboratory would look [14:12] to see everyone it would have [14:15] the Thank you. I can take [14:22] questions. Thank Thank you so [14:26] much. I know I had like town [14:27] tomorrow. Just want to come on [14:30] you because you're one of the [14:32] things that we provided [14:34] feedback before was that we go [14:35] where people are than just [14:38] asking always people to go [14:39] somewhere. [14:40] >> And we're going to like [14:40] music walking off that is kind [14:42] of create and getting the [14:44] gracious that's you don't have [14:46] to chase people And and I got [14:49] feedback from people in the [14:49] community that told me that [14:54] they were able to go to To the [14:54] center. And they saw that that [14:58] was so hot get to see that [14:59] provide feedback. Think that [15:01] as you continue to like have [15:02] their meetings and all that, [15:04] if we have it just as [15:05] information on our calendars. [15:08] So we know we have the [15:09] opportunity to been providing. [15:11] But, you know, well, so maybe [15:13] that would that be important. [15:14] Thank you so much. Yeah, I [15:17] don't have a question. Can you [15:17] go back to screen where the [15:21] walk is [15:28] >> Just want to make coming [15:30] see what the timelines of [15:34] there thing. So so we're still [15:39] must follow So we have it [15:42] starting at Centennial [15:43] generally running down West [15:45] First Street to the Edison and [15:45] Ford Estates. It's the blue [15:47] line on the map. [15:49] >> We have expanded that a bit [15:53] to where we have it. Coming [15:54] up, generally into downtown [15:57] with the trail head downtown. [15:58] Then we've also in our concept [15:59] plans, which are, you know, [16:02] will present tomorrow. But we [16:02] have boardwalks coming out [16:05] into the river and then other [16:08] streets, treatments on the [16:09] streets that feel like they're [16:09] part of the innovation walk [16:12] the connect into it as well. [16:14] >> and it's the blue line, [16:16] correct? Correct. And how does [16:16] it? [16:18] >> This blue line itself is [16:21] roughly a mile. But half a [16:24] mile somewhere in there. Think [16:25] it's like now I think about [16:27] it. I think it's like 0.8 of a [16:29] mile. And then when we add in [16:30] the other routes, it's it's [16:40] much longer actually. [16:42] >> I also know that there is [16:43] through our office can be [16:47] reaching out to each of have [16:48] meeting so she can get your [16:53] direct We thank you very Thank [16:58] All right. [17:02] >> Okay. That one now Take to [17:08] agenda item. 1.2. Presentation [17:10] on the conceptual designs and [17:13] McCollum hall. Direct to [17:19] Terry. Chair, around. [17:22] >> Just want to say good [17:24] morning, everyone in the [17:24] chambers. And good morning to [17:25] our attorney zoom. He's a [17:30] shepherd. [17:36] >> Jeff, much Go ahead. Does [17:40] not say something. Jeff, much [17:41] says apologies. He very much [17:42] wanted to be here, but he was [17:45] committed to another council [17:46] meeting. [17:51] >> In another And so [17:52] >> And you're seeing a view [17:55] from the southeast of what the [17:56] restored McCollum hall will [18:00] look like. You're going to a [18:04] new ad ports that will allow [18:08] for drop on in job off. [18:14] Visitors to the mall. And [18:18] think loved. You're going to [18:21] see like a covered. Patio on [18:26] the second. What would be the [18:26] second story of the one story [18:31] building. See that. [18:36] >> I'm not do my Okay. [18:37] >> Thing this kind of brings [18:41] that more to life. [18:42] >> We're seeing the restaurant [18:43] space, which is that one story [18:48] building. [18:50] >> We're seeing that covered [18:50] patio area just above the [18:52] restaurant's things. In a [18:56] minute, I'll go into the [18:57] layout of interior of the [19:04] building. These are just some [19:05] more pretty him is is to kind [19:06] of show you what restaurant [19:08] built out would look like. [19:15] McCollum. And This is the [19:20] performing arts and this is. [19:21] With occupy all of the second [19:24] building. So the first [19:26] building is the one story and [19:30] right of. But 2, it is that 2 [19:31] story building. And so this is [19:32] where the performing arts [19:36] space would be. It is a [19:36] multipurpose pays. Those [19:39] chairs will be removable where [19:42] we can have performances as [19:44] well as small box black box [19:48] theater spoken word of a [19:50] variety of different [19:55] activities to. Bring live [19:57] entertainment, a music back to [20:00] And look at the beautiful [20:01] really above is about be [20:06] there. And Representative of [20:06] the design back in the day [20:12] when this was built. And this [20:15] is a view from the balcony. [20:15] Looking down at the [20:20] performance. And he's got [20:22] chair around there to protect [20:28] people from going over. I know [20:28] this is a lot. What do you [20:30] think? I'm sorry. Just [20:30] winning. Get a little [20:41] feedback. Go here. [20:43] >> Thank you for that big [20:44] Michelle. I know that being [20:46] able to see that renderings [20:47] outside the plans makes a big [20:50] difference. I understand that [20:51] because that's none of the [20:52] world that I them. So thank [20:54] you so much for this person [20:57] vision. So at the and this [21:01] might be relieving. I know the [21:02] last meeting we talked about [21:04] the second story layout, which [21:07] this is an improvement of that [21:08] opening, the opportunities for [21:13] the front that arts and spaces [21:13] obviously setting the operator [21:16] to success with. So one of the [21:17] and I don't know where all the [21:20] way they're ok, because we had [21:21] that expansion to kind of have [21:24] a green room more space in the [21:25] back for parties to like for [21:26] set up an artist to get ready [21:29] and all that. So. [21:30] >> Yes, and I was so excited. [21:31] I went right to renderings, [21:36] but he did. Implement changes [21:37] and modifications that the [21:41] board recommended. You will [21:43] see this is the second story [21:46] and there's a recording studio [21:47] >> there's that roof deck that [21:52] we saw that was covered. There [21:53] 100 seat community room that [21:55] could be used for rehearsal [21:56] multipurpose space. And then [21:59] there's the balcony. The green [22:00] rooms are on first floor. I [22:08] believe city. So on the left, [22:11] we have the restaurant. Behind [22:13] that. We have the commercial [22:16] kitchen, mechanical closet. We [22:17] have both men and women's [22:22] facilities. There elevate just [22:26] off from hallway. There. And [22:28] then as you go over to the [22:29] right to the 2 story building, [22:31] you're looking at the first [22:35] floor, the performing arts [22:36] space over all the way to the [22:41] right. You are seen. The [22:44] personal space and the green [22:45] room. There's also room for [22:48] storage of the chairs. There's [22:53] a little backstage area. [22:56] Really important, too. Is that [22:59] covered? Covered entry way on [23:00] the left side. Is nothing [23:06] there. The right side. And so [23:07] in that covert interests base [23:07] is okay. [23:13] >> Yeah. [23:17] >> Yes. And that that allows [23:17] vehicles to come along the [23:20] side and drop individuals in a [23:23] covered in area without being [23:24] so that was shipped the from [23:26] the laws. The sign and that [23:28] was set. Why was it said the [23:32] same? I think it was that of a [23:34] Yeah. And then the other goes [23:35] thank you for that. Think this [23:37] this will be important for for [23:37] any of art that they do that [23:41] we do there. [24:02] >> To have vision and [24:03] >> Site that we thought the [24:06] law the land, rain gardens and [24:09] I'm glad it unscathed in stuff [24:09] like that and has a side. So [24:14] that's we're focusing on in [24:15] Okay. Building first. And then [24:17] we got another. We got the [24:18] other property at cross and [24:18] all that's all of that part of [24:22] like a big pictures are. [24:23] >> yes. [24:26] >> So we have acquired the [24:26] property to the West, which [24:27] will probably be used for [24:30] parking at this point. And [24:31] then we've acquired the [24:32] balance of the property all [24:35] the way East Avenue. And [24:37] that's where the 2 story [24:39] business center will go where [24:41] we will have commercial on the [24:42] bottom office on the second [24:45] floor. [24:46] >> Thank you so much. This is [24:47] very exciting. I'm super [24:49] excited the we're following [24:54] McCollum hall. So let me just [24:59] go back to. I have a question [25:02] or if he's learned is the [25:04] restaurant? It's still Just [25:06] one. You know, it is one [25:07] really wasn't mentioned 20 [25:09] restaurant. So we do know. [25:13] Restaurant yet. And we are in [25:15] the process right now of [25:18] soliciting for a restaurant [25:18] operator and performing arts [25:22] space operator. And [25:23] construction manager to help [25:26] us through this process. Those [25:29] peas will be released. My goal [25:30] is to get them out by the end [25:31] of the month. We're almost [25:41] there. I [25:45] >> Respond and MAY be able to. [25:49] >> We'll need to send them the [25:50] solicitation. Give them [25:50] opportunity respond. They will [25:59] big. I think they they're gay. [26:00] They're giving that [26:00] information make your you [26:01] have, someone you and I think [26:05] every there, correct fears. [26:06] And then the information I [26:13] every time I to my over and [26:14] very Very there. Knife is an [26:16] eye for and they space. Think [26:19] it to be. [26:21] >> One of the for McCollum [26:22] hall. [26:24] >> And of course, you because [26:26] this is an historic structure [26:27] that played such a role in the [26:30] community. We want that [26:32] reflected and the restaurant [26:37] in the as you know. [26:38] >> 2 people come from all over [26:43] to go to this first So I think [26:44] you'd be a great Definitely [26:45] want people come from all [26:47] over. Foods to that referendum [26:52] on this car just for him. I'm [26:55] I will get them information so [26:56] that they can drop on. The [26:57] reason I think I one of owners [27:04] we It sounds good. Go Thank [27:06] Commission that is one. [27:10] >> And I know that. [27:12] >> We've to the center over [27:13] like we decided we're going [27:14] redevelop this because it's in [27:15] our best interest. Kind of [27:20] setting it up. So. The [27:22] operators of the art venue and [27:22] the restroom, then you can be [27:25] successful. And I were sitting [27:26] on the infrastructure of 20 [27:29] Yes, so it is. And the CDs [27:30] control. And we're gonna do [27:31] you know the right thing to [27:38] honor the the history. You big [27:39] picture? How are we [27:41] addressing? So do we have an [27:43] ad out the cost of it now that [27:47] we have kind of detailed and [27:49] it was the brakes our power [27:50] funding. In another part of [27:51] that, is that just want to [27:57] clarify this weekend? [27:58] >> We do have an approximate [28:04] cost. McCollum hall. [28:05] >> Restoration is just over [28:10] 7 Million. And the new [28:13] Business Center, 2 story. 24. [28:15] 1000 square-foot building [28:18] would be just over 9 million [28:19] dollars. So we're talking [28:22] about 16 million dollars. [28:27] >> So that restoration and [28:27] they commission of all the [28:28] spaces that will $7. That's [28:31] correct. Thank you so much. [28:37] And we. I know that it was a [28:41] part of this conversation. But [28:42] you might not that information [28:45] right now, but we know the [28:45] Capitals Michael, that funding [28:47] sources, that they that will [28:47] be important for us to [28:54] brainstorm. That is what? Fill [28:56] all the holes because going to [28:58] have to make sure that that we [29:00] have I just thought that up. [29:01] That's what we're working on [29:02] now. Okay. No, I asked that [29:02] question is. [29:06] >> Very. Not. Just for our [29:07] understanding that as we're [29:09] working through the city's [29:10] budget, I know the city has a [29:12] responsibility and we want [29:13] U.S.. [29:13] >> Commissioners and city [29:16] council make sure that we [29:17] understand exactly the action [29:20] that we need to take. [29:20] >> Yes, and will see in the [29:23] budget and when it's presented [29:26] that we have sums some funds [29:29] in the project fund where [29:30] proposing that additional [29:35] funds who in And if accept the [29:37] proposal as presented today, [29:38] there will be 4 million [29:45] dollars. To start this [29:47] project. Cities some [29:47] commitment over time will pass [29:53] that out for to worry. [29:58] >> for for 4.0. 4, 1, 2 agree [29:59] and [30:01] >> we are meeting new market [30:02] tax credit consultant because [30:05] want to bring some of those [30:07] dollars and of private [30:08] individuals who want to this [30:16] project is successful. [30:21] Anymore. Questions. [30:25] >> Thank you very turn the [30:31] floor over. [30:33] >> And I did on open it up, [30:34] but I would like to open it up [30:38] to the public. And about it [30:40] from the public wish to speak. [30:43] We've got Both the Innovation [30:52] Walk and McCollum, all. Seeing [30:59] no one. We will move now. To [31:02] consent agenda. And we have to [31:09] point. [31:13] >> If we [31:16] >> hello, my name is Lydia [31:17] Black. I'm a fort former arts [31:19] lead are here Lee County and I [31:19] own a business here on mlk [31:23] across from McCollum hall. [31:24] I've been very invested and [31:26] interested in watching how the [31:27] city uses economic development [31:30] to grow tourism, too, create [31:31] gathering spaces in creative [31:32] spaces for artists to come [31:33] together and meet the [31:37] community. And I just wanted [31:38] to acknowledge full support of [31:40] your dedication to activating [31:42] the site. It is such a [31:44] beautiful building with [31:45] amazing history and ties to [31:48] the Dunbar community I just [31:49] wanted to say. We're excited [31:50] to see what happens. We're [31:51] excited to keep it local to [31:53] make sure that there are folks [31:53] here in the community who have [31:55] been active in arts and [31:57] culture who been active in [32:01] public citizen tree and to [32:02] really care about the growth [32:02] in arts and culture are [32:05] involved in planning are [32:06] involved in making sure that [32:09] whatever is built there, [32:10] provide access to artists, [32:11] individuals, community, [32:12] building space, making [32:14] activation of McGregor Court [32:18] record the mlk corridor. So I [32:18] just wanna say, thank you. We [32:20] appreciate your hard work on [32:21] this. We appreciate this year [32:22] is commitment and dedication. [32:23] And I know I represent 2 folks [32:24] were pretty there with the [32:26] Broadway Palm and Sony [32:29] McCarter with btg Arts who [32:29] also are have been watching [32:30] this. So we're excited to be a [32:32] part in any way we can. Again, [32:34] thanks so much for activating [32:39] the mlk corridor. And I would [32:40] like think gun you all for [32:41] being PRESIDENT Here. [32:45] >> This morning. Thank you. [32:47] Will you always a delight and [32:48] thanks for everything you do [32:54] find Okay again. That will and [32:59] 2. Hands do we need to vote on [33:02] okay. That will move us into [33:07] consent agenda. And we have [33:09] 2.1 with job. The minutes of [33:11] the community redevelopment [33:12] agency. So I would take a vote [33:14] at this time. I like [33:21] grandsons. Moved by [33:23] Commissioner second by [33:26] commissioner person all in [33:28] favor the consent agenda. 2.1 [33:32] meant to be known by saying [33:33] Aye, aye opposed. Same sign [33:47] motion pass. [33:52] We will now move [33:53] We have no commission items [33:59] were moved to agenda executive [34:01] directors item resident [34:02] property improvement matching [34:04] grants. Musk a lot. Thank you, [34:06] MADAM Chair, members of the [34:09] board. I have 2 residential [34:10] from a matching grant request [34:11] in front of you today. [34:12] >> The first one will be for [34:14] the downtown redevelopment [34:16] area and it is for 23, 20 [34:19] Victoria Avenue, the par [34:21] homeowner is has slashed Hess [34:25] here and it is a 50% match of [34:26] eligible expenditures with a [34:29] matching grant of $25,000. So [34:32] just for everybody, it's we do [34:34] last 50%. So the homeowner [34:36] proves that they paid the [34:38] first 50 and then we work with [34:39] the with whoever the [34:41] contractor is to pay the last [34:45] 50 for eligible expenditures. [34:45] Windows and door replacement [34:49] as well as landscaping. The [34:51] average estimate came out to [34:54] The grant requests for 14,000, [34:57] $104. And $0.65. And this is [35:00] kind of with the new windows [35:01] conceptual rendering. And I do [35:02] have MISS Ashton's If you have [35:10] questions. That a ok, it's [35:13] been motion by commissioner [35:13] person. [35:14] >> Second by Commissioner [35:16] Watson all in favor of the [35:20] motion. Lebanon bats, an eye. [35:26] Any opposed same motion pass. [35:27] >> All right. The second [35:29] request is for a home located [35:31] in the Dr mlk Redevelopment [35:34] Area property address. 33 44 [35:35] Edison Avenue home owner is [35:37] Betty Harris. And like I said, [35:39] this is for 50% match of [35:40] eligible expenditures max. [35:43] Great. $25,000 of the [35:45] improvements being applied for [35:45] window and door replacement as [35:47] well as some exterior patching [35:49] and painting. The average [35:52] estimate came out to $34,228 [35:53] and $0.33. So the grant [35:59] request is for $17,114.17. [35:59] Some conceptual earnings with [36:03] the new windows. And this [36:04] Harris was able to make it [36:05] today, but he's really [36:07] appreciative you. About you [36:10] spirit being? [36:11] >> ok, it's been a motion by [36:15] commissioner wants second [36:16] back. Commissioner person all [36:17] in favor of the motion. Let it [36:19] be known. Bats, an eye, any [36:20] opposed same sign most [36:29] impasse. Thank you. Okay. That [36:32] will move us now in to agenda [36:37] item 4.3. And this is the [36:39] lemon or proposed fiscal year [36:45] 2026. 2027 budget work plan [36:46] for the downtown Cleveland [36:47] doctor Martin King Junior [36:49] Boulevard and these former its [36:49] redevelopment areas directly [36:56] Hilton tear. Good morning. [36:59] Have in your packets. The [37:00] proposed budget for the for [37:04] redevelopment areas. [37:05] >> I'm going to try to give [37:08] overview. [37:09] >> It's a move. The process [37:11] along. But they're definitely [37:12] certain things. I want to get [37:16] into the record. The company's [37:19] the combined proposal is [37:21] approximately 21.1 million [37:23] dollars. And that includes [37:25] downtown Martin Luther Dr, [37:27] Martin Luther King Boulevard, [37:27] Cleveland Avenue and East Fort [37:30] Myers. Each area budget is [37:33] balanced. And the funding plan [37:36] is no lineman with active [37:39] projects adopted redevelopment [37:40] plans and our community [37:44] priorities. 2 days to [37:47] highlight the major finance [37:50] changes. Resources are being [37:51] deployed and indemnify actions [37:54] requested by the board because [37:56] I will be asking you at the [38:00] end consider reallocating some [38:02] funds that have been in [38:02] capital projects where we're [38:24] not moving forward. Be Bring [38:33] the total budget. And it was [38:36] 21.1 million dollars. And that [38:38] supported by 15.4 million [38:39] increment revenue that we get [38:45] annually. All 4 budgets are [38:47] balance and with revenue [38:48] planned expenditures and no [38:51] operating deficits propose the [38:54] plan uses our prior year [38:57] resources selectively to end [38:58] Vance established commitments [39:01] without treating one fund [39:04] one-time funds as recurring. [39:07] As commissioners reviewed this [39:08] proposal. The central question [39:09] is whether the allocations are [39:10] appropriately in advance and [39:21] that an active. In downtown. [39:24] Downtown is 46% of the [39:28] combined budget, which is 9.7, [39:29] 7, 4, just under 8 million [39:34] dollars. That distribution is [39:37] driven by timing of active [39:40] projects, contractual [39:41] commitments, grants and [39:43] capital needs see in the [39:49] downtown budget. We annually [39:51] set aside funds for the [39:52] commitments that we have. For [39:52] instance, the increment [40:04] revenue. To make it big. If [40:05] know that time is that issue. [40:08] So I won't go through every [40:09] line. But as you look at it, [40:12] you are able to see in red [40:16] where the new dollars are [40:17] indicated or where let's [40:18] dollars are proposed for this [40:37] year. 2. [40:39] As I indicated, [40:41] approximately 15 points for [40:42] 9 million dollars is new [40:44] income revenue. About 1.4 [40:49] million. Or 10% of the budget [40:53] is from the prior year because [40:55] there are projects that we [40:56] start that we don't finish in [40:57] a one fiscal year and those [41:02] funds roll over. The city's [41:03] contribution this year is [41:07] going to be 10. Just over [41:09] 10 million dollars. And the [41:10] county's contribution. 5.4 [41:16] million dollars. The propose [41:22] use as of the 5.6 and [41:23] prior-year surface tension [41:23] Street in the downtown. And [41:24] what's there are lots of [41:25] projects, as I indicated that [41:30] we have. Funded that have not [41:32] completed. So those are the [41:33] dollars that we're looking to [41:40] report that some of them. And [41:42] what, page that we look. And [41:42] just not the through and [41:45] matter, well, provide [41:45] overview. [41:47] >> Okay. Not solely on screen, [41:51] okay, but I can. That really [41:53] talks about each of the [41:54] individual budgets. And right [41:58] now we're on the downtown. You [42:00] see that on the screen. Grand [42:04] opening. It is the page that [42:05] is in front of the actual [42:10] budget. [42:18] >> And 76 and 73. [42:19] >> So as I indicated, we're [42:19] incorporating 2 million [42:21] dollars from prior surplus. [42:28] And this represents is and you [42:37] can from We are incorporating [42:40] 2 million dollars from prior [42:41] surplus. Our personnel [42:44] services for coming fiscal [42:46] year. 1.3 million. And that is [42:51] actually down. $31,000 from [43:00] the 25 26 budget. And I'm sure [43:02] that you all are aware that [43:06] there are certain funds and [43:10] downtown that will re [43:10] allocated as far as how the [43:14] series spending funds. And so [43:14] for that million dollars, we [43:19] are taking on the redesign of [43:24] the Midtown utilities in [43:25] partnership with the city. So [43:25] that million dollars that we [43:30] have to We appropriate will be [43:31] helpful to the redesign of the [43:39] Midtown utilities. The [43:41] salaries are changing only [43:46] with the cost of living. And [43:47] merit raises. For the city's [43:58] policy. The projects downtown [43:59] that we are recommending to [44:02] not continue with is the. [44:03] Caloosahatchee bridge [44:06] lighting. Believe we can re [44:11] appropriate those dollars. We [44:17] have on their papers. That is [44:29] big one. 2 new projects and [44:32] the downtown as well with very [44:35] committed to 1.0, 2 million [44:39] dollars, a number of goes [44:39] underground. Bill lines at Bay [44:44] Street and least rent. So that [44:45] 500,000 that were not using 4 [44:48] earned the bridge. We'll be [44:49] reprogrammed to that. If you [44:53] guys approve this budget. And [44:54] the other new project in [44:57] downtown is the design of the [44:59] Midtown, which is 1 million [45:07] dollars. Any questions about [45:14] the downtown budget. I'm [45:22] sorry. Was 85. Hate hate Not [45:23] just the coming. For that [45:26] sense of it. There. [45:27] >> that as we want the lights [45:29] on the bridge is not at the [45:30] moment. The most appropriate [45:31] use of the funding and [45:35] shipping that into other. I [45:35] actually restructure needs [45:38] that we have to not in [45:39] downtown. It's appropriate. [45:48] Thank you so much. [45:52] >> And moved to the Cleveland [46:00] and that Cleveland pace. 76. [46:10] Time Downtown. Defense firms. [46:10] Okay. Here we are in [46:14] Cleveland. [46:16] >> The proposed budget for [46:17] Cleveland 5.4 million dollars [46:20] in. This is a balanced budget. [46:21] And it's being funded through [46:25] recurring income that revenue. [46:28] Approximately 2.9 million [46:29] reflects continued growth of [46:30] the taxable properties in that [46:34] redevelopment area. The city's [46:34] contribution in the Cleveland [46:35] Avenue is 1.8 million dollars [46:38] this year. Which is up [46:42] $280,000. The county's [46:45] contribution is just over [46:46] 1 million, which is also [46:51] increase of about $100,000. [46:52] Together, the revenue increase [46:54] in the Cleveland area has [46:59] about $379,000. I know that [47:00] there are other areas in the [47:01] city that didn't have the same [47:04] growth. But that we also know [47:08] that in redevelopment areas, [47:10] the properties continue to [47:17] grow different rate. I see. [47:18] The Cleveland budget [47:20] incorporates 2.5 million [47:23] dollars of prior surplus. In [47:25] the Cleveland budget. We have [47:26] an opportunity to do some land [47:28] acquisition. I've talked with [47:33] some of you and we have made [47:35] some inquiries. And as those [47:37] come back, I will present [47:38] those to you for your [47:43] consideration. But we are. [47:47] Requesting are proposing that [47:47] funds in the Cleveland budget [47:48] that are not allocated go into [47:56] the. Land acquisition budget. [47:59] And I have to talk about [48:03] trailhead. [48:05] >> So last year you all [48:07] approved $500,000 for us to [48:09] start a trend that project [48:09] menu at Mantle's brands behind [48:10] the high school in the [48:14] hospital. [48:15] >> That is something that we [48:16] thought we would continue [48:18] with. This budget actually [48:18] reflects another half a [48:22] million dollars to build the [48:24] structure, however, in [48:25] communication speaking with [48:29] the city manager and I believe [48:30] he's brought this to you at [48:31] yours. City Council meeting at [48:36] City Council members that is [48:36] something that he is [48:37] requesting that we not go [48:43] forward with. When the cra [48:44] project, we are not been able [48:47] to maintain that. That has to [48:52] go to the city. And the [48:52] investment of a million [48:54] dollars with only build the [48:55] project, it would not maintain [48:59] the project. And so we [49:00] definitely want to work more [49:02] closely with the city to [49:07] ensure that the projects. That [49:09] were bringing to you are ones [49:11] that the city is able to [49:12] continue with the maintenance [49:15] and upkeep. [49:16] >> You have a idea maintenance [49:20] I'm not going to be. [49:24] >> We didn't get that far. [49:25] >> I don't want to set aside a [49:28] million dollar ever. You know. [49:31] Cities got a big budget. Going [49:34] cost 50,000 a year to maintain [49:36] I'm sure I really spend a [49:36] million dollars and then on [49:38] the city side. Pay for the [49:44] maintenance. I don't want to [49:46] Trying to say $50,000 and not [49:48] something actually improved [49:50] Cleveland Avenue. I'd like to [49:51] know that number get I will [49:54] speak with him. Yes. [49:57] >> I the same sentiment [50:00] Commissioner Burson. I think [50:01] that when the is this is one [50:04] of the things that we have [50:06] craving and waiting for any [50:07] still invest infrastructure [50:08] that we need in. This is part [50:12] of larger plan to creating to [50:15] set up the trailhead. So I [50:18] think by not doing that [50:19] because of maintenance you [50:20] know, with service ourselves [50:21] and to our the community. So I [50:26] I. Design and the and the [50:26] construction is one of the [50:28] biggest expenses. And thing is [50:34] a cd made this phase [50:34] landscape, this talk about [50:35] sensible landscape that [50:39] requires less maintenance as [50:40] trucks are going to be driving [50:43] over this job, you know, a [50:44] concrete trail. I don't see [50:49] how maintaining ada compliance [50:52] will be an You know, it's [50:53] something like this. So i [50:55] think understanding the man [50:55] whose number important, but I [50:56] don't want to shy away from [51:00] doing something important for [51:01] the community here, especially [51:01] when we can invest that money [51:04] as a cra. As long as we're [51:08] able to. That's a cra. This is [51:08] going to sunset one day and [51:09] then we do have opportunity to [51:11] sell. This is something that [51:12] is part of a larger plan that [51:14] we have working on. For years. [51:15] And we can't look the other [51:19] way. And I think that come to [51:22] ask him the question. Was no [51:27] answer as 2, but impact of the [51:28] maintenance. And going to be [51:32] for [51:34] >> I will I take those [51:37] comments back to him and of [51:38] course, there's so many [51:40] unknowns with what's in [51:43] Tallahassee with the alarm [51:48] tax. And they meant that I'm [51:51] sure that all that is playing [51:52] into. He's thinking as far as [51:53] the city's responsables [51:55] responsibilities going [51:56] forward. But I will take your [51:58] feedback back to him. And if [52:02] it's the board's desire that. [52:04] That project remains in [52:05] Lakeland budget. Then we'll [52:09] leave including budget. [52:09] Anderson Park. Smart thing to [52:10] do You got somebody willing [52:13] to. [52:14] >> Contributing million [52:15] dollars. You know, except I'm [52:19] a daughter Michael to 50,000. [52:20] >> Yeah, think that the budget [52:26] will [52:29] >> Just to go down a little [52:30] the personnel services, as you [52:33] know, the redevelopment areas. [52:34] >> The [52:35] >> personnel services cars to [52:38] spread across all of the [52:38] areas. And it's based on a [52:43] percentage of the annual [52:44] budget. So the downtown [52:44] carries the lion's share of [52:47] the budget Cleveland Avenue. [52:51] Here is about 12% of The [52:52] budget and of sellers. I'm [52:58] speaking of sellers mlk 8% of [53:03] salaries. We have not. Taken [53:04] any funds or designee funds [53:08] from the east. Fort Myers. [53:12] Plan budget as that area is [53:13] new and trying generate funds [53:14] so that we can reinvest in the [53:17] community. So right now, no [53:20] salaries are coming from Fort [53:22] Myers, Cleveland Avenue area [53:27] contributes about 200,000 and [53:28] that is an increase of 34,000 [53:33] over that. 25 26 budget. And [53:35] as I indicated before in [53:38] Cleveland Avenue, we are at [53:41] the point of implementing the [53:41] landscape. Landscaping company [53:45] has been selected by rbi. [53:46] They've gotten approval from [53:47] from fdot. I understand the [53:48] maintenance agreement is [53:51] coming any moment and we will [53:54] see the landscape install [53:55] after about 3 years on [53:59] Cleveland Avenue. So I know we [54:00] we've been waiting and it's [54:01] taking a lot of time. But I I [54:01] believe that when it's [54:03] completed, you all, you'll be [54:05] pleased with what you have and [54:10] the other. Big expenditure in [54:12] Cleveland is again funds to be [54:14] set aside for land assembly. [54:14] We have opportunities all [54:18] along the corridor. 2. Acquire [54:19] parcels that can be [54:24] redeveloped by a developer. If [54:25] this is something this year [54:25] you can put out not to say [54:27] that we're going to develop [54:29] it, but we can start to [54:30] assemble parcels to really [54:34] shape. The direction of the [54:35] corridor and how we would like [54:42] to see it in print. What I [54:43] don't have time to go over is [54:44] the work plan, commissioners [54:47] and in the work plan, it has [54:49] all the projects that you have [54:51] approved from last year that [54:52] we are continuing and there [54:58] only 2. New projects in each [54:59] redevelopment area that is [55:00] different from that work plan. [55:03] Your prove last Any questions [55:08] about Cleveland? I I just have [55:10] a comment. I think that. [55:15] >> Doing the shifting some of [55:17] that funding into property [55:19] acquisition is so great. One [55:20] of the things that we discuss [55:23] here is that. Taken there. [55:25] >> cra areas and [55:28] >> call if so they can be [55:29] integrated into the land [55:32] development code and that the [55:33] reason for that. But that's [55:36] going take some time to happen [55:38] by acquiring the property. [55:40] Allows us the opportunity to [55:40] maintain integrity this place [55:42] until we're able to redevelop [55:46] and he's qualified. So that. [55:47] Similar to what we're doing. A [55:50] seated with main That's kind [55:53] of if we have a an overarching [55:55] goal in innovation, that is [55:56] way to maintain to we have all [55:57] the pieces put use of. Think [56:00] you for [56:01] >> You're welcome. And there [56:03] and there are funds aside for [56:04] the kind of occasion of the [56:06] plant into the land [56:07] development code for the [56:11] coming years. Why cant [56:13] >> If we look to that mlk [56:14] budgets. [56:16] >> The budget is approximately [56:19] 5.4 million dollars. And then [56:21] the increment revenue support [56:23] the budget that we're [56:25] proposing. 4.3 million is [56:26] recurring as that. We get [56:30] annually every year. The city [56:32] is contributing 2.8 million [56:38] and that is increased in the [56:38] redevelopment in the mlk area [56:43] of about 626,000. So that [56:47] we've seen a great increase in [56:48] the mlk area because as we see [56:50] new development happening as [56:52] we get further out to the [56:54] interstate. So that is helping [56:56] hands. Lee County is [56:58] contributing about 1.5 million [56:59] dollars. And that's an [57:08] increase of 270,000 most So [57:09] that means our tif revenue in [57:11] the mlk cre is going to [57:14] increase $900,000. And of [57:15] course, all of that is going [57:18] to help us to fund project [57:21] which has been a priority for [57:21] this board for a number of [57:29] years. [57:31] >> We're also requesting that [57:32] one 0 million dollars in [57:34] surplus. The implemented into [57:40] this budget. We did have a [57:41] one-time true-up earlier this [57:43] year. That is that is a [57:44] one-time thing that doesn't [57:45] happen every year. That is [57:54] also included in this budget. [58:02] Stu. And just need to slide [58:03] over to the capital projects [58:11] for minutes. Because I want to [58:14] make you aware that I'm [58:16] proposing in the mlk [58:16] redevelopment area. We [58:19] currently have 1.5 million. [58:20] >> In the budget and I'm [58:26] proposing that we. And [58:27] 2 million dollars to that to [58:27] get us to the 4 million [58:36] dollars and mentioned earlier [58:41] And then I don't have It be. [58:42] It says 1.5 year, adding [58:43] 2 million to it. That's [58:52] correct. And the mlk. No, I [58:59] was looking for the. The [59:00] capital projects. Where breaks [59:01] what's there. And up the [59:04] break. [59:19] >> The center. [59:20] Current [59:27] currently in the mlk. Capital [59:28] Improvement List project lists [59:32] as 1.5 for McCollum hall. [59:32] >> 262,004 beautification and [59:38] Clemente Park. 90,004, the [59:41] time continues. Upgrade of the [59:47] lands game. And 150,000 for [59:50] uniform. Best shelters, which [59:52] we are in partnership with Lee [59:53] County. And that is going [59:56] forward. What I'm suggesting [59:59] this budget would be too [1:00:00] increase McCollum hall by [1:00:04] another 2 million dollars. And [1:00:12] 2, also at 210,000. So mlk [1:00:13] landscape line. So that would [1:00:16] be 300,000 so we can finish [1:00:17] out the islands that had not [1:00:22] been done previously. Asked [1:00:24] the consultant working on the [1:00:26] Cleveland plan we would be [1:00:30] able to use the same design [1:00:30] since he's already been [1:00:31] approved by fdot. And we hope [1:00:35] to hear that answer soon. [1:00:38] Those are the big. Changes in [1:00:49] the mlk. Yes, Question on. So [1:00:51] the total contribution from [1:00:52] the cra. [1:00:52] >> As the allocation for this [1:00:57] year. In addition to will be [1:01:01] 2 million 171. And 444 from [1:01:04] the city from. You sent us [1:01:05] from the theory from area. [1:01:11] That's not from this year. I'm [1:01:11] actually looking at the [1:01:12] breakdown now as the as the [1:01:17] summary. This is a capital [1:01:29] project. So we section can. [1:01:34] Paging you This is 7, 7. Page, [1:01:34] 7 of the breakdown of the [1:01:52] budget. Whether think is The [1:02:07] second to last. You're there. [1:02:16] >> My online. A 2 point. [1:02:16] >> So that that contribution [1:02:19] there, the 2 0.8, 7, one does [1:02:24] this year is contribution. [1:02:25] >> you know what? Initially we [1:02:28] started with 2 Yes, but there [1:02:29] was some other funds that were [1:02:31] on appropriated. So did [1:02:33] increase that number actually, [1:02:36] yes, that's not reflected in [1:02:37] my notes. Sorry for Notice [1:02:40] that it's okay. I just want to [1:02:41] make sure. [1:02:42] >> As we about exercise of of [1:02:49] making sure that we have. [1:02:49] Capitals that that our numbers [1:03:08] online. To top. [1:03:09] >> in indicated before mlk [1:03:11] corridor contributes a percent [1:03:13] toward salaries. So we're [1:03:14] budgeting about 119,000, which [1:03:21] is an increase of 21 1300. And [1:03:23] this is 18,000 increase over [1:03:24] last year. And again, that's [1:03:26] reflected in cost of living [1:03:28] and merit raises. It's [1:03:33] approved by the city. So our [1:03:37] total proposed budget. It's [1:03:40] going to be 5 million, 429,006 [1:03:48] $39. And that's why American [1:03:48] that is for Martin Luther King [1:03:52] redevelopment area. [1:03:53] >> And the total amount that [1:03:55] would be contributed to [1:03:57] project on the khon. 2.8 in [1:04:01] originally was to an but it is [1:04:07] and look to update my [1:04:09] >> I'm do that. Just want to [1:04:19] make sure. 2 a half. And the [1:04:21] other questions about and [1:04:29] budget. Cleveland Avenue [1:04:34] excuse is Fort last a chant. [1:04:35] >> And it is also the smallest [1:04:37] budget. As you all know, that [1:04:45] that redevelopment area. [1:04:50] Redone only 2 years ago. And [1:04:58] the funds see. We have a [1:05:01] $481,000. This is a balance [1:05:05] budget. We are receiving [1:05:06] 311,000 from the city a 54,000 [1:05:11] from the county. And that is [1:05:15] increase of 70,000 in the [1:05:16] Cleveland redevelopment. [1:05:17] Excuse me, I think Lee with [1:05:26] Fort Myers redevelopment area. [1:05:30] These funds are primarily [1:05:32] being spent on the bus [1:05:33] shelters. Again, we have [1:05:39] partnership with Lee County. [1:05:41] We have several bus shelters [1:05:44] that we're going to be doing. [1:05:45] And we residential pace [1:05:50] program. Which I believe this [1:05:54] year we actually got 8. We're [1:05:57] able to do 8 homes. I'm sorry. [1:06:02] The the bus shelter funds [1:06:03] actually are in the capital [1:06:09] where the dollars from the [1:06:14] Thank U.S.. So when keys for [1:06:14] mines, redevelopment areas [1:06:17] created, there was a very [1:06:18] basic planned. I and had very [1:06:23] limited. Public participation [1:06:24] and we're proposing to go out [1:06:27] and do a full out plan. And is [1:06:28] for Mize redevelopment area [1:06:32] where we can get more [1:06:34] information from the public [1:06:38] and really develop a plan that [1:06:38] has some substance. This one [1:06:39] is really one that was created [1:06:44] just to get the area going. In [1:06:48] this year's. We're also [1:06:53] proposing. To clean up or to [1:06:54] work with fdot to detention [1:06:57] area on Palm Beach Boulevard. [1:06:58] It's right by that storage [1:07:01] area in the seaport area [1:07:02] amenity to the to the [1:07:05] residence and other [1:07:07] communities and done is allow [1:07:07] them to go in and take over [1:07:11] the maintenance and [1:07:11] landscaping and me at an [1:07:16] amenity. So we're proposing [1:07:17] and is Fort Myers to start [1:07:21] that process as well as update [1:07:27] the new plan. And that's Page. [1:07:42] 95. [1:07:51] The work plan, as I [1:07:54] indicated before, mostly made [1:07:55] up of projects that you've [1:07:57] approved last year. We've [1:07:58] added the 2 new projects in [1:08:00] each redevelopment area. In [1:08:07] Cleveland. We're doing. More [1:08:09] land assembly in downtown [1:08:10] undergrounding. The fpl lines [1:08:15] as well partnering with the [1:08:18] city to do then designed for [1:08:18] the Midtown Underground [1:08:22] utilities. In the Okay. [1:08:31] Redevelopment area. And just [1:08:32] hold run quickly. Out of my [1:08:46] brain. [1:08:47] And then okay, we're [1:08:49] adding funds to. McCollum, [1:08:54] wrong. And everything else [1:09:06] stays the same locate area. [1:09:10] I'm sorry. Feel [1:09:10] discombobulated. I'm sure I'm [1:09:11] not making easy for you all. [1:09:12] But what you have before you [1:09:15] is a balanced budget. That [1:09:18] will funds from the recurring [1:09:19] Increment revenue. Plus, are [1:09:22] proud of your surplus. We've [1:09:23] highlighted the new projects [1:09:25] that we're doing and that is [1:09:29] in alignment with. Statutes as [1:09:32] well as our redevelopment [1:09:37] plants. You know, take any [1:09:41] questions. And the questions [1:09:45] in got we need to vote on [1:09:52] this. Not so You know, Sure. [1:09:57] We've only just in If you are [1:09:58] in agreement, let's go ahead [1:10:02] and get a vote on it. And and, [1:10:02] you know, gets rolled up into [1:10:06] the city's budget. And you [1:10:09] vote on that budget. Before we [1:10:13] we have another meeting. So, [1:10:14] yes, I would accept vote for [1:10:18] the second vote. [1:10:21] >> He's motion by commissioner [1:10:23] wants and second by [1:10:24] commissioner person all in [1:10:27] favor of except the. Those [1:10:30] budget for the cra. Let it be [1:10:31] known by saying Aye, aye, any [1:10:33] opposed same sign. Motion [1:10:41] passes. Thank you. [1:10:42] >> And that thing from [1:10:51] attorneys. I have to show for [1:10:51] designer and he has indicated [1:11:01] that he has anything either. [1:11:04] >> 10 item number 6 is just [1:11:05] >> Is there anybody from [1:11:11] public who wishes to speak? [1:11:12] Okc really accept motion to [1:11:18] adjourn. Okay, we are adjourn
