[0:08] But we were able to ultimately pull the books together, and they were and get them ready for audit, [0:15] and so we were able to issue our opinion on their financial statements. [0:18] The second finding is in regards to their physical inventory and reconciling that physical inventory to the fixed asset record, [0:30] There was a lot of disposal during the year that we're actually appeared to be disposed of in a prior year. [0:40] And so that reconciliation process just needs to be tightened up. [0:44] And then there were some funds in the M.A. Trust Fund for the Jail, the inmates of the Jail, [0:53] that have been sitting in there and made trust account for a number of years and some of those [1:00] Inmates are now gone and so they need to figure out what to do with that money and then there is also a recommendation and here about the [1:09] Handling of the debit cards that are issued to inmates when they leave the jail [1:13] Having a secondary review of that of those those [1:19] issuances [1:21] right now one only one person handles that [1:27] okay and then there's the final finding is [1:29] on the clerk's financial statements he did have a kind of a system glitch in his [1:35] accounting software that and there was an entry that was posted that through [1:40] out there due to his and due froms between his funds only on his books and [1:45] so we had to correct that and they are working with the software vendor to [1:49] all of that issue, but was not a material item at all. [1:56] Next we have some financial highlights for the county-wide, on a county-wide basis, so this [2:01] includes the board, the sheriff, all the constitutional officers across the board, and [2:07] last five years of revenue. [2:10] So you can see there, total revenues are now 60.6 million. [2:15] That was up about 600,000 or 1% from the prior year. [2:20] And this will fluctuate from year to year due to grant activity. [2:25] You had more grant activity. [2:28] And you see into the capital grants and contribution [2:30] fund in the prior year that those road grants [2:34] are kind of fluctuate from one year to the next. [2:38] And that was a big year in 2024. [2:46] Next we have expenditures by function. [2:49] And this is the way that governmental accounting standards [2:53] requires to compile all this information on a county-wide basis and you can see [3:00] expenditures were actually down 1.1 million from the prior year from 60.7 to 59.6. [3:08] I was about a 1.78% decrease and a lot of that is tied to those [3:14] rev grants from one year to the next. [3:20] And here's some selected financial information [3:23] for various funds that you may be interested in, the general fund had a good surplus in the [3:29] current in 2025 year and its reserve levels are very healthy right now or at that time at [3:35] least they were, it's been bolstered by, you know, ARPA funds and cares funds that you've been [3:41] able to use over the years on operational type items. The county penetration fund did have a loss [3:49] during that time of just over a million dollars. [3:53] EMS fund has had a slight increase. [3:58] Indigent surd tax funds and increase. [4:02] And ending fund balance is just over seven million. [4:06] The library service is fund does have a negative [4:09] a deficit and fund balance of 56,000. [4:12] So that is, we had to disclose that in the financial statements [4:15] whenever we have a deficit and fund balance. [4:16] So, we've talked to Rose and she's working on that in the budget process, getting that square [4:22] away. [4:26] Okay, this slide presents the grant activity for the county during the fiscal year and there [4:33] were 52 grants that you had activity on, 25 or federal grants and 27 or stay, the total federal [4:41] grants were over 5.2 million and state grants were about 5.2 million. [4:47] So this is a lot of extra work that the accounting team is working on and doing a good job [4:54] keeping track of all these different grants. [4:59] Capital S. [5:00] You spent about $7.2 million during that time frame. Some of it was a Stephen school shelter renovations. There were some new vehicles being leased. Software subscriptions now are considered capital activity and the, of course, the largest road projects for hardaway highway and spooner road. [5:24] Long-term debt activity during that fiscal year. [5:27] Not a lot of new debt is just those leases and software agreements and tower renewables [5:34] of the little tower lease agreements, the net pension liabilities, the county's portion [5:39] of that did decrease by about 5.2 million due to strong investment performance at FRS, the [5:47] Florida time and system that you have no control over that. [5:50] But you did pay down your regular outstanding bonds and notes by 2.8 million during the fiscal [5:57] year. The gas tax and hospital bonds will be paid off in 2030. [6:06] There were some subsequent [6:06] events. We disclosed in the financial statements. These are just items that have occurred [6:12] after 9.30. 25 that were disclosed. We received some settlement proceeds through the county's [6:21] insurance carrier related to Hurricane Michael. There was a refinancing of one of the, [6:27] the installment purchase agreements for some public work [6:32] equipment and of course the sheriff's office experiences [6:35] that cybersecurity event that they're still evaluating the cost, [6:39] the total impact of that. [6:43] These next several slides are required communications. [6:48] They're in a separate letter that we issue and these are just kind [6:52] of standard communications. [6:55] It tells you kind of how the audit went. [6:59] We did have a couple of new accounting pronouncements. [7:02] We had to implement. [7:03] Guazby 101 and Guazby 102, 101's on compensated absences. [7:09] And then 102 is on risk and disclosures. [7:13] There were none. [7:16] These are some estimates in the financial statements [7:19] that we have to disclose. [7:22] They're not taking any aggressive positions in their estimations. [7:25] So we were comfortable with these estimates. [7:30] Let's see here. [7:31] We have to disclose now days the audit adjustments [7:34] and any uncorrected audit adjustments. [7:38] There we [7:42] go. [7:43] To impress our enough. [7:46] And so there were a couple of material audit adjustments [7:48] there that we've listed out. [7:50] These are kind of technical accounting matters. [7:53] And then the ones we did not post are considered [7:56] correct in this statement. And these are the small equipment, at least it's like copiers [8:01] in postage machines, and overall the net impact was like $4,000, so we did not post that. [8:15] It's hard enough. Here's some other required disclosures. The only significant difficulty [8:20] that we encountered was the delay of our audit, as I mentioned, related to the sheriff's audit. [8:28] And then finally we have a couple of accounting pronouncements that are on the horizon. [8:39] There we go. [8:40] The biggest one is, guys, be one of three, which we'll add some, we're talking with [8:45] Rose about this. [8:46] We'll add some disclosure on the budget versus actual and the original budget versus [8:52] final budget having some disclosures about those significant variances will be in the financial [8:59] This statement is during FY26, there's also some additional disclosure of capital asset [9:07] information and then other clarifications on what should be a subsequent event. [9:18] Does anybody have any questions on any of that? [9:22] Those were the highlights that we wanted to go over with you in this main report. [9:29] Any questions? [9:33] One. [9:35] One makes us better. [9:37] What makes us better? [9:40] What makes you improve? [9:41] Well, getting the sheriff's financial statements closed out and ready for audit earlier. [9:49] That would make this process go much, much smoother. [9:53] I know that they had a cybersecurity event, they're working on getting that. [10:00] Reactor file and getting back on their systems back online. We did recommend that they move those systems to the cloud in terms of their accounting systems. [10:10] They don't have the same problem. So, hopefully that will come to fruition next year. [10:17] Okay, that's the shares, but what makes us better? I mean, that delayed the audit, but it doesn't necessarily tell us what we need to do to improve our accounting. [10:29] As far as you're accounting, we've gone through some of the accounting adjustments with the [10:37] clerk staff and kind of try to show them exactly what the reasons for those adjustments [10:43] are. [10:44] And I think they're understanding how that all comes together now. [10:48] We can provide any information we need in order to help with those adjustments. [10:54] We've talked to Rose about the compliance issues with the budget over expenditures, and she's fully aware of how that works. [11:02] And, you know, these things kind of come in towards the end of the year, and you're rushing around to get these budget amendments approved before the 60 day deadline. [11:13] So, she's going to be. [11:15] Well, what you're saying is what you taught to her about, but tell me what you think about this like, [11:22] I think this is on page 4. [11:27] Financial statements being materialistic and they had not been corrected. [11:33] What were they? [11:34] Those were audited justice that we posted. [11:38] These were things like deferred revenues that should have been recognized into revenue. [11:44] They had just not realized needed to be corrected. [11:48] Like whenever they spent the ARPA money, [11:49] they needed to recognize that revenue to match the expenditures. That's that's one example. [11:56] There are things like that. [11:58] I have, I have, I have asked you these questions before so you now always do ask them [12:04] because because we have to get be better every year. [12:10] The accounting and we need to work together to be better so. [12:15] Well, can you do these accountants for other organizations? [12:19] So that's why I'm asking, what do we do to improve? [12:23] You know, you've just got to have additional training in the accounting team to better [12:31] understand some of these more technical matters. [12:34] I think that would not be helpful. [12:37] I would help this. [12:38] What department is we're getting training too? [12:42] that wish they would negate the problems of having a physical [12:46] none out in the field and the numbers to match. [12:50] Yes, the physical and the numbers. Absolutely. [12:53] Okay. I look over it and I'll post you. I have some questions. [12:59] We're going to call for it first, but okay. Thank you. [13:01] I'm Steve. Mr. Sharma. [13:04] Yes, Mr. Commissioner Greene. [13:07] So I did hear that there were some penalties for [13:10] I guess some of the lateness are the over spinnatures, spinnatures, do we have the pinnities [13:19] of Mao or the Connoisseurs for these spinnities? [13:23] Are these findings? [13:25] As far as I'm aware, there have not been any penalties and there are none unless you begin [13:32] to get further and further down the road, I am a little, I'm hoping that the sheriff has [13:38] mentioned that the sheriff will get their books straightened out and be ready next year [13:44] and the year you're in now. So we're not in the same position, but if you were to have [13:50] longer periods like we're a couple months late here from the June 30 deadline but it doesn't [13:58] sound like that's going to cause a major issue. If you were to become many, many months late [14:05] even a year late, then you could be threatened with a reduction of state funding. [14:13] And from what I understand, the clerk did receive some message from DOT, I believe, saying [14:21] how you need to get your audit in immediately, and as soon as possible, to avoid any potential [14:27] ramifications. [14:31] question Mr. Chair. Thank you on page 16 you require communications. Corrected [14:38] misstatements. Usually you give a letter and say you know in the letter you [14:44] usually list let me know you're doing this in a presentation this time. [14:51] All [14:51] that's been cleared up. Yes yes all these adjustments were opposed to yes [14:56] I just did. [14:59] Correct. [15:07] I just want to say that we spent some quality time a day with him, reviewing this report and all and all on for you, please it were. Thank you, what I heard. [15:19] Excuse me, Mr. Chairman, and may I say this, that we must have what some improvements could be. [15:26] Yeah, or for us to get better because we're not doing the numbers and we have to have that [15:34] Usually I spoke to someone that they just have to speak to them today [15:38] But they do follow on their audit. They do follow up meeting and I thought if they do their [15:44] Corrections and find out what they do they don't be a good idea. Thank you [16:07] You got a motion? [16:08] You did a little bit of public comment. [16:11] No second. [16:11] Hold on, first of all. [16:13] Let me before we do that. [16:15] Do you have any public comments first? [16:18] Do you have any questions before we decide to move forward? [16:24] Talk about it [16:28] then. [16:28] So now do you have a motion floor? [16:33] I don't know. [16:34] I don't know. [16:35] That guy. [16:36] A motion is second. [16:37] All the papers are. [16:38] Yeah. [16:38] I want to pose. [16:39] All right, five o'clock. [16:42] Thank you very much. [16:59] Our next, we have the Senate, the Senate, [17:05] the motion flow for that. [17:20] May I ask you a question right? [17:22] Yes. [17:23] On number seven, see that's not a money item. [17:33] I think it's not. [17:34] Mr. Chair. [17:35] It's my understanding that seven C did have a fiscal impact, [17:38] but the fiscal impact wasn't to the county. [17:41] The county was acting as a pass through agent [17:43] for the Department of Transportation through the Central Program. [17:46] What you guys have previously approved and so we approved it, but if it's a money then reimbursement [17:54] It is not reimbursement in the House of Pastoral [17:59] fine, I mean if you just put on regular agenda [18:01] We got me that's not there. It's not gonna be approved [18:03] No one's go turn down any money. Yeah, but does impact the general fund [18:09] My understanding of reviewing it prior to the day was that seven to see how you know impact on a general fund and that [18:15] Essentially, you guys were approving it for DOT to fund it because they were going to manage [18:20] the central project. [18:21] So, no one has come out to bang. [18:23] It was my understanding. [18:24] If public works has a different position, they're a part of what my understanding was that [18:28] this, you guys were acting as a past-true approval because they were going to do work within [18:32] your incorporated areas. [18:33] Okay. [18:34] So, there is under a successful impact and then there's the Department of Transportation. [18:38] So we're approving the $659,000 for the trial and none has come out of the bank. [18:46] This is just money going to go from FDOT to the county. [18:51] So I can't speak to the details of the financial transactions. [18:54] I have been in contact with my review of it because you guys have previously approved [18:57] the Central Agreement and there was going to be no fiscal impact on the actual county's [19:04] general fund. [19:05] And so this wasn't like one of your normal grants where [19:07] the county is bidding it out and doing all the work that I'm just saying. [19:12] If there's no money out of the bank out of the county's coffers, it's fine. [19:16] No, it didn't, it wouldn't be on the consent. [19:17] It can be put on regular steel approve. [19:19] But can I just, can I just move it to? [19:21] I can't, can we just go ahead and just pull this out of here and discuss it? [19:26] Because the people in the community know what it is, you know, because I think it's a great thing. [19:30] Yeah, it is. [19:30] So we can have the county to discuss it. [19:33] in the Spanish trail, same thing, but good idea. [19:36] It's something that, yeah, and so we can discuss it and vote on it tonight. [19:42] Okay. [19:43] That way, then. [19:44] Put on the general. [19:45] Put on the general. [19:46] Put on the general. [19:46] It's a great item here. [19:47] Yeah. [19:48] Put on the general? [19:49] Yes. [19:50] 11. [19:51] Or, or can we see if you're comfortable, we had them come speak on it now, and, and, and, and, and, so they can give [19:59] give up. [20:13] If you want a discussion on it, be my recommendation that you pull it out of the content, because there'd be no longer be a consent item, or you can pull it for discussion and move it from 7C into item 8. If you want to pull it for discussion for them to talk about it. [20:28] Um, you can pull it into item eight or you can make it 11. Yeah, I think she's made a motion her motion has to get a second or die for life [20:56] No, it's okay. I mean I second [21:01] Oh, sorry. [21:02] If it's a location, it's fine. [21:04] Put it anywhere you want. [21:05] I just... [21:06] I mean, I think the community knows that well. [21:10] Okay. [21:11] Let's just see. [21:11] Great thing. [21:12] Let's just see. [21:13] 11 to 8. [21:13] I don't know. [21:14] Okay. [21:15] Okay. [21:16] That's my motion. [21:17] 11. [21:18] 11. [21:18] 11. [21:18] 11. [21:19] 11. [21:19] You know what I pose, I have a five-world vote, I have one for you. [21:27] So let's go with now a casino, we have a most of that, two-foot. [21:34] Okay, most to move approval. [21:37] All right, most of the sake of all of Abesire. [21:41] All right, so this is five-world vote. [21:44] Next, Adam, for discussion, I guess we just talked about that. [24:23] Student will have student will investigate [24:26] not simply be handled conclusion about. [24:30] Guessing Canada history in present-day condition. [24:35] Topic can include missing person case [24:38] and their last known location. [24:41] The Unresolved, 1973, disappearance of an Asley Buddy, McCollum, and his 12-year-old grandson, [24:52] Leneer. [24:53] Historically, newspeople, M.A.P. Population Change, School, Disarregation, and Enrollment, [24:59] Puppet. [25:00] Public records, or history, and community safety, as soon as should be challenged to find facts, charts, records, interviews, maps, and connection that were not supplied to them. [25:13] Then I guess that's one of the proposals that he wanted. [25:17] I asked the county to help connect this initiative with Gaston County Schools, [25:22] El Dilly, the Gaston County Sheriff Office, [25:26] Chris Polis, Florida, DOE, local college colleges, [25:32] and appropriate youth safety organization. [25:35] Ronald Davis, Ronald David, Jones, Quincy, [25:39] Gaston County Florida. [25:41] All right, so that's the only one I have now for public comments. [25:46] I don't think I have anything else. [25:49] So next, [25:55] you're having the public hearings, general business, 118. [26:01] Thanks, Chairman. [26:03] 118. [26:04] Gatsy County Public Works Department has five enterprise lease vehicles, [26:08] and one county owned vehicle and enterprise maintenance agreement. [26:12] Staff is seeking board approval to return four of the five vehicles. [26:15] and cancel the maintenance agreement for the county owned vehicle to reduce the annual [26:19] contracting expenditures. [26:22] Staff is identified vehicles that were not sole-attrated that can be utilized for daily [26:27] operations. [26:29] With the elimination of these contracted items, public words can reduce contracted costs by [26:34] to two thousand two hundred eighty nine thousand dollars annually. [26:41] Any questions? [26:42] Have a question. I'll commit to a whole thing committed to green. [26:47] What equipment that we have are there? Excuse me. That's needed that we couldn't do maintenance on [26:58] because if we get rid of equipment, what equipment do we have that's needed in a daily needed daily? [27:05] that we can't do maintenance on, that we would have to get maintenance on them. [27:10] Because we train back to the process for that. [27:15] But if we're going to cut back, what equipment are they needing out there? [27:22] That they need that would have to be worked on. [27:26] And is that a fair trade or if it's, because if we just vehicles, then that's fine. [27:33] But I'm saying, I want to let other look, I know I know what you're saying. [27:38] But I was just saying at this time, I went right for those others to be looked at. [27:43] Because I looked at two out there and they were not doing too well, so I had to roll the other day. [27:48] But thank you. [27:50] Thank you. [27:51] Thank you. [27:51] Thank you. [27:52] Thank you. [27:53] Thank you. [28:02] Thank you. [28:03] really a savings overall, I hear this in 2000, but will we pay for that in the long run [28:11] with maintenance and other fees and other calls from the equipment or the vehicles that we [28:17] will be utilizing going forward. [28:21] I mean, I hear this in 2000, but at the same time, is there a need or is there a not a need [28:26] for these vehicles. [28:31] I think it's been a request and commissioner. [28:36] He said he'd identify other vehicles [28:37] that he could use on a daily operations. [28:41] Look, I saw that, but I guess that's the area of expertise. [28:47] I just hope that in the long run that it does not come back. [28:50] But the other vehicles that hold the vehicles, [28:53] I hope they don't come back and consult us more money [28:55] I'm having to give him repairs on, but thank you. [29:00] I am great in other questions. [29:02] Move the brew. [29:03] I have a motion to approve. [29:06] I do have a second. [29:09] Second. [29:09] OK, motion to approve in a second. [29:11] All of these are. [29:13] And want to pose? [29:14] No. [29:16] All right. [29:17] Three, two, vote. [29:20] 11B. [29:23] 11B is primarily a project extension for the public [29:27] safe to complex and extend the agreement out to August 31st, 2028 for completion. [29:38] Go, go, go. [29:38] But I do have a question. [29:40] Thank you. [29:41] Okay. [29:41] We have a motion. [29:42] Second. [29:42] With a question. [29:43] Commission. [29:44] Green. [29:47] Simpsons. [29:47] Comments. [29:49] Comments. [29:50] Comments. [29:51] Simpsons. [29:52] Comments. [29:53] Comments. [29:53] Comments. [29:58] Comments. [29:58] Comments. [29:59] Comments. [30:00] We have a good application of the protest, but we have to get that appropriate paperwork submitted over to Ajax. [30:11] The last item that had not been. [30:14] The I can confirm that Ajax and all the appropriate parties, including on the county and the sheriff side, received the document signed by the administrative ed, approving the pre-construction agreement this border proved. [30:28] Thank you because a few days ago it wasn't and I did ask kind of haven't gotten the answer back from 81. [30:33] So thank you. [30:39] Commissioner of Sympkins? [30:42] Uh, a couple of things, one, I'm looking at this and it says, um, approval of the 80% design. [30:53] What is our, almost a year ago, not thought that we should have been at 100% design on this. [31:05] that's one. And number two, now that we have gotten that is over there, do we have a time [31:16] frame from Ajax as to when they will have their [31:24] own. It's a bit, yes, their GMP. [31:32] Yes, I can answer the second half, which is that Ajax is now engaged in pre-construction [31:38] services, but Ajax would not be able to have a hard GMP to the county until Ajax [31:44] bids it out to its subs, which they have to do under the agreements that we signed with [31:49] the state. [31:50] And so I don't think at this time it's possible for the county, and I get out to take a pause. [31:56] Speaking for Ajax to give us a GMP, because they haven't hard-bited to their subs yet. [32:01] I think to the second question to the extent you're interested in, Mr. Chair, I do see [32:04] CRA has a representative and so it's the extent they can give us a hard time, a hard [32:09] date on what will have a hundred percent. I think there'll be best speed to that, Mr. Chair. [32:13] Okay. You're a follow up to the term please. [32:17] Okay, what is the based on the one you want to ask your first question for us, sir? Are you okay? [32:22] I can, after that, after he finished in the end, as it relates to the, what is the deadline? [32:32] like what's the time frame that the GM that Ajax has to have this beaded out like how long [32:42] does it have to be out so I guess with once it's 30 days or so it's different requirements [32:50] okay and so once it's fixed [32:58] so yeah there's different grants so this is a bucket of grants [33:00] there's I believe right last time I checked there was at least three maybe four I think they got [33:04] The sheriff got a fourth last year, I think, of last year for under a million dollars, which brought the number up to a four grants is my understanding, and so, but overall it's my understanding that once Ajax puts this out, they will have to put it out on the street that turned this use, which means they will have to publish it and put the bid out for a minimum of 30 days, right, which is their minimum, once Ajax gets those bids back, they will, of course, do the diligence to make sure they're good bids, and then they will be required to submit to us their GMC. [33:34] and because this is open book, CMAR, they will have to also submit to us all the bids they [33:40] were seeded. [33:41] And so for every bid they sent out for each sub, which is going to be a major project, [33:46] will also have to get all of that modeling. [33:48] But Ajax, they can begin with their internal partners, which is the purpose of the pre-construction [33:53] that Commissioner Green and Commissioner Wood wanted, they can begin with their internal partners [33:57] to estimate the potential cost for the items to see whether or not the cost modeling that CRA has done is accurate. [34:08] CRA is doing their own cost modeling as they build it out. [34:11] They're contracted to cost modeling to ensure that what they build or what they design can be built. [34:17] Mr. Turner, I appreciate all that, but I'm looking at dates, right? [34:21] I need to know, and I guess I need you out to find out from Ajax. [34:28] Not that they have this signed documents that they've been requesting. [34:33] We ain't can we expect for them to have their GMP so that we can vote on it. [34:42] That's what I need to know. [34:46] And Mr. Chair, if Mr. [34:50] I don't know. [34:51] Brian, I would appreciate it. [34:53] Yeah, also too for the, for all the smart people [34:57] that listening, GMPs are simple. [35:00] Stand full guarantee, maximum price. So you go ahead. [35:09] Mr. Baptiste, I couldn't have said it any better. You hit the nail in the head. [35:15] And just so you know, Ajax has already even though they were waiting on the pre-construction contract to be signed, [35:23] they were already moving, having discussions, getting things lined up. So it's not like they're starting from scratch. [35:29] I believe it was sent to them Thursday or Friday of last week. [35:32] I can't speak. [35:33] I just talked to Ajax this morning about it. [35:36] When regards to the rest of the documents, we have a meeting with the Sheriff's Office [35:42] this Thursday to finalize their old few last minute, I'm not last minute, but a few items [35:47] that we need some clarification on specifically dealing with security, their security [35:53] of how they want the public safety, what they want there, camera locations, stuff like that. [36:00] Once we have that information from them this Thursday, if everything goes according to [36:06] plan, we will have everything finished up for weeks from this Thursday. [36:12] So, weeks from this Thursday, that will be October. [36:15] Well, by the leave. [36:17] Okay. [36:17] Okay, I'm going to put that on my calendar now. [36:19] It's been made. [36:20] Okay. [36:22] Okay. [36:25] I was going to say that everything will be ready for the sub-beers, right? [36:33] So Ajax is already preparing the bid packages. [36:36] Right. [36:36] That's that. [36:38] It'll just be a function of when everything's done. [36:42] They're pulling out those packages and putting everything in to go out. [36:45] Right to go out and then they'll be in and then they come back in. [36:48] after the number of days so that that just want to let you know it's not going to be [36:52] a really sick go. We've got to send them out, you know, to get them back. [36:57] And there was some discussion. So civil is more come there ahead because there was some talk with the sheriff about wanting to maybe possibly do an early release package with the civil. [37:09] We're going to have conversation with Ajax to see if that would. [37:13] Since we're only four day or four weeks behind, getting everything done, if that will be that there's any benefit to that, but that might be, since civil is farther along, we can release that bid that ahead of everything else. [37:24] And then you'll have a, it'll be an amendment, it'll be a second amendment, because the first amendment would be the GMP that they exhibit, the first GMP, and then we would just submit an exhibit B for the second part for the rest of the building. [37:40] But as of right now, if everything this Thursday goes, we get every all the answers we need from the Sheriff's Office, we're looking at about a four-week turnaround to get everything done. [37:51] We get the pass on your hand. [37:55] Yes, ma'am. [37:55] That was. [37:56] Okay, let's see. [37:57] Let's see. [37:58] Mr. Chair. [38:01] So with your expertise. [38:04] because you all you all are working on quite a few [38:06] privacy and gifts and counting with build and for us. [38:09] Yes, ma'am. Right. With your expertise, with them [38:12] having this information about how long do you think it will [38:16] take? I don't know, you're not speaking for a text, but [38:20] just what your expertise. Did you give me a [38:24] estimate of when the GMP to the book for approval? [38:28] I think the 30 days to bid and then, depending on the scope, again, if we break it out, I'm sorry, if we break it out and do two separate GMPs, there will be less in the first and more in the second. [38:45] I would say 30 days to bid and then probably another, I'd give you 15 after they get all their bids back because they've already started, that's the beauty of a CMAR. [38:56] they know the market, they know where things are at, [38:59] they can go ahead and start penciling in [39:00] what they think, things are going to come in at. [39:03] And so it's not like they're starting from scratch [39:04] when they do get their bids in, [39:06] so when they get the bids in, [39:07] it's just changing numbers in their, in their GMP. [39:10] So I would say 15 days after they get bids back, [39:14] you should hopefully have somewhere around them 15 days. [39:17] I should be able to have a GMP to the board. [39:20] Okay, all right, thank you. [39:22] That's a chair. [39:22] So I just want to confirm, so when we, for timeline purposes, the 100% plan still has to go to the state and be approved. [39:30] Yes, sir. [39:31] So we can't, the HX is going to issue a contingent GMP because until the plans are approved by the state, they're not final plans that can be bid on necessarily, right? [39:44] We can assume that they're going to share them. [39:45] I guess my question, my question just about, I know when I'm working with the administrator is that assuming, [39:50] And I imagine a sharefront's building built the most so that Thursday would work well, so you're saying by October [39:58] 15th is your date. Is it? [40:00] I had 12. I had 12. It was four weeks from Thursday. I might have had it. October 12th, you guys anticipate [40:08] having your 100% set of plans submitted to the state. Yes, sir. Okay. And but please note, those things [40:16] can run congruent because while they are bidding the project, you're going to have questions that [40:22] come in from service. Hey, what do you mean here? And so we will be issuing addendum addressing those [40:27] comments. So the state will be looking at it at the same time we're bidding it. [40:33] Or Ajax is bidding it. And then any questions that the state has for us that they [40:38] want to incorporate in the documents, they'll be rolled right in with any other [40:42] addendum that we have to issue the sub. So the bidding and the approval from the state [40:46] typically run, they don't run. It's not linear. They can run at the same time. [40:55] That's pretty good. Thank you very much. Thank you. [40:58] Thank you very much. [41:02] All right, in other questions? [41:06] All right, do we have a motion? [41:08] We can have a motion, we can have a second. [41:11] All right. [41:12] The motion is second. [41:13] All the waves are [41:16] in one of the polls. [41:19] I am five. [41:19] We'll go. [41:21] Next, we have 11 C. [41:26] I'd love to see Mr. Chairman, the board with this item is presented to the board at [41:30] County Commissioner's, but a discussion on the status of the day regarding [41:34] accountants, consideration of the potential acquisition, and adoption of [41:39] Webare Road into the account of road system. [41:42] The item provides a rule with a summary of the action taken today. [41:46] The history of the request and the status of the process will abolish the [41:50] discussion and direction regarding the next steps. [41:59] Mr. Chairman? [42:00] Yes, Mr. Chairman. [42:01] Sure. [42:03] Mr. Steel, Mr. Administrative. [42:07] You may come up. [42:21] As you know that this item, those of you that have been here a while have been on the agenda. [42:27] And then for months, we weren't on the agenda now. [42:30] We were able to get back on the agenda. [42:32] This item is the first thing I worked on back in O102. [42:38] First thing. [42:40] And the hold of this has been that the citizens in the beginning were not willing to give up the land. [42:48] for the road. Then it was to acquire the land, several of them would not sign off. So then [42:56] it would not sign off. They did, the ones that lived there were willing to sign off, but [43:03] they did not own the property. So they were tenants on the property. That got to be a problem. [43:11] Then the remote recently we worked on getting them to just deed the part of the road. [43:17] not their property, just whatever was on the road, if it passed by there, then it signed [43:22] off on a sample D. And that was the previous Administrator in the previous attorney that [43:30] went through those two things. Now what we're trying to do right now, hopefully, is get [43:37] the board to agree to adopt as a two that we're done on the previous agendas. We're [43:46] role had been way not there for years. Mr. Murray, and several others, we're going to come [43:51] up here today, and I told Mr. Murray, I got him to calm down, let us have the discussion [43:57] and see what we could get going now. On the, we would have to have a degree to adopt [44:08] a tentatively on getting those agreements signed off. Now, we can do a petition, I asked Mr. [44:14] to do a petition. We were doing one before. They had one before. Those documents were of [44:20] stairs and then they were at the public works at one time. Where they are now, they cannot find [44:27] them and that is not the citizens out there fault. Change and staff, change and government and [44:33] all that. Somehow some of those were misplaced. Now we're looking at right now 26 out of the 30, [44:41] I think, Mr. Stia. [44:44] So the previous administrator sent 20, I think, [44:47] 24 letters out, however, some of those appear [44:51] to be to the people that were living on the land [44:54] at the actual property owners. [44:56] Right. [44:59] So... [45:00] Right, there were ten of us on the property. So now it's going to be to get those to sign off on the road itself. Not their property, not in their yard, but just on the road. And so the hang of the hang of it has been this, if a staff member or a governmental person goes out and said, we need you to sign off to get this road done, you're stepping over on the taking of land. [45:28] Either one of them can say, I was forced to, or I was asked to, and I was afraid not to sign off. [45:36] Then you get into the legal side of that. [45:39] So what I think of that will work out a lot better because the majority of them have already [45:45] to get the others to just sign off and do the simple deeds or simple deed. [45:52] It's not a deed of getting footage out for your property. [45:55] He's simple in that it's just a road itself, and Mr. State, you may be able to explain it a little bit better if I'm not explaining it correctly. [46:04] And also a petition, that way you have to the both documents, because there are other 20, how many, 24? [46:14] Correct. [46:14] had already signed a simple deed at the previsual turn ahead done. [46:20] Yes, I'm sorry. [46:20] Let me go ahead. [46:21] No, a draft deed was started to be prepared. [46:26] Right. [46:26] I don't necessarily know if that was ever sent out. [46:29] We just have that in the file as a draft deed. [46:32] For those 20, some people. [46:34] Correct. [46:35] Because there were some signatures on some forms before. [46:39] I have no copies of any signatures of any. [46:42] That's the problem that we're having with this. [46:45] They were up there in the office where I think I wouldn't, [46:50] but wasn't Ms. Dan's, was the office up there [46:52] right at the end of the hallway, right there, [46:56] where your assistant is Mr. James. [47:01] That was the office of Mr. Hayes had it at one time. [47:04] Get office right there. [47:06] And that was where, and I called him. [47:09] And I asked him, he said that he had turned [47:12] document's over. Those are what they were stealing that office when he left. So that's [47:18] where we are in the situation. And there was also surveys done, right? [47:25] The county did pay for survey to be correct. So then, and the county has been doing what [47:30] they need to do as far as that goes. But what we really want to need right now is for permission [47:35] for them to go ahead and do the petition as the other roads have done and do that. [47:41] be the witness. [47:45] I have a question. When you're saying permission because I, on this week, what [47:54] is our, because when we're saying like the other roles were done, the citizens have no [48:00] those positions, don't say else not that's there. Right. So, and then once the citizens [48:06] finished, then they submitted their paperwork, is that correct? That's exactly what I'm [48:13] talking about. Okay, all right. So, okay, because you keep saying, like, I am [48:18] under the impression that I'm just standing. Okay, okay, okay, okay, [48:23] because it seems like it's in. No, no, no, no, no. And before, before this was [48:29] even recognized, I was able to dig up this old law that said we could go out and [48:34] take private roles. This is years ago. And the first one was done was quail roost, [48:40] rowed over at the farms. And that quail roots was done. They would have to pay the county for that [48:49] road to be done. And they did. They paid their money up front. And they made a difference. We could [48:55] pay, but we could take the road. And that's what we did. There was another one I want to say. [49:01] Barrono is Barrono, row over in Havana. That process was the same, but the problem came in is that [49:08] county paid for a lot of work on that road themselves. That was different from what we had approved [49:14] and that was a difference there. But that's how we found that a law that says we could do this. [49:21] So that's where we're at now. So you're going to get calls and I think the other Mr. Murray came [49:26] now. He was wanting to know what's going on. Not Mr. Murray came out this is nephew. Someone that came. [49:33] So, I want to know if they want to know if they do their petition, as they were doing [49:40] before, would they be allowed to be accepted by the county as other roles have done? [49:50] That's what they want. [49:54] I mean, I know that answer the answer is that they want to go through the process, then I mean, [49:58] That's right to my constituents. [50:00] For child broke to our attention. Once they go through the process, then they bring to the work. [50:07] Just do the presentation and bring it? [50:09] It's in the public works. Once it's in the public works, public works, I look for them. [50:13] They can fill out once it's in the public works. [50:15] It's in the public works. We bring to the board and the board and the board and the board and the board. [50:18] Based on that deal, but they got a complete, but not the home, not the personal owner house now at home. [50:24] Personal owner land. Are you owner? [50:27] You could be a mobile home. [50:28] You know, it could be a mobile home you did and yet you know on the lane press on the principle sign that all the people on the piece of [50:35] Now now if I made Mr. Chairman say this, they had a petition already and I've seen a petition. Yeah [50:43] Now where it is I don't know because it was at the county [50:47] All fairness and we got the same people where direct the no no no no no no no no no [50:52] I'm not saying it was that at the at the county down there [50:56] It was down there at one time and I saw a copy of it up here, but they had their petition done. [51:02] Now, if all of them were signed, I don't know. [51:05] But there were quite a few that were signed down for that petition. [51:08] We had the same problem, Havana. [51:09] But I just told them, dude, could they, they didn't know what was going on. [51:13] I just told them, I said, don't see it. [51:14] Yeah, do another thing. [51:14] Yeah, do another thing. [51:15] But one day, they walked around through the community. [51:18] Just remember, Kurt's room at that time. [51:21] I took, walked through the community. [51:22] take one day, just take a second at your time. [51:26] That's a couple hours at the day. [51:28] It just walked through your community, [51:29] who have owned that piece of property, [51:31] get them to sign it. [51:32] They bring it back to public works. [51:34] They can be able to put births, [51:36] look over it. [51:37] Well, they see that. [51:38] It's okay. [51:39] They bring to the border kind of commission. [51:41] Yeah. [51:42] But I walk through my constituents and let them know. [51:47] And I call them back. [51:48] I don't know. [51:48] Have y'all done this process. [51:50] So they would know that that we are strongly supporting what we got going on longest legal, right? [51:57] Yeah, and you got to have a lease with [52:00] What what I've you got to have 100% of the people correct to the land on the land got to do that [52:06] Right now you don't calm us you got to have a 75% right to have a speed bumps [52:12] 75% of things [52:14] You don't do speed bumps. Yeah, okay, ma'am is sure if you said 5%. But they're they're going to they're going to say that they did a [52:20] I'll read it. [52:21] Oh, I'm saying so. [52:22] No. [52:22] I understand. [52:23] But I'm just saying the only problem that had what it was that we're out of time. [52:27] I think. [52:27] Let's go ahead and try to tell them. [52:29] Just tell them to call the kind of administrative on our public works department and [52:34] call the public works department tomorrow and tell them to give them a form. [52:37] Sign it. [52:38] Everybody done our role. [52:39] Sign it. [52:39] Who own that piece. [52:40] Own land. [52:42] And next to the role that you're trying to. [52:44] Right. [52:44] And they've done that. [52:45] We've told that again today. [52:47] So I just want to bring this before the board. [52:49] They all know that we are not trying to hide anything from them, that we are sending that back up, they can go and get started on. [52:59] Yeah. Well, long things started process, I think the boy, the boy definitely will approve it. [53:05] It was to bring it to us. [53:07] I know one thing that in the past, it was something that they had asked the residents to bring it up for standard. [53:13] That was all in that long. It had to be. [53:16] And I can tell you that that that that Rube is bad. [53:21] Yeah, it's not just taking one is it's going to take one that it's going to take some money to bring the level of that road up. [53:32] Because one end of the road is pretty good, but the end on the east side can get terrible because it's low line. [53:40] Yes, and so I'll just go through the process just a little bit. [53:44] The initial step would be that they do the petition. [53:48] Once they do the petition, the administrative will send staff out to evaluate the road. [53:54] Last time I brought an engineer just to get a better understanding, because that's not my expertise. [54:00] Then we'll bring all that information to you. [54:03] Let you all make a decision whether you want to consider the petition. [54:07] So there's an initial public hearing where you consider the petition. [54:10] you're not adopting at that point. [54:12] You're just considering that maybe you'll adopt it in the future. [54:17] From that point, then the residents, assuming you say, yes, we want to consider this. [54:22] Then the residents will have the opportunity to go back and do an engineering, bring the [54:27] road up to standard, do any surveys, legal, title, opinion. [54:33] OK, but Matt, Matt said this, Mr. Chairman. [54:36] Once they'll make sure the commission was so the reason why I say that is because in [54:40] five remember years back part of it was is having a raise the road and then where does [54:45] the water go and so when you go out there the water goes down into the road which is part of [54:51] the problem but when you pick the road up the water may go down that's why I think it's something [54:57] the engineer. Yeah. Because it is all. [55:00] I think about 20 houses down there. Yes, on that road, but it's another road too. It's one end of it is really bad. And it would help them greatly do it. [55:13] Okay. I was down there already. I'll commission a hold. Thank you. And if you're correct, it's on there. On the road itself. [55:27] We had discussions every time, the roll can be built up in the center, it must drain off to the sides. [55:35] And we had that discussion before. [55:37] They said, just scrape it, scrape it, scrape it, it's not going to do any good. [55:40] If it's flat, it has to drain somewhere. [55:44] Now, once it, and we've done that before with two locations, [55:48] and you put in wider ditches or squeals, what it calls squeals down that road, [55:52] and the water was sitting and then they didn't evaporate, [55:55] but they're almost like little ponds inside a road. [55:58] If you go over there by where, but Jones property is, [56:01] we put in swell, they put in swells there. [56:03] And that's why they did not have to have a hold of bond, [56:06] because they did it on both sides of the road. [56:08] That's why it ditches a little bigger, but that can be done. [56:13] The other thing to do is, first of all, get the petition again, [56:17] and they're going to have a fit, but let's get that again. [56:19] And then make sure that they we found the same process because that's what we had to be with [56:25] Quail Rules and Barron of Road if we changed a little bit [56:29] Wanted other dead is gonna be you're discriminating against us and so we did I told Miss not that [56:36] It's not that that's not we want to do we just want to make sure that your road gets taken care of the other thing is Mr. James is [56:44] From a certain point in that road coming out on the south side [56:47] I got an easement from the company in Jacksonville to cross their property to get out to U.S. [56:54] 90. [56:55] And so I don't know if that would affect anything, but I don't think it will because I was [57:01] able to get that company a little bit about come out there in front of where Brad was, he used [57:05] to come all the way down beside down to stones, with stones, with his car dealership and it [57:10] came out right there. [57:12] So I was able to get that company to go ahead and give us easement to get a little straight [57:15] out. [57:16] But anyway, I asked the engineer before, and he said, [57:20] oh, I said, can you look at it and see? [57:23] And then give us a, give us an evaluation and everything. [57:27] Just like any other road, but okay, that's what I was asking. [57:31] I also, too, for a kind of administrative goal, just for public assumption, [57:35] I just want to make sure that everybody knows that once we changed our policy [57:40] there, Mr. Wood, now by us taking over the road, that doesn't mean [57:45] that we are want to pay the road. [57:48] Right. [57:49] Taking over the road. [57:49] That's not what we're going to make sure that, you know, [57:52] put a rain, y'all know how you did back in the days. [57:55] What's the rain in? [57:56] A day or two or four of rain would come down straight [57:58] in the road. [58:00] I can't get a muddy in there, right? [58:01] Yeah, but you know, we try to make sure you put a rain [58:04] in whatever it's the same time. [58:06] We, you know, if we have fun and we probably [58:09] started with rocks first, whatever to get it, you know? [58:12] What we've just get in that. [58:14] First of all, we want to prove first. [58:15] right, there you go, get to get in for them. [58:18] And then we can strip it and do all the great things. [58:20] So they can, because I was there at the left, [58:23] the Montro game, I went to Montro football game last week. [58:27] That Friday, I went to church over there [58:31] in Pasta Appreciation Service. [58:33] And I mean, I was scared to have the death. [58:35] It was right. [58:36] So I had to drive different areas just to get to the church. [58:40] And so the road needs help and support. [58:43] But again, all fairness, it's not saying I'm going to pay the roll. [58:49] You just have to take over the roll and maintain the roll. [58:51] That's what they could be able to go in and out. [58:54] Okay. [58:54] I appreciate it. [58:55] We can get you call the question. [58:58] Can we get all the information out? [58:59] You have something to say first. [59:01] I'm just going to call the question. [59:03] That's right. [59:04] Wait. [59:04] We'll need to call the question on discussion. [59:06] But I'll do it. [59:07] I'm sorry. [59:08] I want to make sure we clear. [59:11] So I'm clear now, because I was hoping to say that she even worked on this in 2001. [59:18] Did you say that? [59:18] I started this before. [59:19] I got on the commission and the problem was there was no problem. [59:24] So make sure I'm clear. [59:26] So the problem is they did petitions just in, but they didn't get the landowners. [59:32] Is it that right? [59:32] They just bit some of them. [59:35] Some of them. [59:35] So that's where it broke down. [59:36] I've read your timeline. Based on board records, I couldn't find anything. That was brought up to the board prior to 2016 and it was never a [59:50] public hearing regarding the petition. The ordinance was amended in 2021. But there was never a public hearing. That portion never. [1:00:00] So, it at least never got that far. Whether an administrator decided, you know, it wasn't ripe for bringing to the bull or what was it miss. [1:00:12] But we do not have a copy of the petitions. And I know that there have been properties purchased since 2016 that were not included in the petition. [1:00:30] Yeah, Mr. Chairman. [1:00:31] Yes, ma'am. [1:00:33] Yeah, the road has been brought up over the years, several times. [1:00:38] Now, the only thing is, is that I even sent out letters to those property owners [1:00:45] that did not live here. [1:00:47] And I don't know if any of that's in the in your records. [1:00:50] But we sent those out so we could say, [1:00:53] Would y'all please, sad? [1:00:54] Or, you know, we didn't say. [1:00:56] That was wrong. [1:00:56] That was wrong. [1:00:57] The person that was here. [1:00:58] Press Neo did it. [1:00:59] McCannon did it. [1:01:00] So I don't know where those records are, but they all did it. [1:01:03] Yeah. [1:01:03] But thank you. [1:01:04] But that was the use, right? [1:01:05] That was 2016 though. [1:01:06] Mm-hmm. [1:01:07] I was 2016. [1:01:08] We did some other stuff and there's nothing showing up. [1:01:12] Well, I think that way, because I'm excited about it, that we hold this conversation. [1:01:17] And hopefully we can get this more, we're going to move it forward. [1:01:20] So that role definitely be rescued, something in a way. [1:01:23] Mm-hmm. [1:01:23] I'm excited about it. [1:01:25] Okay. [1:01:26] Thank you, thank you. Thank you. Thank you. [1:01:28] Thank you, thank you. Thank you, thank you, Mr. [1:01:29] student. You had things to do? [1:01:31] No, sir. Oh yeah. And the engineer. [1:01:33] He needs to look at it. [1:01:35] That's both supportive and engineering. [1:01:36] I think he's been engineering that first though. [1:01:39] Yeah. Yeah. [1:01:40] All right. [1:01:43] So, you know, be great one day. [1:01:45] We can hire an engineer on site. [1:01:48] Sometimes consider, because I'll probably say he's a man [1:01:50] to have a candidate, probably. [1:01:52] If we can afford him. [1:01:53] Some think about him. [1:01:56] That's in that loud, so hopefully we're about to think about that. [1:01:59] All right, so, all right, so now we go, [1:02:04] that's that's a great discussion too as well. [1:02:07] Now, Levin D. [1:02:09] Levin D, Chairman of the Board, [1:02:12] this agenda item seeks board authorization [1:02:13] to hear some written notice of none renewal [1:02:16] and termination of the flock safety agreement, [1:02:19] the flock group ink for the gas and county sheriff's office [1:02:23] affected by an expiration of the current renewal term, which is October 20, 26. [1:02:31] I can't wait to talk to you. [1:02:33] I'll come in. [1:02:33] I'll come in. [1:02:34] Question, is he going to replace with another company? [1:02:38] Or did he say anything? [1:02:40] Because we got some safety areas, [1:02:42] and kind of wants some cameras there. [1:02:45] Oh, well. [1:02:46] But I'm just kidding. [1:02:47] Yeah. [1:02:47] And he can't admit that he wanted to replace. [1:02:50] I mean, I think he made a statement that he was not interested. [1:02:52] Yeah, it doesn't have to be these kind, [1:02:54] but I'm just saying if he's gonna put something out there. [1:02:58] Okay. [1:02:58] We know DOT, they end them. [1:03:01] Great. [1:03:02] I'm ways so. [1:03:06] Well, how do you think of these things? [1:03:07] These are other questions? [1:03:08] That's it. [1:03:09] I'm Chris Green. [1:03:10] They're all very similar to the question. [1:03:12] I also was a week, I'm sure we all were the band, [1:03:15] but I didn't know if there were any other solutions [1:03:18] that had any conversations that any of you have heard of [1:03:22] as it relates to replacing those, my no-commissioned world is still kind of key in on [1:03:27] public safety stuff with this mysterious and expertise and connections. So I was [1:03:32] wasn't sure if there was any other objectives or options in conversation in the future [1:03:37] because there were pros as well as, I guess, more cons than pros but there was some pros [1:03:43] to have in those cameras. So have anybody heard of anything [1:03:48] conversation and why is [1:03:52] that? [1:03:53] Commissioner of, uh, [1:03:59] uh, [1:03:59] Mr. Anyone have been comments on that? [1:04:03] I do. [1:04:04] I do. [1:04:04] I do. [1:04:05] Anybody have answers? [1:04:07] I don't have any answers. [1:04:09] But I was wondering because I know a couple of, [1:04:12] a couple of crimes that they had done, [1:04:15] they solved. [1:04:16] They used camera footage and stuff like that. [1:04:20] So if there's a need for them, [1:04:22] is there a grant or what they're going to put some back? [1:04:24] What? [1:04:28] That's what I was wondering about. [1:04:30] Yes, there's a very similar question that we just don't have those answers. [1:04:33] Yes, there's some hard burns, I think, through a state in... [1:04:37] Yeah, not that kind, but I'm just saying... [1:04:38] I'm just saying... [1:04:40] It's a different kind of, I thought, to share it to heart. [1:04:43] There's some safety concerns within the flawed cameras for modern standards. [1:04:49] So, privacy concerns. [1:04:52] So, I'm not sure whether or not... [1:04:55] It's a huge work to squeeze and swallow a lot of shapes, which is just moving. [1:04:58] Back was on that a little bit. [1:05:01] But it's good to have this conversation. [1:05:04] Yeah. [1:05:04] And because we want to make sure, public safety is number one. [1:05:07] I wanted to share for guest kind of board of counter commission, commission, wood, whatever. [1:05:11] We don't listen what he got to say when it comes down to things like this. [1:05:16] Because we understand that he worked in that capacity. Everybody got the expertise on his board. [1:05:21] And we make sure we listen carefully from the board who have expertise more than one else. [1:05:27] So anyone else, Mr. Commissioner, would you have anything to say? [1:05:31] So I spent many years as a law enforcement bureau chief in Gaston County and one of the toughest things was [1:05:40] I was sitting with that mom after her child had been a victim in a violent crime [1:05:46] And you sat there and you waited and you waited and you prayed that something would break that they would get some kind of satisfaction [1:05:55] And with this tool came out I was so excited [1:06:00] And currently, I mean, it's like three or four homicides over the last couple of years [1:06:06] at these cameras have helped solve. [1:06:08] All of your districts have had major crimes to where a camera had been solved. [1:06:14] The two violent murders at the interstate, Ethan Pritchard, your FSU ball player, sat hearing. [1:06:23] And I tell you this and this is going to be the question of this. [1:06:30] When little four-year-old Susan gets kidnapped and we're all sitting around wanting to know what [1:06:36] you do, we have taken one of the most vital items that we have to secure safety. [1:06:46] We have taken it out of play. [1:06:49] And I think what's going to happen is that once one happens in the moms start questioning, [1:06:59] why don't you have them? [1:07:02] This is going to be a problem. [1:07:04] When that terrorist is coming, the terrorist thinks coming, guys. [1:07:08] And when it does, you're going to say, you know what? [1:07:10] Then cameras may have been prevented or even caught the people. [1:07:16] Because one thing I know about criminals, especially those that are violent to children, they go [1:07:23] until you catch them. [1:07:26] And that's what those cameras have done for us. [1:07:29] So the problem becomes police officers. [1:07:35] And the fact that quite often they're using them for reasons that they should not use them [1:07:43] for. [1:07:44] It's nothing new, the David system we have, they put check and balances in place. [1:07:51] So my suggestion is, is I would ask state leaders to revisit this and don't kill this [1:07:59] piece of investigative tool that you have, fix the problem with the David system when they [1:08:07] to start getting fired and going to jail, guess what happened? They quit abusing it. [1:08:13] And so I hear what is being said across the state. I also worry that so many high-ranking [1:08:20] constitutional officers are talking about that it might be unconstitutional. And so how many of [1:08:26] these cases now are we going to have to bring back? I would ask these people to be careful [1:08:33] And I hope that, in state later, another problem [1:08:36] I'm not listening to, all major words here in Gas to County. [1:08:39] But I'm hoping they revisit this decision. [1:08:44] I hope they fix it. [1:08:49] That's all I have to say. [1:08:50] Well, Chris Hope. [1:08:51] Thank you. [1:08:52] That's why I asked what are they going to replace them with? [1:08:54] Because I know they captured a young man over, [1:08:58] not far from Gratna. [1:09:00] And that's how they call it. [1:09:02] Yes. [1:09:03] And he had already killed someone and was on the run. [1:09:08] So how do you, what are you going to replace him with? [1:09:11] There's not enough, there's not enough officers. [1:09:14] Well, even if they were, do you work on the death, you know? [1:09:19] But they're not going to be able to see 360 degrees in places where you need them. [1:09:26] So, you may have fringe upon your constitutional rights, [1:09:29] But if somebody gets murdered, their constitutional rights are taking away. [1:09:34] I don't think we're doing this, personally. You're in playing view. You're not in your own house. [1:09:40] You're within your car, you are. But on the rubber guy ways, you're not. [1:09:45] Well, I don't think it's a good idea. [1:09:48] Anyway, let's go. [1:09:50] I'm pushing. I guess we have to move with it. And there's nothing. [1:09:54] We really can do about not supporting it. Unfortunately, [1:09:57] There is no solution of [1:10:00] We're placing it at this point, but it's one of those things that we pretty much have to move forward with it, but thank you. [1:10:07] Yeah, I think that we just need to learn more about learning more into it. [1:10:13] And just too many state leaders and more enforcement officers have some heartburns about it. [1:10:21] And so hopefully we can help discussion and fight and find out how we can come on the solution for this. [1:10:28] All right. [1:10:28] So, do you have a motion? [1:10:32] It's just for information. [1:10:34] No. [1:10:35] Mr. Chair. [1:10:36] And we need a motion without a motion. [1:10:38] This agreement is set for you and October 1st. [1:10:40] You guys are a bill of 77 plus. [1:10:42] Well, I'll make the motion that we approve this agenda to approve a termination of flawed cameras with things to can. [1:10:53] No, second. [1:10:55] We have a motion to second. [1:10:57] All in favor, sir? [1:10:57] Do you want to pose? No. [1:11:02] All right, for one vote, [1:11:07] I'll write it. [1:11:08] I hope we can give some other, like you said, other alternatives, [1:11:12] because the state is called the safety concern. [1:11:15] All right, I'll let it eat. [1:11:17] Let me need this agenda item. [1:11:19] Seats boarder pool, negotiated contract, [1:11:21] and GMP with tip-top construction for the Havana Medical Center. [1:11:29] Thank you. [1:11:30] Okay. [1:11:30] We have a motion in a second to approve the contract and guarantee maximum price [1:11:39] MPGMP will tip-top construction for Havana Medical Center. [1:11:44] All right? [1:11:44] They're going to have to go ahead. [1:11:46] And we have, yes, telehealth. [1:11:47] This is going to take telehealth. [1:11:50] And all the features are in one of polls. [1:11:55] All right, five will vote. [1:11:56] Next. Next we have 11 elf. Move approval. Yeah, that's dark. [1:12:08] It's a second. A double second of motion a second to approve 11 elf and a second [1:12:18] all the time. And want to pose. What he's called that much money for a door. Good, go [1:12:26] to go. I was recomplex. That's almost a quarter of me. No, I mean, I'm in a [1:12:33] wrong business. I'm letting them walk out the door. [1:12:39] I've had that happen down there. [1:12:41] Wow. Okay. All the fifth side, right? You want to pose? All right. Five will vote. [1:12:46] I've got to spin that one. 11G. This is a United States border pool. You should notice [1:12:52] of intent to award, and then notice of award, [1:12:56] enter negotiate the contract with Cook Brothers in, [1:12:58] propose of an ITB for the old courthouse [1:13:02] from innovation phase two. [1:13:06] West, oh, of course. [1:13:08] All right, but, you know, I'm still a circle in the last [1:13:12] of the United States. [1:13:13] No matter what the door is, is it so? [1:13:15] Yeah. [1:13:15] They got it. [1:13:16] All right, Mr. Hope, then Commissioner Simkins. [1:13:20] It's out, please tell me where they're going to fix on the courthouse because over the years [1:13:25] we've had several different courthouse renovations. [1:13:29] Why for a second? [1:13:29] In the past, they are peeling on this side of the courthouse and now we've done some stuff [1:13:34] I know before inside the courthouse but what are some things that are going to be done [1:13:40] Mr. James? [1:13:41] Well, I said, when the replacement seal stops, landing, clean, uh, flooring, the roof, all that's listed. [1:13:51] Hang it. [1:13:52] And me they're going to get it going to take that stuff down and they're going to paint it. [1:13:56] And make it look better. [1:13:58] All right. [1:13:59] So. [1:14:01] There's no problem with the restrooms and everything. [1:14:03] We did that one time. [1:14:06] So we want to make sure that they, they're in the threshold. [1:14:09] It's going to be, it's going to be, it's going to be, it's going to be, it's going to be within what the number's here. Right, absolutely. So we're going to put it in a more, no hiding in it. Let's get it coming to the board. Right. [1:14:19] All right. Come on. Come on. Just hold it. I'm sorry. [1:14:21] That's OK. [1:14:25] That was going to be my question because I see the beads or we're at reward at the 500 and with what we contribute at 625 and looking at the beads. [1:14:37] They're both over there, so we can go straight down to what we have. [1:14:46] I do want to send a bit of that guy again. [1:14:48] Well, Mr. Chair, I think that we sent this out as a... [1:14:51] It's okay. [1:14:53] We sent it out as a ITB at the direction of the state. [1:14:57] But I can assure this board that to the extent the board. [1:15:00] Authorizes me in the negotiator to negotiate it. We will not accept a number that is more than the county's match. The county already has a match for the grant that we will ensure that we bring a recommendation back to this board, which you have to come back for your approval that doesn't exceed the grant match, which I believe is a hundred twenty five. [1:15:19] That's twenty five. If we can't do that, we might have to do exactly what you're saying, put it back out to bid. But I anticipate that we'll be able to do it under the match. [1:15:27] I don't know the problem. [1:15:30] You all right? [1:15:31] All right. [1:15:34] Give me some words. [1:15:35] Just calm me up for Kirk Brothers. [1:15:37] They're moving on my facility. [1:15:39] Yeah. [1:15:41] I'm over there. [1:15:42] Move as fast. [1:15:44] Thank you. [1:15:45] I know he probably is this conversation now. [1:15:48] I know because he's been called me all week. [1:15:50] I haven't trained his phone call yet. [1:15:52] But tip-top construction. [1:15:54] They move and I've had a lot of beer. [1:15:56] I see a lot of building being built to it as well, so they, I think they're going to be cook brothers before. [1:16:03] I mean, cook brothers like Mr. Chair, Mr. Chair, I told them that I love and the competition. [1:16:10] They're looking for what they can do. [1:16:12] Hey, the cook brothers have had a four or five months here at startup. [1:16:16] And how tip-top construction doing that, they're now even in the rain, [1:16:21] look like making sure this thing works. [1:16:23] So, if they finished the folder magic of, [1:16:26] oh, man, I mean, it's been, I had to throw that out of the place. [1:16:31] They really, much of them all cook, I mean, [1:16:33] that's good. [1:16:33] I'm just, they do that courthouse, we do with it. [1:16:36] Yeah, we do have a motion flow for the courthouse. [1:16:39] Well, as we digress again. [1:16:41] That, that's second, yeah. [1:16:42] Most of the second, but with the, give the flexibility [1:16:46] for the staff to look at it, and if we go, [1:16:51] We're back to the boy. [1:16:52] It don't work, right? [1:16:54] All right. [1:16:55] All in people's eye? [1:16:56] Yeah. [1:16:56] And want to pose? [1:16:58] All right, Fabel vote? [1:17:02] 11-8. [1:17:06] Oh, 7. [1:17:07] Yeah, 11 is 11. [1:17:09] 8, right? [1:17:11] 11. [1:17:12] 11. [1:17:12] 11-8. [1:17:14] 11. [1:17:24] 11-8. [1:17:25] 11-8. [1:17:25] 11-8. [1:17:25] 11-8. [1:17:25] Mrs. Keisha, who you like Keisha, come up and talk about and answer questions if need be. [1:17:34] Excuse me. [1:17:34] Thank you. [1:17:41] Good evening. [1:17:43] So this is just a supplement agreement to extend the time. [1:17:46] It actually expires October 31. [1:17:49] And the reason we're extending it is because it's a DLT for comments once they come back. [1:17:54] We have to do comments. [1:17:55] So you have a two week window to do comments. [1:17:57] And so that we don't get an issue of it. [1:18:00] expiring before we get everything done, we just went ahead and extended it. So it's an extension to [1:18:05] Decent with 31st, but that does not mean that we're going to take that long. The wonder [1:18:08] percent have already been submitted and we're just waiting for the comment period. So it's no fiscal impact. [1:18:13] It's the same amount of money that was originally approved. And the same money is on the supplement as well. [1:18:19] I'm a little too. I'll second it. Question. Tell us, tell the people what that is this is about. [1:18:27] Just by one now. [1:18:28] The center? [1:18:29] Yeah, the center. [1:18:30] So it's a multi-use trail that's going to go from arm. [1:18:34] I'm bridge. [1:18:35] I'm bridge to... [1:18:37] One that's going to come through with his wheel. [1:18:40] Actually, actually, it's for it to connect from one end to floor to the other. [1:18:43] Yeah, it's actually coming from I'm bridge and Havana. [1:18:46] Conquins. [1:18:47] Then, when you get there, you can't roll and make a lap. [1:18:50] That's on trail. [1:18:51] Then, go all through Quinset. [1:18:53] On the trail. [1:18:54] and to touch Chattagooji, what that we can get [1:18:57] we can help people to write the bags. [1:19:00] So to get you into the bag. [1:19:01] And walking too. [1:19:02] Yeah, I'm walking. [1:19:03] The other thing I want to ask is, [1:19:06] did you hear anything about the Spanish trail [1:19:08] that they say is coming, it's almost the same route? [1:19:11] I haven't heard anything about it. [1:19:13] OK, that was out of the place up in Chattagooji [1:19:17] at the arsenal that it was that started that conversation. [1:19:20] Then coming this way, and coming through [1:19:25] I'm hoping that I happen also, because that's supposed to be some money in there. [1:19:31] But this is no money that's all the reason I asked about it being moved. [1:19:34] There's definitely no money coming out there. [1:19:36] You're gonna find a good. [1:19:38] Okay. [1:19:39] That's it, Mr. Jim. [1:19:40] A good approval. [1:19:40] It's a great thing for guessing, can I? [1:19:41] Thank you. [1:19:42] Thank you all so much, though. [1:19:44] All right. [1:19:44] We have a motion to approve. [1:19:46] Do you have a second? [1:19:48] I'll second it. [1:19:51] All in feed size, in one of the poles, in a fabled boat. [1:19:57] Next, I guess. [1:20:00] I think it's quite right. Naked court. [1:20:09] Local court. Naked attorney. No comment, Mr. Chair. [1:20:15] All right, Naked, interim county administrative. Thank you, Mr. Chairman. It's a great night. It's always a great night when we can move forward on one of these major projects. That's number three of six. [1:20:36] Yeah, it's a great night. [1:20:37] We're appreciative of the Board of Proving the Project for the Phantom Medical Center. [1:20:42] It's a multi-purpose community facility. [1:20:44] It's going to be great for the town of Havana, the provides health care and medical services, [1:20:50] including telehealth, educational training, and the world's working workforce activity. [1:20:55] So, we generally schedule the groundbreaking for October 1st, 11 o'clock, [1:20:59] getting back with the board on that. [1:21:01] So, we're excited. [1:21:01] We're moving forward with that as we speak. [1:21:03] So, we appreciate everybody and we look forward to seeing the entire town of Havana. [1:21:07] out there, a lot of time for us to come up with. [1:21:11] All right, so that brings us to, you know, [1:21:14] we got a number of projects, that's number three of six. [1:21:17] Now, it brings us to another project, EMS project. [1:21:21] As you know, we've been counted some obstacles [1:21:23] in securing a D to the property on Joe Adams Road. [1:21:28] I think you probably all the board members [1:21:30] are aware of the challenges that we've been counted. [1:21:33] As a result, as a result of this challenge, other options have surfaced as a new home for [1:21:42] EMS, one of those options that has surfaced involves a building downtown, a building [1:21:52] that's right next to hard, it's a large building that was once a bank and they think it [1:21:58] of female homin, et cetera, it's a 7,000 square foot plus building that commerce and their [1:22:08] officials have seen it. [1:22:10] And they basically have said that if this is what the board wants, they would be in favor [1:22:21] renovating and purchasing and renovating that property. However, all of our [1:22:28] challenges are dealing with these buildings at this point, center-round timeline. [1:22:34] So what they basically said to me on a Zoom call was that in order to do that, [1:22:41] if that's an option the board wants to take, we need to present to them a [1:22:49] that they can see and say that they could, you know, we could get that done. [1:22:55] So that's where we are, so we, you know, so what I'm asking tonight is that of this board [1:23:03] to give me and our staff some direction on how they might want to proceed given what I've told you. [1:23:11] Now you know where we are, our history, so I'm giving you the update on it, so you can tell me where [1:23:16] you are. [1:23:18] question. Yes sir. What is it? Because it's not in front of me at the moment. What will be the cost of the dollar amount? [1:23:29] What are the options that we have? I know that there is some land on strong road again that we own. [1:23:38] We taking those other land options into consideration as well. Not that I'm opposed of this. This would be great. [1:23:44] I'm just asking for as much detail as you possibly have and have we considered other land properties that we own. [1:23:54] And one of the reasons I did say strong road is because you're not far from the emergency center that we have. [1:24:01] The senior facilities still have the same accessibility. [1:24:06] I'm just trying to see have that been taken into consideration as well. [1:24:12] Well, what we've done is, you know, I mean, struck at the staff to go ahead and do the phase [1:24:18] one, slide assessments for all those properties to get started, in case we had to utilize [1:24:23] our properties. [1:24:25] But what I'm looking for at the 90s, you know, given the challenges we had, trying to move [1:24:30] to Joe Adams Road, I need to get some direction on how you might want to proceed, you know, [1:24:34] or do you want to do a renovation, a purchase and renovation? [1:24:38] I just need to get some clarity for you, so we'll know how to operate. [1:24:42] Well, you just gave us one option. [1:24:45] It didn't want us to make a decision from ours. [1:24:48] No, no, no, no, no. [1:24:50] Let's be clear. [1:24:50] I'm not giving. [1:24:52] I'm just giving you what we, what we entertain. [1:24:56] No, no, no. [1:24:57] Okay, we began trying to use your atoms. [1:25:02] You understand what obstacles we've encountered on that? So we're looking to do other things and we're preparing to do other things. But at this point, I just need to know what that other thing might be from the bullshit. [1:25:30] know the building, but I don't see much land opportunity what that building is. So I think that [1:25:36] it needs to be a little bit more information given to us. And my suggestion, again, as I [1:25:41] just suggested, we'll be to try to utilize land that we may already own or have a few other options [1:25:48] to consider, but thank you. [1:25:52] Thank you. I'm going to, I've been requesting, [1:26:04] you know, for us to [1:26:05] move forward and I appreciate that we're starting on the environmental studies. Hopefully [1:26:19] we'll have those on our properties and I think in future purchases, that's something [1:26:27] should be done prior to even purchase and property. But at any rate, I know that there has been [1:26:39] private discussions with between the administrators, [1:26:46] the city manager and the county administrator [1:26:49] as it relates to the property on Joe Adams. I don't know that I have not seen and I might be wrong. [1:26:57] But I have not seen where the [1:27:04] county, the city commissioners have been forced to stay [1:27:12] claimed, yay, a nay, on whether they were going to, whether they would give us the [1:27:22] for the property and based on the funders, and the information that we submitted, that's what they saw was a paper that stated that they were going to give us that deed and of course we all know that that has not happened. [1:27:46] But we have dependent on the city manager making that decision in the county. [1:27:53] I'm going to show you the city commissioners. [1:27:59] I have not heard a vote on that. [1:28:05] From that diet as it relates to that. [1:28:10] I'm always in the, what is in the best interest for gas and county. [1:28:15] and that's how I'll move and what I am going to suggest is that we give the attorney [1:28:26] permission to go over to the city with that letter that was signed by it was their city [1:28:36] manager at the time. And there were some of those board members sitting on that board and [1:28:46] let them make a decision. Now when they make this decision we are already moving forward with the [1:28:58] environmental studies and we continue to move forward with the environmental studies on our [1:29:03] And if we're looking at this additional property then we continue to move forward with that and we prepare as if we would not be receiving that the. [1:29:16] But I would like to make sure that the city commissioners have said no. [1:29:29] So, we continue to move forward. We don't stop. But we continue to move forward with whatever has to be done looking into this additional option so that we have those options and taking a look at the time table so that we are able to present that to the funders. [1:29:52] But, again, I would like for the attorney to go over to their meeting, and... [1:30:00] To bring this to the forefront. And we, because we've spent $300,000 on that property over there. You know, so I, I, I, I, I, I would like for that to, to have before we just say, no, because we, the boys and girls, closed, we went over there. They told us, no, they have not said, I haven't heard it. I haven't even missed a meeting, but I have not seen it. So I would like for [1:30:29] for them to say, no, yes or no? [1:30:34] Is that the form of emotion? [1:30:36] I make a motion. [1:30:40] Yeah, before we get into that, commissioners, [1:30:43] can't we just sit down with the city of Quincy? [1:30:46] I mean, we can do that. [1:30:49] We're supposed to be the big brothers and sisters in the county. [1:30:53] That's why they have the county commissions [1:30:55] to work a lot of times between the city [1:30:57] and the city and federal government. [1:30:59] That's why they ask us to sign on everything [1:31:01] from sidewalks to everything else when cities are doing that. [1:31:06] Now all we have to do is have a meeting. [1:31:09] They can tell us, no, it's not going to hurt our feelings, won't be it. [1:31:13] But the bottom line is we're going to have agreements with the city anyway. [1:31:18] You're going to have agreements with them, you've got an animal control, you're going to have [1:31:22] garbage or whatever, you're going to have agreements with them and we can't exclude any city [1:31:28] at all from what we're doing. [1:31:31] Sit down and let's have a meeting with them. [1:31:34] There doesn't matter. [1:31:35] We can send whoever, but as our job to work with them, it really is. [1:31:41] And so just work with them and see, hey, look, we know we had these things done in the past. [1:31:48] But what we're through with that, now can't, are we going to, are you willing to work with us [1:31:53] on this property? [1:31:54] And if you're not, then that's fine. [1:31:56] Then we move on. [1:31:57] that you continue to do the research called, [1:32:00] we gotta do that research on those properties anyway. [1:32:03] But I think it would be better, [1:32:05] and in fact, we need to work with all the cities, [1:32:07] not just the city of Quincy, you know, [1:32:09] we're seven, I had to mean with each one of them. [1:32:11] We had meetings, we went to their cities. [1:32:14] We didn't, we didn't wait for them to come up here. [1:32:16] So that's something that can be done, [1:32:19] because they're gonna have a remiss. [1:32:21] We're gonna have to work with the cities. [1:32:22] You're gonna have to work with them, no matter what happens. [1:32:23] If you don't, we don't like someone, I want to chat with you. [1:32:28] I don't even know who's on the City Commission in chat with you. [1:32:30] All the new two people. [1:32:32] I do it at a time, but then you learn these other people, and they have knees and wants [1:32:35] and stuff, just like we do. [1:32:38] So I think that this board needs to sit out with that board and say, look, we need to work out. [1:32:43] What do we need to work out so we can get along? [1:32:45] And we can go for money. [1:32:47] If the City of Quincy Wright and I write a CDBG at $750,000, and we can match it and [1:32:53] 50, then you end up with 1.5 million. On that project, it could be payment rolls, it could [1:33:00] be doing any project, but you can combine the two. And you get more bang for your book, [1:33:06] but that's all I'm saying. I think it'll be better that we sit on with them. They tell us, [1:33:10] yeah, a name. We keep moving. [1:33:16] I have to, I'm sorry. Thank you. I have to totally agree, [1:33:20] because I feel like there's so many other projects and so many things that we need to [1:33:24] they're working on, and we do need to solidify, rectify some of the issues that we have as [1:33:32] as boards, and so that we can all kind of get on the same page with the same vision, and I don't [1:33:38] want to keep, and I want to be clear on how I say it. I want to make sure that we don't continue to [1:33:45] go back and forward a different path, I don't know what the issues are over there issues are over [1:33:49] here, but we do need to come, and I totally agree with Commissioner Simpsons on having something [1:33:54] warmly given to us and that we're not giving or they're they're not interested because [1:34:00] I think I've heard it as well, but nothing formally has been given to us, but I would love for [1:34:06] us to sit down and have another one of those dialogues. We'll be talking about the plans and the future [1:34:11] of city and county government going forward so that everybody can be on the same page, but thank you. [1:34:18] Yeah, I spoke to the county administrator last week about that. How would you bring everybody in? [1:34:24] everything else. Once we get that plan together, we can do that. I let y'all know [1:34:31] the next meeting about what the plan is, so we can all go on the same page. And I think [1:34:38] we need to fellowship first. And some kind of we need to laugh a little bit, but we start [1:34:44] talking about business. And then we can start going to the business, because I want to meet [1:34:47] with every, like you said, well, I think we did a couple of years ago, we met with every [1:34:51] city, and guests in County, city of town and guests in County, with the one directly to [1:34:57] their locations. But first, I think we need to break. [1:35:00] Breaker for us. Eke, fellowship, happy good time. Don't talk about business, tap. It's just just getting [1:35:06] no each other. And, and so that's what I was talking about last week. So we are going to be able to [1:35:13] either get them, smile together, then we can get some things, accomplish that work. So I [1:35:19] wish it's simple. So, Dan, I need clarity because we're on the time. We're on the time frame, so I [1:35:27] need to let's put my name right there and I'm going to tell you, let me just be frank. [1:35:34] I put my name out there and I said that we will be breaking ground before they go into [1:35:40] session on these projects and that's what I want to happen and that's what I expect to [1:35:46] happen. So what I need, now this meeting can happen and that's fine, we can sit and we [1:35:53] can come by y'all but right now I need to know whether or not they are going to and I've [1:35:59] been speaking with I've actually have been reaching out with the island branch, not in no big [1:36:05] meeting but having those conversations, right, to how can we work together and partner [1:36:11] together because that's how we'll make gas and county stronger. [1:36:15] But in the meantime, right now we have to move forward on this project, we are already [1:36:25] behind on another one because we were kind of waiting, okay, we've been given deadlines. [1:36:35] My name would not be only anything that says that we've lost because we've been sitting [1:36:39] around and not moving the way that we need to move. So I need to know if we want to [1:36:48] come by y'all, we come by y'all next week so that we can go ahead because it has to be [1:36:54] we it can be down the road. We can continue to work on you know the other things without [1:37:00] environmental studies and taking a look at the other buildings but we also need to go ahead [1:37:05] move forward with this, so if we're gonna come by y'all and we need to send out an email [1:37:10] tomorrow at Xonk and they come by y'all next week sometime. I mean, the reason I said I [1:37:14] believe my come by y'all is not a bad thing. I'm not saying that I know I and I'm not saying I agree [1:37:20] with you with us coming together, but what I'm saying is when we're on a, we're on a and commissioner [1:37:28] without fairness, I have requested for us to do. I wanted us to come together and do a [1:37:35] I mean, there's a power like this right now we don't but we can't that's something we got to do it. We can't do that next week [1:37:43] Listen, but you have so much you have so much understood. I don't like put our business in the street [1:37:47] because I think we got a great boy here [1:37:50] But at the same time there's some friction [1:37:54] That history of friction that going on we switched to my the boys and girls [1:37:58] Other things. It's kind of people kind of filled it on comfortable a little bit, right? [1:38:03] So some kind of way, I believe I come from holding the church and we eat every Sunday a little late about that people got away from that [1:38:09] But when you eat the God of the trust me, you know when I stress hit people come back to your church and fellowship [1:38:16] So I'm going to fellowship bring that conversation and that's what I'm just saying maybe we can bring everybody in how a big [1:38:23] Feast and enjoy yourself. It's like you say make it in being two weeks, right? [1:38:27] It could be in two weeks, give them enough time that we taught my last week, give them enough time. [1:38:33] Then we can, then we have all the cities, Havana can be a part of it, because Havana [1:38:36] falls probably on the whole midway for us. [1:38:38] A midway, probably on the whole Chattagoochi. [1:38:41] So now everybody gets changed and joined themselves, there are no the end of, we are humans [1:38:45] just like they are human, and full can, I mean, that's stripped enough. [1:38:50] I'm not a preacher, no one near, but strips, that's stripped. [1:38:56] And we eat together, I can't teach some great things to happen. [1:39:00] And then, commission, we have all metin, metin, right? [1:39:03] Then we have the metin deal, we can go and do our strategic plan for that point. [1:39:08] You got me? [1:39:10] Yeah, that's the chair. [1:39:11] Mr. Chair, we three, you done said we got the three weeks out right now, all the way [1:39:15] through, we three weeks out right now, and they go in the session, when, when does that go [1:39:22] in session? [1:39:23] He's trying to, he's trying to, he's trying to get on my, [1:39:25] He's not when they go to commit it for getting session [1:39:27] because they don't make decisions during a commit. [1:39:30] But the thing is that, everywhere, [1:39:34] but the thing is that, [1:39:35] but the thing is that, of course, I'm a, for my, for my understanding. [1:39:39] Senator Simon, the government, we, we, we don't, we need to live no kid. [1:39:42] We make it that day, so they have to change it. [1:39:45] For my understanding is, or, these are the 18th, right? [1:39:49] They want to meet with everybody together. [1:39:51] We shall have a planned together before December 18, so all these meetings prior to December 18. [1:39:58] No commission, I want to plan. [1:40:00] I don't want to stand, I don't want to stand, I want them to be able to see where we have, where we have all of these, we have our projects, because that's what they want to hear. They don't want to hear about our plans. [1:40:15] to do it. [1:40:16] Yes, we're going to do it. [1:40:18] And then the song is from there. [1:40:20] And we're going to move on. [1:40:21] But the thing is, we're going to turn on my call. [1:40:24] But I'm sorry. [1:40:25] I was saying, I'll be out to do it right quick. [1:40:27] Meet with the city of Quince. [1:40:28] I'm telling the manager and everybody. [1:40:30] Let's go ahead and meet right quick. [1:40:32] Look at all the buildings and stuff at the same time. [1:40:35] Let's keep moving. [1:40:36] Because they got a timeline for this. [1:40:37] Everything got to be. [1:40:40] We're going to lose a whole country. [1:40:41] And again, we're speaking as if we're not in front of things, right? [1:40:46] Right now, we are making moves, but we listen to it outside of the community, it looked [1:40:53] like we are dysfunctional. [1:40:54] We got ourselves together, nothing moving, but the reality is that Chattagooja is being built [1:41:01] right now. [1:41:02] Reality's Havana is seeing two projects, we might do a groundbreaking over there to Havana [1:41:08] right now. [1:41:09] We saw two projects, third projects in Atlanta. [1:41:12] But what I'm saying, commissioner, God bless us [1:41:14] because the state saying, based on what you told me, [1:41:18] the state said, hey, we have everything together [1:41:20] by Friday, right? [1:41:22] I can't, I can't, I can't, I can't, I can't, I can't. [1:41:23] I'm just timeline by Friday and then we can move forward [1:41:27] in this project because we only got one year [1:41:29] from that date right there. [1:41:31] September 30th, September 20th, to make it work. [1:41:34] So we, we looking at, we looking at, [1:41:38] We look at land, you gotta look at any of your reservations, you gotta look at all of these stuff going on. [1:41:45] So you're talking about, you're looking like, natural dirt down, we're talking about, that's a six months process. [1:41:52] Because you're talking about reservations, do they have red rolls come through and in the past all that, all that historical piece that, [1:41:59] but we're talking about the building that you're going to refurbish already inside the ceiling. [1:42:02] So, so commissioner, I don't mean to cut your foot. [1:42:05] What I'm saying is, and I hadn't disagreed with you on the bill. [1:42:09] But what I'm saying is we need to move one amount understanding. [1:42:19] We sent paperwork over saying that we had property that we were going to be on Joe Adams. [1:42:25] And we had an agreement, right? [1:42:27] What I'm saying is that needs to be, they need to see. [1:42:33] Well, the county is not dysfunctional, right? [1:42:37] The city said yes or they said no, right? [1:42:42] We need to hear that from the city commissioners. [1:42:46] So what I'm hearing is the board is saying [1:42:50] that we want to sit instead of the attorney going over. [1:42:55] We would like to hold the meeting with them, okay? [1:42:58] So it sounds like maybe we can eat, you know, you kind of be happy. [1:43:03] Why you eating them and so we eat them and we talk about this and let them make the decision [1:43:08] why we said that and eating. [1:43:10] No, I don't want to make people lose focus on the seriousness that we got going on here. [1:43:16] It's not losing focus. [1:43:18] Can we talk about two, we talk about opposite and penis right now, right? [1:43:22] What I'm coming from, what you're talking about, you're talking about the projects, right? [1:43:25] I was saying a big plan of how we can have a better start up with a better relationship. [1:43:32] It wouldn't talk about the prices, but that's not what you're talking about. [1:43:36] You're talking about the relationship. [1:43:38] You're talking about relationships. [1:43:41] But you're talking about relationships. [1:43:42] But you're talking about relationships itself. [1:43:45] That's what I was talking about. [1:43:47] Okay. [1:43:49] Okay. [1:43:50] So I'm going. [1:43:50] This is, I'm calling, so I'm like an emotion that the attorney [1:43:54] go over to the meeting then, so we can, we can do a relationship. [1:43:58] So then my emotion is going to be that we give and I want to give the attorney [1:44:04] permission to go over to their meeting next Tuesday and we can still schedule, [1:44:08] we can still schedule a relationship meeting. [1:44:11] But our friends, if you don't have your act together by Friday, [1:44:16] the whole project is over with, y'all got one coming from. [1:44:19] So the project is over with if everything get together by Friday, so you don't have time for the project. [1:44:26] I agree on with the project. [1:44:28] What's up with here behind that? [1:44:30] Here, my based on, and I was like I said, this is something, [1:44:34] people listed everything we talked about. [1:44:36] So we got to be very careful because because of what's going on with city, what we have on the city Quincy. [1:44:42] And now we're trying to expedite the process faster. [1:44:47] We don't want to put our business out in the street because but you know [1:44:51] I think that right now we are in a position is you don't have to go to that position at that place right now [1:44:57] We can go across the street we can we [1:45:17] I think that the clerk has recorded that a motion has been made on the floor, either set either the motion needs a second, where he's adopted, lack of a second and a minute. [1:45:25] comment. Yes, I guess. I'm not. I got second, but my thing was, to me, the motion wasn't clear enough, [1:45:35] as to what we were asking him to do when he goes to the meeting. Yeah. And we put that in the form [1:45:40] of your motion. Well, I have a question right away. Why are we waiting to go to a meeting, [1:45:48] where this is just a matter of contact in the city and see Mr. Administrator, [1:45:53] can see if we can just we can have schedule a meeting. I mean, why would we wait until next [1:46:00] week or Sunday? And that one in the attorney, even if he does, I don't care who does it. But [1:46:06] isn't a natural just a schedule a meeting, see if there's there wouldn't sit on with us and schedule [1:46:11] a meeting contact them. I mean pick up the phone, write a memo. That might be the motion that you [1:46:16] So, I structure my motion. [1:46:22] We, if the, even the administrator, mission to contact the city of Quincey. [1:46:31] It was another meeting. [1:46:33] To schedule a meeting. [1:46:35] So, this possible. [1:46:36] They can sort of, they can meet. [1:46:39] And they can hear that they are unable. [1:46:41] being permission for the city for our attorney to go over to their commissioners meeting [1:46:50] on next Tuesday to request for the EMS, the property on Joe Adams' role to be added to their [1:47:05] agenda for discussion. [1:47:06] I mean, let's do what we need to do. [1:47:11] Back at. [1:47:12] He can sense a matter here. [1:47:13] Can't you sense a matter comes hit in me? [1:47:15] Okay. We got a motion of second. [1:47:19] Uh, for the, uh, all the papers I want to pose. [1:47:25] All right. [1:47:26] So we're going to send staff over there to the office. [1:47:29] Okay, that's very quick. [1:47:31] Yeah. [1:47:34] Yeah. [1:47:35] Yeah. [1:47:35] You see, they can hear over their vision. [1:47:38] You see what they can meet with me? [1:47:40] Yeah. [1:47:40] You're ready. [1:47:41] All right. [1:47:47] We're on that minutes right at the comment. [1:47:49] Yes. [1:47:51] So, so what about what are we going to do before Friday? [1:47:54] We give a permission to his request was what? [1:47:59] What? [1:47:59] Are we giving permission? [1:48:00] We want to say no on this. [1:48:03] He's supposed to move forward. [1:48:05] No. [1:48:06] He's supposed to move forward. [1:48:07] I'll talk about for the building. [1:48:08] He's supposed to move forward. You're going forward with that. Yeah, we can't stop. Yeah, we're going forward with the option. Yeah [1:48:21] Okay, okay [1:48:22] Yeah, it makes sure that makes sure that everything make everything make sure I think please my friend [1:48:32] Yeah, I knew I know all of all right, so [1:48:36] Anything else? [1:48:39] All right, Commissioner, who's next? [1:48:42] Appreciate you. [1:48:45] She airs against kind of board of kind of commissioning [1:48:47] and commissioning Shawn Wooders. [1:48:51] Six minutes. [1:48:52] I'm going to do four. [1:48:55] The Dougher Frays Day. [1:48:56] Yep. [1:48:58] So the city Quincy. [1:49:02] We got eight million dollars. [1:49:04] Almost eight million dollars is just in the limbo. [1:49:06] But I think we had to have the conversation. [1:49:11] It's almost the fact that we don't want to have a conversation and I'm glad to hear that [1:49:17] all the commissioners are in tune of having a good conversation. [1:49:20] It hasn't always been that way, okay? [1:49:24] Citizens of gas and county and especially Quincy is about to lose out on eight million dollars. [1:49:32] brand new bill because we called up yeah we have a project that it could be [1:49:40] inclusive of Quincy or Gretna that could bring hundreds and hundreds of [1:49:46] million dollars and we can't sit down and talk. We wrote them an 18 million [1:49:52] a grant. They got put in the trash I guess, I don't know. Yeah, so... [1:50:01] We're not moving forward. And for me, it's either we have a better relationship or we have no relationship. [1:50:11] And sometimes you just gotta get into force. [1:50:16] I'm not opposed to either, but I don't want us to keep continuing having these problems publicly. [1:50:23] It is not beneficial to our people, and in saying that, I'm hoping that that [1:50:34] common minds will prevail, [1:50:41] and it's the only thing that's going to make us successful. [1:50:44] I mean, we really have a couple of projects, and they're saying they're going to go to [1:50:56] to tell us or somewhere else, because we can't get out of our own [1:51:00] diagonal way. [1:51:03] That's you. [1:51:05] That's true. [1:51:05] All right, Nate's commissioner. [1:51:08] Run Terry's green. [1:51:10] Thank you. [1:51:11] And I'm not going to go down that road. [1:51:13] But I do, I'm not going to be redundant, [1:51:17] but I do concur with the conversations as of, [1:51:20] as of in the release of having a better relationship [1:51:23] with City of Quincy and all of the municipalities. [1:51:26] But let me start with, I want to go back to our last meeting, [1:51:29] a couple of things in the last meeting that I did ask for. [1:51:32] One of the things is, I did ask, I know I can't, [1:51:37] well, I should be able to tell the minister to what to do as a boss, [1:51:40] but I did ask and believe that there were no more layoffs [1:51:43] until we saw a plan, or we saw the list, [1:51:49] And lo and behold, there was a layoff a couple of days later. [1:51:54] And I still don't know where that has been certified or what was the purpose. [1:52:00] And I'm just going to say this because I said it in an open meeting. [1:52:05] And I did not. [1:52:06] And I guess my question is because I don't want to assume. [1:52:09] And I want to stop assuming. [1:52:11] But I want to know if there's any other commissioners that were aware of these changes that were taken. [1:52:17] place before it they happened because that administrator can tell us what's going on. He can tell [1:52:24] us his plans and he can tell us what he's thinking and I will like to know before I hear it in [1:52:32] the streets that this is what I'm getting ready to do that is not day to day operation that is [1:52:38] not me saying no you can't do that. I just want to know but I am just I'm felt to believe that [1:52:45] There's some who know, and I just don't know, because I feel like if there were others who [1:52:51] were saying, hey, can we not do this until we get a plan, or until we know what's going on, [1:52:56] I don't think that it would happen in this magnitude. [1:53:00] So my question is to the board members, are any of you aware beforehand of these changes [1:53:07] that are being made as it relates to our staff and our employees, and I would love to have [1:53:13] You see, though, yes or no? [1:53:15] Now, let me just say something real quick. [1:53:17] When Robert Perstener up until now, I level, [1:53:22] had none of them never, I don't think none of them [1:53:25] came out and told me what they'd buy to do. [1:53:27] And I never suggested, whatever, however, how to do. [1:53:30] The commissioners, that's fine. [1:53:31] I'm not going to do that. [1:53:32] I'm not going to do that. [1:53:32] It's okay. [1:53:33] I'm going to ask you, can we ask you a question, right? [1:53:35] What I'm saying for me, Perstener. [1:53:37] I'm just saying for me, Perstener. [1:53:38] OK, Paul, it's my time. [1:53:40] Yes. [1:53:41] for me personally, I don't know, I don't know like, [1:53:46] if some happen last couple days, [1:53:48] I don't know what happened last couple days. [1:53:50] You know, I don't know what transpired or whatever. [1:53:53] So I don't get into that, like I said, [1:53:58] for all personnel up until now, [1:54:01] because that's how you stretch yourself out, [1:54:02] getting into, for me personal, I don't get into that. [1:54:06] Unless the staff called me up, [1:54:08] I had a staff called me up probably 2000 and 18, right, and there was a disarray we met at [1:54:17] Pizza Hut. [1:54:18] She wanted me there. [1:54:19] We talked, but I listened to the shit, and he had some concerns and I did address those [1:54:23] concerns. [1:54:24] She's still here today, but other than that, I don't too much get into it. [1:54:30] I don't, I don't, I try to get into it. [1:54:34] If I, as I confirm for my understanding, I don't get into it. [1:54:37] Commission, to be honest, I don't know. [1:54:39] It's why I'm getting a great hair too much, I guess. [1:54:44] And I guess my reason again for asking is because [1:54:48] I always, again, I try to put myself in the shoes [1:54:50] of whoever before I address issues or things of that nature. [1:54:55] Had I been in the shoes, once again, of the administrator, [1:54:58] the administrator, I would have. [1:55:00] This in two, the board member, I'm respected that board members request openly that, hey, let me have a talk with him, let him know why I'm getting ready to do this. So I just kind of felt under my, you know, my own, myself that maybe others were aware and they knew and they were okay with it. And because nobody is asking him to stop the breaks on the pump, you know, to pause. This is why he's moving forward. That is my purpose for asking that question. [1:55:24] It's need to hear it there as it relates to who's not hearing anymore, but I'm gonna ask again and I guess I [1:55:31] I'm gonna be honest with you. I have a citizen now who are calling me or you say you know [1:55:35] It seems like your voice wouldn't even matter on that board anymore [1:55:39] Which sometimes I do feel that way as well, but I'm a continued to speak and I'll continue to do what it is [1:55:44] That I'm supposed to do as a board member. My my next question [1:55:50] I guess would be as relates to the [1:55:53] the scheduling of the grass, I think I've asked for a schedule and I think we've gotten off [1:55:59] because as an I, and I, and I peruse my district quite an often and the back road of, [1:56:06] and I'm talking to the administrator now, the back road of, oh god, hybrid's road in the [1:56:12] my period of my area, old federal road up in that park going back towards, some of us parkway, [1:56:19] It is horrible. Now you do have some people that are that are taking the notion of the option of more than all grass [1:56:27] But when I'm hearing that we're getting off schedule or we're continuing to be in the same area over and over again [1:56:34] And I just want to make sure that all all of our citizens matter not just one particular district not two [1:56:42] who district, not three districts, all five areas matter. [1:56:46] So I want to make sure that we can stay on track on the schedule. [1:56:50] I don't know if Mr. Curtis can give us an update. [1:56:52] I am a very aware that there are some equipment [1:56:55] that has been out of service, [1:56:58] and we're hopefully we are getting those things fixed, [1:57:01] or we need to have a request coming back before the board. [1:57:04] If we need more money or they need more money, I don't know. [1:57:06] But I just know that it does not look good [1:57:10] in district five as or right now. [1:57:12] So I don't know if you can chime in on that, Mr. Administrator, give us an explanation to what's going on. [1:57:19] Or you want us a couple of words to come and give some explanation to what's going on. [1:57:23] But I do want to make sure that we are getting some, some grass service and, and thisifies. [1:57:35] Do you need to know that? [1:57:38] Okay. [1:57:40] For the 30 ordinance on selling property, I think we talked about that. [1:57:44] I'm not sure what we are lacking to give a quick update. [1:57:46] Yes, I'm working on it. I think there were there were a couple statutory changes that I was trying to incorporate so that we wouldn't have to revisit it [1:57:53] I'm hopeful that as soon as we get through this budget season and all that that we can tackle at the end of your first or second meeting of October. Mr. Vice-Chief. [1:58:02] Okay, and my last thing is [1:58:04] I asked him in the motion in the last meeting. Again, that's what makes me feel like my voice is not valid. [1:58:10] I made a motion in the last meeting as related to where are we, or can we have a workshop with the workshop date so that we can have permanent leadership in this county via county administrator and our legal services did not ask that we make a vote and now as that we started the process so I guess to again, I know that I have no authority and probably won't be granted the authority to speak to HR so I asked [1:58:39] the kind of, in our administrator, where are we as a solidified [1:58:44] of workshop day or the chairman? [1:58:47] I'll talk to my colleague, the chairman. [1:58:48] Is it where are we as a related to solidified a workshop, [1:58:52] so that we can make sure that all of us are on the same page. [1:58:55] No, we won't take a vote, but we have to have in the conversation. [1:58:58] Each art can simply come back, bring the things that we already talked about [1:59:02] if we need to make some changes. [1:59:04] We should be able to do those things, but we need to have something in place [1:59:08] so that we can go from inch from to permanent sooner than later. [1:59:12] It may be at the end of the year, maybe at the top of the year. [1:59:15] That's fine with me. Where is the process? Where's the workshop? [1:59:18] Mr. Chairman, how can we handle that? [1:59:20] Yes, sir. But that's my talk to the county administrative about that last week, [1:59:25] to as well, because that's something that we discussed. [1:59:28] Now, for me personally, and I told them this right here, [1:59:31] we got to keep this thing rolling. But right now, what's important by my right now is [1:59:36] budget and once we get the budget out of the way, hopefully, and our total week can start [1:59:40] the process more than sometime, I told you some time I told you some time. [1:59:44] Yeah, I'm telling you. [1:59:45] And what the thing is that we got to make sure that we got a lot of serious things going on [1:59:50] right now. [1:59:50] We got the budget, it's something that we facing within the next couple of weeks right now. [1:59:56] So I want to keep that focus in front of us. [2:00:00] Thank you. So, in knowing that, we know when the budget is due. So, we simply could still, we still can say, we can go ahead and plan a workshop for October 10th and I'm just on out of day. October 23rd, or November 2nd. I want to date. It's simple. Just a day. And it can be out the budget. [2:00:15] I mean, today. I'm sure you get a commission. [2:00:18] I will look forward to that before the next meeting. [2:00:20] Yes. So, my comments for tonight. Thank you all so much. [2:00:24] All right. [2:00:25] Next, I think Commissioner Green, next 15C, Commissioner Alazero-Cincus, District 2. [2:00:36] Thank you. [2:00:37] I want to first start by thanking Administrator and staff for assisting with the Lake 38 event, [2:00:52] which is called sponsor by the Bioters Development Council. [2:00:58] But thank you to the staff, [2:01:02] the [2:01:04] participants, the participants, and the visitors. [2:01:12] I'll spoke well and appreciate the hospitality. [2:01:18] I think, yes, in County, probably, I think we roll out the carpet. [2:01:24] more than they go to, I forgot how many different countries and then they're down in central [2:01:31] Florida, but the type, the way that we roll out the red carpet, they don't receive that [2:01:38] anywhere else and they're very appreciative of it. So again, thank you all. [2:01:48] It was a [2:01:50] the number of individuals attending these not just the participants, but you know, attend [2:01:56] these increase. So I think as it were, it's out, you know, have even more on participants. [2:02:05] I think we need, and this might be on the terms development. But we need like a listing of, [2:02:15] When visitors are coming in of like our places that we have available to stay at our restaurants and all of that stuff, we need that available to them. [2:02:37] I'm going to give you a question to Simpsons on point with that. Mr. Chairman. [2:02:42] I'm glad you mentioned the two is development because I did have a great. [2:02:47] So who are we even contacting our reaching out to now? [2:02:51] As you were listening to the two is development because there were some [2:02:55] I think it's the best tournament that's coming up. [2:02:58] They always try to pre-plan and one of the individuals who represent that [2:03:02] reached out to me because we know that we no longer have TJ. [2:03:06] we no longer have law and both of those individuals are very he would project as a relates to [2:03:11] TDC so I'm asking an interim administrator who are we who are they to reach out to what's what's the plan [2:03:18] as a release going forward with to a development council. [2:03:22] You think your commission there's something else for making me remember that. [2:03:25] Thank you, Commission. [2:03:26] You need to at this point we're working with Mrs. Mrs. Kathy Johnson is our truth. [2:03:32] It's how my truth's development. [2:03:34] Wow. [2:03:35] That's a little. Thank you. [2:03:44] Secondly, I'm trying to read my writing. [2:03:48] I want to say this because I know comments are kind of stated and it's not the first time that they've been stated. [2:04:00] Um, and I know what people are throwing off at, but I'm just [2:04:06] up front and I say, I'm going to say what I want to say in, and make it [2:04:13] known. Now, as it relates to this public words, I think that as a [2:04:19] boy, we need to figure out what's going on. So that you don't have to keep [2:04:23] asking, um, and making assumptions that only one district is, um, [2:04:29] The lawn is getting mold on there is a problem as a whole as it relates to the scheduling and I did I had there was an event going on and you had people coming from all over the world and it looked it looked the hot mess and I wanted that role clear now that's that's just one [2:04:54] But in other area, areas in the district, there. [2:05:00] Is the law needs to be cut? So it's not just district five where the law needs to be cut. Is district two also, and that one call does not prevent law being cut or the roles being cut throughout the month in these other areas. [2:05:26] So I think we need to, we just need to address and see what the issue is overall. [2:05:33] And you know, we not just put off and say always just happening at one, you know, the only one [2:05:40] every citizen in gas in county is important ever area in gas in county is important. [2:05:48] You know, and that's the way that we need to move. [2:05:51] represent a particular area, they put us in office, but we represent gas and kind of when we [2:05:58] go somewhere, we represent gas and cow. And so it's important for me, it's the entire county, [2:06:07] not just my area. So Mr. Administrator, it seems like it's an ongoing issue. And so we need to find [2:06:16] Now, what the issue is, because since I've been on this board, I've asked for us to take a look at contracting, [2:06:24] because maybe that was the issue with the cutting. [2:06:29] So, we need to look to see why what is the issue with the cutting. [2:06:38] And if equipment is being, we need to find out why the equipment is being, is it, is it, [2:06:49] something with the person that are operate, what was the problem? So those are things that we need to take a look at, [2:06:57] because we can't keep spending a million dollars on equipment. [2:07:00] We can't continue to buy every year, every other year, buying tractors. [2:07:06] And I felt bad for whoever that was. [2:07:08] I seen that little track that that track that looked like this from 1950 to 1940. [2:07:13] That was out there. So I noticed it was hot. [2:07:16] like that. So I don't know what where those new tractors that we purchased, where they are, [2:07:22] but you know those are things that we need to take a look at. We need to address. [2:07:28] And the schedules, whatever that schedule is, what I don't need, we don't need schedules just [2:07:34] cause it look good, whatever's on that schedule. So when Commissioner Green has asked him about his [2:07:39] district, and they over at and district too, then you're able to say, well, this is when this was supposed to be cut. [2:07:49] Yeah. Well, it's on point to Commissioner Simkins' record. [2:07:56] It's something to consider. I think we see a lot of money. We make a lot of money. [2:08:00] I remember when I was on the school board and I was quite a school board. [2:08:03] They hired somebody that was an inventory specialist. [2:08:06] They do, they go out and like you said, they labor everything that we have, they go back and find out. [2:08:15] We said we bought a tractor, so when they try to look at it, we said we bought a computer and maintenance and this and other. [2:08:22] So they go and labor everything, that's the job. [2:08:25] And also two, that person also can be a police officer, [2:08:33] right? [2:08:34] It's one in police officers who also doing an inventory as well. [2:08:38] That's what we did at school board, and I think you can have two in one, because if you [2:08:44] pay in that person, whatever you pay in them, you're going to, you're going to, the investment [2:08:48] is greater than what you're going to pay in because you want to keep in board equipment, because [2:08:52] I don't know when years ago, Commissioner, about three or four years ago, four, five years [2:08:56] ago, for you got here, I think we purchased about what ten zero turns. [2:09:01] I'm not sure the doubtful Curtis got off that he was hit on that time, Curtis, but I'm not sure [2:09:06] he probably still got him. [2:09:08] Somebody was saying, oh, we could use the cut of your day, they were, they were essentially [2:09:12] going to turn. [2:09:13] So what was the 10, 10, 15, 0 turns, look at it. [2:09:16] I'm going to use a for example now. [2:09:18] And so, but that's the true story, but I'm just saying, that's true, but I'm just saying [2:09:24] in general, but in my story, especially when we do stuff like that, now we got somebody [2:09:29] going in every department and put the works with housing with everybody across the board. [2:09:38] That's dead job. That's a full-time job. When trust me, we can say, me's $1.00. Just [2:09:42] by having that process. That's a good point, you may. [2:09:46] Well, next is, we have, oh, and on a little point, what she said, she owes you finish, on point [2:09:54] to as well, instead of hiring a contract [2:09:57] to as well, just in an option now. [2:10:00] It's a kind of contract. We also can hire a OPS. Because guys that do rolls, guys who just I hate to say a bit of GF, all right. [2:10:12] Don't guys not use your turn. You don't change the meaning thing. You may have guys just with jump stop the community, give some re-entry part of guys coming re-entry, got something for them to do. [2:10:22] that can be something that we can hire them [2:10:24] because they know how to, [2:10:26] you want to teach them how to use a long service. [2:10:29] Got it, man. [2:10:31] And so they already got the experience, [2:10:33] and they can go out and do things. [2:10:34] I have a strength in our community, [2:10:36] get those guys back working, [2:10:38] give them a three, three month contract for OP. [2:10:40] This is ideal. [2:10:40] Let's say we can't do. [2:10:42] That's just ideal. [2:10:43] All right, next, please hold. [2:10:55] Can you turn your mic on, please? [2:10:57] Thank you. [2:10:58] I need to ask Ms. Rainek a question. [2:11:00] Okay. [2:11:00] Hello [2:11:07] there, is there there was some funds that were left over from doing telehealth [2:11:16] money? Did we have some for Quincy? [2:11:22] Did we have any money left over? [2:11:24] Because we were doing telehealth in Havana, telehealth in Chattu and we were supposed to do something [2:11:31] in Quincy Library. [2:11:35] Yeah, that was another funding. [2:11:43] Why was it moved? [2:11:44] I mean, see, that's the problem that we're having. [2:11:47] The people in Quince are waiting on telehealth. [2:11:50] Be able to go and do that thing. [2:11:53] I might need to move my customers. [2:11:55] Nobody goes there. [2:11:56] Well, that'll be fine. [2:11:57] We can keep them blocked. [2:11:58] But it's too late now. [2:12:00] Okay. [2:12:00] How much was left? [2:12:01] What was out of those two? [2:12:03] How much should it be? [2:12:05] The original Commerce Project that was identified for the Quincy Library was $2 million to me, okay? [2:12:15] And then Commerce agreed to move that property and to move that funding to Havana. [2:12:23] Wow. [2:12:24] But then tell us that they weren't going to tell them how far we're [2:12:30] here. [2:12:31] on point when you say over here. [2:12:33] I mean, the question that we're going to be clear. [2:12:34] I would say it was both of the have the teller health at the point of that. [2:12:39] Barry. [2:12:39] Right. [2:12:42] And can you get a clarity? [2:12:43] Who gave the authority on the authorization? [2:12:46] Of course. [2:12:46] He's saying that it's the commerce deal, but he's telling her to sit down. [2:12:51] So, where she can't answer the question about the $2 million. [2:12:55] Oh, wow. [2:12:56] Because about $2 million the teller health commission. [2:12:58] I don't know. [2:12:59] We can't turn the gas on the question. [2:13:01] I didn't ask him. [2:13:01] I don't know. [2:13:02] Are you seeing what you're talking about? [2:13:03] I want to talk to you. [2:13:04] Not right now, not maybe later. [2:13:06] That's not her. [2:13:07] That's not her. [2:13:08] No, no, no. [2:13:09] I'm good. [2:13:09] I don't get you to talk about it. [2:13:10] I need to ask him something. [2:13:12] And I don't want to put him on the spot. [2:13:15] So I want to just wait and I can call him and ask him. [2:13:18] You know, problem about that. [2:13:22] But that needs some more information on that. [2:13:26] That to me, you know, who said and who I know that. [2:13:30] But the reason I asked that is because in a young lady brought her up to me when I was at the [2:13:36] Waffle House over in the In-Mirway that what happened and I told I didn't know and so she sent [2:13:45] me a text and so that's what I'm saying what happened with tell her health there now I do a little [2:13:52] bit more research because I didn't know I didn't know I couldn't answer her because I didn't know [2:14:03] for employees, where is that charter we asked for? [2:14:07] Mr. Monshade. [2:14:09] We're still working on it. [2:14:10] But we know the people are here. We know the positions. [2:14:14] So no, no, no, no, no, no. [2:14:17] We got to have that. [2:14:19] We got to have that. [2:14:20] I would like to get that as soon as possible. [2:14:23] Not later. [2:14:26] because that I said and doing a budget workshop when you cut people and then that's [2:14:32] fine and if that's what you're going to do. But if we cut in a budget, what services [2:14:37] do we cut? See, that's what we haven't had been answered. And that's in the regular budget. [2:14:44] Not in a sundown zero-based budget that you're going to need if that, if that detects [2:14:53] passers and I just had a debate with a guy at the Waffle House trying to convince him not to [2:14:58] vote for. [2:15:00] Yes, today, we will be over there yesterday. And so, I need to see all chart as soon as possible on the next meeting. [2:15:12] Do I need a motion for that? Commissioners? [2:15:15] Are we the main one? We didn't get it. [2:15:17] You didn't get it? Okay, that's right. We did it. We've all done that before though. Mr. Chairman, I moved that the minister to give us all chart on the next meeting. [2:15:30] That's my motion. [2:15:32] I'll give you our motion in a second, all in paper size. [2:15:35] I want to pose. [2:15:39] Okay, so the next minute we should have all the chart. [2:15:42] Okay, now we also voted on. [2:15:45] And Mr. Hoon came and asked for. [2:15:48] You can't. [2:15:49] I can still. [2:15:49] That guy got a whole lot of stuff. [2:15:52] Okay, but anyway, Mr. Hoon asked for a cutting schedule, a striking schedule, [2:15:57] a role maintenance schedule and a paven schedule. We're not receiving any of those and he's been a [2:16:03] field of months ago. So when can we get those schedules? Mr. Administrator. [2:16:11] He called me [2:16:12] this morning and reminded me. [2:16:16] So that way we could answer all those questions, permission to [2:16:19] send them because for what I was told they're over in District 2. [2:16:27] No, no, no, no, no, no, [2:16:29] I received a more inschedule right because I received one let me go back to July when y'all said [2:16:36] cuz everybody keeps saying they over in district one district too so let me help you [2:16:40] I received the more it's because I X for one because the grass was so high so I X for one and [2:16:48] based on the schedule right we were in August but the schedule said that that stuff was supposed to be [2:16:56] in July. [2:16:59] Okay, so the schedule is obviously not being so maybe it was over in [2:17:03] district four. Maybe they want I'm not sure. But based on the schedule it was not. [2:17:09] So if I made finish though, we don't have a schedule. That's what we need. [2:17:14] Okay, we've asked for it. So we've asked for it. We didn't get it. You got one. [2:17:18] We didn't get one. And the citizens didn't get one. Because that's what they're [2:17:22] about because they cannot get one. Okay. I'm going to say attorney got to ask you this right [2:17:28] queen. The properties that we have that do not sell that's on the tax roll that do not sell is [2:17:35] impossible for those families. You can look at any legal way that those families are possibly [2:17:39] by that property from us before it goes out to auction again because if it didn't sell, it's still [2:17:46] sitting there. Okay, if you can look at that now you have the answer because you're going to take [2:17:53] I'm evaluating that issue about whether or not there's a mechanism for us to allow people [2:17:58] whose families only a sheet of property. [2:18:01] Yeah, I asked you about it before. [2:18:03] First, write a refusal. [2:18:04] So that's something we're evaluating. [2:18:06] Once I bring the policy recommendation, it will include analysis on that. [2:18:10] Right. [2:18:11] That way, they can keep it in the family, right? [2:18:13] Now, as for TJ being fired, Mr. Men's Trail. [2:18:18] Will you find a TJ that morning? [2:18:19] Leave them work hard. [2:18:20] I'm not, I'm a finished. [2:18:22] Brownfield, people will send up that day, [2:18:24] waiting on him for a meeting. [2:18:28] So I don't care what anyone says. [2:18:31] You find somebody and we got outside people [2:18:33] sitting here, waiting on them. [2:18:37] And they're asking for. [2:18:39] That's not your option. [2:18:40] I don't care what any one says. [2:18:42] That's not your option to make the county look worse. [2:18:47] And I will bring this back up, and you'll [2:18:49] show you a privacy on Facebook and everywhere. [2:18:52] because that doesn't make any sense. [2:18:54] That's a 500,000-dollar contract, [2:18:56] so you're not there. [2:18:57] To evaluate the Brownfields. [2:19:01] And then they are, if we embarrassed [2:19:03] because they're not there, they're looking for him. [2:19:05] Call by his name. [2:19:07] Do we need to do 30 seconds? [2:19:09] Sure, I'm not going to try to make it quick. [2:19:11] I am so upset with that. [2:19:13] We've had a military that came in here [2:19:16] and gave us who they thought we should cut [2:19:19] by positions, not by names. [2:19:21] We have had some that got to get vise from some commissions and cut them. [2:19:26] So we've had it done both ways. [2:19:30] But to fire us somewhere when you got outside people, they can bring in money. [2:19:35] And that didn't work on that for over a year. [2:19:39] It's not fair to the employee. [2:19:41] It's not fair to the business. [2:19:43] It's not fair to the county. [2:19:44] For that right there you should be removed from that seat. [2:19:49] And that's my motion. I move that we replace the administrative and I move it every time I get in a seat [2:19:55] won't be that long [2:20:00] Motion, and a second, all in favor of sign. [2:20:02] Aye. [2:20:03] Aye. [2:20:03] One opposed. [2:20:05] All right. [2:20:06] Well. [2:20:07] Three vote. [2:20:08] A doubtful. [2:20:10] No. [2:20:10] They didn't approve. [2:20:11] All right. [2:20:12] So, let me just say that. [2:20:14] I've got to submit a separate quick. [2:20:16] Because of, I really want to say this. [2:20:19] It's so much to go on. [2:20:20] It's so many people. [2:20:21] Not meeting the head. [2:20:23] As we know a lot of folks passing away, closely, that close to us. [2:20:28] Not only that, we got other issues people can seek, everything else. [2:20:33] We got to start. [2:20:34] The reason why I said we got to start fellowship. [2:20:36] And I'm not saying that it's good. [2:20:38] The fellowship is something to learn each other sometime. [2:20:42] And start speaking low into each other. [2:20:46] But that's just my humble opinion. [2:20:49] I just believe it's easier to, my grandma always said, [2:20:53] you can catch more flies, we'll hunt it, [2:20:57] then with vinegar. [2:20:57] That's why I smiled. That's why I try to help many people, even people who sometimes [2:21:03] do neurons, they try to give them a hand. It's digital love to them. But when we come into [2:21:12] a presence, already stressed out already and tied up, and nobody can change us, I think [2:21:21] It's kind of hard to, it's kind of hard to, [2:21:26] what's the matter to receive your message a little bit, [2:21:29] because they feel as if fillers know that you won't be able to [2:21:33] keep into them, you won't understand anything they got to say. [2:21:37] But I just want to say this, man. [2:21:39] It's not a love each other and love each other. [2:21:44] We go to church every Sunday and steal [2:21:48] Once we leave church, we got to hate our heart. [2:21:53] Just love, [2:21:57] queers, everything. [2:22:05] Love, queers, everything. [2:22:07] They've got to think of it so well. [2:22:09] Yeah, sure, absolutely. [2:22:10] I'm about to end it up. [2:22:11] But once you finish doc and go ahead, hit the motion. [2:22:15] I just want to say, you know, say, to people looking. [2:22:18] The Brownfield Miranda is still moving forward without us. [2:22:21] I say, Brad, that's no problem. [2:22:22] We're moving forward. [2:22:23] Now, in terms of a administrative decision, [2:22:26] in terms of staff decision, that's purely an administrative role. [2:22:31] It's not a bullet, but what's the policy and budget, that's what they do. [2:22:35] And so I think when we get crossed up, we've got people trying to cross lanes. [2:22:40] But let's say this right here. [2:22:41] We came and had a budget workshop. [2:22:43] We looked at our budget. [2:22:44] We said, we're a man, I was in the hole, right? [2:22:46] Right. [2:22:47] You're looking at saying, well, you know, we're a man, I was in the hole. [2:22:49] 4.6. [2:22:50] And 1.6 in the hole. [2:22:51] So you're looking to me to try to give you a balanced budget [2:22:56] that you can work with. [2:22:58] So if you look into me to do that, [2:23:01] nobody said, well, hey, we got some magic money [2:23:03] that we can give you to get us out of the hole, [2:23:07] so and so forth. [2:23:08] So quite naturally, if you don't have the resources [2:23:11] and you've got a storm coming, [2:23:13] you've got all these money that you've got to lose, whatever. [2:23:16] How can you function with less money [2:23:18] and more people in your head a few years ago? [2:23:21] You can't do that. [2:23:22] So if you're trying, if you're more interested [2:23:24] It's not a minister. [2:23:26] It's not a minister. [2:23:27] But for that reason. [2:23:30] Not for that reason. [2:23:30] It's not for that reason. [2:23:31] No, for that reason. [2:23:31] What I'm saying to you to understand is I don't have any, I don't get any great short [2:23:36] I could. [2:23:38] It's good. [2:23:39] After to make the budget. [2:23:41] It's just the reality of the situation is having throughout the state. [2:23:44] It is really good for the state. [2:23:45] Thank you, Mr. Chairman. [2:23:46] But we did not. [2:23:47] Dean, sir. [2:23:48] The president has come before this door. [2:23:50] Thank you, Mr. Chairman. [2:23:51] You can start.
