considered a contaminated [5:40] line there could be poisons there could [5:44] be [5:46] animal waste there could be a variety of [5:49] things there so there's a chance that [5:52] the drinking fountains will distribute [5:55] contaminated water this is state code so [5:59] you have to pull the water off prior to [6:03] that backflow device [6:05] so just to make it known we have to [6:09] protect the kids and everybody using [6:11] those fountains so please do it right [6:16] also and I can't figure this out for the [6:22] transparency [6:24] there was a House bill passed two eight [6:27] four zero [6:29] which means the public can speak by [6:32] raising their hands now you as a council [6:36] and mayor have to put down what limits [6:39] and what restrictions there are I don't [6:42] believe that you can use the same [6:44] restrictions you using now [6:46] for that you have to come up with new [6:49] restrictions so please tell me why what [6:54] get to me what get to the people why [6:57] since September 1st [7:00] 2019 [7:02] we've only been allowed to [7:05] get 3 minutes in and whatever 2 minutes [7:10] at the end but if there's something [7:12] coming up on the table according to this [7:16] legislation we have a right to speak so [7:20] I would like to be addressed why for two [7:24] months that we were not able to do this is not transparency and I looked request with your permission [8:07] that this park be named the Eagle Scout [8:09] park because if we had a vote at [8:11] true beating last Monday and that was [8:14] the the highest voted for name you think thank you [8:31] next up we have Dave LaForge 2 1 9 1 9 castaƱo Cove my [8:43] comments are related to water rates I [8:46] wrote the mayor in September that [8:48] details of the metrics methodology data [8:52] that's just flying the specific rates [8:54] ought to be presented or at least [8:56] provided to the public before any rate [8:58] changes are voted on [9:00] Garden Ridge residents are pretty smart [9:02] people they know the details that are [9:05] important to understanding these votes [9:07] and if they understand them they can do [9:09] better with that information the mayor [9:12] stated during the September 10th council [9:14] meeting that he didn't pick up on the [9:16] fact that the rates had gone up as much [9:18] as they had and that the rates were [9:20] simply voted on based on an experts [9:22] advise that means to me that the metrics [9:25] the methodology and the data justifying [9:28] the rate changes either weren't [9:29] presented to the council or or weren't [9:31] understood by the council I'd like to [9:34] see those metrics I'd like to see what's [9:36] driving the rates [9:38] likewise managing personal water [9:40] consumption is my family's [9:42] responsibility not the government don't [9:44] directly link water rates with usage [9:46] rates support for water conservation [9:49] isn't solved or improved by increasing [9:50] the water rates I'm capable to decide [9:54] who win and how to conserve [9:56] besides Garden Ridge has methodology in [9:59] place and it's a really good one to [10:00] encourage conservation through the [10:02] drought management plan point is that [10:05] are more effective and more receptive [10:07] ways to encourage rather than force [10:09] conservation as they said Garden Ridge [10:13] residents are smart people yeah a lot of [10:16] them are removed from the details to [10:18] manage and lead the city they don't [10:21] necessarily come here for the meetings [10:23] but don't take them for granted if the [10:26] city can't provide the details behind [10:28] any rate changes and I recommend no vote [10:32] until they daughter thank you [10:36] next up we have Ken agenda for tonight you're gonna hear [11:13] there is gonna be discussion about [11:15] trapping the feral hogs using the [11:16] current trapper that we are using for [11:18] the deer I highly recommend it I would [11:22] because there is a place to put it right [11:24] where the pen is that now we have found [11:27] looking at game cameras that those [11:30] hogs have been trapped before at least [11:32] two of the older ones so they know what [11:35] to do they keep the younger ones away [11:37] but they will not know what to do at [11:39] this one because it be camera controlled [11:41] and they'll be up and it'll drop on them [11:43] and then the DPD you'll be notified [11:46] right away to come and take care of the [11:47] hogs so you don't destroy their pens [11:50] because does hogs are strong and they're [11:54] destructible [11:55] so they are very big and if they can [11:58] pull up a fence and pick it up unless [12:01] you bury a three foot down trust me they [12:03] can do a lot of damage to any pen I've [12:06] seen what they've done to big Corral [12:08] pens at Sarah Santoni River Authority [12:12] when I went to a Saturday conference [12:14] with them or a seminar so then these [12:17] house they're smart [12:19] trust me I know pigs are not the dumbest [12:23] animals in the world the dumbest ones [12:24] are the deer because they will go right [12:26] to feed [12:28] these hogs are staying away from the [12:30] feed their stand away from the feeders [12:32] they're not going into pens [12:35] and if they're smart enough they can [12:37] push the pin in and then go eat what's [12:40] that there they will do that and then [12:42] release it and they go a little bit [12:43] further they keep pushing the pin in if [12:45] they can so these hogs are very [12:48] intelligent animals and they are very [12:50] smart so please allow whatever period of [12:53] time you think is reasonable in the last [12:56] three weeks since we've gotten rain and [12:58] the weather's gotten cooler the hog [13:00] attacks in yard attacks I should say bye [13:04] the hogs and George ranch have gone down [13:06] to none we've not had any reports and [13:10] the only reason I know that is I get I [13:11] was getting a lot of emails daily when [13:14] they were active because I'm the point [13:16] of contact that with the city to deal [13:18] with with them both with animal control [13:21] and now with mr. Steinmetz and with the [13:24] support we have gotten from the city has [13:27] been outstanding and I would like to [13:29] thank then those two gentlemen very much [13:31] and everybody with the city who has [13:33] helped us with this problem so please if [13:35] it comes up and is you gonna vote for it [13:38] please vote in favor of it because I [13:39] think it'll help control the [13:42] feral hog problem we've got we need to [13:45] get rid of the lease as small groups and [13:46] there's maybe one or two small batches [13:48] in there get rid of those in there the [13:51] others public the packages of [14:21] public the decisions are public so it's [14:23] not like we're trying to to not talk [14:26] about things and in public and you [14:28] always have the trump card to say we're [14:31] literally weeks prior that you want [14:32] something not in the consent agenda but [14:34] in a business item but if they're [14:36] relatively mundane or routine things [14:40] I'm going to continue to try to put them [14:43] in the consent agenda to to move the [14:45] meeting along so that said there are a [14:48] number of things in consent agenda like [14:50] to see if anybody needs any of them [14:52] pulled or if I can get a motion to [14:54] approve the consent agenda I [14:57] move to approve the items on the current [15:00] consent agenda I have a motion to approximately 1700 water [15:40] bill accounts we've had a hundred and [15:42] thirty residents sign up for the [15:45] electronic billing [15:47] there we encourage [15:50] people to sign up on the registration [15:55] form provide the information necessary [15:57] to get the electronic water bills to [16:00] them and I believe that the ladies have [16:04] placed some forms on the table over here [16:06] to the side where they have the agendas [16:09] so that they're available and [16:13] that's all I had to add to my report [16:15] Thank You Miam and before I before I go [16:18] through council just want to add to that [16:22] please if you haven't done it do it and [16:25] talk it up it's not only a better a [16:30] better system for the city and to save [16:33] on some labor as well as postage but [16:36] it's actually better for the individual [16:37] it's more secure you don't have your [16:39] personal information sitting in [16:40] mailboxes and sitting in envelopes [16:42] instead it's just sent directly to you [16:44] it and and you get it you get it right [16:47] away and you have plenty of time to [16:50] act on a bill that you that you have a [16:53] problem with or something like that it [16:54] actually is quicker than if you get it [16:56] in a envelope and we I'll tell you that [17:01] as we as we implement this will be [17:04] adding links to grapevine and and [17:08] schedules [17:09] you know the [17:11] calendar to make sure that people still [17:13] are getting the kind of information that [17:14] they get as they receive this in the [17:17] mail so questions comments on city [17:21] administrators monthly activity reports [17:23] starting in right side [17:28] okay thank you miss Kane next up is a [17:32] police department chief thank you I do [17:35] have a couple of things I'd like to add [17:36] bulk of the information is up there [17:38] however there are three other items [17:41] additional items I'd like to speak a [17:42] little bit more on if we could put the [17:45] first one up we were invited to attend [17:47] and assist the bracken United Methodist [17:50] Church recently they had their community [17:53] helped week and they wanted officers [17:55] from us to come out and talk to the [17:57] children about community helping and so [18:00] forth so over a two-day period four [18:02] officers went out there and spoke and [18:04] worked with about 350 children and so [18:08] that was they have a very large daycare [18:11] out there and children so they were [18:13] appreciative and took this picture and [18:15] framed it and sent it back to us so I [18:16] thought that was a very interesting [18:18] although they technically are not in our [18:20] city we do consider them part of our [18:21] community as they many of the members of [18:23] that church live here in guard Ridge so [18:25] I wanted that brought up also you heard [18:29] just a minute ago from from our Scout we [18:31] have completed the Fairview Park to the [18:33] point where it can be considered a park [18:35] I've had the city engineers draw up a [18:38] new map with the thousand foot rule on [18:40] that so we have an additional park now [18:43] covering another additional area and I [18:45] wanted to bring that up and show you [18:46] that we do have everything up to date on [18:48] the on the webpage and available since [18:51] it was an Eagle Scout project we wanted [18:53] to bring that up to y'all here in a [18:54] public meeting and [18:56] last but not least you'll see some of us [18:59] are looking a little scruffy right now [19:01] we have decided to participate in the No [19:04] Shave November to bring awareness to [19:06] cancer mainly prostate colon cancer this [19:09] month so officers will be wearing a [19:12] little blue lapel pin over their name [19:14] tag and indicates that they are [19:16] participating and have contributed at [19:18] least $50 to a Cancer Research or Parsons [23:12] good evening [23:14] all right [23:17] [Music] [23:20] okay so as you notice in your packet we [23:24] have used a lot of Edward's water we're [23:26] actually getting down to where we've [23:28] shut off the Edwards the 22:52 wells so [23:31] we're not using pulling any more water [23:33] from that aquifer we're actually using [23:35] Trinity and we're just on Trinity so I [23:38] wanted to point that out [23:42] secondly [23:43] we had some leaks that we had the big [23:47] one was a fire hydrant on goldenrod [23:50] circle and I just wanted to make you [23:52] guys aware that it was a leak that we [23:56] estimated about a forty-eight thousand [23:57] gallons that when it broke it was leaked [24:02] down it was contained rather quickly and [24:04] we got it back and it's actually back in [24:07] the ground working and operating [24:10] also we've had a lot as as you know [24:15] we've had a lot of water leak [24:16] adjustments we're water leak adjustment [24:18] requests and we have gone through a lot [24:21] of them it's taking a long time it takes [24:24] at a minimum about two hours to go from [24:28] start to finish for elite water leak [24:30] adjustment [24:31] so far we've gone through 38 of them [24:34] we're waiting for some information on [24:36] some of them six of them have been [24:38] approved [24:41] seven of them have been sent to the [24:43] Water Commission so and that's where we [24:45] are standing right now when I put this [24:48] form in we we've actually been doing a [24:49] lot of work and every week we do more [24:51] and more so [24:53] we've also had a meter flow test these [24:57] are filled meter tests where we go to [24:59] the house someone complains our is [25:02] questioning the meter the accuracy of [25:04] the meter we go ahead and put a [25:05] different style and type of meter and we [25:09] run a ten gallon water test through it [25:11] and we are finding that the accuracy we [25:13] have not found any thus far that have [25:15] been inaccurate or that would need to be [25:17] subject or sent to a third party we have [25:21] had a few that have requested to be sent [25:23] to a third party this week so we'll be [25:25] doing that [25:27] other than that we have laptop readings [25:29] so these are requests from our customers [25:31] that say hey something's going on I [25:33] don't know what's going on with my water [25:34] can you come out and look at that so [25:36] we'll go out and take a laptop reading [25:37] which gives us an hour an hour hour by [25:39] hour to look of what's going on and I'm [25:43] sure some of you are aware of these some [25:45] of you may not be but but what we're [25:47] finding is irrigation used potential [25:50] irrigation use potential leaks and in [25:53] different things it's pretty evident [25:56] the water leak adjustment based on this [25:59] and this was all from the Water [26:00] Commission when they sent it to us that [26:03] being said we have done this month 89 [26:06] last month we did 122 so there's a lot [26:09] of work going into finding out what's [26:12] going on with the meters and leaks and [26:13] leak adjustments so I just wanted to [26:15] make you guys aware of that [26:17] without you [26:20] thank you mr. Parsons I want to go back [26:22] to something you talked about and to be [26:25] clear it wasn't a leak from from a [26:28] hydrant it was a hit-and-run with a car [26:31] that took out the hydrant and then they [26:34] decided to leave and I'd like to turn it [26:36] over to the chief because we're we're [26:38] still investigating this clay chief we [26:41] are sir we don't want to release a lot [26:43] of information on that however if [26:45] anybody has any we what we had was at [26:48] the end of the cul-de-sac there it just [26:49] so happened it worked out that both of [26:51] those residents were out of town and the [26:54] house was being looked upon looked after [26:56] by relatives and friends we had two of [27:00] those individuals contact us and say [27:02] they heard something and didn't report [27:04] anything until they were leaving and saw [27:06] the water [27:07] flowing down the street and through the [27:09] yard so if anybody has any information [27:12] on that we're asking them to come [27:13] forward we've posted it but at this [27:15] point that is still under investigation [27:17] so we are still working that case thank [27:20] you chief anything else I just want to [27:23] mention that Brad Oliver II he's the [27:26] water deputy he actually obtained his [27:28] backflow assembly license and which were [27:30] really proud of him for doing so Brewer [31:13] one of our young engineers here with me [31:16] tonight there's a lot of work with the [31:18] city on various projects [31:21] 22:52 again no action this month but we [31:25] anticipate a January meeting with tech [31:27] stock where they're supposed to have 50% [31:29] design plans we anticipate some possible [31:33] utility conflicts and we're eager to get [31:36] those plans as we understand it right [31:38] now the [31:41] any conflicts that we've may run into [31:44] because they're in easements where we [31:46] anticipate those would be covered by [31:48] tech stop and they're not wouldn't be a [31:50] city expense [31:53] 22:52 water wastewater we're continuing [31:57] to talk to landowners in the area and [32:00] look at possible [32:03] development and utility needs planning [32:06] those projects woods the Garden Ridge [32:10] benzel Road the revegetation is still [32:14] pending the recent rains have been quite [32:16] helpful but we're still waiting on final [32:18] growth the recent rains eliminated some [32:22] of the past [32:24] residential flooding issues we've had [32:26] downstream so I think that was [32:28] successful [32:30] Plaza oaks water line work continues on [32:34] that they have passed a pressure tests [32:37] and bhakti tests but there's quite a bit [32:39] of cleanup and quite a bit of work that [32:41] needs to be done to complete that [32:43] project so we're continuing to monitor [32:45] that [32:46] city transportation master plan that [32:49] it's been completed and it's under [32:51] review by city staff [32:54] Blackwell office building we've been [32:56] exchanging comments with their architect [32:59] and engineer [33:01] we've got reply comments [33:03] we've address we're addressing those [33:05] reviewing those and continuing to work [33:07] on that project to move it forward [33:09] northeast Bible Church we've got plans [33:12] on that and we're reviewing that [33:15] particular attention to the drainage [33:18] for that site and we'll be getting them [33:21] comments back and expect there'll be [33:23] some recent Middle required to address [33:26] those issues [33:28] 2019 received that information on the 24th [35:11] and we're repairing a response letter a [35:16] lot of the information is still not [35:18] fully adequate we're a [35:23] response that it's done this way in [35:25] another city it's not doesn't apply to [35:27] Garden Ridge and specific requirements [35:29] and and how things are done so we're [35:31] trying to make it as complete as [35:32] possible to get a complete response and [35:34] get back to them and [35:36] have not heard from the project manager [35:40] or the owner but be happy to meet with [35:42] them and address those [40:16] Carmichael has a PhD in civil [40:18] engineering in his restaurant and [40:20] licensed professional engineer in Texas [40:22] he has served in the US Air Force and [40:24] has various work experience including [40:27] work with the Texas Commission on [40:29] Environmental Quality tcq so we're we're [40:33] also asking he's only lived in the city [40:36] five months we're asking for a waiver to [40:39] the residency requirement under Rose [40:41] Orange 210 [40:43] so I like to counsel at consider maybe [40:46] delaying his appointment of December to [40:48] avoid having that waiver so I turn it [40:51] over back to you counsel mr. mayor [40:57] we are very fortunate to have dr. Commission's as well okay moving on to [43:42] the next item which is the water rate [43:44] structure so [43:49] okay as you know we've been talking [43:52] about water rates for a while now it [43:55] needs to happen we have a dire need to be sure we made [44:02] our requirements you have a packet and [44:05] we'll cover some background this one [44:07] information will cover background I'm [44:09] going to cover the data we actually use [44:10] assumptions made in the data [44:13] the water rate options that the [44:15] Commission can look with and look at the [44:18] way we make our decisions based on [44:20] alternate alternatives and in criteria [44:23] around run precedence decisions and then [44:25] I present the Water Commission [44:26] recommendations as well [44:30] so again the Water Commission had a [44:33] subcommittee of two people our co-chair [44:36] our Harshberger myself met with city [44:39] staff to review and understand the water [44:41] markets model something we really didn't [44:44] do the first time and really go through [44:45] look at what was in the in the day in [44:48] the format and so we spent a lot of time [44:51] and we thank a city administrator Nancy [44:53] came for Hearst Hearst work and her [44:55] staff as well Kath Denis Jacob as and [45:00] especially I have to Karen Ford she read [45:03] it was very helpful in providing the [45:04] financial information couldn't Devens [45:06] without her [45:07] sorry Marissa we left you out [45:11] I said in your packet you received the [45:14] detail report that we have developed for [45:16] you [45:18] everything I'm gonna cover is more on [45:20] the data based on a question I received [45:22] from Councilwoman sweat about really [45:26] where the data came from so that's why I [45:28] changed the presentation here to really [45:29] everything's didn't your report I'm just [45:31] gonna show in a different format okay so [45:34] again so again this district this [45:36] presentation has just come reading the [45:37] data [45:39] here's the inputs that look going to the [45:43] model our monthly consumption water [45:46] consumption for the fiscal year 2019 [45:49] look at the number of accounts what the [45:52] percent growth [45:55] assumptions look at our depth or water [45:59] fund expenses what we need to have in [46:02] our reserves and then the rate structure [46:07] okay so here this is a copy from [46:10] directly from the the sheet and I want [46:14] to show in the first column fiscal year [46:17] 2018 these are the numbers for inside [46:21] city limits and else I see limits so [46:24] it's the middle column that water [46:26] markets used [46:28] the the column on the right is fiscal [46:32] year 2019 this new data that we obtained [46:35] knows that the consumption went down [46:38] this is per month so in [46:41] inside the city limits when 2 million [46:43] gallons [46:44] per month so so we had less consumption [46:49] this past year 28 million gallons of the [46:51] whole year versus 2018 so again that's [46:53] data but that affects the calculations [46:57] number of accounts [47:00] we've had [47:03] 23 meters inside the city were added in [47:06] 2019 we went down 1 meter outside the [47:11] city limits in in this last year water [47:15] markets use a 2% growth number [47:19] but so we were feel like the model was [47:22] over predicting the growth since we're [47:25] almost have built out conditions we only [47:27] have the woods that has current you know [47:30] permits to build houses at this point [47:32] after that it's gonna slow down so we [47:35] changed that growth rate to half a [47:36] percent so growth rate outside we went [47:40] from 2 percent down to 0 again [47:42] we don't see much growth going out past [47:45] that [47:46] and then we have we don't know the [47:48] non-residential growth on 22 V 2 is [47:51] uncertain at this time so we took we [47:53] didn't take that into a factor for this [47:55] coming year [47:57] as far as our debt [48:00] so Karen provided this information so [48:02] this is the amount of funds that we owe [48:05] per year the middle column is what [48:08] actually we as current depth it's around [48:11] 600,000 plus per year [48:16] we have projects that been approved for [48:19] CIP but have not been funded yet so we [48:22] don't include anything for 2020 we did [48:25] add some funds looking ahead and we just [48:29] a basic 30-year equally you know a [48:33] memorization table we came added two [48:36] hundred thirty thousand dollars per year [48:37] for debt to look ahead after 2021 [48:41] but for this coming year we didn't we [48:43] don't have any additional debt [48:45] because we don't have anything funded at [48:47] this time [48:50] so this has come directly from our [48:52] budget the the water fund expenses from [48:56] approved in our budget these are the 11 [48:58] categories we have you'll have a fiscal [49:01] year 2020 budget those numbers that [49:03] total is 1 million 76 thousand we [49:07] estimate our instant growth is estimated [49:10] to 4 2021 [49:12] which is almost three point two seven [49:14] percent increase for that so we use [49:17] those numbers to look at the next two [49:19] years based on that [49:22] the model actually requires us to enter [49:25] 2019 data so it throws us off so we [49:29] actually had to make the model work so [49:31] that the 2020 2020 budget numbers and [49:35] 2021 come out the way we won them here [49:37] and they did once we saw where they went [49:40] as far as the reserve our reserve fund [49:45] balance was that just to launder 1.5 [49:48] million as of August 31st this year now [49:52] reserve funds are used to manage [49:53] fluctuations in revenue you know to [49:57] sustain the water fund during low cash [49:59] flow periods and for any unforeseen [50:01] expenses so the first eight or nine [50:04] months of the fiscal year we're actually [50:06] using borrowing money from that fund to [50:08] pay our expenses you know it's later in [50:11] the year that we actually have a peak [50:13] income to balance out the year so we [50:15] were we're borrowing from that money [50:17] will you eat them away of what to use [50:19] the reserve fund covers a 12 month depth [50:23] so be sure we can pay that in the next [50:25] 12 months and we're only using nine [50:27] months operating expenses at this time [50:29] we set our minimum reserve in the in the spreadsheet at 1.5 million for [50:35] 2020 and we have a goal to bring that [50:39] operating expense up to 12 months [50:40] increase the reserve fund up to 2 [50:43] million so how we did that we used over [50:46] a 10-year period increased at 25,000 per [50:49] year over a 10-year period in the [50:51] calculations [50:53] okay so like well [50:57] thrown button [51:00] this is all the data that we put in any [51:03] questions at this point and continue you [51:05] know [51:11] okay like I said everything's in the [51:13] packet you had already this is just in a [51:14] different format to show you the actual [51:16] numbers that thought it'd be easier to [51:17] explain [51:19] so the the Commission looked at four [51:22] options and we call them the first one [51:24] in the City Council on out of the way we [51:25] were charged at the September 10th [51:27] meeting to look at and I'll cover more [51:29] detail what that meant option two was a [51:32] uniform percent increase percent you [51:35] know across all tiers [51:37] number three was at a commercial rates [51:40] we have potential commercial growth come [51:43] both coming in 20 in off twenty to fifty [51:46] two per our master land plan use so [51:49] that's a little bit longer term to look [51:51] out there and option four was doing [51:53] another option which was just [51:55] implementing what water markets proposal [51:58] year one in year two recommendations and [52:00] I'll show you explain a little more [52:01] about those [52:03] we used them we have to find a way to [52:06] score how each one of these came out and [52:10] so we looked at six different criteria [52:13] and rated at one to five looked at the [52:16] impact on low volume users [52:20] delay the increase the middle volume [52:22] users [52:23] minimize the financial risk to the water [52:27] company [52:28] revenue stability [52:30] look at equality you know share increase [52:33] across all all the residents all users [52:38] how does it have with respect to [52:40] conservation incentives and then an [52:44] economic efficiency as the Water [52:47] Commission was going through the [52:48] alternatives in our meeting [52:51] the commissioners really looked at [52:53] financial risk and the inequality as [52:55] needing [52:57] to look a little bit closer so we added [52:59] we actually multiply that value by two [53:01] so we have a base score and then we have [53:04] a weighted score for each one [53:08] okay so the wonderful city council [53:12] option is retaining the $2 increase on [53:15] the base rate [53:17] leave so look at the water market your [53:20] won in year two rates we would leave [53:22] your tears 1 2 3 & 8 and above unchanged [53:27] from water markets we would increase [53:30] tears 4 through 7 but at a lower [53:33] graduated rate and then we looked at [53:36] looking at 3 percent increase from 22 [53:39] from F fiscal year 2022 and Beyond [53:43] okay [53:45] and here's the way we scored it so in [53:47] your packet you have the detailed charts [53:49] between here and there you know you see [53:51] the detailed charts what that actual [53:52] numbers was I just want to get to the [53:53] show the options here and and this how [53:56] we scored it [53:58] and say wait you know this has [54:01] read a 5-4 impact on the low volume [54:05] users a 5 for again low impact of tears [54:09] 4 through 7 [54:10] the financial risk it did have a greater [54:14] risk so we put a three at this one [54:16] because it is demand since it's [54:18] insensitive [54:20] for [54:24] conservation incentive we put as a four [54:26] just because it does decrease [54:28] it decreases the mid volume users [54:30] lowered but that provides the incentive [54:33] for the higher rate users and then the [54:36] economic efficiency it's based on the [54:38] lower tiers [54:40] pay a a lower amount of the of the peak [54:44] cost so a three there so again so we had [54:48] the original score of 21 the latest [54:50] score 25 as we doubled the the financial [54:53] risk inequality there [54:57] moving on to [54:59] the option number two this is a uniform [55:02] st. percent increase across all tiers [55:07] this one did so for the year 2020 we [55:11] left the 25 for the base rate it were [55:13] required to go to 26 in 2021 again [55:17] justice looking ahead estimating it's [55:19] just an estimate [55:21] our calculation showed that we needed a [55:23] 14th sent across the board for 2020 and [55:26] look possibly based on what we estimate [55:31] for the budget for 2021 that we need to [55:33] increase that in those 16 percent 2021 [55:39] okay and here's a skort again this one [55:43] has on [55:45] impact of low volume users rate is a 1 [55:48] if it does impact [55:50] the lower tier users [55:53] again it does impact the middle tier [55:55] users a little bit more so it's a 3 [55:58] it's a 5 for financial risks in that [56:02] it's not demand since that the like the [56:04] rest of them are so I got a score of 10 [56:06] when you weighted it for equality we [56:09] treated by the same so again a 5 [56:14] it currently maintains the same instance [56:16] we have now so so 3 first conservation [56:19] incentives sensitivity I mean and a 2 [56:24] for economic efficiency low base and [56:27] lower tiers pay the and they increase [56:29] their share peak loads [56:31] so the base score is 19 the weighted [56:35] score is 29 [56:39] option 3 was to look we looked at [56:41] commercial rates [56:44] to be like that and all we did was take [56:47] non-residential [56:49] non-government users and we moved them [56:52] over a simple way moving over to the [56:54] outside see limit rates [56:57] [Applause] [56:59] you know in in you can actually get away [57:02] with just reducing the [57:04] Residential's to 9 percent in 2020 the [57:07] problem is we don't we don't have enough [57:09] data at this point to move on we don't [57:11] know what it's going to be so at this [57:13] point the Water Commission is proposing [57:14] we delay this option as we get more [57:17] information as we forgive it'll predict [57:19] a study comparing how other cities treat [57:22] commercial rates so we're not ready to [57:24] move on to this one but I want to show [57:25] that this is an option that we want to [57:26] consider later on [57:29] and here's a score here I'm not gonna go [57:31] through the details of it but since we [57:33] were doing that one [57:36] the stick with the water markets your [57:38] one in year two [57:41] so everything's the same the third [57:43] burger got someone I want to point out [57:44] it is this is not revenue neutral in [57:47] that once we change all the data to [57:50] update to [57:52] 2019 [57:54] usage and although in the budget for [57:57] next year [57:58] we actually exceed our expenses by [58:00] 64,000 we actually have a net gain of [58:02] 64,000 so it's now revenue [58:05] neutral to make the revenue neutral [58:08] which is to go back to option one okay [58:11] so I just want to show you how what you [58:12] have to do this one what we have now to [58:14] make it [58:15] revenue neutral [58:21] okay so here the scores a 19-4 now wait [58:26] at 22 for weighted and here has a [58:29] summary [58:31] up to one retire we don't weigh it [58:34] option two which [58:36] rates comes out higher when you do do [58:40] the way to score ratio we feel the [58:42] Commission felt like options one and two [58:43] or the most viable solutions at this [58:45] point like I said we want option three [58:48] the commercial rates is something that [58:50] we need to consider was gonna take some [58:52] more work for more study [58:54] and option four is not [58:57] maybe neutral so that was rejected [58:59] alternative the following charts is only [59:02] going to look at options one and two to [59:03] give you more a comparison to help you [59:06] decide we'll give you our recommendation [59:08] but again it's sure you can pick either [59:10] one [59:13] the first chart here just shows the [59:15] rates for [59:18] that's all for current option one and [59:21] option two and this just gives you a [59:23] percent increase in there in the red [59:25] column [59:28] okay just study those again the option [59:31] two is the straight 14 percent across [59:33] each tier [59:35] option one it's zero percent increase [59:38] for the first three tiers and he goes up [59:40] gradually but you're a ninety seven [59:42] percent increase [59:42] when you go to [59:44] above ninety five thousand gallons [59:50] this actually would be the bill so what [59:55] does actually consumer you see on his [59:58] monthly bills so get the current every [1:00:01] 5,000 gallons got the option one and [1:00:04] every 5,000 option two later on I'll [1:00:08] show you what the Delta is between each [1:00:11] between the difference are so it's in [1:00:13] the last slide she'll put it right next [1:00:15] but I wanted to do a graph [1:00:17] here to show how the to go up with time [1:00:22] so you get the on the X x axis is the [1:00:26] number of gallons [1:00:28] actual consumed versus the dollars that [1:00:32] actually build [1:00:35] if you notice that 7,000 gallons roughly [1:00:39] below that option one is below option [1:00:43] two so I want to highlight that little [1:00:44] bit more you expand that to show you a [1:00:46] little bit different just to visually [1:00:48] show you how that is even the option two [1:00:51] is a little bit higher it's significant [1:00:53] not significant [1:00:54] what we stick to the same point and then [1:00:57] the last chart here is what [1:01:00] again in the red I add I put in there [1:01:03] what they the budget for 2020 and relook at [1:01:44] all the numbers again it's not like [1:01:46] we're gonna raise the rates X numbers [1:01:49] every year we're gonna look at it every [1:01:50] years with our proposal that way we stay [1:01:52] on top of it we don't want to wait five [1:01:53] years like you know was done passed [1:01:56] so at this point I guess I can General [1:01:57] referring [1:02:30] tell you that [1:02:32] consider that the comment of now we have [1:02:35] the model we had the model [1:02:37] when we when we [1:02:40] engaged with water markets we had the [1:02:42] model but we weren't very smart about [1:02:45] how to use it and now we get to people [1:02:47] sitting there that are very smart about [1:02:49] how to use it and that's what you see [1:02:51] the product here so water markets you [1:02:53] know it's it's whatever data they have [1:02:55] whatever data we gave them but a year [1:02:57] later we have more data and we have so [1:03:00] the the Water Commission and [1:03:03] particularly this subcommittee had more [1:03:05] fidelity and more data to be able to to [1:03:09] make this an out to do this analysis so [1:03:12] that said start over on [1:03:15] the left side [1:03:17] comments and questions to the Water [1:03:20] Commission on their recommendations and [1:03:23] their analyses [1:03:25] Jesse I think you're in your element [1:03:27] this is wonderful presentation [1:03:33] if I may [1:03:34] I [1:03:35] understand option two the recommendation [1:03:37] and so on did you discuss I know in the [1:03:40] past we've discussed essentially despite [1:03:43] what's been said by citizens tonight in [1:03:44] previous meetings that you know we all [1:03:47] want to hope that we know how to [1:03:49] conserve and we all tempt a concern but [1:03:51] there are people who don't choose to [1:03:52] conserve and did you consider that 14 [1:03:56] percent across the board [1:03:58] you know is I mean the people that the other one or whether it have been [1:04:33] 340 for the other way [1:04:36] so we are still name being increase now [1:04:40] we the reaction that we felt that [1:04:42] happened in September was people [1:04:44] starting to come back cutting back on [1:04:46] their usage we really saw in to 2019 [1:04:48] they cut back and fing they're going to [1:04:50] create will the Commission is planning [1:04:52] on doing some discussion about [1:04:55] conservation classes or educational [1:04:57] sessions that will plan on doing for [1:04:59] that to help them out as well so it [1:05:01] could have been me impact on this in the [1:05:03] future as far as but they [1:05:07] spend the money [1:05:34] to go down but yeah [1:05:39] we're gonna stand the question can you [1:05:42] rephrase I'm not sure I understood [1:05:44] question in the past and maybe I missed [1:05:46] something here in the past week you know [1:05:48] if you went into drought stage exit was [1:05:49] a surcharge on top when you used over X [1:05:51] amount of gallons of water was that [1:05:53] discussed oh no at all here we're just [1:05:55] gonna we don't we're not changing that [1:05:57] okay that's all okay we did that's a [1:05:59] different ordinance I believe okay so [1:06:00] we're not looking at that one Jim but at [1:06:02] first blush blush I went 14% seems like [1:06:05] kind of high we're sort of punishing the [1:06:06] low end users and then my brain went you [1:06:08] know we haven't had a rate increase in [1:06:10] how many years five years okay what's [1:06:13] been the inflation rate over those five [1:06:15] years a couple of percent per year if [1:06:17] you looked at a 3% over year over year [1:06:19] we'd be at 16% - sure so then it makes [1:06:23] sense if you look at it from that [1:06:24] perspective it my first blush was 14% [1:06:26] that's too much well except we haven't [1:06:29] changed it for five years as which is [1:06:30] why we risk running into a revenue hole [1:06:33] and if you don't increase it so okay I [1:06:37] like it [1:06:42] mr. Valdez very well explained I don't [1:06:45] know where you got all these graphics [1:06:46] and all that but it there's a lot of [1:06:47] work to get that together [1:06:50] what is the fear or the concern y'all is [1:06:54] concerned about the being revenue [1:06:56] neutral [1:06:59] so yeah the way the the way the model is [1:07:03] set up you put in all those expenses and [1:07:05] debt and everything is in there to start [1:07:08] with and so the goal since the the city [1:07:12] water company is trying to provide the [1:07:14] service and cover cost is not to profit [1:07:18] from it it's just to make sure we cover [1:07:19] expenses to include those future capital [1:07:21] outlays that are necessary for the [1:07:23] system so we felt given the charge that [1:07:26] the council gave us that are going in [1:07:29] target should be to make sure the model [1:07:31] comes out as close to revenue neutral as [1:07:34] possible [1:07:35] meaning that our expenses are going to [1:07:37] be covered by our revenues we did define [1:07:39] revenue neutral though as being within [1:07:41] 2% of the estimate because there's a lot [1:07:43] of fluctuation in there from year to [1:07:46] year so we wanted to have a projection [1:07:49] that was no less than zero break-even [1:07:50] but no more than a 2% above estimates so [1:07:55] there there is about $20,000 Delta in [1:07:58] there so there's a little bit of wiggle [1:08:00] room but we felt that we needed to try [1:08:04] to [1:08:05] rebuild a little bit of confidence in [1:08:07] the process as well so we just wanted to [1:08:10] emphasize that our whole going in was [1:08:13] revenue neutral but that doesn't mean [1:08:15] we're not covering it our expenses [1:08:17] alright we're just not targeting [1:08:19] additional income we we do have a twenty [1:08:23] five thousand per year increase to you [1:08:26] know increase our reserves though so [1:08:28] we're still adding twenty five thousand [1:08:30] to the reserve every year that's in [1:08:32] there already well personally I don't [1:08:35] have any any problems with money [1:08:39] let's take this and it was already [1:08:41] mentioned take this to the extreme [1:08:44] let's say the weed winter a severe [1:08:46] drought a 5-10 year drought we have the [1:08:50] Trinity Walker aquifers playing out we [1:08:53] have to buy massive amount of water for [1:08:55] the med ed works having a good good size [1:08:58] cushion in there would be I think very [1:09:00] helpful and I don't see I don't think [1:09:03] see a thing wrong with you know increase [1:09:06] in or or taking that money and setting [1:09:08] aside for for something we don't foresee [1:09:11] well we don't either I don't want to [1:09:13] imply that but the Edwards and Trinity [1:09:16] fees are essentially past throughs so we [1:09:18] pulled those out of the model so they're [1:09:20] not counted twice so there is still the [1:09:22] ability through that that particular [1:09:24] part of the of the bill to cover those [1:09:27] additional costs if they arise but [1:09:29] secondly we also wanted to focus only on [1:09:32] this year so the problem we were trying [1:09:34] to solve is what do we need for the [1:09:35] rates now all that can be adjusted in an [1:09:38] annual review process [1:09:41] and that that's really the bottom line [1:09:44] we don't have a problem with it either [1:09:45] we just didn't know how to quantify that [1:09:47] you know what it was a reasonable amount [1:09:49] so the model that we're showing was [1:09:50] based upon the assumption of let's keep [1:09:52] everything neutral [1:09:55] doesn't mean it can't be you know [1:09:57] adjusted but for right now that those [1:09:59] two options provide you the same income [1:10:02] now we did have a lot of discussion and [1:10:04] concern [1:10:07] one of the charges was to you know just [1:10:09] the mid-tier but not affect the lower [1:10:11] tiers option two does affect the lower [1:10:14] tiers far more substantially there's a [1:10:18] lot of reasons not to do that but if you [1:10:21] look back at the volume consumption data [1:10:23] you'll find that yes we we consume two [1:10:25] million gallons less a month but if you [1:10:27] look at the higher volume tiers they [1:10:29] went up so that reflects the lack of [1:10:33] restrictions right we removed the the [1:10:36] restrictions and said you know if you [1:10:37] pay for your water you can use your [1:10:39] water so those upper tiers are kind of [1:10:42] our highly demand sensitive when people [1:10:46] when the price goes up they can cut down [1:10:49] how much they use or vice versa so since [1:10:53] the goal was to make sure the water [1:10:54] company was funded and we were focused [1:10:55] only on next year we did not emphasize [1:10:58] that [1:10:59] because we didn't want the since there's [1:11:02] already been a two million gallon of [1:11:04] decrease we didn't want to take a chance [1:11:05] on being below targets for next year so [1:11:09] I do want to I guess we won't emphasize [1:11:10] our recommendation is this is a one-year [1:11:12] recommendation the model provides those [1:11:14] out your projections but it's gonna have [1:11:17] to be relooked at with more data as time [1:11:19] goes forward I think I want to add is [1:11:21] that the water markets with their rates [1:11:24] were based on the data they had when we [1:11:27] say you know [1:11:29] revenue neutral there were eleven [1:11:31] thousand dollars and we're in the same [1:11:33] range with our numbers based on the new [1:11:35] data that we input it this year so we're [1:11:37] still following the same process that [1:11:39] what our markets did the difference in [1:11:41] that option for using the water market [1:11:44] rates is that our new data gives us that [1:11:47] increases that by fifty thousand dollars [1:11:49] revenue increase the difference as well [1:11:52] is the explanation there so our new data [1:11:54] is what makes a difference [1:11:57] okay so council is gonna be taking a [1:11:59] look at this and y'all every year [1:12:03] the Water Commission Marchena our [1:12:05] changes in our options here we can we [1:12:08] can do different ways you know and all [1:12:10] that'll be modified it's like living [1:12:12] document it can be a living yes sir we [1:12:13] may have a lot from five next year could [1:12:16] be or three only three okay I really [1:12:19] won't look at very very well done that [1:12:20] commercial part is really you know [1:12:24] how so much money just a big thank you I [1:12:27] watched the Water Commission meeting and [1:12:29] you guys are very thorough and I [1:12:31] appreciate all the work you put into it [1:12:33] I probably picked Jessie's brain [1:12:37] so I I certainly don't have any [1:12:39] questions I've I've looked at all of [1:12:41] this and this is a huge amounts that we [1:13:51] had earlier and I and I was hoping that [1:13:56] we could go a little bit higher at the [1:13:59] high end [1:14:00] because that's where [1:14:03] you know I couldn't believe we had [1:14:06] people at 200,000 gallons I'm just glad [1:14:09] that the press wasn't here because [1:14:11] that's a lot of water and however [1:14:15] in reviewing what you did the 14% [1:14:19] increase [1:14:21] hey that's just for the first year and B [1:14:25] we do need to increase our rates to [1:14:29] cover our costs [1:14:31] as the mayor said last month in the [1:14:34] month before in the month before that [1:14:36] we're trying to let the administrative [1:14:40] budget and the water budget stand on [1:14:43] their own and so we have to look at this [1:14:48] very critically the one thing that [1:14:52] iced option - for me was that [1:14:57] the annual review if next year we decide [1:15:02] well we only want to increase at ten [1:15:04] percent or three percent or none at the [1:15:07] lower levels we don't increase it if we [1:15:10] want to increase it more diaper levels [1:15:12] and we do it so it's nice to have that [1:15:16] well not only is it [1:15:39] you you know a lot you took what water [1:15:42] markets gave us and then tailored it to [1:15:45] a year's more of data and and then gave [1:15:49] us some more options and a superb job of internalizing this and as [1:15:55] well as trying to give us options to [1:15:58] stick with some of the things that we [1:15:59] had talked about with trying to take [1:16:03] somebody that was in the lower end and [1:16:07] not having them affected but we found [1:16:09] that that that was an unpopular way because the people in this [1:16:15] city say no everybody should everybody [1:16:17] should pay more the the thing that's [1:16:20] interesting that really shaped a lot of [1:16:23] this [1:16:23] discussion was one of the things that I [1:16:26] said that that I missed and that was [1:16:29] that it happened in Sept [1:16:33] and for the record everybody talks about [1:16:36] well the 80,000 80,000 gallon user and a [1:16:39] hundred thousand gallon user the [1:16:42] perspective on this is it was the second [1:16:46] hottest August on record in this area [1:16:49] during a severe drought and to keep in [1:16:52] mind council [1:16:55] 95 behind 95 people in the city used [1:16:59] more than the city used of February [1:17:02] prior the entire city an entire month of [1:17:05] February so you know everybody was using [1:17:08] their bill that they got in September [1:17:11] and we had Realtors coming up here and [1:17:13] telling us that there's no way we could sell a house of it was going to [1:17:17] be a $2,000 bill every month well I [1:17:20] can't imagine that somebody [1:17:21] thinks it's realistic that they're gonna water 150,000 gallons in [1:17:26] February you know December January [1:17:29] February March timeframe and so that and [1:17:32] that was that was just my mind not [1:17:35] realizing that that the timing was was [1:17:38] pretty bad so that and I mentioned that [1:17:41] not just to look back but to also talk [1:17:43] about as we look at this chart the [1:17:45] reality of this is even the people that [1:17:47] were using 150,000 gallons they're gonna [1:17:50] be hard-pressed to use 150,000 gallons [1:17:52] this month the next month and so the [1:17:55] average that they're going to be using [1:17:57] over the year is far different than the [1:18:00] outcry of the [1:18:02] 150,000 gallons and the and the two [1:18:05] thousand dollar bill that they had as I [1:18:07] said to keep their grass green during a [1:18:10] severe drought in the second hottest [1:18:12] August on record and that is not in a [1:18:14] vacuum because anybody paying attention [1:18:17] to the news both print and and [1:18:20] TV pretty much every city around here [1:18:24] went through the same thing and New [1:18:27] Braunfels was smart enough to wait to [1:18:29] raise their rates till after the after we got through the heat but [1:18:33] they're they're they're raising their [1:18:35] rates off [1:18:36] Cibolo everybody was raising their rates [1:18:38] and you saw in the news of people were [1:18:40] we're all screaming there's no way I [1:18:41] could have used this much water so it [1:18:44] it's just bad timing [1:18:45] but and also for the record there wasn't [1:18:48] I never [1:18:50] to my knowledge said that I didn't know [1:18:52] how much the rates were gonna go up what [1:18:54] I said was I didn't realize [1:18:56] what was gonna happen in August and I [1:18:59] didn't present it as such so you really [1:19:03] did a great job of showing that we still [1:19:06] need to do this and what was lost on a [1:19:10] lot of people is that we didn't just sit [1:19:11] and do nothing for five years it was [1:19:13] because we needed to have better data [1:19:15] going in before we decided what to do [1:19:18] when we thought it was disingenuous that [1:19:19] just raised the rates blindly without [1:19:22] knowing what we needed to do the users [1:19:25] they don't believe this but they were [1:19:27] beneficiaries of that five-year pause [1:19:29] because as we were determining what the [1:19:32] real cost of the of the water company [1:19:34] was and as we we fully loaded the water [1:19:37] company did all the things we did over [1:19:38] the last few years the rates stayed the [1:19:41] same and also for the record we're [1:19:44] surrounded by cities that have baked in [1:19:48] water increases every year so it's not [1:19:51] very controversial because it's just [1:19:52] there already and everybody everybody [1:19:54] knows that next year's bill is going to [1:19:56] be higher I think and we're going to [1:19:58] talk about that in a separate motion but [1:20:00] I appreciate that you said no what we'll [1:20:02] do is we'll just look at it every year [1:20:04] and because we have smart people like [1:20:06] you that know how to use this model [1:20:08] really well we can take another years [1:20:11] worth of data plug it back in and see [1:20:14] where we are [1:20:15] you know the this this these two options [1:20:19] that you have that we have presented [1:20:21] right here are both strong viable [1:20:24] options to maintain the the [1:20:26] fiscal solvency of the company and and [1:20:30] be able to then kind of do a what I [1:20:33] would call shoot look and see see what's [1:20:35] going on so so yeah echoing everybody's and [1:37:30] volunteerism are not unique to garden [1:37:34] rich I'm finding out it's hard to get [1:37:36] volunteers for everything [1:37:39] we'll keep trying [1:37:40] we appreciate that thank propose [1:38:05] authorizations item number 10 a its [1:38:09] feral hogs the item is to review and [1:38:11] discuss proposal so first of all city [1:38:14] actions are our Animal Services and [1:38:17] Public Works and frankly everybody that [1:38:19] can help has been helping putting out [1:38:22] traps and pens and consulting with [1:38:25] trappers our our Public Works folks and particularly our Animal Services but [1:38:33] also our our Public Works Director have [1:38:36] talked to at least three trappers that I [1:38:39] know of asking them what are we doing [1:38:41] right what are we doing wrong what can [1:38:43] we do and the consensus of the trappers [1:38:45] is they would be doing the same thing [1:38:47] and they gave us some some tips on what [1:38:50] to do with the bait and how to make it [1:38:52] so it's not so attractive to deer and [1:38:54] one of them said that acorns which was [1:38:57] scoffed at on public in social media was [1:39:00] is actually kind of like cracked to a to [1:39:03] a hog apparently and that's why that [1:39:05] went out and some people have been [1:39:07] collecting that but nevertheless you [1:39:09] heard something that is is a common [1:39:12] comment with with trappers is they know [1:39:17] that when there's particularly a mom hog [1:39:21] in the group that's trap smart they'll [1:39:25] actually nudge away and push the other [1:39:26] hogs away from the trap it's it's crazy [1:39:29] to watch it on film and they really do [1:39:31] that they're that smart so that's one of [1:39:33] the things that we're up against but we [1:39:36] have we also have had some people [1:39:39] petitioned the city to authorize and I [1:39:42] won't do air quotes but I'll say quote [1:39:45] professionals to hunt in the in city [1:39:48] limits and [1:39:49] there's a couple of problems with that [1:39:51] one is there's no it's pretty loose [1:39:53] definition of what a professional is to [1:39:55] begin with but [1:39:57] moreover it's not just an issue of the [1:40:01] city ordinance saying that it's a [1:40:03] problem with hunting in the city but [1:40:05] it's a problem with the state saying [1:40:07] it's a problem with hunting in the city [1:40:08] and we've engaged with our attorney and [1:40:11] asked our attorney to analyze this you [1:40:13] were sent a letter on this so you would [1:40:18] be armed with the information understand [1:40:19] why it's it's a bridge that's [1:40:23] extraordinarily too far to allow [1:40:25] somebody to be hunting and in in our [1:40:29] neighborhoods but I'm gonna turn this [1:40:31] over to our attorney to ask her to [1:40:33] explain a little bit of that [1:40:36] so one of the things that we considered [1:40:38] was is there a possibility of just [1:40:40] rescinding the ordinance and then would [1:40:44] that give you know someone the right to [1:40:45] do this as we documented for you in the [1:40:49] memo it is a there is a penal code [1:40:51] violation under 4201 [1:40:54] to allow that that type of discharge of [1:40:57] firearms within the city limits because [1:41:00] of the definitions the particular [1:41:01] definitions that apply to you the penal [1:41:03] code [1:41:05] there's a little bit of additional [1:41:07] research and I confirmed with Chief [1:41:08] shortly before the meeting and what we [1:41:11] can also confirm is not only is that [1:41:13] there that Penal Code definition in that [1:41:15] penal code violation which is a Class B [1:41:18] misdemeanor offense it is also a [1:41:21] violation of a separate chapter of the [1:41:23] penal code which is a felony offense and [1:41:26] so whatever the city does because there [1:41:29] is also the felony offense at play and [1:41:31] the potential for a felony offense at [1:41:33] play for discharge of a firearm within [1:41:36] city limits and the city has no [1:41:38] authority to to authorize that [1:41:43] kind of and they're going to I'll skip [1:41:45] the air quotes but no authority to [1:41:47] authorize that type of discharge within [1:41:50] the city limits [1:41:52] and and let me add she said discharge [1:41:55] firearm a couple of times but in the [1:41:57] note that you have you see that it [1:41:59] actually says or other weapon shotgun [1:42:01] air rifle pistol BB gun bow and arrow so [1:42:04] it it's all of that although the people [1:42:07] that don't Lee don't use these things [1:42:10] very much consider it all and they just [1:42:12] say discharge firearm but they're really [1:42:13] talking about all that stuff so that [1:42:16] said while our attorney has the floor to [1:42:19] offer if anybody has any questions about [1:42:22] this particular topic not about the hog [1:42:25] trapping or anything in general but just [1:42:27] about the memo you got and the idea of [1:42:30] allowing people to hunt in our city [1:42:32] starting the right side any comments or [1:42:34] questions [1:42:34] I [1:42:36] don't think hunting our city has any [1:42:39] place there's way to strap these hogs if [1:42:41] we get experienced people we can we [1:42:43] could do that successfully it's been [1:42:45] done I've done it myself before [1:42:49] ma'am no way [1:42:52] so then [1:42:54] taking this a step further as I said [1:42:57] we've been we've bought extra traps [1:42:59] we've been trying lots of different [1:43:01] things we're up against having some hogs [1:43:05] that are trap smart and [1:43:07] you know we're still trying to help then [1:43:10] so the next step is we we went to some [1:43:14] trappers and said what can you do if we [1:43:17] engaged your services to trap and I'd [1:43:20] like to turn this over to our city [1:43:21] administrator so she can explain some [1:43:23] discussions that she's had good I [1:43:27] spoke with [1:43:29] Ryan Murphy with RMH ranch or RMH [1:43:33] services they've done our did our deer [1:43:36] trapping this past year or past season [1:43:41] he has submitted a quote or an estimate [1:43:46] that would be initial trap setup and [1:43:48] takedown of $2,500 and then a weekly [1:43:52] trap capture capture fee with a two week [1:43:55] minimum of $500 per week what he would [1:43:59] be using is a trap that is similar to [1:44:04] what he used when he was trapping deer [1:44:07] but it would be smaller [1:44:09] if you remember the the sides are open [1:44:12] and it is electronically controlled when [1:44:15] he would see hogs in the trap then the [1:44:19] sides would go down and the pin would be [1:44:22] locked up upon [1:44:25] knowing that he had hogs in the trap he [1:44:29] would respond immediately he would load [1:44:31] the Hogs up and remove him out of the [1:44:34] city there would not be any shooting of [1:44:37] any hogs [1:44:38] in the city limits he would take him to [1:44:42] either a ranch who wants hogs or [1:44:46] donate them to someone who would process [1:44:48] the meat to feed the needy [1:44:53] so what we have is somebody that has an [1:44:58] alternative to the traps that hogs are [1:45:01] obviously trap smart to and [1:45:05] he we know him obviously he has a track [1:45:08] record with us and he this is his offer [1:45:12] to go ahead and do two weeks worth so [1:45:14] we're talking $3500 in a couple of weeks [1:45:17] to see if he can and and and what we've [1:45:19] been told by other trappers is if he [1:45:21] manages to get the those the mama hogs [1:45:25] at her trap smart all of a sudden we're [1:45:28] going to start catching other hogs and [1:45:29] our traps as well [1:45:30] no promises of course but that's that's [1:45:32] the way the conventional wisdom in hog [1:45:35] trapping so [1:45:37] what what we are proposing to do and for [1:45:42] your action tonight your your [1:45:44] consideration in action tonight is to [1:45:47] engage with with [1:45:49] RMH [1:45:51] exotics LLC LMNOP and [1:45:56] to go ahead and do this in gorge ranch [1:45:59] first now that said if this works and [1:46:03] works out well that also consider going [1:46:07] over to trophy oaks I don't want to [1:46:08] forget trophy Oaks you know you rewind a [1:46:10] couple of years and I stood in front of [1:46:12] our wildlife management committee and [1:46:14] said hey I know everybody's putting a [1:46:16] spotlight on deer but they're having a [1:46:18] problem in that neighborhood with hogs [1:46:20] and it's gonna get worse everywhere and [1:46:23] so this is something that I don't want [1:46:26] to forget about trophy Oaks as well but [1:46:27] I don't think it's I personally and [1:46:29] recommending to you that we don't go [1:46:31] whole hog on this and [1:46:35] do both neighborhoods all at once until [1:46:37] we see how this is working out and if [1:46:39] it's if it's effective so that said the action says take action proposed and [1:46:46] authorized city minutes to execute [1:46:48] documents so Swee the services so I'll emphasize that what I'm asking you [1:46:52] to do is to consider authorizing our [1:46:54] city administrator to to [1:46:57] contract on behalf of the city with Ryan [1:47:01] Murphy for what you see here for two [1:47:03] weeks see how it's going and see if we [1:47:05] need to do it any further but also if [1:47:07] it's working out there to also bring it [1:47:10] over to the trophy oaks and try to get [1:47:12] some of the Hogs that are over there and [1:47:13] to put a bound on it I'd say that the [1:47:17] you know we we have the wildlife [1:47:20] management Advisory Commission money and [1:47:23] it's for the deer we never use all of [1:47:26] that what we put it in there but I think [1:47:28] it would be prudent for us to say not to [1:47:30] exceed ten thousand dollars of that of [1:47:32] the money that's in there and I will [1:47:36] tell you that we probably will most [1:47:38] likely will not use all that money on [1:47:40] the deer anyway so my recommendation for [1:47:43] you to consider is to give her a give [1:47:46] our city administrator the authorisation [1:47:48] to execute these contracts to first [1:47:51] start with with George ranch if it's [1:47:53] working out well go to trophy oaks and [1:47:55] to not exceed ten thousand dollars [1:47:57] without coming back to you [1:47:58] comments questions starting on the left [1:48:01] side yes does he have to get a permit [1:48:05] for this no no they're not there they're [1:48:07] not game animals there you're not [1:48:10] they're not game animal so okay Texas [1:48:12] Parks and Wildlife okay [1:48:14] I don't know if it's relevant to anyone [1:48:17] else or whatever but I personally I'm in [1:48:18] favor of it actually been favorite [1:48:21] instead of the deer but [1:48:23] would he be willing to provide the [1:48:27] ultimate destination what do you share [1:48:29] that with us just so we know if we're [1:48:32] feeding or we're stocking somebody's [1:48:34] game ranch [1:48:35] can we ask him to provide that I don't [1:48:38] see why not I don't think it's not make [1:48:40] it part of the discussion because nobody [1:48:42] really about how we're gonna deal with it I [1:49:14] have an access I have access to a [1:49:16] hunting lease that's quite close to the [1:49:18] city Garden Ridge with outside the city [1:49:19] limits and I saw a sounder of hogs last [1:49:22] weekend that was over 70 [1:49:25] and I couldn't get a clear shot out of [1:49:27] and I'll admit it because they were in [1:49:29] the brush [1:49:30] so that's giving you an idea something [1:49:32] of what's going on out there and I've [1:49:33] never seen that before so this is [1:49:35] absolutely insane [1:49:40] that said this trying to figure this out [1:49:43] has got to be our priority of if it [1:49:45] means cutting back on deer trapping all [1:49:47] those kind of things it they are far [1:49:50] more destructive and far more dangerous [1:49:51] and that needs to be our priority so I'd [1:49:54] love to see this work and maybe it's [1:49:57] something we can get to the state of [1:49:58] Texas to help out I don't know just [1:50:00] musing out loud here [1:50:02] comments questions [1:50:05] councilmen Bauer there is no ranch in [1:50:07] the state of Texas gonna set hogs that's [1:50:11] they've got enough of their own I'm only [1:50:13] doing they will they will shoot them [1:50:15] just like we should be shooting them as [1:50:17] soon as they leave the city limits so [1:50:18] only asking [1:50:20] that's [1:50:23] now my biggest concern right now is [1:50:26] the Hogs have moved on we cannot attract [1:50:31] those hogs back here it sits there [1:50:32] that's their pattern that will bring [1:50:35] them back so do we set up these pens [1:50:37] right now and hope for the best [1:50:39] or do we pay $500 a week and not catch [1:50:42] anything for the next month or two until [1:50:44] their pattern comes back this way again [1:50:46] they're gone from here right now they're [1:50:49] not going to come back because we start [1:50:50] feeding they're off doing something else [1:50:53] so we have to concern ourselves with in [1:50:55] it and if they're gonna charge us 500 [1:50:58] dollars a week does that [1:51:01] include a guarantee that they're gonna [1:51:03] catch leaves catch some hog [1:51:06] no there was no guarantee em okay well [1:51:09] then uh we are did I take a real hard [1:51:10] look at what no they're good I mean [1:51:12] they'll be able to do it a pen like they [1:51:15] have that's actually a short one so the [1:51:16] deer can jump out is is probably the [1:51:19] best way to to get a number of hogs at [1:51:22] one time but I think we're a little bit [1:51:26] premature if the dogs are not here now [1:51:29] that's my thought yeah the the they're [1:51:33] obviously the reason why they're that [1:51:35] we're not seeing as many is because now [1:51:37] there's water that's been rainin there's [1:51:40] water there's greenery there's there's [1:51:42] something for them to eat and drink [1:51:44] that's not in the lush green yard so [1:51:47] yeah we're not seeing as many of them we [1:51:50] can research that and see if they if [1:51:52] we're not seeing any at all then maybe [1:51:53] we shouldn't be doing this I don't know misinformation [2:02:13] you know we have we if we had a public [2:02:16] information person whether it was [2:02:19] part-time or contractor part-time you [2:02:21] know like a half time kind of person we [2:02:23] don't have to do we it would we could [2:02:25] afford something like that in the budget [2:02:26] a full-time person is another story but [2:02:28] or even a contractor that we could do [2:02:32] things like when when you I don't know [2:02:35] if you're aware of this but you all got [2:02:37] beat up because you didn't want to hear [2:02:38] from your constituents in the city [2:02:41] because people were writing to you based [2:02:44] on what somebody put on social media [2:02:46] there's your email address and it was [2:02:47] wrong email address and finally somebody [2:02:50] realized it was the wrong email address [2:02:51] but if we had a Pio so that person could [2:02:54] intervene right then and say hey [2:02:55] everybody that's the wrong email address [2:02:56] don't be don't be saying that they don't [2:02:58] want to hear from you they just using [2:03:00] the wrong email address so there's lots [2:03:02] of situations incidents that I could [2:03:05] bring up anecdotally but the fact of the [2:03:07] matter is is it's maybe time for us to [2:03:10] consider having somebody help us with [2:03:12] the message as well as the delivery as [2:03:14] well as addressing social media and [2:03:16] social media [2:03:17] I want to call it fake news but [2:03:20] inaccuracies and all of those kind of things so again [2:03:26] this is not to necessarily do any [2:03:29] contracting or hiring or anything but I [2:03:32] just wanted to get that bring this out [2:03:34] for a discussion because we can't talk [2:03:37] about this any other to do it [2:04:52] but but we could you know remember a [2:04:54] part-time person [2:04:56] is no benefits and that kind of thing [2:04:59] and it helps helps the help some budget [2:05:02] quite a bit so any thoughts on any of [2:05:04] that [2:05:05] councilman will call I [2:05:08] would hope we wouldn't need more than a [2:05:11] part-time person and I think it's a good [2:05:14] idea either [2:05:32] employees we have don't have the [2:05:34] bandwidth to be doing this - I [2:05:35] understand that's why I'm saying it [2:05:38] would be like if we need an assistance [2:05:40] somewhere they could possibly [2:05:43] do two jobs at once not you I don't want [2:05:47] to take have some of our people [2:05:50] currently adding this because it could [2:05:54] turn out to be substantial [2:05:56] but and remember I would look part time [2:06:00] yes sir and and to make sure that I I [2:06:03] hope I didn't mislead you I'm not saying [2:06:05] this is just not watching social media [2:06:07] and answering it's a message it's it's all of the things that are about [2:06:14] our message and about our outreach it's [2:06:17] you know [2:06:18] the messaging and the message on our [2:06:21] website and all of that stuff so it's not just sitting there and [2:06:26] monitoring Facebook and and next door [2:06:29] and answering it that's not what I'm [2:06:30] suggesting [2:06:31] anything else [2:06:36] I'm this is something I'm definitely for [2:06:39] and I think it's you know again beyond [2:06:42] just kind of addressing misinformation [2:06:44] it's also getting out [2:06:46] positive information about the city it's [2:06:48] about publicizing city events is about [2:06:50] working with Commission's something that [2:06:53] Jesse and I've talked a lot about is [2:06:54] educating the citizens about the water [2:06:57] rates you know how do we present that to [2:06:58] the public how do we put it on the [2:07:00] website are there's brochures that we [2:07:02] can put together that would help our [2:07:03] citizens understand those kinds of [2:07:05] things a gonna be issue with how do we [2:07:07] educate the people about why we make the [2:07:09] decisions about the deer you know how do [2:07:12] we help the citizens get to know who our [2:07:14] volunteers are or what our Commission's [2:07:16] actually do so they may want to attend [2:07:19] so there's this whole positive spin to [2:07:21] things too and you know the [2:07:23] misinformation part for me is mostly [2:07:26] about not taking up everybody else's [2:07:28] time all the city staff having to answer [2:07:30] the phone or you know having to I just [2:07:34] get so bogged down and all that you know [2:07:37] the negative misinformation then the you [2:07:39] know the the false information so I mean [2:07:41] I think there's two sides of this and I [2:07:43] think that positive side is there would [2:07:45] be a real benefit to the city [2:07:49] great thank you anything else sir I [2:07:54] can need I can see the need with I just [2:07:58] have to wonder if a public relations [2:08:02] individual [2:08:04] have we grown that much so we actually [2:08:06] need one I don't know what the answer is [2:08:09] it's that's that's another employee we [2:08:12] still have to staff the police [2:08:13] department fully [2:08:14] which I think it should be a priority [2:08:16] over a public relations officer or [2:08:19] individual [2:08:20] it is that what you're talking about [2:08:23] leasing is necessity it really is those [2:08:27] are my thoughts yes sir and and that's [2:08:30] why I'm also throwing out the option of [2:08:33] having it be a contractor or a part-time [2:08:36] person something that it keeps to write [2:08:38] the cost down considerably [2:08:40] sir [2:08:42] okay and I love the discussion that's [2:08:46] going on up here because this is in my [2:08:48] mind supposed to be a positive event we [2:08:51] have things happen in the city we have [2:08:53] things going on [2:08:55] we have city council meetings every [2:08:58] month oftentimes it's five or six people [2:09:00] come to the city council meetings [2:09:01] something then comes up and everybody [2:09:03] screams well I didn't know and it's been [2:09:05] on our Facebook page it's on the city [2:09:07] council meeting minutes it's now going [2:09:08] out on YouTube people can review that [2:09:10] and they still don't know so I view a [2:09:12] public information officer as another [2:09:15] venue to communicate through a way to [2:09:17] expand our communications [2:09:19] the communication cycle now in the world [2:09:22] is very very fast as we all know and [2:09:24] like like councilman Councilwoman swin [2:09:27] said some of our city employees are [2:09:29] getting beat up by folks it may be beat [2:09:32] ups not the right question right term [2:09:34] but they're getting bogged down in [2:09:36] people calling up coming in doing [2:09:37] Freedom of Information Act requests [2:09:39] demanding information about something [2:09:41] that somebody posted online that's [2:09:42] outright false or misleading or [2:09:45] incomplete datasets or cherry pick data [2:09:47] sets or quite frankly just a false [2:09:49] personal attack that's been made up and [2:09:51] with the intent of harming somebody [2:09:53] that's the kind of thing I'd like to [2:09:55] address with this [2:09:56] is to be able to just not go after the [2:10:01] person who's doing it but here's the [2:10:02] actual facts folks so before you pick up [2:10:04] the phone and call the city who I can [2:10:06] look at the next-door thread and go oh [2:10:07] they're not actually currently doing X Y [2:10:09] or Z and put out fat base straight-up [2:10:12] information and that's it [2:10:15] [Music] [2:10:16] I think either a contractor or a [2:10:19] part-time employee whichever is the most [2:10:21] reasonable price for the getting a lot [2:10:31] of their information off of these [2:10:33] different online media and I think we [2:10:36] need to we're gonna have to engage on it [2:10:37] it's we get behind the today or discredit it's just an awful [2:10:53] lot has asked to them I think the idea [2:10:55] of a Pio would be that person would be [2:10:59] not only proactive in being positive for [2:11:03] the city but also reactive when when [2:11:06] negative is out there or just to clarify [2:11:07] I mean people can legitimately [2:11:10] misunderstand an issue it doesn't mean [2:11:12] there's a problem I also see this as [2:11:14] potential for marketing the future [2:11:17] development and that person could be in [2:11:19] place to bring them along to know okay [2:11:23] this it's much like what mr. Lancia I [2:11:25] discussed last year you know creating a [2:11:28] marketing plan if you will and I think [2:11:30] the i/o officer would be key to that and [2:11:32] I think it should be a contract person [2:11:35] who has a capacity to grow with the city [2:11:42] okay that's all great and I appreciate [2:11:45] all those thoughts but as you heard [2:11:47] other people speak maybe something [2:13:26] Kim wood here today to give the update [2:13:29] on the market we've sort of taken the [2:13:31] approach that this is kind of like like [2:13:33] a startup business so we had did a [2:13:35] little SWOT analysis that she's gonna [2:13:37] present so we can kind of get a baseline [2:13:39] for where we're at now that we've got a [2:13:41] professional on board [2:13:47] for some button [2:13:49] no you need to turn the mic on turn the [2:13:51] mic on [2:13:53] sorry new at this very Amer hi [2:13:57] so yes thank you for that introduction [2:14:00] Lisa I'm Kim wood and do have some [2:14:04] experience with this stuff I ran a [2:14:06] marketing company and events company for [2:14:09] over eight years and have my degree in [2:14:12] marketing and public relations so together [2:14:24] a SWOT analysis so that you all would [2:14:26] have a better idea of what's going on [2:14:27] with the market right now and the [2:14:30] present strengths and weaknesses of the [2:14:32] market so that we can make decisions [2:14:33] moving forward with that [2:14:37] so I will just get right into that the [2:14:40] strengths that we have going on with [2:14:42] market days right now we have a very [2:14:44] loyal customer base with visitor counts [2:14:47] from around 2000 around 2000 since we [2:14:50] started the market back in May there's a [2:14:53] high level of interest from vendors and [2:14:55] a variety of products that they're [2:14:56] offering and they're from all over San [2:14:58] Antonio and the surrounding cities we [2:15:01] have 50 vendors this month which is [2:15:03] almost double the size of previous [2:15:05] months so we're doing quite well growing [2:15:08] the market [2:15:09] and it's we're steadily increasing the [2:15:12] earning earning income every month with [2:15:14] the market as well we're expanding the [2:15:16] vendor pool and we're projecting close [2:15:19] to 1500 dollars in vendor fees for this [2:15:22] month alone [2:15:23] some of the weaknesses going into that [2:15:26] there is limited space in the city hall [2:15:29] parking lot [2:15:30] so that is where we obviously host the [2:15:33] market but because we are growing in [2:15:35] vendors we actually have to cap the [2:15:37] number of what we're currently at which [2:15:39] is the 50 so we cannot at this point [2:15:42] accommodate a growing vendor waitlist [2:15:45] that we do have a little bit of a lack of [2:15:49] capital here at the start [2:15:51] there is no real money to invest in [2:15:54] extensive marketing at this time or [2:15:57] other activities that we could add to [2:15:59] the market things to generate people [2:16:01] coming in and interest in the event is [2:16:04] very important obviously to keeping [2:16:06] something like this going so [2:16:09] and [2:16:11] the other thing is we don't have a lot [2:16:13] of volunteers at this time we're [2:16:15] obviously working on that and like we [2:16:16] mentioned earlier that is a over what an [2:16:19] overall city you know issue that we have [2:16:21] so it's not just us obviously [2:16:23] the opportunities that we have the [2:16:25] demographics of the guard of Garden [2:16:27] Ridge itself are changing and the [2:16:29] majority have expressed an interest in [2:16:31] retail offerings so we're providing that [2:16:33] and able to act on that as a stopgap [2:16:37] measure through the market the city is [2:16:39] able to serve as an incubator for small [2:16:41] local businesses ma'am ma'am I don't [2:16:44] mean to interrupt you [2:16:46] we are off the agenda [2:16:49] for what we should be talking about I [2:16:52] believe [2:16:57] what is we are serving the purpose of [2:17:01] this right now is to get a status of it [2:17:02] and because [2:17:08] so to get it to get a status and to [2:17:13] discuss some of the things that [2:17:14] councilman Swint thinks that that y'all [2:17:17] need to make some decisions on having a [2:17:19] guest speaker and having our [2:17:22] [Music] [2:17:23] contracted manager speaking right now [2:17:25] was not on the agenda yeah I was not [2:17:27] told that you were gonna have this [2:17:44] it's growing rapidly and it is a big [2:17:47] deal it is a big issue discuss we have [2:17:48] over seventy thousand people on [2:17:52] social media that have already [2:17:53] recognized just the one November market [2:17:56] coming up right now we have over 3,000 [2:18:00] RSVPs to that market and that is more [2:18:03] than we've had for the last markets all [2:18:04] combined since May so I do think it's an [2:18:07] important issue to address [2:18:09] the threats that you were mentioning [2:18:11] that we do need to discuss I'm sure that [2:18:14] was the next thing at least I manner we have recently [3:16:39] discovered that reviewing the engineer [3:16:40] the plans is based out of Arizona [3:16:44] not new braunfels Arizona and is not [3:16:47] familiar with the local and area [3:16:49] standards for designing storm water [3:16:50] detention and septic our civil engineer [3:16:53] is very experienced and [3:16:55] is required and is very thorough to make [3:16:57] sure the system and designs are in [3:16:58] compliance with state and local [3:17:00] standards and not to be detriment to the [3:17:03] neighboring properties he and I both [3:17:04] take offense the city engineers comments [3:17:06] that we consider them to be out of line [3:17:08] the last review cost me and still is [3:17:12] costing me money I need to be out of the [3:17:14] place I'm at I need to move on I need [3:17:17] the City Engineer to work and explain [3:17:19] exactly what we need up front and not a [3:17:21] bunch of rework thank you ma'am [3:17:26] anyone else [3:17:36] yeah would [3:18:33] continue to look at a multi-faceted [3:18:35] approach to treating the feral hogs in a [3:18:39] proactive manner and the research and [3:18:42] data does show that there is no one [3:18:45] absolute best way and only way to treat [3:18:48] feral hogs but your effectiveness does [3:18:51] increase if you attack it from a [3:18:55] multiple venue or in various ways so if [3:19:01] you would consider [3:19:02] other ways in addition to trapping and [3:19:05] then to a comment that was made earlier [3:19:07] today about [3:19:10] there's expected growth probably with [3:19:13] the as as we can tend to have [3:19:15] development in the area feral hog [3:19:17] attacks will continue and will only [3:19:19] increase so I would ask that you guys [3:19:22] would consider [3:19:23] making a line item in the budget to [3:19:26] proactively plan on dealing with the [3:19:29] feral hog issue rather than and I'm new [3:19:33] at this so I don't I'm not sure I don't [3:19:35] know everything about the budget but I [3:19:37] don't think it's a specific line item [3:19:39] right now and I believe that the problem [3:19:41] is only going to increase and for [3:21:11] and questioning you they really need to [3:21:14] find out what the law really says and I [3:21:18] guess I don't have a problem with them [3:21:21] other than the fact I love to be on
