[0:20] The regular meeting of the planning commission is called to order at 7:02 [0:26] p.m. I do want to make a announcement today. [0:31] Tonight's the first time we're using computers [0:36] for tallying votes and for communicating. So, please bear with us [0:43] while we go through this process and I appreciate it. Thank you. [0:51] Okay. The pledge of allegiance will be led by Commissioner Langley. So please [0:57] stand up, put your hand across your hearts [1:01] and face the flag. [1:23] Okay. Can we have roll call, please? [1:30] » Certainly. Commissioner Langley, >> present. [1:34] » Commissioner Sherman, >> yes. [1:37] » Vice Chair Khan, >> here. [1:40] » Chair Wright, >> present. and Commissioner Henderson is [1:44] out with an excused absence. [1:52] We have the minutes of the regular meeting of June 17th, 20, 2025. [1:59] Do any commissioners have any corrections on the minutes? [2:07] I will take that as no. Okay. Do we have a motion to approve the minutes? [2:21] Okay, we have a motion by Commissioner Langry. [2:40] Do we have a second? Commissioner [2:45] Connor, >> I second. [2:52] » Start the uh vote, please. >> Yes, vote has started. [3:05] Has [3:10] everybody voted? [Music] [3:14] » I only see three of us. >> Uh there's [3:20] we're we're good. Uh >> okay. [3:26] » Oh, gotcha. Okay, we're we're good. >> Okay. [3:30] » Okay. Is everyone's voted? I'm going to end the vote. [3:34] Motion passes uh 30 with uh Chair Khan, Chair I mean Vice Chair Khan, Chair [3:42] Righter and Commissioner Langley voting yes. Uh Commissioner Sherman abstaining [3:47] and Daryl Henderson out. [3:52] Okay. 4B. We have the minutes of the regular [3:58] meeting of July 15, 2025. Do any commissioners have any [4:04] corrections on the minutes? [4:11] No. Okay, I will take that as a no. Do we have a motion to approve the minutes? [4:20] Okay, Commissioner Conhan has [4:27] » I would like to make a motion to approve the minutes of July 15, 2025. [4:34] I second. [4:38] » Okay. Can we please have a vote? >> Certainly. Uh, Vice Chair Khan. Oh, I'm [4:46] sorry. I'm going back the old way uh voting man started [5:00] has [5:07] » has everyone voted. >> Yeah. Has everyone voted? [5:12] Take that as a yes and vote. Motion passes 300 with uh Chair Khan, [5:20] Vice Chair Khan, Chair Right, Shore, and Commissioner Sherman voting yes. [5:26] That's what screwed me up. So, there's a uh Commissioner Langley [5:31] with Commissioner Langley abstaining. For some reason, it shows it twice up [5:36] there. [5:39] Okay. [5:43] Okay. Staff, please read the oral communications instructions. [5:52] » This is a time where the public may address the planning commission on items [5:55] that are not on the agenda, but within the planning commission's jurisdiction. [6:00] Comments should be limited to three minutes. [6:04] Is anyone in the public wishing to speak to the planning commission at this time? [6:10] Okay. No public speakers under oral communication. [6:14] » Okay. Five. We will now move on to the public hearing items. [6:23] 6A [6:27] environmental assessment 17-24 conditional use permit 7-24. [6:36] Applicant Matthew Farah of Westside Collection Car Storage. Location [6:42] 1608-1612 [6:46] West 139th Street. Director, will you present [6:52] the staff report, please? >> Uh, I will be presenting the staff [6:56] report for this item. [7:00] » Okay. And, uh, good evening, commissioners. Uh again, as you've [7:04] stated, this is environmental assessment number 1724 and conditional use permit [7:08] number 17 or 724 for a request for a conditional use permit to allow the [7:14] operations of private vehicle storage facilities within two existing [7:18] industrial buildings totaling about 23,334 [7:22] ft located in the Gardina Industrial or M2 zone in accordance with Gardina [7:27] Municipal Code section 1846. 030C9. Uh and for environmental considerations, [7:34] this project is categorically exempt from the provisions of SQUA uh pursuant [7:39] to class one for existing facilities and is not subject to the exemptions or [7:44] exceptions in SQUA. And just to see here, this is a vicinity [7:50] map. It is going to be at, as you stated, 1608 through 1612 West 169th [7:55] Street. and it is going to be south of West 139th Street, west of Haldale [8:00] Avenue, and east of um Southwestern Avenue. [8:06] And as far as the zoning map goes, the surrounding areas as well as the [8:10] property is all going to be zoned as general industrial or M2. And the only [8:14] other one is going to be the south adjacent property, which does have a [8:18] housing overlay six on it. [8:23] And just for show, this is the existing property. Again, these are four [8:27] industrial complex buildings. However, the applicant is only utilizing the rear [8:33] two. Just to show, this is the existing 1608 [8:37] building. [8:40] This is the 1612 building. [8:45] And as far as the site plan goes, again, there's two industrial buildings. Both [8:48] parcels together uh have a total of 0.9 acres in lot size. There are 35 parking [8:54] spaces on the uh parcels and there is a shade sale between the buildings and [9:00] once again in blue is going to be 1608 building. In red is the 1612 building as [9:06] well as a shade sale in green between both buildings. [9:13] And for the floor plan, there are going to be 19 total parked vehicles. Um, and [9:19] these include uh double lifts in the 45 ben pack lifts as well as being stored [9:25] as 15 motorcycles with a car wash and detailing station. And just to show, [9:30] this is the entrance to the building. This is only one uh size of a bend pack [9:36] lift as well as the uh car wash station down on the southeast corner. [9:44] And just to give an example, these are the Ben packlets on site. And just to [9:49] note as well, the applicant is currently operating. However, they have submitted [9:53] this conditional use permit in an effort to comply with the Gardina Municipal [9:57] Code. And this is just a view of one lift and it is double tier. So there's [10:03] one car below and one car above. And this is the car wash and detail [10:09] station. And this is just another view of that. [10:16] As far as the uh building in 1612 goes, there will be 48 total parked vehicles [10:22] inside of the building with 24 bend pack lifts, 10 motorcycles as well as an [10:26] office and members lounge. Just to show as well, this is one Ben pack lift. And [10:33] then the area in blue is the office and members lounge. [10:38] As far as the analyses go, the business operations include private valet vehicle [10:43] parking, uh elevated sto storage lifts, car washing and detailing uh services, [10:48] battery and tire changing services, and a battery battery tender for the stored [10:52] vehicles. The hours of operation are going to be 7:00 a.m. to 7:00 p.m. all [10:56] days of the week. And uh as far as the parking ratios go, the park uh parking [11:01] ratio of warehousing will be in effect for this uh use. Um there are with the [11:08] ratios of warehousing um a requirement of 31 parking spaces. However, the [11:14] property is providing 35. So there is going to be four parking spaces in [11:19] surplus of the requirement. And for public noticing uh the city has [11:25] uh publicly noticed Gardina Valley News as well as the property owners and [11:29] occupants within 300 ft on July 31st, 2025. And to date, uh, staff has not [11:35] received any comments made to the project. [11:40] As far as staff recommen recommendation goes, uh, we recommend to conduct the [11:45] public hearing, receive testimony from the public, and adopt resol resolution [11:49] PC 1225 and direct staff to file a notice of exemption. The applicant as [11:54] well as staff is here for any questions the commission may have. [12:02] » Okay. Does uh anyone here have any questions? [12:14] Well, I have one to I will wait until the person speak then I'll [12:20] » if the applicant wants to come to the podium to speak to the commission. [12:27] Excuse [12:38] me. Have to open up a public. The public hearing is now open. [12:45] Now you Now you can come up. First time. Sorry. All right. Uh, thank [12:52] you all for hearing me tonight. My name is Matt Farah. I'm the owner and founder [12:55] of Westside Collector Car Storage. Uh uh for 20 years I have been a professional [13:01] automotive journalist. I'm an editor at Road and Track magazine. I have a large [13:06] YouTube channel and a podcast and I've been testing cars my entire life. I'm [13:10] very passionate about cars and I collect them myself and I started this business [13:15] as a way to turn one of my passions into a business. We opened our first facility [13:20] in 2020 in Plyio Vista and we sold it out very quickly uh within a year and [13:26] now we're uh we're expanding to Gardino and our clients are incredibly excited [13:31] about it. Um we're offering storage as a concierge service. So as Kevin uh very [13:38] accurately described, we we keep the cars on battery tenders. We start them [13:42] up and warm them up once a month. We wash and detail them and only them. We [13:47] do not wash and detail cars from the outside, only the cars that we store. [13:51] Uh, and we run our water for the wash bay through an underground interceptor, [13:56] uh, which we have serviced every year. Um, you know, we are we're surrounded by [14:01] businesses that are not particularly clean. There's an aluminum casting [14:05] facility to the north, there's a junkyard to the west, there's a body [14:10] shop to the east. Uh we would actually be cleaning this property up from what [14:14] it was in the past, which was an electroplating factory. Um and we're [14:20] bringing high-end clientele to Gardina. Our customers have cars with us, but [14:25] they live in Hermosa Beach, they live in Manhattan Beach, they live in Elsagundo, [14:29] and they come get their cars from us, and they eat in restaurants in Gardina, [14:33] they buy gas in gas stations, they shop in stores. Um and and they're bringing a [14:38] high-end business to the area. Uh, I really believe in this business. Um, I [14:43] own both properties. I bought one and then the other right next to it. That's [14:47] how much I'm committed to it. And I intend to be here for a very long time. [14:51] And I look forward to answering any questions you people might have and and [14:54] to working with you guys for the next several decades. Thank you. [15:03] Is there anyone here that has any questions? [15:10] Okay. Commissioner K canon. [15:16] » Yeah. I wonder if you have any client from Gardina. [15:21] » Uh I I'm sure we do. Uh I haven't looked at the addresses of every single one of [15:27] our clientele. Um but uh I'm sure that we do. Yeah. [15:36] » I have a question. Um, I saw that the cars that you have are, let's say, very [15:44] high-end >> sometimes. Yes, [15:47] » sometimes. And um, do any of these operate on like electric battery type [15:54] cars? >> Because the concern that I have in case [15:59] of a fire? >> Sure. [16:00] » Do you have anything set up to take care of that? Because through experience when [16:08] electrical cars catch fire. >> Yes. It's bad. It's bad news. [16:12] » It's bad news. >> So we, you know, typically for most [16:15] people an electric car is a daily driver type vehicle. Uh and we store collector [16:21] vehicles, weekend vehicles, stuff that's driven once in a while. So while we [16:25] don't explicitly have a policy of not storing electric vehicles, the truth is [16:31] it's not something that's really in demand. Uh once in a while if someone [16:35] takes out their Porsche or their fun car for the weekend, they might leave their [16:40] daily driven electric car behind in that space. That's something we offer. A [16:44] space is a space. Uh but we don't make a habit of storing electric cars. The [16:48] buildings are fully sprinklered. Uh and when we plug in um electric vehicles, [16:54] you know, we keep the cars on battery tenders, uh normal 12volt battery [16:57] tenders. And when we do plug in the electric cars, we only use the OEM [17:02] portable battery charge cable. We only plug them into a 110 outlet, not a high [17:08] DC fast charging or anything like that. We set the charge limit of the vehicles [17:13] at 65% which is the optimum for storing them. Um, we take all the steps one [17:19] could reasonably take when parking an electric vehicle indoors. [17:25] » Yeah. Thank you. >> Thank you. Any more questions? Anyone? [17:33] Commissioner Khan, uh this question for the staff. Do we have any type of [17:40] business uh car storage in Gardina? >> Um currently there are no entitlements [17:48] to have any sort of private vehicle storage facilities for a private [17:53] collection. Um, this would be the first one that I've seen for this type of [17:58] entitlement. Um, so again, it was uh previously a warehouse or industrial [18:04] center. So this is a new type of use that's coming into the city from [18:07] entitlement standpoint. [18:12] » Okay. Thank you. >> Thank you. [18:15] » Okay. Is there anyone here who wishes to speak in favor of approval? [18:27] Okay. >> Commissioner Langley, please. [18:35] » Oh, can you come? >> You can speak from there, but you [18:38] probably won't get it recorded. Sorry, I could getting old. Um, [18:44] » have you considered a policy for electric vehicles um in that sense? And [18:49] the second question is, are you going to have guards there 24/7? [18:54] » The buildings are incred I'll answer the second part first if you don't mind. The [18:59] buildings are incredibly fortified. They're they're concrete and rebar. We [19:03] have heavily reinforced gates. I built an 8t concrete wall around the entire [19:09] property with heavy iron gates. I don't believe that it is prudent to have those [19:14] buildings staffed 24/7. And I have motion detector cameras all over the [19:19] place that so far back up my opinion and I think it would increase the price [19:25] beyond what my customers are willing to pay. I would certainly consider it if I [19:29] felt it was a necessary thing but for the time I don't believe that's the [19:33] case. Uh as for a policy of not storing EVs um my insurer is Hagerty. Uh they [19:40] insure collector vehicles specifically and businesses that deal in collector [19:44] vehicles. um and they are very comfortable with [19:49] where we are. Um I I have not considered a no EV policy. I am not um personally [19:58] um that scared of it. Um I know that EV fires are very scary, but they are [20:06] actually quite rare. Um and we don't we don't have a high demand for storing EV [20:13] vehicles. Um, if my insurance company said that, Matt, the fires are trending [20:20] in a way that we don't like and we're going to need you to adopt a policy in [20:24] order to keep your insurance of not doing it. I would certainly hear them [20:27] out. Um, but I probably wouldn't come to that conclusion on my own based on [20:32] currently available data. >> Thank you. Uh I will if if I may add I [20:38] will say that all we have our sprinklers are water. Um and our fire extinguishers [20:43] are all CO2 which is better were you for any kind of car engine fire than a than [20:49] a water extinguisher or a foam one. So we're and and we have um Cintas engaged. [20:55] I'm sure you guys know them. Uh to professionally manage our fire [20:59] extinguisher service, our sprinkler service, our regulation for testing and [21:03] on and on. So, we're doing everything we can within reason. Um, but until a law [21:08] or my insurance says no more EVs, I'm inclined to not make a policy for that. [21:15] » Very good. Thank you. >> Thank you. [21:19] » Okay. Is there anyone else? [21:25] » Okay. I guess um I can ask the question then. Is there anyone else who wishes to [21:31] speak in favor of approval? >> Sir, [21:34] » yes. >> Can I read into the record that they [21:38] were no public comments received for item 6A? However, if any member of the [21:43] public wish to speak on item 6A, please step forward. [21:50] No public speakers. >> Okay. Thank you. [21:54] » All right. I am now closing the public hearing. Thank you. Thank you all. [21:59] » Uh would any of the commissioners like to speak before we [22:05] make a motion? [22:10] No. Okay. Is there a motion? [22:18] Okay. Commissioner Langley, we have a motion. I have a motion to [22:23] adopt resolution number PC12-25 subject to the conditions of approval [22:29] and direct staff to file a notice of exception. [22:34] I second. [22:38] Okay. Now, can we have a uh vote, please? [22:44] » Yes, the vote has started. [22:58] Has [23:09] everyone voted? >> Yes. [23:15] Motion passes 40. Uh with Chair, Vice Chair Khan, Chair Right Shore, [23:21] Commissioner Langley, and Commissioner Sherman voting yes. [23:25] I do like to remind everyone that the decision will be final unless a written [23:30] request for an appeal is filed with the appropriate fee uh to the city clerk [23:34] within 10 calendar days uh from the date of adoption or city council calls this [23:39] matter for review within the same 10day period. [23:45] Okay. Okay. [23:50] » Thank you. Okay. The next item is Kevin. [23:56] » Yes, we'll let them clear the room before we go to the next item. [24:01] Okay. [24:10] All right. The next item is 6B environmental assessment 7-25 [24:18] conditional use permit 2-25. Applicant Vicky's Bubbly Cafe location [24:26] is 14782 Crrenshaw Boulevard [24:32] director who will present the staff report please. Tonight I will be [24:37] presenting the staff report. And so today I will be presenting a agenda [24:44] number 6B conditional use permit number 2-25 [24:49] environmental assessment number 7-25 for a request for a conditional use [24:55] permit for section 18.32.030 030 section B of the Gardina Municipal [25:01] Code to allow the on-site sale and consumption of beer and wine within a [25:06] new restaurant located in the general commercial C3. [25:12] The project is categorically exempt from the provisions of the California [25:16] Environmental Quality Act SQUA pursuant to guidelines section 15301 [25:22] existing facilities and 15300.2 [Music] [25:27] not subject to the exemptions of the exemptions of SQUA. [25:32] The project site is located at 14782 Cshaw Boulevard, east of Cshaw and [25:40] between Marine Avenue and West 147th Street. [25:49] The property site is zone C3, general commercial. And to the east of the [25:55] project site, we have single family residential zone R1. And to the north [26:02] and south, we have um commercial C3. As shown in the map, [26:12] as shown before you, we have the site plan that the applicant submitted. And [26:17] the new restaurant will be in the existing commercial strip um known as [26:23] the Centrol Plaza. And the applicant will not include any type of exterior [26:28] improvements that will alter the existing building footprint nor exterior [26:32] facade. [26:38] The Crunch B uh Crunch Plaza includes various commercial retails and [26:42] businesses. The Crunch Plaza has one parking lot surrounding the shopping [26:47] plaza that shares between the businesses. The parking lot is cited on [26:52] the south, east, and north of the building. [26:58] The applicant provided a floor plan and the project involves a modification to [27:04] the existing floor plan to accommodate the new restaurants. Uh there will be a [27:09] total of 14 seats as um that will be accessible to the customer [27:16] and we can see the entrance and then the table on to the left side [27:25] for the analysis. So for restaurant use, it is a permitted use in the general [27:31] commercial C3 zone. For a conditional use permit is required for the sales of [27:36] alcohol beverage for on and off premises consumption. The applicant is required [27:42] to apply for an alcohol beverage license type 42 for the on-site consumption in a [27:49] public premises. Vickiy's Bubbly Cafe hours of operations will be from 10:00 [27:55] a.m. to 11 p.m. [28:02] The project site is between um the census track 6035 [28:09] and there's currently six businesses [28:14] that have an alcohol license for on-site or off-site sell consumptions. And these [28:20] businesses include two type 41 license, two type 47 license, and two type 21 [28:28] license. [28:34] The census track is within the definition of an undue concentration [28:37] area. Therefore, the applicant must seek a determination for a public um [28:42] convenience. Also, the Vicki Bubbly Cafe will be [28:47] applying for a type two type 42 ABC license that would adversely affect the [28:52] surrounding land uses and growth and development of the area. Also, Vickiy's [28:57] Bubbly Cafe will bring a new business type within the city that will help [29:01] reabilize the area that is full of vacancies. [29:09] The public hearing notices were duly advertised in the Gardina Valley News [29:13] and mailed to the owners and occupants within 300 ft of the project site of on [29:18] July 31st, 2025. No public comments regarding the project have been [29:22] received. [29:27] Staff recommendation is to conduct the public hearing, receive testimony from [29:33] the public, and adopt resolution number PC11-25 [29:38] and to direct staff to file a notice of exemption. [29:46] Staff is available for any questions as well as the applicant. [29:54] Chair, if I may speak. >> Yes. [29:57] » Um, I just wanted to clarify that the public convenience and necessity is [30:02] something that the applicants would have to justify to ABC. It's not a finding [30:07] that the city would have to make for restaurants. [30:10] » I just wanted to make that clarification for the record. [30:13] » Thank you. Okay. Do any commissioners have any [30:19] questions? [30:23] Okay. Is there anyone who wishes to speak in favor of the [30:30] approval? [30:39] Is the applicant present? Please step forward. [30:46] Okay. We are opening up. We have a public hearing at this point in time. [30:57] Good evening. >> My name is Dr. Prince Ed Arinson. [31:03] I am the one applying for the CPU. [31:08] We proposing to bring a kind of little niche [31:14] ethnic restaurant Nigerian [31:18] to be very specific. My wife has been in business for about [31:24] 15 years, but mostly she was doing catering. [31:28] Catering to events, weddings, anniversaries. [31:35] And we decide to make a little place so that most uh [31:40] people might have a nice place in evenings [31:46] when they get off work. So that's why we we decided to get into [31:52] this business. We didn't know that it entails so much. But uh we are ready to [31:59] make it a nice place, a quiet place. Um we don't want crowds. [32:08] It's all inside. That's why we only have about 14 16 [32:14] seats. uh a lot more people when we do the food [32:19] they take out they do the catering which will go to [32:24] the events so it's only very few people mostly [32:30] I would say weekends that people come in and it's for mature group it's not for [32:37] youngsters it's a mostly family oriented um set of [32:44] People who come eat sometime they drink sometime they won't drink because [32:52] Nigerians like to drink at home but we have to set up the back just to [32:58] give just to give it a little face of class [33:05] and that's what we're trying to do and we hope to bring a lot of business to [33:10] the city of Gina and particular in the place that is almost like jumped up [33:16] because some other business around that they have a lot of traffic they're not [33:22] so pleasant but we hope to bring a new color into [33:27] the equation. Thank you. [33:31] » You're welcome. Um any now is there anyone who wishes to speak in favor [33:43] of approval? Okay. Is there anyone who wishes to speak in opposition [33:49] of approval? [33:53] Okay. I am now closing [33:58] » public excuse me. Yes. Um, just wanted to note that we have no public comments [34:05] for item 6B. However, if any member of the public [34:09] » wishes to speak to on item 6B, please step forward. [34:16] » No public comments at this time. >> Okay. Uh, no questions here from the [34:23] Okay. I am now closing the public hearing and [34:29] thank you very much. Okay. Is there a motion? [34:37] Commissioner Kahan? [34:41] » Yes. I would like to make a motion to adopt resolution number PC 11-25 [34:49] subject to the conditions of approval and the rest staff to file a notice of [34:54] exemption. Okay. [34:59] Is there a second? [35:04] I second. [35:10] May we have a vote, please? The vote has started. [35:22] Has everyone voted? >> Yes. [35:26] » Motion passes. 40. Uh, Vice Chair Khan, Chair Right, Shore, Commissioner [35:31] Langley, and Commissioner Sherman voting yes. [35:36] » Okay, thank you. >> I'm sorry. Um, I almost forgot. I just [35:43] want to make clarification that uh this decision will be final unless a written [35:47] request for an appeal is filed with the appropriate fee uh to the city clerk [35:51] within 10 10 calendar days from the date of adoption or if the city council calls [35:56] this matter for review within the same 10day period. [35:59] » Okay. Thank you. Okay. [36:08] » All right. And the next item >> agenda item, [36:13] » the next agenda item is 6 C uh environmental assessment 2-25, [36:23] site plan review 1-25, tentative parcel map 1-25. [36:32] The applicant is Mason Joe Jaji and the location is 15903 [36:44] Brighton Avenue [36:48] director who will present the staff report. The proposed project is being considered [38:03] for a categorical exemption for the provisions of the California [38:07] Environmental Quality Act [38:12] pursuant to guideline section 15303 class 3 for new construction or [38:17] conversions of small structures and section 153000.2 [38:22] not subject to the exceptions to the exemptions in SQUA. [38:28] The project site is located at 15903 Brighton Avenue [38:35] on the west side of Brighton Avenue and north of West 1660th Street. [38:46] The project site is zone R3 and is adjacent to the R3 properties to the [38:51] north, west, and south in an official zone to the east of the property. [39:01] The applicant submitted a site plan as seen on the screen. To the left, it [39:07] displays a single family residence which the project entails a demolition. The tenative parcel map allows a total of [40:28] three multifamily residential units each with its own parcel created with [40:33] airspace rights. [40:37] And here is the applicant's proposal for the tenative parcel map that was [40:42] submitted in the application as seen on the screen. [40:51] The public hearing was notice were duly advertised in the Gardina Gardina Valley [40:56] News and mailed to the owners and occupants within 300 ft of the project [41:00] site on July 31st, 2025. No public comments regarding the project have been [41:06] received. [41:10] Staff recommends to conduct the public hearing, receive testimony from the [41:14] public, and adopt resolution number PC10-25 [41:19] approving environmental assessment number 2-25, [41:23] site plan review number 1-25 and tenative parcel map 1-25 subject to the [41:29] attached conditions of the approval and direct staff to file a notice of [41:33] exemptions. staff is available for any questions as well as the applicant [41:39] tonight. [41:47] Do anyone any commissioner here has anything a question? [41:54] » Well, I have one. >> Yes. Um, [41:58] these units are for sale to individual owners. That I'm assuming right now, not [42:09] for rentals. >> Correct. It's only for sale. [42:12] » Okay. [42:17] Anyone else? Okay. We'll now open the meeting for a [42:23] public hearing. Is the applicant present? [42:27] » He is present tonight. >> Please step forward. [42:35] » Evening. My name is Mason Zoaji and my company name is Silvergate LLC. Uh I had [42:43] this company since 2014, but I worked before too. I work uh as a a single [42:51] family home in city of uh South Rodanda Beach, Hermosa Beach and projects like [42:57] this I've done in city of Londell, Lumita and this Gardina. [43:05] Thank you. >> Okay. You're welcome. [43:09] All right. Now, is there anyone who wishes to speak in favor of approval? [43:19] Is there anyone who wishes to speak in opposition to approval? [43:35] Commissioner Connor, I have a I have a question. Uh [43:42] is it going to be only one entrance or are you going to have two entrance? [43:49] » Uh there is going to be only one entrance which is from the driveway all [43:53] the way. >> Do you think the driveway is bigger [43:56] enough for >> it's wide enough? Yes. [44:05] » Any more questions? [44:11] Okay, [44:17] somebody. Yes. Uh, can you step forward? >> Yeah. Let Yeah, let him speak. [44:28] » Okay. [44:35] Uh you will have three minutes to speak. >> Commissioner, chairman, commission [44:41] member Mason, nice to meet you. Um allow me to say something about uh my new [44:48] neighbor Jason. I think you you do a wonderful job to make the new [44:54] construction. The only thing I have uh minor uh um reminding because you put a [45:04] fence temporary fence currently uh in front of your house in your house and I [45:12] suppose it is temporary only during the construction. So when the project is [45:17] finished, when the project Yes. >> When the project is finished, I suppose [45:23] the fence the green temporary fence will be [45:27] removed and but currently I feel because I use my view in inspection maybe I'm [45:34] not 100% correct. The boundary line seem to be crossed a little bit uh on my [45:40] side. Well, I'm the neighbor to Jason. my my good neighbors say I sorry to to [45:48] this sorry I'm not to offend you but I just so the current uh temporary fence [45:55] is currently slightly cross the boundary maybe there's maybe there's some [46:01] limitation of the fence current fence so the the fence is not able to sit [46:06] precisely on the boundary line I'm not sure exactly the correct line of the [46:11] boundary so I'm I'm I wish if if you know the correct line. Would you please [46:17] help me to but there's nothing really uh and I just feel this only temporary uh [46:24] for the as my new neighbor. I really wish the projects finish uh successfully [46:31] but only I raise my concern if you allow me my humble opinion. Yes, that's that's [46:37] that's a good point that you brought up. And do you wish to address that? Then [46:43] come up and address that. [46:50] » Uh yes. Uh those temporary uh fences are just like I said temporary for the [46:58] safetiness of the property, but we have so rare that they already done the job. [47:04] So we have the monuments where they are located. So if this fence like he said [47:10] maybe a little bit this way or left to right this is only temporary and is [47:15] nothing official. >> Okay. Uh do we have any method [47:22] once construction start to make sure that everything is in what the surveyor [47:31] » has done to so that he feels safe once the buildings go up because once things [47:39] go up and if it's a little bit and if it's a little bit on his property [47:45] » that will be a much harder process. is to have it undone. So, is there anything [47:51] that can be done to make the neighbor feel at ease as the project goes up? [47:59] » So, he has um stated on his plans he would be um proposing vinyl fencing [48:06] around the perimeter of his property. Correct. So our recommendation is hiring [48:12] a land surveyor for them to have something in document and the applicant [48:17] has done that already. Correct. >> Sure. Of course. [48:19] » So he has to comply with the land surveyor reports where the property [48:24] lines begin and so they have to comply with that and as well with the [48:28] regulations for fencing and which is also applicable in the plants that he [48:32] submitted and we're approving as well tonight. [48:36] » Okay. Can you come back up please? [48:41] [Music] Does that what she just said does does [48:47] that make you feel more comfortable as to when the project goes up that they [48:54] have it has been survey surveyed and that the city is aware of what you have [49:01] just stated tonight and that everything will be done within what the surveyor [49:08] has put in which by the city is not encroaching on your property. [49:15] » Yes, I feel I feel uh very comfortable about uh this survey. I really [49:23] appreciate. So you would you will be on [49:29] the beginning of the project or is already [49:33] already done and on the survey? [49:37] » Well the well the fence from from what I would understand it's only there to keep [49:44] vagrants >> okay [49:45] » from getting onto the property because before you start a project you have to [49:51] put a fence around it. Yes. because you don't want people tagging the home, uh, [49:58] vacant people coming in because then that's another problem. If somebody [50:04] comes in on the property, he has to go to court maybe sometimes to get rid of [50:09] of a vagrant. And so that's why the fence is up. [50:13] » Okay? But once the fence comes down, [50:17] then it will be within the surveyors of the agreement with the city. [50:25] But if you see something that's different, [50:30] I do think you do have a remedy to come to the city and say they're not building [50:37] within what the surveyor submitted to the city. [50:43] So you do have that right and that option. [50:47] But uh the way the city has taken care of this from what I understand is that [50:53] they know the boundaries of the property. So everything is going to be [50:58] done that way. But right now with the fence is to keep vagrants out. [51:03] » So it's really to your benefit as well. >> Yes sir. [51:07] » Because you don't want neighbors there that don't belong there at this point in [51:11] time. Yes. So the the current green fence is is on [51:16] the boundary. Am I am I hearing? >> No, it's No, it's not the boundary [51:22] that's going to be permanent. No, it's just there what he's explaining. It's [51:26] only there now to protect the property to make sure that that homeless people [51:33] don't go into the property and set up house. [51:37] » Yes, sir. because that would be a problem for you [51:41] » and as well as him. He will have to go to court to try and get them out before [51:47] he starts. >> So, yes, go ahead, Chris G. [51:52] » Uh, if you feel that the green fence is on your property now, um, I I'll go [51:57] ahead and send a code offer code enforcement officer out there to to [52:00] check it out. Um, but if it even if it's a construct temporary construction [52:05] fence, we need to ensure it's on your property and not another neighbor. So, [52:09] if it's off a few inches, uh, we'll let you know. But did you say there were [52:12] markers already done in the sidewalk? The little metal brass. [52:18] » Yeah. [52:24] Yeah. If you had it surveyed and there weren't, then the surveyor would punch [52:29] them in. if they were already there, he would use those as as as markers. So, [52:34] but um what I'll do is I'll send a code officer out there tomorrow morning [52:39] » and uh see ensure that the fence is on uh your neighbor's property and if it's [52:44] uh do you have an issue? We'll just let you know if you need to move it left or [52:48] right any >> Okay. Do you know which fence you're [52:51] talking about? Is it all of the fences or what are you to the north or south of [52:58] » I'm to the south of my neighbor. >> Okay. [53:02] » And um I think probably only a few maybe I'm wrong because I use my eye. [53:08] » I'm not sure it's correct. I just feel that way but maybe [53:13] » that's fine. Okay. Uh if you could leave your name and number and uh we'll go [53:17] ahead and contact you in the morning and >> Yes. Okay. [53:20] » All right. Thank you. Thank you very much. Thank you very much. Thank you. [53:24] » Okay. Commissioner Cohan has a question. [53:32] » My question my question is uh when are you? [53:36] » Yes. Yes. Please come. I mean >> yes. [53:40] » When are you planning to start the construction and when are you planning [53:44] to complete it? >> As soon as the city allows me. I would [53:49] have done it yesterday but whenever you know the city gives us a permits we [53:53] start then. [54:00] » Uh does anyone else have a question? [54:05] Anyone out here opposing or approving? [54:12] Yes. Just wanted to note for the record that no additional comments were [54:17] received for item 6C. [54:22] » Okay. I am now closing the public hearing. You may have a seat. Thank you. [54:26] » Thank you. >> U would in once again would any other [54:31] commissioners like to speak? >> No. Okay. Is there a motion? [54:51] Okay. Commissioner Conan, please. [54:59] I would like to make a motion to adopt resolution number PC 10-25 [55:06] approving site plan review number 1-25 [55:12] and 30 pass map number one-25 subject to the attached condition of [55:20] approval and directing staff to file a notice of exemption. [55:27] Commissioner Langley, >> I second. [55:34] » May we start the vote, please? >> The vote has started. [55:45] » Okay. >> Has everyone voted? [55:48] » Yes. [55:52] » Motion passes 3-1. uh with Vice Chair Khan, Chair Wright Shore, and [55:58] Commissioner Langley voting yes and Commissioner Sherman voting no. [56:04] Again, I'd like to remind uh that this decision will be final unless a written [56:08] request for an appeal is filed with the appropriate fee to the city clerk within [56:12] 10 calendar days 10 calendar days from the date of adoption or if the city [56:16] council calls this matter for review within the same 10day period. [56:25] Okay, thank you. [56:29] Uh, Stephen Knowing, Commissioner Langley, did you [56:35] I knew I was going to say that? [56:51] Oh, you made it. You made the second. [56:56] Oh, gotcha. Okay, Commissioner Lang, you made a second. [57:01] All right, now we're going to um [57:07] other items. Item number seven. [57:24] » No. Item seven. >> Okay. Now we're going to eight. [57:29] Community development director's report. May we have the director's report, [57:35] please? >> Certainly. Uh, [57:39] is there a slide or is it just on my text? [57:43] Oh. Oh, I don't have. Um, so coming up soon on Sunday, August 24, starting at [57:49] 9:00 a.m. at Rally Park is the big annual jazz festival. I'm sure you're [57:54] all familiar with that. Um, and then after that, we have the city's 95th [58:03] anniversary celebration. Uh, it'll be out on the front of City Hall lawn on [58:08] Saturday, September 13th and it's scheduled to go on between the hours of [58:14] 6:00 and 10 p.m. because there's going to be a large drone show. So, instead of [58:19] fireworks, it's a drone show. And if you haven't seen one, they're pretty pretty [58:24] nice. And then lastly, we will have uh the [58:29] famous Next slide. Uh food, wine, and brew uh which is Saturday, September [58:34] 27th. That's also out in front of city hall, a combination of lawn and some [58:38] parking space areas uh from 12:00 p.m. to 7:00 p.m. So, I know you're all [58:44] familiar with those events. Um but, uh just as a reminder, they're coming up [58:48] and that means we're coming to the end of summer, too. That's all I have. And [58:53] just note as well for the commissioners, if you wish to attend the jazz festival [58:57] or food, wine and brew, you may have two tickets. Just please let staff know that [59:01] you are interested as well as what email to send for those e tickets. [59:07] » Okay. Um you [59:10] » Yes. >> Oh, you mean you have two tickets for [59:13] each event or one ticket? >> Two tickets for each event. Um I know [59:17] that you do serve uh two tickets as you are a commissioner for um one or you are [59:25] a commissioner for both of them but you can only have a maximum of two since you [59:29] are an individual. >> So you get two tickets for every event [59:33] whether you serve on one or five commissions you'll get two tickets for [59:37] each event. >> Two tickets. Yeah. For food, wine and [59:41] brew. Correct. [59:46] four tickets. >> Four tickets for two events. [59:52] » But you can't use four tickets at one event. You get two for each event. Two [59:58] for the jazz festival and two for the food winner. [1:00:04] All right. Now we will go to number nine. Uh do any of the commissioners [1:00:10] have any items to report? [1:00:21] Yes, I do. I have um one to report for August 5th, the summer block party and [1:00:30] back to school giveaway that was at City Hall complex. That was a nice [1:00:36] party. When I came in there, I was shocked, pleasantly surprised to see a [1:00:42] Tao group performing and they were all female [1:00:48] and they rocked. So, I have to say that and uh I was [1:00:54] happy to see that and that everyone once again had a great time. [1:01:05] Uh, Commissioner Langley, [1:01:09] no report. [1:01:15] Commissioner Kohhan [1:01:20] uh for those comm I mean the commissioner uh [1:01:25] who decided not to go to the events. Uh if you have your ticket, you can pass it [1:01:31] out to me. [1:01:37] I knew that was coming. [1:01:41] Okay, Commissioner Sherman. [1:01:48] » No report. Okay. [1:02:01] » All right. The planning and environmental quality quality commission [1:02:07] will adjourn journ to the next meeting at 700 p.m. on Tuesday, September 2nd, [1:02:15] 2025.
