[0:04] [Music] [1:00] oh [1:04] [Music] [1:21] [Music] [1:35] [Music] L up [1:58] Drive stand [2:03] C I get ready lost up my heart Drive [Music] [2:36] [Music] [2:55] [Music] [2:59] he [Applause] [3:01] a [Applause] [3:04] [Music] [Applause] [3:15] [Music] [Applause] [3:20] [Music] [Applause] [3:33] [Music] [Applause] [3:38] [Music] CR [3:45] [Music] [3:56] [Music] [Applause] [4:01] High [4:04] [Music] [4:14] [Applause] [Music] [4:24] [Music] [4:43] [Music] [5:59] what oh [Music] [6:44] n [6:52] [Music] n [7:33] so I'm going to suggest or move that we open the meeting um but we don't need to [7:39] second that correct correct so why don't you explain a [7:44] little bit to us if you would uh in terms of order the order of business [7:47] today is very simple it's to uh consider an adjustment to some very specific [7:53] language uh associated with um you know the overall referendum we're not talking [7:59] about projects today that stuff is set we're in good shape on all those things [8:03] you know there's various feedback here and there but that's been you know long [8:07] decided so I think we can get through this in just a couple of minutes but we [8:10] did have some specific adjustments and I'll make a motion here in a minute or [8:13] ask for a motion to be made but Walt can you um maybe just give us a quick update [8:17] from your perspective and um frame this Frame this ask a little bit yes sir so [8:23] we've been asking for quite some time for some feedback from our bond [8:27] attorneys on the the final paragraph of the question that deals with the [8:32] County's authorization to issue bonds should it so choose and the bond [8:39] attorney came back we met Friday we were meeting about some stuff and she said [8:42] you know I looked at that paragraph and I think we need to tweak it just a [8:46] little bit and I'm going to read it out the paragraph that was previously [8:51] approved read pending the receipt of such sales and use tax must the county [8:57] be also be authorized to issue and sell either as a single issue or as several [9:03] separate issues General obligation Bonds in parentheses the bonds of the county [9:10] in an aggregate principal amount not exceeding $25 million to defray the cost [9:15] of the projects listed above plus issuance cost and it went on from there [9:21] what we are doing is adding six words where it said [9:27] before the bonds in parentheses of the county in an aggregate principal amount [9:32] not exceeding $25 million to the phas the cost we're adding a portion of those [9:39] three words a portion of the cost because she wanted to make it clear to [9:44] the voters that we wouldn't be financing all of those projects so it's just a [9:51] portion of the projects and then after the cost of she added the Georgetown [9:59] County sponsored or actually it said the cost of the projects she wanted it to [10:04] clarify and say Georgetown County sponsored so what that means is [10:08] Georgetown county is only going to issue bonds to do Georgetown County sponsored [10:13] projects if anybody else wants to issue bonds they issue bonds to do their [10:19] project so georget County Water and Sewer District if they want to issue [10:23] bonds to pay for Georgetown County W and SE District sponsored projects they do [10:27] so so we're adding those six where just as clarification to the voters and that [10:31] is simply all we're doing the project list has not changed as you stated the [10:36] order has not changed as you stated the first paragraph of the question has not [10:40] changed it is simply those six words and I think it's just for clarification so [10:45] any questions on that before I ask for a very specific [10:48] motion only one go go ahead go g no go ahead [10:53] Gary the the question I have fa is a more general question it's not nothing [10:59] to do with that wording question I have is is there [11:04] anywhere in there that says that de bonding speeds of the projects in [11:10] certain areas that voting for bonding will help [11:16] get projects done say in multiple areas at one time yeah it it doesn't and we [11:23] can't put that in the question that needs to go into education material that [11:28] we're putting out in the public so we've already started some of that um with [11:33] some meetings around the county and that'll be critical that people that we [11:37] spread that word that says you know this is this is why you issue bonds is to get [11:42] things done faster instead of waiting for 10 years or eight years for the [11:45] money to come in you issue the bonds and and you can go ahead and get the work [11:49] done so you know if Georgetown County Water and Sewer District for example [11:53] would choose to issue bonds they could probably have that sampit project done [11:57] in two and a half to three years um instead of waiting for a long time to [12:03] get it done okay on that marketing point and I want to be super clear about this [12:10] uh our role is not related to education and marketing that's a separate effort [12:14] however I'm going to call on each of you after you're officially decommissioned [12:19] again we're gon to decommission you again as soon as this meeting's over and [12:23] I'mma in in a different uh light ask you to support that effort I met with the [12:28] team there's a team of uh six I think six people [12:32] assembled uh to focus on a combination of education and marketing by law the [12:38] county can educate but they can't Market or Advocate and sort of we're working [12:43] through what that Master Plan looks like on that but I'm sure there are places [12:46] where you guys can help and would love your help to the extent you would like [12:50] to help but there's a lot of need for that I would love too that'd be great [12:55] that'd be great same here and the question I had uh Walt is uh if any [13:02] other municipalities uh determine they want to bond their projects does that [13:08] call for us to have to get engaged again okay no sir no sir by no by law we can [13:14] only address the the county issuance of the bonds um the other folks they could [13:19] just issue what's called a revenue Bond because they're going to get Revenue in [13:24] the form of the cpst money so they would issue a revenue Bond and do it that [13:30] way thanks okay so given that um Ashley did [13:38] you have a [13:40] comment all right so given that I'd like I'd like for one of I'd like to [13:44] entertain a motion to revise the approved referendum question section [13:49] that authorizes the issuance of bonds by Georgetown County to fund the [13:52] construction of projects by adding a portion of to clarify that the bonding [13:58] will not pay for all the projects and Georgetown County sponsored to clarify [14:03] that it will pay for the county projects only what can I get a motion to support [14:08] that please okay motion to accept the wording [14:12] as as stated second second second all in favor I I [14:21] opposed okay Walt sounds like we've got uh a unanimous agreement to that wording [14:27] change and I do appreciate y'all getting together at this last minute I I I say [14:32] when you meet at 11:00 on Friday morning and this comes up it's kind of hard um [14:36] and it's going to be on third reading on the 23rd um so that was kind of the [14:40] pressing need to get it done either today or tomorrow so I appreciate y'all [14:45] bending and being super super flexible on your schedules um so the only other [14:50] course of business Mr chair would be a motion to adjourn unless anybody I just [14:55] want to make one last comment which is I I would appreciate you guys just you [14:59] know as you're out and about listening for how people are feeling about things [15:02] there's a little bits of feedback coming you know a concern about this and a [15:06] concern about this and one of the things I think is really important for [15:09] everybody in the county to understand and you guys understand this well while [15:12] somebody may have a project that they don't like an element of if they get too [15:18] much energy behind that they're not getting rid of that project which I [15:22] think a lot of people think they do they're getting rid of the whole thing [15:27] the whole thing falls apart if group people get behind or get down on a [15:31] project or two I think we just got to help and that'll be part of the [15:35] education and Mech and stuff but this stuff once it gets going it seems to get [15:39] viral quickly um you know just do what you're in your part of your world just [15:45] help people see the benefits this thing is a total [15:48] package yeah that's that's a very very good point you know it's it's it comes [15:54] down to compromise and that's what we need to do a lot more of in the world [15:58] today is be able to compromise so thank you guys again I'm [16:04] now officially decommissioning you again and adjourning the meeting no no no no [16:08] we got have a motion to adjourn I have a motion to adjourn the [16:13] meeting that that's actually why I said that a minute ago because I we just [16:17] didn't go see you later bye everybody leave all right do I have a motion to [16:20] adjourn the meeting and decommission the group I'll make it even though it [16:25] decommissions us again yeah you know why would I want to do that all right do I [16:31] have a second second all in [16:34] favor I all right thank you all very much for jumping on this wall thanks for [16:39] driving this andk you so much thank you all right have a great one everybody [16:53] [Music] [16:59] oh [Music] [17:50] [Music] [17:59] oh [Music]
