[12:16] from the town our [12:20] putting out that the town was interested in [12:22] and whether these [12:24] all in it with events although lake drive resident [12:27] would be interesting and purchasing from the town lands between [12:31] the lake and lake drive road should it choose to [12:34] divest itself of these plans [12:38] so I on behalf of my clients I wrote the [12:40] town and honest ... could account clearly identify the road [12:44] allowances relates to our clients property [12:47] in particular and the shoreline in general [12:51] and [12:55] once back from council for the town [12:58] can I question [13:00] that the town is not prepared to identify the road [13:02] allowance for the property [13:05] and I am suggesting that the reason the town is [13:07] not prepared to do that look at the Cao can't [13:09] do that [13:12] ... there is a process by which the town could [13:14] established what the road allowance is within the boundaries action [13:18] on [13:19] and it would that process would allow [13:22] residents to [13:24] receive notice of what the town [13:27] after take appropriate steps to set out what the right [13:30] amounts it [13:31] and would allow them to object if you disagree [13:36] and it would allow hearing to be had [13:38] and if there is any disputes with the hearing they're [13:40] going to pay off [13:42] but ... and suggesting that the process that the town [13:45] is implementation ... takes away all those procedural rights from [13:49] the residents [13:51] and as such is unfair [13:54] so for instance I when this [13:57] lake drive action plan with [14:00] our first figure out [14:03] ... at the time the town with our under the [14:07] ... [17:38] both Ashley and Adam speak so who wants to go [17:41] first Ashley are you there are you both going to [17:44] speak separately or is this sort of a combined [17:48] not sure where they are they there Madame clerk [17:52] they are able just be near me [17:55] just be Ashley [17:58] yes sorry Montemayor [18:01] I'm out I know everybody it's a process so if [18:05] you can state your name and it's full address you [18:07] do have five minutes to speak to the item thirteen [18:12] one B. and then what we'll do is we'll bring [18:16] forward to ... that letter and asked staff to go [18:20] over some of the issue they don't maybe have all [18:22] the answers to your questions right now but I believe [18:24] they do want to to mention a few things so [18:27] I'll let you go ahead you have five minutes [18:30] okay thank you so my name is Ashley much I [18:33] live at forty four river ridge drive [18:37] in Catholic L. four P. two and nine and so [18:42] basically what I'm here to bring in I have more [18:45] detailed records of all the efforts that I tried to [18:47] me but are you do you have what justify Marie [18:51] of one I reached out and one I've asked for [18:55] help on behalf of other residents on river edge so [18:58] basically it all began for timber twenty nineteen because we [19:02] had just moved in in July and Paul Gary quickly [19:04] how dangerous for Streeter is very narrow and winding you [19:09] and there's little hills and blind spot and people need [19:13] like recklessly down the street so in September twenty nineteen [19:19] I first reached out to council about changes [19:23] and asking for help with speed rushers in the town [19:28] and again in December twenty nineteen and then again in [19:31] July twenty twenty August twenty twenty September twenty twenty I [19:36] reported to the York regional police about a road watch [19:40] like issue over the meeting concerns and then by October [19:44] twenty twenty I started an online petition which has over [19:47] a hundred and seventy one people find and then again [19:50] in November twenty twenty [19:52] finally a road track was sent to the house [19:55] so after a year of offering someone actually came to [19:58] the help to do some data collection and the the [20:01] diet there will be a complete report by February twenty [20:04] twenty one and by need twenty twenty one I was [20:08] following up asking about what speed reduction measures will be [20:11] happening and we were informed that road rage with a [20:15] possible site for the flexible bollards just waiting for a [20:19] review and then by June twenty twenty one we were [20:23] told that the studies were completed in some form of [20:26] action will be taken and then by August twenty twenty [20:29] one we were told that the request will still be [20:31] kept moving show them by February twenty twenty two after [20:36] nothing had been done I was following up and letting [20:39] the note letting the town no it's still very dangerous [20:41] on the street and we were then told that we [20:44] would not be getting the flexible bollards but there would [20:47] be consideration for additional traffic calming measures and starting stage [20:51] one of the speeding precautions and then by April twenty [20:55] twenty two I emailed out being the police again for [20:59] more help and more police presence and then after nothing [21:03] happened [21:04] why are [21:06] my neighbors if they would find a letter or a [21:09] Patricia and I didn't realize that wasn't under the meniscal [21:12] act ... I guess formality however they did find out [21:18] later understanding diet we want change on the street and [21:22] they were happy and wanted to welcome any sort of [21:26] change so we are proposed [21:29] the bond lowered speed limits on the street B. cameras [21:34] any change would be welcome at that point that would [21:37] help with any sort of speed reduction measures I submitted [21:40] that to everyone in the town that I'd been speaking [21:44] to along with the mayor and other members of council [21:47] on July eleventh [21:49] and then now I'm speaking accountable what I'm asking for [21:53] change the street is one three I understand the petition [21:57] does not follow the miss black however boulder the majority [22:01] of the street are voicing along with me that we [22:04] feel unsafe in our own neighborhood we don't even like [22:07] walking down our street it is very scary there's no [22:10] sidewalk people are speeding we to recklessly and I'm asking [22:16] if anything can be done any measure would be appreciated [22:20] but I've been up in terms of time between nineteen [22:22] and nothing happened the one behind did not deter anybody [22:27] at the people I spoke to one are doing the [22:29] petition were upset but nothing more had been done so [22:33] I'm wondering along with all the recommendations in the latter [22:37] could our street potentially be considered a community safety zone [22:40] could be get rumble strips could we get P. I feel like it's been awhile since [24:03] two months okay so so [24:06] we have a great summer so I [24:10] yeah I guess in anticipation of having this discussion we [24:13] just call kind of all of our records as related [24:15] to beverage together to make sure that we have a [24:18] full understanding of the actions that have taken place I'm [24:21] from the town's perspective I just want to ensure residents [24:24] that we we have a bit sitting idle on this [24:27] for for close to three years ... [24:31] shortly after at some of the concerns and complaints come [24:35] forward we often do you traffic speed and volume studies [24:38] to kind of validate some of the concerns from residents [24:42] ... any resting and whatever questions or speak volumes study [24:46] I would typically conduct the speaking voice studies over a [24:48] two week period to understand ... right and it's a [24:52] normalized if there's you know events on weekends or our [24:56] rainy Saturday you might not that big same expected volumes [24:59] we did over to be [25:01] um so the studies have been conducted that consistently I [25:04] guess over the past couple years I didn't as far [25:07] back as I said staff November tenth twenty twenty [25:12] 9/9/2020 [25:15] November fifth twenty twenty one and as late as June [25:20] second twenty twenty two so pretty consistent in terms of [25:24] ... and it is and it's it's simply in a [25:26] reaction to some of the concerns raised by residents [25:30] I'm [25:31] where with those speak volumes studies are we've also deployed [25:35] the trailer at this month's had indicated ... which is [25:38] kind of the instant feedback radar signs it's a large [25:42] large trailers [25:44] space and it also conducts speak volumes studies while it [25:48] provides instant feedback to drivers of their speed so it's [25:51] meant as kind of a quick reaction School from the [25:54] town to [25:56] try to assist with some of the speeding but also [25:59] gain data at the same time [26:02] so in in in all five with five separate several [26:05] sets of data to kind of interpret in all five [26:09] sets I think we've we've discussed the eighty fifth percentile [26:13] many times it's it's kind of what we base ... [26:16] traffic calming policy on it's the it's the normalized speed [26:21] that a driver will driving I it's what's used in [26:25] designing and engineering our roads as well as traffic calming [26:29] our databases I so we know 5 instances [26:35] ... ... sense how was within the decide script roads [26:38] means it wasn't within the twenty or twenty percent [26:41] of the of the posted speed limit the highest being [26:45] out forty eight Congress Grauer [26:47] in two of the studs so there is right on [26:50] the cost of what we consider requiring you know traffic [26:56] calming or something it's you to slow what work restricts [27:00] drivers speeding [27:02] over the speed limit by twenty percent and that's why [27:06] this past spring be brought forward in the traffic yeah [27:11] for spring at a traffic report to install some oversized [27:17] forty longer in our signage as well as some durable [27:20] marking so the door markings are four four height four [27:24] foot by three foot ... markings that actually are on [27:27] the road and their their ... sticks to the road [27:31] ... by torch and it's just it's an eight an [27:33] additional visual measure that we thought okay it's it's set [27:37] not sort out of the property doesn't meet the threshold [27:40] for actually going to it step one condition however it's [27:44] noted that there are some very excessive speeds through the [27:47] day that we have there are some very excess excessive [27:50] speeds and understanding it is eight eight million Kirby road [27:54] ... thought that says some of the very soft changes [27:58] such as oversized signage and and from the community support [28:01] it's clear that there there should be something done here [28:04] however going by the policy buyer information we have at [28:07] our fingertips it doesn't really [28:11] I guess justified to install some of the permanent fixtures [28:16] SO zero traffic calming including the bollards [28:19] just on the bowlers specifically we did look back and [28:22] in the records and ... [28:24] it seemed like there was some some email communication back [28:27] and forth what whether it was accurate or not it's [28:30] time [28:31] it didn't in indicating that was on a list or [28:35] was not a list it was on a list at [28:36] one time when we first reached out to members of [28:39] council at the initial pilot stage and asked for a [28:43] short list of locations that would be ideal candidates from [28:46] their perspective [28:48] following that but we did all the studies and kind [28:50] of validated what actually require traffic what did so there's [28:55] been quite a bit of work ... or or or [28:58] back when it is study outside of beverage that being [29:02] said it doesn't you don't meet the policy requirements for [29:06] adding any statistical changes are physical barriers ... just one [29:10] other statistic I guess is ... on the speed over [29:13] so we we look at aggregate data and analyze data [29:16] but we also want understand like what percentage of people [29:19] are you know over the speed limit over fifty year [29:21] over sixty dollars an hour [29:23] just to give you a perspective in the most recent [29:26] study other was fifty drivers out of nine thousand that [29:31] drove over sixty commerce in our speech study it cheap [29:34] so it's half of one percent of the total drivers [29:39] and just to give perspective what we we never to [29:42] sign or react to the half percent wheat we always [29:46] design and reacts to the majority or the not the [29:49] eighty six percent [29:52] so that's just just to give some perspective on [29:55] if if we if we react and I guess it [29:56] in in a sense of a half percent we'd be [29:58] putting a lot of devices everywhere ... and that's why [30:02] we use aggregate data that's why we do speak volumes [30:05] studies [30:07] all over town all all the time they're always deployed [30:10] fifty two weeks a year they're deployed to get good [30:13] data so we can make good informed decisions [30:19] I guess where that we're that we're doing is that [30:21] we we were asked to our base for [30:24] if you are speed hawk trial say it came from [30:28] city streets committee I want to council and as been [30:31] directed the staff to review that we're we're planning on [30:34] coming back on September twenty eighth I think it's the [30:37] twenty eight the last meeting in September fourteenth wanted to [30:41] ... and we're coming back in it reviving a summary [30:44] ... it is eight eight eight true pilot program we [30:48] were starting up three and post speeds or reinstall the [30:52] speed humps ... if it is council's direction we could [30:56] include river edge given the committees or [31:00] right right just part of that pilot program but out [31:02] but I'll leave that decision up to council we [31:05] thanks Mr austenite and I know ... you know when [31:10] we have to have policies to to put parameters around [31:14] many of our our programs and and services so I [31:17] get it that it may not reach the threshold but [31:21] as as we've all indicated it is a a narrow [31:24] winding road and there is nothing on that road that [31:28] is slowing people down like we've discussed there's no schools [31:31] own there's no side streets that commandos or other stop [31:34] signs there's nothing so [31:37] it it does become you know a bit of a [31:39] of a faster route at times for some people and [31:42] and not for everyone but but certainly ... you know [31:46] some of the speeds as you mentioned are are excessive [31:48] even if the rest are within that eighty fifth percentile [31:53] ... certainly I would be ... in favor of including [31:56] the average in the US the pilot project for the [31:59] speed humps and I guess we'll get more details at [32:02] that meeting but can you just give us an idea [32:05] when that pilot project would start ... just over the [32:09] residents on river edge would know if it's included when [32:12] would they be looking to see a speed hump go [32:15] on to the road isn't this fall or is it [32:17] next spring or what [32:20] yes you Madame there I'd ideally we are installing one [32:24] this fall at least the first location to be studied [32:28] follow up by hopefully future locations in the spring provided [32:31] everything works out the speed humps does differ then speed [32:36] bumps speed tables that have been discussed in the past [32:39] where you typically get some some by ... I know you've spoken to a few of [1:25:19] the residents along and and certainly I've had emailed us [1:25:23] as councillors Cibo ... it's been the [1:25:28] I'm quite a disruption to the residents along there at [1:25:31] the ... the work that's happened over the last three [1:25:33] years in terms of the road being closed and in [1:25:36] particular this this spring where [1:25:39] the water and sewer connections and and huge holes lots [1:25:43] of activity loud activity vibrations all that sort of stuff [1:25:47] but that's complete now and the first the asphalt is [1:25:52] down and the work is proceeding on the remainder of [1:25:55] of the road and now we're looking at the ... [1:27:19] from the developers so I didn't and their consultants so [1:27:23] that you know we can I can provide residents with [1:27:25] more details ... and ... answer any questions they may [1:27:29] have [1:27:31] so this report is asking for the ... the relief [1:27:34] of the properties fronting onto catering road to require them [1:27:38] to to hook up within a year this is asking [1:27:41] for that to be extended to to two years within [1:27:44] that is the ability for them to get their own [1:27:47] contractor to to make those connections they do have to [1:27:50] to pay a [1:27:52] plumbing fee to ... to do that connection but they [1:27:56] can get their own contractor to and that's the only [1:27:59] time that that sat there because everything else ... the [1:28:03] the water and sewers there's no frontage charge there is [1:28:06] no charge but the lateral and all their pain is [1:28:10] the plumbing permit fee and the cost of whoever they [1:28:13] hire to but that transient and to put the ... welcome manner [2:14:07] thank you good morning I'm Madame mayor and members of [2:14:10] council ... if it's okay I'd I'd like to share [2:14:13] my screen sure thank you [2:14:24] we got everybody see that [2:14:28] great [2:14:30] so good morning everyone I'm not a mere and members [2:14:32] of council this morning I my presentation will provide an [2:14:35] overview of the choose westrac reports today's council agenda relating [2:14:39] to ... the like tractor stiction action plan [2:14:45] and Dr more specifically minor presentation today will provide an [2:14:49] overview on implementation of the operational and policy steps in [2:14:53] the action plan including a proposed projects cash schedule for [2:14:57] residential properties and next steps for implementation of the action [2:15:01] plan ... for beach associations [2:15:05] secondly I will also be providing an overview of a [2:15:08] potential in term policy that staff is recommending ... that [2:15:12] would apply to indirect water front property owners and would [2:15:15] allow certain works to take place on the sidelines prior [2:15:18] to completion of the action plan [2:15:21] and lastly ... my presentation will provide an overview of [2:15:24] the proposed new revision to the term lakeside lands and [2:15:27] the action plan [2:15:41] sorry about that so with respect to implementation of the [2:15:44] action plans staff have put together projects scheduled to implement [2:15:48] the operational policy [2:15:51] also the action plan for residential indirect water front properties [2:15:54] as shown on the slide and [2:15:56] the staff report [2:15:58] the project schedule includes nine key project milestones as shown [2:16:03] on the left hand side of [2:16:05] the chart on on on this slide and the associated [2:16:08] timelines for each milestone is shown on the right hand [2:16:12] side [2:16:13] so given the scale and complexity of the project is [2:16:16] anticipated to take approximately three years to complete implementation of [2:16:19] the action plan for residential properties N. B. target completion [2:16:24] date is scheduled for October [2:16:26] 2024 [2:16:31] so the next few slides I'll be on [2:16:35] providing greater detail on each of the nine ... milestones [2:16:38] within the project schedule so the first milestone is project [2:16:42] and sourcing [2:16:43] and work on this milestone began in April of this [2:16:46] year and is scheduled to be completed in September of [2:16:48] two thousand and twenty three so to date the town [2:16:51] has established a project committee for the later action plan [2:16:55] the committee meets on a weekly basis and consist of [2:16:57] internal staff as well as stock external agencies such as [2:17:01] the the lake Simcoe are conservation authority and the ministry [2:17:05] of northern development and mines natural resources and forestry a [2:17:09] communications consultant has also been retained by the town to [2:17:14] develop a communications plan for the project and to assist [2:17:16] with implementation of the communications one [2:17:19] the town currently has a dedicated staff member working on [2:17:22] implementation of the project and ... will be looking to [2:17:26] add an additional temporary staff member in the near future [2:17:28] it's also assist with implementation of the action plan [2:17:32] lastly a planning consultants will be retained ... if required [2:17:36] to assist with the preparation of a new official plan [2:17:38] amendments owning bylaw amendment and or community a planning permit [2:17:43] system to establish shop land use planning policies and permissions [2:17:47] well developed development standards for the lands to be divested [2:17:51] within the action plan area and ... work on this [2:17:54] is targeted to start in approximately one year from now [2:17:57] in September two thousand and twenty three [2:18:02] moving on to milestone number two two which is project [2:18:05] initiation are [2:18:08] sorry project re initiation as many of you know around [2:18:11] the project was recently re initiated after nearly a three [2:18:14] year hiatus which was due in part to [2:18:18] some legal issues and also in part due to the [2:18:21] pandemic since the project has been not reinitiated [2:18:25] there's been several courts have been presented to council and [2:18:28] or will be presented to council are seeking direction on [2:18:32] on on moving the project forward so there was that [2:18:35] recently reporting June ... regarding the costing and financial information [2:18:39] related to divested sure of the road allowance lands within [2:18:42] the action plan [2:18:44] some of the reports that are before you today with [2:18:47] respect to implementation of the action plan now relative to [2:18:50] the residential properties as well as the beach associations and [2:18:54] lastly there may be an additional report council September and [2:18:58] September pending direction from council today regarding a potential inter [2:19:02] policy and I will be discussing men's Interpol's in greater [2:19:06] detail later on in my presentation [2:19:11] moving on to milestone number three which is the current [2:19:15] state analysis ... or work on this milestone is currently [2:19:19] under way having started in June of this year in [2:19:22] the schedule to be completed by December of this year [2:19:26] and essentially the currency analysis ... includes a compilation of [2:19:30] the findings of past legal investigations and title search searches [2:19:33] that have completed have been completed by the town and [2:19:36] compiling them and in the database the town down database [2:19:39] and map to provide a general understanding of who owns [2:19:42] what are along lake drive within the action plan [2:19:47] and I and it's based on the information that the [2:19:49] Town presently has today and and I want to clarify [2:19:52] that it's not intended to be a comprehensive you are [2:19:55] picture of who owns what um within the action plan [2:19:58] area but it is certainly ... a good start again [2:20:02] based on the information the town presently has today and [2:20:04] it's certainly a database that the town to continue to [2:20:06] build on as we progress and move forward with the [2:20:10] implementation of the action plan and data for your information [2:20:15] ... the the information at the present time presently has [2:20:19] an armed with respect to title searches and non legal [2:20:22] investigations those are typically completed when a property owner is [2:20:26] proposing now works on the sidelines and comments and or [2:20:29] approval is required by the town [2:20:36] moving on to milestone number four which is the identification [2:20:40] of land and easements to be retained by the town [2:20:43] as well as the identification of eligible property owners so [2:20:47] work on this milestone is expected to begin in September [2:20:51] of this year and ... we're targeting completion and in [2:20:55] January of next year [2:20:57] and once this milestone is complete the town will be [2:21:00] able to determine which lands or to be retained ... [2:21:04] and which plants operating surplus and can be divested the [2:21:08] town will also be able to determine where encroachment agreements [2:21:10] and easements are required ... we will identify the eligible [2:21:15] property owners of the owners of property owners who are [2:21:18] eligible to participate me action plan if they wish to [2:21:21] do so [2:21:23] and it is noted that ... eligible property owners may [2:21:26] include properties with property pens ... or sorry with pocket [2:21:29] pins and land disputes which will require route resolution as [2:21:33] we move forward with implementation of the actual plan [2:21:36] and ... I just wanted to clarify that properties with [2:21:39] property or with pocket can sorry have more than one [2:21:43] entered shown on land registry records as having an interest [2:21:46] in the lands [2:21:50] so continuing on with some milestone number four on this [2:21:54] type of work on this moment milestone will also includes [2:21:57] our reporting up to council for information and direction on [2:22:00] a number of matters including the lands that are to [2:22:04] be retained diverse is that the lands that Tom are [2:22:07] surplus and can be divested wasabi reporting up to council [2:22:10] after information and direction on possible approaches for dealing with [2:22:14] that different ownership scenarios such as occupants in crown lands [2:22:19] our reporting up to council for direction on ... information [2:22:22] on details and direction on whether council feels additional [2:22:28] those are other should be included as he kills potential [2:22:31] financial option options for intercity PO's and whether deposit should [2:22:35] be collected also be looking down at to provide council [2:22:39] with information and direction on that and ... lastly will [2:22:42] also be providing an update on the project schedule [2:22:48] milestone number five in the project schedule is gauging interest [2:22:51] from the appeals so once we bomb reported up to [2:22:55] council ani peels and and I received direction on that [2:22:59] ... sampled and consult with the PO's arm you know [2:23:04] are providing them with information on the projects and dining [2:23:07] possible on next steps once the consultation has taken place [2:23:12] on notices will be sent out to the eligible property [2:23:14] owners to determine which ones are interested in participating in [2:23:19] the action plan ... [2:23:22] once there of the responses from the EPA also received [2:23:25] staff report out to council ... and and seek directions [2:23:29] for example if from the response rate is low ... [2:23:33] you know council may decide to end the process [2:23:36] or conversely if if the responses ... you know rather [2:23:40] healthy and and high ... of the council may decide [2:23:44] to our direct staff to move forward with the next [2:23:47] down while still and ... also as part of this [2:23:52] the some monster number five staff will be reporting up [2:23:55] to council possible approaches for dealing with ownership title and [2:23:59] lockdown disputes and again also providing an update on the [2:24:02] ... schedule [2:24:07] milestone not number 6 remaining [2:24:11] and this is the anticipated take place between not July [2:24:14] two thousand and twenty three [2:24:16] in September two thousand and twenty five and again assuming [2:24:20] after we've reported out to to council on the previous [2:24:24] milestone with respect to the PO's ... S. ing council [2:24:28] has directed that staff move forward we will do so [2:24:31] by issuing an RFP for the surveying works ... [2:24:36] awarding ... the contract must serve being will likely be [2:24:41] completed in phases however the details of facing planner of [2:24:44] course yeah you have to be determined and ... the [2:24:47] serving works will identify amongst other things the town owned [2:24:51] road allowance lands as well as land and title or [2:24:55] land boundary disputes that require resolution ... as we move [2:25:00] forward [2:25:05] milestone on number seven retains to the planning process for [2:25:09] establishing new land use policies are permissions and development standards [2:25:14] for the lakeside masturbator Bastin [2:25:16] all rights are scheduled to take place between September two [2:25:20] thousand and twenty three and December two thousand and twenty [2:25:23] four [2:25:25] and on this slide here provides you know ... three [2:25:29] very high level actions for this milestone including ... you [2:25:33] know ... staff conducting background research and consultation with stakeholders [2:25:37] to inform potential new land use permissions and development standards [2:25:42] for the lakeside lands to be divested [2:25:44] ask for a public meeting global lime also be held [2:25:47] as required by the planning act and ... lastly a [2:25:50] recommendation report will be presented to council for approval of [2:25:54] the new ... our official plan amendment zoning bylaw amendment [2:25:58] and our community planning permit system [2:26:01] and as I said these are very high level actions [2:26:03] pertaining to this milestone there likely be additional land detailed [2:26:08] actions and steps that will take place in between the [2:26:11] such as reporting out to council first for information and [2:26:13] directions [2:26:17] milestone number 8 on [2:26:20] road closure by less so and this isn't the place [2:26:24] after the official plan amendment I'm Tony bylaw amendment and [2:26:28] community planning permits system and ... as approved by council [2:26:34] so one between December two thousand twenty for an October [2:26:38] two thousand twenty five [2:26:42] once the the planning approvals are in place staff will [2:26:44] bring forward the proposed bylaws for council approval but I [2:26:48] would I would like to point out that if there [2:26:49] are any appeals to the planning approvals that sound this [2:26:54] will allow more certainly delayed the process ... as the [2:26:58] road closure bylaws and transfer lots will not take place [2:27:01] until the appeals are fully result [2:27:05] and that takes me to the last milestone the project [2:27:08] schedule which is not a transfer of ownership of new [2:27:10] lakeside lots ... and ... you know ... these the [2:27:15] lakeside lands will be transferred or lots to be eligible [2:27:19] property owners and any necessary agreements will be executed at [2:27:22] as well as any on fees collected as as required [2:27:26] so with respect to our report number one D. asked [2:27:30] two thousand and twenty two dash sixty nine there are [2:27:33] two recommendations with respect to the project schedule residential properties [2:27:38] the first star recommendations that council received a staff report [2:27:42] and the second recommendation is that council endorsed the project [2:27:45] schedule for implementation of the operational policy stops in the [2:27:48] action plan for residential indirect water front properties [2:27:56] so moving on this next slide [2:28:00] thirteen sphere with the second report DS two thousand and [2:28:04] twenty two dash seventy which US president to implementation of [2:28:08] the action plan for beach associations [2:28:11] so policy step number twelve in the action plan is [2:28:14] up on on this slide here as you can see [2:28:16] year and at least ... requires the town to establish [2:28:20] a policy on how to deal with a situation where [2:28:24] situations were associations with numerous members want to make use [2:28:27] of [2:28:29] you know what parcel of land or situations where there's [2:28:32] more than one individual who has an and would like [2:28:36] to make use of up one lot ... and I'd [2:28:39] just like to point out ... in in implementing the [2:28:43] action plan ... [2:28:45] for a relative to beach associations the town is only [2:28:48] interested in beach associations on town owned lands [2:28:57] with respect to next steps for beach associations in order [2:29:00] for staff to be able to develop a project schedule [2:29:03] for implementation of the action plan more information is needed [2:29:07] information information such as ... the number and location of [2:29:11] each associations within the action plan area including any eye [2:29:14] contact information and whether again whether we need to know [2:29:18] whether there are located on town owned lands are not [2:29:21] because the town's only interested in in dealing with those [2:29:23] that are on town lands I'd also be very helpful [2:29:26] to know with these beach associations are legally registered Earth [2:29:29] Day ... you exist as legal entities so ... with [2:29:34] respect to the second report there it used to staff [2:29:36] recommendations the first one being that council received a report [2:29:40] and the second recommendation is that staff report back to [2:29:43] council with that project schedule and any budgetary needs for [2:29:47] implementation of the action plan ... relative to beach associations [2:29:52] by Q. one next year [2:29:55] and this will just gonna you know give staff some [2:29:57] time to to do the additional research that they need [2:30:01] to do [2:30:04] the next part of my presentation on X. share route [2:30:08] an intern policy that staff is recommending that council consider [2:30:14] and ... yeah staff is recommending this recommendation because presently [2:30:19] we'd we do receive a number of requests for approvals [2:30:22] and comments [2:30:23] those works only side lands within the action plan [2:30:27] on these types of works typically ... either it detects [2:30:31] the works that property owners typically seek to undertake ... [2:30:35] very but ... generally it relates to Roshen control medication [2:30:40] more are there either looking to where they were they're [2:30:43] looking to construct a new structure building ... repair to [2:30:47] an existing structure building ... just also cases where repairs [2:30:51] to existing buildings and structures are more of an emergency [2:30:55] in as they posed a safety hazard so there's a [2:30:58] number of different ... [2:31:00] scenarios in which ... property owners are seeking to undertake [2:31:03] works on their lakeside lands and and staff are recommending [2:31:07] that council consider a policy to allow ... certain works [2:31:11] to take place on lakeside lands subject to certain conditions [2:31:16] while ... we work on implementation of the action plan [2:31:19] and as I said you know it got to three [2:31:21] years ... before we complete implementation of the plan and [2:31:26] such a ... an example of a of what the [2:31:30] ... Interpol secret Intel for example would be that no [2:31:33] motion control works ... and perhaps repairs to existing structures [2:31:39] a pool safety hazard ... perhaps they can take place [2:31:43] ... without the need to prove ownership of the lakeside [2:31:47] lands and conversely ... you know if if the property [2:31:50] owners looking to build a new structure such as a [2:31:52] boat house or whatever the case may be on it [2:31:57] in those cases perhaps they do need to provide proof [2:32:00] of sole ownership clearance ownership and again these are just [2:32:04] examples of what the internal policy could potentially look like [2:32:09] and so ... the recommendation in the first report is [2:32:13] that some that staff report back to council in September [2:32:18] with staff a new term policy for council's consideration [2:32:27] the last part of my presentation [2:32:31] deals with a proposed revision to the term lakeside lands [2:32:34] in action plan [2:32:36] and so this proposed revision ... is in response to [2:32:40] comments on the discussion at being the June twenty second [2:32:45] council meeting and so the purpose of the the revised [2:32:48] definitions to clarify that the action plan will only deal [2:32:51] with the portion of the lake silence of the town [2:32:54] homes and the purpose proposed revision is down that's up [2:32:58] on the screen before you are it is as follows [2:33:00] so the lakeside lands means lands owned by the town [2:33:04] that are situated between the shoreline and the travel portion [2:33:07] of the road allowance [2:33:09] and presently the definition of that term any action plan [2:33:13] is as follows meetings the lands from the shoreline the [2:33:17] travel portion of the road allowance you can see on [2:33:21] you know what the difference in the two [2:33:24] definitions of revision was done need it ... we'll be [2:33:28] getting you know just to be clear that if we're [2:33:30] only dealing with the town ... portion of the lakeside [2:33:33] landscape and that there could potentially be other owners or [2:33:37] types of ownerships [2:33:39] between the shoreline and the travel portion of the road [2:33:42] for example are could be criminal lands or even potentially [2:33:46] I think the one land so ... the recommendation and [2:33:49] in the the first after port [2:33:52] related to this item this matter is that council approve [2:33:56] the revised ... definition of the term lakeside lands in [2:34:00] the action plan [2:34:04] and that concludes my presentation Madame Kirk and members of [2:34:08] council I hope you found it helpful and Sam thank [2:34:10] you very much [2:34:12] thank you and that was a given that was a [2:34:14] very good report laid out quite quite well ... are [2:34:18] there questions from members of council ... let's try to [2:34:22] take it one chunk at a time maybe the the [2:34:25] first ... questions on on the first part of the [2:34:29] presentation for report [2:34:32] G. and then if somebody has you know question on [2:34:36] not then we'll take questions on on report H. ... I based on my estimation ... we received [2:37:03] probably I'd say between [2:37:06] but a handful of five different request that a week [2:37:09] I think I'm an and but that's based on this [2:37:13] time of year I am I am sure probably fluctuate [2:37:15] some very different time of the year but the thing [2:37:18] construction season we would seek receivables between three to five [2:37:22] request a week year round [2:37:26] for from property owners who wish to undertake a works [2:37:28] on their lakeside lands okay so ... just as a [2:37:31] follow up their three in America to a and a [2:37:33] safe to say that as soon as this is implemented [2:37:36] that there's likely dozens if not more people that are [2:37:39] gonna see relief from being able to move at [2:37:43] see relief from being able to move on sorry I'm [2:37:46] not sure and the band with the Interpol see going [2:37:48] through ... I [3:15:13] believe that three thousand to ninety five hundred is that [3:15:16] three thousand per year and if we go for the [3:15:18] three years it which we would go up to that [3:15:21] in total nine thousand dollars ... but we do have [3:15:26] the money in our budget to add to take that [3:15:29] on this year to start that partnership of four twelve [3:15:33] month period and that the the committee wanted us to [3:15:37] start with creating a policy which is really one of [3:15:40] the last steps the first steps that we have to [3:15:44] take is really looking at ... our organization ... trying [3:15:50] to pull together some data which is a little bit [3:15:53] of a struggle for us because we we don't have [3:15:55] an H. R. I. S. system that identifies some of [3:15:59] the diversity that we would like to be able to [3:16:01] identify in our organization so next year we'll have our [3:16:04] H. R. I. S. for up and running we will [3:16:07] have the partnership with the center for diversity and inclusion [3:16:11] and I think it's a really good place to start [3:16:15] well look the [3:16:17] our clerk through you to to both of them [3:16:22] okay three thousand dollars know from within your budget what [3:16:25] are the overall [3:16:26] costs like [3:16:29] walk us through what becoming a partner actually ... not [3:16:33] only forces us to do allows us to do ... [3:16:36] you know benefits it gives us but also some of [3:16:38] the stuff that we have to do in the background [3:16:40] but ... you know on our end of this partnership [3:16:43] ... because what what I'm curious is you know do [3:16:47] we become a partner and then immediately have to send [3:16:50] all staff to diversity training and it's these kind of [3:16:52] things I would like to get which I'm not opposed [3:16:55] to by any means but I'd like to get up [3:16:57] a full view of what ... what we're actually committed [3:16:59] to because as it stands right now we're we're doing [3:17:02] this based on a two sentence [3:17:04] I'm comment on on the agenda [3:17:09] so at three Madame mayor to council whiting ten what [3:17:12] the partnership will do for us is really help us [3:17:16] develop a strategy and go forward strategy what that strategy [3:17:20] I'm assuming will include yes staff need training we need [3:17:25] to create a policy we need to pull together some [3:17:28] data from from our system ... what we need to [3:17:33] look at our HR policies and make sure that they [3:17:36] are inclusive ... so really what it would be doing [3:17:40] is creating a strategy for us to look at all [3:17:44] of the different aspects and any of those that have [3:17:47] significant cost to them would have to come back to [3:17:49] council to say is this something that we should be [3:17:54] spending money on what are our priorities right now and [3:17:58] how I mean looking at the HR policies um with [3:18:01] somebody from the center to say to us this is [3:18:05] good this is good this is good this is not [3:18:07] so good ... is is a really good place for [3:18:09] us to start so it's really looking at what we [3:18:12] have what we need to do what is our strategy [3:18:15] look like going forward and what are the total includes [3:18:18] the cost of all of that ... so it's really [3:18:21] partnering with them to help take us down that road [3:18:24] if thanks bye bye I appreciate that ... the idea [3:18:28] of ...
