[0:00] Yes, it's been off since I got here. >> Not really. [0:06] See, >> just break it through. [0:08] » But if [laughter] I break it then, [0:20] [clears throat and cough] [0:30] » as you hit go, we're good. >> We're good. [0:32] » All right, let's call this meeting to order. [clears throat] We'll start by [0:35] the pledge led by our chief of police and then we're going to have prayer by [0:38] pastor Andy Freick. >> Please join me in the pledge. I aliance [0:43] to the flag of the United States of America and to the republic for which it [0:49] stands. One nation under God, indivisible with liberty and justice for [0:55] all. >> Would you pray with me? [1:01] Father, your word reminds us that we are not our own. We've been bought with a [1:07] price and that price includes [1:12] looking out for you, taking care of your work, and looking out for each other. [1:20] We ask that that would be the spirit that would guide the session tonight. [1:24] That we would look for that which is best for and in one another. [1:30] May everything done tonight be pleasing to you. And I pray this in Jesus name. [1:36] Amen. >> Amen. That [1:37] » was a beautiful prayer, pastor. Thank you. [1:44] » All right. Would you please do a roll call, please? [1:47] » Crawford. >> Yes. [1:48] » Jamie, >> yes. [1:50] » Michael Smith, >> yes. [1:51] » Darlington, >> yes. [1:52] » Gutierrez, Linda Wowski, >> Plat? [1:56] » Yes. >> Thank you. We have approval of minutes [1:58] from August 17th, both regular and closed. So close will take us. [2:04] » Do you want to table that one? >> Can we table that? [2:06] » Yep. Uh we'll table the closed session from August 17th as just uh and then we [2:13] have 20 August 20th committee of the full minutes. Without the closed [2:17] session, would someone make a motion to approve the minutes as presented or [2:21] offer uh with the suggestions for changes? [2:25] I'll make that offer to um approve as presented. [2:29] » Thank you. Is there support? >> Support. [2:31] » Thank you. We have a motion to support to approve minutes of August 17th [2:35] regular session as well as August 20th committee of the whole meeting. Any [2:39] further questions or comments? >> Hearing none. All in favor, please [2:43] motion by saying I. >> I. I. [2:45] » All oppose, please say nay. >> Thank you. We have approval of warrants. [2:51] Council person, anything you'd like to share with us? Um, I just had a couple [2:55] questions. I I didn't know that we um [3:01] pay quarterly for our copy machine copies. It was just a large amount that [3:07] I was kind of concerned about. That's something that we do quarterly. So, [3:11] that's fine. And then there was [3:19] oh and I saw this large amount going to South Park Improvements and Campground [3:25] leas in Vanderbreak and it was our engineers for the grant that we um [3:30] that's going to be going in soon. And let's see cemetery equipment. [3:37] They didn't know what that entailed, but it was the DPW had to have a weed [3:41] whacker and that was not a huge. Let's see. [clears throat] [3:48] And there was Oh, Lexiple. I didn't have a clue what that was. I should have [3:54] probably, but um it's a yearly fee for our police software. [4:02] That's about all I had tonight. Thank you, [4:06] » Angela. Well, is there anything you would add or does council have any [4:08] questions? >> Um, the only thing that I'll add is on [4:11] page four, you'll be able to see the Longhomer, Ford, and the Midland Fence [4:15] Company, the 50% payment. That is the grant that the airport received as a [4:19] reimbursement. So, we did receive 50% of the funds. So, we are now issuing checks [4:23] for both of those items. Thank you. Does council have any questions? Would [4:28] someone make a motion to approve the warrant? [clears throat] [4:31] » I'll make that motion. >> Thank you. Is there support? [4:34] » Thank you. Do you have a motion to support to approve the warrants? Any [4:37] further questions, comments, or concerns? Hearing none. All in favor, [4:41] please motion by saying I. >> I. [4:43] » All oppose, please say nay. Thank you. Uh, we'll go to the hearing of our [4:48] delegations. Commissioner Donaldson, there you are. [4:51] » Hi. >> Hi. [4:53] » Hello, everybody. It's weird timing because our commissioner meeting was [4:57] this morning. Usually, I'm coming a week or so after those meetings, so it's [5:00] good. It's fresh fresh off the the press. Um, so this morning we passed uh [5:07] we moved ahead our our master plan for the county and what that means is it [5:11] starts 63day review period. So everybody is encouraged to get a copy of that. [5:16] There's digital copies or if you go to the courthouse you can get a paper copy [5:20] of it. U review it. This is the 63day review window. And when we passed it as [5:26] a resolution we allowed ourselves to have final approval after the 63 days. [5:31] So after 63 days if we're not uh in favor of the changes or don't don't like [5:36] the plan, we have that ability to not pass it at that point too. Um had [5:41] somebody from the company [clears throat] was there today that [5:44] answered a lot of the questions we had and I had I felt comfortable at that [5:48] point to to move that along. So that that is the 63day period. So [5:53] » can I ask a question for those of us who do not have time to stop by but probably [5:58] this is very important. What are the highlights that that are in that plan [6:01] that would get us to go to the courthouse, go online and find it? [6:06] » The the master plan really sets for the next 20 years kind of the vision for the [6:10] county and where we want to be. A big part of that is what the land use is [6:14] going to be. There's a big land use map. Um if you were at the big master plan [6:20] meeting that occurred at the arena, they had the big giant map of all the [6:24] different areas of the proposed. It really it shrank some of our industrial [6:28] areas. It it allowed for more different things. It really cleaned up a lot of [6:33] the areas throughout the county that um we're and that sets it for the next 20 [6:38] years. It's a living document like anything we could change. It's more of [6:41] the big 20,000 foot view of what what that is and where our [6:47] county wants to be. A big part of that is preserving. Big part in that plan is [6:52] preserving. Uh a lot of the questions we had today were centered around solar and [6:56] data centers and I was really pleased with the answer I got on data centers [7:01] specifically. Um in our land use map in that plan there's a land use map that's [7:06] proposed um there's a purple area that is industrial and the answer I got today [7:11] was that if there is a data center in Gladwin because it's illegal use there [7:15] have we have to allow for illegal use of things in our plan and the way it's [7:21] proposed is that it has to be within that area designated as industrial if [7:26] the planning commission and zoning we pass our zoning ordinances and planning [7:29] and they make changes to it from that But in our big picture, [clears throat] [7:32] that's where that is. So, I felt really pleased hearing hearing that. There's a [7:37] lot of questions surrounding that that I've been getting and I have myself. [7:40] » One more question. Has the county made a social media post? I have not seen [7:42] anything about I mean, I have, you know, the previous meetings and stuff. Is [7:47] there are they planning a social media post? Is it link that we might be able [7:49] to share in our >> We're not great at [clears throat] [7:51] social media. Our website's good. We had a revamp to our website and that's good, [7:54] but social media isn't our strength. I'll be honest. I wish it was better. I [7:59] wish we had more avenues for things, but it's it might be on the website. I think [8:03] the master plan draft if it isn't should be on the website. [8:06] » It is >> or if we call Okay, we will email it the [8:10] copy. >> Kimberly has a question. [8:11] » Yeah. >> Um just a question. I was going to look [8:13] this up before I got here and um so what is the city's role in that? Because we [8:18] have our own separate master plan. So, normally what it'll do is it'll go off [8:22] for 63 days and then people can comment from townships and build or we villages [8:27] um and cities. Do we have to sign off on the county's master plan because we have [8:32] our own or no? >> I don't think so. I think residents can [8:35] because you're residents of the county and have a say in it. But as an entity, [8:40] I don't believe there's a staff. I think they'll [clears throat] probably what we [8:43] got today is stakeholders will get copies of that. So, I'm hoping they send [8:46] that out to cities, townships, big companies that have a vested [8:51] interest in that. But I encourage everybody to read it. I really like uh [8:55] one thing that was said today is most counties and cities that have a master [8:59] plan, they get it, it's beautiful, it's nice, and then they put it on a shelf [9:02] and say, "There's our master plan." And it sits there for 20 years until it's [9:05] time to redo it. So, I really I want to use that as a as a living document that [9:10] we can continue to use because it really is kind of that guiding force of where [9:13] we want to be. And in 20 years, hopefully I'm still around and we can [9:17] look back and say, "Hey, we we didn't know what the heck we were doing in 2026 [9:20] because now in 2046, these are our new guides and things to do. [9:25] » Thanks." >> So, I'm pleased with where it's at. I [9:27] think there are still a lot of corrections that need to be happening [9:30] and some updates that are in there, but not big picture things. It's a lot of [9:34] details that I don't think they got all the way correct that I'm going to work [9:37] with them and do that. Some spelling errors, some different things. One of [9:41] the things said 46% of Gladwin residents, Gladwin County residents have [9:46] curbside trash and I thought that I don't think that's correct. I think it's [9:50] a lot higher number than that. Um, so some things like that that are more [9:55] demographic that I need I needed to see updated that we'll look through and [10:00] that's what the 63 day window is for. >> Um, I just had a question because you [10:04] said um for the data centers they have to go in the industrial part. Does [10:06] Gladron County have an industrial like like we have an industrial area but [10:10] where's the county industrial? >> So there are zones within that are zoned [10:15] industrial. So there's spots in Beaverton, there are spots in I have the [10:19] map. We can >> there's but there's different actually [10:21] designated spots already where it's considered. Okay. [10:24] » And we can always make more. So there's there's an avenue within that. This is [10:27] the proposed map, but if the planning, zoning, county, cities, whoever wanted [10:32] to revitalize and have an bigger industrial zone, there's a way to change [10:38] whatever land to an industrial zone, but the way it's proposed right now is on [10:42] that map. So then the other question I have for you is um so I I came across [10:47] there's a data center a data center here in Michigan that this man has owned for [10:51] quite a while and I don't understand the differences between them other than one [10:55] uses water and the other one does not. Can you if we have data center if we end [11:00] up you know somebody trying to come here can you make it where they can't use the [11:04] water and they have to do it the other way is that a possibility or do they get [11:07] to pick because I know you can't tell them no it can you say no you can't use [11:12] the water one you have to use this other way that they do it without the water is [11:15] that possible >> so I've had that same question and the [11:19] answers I've gotten have kind of varied water use is more of a state issue and [11:25] from drill wells it's a state manages that. So our friends from fleets and [11:30] vand nodding along, so correct me. >> No. Yeah, you're right there. [11:35] » Yeah. So it's not really that we have local control to say you have to. There [11:39] are state incentives right now that any data centers who put in get an extra [11:44] economic boost if they tie into municipal water sources. So that's where [11:48] a lot of them are incentivized to do that right now. Doesn't help that our [11:54] residential or our municipal water sources all come from wells to begin [11:58] with and and whether we have the capacity to take out 100,000 gallons a [12:02] day or more of water use that would be for the planning zoning and the cities [12:07] to >> It's interesting that you say that [12:10] because I read an article the other day in the water use was a cheaper option [12:14] for cooling >> the equipment's extremely expensive to [12:18] go without the water. Yes, that's what I >> just almost quadrupled. [12:22] » I literally watched a council meeting where this guy went into his community [12:25] and he said, "I own a data center and you guys need to stop this right now. [12:29] This is going to destroy our community." >> Yeah. And there's different versions or [12:33] glycol and some use recycle the water and pull it. There's a million different [12:38] things and we are so early in the development of it that we just don't [12:43] know a lot of those answers. my understanding that there's an [12:46] incentive [clears throat] for the companies to hook up to municipal water [12:49] at this point. And I don't know how the city feels, but I I wouldn't imagine [12:54] both either of our cities in the county are set up to take on that much use from [12:58] an industrial source. >> Thank you. [13:02] » Good question. Any more questions on master plan? [13:06] Um after we did the county also um approved we're going to hire an HR [13:12] consultant for HR training and mentorship Laura Brandon Mabel. Um she [13:19] was approved um I don't know the hours 8 to 10 hours I don't remember [13:25] » 18 hours I think >> 18 hours certain hours per week that [13:28] she's going to come back and help in a consulting world. you don't need to do [13:32] that. Um, kind of update our policies, look at different mentorship things in [13:37] HR especially. Um, so I'm really pleased for that. Glad we were able to to do [13:42] that and bring her experience for that. Um, after the meeting, we had a two and [13:47] a half hour budget meeting. So, that was fun to go through budget. We got to hear [13:51] from different uh department heads and all around from the county and and look [13:56] at our budget as we we look forward. We're going to do that again after our [13:59] next commissioner's meeting. So, anybody interested in the county budget, come uh [14:03] to our next meeting on the 22nd. I think it's two Tuesdays from now and stay [14:08] after and hear all about your county budget. [14:12] » Where's that held at? >> At the commission [clears throat] [14:14] office, third floor of the courthouse. And then I will be leaving at 5:45. We [14:20] have a county parks pl uh meeting tonight um where we are going to discuss [14:25] our parks master plan, which we have selected a new vendor for that. um we're [14:30] excited to work with them and to kind of have a new parks plan too. So really [14:34] appreciate the input that we've gotten from people who are involved in that and [14:38] I really enjoy because my only experience with working on the parks [14:41] master plan was the city of Gladwin's park master plan. So I kind of know a [14:45] good idea of how that works. So really excited for the county [clears throat] [14:48] to have that um go forward. I don't know if I if I gave this update last time um [14:55] before the lodge, the sportsman's club lodge and recreation area, whatever you [14:59] want to call it, we did have uh somebody who was helping run that for us. We she [15:05] got busy with a new job, so we transferred that. Um so our new uh I [15:10] don't know what we're calling manager of the facility is Trisha Laroo. you know, [15:14] Trisha, she's around. She's the head of the L Sports Complex, really involved in [15:19] the in the area. Really excited. There's some good events coming up. There's a [15:23] shuderie class that's coming up in a few weeks out there. The Council of Local [15:27] Government meeting is going to be out there in a few weeks, and they're doing [15:30] a an archery, a 3D archery shoot out there, which is pretty cool. Coming up [15:35] in a in a few weeks as well. So, a lot of good things to come out there. [15:39] » Does any have other questions for the commissioner? [15:42] Thanks. >> Thank you. [15:44] » Uh Chief Alward, do you would you like a moment for a delegation? [15:50] » Friday at 8:45 at the fire station, there's [15:55] going to be a ceremony in commemoration of the issue that took place on 911 [16:04] that there and a short presentation. So, everyone's invited. [16:10] » Thank you. >> 8:45 Friday morning that's when it [16:14] starts approximately. >> And Lori as the housing director, would [16:18] you like to add anything now? I know you're later on the agenda as well. [16:22] » No, it's been very very busy. Um, we not only do housing, we also do the Council [16:28] on Aging Services and we also do the Glad City County Transit. We're the [16:33] managing agent for them. So, we employ 106 employees um all within basically [16:39] within Gladin County and stuff. Um, we got 24 buses on the road. [16:45] We've got 192 units of public and section 8 housing that keeps us going. [16:50] We have all the senior services and home delivered meals. Um, Monday we will be [16:56] taking possession of the [clears throat] 2025 uh new um Dodge van. It's electric. [17:04] Um, Consumers Energy through their MI Power program nominated the Council on [17:09] Aging to receive this gift, this huge gift. It's like $75,000 [17:14] and they put in the charging station. So, we will be um taking possession of [17:18] that Monday >> and yeah, a lot of exciting new things [17:22] going on. >> Congratulations. [17:24] » Thanks. >> Thank you. [clears throat] At this time, [17:27] we'll establish our agenda. I would like to propose that we move item N on old [17:32] business up to make it 3A to make the first thing on our agenda so that um our [17:39] beloved Lori um can get through here. And then the other thing is if you look [17:46] at item I there was just a tiny little error. Uh [17:50] if you could just erase fleece and Vanderb contract that was just an error. [17:55] Other than that everything else stays the same. Are there any other proposed [17:59] changes to the agenda? Hearing none, would someone offer a [18:03] motion to approve the agenda with the two small changes? [18:06] » I will motion. >> Thank you. I have a motion and support. [18:10] » Uh [clears throat] any further questions, comments, or concerns? [18:14] Hearing none. All in favor of approving the agenda as with small alterations, [18:18] please motion by saying I. >> I. [18:21] » All oppose, please say nay. >> Thank you. We have our consent agenda. [18:26] Uh we have our communications from charter communications. The glad 911 uh [18:31] event that uh we just heard from our chief. The monthly library activity [18:35] always interesting DDA authority meeting minutes uh meeting minutes from our fire [18:40] protection district airport commission meeting minutes. The trail authority and [18:44] then our report from our chief. Are there any questions or anything that [18:47] someone would like to take out of the consent agenda to discuss? [18:52] Hearing none. Would someone approve the consent agenda? I'll make that motion. [18:57] » Great. Is there support? >> Support. [18:59] » Thank you. We have a motion to support. Any further questions, comments, or [19:02] concerns? Hearing none. All in favor, please [19:05] motion by saying I. >> I. [19:07] » All oppose, please say nay. Thank you. At this time, I got to write [19:13] to this down. We will move into public comment. Uh, this is the time on our [19:17] agenda codified in the law for the public to engage. Anyone is welcome to [19:21] share their thoughts, praises, concerns, questions. We do ask for civility and [19:26] please address me as chair. We have a threeminute max and for the most part [19:29] there won't be a back and forth but city staff if possible will follow up. [19:34] [clears throat] Is there anyone here for public comment? [19:40] » Okay. >> I just is basically just to to notify [19:43] you um the council that our recall position language was approved. So we [19:51] will be moving forward with that. Thank you. [19:55] » Any other public comment? [19:59] » Just as a quick side note, one thing we have to remember with anything when it [20:03] comes to these data centers, industrialization or other things that [20:06] might be coming to our county, obviously we need to allow for growth. We need to [20:10] allow for the ability for businesses and economic opportunity in our county. We [20:13] can't just obviously in the 21st century rely solely and exclusively on [20:17] agriculture, although people do need to eat. So, it's kind of a good idea to [20:20] kind of keep most of that intact because, you know, we're always going to [20:23] need food to stock the shelves. So, we need to keep that in mind. We also have [20:26] to keep in mind that science has made many advancements and stuff. And these [20:29] people were saying these data centers need over 100,000 gallons of water. I [20:33] don't know if they haven't heard of oil, hydraulic fluid, coolant, or any of the [20:36] other synthetic materials that we have created over the last 150 years in order [20:40] to keep things from melting down, whether it's in a car or hydraulic press [20:44] or all these other industrial applications. So, I just don't [20:47] understand why we have to that basically be held ransomware. It's like, well, it [20:50] has to be hooked up to a venial water supply or it has to be used the wells. [20:54] Why are we not entertaining all these other options or potentially even making [20:58] them spend all their enormous money that they have to do the R&T to create [21:02] something new that will keep these things cool? the fact that we are [21:05] hitching it, having that opportunity. People really need to stop, you know, [21:08] seeing it as one way or the other and start thinking a little bit louder on [21:11] these things and a little bit broader because at the end of the day where [21:14] there are other solutions that they clearly don't want to entertain either [21:17] because it's just a lot cheaper to use the water and they don't care about it [21:20] or worse, they intentionally want to sabotage water supply so that way then [21:23] when people can't use the water here, they can buy up the land cheaper. We can [21:26] see how all these things will play out. Plus, as someone who's grown grown up in [21:29] an area first 18 years of his life where you didn't have forests, you had forest [21:33] preserves, you didn't have nature, you had nature preserves, it really sucks to [21:37] have an area where yeah, you got industrial areas for little sections [21:41] right now, but if those areas get too big or if we just allow for the language [21:44] of these master plans going forward to just allow anybody to come in here and [21:47] do whatever the heck they want with those things, [clears throat] we could [21:50] face a very serious problem. Not to say we need to say no growth whatsoever, but [21:54] there's a level that we really got to be careful going over. So, I'm hoping that [21:57] everybody in all positions over the next 63 days thoroughly reviews that cuz Lord [22:03] knows I will be. I know lots of other people that are doing the exact same [22:06] thing. So, I want to make sure that we are all really being careful because 20 [22:10] years is a both a long time and it's going to be gone in the blink of an eye. [22:13] So, we got to think not just 20 years but 100 200 years in the future as well. [22:17] So, just want to make that comment Ben. Thank you. [22:20] » Thanks Ben. Anyone else? [22:26] Hearing none, we'll move on to old business, which we have none. And then [22:30] Lori, you are up. Lori, it looks like you were on for Well, I think you can [22:35] explain it because it's a little different than what's on our [22:37] » Yeah. Um, it says here about you guys approving [22:42] the grant for um the uh environmental review. Okay. Um, you're not approving [22:50] the grant. Okay. I already got the funding. And I did a um got a grant for [22:55] Maple Man fire panel which is $250,000 which is huge. Um but what you're doing [23:00] is approving the environmental review. Okay. So in 2024 when I did the [23:07] five-year plan for 2024 2029, we had to have all our properties um Maple Manor, [23:14] the 10 duplexes, all had to have an environmental review done. And I mean it [23:19] went into where the airport's located, where the fire station is. I mean, it's [23:25] 293 pages of environmental stuff. Um, so but when we go to do a project, like I [23:33] listed a couple different projects that we have [clears throat] going on, we [23:37] have to bring this back to the city manager to approve saying that yes, it's [23:41] not going to have an environmental effect on what what is proposed to be [23:46] done. So, what you're approving or I guess before was just the city manager [23:53] just signed it because we're not tearing up sewers or wells or anything like [23:58] that. We're looking at putting a fire panel in Maple Manor which is a [24:02] six-story highrise um which will be actually the fire panel will be [24:07] connected into each apartment. Right now it is not. Okay. So, this is like a huge [24:12] step for them. Um it gives them more time. if there was a fight or something [24:16] like that, it'll give them a lot of time to be able to either get somewhere safe [24:22] or, you know, do whatever that they have to do to gather their stuff. Okay. Um [24:27] the other thing that came up was um there's no gutters on the duplexes and [24:32] you know what that does to foundation, stuff like that, it can ruin them in [24:37] pretty pretty fast. So, what we're going to be doing with the other money that we [24:42] had set aside in the five-year plan is um we're going to go in and um look at [24:48] if there's any kind of damage behind the brick where the water was pouring [24:53] between the wall and the brick because there was no gutter system. Um so, we [24:59] got engineers looking at that. Um so, it' be fixing any type of damage. It'd [25:06] be putting gutters on every single one of the duplexes where absolutely they [25:10] need to have them. It would be fixing whatever problems it is, you know, what [25:14] has cost. Um because again, like on the entrances where there should be gutters, [25:20] you know, catching water and stuff, it's going straight down and into a concrete [25:25] window cell or window well, I guess what you call it. That's not good because [25:31] that is right alongside your foundation. So anyways, so what the approval I need [25:37] is for Kim to be able to sign this um it's called an environmental [25:42] [clears throat and cough] forget the exact wording. [25:45] Um [25:48] it is called an environmental review record. That's all that environmental [25:53] that's already been approved. And so this is just for the project that's [25:58] listed on here. >> Yeah. Here you guys can see. [26:04] [clears throat] >> Oops. [26:07] » Um, actually this wasn't about the grant. What I brought it before the [26:12] council for was because we are in a unique situation with the housing [26:16] commission and how we handle and basically we make their appointments and [26:20] that's kind of the extent um of what we do. um when it came to me it's it's not [26:27] that I didn't want to sign it but usually in my other municipal roles [26:31] there you certify someone through a resolution whether it's a city [26:36] administrator the mayor or whatever we looked through our records we couldn't [26:39] find anything um we did find where Chris had signed environmental reviews in the [26:44] past regarding this but it's part of you know my purpose of being here is to make [26:50] sure that we do the things appropriately so I don't know Lori was there a [26:53] resolution before on certifying someone to be able to sign. [26:57] » Yeah, there's >> because again, I've not seen the [27:00] environmental review and if I sign it, which the [27:03] » Yeah, Chris would have gotten a copy of it. I mean, it's 293 pages. Probably [27:07] kind of hard to miss. Um but you know it the only reason why you need to sign to [27:13] be somebody outside of the Glad City Housing Commission. Okay, so we are um [27:19] you guys we were formed by and through the city of Gladlin. Okay. Um, we are [27:23] not an entity of the city of Glideland. We were just formed by you guys. Because [27:27] of that, we can have the city manager sign off on the projects that we do. [27:32] Okay? So, we're not you guys don't have any say other than [27:37] you point to the public housing board and you are outside source to get our [27:43] environmental records done. [27:48] » I go ahead. I I didn't mean to fine. >> I just wanted to make sure that we you [27:53] know, first of all, I don't know what I'm signing other than, you know, and [27:55] that's fine if the um council approves for me to do that. So, [28:02] » sure. So, I'm just curious. It doesn't really matter, but so if what if if you [28:09] work on the apartment over in Beaverton, do they have to sign or is it still us [28:12] because we formed the housing commission? [28:14] » It's a public housing rule. >> Okay. So, Antler Arms is not involved in [28:20] this. >> Correct. [28:21] » Well, and neither is Vir Manor. Um, but because public housing consists of Maple [28:26] Manor and the 10 duplexes, those are the units that we need the environmental [28:31] review done. Now, we had an environmental review done on the other [28:35] buildings, but you guys don't have that. We There's nothing you guys have to do. [28:40] » Thank you, Lori. Thank you for asking the question. Do you does someone have [28:43] enough information to feel comfortable offering the resolution to let Kim [28:46] Kimberly sign this environmental review? >> I just make a comment. I just want to [28:50] make sure to revise it to say that. >> No. Yeah, [28:54] » you understand. Okay. >> I use the wording that she used for what [28:57] it's called. [clears throat] >> Yeah, I'll make that resolution. I think [29:00] that's very appropriate. >> Okay. Is there support? [29:02] » Support. Thank you. We have someone's offer a resolution and support. Any [29:07] further questions, comments, or concerns? Lori, would you add anything [29:10] before we vote? Um, no. This is just a formality. I mean, [29:14] it's got got to be done. We've already have it approved through a five-year [29:18] plan, stuff like that. >> But it's good to have an outside source [29:22] look at the projects that we want to do. And we've had some huge projects going [29:26] on. I mean, roofs and elevators and the whole nine yards. So, the impact would [29:33] be [clears throat and cough] the siding and the gutters because the fire panels [29:38] encased within Maple Manor. There is no nothing structural, nothing anything [29:42] that's going to happen there. And the other thing is with the duplexes, it [29:46] could be the siding has to be replaced. The brick will probably be gone. [29:52] [clears throat] Gutters need to be put on. We already did the roofs two years [29:56] ago and the driveway. So, >> yeah. [29:59] » Thank you. >> Would you do a roll call for that [30:02] resolution? Larski, >> yes. [30:04] » Michael Smith, >> yes. [30:05] » Deb Platt, >> yes. [30:07] » Cher, >> yes. Jamie Estein, [30:09] » yes. >> Carol Darlington, [30:11] » yes. >> Dave Coffin, [30:12] » yes. Yes. >> Thanks, Lori. We like seeing Thank you. [30:15] » Thanks you guys. >> Uh, next, wastewater treatment plan [30:18] update from the engineer and electrician and I'm handing this over to Kimberly. [30:23] » Um, we have Mike from Police and Vanderbrink and George Alward. Um, we [30:27] are making some good headway and I think we have some milestones coming this [30:31] week. So, you want to start Mike and kind of give you an update or George? [30:35] Whoever wants to start. I can go. Yeah. So, yeah, Mike with FNV. [30:41] Um, yeah. So, it is uh yeah, a lot of work got done today, but we did um start [30:47] up the old plant. So, got pumps running, got the clarifiers running, grid tank [30:51] running. Um still working through a few things on on the grid tank and uh [30:56] getting stuff to work, right? But right now, pumping through the whole plant. Um [31:00] going to leave it that way tonight. I know the guys are still there working on [31:03] some stuff. So, um, still not, you know, totally out of the woods yet. I think [31:08] just got to test things, make sure everything's running right and, um, [31:11] things like that. But, yeah, a lot of good progress today. Get things started [31:14] up again. Going through the normal path for treatment. So, um, yeah, if there [31:20] are if you did notice any odors, I know Kim stopped down. I probably am. [31:26] Yeah. [laughter] So, pretty bad there for a while. Um, just with, you know, [31:29] some of that water that had been sitting there and and moving it again. um you [31:33] know tends to do that. But um yeah, I think uh things are going well. I think [31:40] you know as far as on the solids handling process side and the anorobic [31:43] digesttor that's there that's going to take a lot longer to start up. That's [31:46] more on the terms of months um to get that working again, get the biology [31:50] working again, right? But as far as everything going through the plant um [31:54] that you know normal treatment is as normal. [31:57] Um, yeah. So, really good. Um, >> which would eliminate our temporary [32:01] pumps that are costing us $50,000. [clears throat] [32:04] » So, [laughter] those pumps will still be there for a [32:07] little while yet. Um, but, you know, hopefully the end of this week, you [32:10] know, people are feeling comfortable that pumps are operating. You know, we [32:14] can watch the pump cycle, make sure everything's still working correctly [32:17] and, um, yeah, have those get out of there. [32:20] » Does anyone have any questions for Mike? >> Thank you for the update. Yeah, [32:25] » thanks for coming, >> George. [32:31] » Really, all I'm going to do is echo what he already said. [32:35] The [clears throat] pumps, all the pumps are operational. [32:39] The entire electrical system is operational again. [32:43] We're just waiting on the digtor to get that operational. [32:47] Uh, as far as the odors you mentioned, I live about four blocks from there and [32:54] I've got a next door neighbor that smokes marijuana. [32:57] [laughter] [33:01] I don't notice anything coming up. [laughter] [33:04] Get that dig up [clears throat] and we can [33:09] [laughter] a lot has happened over the last 20 to [33:12] 30 days. And I think we need to be grateful for the skilled trades folks [33:15] who helped us >> together keep them informed the best we [33:19] can. So, >> thank you. Any questions for the chief [33:22] George? He's George this time. >> George, I had a question for you. What [33:26] um you'd mentioned before when you gave an update that one of the main um power [33:31] supply lines that were under was underground was compromised. [33:36] Were you able to salvage that or what happened with that? [33:39] » Why >> or what happened with that line? [33:41] » We've got it replaced. Oh, you do? >> Yes. It got replaced. It was It was [33:45] quite an ordeal to get those cables out. They were already been in they been in [33:50] there for, you know, 30 20 some 30 years. And [clears throat] we finally [33:55] were able to get them out and replaced. And the new equipment that normally [34:01] would take about 8 months to get, we had in about a week and a half. So, we're [34:07] back operational again. >> Okay. Great. Thank you. [34:11] Yeah, with Labor Day being yesterday, I hope you all vanked a trade skilled [34:14] person because they're saving us. Thank you, George. [34:18] » You're doing just fine. >> Yes, please. [34:22] » I just want to say because I have two guys in the room. Um there's a team of [34:25] four of us. There's Mike, George, Dave, and um myself that we um kind of come [34:32] together around 7 o'clock every night. And then Mike puts a report together [34:36] because we're speaking to Eagle between 7 and 10:00 every single night. Um so I [34:41] just really want to say thank you because everybody has worked good [34:44] together and um our testing has been great. There's going to be some stuff [34:48] come out. Um did we make the paper or no, Scott? Okay. So, tomorrow um and [34:56] that will also be updated tomorrow on the website um with some of our testing [35:00] because I know residents have asked what our test results are. So, that will be [35:04] out there. But thank you guys because we couldn't have did this without you. [35:08] » Thanks. Um be did you want the bribe in the note then? [laughter] [35:15] [clears throat] >> Are there any other questions? [35:18] » Definitely write it down. >> All right. Hearing none, we'll move on [35:22] to the acceptance of the resignation from council member Caffrey. Uh we [35:26] listened to him, but we did not vote to accept. Um would someone make a motion [35:29] obviously with regrets uh to accept the resignation of council member Caffrey? [35:35] [clears throat] >> Thank you. Is there support? [35:37] » I'll support it. >> Thank you. I have a motion support to [35:39] accept the resignation of council member Caffrey. Any further questions or [35:43] comments? Hearing none. All in favor, please [35:46] motion by saying I. >> I. All oppose, please say nay. [35:51] Thank you. And now we get into the appointment of the vacant city council [35:55] seat. So how would council like to see this happen? Designate designation [35:59] deliberation happens in public. So does anyone want to get started and we want [36:05] to go through each one individually? We got a packet for those of you who are in [36:09] the audience. We had seven folks uh express interest. [36:15] The amazing amount of experience in our community should make us all very proud. [36:20] This was a nice packet to get um dream team kind of material. So, how would you [36:26] like to get started? >> I think last time it worked well when um [36:30] we were replacing um and Mike was appointed. [36:35] So, I don't think we need to go through each one of these and review it. But the [36:39] what we did is we invited the people to do like the kind of stick with the three [36:44] minute or less type of thumb rule. I mean, you know, we didn't set the timer, [36:47] but um if they're here and they wanted to present anything to the um council [36:54] and then we went on from there. >> We have a couple. [36:56] » I think that's great. >> No, if that's if that's okay with I mean [36:59] that's how we did it before. I did follow the same. [37:02] » Okay. Uh how many of you are here? I know two are here. Is there more? [37:06] » I'm a representative for >> Okay. From where? [37:10] » Uh my name is Rebecca representative for Patrick H. [37:14] » Okay. Oh, great. Okay. Uh, do you guys are you okay with a three minute? Tell [37:18] us what your strengths are, how you want to go. [37:24] » Oh, I think it Oh, it's the last name. [37:28] » Should I come there? You want me to stay back here? [37:30] » As long as you're loud and I know you >> Oh, I'm definitely loud. Don't you [37:32] worry. Um, take everybody. I'll just read the letter that I got here last [37:35] time. I feel like I got off base. So, my name is Benjamin K. Frons. I'm writing [37:38] this to formally humbly apply for the recently vacated Lin City Council [37:42] position. I am a husband, father of four and own two properties in Gladwin, one [37:46] within the city limits as well as one outside in Buckeye Township. I have been [37:49] a substitute teacher at Gladwin schools as well as other schools in the area for [37:53] over 2 years now. Your kids or grandkids may know me as Mr. Ben and I have [37:57] recently taken over running the chess club at the Gladwin Library. While I'm [38:00] sure there are others whose involvement in the community is more extensive, this [38:02] is what I've managed in just over 5 years of living in Gladwin. To put [38:05] things in perspective, as a younger man who has worked in a variety of positions [38:08] in my life, from manufacturing to service to hospitality to sales to [38:12] corporate to institutional, I can offer a broader outlook to the council on [38:15] these various industries. Further, [clears throat] as someone who has [38:17] attended city meetings in the past, I can see how there are fewer younger [38:21] people represented, whether in the council or attendees. Now, some may say [38:25] this is due to a lack of experience. However, I am inclined to agree with [38:28] Oscar Wild, who once famously said that experience is merely the name men give [38:32] to their failures. While this can be taken to a cynical extreme, which I am [38:35] not advocating for, it simply serves to remind us that experience is not an end- [38:39] all beall. I still have experienced an extensive amount despite my youth having [38:42] lived in multiple states, traveled internationally, and being married with [38:45] kids for over 8 years now. In this respect, I believe I would make an ideal [38:49] candidate, someone with perspective, but still plenty to learn from the veteran [38:52] council members. Lastly, I've been reading up on parliamentary procedure in [38:56] efforts to ensure I make proper motions and understand how the meetings are run. [38:59] Cannot guarantee that I will do everything to the letter initially. [39:02] However, I'm always willing to learn accordingly. Thank you so much for your [39:05] time. Have a great day. >> Thanks, Ben. [clears throat] [39:10] » AJ, you want to go next? >> Sure. I'll go next. [39:12] » Thanks for being here. >> My stuff. [39:17] Uh, I'm AJ. You live in the city for five, six years now. Previously, we've [39:22] been living in GL my whole life. Um, grow up here. I've been involved in uh [39:29] youth sports for 15 years. I was a president down there on the the board [39:32] for 15 years actually. Just resigned from that position um two years ago. [39:37] Took on repping in the community. So now I ref [39:41] um some high school games. I was just at the Spring Lake game on Wednesday or [39:44] Thursday. That was pretty good experience at a varsity game. Um [39:48] currently I am now on the uh sports complex board. Um when I was a kid I was [39:54] on the junior 4 board. Um we ran all the meetings and stuff. Um, for the reason [40:01] of why I want to get involved, again, I'm going to mimic there's not a lot of [40:05] youth that wants to get involved. Um, and I feel that as time goes by, we [40:10] start having kids. Um, we want to set a good example for our kids and stepping [40:14] up and having a voice for them when they can't. Um, so yeah, that's unless you [40:20] guys have any questions for me, that's kind of where I where I'm at. [40:24] [clears throat] >> Perfect. Thank you, Would you like to [40:27] speak on behalf of Mr. Heatherington. >> I would like to speak on behalf of Mr. [40:31] Heatherington. Patrick Heatherington was born and raised here in [40:39] [laughter] [40:44] » All right. I uh oh [40:50] my own born and raised here [40:55] lived here for 16 years of his life advocate [41:02] high school [41:07] varsity guy and all team and moved to California moved back because he loved [41:14] was most glad because he loved it. He loved [41:20] the family. He loved the community and he loved everything. He put his time and [41:28] effort into rebuilding a home on Gallery [clears throat] that was about to be [41:34] devastated and demolished and rebuilt it because he loved the city and he loves [41:42] the city and he loves the people and he wants it to succeed [41:47] and this is his home and this is his [41:52] community. He wants it to thrive and wants all of us to thrive [41:59] and which phone would work if he would tell [42:03] us that. Um unfortunately um outside of Glad Gladwin so [clears throat] he got a [42:11] tummy ache and he couldn't be here but he loves this town. He loves everyone [42:18] here and wants to try. [42:23] » Thank you. Thank you. [42:27] he >> you're what you're saying is fabulous. [42:29] as um he built when he left he built and built a business in California that was [42:38] thriving for years and until I thought it was time to [42:57] » that's what I have to Thank you. Thank you very much. [43:01] » Tisha. >> Um, [43:04] » what? >> No, go ahead. I read it and I'm like I [43:07] didn't get the last name, my friend. Sorry. [43:10] » Cuz you're just Tisha. You just have one name. [43:12] » Go ahead. >> Well, most of you guys already know who [43:15] I am. You know, I do parks. Moved here. We bought our house here [43:21] eight years ago. Literally knowing nobody in this town. Not a soul. [43:28] And [snorts] it's a wonderful town. We love it. This [43:32] is our home now. Our grandkids come here. [43:38] They go right Christiey's store. They go find local businesses and they [43:43] have fun. I Michigan's my home, but I lived out in [43:49] other states. I've done city council before. I've been on school boards [43:54] before. I've learned how to work with people [43:59] that are fun and people sometimes you just okay but you always work together [44:06] and you always find a medium and I just feel like I promised my [44:11] daughter I would never do this again. >> Sorry, [44:16] but I just feel like I just would love to be in a town that I love now and [44:20] called home. >> Thank you. Are there any questions for [44:22] Tisha? Thank you. Uh, thank you all for being [44:26] here. Additionally, in our packet, we had Aaron Gibbers, Nicole Willis, and [44:30] Doug Jacobson. Um, so council, are there any questions, concerns? Would someone [44:36] want to start with a motion? You want to How would you like to keep going? [44:42] » I'd like to make a motion to uh appoint Tesha Wyatt to the city council to [44:49] replace John Caffrey. >> We have a motion for Tisha. I'll support [44:54] it. [45:00] » Okay. All right. We have a motion in support. Let's have a conversation. [45:04] » This is Mr. Heatherington. >> Hello, Mr. Heatherington. Thanks for [45:07] joining us. >> Hi. Sorry. I have been feeling good [45:10] today, so I just But Rebecca said I had to come over for a little while. [45:20] But you speak better for yourself than I could. [45:24] » Uh, we did hear about you, Mr. Heatherington. [45:26] » Good. >> So, please feel free to have a seat and [45:28] relax for a minute. Thank you, council person. Yes. First of all, um I'd like [45:34] to again, as you did, um thank those that are here and those that are not [45:40] here for taking the time and effort and taking that step to put their name in to [45:47] fill this two-year position. Um I appreciate that. It's it's always [45:52] concerning to think is anybody going to who's going to how many are going to? [45:56] This was an awesome showing of support and interest. So, I appreciate that. Um, [46:03] I will support the nomination. Um, there's a couple of reasons. [46:11] I'm looking for someone right now to fill this two-year position that has [46:16] some experience on city council and other boards such as the school board. [46:22] And there's a reason for that. Um we are going to have a opportunity to have an [46:31] election in just a very short period of time and um most likely things will [46:38] change in some respects and it would be nice to have someone seated in that [46:44] position that has some background in council already um and is already up to [46:51] speed has been attending the meetings for I don't know maybe a year or so. Um, [46:55] and knows a lot of what's taking place [laughter] and transitioning right now. [46:59] So, that is my thoughts. >> I'm going to add my thoughts if no one [47:03] has more. I think Tisha is a great uh a great nomination, but I think u both AJ [47:10] and Ben have uh shown more than once and more in in quite official ways that they [47:16] are interested in a seat here. So, I don't think we can in my humble opinion, [47:20] I'm not sure they should be written off quite yet. Um, but I'd love to hear some [47:25] discussion. Deliberation is public. So, thoughts, questions, concerns. Can you, [47:30] you know, I heard why you wanted to support the nomination. Is there anyone [47:36] do we close nominations or are you guys I mean, this is the great conversation [47:40] we get to have. I think they're all three are great [47:44] candidates and they all have contributed to meetings and they've all been [47:50] » It's a tough decision. Yes, thank you. [47:54] » I I uh I agree. I I was impressed with these resumes. There's some really good [48:00] resumes in here. It really is. And uh it was a tough decision for me. Um I did [48:10] base part of my decision on what I've seen and heard in the last three or four [48:15] months. >> Okay. [48:16] » We'll just leave it at that. >> Okay. [48:19] » Anyone else? Okay, we have a motion. Uh, any further [48:24] discussion? Okay, well, we'll close motions. Uh, and [48:29] we'll take a vote. Can we do a roll call vote on this one? The motion was for [48:33] Tisha to support or Tisha to be appointed for the two-year vacancy. [48:40] » Carol Dington, >> yes. [48:42] » Dave Crawford, >> yes. [48:43] » Jamie Eine, >> I'm still undecided on this one, guys. [48:49] And I'm not going to lie. I mean, this is a it's a tough decision and I don't [48:56] I don't know how we can just not have more of a discussion about this. [49:01] » Okay, that's where I'm sitting right now. That's a valid concern. I feel the [49:06] same way, but here we are. Um I don't know since we started voting. I [49:12] think we have to keep going. So we can register as they're not I don't think [49:15] you can register as not vote but a no vote at this point because we can vote [49:19] again later. >> Yep. You know that if you don't vote [49:24] it's a yes vote and if you >> so it's [49:28] » I know I just know that >> that's why I'm stuck with this. these [49:33] happen so fast and it seems like these decisions are made prior to coming to [49:37] the table rather than at the table and I just I don't like that and it makes it [49:44] it makes it a hard decision. I mean we have great people in our community and [49:48] we've got great candidates. It is hard to choose just one. [49:52] I don't know. I mean, [49:58] » can we [50:02] I'd like to respond if I could, >> please. [50:05] » Just brief just briefly. >> That's why we got the resumes ahead of [50:08] time. >> I understand that. But [50:10] » we all had a chance the whole weekend to look them over, make our decision based [50:14] on what we saw and what we know. >> Can I ask you a question? Do you mind if [50:19] I pause and ask you a question? Because I agree. I had less pressure than you [50:23] all, right? Um because I just review them and but [50:28] I'm going to someone who's not here and I don't think what their feelings would [50:31] be hurt, but we have an attorney and we're having some legal issues, right? [50:36] So, can you would you be willing or can we talk about like why not Doug? Um [50:42] because he's an attorney. He knows this stuff inside and out. Um what makes you [50:47] set him aside for anyone? >> I don't think we can wait. Yeah. Yeah. [50:50] We were doing discussion. >> I don't think we can do this. We have to [50:53] finish voting. >> Voting. [50:55] » That should have been Dor. >> That should have been a point of vote. [50:56] » That should have been Yeah, that should have been before we voted. So, let's we [51:01] have to move on to the next person. >> So, what would you like your vote to be [51:05] recorded as? >> I'm going to sustain from voting at this [51:09] point. >> Again, it'll be a yes vote. You have to [51:12] » You have to say something, Jamie. >> That's the hard part to vote. [51:16] » Uh, let's go around to the Can we come back to you, Jamie? Yeah. [51:23] » I'm gonna say yes. >> Plat. [51:25] » Yes. >> Yes. [51:27] » Okay. Michael Smith. >> Yes. [51:30] » Yes. >> Would you like to register a vote now? [51:34] » Doesn't matter. No. >> Okay. Um at this time, thank you. Uh we [51:39] have voted and uh congratulations Tisha. Now we have a swearing in which is done [51:45] by our clerk. [52:02] I do swear >> that I'll support the Constitution of [52:07] the United States. >> I will support the Constitution of the [52:10] United States >> and the Constitution of this state. [52:13] » Constitution of this state >> and I will faithfully discharge [52:16] » discharge. Council person [52:20] » council person >> to the city of Gladlin [52:23] » city of Gladland >> the county of Gladlin [52:24] » the county >> state of Michigan [52:26] » state of Michigan >> according to the best of my abilities [52:28] » according to the best of my abilities [52:39] [clears throat] >> congratulations [52:42] » it was okay if you would sit >> it's not that I don't think you're [52:46] qualified at because you are but I just feel like but join us. This these happen [52:51] fast. >> Okay. Uh and then uh the very next [52:55] agenda item we will move to council person Wyatt. [53:00] Um which is we're going to discuss changes to our the rules at our parks. [53:05] Council person Wyatt. >> What? [laughter] [53:09] » Wait a minute. Nope. You don't have time. Starting right now. [53:12] » Snap snap snap. Snap. Exactly. Move fast. [laughter] [53:16] They sure do. >> I know, right? [53:18] » What was this one? >> This one is the parks rule changes. [53:23] » Okay, we the parks commission went through the rules and we had discussion [53:30] of what we wanted what we thought we needed to change to update because those [53:35] things were very outdated. Um, [53:40] so we changed some of the wording to take out back bathing beach and just put [53:47] as swimming beach. Um, I don't know when those things were [53:52] written, but they were >> um, for those [clears throat] council [53:55] members, we do have this and we've discussed it at two separate meetings, [53:58] both uh, two count meetings, I believe. >> Yes, two count meetings because we had a [54:02] question for um, the wording. >> Okay. Do does council have any further [54:07] questions or concerns? >> Would someone offer a question [54:12] motion? We'll do motion then questions. You should do that anyway. A motion to [54:16] approve and then we'll go through questions. [54:18] » I'll make a motion that we approve the 2027 rules for the park and campground [54:24] as presented. >> Thank you. Is there support? [54:28] » Support. >> Thank you. Motion to support. Thank you. [54:31] Council is glad. >> Uh Chief, I have a question for you on [54:34] this. It says in here, unlawful to possess a firearm or bow and arrow. This [54:39] does not apply to registered campers who are legally transporting hunting [54:42] weapons. How did we how do we define if it's a hunting weapon or not? [54:48] » Well, yeah. Um, that's a really tough question. [54:54] » Yeah, that's what I thought. >> Yeah, like it's that that's one of them [54:56] areas that would be very difficult to click that in. [55:02] » So, they say it's a hunting weapon. Obviously, a bow and arrow. I mean, [55:05] that's pretty simple, but um >> there are certain calibers and other [55:09] things that cannot be used for hunting, okay, [55:11] » due to Michigan DNR rules. >> So, obviously, if it's one of those, but [55:15] other than that, you can hunt with a handgun. Um it has to be a certain [55:20] caliber and certain size and things like that. But, [55:23] » okay. So, basically, if the DNR says it can be a hunting weapon, that's going to [55:27] be our standard basically. I'm just I'm only asking because [55:32] » a lot of it's based on the >> the gun laws are very Yeah. You know, [55:38] so that's why I was curious when it says that, [55:42] you know, hunting weapons are going to be allowed. So I was like, how do we [55:45] define this? So, okay, that answers my question actually pretty good, though. [55:49] Thank you. Thank you. Any further questions, comments, or concerns? [55:53] Hearing none. Uh, all in favor of approving the park rule changes that [55:57] start in 2027, please motion by saying I. [56:00] » All oppose, please say nay. >> Thank you. Approval for a fundraiser for [56:05] the city park camp [clears throat] ground. And this one uh goes to Angela [56:10] and Richard. >> Okay. [56:13] Well, trying to raise money for the city park to improve it. We need several [56:20] picnic tables. We need several benches. Our equipment is old right now. We're [56:25] operating on one lawn mower. That park is big. We [56:32] have some on order that uh Kim's trying to get in here for us, but we need some [56:37] new equipment. I came up with an idea of having a golf outing to raise money. Did [56:42] they have a copy of everything? >> Right. Updated version of the cost [56:49] place. There's a couple. >> So, this this proposal here for the city [56:55] council approval is all broke down here. The participant [57:01] registration, the sponsorship money. This is all based [57:06] on a guesstimate of 80 participants. [snorts] [57:11] All right. Um, we stand to make in one afternoon [57:17] 3,200 bucks. All right. That'll buy some picnic tables. [57:22] That'll buy some benches. All right. I understand that all the entry fees for [57:29] this outing have to come through city hall. That I cannot collect checks or [57:35] cash from anybody that wants to participate. It's all got to come [57:38] through the city hall because it's for a city park. Um, so all the registration [57:44] will be done here. We have a copy of our final flyer here if anybody wants to see [57:49] it. We pass that around to the city council. I didn't get copies made. [57:55] It's going to be held at Gladin Heights Golf Course. And we're asking for an [58:00] entry fee of $100 per person, which includes their golf, their cart, their [58:06] lunch, their dinner. [58:10] So, it's not unreasonable amount to ask off of the um [58:17] registration fees of 100 bucks. All right. The we will clear $28 per person. [58:25] All right. Sponsor fees. I'm planning on trying to get 36 sponsors. I know I [58:31] [clears throat] couldn't do nothing till we were approved by the city council to [58:35] hold this event. Um, I did talk to people, ask them if they'd be [58:40] interested, and [cough] I've already got six businesses in town, which I only [58:45] talked to six businesses, saying that they would participate. [58:49] So, we get the signs made up for $100 donation, but advertise what they want [58:55] on their sign on the golf course for the day. The signs are going to cost me $23 [59:00] a piece to be made up. So, we stand on making a good chunk of money just off [59:05] the sponsors. And uh it's all going to the city and [59:09] hopefully to the city parks commission so we can improve the park. [59:15] » Angela, do you have anything? >> Um the only other thing I'll add is [59:18] because this is being designated for a certain item or purchase. It will have a [59:24] line item that's separated out in your budget that the proceeds are set aside [59:28] and then as those items are purchased, it will need to come back to city [59:32] council then for you to release that so that it doesn't just go into the general [59:35] fund and be absorbed in the fund balance. [59:38] » Okay. Are there any questions? I have a couple, but does council have any [59:42] questions? >> Richard, I think this is the, you know, [59:47] a fundraising a golf outing is usually quite well received in our area. [59:53] And don't take this wrong at all. Have you have you done a golf scramble [59:59] before? Golf outing before. >> Uh I came from a company called um [1:00:05] Legacy Industries. I was a compliance manager there in charge of 370 people. I [1:00:10] ran two golf outings a year. >> Great. [1:00:13] » You know, and we always had over 100 participants. [1:00:16] » Okay. Thank you. Thank you for the question. Any others? [1:00:21] I guess [clears throat] I'll share that and maybe this is Angela, maybe it's to [1:00:24] council. Um I was a bit offended when we asked for donations for a Christmas [1:00:30] party. Um because I feel like we're a municipality and I'm, you know, my [1:00:35] everyday work is the nonprofit world. So that feels really weird to me that we're [1:00:40] asking for donations. I don't know how much of your time will be put into this. [1:00:45] Um, but for $3,200 it's great, but also we're not a nonprofit. $3,200 is [1:00:53] something we waste that on postage. You know what I mean? Like there's just I [1:00:58] can't believe I'm a little I'm a little offended as a community member that [1:01:03] we're asking the community to pay for something that we manage because we [1:01:08] haven't kept up or it's one of those things that has always bothered me. Um, [1:01:13] but that's my opinion. I just and I nonprofits, right? Like it [1:01:19] [clears throat] feels like we're not a charity, we're a municipality. If we [1:01:21] can't keep our park benches up to date, what's next? [1:01:26] You know, we do have things on this list that we haven't kept up to date that are [1:01:28] going to cost us. Um, so I'm opposed to this. I really think if we need some [1:01:33] park benches, let's talk about what a park bench costs rather than going to [1:01:36] the community, putting a ton of time from the parks to staff member time. Um, [1:01:42] even if we added up all that staff number time that's not in here, um, and [1:01:45] then the whole day and the planning, I mean, I've been part of these two, it [1:01:48] takes a lot of time. So, I just feel like personally for $3,200, [1:01:54] I would prefer us to say, does the park need more money? Do they not have [1:01:58] enough? What is what does their budget look like right now? Um, that would be [1:02:03] my preference rather than going to our community and saying, "We're not keeping [1:02:06] up on what you've given us. we'd like you to give us a donation to take care [1:02:11] of what you've already paid for. It just feels like a big mess to me per [1:02:15] personally, but does anyone else have any concerns or would you like to create [1:02:19] a motion? >> I think that [1:02:24] I've never seen a um golf outing bring in this little bit [1:02:29] of money. So, this is this is based off from these specifics. This is not based [1:02:34] off from the other things that will be happening and taking place there. So [1:02:39] that number definitely should be significant. [1:02:43] » It is lowalled. >> Well, that's what I'm saying. Should be [1:02:45] significantly better. >> However, [1:02:50] » I would like to see and and this is >> and maybe it's not maybe we don't do it [1:02:56] this fall. What I would like to see is I would like to see a budget request come [1:03:02] through from the parks telling us what we need. To be honest [1:03:08] with you, I I am and I and I I have a I mean I I I agree with Sarah. I'm not as [1:03:14] concerned in regards to some of the things that she said, but I do agree um [1:03:19] that we should know how many picnic tables [1:03:23] need replacing and what the cost is. We should know, you know, what the lawn [1:03:28] mower is, you know, we should know those kinds of things. And in addition, you [1:03:33] know, there should be some grants out there that we could apply for. So, um, I [1:03:40] appreciate what you've put into this. I'm not seeing it in and my vote will be [1:03:46] that we don't entertain it for this fall. If it's something that we still [1:03:51] see is a need and that we can't meet that need, then I would say that maybe [1:03:56] the new seated council would want to um entertain it for a spring golf outing. [1:04:04] » Just my thoughts. >> Thank you, Council Durlington. Any other [1:04:07] questions? I had the same concern about the date of you never know what October [1:04:11] 10th is going to look like. It could be. >> And then what is the threshold to [1:04:17] actually make this happen? How many people do you have to have signed up [1:04:20] before this is a go? >> Um, it's actually a no lose situation [1:04:26] for us. >> Okay. [1:04:27] » The participants are doing all the cost. If we have four people show up, we're [1:04:33] still going to make 100 bucks. All right. So, [1:04:36] » well, and that's to Carol's comment. It's there's a lot and Sarah's [1:04:42] too. There's a lot that goes into this. $100 isn't worth the time and money that [1:04:47] we're putting into this. >> Well, there's nobody putting any time [1:04:50] into it except for me. I'm not doing it on the clock. This is all volunteer. The [1:04:55] only one that's done anything is myself. All right. I've gotten some help from [1:04:59] Terry and and a couple other people, Tisha, [clears throat] to review what I [1:05:03] put together. Okay? But none of this is being charged to the city for employee [1:05:10] time, right? You guys vote not to have it, that's fine. That's your decision. [1:05:15] All right. We have a proposal that Tisha from the head of the parks commission, [1:05:21] she's got a breakdown of how many picnic tables we do need, how many benches we [1:05:25] do need, what they cost, what we want, right? [1:05:30] » That stuff has all been taken care of, not on the clock for the city. That's [1:05:34] all volunteer time. Okay? And >> the same thing here with the golf [1:05:40] outing. If you guys prove it, we'll go ahead with it. All right. The 3,200 [1:05:46] bucks is lowballed. All right. It's not going to make enough money to [1:05:52] fix the roof on the North Park pavilion, you know, but it'll put a dent in some [1:05:56] of the stuff that we really need. >> So, it's up to you guys. You want to bl [1:06:00] it down, that's fine. It's no skin off my nose, right? [1:06:04] » I I only have one further question based on what you just said. uh and maybe a [1:06:08] comment, but one of the questions is I don't I should know this, please forgive [1:06:12] me. Uh if you're paid hourly, I don't think you can legally volunteer your [1:06:16] time. Uh I'm not an HR expert, but that seems like something I learned a long [1:06:20] time ago. Um so it might be something to consider in the future and talk to the [1:06:24] your uh your management about. But my other concern is not just the [1:06:30] fundraiser, but if the community who who shows up to golf wants to use those [1:06:36] picnic tables, they have to pay to get in the park. I mean, we're not providing [1:06:38] a service that is, you know, you have to pay for it. So, it feels like going to [1:06:43] McDonald's and having them say, "Hey, can you help us paint the wall?" Like, I [1:06:46] thought I'd paid already to do this. It just feels like a delineation. I do [1:06:50] think I'd like to see the plan. If there is one, it's great, but we don't have [1:06:53] that with us. Um, good. Uh, yes, Kimberly. [1:06:57] » Um, I just want to say, you know, I've not been heavily involved in this other [1:07:01] than being at the parks meetings. Um, what I I want to have you look at the [1:07:06] big picture. It's not about the $3,200. We have a park expansion that's almost [1:07:10] $3 million. We're in the process of trying to schedule um some kind of [1:07:15] showing for I want Fleece and Vanderbrink to come in because we're 90% [1:07:20] ready to get going here. Um, I want the community to be able to see what we're [1:07:24] going to bring to the community because I think they've been left out a lot in [1:07:27] this. Part of that is, um, our parks budget is very minimal. It's been that [1:07:33] way for many years. We're all, it's one of our departments that's in the red. We [1:07:37] have a group of all new, um, commissioners that are on our parks [1:07:41] commission that are gung-ho about trying to help our parks, putting a lot of [1:07:47] personal time. We've got two council members now that um one the chair and [1:07:51] and one that's been on there for 30 plus years. They want to work together. So, [1:07:57] it's not about the money this is going to bring in. They're you're going to [1:08:00] have businesses. You're going to have um a group of people come together to [1:08:04] support the parks. Uh there's going to be conversations. A lot of these things [1:08:08] are done to bring awareness, to bring um people to our parks that maybe weren't. [1:08:14] So, I would I just by hearing the conversation, I would I would just ask [1:08:18] you to look at that. Um, and I would like to hear from the two people that [1:08:21] are on the parks because um there's several things that they want [1:08:26] to help to bring things in. We also have a donor right now that is willing to pay [1:08:32] 50% of whatever we do as far as they said park benches. Um, it doesn't even [1:08:37] need to go for park benches or if it's it's the idea of bringing people [1:08:41] together, seeing what we offer and making it a community event where people [1:08:47] can enjoy it. It's time for people to come together because this is my [1:08:52] personal opinion. We've lost some community feel over the last few years. [1:08:55] Um, so that's my two cents. >> I don't disagree. I just think a golf [1:08:58] outing needs to pay. I mean, it's a very specific portion of our community, but [1:09:02] activities are activities. Yes, please. She wanted to hear from the two [1:09:05] companies. >> Well, I I don't see it as people [1:09:08] [clears throat] donating. They're out there for a fun day. [1:09:11] » The golf tournaments, scrambles, whatever. They bring people together. I [1:09:15] mean, you can have other events going on. I mean, it's not just like, oh, here [1:09:20] we're just going to give you 100 bucks. >> But the sponsorships are I mean, it's [1:09:23] saying to a business, we'll put up your sign. [1:09:26] » It's a it's a fun day. They're get, you know, if they want to sponsor a hole, [1:09:30] they they will for $100, right? Get their name out there. they get [1:09:34] advertisement, >> you know, and it's, you know, golf [1:09:37] tournaments are fun, >> you know, [1:09:39] » and I can't see, you know, the cost, the only cost it would be was would be the [1:09:46] the person that's taking in the money at city hall, you know, their hourly rate [1:09:51] or wage or whatever that they have to be involved in taking the checks. [1:09:56] » Yeah. Thank you for that. And I think it would just be a fun a fun thing, a [1:10:03] community outing. >> So that's my opinion. [1:10:08] » That's a lot what we've talked about. We want to do more things to bring more [1:10:12] awareness for the park and to be able to bring more revenue to the park. There's [1:10:17] a couple other things that are on the burner [1:10:20] um about bringing fundraising in. I'm not going to say anything what it is yet [1:10:26] because I don't have a definite, but there's other big events that we've been [1:10:29] looking at to try to bring in to the town to help bring revenue to our parks [1:10:36] because our parks are a beautiful thing. Our campground, I don't know if anybody [1:10:40] saw it this weekend, but we look pretty good this weekend. We actually had a [1:10:44] bunch of campers in there. [clears throat] [1:10:47] » I I I hear two things. I hear fundraiser and I hear friendraiser, right? That's [1:10:52] what in my field they call it, right? So, I like that you are thinking [1:10:57] fundraiser and it turns into a fundraiser, but we have in front of us [1:11:01] fundraiser for the city park and campground. Um, it's listed as a [1:11:05] fundraiser. I didn't see the fly. I didn't look at the flyer closely. Um, [1:11:08] and that was that's my hesitation is going to a business and saying, "Can you [1:11:14] sponsor a hole for $100? Give the city write the city a check for $100." And [1:11:18] then, thank you, sir. uh write rate write the city a check for $100 [1:11:23] and then pay your taxes and if you want to see the park bench that you helped [1:11:26] build pay $5 to get in the city uh park. It's just it's my own personal I don't [1:11:31] think I'm that's why I'm sharing my opinion but you are free Linda to share [1:11:35] or council person excuse me to share yours. Um if not we can if someone has [1:11:40] would like to make the motion [clears throat] uh we can start there [1:11:43] too. >> I'd like to comment on it. [1:11:45] » Um I appreciate all the work you put into it. Initially, [1:11:50] when I listened to what the mayor said, I thought it makes sense that that we [1:11:56] shouldn't be asking for money. We should raise fees or whatever we have to do to [1:11:59] to get things done or grants. But then after hearing from the parks me [1:12:04] commission members, I thought about the fire department had a had a golf outing [1:12:08] um and public, not a nonprofit, right? um very [1:12:14] very well attended and uh been going on for a lot of years I think. [1:12:18] » Um probably not a whole lot different than that other than public safety is [1:12:22] huge. I mean that's that's huge. Fire department is is a big deal and it's [1:12:27] really important that that they operate but also kind of sad they might need to [1:12:32] have fundraiser continue operating because the equipment is so expensive [1:12:35] and all that. So, in after hearing all all the input, I I think that it's I [1:12:40] think it's appropriate and I would support it. [1:12:42] » Can a challenge with that with the fire department just if I if I need the fire [1:12:46] department, they're not unless it's a problem. They're not going to charge me, [1:12:49] right? This is a service run by volunteers. You know, that's where I [1:12:53] think the delay, but I agree with you. Thank you for sharing. I think that [1:12:56] » the fire department is also publicly funded which it's kind of like we they [1:13:00] should have enough money that I think we >> unfortunately they don't have enough [1:13:04] money because it's so expensive to operate a fire department. [1:13:08] » Um >> so they end up having to do it on golf [1:13:10] outing to help support that. >> We do have a subject matter expert [1:13:13] » speak on part I'm part of parks committee. Um, [1:13:18] our intent for this was to help our hearts. [1:13:22] » Mhm. >> That's all. Um, we all in that [1:13:27] committee. That's what we want to do. Um, I mean, one example is the North [1:13:32] Park. I mean down there it's not and I've heard people say [1:13:38] with the pickle ball stuff being down there and we wanted to maybe put it down [1:13:43] there. It's undesirable the North Park [1:13:47] » to our residents. So that kind of hit home with me that we [1:13:53] really need to do something different and as the budget that we see doesn't [1:14:01] allow us to do much of anything, >> right? [1:14:05] » So I being on the park committee, I'll be [1:14:09] working with these folks and I'll assure you we will have a plan [1:14:16] of what we want and the budget involved. In the meantime, because that's a long [1:14:22] process to go through to try to get something done as you all know, let's do [1:14:26] some fundraising. Why not? Let's get a couple things. [1:14:32] » We have Thank you, Councilman. >> Okay. I've been attending parks [1:14:37] commission meetings and I find that group of of uh people are really they [1:14:45] really want to do something. they really want to do something that shows. And so, [1:14:50] as Terry said, it's a long process. Some of these things take take a long time to [1:14:55] get um to get the ball rolling. And they've done that. They've said we need [1:15:01] to start start providing some things for the park as little as benches or um [1:15:10] replace the picnic tables. And they really are committed to doing this. So, [1:15:14] I've heard all their discussions and I know they they're they really want to do [1:15:19] something for the community and in addition [clears throat] to what we [1:15:24] already provide and that's the way I see it. It's in addition to what we already [1:15:28] provide. So, >> is that in the way of a motion? [1:15:31] » I'd like to make a motion to support the fundraiser then. [1:15:34] » Yes. Is there support to that motion? I'll support. [1:15:37] » Okay. We have a motion to support for this fundraiser. We've had great [1:15:40] discussion. Uh any more discussion? Would anyone like to register their [1:15:44] opinion? >> Would you do a roll call vote for this [1:15:47] one? >> Um, Jamie Anley, [1:15:49] » yes. >> Chrissy Gutierrez, [1:15:51] » yes. >> Dad Plant, [1:15:52] » yes. >> Michael Smith, [1:15:53] » yes. >> And yes. [1:15:54] » Dave Crawford, >> yes. [1:15:56] » Carol Dington, >> yes. [1:15:58] » Thank you. All right. Approval for MML conference attendance. Uh, we have [1:16:02] council person Gutterius, Council Es, and Council President Flatt going. [1:16:06] » I'm going. >> No, I never asked it. [1:16:10] » No, >> we have attendance for Well, I wanted to [1:16:13] know the dates when we were talking about it, but I can apologize. [1:16:17] » No, it's okay. But I cannot go. I did that. [1:16:19] » Okay. Okay. Uh I think as we all have talked about for training is never a bad [1:16:24] thing. Um >> would someone uh make the uh motion to [1:16:28] approve the conference attendance for council person and council person? [1:16:33] » I'll make that motion. >> Thank you. Is there support? Thank you. [1:16:36] » Can I just say something about Absolutely. [1:16:38] » I I totally support this. Don't get all nervous folks. Um, but why does MML put [1:16:45] this conference on less than a month before the new people [1:16:51] are sitted in seated in the se >> seated in the seats? There we go. That's [1:16:57] what I was trying to get out. Why is it not a month after or at the end of [1:17:01] October when those new people who need some additional training and exposure to [1:17:08] other council people, >> you know what I'm saying? [1:17:11] » End of November. >> It's always Thanksgiving and then [1:17:15] Christmas. >> I I went to both the spring and the [1:17:19] fall. And the fall is more it's more for season people. you go to certain things [1:17:25] that might be what your community is dealing with now. The spring conference [1:17:29] is more of and Christy went to both too, so she could probably add to this. Um [1:17:34] it's more training, more things like this. The fall conference is is the [1:17:39] annual conference and it it does a lot of um you see projects in communities, [1:17:44] you see, you know, ways that you can implement different things where it's [1:17:49] more classroom in the spring and you went too. So would [clears throat] you [1:17:52] guys agree to that? I must have went to the spring one because it was all [1:17:55] classroom. >> The spring one I feel like was on a [1:17:59] specific thing that we just sat and learned about or over for two days or [1:18:03] whatever. >> The conference in the fall though, I [1:18:06] feel like this would be [clears throat] my this is my hope that someday all of [1:18:09] council will go >> that all of us attend. And because when [1:18:13] you're doing the conference, there's more than one class happening all at the [1:18:16] same time. >> Right. Right. [1:18:18] » So like the one year it was just uh me and John. [1:18:22] » Yeah. It was me and John. So, I could go to this and he could go to that. But it [1:18:26] would it would be nice to have all of council go because there is such a [1:18:30] wealth of information. Um, and it is a lot like what Kim said. Um, other [1:18:34] communities they highlight what other communities have done through grant [1:18:38] processes or whatever it might be and how they how they overcame projects or [1:18:43] you know things that caused issues, how they overcame that. There's always um [1:18:47] law type stuff. There's always legit legislative type stuff. Um, and then [1:18:52] community projects and it it's just a really good informative thing. [1:18:56] » I'm actually sad I can't go this year, but it just isn't going to work. [1:18:59] » So, my question is we've already come at it three spots. [1:19:04] » We're okay. >> If not, can we just approve that three [1:19:09] people to go and if someone else can step in? [1:19:12] » Have we already paid? >> No. [1:19:14] » Then we can just approve these. >> All right. Okay. [1:19:16] » Good question. All right. Thank you for that explanation. Uh, any further [1:19:20] questions or comments? All in favor of approving this training for council [1:19:24] personas and no e line and flatt. >> Can I make Oh, I'm so sorry. [1:19:31] » I do like her idea because if one of them don't end up being able to follow [1:19:35] through, >> you just want to put number on there. [1:19:36] » Yeah. >> Yeah. That somebody else says I can't or [1:19:40] Deb says I can't in the end. >> You know what I mean? Been asked for. [1:19:45] » Just going to throw that out there. >> But instead of the Yeah. I I make a [1:19:48] motion that we approve two um council members attending the fall conference. [1:19:56] » Okay. Would you appate would you update your motion, Tisha, to remove the names [1:20:00] and just put two people? >> Yeah. Okay. [1:20:03] » And Mike, you approve that? >> Yep. [1:20:05] » Okay. >> Does that feel more comfortable? [1:20:07] » Yeah. >> Okay. So, the uh approval would be for [1:20:10] two council folks to approve or to attend the MML conference. [1:20:15] » Great. Any further questions or comments? [clears throat] [1:20:19] All in favor, please motion by saying I. >> I. I. [1:20:22] » All oppose, please say nay. Thank you. Next, we have the approval of waste [1:20:28] water treatment plant emergency preparedness. In front of us, we have a [1:20:32] couple of things. You did see the $9,70 already on the warrants from Alward uh [1:20:39] electric. And then additionally, they are not on your warrants, but they will [1:20:44] be in a future warrant. They're on a future warrant, right? [1:20:48] » Is 31,000 for SCADA and 152071 for Sunb Belt. [1:20:55] » Does anyone have any questions? >> Wait a minute. Hold on a second. Is this [1:21:01] money is coming in from insurance? >> Yes. This is all the emergency purchases [1:21:06] that we had to do according to Eagle. All of this we eventual will be covered [1:21:10] including overtime wages insurance. >> Mara is waiting for [1:21:18] No, that's fine. If you guys have something that's fine, but I just can't [1:21:21] hear. >> Let Kimberly finish first. [1:21:23] » Um Maretta is waiting for a call back. I don't think we got one today from the [1:21:26] insurance company, right? Um but we're thinking like [1:21:30] » Why don't you say what? I just got an email from Shannon Davis, which is our [1:21:34] Melebrook claims uh representative on Thursday last week, and she did say that [1:21:39] the adjuster, independent adjuster, has advised that the engineer preliminary [1:21:43] determination for the damages definitely was caused by lightning, but um they're [1:21:47] wrapping up. So, we should be getting something soon. [1:21:49] [clears throat and snorts] So, we wanted all to make sure all these even though [1:21:52] they're these ones, some of them are on the warrants and some of them were not, [1:21:56] we put them all in the packet to get approved to pay [1:21:59] » so we could pay the people. And I'm sorry, Sarah. The thing I was I [1:22:04] was confused about because you said like a thousand on dollars on this and I'm [1:22:07] like, where is she getting these numbers? [1:22:09] » I gave it in front of me. >> Did you Everybody did not have that. [1:22:16] Those were not the >> number. [1:22:20] I'm sorry. >> So, uh, according to the the thing I [1:22:22] have just is it added them all up. So, um, again, it was STA for $31,759. [1:22:29] That's not That's plus this amount. This is SCADA. It doesn't say it here, but [1:22:33] it's USI. She's got additional invoices we included in here. [1:22:39] Yeah, you can see like this one's approved [1:22:42] already, but the extra SCADA ones, >> these ones, [1:22:47] » there's five of them in here. Two, three of them were not approved. You can see [1:22:50] there's no approval on them, but we wanted them included in the packet so we [1:22:55] could pay them if the adjuster comes says yes, they can be paid. [1:22:59] » Okay. All right. >> Good questions. Any other questions? [1:23:02] » My only question is what is our and probably not during emergency, but what [1:23:06] is the cap where you have to go out for bid? [1:23:11] » Um, [clears throat] [1:23:13] I don't even know what >> 20 [1:23:15] » 20,000. >> No, it's 27 or 28,000. [1:23:18] » Okay. I thought I saw something that said 20. [1:23:20] » And is that in one or two, you know, is that like one company, one time? Um [1:23:24] because I see this gate is 31. I mean, this is an emergency. I'm assuming the [1:23:27] policy states that during emergency are allowed to go outside. [1:23:30] » That's a specialized company that we that that would be under specialized too [1:23:34] because we don't have a bunch of pump companies or um that's three different [1:23:38] pumps that we had to have. One was the very first day and we couldn't even [1:23:42] function if we didn't have it. >> Okay. [1:23:44] » So, >> so 27,000 and because this is [1:23:46] specialized, we wouldn't even go up for bid. Well, and this is an emergency. So, [1:23:49] these are mandated basically by Eagle. >> Yeah, [1:23:53] » that's why I had asked if in an emergency I think you have authorization [1:23:56] beyond 27,000. But >> anything that wasn't if it was an [1:23:59] emergency, we would have brought it to council. [1:24:02] » Are there any questions or comments? >> Hearing none. All in favor of approving [1:24:08] the wastewater treatment emergency purchases, please motion by saying I. [1:24:14] » All oppose, please say nay. >> Thank you. Next, Kimberly, you want to [1:24:18] talk to us about the police and Vanderink contract? [1:24:21] » Um, well, that is also in U. Oh, wait. Oh, okay. Yep. I saw it there. [1:24:28] » The motion support for that one. >> No, [1:24:33] » we didn't motion or support on the wastewater treatment. [1:24:36] » We just So, can I try again? >> Oh, we didn't do a motion on it. [1:24:40] » Yes. >> Can we try that again? Would someone [1:24:42] [laughter] make a motion to approve? Thank you. Is there a support right [1:24:45] here? Thank you both and thank you so very much to our clerk for keeping our [1:24:50] mayor focused. All right. Now we have a motion. We have a support to approve [1:24:55] wastewater treatment emergency purchases in the amount of I'm not going to go [1:24:59] through the amount again. Uh any now any questions or comments? [1:25:04] » Great. All in favor please motion by saying [1:25:06] » I please say nay. [1:25:09] » And this is where everyone first watched Sarah turn bright red. I'm so sorry. [1:25:12] Please forgive me. >> No thank you going on there. [1:25:15] » All right. And now let's go on to the fleece and vanderate contract. Right. [1:25:18] » Okay. >> Okay. What you have in your um fleece [1:25:21] and vandere is our wastewater engineer, but because this was a specialized [1:25:25] services, this was a requirement by by eagle that we bring in an engineer. [1:25:29] They've already participated in a lot of our wastewater treatment. Um they are [1:25:34] charging a dollar break which I believe Mike is the one. Um and it's the 174. [1:25:42] Uh I did discuss this with him. It's the 174 project manager price and he's [1:25:48] basically charging by the hour and if we do any of the other things and it's like [1:25:53] an addendum to what their [clears throat] [1:25:55] » um where she contract is. It's on well there's no pages in here so it's under [1:26:00] the police and vanderint contract. It's on page four probably. [1:26:05] [clears throat] Um, does is that covered by the [1:26:07] insurance too if we are um the email back? [1:26:11] » I think there's a certain portion that will be. I don't know if it all will be [1:26:14] because they are our engineer. >> So, um, that's one of the questions that [1:26:18] we're going to find out once we get a hold of the insurance adjuster. Um, but [1:26:25] again, we had no way around us. It was a requirement by Eagle. We had to bring [1:26:30] them in. they came in at the last hour um to help because part 41 is a big ego [1:26:37] requirement pertaining to our permitting and um because we didn't have an [1:26:41] operator in charge and then we got an operator in charge. Um it's very [1:26:46] important that we have an engineer on this process. So [1:26:49] » does anyone have any other questions? >> Can you show me in here just where that [1:26:53] where you're getting that >> project manager? [1:26:56] » Cuz Mike is a project manager. His rate is [1:26:58] » at these 174. Okay. >> Okay. [1:27:01] » I was like, I'm confused. >> Thank you. Any other questions? [1:27:05] » Do we have We don't have a motion yet. >> Okay. We need a motion. [1:27:10] » I'll make a motion. >> Uh well, one of you support. [1:27:14] » Thank you. We have a motion from council person and support for council person [1:27:20] to approve the fleece and vanderbrink contract. Um any further questions, [1:27:26] comments or concerns? >> Hearing none. All in favor, please [1:27:29] motion by saying I. >> I. [1:27:31] » All oppose, please say nay. All right. North Park Pavilion roof [1:27:36] replacement. This has been a discussion for before when I before I was mayor. [1:27:40] Um, we've been talking about this for a while. Uh, we have some information. [1:27:44] Looks like the recommendation is to approve the bid from Barnes Construction [1:27:47] for 18,422. The bid includes shingles, OSB boards [1:27:51] for repair, gutters, sopet, and fascia. Any questions or comments? [1:27:58] Well, we've known for I've been mayor for four years and we knew long before I [1:28:02] was here that it needed to be done. >> Why was that the suggestion suggestion? [1:28:06] I'm just curious. Is that different than [1:28:11] » Well, two different things >> because we don't know for sure. They'll [1:28:14] charge extra for the replacement if it's an additional $3. [1:28:24] Okay. >> Did you get your question answered? [1:28:25] » Yes, I did. Thank you very much. >> I just had a question on the usage of [1:28:29] the building. Yeah. >> Are we are we using the building? And [1:28:31] maybe Kisha could answer since you're on the parks. Are we using that building? [1:28:37] » It's unusable right now. That's a hole in the I mean there is a bull. [1:28:42] » Okay. >> Okay. [1:28:43] » There's also internal stuff that has to be taken care of. [1:28:45] » So that was my question whether or not we're going to sink money [1:28:51] to this building or whether we're going to whether we should just demo it. It's [1:28:54] been a lot of discussion regarding the building. We originally thought that [1:29:00] we could get some grant money through another CDBG. We got turned down for [1:29:04] that because we had two other CDBG in the same DR category. Um, so this was [1:29:10] promised to the park last year because it didn't make the capital improvement. [1:29:16] This will be coming out of the general fund because it did not make correct [1:29:20] because it did not make the capital improvement project. [1:29:24] a budget amendment because it was not in the budget. [1:29:27] » So, this is extra money in addition to what the budget is, but last year it was [1:29:32] supposed to make it into capital improvement. It didn't get in there [1:29:34] because it it had already been approved by the time like right the next week [1:29:38] afterwards. Um, didn't do it last year because we thought we were going to get [1:29:42] the grant. We didn't get the grant. So, um, it's gotten increasingly worse. [1:29:47] We're going to fix the outside and then worry about the inside. So, this will be [1:29:51] additional amendment put into My question is [1:29:55] » so cost >> are we going to use the building? [1:29:57] » Yes. The hope is to >> if we're going to use it because we're [1:30:01] putting 18,000 in your roof. >> I've heard a lot we had a lot of [1:30:05] discussion previous even before you you started. [1:30:08] » Oh, I've discussed it with them several times. [1:30:10] » We had a lot of discussion about it was built as a heat a warming shed. It's [1:30:15] really not built to be useful. So, I just want to make sure we're not [1:30:20] just throwing >> I threw that same stuff out there many [1:30:23] times. I said, "What is our purpose for this?" Because if we put $40,000 into [1:30:27] this, are we going to get use out of it to where it's significant rather than [1:30:32] just sat there empty? Um, they've pushed back extremely. Am I wrong? Um, yes, [1:30:38] that this is they're they're going to center that around some other things [1:30:41] that are coming up in the park. >> Okay. I just don't want to throw a roof [1:30:44] on the building that's just going to sit there and [1:30:49] Okay. >> Any other questions? [1:30:50] » Yep. That's been my concern, too, that because it hasn't been utilized to the [1:30:56] max in the in the uh past and we've had several several uses or several groups [1:31:04] that tried to use it and it just doesn't it just doesn't work out for whatever [1:31:08] reason. And I'm concerned too about putting that kind of money into it [1:31:12] because again, it was not built as a permanent structure. And I wish we'd [1:31:18] have gotten the grant because that grant would have taken care of everything. It [1:31:22] would have given us a new pavilion and then we wouldn't have had to worry about [1:31:25] this. But didn't happen. So, um I understand wanting to wanting to do this [1:31:31] to to give it some immediate use, but I still think it's too much money to put [1:31:36] into that building. Is there still a furnace in there? Hot water tank. [1:31:41] » I think so. It's heated all winter. Is it winterized in the winter? [1:31:45] » The water's not turned on, just the electricity. So there's [1:31:48] » there's nothing to freeze, you know, basically. [1:31:52] » I miss the beginning of this talking about you know the furnace works. [1:31:57] » To my knowledge, it worked in the past. I don't know why it wouldn't. [1:32:01] » When was the last time it was turned on? Do you know? [1:32:02] » I do not know. >> Was it when our American Legion left? [1:32:06] Probably. And they left three. >> I'm not that I'm newer to the [1:32:10] » They left one before me. Yeah. Okay. Thank you. [1:32:12] » Question. I'm sorry. >> When was the last time it was even [1:32:15] turned on the heater? I mean, when was the last time the building was entered [1:32:17] for use rather than just inspection? >> Yeah. It was American. [1:32:20] » Yeah. So, that was years ago. >> Couple years. [1:32:24] » I just kind of want to run a parallel here. We had a parks fundraiser and [1:32:29] said, "Why don't we just spend the money to get what we need?" Um, some of you [1:32:34] have come to the parks meeting, some of you haven't. I wasn't here before. I I [1:32:38] want to express this. We have a parks commission that want to grow our parks, [1:32:44] want to grow our people that are attending. Um, there is ideas to not [1:32:51] make it non-desirable in North Park. Just because one grant didn't come [1:32:55] through doesn't mean we can't apply for other grants. Um, [1:33:00] this is just what I want to say as a city manager that goes to these park [1:33:03] meetings and also as a is coming to the council at the table. I think it's very [1:33:07] important that you have is it three people, four people that attend park, [1:33:13] five people, six people that attend park meetings in here. Um, [1:33:20] the previous item, you know, you stated why you didn't think that we should do a [1:33:25] fundraiser. Why can't we just put it in the budget? They've been asking for this [1:33:28] for two years. They want to build other things and other the we want to put some [1:33:33] pickle ball courts out there. We're looking at that. Um to me, the the [1:33:38] reason I've pushed back so hard on this was the same reason that you had. We're [1:33:42] putting a lot of money into this. From what I heard before, it wasn't used a [1:33:46] lot. How are we going to use it? Are we going to use it for different things [1:33:49] than we used it from before? I' I've I've killed it to death on this. Um I [1:33:55] support this. And the reason I support this is because there is a vision to [1:33:59] have many more activities in the future in the parks. And I think if council [1:34:05] doesn't approve it, that's completely up to you. But you are going to see another [1:34:10] parks commission that just turned over and not feel like we're supporting the [1:34:14] parks moving forward. Um that doesn't mean that you have to approve this. That [1:34:20] that's not how I feel. But if we want to see growth and we want to see things [1:34:24] happen, it's got to start somewhere. And I think this is something that they have [1:34:28] put as their priority and you have a commission and I'm a firm believer if [1:34:33] you you have a commission of volunteers that come together and they have pushed [1:34:37] really hard and I have pushed back and I'm going to support this um because I [1:34:42] think it is their priority and what they felt was number one on their list. [1:34:47] » So our [clears throat] administrator supports it, but we need to know what [1:34:48] council wants to do. Um, I've heard from a couple. Yes, I've heard a couple. Not [1:34:54] maybe not. >> I'm all for it. We have been after this [1:34:57] for she said a couple of years now. >> Building things just sitting there [1:35:01] getting worse and worse and we could be utilizing it if it had new roof fixer [1:35:06] upper [clears throat] stuff going on. We could do a lot of things down there and [1:35:10] we plan on doing a lot of things down there. So, [1:35:13] » is that in the form of a motion? >> I will make that motion. [1:35:17] » I'll support it. >> Thank you. We have a motion and support. [1:35:19] had a question on the I'm assuming that of our bids Barnes is our old bid then [1:35:24] or >> Okay. So, I want to explain that to you [1:35:26] because we had a lot of discussion about that. I wanted I I don't know if you did [1:35:30] any more research on that or not as far as apples to apples bids because the [1:35:34] bids were not apples to apples. >> Okay. [1:35:37] » The 13 because I said we are municipality. We have to take the lowest [1:35:41] bid. If we do not take the lowest bid, we have to justify why we're not taking [1:35:44] the lowest bid. There were two things. There wasn't patient sappa that I [1:35:48] believe was on the 13,000. >> Um and then there was also addition [1:35:54] » um OSV which I even pushed back on that and said you know how much are we [1:35:59] talking $500, $5,000 whatever. Um, so as far as that goes, I don't know if [1:36:07] you've Yeah, cuz this one here, um, the right way rope one because there's going [1:36:14] to try to use existing materials. If you went up for the gutters and the fascia, [1:36:18] if you go up there, there's no way of using what we have a lot of it. So [1:36:23] you're looking, you know, they say this much, but um but you know, if they use [1:36:28] any, you know, have to purchase anything else, that's going to be more on the [1:36:32] final cost. So you're looking at this one here of being a lot more than what [1:36:37] it sets. >> Okay. All right. And I know Barnes has a [1:36:40] very good reputation. They did the Brook here in Gladwin. I think they did West [1:36:44] Branches. >> And I He's semi-retired right now, too, [1:36:46] I think. So >> he's got a lot does a lot of work. [1:36:49] » Does a lot of roofing. >> Yeah. Now, so he did this he did this [1:36:52] price for us last year. This >> he held the price for a year. [1:36:56] » This was a year ago's price and he's willing to honor this price. M you [1:37:02] » thinking that materials are more expensive than last year, but we have [1:37:07] multiple conversations going and that is really quite inappropriate [1:37:11] » question. >> Yes. Thank you. [1:37:12] » Where's the original bid from Rightway? >> That's what mine says. [1:37:16] » There's two of them. >> Oh, there's another one. [1:37:20] Oh, it's where >> things you've already accepted a motion. [1:37:26] » Yeah, we can have >> we can have [1:37:30] I see two channels. I didn't understand why there were two. [1:37:36] » One is for fashion like it looks [1:37:41] » because they weren't I got to go back and get [1:37:45] » and that building would not been desirable. I I would like to know uh [1:37:51] Deb, maybe you can help with this or anybody on purchase commission really. [1:37:55] What are the plans for this building? Because as long as I've been here, that [1:37:59] building has been not used at all for anything really except for by the [1:38:04] American Legion, >> right? [1:38:06] » Nobody nobody pushed it. Nobody I mean it wasn't like out there saying, "Okay, [1:38:10] this is for [clears throat] we can have parties have parties there." And there's [1:38:14] all kinds of things. Once the roof gets on there, they plan on doing like maybe [1:38:18] pickle ball for people, you can do like even basketball. [1:38:22] » How does the building have anything to do with pickle ball? They play pickle [1:38:25] ball, don't there? >> Well, they they would have like [1:38:31] » But I mean, you can't just just leave that set there and [1:38:37] » Okay. But what is my my Can can you answer what is the plan to what kind of [1:38:41] things? >> Um, well, it used to be an ice rink. [1:38:44] Yeah, I know. We all know that. >> It was a warming station. [1:38:47] » Okay. And this past winter, we had an ice rink built down in the north park [1:38:55] » with a shed. Well, now I think this would be an appropriate place [1:39:00] » to have an ice rink, a warming house, a place for, you know, hot chocolate and, [1:39:05] you know, >> it' be a nice little place to have a an [1:39:08] ice rink in there. There's lights for my set up at night time. [1:39:14] Um so that's just one thing. Um maybe uh you know we're looking at a lot of [1:39:20] different things actually. Um we have the disc golf course down there. [1:39:27] » Do we hold you know some tournament down there [1:39:30] city tournaments that >> we could you know that would be a place [1:39:35] to to have it set up for tournaments. Wow. [1:39:40] » Mhm. >> When you say basketball, are you guys [1:39:43] are are are we going are we taking the parking lot and trying to move it back [1:39:47] into more of a facility like the pickle ball basketball? Is where does where [1:39:53] does that go? Go ahead. >> One of our members just showed up at a [1:39:56] meeting. We had a meeting over there at the North Park. Uh what was that lady's [1:40:01] name? >> Deb Ferrell. [1:40:03] » Pardon? >> De Ferrell. [1:40:04] » De Frell. >> Oh, yeah. [1:40:05] » Deerrell. She went out and she contacted the administrator for Gus Macker three [1:40:11] on three basketball tournaments. >> All right. And she got the fire started. [1:40:17] Okay. I don't know if any of your children or you participated when you [1:40:21] were younger in a custom macker tournament. Yeah. [1:40:23] » But they bring in their own courts. We got enough room. They set up their own [1:40:26] courts. They got the cement slab there. All right. And that's one of the [1:40:31] activities where if we get that to happen in Gladwood, it'll be a yearly [1:40:37] event. >> And that'll draw in people from [1:40:40] 200, 300 miles away. >> All right. Plus local teams. They have [1:40:45] threeon-ree tournaments from 8 years old to 30 or something. [1:40:49] » Yep, I know what it is. >> I'm just one that's one activity we [1:40:53] talked about and you can run it out for family reunions and birthday parties. [1:40:59] Current pavilion typically rented out every weekend of the summer. [1:41:04] » Is the current pavilion rented out 75% of weekends? Every weekend? [1:41:07] » Which pavilion? >> The big pavilion in our city park like [1:41:10] one >> in our city park. We turn away people to [1:41:13] rent pavilions on Saturdays for some reason [1:41:15] » throughout the whole summer. >> Throughout the whole summer. [1:41:18] » Okay. >> Not only that, [1:41:19] » I think that was the way >> they got we have the pavilion rented out [1:41:22] probably most of next summer already. That's [1:41:26] great because when we before we did this, I don't know if any of you [1:41:29] remember, they think they only rented it one or two times a year for the decade [1:41:33] before the American Legion took it over. So that I think that's why why you're [1:41:37] hearing concern is that >> it was not used even before the American [1:41:40] Legion was there. But thank you for sharing that. [1:41:44] » Yeah, >> the the rope is the start with the sopet [1:41:48] fascia and the eaves. >> Yes, [1:41:50] » it was a what else needs to be done to this building before it's rented again? [1:41:55] basically the inside of the building from the hole in the roof. All right. [1:41:59] And the water dripping in there. The restroom, there's only got one restroom [1:42:03] in there. All right. And the drywall on the west wall of that restroom is full [1:42:10] of black mold. So the drywall would have to be taken out. [1:42:14] » And that doesn't include in this quote. This is just the roof. So there's more [1:42:18] work. So this is a snowball. Well, basically the rest of the work on [1:42:22] the inside, if you don't want to make it look like a a banquet center, all right, [1:42:28] we can use the existing carpeting and the drywall can be done by [1:42:32] » if there's a hole in the roof. Isn't the carpeting ruined? Black mold water over [1:42:37] the bathroom. >> Just in the bathroom. [1:42:39] » That's it right now. >> That we know [clears throat] now, [1:42:41] » right? >> But if we let that thing sit another [1:42:44] winter, >> the snow should be [1:42:46] » the building will be condemned. It should be a dis decision on either. [1:42:49] » I feel like it's a cart before the horse. We should have had a little bit [1:42:52] more information before just approving a bid. [1:42:55] » Well, and it sounds like parks got a lot of the information, [1:42:57] » right? But we didn't. >> All right. Are there any other [1:42:59] questions, comments, or concerns? [1:43:04] » I know. Definitely. [1:43:07] » Somebody else had wanted to do a cornhole turnup there. [1:43:11] » So, I think there are some possibilities. [1:43:13] » I think so. >> Do we have a motion? [1:43:15] » We do have a motion. We have support. We just had some discussion. Any further [1:43:18] questions, comments, or [clears throat] concerns? [1:43:21] » Okay. All in favor of approving the roof replacement for the North Park Pavilion, [1:43:26] please motion by saying I. >> I. [1:43:29] » All oppose, please say nay. >> Nay. [1:43:31] » Thank you. Updated police policies. Chief Binger, would you like to talk to [1:43:36] us about the many pages that we've got from your policy? I couldn't [1:43:42] » Yeah, I don't have it, but I do have questions after it gets done. [1:43:44] » Yeah. Uh so the we just had a lean audit which is any department that has CGI CGI [1:43:53] is criminal justice information uh on a three-year basis gets audited by the [1:43:57] state of Michigan. um we have policies. So some of the policies that you see we [1:44:03] already have cop we already have uh the policies in place. However these are [1:44:08] updated and then obviously with the changes in three years um with cyber and [1:44:14] everything else most of these are related to [1:44:18] IT infrastructure for the department what we have to have. [1:44:22] Uh so these policies are straight from the state of Michigan website that uh [1:44:27] basically these are the policies that the state of Michigan suggests that you [1:44:30] have or not even suggest they say that you will have. Um so that's where I got [1:44:34] all those policies those policies have been shared with Net Express our current [1:44:37] IT provider um so that they can make any changes to our infrastructure that they [1:44:43] that the policies um deem and they are currently either working on that or [1:44:48] making plans to work on that. >> Okay. Um, is there attorney reviewed [1:44:53] these policies and procedures? [1:44:59] » That's a question for you, Kim. >> Well, no. I mean, [1:45:02] » you didn't say that they needed attorney reviewed. [1:45:05] » No, I'm That's why I'm curious. >> Like, that's would be in my mind. Step [1:45:08] two, policy. Go to a lawyer. Um, that was my only question. Uh, there is a lot [1:45:13] to be honest. I didn't get through 10 pages. I'm like, this is hurting my [1:45:17] eyes. And none of it >> there is a lot. Especially if because a [1:45:20] lot of it is it wording >> hard to read. [1:45:23] » So yes, >> right. And this comes from the state. [1:45:25] » This comes straight from the state of Michigan. [1:45:27] » Yes. And their attorneys are >> Yeah. They would they would not put it [1:45:30] out. It was sample um sample policies that are out on the Michigan state [1:45:34] website for criminal justice information [clears throat] agencies. [1:45:41] » That's what No, that that was my point. My point is they've already been vetted. [1:45:45] They've already been posted. And so We are now just adopting them as our [1:45:52] current and bringing some things up to speed. [1:45:55] » The one thing I didn't say is that all these policies that were on there, their [1:45:58] their revision or their update dates was 2026. So these are these are the [1:46:04] [clears throat] newest version of the policies. [1:46:06] » That's good to know. Any other questions for our chief? [1:46:08] » I So I I'm I'm going to say the same thing that you did, Sarah, about reading [1:46:12] this. I read it and I was like, what in the world? But what I kept coming back [1:46:16] to is like the account management. It's saying that [clears throat] [1:46:22] like establish conditions for group enroll membership. Okay, what what are [1:46:26] you going to do to establish that? Every time I was reading something, I'm like, [1:46:29] okay, but it's just saying that this is what it's like this is the position and [1:46:34] this is what you need to be doing, but what are you going to do to do that is [1:46:37] what I you don't have to answer all that because there's like a gazillion of [1:46:39] those questions. A lot of that goes to Net Express, honestly, and stuff that [1:46:42] they've probably either already been doing. Uh, most of this information [1:46:46] comes from NIST, which is uh they give cyber security um updates and all that [1:46:51] stuff. So, this could some of this stuff we already have in place with our [1:46:56] current network, but this gives Net Express what needs to be done if it [1:46:59] currently is not. >> So, you're going to actually go through [1:47:02] and like create, enable, modify, disable, remove [1:47:07] information systems, accounts, and blah blah. That's actually the these are the [1:47:10] things steps you're going to take each >> correct and usually that one probably [1:47:13] had a time frame usually like what that means is so if somebody leaves the [1:47:18] department that probably gives us I can't remember the exact date but it's [1:47:22] usually a set number of hours for almost immediately they will be the access to [1:47:26] that system will be will >> yeah okay [1:47:30] » and that's why it was so important that we get with Net Express to see if [1:47:33] there's anything that they could not do which they have not informed they've had [1:47:36] these policies for a while [clears throat] uh and reviewed them and [1:47:39] they have not came to me and said that there's nothing that we can't do with [1:47:42] this >> and they have to be mean certified too [1:47:45] they can't work on >> yes [1:47:46] » yes so they're certified by the state >> I my I would entertain a motion to [1:47:52] approve the updated police policies provided by our chief I'll support it [1:47:57] » okay we have a motion and [clears throat] a support any further [1:48:00] questions comments thank you for doing this if you had to read every word of [1:48:03] this God bless you um I have read policy I like policy this I like [1:48:09] » I read through it and like I like as I said if you're not and if you don't [1:48:13] understand IT jargon and it's it it's a lot. [1:48:18] » Thank you for bringing us. Any further questions or comments hearing? None. All [1:48:22] in favor of approving the updated police policies, please motion by saying I. [1:48:26] » I. >> All oppose, please say nay. [1:48:29] » Thank you. Kimberly household ward. >> Yeah, you're you're up for the waste [1:48:35] day. Okay. So the 19th is the hazard waste day. We've got everything in [1:48:39] place. Council approved a new fee schedule. We've had all but two [1:48:44] communities commit. Um I took it to the county board today and um they will [1:48:49] probably be hopefully putting on their next agenda to contribute. We just got [1:48:54] all the information back. Um there's a couple questions. Tires, we've decided [1:49:00] that we're only going to take four because it's not commercial. I did have [1:49:04] one community reach out and say that they wanted to know um because they have [1:49:12] some elderly people that are ADA and they've done some blight cleanup and [1:49:18] they wanted to bring the tires over. So I said that I would bring it to council, [1:49:22] ask if we could establish some different kind of price policy whether we would [1:49:28] take them, whether we wouldn't. I know Marriott has reached out. Did you get a [1:49:31] response? >> Yes, I did. Um, last year I can tell you [1:49:33] that the tires were 350 per tire for everyone that came in. Um, Austin from [1:49:38] Myers for Tires said that number is now $6 a tire. [1:49:42] » So, it's almost not quite doubled. Um, for the bigger tires like your semi is [1:49:46] now $20 a tire. >> We don't take those. [1:49:49] » And then we do not take tractor, but he said if somebody was to take them, it [1:49:52] would be $30 to $40. >> We don't take them. We don't want our [1:49:56] guys to stack them >> and load them. [1:49:59] » It [clears throat] does. It is supposed to be a residential household, [1:50:02] » right? >> So, we have two questions. Is that what [1:50:04] you're asking? First is what do we do with tires? Are we going to charge [1:50:07] someone brings more than four? >> Uh, and second, the two communities that [1:50:11] don't participate, how are we going to handle that? Um, you know, there was a [1:50:16] something buddy put out something today that I didn't think of. Could if their [1:50:20] community doesn't participate, could we charge like a flat fee for them to drop [1:50:24] their stuff off and if they decided to, they could or not? Um, [1:50:28] » do we know which townships aren't participating? [1:50:32] » Um, we have hay that I haven't got a response from and um, Sherman, but [1:50:36] Sherman said they didn't they postponed it at their last meeting in August. So, [1:50:40] it goes back to the township on um, September 14th, which is next this [1:50:44] coming Monday. So, they wouldn't know till then. So, they may be [1:50:48] participating. We just don't and they participated in the [1:50:51] » always participated >> and the community or the the [1:50:54] commissioners are going to talk to the >> I'm sure that they I would think they [1:50:58] » I would say even if they don't weren't they one of the smaller ones too hey [1:51:02] » I thought they had a smaller amount to show up anyway I mean how and who's [1:51:06] going to say >> well they [clears throat] take notes on [1:51:09] who >> yeah but do you want to be that person [1:51:10] who says that one township you know you came here with a bunch of stuff now take [1:51:13] it somewhere else but well how do you all feel [1:51:16] » I feel if we let people get away with it then the other the other townships are [1:51:20] going to go, well, they didn't have to pay and they still let their res [1:51:23] [clears throat] thought today. [1:51:24] » Has that has that happened in the past where we've gotten contributions from [1:51:27] other municipalities and not from others. So, this has already happened. I [1:51:31] mean, we've already set the precedents, >> but you're right, it is hard. Um, but [1:51:35] this is Yeah. So, >> so [1:51:39] one of the things that, you know, we get and we get the return frequent flyers, [1:51:43] they go home and load up their truck and they come back three times. Um, we're [1:51:48] not going to do that. >> I'm I'm just going to tell you that. Um, [1:51:52] we have a police present with us. Um, which we appreciate. Um, but, uh, I am, [1:52:00] [clears throat] you know, council's comfortable or if whoever isn't, you [1:52:03] know, running this show totally. Um, I say if they pay, we'll take the tires, [1:52:10] but they're going to pay per tire. Somebody will go, "Well, we'll pay you [1:52:15] if we can take if we can take this whole load behind me." Well, okay. And he [1:52:20] gives me 20 bucks. So, what's 20 bucks going to do if they're 350 and now [1:52:24] they're $6 a tire? I think that we need to let them know, right, [1:52:30] » that we are going to be charging them $6 a tire or they're going to take them [1:52:35] back. And and I'm not opposed to, you know, if they pay, we'll chalk the [1:52:42] tires and when they get across the way, which we can see anyway, we'll know and [1:52:47] they can unload all eight of them because they've paid. I, you know, I'm [1:52:51] not opposed to that. And and we've got a pretty good system for those of us that [1:52:56] check people in. So, >> uh, so would you add like $6 per tire [1:53:02] over four? I mean to put it right on the flyer to make sure that you are not [1:53:05] » I would because you know I may have I may [clears throat] only have seven [1:53:10] tires >> right [1:53:11] » and I'd rather somebody brings them and I've told you this every year [1:53:14] » then roll no roll them down into the Cedar River [1:53:18] » told you that every year >> just one question on that who's doing [1:53:23] the financials on it >> I don't know but you guys have to figure [1:53:26] that out [laughter] >> I will tell you that I go down that [1:53:29] river a lot the entire time see they're used I know, but that's cuz they do the [1:53:33] clean up now. >> They did such a good job in cleaning it [1:53:35] up. It's looking so much better. >> I would agree with council person [1:53:38] Darlington's let's add it right here if you have more than four $6. Um, and then [1:53:43] unfortunately that means there's going to be some work on uh our treasurer to [1:53:46] make sure we're doing this appropriately. Um, that we're not cash [1:53:50] is one of those weird places. I [clears throat] like that decision. Does [1:53:53] anyone not like it? >> I think that's good. I I think we still [1:53:56] haven't answered the question about the nonpartic [1:54:00] one up. Yeah, I think similar would especially if they're rigging tires, [1:54:04] just the six bucks a tire if they're not if they're in the township not [1:54:07] participating. >> You know, there is another caveat here. [1:54:09] If the county contributes, which they haven't committed yet, but they're [1:54:13] contributing for the whole county. So, if we only have one place that don't [1:54:17] show up and they only have one person that shows up, I don't think there's [1:54:21] » the one that usually only had one or two cards did pay this year. [1:54:25] » The the hay and um Sherman are larger. Okay, [1:54:31] » is probably not going to produce a ton of traffic. I wouldn't think. [1:54:34] » Uh Sherman is one of our bigger ones. We had it was Sherman's one. They're still [1:54:39] they're going to meet yet, right? >> They're going to meet on September 14th, [1:54:42] Monday. >> I think they'll probably come through. [1:54:43] It's I now we had five this morning and now we have maybe possibly one. So, I [1:54:49] mean, it was a little different discussion earlier. [1:54:51] » Did you have something you wanted to add? [1:54:52] » I just wanted to add too on the fly. You'll notice we did limit the um motor [1:54:56] oil to 5 gallons because we were having 55gallon drills. [1:55:00] » We were >> Oh, and this is household. This isn't [1:55:03] commercial. So, >> and that's what we're that's what we [1:55:06] were seeing. We were seeing those people that have a business bringing all their [1:55:11] stuff every year and expecting us to take it from them. [1:55:14] » Well, that's what drives your cost up too because you're paying by the pound [1:55:17] for that. >> And and we'll explain that. We'll [1:55:19] explain that to the people kindly that you know [1:55:23] » and we also need volunteers. So please anybody that's willing to work. [1:55:27] » So do we have those two questions to answer before we move on? Sorry Council [1:55:31] Swinarski. We have two questions before us. Uh I we've offered a solution to one [1:55:37] and possibly both. What did you want to add? [1:55:40] No, I just wanted to make a comment that Carol and Bernie Weaver and I will be [1:55:46] checking in the cars and so we have a pretty good system going and one one [1:55:51] thing we do want to be extra careful about this year is that we make sure we [1:55:56] put those we put them in the right place. you know that it's if it's from [1:56:01] the township of Gladwin, we put them in that spot and the city of Gladwin that [1:56:06] spot because Gladwin Township went up quite a bit from last year. So, we just [1:56:11] want to make sure we do a good job of of logging those in the right places. So, [1:56:15] » okay. So, do we have it? We have two questions still. Do we have the answer [1:56:19] to number like the first one tires put on here $6 over four? We're good charge. [1:56:23] These ladies have no problem saying, right? And the second one was, and we [1:56:28] kind of have heard this, uh, if someone doesn't pay, do we nyx them or since [1:56:34] we've not in the past and the county's contributing? I do think this is a [1:56:38] unbelievable public service for our environment, for our community. But I [1:56:43] would agree, right? Um, what do we offer for free? How do you all feel about that [1:56:46] second piece? Like move forward, let everyone in. If we have one or two that [1:56:51] don't, next year we'll try harder. Well, we typically don't get a lot of [1:56:57] people that try to to that try to bring us stuff if the if the township isn't [1:57:02] participating. >> So, I think if we have like one person [1:57:06] from Grim and Grim doesn't participate, >> are we going to turn them away? I don't [1:57:11] think so. Right. >> I don't think so. Now, if we had a huge [1:57:15] problem with the with the townships not participating, bringing us a bunch of [1:57:20] stuff, then yes, we'd have to crack down on it. But I don't think if we've got [1:57:24] one or two people from these townships that don't participate, I don't see us [1:57:29] turning them away. >> I agree. [1:57:30] » And I get it. I get it that the ones that are paying [1:57:34] are paying and yes, they everybody should, but I don't think for two or [1:57:39] three people we should make a big deal. >> I would agree. So anyone uh does do we [1:57:45] agree with council person? >> I agree with you. [1:57:47] » Do you have the answers you need? Yep. >> Okay. I don't think we need a motion on [1:57:50] this. So, we'll move on to water meter discussion, Kimberly. [1:57:55] » Okay, this is kind of twofold. So, as you know, for years, we've been trying [1:58:00] to get our water meters replaced. I'm in a I'm at a standstill because I've asked [1:58:06] several times we have we're maybe getting [1:58:09] two done a month, three done a month. The last administrator didn't this [1:58:13] administrator that's just very temporary right now. um [1:58:19] we don't have or we have the meters. Um what I've been told is they can't get [1:58:23] into the house. So then we did the I did the letter to let them know ahead of [1:58:27] time that they would have 10 days. Um it just doesn't seem like the meters are [1:58:31] moving. So I'm bringing the discussion back for two reasons. Is this something [1:58:37] We are down to three people right now because we have one out um and we're [1:58:42] short one. Do we want to want us to get some quotes to see what it would cost to [1:58:48] have them done? And this is why I'm asking. We just replaced a meter that [1:58:52] was three years old. We have 20 to 25 meters that have not been working for 3 [1:58:57] years. Now, how that works or how it's worked in the past was we estimated what [1:59:03] their last 12 month average was and then did it. Well, three years it could [1:59:08] change a whole lot. What if they have a leak in that meantime? and what you [1:59:12] know, all this different stuff. Um, one of the first ones came back for three [1:59:16] years ago with a $3,000 bill and I was told that we have 20 to 25 meters and [1:59:22] that may be the case with all 20 to 25. You're talking $60,000. [1:59:28] So, there's two. [clears throat] Um, all of these 120ome meters right now that [1:59:33] we're behind, Karen has to manually bill. She has to go through every single [1:59:39] one of them every single month. So, it's taking all that time. Um, it's causing [1:59:44] there's some overtime involved. There's some other areas that isn't getting [1:59:48] addressed. So, it's causing a lot more strain on that position. We're not [1:59:53] getting the meters done. Um, yes, it is our DPW guys job to do that, but it's [1:59:58] not getting done um because of short a multitude of things. [2:00:03] » Do we have the meters? >> We have 38 meters, but we've had them in [2:00:08] supply. Um, >> I knew we talked about it when Jeff was [2:00:11] here. >> Yeah. When we ordered a bunch, um, every [2:00:14] time we get one thing >> solved, it's something else of why we [2:00:18] haven't replaced the meters. So, I'm asking council to give me some advice on [2:00:22] how you want to do this because I don't think having a potential 60,000 loss in [2:00:28] revenue is the right answer. So, um, either [2:00:31] » I think we should get a bid for >> to require [2:00:36] » two to replace the meter. >> Mhm. So, I think you have to have two [2:00:39] guys. >> Yeah. [2:00:40] » Well, we have to have two guys. Whether a private contractor has two guys, [2:00:44] that's up to them. >> And I know Beaverton just replace some [2:00:48] with grant money so I can reach out to Shannon and kind of maybe get some [2:00:51] somebody >> Why do we have to have two guys and not [2:00:54] somebody else? What do you mean by that? What is this about [2:00:58] » two people to go in the house? I think when you when anybody enters the house, [2:01:02] I think >> we had a discussion about this prior and [2:01:05] that's what the standard was is two two people. So they're not in a home alone. [2:01:09] Um [clears throat] it's to protect the person going in and the homeowner. [2:01:13] » We also have our DPW that's had to go in crawl spaces and we did have a DPW guy [2:01:18] that got stuck. >> So with I mean I know you've been [2:01:22] dealing with someone for a long time. So I guess I need cuz it doesn't matter the [2:01:27] manager. It doesn't matter me. It doesn't we don't get it done. So how do [2:01:30] we get it done? >> When Chris was here we talked about [2:01:33] hiring it out and it never got happened. And then we ran into some roadblocks [2:01:38] over the last couple years. So I I agree with with Mike that we get let's get two [2:01:47] beds or whatever you need. I don't know what you need. [2:01:49] » But you still have the problem forward >> if they're not going to let you in the [2:01:53] house. >> I do not agree with that. [snorts] [2:01:54] » As far as that goes, shut their water out. That's how I feel about it. If you [2:01:57] can't get in to change the meter, then the water gets shut off. That's just the [2:01:59] way it works. You can't pay your water. You can't get it. We [2:02:02] » But listen, >> I don't know. Maybe we a lot of people [2:02:06] talking at one time. >> That's fine. [2:02:09] » But when we had that list in front of us, [2:02:12] » I sat right here and said, "Do not tell me those people are not [2:02:19] home and not where." I could go through that list and I could pick out half of [2:02:23] those people minimum >> that were retirees. [2:02:28] The other thing was we had businesses on there, including my Michigan Health. [2:02:36] » Yep, I saw that. >> Don't tell me that we they're not [2:02:39] allowing us in to change those meters. >> That's correct. [2:02:42] » So, I say please get us some bids. >> And I would like to see bids as well. [2:02:47] I'd like to see this done. I don't think it's an efficient way to do business, [2:02:50] but I think there's a bigger issue. We're not because we just approved how [2:02:53] much because we don't have the right licenses with DPW. [2:02:57] I would like to see them able to either get, you know, maybe offer them [2:03:01] overtime. Um, there's something happening at our DPW. There's probably a [2:03:06] trillion different reasons, but if we can't get the right people here, I think [2:03:11] that's a bigger problem. Are we going to continue to outsource all of our skilled [2:03:14] trades? That happens all the time. Or do we invest in the skilled trades people [2:03:18] that we have or move those salaries up so we can get more people? I think there [2:03:23] there's a bigger problem I'm seeing here. Um, and I don't know. I do agree [2:03:26] we need bids. This needs to happen, but is there any way I don't know the [2:03:31] contract better than I do that we can at least offer it to our BPW as overtime? [2:03:35] Like something because what is it? Five. How much do we pay an hour for the the [2:03:40] wastewater treatment license person? Is it five? How much? A lot. More than our [2:03:46] guys make. And wouldn't it be nice to find out how we move them to a place [2:03:51] where they want both licenses and to be in charge? It's just I think [2:03:55] there's a bigger discussion, but I don't think Do I hear anyone saying we don't [2:03:58] want to at least see some bids? >> I think we need to see the bids. It's [2:04:03] been going on for way too long. >> Way too long. [2:04:06] » Okay. >> Do you have what you need? [2:04:08] » Yep. >> All right. The last thing on our agenda [2:04:11] or for new business is a resolution authorizing the application for the [2:04:14] Michigan Fire Equipment Grant. And it looks like the only person here to talk [2:04:18] about this is >> okay. Um, this is the grant that the [2:04:22] Michigan Department of Treasury has out for fire departments. It is only open [2:04:28] for municipalities to be able to enter into. So, it's in a sense we talked [2:04:34] about this as a pass. [clears throat] The grant closes at the end of [2:04:37] September. So, this is just authorizing the city to be the applicant on behalf [2:04:42] of the fire department. and they want to apply for $50,000 for new fire [2:04:46] equipment. I'll make that motion. >> Great. We have uh someone's offer the [2:04:51] resolution support to the resolution. >> Thank you for Do does anyone does anyone [2:04:56] have any questions, comments, or concerns? I wanted to comment that um I [2:05:00] spoke with um the fire department chaplain, Pastor Spang, and I believe he [2:05:06] may I don't know if he's writing the grant or if he's he's he's aware of the [2:05:10] the fire department folks will be doing all the writing of the grant is my [2:05:14] understanding. So he won't be involved in that piece of it. [2:05:17] » They need any am I correct on that, Kimberly? [2:05:19] » Yes, it's already written. >> Okay. It just Yeah, it says here he has [2:05:25] the ability to sign for it. That's it. Great. Thank you for the comment. Any [2:05:29] other questions? >> Would you do a roll call for this [2:05:32] resolution? >> Karen Dington? [2:05:33] » Yes. >> Dave Crawford? [2:05:34] » Yes. >> Jamie? [2:05:36] » Yes. >> Chris, [2:05:37] yes. Michael Smith, >> yes. [2:05:39] » Linda Warski, >> yes. [2:05:42] » Okay. Uh, at this time we'll move on to uh Kimberly. Um, one thing I want to [2:05:47] bring up, we talked at the cow meeting, I think it was two cow meetings ago [2:05:50] about utility billing and we were billing 5% on the current balance [2:05:54] instead of um 5% on the past two balance. [2:05:58] » Can there was a second resolution though? Can we do that one as well? [2:06:03] » Did I miss something? >> Yeah, there's another one after that. [2:06:05] It's the resolution for the allowing [2:06:11] » my agenda for both of them together. There was another one that's supposed to [2:06:14] be allowing Pastor Spring to sign on behalf of the city administrator. [2:06:20] » Is that why >> for the for the [2:06:21] » fire? It was right in the fire thing. >> No, there's a second one that is on [2:06:26] » all one packet. I didn't list it like >> Okay, so we're good. Do you have what [2:06:31] you need? >> Do they need to approve both? [2:06:34] » They should off of that. That one is just allowing [2:06:39] the chaplain to be able to sign on behalf of the city. [2:06:43] » Off the resolution that pastor spring fire department chaplain be authorized [2:06:47] to sign >> for this grant [2:06:49] » that grant support that grant. >> Thank you council person Smith and [2:06:53] counc. >> Good. Thank you for for bringing that [2:06:56] up. Any further questions or comments? >> Would you uh roll call for that [2:07:00] resolution, please? >> Yes. Oh, it is two separate. [2:07:04] » Yeah. >> I'm sorry. What? It is two separate. [2:07:08] This this one is one >> and this one is the second one. [2:07:12] » Yeah. >> Okay. [2:07:13] » Okay. Sorry. Go ahead. I got Linda and Mike DeL. [2:07:17] » Yes. >> Jessica Terrace. [2:07:19] » Jamie Esteine. >> Yes. [2:07:20] » Carol Darlington. >> Yes. [2:07:23] » Is there a reason why she's not voting? >> Oh, [2:07:26] » go. We keep forgetting her. >> She's not on here. [2:07:29] » That's a good call. >> Good call. [2:07:32] » On that one. >> She raised her hand so far. Tisha Wyatt. [2:07:37] » Yes. >> Thank you. Thanks for pointing that out. [2:07:39] My >> It's because it wasn't up here. It goes [2:07:41] by this year literally. >> All right. Kimberly, what do you got? [2:07:45] » Okay. So, we had talked in the cow meeting about the utility billing for as [2:07:49] long as we can remember. It doesn't go along with our ordinance. It should have [2:07:53] been billing 5% of the past due amount. It's been billing 5% of the current [2:07:58] amount. Um, we talked about giving residents a little bit of time to adjust [2:08:02] to that. we sent out on the last bill that this would be changing. So it is my [2:08:08] goal to October 1st um to adjust the SNA so it is billing according to our [2:08:14] ordinance which is 5% on the fastue amount. Um you you know it's already in [2:08:19] our ordinance so I don't think we need to approve it. I just wanted to make you [2:08:21] aware of that. >> Okay. [2:08:22] » Um that's we've talked about the other stuff so I think that's what we have. [2:08:26] » Okay. Uh we'll move on to my comments. Uh first of all uh we did I I had the [2:08:33] pleasure of doing two um honoring pastor Brad for his many years. He was as [2:08:40] actually my youth pastor as well. Uh so got to offer him a resolution or a a [2:08:45] proclamation. Thank you for the words. Uh also got to offer one thanks to uh [2:08:50] Deb um for Lyn Morgan turned 81. We are in the week of Lin Morgan week. Um so if [2:08:56] you see them, please offer them our congratulations and a huge thanks to our [2:08:59] clerk. These came in both of them a little in the the the last minute and [2:09:04] then even Friday I wasn't sure I was gonna be in I mean like pulled in hot. [2:09:07] Um so thank you for making [snorts] that happen because obviously the Wro and [2:09:12] Morgan family were quite uh honored. Um so uh we can get you those copies too if [2:09:18] anyone would like to read them. Um don't forget the 911 memorial. Uh it is [2:09:23] shocking that we are this far away because it feels some days like it was [2:09:28] literally yesterday. Uh, please be there on time. Let's show our first responders [2:09:33] that we do remember and we do care. Um, our I would like to at our cow meeting, [2:09:39] I've brought this up a few times. I'd like to see it on the agenda if it's [2:09:42] okay with you all. I'd like to discuss engagement. Um, I'd like to discuss us [2:09:47] appointing more council to groups like um uh the [2:09:53] council local government. I'd like us to do be more um deliberate about how we're [2:09:58] getting information back. Um you know, I think council local governments, I think [2:10:02] business professional association, you know, there's a lot of regular meetings [2:10:05] that I think a council person would be a fabulous representative and then bring [2:10:09] that information back. So, I'd like to discuss that if if you guys are in favor [2:10:14] maybe bringing some ideas of where we could have better ears so that we can [2:10:18] hear what what's happening in other places in our community. [2:10:22] um the time capsule. Thank you, uh council personski. Uh in a few brief [2:10:28] conversations, some really good ideas. So, I think of like I I just emailed the [2:10:33] superintendent and you guys all know how great uh Mr. Frisbee can be, they [2:10:37] donated a yearbook uh or this if you all could think of one or two um [2:10:43] organizations, local groups. I think of, you know, [2:10:46] Kowanis and Rotary and if they could write, wouldn't it be great to have a [2:10:50] handwritten letter? Who knows if we'll have cursive in 50 years or if they'll [2:10:53] be teaching it at least. Um, so if you all could reach out to someone and say [2:10:57] we'd like a a representative of you in our community, a picture, something, uh, [2:11:02] I think we're going to find some really cool stuff. So, um, that all [2:11:07] » we're extending it. >> Yes, that's what she said. Beginning to [2:11:11] the end of the month, >> to the end of September. [2:11:13] » Yes. >> I gave her pennies today. Kristie gave [2:11:17] » I gave her a roll of pennies. I'm not going to exist. We also got [2:11:20] » I actually was going to bring a roll of pennies, nickels, dimes, and quarters. [2:11:24] Maybe I'll still get the other because I think all of our change is going to go [2:11:27] away. >> Oh, wow. [2:11:28] » Yeah, could be right. >> Um, we'll make sure I get it, too. We [2:11:31] have some honey from our farmers market. All kinds of really cool stuff. But if [2:11:35] you have some ideas, contact folks, right? Cuz they're going to open up in [2:11:39] 50 years and represent all of us. >> Um, quickly, uh, Laura, thank you to to [2:11:44] Lori uh, and Trisher Donaldson, Chief Alward. Um, this was a great idea. Uh, [2:11:51] thank you for coming up with at least, I don't know, a temporary solution for if [2:11:55] we were to be both outside and inside again. So, kudos to the team for at [2:11:58] least uh this is thoughtful. Thank you for that. Um, [2:12:03] I and I want to thank every single person who did uh express their [2:12:07] interest. AJ, Ben, uh, Patrick, Aaron, Nicole, and Doug. Uh, this this means a [2:12:14] lot to our community. Keep showing up. keep trying. Um, and then finally, we [2:12:19] only had uh public comment. Thank you for showing up for public comment. I [2:12:24] think that's all I have. Uh, we'll move on to council member comments. Who wants [2:12:29] to go first? >> I'd like to congratulate Tisha. Yeah. [2:12:33] Filling in our FC. And I too would appreciate all all the res [2:12:43] for the possibility of serving on the council for the next two years. Thank [2:12:47] you. Good res. >> Awesome. Council Crawford. Um, welcome [2:12:54] Tisha the board and I also uh attended the uh memorial server the graduator [2:13:03] service for uh Pastor Brad. Um pretty impressive guy. He's he's been a [2:13:10] pillar in the community for >> Yes, he has. [2:13:13] » How many 32 years? So >> long time [clears throat] [2:13:16] » and we're going to miss him. I know he's still around town, but we're going to [2:13:19] miss him. >> Most definitely. [2:13:21] » Council person Darlington. >> Um, [2:13:24] same same dittos. I'll just ditto the congrats and we'll move on. So, one of [2:13:29] the things that I would encourage those people who um are looking at perhaps [2:13:36] either um a an elected position is that many of us started out as volunteers on [2:13:45] committees. And so that would be a place for people [2:13:51] to be able to start and build some knowledge of municipal governments as [2:13:58] well as um being um in in learning some things about their [2:14:06] city more and just getting more involved. and it's a voluntary position, [2:14:10] but um I would really encourage you to fill out that paperwork and get it on [2:14:16] file and um depending on what's available and what's open and what we're [2:14:22] looking for at different times, then we we look at that, okay? We go to that. [2:14:27] That's a resource to take into consideration. So, that would be my [2:14:32] thought. And um parks, thank you for the work. Thank you [2:14:36] for the recommendations that you're bringing forth. We've not had that and I [2:14:41] would um say that we're a little aiss perhaps in letting you um give us that [2:14:48] presentation and that depth before we start to make those decisions. So, um [2:14:54] we'll try to do better and we'll we'll we'll listen hard. So, thank you. [2:14:58] » Thank you, Counc. >> Um I just want to say um [snorts] [2:15:03] Tisha, of course, welcome. Um, it was a hard decision for me. I didn't make the [2:15:08] decision today. I I I'm fine with the decision that was made, but I think [2:15:13] that, um, every one of you had great things to say and have a good background [2:15:20] to be able to come to this table. I know Carol, I I don't agree with her on the [2:15:25] fact that you have to have some prior anything. I would never [2:15:30] » No, no, no. I'm I well it would be easier get to know the council or get to [2:15:35] know the whatever better. I just don't agree with that part of it. It's no big [2:15:38] deal. But um because I came here with no experience and you as far as reading [2:15:45] trying to figure out whatever I just think that it's great that we have [2:15:50] younger people in our community getting involved. Nothing against anybody who is [2:15:55] even me. I'm in my 50s now. So, but I think it's important because our [2:15:59] community has a lot of younger families in it now and I think it's important to [2:16:04] see some changes for the younger families as well. So, um that's it. [2:16:09] » Thank you, >> Council President. [clears throat] [2:16:13] » I just want to thank everybody. I appreciate it and everybody else that [2:16:16] put the letters in. I mean, it just shows how much we all care about this [2:16:21] city >> and want to move forward. So, thank you. [2:16:25] » Thank you, C. That's fine. >> Welcome, Tisha. And I'm all set. Thank [2:16:30] you, Councilwoman Warski. >> Okay. Just want to let everybody know. [2:16:34] Well, just just wanted to let everybody know that Nancy sick so we don't send [2:16:39] the police to her house to see where to find out where she is. She is she's got [2:16:44] to give it to everybody. So, >> she told me to let you know that. [2:16:48] » Thank you. That was really important. Um, and [2:16:52] uh, usually before we have the hazardous waste pickup, we have a safety committee [2:16:57] meeting. Um, I was just wondering if we're still going to plan on doing that. [2:17:02] Okay. >> Okay. [2:17:03] » And the last thing I have is [clears throat] we'll need to have [2:17:07] somebody else appointed to um, approve the payroll because John and I were [2:17:14] doing that and now John is gone. So, our payroll has been held up because we [2:17:19] don't have a second person appointed. Um, what we did before is you just asked [2:17:24] for volunteers, mayor, and John and I raised our hands because it's not a paid [2:17:29] position. It's strictly volunteer and it's really for people who are around [2:17:35] during the day and can do this at a couple minutes notice. So, [2:17:40] » that's kind of what we're looking for. So [2:17:42] » since it is a volunteer position with no um we that's Linda and I tal council and [2:17:49] I talked about this before I have a policy which she's stating from um but [2:17:53] if there's another volunteer who would like to help [2:17:55] » was there anything in the policy about mayor prom [2:17:58] » I thought there was I don't see it so the meeting policy does it usually take [2:18:03] » it depends >> you're talking about to go over the um [2:18:07] » time sheets >> just council time sheets [2:18:10] » yeah But do you have to do it? >> That's usually during one day when [2:18:14] they're open. >> You have to do it during the day. It's [2:18:17] usually in the morning. >> It's usually It takes It doesn't take [2:18:21] that long, but we just want to make sure that everybody's getting, you know, paid [2:18:26] for the meetings that they attended. That's why we have two people do it [2:18:29] because we have found in the past that one person sometimes misses something [2:18:34] and so a second person is always good to have a second person look it over. So, [2:18:39] » I think it makes it all about board. So, >> I'll volunteer. [2:18:44] » Deb, you're awesome. You guys all good with that? [2:18:47] » Well, it's fine. I mean, yeah, I was say, yeah, de board volunteers for [2:18:54] everything. >> Unless someone else would like to [2:18:55] volunteer and I'm not opposed to dev. It's just that volunteers for [2:18:59] everything. >> Thank you. [2:19:02] » Get myself into >> uh if you would like us to review again [2:19:05] in a month or two, if either of >> There's no sheets that need reviewed [2:19:08] right now. >> Yeah. All right. You're getting busy [2:19:10] girls here first thing in the morning. >> Thank you, Council President Warski. Is [2:19:14] there anything else you'd like to address? [2:19:15] » No, that's it. I'm done. >> Council person Smith. [2:19:17] » Um, I wanted to thank everybody who expressed an interest in appointment to [2:19:21] city council and congratulations to Tisha. Um, appreciate the the [2:19:27] overwhelming um letters of interest. We had a lot and um [2:19:33] that's very that's it's great that we have that much interest because there [2:19:37] has been times in the past when >> couldn't find someone sitting in his [2:19:40] chairs. >> So [2:19:42] » I'm all set. >> All right, we'll move on to other Chief [2:19:47] Binger. Uh someone came in with dog hair in his pants. [2:19:51] » I thought I got most of the lint roll. >> She sounds jealous. [2:19:54] » I am way jealous. I thought we were promised a coach [cough] [2:19:58] in the meeting, but >> so I did get to see coach today. Um, he [2:20:02] is scheduled, he and officer Doyle are scheduled to complete training about mid [2:20:06] next week. So, um, they will be around for homecoming, which is, I think, is a [2:20:11] perfect timing. So, um, yeah, they're he's [2:20:16] pretty well tempered out, so I think I think you guys will love to see him. Um, [2:20:19] I will try to have officer Doyle coach here u for maybe one of the next council [2:20:24] meetings or something like that. whatever works on the schedule. [2:20:26] » Thank you. [2:20:30] » Thank you for the report, too. Those are always really interesting to read. [2:20:33] » Thank you. >> Any questions for our chief? Chris, [2:20:36] anything from you? >> Nothing. [2:20:39] » Um, I plan on having budget amendments for you at our next meeting so that way [2:20:43] we can get caught up and see where we're sitting with that. And I do have our [2:20:46] audit schedule for October, so we will be busy getting ready for that as well. [2:20:51] » Great. Thank you. your last I don't have a lot because we have early voting again [2:20:56] in um October starting I believe is the 24th or 25th. So we'll have nine days um [2:21:03] that week which we normally hold it here. We do have a parks and a planning [2:21:06] commission scheduled. So I don't know if there's a possibility of moving that or [2:21:12] otherwise we have to share everything down clear it out. You guys can have [2:21:15] your meeting and then the next morning get here early to set it back up. So [2:21:18] » how much of the room do you use? All of it. We use just this council chamber. We [2:21:23] don't use out there. >> We can go back there. [2:21:26] » Okay. I just wanted to make sure. >> Okay. Thank you. [2:21:28] » With that, aren't you Chris? We could be back there for our planning. [2:21:31] » Anything [laughter] [2:21:35] » with that? >> That was kind. [2:21:37] » Yes. >> At 7:21. [2:21:40] » I'll make it support. >> Thank you both. [2:21:45] All in favor, please vote by saying >> I oppos. [2:21:50] I know you don't [laughter] >> whatever you say.
