[0:00] Call to order the meeting of September 9th, Board of Public Safety meeting. We [0:04] have a quorum. And uh the first item is public comment. [0:09] I did invite um Fred, who is over here, to come and and [0:14] and touch base with you. Some of you may know that we started the LEAD program in [0:19] Plattsburgh, the Law Enforcement Assisted Diversion program. We've gotten [0:24] a grant from Warren County. Um Plattsburgh CSD also got a grant. Are [0:30] you familiar with what I'm talking about, Fred? [0:33] All right. A little bit, not really. [0:35] » Very little. >> Okay. [0:36] All right. So, um I'll let Fred tell you some more too, [0:41] but just to give you a a little background. So, [0:44] um this was something the city had been looking into actually for a number of [0:47] years. As a councilperson, I had been in meetings with then Mayor Hall about it. [0:53] Um but we finally kind of brought it forward last year. And what it is is for [0:59] people who are um in [1:02] kind of repeat contact um with police, but they're not dangerous. So, they [1:08] their problems are more, you know, um poverty, substance, um [1:14] mental health, things like that. It's an opportunity to uh link them with a case [1:20] manager who will help them along that path rather than put them further into [1:24] the uh criminal system. So, we sought funding from Warren County. We received [1:30] a grant um and Plattsburgh CSD also received a grant to do the case [1:35] management. And we've been working in the last few months to get that program [1:39] up and running. And Fred is our coordinator. So, I invited him to just [1:43] tell you a little bit about how it's going to go. Do you want to come up [1:47] and go to the podium? [1:50] » Good morning, sir. It's a front desk of the public service [1:54] assistant. [2:00] » Well, I'm Fred Battle. I'm the support manager at the Desert Coverage Center on [2:04] 370 Church. And I'm also [2:08] program manager. My previous career, I did diversion [2:14] with Medicare as a problem shooting specialist. We do [2:19] see unnecessary utilization with EDs. And I did that [2:24] for 15 years in three states. I make no coalitions, work with hospitals, nursing [2:31] homes, home health and other providers to do [2:36] essentially what we're trying to do here, which is reduce utilization that's [2:40] not needed. In this case, it would be utilization of law enforcement [2:46] that's being utilized for individuals in the community with 12 level businesses [2:51] that have needs as a mayor stated. [2:55] Uh social determinant health needs, poverty, [3:00] literacy, mental health, and substance use. And as [3:05] a result of their situation, law enforcement has interactions with [3:10] them. [3:13] More likely than you know, social services and other [3:17] departments that could that are being served doing that. [3:20] And we is all over the country. [3:26] Um they have a sister agency, but I shouldn't say [3:31] sister. The Albany team has been very successful for I think 10 years. [3:36] And Schenectady's trying to do the same [3:39] thing. And [3:41] in the past 6 months, we've gotten quite a few referrals. [3:45] We're throwing them over to the uh police department. So, we work with [3:49] them. And then the remainder of them justice [3:52] related um that could be the uh probation [3:56] treatment court, um the misdemeanor court, and we've [4:00] notified them of the program, and that they're both in the Glens Falls area for [4:04] anybody that has a connection to the Glens Falls area that's in trouble with [4:09] justice related issues, and that could benefit from extensive case management. [4:15] So, right now we're in the process of we have um interim policies developed in an [4:21] operational workgroup, but now we're going to go through more formalized [4:25] policies with policy workgroup, um which consists of various departments [4:30] throughout the county, the DA, um police chief, um [4:35] mayor, and um with that we're going to have um [4:40] and then we're going to address the quick referrals, and the referrals are [4:44] social referrals, um community referrals, and um law [4:49] enforcement referrals. And at this point, we're just focusing [4:54] on social and community referrals, and we still have to work out the [4:59] differences with the DA uh and the community on what's best for [5:03] the law enforcement referrals. And uh a lot of these individuals [5:09] are homeless, um semi-homeless, substance use, mental health, um and [5:15] they're cycling a lot with the interactions with law enforcement and [5:19] the emergency department, and they could benefit from additional hands [5:24] trying to help them out. And that's what this program's all about. [5:29] » Yes, sir. Does anyone have any questions? [5:34] » I think it's a great program for the this community and the community at [5:39] large in Glens Falls, um because what we see is um a handful of high utilizers um [5:47] that are cycling in and out of the system. And we want to change that. So, [5:53] this intervention will help and make your life safer. And this is the safer [5:59] and uh the people that want to get back to [6:02] being the participants. And that's why I think it's a great program. If you have [6:06] any questions, you can let me know. And >> How How's it going to be in for the [6:09] program? Will you refer them or will you go in? [6:11] » Mhm. Right now, um, police officers sir, are [6:15] the uh police social worker is informed by a police officer of a individual um, [6:21] that could benefit from this. And then she contacts us and case management and [6:26] then we send out a referral law. Um, we would like to expand that. [6:31] I expanded that to um [6:35] probation, uh drug court, treatment court. And if [6:38] they can identify that is low-level crimes, repeat offenders, um that is [6:45] connected with the low-level community somehow, uh that would be uh [6:49] interesting. And I think [6:53] almost 40% or more of the uh offense, like the low-level [6:59] misdemeanors, is um repeat offenders. They are doing [7:04] everything over and over again. That's about an estimate, but close to [7:09] half or some of them have uh arrests on a calendar year. [7:13] So, these individuals, thankfully, have other issues that need to be addressed. [7:19] And you know, they're homeless or they're living in a hotel or large. [7:23] Maybe they don't have a place to go and they're just on the street. So, [7:28] this program, I think, is going to be great. And [7:30] once the policy group gets together, we can formalize some of the referral [7:35] processes and then just roll with it from there. Uh so my name is Boris Schwartz. I am the here representing the West Falls [8:23] City School District. I am the head of security for the school district and was [8:27] asked to come by Dr. Engelwood to talk about crosswalks or more specifically [8:32] the lack thereof, specifically in front of the middle school on [8:36] Quail Street. Um I started uh working for the middle [8:41] school last uh toward the end of the last years and was asked uh up front to [8:48] take a look at how the kids, the students, and the faculty and staff get [8:52] in the building and make sure that that's the safest way to get in possible [8:56] and immediately identified that there are no crosswalks in front of the middle [9:00] school and the process for drop-off in the morning is a little chaotic. It's a [9:05] walking district, so most of our children are delivered by their parents [9:09] at the middle. And the cars drop-off on both the east and west side of Quail [9:14] Street and the kids jump across the street anywhere they cuz [9:18] right now there is no designated area for them to actually go to. [9:22] On high school side, uh there are two on Quail, one on Sherwood. [9:28] Um so there's easily identifiable passage for the students, but nothing on [9:33] the middle school side. So we were looking at um [9:36] the pictures that Dr. Engelwood took, um specifically looking for I'm sorry, [9:40] I'm on a conference call right now. Um [9:43] at least one crosswalk by our We so we have a teacher's parking lot on the [9:49] north side of the building. Uh teachers all park there. There's one [9:53] way in, one way out. Um specifically we're looking for a [9:56] crosswalk by that exit to cross the way street. Uh which is really close to our [10:02] front entrance of the building. And then maybe another one down by [10:05] Shippy Street. There's also already one on Shippy [10:09] uh south of Conklin. But if we had another one [10:13] north of Shippy on Conklin, that would be directly into our secondary entrance [10:18] location. Um so uh we believe we should start here [10:23] with what both city can make a presentation to talk to the normal [10:26] Outback and uh You have any cross streets I can use? [10:31] I I spend every morning in the road with another security guard [10:36] helping me get the kids get across the street. [10:39] Helping uh teachers get into that parking lot, trying to put them [10:43] some even road. Uh getting into an accident. So, I've [10:46] got a lot of experience in the last 3 months and I've started with smile cuz [10:50] she gives you a little bit of a hard time to steal the building. But you [10:53] know, I just think a couple of crosswalks would go a long way along [10:57] with the proper signage, communication with parents, communication with the [11:00] kids. It'd go a long way and it'd make it a much safer [11:04] environment for these kids to cross the street. [11:06] » Okay. I think you should tell me >> Tell me [11:09] » that that was the main recommendation but the side to where we said go in here [11:15] and get separated into third side. Um The other side [11:18] » If I may jump in, recommendation wise, there are there are site complications [11:23] but I agree wholeheartedly that crosswalks are warranted there. [11:28] » Right. >> Where to put them becomes a different [11:31] question in your opinion. Exactly. We've got to [11:35] new infrastructure on the east side of the road. We've got brand new curbs. [11:39] You've got a sidewalk that getting ADA accessible ramp up to the sidewalk very [11:45] challenging. We have new street trees. Something is going to be disturbed no [11:50] matter what the specific location is chosen. Again, that's not going to get a [11:54] lot of support where the classes really [11:58] warranted where the city has received the federal grant to improve the two [12:03] crosswalks that we've got. I mean they go from Chippewa to Notre Dame High [12:07] School. We recognize that [12:11] those are important. But again, where exactly that should land unfortunately [12:16] becomes an engineering decision more than they just put some stripes on the [12:20] road. They said, "Hey, I'll let you do all that work in that. We're going to [12:24] put some section. I mean, what do they [12:27] What are they blind? I'm getting a little frustrated. [12:34] What Some things are so obvious and you can't take care of. [12:39] School opens tomorrow. Well, [12:42] we have to deal with this situation after it was so The process is just uh [12:47] There was a study done about the traffic patterns at the school [12:52] and and and all of that. So, [12:55] I'm not sure why this particular part of it was not evaluated before when the [12:59] study was done, but um if you all think that it's a valid [13:04] request, then I guess should we be speaking with Jeremy [13:08] engineer and hopefully Well, so we can have a conversation have [13:12] the conversation and continue on with this. [13:14] Since I joined the department, uh Jeremy's a leader of this team. Um So, [26:01] » your city engineer Jeremy Stahle has taken some time to make contact with a [26:04] couple of professional transportation operations engineers and get some [26:08] recommendations on what could happen with the signal that is controlled by [26:13] the fire department. >> I heard it was [26:16] » I saw a range of opinions and options, and obviously we don't want to sink a [26:21] tremendous amount of resources into a signal that may not be necessary should [26:25] the emergency center come to be. >> Uh [26:28] » but the short answer is yes, you can put no turn on red signs to complement those [26:34] signals. There's nothing in the manual of uniform traffic control devices that [26:38] would prohibit that. There's a recognition that they may not be super [26:43] effective in that, you know, I experienced this the other day on [26:46] Lexington and Ridge. I got behind a car that was making a right turn from [26:50] Lexington and Ridge, but there's a no on red sign and flashing red signal and [26:55] that person was paralyzed. >> But I guess not moving through the [26:58] intersection is better than breaching the intent of traffic control. So again, [27:04] the request I believe from Captain Orbech [27:07] » Yeah. >> there's nothing to review it. [27:11] » Okay. >> You can do it. [27:12] » Okay. >> And that light actually is a full three [27:15] light traffic light it's not just a a single [27:18] light. >> Right, which is a problem in and of [27:20] itself. Apparently it's non-compliant was the phrase that I recall being [27:25] as you're not supposed to have a flashing [27:29] single signal in the one direction and the three color in the other direction. [27:33] It should be one or the other if all on all approaches but probably not worth [27:38] being >> And realistically and realistically even [27:40] if the public safety center goes through that [27:44] that will still be needed at that intersection for [27:47] » Yeah, one of the concept one of the concepts we saw suggested [27:53] doing away with the traffic control on Lawrence and May and if the signal was [27:57] ideally placed which was adjacent to the corner where the firehouse is now. [28:02] That actually theoretically works better but again [28:05] traffic signals are costly and we probably don't want to get into that. So [28:09] the short-term solution of no turn on red probably is supported. [28:13] » Okay. >> Um I have something else. Not not [28:17] regarding the light but this intersection Lawrence and May Street we [28:21] had spoken about it before. Um that is a nightmare. Um before I I could not leave [28:28] town south on the issue and um approach the red light at Washington but the cars [28:36] that are accumulating to go straight on May [28:40] if there's somebody who is lingering to turn left on C Lawrence [28:46] cars frequently pass them driving in there [28:51] and there's a crosswalk there. And this is [28:56] that I feel and it is the safest before an accident will even happen in the [29:00] conflict and it's pretty obvious that it's not happening, but it's a very [29:04] dangerous place right now. >> I can't see. [29:07] » dangerous crosswalk I've seen a while. I was called there and [29:12] obviously that's there because right here was there. So right there might be [29:16] something that we got in the future. >> But I what my concern is are the people [29:20] going south? The people going south going over into that right hand lane. So [29:26] they they just off to time will come right up and then they want to [29:31] into you. The other lane to go straight. They [29:35] think that they'd be close you're behind this car turning the wrong way to turn, [29:40] but we're not. You know that that guy in front of me he's now going to turn left. [29:44] I'm still going straight. And this person comes up passing on the [29:48] right and I'm still talking over the people in the lane. [29:51] And we had asked before about having um like the the lines the diagonal lines [29:58] that so people would know don't be coming up like that and that and then [30:03] when you get to where it's two lanes after the crosswalk. [30:08] Secondly I would that's a very dangerous area [30:13] in this city. And I I I just [30:17] I mean you should you know people say oh we'll address it we'll address [30:20] it it is a dangerous place. >> What was the result of your previous [30:24] discussions on this? Or was there a request? [30:28] » I believe there was a request to have a study. What they would have talked about [30:32] that and us you know the crossing things and traffic people. Hopefully not just [30:37] getting that through through a campaign. It's not going to be [30:41] easy. >> I understand. [30:45] » From a traffic perspective, do you have thoughts on this?
