I ended up re-watching the award-winning
[3:07] series Ted Lasso
for some comedic relief.
[3:13] For those unfamiliar with the show,
it is a heartwarming comedy-drama about
[3:18] an eternally optimistic American
football coach who moves to England and
[3:24] uses kindness, empathy, and positivity
to transform
[3:30] a struggling soccer team.
Now, you're probably wondering why I'm
[3:35] up here talking about a TV show instead
of talking about fixing the dam, the
[3:41] gate on the dam, and other important
village business.
[3:46] It's simple.
Sometimes you just have to step back,
[3:51] re-evaluate,
and recharge
[3:55] for that next challenge.
It's not only okay,
[4:00] but it's necessary.
You have in front of you a replica of
[4:05] the iconic believe sign that hangs in
the locker room in Ted Lasso.
[4:12] I hope it reminds you as our elected
representatives
[4:17] that leadership, trust,
teamwork,
[4:22] and believing in one another isn't just
part of the game,

not to speak. Uh but I have learned a
[5:30] lot since then,
and I'm sorry that uh Mr. De Waard is
[5:34] not here, because he and I exchanged
some emails, and uh
[5:39] few of you, I think, were included or
whatever. Uh but anyway, um
[5:45] I'm just here to, first of all, say I'm
glad there's another uh Ted Lasso fan
[5:51] and I coincidentally started watching
it. It's a series that came out in 2020
[5:58] and I had forgotten how good it was. So
uh
[6:02] the belief sign. Yeah.
The other thing I wanted to comment on,
[6:07] when I came to the meeting
um at the public works,
[6:11] a lady came up to me, Erin Bloom. I Is
she here tonight?
[6:17] Okay. So, we had a nice conversation.
And I she wrote a book. That's how
[6:23] famous all this damn stuff is. I have
only lived here in well, 2 and 1/2
[6:28] years. So, I have no history. I came to
the last board meeting open-minded and
[6:35] that's the way I want to continue. So,
this is, I would suggest, a great book.
[6:40] It's available at the library. I'm going
to take it back tomorrow. And I before I
[6:46] do that, I want to read one excerpt, if
I might,
[6:51] that uh
Erin wrote cuz there's a lot of
[6:57] information.
So,
[7:02] I'm just right Read the second part. So,
we are proud of the board and what they
[7:06] have accomplished in the past. We look
forward to a great future enhancements
[7:10] of the river starting with the fish
passage.
[7:15] Perhaps they would dredge upstream to
bring water
[7:20] and bring back the water sports the
Grafton once had. In this book, there's
[7:26] a picture of people water skiing
up in the mill pond.
[7:31] Um
perhaps Veterans Park can be rejuvenated
[7:36] with a warming house for families who
ice skate, cross country, etc.
[7:42] Establish in the center of the village
with vital businesses close by. It's a
[7:48] great park, hosts festivals, anytime. As
she says, the end the possibilities are
[7:54] endless. So, with that in mind, I
started doing some research that Mr. And
[8:02] Dorat had basically thought was a good
idea. So, that's where I went to the
[8:07] public works meeting last week, and I
did speak. And I spoke about things that
[8:13] I had found um and basically
um thought were good ideas
[8:20] at the time. So, I
basically suggested
[8:26] um
removal of the silt,
[8:30] possible vertical fish ladder,
and budgets utilizing the system that I
[8:38] think you guys have put in place. Where
you're looking in the future 5-year
[8:43] program, it's a rolling calendar. You
introduce new projects, etc. I would
[8:49] like to suggest that the Mill Pond and
the dam and the fish ladder be included
[8:55] in long-term thinking because there's no
way to accomplish, I think, all the
[9:00] things that people would like to see in
a short time frame. So, those were the
[9:05] things I I spoke about. Tonight, I just
want to mention one other thing. Um
[9:12] I didn't give up on my search for
answers to what I thought were some
[9:18] confusing things. And so, I wanted to
reach out and found that actually
[9:25] Ozaukee County has a commission of parks
and parks and recreation. Under that is
[9:31] a subcommittee that is in charge of the
watershed of the Milwaukee River. So, I
[9:38] was able to actually reach someone who
was there back in the day when all this
[9:43] started with
actually in 2008
[9:49] uh there was a
a request from the Village Board to
[9:54] Ozaukee about a fish path at the time or
a fish ladder, either one. So, they um
[10:03] at the time it was a time of stimulus
money. So, they had gotten like over 6
[10:08] million from the feds and they were
willing to take a portion of that to I
[10:16] guess help repair the dam and also to
look at the possibility of a fish
[10:21] pathway of some type. So, that started
things.
[10:27] But, the confusing part in
this is like
[10:31] it's a 220-page
report. This is just about the dam. And
[10:38] so, 2008
the Village engineer recommends the
[10:43] approval of a fish ladder at the dam.
The Village Board meets, passes a motion
[10:49] recommending support for the Village for
the the fish dam.
[10:54] Now, we move forward to
July. July 13th
[11:00] the Public Works Board meeting
recommends the Village Board
[11:06] uh approve the dam removal.
So, I'm not sure what was going on back
[11:13] there, but I think there must have been
a total disconnect. So, anyway, the good
[11:19] news is I have taken upon myself to
write some emails to some of the people
[11:25] at the DNR because they're the ones that
at the last minute deep-sixed the whole
[11:31] thing. And
Ozaukee County with their budget of you
[11:37] know, like 1 and 1/2 million, whatever
it was, to the to the construction of
[11:42] the fish pathway, uh had spent 300,000
of their money um through all kinds of
[11:50] things that were required. Uh studies
about could the fish actually swim in
[11:56] the dark and then reach the top of the
dam and and trap swim. The other thing,
[12:03] of course, which killed it was this
whole issue of the lampreys, uh fish
[12:09] lampreys. So, I'm not going to go into
all the detail of what I heard back from
[12:13] them because I think I want to wait
until something's decided to replace
[12:20] President. Thank you so much for your

the family and the car doesn't run, but
[13:21] somebody doesn't want to let the
mechanic go look at it.

Corey's at a uh trade show in Indiana.
[13:28] So, I'm just mentioning it to you guys.
He's going to uh email you guys and ask
[13:33] for permission to do that.
Um and then uh
[13:38] third thing was um
Mill Pond continuing improvements.
[13:44] Uh you know, obviously the gate needs to
be fixed. It needs to be fixed before
[13:47] winter, so it doesn't freeze, which will
damage it. Uh so, that has to be a
[13:51] priority, but in the long run, I think
everybody feels that that's an asset to
[13:55] the community. The Mill Pond, the
vision, it's our history.
[14:00] Um so, maybe we use this as an
opportunity for continuing improvements
[14:05] and uh possibly rename that. Years ago,
that was called Mill Pond Park. It was
[14:10] changed to Veterans Park. They put that
cannon there.
[14:13] We got another awesome park named
Centennial that
[14:16] doesn't really mean anything to anybody
that I know of.
[14:20] My idea, we should rename that Veterans
Park.
[14:24] Rename Mill Pond Park Mill Pond Park,
which is our history.
[14:27] And uh
as a benefit, when they have the
[14:30] parades, they don't have to go across
Highway 60.
[14:33] They go across the old bridge and not
shut down the whole town.
[14:36] Um we uh be a good time to dredge it.
Turn it back to what it was. Uh
[14:42] and then um
this last one may have had some alcohol
[14:46] involved, but
uh we did save that really cool old
[14:51] bridge. And we moved it up to Mill uh to
um Lime Kiln Park, which is awesome to
[14:57] save it.
Um
[15:00] but the village owns the land on both
sides.
[15:03] The side of the boat ramp and the other
side of the park.
[15:08] Again, there's some alcohol involved.
It would be really cool to move it back.
[15:13] Might not be able to reach all the way
across,
[15:16] but if you land it by the boat landing,
you could have 3/4 of it on the land,
[15:21] a quarter of it sticking out over river.
People could walk on it, take pictures,
[15:25] go fishing. You're putting the bridge
back to where it was. You kind of make
[15:29] that postcard image again.
Again, there's some alcohol involved,
[15:33] but I think that Mill Pond Park could
have
[15:37] a lot of improvements done. It is kind
of the heart of Grafton. It's kind of
[15:39] the picture of the town. So, uh thank

Although it's I don't believe we ever
[18:51] had a village president vacancy since
then. Um it uh lays out an application
[18:58] process, although that kind of looks
more like for a trustee position, not a
[19:03] village president position, but you
could do as you so choose. Um if you
[19:08] want to pick a trustee
um
[19:12] member to become the village president,
you certainly can do that. Um, there is
[19:16] a process laid out in the policy as to
how the vote goes and how you go ahead
[19:21] and do that. Or you could set a deadline
for an application to consider
[19:26] um
any citizen um that's eligible to serve
[19:30] um to do it. Those are kind of that's
step one or step A.
[19:35] And then um depending on what you do
there,
[19:38] um if you do select a trustee to become
the village president, then you would
[19:44] have a trustee vacancy because that
trustee has to vacate their position to
[19:48] become the trustee to serve out the rest
of the term through April of next year.
