There 43 00:04:53,040 --> 00:04:55,199 were two comments that were received in 44 00:04:55,199 --> 00:04:57,520 support of bringing back the rodeo. They 45 00:04:57,520 --> 00:05:00,240 will not be read, but they have been um 46 00:05:00,240 --> 00:05:02,080 entered into public record and they have 47 00:05:02,080 --> 00:05:03,919 been distributed to the council members. 48 00:05:03,919 --> 00:05:06,800 So, they have all seen those comments. 49 00:05:06,800 --> 00:05:08,960 Um 50 00:05:08,960 --> 00:05:11,520 the floor is open to the public to bring 51 00:05:11,520 --> 00:05:13,600 their concerns to the council. And if 52 00:05:13,600 --> 00:05:15,680 you are on Zoom and would like to make a 53 00:05:15,680 --> 00:05:18,240 comment, please use the raise your hand 54 00:05:18,240 --> 00:05:20,880 feature for that and Alicia will let you 55 00:05:20,880 --> 00:05:29,830 know when it is your turn to speak. 56 00:05:29,840 --> 00:05:32,880 Good evening. Uh my name is Kevin Casey, 57 00:05:32,880 --> 00:05:35,680 a citizen of Grantsville. Before this 58 00:05:35,680 --> 00:05:37,520 council votes tonight to raise our 59 00:05:37,520 --> 00:05:39,680 rates, I want to put seven years of city 60 00:05:39,680 --> 00:05:42,400 decisions on the record for the people 61 00:05:42,400 --> 00:05:44,639 because this is not a revenue problem. 62 00:05:44,639 --> 00:05:46,400 This is a planning and accountability 63 00:05:46,400 --> 00:05:48,479 problem. This has been a problem known 64 00:05:48,479 --> 00:05:50,960 since 2018, which equals 7 years of 65 00:05:50,960 --> 00:05:54,160 inaction by this body. In 2018, city 66 00:05:54,160 --> 00:05:55,840 officials and elected representatives 67 00:05:55,840 --> 00:05:57,680 knew we had a wastewater compliance 68 00:05:57,680 --> 00:05:59,759 problem. The state's phosphorous rules 69 00:05:59,759 --> 00:06:02,160 were known. The clock was ticking and 70 00:06:02,160 --> 00:06:04,960 yet seven years later, here we are with 71 00:06:04,960 --> 00:06:07,440 zero dollars budgeted for sewer capital 72 00:06:07,440 --> 00:06:10,880 improvements. 0% asset renewal funding 73 00:06:10,880 --> 00:06:12,639 confirmed in the city's own planning 74 00:06:12,639 --> 00:06:15,280 reports. A project cost has ballooned 75 00:06:15,280 --> 00:06:18,960 from 32 million in 2022 to 39 to 48 76 00:06:18,960 --> 00:06:21,360 million today, which is a direct 77 00:06:21,360 --> 00:06:24,000 consequence of this delay. 78 00:06:24,000 --> 00:06:27,120 A hard regulatory deadline of March 2029 79 00:06:27,120 --> 00:06:30,319 we now face and have no option. This was 80 00:06:30,319 --> 00:06:32,560 an absolute failure of planning and 81 00:06:32,560 --> 00:06:34,880 elected accountability. There has been 82 00:06:34,880 --> 00:06:38,080 time to plan, budget, and save, but the 83 00:06:38,080 --> 00:06:41,120 will was not there. Three of our elected 84 00:06:41,120 --> 00:06:42,800 representatives have been in their seats 85 00:06:42,800 --> 00:06:46,000 since 2022. Mayor Hammond, Council 86 00:06:46,000 --> 00:06:47,840 Member Butler, and Council Member 87 00:06:47,840 --> 00:06:50,160 Williams were all sworn in together in 88 00:06:50,160 --> 00:06:53,520 January 2022. All three were present and 89 00:06:53,520 --> 00:06:55,600 voting for four of these seven years. 90 00:06:55,600 --> 00:06:57,440 Every budget they approve funded 91 00:06:57,440 --> 00:06:59,440 bureaucratic growth while allocating 92 00:06:59,440 --> 00:07:01,039 zero dollars to the infrastructure 93 00:07:01,039 --> 00:07:04,080 crisis they knew existed. Elected 94 00:07:04,080 --> 00:07:06,240 accountability means you are responsible 95 00:07:06,240 --> 00:07:08,560 for what's happened on your watch, 96 00:07:08,560 --> 00:07:11,280 including what did not happen. 97 00:07:11,280 --> 00:07:13,199 While our infrastructure was neglected, 98 00:07:13,199 --> 00:07:15,520 the bureaucracy grew. What did our 99 00:07:15,520 --> 00:07:17,759 representatives vote for and approved 100 00:07:17,759 --> 00:07:19,680 during those years while the sewer 101 00:07:19,680 --> 00:07:22,000 problem went unressed? Well, the city 102 00:07:22,000 --> 00:07:26,319 budget grew by 84% from 11.3 to 20.8 103 00:07:26,319 --> 00:07:28,880 million. Employee compensation growth 104 00:07:28,880 --> 00:07:31,039 has grown 85%. 105 00:07:31,039 --> 00:07:34,479 And staffing growth has grown 45%. 106 00:07:34,479 --> 00:07:36,960 Spending grew 84%. 107 00:07:36,960 --> 00:07:39,759 Staffing grew 45% while the population 108 00:07:39,759 --> 00:07:42,560 has only grown 30%. 109 00:07:42,560 --> 00:07:44,960 The city's response to all of this has 110 00:07:44,960 --> 00:07:48,160 been zero accountability yet 100% 111 00:07:48,160 --> 00:07:50,560 extraction from the taxpayers. Faced 112 00:07:50,560 --> 00:07:52,400 with a crisis entirely of its own 113 00:07:52,400 --> 00:07:54,240 making, the city has proposed one 114 00:07:54,240 --> 00:07:57,280 solution. We, the citizens, pay more. 115 00:07:57,280 --> 00:07:59,440 What has not been proposed, discussed, 116 00:07:59,440 --> 00:08:01,520 or even mentioned by city officials or 117 00:08:01,520 --> 00:08:03,520 these elected representatives, is no 118 00:08:03,520 --> 00:08:06,000 spending reductions of any kind. No 119 00:08:06,000 --> 00:08:08,400 hiring freeze despite staffing growth 120 00:08:08,400 --> 00:08:10,400 already outpacing our population by a 121 00:08:10,400 --> 00:08:13,599 factor of 1.5. No reduction in the 40% 122 00:08:13,599 --> 00:08:16,080 of the budget consumed by payroll. Not 123 00:08:16,080 --> 00:08:18,160 even an acknowledgment that seven years 124 00:08:18,160 --> 00:08:20,080 of zero capital reinvestment was a 125 00:08:20,080 --> 00:08:22,720 mistake. Every solution presented 126 00:08:22,720 --> 00:08:26,319 instead extracts more from us. A 147% 127 00:08:26,319 --> 00:08:28,560 sewer rate increase over four years, 128 00:08:28,560 --> 00:08:30,879 higher impact fees ultimately absorbed 129 00:08:30,879 --> 00:08:33,039 by the homeowner, and long-term bond 130 00:08:33,039 --> 00:08:35,760 debt placed on our public balance sheet. 131 00:08:35,760 --> 00:08:38,240 Every solution, or I'm sorry, the city 132 00:08:38,240 --> 00:08:40,560 has failed to plan and the city refuses 133 00:08:40,560 --> 00:08:42,240 to share in the burden of its own 134 00:08:42,240 --> 00:08:44,800 causing. Yet, the city expects citizens 135 00:08:44,800 --> 00:08:46,959 to pay for both the failure and the 136 00:08:46,959 --> 00:08:49,920 solution with no reduction or correction 137 00:08:49,920 --> 00:08:51,440 in the government that caused this 138 00:08:51,440 --> 00:08:54,080 problem. The question this council must 139 00:08:54,080 --> 00:08:56,800 answer, the citizens, neither old or 140 00:08:56,800 --> 00:08:59,440 new, caused this crisis. We were not 141 00:08:59,440 --> 00:09:01,120 consulted on why the city failed to 142 00:09:01,120 --> 00:09:03,360 budget and plan for this. We were not 143 00:09:03,360 --> 00:09:05,040 given a choice between growing city 144 00:09:05,040 --> 00:09:07,760 staff by 45% or funding our own sewer 145 00:09:07,760 --> 00:09:09,920 system, but we are being handed the 146 00:09:09,920 --> 00:09:13,120 bill. Before voting to raise our rates 147 00:09:13,120 --> 00:09:14,959 again, this council owes us a direct 148 00:09:14,959 --> 00:09:17,120 answer. What specific spending 149 00:09:17,120 --> 00:09:19,040 reductions, hiring freezes, or budget 150 00:09:19,040 --> 00:09:20,959 cuts is the city prepared to make to 151 00:09:20,959 --> 00:09:22,720 share in the burden of its own failure 152 00:09:22,720 --> 00:09:25,600 to plan? As I have stated numerous times 153 00:09:25,600 --> 00:09:27,839 from this podium, the bureaucracies do 154 00:09:27,839 --> 00:09:30,640 not restrain themselves. They expand, 155 00:09:30,640 --> 00:09:33,360 which is precisely why you were elected 156 00:09:33,360 --> 00:09:35,839 to impose discipline, protect us, the 157 00:09:35,839 --> 00:09:38,000 taxpayers. If the only tools this 158 00:09:38,000 --> 00:09:40,240 council will use are rate increases and 159 00:09:40,240 --> 00:09:42,640 new debt, we deserve to know that 160 00:09:42,640 --> 00:09:44,959 plainly so that everyone in this room 161 00:09:44,959 --> 00:09:46,560 and everyone in this city knows the kind 162 00:09:46,560 --> 00:09:49,360 of representation in government we have. 163 00:09:49,360 --> 00:09:50,800 This is a direct demand for 164 00:09:50,800 --> 00:09:53,200 accountability and this is not rhetoric. 165 00:09:53,200 --> 00:09:54,800 This is directly from the city's own 166 00:09:54,800 --> 00:09:58,720 numbers and own budgets. Thank you. 167 00:09:58,720 --> 00:10:01,920 >> Thank you. Um, multiple false statements 168 00:10:01,920 --> 00:10:03,920 were made in that claim, but we will 169 00:10:03,920 --> 00:10:05,839 address those when we get to the sewer 170 00:10:05,839 --> 00:10:07,360 treatment discussion. Are there any 171 00:10:07,360 --> 00:10:12,710 other comments? 172 00:10:12,720 --> 00:10:15,120 » Uh, before I start, is it can 173 00:10:15,120 --> 00:10:16,000 >> you state your name, please? 174 00:10:16,000 --> 00:10:17,120 >> Oh, Caleb Martin. 175 00:10:17,120 --> 00:10:17,680 >> Thank you. 176 00:10:17,680 --> 00:10:19,680 >> Uh, can the public comment be about any 177 00:10:19,680 --> 00:10:20,800 concern in the city? 178 00:10:20,800 --> 00:10:21,200 >> Yes. 179 00:10:21,200 --> 00:10:25,040 >> Okay. Uh so I'm concerned about 180 00:10:25,040 --> 00:10:28,560 uh car dependence in our city where 181 00:10:28,560 --> 00:10:31,120 uh everyone drives a car which makes it 182 00:10:31,120 --> 00:10:33,360 more unsafe. There were over 60,000 car 183 00:10:33,360 --> 00:10:38,160 crashes in Utah in 2023 alone and you 184 00:10:38,160 --> 00:10:40,079 know our our streets are built super 185 00:10:40,079 --> 00:10:43,120 wide. I measured my own road outside of 186 00:10:43,120 --> 00:10:46,880 my house. It's like about 14 ft wide and 187 00:10:46,880 --> 00:10:48,720 highways are about 12 ft wide. So it 188 00:10:48,720 --> 00:10:50,959 encourages speeding 189 00:10:50,959 --> 00:10:55,040 also. uh everything is spread out so 190 00:10:55,040 --> 00:10:59,030 people have to drive 191 00:10:59,040 --> 00:11:01,360 uh because and then it's spread out 192 00:11:01,360 --> 00:11:03,360 because of uklidian zoning which like 193 00:11:03,360 --> 00:11:05,680 separates residential commercial all of 194 00:11:05,680 --> 00:11:08,240 that uh as well as having parking 195 00:11:08,240 --> 00:11:10,399 minimums which states that every 196 00:11:10,399 --> 00:11:14,320 business must have so many parking lots. 197 00:11:14,320 --> 00:11:16,399 Um, and most of the time it goes unused, 198 00:11:16,399 --> 00:11:19,360 which just generates infrastructure 199 00:11:19,360 --> 00:11:21,200 costs and it does not generate any tax 200 00:11:21,200 --> 00:11:23,360 revenue in return. 201 00:11:23,360 --> 00:11:26,550 >> Um, 202 00:11:26,560 --> 00:11:28,240 yeah, that's about it. 203 00:11:28,240 --> 00:11:30,560 >> I I applaud you as a youth having the 204 00:11:30,560 --> 00:11:32,079 courage to come and speak. I 219 00:12:09,120 --> 00:12:10,720 competed here and I won many trophies 220 00:12:10,720 --> 00:12:13,279 and belt buckles and I even earned my 221 00:12:13,279 --> 00:12:15,200 first high school rodeial belt buckle 222 00:12:15,200 --> 00:12:17,440 right here in Gratzville. 223 00:12:17,440 --> 00:12:19,440 Six years ago, my family decided to move 224 00:12:19,440 --> 00:12:22,399 here and I was very proud that the arena 225 00:12:22,399 --> 00:12:24,800 was just down the street. 226 00:12:24,800 --> 00:12:26,720 That's why I strongly support bringing a 227 00:12:26,720 --> 00:12:29,440 hometown rodeo back to our community. 228 00:12:29,440 --> 00:12:31,600 Rodeos preserve our western heritage and 229 00:12:31,600 --> 00:12:33,279 keep those traditions alive for the next 230 00:12:33,279 --> 00:12:36,240 generation. They build community pride 231 00:12:36,240 --> 00:12:38,399 by bringing families together, 232 00:12:38,399 --> 00:12:41,120 neighbors, and local businesses. 233 00:12:41,120 --> 00:12:44,000 They also provide an economic boost by 234 00:12:44,000 --> 00:12:45,920 drawing visitors 235 00:12:45,920 --> 00:12:47,600 and they offer family-friendly 236 00:12:47,600 --> 00:12:52,800 environment where people of all ages, can come out and 237 00:12:52,800 --> 00:12:56,560 enjoy. Thank you. Any 242 00:13:06,079 --> 00:13:10,629 additional comments? 243 00:13:10,639 --> 00:13:12,959 » I'm Tracy Haw and I'm also in favor of 244 00:13:12,959 --> 00:13:16,079 bringing back the rodeo. That's it. 245 00:13:16,079 --> 00:13:17,680 >> Same same kind of reasons. 246 00:13:17,680 --> 00:13:19,120 >> Same exact reason. 247 00:13:19,120 --> 00:13:27,509 >> Thank you. 248 00:13:27,519 --> 00:13:30,560 » Yep. Mark Nielson, president of 249 00:13:30,560 --> 00:13:34,880 Gransville. So, uh um um I like the idea 250 00:13:34,880 --> 00:13:38,079 of the rodeo myself, but uh no offense 251 00:13:38,079 --> 00:13:40,639 people or anything, but man, I come from 252 00:13:40,639 --> 00:13:43,200 a smaller town than this. And our 253 00:13:43,200 --> 00:13:45,040 facility was a lot bigger. We had a lot 254 00:13:45,040 --> 00:13:47,440 more stuff. And I mean, I wish you guys 255 00:13:47,440 --> 00:13:49,200 could have the rodeo because man, I'm 256 00:13:49,200 --> 00:13:52,480 all old farm boy myself, but I just 257 00:13:52,480 --> 00:13:53,920 don't see Yeah, you guys aren't even 258 00:13:53,920 --> 00:13:55,920 close to what we had back home. And 259 00:13:55,920 --> 00:13:59,279 yeah, and you guys even got five times 260 00:13:59,279 --> 00:14:02,480 the population, too. So, but anyway, I 261 00:14:02,480 --> 00:14:03,839 have to agree with the first gentleman 262 00:14:03,839 --> 00:14:06,399 that spoke out. There's some public 263 00:14:06,399 --> 00:14:08,560 concerns here that need to be addressed. 264 00:14:08,560 --> 00:14:11,440 Um um and then the gentleman that 265 00:14:11,440 --> 00:14:14,160 brought up on our roads, man. Um like 266 00:14:14,160 --> 00:14:15,680 the gentleman said, you guys are city 267 00:14:15,680 --> 00:14:16,720 council. You're supposed to be 268 00:14:16,720 --> 00:14:19,920 representing us. And um 269 00:14:19,920 --> 00:14:22,160 I'm sure you guys live around here or 270 00:14:22,160 --> 00:14:24,079 travel, whatever. But I mean, you guys 271 00:14:24,079 --> 00:14:25,760 are actually the first city I've ever 272 00:14:25,760 --> 00:14:28,720 been to or or even my boys have worked 273 00:14:28,720 --> 00:14:31,519 at. And uh you don't have a bypass road 274 00:14:31,519 --> 00:14:33,440 for all your truckers. You guys bring 275 00:14:33,440 --> 00:14:35,360 them right down here on the main street. 276 00:14:35,360 --> 00:14:37,199 Uh that's wear and tear on your roads 277 00:14:37,199 --> 00:14:39,519 and everything. Your structural uh um 278 00:14:39,519 --> 00:14:41,440 your engineers, your planners, the 279 00:14:41,440 --> 00:14:42,639 planning people, they ought to know 280 00:14:42,639 --> 00:14:44,720 this. Uh kind of weird because I follow 281 00:14:44,720 --> 00:14:46,480 so many of the truckers because I don't 282 00:14:46,480 --> 00:14:48,639 work. I'm the slacker freeloader. saying 283 00:14:48,639 --> 00:14:50,560 I follow so many trucks, man, going out 284 00:14:50,560 --> 00:14:52,399 to the Walmart and down that main 285 00:14:52,399 --> 00:14:53,920 highway where they can come that back 286 00:14:53,920 --> 00:14:56,160 road and I mean alleviate a lot of this 287 00:14:56,160 --> 00:14:57,839 traffic and these accidents that are 288 00:14:57,839 --> 00:15:01,120 happening kind of flabbergasted that the 289 00:15:01,120 --> 00:15:03,040 last five years that now you guys got 290 00:15:03,040 --> 00:15:05,199 main traffic going down this road here. 291 00:15:05,199 --> 00:15:06,959 That absolutely makes no sense when you 292 00:15:06,959 --> 00:15:08,320 got another road that they can go down 293 00:15:08,320 --> 00:15:11,279 on. And the second thing is is the 294 00:15:11,279 --> 00:15:14,800 gentleman here uh uh accountability. Um 295 00:15:14,800 --> 00:15:16,480 everyone's accountability. It doesn't 296 00:15:16,480 --> 00:15:18,560 matter who went or how many years goes 297 00:15:18,560 --> 00:15:21,199 by. And now you guys are putting a 298 00:15:21,199 --> 00:15:24,399 burden on the uh um uh uh people because 299 00:15:24,399 --> 00:15:27,120 of the sewer thing. Well, last year I 300 00:15:27,120 --> 00:15:29,279 had to go and report to the city that 301 00:15:29,279 --> 00:15:32,000 you had people that was stealing water 302 00:15:32,000 --> 00:15:34,240 out of your guys' houses out here. Had 303 00:15:34,240 --> 00:15:36,240 the connections to go right to your to 304 00:15:36,240 --> 00:15:38,160 the fire hydrant and was filling their 305 00:15:38,160 --> 00:15:40,000 uh water trucks to do these water 306 00:15:40,000 --> 00:15:42,639 projects out here. um that's money that 307 00:15:42,639 --> 00:15:44,639 we're paying, you know, the water, the 308 00:15:44,639 --> 00:15:46,720 cleaning and everything, but nothing 309 00:15:46,720 --> 00:15:49,120 seems to be important, you know. So, I'm 310 00:15:49,120 --> 00:15:51,519 a little confused why you guys are 311 00:15:51,519 --> 00:15:53,600 asking, you know, for us for an increase 312 00:15:53,600 --> 00:15:55,839 when we have all this other stuff. And 313 00:15:55,839 --> 00:15:59,040 it took us over two times before, you 314 00:15:59,040 --> 00:16:00,880 know, hey, they had to have the uh 315 00:16:00,880 --> 00:16:03,040 counter on the vehic or on the on the 316 00:16:03,040 --> 00:16:04,399 hose that they was filling up the truck 317 00:16:04,399 --> 00:16:06,399 so forth and that. But I mean, it was 318 00:16:06,399 --> 00:16:08,240 funny that we go, we're taking pictures 319 00:16:08,240 --> 00:16:09,759 of these guys and they know what's going 320 00:16:09,759 --> 00:16:12,160 on. And by the time we go from, we'll 321 00:16:12,160 --> 00:16:14,079 say, let's see here, where the dollar 322 00:16:14,079 --> 00:16:16,880 store is down to the city office. We go 323 00:16:16,880 --> 00:16:18,639 from there back, they've already picked 324 00:16:18,639 --> 00:16:20,399 up and moved, you know, we got the 325 00:16:20,399 --> 00:16:21,839 pictures and everything that we showed. 326 00:16:21,839 --> 00:16:24,160 And like I said, you guys are confusing 327 00:16:24,160 --> 00:16:26,160 because you guys aren't addressing 328 00:16:26,160 --> 00:16:28,720 anything and stealing. Hey, that that's 329 00:16:28,720 --> 00:16:30,720 a crime. Like I said, no one's above 330 00:16:30,720 --> 00:16:33,279 that. So, uh, so yeah. And you guys 331 00:16:33,279 --> 00:16:34,639 can't say you're not aware of it because 332 00:16:34,639 --> 00:16:36,320 like I said, it happened two times last 333 00:16:36,320 --> 00:16:38,399 year. You guys have to be aware of it. 334 00:16:38,399 --> 00:16:40,480 You can't sit here and say, "No, I I 335 00:16:40,480 --> 00:16:42,000 don't I'm not aware of it." I mean, 336 00:16:42,000 --> 00:16:43,680 that's like the thing I brought up of 337 00:16:43,680 --> 00:16:47,440 the uh um violating people's rights and 338 00:16:47,440 --> 00:16:50,399 the civil rights and that violating them 339 00:16:50,399 --> 00:16:53,040 in that. Not one of you even asked then, 340 00:16:53,040 --> 00:16:54,800 hey, what what what's going on? What is 341 00:16:54,800 --> 00:16:56,720 it? You know, the handicap around here 342 00:16:56,720 --> 00:16:58,639 is terrible. It's not up to date. And 343 00:16:58,639 --> 00:16:59,920 you guys for the last four or five 344 00:16:59,920 --> 00:17:03,759 years, because like I said, I've got the videos, everything. It's on tape, 345 00:17:03,759 --> 00:17:06,160 man. You guys haven't done anything. You 346 00:17:06,160 --> 00:17:08,959 don't care. You have to care. That's a 347 00:17:08,959 --> 00:17:11,760 federal law. I mean, like like the 348 00:17:11,760 --> 00:17:14,240 gentleman said, no one is above the law, 349 00:17:14,240 --> 00:17:16,000 you know. Let's get our stuff together. 350 00:17:16,000 --> 00:17:18,480 You got too many people moving in. Thank 351 00:17:18,480 --> 00:17:19,280 you. 352 00:17:19,280 --> 00:17:28,390 >> Thank you. 353 00:17:28,400 --> 00:17:29,520 No, go ahead. 354 00:17:29,520 --> 00:17:30,960 >> Sorry. 355 00:17:30,960 --> 00:17:33,280 >> Um, I'll make this really quick, but I 356 00:17:33,280 --> 00:17:35,840 just want to say that uh I'm Sam Martin 357 00:17:35,840 --> 00:17:39,600 and uh I support uh my or I second my 358 00:17:39,600 --> 00:17:41,200 brother's 359 00:17:41,200 --> 00:17:44,400 um statements. I think that 360 00:17:44,400 --> 00:17:48,320 um transportation of any kind, whether 361 00:17:48,320 --> 00:17:53,200 it be just normal walking, cars, um 362 00:17:53,200 --> 00:17:55,919 public transit or whatever, you know, it 363 00:17:55,919 --> 00:18:00,320 should be safe as safe as possible. And 364 00:18:00,320 --> 00:18:04,720 um it it should be 365 00:18:04,720 --> 00:18:07,440 reasonably done to an extent to be safe 366 00:18:07,440 --> 00:18:10,240 while still um not being of course 367 00:18:10,240 --> 00:18:11,840 impractical, right? and that type of 368 00:18:11,840 --> 00:18:13,039 thing. I can't even How many names 404 00:19:52,400 --> 00:19:53,520 do we have so far? 405 00:19:53,520 --> 00:19:55,200 >> A little over,200. 406 00:19:55,200 --> 00:19:58,400 >> So yeah, we have a little over,200 names 407 00:19:58,400 --> 00:20:00,400 of local veterans that will go on that 408 00:20:00,400 --> 00:20:02,559 wall so far. And that's just the tip of 409 00:20:02,559 --> 00:20:05,120 the iceberg. We haven't got everyone. We 410 00:20:05,120 --> 00:20:07,360 and we encourage the community to submit 411 00:20:07,360 --> 00:20:10,400 those names. We've got forms on the city 412 00:20:10,400 --> 00:20:13,280 website where you can submit those names 413 00:20:13,280 --> 00:20:15,679 of of your loved ones, your veterans 414 00:20:15,679 --> 00:20:19,679 that are from here in Grantsville. So, 415 00:20:19,679 --> 00:20:22,080 just I I hope that and that you'll 416 00:20:22,080 --> 00:20:24,400 continue to support us and we can see 417 00:20:24,400 --> 00:20:28,000 this accomplished here pretty sooner 418 00:20:28,000 --> 00:20:31,200 rather than later. And the second thing 419 00:20:31,200 --> 00:20:34,320 I honestly I'm glad you got in your 420 00:20:34,320 --> 00:20:41,039 seats. Um, as far as like I I I I think 421 00:20:41,039 --> 00:20:45,520 it's it's hard to look past all the 422 00:20:45,520 --> 00:20:48,320 inner workings that are happening and 423 00:20:48,320 --> 00:20:50,159 all of the things that you all the 424 00:20:50,159 --> 00:20:52,000 moving pieces that you've got to keep in 425 00:20:52,000 --> 00:20:57,039 place. Um, I know I I do wish we had 426 00:20:57,039 --> 00:20:59,679 this water wastewater treatment plant 427 00:20:59,679 --> 00:21:01,440 built already because it is something 428 00:21:01,440 --> 00:21:03,840 we've been working on for quite a few 429 00:21:03,840 --> 00:21:07,919 years. And um, and that's the beauty of 430 00:21:07,919 --> 00:21:10,799 government is that it takes 431 00:21:10,799 --> 00:21:12,799 time, right? You had to go through these 432 00:21:12,799 --> 00:21:15,280 different processes. Um, just one thing 433 00:21:15,280 --> 00:21:17,840 that I would encourage you to because I 434 00:21:17,840 --> 00:21:20,320 get it. we need it and we've got to pay 435 00:21:20,320 --> 00:21:22,240 for it somehow and and I I understand 436 00:21:22,240 --> 00:21:26,880 the rate increases, but um if you would 437 00:21:26,880 --> 00:21:29,360 consider researching if there's a 438 00:21:29,360 --> 00:21:34,400 possibility to have a fee reduction and 439 00:21:34,400 --> 00:21:37,600 you could set the criteria for um the 440 00:21:37,600 --> 00:21:41,520 elderly for you know like you you decide 441 00:21:41,520 --> 00:21:44,400 on that but um that those are the people 442 00:21:44,400 --> 00:21:47,280 that I worry about the most um with the 443 00:21:47,280 --> 00:21:50,320 property tax increases. Um, you know, 444 00:21:50,320 --> 00:21:53,200 like different socioeconomic groups and 445 00:21:53,200 --> 00:21:55,679 the elderly. Like if you could research 446 00:21:55,679 --> 00:21:58,159 what other cities have done or what we 447 00:21:58,159 --> 00:22:00,799 could do here in Grantsville to maybe 448 00:22:00,799 --> 00:22:03,200 reduce those those fees for those 449 00:22:03,200 --> 00:22:05,919 people, I think that would help our 450 00:22:05,919 --> 00:22:08,000 community and we can still get the 451 00:22:08,000 --> 00:22:10,799 things we need without hurting the most 452 00:22:10,799 --> 00:22:12,799 vulnerable in our community. Thank you 453 00:22:12,799 --> 00:22:23,029 for the work you do. 454 00:22:23,039 --> 00:22:26,320 Good evening, Lorine Simpson, citizen. 455 00:22:26,320 --> 00:22:27,919 So, 456 00:22:27,919 --> 00:22:31,120 several meetings ago, I had asked a few 457 00:22:31,120 --> 00:22:33,760 questions. Um, 458 00:22:33,760 --> 00:22:36,000 but I first off want to say on the 459 00:22:36,000 --> 00:22:39,919 rodeo, I too grew up in a small town in 460 00:22:39,919 --> 00:22:44,080 the country, Wyoming, beautiful, and we 461 00:22:44,080 --> 00:22:47,039 had wonderful rodeos. 462 00:22:47,039 --> 00:22:49,280 Um, I'm not opposed to having the rodeo 463 00:22:49,280 --> 00:22:51,360 come back. I think it would be great, 464 00:22:51,360 --> 00:22:53,600 but my question is, where's the funding 465 00:22:53,600 --> 00:22:57,840 coming from to support that? and what 466 00:22:57,840 --> 00:22:59,919 else can you do to raise funds to 467 00:22:59,919 --> 00:23:03,919 support bringing the rodeo back? Um 468 00:23:03,919 --> 00:23:07,440 there I asked before on the sold water 469 00:23:07,440 --> 00:23:09,039 shares 470 00:23:09,039 --> 00:23:13,200 uh $18 million I believe. What is the 471 00:23:13,200 --> 00:23:16,559 city's plans to do with that money? 472 00:23:16,559 --> 00:23:19,440 because if it's going for something 473 00:23:19,440 --> 00:23:22,400 other than alleviating the burden on the 474 00:23:22,400 --> 00:23:26,159 citizens for that treatment plant 475 00:23:26,159 --> 00:23:30,240 that should be heavily reconsidered. Um 476 00:23:30,240 --> 00:23:34,799 it should go to that and strictly for 477 00:23:34,799 --> 00:23:39,520 nothing else but that. Um, I also asked 478 00:23:39,520 --> 00:23:44,960 you, Mayor Hammond, who we can contact 479 00:23:44,960 --> 00:23:49,039 at the Capitol, senators, um, 480 00:23:49,039 --> 00:23:52,240 congressmen, anybody that we could write 481 00:23:52,240 --> 00:23:57,200 to to stress our concerns 482 00:23:57,200 --> 00:24:01,200 and ask for assistance from the state 483 00:24:01,200 --> 00:24:03,520 and let them know 484 00:24:03,520 --> 00:24:06,720 what um, predicament that this city is 485 00:24:06,720 --> 00:24:08,400 in and what how you're putting the 486 00:24:08,400 --> 00:24:11,120 citizens 487 00:24:11,120 --> 00:24:12,480 a financial burden. 488 00:24:12,480 --> 00:24:14,080 >> May I interrupt you for just a second on 489 00:24:14,080 --> 00:24:14,880 that? 490 00:24:14,880 --> 00:24:17,600 >> I have spoke with many senators and with 491 00:24:17,600 --> 00:24:20,159 their staff many people at the state 492 00:24:20,159 --> 00:24:22,159 just in the last week doing everything 493 00:24:22,159 --> 00:24:24,480 we can to address that issue and we'll 494 00:24:24,480 --> 00:24:26,640 be discussing that more as we get to 495 00:24:26,640 --> 00:24:31,360 that topic. I I have worked at a company 496 00:24:31,360 --> 00:24:33,919 for 30 years 497 00:24:33,919 --> 00:24:37,360 and have been a union member of that 498 00:24:37,360 --> 00:24:40,799 company for 30 years and I know the 499 00:24:40,799 --> 00:24:44,880 power of voice and lobbying 500 00:24:44,880 --> 00:24:48,640 can it can work wonders but yet we have 501 00:24:48,640 --> 00:24:52,400 not I asked you said you didn't know 502 00:24:52,400 --> 00:24:54,080 when I asked you 503 00:24:54,080 --> 00:24:57,360 >> and I've since I find that fault 504 00:24:57,360 --> 00:25:00,480 statement because I believe you did know 505 00:25:00,480 --> 00:25:04,720 when I asked you. Um, 506 00:25:04,720 --> 00:25:06,720 we need to get that out there so that 507 00:25:06,720 --> 00:25:11,760 all the citizens can send a postcard, 508 00:25:11,760 --> 00:25:15,600 make a phone call, anything because when 509 00:25:15,600 --> 00:25:18,880 they hear from 510 00:25:18,880 --> 00:25:22,640 5,000 6,000 people, it makes a 511 00:25:22,640 --> 00:25:25,679 difference rather than hearing from a 512 00:25:25,679 --> 00:25:27,679 few, you know. 513 00:25:27,679 --> 00:25:30,720 >> I agree. And so that information needs 514 00:25:30,720 --> 00:25:34,400 to be given to us so that we can start 515 00:25:34,400 --> 00:25:38,480 doing our part to alleviate this cost 516 00:25:38,480 --> 00:25:42,000 and stuff. But I would like an answer on 517 00:25:42,000 --> 00:25:45,279 the money from the water shares. 518 00:25:45,279 --> 00:25:48,400 How you going to fund the rodeo and a 519 00:25:48,400 --> 00:25:50,240 precedence? Everything takes a 520 00:25:50,240 --> 00:25:53,279 precedence and you need to put 521 00:25:53,279 --> 00:25:56,320 what's the most important thing and then 522 00:25:56,320 --> 00:25:58,799 go down. What is second important? What 523 00:25:58,799 --> 00:26:01,520 is third? What can we set off for a 524 00:26:01,520 --> 00:26:06,880 later date? Because um there has to be a 525 00:26:06,880 --> 00:26:09,679 plan and you can't just, 526 00:26:09,679 --> 00:26:13,120 you know, I want this to happen and so 527 00:26:13,120 --> 00:26:15,440 I'm going to ask for the funds. There's 528 00:26:15,440 --> 00:26:17,440 a priority and we need to stick to that 529 00:26:17,440 --> 00:26:19,360 priority and that's up to you guys to 530 00:26:19,360 --> 00:26:21,520 tell us what it is. What's your 531 00:26:21,520 --> 00:26:34,390 priority? Thank you. Thank you. 532 00:26:34,400 --> 00:26:37,760 Hi, I'm Arlene Mayor and first of all, I 533 00:26:37,760 --> 00:26:40,000 want to say that I hope that you will 534 00:26:40,000 --> 00:26:43,200 approve the funding for the veterans 535 00:26:43,200 --> 00:26:46,880 committee. Um, I just think it's 536 00:26:46,880 --> 00:26:50,000 Grantsville is quite a large community 537 00:26:50,000 --> 00:26:52,880 these days. And before we started this 538 00:26:52,880 --> 00:26:54,799 project, my husband and I went to all 539 00:26:54,799 --> 00:26:57,600 the outlying communities around here. 540 00:26:57,600 --> 00:27:01,120 Stockton has a veterans park. Um, Vernon 541 00:27:01,120 --> 00:27:06,080 has a veterans park. They're all tiny little towns and yet they all have 542 00:27:06,080 --> 00:27:08,720 that. And I think it it's really 543 00:27:08,720 --> 00:27:11,039 important that Grantsville start to 544 00:27:11,039 --> 00:27:12,960 honor its veterans. and I hope that you 545 00:27:12,960 --> 00:27:14,960 will improve the funding to start this 546 00:27:14,960 --> 00:27:17,360 project. We have been a lot of years 547 00:27:17,360 --> 00:27:20,320 working on this and many of our 548 00:27:20,320 --> 00:27:22,159 committee members have actually dipped 549 00:27:22,159 --> 00:27:24,000 into their own pockets to try to get 550 00:27:24,000 --> 00:27:26,720 this going. So, I really hope that this 551 00:27:26,720 --> 00:27:29,679 will get approved so that we can 552 00:27:29,679 --> 00:27:32,640 actually see something happening and 553 00:27:32,640 --> 00:27:35,360 that we will get this done eventually. 554 00:27:35,360 --> 00:27:38,640 I'm hoping sooner than later, but I 555 00:27:38,640 --> 00:27:40,960 realize how slow sometimes wheels turn, 556 00:27:40,960 --> 00:27:43,840 but I really hope that this will be a 557 00:27:43,840 --> 00:27:46,960 step towards getting us going towards 558 00:27:46,960 --> 00:27:50,799 getting this finished eventually. Um the 559 00:27:50,799 --> 00:27:52,400 second thing I just want to comment on 560 00:27:52,400 --> 00:27:57,520 is the rodeo. Um I have personally put 561 00:27:57,520 --> 00:28:00,880 together over probably 20 rodeos. I was 562 00:28:00,880 --> 00:28:02,880 the rodeo club adviser for Grantsville 563 00:28:02,880 --> 00:28:07,200 High School for 12 years and I put on 564 00:28:07,200 --> 00:28:09,360 high school rodeos. We also did a 565 00:28:09,360 --> 00:28:11,679 jackpot for probably five or six years, 566 00:28:11,679 --> 00:28:13,760 maybe 10 years. I can't remember. I'm 567 00:28:13,760 --> 00:28:15,760 getting old. Uh I'm one of the senior 568 00:28:15,760 --> 00:28:19,279 citizens that was mentioned, but 569 00:28:19,279 --> 00:28:23,279 um I' I've hated seeing the arena wasted 570 00:28:23,279 --> 00:28:25,600 down there. So, I would love to see a 571 00:28:25,600 --> 00:28:28,640 rodeo come back. Um I just hope that you 572 00:28:28,640 --> 00:28:31,919 all realize what a big chunk that is to 573 00:28:31,919 --> 00:28:34,399 chew. I've been there, done that. I know 574 00:28:34,399 --> 00:28:36,320 the work that's involved. I know the 575 00:28:36,320 --> 00:28:38,799 cost that's involved, but I would like 576 00:28:38,799 --> 00:28:40,399 to see it come back and I would like to 577 00:28:40,399 --> 00:28:42,960 see the arena fixed up again to where 578 00:28:42,960 --> 00:28:45,679 that's a feasible option. Um, the only 579 00:28:45,679 --> 00:28:48,640 reason we quit was because the state 580 00:28:48,640 --> 00:28:51,039 high school, Utah high school state 581 00:28:51,039 --> 00:28:52,799 association mandated that we go up to 582 00:28:52,799 --> 00:28:55,600 Desireette Peak and so it broke our 583 00:28:55,600 --> 00:28:58,320 hearts to leave our little hometown and 584 00:28:58,320 --> 00:29:01,120 go up there. And uh, when my daughters 585 00:29:01,120 --> 00:29:03,760 quit rodeoing, that's when I decided 586 00:29:03,760 --> 00:29:04,960 that's it. I don't want to go to 587 00:29:04,960 --> 00:29:06,399 Desireette Peak. I don't have children 588 00:29:06,399 --> 00:29:09,760 involved anymore. But I hope that it can 589 00:29:09,760 --> 00:29:12,000 be brought back and that it will be an 590 00:29:12,000 --> 00:29:13,840 event that Grantsville can be proud of 591 00:29:13,840 --> 00:29:16,559 and that we can continue. Um I'm here 637 00:31:32,960 --> 00:31:36,399 about the sewer um meeting tonight. Um 638 00:31:36,399 --> 00:31:39,760 in the letter that we got from the city, 639 00:31:39,760 --> 00:31:42,960 it says that the cost of a new fine 640 00:31:42,960 --> 00:31:45,919 bubble diffuser biological nutrient 641 00:31:45,919 --> 00:31:49,600 removal treatment facility with tear 642 00:31:49,600 --> 00:31:52,320 tiari didn't know that word filtration 643 00:31:52,320 --> 00:31:54,399 and disinfection. It's called the 644 00:31:54,399 --> 00:31:56,000 project. 645 00:31:56,000 --> 00:32:01,200 My question is, this system that we're putting in 646 00:32:01,200 --> 00:32:04,320 with the sewer with this with the sewer 647 00:32:04,320 --> 00:32:08,080 um containment project in the system 648 00:32:08,080 --> 00:32:12,799 that is filtering? Do we need this type 649 00:32:12,799 --> 00:32:16,399 of filtration system? Is it the system 650 00:32:16,399 --> 00:32:18,240 that has all the bells and whistles and 651 00:32:18,240 --> 00:32:20,799 it's going to be all great or is it just 652 00:32:20,799 --> 00:32:24,720 going to meet what we need? Can we lower 653 00:32:24,720 --> 00:32:26,559 the costs 654 00:32:26,559 --> 00:32:28,880 by doing something that's just going to 655 00:32:28,880 --> 00:32:31,840 get us through what we need instead of 656 00:32:31,840 --> 00:32:35,039 having all this extra things? It sounds 657 00:32:35,039 --> 00:32:38,159 really wonderful. We're kind of surprised at 798 00:39:03,280 --> 00:39:04,640 the other bids because we reduced the in 799 00:39:04,640 --> 00:39:06,720 scope and they came in a lot higher than 800 00:39:06,720 --> 00:39:08,400 the original first bid. So, we're kind 801 00:39:08,400 --> 00:39:09,680 of confused at that. But, we're happy 802 00:39:09,680 --> 00:39:13,040 that uh Fritz came in at what it is. So, 803 00:39:13,040 --> 00:39:14,480 we're hoping the council will approve it 804 00:39:14,480 --> 00:39:16,400 tonight and then we'll work with them to 805 00:39:16,400 --> 00:39:18,320 finalize the contract and get started on 806 00:39:18,320 --> 00:39:22,310 the veterans. 807 00:39:22,320 --> 00:39:24,480 And there is um I just want to make a 808 00:39:24,480 --> 00:39:26,079 comment that there is a lot of funds 809 00:39:26,079 --> 00:39:28,160 that have been raised and set aside for 810 00:39:28,160 --> 00:39:30,000 this project. So this is not coming out 811 00:39:30,000 --> 00:39:31,599 of the general budget. This is something 812 00:39:31,599 --> 00:39:35,040 that's been um being saved for and 813 00:39:35,040 --> 00:39:37,040 worked for for a very long time. 814 00:39:37,040 --> 00:39:39,680 >> Correct. We have 180,000 in the budget 815 00:39:39,680 --> 00:39:43,829 for this line. 816 00:39:43,839 --> 00:39:45,599 » Council members, have any comments or 817 00:39:45,599 --> 00:39:47,680 questions on these bids? 818 00:39:47,680 --> 00:39:49,200 >> What should you say again? In fact, when we first went through 996 00:47:14,160 --> 00:47:17,280 the process, we cut everything we could 997 00:47:17,280 --> 00:47:20,720 cut down to make it only what we need 998 00:47:20,720 --> 00:47:23,119 for right now to make sure that we are 999 00:47:23,119 --> 00:47:26,000 in compliance. If we do not put in a 1000 00:47:26,000 --> 00:47:29,200 mechanical plant and are not compliant 1001 00:47:29,200 --> 00:47:32,880 by December of 2028, 1002 00:47:32,880 --> 00:47:35,760 then we could be fined up to $10,000 a 1003 00:47:35,760 --> 00:47:37,680 day. 1004 00:47:37,680 --> 00:47:39,440 >> One of the things to add to that is one 1005 00:47:39,440 --> 00:47:41,200 of the main things that we did cut is 1006 00:47:41,200 --> 00:47:43,440 the the water the effluent water that's 1007 00:47:43,440 --> 00:47:46,160 going to come out of this is not uh you 1008 00:47:46,160 --> 00:47:48,240 can't we can't at this point use it on 1009 00:47:48,240 --> 00:47:49,920 our your yards at this point. It would 1010 00:47:49,920 --> 00:47:51,839 be only used for your like a farmer's 1011 00:47:51,839 --> 00:47:54,160 field. We'd have to implement another 1012 00:47:54,160 --> 00:47:57,599 scrubber to to this would cost closely 1013 00:47:57,599 --> 00:48:00,319 around two or3 to5 million dollars that 1014 00:48:00,319 --> 00:48:02,240 we'd have to add on top of this to make 1015 00:48:02,240 --> 00:48:05,599 it uh clean enough to use in your yards. 1016 00:48:05,599 --> 00:48:07,760 So we'll we're still working with the 1017 00:48:07,760 --> 00:48:10,079 state to try and utilize and get effent 1018 00:48:10,079 --> 00:48:12,400 permit, but that is not included in this 1019 00:48:12,400 --> 00:48:14,560 cost. And if the city chooses and gets 1020 00:48:14,560 --> 00:48:16,480 that permit and chooses to do that and 1021 00:48:16,480 --> 00:48:19,200 use it for that purpose later in that 1022 00:48:19,200 --> 00:48:21,440 time, we'll have to to to get that and 1023 00:48:21,440 --> 00:48:26,160 to purchase those um uh items to add to 1024 00:48:26,160 --> 00:48:28,240 this plan. So, there has been a lot of 1025 00:48:28,240 --> 00:48:30,160 stuff we have left out that we're not 1026 00:48:30,160 --> 00:48:36,150 using or won't be using right away. 1027 00:48:36,160 --> 00:48:38,160 » And this plan is somewhat modular, 1028 00:48:38,160 --> 00:48:41,440 meaning we can add we can add a wing to 1029 00:48:41,440 --> 00:48:45,040 it. So we So as as the city grows in the 1030 00:48:45,040 --> 00:48:46,240 future, 1031 00:48:46,240 --> 00:48:48,000 >> yes, there is room to add another 1032 00:48:48,000 --> 00:48:50,319 headworks line, there is room to the 1033 00:48:50,319 --> 00:48:54,480 west to add another clarifier. Um we 1034 00:48:54,480 --> 00:48:57,040 wouldn't use all of Sorry, I don't have 1035 00:48:57,040 --> 00:48:59,040 it right in front of me. All the systems 1036 00:48:59,040 --> 00:49:00,800 that are being in place, but that can be 1037 00:49:00,800 --> 00:49:01,760 added too. And 1038 00:49:01,760 --> 00:49:05,119 >> so this plant go it's usage is for about 1039 00:49:05,119 --> 00:49:06,960 a million gallons a day to three million 1040 00:49:06,960 --> 00:49:09,119 gallons a day. It can go up to eight on 1041 00:49:09,119 --> 00:49:11,520 the high flow days, but its main range 1042 00:49:11,520 --> 00:49:14,400 is from 1 to 3 million. So, it's not any 1043 00:49:14,400 --> 00:49:17,200 higher than that. We can expand it when 1044 00:49:17,200 --> 00:49:18,559 it's there because we have a lot of the 1045 00:49:18,559 --> 00:49:21,040 stuff to be expandable once that 1046 00:49:21,040 --> 00:49:23,680 development comes. When that development 1047 00:49:23,680 --> 00:49:26,240 comes to expand, as Robert will be able 1048 00:49:26,240 --> 00:49:28,160 to point out, is that's where a lot of 1049 00:49:28,160 --> 00:49:30,319 the new development can pay for that 1050 00:49:30,319 --> 00:49:32,079 because that will be that new growth 1051 00:49:32,079 --> 00:49:33,599 factoring in. The problem we're having 1052 00:49:33,599 --> 00:49:35,520 now is that we need it for our current 1053 00:49:35,520 --> 00:49:38,630 residents. 1054 00:49:38,640 --> 00:49:41,680 The flows right now are averaging around 1055 00:49:41,680 --> 00:49:42,720 how many? 1056 00:49:42,720 --> 00:49:44,960 >> A million to one and a half million 1057 00:49:44,960 --> 00:49:46,640 >> and then high flow days 1058 00:49:46,640 --> 00:49:48,319 >> around one and a half million. 1059 00:49:48,319 --> 00:49:49,760 >> Million 1060 00:49:49,760 --> 00:49:51,520 >> and we're pretty much at peak capacity. 1061 00:49:51,520 --> 00:49:51,839 Right. 1062 00:49:51,839 --> 00:49:53,200 >> Correct. 1063 00:49:53,200 --> 00:49:55,200 >> But my understanding is we cannot we're 1064 00:49:55,200 --> 00:49:58,000 not using we're not 1065 00:49:58,000 --> 00:50:00,800 because of the silt and sludge that's in 1066 00:50:00,800 --> 00:50:02,960 those ponds. We're not getting the full 1067 00:50:02,960 --> 00:50:04,800 capacity of what we have there currently 1068 00:50:04,800 --> 00:50:05,520 anyways. Right. 1069 00:50:05,520 --> 00:50:07,920 >> Yeah. Can't fill the ponds the way they 1070 00:50:07,920 --> 00:50:14,069 were designed either. Correct. 1071 00:50:14,079 --> 00:50:20,630 » Where is this plant going to be built? 1072 00:50:20,640 --> 00:50:22,720 » So the same place the sewer lagoons are 1073 00:50:22,720 --> 00:50:23,680 now 1074 00:50:23,680 --> 00:50:25,599 >> which is 1075 00:50:25,599 --> 00:50:28,880 >> towards the freeway. 1076 00:50:28,880 --> 00:50:31,040 Diane, um, unfortunately you can't ask 1077 00:50:31,040 --> 00:50:33,839 questions, but um, 1078 00:50:33,839 --> 00:50:34,400 >> let's see. 1079 00:50:34,400 --> 00:50:37,359 >> Yeah, typically don't have to ask 1080 00:50:37,359 --> 00:50:39,520 questions. So, 1081 00:50:39,520 --> 00:50:40,960 >> well, we can't answer the question. 1082 00:50:40,960 --> 00:50:42,400 >> Yeah, but we can we can answer the 1083 00:50:42,400 --> 00:50:45,119 question. The the sewer treat's going 1084 00:50:45,119 --> 00:50:49,440 pretty much right where it is, but just a little bit to the west. And you 1085 00:50:49,440 --> 00:50:51,520 know, in the past, we've we've gone 1086 00:50:51,520 --> 00:50:53,520 through these plans and looked at them 1087 00:50:53,520 --> 00:50:56,720 at length and and we we know right where 1088 00:50:56,720 --> 00:50:59,839 we're going. We've I mean, engineering 1089 00:50:59,839 --> 00:51:03,599 services started about when Christie 1090 00:51:03,599 --> 00:51:07,349 with Aqua Engineering 1091 00:51:07,359 --> 00:51:10,559 » um soon. I don't remember exact date. 1092 00:51:10,559 --> 00:51:11,200 >> When did they start? 1093 00:51:11,200 --> 00:51:13,040 would be like Aqua 1094 00:51:13,040 --> 00:51:15,040 Engineering. Yeah. Starting with the 1095 00:51:15,040 --> 00:51:18,400 engineering of the of the of the plant. 1096 00:51:18,400 --> 00:51:19,599 >> How long have we been planning this? 1097 00:51:19,599 --> 00:51:20,559 >> Planning this? 1098 00:51:20,559 --> 00:51:20,960 >> Yeah. 1099 00:51:20,960 --> 00:51:23,040 >> Well, first we did the study. So, Aqua 1100 00:51:23,040 --> 00:51:25,599 started with the study back in I don't 1101 00:51:25,599 --> 00:51:28,240 remember if it was 2020 or 2021 because 1102 00:51:28,240 --> 00:51:30,960 we had to do the study first to decide 1103 00:51:30,960 --> 00:51:33,280 what plant to put in and what capacity 1104 00:51:33,280 --> 00:51:35,839 we would need. So then once we finished 1105 00:51:35,839 --> 00:51:38,960 that then they went to engineer 1106 00:51:38,960 --> 00:51:41,440 the plant and then after the engineering 1107 00:51:41,440 --> 00:51:43,839 then we went out to bid. So 1108 00:51:43,839 --> 00:51:46,319 >> so 2019 the law came into effect. 1109 00:51:46,319 --> 00:51:47,440 >> Mhm. 1110 00:51:47,440 --> 00:51:49,680 >> Then we went to Yeah. went to council to 1111 00:51:49,680 --> 00:51:50,480 say 1112 00:51:50,480 --> 00:51:51,920 >> and the process started. 1113 00:51:51,920 --> 00:51:54,000 >> Yes. So, I think I yeah, I know there 1114 00:51:54,000 --> 00:51:55,920 was a number of questions regarding, you 1115 00:51:55,920 --> 00:52:01,520 know, timing and um budgets and 1116 00:52:01,520 --> 00:52:03,599 uh and I and I kind of wanted to I 1117 00:52:03,599 --> 00:52:05,119 wanted to hit on a couple of those 1118 00:52:05,119 --> 00:52:07,920 specifically. I mean, obviously 1119 00:52:07,920 --> 00:52:11,520 uh prior councils worked with the bud 1120 00:52:11,520 --> 00:52:13,200 within the budget that they added the 1121 00:52:13,200 --> 00:52:14,400 time. So, I'm not going to throw 1122 00:52:14,400 --> 00:52:18,960 anything back to to 2019. Um, I mean, I 1123 00:52:18,960 --> 00:52:21,760 think our city planner said it said it 1124 00:52:21,760 --> 00:52:26,079 best. Um, you know, maybe 1977 1125 00:52:26,079 --> 00:52:28,559 is probably when we should have start 1126 00:52:28,559 --> 00:52:30,240 planning and and being prepared for it. 1127 00:52:30,240 --> 00:52:32,880 I know this council last year, uh, 1128 00:52:32,880 --> 00:52:36,319 raised we raised the rates, which is 1129 00:52:36,319 --> 00:52:39,359 unfortunate, but, uh, that, you know, 1130 00:52:39,359 --> 00:52:42,880 that brought in, you know, $4.5 million 1131 00:52:42,880 --> 00:52:44,880 that can be put towards this. So, there 1132 00:52:44,880 --> 00:52:46,480 was a comment made that there's no 1133 00:52:46,480 --> 00:52:47,760 dollars accounted for, and that's 1134 00:52:47,760 --> 00:52:51,440 incorrect. Um, there's $4.5 million in 1135 00:52:51,440 --> 00:52:53,599 there that that will be that will be 1136 00:52:53,599 --> 00:52:59,520 able to be put towards this. Um, this one for me is really one of the 1137 00:52:59,520 --> 00:53:01,200 hardest. I knew when I ran for this 1138 00:53:01,200 --> 00:53:04,240 office that this would be something that 1139 00:53:04,240 --> 00:53:06,880 we we would have to try to figure out. 1140 00:53:06,880 --> 00:53:08,640 Um 1141 00:53:08,640 --> 00:53:12,559 the fact is is that it it the need is is 1142 00:53:12,559 --> 00:53:14,400 based from the state and the need is 1143 00:53:14,400 --> 00:53:16,079 created from the current residents. It 1144 00:53:16,079 --> 00:53:19,440 is not something that is due to growth. 1145 00:53:19,440 --> 00:53:23,280 Um a growth is happening at one one to 1146 00:53:23,280 --> 00:53:27,040 3% and will continue to happen within 1147 00:53:27,040 --> 00:53:32,319 those parameters probably. Um, and so, 1148 00:53:32,319 --> 00:53:35,839 you know, so it's it's 1149 00:53:35,839 --> 00:53:37,760 there an easy answer in this? I have not 1150 00:53:37,760 --> 00:53:39,760 I've not found one. I know I've spent a 1151 00:53:39,760 --> 00:53:42,400 lot of sleepless nights. I know uh on 1152 00:53:42,400 --> 00:53:50,400 this I think uh from a city staff standpoint, we've 1153 00:53:50,400 --> 00:53:52,319 spent a lot of time on this and and 1154 00:53:52,319 --> 00:53:54,880 we've gotten to this point. 1155 00:53:54,880 --> 00:53:58,720 Um, I was encouraged to see that we did 1156 00:53:58,720 --> 00:54:01,359 have one subcontractor that came within 1157 00:54:01,359 --> 00:54:03,599 that range. Although, you know, that 1158 00:54:03,599 --> 00:54:05,760 number doesn't doesn't look great to me. 1159 00:54:05,760 --> 00:54:07,359 I don't think any any number looks 1160 00:54:07,359 --> 00:54:09,599 great. Um, 1161 00:54:09,599 --> 00:54:11,119 when you're when you're talking these 1162 00:54:11,119 --> 00:54:12,880 types of infrastructures, they're 1163 00:54:12,880 --> 00:54:18,480 usually a once every 50 year, 40 year 1164 00:54:18,480 --> 00:54:24,240 life cycle uh type decision. So, 1165 00:54:24,240 --> 00:54:26,319 and I I'm probably speaking in a circle 1166 00:54:26,319 --> 00:54:29,520 here, but I I I I've really this taken 1167 00:54:29,520 --> 00:54:33,280 this decision very very uh it's been a 1168 00:54:33,280 --> 00:54:36,160 very very internal battle uh trying to 1169 00:54:36,160 --> 00:54:38,240 determine what we what we have to have 1170 00:54:38,240 --> 00:54:40,400 and and how do we go about getting that 1171 00:54:40,400 --> 00:54:43,920 and I think we have got to a point where 1172 00:54:43,920 --> 00:54:45,920 we have 1173 00:54:45,920 --> 00:54:48,079 moved closer to a solution. I don't know 1174 00:54:48,079 --> 00:54:51,920 if it's the solution. Uh meaning meaning 1175 00:54:51,920 --> 00:54:56,559 I I feel that there probably is some 1176 00:54:56,559 --> 00:54:58,559 other avenues we can still investigate 1177 00:54:58,559 --> 00:55:02,800 and attack. Um but I think this is 1178 00:55:02,800 --> 00:55:07,280 the best solution based on everything 1179 00:55:07,280 --> 00:55:09,680 everyone has put efforts into to to to 1180 00:55:09,680 --> 00:55:12,720 getting to. So 1181 00:55:12,720 --> 00:55:16,160 that's my point. 1182 00:55:16,160 --> 00:55:18,960 I think we've all spent a few sleepless 1183 00:55:18,960 --> 00:55:22,240 nights over this. Um, this is not this 1184 00:55:22,240 --> 00:55:26,400 is not a fun decision and 1185 00:55:26,400 --> 00:55:29,040 it has been discussed 1186 00:55:29,040 --> 00:55:31,920 considerably for the last several years 1187 00:55:31,920 --> 00:55:34,640 of how to accomplish what has to be 1188 00:55:34,640 --> 00:55:36,720 accomplished in the least amount of 1189 00:55:36,720 --> 00:55:40,000 impact to the citizens. 1190 00:55:40,000 --> 00:55:42,000 That is everybody up here's greatest 1191 00:55:42,000 --> 00:55:45,119 concern is how do we impact the citizens 1192 00:55:45,119 --> 00:55:48,240 the least and I say citizens it it 1193 00:55:48,240 --> 00:55:50,160 affects us just the same as it affects 1194 00:55:50,160 --> 00:55:53,520 you. We will all be facing the same rate 1195 00:55:53,520 --> 00:55:56,880 increase which is not fun. 1196 00:55:56,880 --> 00:55:58,480 Does anyone have any other comments 1197 00:55:58,480 --> 00:56:01,119 they'd like to make? 1198 00:56:01,119 --> 00:56:03,520 >> So we're not going to discuss rate rate 1199 00:56:03,520 --> 00:56:05,359 settings. That's the next resolution. So 1200 00:56:05,359 --> 00:56:07,359 this is just about the 1201 00:56:07,359 --> 00:56:09,680 >> bid whether the council would like to 1202 00:56:09,680 --> 00:56:13,760 approve the bid and proceed with that 1203 00:56:13,760 --> 00:56:16,240 >> and then give the staff uh the 1204 00:56:16,240 --> 00:56:17,920 permission to start negotiations, get 1205 00:56:17,920 --> 00:56:21,839 the contract in place and sign that. 1206 00:56:21,839 --> 00:56:24,240 My only comment on the bid is just it's 1207 00:56:24,240 --> 00:56:27,040 amazing how much it's gone up in two 1208 00:56:27,040 --> 00:56:30,720 years. And my fear is if we were to 1209 00:56:30,720 --> 00:56:33,680 delay or I don't I don't even think it's 1210 00:56:33,680 --> 00:56:35,760 an option to extend another five years 1211 00:56:35,760 --> 00:56:38,720 or whatever with the state. I just think 1212 00:56:38,720 --> 00:56:42,079 the cost just keeps trucking on up. I 1213 00:56:42,079 --> 00:56:44,240 don't know that there's any limit. 1214 00:56:44,240 --> 00:56:47,119 That's so that's far as the bid. I mean, 1215 00:56:47,119 --> 00:56:50,559 that's that's my only comment is it's 1216 00:56:50,559 --> 00:56:52,240 crazy how much has it went up in two 1217 00:56:52,240 --> 00:56:55,119 years, and I fear if we don't get going 1218 00:56:55,119 --> 00:56:57,119 and get it built, then it just the cost 1219 00:56:57,119 --> 00:56:59,760 just keeps going up. That's just my big 1220 00:56:59,760 --> 00:57:01,680 comment. 1221 00:57:01,680 --> 00:57:04,000 >> I I think from what we see there, we we 1222 00:57:04,000 --> 00:57:06,480 did get a a great price. 1223 00:57:06,480 --> 00:57:08,319 >> It's it's within the budget. In fact, 1224 00:57:08,319 --> 00:57:10,559 it's it's less than the initial budget 1225 00:57:10,559 --> 00:57:12,960 that they had they had mentioned to us 1226 00:57:12,960 --> 00:57:15,040 just a few weeks ago before the bid bids 1227 00:57:15,040 --> 00:57:17,040 came in. So, as we've been discussing 1228 00:57:17,040 --> 00:57:18,480 this for the last month and a half, two 1229 00:57:18,480 --> 00:57:26,960 months at length, um, you know, for this spec this specific item. So, 1230 00:57:26,960 --> 00:57:29,440 that that's a good price. And, you know, 1231 00:57:29,440 --> 00:57:31,839 as far as I'm concerned, being in 1232 00:57:31,839 --> 00:57:33,520 somewhat in this line of work, uh, 1233 00:57:33,520 --> 00:57:44,230 Vanc's a good good contractor. So, 1234 00:57:44,240 --> 00:57:45,760 » I don't have anything on this. I'll wait 1235 00:57:45,760 --> 00:57:47,280 till our next 1236 00:57:47,280 --> 00:57:48,799 >> item. So, 1237 00:57:48,799 --> 00:57:50,240 >> I just wanted to make sure they've 1238 00:57:50,240 --> 00:57:52,079 committed to meet the time deadlines 1239 00:57:52,079 --> 00:57:54,799 were under. Correct. And that's spelled 1240 00:57:54,799 --> 00:57:56,799 out pretty clearly in the bids. Correct. 1241 00:57:56,799 --> 00:57:58,400 >> Yeah. 1242 00:57:58,400 --> 00:57:59,040 >> And they 1243 00:57:59,040 --> 00:58:00,799 >> they were all pre-qualified. So, we made 1244 00:58:00,799 --> 00:58:02,400 sure that they were all have done this 1245 00:58:02,400 --> 00:58:03,839 kind of work before. They've done kind 1246 00:58:03,839 --> 00:58:05,680 of plans for similar stuff to that. 1247 00:58:05,680 --> 00:58:08,240 >> Yeah. And this has a bid bond on and for 1248 00:58:08,240 --> 00:58:10,079 performance or 1249 00:58:10,079 --> 00:58:11,040 >> Yeah, it'll be bond. 1250 00:58:11,040 --> 00:58:26,630 >> Performance. Yeah. 1251 00:58:26,640 --> 00:58:28,319 Mayor, I make a motion we approve 1252 00:58:28,319 --> 00:58:31,599 resolution 2026-18 awarding the contract 1253 00:58:31,599 --> 00:58:32,960 for the construction of the Granville 1254 00:58:32,960 --> 00:58:34,960 City wastewater treatment plant to Vanc 1255 00:58:34,960 --> 00:58:36,400 Incorporated. 1256 00:58:36,400 --> 00:58:37,920 >> We have a motion by council member 1257 00:58:37,920 --> 00:58:40,319 Butler. Is there a second? 1258 00:58:40,319 --> 00:58:42,640 >> I second. count a second by council 1259 00:58:42,640 --> 00:58:45,040 member Williams. All in favor? 1260 00:58:45,040 --> 00:58:47,520 >> I. 1261 00:58:47,520 --> 00:58:51,349 >> Motion passes. 1262 00:58:51,359 --> 00:58:54,079 » Moving on to item number seven, 1263 00:58:54,079 --> 00:58:56,960 consideration of approval of ordinance 1264 00:58:56,960 --> 00:58:58,640 2026-12 1265 00:58:58,640 --> 00:59:00,559 adjusting the sewer rate in connection 1266 00:59:00,559 --> 00:59:02,160 with the wastewater treatment plant 1267 00:59:02,160 --> 00:59:05,040 improvements and associated sewer 1268 00:59:05,040 --> 00:59:08,000 revenue bonds. So, Robert Usell 1269 00:59:08,000 --> 00:59:11,599 >> and Robert Rousell will present this the 1270 00:59:11,599 --> 00:59:13,200 engineer for the project will present 1271 00:59:13,200 --> 00:59:15,760 this to us and he is on Zoom. 1272 00:59:15,760 --> 00:59:17,520 >> Yeah. So, this is Robert Rousell with 1273 00:59:17,520 --> 00:59:20,720 Enzyme Engineering. Yeah. So, what was 1274 00:59:20,720 --> 00:59:23,040 presented last week, we had updated it 1275 00:59:23,040 --> 00:59:24,720 pretty quick with the bid that we 1276 00:59:24,720 --> 00:59:28,000 received. We did go back based on some 1277 00:59:28,000 --> 00:59:29,920 comments from city council and made a 1278 00:59:29,920 --> 00:59:32,480 few changes and and tried to just see if 1279 00:59:32,480 --> 00:59:33,839 there was anywhere where we could get 1280 00:59:33,839 --> 00:59:37,680 this you know increase lower. Uh one of 1281 00:59:37,680 --> 00:59:39,760 them was just looking back at the upsiz 1282 00:59:39,760 --> 00:59:41,680 cost for that Westbank interceptor 1283 00:59:41,680 --> 00:59:44,960 project. Uh so that you know we've we 1284 00:59:44,960 --> 00:59:46,400 looked at what they would have required 1285 00:59:46,400 --> 00:59:50,160 which was a 24 in and what is will be 1286 00:59:50,160 --> 00:59:53,200 built which is a 36 inch. Uh so that 1287 00:59:53,200 --> 00:59:55,680 upsize cost has been updated. it's it's 1288 00:59:55,680 --> 00:59:58,640 lower. So, that brought the uh cost 1289 00:59:58,640 --> 01:00:01,280 down. I will say though that the Pioneer 1290 01:00:01,280 --> 01:00:02,880 agreement with Desireette and then the 1291 01:00:02,880 --> 01:00:05,200 actual construction costs have not been 1292 01:00:05,200 --> 01:00:07,760 provided or or agreed to by the city. 1293 01:00:07,760 --> 01:00:10,880 So, that is subject to change, but uh 1294 01:00:10,880 --> 01:00:12,880 you know, we believe we're we're right 1295 01:00:12,880 --> 01:00:16,400 in there with uh that upsized cost. And 1296 01:00:16,400 --> 01:00:19,040 then we also adjusted that fiscal year 1297 01:00:19,040 --> 01:00:21,599 2027 increase for commercial 1298 01:00:21,599 --> 01:00:23,200 non-residential. So, it's a little bit 1299 01:00:23,200 --> 01:00:26,720 less to to help bring in more business 1300 01:00:26,720 --> 01:00:29,280 uh because, you know, the city is 1301 01:00:29,280 --> 01:00:32,480 roughly 3%, you know, businesses to kind 1302 01:00:32,480 --> 01:00:35,359 of help pay for more of these, you know, 1303 01:00:35,359 --> 01:00:37,280 projects moving forward. And then the 1304 01:00:37,280 --> 01:00:38,559 last one, you know, we were just 1305 01:00:38,559 --> 01:00:40,160 checking through all of our spreadsheets 1306 01:00:40,160 --> 01:00:42,720 and and the spreadsheet was using a 1307 01:00:42,720 --> 01:00:46,079 20-year bond uh and we've updated that 1308 01:00:46,079 --> 01:00:48,400 with the uh 30-year term and then that 1309 01:00:48,400 --> 01:00:52,799 5.052 interest rate. Uh and then the uh 1310 01:00:52,799 --> 01:00:55,920 private bond amount we used was 25.15 1311 01:00:55,920 --> 01:00:57,760 million because there is some cash on 1312 01:00:57,760 --> 01:01:01,839 hand to be able to to lessen that that 1313 01:01:01,839 --> 01:01:06,160 blow um as far as the increase. 1314 01:01:06,160 --> 01:01:08,480 So sort of the changes and and yeah if 1315 01:01:08,480 --> 01:01:10,880 you keep going to probably that last 1316 01:01:10,880 --> 01:01:13,760 page 1317 01:01:13,760 --> 01:01:17,510 it shows 1318 01:01:17,520 --> 01:01:20,880 » that one. Uh, keep going. One, a couple 1319 01:01:20,880 --> 01:01:22,400 more. 1320 01:01:22,400 --> 01:01:25,280 Yeah, that last table there. Go up. Yep, 1321 01:01:25,280 --> 01:01:27,599 that one. Yeah. So, this shows you kind 1322 01:01:27,599 --> 01:01:30,079 of what the what the projections are. 1323 01:01:30,079 --> 01:01:31,839 And as a reminder to everybody, yeah, 1324 01:01:31,839 --> 01:01:34,319 we're we're trying to hit that 1.25 debt 1325 01:01:34,319 --> 01:01:37,280 service coverage ratio as a minimum and 1326 01:01:37,280 --> 01:01:41,200 then the days cash on hand of 182 days. 1327 01:01:41,200 --> 01:01:44,480 And you can see in 2028 get pretty close 1328 01:01:44,480 --> 01:01:47,280 to that. Uh but then we're staying above 1329 01:01:47,280 --> 01:01:50,160 that, you know, from there on out. And 1330 01:01:50,160 --> 01:01:51,920 we've covered it in previous meetings, 1331 01:01:51,920 --> 01:01:54,160 but you know, the city is looking at 1332 01:01:54,160 --> 01:01:56,559 other ways to to get some additional 1333 01:01:56,559 --> 01:01:58,640 funding from the state, which could, you 1334 01:01:58,640 --> 01:02:02,640 know, lessen uh future increases. 1335 01:02:02,640 --> 01:02:05,440 And uh you know, some of this, 1336 01:02:05,440 --> 01:02:08,000 you know, this uh end of year cash 1337 01:02:08,000 --> 01:02:10,559 balance that accumulates over time could 1338 01:02:10,559 --> 01:02:13,119 also lessen you know, that as well in 1339 01:02:13,119 --> 01:02:34,710 the future. 1340 01:02:34,720 --> 01:02:37,119 As I mentioned earlier, we have spoke 1341 01:02:37,119 --> 01:02:41,680 with several people at the state 1342 01:02:41,680 --> 01:02:44,799 um looking for funding and looking for 1343 01:02:44,799 --> 01:02:48,160 loans that could be applied to this at a 1344 01:02:48,160 --> 01:02:50,960 much lower interest rate. At the present 1345 01:02:50,960 --> 01:02:53,520 time, we're only able to get 16 million 1346 01:02:53,520 --> 01:02:59,670 at the 0.07.075%. 1347 01:02:59,680 --> 01:03:02,319 Um, and we've asked for an additional 1348 01:03:02,319 --> 01:03:05,359 amount which we were not awarded. 1349 01:03:05,359 --> 01:03:07,359 However, there were some bills in 1350 01:03:07,359 --> 01:03:09,920 legislation this year that may allow us 1351 01:03:09,920 --> 01:03:12,240 to get some additional funding more in 1352 01:03:12,240 --> 01:03:16,079 the 1.75 to 2% rather than the 5% which 1353 01:03:16,079 --> 01:03:19,520 is what is on this rate analysis. If 1354 01:03:19,520 --> 01:03:22,480 those um those applications are not even 1355 01:03:22,480 --> 01:03:24,559 accepted until the middle of May, which 1356 01:03:24,559 --> 01:03:28,079 we will definitely be applying for, and 1357 01:03:28,079 --> 01:03:30,240 then they won't be awarded until the 1358 01:03:30,240 --> 01:03:33,839 middle of the summer. If those um if 1359 01:03:33,839 --> 01:03:35,520 those are awarded and we are able to 1360 01:03:35,520 --> 01:03:37,280 lower the interest rate, it will 1361 01:03:37,280 --> 01:03:39,520 obviously take the rates down for every 1362 01:03:39,520 --> 01:03:42,319 household and we will be able to bring 1363 01:03:42,319 --> 01:03:45,200 this back to council to um adjust the 1364 01:03:45,200 --> 01:03:47,680 rates. So, that is our hope is that we 1365 01:03:47,680 --> 01:03:50,000 can get some of that funding at a much 1366 01:03:50,000 --> 01:03:51,520 lower interest rate and that will 1367 01:03:51,520 --> 01:03:53,200 definitely help. Obviously, it's not 1368 01:03:53,200 --> 01:03:56,319 going to alleviate the entire rate 1369 01:03:56,319 --> 01:03:58,720 increase, but it will hopefully help. 1370 01:03:58,720 --> 01:04:01,200 Um, and those aren't guarantees, so 1371 01:04:01,200 --> 01:04:03,200 they're just hopes at this point that we 1372 01:04:03,200 --> 01:04:06,319 can make those um applications to the 1373 01:04:06,319 --> 01:04:08,720 point that we can get this lowered, the 1374 01:04:08,720 --> 01:04:10,480 interest rate lowered. So, that will 1375 01:04:10,480 --> 01:04:13,680 help. But all we can do is wait for 1376 01:04:13,680 --> 01:04:15,520 those applications to be accepted at 1377 01:04:15,520 --> 01:04:23,510 this point. 1378 01:04:23,520 --> 01:04:27,359 » Mayor, do you know on hand or Michael um 1379 01:04:27,359 --> 01:04:28,880 how much money we have in the fund that 1380 01:04:28,880 --> 01:04:31,119 we've saved up for this? 1381 01:04:31,119 --> 01:04:32,640 >> I think it says right there on the top 1382 01:04:32,640 --> 01:04:35,039 at the beginning. It's uh close to the 1383 01:04:35,039 --> 01:04:36,000 five million. 1384 01:04:36,000 --> 01:04:38,000 >> Okay. I don't the exact number right now 1385 01:04:38,000 --> 01:04:41,280 with the fluctuation that would maybe 1386 01:04:41,280 --> 01:04:42,400 Aspen 1387 01:04:42,400 --> 01:04:44,079 >> Aspen is on. 1388 01:04:44,079 --> 01:04:46,799 >> That's good. I hope I didn't misspeak 1389 01:04:46,799 --> 01:04:48,079 that number. No, you were you were 1390 01:04:48,079 --> 01:04:48,559 really good. 1391 01:04:48,559 --> 01:04:50,160 >> There is there's stuff in the funds. I 1392 01:04:50,160 --> 01:04:51,599 know there's at least four million. I 1393 01:04:51,599 --> 01:04:52,319 just don't know if 1394 01:04:52,319 --> 01:04:54,480 >> And where did those funds come from? 1395 01:04:54,480 --> 01:04:56,880 >> From the the rates from the rates that 1396 01:04:56,880 --> 01:04:58,720 you approved the last council meeting. 1397 01:04:58,720 --> 01:05:01,280 Those were collecting. They were less 1398 01:05:01,280 --> 01:05:03,200 than what the they were doing. So they 1399 01:05:03,200 --> 01:05:05,760 we're prepping for this. we just it was 1400 01:05:05,760 --> 01:05:07,680 more than what they thought before and 1401 01:05:07,680 --> 01:05:09,440 so we adjusted that with this rate study 1402 01:05:09,440 --> 01:05:11,200 to increase the actual amount. Now that 1403 01:05:11,200 --> 01:05:13,440 we know the bid, now that we know kind 1404 01:05:13,440 --> 01:05:15,039 of a rough estimate, we still don't know 1405 01:05:15,039 --> 01:05:17,440 exactly locked in yet for the actual 1406 01:05:17,440 --> 01:05:20,640 private bond. So that rate may increase 1407 01:05:20,640 --> 01:05:23,599 or the the interest rate may be going up 1408 01:05:23,599 --> 01:05:25,440 depending on how that goes. And so we 1409 01:05:25,440 --> 01:05:26,799 want to lock that in as soon as 1410 01:05:26,799 --> 01:05:28,480 possible. Yeah. And that will come 1411 01:05:28,480 --> 01:05:31,039 before council right now. Once we get 1412 01:05:31,039 --> 01:05:33,760 the rates approved, then we can lock in 1413 01:05:33,760 --> 01:05:35,359 the private bond because the private 1414 01:05:35,359 --> 01:05:38,799 bond holder won't issue or or give us 1415 01:05:38,799 --> 01:05:40,640 that bond unless they know that we can 1416 01:05:40,640 --> 01:05:42,799 meet that. And so, we have to pass this. 1417 01:05:42,799 --> 01:05:45,440 They would prefer that it's implemented 1418 01:05:45,440 --> 01:05:47,440 first, but they say that that it's okay 1419 01:05:47,440 --> 01:05:48,960 as long as we pass it and have an 1420 01:05:48,960 --> 01:05:52,559 implementation date. 1421 01:05:52,559 --> 01:05:54,799 >> And that bond amount, sorry, go ahead. 1422 01:05:54,799 --> 01:05:57,119 >> The implementation date is what day? uh 1423 01:05:57,119 --> 01:05:59,599 July be the same time when we would have 1424 01:05:59,599 --> 01:06:02,000 implemented the the the previous rate. 1425 01:06:02,000 --> 01:06:03,119 It would just 1426 01:06:03,119 --> 01:06:04,799 >> be separated or different than where we 1427 01:06:04,799 --> 01:06:06,400 have. Robert, do you want to go over to 1428 01:06:06,400 --> 01:06:09,599 the the rate page and Okay. Yes, it 1429 01:06:09,599 --> 01:06:10,000 would be. 1430 01:06:10,000 --> 01:06:12,079 >> I just wanted the direct answer 1431 01:06:12,079 --> 01:06:12,880 >> in July. Yeah. 1432 01:06:12,880 --> 01:06:13,520 >> Yes. 1433 01:06:13,520 --> 01:06:14,960 >> Okay. Great. 1434 01:06:14,960 --> 01:06:21,680 >> Yeah. Go ahead. Well, I I was just and that rate is that so on that bond we 1435 01:06:21,680 --> 01:06:23,760 have the option 1436 01:06:23,760 --> 01:06:26,319 to pay, move, refinance. 1437 01:06:26,319 --> 01:06:28,240 >> Well, we haven't got it yet, but that is 1438 01:06:28,240 --> 01:06:30,319 >> but that is what we're that's what we're 1439 01:06:30,319 --> 01:06:33,680 looking at. So, as mayor mentioned, if 1440 01:06:33,680 --> 01:06:36,799 there becomes a better option for us, we 1441 01:06:36,799 --> 01:06:39,359 can take that option and and not and 1442 01:06:39,359 --> 01:06:40,640 have a financial impact. 1443 01:06:40,640 --> 01:06:42,319 >> Correct. we can go and refinance that 1444 01:06:42,319 --> 01:06:45,760 and then maybe when we actually there's a lot of people speak about the 1445 01:06:45,760 --> 01:06:48,720 water credit u money we still don't have 1446 01:06:48,720 --> 01:06:50,960 that as a check so that's again just a 1447 01:06:50,960 --> 01:06:53,520 hypothetical that we he may default on 1448 01:06:53,520 --> 01:06:56,079 that contract and we don't get it doubt 1449 01:06:56,079 --> 01:06:59,200 it but uh we still have it in a check so 1450 01:06:59,200 --> 01:07:01,520 it's tough to use that money right now 1451 01:07:01,520 --> 01:07:04,400 when we don't we actually don't have it 1452 01:07:04,400 --> 01:07:09,920 and so we're that he did exercise his 1453 01:07:09,920 --> 01:07:12,400 extension on that. So, he has till like 1454 01:07:12,400 --> 01:07:15,760 I believe sometime in June uh to to get 1455 01:07:15,760 --> 01:07:17,280 that to us. So, we're still a couple 1456 01:07:17,280 --> 01:07:20,880 months out from then to even get a check 1457 01:07:20,880 --> 01:07:23,359 on that. So, we would prefer that we 1458 01:07:23,359 --> 01:07:26,960 implement these rates right now and then 1459 01:07:26,960 --> 01:07:29,839 on those options where we can see if we 1460 01:07:29,839 --> 01:07:31,200 can get that funding from the state. 1461 01:07:31,200 --> 01:07:32,720 We're going to apply for the entire 1462 01:07:32,720 --> 01:07:34,559 private bond that we put in there to try 1463 01:07:34,559 --> 01:07:36,720 and get that lower interest rate. And if 1464 01:07:36,720 --> 01:07:39,760 that's the case and then when we if and 1465 01:07:39,760 --> 01:07:41,440 when hopefully we do get that water 1466 01:07:41,440 --> 01:07:43,440 credit money, we can determine at that 1467 01:07:43,440 --> 01:07:46,079 point how much then of that can go to 1468 01:07:46,079 --> 01:07:47,599 here to try to offset some of those 1469 01:07:47,599 --> 01:07:49,359 rates. And so we will be going after all 1470 01:07:49,359 --> 01:07:51,280 of those funds. Not only that, because 1471 01:07:51,280 --> 01:07:56,559 it's the uh House Bill or 492 is the one 1472 01:07:56,559 --> 01:07:58,960 the mayor was referring to. They've been 1473 01:07:58,960 --> 01:08:01,440 allotted $und00 million in that fund. 1474 01:08:01,440 --> 01:08:02,960 and talking to the governor's office, 1475 01:08:02,960 --> 01:08:04,559 they've recommended that we apply for 1476 01:08:04,559 --> 01:08:07,200 the entire private bond that we've had. 1477 01:08:07,200 --> 01:08:09,119 We can also and have been encouraged to 1478 01:08:09,119 --> 01:08:11,680 go back and to the state that originally 1479 01:08:11,680 --> 01:08:14,000 gave us the $16 million bond this year 1480 01:08:14,000 --> 01:08:16,560 and ask them for more funding as well. 1481 01:08:16,560 --> 01:08:18,400 We're we could definitely look into 1482 01:08:18,400 --> 01:08:19,839 doing that as well. So, there's two 1483 01:08:19,839 --> 01:08:21,679 sources of funding that we we'll be 1484 01:08:21,679 --> 01:08:24,799 going after even if this rate is 1485 01:08:24,799 --> 01:08:26,719 approved tonight that we will try to 1486 01:08:26,719 --> 01:08:33,829 reduce it even further. 1487 01:08:33,839 --> 01:08:35,679 I just have something that I'd like to 1488 01:08:35,679 --> 01:08:39,279 just clear up. Um I was sworn in in 1489 01:08:39,279 --> 01:08:43,520 January of 2024, not in 2022. 1490 01:08:43,520 --> 01:08:46,880 um and the the rate increases that 1491 01:08:46,880 --> 01:08:51,040 happened um in July of 2024 and in July 1492 01:08:51,040 --> 01:08:53,040 of 2025 1493 01:08:53,040 --> 01:08:56,319 um I I voted for because of because of 1494 01:08:56,319 --> 01:08:58,560 this because of that number that needed 1495 01:08:58,560 --> 01:09:02,080 to be up there to um 1496 01:09:02,080 --> 01:09:05,279 to help lessen this this blow. So, I 1497 01:09:05,279 --> 01:09:08,799 mean, I think you, Jeff, and and mayor, 1498 01:09:08,799 --> 01:09:10,560 you were in the same boat, right? 1499 01:09:10,560 --> 01:09:13,679 >> Um, over the last, you know, two years 1500 01:09:13,679 --> 01:09:17,040 and and uh three full months. 1501 01:09:17,040 --> 01:09:19,839 >> So, we've we've known about this for all 1502 01:09:19,839 --> 01:09:22,640 that time and we've been um we've been 1503 01:09:22,640 --> 01:09:25,199 preparing for it since we were elected. 1504 01:09:25,199 --> 01:09:27,199 Been one of our biggest topics of 1505 01:09:27,199 --> 01:09:28,799 conversation. 1506 01:09:28,799 --> 01:09:30,719 So, 1507 01:09:30,719 --> 01:09:44,229 it's not a surprise 1508 01:09:44,239 --> 01:09:46,080 I was going to say not to give an excuse 1509 01:09:46,080 --> 01:09:49,040 to those past administrations, but it it 1510 01:09:49,040 --> 01:09:51,279 is tough to raise a rate if you don't 1511 01:09:51,279 --> 01:09:53,839 know how much like your plant size is 1512 01:09:53,839 --> 01:09:56,320 going to be and a proposed amount. It's 1513 01:09:56,320 --> 01:09:57,920 tough to come out and just say just pick 1514 01:09:57,920 --> 01:09:59,199 a number and say, "Oh, I guess we're 1515 01:09:59,199 --> 01:10:01,199 going to need a new plant. us raise it 1516 01:10:01,199 --> 01:10:03,760 10% this year or 20% not knowing what 1517 01:10:03,760 --> 01:10:06,719 that num ultimate number is 1518 01:10:06,719 --> 01:10:08,159 predictions on when they could come and 1519 01:10:08,159 --> 01:10:09,840 get that but again there's a process 1520 01:10:09,840 --> 01:10:12,560 that they they did go through here not 1521 01:10:12,560 --> 01:10:13,679 saying that they could have done it 1522 01:10:13,679 --> 01:10:16,000 faster or slower but there are with 1523 01:10:16,000 --> 01:10:18,400 government it does there is a process so 1524 01:10:18,400 --> 01:10:19,760 when they did find out as Christie 1525 01:10:19,760 --> 01:10:21,679 pointed out they did actually do the 1526 01:10:21,679 --> 01:10:23,360 study to determine what type of plant 1527 01:10:23,360 --> 01:10:25,679 they needed to have 1528 01:10:25,679 --> 01:10:28,719 >> which was the right approach find do the 1529 01:10:28,719 --> 01:10:32,080 study find out what you need then have 1530 01:10:32,080 --> 01:10:34,960 it designed. Yeah. And that takes time 1531 01:10:34,960 --> 01:10:47,990 unfortunately. So 1532 01:10:48,000 --> 01:10:53,440 there was a a comment um earlier about 1533 01:10:53,440 --> 01:10:57,679 um just usage. So, just to be clear, 1534 01:10:57,679 --> 01:10:59,520 maybe we can go to the the proposed 1535 01:10:59,520 --> 01:11:02,080 rates. We're actually lowering the base 1536 01:11:02,080 --> 01:11:07,280 rate from $53 and some change 5360 to 1537 01:11:07,280 --> 01:11:13,840 $40 and then utilizing a a,00gallon 1538 01:11:13,840 --> 01:11:15,520 um 1539 01:11:15,520 --> 01:11:17,920 uh per 1540 01:11:17,920 --> 01:11:21,920 uh calculation. So $5.56 1541 01:11:21,920 --> 01:11:24,960 per thousand gallons used um on average 1542 01:11:24,960 --> 01:11:27,760 through the months of November to March, 1543 01:11:27,760 --> 01:11:28,719 right? 1544 01:11:28,719 --> 01:11:29,280 >> Correct. 1545 01:11:29,280 --> 01:11:32,719 >> And so that um we thought that that was 1546 01:11:32,719 --> 01:11:34,960 a step in the right direction to help 1547 01:11:34,960 --> 01:11:39,199 lessen the bow for those individuals 1548 01:11:39,199 --> 01:11:42,159 um that might have a single person 1549 01:11:42,159 --> 01:11:45,040 living in a home or just just an elderly 1550 01:11:45,040 --> 01:11:47,920 couple. um they might not use the 1551 01:11:47,920 --> 01:11:50,480 average of 5,000 gallons in a given 1552 01:11:50,480 --> 01:11:54,719 month and so they might use two I don't 1553 01:11:54,719 --> 01:11:59,280 know I guess depends. So that was the approach we took and 1554 01:11:59,280 --> 01:12:01,280 that's the direction we gave you Robert 1555 01:12:01,280 --> 01:12:03,520 in the last meeting to actually lower 1556 01:12:03,520 --> 01:12:08,159 that bank fee from 53 5360 to $40 1557 01:12:08,159 --> 01:12:11,280 >> and then to move that usage fee um per 1558 01:12:11,280 --> 01:12:16,080 thousand gallons. So we have tried to 1559 01:12:16,080 --> 01:12:18,560 equalize that out for those that have 1560 01:12:18,560 --> 01:12:23,920 homes where they have you know 7 8 9 12 1561 01:12:23,920 --> 01:12:26,080 individuals living in a home and use a 1562 01:12:26,080 --> 01:12:29,120 lot of water. So 1563 01:12:29,120 --> 01:12:31,120 >> and that and a lot of that came from the 1564 01:12:31,120 --> 01:12:32,640 public comments. Yes. 1565 01:12:32,640 --> 01:12:34,719 >> You know suggested that we ought to be 1566 01:12:34,719 --> 01:12:37,840 our bill ought to be based off of usage. 1567 01:12:37,840 --> 01:12:41,760 So we we listened and this is the usage 1568 01:12:41,760 --> 01:12:45,040 calculation of 1569 01:12:45,040 --> 01:12:46,400 this is something the grants bill's 1570 01:12:46,400 --> 01:12:49,440 never done before. So moving to a usage, 1571 01:12:49,440 --> 01:12:54,000 but I yeah I I think hearing what 1572 01:12:54,000 --> 01:12:58,960 this this hopefully takes burden off of 1573 01:12:58,960 --> 01:13:01,520 you know 1574 01:13:01,520 --> 01:13:03,360 single 1575 01:13:03,360 --> 01:13:06,640 you know in situations where 1576 01:13:06,640 --> 01:13:08,480 um 1577 01:13:08,480 --> 01:13:11,120 yeah it bases it off the user and usage. 1578 01:13:11,120 --> 01:13:12,800 So 1579 01:13:12,800 --> 01:13:16,080 I I feel that we were listening to 1580 01:13:16,080 --> 01:13:18,480 citizens in that regard trying to cuz I 1581 01:13:18,480 --> 01:13:20,080 know this was a concern of the council 1582 01:13:20,080 --> 01:13:34,709 as well. 1583 01:13:34,719 --> 01:13:38,159 My my concern and I I've talked to 1584 01:13:38,159 --> 01:13:39,679 Michael about this a few weeks ago 1585 01:13:39,679 --> 01:13:42,480 without even having anyone else bring it 1586 01:13:42,480 --> 01:13:45,600 up, but I think if with this we need to 1587 01:13:45,600 --> 01:13:49,199 pass it with something in there that we 1588 01:13:49,199 --> 01:13:53,360 create an assistance program for elderly 1589 01:13:53,360 --> 01:13:55,760 or or low income. And I'd be happy to 1590 01:13:55,760 --> 01:13:58,239 spearhead it, research it, bring it back 1591 01:13:58,239 --> 01:13:59,679 to the council. But I think that's 1592 01:13:59,679 --> 01:14:01,840 something that we really need to to look 1593 01:14:01,840 --> 01:14:04,080 into and see if I know other cities, not 1594 01:14:04,080 --> 01:14:05,920 in Utah, but there's other states and 1595 01:14:05,920 --> 01:14:08,960 cities do it. And I would be happy to 1596 01:14:08,960 --> 01:14:11,440 look into that and try to get some ideas 1597 01:14:11,440 --> 01:14:14,000 on how to make that possible. But I 1598 01:14:14,000 --> 01:14:16,560 think that's a important thing that we 1599 01:14:16,560 --> 01:14:19,600 need to look at. Um, you know, there are 1600 01:14:19,600 --> 01:14:22,640 those people that are on a fixed income, 1601 01:14:22,640 --> 01:14:25,440 low income that this will hurt, 1602 01:14:25,440 --> 01:14:27,679 especially when it gets to, you know, 20 1603 01:14:27,679 --> 01:14:29,040 30 1604 01:14:29,040 --> 01:14:31,760 to you know and beyond. I mean even next 1605 01:14:31,760 --> 01:14:32,960 year it's going to be tough. So 1606 01:14:32,960 --> 01:14:33,520 >> July 1607 01:14:33,520 --> 01:14:37,120 >> yeah for for people. So um I mean I'd be 1608 01:14:37,120 --> 01:14:38,560 happy to do that but I think that we 1609 01:14:38,560 --> 01:14:41,040 need to maybe with the motion include 1610 01:14:41,040 --> 01:14:44,239 that that's something that the city 1611 01:14:44,239 --> 01:14:46,159 researches and sees if we can come up 1612 01:14:46,159 --> 01:14:48,960 with a a program like that. 1613 01:14:48,960 --> 01:14:50,800 I know that was a comment tonight and I 1614 01:14:50,800 --> 01:14:57,520 feel um yeah I think that um looking at 1615 01:14:57,520 --> 01:15:00,239 options there I think the the biggest 1616 01:15:00,239 --> 01:15:02,400 leverage we're going to have in my mind 1617 01:15:02,400 --> 01:15:05,120 is to try to attack it from from every 1618 01:15:05,120 --> 01:15:08,400 angle. So whether that's 1619 01:15:08,400 --> 01:15:10,800 looking looking into this new house bill 1620 01:15:10,800 --> 01:15:13,920 uh and that option um you know just 1621 01:15:13,920 --> 01:15:18,480 looking at other options you know we the the water credit has been brought up 1622 01:15:18,480 --> 01:15:22,320 in that setting um I would support 1623 01:15:22,320 --> 01:15:24,560 because because that is an asset of the 1624 01:15:24,560 --> 01:15:28,080 citizens I would support 1625 01:15:28,080 --> 01:15:33,440 using that asset to lighten a burden of the citizens and 1626 01:15:33,440 --> 01:15:40,640 so um or some other form or fashion to duplicate that into some other funds 1627 01:15:40,640 --> 01:15:44,080 that could be used in this setting. So, 1628 01:15:44,080 --> 01:15:45,360 there's a lot of there's a lot of 1629 01:15:45,360 --> 01:15:49,199 options out there and I know um I feel 1630 01:15:49,199 --> 01:15:51,600 like I feel like the staff has really 1631 01:15:51,600 --> 01:15:53,520 exhausted 1632 01:15:53,520 --> 01:15:55,679 um what options we have available to us 1633 01:15:55,679 --> 01:15:57,760 right now. It's a timing issue and 1634 01:15:57,760 --> 01:16:03,679 something that has to be done and um 1635 01:16:03,679 --> 01:16:06,800 move forward on and and then we 1636 01:16:06,800 --> 01:16:09,679 fortunately we have to maybe do them re 1637 01:16:09,679 --> 01:16:11,280 you know look at some retroactive and 1638 01:16:11,280 --> 01:16:12,640 that doesn't mean it couldn't come back 1639 01:16:12,640 --> 01:16:14,800 to the council with a reduction if we 1640 01:16:14,800 --> 01:16:18,159 were to implement those. So 1641 01:16:18,159 --> 01:16:20,480 >> right we review these rates every year. 1642 01:16:20,480 --> 01:16:22,480 >> Yeah. Well we can review this before 1643 01:16:22,480 --> 01:16:24,320 July too if something changes. 1644 01:16:24,320 --> 01:16:30,000 >> Yeah. we can we can shift gears and and change the rate if needs be. There's 1645 01:16:30,000 --> 01:16:31,920 just I mean right now the important 1646 01:16:31,920 --> 01:16:37,120 thing is is to pass it as is um so that 1647 01:16:37,120 --> 01:16:40,640 we hit the the debt service charge ratio 1648 01:16:40,640 --> 01:16:43,120 in our forecast moving forward so that 1649 01:16:43,120 --> 01:16:46,159 the bond that we get is is rated high 1650 01:16:46,159 --> 01:16:48,800 enough so individuals will invest in it. 1651 01:16:48,800 --> 01:16:49,199 >> Correct. 1652 01:16:49,199 --> 01:16:50,640 >> That's that's the important part 1653 01:16:50,640 --> 01:16:51,840 according to Zans's bank. 1654 01:16:51,840 --> 01:16:54,400 >> Right. And the information date and and 1655 01:16:54,400 --> 01:16:57,040 the implementation date, which I know we 1656 01:16:57,040 --> 01:16:59,120 did just approve the awarding of the 1657 01:16:59,120 --> 01:17:01,360 contract. So now we're we haven't signed 1658 01:17:01,360 --> 01:17:03,199 the contract yet, but we've approved it, 1659 01:17:03,199 --> 01:17:03,600 right? 1660 01:17:03,600 --> 01:17:05,120 >> Yes. 1661 01:17:05,120 --> 01:17:07,120 So 1662 01:17:07,120 --> 01:17:09,920 I we we don't see it up there and and I 1663 01:17:09,920 --> 01:17:13,520 hate to, you know, really bring it up or 1664 01:17:13,520 --> 01:17:15,840 even put any focus on it, but you know, 1665 01:17:15,840 --> 01:17:18,640 2024, if we had that that year up there 1666 01:17:18,640 --> 01:17:21,360 and maybe Robert remembers what the rate 1667 01:17:21,360 --> 01:17:25,280 was in 2024, but the the the 4030 we see 1668 01:17:25,280 --> 01:17:29,440 up there was a significant increase um 1669 01:17:29,440 --> 01:17:33,360 from uh from 2024 to 2025. 1670 01:17:33,360 --> 01:17:36,400 So, but if I remember right, that rate 1671 01:17:36,400 --> 01:17:38,880 had stayed the same 1672 01:17:38,880 --> 01:17:42,880 >> since 2018 if I remember right. So, 1673 01:17:42,880 --> 01:17:44,719 yeah, I think it went from like 28 to 1674 01:17:44,719 --> 01:17:46,800 40. It was like a 1675 01:17:46,800 --> 01:17:47,679 >> it was a pretty good jump. 1676 01:17:47,679 --> 01:17:50,000 >> It was a 30 plus percent increase, 1677 01:17:50,000 --> 01:17:52,320 >> which is why we have some funds to put 1678 01:17:52,320 --> 01:17:53,280 towards 1679 01:17:53,280 --> 01:17:54,239 >> towards it now. 1680 01:17:54,239 --> 01:17:56,000 >> Robert, you just confirmed that. 1681 01:17:56,000 --> 01:17:56,880 >> Yeah. 1682 01:17:56,880 --> 01:17:59,280 it would have been around 30. Yep. 1683 01:17:59,280 --> 01:18:03,520 previously that 33 and the 33 was those 1684 01:18:03,520 --> 01:18:05,440 first two increases. 1685 01:18:05,440 --> 01:18:07,040 >> Y 1686 01:18:07,040 --> 01:18:09,440 I I think it may be worth mentioning to 1687 01:18:09,440 --> 01:18:11,840 citizens if they want to locate those 1688 01:18:11,840 --> 01:18:13,840 and the history of those you can pull 1689 01:18:13,840 --> 01:18:16,159 them up on the utility section of our 1690 01:18:16,159 --> 01:18:18,239 website which has each individual 1691 01:18:18,239 --> 01:18:20,719 ordinance that's passed from year to 1692 01:18:20,719 --> 01:18:24,159 year and shows those rate changes. So 1693 01:18:24,159 --> 01:18:26,880 just so you can kind of walk that back. 1694 01:18:26,880 --> 01:18:28,800 I spent a lot of time in that 1695 01:18:28,800 --> 01:18:30,080 unfortunately. 1696 01:18:30,080 --> 01:18:31,920 >> Just want to make sure that this is how 1697 01:18:31,920 --> 01:18:37,679 it will work for this year. So every resident will get the base fee off 1698 01:18:37,679 --> 01:18:39,760 of the average that we've done it, but 1699 01:18:39,760 --> 01:18:42,320 then next year we'll go off of their 1700 01:18:42,320 --> 01:18:44,239 usage or how are we going to do that for 1701 01:18:44,239 --> 01:18:46,719 this coming up year? 1702 01:18:46,719 --> 01:18:48,880 Are we go are we going to individualize 1703 01:18:48,880 --> 01:18:50,560 everybody's usage for the last months 1704 01:18:50,560 --> 01:18:53,840 and then that's what they're um 1705 01:18:53,840 --> 01:18:55,520 uh 1706 01:18:55,520 --> 01:18:57,280 they're 1707 01:18:57,280 --> 01:19:01,280 what am I trying to say like I know I was trying to say so from what I 1708 01:19:01,280 --> 01:19:03,120 understood from the last three council 1709 01:19:03,120 --> 01:19:06,640 meetings we have we've had um we will 1710 01:19:06,640 --> 01:19:11,120 take the average of November 2025 to to 1711 01:19:11,120 --> 01:19:12,400 yesterday yep 1712 01:19:12,400 --> 01:19:15,120 >> and we'll get the average of the usage 1713 01:19:15,120 --> 01:19:17,679 per month water usage because we're 1714 01:19:17,679 --> 01:19:20,239 people aren't watering their lawns um 1715 01:19:20,239 --> 01:19:23,360 necessarily and so albeit we probably 1716 01:19:23,360 --> 01:19:24,480 should. Thank goodness for the rain 1717 01:19:24,480 --> 01:19:27,040 today, right? Um it's a little tangent, 1718 01:19:27,040 --> 01:19:29,679 but um nonetheless that that average per 1719 01:19:29,679 --> 01:19:34,400 month. So if my average is 8,500 gallons 1720 01:19:34,400 --> 01:19:37,600 for the last per month, the last few 1721 01:19:37,600 --> 01:19:42,080 months, then I'll be 8,000 times that 1722 01:19:42,080 --> 01:19:43,679 556. 1723 01:19:43,679 --> 01:19:45,280 >> But okay, so that that's my question. 1724 01:19:45,280 --> 01:19:47,199 Are we going off our individual? Are we 1725 01:19:47,199 --> 01:19:48,640 going to get that data? Are we going off 1726 01:19:48,640 --> 01:19:50,080 the citywide for this first 1727 01:19:50,080 --> 01:19:50,880 >> individual data 1728 01:19:50,880 --> 01:19:51,520 >> individual? 1729 01:19:51,520 --> 01:19:53,840 >> And that's that's the beauty part of it. 1730 01:19:53,840 --> 01:19:55,040 I mean, there are nine people in my 1731 01:19:55,040 --> 01:19:56,000 home, 1732 01:19:56,000 --> 01:19:58,480 >> you know. You know, and some homes just 1733 01:19:58,480 --> 01:19:59,280 have two 1734 01:19:59,280 --> 01:20:02,640 >> and then the direction going forward 1735 01:20:02,640 --> 01:20:06,960 would be to meter would be to meter that 1736 01:20:06,960 --> 01:20:07,600 correctly. 1737 01:20:07,600 --> 01:20:10,239 >> We already have it metered per month. 1738 01:20:10,239 --> 01:20:11,520 Okay. And so that's why we're we're 1739 01:20:11,520 --> 01:20:14,000 trying to get the that collection on a 1740 01:20:14,000 --> 01:20:15,760 daily basis to make it more accurate. 1741 01:20:15,760 --> 01:20:18,960 >> Okay. Yeah. 1742 01:20:18,960 --> 01:20:20,159 >> Not monthly, daily. 1743 01:20:20,159 --> 01:20:21,920 >> Yeah. But it's still going to be the 1744 01:20:21,920 --> 01:20:23,520 average of what it is, 1745 01:20:23,520 --> 01:20:24,000 >> right? 1746 01:20:24,000 --> 01:20:28,000 >> And that again, that's more for like uh 1747 01:20:28,000 --> 01:20:30,080 leak detection, other things, but is a 1748 01:20:30,080 --> 01:20:32,719 as a secondary benefit that you get more 1749 01:20:32,719 --> 01:20:36,480 accurate averages. This 1947 01:29:59,040 --> 01:30:01,520 was months ago when when it was 1948 01:30:01,520 --> 01:30:03,840 conceptual. Um 1949 01:30:03,840 --> 01:30:05,600 and and I know a number of them 1950 01:30:05,600 --> 01:30:08,080 volunteered their time and resources, 1951 01:30:08,080 --> 01:30:11,040 you know, whatever whatever we can do to 1952 01:30:11,040 --> 01:30:13,360 but they um one of one of the comments 1953 01:30:13,360 --> 01:30:16,560 that kind of hit me is his comment was 1954 01:30:16,560 --> 01:30:20,560 is making sure that the payouts the 1955 01:30:20,560 --> 01:30:23,199 winnings uh are more than the entry 1956 01:30:23,199 --> 01:30:23,840 fees. 1957 01:30:23,840 --> 01:30:26,080 >> Yes, absolutely. uh meaning that the 1958 01:30:26,080 --> 01:30:29,600 those that he he he mentioned that just 1959 01:30:29,600 --> 01:30:33,679 because obviously I mean they I'm sure 1960 01:30:33,679 --> 01:30:36,719 they love to to go compete and and be 1961 01:30:36,719 --> 01:30:40,000 called first um you know but but being 1962 01:30:40,000 --> 01:30:41,600 able to take something away from that I 1963 01:30:41,600 --> 01:30:44,560 think is important and then I think that 1964 01:30:44,560 --> 01:30:46,719 lends to the tradition that it can 1965 01:30:46,719 --> 01:30:49,920 create meaning it's if they're coming 1966 01:30:49,920 --> 01:30:53,760 here from Evston or whatever to to do it 1967 01:30:53,760 --> 01:31:00,080 you they'll come back again if if it's if it works for them, right? So 1968 01:31:00,080 --> 01:31:00,960 trying to 1969 01:31:00,960 --> 01:31:01,600 >> Anyway, 1970 01:31:01,600 --> 01:31:03,920 >> absolutely. So added money is important 1971 01:31:03,920 --> 01:31:07,440 and I have figured in 500 per event for 1972 01:31:07,440 --> 01:31:10,159 added money. Um the base requirement is 1973 01:31:10,159 --> 01:31:12,880 200 per event, but um between 1974 01:31:12,880 --> 01:31:15,360 sponsorships and the other projected 1975 01:31:15,360 --> 01:31:17,600 sales, we were able to bump that up to 1976 01:31:17,600 --> 01:31:21,270 500. 1977 01:31:21,280 --> 01:31:22,000 » Can I 1978 01:31:22,000 --> 01:31:22,880 >> please go ahead? 1979 01:31:22,880 --> 01:31:23,679 >> No. 1980 01:31:23,679 --> 01:31:26,320 I have share the same concerns Jake was 1981 01:31:26,320 --> 01:31:28,880 just talking about. Um, couple of 1982 01:31:28,880 --> 01:31:31,520 questions. So, entrance, have you talked 1983 01:31:31,520 --> 01:31:33,360 to people that would be willing to come 1984 01:31:33,360 --> 01:31:34,800 out here because this is great, but what 1985 01:31:34,800 --> 01:31:37,040 if no one signs up to come ride the 1986 01:31:37,040 --> 01:31:38,800 bulls, do the team roping, all that kind 1987 01:31:38,800 --> 01:31:41,280 of stuff? What's the interest on it? 1988 01:31:41,280 --> 01:31:41,920 Yeah. 1989 01:31:41,920 --> 01:31:43,360 >> No, that's a great question. And so, 1990 01:31:43,360 --> 01:31:45,920 that's why we chose to go with a RMP 1991 01:31:45,920 --> 01:31:47,679 sanctioned rodeo. So that is going to 1992 01:31:47,679 --> 01:31:49,760 bring the contestants here because if 1993 01:31:49,760 --> 01:31:51,520 they don't win that added money or they 1994 01:31:51,520 --> 01:31:53,600 don't come to these rodeos and get those 1995 01:31:53,600 --> 01:31:56,159 points then they lose out on the elig 1996 01:31:56,159 --> 01:31:58,719 eligibility for the year end awards. And 1997 01:31:58,719 --> 01:32:01,440 so yes um if you're not a member of the 1998 01:32:01,440 --> 01:32:05,360 R&P you can still apply. Um it is an 1999 01:32:05,360 --> 01:32:07,440 increased entry fee but as a member of 2000 01:32:07,440 --> 01:32:10,159 the R&P you are eligible for yearend 2001 01:32:10,159 --> 01:32:12,960 points and awards. 2002 01:32:12,960 --> 01:32:14,560 >> And then I just wanted to make a comment 2003 01:32:14,560 --> 01:32:17,120 that I mean I've had 2004 01:32:17,120 --> 01:32:19,440 at least a dozen people reach out to me 2005 01:32:19,440 --> 01:32:20,960 and with everything that's been on the 2006 01:32:20,960 --> 01:32:23,440 agenda lately, it's been a breath of 2007 01:32:23,440 --> 01:32:24,800 fresh air because everybody asks how 2008 01:32:24,800 --> 01:32:26,960 they can help, what they can do and I 2009 01:32:26,960 --> 01:32:29,440 haven't heard one negative thing. Well, 2010 01:32:29,440 --> 01:32:31,600 can't say one. You know, there's always 2011 01:32:31,600 --> 01:32:32,639 someone that's concerned about 2012 01:32:32,639 --> 01:32:33,920 something, which is 2013 01:32:33,920 --> 01:32:36,560 >> I get it, but I've heard nothing but 2014 01:32:36,560 --> 01:32:38,800 good things and people excited about it 2015 01:32:38,800 --> 01:32:40,719 and send them your way. I don't know if 2016 01:32:40,719 --> 01:32:42,800 they've reached out, but I mean, you 2017 01:32:42,800 --> 01:32:46,080 don't get a lot of positivity um doing 2018 01:32:46,080 --> 01:32:47,920 all of this. So, it was great to 2019 01:32:47,920 --> 01:32:49,520 actually hear people in support of 2020 01:32:49,520 --> 01:32:50,639 something and want something to come 2021 01:32:50,639 --> 01:32:53,120 back to the grant still. Will you go over the numbers 2026 01:33:03,199 --> 01:33:05,679 that have like ticket sale potentials 2027 01:33:05,679 --> 01:33:07,679 and 2028 01:33:07,679 --> 01:33:10,800 >> Yep, absolutely. So, um, total entry 2029 01:33:10,800 --> 01:33:13,840 fees after we subtract what goes back to 2030 01:33:13,840 --> 01:33:17,360 the RMP, uh, what goes to judges and the 2031 01:33:17,360 --> 01:33:20,719 500 added, um, that leaves us, uh, 2032 01:33:20,719 --> 01:33:22,400 at$7,000. 2033 01:33:22,400 --> 01:33:25,280 And then if we sell, um, the tickets at 2034 01:33:25,280 --> 01:33:29,199 the projected um, amount, then that's 2035 01:33:29,199 --> 01:33:31,440 10,170. 2036 01:33:31,440 --> 01:33:33,520 Um, projected sponsorship that we 2037 01:33:33,520 --> 01:33:38,000 currently have is 16,500. And then at um 2038 01:33:38,000 --> 01:33:40,560 only 10 vendors uh we have way more 2039 01:33:40,560 --> 01:33:43,679 interested than that um at $50 for a 2040 01:33:43,679 --> 01:33:45,840 booth spot is 500 leaving us a total of 2041 01:33:45,840 --> 01:33:47,520 $58,120 2042 01:33:47,520 --> 01:33:51,440 and80. That is not subtracting out um 2043 01:33:51,440 --> 01:33:54,159 the contractor's fees um or any expenses 2044 01:33:54,159 --> 01:33:57,040 that the city will need to um utilize to 2045 01:33:57,040 --> 01:34:00,080 put together this rodeo. 2046 01:34:00,080 --> 01:34:01,920 >> I'll see if I can get you a sponsor. 2047 01:34:01,920 --> 01:34:04,239 >> Thank you. I appreciate it. I guess 2048 01:34:04,239 --> 01:34:05,280 >> might have a red horse 2049 01:34:05,280 --> 01:34:06,880 >> to to put in here just to keep 2050 01:34:06,880 --> 01:34:09,280 perspective is that if we do proceed and 2051 01:34:09,280 --> 01:34:11,679 which I hope we do um continue to get a 2052 01:34:11,679 --> 01:34:14,000 rodeo here. We want to do maintenance 2053 01:34:14,000 --> 01:34:15,520 year round on it. 2054 01:34:15,520 --> 01:34:17,679 >> So we will probably in the budget look 2055 01:34:17,679 --> 01:34:20,560 at um helping Christie and ask for more 2056 01:34:20,560 --> 01:34:24,000 staffing for the park department to come 2057 01:34:24,000 --> 01:34:25,679 over here. So that is a factor that we 2058 01:34:25,679 --> 01:34:27,760 have to consider is that we're going to 2059 01:34:27,760 --> 01:34:29,040 if we're going to do this, we're going 2060 01:34:29,040 --> 01:34:30,880 to want to make sure that we maintain it 2061 01:34:30,880 --> 01:34:32,480 year round so we don't have to have such 2062 01:34:32,480 --> 01:34:34,880 a big hit every year when we try to get 2063 01:34:34,880 --> 01:34:38,159 it up to par. What has to be done 2064 01:34:38,159 --> 01:34:39,840 currently? I mean over there I mean 2065 01:34:39,840 --> 01:34:41,760 we've got to there's we're using the 2066 01:34:41,760 --> 01:34:44,080 pavilion as kind of a storage shed right 2067 01:34:44,080 --> 01:34:46,320 now, right? Like 2068 01:34:46,320 --> 01:34:48,480 >> so the pavilion um there's equipment 2069 01:34:48,480 --> 01:34:50,639 that needs to be moved and um placed 2070 01:34:50,639 --> 01:34:53,920 elsewhere. Um there is a wash pad that 2071 01:34:53,920 --> 01:34:56,239 we are going to remove. We've actually 2072 01:34:56,239 --> 01:34:58,239 or I have actually reached out to some 2073 01:34:58,239 --> 01:35:00,639 of the rock uh mines up here and they're 2074 01:35:00,639 --> 01:35:03,199 willing to donate um gravel and sand. 2075 01:35:03,199 --> 01:35:06,080 And so um we're wanting to do a 2076 01:35:06,080 --> 01:35:08,000 community cleanup and then bring that 2077 01:35:08,000 --> 01:35:10,480 gravel in, level out the areas around 2078 01:35:10,480 --> 01:35:12,960 the bleacher um and then obviously mow 2079 01:35:12,960 --> 01:35:14,560 and weed eat the weeds. And then we want 2080 01:35:14,560 --> 01:35:17,120 to bring sand in uh maintain the arena 2081 01:35:17,120 --> 01:35:20,400 and then um look at repainting the 2082 01:35:20,400 --> 01:35:22,159 bleachers. 2083 01:35:22,159 --> 01:35:25,440 >> And I have reached out to um some 2084 01:35:25,440 --> 01:35:28,480 painting contractors to to do that like 2085 01:35:28,480 --> 01:35:31,920 as a service or a donation type of thing 2086 01:35:31,920 --> 01:35:36,390 as well. 2087 01:35:36,400 --> 01:35:38,320 » This is a twoight event, right? 2088 01:35:38,320 --> 01:35:40,480 >> Correct. I actually 2187 01:39:34,239 --> 01:39:36,320 love the time frame. It'll be one of the 2188 01:39:36,320 --> 01:39:37,679 first rodeos of the season. Right. 2189 01:39:37,679 --> 01:39:38,480 >> Correct. 2190 01:39:38,480 --> 01:39:41,600 >> I I love, you know, Memorial Day. Um, 2191 01:39:41,600 --> 01:39:47,199 obviously this is, you know, 250 um with the Fourth of July. This is a great 2192 01:39:47,199 --> 01:39:50,320 kickoff to that weekend and the summer. 2193 01:39:50,320 --> 01:39:52,159 Um, I believe graduation's the day 2194 01:39:52,159 --> 01:39:53,600 before this 2195 01:39:53,600 --> 01:39:54,880 >> two days before. 2196 01:39:54,880 --> 01:39:56,159 >> Is it Wednesday or Thursday? 2197 01:39:56,159 --> 01:39:56,639 >> Wednesday. 2198 01:39:56,639 --> 01:39:58,320 >> It's Wednesday this year. 2199 01:39:58,320 --> 01:40:01,280 >> So, I mean, kids will be out of school. 2200 01:40:01,280 --> 01:40:02,560 It'll be, you know, 2201 01:40:02,560 --> 01:40:04,719 >> itching to go on a vacation and see a 2202 01:40:04,719 --> 01:40:05,600 rodeo. 2203 01:40:05,600 --> 01:40:08,080 >> Well, no. Um, for a town that's used to 2207 01:40:16,960 --> 01:40:19,119 putting on events, you know, not 2208 01:40:19,119 --> 01:40:20,960 necessarily last minute, but Jeff, you 2209 01:40:20,960 --> 01:40:23,040 can vouch for this. When you when you 2210 01:40:23,040 --> 01:40:24,800 bring community together, people rally 2211 01:40:24,800 --> 01:40:26,719 around it. And I think the rodeo 2212 01:40:26,719 --> 01:40:28,800 community and the cowboy community will 2213 01:40:28,800 --> 01:40:31,360 rally around something like this. So, I 2214 01:40:31,360 --> 01:40:32,560 don't think we'll have any trouble 2215 01:40:32,560 --> 01:40:35,440 getting individuals to to pitch in and 2216 01:40:35,440 --> 01:40:37,199 help at all. So, we we put a 2341 01:45:29,119 --> 01:45:31,679 tester in our hometown track in Joplin, 2342 01:45:31,679 --> 01:45:34,560 Missouri. we just built. Um the only 2343 01:45:34,560 --> 01:45:36,320 difference on our track is it has that 2344 01:45:36,320 --> 01:45:38,880 start gate under it and then a red line 2345 01:45:38,880 --> 01:45:41,040 that says world painted across where 2346 01:45:41,040 --> 01:45:43,119 that line is. We've kind of built a 2358 01:46:05,440 --> 01:46:07,600 community around it. 2359 01:46:07,600 --> 01:46:10,000 >> Okay. Item number 10, consideration of 2598 01:55:40,080 --> 01:55:43,040 approving resolution 2026-9 2599 01:55:43,040 --> 01:55:45,040 authorizing the dissolution of the 2600 01:55:45,040 --> 01:55:47,119 Desert Edge Public Infrastructure 2601 01:55:47,119 --> 01:55:49,840 Districts numbers 2 through three. And 2602 01:55:49,840 --> 01:55:52,560 Alicia will present that for us. 2603 01:55:52,560 --> 01:55:55,280 >> So, good evening. Um I'm going to 2604 01:55:55,280 --> 01:55:57,360 present this on the on behalf of Tom 2605 01:55:57,360 --> 01:55:59,599 Jolly who couldn't be with us tonight 2606 01:55:59,599 --> 01:56:02,400 but um he's the legal counsel for the 2607 01:56:02,400 --> 01:56:05,360 PID the public infrastructure districts 2608 01:56:05,360 --> 01:56:08,719 um for Desert Edge or sorry Desert Edge 2609 01:56:08,719 --> 01:56:13,760 and um in his email he states that um 2610 01:56:13,760 --> 01:56:17,199 the Desert that sorry Desert Edge PID 2611 01:56:17,199 --> 01:56:20,400 number one annexed all of the land into 2612 01:56:20,400 --> 01:56:22,719 district number one and received a 2613 01:56:22,719 --> 01:56:25,199 certificate of annexation. from the LG's 2614 01:56:25,199 --> 01:56:29,440 office on March 11th, 2025. Um once the 2615 01:56:29,440 --> 01:56:31,599 annexation was completed, then they 2616 01:56:31,599 --> 01:56:34,880 realized that they didn't or they they 2617 01:56:34,880 --> 01:56:36,800 had district numbers two and three 2618 01:56:36,800 --> 01:56:40,080 already in the bounds boundaries. Um so 2619 01:56:40,080 --> 01:56:44,480 on January 5th, 2026, LGI Homes Utah, 2620 01:56:44,480 --> 01:56:47,280 which is the developer, um submitted a 2621 01:56:47,280 --> 01:56:49,520 petition to dissolve the Desert Edge pit 2622 01:56:49,520 --> 01:56:52,880 numbers two and three. And um the reason 2623 01:56:52,880 --> 01:56:54,639 for the dissolution is based on the fact 2624 01:56:54,639 --> 01:56:56,320 that these districts are no longer 2625 01:56:56,320 --> 01:56:57,840 needed 2626 01:56:57,840 --> 01:56:59,920 um for the purposes for which they were 2627 01:56:59,920 --> 01:57:02,320 created and have not provided any 2628 01:57:02,320 --> 01:57:05,599 services otherwise operated 2629 01:57:05,599 --> 01:57:09,440 um or received any bond funds, taxes or 2630 01:57:09,440 --> 01:57:12,800 fees or expended any such funds. So 2631 01:57:12,800 --> 01:57:15,840 there's no outstanding indebtedness or 2632 01:57:15,840 --> 01:57:18,800 other financial obligations. Um the 2633 01:57:18,800 --> 01:57:20,880 districts are no longer required to 2634 01:57:20,880 --> 01:57:23,520 assist in the financing of public 2635 01:57:23,520 --> 01:57:25,520 infrastructure relating to the 2636 01:57:25,520 --> 01:57:26,960 construction of the Desert Edge 2637 01:57:26,960 --> 01:57:32,400 development. Um and the board adopted 2638 01:57:32,400 --> 01:57:35,280 their resolution 2026 2639 01:57:35,280 --> 01:57:37,440 which is included in your packet um 2640 01:57:37,440 --> 01:57:39,760 authorizing the dissolution of the 2641 01:57:39,760 --> 01:57:43,040 Desert Edge PIDs number two and three. 2642 01:57:43,040 --> 01:57:45,360 And we just need a formal resolution 2643 01:57:45,360 --> 01:57:47,599 from our council. 2644 01:57:47,599 --> 01:57:53,270 um to approve it as well. 2645 01:57:53,280 --> 01:57:54,719 » That's housekeeping. 2646 01:57:54,719 --> 01:57:56,400 >> Yeah, just a little housekeeping. It 2647 01:57:56,400 --> 01:57:58,880 sounds like Is there anything that needs 2648 01:57:58,880 --> 01:58:01,280 to be discussed on this? 2649 01:58:01,280 --> 01:58:04,800 >> I I vaguely remember a council meeting 2650 01:58:04,800 --> 01:58:06,480 last year, maybe towards the end of last 2651 01:58:06,480 --> 01:58:10,000 year, where they came in and added some 2652 01:58:10,000 --> 01:58:12,639 new members to their board, had some 2653 01:58:12,639 --> 01:58:14,560 members go out and new members. So, that 2654 01:58:14,560 --> 01:58:15,840 was probably all in preparation for 2655 01:58:15,840 --> 01:58:18,000 this. So, I mean, I I make a motion that 2656 01:58:18,000 --> 01:58:21,040 we approve resolution 2026-9 2657 01:58:21,040 --> 01:58:23,599 authorizing the dissolution of the 2658 01:58:23,599 --> 01:58:25,440 Desert Edge Public Infrastructure 2659 01:58:25,440 --> 01:58:27,840 Districts numbers two through three. 2660 01:58:27,840 --> 01:58:29,360 >> We have a motion by Council Member 2661 01:58:29,360 --> 01:58:30,800 Butler. All 2664 01:58:34,159 --> 01:58:37,750 in favor? 2665 01:58:37,760 --> 01:58:40,800 » Motion passes. Moving on to item number 2666 01:58:40,800 --> 01:58:44,639 11, council reports. 2667 01:58:44,639 --> 01:58:46,880 Uh, somebody want to start? 2668 01:58:46,880 --> 01:58:49,599 >> I go quickly. From 2874 02:07:06,960 --> 02:07:10,239 what I understood to date, um there are 2875 02:07:10,239 --> 02:07:12,239 17 different states that have put in 2876 02:07:12,239 --> 02:07:17,199 applications for for this. I have a lot of people 2881 02:07:25,520 --> 02:07:28,480 >> Yes. And so I I've debated that myself. 2882 02:07:28,480 --> 02:07:30,320 What What's everybody's opinion? Release 2883 02:07:30,320 --> 02:07:31,119 the information. 2884 02:07:31,119 --> 02:07:32,960 >> I think it's all potential right now. I 2885 02:07:32,960 --> 02:07:34,639 mean, yeah, I 2886 02:07:34,639 --> 02:07:36,639 >> until 2887 02:07:36,639 --> 02:07:38,800 there's an actual selection doesn't 2888 02:07:38,800 --> 02:07:39,760 become 2889 02:07:39,760 --> 02:07:40,560 >> a reality. 2890 02:07:40,560 --> 02:07:42,320 >> I I I don't know. I'm kind of both ways. 2891 02:07:42,320 --> 02:07:45,119 said it's probably good to have the 2892 02:07:45,119 --> 02:07:47,599 information there anyways. Um, but if 2893 02:07:47,599 --> 02:07:50,159 it's not going to happen, 2894 02:07:50,159 --> 02:07:51,520 >> yeah, 2895 02:07:51,520 --> 02:07:52,639 >> there's a real possibility. 2896 02:07:52,639 --> 02:07:53,920 >> I don't think this is the state 2897 02:07:53,920 --> 02:07:55,679 withholding that information. 2898 02:07:55,679 --> 02:07:57,440 >> No, I have the information.
